Lifelong Learners
Come join this group of lively senior citizens as they explore new topics of interest, visit fun sites, and meet new people! The Lifelong Learners meet at the administration building on Wednesdays from 1-3 p.m., starting September 21. Are You Ready? As a veteran educator I often remark to our new staff members that each school year goes faster than the one before. Within a couple of years, they understand exactly what I was talking about. I am beginning to feel the same way about our summer breaks. By the time you read this article there will be just over two weeks until the start of school! Not possible – but true! Are you ready? I understand if your answer is “Not really.” Frankly, we are not quite ready either. But with only a couple of weeks left to go, I thought I would give you a few thoughts or reminders of what we can do together to make sure 2016-17 is a great year for “our” students. In each of the last two issues of the Our Schools News my article contained a list of things that we here at Allegan Public Schools do, or provide, for our students and families. In the March edition I created a fairly lengthy list of many of the opportunities, activities, and support programs that we provide for our students, kindergarten through twelfth grade. I actually received feedback from a few of our readers regarding the sheer length of the list, as well as comments of surprise about programs that the readers were not aware of. In the June edition I listed many of the business and operations tasks that occur over the summer months in preparation for the start of school. Again, I received comments of surprise regarding some of the tasks that are required to run a school district. So for this “Back to School” edition I thought I would turn the tables and provide a list of things parents can do to not only help their child start out the school year on the right foot, but also continue to be successful throughout the year. There are some items on the list that relatives, friends, and community members can also do to encourage and support our students’ success. Many of the ideas are common sense and you have heard them before. But a good reminder is never a bad thing - so here you go:
Promote and enforce healthy habits. Now is the time to start moving that bedtime a little earlier so that wake up time on the first day is not quite so shocking. There is no replacement for a good night’s sleep. Healthy eating habits, especially a healthy breakfast before school, is extremely important. Regular exercise also plays a major role in overall health and sustained academic success. Stick to a routine. Most students function better with a daily routine because they know what to expect. A daily routine provides the structure for growth and reduces distractions from learning. Get organized, and stay that way. Designate a place for your children to do their homework. Eliminate distractions from that space and make sure they have the supplies and materials they need. Also designate a location where everything that is needed for the next day of school is placed the night before. Read! It’s that simple. Read with your child and provide time and opportunity for your child to read on a regular basis. Model the importance of reading by doing it yourself and discussing with your child what each of you are reading. This simple, yet not so simple task of reading and understanding what you have read cannot be over emphasized. Utilize learning opportunities at home. Whether it is following a cooking recipe, working on the family auto, or planning a family trip, there are countless opportunities to reinforce and expand the learning your child experiences at school. Communicate with your child’s teachers. When parents and teachers are on the same page, and understand what each other are doing, a student’s chance for success is maximized. Expect success and support your child. It is important that your child understands that you expect him or her to succeed. That doesn’t mean you expect them to be the highest performing student in class. The expectation is for them to do their best, so that they can be proud, and know that you are proud, of what they have accomplished. Demonstrating a high level of interest and providing consistent support is crucial for your child’s success at school. As with my two previous articles, this is certainly not a comprehensive list of all of the activities and supports that will enable our children to be successful students. But I hope that I at least refreshed your memory or gave you a few new ideas so that when September 6th rolls around you can say – “We’re ready!” Welcome back and go Tigers! In compiling the bulleted list above I utilized information in an article that originally appeared in a 2007 back to school edition of Healthy Children Magazine entitled “Ten Tips for Your Child’s Success in School.”

School Lunches and Breakfasts will increase by 25 cents for the upcoming school year. Meal prices at APS have not increased in over five years. Because free and reduced lunches are subsidized by the federal government, schools must maintain pricing for full-pay students according to a formula that ensures that lunches for full-pay students are not being subsidized with those federal dollars earmarked for students on free/reduced lunch. See page 15 for information on how to qualify for free or reduced lunch or breakfast for your child. This year’s lunch/breakfast prices are:

Safety is our #1 priority --
(Did you hear the news? APS receives perfect rating from State Police -- NO red or yellow tags!) The most recent inspection of our school buses, made by the Michigan State Police Department, resulted in a 100% pass rate on our fleet of 26+ buses! This means there were no “red tags” or even “yellow tags.” Kudos to our bus mechanics, Dave Edwards and Gary Ramaker, who do an outstanding job keeping our fleet of buses and other vehicles safely on the road!!!

IF YOUR ADDRESS IS NOT LISTED, please have your child wait at the nearest listed stop and have his/her address and phone number available for the driver. Bus take-home routes and times may vary from the schedule below. Bus passes will no longer be allowed. If your child needs transportation other than to his/her own home stop on a regular basis (example: to the child’s sitter) please make arrangements with your child’s school for prior approval. Please do not contact the bus garage. Students are not allowed to bring the following on the bus: live animals or insects, glass containers or glass articles, balloons, toys, bats, balls, hockey sticks, skiis, skateboards, sleds, or other items that may cause injury to a student or damage a bus. Reminder all students must have a sports physical on file in the High School Office before joining or trying out for a team. The physical must have been completed after April 15, 2016 for this school year. MIDDLE SCHOOL CROSS COUNTRY: Practice starts on Monday, August 22 at 7:00 pm in front of the High School. Practice will be nightly prior to school starting. 6th graders may participate in Cross Country. MIDDLE SCHOOL FOOTBALL: Practice will start on Monday, August 29 - 1:30 pm at the High School Locker Room with helmets and lockers being assigned. Practice during the first week will be from 2:30 pm - 4:30 pm. PESTICIDE ADVISORY TO PARENTS Allegan Public Schools has adopted an Integrated Pest Management program. Inherent with this are the district’s efforts to reduce pesticide use as much as possible. While it may occasionally be necessary to apply a pesticide, these will only be used as a last resort. This program does not rely on routine pesticide applications to resolve problems. We use various techniques such as habitat alteration, sanitation, mechanical means, exclusion, etc., to prevent pests from becoming a problem. Parents have the right to be informed prior to any pesticide application that might be needed at your child’s school. The district will provide advanced notification at least 48 hours before any pesticide application, other than a bait or gel. This notification will be in the form of a sign posted at the entrance of the school parking lot or sidewalk leading up to the school, and also in a common area located by the school district’s main office. Parents are also entitled to receive this notification by U.S. mail, at least three days prior to any application. If you would like this type of notification, please call the Maintenance Department at (269) 673-2085 and tell the secretary your name, mailing address, and what school your child attends. In an emergency (for example, elimination of a bees’ nest), pesticides may be applied without prior notice, but you will be provided notice following any such application. Emergency Management Plans
Allegan Public Schools has developed policies and procedures to ensure the safety of students during emergency situations. In the event of an emergency, all school employees’ first priority is to protect students from harm. Below is a brief outline of the some of the District’s Emergency Management plans.
SEVERE WEATHER
Building administrators will be notified in the event of potential severe weather and appropriate precautions will be taken. Allegan Public Schools will remain in session during a tornado watch or warning. If a tornado warning is in effect for the immediate area at the regular school closing time, school will not be dismissed until the warning is lifted. The superintendent or his designee is authorized to dismiss school or retain students in school under such circumstances. Extra-curricular activities may be cancelled or postponed in the event of a tornado watch or warning. If the event is in progress, appropriate measures will be taken to ensure the safety of the students. “Snow Day Cancellations” or delays due to other inclement weather will be announced on most major local television and radio stations. School officials will make every effort to have the decision to close or delay the start of school by 6:00 a.m. In order to keep the phone lines open for emergency purposes, parents and students are asked not to call the school or bus garage to find out if school is in session. THREATS TO BUILDINGS and/or FIRES
In the event of a bomb threat or any other threat to a school building,
precautions will be taken to ensure the safety of the building occupants. Based on the assessment of the situation by the administrator, students may be evacuated to a nearby site, and/or the school may be cancelled. In the event of a fire, all students will be evacuated from the building, and school may be closed, depending on the situation. This evacuation will be practiced regularly throughout the school year so students are aware of the best evacuation route from any location within the building.
As with any emergency situation, parents should be alert for special bulletins on local television and radio stations and have an alternate plan in place if they are working and school is closed during the day. Parents need to be aware that they have the ultimate authority concerning the safety of their own children. School officials will honor parent requests to pick up their students from school, or keep their students at home, if they feel that conditions are too dangerous to be at school.
Safe and Drug Free Schools
Allegan Public Schools recognizes and abides by the standards of the Safe and Drug Free Schools and Communities Act and the Drug Free Workplace Act. These standards prohibit the unlawful manufacture, possession, use, sale, distribution, or concealment of illegal drugs and alcohol in school programs, school vehicles, school premises, and at school sponsored activities on and off school property. Drugs include all controlled substances as defined by law, as well as “look-alike” drugs, steroids, and alcohol. These standards apply to all Allegan Public Schools’ students and staff. The use/abuse of drugs and alcohol poses serious health and safety risks to students. We urge students, parents and guardians to work hand-in-hand with the district to ensure that these important standards are upheld.
No Smoking or Tobacco on school grounds The Allegan Public Schools has adopted a tobacco-free policy. This policy is in keeping with the state legislature’s Tobacco Free Schools Act (PA 140) of 1993. Our policy states: --- ---
This law is enforced by local police agencies. Violations will constitute a misdemeanor and can result in a fine up to $50.
CHEMICAL OR GAS LEAKS
Natural gas leaks occur because of damage to an outside gas line which may be near the building. Chemical leaks occur when a vehicle transporting chemicals is involved in an accident, causing a release of liquid or vapor chemicals. Generally, students will be evacuated from the building in the event of a gas or chemical leak. The building administrator will follow the instructions of emergency officials in charge of the evacuation. In some situations, it may be safer to leave students in the school with all doors and windows closed and all ventilation systems closed down.
Tobacco and tobacco look-alikes (including e-cigarettes) are banned from all public school buildings at all times. (This includes athletic and school-sponsored activities.) All school property, including vehicles and parking areas, is covered by this law.

Asbestos Advisory
The Allegan Public School District complies with the Asbestos Hazard Emergency Response Act (AHERA) and conducts routine inspections of all remaining asbestos-containing materials in district facilities. The most recent inspection in the summer of 2014 found all asbestos materials to be in good condition and present no danger to students, staff, or visitors. If and when any changes occur, employees and parents will be promptly notified. Any district parent, guardian, or care provider who wishes to review the district’s Management Plan to find out more information regarding asbestos may do so by contacting Wally Brennan, maintenance engineer, at 673-2085 or calling Kevin Harness, Superintendent at 673-5431.
Student Educational Records Under the Family Educational Rights and Privacy Act (FERPA), student records are treated as confidential and shall be considered to be for local school use only. Records shall be disclosed only to persons with a legitimate educational interest. Parents (or students who have reached the age of 18) have the right to inspect their child’s school records, and shall be afforded the opportunity to challenge the content of said records if deemed necessary. In situations where the parents of a student are divorced or separated, each parent (custodial and/ or non-custodial) has equal rights to their student’s records unless a court order specifies otherwise. Directory Information Personally identifiable information about current students of the Allegan Public School District will not be released without the consent of the student’s parent, or the student (if the student is 18 years or older), unless the information is “directory information” or the law permits disclosure without consent. “Directory information” means information contained in an educational record of a student which would not generally be considered harmful or an invasion of privacy if disclosed. It includes, but is not limited to: name, address, telephone listing, date and place of birth, grade, participation in school activities and sports, weight and height of members of athletic teams, dates of attendance, honors and awards received, student photograph and/or video, and the most recent educational institution attended. Directory information may be disclosed without further notice or consent, unless the parent or eligible student notifies the superintendent at the Allegan Public Schools Administration Building. A parent or eligible student has the right to refuse the designation of all or part of a student’s personally identifiable information as directory information, except that directory information may be disclosed to governmental, military, or other educational institutions as permitted by law. In accordance with amendments to Michigan’s Freedom of Information Act (FOIA) in August, 2002, Allegan Public Schools reserves the right to exempt from disclosure directory information requested for the purpose of surveys, marketing, or solicitation, unless it is determined that the use is consistent with the educational mission of the school district. Directory Information in the Media The Allegan Public Schools will publish articles, photographs, and lists regarding the accomplishments of its students periodically in publications including, but not limited to: the Our Schools quarterly District newsletter, monthly school building newsletters, the District web page at www.alleganpublicschools. org, various social media such as the District Facebook page, as well as providing information to news media including the Allegan County News. If a parent or eligible student does not want his/her name or photograph published in any of these media, they should contact the superintendent at (269) 673-5431. Page 11
Dangerous Weapons and Assault Policies
Students bringing guns or other dangerous weapons to school and students who physically assault a school employee will be expelled according to the policy of the Allegan Public Schools. The dangerous weapons policy states that “students in possession of a dangerous weapon or firearm on school grounds or students who commit arson or rape on District grounds, in District buildings, or at District or schoolsponsored events shall be expelled from school and referred to the criminal justice delinquency system and the appropriate County Department of Social Services or community health agency.” Students in kindergarten through 5th grades will be expelled for at least 90 school days, while students in 6th through 12th grades will be expelled for at least 180 school days. Students must apply and be approved for reinstatement if they wish to re-enroll at the end of the expulsion period. This policy is in keeping with the state and federal regulations.
Student Handbooks
All Allegan Public School buildings publish student handbooks that pertain to each building. Students are provided with a handbook at the beginning of the school year. These handbooks provide specific information about student expectations, scheduling of classes, student discipline, and a variety of other important topics. Also, each child may receive a copy of the District’s Code of Behavior and Discipline (policy #8100) in booklet form. Athletes will receive a copy of the District’s athletic code. Please read your child’s handbook and make sure your child is familiar with its contents. If you have any questions about any of the rules or expectations, please contact your child’s school. High school and middle school handbooks are also availble to view on our district’s website.
Annual Education Report
Each school district in Michigan is required to publish an Annual Educational Report for the previous school year. This report contains detailed data on the following: • • • • •

ALLEGAN PUBLIC SCHOOLS Statement of Nondiscrimination:
No person shall, on the basis of race, color, national origin, religion, sex, age, height, weight, marital status, political belief, disability or handicap, be excluded from participation in, be denied the benefits of, or be subject to discrimination while involved in any education program or activity or through employment with Allegan Public Schools. Employees shall fi le their grievance with the immediate supervisor. 1. The principal or the supervisor shall announce his decision within two work days in the case of an employee. 2. Within fi ve school days or work days, as appropriate, the principal’s decision or supervisor’s decision may be appealed to the superintendent. The superintendent shall affi rm or modify the decision within three days from hearing the appeal. 3. The superintendent’s decision may be appealed to the Board of Education within fi ve school days or work days of such decision. 4. The Board of Education shall schedule a hearing within ten days after receiving the appeal and shall notify the student or employee that said hearing shall be conducted under the following rules and procedures: A. Written notice shall be given of the date, time, and place of the hearing; The student or employee may be represented by an attorney or other advisor of their choosing; Witnesses may be presented at the hearing and may be questioned by the board and its representatives and by the student or employee and his representatives; The hearing is not a court proceeding and court rules of evidence shall not be enforced at said hearing; There may be present at the hearing the principal or the supervisor, the Board of Education’s attorney, and such resource persons as the president of the Board deems essential to the proper adjudication of the case; The Board of Education shall render a written opinion of its determination within fi ve days from the date of the hearing. Such written opinion shall be forwarded to all parties concerned.
Section 504 protects children from discrimination
Section 504 is an Act that prohibits discrimination against persons with a handicap in any program receiving Federal fi nancial assistance, such as public schools. The Act defi nes a person with a handicap as anyone who: 1. has a mental or physical impairment which substantially limits one or more major life activities (major life activities include activities such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working); 2. has a record of such an impairment; or 3. is regarded as having such an impairment. In order to fulfi ll its obligation under Section 504, the Allegan Public School District recognizes a responsibility to avoid discrimination in policies and practices regarding its personnel and students. No discrimination against any person with a handicap will knowingly be permitted in any of the programs and practices in the school system. The School District has specifi c responsibilities under the Act, which includes the responsibility to identify, evaluate, and if the child is determined to be eligible under Section 504, to afford access to appropriate educational services. If the parent or guardian disagrees with the determination made by the professional staff of the School District, he/she has a right to a hearing with an impartial hearing offi cer.

The Allegan Public School District is required to identify students with limited English profi ciency. Special assistance will be provided for students with needs in this area. In some instances, an interpreter will be provided to assist the student with communication. Free and Reduced Price Lunch and Breakfast The Michigan Department of Education has announced the household income guidelines established by the United States Department of Agriculture for free and reduced price meals and free milk through the National School Lunch, School Breakfast, Special Milk, and Child and Adult Care Food Programs. The income guidelines are effective from July 1, 2016, through June 30, 2017. Families should contact their school, school district, child care center, or family day care home sponsor to find out whether it participates in these programs. All students at Allegan Public Schools will receive a parent letter and an application for free/reduced lunch. Schools, child care centers, adult day care centers, and family day care home sponsors will provide a form for applying for free or reduced price meals. Only one application is required per household. Most participating centers and all participating family child care homes provide meals to all enrolled participants without any separate charge. Adults, children, or foster children who are recipients of various programs such as Michigan’s Family Independence Program, Food Assistance Program, Medicaid, or Food Distribution Program on Indian Reservations, or who are enrolled in Head Start, an At-Risk afterschool center, or an emergency shelter automatically qualify for free meals. Households with incomes less than or equal to the following guidelines qualify for free or reduced price meals or free milk. An application to a school, child care center, adult day care center, or family day care home sponsor can be approved if it contains complete documentation of household income or current participation in Michigan’s Family Independence Program, Food Assistance Program, or Food Distribution Program on Indian Reservations. An appeal procedure is available for households where applications are denied. Participating schools, child care centers, adult day care centers, and family day care home sponsors accept applications for free or reduced price meals throughout the year. A household may qualify for free or reduced price meals due to a temporary loss of income, such as a period of unemployment. If a doctor determines that a child or adult has a disability, and the disability prevents the participant from eating the regular school or center meal, the school or center makes any substitution prescribed by a doctor at no charge. The doctor’s statement, including prescribed diet or substitution, must be submitted to the food service department of the school or child or adult care facility.
