This was disclosed by Gauteng Premier David Makhura during his State of the Province Address (SOPA) at Rand West City’s Greenhill Stadium. Also in his address was the Esidimeni Life crisis which saw over 100 mentally ill patients die due to gross negligence. The Gauteng Department of Health has come under attack for the crisis. Makhura apologised for the tragedy and promised the families of those who died that he would spend the remainder of his term, the next two years, ensuring that there is justice and healing for the families of the bereaved. Makhura touched on infrastructure, youth unemployment and education. He said his government is in the process of
building new infrastructure and maintaining the existing one. “Between 2013 and 2016 the infrastructure investment by the Gauteng Province amounted to R30 billion. This money was instrumental in creation of 92 000 direct jobs, it raised R15 billion to support household incomes and increased government revenue by R6 billion,” he said. Makhura added that his government was committed to bentaged individuals. “In construction and professional services, we are spending up to 91 percent of the budget on HDIs (historically disadvantaged individuals) and black human settlements and new cities will begin in April this year.” Makhura said this will be the biggest public and private investment in post apartheid history. “Gone are the days when Blacks were settled far away from economic opportunities and social amenities,” he said. His provincial government will continue to promote a culture of excellence in that regard. opened by an address by the Premier, she was acknowledged as the best provincial head of department in South Africa in the 2016 Batho Pele Awards. Premier Makhura noted that departments in the province had reduced time in which service providers are paid. “We are reducing the time it takes to pay our service providers. Eleven out of 14 departments are paying an average 93 percent of their invoices within 30 days, and 79 percent within 15 days. This is a marked improveyear,” said the Premier.
He noted however that three departments – education, infrastructure development and health were failing to pay service providers on time due to accruals. Premier Makhura said this had an impact on the sustenance of small to medium enterprises and Black owned businesses. So the challenge for them he said remained ensuring that they reach at least 90 percent compliance of the 30-day threshold before they could think of 15 days. The Premier said Gauteng Treasury had won two silver awards and a gold at the Batho Pele
Awards for the Best Provincial Department and Most Ethical and Professional Department. Another award for his province was for the Department of Education which scooped the 2016 Centre for Public Service Innovation Ministerial Award. This was for successfully deploying ICT in education. The Department of Roads and Transport received the African Union’s Public Service Innovation Award on their Revenue Collection System (Rems). Premier Makhura said they would continue to act maladministration, in-

auteng Premier David Makhura has challenged leaders to engage in politics that impact on the lives of ordinary citizens. He was speaking at the State of the Province Address at Greenhill Stadium at West Rand Municipality on 21 February. Premier Makhura said politics must be more constructive, transformative and impact on the lives of ordinary citizens. He criticized politics of pomp and ceremonies without tangible deliverables with leadership eager to make public appearances just for the media. “Transformative politics must be about utilizing our budgets to radically transform lives and build sustainable livelihoods. It must be about the values of service and loyalty to the citizens. This is a call to return to valuebased politics without which there can be no honour,” said Premier Makhura. He challenged leaders to engage in politics that empower youths to realise their dreams
through access to better educational and entrepreneurial opportunities. This he said would lead them to leading independent and meaningful lives as productive and conscientious citizens. Premier Makhura also called for the empowerment of women to break the shackles of patriarchy. He said they needed to be empowered to play a full role in the economy and society as equal citizens. Politics he said must be about building an economy that creates more jobs and includes Blacks, women and youths. He said there has to be a compassionate politics that protects the most vulnerable such as mental health patients. “We should take steps to ensure that never again should so many people die out of total neglect, arrogant treatment and lack of care by us in government. I talk of the politics that promotes social cohesion among all people regardless of their nationality, religion, gender, sexual orientation, class and race,” said Makhura.

he Gauteng Premier David Makhura has paid tribute to cultural and sporting icons who passed on in the last 12 months. This was at his State of the Province Address held at Greenhill Stadium in West Rand City recently. South Africa lost Gugu Zulu, Mduduzi ‘Mandoza’ Tshabalala, sen, Lundi Tyamara and Joost van der Westhuizen all of whom had put Gauteng on the international map in their different endeavours. “Allow me to take this opportunity, once more to pay our respects to our cultural and sporting icons that have passed – Gugu Zulu, Mduduzi ‘Mandoza’ Tshabalala, sen, Lundi Tyamara and Joost van der Westhuizen,” he said. Makhura said Gauteng remains the Home of Champions. He de-
scribed his province as the mecca of competitive sport in Africa. “Gauteng is also the creative pulse of our country and the fountain of the creative industries,” said the Premier. He praised the partnership that existed with partners and stakeholders within the creative industries. Makhura said in his address last year he had committed his legislature with the sporting fraternity. He said this was with a view of cementing relations through a shared vision and common programme. “Towards this goal we have now solicited the support and partnerships of SASCOC, Soweto Marathon Trust, Lucas Radebe Foundation, Safa Gauteng, Netball Gauteng, Gauteng Aquatics, athletics, rugby and sport for people with disabilities. He said to strengthen schools sport in accordance with the
province’s government, they had supported 45 townships, farm and rural and rural schools with sporting equipment. For this year he said they had committed to helping a further 350. He congratulated Ntando Mahlangu, a Paralympian bronze medallist who also won a Gauteng Sports Awards accolade. “Ntando’s achievements are a true indication of schools sport’s ability to identify and nurture talent among youths,” said Premier Makhura. The province had successfully hosted the BMW SA Open Golf Tournament, the Joburg Tournament, Tshwane Open and the Under-17s Tennis Futures Championships. He said through a partnership with the Lucas Radebe Foundation and associates they hosted two ground breaking Champion of Champions football initiatives.
