El mundo de hoy no es igual al del pasado. Hoy estamos más cerca de cualquier lugar del planeta con el solo hecho de acercarnos a una red telefónica o a una línea de internet, lo que nos permite traspasar fronteras sin la menor dificultad. En el sistema global las interrelaciones se hacen cada vez más constantes y complejas, transformando los países, los paisajes locales, y por consiguiente, los conceptos que teníamos de territorio y de geografía política.

Tal parece que en el siglo XXI la geografía política e internacional experimenta grandes cambios, derivados de la necesidad de replantear la geografía política económica con la política. El presente modulo es una invitación al estudio de la geografía política como estrategia que te permitirá entender la dinámica política y económica en un mundo cada vez más globalizado.

The origins of political geography lie in the origins of human geography itself and the early practitioners were concerned mainly with the military and political consequences of the relationships between physical geography, state territories, and state power. In particular there was a close association with regional geography, with its focus on the unique characteristics of regions, and environmental determinism with its emphasis on the influence of the physical environment on human activities.

Political geography is the field of human geography that is concerned with the study of both the spatially uneven outcomes of political processes and the ways in which political processes are themselves affected by spatial structures.

Conventionally political geography adopts a three-scale structure for the purposes of analysis with the study of the state at the center, above this is the study of international relations (or geopolitics), and below it is the study of localities. The primary concerns of the sub-discipline can be summarized as the inter-relationships between people, state, and territory Geography can be divided into two fields: human geography and physical geography. Within the branch of human geography, political geography is important to interpret and analyze relationships between society and geographical space.

Political geography allows us to: a. Understand how and why states are organized into regional groupings, both formally (the European Union) and informally (the Third World) b. Understand the relationship between states and former colonies, and how these are propagated over time, for example through neo-colonialism

1. Geography of power: seeks to identify relationships that occur between the political organization of society and geographical space, characterizing the norms and values that are imposed by society and which are adopted and followed by the entire community. Among aspects that can be developed in this area are: a. Control and domination of the territories by groups or communities b. The domain of social groups and their territorial forms c. Location of forces and decisions 2. Electoral geography: the field of political geography explains the political territory within the meaning of the participation of communities in choosing their leaders.

3. Geography of violence: is dedicated to characterize the origins, stages and processes inherent to the formation of armed groups and forms of confrontation.

3. Biophysical components of land: physical territory includes the soil, subsoil, air, water and geostationary orbits, such as air and sea space assets, of which the State exercises control and management.

4. Borders: a territory is bounded by political borders, which can be natural or artificial boundaries.

5. Position and location: the position refers to the occupied space a country on the planet and which defines its relations with others territories.

The location of a territory is given its geo astronomic position.

6. Population: people who live in a territory and create a relation with the environmental.

7. State and Nation: The State: the state has a nation that legitimizes a power to rule, a device or structure to perform its functions and a territory to exercise their power and sovereignty.

The nation: involves a community that maintains a sense of belonging to a particular territory.

Nowadays we can describe the following types of government: Governments can be classified into several types. Some of the more common types of governments are: 1. Democracy The word "democracy" literally means "rule by the people." In a democracy, the people govern.

2. Republic A literal democracy is impossible in a political system containing more than a few people. All "democracies" are really republics. In a republic, the people elect representatives to make and enforce laws.

Democratic Republic Usually, a "democratic republic" is not democratic and is not a republic. A government that officially calls itself a "democratic republic" is usually a dictatorship. Communist dictatorships have been especially prone to use this term. For example, the official name of North Vietnam was "The Democratic Republic of Vietnam." China uses a variant, "The People's Republic of China."

3. Monarchy A monarchy consists of rule by a king or queen. Sometimes a king is called an "emperor," especially if there is a large empire, such as China before 1911. There are no large monarchies today. The United Kingdom, which has a queen, is really a republic because the queen has virtually no political power.

4. Aristocracy An aristocracy is rule by the aristocrats. Aristocrats are typically wealthy, educated people. Many monarchies have really been ruled by aristocrats. Today, typically, the term "aristocracy" is used negatively to accuse a republic of being dominated by rich people, such as saying, "The United States has become an aristocracy."

5. Dictatorship A dictatorship consists of rule by one person or a group of people. Very few dictators admit they are dictators; they almost always claim to be leaders of democracies. The dictator may be one person, such as Castro in Cuba or Hitler in Germany, or a group of people, such as the Communist Party in China.

Governments are the group of people and the institutions that govern a country or state.

Western Europe is a loose term for the collection of countries in the western region of Europe, though this definition is context-dependent and carries cultural and political connotations. One definition describes Western Europe as a geographic entity — the region lying in the Western part of Europe. Another definition was created during the Cold War and used to describe the nonCommunist states of Europe that were allied with the United States to some degree. As a result, geographically central and eastern countries that steered clear of Soviet influence during the Cold War are usually included, while western members of the former Eastern Bloc (with the exception of Eastern Germany) are excluded.

Countries described as Western European are invariably high-income developed countries, characterized by democratic political systems, mixed economies combining the free market with aspects of the welfare state, and are members of NATO.

Eastern Europe is a region lying in the Eastern part of Europe. The term is highly context-dependent and even volatile, as there are "almost as many definitions of Eastern Europe as there are scholars of the region". A related UN paper adds that "every assessment of spatial identities is essentially a social and cultural construct".

One definition describes Eastern Europe as a cultural (and econo-cultural) entity: the region lying between Central Europe and Western Asia, with main characteristics consisting in Byzantine, Orthodox and limited Ottoman influences. Western advocates of this view include the OECD, the World Bank, and US VP Joe Biden.

Another definition, considered outdated by an increasing number of authors, was created during the Cold War and used more or less synonymously with the term Eastern Bloc. A similar definition names the formerly Communist European states outside the Soviet Union as Eastern Europe. These are also described as the constituents of Central and Eastern Europe.

Northern Europe is the northern part or region of Europe. Historically, when Europe was dominated by the Mediterranean region (the Roman Empire), everything not near this sea was termed Northern Europe, including Germany, the Low Countries, and Austria. This meaning is still used today in some contexts, such as in discussions of the Northern Renaissance.

It consists of the Scandinavian peninsula, the peninsula of Jutland, the Baltic plain that lies to the east and the many islands that lie offshore from mainland northern Europe, Greenland and the main European continent. The area is defined by the volcanic islands of the far northwest, notably Iceland and Jan Mayen, the mountainous western seaboard, extending from the mountainous sections of Great Britain & Ireland to the Scandinavian mountains, the central north mountains and hills of Sweden (which are the foothills of the Scandinavian mountains) and the large eastern plain, which contains, Lithuania, Latvia, Estonia and Finland. The region has a south west extreme of just under 50 degrees north and a northern extreme of 81 degrees north. The entire region's climate is affected by the Gulf Stream which has a mild influence on the climate. From the west climates vary from maritime and maritime subarctic climates. In the north and central climates are generally subarctic or Arctic and to the east climates are mostly subarctic and temperate/continental. As the climate and relief varies vegetation is also extremely variable, with sparse tundra in the north and high mountains, boreal forest on the north-eastern and central regions temperate coniferous forests (formerly of which a majority was in the Scottish highlands and south west Norway) and temperate broadleaf forests growing in the south, west and temperate east.

Southern Europe The term, at its most general definition, is used to mean "all countries in the south of Europe". However, the concept, at different times, has had different meanings, providing additional political, linguistic and cultural context to the definition in addition to the typical geographical, or climatic approach. Most countries in southern Europe border the Mediterranean Sea. Western and Eastern refers more to political blocs stemming from the cold war, when we say Western Europe it is associated with the democracies of England, France and the United States. The Americas, or America, are lands in the Western hemisphere, also known as the New World, comprising the continents of North America and South America with their associated islands and regions. The plural form the Americas is often used in English, as the singular America is ambiguous: America is more commonly used to refer to the United States of America. The Americas cover 8.3% of the Earth's total surface area (28.4% of its land area) and contain about 13.5% of the human population (about 900 million people).

Ethnology

The population of the Americas is made up of the descendants of seven large ethnic groups and their combinations: a.The Indigenous peoples of the Americas, being Amerindians, Inuit, and Aleuts. b. Those of European ancestry, mainly Spanish, British, Irish, Italian, Portuguese, French, Polish, German, Dutch, and Scandinavian people. c. Mestizos, those of mixed European and Amerindian ancestry. d. Those of Black African ancestry, mainly of West African descent. e. Mulattoes, people of mixed Black African and European ancestry. f. The majority of the population live in Latin America, named for its predominant cultures whose roots lie in Latin Europe (including the two dominant languages, Spanish and Portuguese, both neolatin), more specifically in the Iberian nations of Portugal and Spain (hence the use of the term Ibero-America as a synonym). Various languages are spoken in the Americas. Some are of European origin; others are spoken by indigenous peoples or are the mixture of various idioms like the different creoles.

The dominant language of Latin America is Spanish, though the largest nation in Latin America, Brazil, speaks Portuguese. Small enclaves of French-, Dutch- and English-speaking regions also exist in Latin America, notably in French Guiana, Suriname and Belize respectively, and Haitian Creole, of French origin, is dominant in the nation of Haiti. Native languages are more prominent in Latin America than in Anglo-America, with Nahuatl, Quechua, Aymara and Guaraní as the most common. Various other native languages are spoken with less frequency across both Anglo-America and Latin America. Creole languages other than Haitian Creole are also spoken in parts of Latin America.

The dominant language of Anglo-America, as the name suggests, is English. French is also official in Canada, where it is the predominant language in Québec and an official language in New Brunswick along with English.

El Estado colombiano, como cualquier otro Estado moderno y democrático, se encuentra integrado por un territorio, un pueblo soberano y un gobierno. Sus funciones se distribuyen en tres ramas de poder.

1. Su población.

Además de la superficie territorial nacional, existe una comunidad que legitima la existencia de un Estado. La no presencia de individuos o su débil articulación al tejido social nacional, aumenta la posibilidad de inconformismos regionales y de conflictos de estas comunidades con el Estado.

La población colombiana se caracteriza por una alta diversidad étnica y cultural. Al lado de un amplio mestizaje sobresalen las comunidades indígenas, negras y raizales.

En la actualidad están aumentando los niveles de participación ciudadana en el ejercicio de la política y en la proyección de sus espacios. Logros que han venido reivindicando grupos tradicionalmente olvidados como las comunidades indígenas, a las cuales se les reconoce su autonomía territorial.

Con la aprobación de la nueva Constitución, en 1991, los Constituyentes lucharon por atacar el excesivo centralismo presente en el régimen constitucional anterior. Apostaron por un Estado Unitario pero con autonomía política, administrativa y financiera para sus entes territoriales. Con relación a las piezas que conformarían el conjunto de la organización territorial, los Constituyentes introdujeron varias modificaciones creando como entidades territoriales los departamentos, los municipios, los distritos y las entidades territoriales indígenas y dejaron abierta la posibilidad para que una vez creadas las provincias y las regiones éstas también puedan adquirir dicho estatus. Por otra parte, a partir de 1991, la potestad para definir, concretar y cerrar el modelo territorial colombiano quedó en manos del Legislador. No obstante, debe resaltarse el papel de la Corte Constitucional, pues si bien en algunas ocasiones ha actuado en desmedro de la autonomía territorial, también ha aportado elementos indispensables para continuar con el proceso de construcción del aparato territorial colombiano.

CONTENIDO# 5 ORGANIZACIÓN POLÍTICA DEL ESTADO COLOMBIANO Un Estado social de derecho, bajo esta concepción el Estado colombiano debe garantizar y promover la protección de los derechos de todos los colombianos, suministrando las condiciones para que todos tengamos una vida digna, justicia social, salud, educación, trabajo y ambiente sano, entre otros derechos. La organización del estado colombiano ofrece dos caminos distintos: en el camino de las ramas del poder público, nos encontramos con las ramas legislativa, judicial y ejecutiva. En éstas están representadas las diferentes instituciones de cada uno de los sectores del poder público. en la rama ejecutiva se encuentran las que representan al gobierno, en la rama legislativa se encuentran el senado y la cámara de representantes, que conforman el congreso; y en la rama judicial se encuentran las instituciones encargadas de administrar justicia en el país.

Por el otro camino nos encontramos con los llamados órganos, éstos se dividen en órganos de control, organización electoral y otros.

Los órganos de control se encargan, por medio de la procuraduría, la defensoría y la contraloría, de supervisar las acciones tanto de las instituciones que hacen parte de cualquiera de las ramas del poder público como de la sociedad civil.

La organización electoral está conformada por el consejo nacional electoral y por la Registraduría Nacional del estado civil, quienes se encargan de velar por la realización y supervisión legítima de los procesos electorales.

En lo que atañe a los demás órganos, sobresalen el banco de la república (como la principal entidad de control en el manejo de la economía del país) y la comisión nacional de televisión, que se encarga de crear políticas de censura y control acerca de lo que se ve en la televisión colombiana.

ACTIVIDAD FINAL Participando en un modelo de negociación de las naciones unidas

QUE ES LA ONU?

La Organización de las Naciones Unidas, ONU, es una institución supranacional, a la cual pertenecen la mayor parte de países del mundo. En ella se debaten temas de interés mundial, bajo los cuales se unen países que poseen intereses comunes o se cuestionan algunas diferencias que existen entre las mismas naciones.

Principales objetivos de la ONU Las discusiones que se dan dentro de esta institución se orientan principalmente a mantener la paz internacional y a establecer relaciones de cooperación y amistad entre todas las naciones para resolver de forma dialogada sus conflictos y preservar el respecto por los derechos humanos.

Las actuaciones de la ONU Son varias las instituciones que hacen parte de la ONU, cada una con fines y actuaciones específicas. Dentro de ellas se destacan comisiones como las encargadas de los temas económicos, sociales, jurídicos, legales y ambientales.

Procedimiento: Este procedimiento se hará en tres momentos: 1. Selección del país: se distribuirán las comisiones (este ejercicio solo será realizado en la comisión OEA), el tema a discutir, y se nombrarán los moderadores de cada comisión y el secretario general de la asamblea; cada país debe tener una palca que lo identifique frente a los demás. Una vez asignados los países, los estudiantes deben consultar información relacionada con el tema escogido, así como datos acerca de la situación social, económica y política del país asignado.

2. Trabajo en comisión: cada estudiante que represente un país debe presentar en asamblea un escrito donde dé a conocer la posición del país frente a la problemática escogida.

3. Organización de la mesa redonda: luego de la lectura de todos los papeles de posición se iniciara entonces un espacio de debate sobre la temática. Los pasos que deben seguirse serán dados a conocer al momento de la actividad.
