WASHINGTON, DC – The House of Representatives today approved H.R. 1624, the Protecting Affordable Coverage for Employees Act, authored by Energy and Commerce Health Subcommittee Vice Chairman Brett Guthrie (R-KY). This bipartisan, commonsense legislation will help protect employees from cancelled health plans and rising health care premiums. This bill will also authorize $205 million for the Medicare Improvement Fund, which was cut by the president’s health law. This bipartisan bill was approved by a voice vote.
Health Subcommittee Chairman Joe Pitts (R-PA) added, “Unless this current law is reversed, the disruption in the marketplace will be significant. For example, it is estimated that under current law, more than 3 million employees will experience a double-digit percent increase in their health care premiums. Ultimately, cost increases for small employers will change their choices regarding offering coverage, could change their business model, and will ultimately be felt by millions of workers. Because the impact of current law will vary by state, defining the small group market should be left to the states—which is a policy envisioned in H.R. 1624. I am pleased to say there is considerable support for this legislation in the House and the Senate.”

Manager Industry & Public Projects Union Pacific Railroad Dale Hill has been working for Union Pacific for 25 years, with the last 10 being here in Houston. We sat down with him and asked him to tell us a little about his career path with Union Pacific.
WHAT DOES YOUR JOB LOOK LIKE ON A DAY-TO-DAY BASIS? My day to day activities vary significant-
ly from day to day. I’m involved in major construction projects with various government agencies whose project scope will have some impact on railroad property or operations. These projects range from grade separation projects (bridges either over or under the railroad), crossing improvement projects involving street widening, complete reconstruction, upgrade of railroad crossing warning devices etc. I also work with agencies to establish quiet zones where train horn use at crossings is restricted. And above all else, I am involved in public safety initiatives to cut down on crossing related incidents.
WHAT IS YOUR FAVORITE PART OF YOUR JOB? The wide variety of projects I get to take part in and the fact that each day is a new adventure. I rarely have two days where the same activity takes place. I also enjoy interacting with a wide variety of people form different agencies and companies while we work toward finding solutions to their benefit their projects
HOW DID YOU COME TO BE IN THIS POSITION? I began myVol.railroad 20 Issue 1008 career working signal construction in2 -eastern Nevada. I spent October October 9, 2015 15 years working in various capacities in

the railroad’s signal department when this opportunity presented itself. I had interviewed several times for different positions in this department of the railroad when the Houston area opened up. I went through the internal application and interview process, and was awarded the position. This position allowed me to utilize my signal knowledge to assist in developing projects in coordination with government agencies.
WHY DID YOU WANT THIS JOB? My railroad career from the beginning was simply an opportunity for a higher paying job. The position I hold now allows me to make a difference in the communities Union Pacific operates through. I have the opportunity to work with cities, counties, state and federal organizations to improve public safety and mobility while improving safety along our rail corridors.
WHERE WOULD YOU LIKE TO BE IN YOUR CAREER 5 YEARS FROM NOW? I would like to see myself in a director level or higher position. However, I am content to stay in the position I currently hold because of how rewarding it is and the opportunities to meet and interact with a wide variety of people and be a pert of the problem solving team.
WHAT WOULD YOU NEED TO DO TO REACH THOSE 5 YEAR GOALS? I currently hold a Bachelors of Science in Business, and I’m working on completing a Masters in Management concentrating on project management. I belong to the American Railroad and Engineering As-
sociation (AREMA), where we set national standards for railroad engineering practices. I am a certified Electronic Technician, although non practicing, I do hold the license. I plan to pursue a certification in Project management when the Masters Degree has been completed to add to my skill set and resume. What kind of education did you need to get before you could start your career? I began my railroad career not long after graduating from High School. The qualifications for all of the positions I have held where obtained on the job. My degrees where not.
WHAT DID YOU WANT TO BE WHEN YOU GREW UP? Well, this depends on when you would have asked me. When I was very small I wanted to be an ambulance driver. As I grew, I can honestly say I didn’t really know where I wanted to go, but it did appear I was heading for the ambulance driver. I was working odd jobs when the opportunity to come to work for Union Pacific presented itself. That was 25 years ago and I have not regretted it since.
TELL US ABOUT THE LAST TIME YOU WENT ABOVE AND BEYOND THE CALL OF DUTY AT WORK. There have been several times people would claim I have gone above and beyond. I see these situations as simply part of the job. For instance, on occasion vehicles hauling high loads will miscalculate the height of their load and collide with a railroad trestle. This happened recently to one of our bridges over I-10 in Houston.
I have the opportunity to work with cities, counties, state and federal organizations to improve public safety and mobility while improving safety along our rail corridors. We needed an emergency shut down if all of the westbound lanes of traffic on I-10 inside the 610 loop. Using the contacts I established over the last 10 years, I was able to get the freeway shut down for about 4 days while repairs were made to the bridge which allowed us to reestablish rail service to the port of Houston and most of the customers located in south east Houston.
WHAT WAS THE LAST PROJECT YOU HEADED UP, AND WHAT WAS ITS OUTCOME? Saying what was my last project is a hard question. I have a very large volume of projects in various stages from infancy to ready for the grave. Each one presents its own set of challenges and the significance of the outcome depends on who the project is for. The bulk of the projects I participate in have a greater benefit to the public than they do the railroad. Others, such as bridge projects, benefit the railroad by separating the vehicle traffic from the train traffic which increases mobility for both parties.
CAN YOU DESCRIBE A TIME WHEN YOUR WORK WAS CRITICIZED? We worked out a deal with a city south of Houston to close three crossings and allow the city a new crossing in a location that would be very beneficial to their long term mobility plan. The first reading of the closure ordinance with that city’s City Council did not go very well. I followed up with a face to face visit with the city staff and reiterated the benefits be were both getting out of this deal, and the follow up meeting with city council the deal was well received and voted in favor of.
WHAT IS YOUR SALARY HISTORY IN THIS CAREER? DOES YOUR SALARY DEPEND ON EXPERIENCE OR CERTIFICATIONS, OR BOTH? The railroad industry pay scale really depends on what career path you choose. My current position is in the very low six digits. It’s not uncommon for people with various crafts to make that kind of money if they are willing to work and possibly move around. The only limitation to your salary potential is how willing you are to work.
TELL US ABOUT YOUR GREATEST ACHIEVEMENT IN THE WORKPLACE. When I took this position 10 years ago, relations between Union Pacific and the City of Houston and Harris county were strained to say the least. Over that time, I have turned that around and created a positive, collaborative relationship where we can say no to each other but then start looking for ways to make it work mutually for both of us. In short, I have created an atmosphere of cooperation where one did not exist before.
WAS THERE A PERSON IN YOUR CAREER THAT REALLY MADE A DIFFERENCE? I have a good friend who recently retired. he was my counterpart in San Antonio. Mr. Joe Garcia is probably the most influential person in that regard. He helped introduce me to people I otherwise would not have met and helped sell my skills to these people that opened the doors to my success. I owe Joe more than he will ever know. He has been with me through some of the best times in my life and he has been a sounding
board for some of the worst times in my life. He is a true inspiration to me.
WHAT IS THE MOST IMPORTANT THING YOU LEARNED IN SCHOOL? Regardless of how hard or discouraged you may get with your studies, stick with them. As technology moves forward, a highschool diploma is a must to get in the door. A degree will open doors for you that the high school diploma can’t or is less likely to. The level of education you posses will open more doors and provide you more opportunities than you can imagine while in school. There are opportunities you won’t realize until they have been laid out before you, and your education allows you to take advantage of them.
WHAT ADVICE DO YOU HAVE FOR PEOPLE WHO ARE GOING INTO YOUR CAREER FIELD? Think long term. The railroad has a wide variety of career opportunities in just about any field imaginable. However, a good deal of these positions may require a person to relocate to other parts of the country. Although a person can likely find a job elsewhere that pays a similar wage, the benefits, especially retirement, are well worth making Union Pacific your career choice. Also, the opportunity to work for one of the nation’s oldest and most profitable companies instills a sense of pride in those of us privileged to work for this company.

Charging off a debt doesn’t mean that the right to collect has been given up or revoked. All it means is that the debt is no longer on their books as an asset. They don’t think they’re going to collect, but it doesn’t mean that the legal right to collect has ended.
No, I wouldn’t recommend it. I don’t buy warranties of any kind, and here’s why. Warranties are usually based on somewhere between 12 and 18 percent of the cost of the warranty actually going to the probability of the repair. The rest is eaten up in profit, overhead and marketing costs. In other words, for 18 percent of what you pay — give or take — you could put that money aside, and on average you could cover the repair.
The real problem here is whether or not the debt is outside the statute of limitations. I’m guessing that after 20-something years it has passed, but check with a lawyer in your state to make sure. Another issue is when someone buys and tries to collect on a 20-year old credit card debt, they paid about five cents on the dollar for it. These debt collectors are the worst type of bottom feeders. If they call, just hang up on them unless they’re willing to be respectful and reasonable. You can probably settle this for 10 or 15 cents on the dollar, and get them out of your life for good. —Dave

Whether you’re talking about something on a home, car or other item, these are the types of things you should be able to selfinsure against with your emergency fund of three to six months of expenses. Besides that, if you can’t afford to fix something you bought if something goes wrong, then you couldn’t afford to buy that item in the first place! So, put the profit, overhead, marketing costs and all that in your pocket. Make that extra money you made!

hen I met Janet, a mother of three teenagers in her late forties, her very first question was “Do you think anyone would hire me? I’ve haven’t worked a day in nearly fifteen years.” Janet had never been paid a salary, but she was quite accomplished. Gaining marketable skills – paid or unpaid – is essential. Cynthia dreamed of being a writer. She started out writing on newsletters for her service club. She wrote free write-ups for her town’s weekly paper and even started her own blog. Eventually she mailed out samples and got a few paid assignments that lead to her being a writer for national magazines, including numerous Brides’ magazines.

advocacy work. At 48, he made the decision to head off to law school and today works as a successful lobbyist. Darren was a military firefighter who volunteered with Habitat for Humanity. He gained some valuable management experience working on several building projects. He showed exceptional talent in coordinating manpower and materials.
