Sky’s the limit as Thornton Roofing creates 50 new jobs Thornton Roofing is creating 50 new jobs as part of an £8million investment that will see the Toomebridge-based company grow its operations over the next five years, including the addition of a 1,000sqm building to its office accommodation and manufacturing facilities. The roofing and cladding company has landed a series of notable contracts recently in Northern Ireland but Stephen Thornton, Managing Director, said the company is looking to secure more projects outside the province. He said, “While we do work in the Republic of Ireland and Great Britain from time to time, our core business over the last five decades has been

drawn from Northern Ireland. A key element in our growth programme, however, will be securing of contracts in England and Scotland. 500 construction sector training places for women in next three years Training schemes for more than 500 participants who face particularly difficult barriers to employment and training across Northern Ireland are to be created in the next three years, thanks to a new programme developed by training agency, WOMEN’STEC and Clanmil Housing Group. The programme has attracted support from the private sector and is being backed by leading construction firm, Gilbert-Ash, and JMC Mechanical and Construction Ltd. The programme is designed to give people, mainly women, who are struggling to get a job an opportunity to explore their options in the construction industry. Dunlop to build 37 new homes with funding from Danske Bank Dunlop Homes is set to build a new housing development consisting of 37 homes in Comber, following a £1.5million investment supported by Danske Bank. Success at annual CIOB awards

Promising start for 2016 as Creagh lands contract to build university campus library Creagh Concrete, which last year announced its most successful year since the downturn in 2008, and the creation of 100 new jobs, has announced the first in a series of new contracts. It has won the prestigious contract to build a new library in Roehampton, just outside London, and work begins in April. The contract runs for 35 weeks, with Creagh Concrete having been involved with the project for over a year and half. The project will see the family-owned company construct an architecturally exposed concrete frame with brick-faced precast panel façade. Concrete Managing Director, Seamus McKeague, said, “We are pleased to announce this prestigious contract at the University of Roehampton. We’ve been involved in a previous similar project with the architect, Feilden Clegg Bradley, on the new Manchester Metropolitan University Student Union building, and look forward to continuing our excellent

relationship with them. “We’re also pleased to be working with contractor Geoffrey Osborne, with whom we are forging a great working relationship. We hope to make more significant announcements in the coming weeks and months as Creagh Concrete develops its range of contracts and expertise. The annual Chartered Institute of Building Lecture and Awards evening, acknowledging local students in their professional exams in 2015, was hosted by CITB, at Nutts Corner Training Centre recently. The presentation focused on the development, design and build of The Welcome-Wolfson Centre for Experimental Medicine at Queen’s University Belfast and focused on all aspects of the project, from design to completion presented by O’Hare & Govern. Certificates were awarded to 21 candidates who successfully passed their CIOB examinations last year through QTAS and Training LMS training organisations. Justin Keane and Brenda Regan were presented with the joint Best Overall Performance Award for their outstanding results in the CMP programme in 2015 in Ireland. Student accommodation deal for McAleer & Rushe

New year, new wins boost for Hamilton Achitects Hamilton Architects has won contracts worth £30million in the education sector. The company, which has offices in Belfast and Derry-Londonderry, has also announced the launch of new London offices and the clinching of its first contract in the city, for Ealing Council. The good news comes at the start of an ambitious five-year growth plan for the business, which aims to boost turnover by 50% and increase staff by 27 to a total of 65 staff by the end of 2020. The news was announced by Partners Paul Millar, Mark Haslett and Seamus McCloskey, during an event attended by around 100 sectoral stakeholders

and rugby legend, Paddy Wallace at Hamilton’s offices in the Linen Conservation Area of Belfast. The education contracts are for South West College, for a new campus on part of the former Erne Hospital site; a new primary school and nursery unit at Gaelscoil na gCrann Primary School in Omagh; and a new 600 pupil secondary school for St Joseph’s High School, Crossmaglen. Encouraging new talent of the future, Hamilton Architects has set up The Hamilton Award for Most Promising Young Designer, comprising a £1,000 bursary and internship opportunity with the Belfast School of Architecture, Ulster University. London calling for Harvey Group Harvey Group has established a new office in Dunstable, as part of a multi-million-pound strategic expansion programme. The privately-owned firm, which recently acquired renewable energy company, Solmatix, says the new office will help facilitate further growth in Britain and allow the firm to maintain its customer-focused service in South East England. Harvey Group’s Operations Director, Herbie Watterson, (pictured above) commented, “Our new office, which will initially accommodate up to 15 staff, has been opened with a view to increasing our employment numbers beyond our current Group figure of 110 to around 150.”

McAleer & Rushe has entered into an agreement with Queen’s University Belfast to develop 1,200 student bedrooms on two prime city centre sites. The Tyrone and London based developer/contractor has agreed with Queen’s University to deliver the completed buildings by the summer of 2018 in a deal estimated to be worth just over £70m. Both projects are currently under consideration by the Belfast City Council Planning Service. It is hoped a positive planning outcome can be reached imminently, to enable the proposals to rapidly advance to the construction phase. The 476 bed scheme on McClintock Street will form part of a mixed-use student and hotel scheme, while the proposal for College Avenue will consist of 680 cluster bedrooms and 95 studios. RTU Ltd pays tribute to company founder, Frank McIlroy RTU staff and friends have paid tribute to Frank McIlroy, founder of Frank McIlroy Ltd (which later became RTU Ltd), who died on December 18, 2015 after a short illness with cancer. Frank started in the Mini Mix Concrete business 25 years ago. Shortly afterwards, he introduced factory-produced tub mortar into the Northern Ireland market, which proved to be a market leader. In 2008, Frank retired from the company, enabling him to enjoy other interests away from the pressures of business. A popular figure in the construction industry, he is fondly remembered for his positivity, generosity and warm hearted nature. He leaves a loving wife, Elizabeth, daughters, Sarah and Louisa, and sons, Stephen, David, Daniel, Franklin, William, Samuel, and Jonathan.

According to the CSN Industry Insights Report for NI 2016-2020, the performance of the local construction industry over the next five years is expected to show a 3% average annual growth in both public and private housing. Growth in infrastructure is driven by water and sewage work in the short term and transport over the longer term. Hospitals and education work should benefit the public non-housing sector and the commercial construction sector is seeing an upsurge in hotel building work. Employment growth is projected to average 1.5% a year over the 2016 to 2020 period, above the UK rate of 1.1%. Demand is projected to be strongest in some of the managerial/supervisory and professional occupational categories, especially construction project managers (2.9%), construction trades supervisors (3.2%), and architects (3.1%), but some trades show strong growth as well, such as bricklayers (3.7%) and wood trades and interior fit out (3.4%). With a strong emphasis on training, CITB is highlighting the opportunities available through initiatives such as its Mobile Training Unit which provides a convenient way of delivering training on employers’ premises or sites. Its unique scaffolding training facility, the only one of its kind in Northern Ireland, is approved to deliver the Construction Industry Scaffolders Record Scheme (CISRS). The organisation has also introduced the Basic Access Systems Erector (BASE) scaffolding training courses for individuals who are not approved scaffolders, and delivers the Undergraduate Development Programme for construction and the built environment undergraduate students during their placement year. CEF CALLS ON POLITICIANS TO WORK TOGETHER TO BOOST THE CONSTRUCTION INDUSTRY IN NORTHERN IRELAND…

Construction manifesto sets out series of recommendations

W

orking with politicians to help lift the construction industry, the Construction Employers Federation [CEF] has launched its 2016 Manifesto, which sets out a series of recommendations ahead of the May 2016 Assembly election. It calls on the next Northern Ireland Executive to work together to develop and deliver a number of key projects, which CEF Managing Director, John Armstrong, said will be crucial to the long-term sustainability and success of the construction industry in Northern Ireland. Pointing to the need for political stability and a renewed commitment to the complete delivery of the Stormont House and Fresh Start agreements, the Manifesto sets out a series of key recommendations across a number of core areas. These include: • Agree a draft Programme for Government for public consultation by the end of May 2016. • Create an entirely new public sector procurement and delivery agency by the end of 2017. • Lay before the Assembly a quarterly report on the procurement pipeline by autumn 2016. • Proceed with caution, better recognising industry concerns, in respect of social clauses. • Deliver the skill-critical, employer-led apprenticeship model as well as ring-fence the money raised through the Apprenticeships Levy for apprenticeships. • Complete the York Street Interchange by May 2021, as well as make significant progress on the A6/M2 and A5 schemes. • Agree a multi-year road maintenance budget. • Build on the work of the Housing Supply Forum by taking a number of steps to unlock housebuilding. • Take forward a range of measures to grow the level of finance available for capital investment by the Executive, including the Northern Ireland Investment Fund; agree with local councils an amount of borrowing that they would each put towards investment; and introduce separate domestic water charges. “The construction industry will be the

The entire business community sees political stability as vital to our medium to long-term economic prospects. Our industry wants devolution to work and it wants to see the next Executive take a much more strategic and ‘outcome’ focused approach, setting ambitious yet deliverable targets for the economy. “While the last two years have witnessed a rise in cautious optimism, many challenges remain. From continued restraint in public spending to meeting our new housing needs to the skills shortages that the industry faces, there is an urgent need for the next Northern Ireland Executive to take pro-active steps to make sure the industry is prepared for the future and drive Northern Ireland’s economic recovery.”

LAUNCH OF HOUSING SUPPLY FORUM REPORT John Armstrong also recently highlighted housing supply issues in Northern Ireland, when he chaired the Final Report from the Housing Supply Forum. The report, which has now been published, makes a number of recommendations that will now be considered by Social Development Minister, Maurice Morrow and his Ministerial colleagues. Ask an architect event to raise money for charity

F

or one weekend only, architects in every corner of Northern Ireland will be volunteering their time and expertise to give advice to the public on their building projects, whether large or small, to help raise funds for cancer research. Throughout the ask an architect weekend of April 16-17, over 80 architects from more than 60 architectural practices across Northern Ireland will be offering hour long consultations in return for a minimum charitable donation of £40. Donations will go to the Jill Todd Trust which was set up to commemorate Jill whose life was taken by cancer. Jill was 23 and the daughter of local architect Barrie Todd. The Trust will present every penny of funds raised through ask an architect to

the Friends of the Cancer Centre to support research into a cure for cancer at Belfast City Hospital. Martin Hare, President of the Royal Society of Ulster Architects, said, “This is a great opportunity for anyone thinking of renovating or extending their current house, building a new home or undertaking any other construction project. You can get expert advice and support cancer research at the same time. “Your professional architect will guide you through your options and answer all your questions. This can range from creative design ideas and exploring building solutions to meet your needs, right through to the practicalities of planning permission, building costs and contracts.” Speaking at the launch of the initiative

Peter Doherty, Commercial Director of Garage Door Systems, said, “This is such a great cause and we are delighted to be supporting the ask an architect initiative. You might just want to see what’s possible with the space and budget you have or perhaps you’re further down the line and need some problems solved. This is the weekend to do it.” An online booking system has been set up which allows members of the public to select the architect and the time slot that suits them best. The booking system is live from March 1, 2016 on the PLACE website placeni.org on a first come, first served basis. With a number of new categories – including those that recognise smaller projects – the RSUA Design Awards 2016 are a great opportunity to showcase your work. O

ften used to level off slight undulations in new screeds or to provide a smooth surface for vinyl, self-levelling compounds are common on many building projects today. During renovation works, floors often present greater issues for most common levelling compounds and the depths required to be levelled during renovations works can vary widely. These issues can include the need to fill deeper sections such as new tracking/chasing or old thresholds etc. Most common levelling compounds can normally only be applied up to 6mm (or sometimes 10mm) and when these depths are exceeded, the shrinkage in the levelling compound results in cracks or de-lamination. When rooms change use or when two rooms are knocked through into one, there can often be a variety of surfaces to contend with - everything from old ceramic tiles, timber floors and concrete. Unless the levelling compound used has a high bond strength to cater for difficult substrates,

there is a real risk of failure, especially when the different substrates have a tendency to behave differently. Cracking is also common in old substrates, and even static cracks will cause reflective cracking in a common levelling compound. By using a fibre reinforced product and, if necessary, also include a roll of fibreglass mesh reinforcement, the risks of reflective cracking are greatly reduced. SLC 1550flex from Larsen is the ideal renovation product, with a high bond strength and very low shrinkage, allowing application up to 50mm over a wide variety of common substrates. Northern Ireland construction activity shows a healthy start to 2016 January has already seen many major construction projects moved to on-site status, with many more planned to move within Q1. Felix O’Hare & Co has successfully tendered to construct the new £15million leisure centre in Downpatrick. The works will include the construction of a three-storey building comprising a 25m swimming pool, four-court hall, social space, state-of-the-art fitness suite, multi-purpose spa and relaxation area, squash court, and all ancillary accommodation. In the commercial sector, McAleer & Teague is undertaking the £1.5million refurbishment works at the ECOS Millennium Centre in Ballymena. The nine-month contract will create lettable space at the facility, along with the upgrade of existing areas. Fold Housing Association has awarded the contract for a £1.9million residential development in Coleraine to Donaghmore Construction, in County Tyrone. Twenty-four units will be provided and work on the 18-month contract will get underway during March 2016. In the medical sector, work is due to start on-site in March 2016 for a period of 18 months on the development of a paediatric healthcare facility at Craigavon Area Hospital. Contractor Felix O’Hare

& Co has been appointed to the main construction works and £6.9million has been announced for the upgrade works. A further £9.1million has been earmarked for improved paediatric services at the Daisy Hill Hospital in Newry. Looking to the civil sector, Public Realm Schemes will be carried out in Warrenpoint and Magherafelt. Over £2million is being spent in Warrenpoint and the work is being undertaken by Northstone (NI). FP McCann is the appointed contractor for the £3.2million Magherafelt works. Rosemary Street and Lombard Street in Belfast will also undergo a public realm interim upgrade later this year, in line with the Belfast Streets Ahead Public Realm Masterplan for the city centre. Remedial works to Portrush East Strand will cost £900,000, while just up the road in Portstewart, £1.5million is being spent on an environmental improvement scheme, which has just started. he Health and Safety Executive for Northern Ireland (HSENI) is reminding the construction industry about the importance of internal fall protection when working at heights. Falls from height remain one of the biggest causes of death, disability and injury in construction and are of great concern to HSENI. Many contractors have got to grips with external fall protection and safe work platforms, such as perimeter scaffolding and MEWPS. However, some don’t realise the need for internal fall protection during work at height, such as: • Stripping and dismantling roofs • Refurbishing roofs • Installing joists or roof trusses • Fixing battens or tile supports and roof tiles • Installing concrete floor slabs or stairs • Working near or over fragile surfaces • Working adjacent to voids in the floor. The Work at Height Regulations (NI) 2005 set out a hierarchy of fall protection measures to be taken when planning or carrying out work at height, including work internal to the building, as follows: avoid work at height; use work equipment or other measures to prevent falls; use work equipment or other measures to minimise the distances and consequences of a fall should one occur. This hierarchy has to be followed systematically, and only when one level is not reasonably practicable may the next level down be considered.

INTERNAL FALL PROTECTION Types of internal fall protection include proprietary decking systems, birdcage scaffold, safety trellis (extendable aluminium trellis), boarding out the inside of the roof using timber and inserting air bags/bean bags as soft landing systems. A decade of success for ATP Architects

A

TP Architects is celebrating a decade of delivering contemporary architecture, creative extensions and conservation restoration. Formed in January 2006 by chartered architects Alan Thompson and Alan Ross, the company’s hard-earned reputation for an acute attention-to-detail continues to bring in new projects through simple word of mouth. While Alan Thompson is now happily retired, the ethos that he and Alan Ross originally developed continues to this day. It has remained a small, personal practice, with Alan Ross backed by a staff of two, all based at the company’s picturesque studio outside Castlerock. This team includes Andrew Wisener, who is a Chartered Architect and after 10 years of

loyal service, was recently appointed as an Associate of the firm; and Keith Hunter, who is the company’s Architectural Technician. Providing essential support are Julianne McBride, Accounts, and Sharon Ross, Practice Manager. “It’s hard to believe that we are now 10 years in business,” explained Alan Ross. “When Alan and I started the business we simply wanted to be in a position to turn a client’s concept into a reality and it has been a privilege for ATP Architects to have had the opportunity to do that for a decade.” The fact that each completed project by ATP Architects leads to at least one other job reflects the high standards consistently delivered by the company. This snowball effect started early in the company’s history and has now reached a stage where, 10

Sustainable energy for Kingspan with the country’s largest solar PV system

K

ingspan Insulation has taken a step towards Net Zero sustainable energy by using the roof of its factory to generate clean, renewable electricity. The largest solar PV project in the Republic of Ireland, it is expected to save over 35,000 tonnes of C02 over the life of the project, with the manufacturing plant using nearly 100% of the energy generated by the solar panels. It was developed and installed by Kingspan ESB, a joint venture company delivering funded rooftop solar PV systems. The 300kW solar photovoltaic (PV) system, consisting of 1,200 panels will provide 15% of the factory’s annual daytime load, which will help reduce C02 emissions. The project is in line with the Kingspan Group’s Net Zero sustainability 2020 targets. Currently, the group’s energy usage from renewable sources is on track to exceed an interim target of 50% in 2016.

itself. It was part-funded by the Sustainable Energy Authority of Ireland (SEAI). harlie Mount is looking forward to running after Haldane Fisher’s customers in a bid to ensuring they receive the highest possible service. A keen runner who enjoys taking part in various 10K races, Charlie, who was recently appointed to the role of Technical Sales Manager, is well used to putting in the hard miles, be it out on the road or in the gym. He is also a motorcycling enthusiast and enjoys winding down with a weekly round of golf at Downpatrick Golf Course. With over 17 years’ experience within the industry, he joined the company at the beginning of the year and is working alongside the well-respected Norman Black ahead of his retirement after 43 years with the company. Given the extensive product range available from Haldane Fisher, the challenge is to avoid the ‘jack of all trades, master of none’ tag. That is why having Technical Sales Managers, such as Charlie, who can provide expert guidance on specific products is an essential part of the overall service Haldane Fisher provides to the trade. New director arrives as optimism grows FMB Northern Ireland has a new director, with the appointment of Gavin McGuire coming at a time of cautious optimism for small builders in the province. Gavin, who has a long history in sales and vast experience of the local construction industry, has been welcomed to the local team and he will be based at the FMB Northern Ireland office in Antrim. His appointment comes as the latest figures show construction SMEs in Northern Ireland suffered a slowdown in workloads during the final quarter of 2015 but, nevertheless, managed to finish the year on a positive note, Commenting on the FMB’s latest State of Trade Survey, Maire Nawaz, Director of Sales and Marketing, said, “While it’s disappointing to see a significant slowdown in workloads when compared to the previous quarter, the results still hold up well. “The message from our members seems to be one of cautious optimism and we hope that construction SMEs have indeed turned a corner. Given that the final quarter of the year is typically difficult for small building firms, it’s encouraging that the findings paint a positive picture. “However, there’s no room for complacency, not least because these are businesses working up from an incredibly low base after several difficult years. Their growth needs to be sustained, but there continue to be

W

ork is well underway on the redevelopment of the Ulster Hospital in Belfast, with the initial preparation carried out by Saint-Gobain Ecophon on the early stages of this project now paying dividends. The £108million Inpatient Ward Block is a beacon for new healthcare provision in Northern Ireland and is being constructed by the GRAHAM-BAM Healthcare Partnership. It will incorporate 288 single bedrooms, each with an en suite bathroom; a new day surgery department including four state-of-the-art operating theatres and an endoscopy suite; and support services, including a new pharmacy department and café. The technical team from Saint-Gobain Ecophon worked closely with the GRAHAMBAM Healthcare Partnership and the installation company, Oakleaf Contracts, at the design stages of the project to create an effective, bespoke solution for the new hospital. “This is a major healthcare development and we are delighted to be associated with

it,” explained Alan Crampton, Regional Sales Manager Ireland for Saint-Gobain Ecophon. “We have worked on this project, on and off, for the last two years, so it is great to see it finally move onto site. There was a very specific brief and we had to prove how our solutions would work effectively.” Stephen Young, Design Manager at GRAHAM-BAM Healthcare Partnership, praised the work of Ecophon on the project. “Working with manufacturers at the design stage is vital to the success of any project,” he said. “Ecophon were extremely helpful and their input at the design stages was useful, as it allowed us to finalise all the details with the design team. They also provided all the samples that we required to create a mock-up suite for approval by the client. “Work is progressing well ahead of an Autumn 2016 handover and this initial design work certainly helped this.” Saint-Gobain Ecophon supplied Hygiene Meditec E for the bedrooms and corridors of the new hospital and Hygiene Clinic E in the bedrooms, corridors and other areas within the new healthcare facility. Ecophon Hygiene Meditec A C1 is a wall-to-

wall, sound-absorbing ceiling system and, as it is intended for environments where disinfection and/or cleaning is required on a regular basis it was the perfect choice for the Ulster Hospital. The system is classified B1 and B5 for zone 4 according to standard NF S 90-351 and clean room classified according ISO 5. Complementing this range was the Ecophon Hygiene Clinic E. Like the Hygiene Meditec E range, Clinic E is also a wall-to-wall, sound-absorbing ceiling system intended for healthcare applications where a standard suspended ceiling system is required, but where strict functional requirements are needed.

The importance of project planning

T

he latest press information tells us that the majority of Government contracts are completed late, resulting in unhappy clients and contractors who end up not only out of pocket financially, but also receiving negative publicity. The majority of these contracts start with a programme agreed between all parties. So what is the problem? Why do so many contracts end with compensation events, delays and, in serious cases, arbitration and litigation? A detailed contract programme should be developed before the commencement of a project. To ensure best results, fully collaborative discussions between the client representatives and supply chain members will be key to the development of a wellplanned and workable programme. These should include procurement, construction and commissioning information and should be reviewed continuously. To ensure all parties feed into this process, programme workshops provide an open forum to discuss procurement, lead-in times and realistic work periods for each element of the works, supplying detailed information at an early stage and highlighting elements which cannot be extended. A regular review of planned and completed work will ensure all parties are working together, to the programme, and with the same aim ‘to complete the project on time, within budget and to the required quality’.

COLLABORATIVE WORKING The introduction of NEC3 contracts was designed to improve collaborative working where all task durations, labour and plant, float and delays are notified to all parties simultaneously, allowing issues to be identified early (Early Warning Notice), resolved quickly (Compensation Event),

and delays/costs minimised (Time Risk Allowance/Terminal Risk Allowance). This has worked to some degree, but when money, quality and time become an issue, differences of opinion can arise, as with any contract. Reporting, which shows the client the programme’s progress to date, is normally carried out monthly. Any delays or issues are discussed and hopefully resolved at the monthly progress meetings. From the programme, there should be a series of subprogrammes or detailed programmes: • Sub-programmes developed for sub- contractors showing their element of work. This allows them to focus on their element of work and resource accordingly to complete on time. • Detailed programmes developed for procurement to ensure that lead-in and manufacture durations are factored in for specialist sub-contractors with long lead in times, complex areas of work requiring detailed sequencing and testing and commissioning.

REVIEWS Site managers and planning staff should review the programme daily and collaboratively with individual subcontractors, specialists and internal departments. Any issues around sequencing and logistics should be discussed. Discussions with design teams, clients’ representatives (soft landings) and end-users (end-user training) all need to be factored into the programme, as completion and handover are critical. The introduction of new technology such as BIM, 3D/4D planning software and cloud storage of data has made the sharing of information with team members easier

and faster. This new technology has the aim of improving the flow and quality of information needed to construct a modern building, and from my experience, this seems to be working. For many contractors, their scope of working area has vastly expanded in recent years. No longer are many working within a 20-mile radius of their head office, and the need to open up operations in new locations is required to survive. All this planning, programming, use of digital software and digital communications is vital to the successful completion of a contract. Without close monitoring of all the elements and parties involved, successful completion cannot be achieved. Client satisfaction is still critical to gaining future and repeat works with clients, something O’Hare & McGovern Ltd has clearly proven.

atience is not generally viewed as a virtue in today’s fast-paced construction sector, but it was a quality O’Hare & McGovern had to display in abundance during the development of the stunning Girdwood Community Hub in Belfast. A state-of-the-art EU-funded community and leisure hub, the £11.7million investment is the first development on the former Girdwood Barracks site in the north of the city. Funding was provided by the EU’s PEACE III Programme, managing by the Special EU Programmes Body (SEUPB), Belfast City Council and the Department for Social Development. A multi-use building, Girdwood Community Hub has been developed to cater for a range of community, leisure and educational purposes. Following a design that utilises the materials used in the building’s structure, the main contractor, O’Hare & McGovern, worked closely with Michael Whitley Architects and specialist sub-contractors to achieve a high level of finish. Central to this was the extensive concrete formwork in the main foyer area and the widespread use of brick, with both of these elements having to be completed at an early stage of the project. The eye-catching board marked concrete and the stunning coffer ceiling, in particular, required preferential treatment. Jason Glasgow, Contracts Manager for O’Hare & McGovern, explained, “The brick and concrete formwork were some of the initial sections of the building that we had to complete and, as they were all going to be exposed, we wanted to ensure we could deliver the right finish, first time. “We worked closely with the architect and we had Advanced Concrete & Formwork create anywhere between 10-12 different samples as part of this ongoing process.

“I think the final result proves that the patience we displayed in these early stages was worth it.” Once we had agreed the final finish, then it was a case of replicating this on site. It was a time-consuming process that required a lot of patience, but it paid off in the end. “The sandblasting technique has recreated the grain of the timber boards within the concrete. However, as this was one of the first aspects of the project completed we had to make sure both the formwork and the brick were suitably protected.” The team faced similar challenges when creating the coffer ceiling within the reception area that also required a patient approach. “Each individual space in the ceiling is a scaled replica of the room but, in its entirety, it has been created so that the walls carry the weight of this ceiling slab, rather than the other way around,”

added Jason. “This meant that we had to wait until the walls had developed sufficient strength before we could remove the temporary supports. As the project used GGBS (Ground Granulated BlastFurnace Slag) concrete to help us meet our BREEAM targets, that again meant a longer than usual wait before the required strength had been achieved. “As we were working within a strict timetable, elements such as this provided us with a few extra challenges, but I think the final result proves that the patience we displayed in the early stages was worth it.” The brick and concrete formwork coupled with an extensive use of glazing all work together to successfully integrate all the various elements of the community hub into one cohesive building. These integral features alter slightly as you move from one section of the building

to the other, again testing the quality of craftsmanship delivered by O’Hare & McGovern. “We enjoy challenges like this,” concluded Jason. “We utilised our experience of working on similar projects to make Girdwood a success and I’ve no doubt we will take the lessons we learned on this project and implement them in the future.”

Secure solutions from Fortress Glass Technology

S

pecialising in the delivery of glazing solutions for modern door, window and curtain walling construction, Fortress Glass Technology played an important role in the Girdwood Community Hub project. Adding value to the project with a system that uses less steel while also providing cost savings and more natural light, the company provided a large curtain walling screen 38m x 6.7m high, with no intermediate supports, incorporating special length mullions, silicone sealed transoms and self-supporting glass-to-glass corners. Fortress also supplied timber bris soleil shading that was fixed between brick pilers. Bi-fold doors were also provided within the scheme to achieve maximum clear openings. This was in addition to automated sliding doors to both entrances, as well as the silicone-bonded concealed top-hung open-out casement sashes within the curtain wall. Finally, Fortress Glass manufactured and installed a lean-to rooflight to provide additional natural light along the corridor. Self spanning 2m and running continuously for 14m along the corridor, the rooflight included integrated flashings and concealed drainage.

“Each opening site was measured and the framing manufactured to suit,” explained Des Long of Fortress Glass Technology. “This helped enable the contractor to progress with confidence and assurance. We also worked closely with the system supplier on the procurement of the profiles to ensure structural stability to achieve the large span.”

ACKNOWLEDGED EXPERTISE The Girdwood contract was the latest project in an already successful working relationship between Fortress Glass Technology and the main contractor. Fortress previously worked with O’Hare & McGovern on the North West Regional Sports Campus project in DerryLondonderry. Also partnering with other top names in the construction industry, Fortress Glass is employed throughout Ireland and the UK on various contracts, from high-rise curtain walling glazing façades to thermally enhanced windows. The company is an authorised manufacturer and installer of Kawneer, Schuco, Metal Technology, and Aluprof façades, including aluminium and steel fire-rated screens.

Its design department works closely with contractors to ensure that required thermal and acoustic ratings are achieved to the satisfaction of the client. he former Girdwood Barracks at Cliftonpark Avenue was an ironclad blight on the local landscape - an entirely inappropriate urban fabric for a city at peace - so the introduction of anything other than the security fencing that surrounding local communities had faced for decades would be an improvement. But from a site that necessitated the exclusion of the local community, the design of Girdwood Community Hub and surrounding lands by Michael Whitley Architects is now a beacon of inclusiveness and an invitation to share life in a new piece of Belfast. From the shared entrance experience in the building – approachable from the city side and from the mountain side – through to the development of a facility that offers a variety of attractions to the local community, Girdwood Community Hub has been designed to welcome visitors. “We had around 26 different cross community groups represented on the Girdwood Community Forum, all inputting and championing the interests of their respective groups and functions,” explained Paul Griffith, Architectural Partner at Michael Whitley Architects. “Their work, vision and open dialogue laid the basis for a building which is now ‘owned’ by the immediate surrounding communities in a truly shared way. “Bringing all these different desires together presented a significant challenge when pitched against budget, aspirations of quality and, of course, the programme, but already the feedback has been very positive so we are pleased.”

Traditional ‘Belfast’ materials - red brick, timber planks and exposed concrete – were chosen by the architect - “for their ordinariness, they are understood, tried and trusted and so apt for a building such as the Girdwood Hub,” added Paul. Walking through the building the materials have been incorporated into a contemporary design that subtlety changes as you move between each different section of the building. The use of the brick and exposed concrete, coupled with an extensive use of daylighting, all work together to successfully integrate all the various elements of the community hub into one cohesive building. The programme includes a new gym and spa; a community/sports hall complete with changing facilities; a range of multi-purpose rooms suitable for a variety of events and activities; a dedicated youth space and a café, and a great central venue space with its exposed coffered concrete roof . Belfast Metropolitan College will also deliver a range of courses from five dedicated classrooms in the hub. Paul recounts, “That with so much of the structure of the building exposed it was essential that we worked closely with O’Hare & McGovern and the company’s specialist contractors for delivering on this front. The

exposed rough board marked finish to the concrete and the coffered slab took a lot of time and patience and it’s a credit to them.” Michael Whitley Architects has a strong reputation for creating bespoke community facilities and the company is continuing in this vein with further work in the ecclesiastical sector and follow on community facilities. “At Girdwood, there was a strong need for a facility of this kind and working with people who are so engaged with the process and want it to work is an element that we really enjoy,” concluded Paul. “Our experience in working on community centres in recent years made a real difference on this project and it is an experience we are taking into our work on churches, which have now moved away from the more traditional expressions to become community hubs in their own right.”

A

t the state-of-the-art Girdwood Community Hub, Harvey Group again displayed the company’s ability to adapt to the individual requirements of a project. Harvey Group is well known for combining the latest technology with its longstanding experience to develop bespoke mechanical and electrical solutions. At Girdwood, which was recently name as ‘Community Benefit Project of the Year’ at the Property Industry Excellence Awards in Dublin, the initial challenge was the lack of space to install the services. The building’s design emphasises the brick and concrete used in the main structure, with even the concrete roof beams exposed. While this enhances the aesthetics of the building, it did little to help Harvey Group in terms of the practicalities of electrical and mechanical installations. Andrew Bridget, Contracts Manager, explained, “We had very limited space above the suspended ceilings while we had very little to work with in the main foyer area. The original plan was to take the services up and over ceilings but through discussions with the consultant and contractor we decided to install the

sub-mains through ducts underneath the building. “This proved to be a more effective solution and it proves how worthwhile discussions at the design stage are.” The company also had to contend with installing a varied range of services throughout the building, balancing the extensive use of glazing with the need for effective lighting and also developing energy efficient solutions to help the building meet its BREEAM target. As it stands, Girdwood Community Hub is heading towards a ‘Excellent’ rating. From an electrical perspective, Harvey Group was responsible for the main switchboard and distribution alongside the AV system, fire and security and lighting. Mechanically, a ground-source heat pump was installed ahead of the completion of neighbouring artificial sports pitches and is complemented by rainwater harvesting, both solar and PV panels, wind catchers to aid ventilation and heat recovery units. All these different aspects are controlled by a central Building Management System (BMS). “It is not a huge building but there are a lot of different services throughout the

hub,” added Andrew. “You have areas such as the gym and spa, which required different solutions to the community hall and the offices. “For example, the entrance area to the new Belfast Met classrooms required a swipe card access system for students while access to the community hall had to be simple and straightforward. A number of the rooms are adaptable, so the solutions had to be flexible. “We also had a lot of glazing bringing in natural light, so we installed PIR lighting to make this as efficient as possible. These are just some examples of how we adapted to the task and found the right solution for this project. “Girdwood Community Hub is a highly impressive project and one we are delighted to be associated with.”

ith an architectural finish that focuses on the core of the building, there was an added emphasis for RTU at the new Girdwood Community Hub. The company prides itself on the quality of its product range and the service it can offer customers but they had to prove this ahead of the project moving onsite by completing a series of samples of the finish RTU’s product could deliver. Sam McIlroy, RTU, explained, “There are a lot of exposed materials in the design of Girdwood, so the focus wasn’t just on providing a quality product, but also a quality finish. “We worked closely with O’Hare & McGovern and Michael Whitely Architects on various trials to ensure we could deliver the finish they required. We were more than happy to showcase our ability to meet these specific finishes.” RTU supplied 350m3 of ready to use mortar which was applied throughout the building along with 5,000m3 of concrete. This included a stunning coffer ceiling and board marked concrete

walls as the main centrepiece of the foyer area. RTU’s mortar was also utilised on all the brickwork. Along with energy-saving mechanical and electrical features, Girdwood Community Hub also incorporates low-carbon concrete within its structure, helping the building meet its BREEAM targets. Through the various material tests, RTU was able to adapt its range of ready mix building materials in order to enrich the sustainability performance of the community project to meet these requirements. As a result, RTU utilised recycled content to deliver 50% and 70% cement replacement GGBS (Ground Granulated Blast Furnace Slag). This high level combination of product and service was commended by Adrian Mullan, Project Manager for O’Hare & McGovern. “I found RTU to be a very professional and knowledgeable company in their chosen field,” he said. “RTU Technical Manager, Sam McIlroy, worked with us when there were

difficulties getting certain architectural finishes on insitu concrete elements. “The delivery and service of concrete to the site and the ready mixed mortar was very good and this all helped to promote a good working relationship and excellent end result to the overall project.”

House prices tick upwards in January The supply of new houses coming onto the market in Northern Ireland fell for the second time in three months, according to the latest RICS and Ulster Bank Residential Market Survey. Meanwhile, new buyer enquiries rose, albeit modestly, for the 47th month in succession. As a result of this imbalance between supply and demand, there continues to be upward pressure on prices, with a net balance of +58% of surveyors reporting an increase in prices in January, compared to +32% the previous month. Surveyors (a net balance of +30%) also expect prices to rise over the next three months. Over the course of 2016, RICS expects Northern Ireland house prices to rise by 5%. Meanwhile, surveyors reported an increase in sales in January (a net balance of 8%) and expect the volume of sales to rise over the three months ahead (a net balance of +30%). RICS Northern Ireland Residential Property Spokesman, Samuel Dickey, said, “Supply remains the key issue in the market, particularly in the greater Belfast area. Demand has been increasing, and good quality homes in good areas are very much strongly sought after, leading to bidding for properties.” Sean Murphy, Regional Managing Director, Branch & Private Banking at Ulster Bank, added, “The survey chimes with other economic indicators, such as the latest Ulster Bank PMI, which showed business activity rising in January. It also correlates with our own mortgage data which were strong in January, and which we expect to increase further as we move into the traditionally busy period for the housing market.”

Hike on second home stamp duty rates

T

he new higher rates of stamp duty land tax will affect at least 10% of residential property purchases in Northern Ireland, according to the Government’s consultation paper on the new charge. The 3% supplement, in addition to the current rates, comes into effect for sales completed on and after April 1, 2016. The most common scenario in which purchasers will pay the higher rate is where they are purchasing a buy-to-let or second home in addition to their main home. The basic rule for the 3% supplement to apply is that if the buyer owns or partly owns two or more residential properties at the end of the day in which the transaction is completed, the supplement applies. There are four exceptions to this rule: 1 The property is valued at less than £40,000. 2 The new property is not 100% residential (eg a retail unit with a flat above purchased in the one transaction). 3 The property is a replacement for the main residence, which has already been sold. 4 The purchase is part of a bulk acquisition of 15 or more properties (the Government has not yet decided whether this exception should be restricted to corporate purchasers or not).

RATES The supplement will be 3% above the current SDLT residential rates and is detailed in the table below: Property value

For example, a second home purchased for £250,000 prior to April 1, 2016 would incur an SDLT liability of £2,500 (£125,000 x 2%). After April 1, 2016, applying the increased SDLT rate to a purchase of £250,000 will result in a stamp duty liability of £10,000 (£250,000 x 5%).

MAIN RESIDENCE Purchasers will need to determine whether they have replaced a main residence if they own two or more properties at the end of the day of the transaction. If the main residence has not been sold before the new home is acquired, the additional 3% stamp duty must be paid on the purchase of the new property. However, where the former home is sold up to 18 months after the new acquisition, the 3% can be reclaimed. If it takes more than 18 months to sell the former home, no SDLT refund will be due. The main residence for SDLT purposes will be the actual main residence based on the facts of occupation, not the home that the owner has elected to be treated as their main residence for capital gains tax purposes. Married couples and civil partners will be treated as having only one main residence between them, but unmarried couples can have one main residence each.

as main or additional homes. Where an individual owns a property overseas and wishes to purchase a property in the UK, that UK property will carry 3% SDLT supplement.

PARENTS Where parents take a stake in the property that their child is buying, the purchase will be treated as a second home, assuming the parents already own a home. As a result, the 3% SDLT supplement will be due on the entire value of the new home. To avoid this 3% additional cost, the parents may act as a guarantor on the child’s mortgage, or lend the funds required to the child. This SDLT supplement is an important consideration for all purchasers who purchase additional properties after the April 1, 2016.
