Preface Chicago 2050

research based freefall into the real and theoretical urbanism and architecture defining contemporary Chicago in a global context as a basis for the development of next scenarios for a future metropolis.

Introduction

P

ost-industrialization, obsolete and new economies, political and demographic flux, environmental stress, disruptive technological innovation - pose significant challenges to the traditional urban development and create opportunities for new paradigms and processes of the city. Urbanism, landscape and architecture are evolving new cross-disciplinary approaches responding to the specific demands and potentials of these emerging conditions. In these models the urban can be connected to local, regional, environmental and global scales and understood as a dynamic process rather than static project. Design process and criteria tend towards performative as much as formal work.

6

Chicago is the site and subject for this urban laboratory.

Method

P

ast successes and failures, real and theoretical, inform understanding of the development of the American city as disruptive rather than smooth, and a basis for constructing the future.

In order to develop a common critical background for the Studio we will analyze and deconstruct milestones in the evolution of “Chicagoland, with a particular focus on post 1970 transformations and mutations that have led to present urban state -the Now. Key corollary precedents and global approaches will be overviewed and discussed. Integral to the Studio is a collaborative approach. Students will engage together in the development of research material, critical concepts and design projects, and work with the instructor to refine goals.

7

The studio will be organized into Working Units each with specific site, research and creative responsibilities in tandem with their independent work.

Skyscrapers

1970

Chicago, the third-largest city in United States is home to over 1200 high rise buildings. After the first skyscraper was established in 1885 at Chicago, Chicago played prominent role in the development of skyscraper. Along with the technology advancement and capitalist’s desire to express their prosperity, High rise buildings has protruded and changed the skyline of Chicago.

Skyscrapers

| CHICAGO 2050 19

The skyscraper construction boom happened at the core of chicago following the magnificent mile. Thus the downtown district and near northside neighbors have strong concentration of skyscrapers. The current development trend of spreading toward south is reflected with the strech of highrise building distribution toward south and west of downtown.

General Map : Chicago Wards

One organizational element of Chicago is the ‘Ward.’ Wards are created for the purpose of governmental representation for the citizens of Chicago. The size and shape of the ward boundaries are defined by population quantities as well as major built infrastructure, such as highways and railroad tracks. Through the study of these wards, conclusions can be made of the current and future trends. The most vital of these trends is the population change in these various sectors. The population quantities seem to be declining in the south due to minimizing commercial influence as well as the disassemblage of manufacturing businesses. These populations are moving north to the city center as well as west to the suburbs. The central sectors of Chicago are remaining constant with minimal turnaround of inhabitant counts. The north sectors are slightly increasing in population, especially towards the lake front. Due to such trends, it can be concluded that segregational and communal differences are increasing, resulting in ‘breaks’ within the landscape of the city. It is crucial that future city planning minimize these differences and look to harmonize the overall city, especially in terms of residences, commercials and entertainment.

Five Elememts of Chicago: Suburbs

Towards a Definition

In order to reach some sort of an explanation of the existence of the suburbs, two were dissected. Riverside, a suburb close to the border of the city of Chicago, was the first planned suburb in the United States, designed by Frederick Law Olmstead as an organic haven within the city. Huntley, an expansive suburb located in the far northwest area of the greater Chicagoland area, was an agricultural based suburb until its transformation in 1988. In ten years, its population rose from 5,000 to 20,000 people. It is the fastest growing surbub in the US.

The definition of suburbs both has and had not profoundly changed from its boom in the 1950’s to the present day. The houses grew and the lots shrank. On the other hand, to this day, suburbia serves as an escape from the chaos of the enveloping and constantly growing modern day city: it remains as the anti-city.

From 1970 to the present, the suburbs have continously expanded radially around the city center. With that, the Metra is the only public transportation infrastructure that connects the city to the rest of Chicagoland’s vastness. Its expansive coverage assures the ability to commute to the city center without having to drive. The interstates

Because the suburbs are continuously expanding, they are becoming cities within themselves. The connections from suburb to suburb are now crucial. This change can be seen with the implementation of new inter-suburban Metra lines. The city center is now slowly being distributed throughout the various expanding suburban towns and villages. Public transportation ridership is increasing slowly, and the city of Chicago is attempting to accomodate all of its commuters.

Chicago’s heavy industries were developed in order to gain advantage from the river and the city infrastructures. Interstate highways, railways, and other transportation systems spreads like a spider web. As a pivot point, the downtown of Chicago connects the atlantic cities and the western region through the great lake and its radial-form infrastructures. Thus Chicago has become global city by gaining strong advantage from both natural environment and city infrastructure.

Lake shore, park boulevard, and the boarder of Chicago are the three layers which enable the city to become a Garden City. Since the industrial corridor developed along the river, the Chicago river lacks public space compare to the lake shore. To enhance the city experience, city of Chicago launched a plan to expand the green space along the river by encouraging development of innovative industries.

A fragmentation exists between the Bronzeville neighborhood and the prominent Chicago lakeside, predominantly towards the south. The infrastructure, the Metra trains and Lakeshore Drive, make it a particularly noisy and undesireable site to occupy. Thus, it stands relatively empty. The proposal to revive the activate this lakeside once again is through the insertion of a tech-based community and economy. Chicago is catching up with the leaders of the tech ecosystems, and why not extend its boundaries further from the loop towards the south? The development of a third city will take place as this new type of neighborhood begins to expand and flourish.

The defragmentation of the typical tech company headquarters is taking place in the 21st century: this is the future of tech. Why stop there? This type of open-space, under-one-roof organization can be used to literally connect the neighborhood to the lake, and to the this newly established tech economy. In order from top to bottom: Cornell University at Roosevelt Island; Google Headquarters; the new Facebook Headquarters; the new Apple Headquarters.

The site is tough: disconnected, isolated, empty, and fragmented. The focus is set on not only reworking the former site of the Michael Reese Hospital complex, but the extent of 29th street to the green line train as well. The site is broken down into its simplest elements, bit by bit, in order to be reassembled in the most beneficial and convenient methods.

Possible Scenario : | CHICAGO 2050

The city develops into the site over time and activates the neighborhood and the edge of the water.

Earlier sketches of the idea were more concerned with the movement and less developed in the design of the building. The private circulation remains the same, whilst the public circulation has changed and morphed into a more engaging and systematic element of the building itself.

The Public: Direct access to the lake

CHICAGO 2050 71

The public is able to access the lake from the neighborhood via the roof of the building: the path cuts stright through. The private companies within the building use the inner circulation for both gathering and direct communication.

Activation of the Edge Possible Scenario : | CHICAGO 2050 75

The building becomes the method of circulation for both private and public. For the public, it lifts up and over into the lake, emulating the praries and parks defining the new 29th street. The private circulation within the building lifts up and over the existing infrastructure, acting as both circulation and large, conference-like gathering spaces for the “techies. Thus, the private and public functions coexist together to activate the fragmented spaces between the communities and the lakefront.

a new centrality? The city has become an accelerated growing urban form within the modern world. Technology, information, data and economical industry are leading the way for the future, with centrality playing a dominant role in its success. Chicago has, is and will be one of these centralities that must adapt and grow with the fast pace development of the world. The loop is a prime example of an urban centrality that functions for the city, providing business, entertainment and political functions for Chicago. For this reason, it is crucial that the loop retains these functions in the future, while having the capability of introducing a new strata/level of supporting functions. Utilizing the existing infrastructure of the loop, along with this sector’s mixed use occupancy, we can inject new programs into this centrality that will support the cities growth. With the grade strata of the loop being already dominated with necessary programs, one crucial solution is to develop a new strata. This new level will utilize the elevated EL tracks as the origin of these new programs. The proposed design will inject itself atop the public transportation lines of the loop, and will provide a new public circulation that supports the implemented of new technological / informational / research based programs within the city. These new programmatic injections will be preliminarily implemented within the existing building infrastructure with communications between all of these buildings being provided by the new elevated tech park. The new elevated loop will be the incubator of technology and progress for the city of Chicago, along with being open to the public. Corporations, entrepreneurs and research based programs will inhabit this new strata for the support of further development of Chicago.

Public parks are dying. The Emerald Necklace, also known as the Chicago Boulevard System, served as a green refuge to the 19th century industrial city. These huge areas are now undermaintenanced and underutilized. They need an injection of energy, one that can be given by future tech companies.

This symbiotic relationship will activate the park as well as attract the tech economy to Chicago with the privilege of siting themselves inside of the expansive, beautiful, green Emerald Necklace.

The proposal is reactive and radical. It will produce a new environment for the huge, existing, disused public areas as well as their surrounding neighborhoods. The public surface will be unmodified in square footage, but drastically changed in nature, character, and use. The future is smart public space. Technology companies will inhabit the park and equip them with their innovative products and services.

In the end of the city, Chicago had to struggle from the declination as the other reust belt cities did. After the boom at mid-20th century, Chicago struggled to adapt to a variety of adverse economics and social conditions. While other rustbelt cities are still stuggling to adapt the changes, city of Chicago are beggining its adjust to respond to the new era. Chicago along with state of Illinois are investing notable amount of numbers on R&D funding and STEM field and the research indicates the numbers are still increasing. Promienent higher education institution has become important figure of generating innovation. Thus it is possible to conclude that innovation and revitalization will be enabled through interaction between industry and higher education institutions.

UNION STOCKYARDS INDUSTRIAL CORRIDOR

City of Chicago is defined by multiple layer of boundaries. Zonings, boundaries, districts, and edges becomes important factor to defined the city itself. To seek an oppertunity site research on zonings, boundaries, districts and edges were done. Zonings such as TIF(Tax incremental finance) district, Enterprise zone, and empowerement zoning in Chicago exist to encourage investments and businesses. These districts has became a tool to seek a optimal site. Also the zonings which should be avoided exist. Conservation area, historical districts, and landmark districts are regions which should be avoided as an oppertunity site.

Through above process the industrial corridors has become an important oppertunity. To select site which can enable the interaction between industry and higher education institution, geological feature of each industrial corridor was investigated so that the region where Union Stock Yard existed has become the strongest oppertunity site.

ENTERPRISE ZONE

TIF ZONE Tax Increment Financing (TIF) is a special funding tool used by the City of Chicago to promote public and private investment across the city. Funds are used to build and repair roads and infrastructure, clean polluted land and put vacant properties back to productive use, usually in conjunction with private development projects. Funds are generated by growth in the Equalized Assessed Valuation (EAV) of properties within a designated district over a 23-year period.

Union Stock Yard was the meatpacking district in Chicago more than a century. This district enabled Chicago to become center for the American meatpacking industry for dacades. However as the 21st century approached the district had to lose its prosperity and became a industrial corridor. The proposal sggest this district to become revitalized through new form of ‘packing’. Instead of meatpacking, the proposal suggests to set up a system which does knowledge-packing. Components such as higher education institutions, corporations, startups, growing companies, and art/design will organize a system, or a machine in order to do knowledge-packing. The porposal will happen sequentially but the each components will be organized spontaneously. By responding the situation of the time, the knowledge- packing machine will transform to an optimal figure to the site and the time.

The higher education institutions in Chicago are capable of providing talent to innovative industry. University of Chicago, University of Illionist at Chicago, Illinois Institute of Technology and other Universities and research facilities should be both generator and beneficiary of the Innovation. The institutions will occupy the site with its stronger presence because of its prominent role as a compoenent of the machine. With its strong presence, the institution will interact with both corporations and startup companies by providing talent and receiving fundings similar to Stanford Research Park. Thus that institution will not only invest on innovative industries but receive oppertunity to enhance the innovative culture from the industry. The institution will have sense of public space to invite businesses and talents.

The vacancy of the industrial corridor is notable. Also the inefficient operation of the existing buildings became an important issue to the industry. Thus the proposal suggests to transform the abandoned, inefficiently operated factories and buildings to become lofts and studios for startup companies and design companies. The nature of innovative industry need to have involvement of both corporation and growing companies. Also it needs to have involvement of both technical field and design field. Thus the proposal suggest to operate the factories and existing buildings as innovation generating space for design companies and startup companies. What if...Mega Strips ?!

j

“The skyscraper looks as if it will be the final, definitive typology. It has swallowed everything else. It can exist anywhere: in a rice field, or downtown-it makes no difference anymore. The towers no longer stnad together; they are spaced so that they don’t interact...One solution consumes the sky, the other the ground... The Generic City is the apotheosis of the multiple-choice concept: all boxes crossed, an anthology of all the options. Usually the Generic City has been “planned,” not in the usual sense of some bureaucratic organization controlling its development , but as if various echoes, spores, tropes, seeds fell on the ground randomly as in nature took hold - exploiting the natural fertilty of the terrain and now d form an enseble: an artitary gene pool that sometimes produces amazing results.” e Rem Koolhaas, Generic City

A new innovative void is a new type of mega-scale architecture, which includes not only a huge inside void space, but also new pro-

grams. It is a connector among the existing factories within the indoor space of it. In other words, a new innovative void that has new programs based on the new technologies overlaps with the existing factories. It gives physical spaces to get a chance to share and collaborate each other: the existing functions and new function in a building. Additionally, since this gigantic architectures are interconnected by new and existing infrastructures, people can go anywhere easily without getting out of a building, like a airport terminal. Green Trail: According to the government plan, the river system would be turned out to be “Backyard of Chicago”, like Lake Shore, which is called as “Frontyard of Chicago.” In order to do that, Pilsen area has huge amount of vacant areas that would be replaced by green public space. It would be a pump to re-activate the whole river system, like downtown. Green Transistor: This area is a physical boarder of the site, but it is a shared space with neighborhood. It includes public school zone, so that people would access more friendly into the site and use it with ownerships. Innovative Voids: This component is a mega-scale architecture that overlaps the existing buildings and new programs based on new technologies, then they can collaborate and share a common space in a building.

The Downtown core in Chicago is centeralized as a leading chicago economy. Since 1920, Chicago Economy changed conditons moved from Meat packing to High-Tech and Business(Banking and Finacial). In 2013, Internationally, Chicago appeals as a hub city by the trading econmomy based on the location and the infrastructure. For my proposal, the Fact the Young Workers, who age between 20’s and 30’s, “New Nomad” , are increasing slowly compared to other cities. This generation is flexibile and exploring for new city condition. “New Nomad” moves city to city and between company for the valuable reason to help their career. Chicago set the good basis such as housing, lifestyle and infrasturcture. Thus, Chicago needs to focus on more create high quality job n developing High-Tech research center can create more job than other fields of economy, compared to a space that people need such as Tourism, headquarter buildings, Universities. Then. The incubator building will take in start up conditions and high quality workers will become second Google, Facebook, and etc, in Chicago area. The Chicago Downtown has a segregation between west side and east side. This proposal provide second downtown area based on new infrasturcture and connect the city network. West town void will occupacy in as architectural connectivity and push to positive new influx to west side of Chicago.

Highway 94,290 are called as an American Technology corridor within Illinois state and, Railroad connects suburb and other city area for economic connectivity. From the airport reach easily to the site based on CTA system and it translates new innovation as locally, and internationally. As visionary large scale of Chicago, Prototype design will occupy the industrial zone and also propose a new habitat of city economic relationship.

Linked Archipelago

Possible Scenario : Linked Aechipelago

Project Description

239 239

Three mixed use building right on the waterfront of the Chicago River, like a canyon in the city. So I hope that, by incorporating these changes, this area would become a newly developed business core in the River North neighborhood. Not only it would strengthen the public image of the sector, but it also revitalize the whole area by bring more businesses (and revenue) in.

| |

So I would like to design a small “city” on top of an archipelago formed by the old MONTGOMERY WARD office building(Groupon HQs location), a new mixed income housing and a new office building. The “city” is a new core in relation to the downtown loop.

CHICAGO 2050 CHICAGO 2050

My site is along with the chicago river, , this area is suitable for IT real-estate because of its prime location (it is located very closely to public transportation), its close proximity to a number of existing IT companies (Group-on, Motorola, Google), and general closeness to downtown (I believe that companies in general should be closer together in order to create and maintain a hybrid network with each other, thus forming a “cloud” environment). Thus this area is good for intervention in order to increase the value of industry and technology in the overall area.

Possible Scenario : Linked Aechipelago Possible Scenario : Innovative Void

During the 1970s, the government of Chicago had undertaken a gradual shift in industry from a manufacturing to a knowledge economy, during which there were many transformations in terms of industries, commercial districts, and residential housings. One such area is the region called “River North” neighborhood, which lies just beyond the split of the Chicago River north of the loop. This area saw a dramatic increase in both arts and entertainment following the demolition of the Cabrini Green public housing complex, and is an important intersection of the Chicago mix-use sector.

Urbanism in a Building The concept of Googleplex at Mountain view, CA is to have interior urbnaism implemented to a mega size building. Through this concept, the new headquarter of google achieved innovative office envrionment. The size of googleplex is compareable to typical block size of Chicago thus the interior would simulate the atmosphere of small village. Such atmosphere encourages interaction between employees. To generate the desired work environment, the programs are arranged with the principle of rizomatic connection. The exterior design consist of organization of The image of the city(Kevin Lynch).
