Tuesday, September 08, 2015 Austin, Texas • Press Release Governor Greg Abbott today signed a transportation agreement between the Texas Department of Transportation (TxDOT) and the Ministry of Communications and Transportation of the United Mexican States to promote and increase bilateral collaboration on future border infrastructure projects. Additionally, Governor Abbott and Mexico announced the creation of an energy task force to foster economic growth on both sides of the border by finding new and innovative energy solutions. “The State of Texas recognizes the importance of its long term partnership with Mexico, which is why we must continue to expand our dialogue on issues such as border security, transportation and energy,” said Governor Abbott. “Today’s transformative agreement on transportation signifies Texas’ and Mexico’s intent to expand highway infrastructure, encourage economic development and facilitate bilateral trade on both sides of the border. “I am also pleased to announce Texas and Mexico’s intent to establish an energy task force, which will foster discussions on energy reform as developments in the energy industry proliferate at home and across the border. Texas and Mexico meet at the center of North America’s vast energy resources, and this task force will provide a unique opportunity to enrich economic growth and development for both sides.” Claudia Ruiz Massieu, Mexico Secretary of Foreign Affairs highlighted that “such a deep and diverse relationship as the one Mexico and Texas share flourishes when there is communication and mutual understanding. Governor Abbott´s visit reflects the will to take that path.” Transportation Agreement •Maintain consistent oral and written communication regarding binational transportation and border issues. •Promote bilateral collaboration in the exchange of information and research impacting motor vehicle border land crossings. •Increase collaboration on future border infrastructure projects.

INTERVIEW WITH A
FIREFIGHTER Tell me a little bit about your job.
I’m part of an elite, all-Native American, wildland firefighting crew called the Geronimo Hotshots. We fight wildland fires across the United States, often in remote areas. Our season starts about March or April and ends in September. During that time, we’re on call. How do you fight wildland fires?
Samuel Meade, Jr. San Carlos, Arizona
Interviewed by Elka Torpey June 2015
We’ll hike for miles or jump in a helicopter that takes us to where the fire is. Then we cut brush and trees and scrape vegetation and debris. We’re the “ground pounders,” making a fire line to keep a fire from spreading. Every fire is different. Sometimes we do a “backfiring,” burning fuel in front of the fire to create a buffer to stop the progression. This is usually done at night when the fire is low intensity. There are some places we can barely touch because we don’t want to damage the land. It all depends on the forest. Why did you want to become a wildland firefighter? The first time I saw the Hotshots crew, they were all lined up single file, military style. They all rode in same-colored vehicles and were unified and professional. They were there in the smoke, front and center. I told myself I wanted to get on that crew.
BUREAU OF LABOR STATISTICS FAST FACTS: FIREFIGHTERS MAY 2014 EMPLOYMENT: 308,790 (excludes self-employed) 2012–22 PROJECTED GROWTH: 7 percent (slower than average)
For people in San Carlos, it’s in their blood, in their veins. They love the job. My father was a wildland firefighter. He was one of my inspirations. Describe your first experiences as a firefighter.
EDUCATION & TRAINING TYPICALLY REQUIRED: Postsecondary nondegree award, plus long-term on-the-job training. Gaining experience as a volunteer firefighter may help in getting a job as a career firefighter.
My first firefighting job was as a brush truck engine operator, driving an off-road firetruck to areas that larger firefighting equipment couldn’t reach. Then I was on a training crew in Nevada for a few seasons. After that, I applied to the Geronimo Hotshots. I was hired as a crew member, and I’ve been with them ever since.

ing. I remember thinking, “I don’t know if this is for me.” But I have two daughters, and I thought, “I’m not doing this only for myself, I’m doing it for my family.” And that kept me going every day. I received Firefighter of the Year that first year. That helped me to know a really good part of me belonged there, fighting fires. What are your biggest challenges? When you’re out there, experiencing the fire firsthand, 50 or 100 feet away, there’s an adrenaline rush. It’s coming toward you, and you think, “What am I doing here?” You think, “Am I being safe?” That’s when you count on your squad leaders, the people on the crew who have more experience. You must trust their judgment. You have to be able to endure the outdoors and being away from family for long periods of time during the summer. Physically, it’s a challenge. But mentally, it’s a challenge, too. What do you like best about your job? Being out there in the forest, being out in nature. Travelling, seeing different areas of the country, and being on the road. And just doing the work and having that feeling at the end of a day when you pat each other on the back, saying, “It’s a good job.” How does someone become part of a wildland firefighting crew? It’s not easy. There are a lot of people who apply, but all crews are different in terms of the hiring process. The first thing is that you must be in top shape physically. Here, crew members have to have their basic wildland fire training and undergo a physical fitness test. In the morning, we run 7 or 8 miles, and then in the afternoon they might say, “Okay, let’s hit the mountain and climb up it.” And that can be a real drain, especially carrying heavy packs with all our gear and tools.
You can be eligible to work in our program with at least 6 months of training or wildland experience. But you’ll also want to go out and meet people on the crew, talk to them. And even after you get your foot in the door, that’s only part of getting on a crew. It’s not just about being physically fit but also mentally fit. What do wildland firefighters do during the off season? Some of us work year round, organizing things like background checks, clearance with the human resources department, or budgeting. Seasonal crewmembers work for 6 months. During the rest of the year, some go to school. Others work in jobs like construction or cutting timber. They work things out with their employer so that they can go back during our off season.
take the basic wildland fire training and physical fitness test. What are your future career plans? I’m really where I need to be right now. Especially being on a Native American Hotshot crew in San Carlos, there are a lot of people here in the community who look up to us. I would like to help the program continue to thrive. How do firefighters advance? There’s a career ladder here. Each year that passes, you gain experience that helps you move up to leadership positions, from crewmember to senior firefighter, then to squad leader, foreman, and superintendent. You take various training to advance. But after squad leader, the only way to get a higher position, like foreman or superintendent, is if someone retires or resigns. What’s your best advice for someone who wants to be a wildland firefighter? The best thing to do is look online, find out what the qualifications are with different agencies, and apply early. By the time fire season is over, most crews are looking for people to apply. And for these jobs, specifically, be physically active and

Vol. 20 Issue 1005 September 11 - September 18, 2015
The University of Houston’s petroleum engineering and biomedical engineering programs – the two newest for the Cullen College of Engineering – have been accredited by the Accrediting Board for Engineering Technology, or ABET, which focuses on college and university programs in applied science, computing, engineering and engineering technology. All eight UH undergraduate engineering programs now have ABET accreditation. The petroleum engineering program started in 2009 at the request of energy companies who needed graduates for their workforce. The biomedical engineering program became a freestanding department in 2010, when internationally known researcher and educator Metin Akay arrived as founding chair. Programs aren’t eligible for ABET accreditation until they have been established long enough to produce graduates. “This puts you on the map,” said Tom Holley, founding director of the petroleum engineering program. Paula Myrick Short, senior vice chancellor/ senior vice president for academic affairs and provost for UH, said accreditation is an important measure of a program’s quality. “This step offers assurance that the Cullen College of Engineering’s newest academic programs, in biomedical engineering and petroleum engineering, are producing graduates ready to make a difference in these critical fields, which play a major role in the economies of Houston, Texas and the nation,” she said. Akay, John S. Dunn Endowed Chair professor of biomedical engineering, noted that ABET examiners found no deficiencies or concerns after their study of the program and made no recommendations for change. Akay recruited new faculty and revamped the biomedical engineering curriculum after his arrival. With more than 220 undergraduate students, the program focuses on three emerging academic and research fields: neural, cognitive and rehabilitation engineering; biomedical imaging and bionanoscience.
That better prepares students for internships and eventually for the workforce, Akay said. Among the new courses are those in emerging technologies, including regenerative medicine, global health care, systems biology, biocomputng, genomics and proteomics engineering. With health care expenditures now expected to reach $10,000 per person in 2015 and an aging population poised to push spending even higher, Akay said biomedical innovation and engineering holds promise for improving diagnostics and treatment, as well as cutting health care costs. “This highly trained workforce will play a critical role in the development of precision medicine, intelligent drug design and delivery, the detection and treatment of diseases at its earliest stage and the design of sensors, prosthetics, artificial organs and skins,” he said. The undergraduate petroleum engineering program has undergone a similar transformation, restarted about six years ago at the request of energy companies searching for talent. It has grown rapidly, with about 1,000 undergraduate students enrolled this fall, and Holley said the program earned the accreditation on its first try. UH long has had a master’s degree program in petroleum engineering, and a Ph.D. program has since been established. Despite the current slowdown in industry hiring because of low oil prices, Holley said many companies remain committed to hiring new graduates, and student interest in the program is strong. ABET accreditation will help with recruiting, he said. It also speeds up qualifying for the Professional Engineer (PE) exam. Rules vary by state; in Texas, graduates of ABET-accredited programs can take the exam after working in the field for four years, while those from nonaccredited programs must wait eight years, according to the Texas Board of Professional Engineers. “It’s a great milestone for the program,” Holley said.

ASK DIANA Interviewing for a new job creates a lot of tension and frustration. I asked a room full of candidates about their biggest frustrations while job hunting. Here are some of the complaints that I heard. Q: My whole department was laid off 3 months ago and have been looking for a new job ever since, and I’m just so frustrated. I know that I was a good worker and my boss said I was a good employee, but he got laid off too. The interviews I’ve had seem to go good, but they never call me back. Whenever I think an interview has been good, I start hoping and thinking that maybe I got the job. All of them tell me that they will get back to me, and then I wait and wait for them to call. The last two interviews went so well that I was sure I got the job and then I never heard from them again. Why do they say they will get back to you if they never mean it at all? I’m just angry. -Houston, Texas Reader
If you don’t keep your word now, when will you? Try to remember how you felt when you were looking for your current job. Did you deserve to be treated with disrespect? Treat them exactly the way that you would want to be treated. If they don’t fit the position, tell them. If you aren’t going to call, don’t say that you will. I always tell everyone that I interview that I will get back to them – and then I do. How hard is that?
Q: My biggest complaint is knowing that I just don’t have the right clothes to interview. I try to dress as well as I can, but nothing I have is good for that. The dress I’m wearing now is not right, and I know it. I can’t afford to go out and buy something because I barely have enough money to support my kids and me.
-Houston, Texas Reader
A: I think you are being rejected because you immediately announce that you want the job for a short time. No one wants to spend the time and money to train you if you are not going to stay in the position for awhile. If your goal is short term, you need to go to staffing agencies and find a short term position. If you don’t have any marketable talents, you will have a hard time finding what you want.
- Houston, Texas Reader If you have any questions about interviewing, hiring, or work, just email Ask Diana. I’d love to hear from A: There are places where you can go for help. Ask y o u . A: I think you’re right to be frustrated and angry. I know that you are getting tired of the runaround. I can’t really say why companies treat candidates will give you, and they will even give you interviewing like that, but it’s wrong. Listen up recruiters and tips and training. During our interview, I will just interviewers: If you aren’t going to call or at least imagine you in a suit!! send a letter, you need to let the interviewee know.

Dave Says BY DAVE RAMSEY
Road Warrior Rule
The Buying Decision
Dear Dave,
Dear Dave,
I’m trying to get out of debt. I make good money and do consulting for a living. I put about 4,000 miles a month on my car. It’s a 2012 model, and I currently owe more on it than it’s worth. I’ve considered selling it, but I’m concerned about reliability since I’m on the road so much. Do you have any advice?
I live in Pennsylvania, and I’m accepting a new job out of state. My wife and I will be in this new area for at least two years, and we’re not sure if we should rent or buy a house.
Chantel
Dear Ron,
Dear Chantel,
Most of the time, as long as you’re financially ready for such a big investment, buying a house is a good move. But if I’m in your situation, and I’m not sure if it’s a long-term thing, I’m going to rent until I see what the future holds.

The mikeroweWORKS Foundation is a 501(c)(3) nonprofit organization that promotes hard work, supports the skilled trades, and challenges the persistent belief that a four-year degree is automatically the best path to take. The Foundation awards scholarships to men and women who have demonstrated an interest in and an aptitude for mastering a specific trade. Our focus is on supporting the specific skilled trades that help close the country’s skills gap and those that represent the significant bulk of our unfilled jobs. The Foundation has been instrumental in granting more than $3 million in scholarships to schools around the country, including Midwest Technical Institute, Tulsa Welding School, The Refrigeration School and Universal Technical Institute. One of the most important objectives of the mrW Foundation is to continually provide opportunities for financial aid to help those qualified individuals who are interested in learning a skill and mastering a trade. Toward that goal, we are continually creating a variety of scholarship programs with like-minded institutions and organizations. Each program has it’s own nuances but all are similar in that they intend to further Mike’s “PR Campaign for Hard Work.”

Cypress Creek EMS News • ccemsnews.com/
Cotton Weaver. It sounds like a job description in the textile industry. But, at Cypress Creek EMS that name is nearing legendary proportions. Cotton Weaver has lived on the same property in Spring for 75 years and is a long time medic who has been both volunteer and paid staff. His knowledge of the area is so complete that in the years before GPS, dispatchers used to call him to find out how to get to a location that they couldn’t find on the map. But, that’s not all. Not even close. In addition to serving 33 years at CCEMS, Cotton Weaver has been a member of the Spring Volunteer Fire Department for 63 years and (perhaps this should have been mentioned first) he’s been married to the same woman for 63 years. It’ll be 64 on January 5, 2016. At 83 years of age, he has not divorced himself from any of those endeavors. He’s still on the volunteer roster at the Spring Volunteer Fire Department. He still volunteers as an EMT at Cypress Creek about twice a month and he’s still married to Barbara, who was actually a CCEMS volunteer for five years before Cotton joined. Cotton did retire from his day job as a supervisor at Cameron Iron Works when he was a mere 61 ½ years old. He also served for a few years as a school bus driver for Spring ISD.
But ask what he does for fun and he’ll tell you being an EMT. “I just love helping people,” he says. Cotton is about to renew his Texas EMT certification and vows that he is “going to die with an EMT certification.” So far, though, he’s fought off every health issue that’s been thrown at him. Recently, I rode with Cotton and Field Supervisor Joe Kiff. We answered a call at a nursing home where many of the residents are, no doubt, younger than Cotton. That’s kind of unusual when you think about it, so I asked Cotton what was the strangest call he ever responded to. Without hesitation, he told me about a railroad employee who lost both of his legs. It seems he’d dropped his light and it landed under a rail car. He went after it just as the train moved and the wheels sliced off both of his legs. Cotton says there was no bleeding because the wheels somehow sealed the man’s arteries, and we haven’t even gotten to the strange part, yet.
So, here it is. Cotton says when he reached the man, he had pulled himself up into the sitting position and was leaning against a wheel, calmly smoking a cigarette. Spend any time with Cotton at all and you’ll hear a lot of stories, jokes and witty rejoinders. You’ll also gain some wisdom. The most important advice he says he can give to young medics is to keep themselves safe. He says, “There are a lot of diseases out there, so medics always need to wear gloves and glasses to protect themselves.” As you might have guessed, Cotton is a nickname. He earned it years ago because of the color of his hair. As it turns out, though, he really needed a good nickname because his real name is……wait for it………. Wilbur Waldo Weaver. Cotton and his wife, Barbara, have three children, 12 grandchildren
and 20 great-grandchildren. Up until he was 80 years old, Cotton worked more than 30 hours a week at CCEMS and continued to drive an ambulance. These days he works as a volunteer (24 hours a month) and rides along with a CCEMS field supervisor. Photos: Cypress Creek EMS, Christine Wardle Vol. 20 Issue 1005 September 11 - September 18, 2015
