Premier Actros paint up a storm

Tesco shops locally for fleet additions

eicester-based Premier Logistics has brightened up its brand-new fleet of Mercedes-Benz New Actros 2545 BigSpace tractor units with paintwork that’s guaranteed to draw attention. According to Premier’s MD, Lee Christopher, the company follows a simple rule when it comes to choosing colours for its vehicles: the brighter the better – and by all accounts, the new trucks are the firm’s most flamboyantly painted yet. The firm believes that as well as delivering the goods, well-presented transport fleets also double as mobile billboards. As a result, each of its new trucks comes in a different, vivid shade. “These are our first New Actros and they certainly look impressive out on the road, especially in our colours,” Christopher said. “The cabs are very well designed and feedback from the drivers has been very positive – and although we won’t measure the vehicles’ fuel performance until they have more miles under their belts, the initial impressions are certainly encouraging.” Supplied by East Midlands dealer Mertrux,

Premier Logistics’ New Actros are powered by 330 kW (450 bhp) straight-six engines driving through the latest Mercedes PowerShift 3 automated transmissions. They represent additions to its fleet of more than 60 trucks. The operator is a member of the Pall-Ex network and its vehicles undertake local collections and deliveries, as well as trunking and groupage. The company also offers secure warehousing with 24-hour CCTV monitoring. “We’re constantly busy and needed more trucks to cope with growing demand,” Christopher said. “Trading conditions have obviously been very tough in the transport industry for some time now, and unfortunately the difficulties proved insurmountable for some operators. “From what we can see though, the volume of business is definitely starting to pick up – and for those of us who have ridden out the storm, there’s plenty of work to be had. “I’ve always been a Mercedes-Benz fan and have enjoyed years of reliable, cost-efficient performance from our Actros and Axor trucks. We also have an excellent relationship with Mertrux,” he concluded.

esco has taken delivery of 28 new Volvo FM tractor units for operation out of its Belfast and Antrim Distribution Centres – and the supermarket chain is also due to take delivery of a further nine Volvo FM Trucks before the end of the year. The vehicles were supplied by local Volvo Truck & Bus dealer Dennison Commercials Ltd. The new FM11 410 4x2 tractor units take the total Tesco NI fleet to 35 trucks and 115 trailers, which equates to a total UK and Ireland fleet of 1800 tractor units and 4000 trailers. “We have had a very strong partnership with Dennisons for 15 years now, since Tesco was first introduced into Northern Ireland,” said John Larosa, regional engineer for Tesco Distribution. “From the very beginning, Dennisons demonstrated a clear understanding of the needs of our operation. This enabled them to develop a unique package that could service the requirements and ever-changing demands of the environment in which we work.” Larosa added a strong Volvo network in NI, coupled with Dennison’s ability to provide a complete repair and maintenance solution for both trucks and trailers, means the Tesco fleet can operate with minimal downtime. “As well as the unrivalled back-up support we receive from Dennisons in Northern Ireland, the product was of course a consideration,” said Cliff Smith, fleet engineering manager, Tesco GB. “Fuel efficiency was key to the product decisionmaking process, but whole-life costs and

Volvo’s telematics system, Dynafleet, was used to monitor driver behaviour. Dennison’s experienced sales staff, assisted by a Volvo driver trainer, ensured Tesco was able to maximise the fuel efficiency of the truck throughout the evaluation period. “The Dynafleet fuel reports proved the Volvo to be the most efficient distribution vehicle currently in the truck market for the Tesco NI operation, with over 11 mpg being achieved during the local trials,” said Robert Cromie, transport manager for Tesco NI. The new vehicles are fitted with Volvo’s I-Shift automatic gearbox and sleeper cabs, as well as a number of safety features, such as red seat belts, full rear catwalk and a handbrake warning device. Cruise control, electrically heated mirrors, an air sliding fifth wheel and disc lock wheel nuts were also included.

Farrall’s far ahead with DCPC

heshire-based haulier Edwin C Farrall Transport reckons it’s in a good position regarding the progress of its drivers gaining their Driver CPC qualification by the deadline of September 2014, according to company MD, Mike Farrall. “With one year to go, most of our drivers have completed at least three out of the required five days, and we have many drivers already picking up their qualification card,” Farrall said. To ensure full compliance by the DCPC deadline, Farrall’s has established on-site courses run by an external consultancy on the first Saturday of every month. “Following the most recent course we are well over 75 per cent complete in terms of our drivers gaining their Driver CPC,” Farrall said. “While the qualification card is obligatory, we have married our own objectives to the courses – which ensure our drivers are properly trained in all areas of their job, rather than using Driver CPC simply as a ‘boxticking’ exercise. “We put our drivers on a separate rotation of five different modules – which include driver’s hours, safe and fuel-efficient driving, and safe loading of vehicles. So when a driver gains their DQC, they will also have completed at least one of these modules.” According to Farrall, after 2014, every one of the firm’s drivers will receive at least one full day of training a year on something that will be applicable to its business. He also sees the qualification as a benefit for the road transport industry. “We have been

Government is offering operators extra allocations for longer semi-trailer trials

ransport minister Stephen Hammond has promised more freight operators will be given the chance to join a 10-year trial enabling them to use longer goods vehicles on UK roads. First launched in 2012, the government’s longer semi-trailer trial enabled freight operators to bid for a share of 1800 vehicle allocations, but so far around 1250 allocations remain unused. New changes, which follow a four-week consultation, mean unused allocations will be made available for other operators who are not in the trial. “Freight operators play a crucial role in ensuring the wheels of our economy remain well-oiled by supporting UK trade and industry and transporting the goods we need,” Hammond said. “Longer semi-trailers enable freight companies to transport more goods, more efficiently, and should give significant economic and environmental benefits.

“We want to maximise their use during the trial to ensure we properly assess the benefits.” Industry bodies were quick to welcome the extra permits. Jack Semple, director of policy at the Road Haulage Association (RHA) said: “Strong demand for permits has been evident from members across the industry, not least from enquiries to the online permit exchange service the RHA has operated since the initial allocation. “We welcome this new permit availability, both for existing operators and for those who wish to use longer trailers for the first time.” The James Hookham, the Freight Transport Association’s (FTA) managing director for policy and communications, added: “The revised re-allocation process will allow operators who can put these trailers into use on work for which they are suitable to obtain permits in a more timely manner, thus securing an essential contribution to industry’s carbon reduction programme.”

OPERATORS: BEWARE FUEL CARD SMALL PRINT

auliers could overpay for fuel if they ignore the small print on their invoices, according to a new warning issued by a fuel card company. “Many of the hauliers who have switched to our fuel cards during 2013 have complained about ‘hidden’ charges levied by their previous suppliers,” said Steve Clarke, group marketing manager for The Fuelcard People. He added that according to reports, another fuel card supplier had introduced transaction charges but, according to customers, had not given adequate warning or explanation. “They were charging an additional £2 on

every refuelling transaction,” Clarke said. “According to most customers, there had been no letter warning them about the change, with the only explanation for the new charges being buried in the small print on invoices.” The Fuelcard People said hauliers claimed their displeasure was as much about the other supplier’s attitude as the amount. “£2 more per refuelling may not seem a lot, although it could amount to an extra £100 per year, per vehicle,” Clarke said. “They were really unhappy that complaining meant waiting in a call centre queue for ages, before eventually speaking to an anonymous operator who could do nothing to help.”

Held at the Oulton Park race circuit in Cheshire, the event gave invited guests their first chance to put the vehicle through its paces on UK roads. New Actros is the ultimate premium truck for longdistance transport. From the outset, designers and engineers were determined to provide the best possible comfort, driving dynamics, safety, productivity and operating economy, as well as a sweeping range of cab sizes, engine ratings and options, allowing customers to tailor vehicles perfectly for any application. The current Actros holds the Guinness World Record for fuel economy at 40 tonnes gvw, but road tests have shown the new model is seven per cent more frugal when specified to meet Euro 5 emissions regulations, while the ultra-clean Euro 6 version shows a four per cent improvement. The 81 guests took turns to head out on a 17-mile test drive, carefully chosen to simulate a variety of typical driving conditions. On each trip, the mpg figure achieved was recorded and at the end of the day the winner was Craig Stewart, logistics manager at Widnes-based Ray Stewart Haulage, who averaged an impressive 11.4 mpg in the 510 bhp V8-powered Actros 2551, and 11.8 mpg in the 450 bhp Actros 2545 model. Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers. conjunction with the presence or movement from pedestrians, cyclists or other road users that may be in close proximity during driving activities.” Thompson came up with the idea after he drove an articulated lorry through a narrow and busy, yet unlit area, where he was unable to see the sides of his trailer. He said it was then he realised just how dangerous the situation was, and that something needed to be done in the interest of road and personal safety. Thompson confirmed some parcel carriers and supermarkets are currently trialling the system on their trailer fleets, and stressed his idea does not replace current legislated vehicle lighting requirements.

ew figures obtained from the government via a Freedom of Information request have shown motorists are paying more than £30 million a month in parking fines. The most recent statistics revealed 890,000 parking tickets are being issued by councils across the UK each and every month, which is equivalent to 1200 an hour – and the City of Westminster was at the top of the pile of cashgrabbers. According to the figures, which were obtained by the FTA, parking wardens in the City of Westminster are the busiest in the country, handing out an average of 1269 parking fines a day. FTA’s own PCN Survey revealed a 50 per cent leap in the number of penalty charge notices (PCNs) being issued in London, which led the Association to call on its members to train their drivers in identifying PCN hotspots. According to the report, 27 companies surveyed had paid £2.9 million in fines in 2012 – and a rise in costs which was directly related to the increase in the number of PCNs issued on the capital’s roads. The report also showed one-third of the enforcement authorities accounted for nearly all PCNs issued (80 per cent), with the London Borough of Westminster, London Borough of Camden, City of London and

Parking in London poses a great risk of drivers attracting a ticket Transport for London more likely to issue to PCNs to operators than other London boroughs. “FTA is working with its members to help them better manage their PCNs through identifying hotspots and improving driver training,” said Natalie Chapman, FTA’s head of policy for London. “A well-targeted and intelligent approach to appealing unfair PCNs could save some companies hundreds of thousands of pounds a year. “However, in some locations there is simply nowhere for drivers to stop to make deliveries, therefore commercial vehicle operators have grown smarter when dealing with the problems of making deliveries in the unfriendly roadside environment of central London.”

DRINK-DRIVE DEATHS ON THE RISE

N

ew statistics released by the government have revealed drink-drive related deaths in Britain have risen by 17 per cent. In 2012, 280 people were killed (one in six road deaths) and 1210 were seriously injured in crashes involving someone over the limit, compared to 240 killed and 1270 seriously injured in 2011. In light of the new figures, road safety charity Brake has called for the government to take action to stem the rise, adding that England and Wales now have the highest drink-drive limits in Europe, alongside Malta. It said while governments in Northern Ireland and Scotland are making moves to tackle drink driving through committing to reduce their drink-drive limits, decision-makers in Westminster rejected recommendations for a lower limit in the North Report into drink and drug driving and a Transport Select Committee inquiry into the issue.

“We have the highest drink-drive limit in Europe, and it sends out the dreadful message that a drink or two before driving is acceptable,” said Brake deputy chief executive, Julie Townsend. “Every other country in Europe bar one has decided a lower limit is safer, yet our government rejected the strong recommendations for a tougher approach. “We are appealing to Westminster to review that decision in light of these figures showing a horrifying increase in people being violently killed at the hands of drink drivers. These deaths are cruel and needless, ending lives too soon and leaving behind traumatised and broken families to pick up the pieces. “The evidence shows tougher laws and greater enforcement would help prevent these casualties – and we need the government to act urgently upon this.”

AS EASY AS RDC

Having just returned from delivering a load to Tesco Grocery RDC, Kilsby, I am so impressed that I’ve decided to ask my wife to do all our shopping online from Tesco and have it delivered to the door. The delivery must be scheduled for as close to noon as possible though, and when the van arrives the driver will be required to reverse up to the kitchen door, then lock up his cab and give the keys to my wife. She will then instruct him to wait in the greenhouse until our groceries are unloaded and checked. An unbelievably uncomfortable seat will be provided, and as none of the greenhouse windows open, he should be warm enough in the 28-degree summer sunshine.

A thermos of crap coffee will be available which contains about three cupfuls, and if he drinks this he will be charged 25p per cup. Stale sandwiches and molten chocolate shall also be available upon request for a fee. A television with the volume very loud will also be installed in the greenhouse, but the remote control will not be available to change channel from Cash in the Attic, Jeremy Kyle, or other such daytime TV tripe. Any other orders from other customers will be removed from the van in spite of the fact they have been very clearly marked and my wife has been told there are other groceries on board for other people. After damaging the boxes, trays and groceries for these other orders, she will throw them

MYSTERY MACHINE Please can you help solve a truck identification mystery for me? The other day I saw a truck that completely baffled me and cannot find anything on the internet or in magazines about it – and I’m starting to think I imagined it. I’m 95 per cent sure I drove past a very new-looking Ford (not Iveco Ford) long-distance HGV tractor unit with a very striking cab front design going in the other direction. I have never seen a truck like it and, as far as I’m aware, Ford no longer makes or sells HGVs in Europe. The front end was basically an X-shaped design. Imagine, if you can, the front of a Ford Focus Mk 2.5 that has been stretched and enlarged, but instead of a highlevel grille, there was a blank panel with (I’m quite certain) a large Ford badge. From a distance, the design and colours used (silver blue panels and dark blue ‘X’ design) almost made it appear to have a bonnet or nose - but it was a flat-fronted cab. As I say, the design is very striking - almost distracting! It was carrying foreign plates, but I didn’t notice which country (I was distracted by the design and Ford badge), and it was pulling a large trailer. If it helps, the location I saw it was just outside Winchester, Hampshire on the A3090 Hockley Link southbound. It was going quite slowly – almost as if lost. I wish I had turned around and follow it to try to get a better look. Does this sighting mean anything to you? I hope you can help! Shaun Elliott By email

Sounds like you might have spotted a Ford Cargo, Shaun. The trucks are built in Turkey by Ford Otosan and are sold domestically and exported to markets such as Eastern Europe, Russia and the Middle East – and some models are slowly making their way to the UK. Here’s a pic of a 6x2 version, which looks like it might fit the bill -ed.

STACKS OF INFO

Is there anyone out there who can tell me why American truck have vertical exhause/smoke stacks? How come European trucks do not have this type of stacks? The reason for enquiring is that a European truck has passed me and you can smell the exhaust gasses. I always thought that a vertical one would be better, as it would help keep the gasses away from other road-users. Thanks so much. Geoffrey Zimmer, By email Thanks for your email, Geoffrey. The basic design of trucks incorporates ground-level exhaust pipes. The main exception to this is on fuel tankers, where exhausts are put as far forward as possible, away from the fuel tanker body to reduce the chances of ignition of the load through heat emissions (or sparks etc). One reason some trucks have upright exhausts (generally called ‘stacks’) is where they have to

Outlets on ground-level exhausts usually point towards the ground, so if the truck was working in dusty conditions - in a quarry or building site, for example - the exhaust would blow the dust and kick up a dust storm. This could damage property, but more importantly in this day and age of Health & Safety, could cause injury to the driver/ operator or others working in the vicinity through dust ingestion. So generally trucks such as mixers, tippers, logging trucks, brick and block, fencing and DIY delivery trucks and usually any truck equipped with a crane is fitted with upright stacks. But customised trucks are also fitted with upright stacks to make them look and sound more aggressive, or to enhance the overall aesthetic appeal of the truck. We have known some truck operators running customised trucks fitted with upright stacks who have had ‘butterfly’ valves fitted somewhere in the system that allows them to bypass the emissions equipment and effectively have a straight-through exhaust, giving the truck a throaty roar (particularly trucks with big V8 engines). This can only be used in short bursts, as it affects the performance of the truck and could probably damage the engine etc internally if used for long periods. Standing next to one of these when the driver is showing off isn’t recommended, as the engine spits out sooty deposits through the exhaust, covering anyone in the near vicinity! So upright exhausts can either be fitted as a necessity to a truck because of the work it does or the environment it works in, or when the truck is customised.

IS IT LEGAL? Idly watching Eddie Stobart Trucks and Trailers on TV (OK, I was REALLY BORED), I tried to ignore all the hype attached to the programme and was seriously impressed by the expertise and professionalism of the car transporter drivers featured. Loading and unloading all that expensive motorised bling must be one hell of a responsibility for the driver, and the minute adjustments to make sure the vehicles have enough separation in transit is the stuff of nightmares. One detail which caught my interest, however, was the final delivery of the vehicles. Unable to access the customer’s premises, they unloaded unregistered, unlicensed and possibly not yet road-legal vehicles on to what appeared to be public roads. I know a common sense approach to policing should prevail, but a local car dealer where I live was prosecuted a few years back. He had been disqualified from driving under the totting-up process for a speeding offence and was nicked for driving a car across a short piece of public road between transporter and garage forecourt. I know this is a more serious offence, but the principle is the same. POLICE DIG UP STOLEN PLANT

U

K stolen vehicle recovery specialist TRACKER is claiming Lancashire police were able to locate a stolen Hitachi mini digger in under an hour by tracing a signal emitted by the vehicle’s onboard tracking device. The mini digger had been pinched from Blackburn on a trailer which itself had been stolen from the Lancashire town of Chorley. Used Hitachi mini diggers can sell for in excess of £20,000, which means they are of great interest to thieves – but fortunately, this one was recovered and collected by the rightful owner in just five hours. The mini digger’s owner, Mr Gill, said: “Having machinery missing for any length of time is always going to be a problem. However, the disruption to business operations was minimal as it was recovered so quickly. “The financial outlay for the TRACKER equipment was well worth it as just an hour

after I had reported the digger missing, I was contacted by the police and told it had been successfully located.” The National Plant & Equipment Register (TER) reports 95 per cent of plant equipment stolen every year is not recovered. However, TRACKER figures show a staggering 68 per cent of all plant it recovers is done so within 24 hours of the stolen vehicle recovery device being activated – and 10 per cent of those are recovered within just one hour. “An estimated £50 million to £70 million worth of plant and agricultural machinery is stolen every year,” said Adrian Davenport, TRACKER police liaison manager. “With only five per cent of them ever retrieved, this recovery is a clear example of how a tracking device can benefit businesses. By fitting a tracking device to plant and agricultural machinery, the chances of stolen equipment being located by police and returned is significantly increased.”

he Road Haulage Association (RHA) has launched a new Smart Test service aimed at covering all aspects of drug and alcohol screening for haulage operations – including policy writing, sample collection, laboratory analysis, training and education. Provided in conjunction with ScreenSafe, which has long-term experience with substance testing in the haulage industry, the RHA said members will get special discounted rates and a free, no-obligation consultation with an expert on substance misuse, who will be able to tailor a solution to their specific needs. “Drug and alcohol problems are serious health and safety issues for the workplace, and especially for safety-critical jobs such as people with the responsibility for driving tens of thousands of miles a year in vans, trucks and lorries,” said ScreenSafe’s Sue Carter. “A report last year estimated one million workers were taking drugs.” The 1992 Transport and Works Act makes it a criminal offence for certain workers to be unfit to work as a result of drugs and/or alcohol. his month I take a look at the Personal Injury market and in particular how the process of making a compensation claim has altered following major changes introduced by the Government in April and July 2013. This article deals with the current landscape, although the position could be different if your accident happened before 31 July 2013. Driver’s hours and tacho rules

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. In response to a number of requests for assistance with the European regulations on driver’s hours and tachographs, this month we will look at the some of the areas which seem to cause confusion. It is useful to look at what is the actual meaning of some of the terms which we frequently hear referred to. ‘Break’ means any period during which a driver may not carry out any driving or any other work and which is used exclusively for recuperation. This is different from ‘rest’, which means any uninterrupted period during which a driver may freely dispose of his time. A ‘daily rest period’ means the daily period during which a driver may freely dispose of their time and covers a ‘regular daily rest period’ and a ‘reduced daily rest period’. A ‘regular daily rest period’ means any period of rest of at least 11 hours. Alternatively, this regular daily rest period may be taken in two periods, the first of which must be an uninterrupted period of at least three hours and the second an uninterrupted period of at least nine hours. A ‘reduced daily rest period’ means any period of rest of at least nine hours, but less than 11 hours.

‘Weekly rest period’ means the weekly period during which a driver may freely dispose of their time and covers a ‘regular weekly rest period’ and a ‘reduced weekly rest period’: ■ ‘regular weekly rest period’ means any period of rest of at least 45 hours, ■ ‘reduced weekly rest period’ means any period of rest of less than 45 hours, which may, subject to certain conditions, be shortened to a minimum of 24 consecutive hours. ‘Daily driving time’ means the total accumulated driving time between the end of one daily rest period and the beginning of the following daily rest period or between a daily rest period and a weekly rest period. Article 6 of Regulation (EC) 561/2006 states the requirements for driving time, daily, weekly and fortnightly. Daily driving time shall not exceed nine hours. However, the daily driving time may be extended to at most 10 hours not more than twice during the week. Weekly driving time shall not exceed 56 hours and shall not result in the maximum weekly working time laid down in Directive 2002/15/EC being exceeded. The total accumulated driving time during any two consecutive weeks shall not exceed 90 hours.

One of the offences some drivers have committed is using a mobile phone while driving. The legislation defines this offence as follows: No person is to drive a motor vehicle on a road if he is using a hand-held mobile telephone or a hand-held device of a specified kind. No person is to cause or permit any other person to drive a motor vehicle on a road while that other person is using a handheld mobile telephone or a hand-held device of a specified kind. No person is to supervise a holder of a provisional licence if the person supervising is using a hand-held mobile telephone or a hand-held device of a specified kind at a time when the provisional licence holder is driving a motor vehicle on a road.

NEW DAFS MARK 20 YEARS OF DEALS

T

he handover of five DAF LF55 18-tonners to Northamptonshire palletised distribution operator Freightroute has marked a 20-year relationship with the supplying dealer Brian Currie (Milton Keynes) Ltd. The new DAFs join a fleet that provides nationwide pallet delivery services through eight mainland UK depots, supported by 14 satellite depots and two depots in Ireland. Together, these provide coverage to all parts of the British Isles, and Freightroute carries over half a million pallets annually across the UK and Ireland with its fleet of 140 vehicles and 100 trailers. “We sold our first DAF to Freightroute 20 years ago, soon after the company had been established – and since then, both companies have enjoyed an excellent and mutually beneficial relationship,” said Brian Currie. “Over the past two decades we have seen their family-run business grow substantially, and we’re delighted our dealership has played some part in that success by providing high-quality, reliable and fuel-efficient

trucks backed by first-class service and parts support.” Lawrence David 8.5 m ‘Fuelsaver’ bodies are fitted to the 5.85 m wheelbase DAFs, and each is equipped with a 1500 kg Dhollandia cantilever tail lift for palletised load deliveries. The bodies feature a curved roof, which aligns with the adjustable roof spoiler on the day cabs, to improve aerodynamics. Power is from the 6.7-litre DAF GR165 six-cylinder engine rated at 220 bhp (165 kW) at between 1900-2500 rpm, and which has a torque output of 850 Nm between 1200-1700 rpm. It is matched to a six speed AS-Tronic automated transmission, with an 11.5-tonne parabolic SR1132 rear axle completing the driveline. The trucks are backed by a two-year warranty with safety inspections and routine maintenance being carried out in Freightroute’s own well-equipped workshops at its headquarters at Irthlingborough. Brian Currie will provide parts support through its Northampton site.

DUNMOW TAKES FIRST RENAULTS

Kerax and Premium mark the first Renault trucks on Dunmow’s fleet

E

ssex-based Dunmow Waste Management has added the first Renaults to its 20-strong fleet of DAF and Mercedes. Two Renault Kerax 430.32 8x4 rigid chassis have been fitted with Hyva Hook lift bodies, drawbar capability and Optidriver gearboxes. The third truck is a Premium 460.25 6x2 TAG axle tractor unit. All the vehicles were supplied through Renault Trucks Essex and financed through Renault Trucks Financial Services. The new Renault Kerax will transport large container bins between the company’s waste transfer station in Chelmsford, Essex and construction sites and industrial companies across Essex and surrounding areas. The Renault Premium will transfer residual waste from the company’s recycling facility to ‘waste to energy’ recovery plants around Kent, Essex and Norfolk as part of Dunmow Waste Management’s ‘Zero to Landfill’ commitment. Dunmow director Sam Malins said the move away from a predominantly DAF fleet

to Renault signalled a new beginning for its fleet. “Following various issues with our vehicles, we wanted a fresh start with a new product,” he said. “We are very pleased with our decision to purchase the new Renaults, particularly with the exceptional service and back-up we have received from the dealership. “The Kerax offers great ground clearance and load capacity and is generally a good all-round fleet truck. We invested in a high specification for the Premium – the driver is delighted with its performance and comfort, and now refuses to drive anything else! “Finally, the dealer has been a pleasure to deal with. I am able to get on with running the business, safe in the knowledge it will be looking after the trucks. Renault Trucks Essex will also be carrying out all repair and maintenance for us – again, another hassle-free experience. We look forward to developing this relationship further in the future,” Malins concluded.

ehicle camera supplier PoliceWitness has said it is supporting a recent statement from a senior police officer which called for employers to sack haulage and other commercial drivers caught texting while on the road. In August, Essex chief constable Stephen Kavanagh told the BBC that: “We need to see professional bodies saying if you get caught using your mobile telephone or texting while you’re driving, you will be sacked.” PoliceWitness has positioned itself in support of Kavanagh’s statement, and said road safety must be the highest priority for all commercial drivers. “We are fully behind chief constable Kavanagh on this – it sends a powerful message to any driver who has a company name written down the side of the vehicle, which is: get caught using your phone by a member of public while driving a company vehicle, and you may face immediate dismissal,” said PoliceWitness chairman, Matt Stockdale.

“With tens of thousands of motorists and cyclists now recording their journeys, those drivers who chose to flout the law could potentially lose their jobs. The key here is all businesses large and small should communicate and enforce this policy.” In a recent incident, caught on film by a vehicle fitted with a PoliceWitness camera, a commercial driver was filmed driving his van using his elbows while using his mobile phone on the M1 northbound in Leicestershire. “This driver was obviously not in complete control of his vehicle,” Stockdale said. “We have contacted the company - Crown Trade Windows Ltd – and we are waiting for a response from their MD. I have also sought an informal opinion from Leicestershire police. “Firms that dismiss employees for using their phones or who are not in full control of their vehicle are providing a valuable life lesson, and some could say preventing them from facing criminal changes and even prison for causing death by dangerous driving,” Stockdale concluded.

POOR SAFETY LEADS TO DISQUALIFICATION

A

n Enfield freight operator has been disqualified from the industry for two years – and lost his licence to drive HGVs for six months – because of his “appalling” and “cavalier approach” to safety standards. The decision by London and South East of England traffic commissioner Nicholas Denton comes after John Gallagher was told he had lost his repute as an operator and transport manager. During a public inquiry on September 9, it was revealed Gallagher, who traded as Express Freight Services, had been convicted of 12 driver’s hours and tachograph offences relating to the breaks and rest he should have taken under regulations, for which he was fined a total of £1920. He had also operated defective vehicles, including one vehicle that had a damaged tyre; had been issued with five fixed penalty notices totalling £860 and five prohibitions for failure to adhere to driver’s hours regulations; and failed to produce routine safety inspection records for his vehicles. There was also no written defect reporting system in place. In addition, a poor record had been kept when vehicles were presented for MoT, there was no system for planning regular safety inspections, and he had not notified a change of maintenance contractor.

Investigations into the operator’s vehicles and records by VOSA took place in December 2012 and May 2013. These revealed shortcomings of a “serious nature”, the traffic commissioner concluded. After reviewing the evidence, Denton noted there were relatively few positive elements for him to consider when deciding what action to take. “What I found shocking was Mr Gallagher’s appalling record on driver’s hours,” he said. “He clearly did not learn from the five prohibitions and fixed penalties he received for driver’s hours offences before he was prosecuted for 12 further offences which had been detected from just 28 days worth of charts. “Scarcely less serious is the very poor record for roadworthiness prohibitions – six in two years for a licence with just two vehicles,” Denton added. “Mr Gallagher’s cavalier approach to maintenance… goes some way towards explaining why there were so many.” The decision means Gallagher can no longer operate vehicles in England, Scotland or Wales and can not apply to hold a licence during the disqualification. He has also been disqualified from acting as a transport manager.

Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements. Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301). The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation. An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency. Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements. Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301). The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation. An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency. HOIST-IT GOES NEW-FOR-OLD

W

i gan-based construction products supplier Hoist-It Ltd has finally replaced its first Isuzu after the vehicle turned in 13 years and over 300,000 miles of dedicated service. The company has replaced the X-registration NQR 7.5-tonner, originally purchased in 2000, with a brand-new 2013 Isuzu Forward N75.190 4x2 rigid. The new medium-wheelbase 7.5-tonner, now the third Isuzu working at the company, was specified with the Easyshift transmission and a dropside body with a Fassi 65 rear-mounted crane, which permits a reach of approximately 8.5 m for the unloading of hoist products and machinery on-site. Hoist-It said the new rigid will be covering approximately 25,000 km per

annum, delivering construction and specialist application hoists to its customer base, predominantly in the North of England. The original Isuzu NQR, nicknamed by Hoist-It as ‘The Beast’ because of its rugged and uncompromising performance, will be staying in service with the firm. “Our first Isuzu is probably the best vehicle we have ever owned in the 30 years of being in business, giving us very few problems over the last 13 years,” said financial director Gordon Gedling. “It just made common sense to get another Isuzu when the time came that we had to consider replacing ‘The Beast’. It would be absolutely fantastic if we were to get another 13 years of similar performance from the new Isuzu.”

FOREIGN HGV LEVY CHARGING STEPS CLOSER

T

he Department for Transport has pushed the new timebased user charge for all heavy goods vehicles using the UK road network in April 2014 a step closer by appointing Northgate Public Services to develop and operate the foreign operator payment system for the HGV road user levy. The system will enable foreign operators or drivers to purchase the levy in advance of entering the UK through a number of sales channels including online, telephone and at point-of-sale terminals. The system will also create a database to enable authorities to identify hauliers who have not paid. “Getting the foreign operator payment system right will be

crucial to the success of the levy,” said transport minister Stephen Hammond. “The system will be easy for foreign carriers and their drivers to access and straightforward to use. “Its design also sends an important message to those foreign operators who think about avoiding paying,” Hammond warned. “If you don’t pay, or underpay, you will be caught and face a £300 fine.” Northgate Public Services was appointed after a competitive tendering process, and will be responsible for the design, build, finance, operation and maintenance of a foreign operator payment system for the HGV levy. The contract will initially run until 2019. Northgate Public Services CEO,

David Meaden, said: “The foreign operator payment system will provide a simple and effective means of ensuring foreign hauliers who use the UK road network contribute to the cost of its upkeep. “By repurposing existing technology, the programme can be delivered in a shorter timescale and with lower costs and risk than would otherwise be possible.” By law, the scheme cannot discriminate between UK-registered vehicles and vehicles from elsewhere in the EU, so the charge will apply to all HGVs at or above 12 tonnes using the UK road network. For UK vehicles, the levy will be paid alongside VED – which the government said will be reduced in line with the levy to ensure the

HERMES PULLS ON ECO BOOTS

K home delivery specialist Hermes has renewed a three-year Michelin tyre contract which will see it specifying the latest generation of fuel-saving tyres on its trunking vehicles. The Leeds-based company, which operates 490 trucks and 450 trailers, traditionally fitted Michelin XTE3 ‘regional’ trailer tyres, before deciding to trial Michelin’s X Energy SaverGreen XT fitments when ordering 300 new aerodynamic Cartwright Cheetah Fastback trailers in September last year. According to the firm, the combination of low rolling resistance tyres and aerodynamic trailers reduced the fuel consumption of vehicles pulling the trailers by an average of 4.5 per cent compared to standard tyres and trailers, prompting Hermes to renew its tyre contract for a further three years and specifying Michelin’s low rolling resistance tyres across its long-distance fleet. Hermes’ fleet manager, Rob Elmore, said: “We are always looking for new ways to improve our fleet efficiency and when we placed an

HGV road user levy’s foreign operator payment system should be up and running by April 2014 majority of UK operators experience no rise in the total amount they pay. It will also be collected through existing agency channels so there will be no additional administration cost. The levy has been set in line with EU legislation with the rate

paid reflecting vehicle weight and axle configuration. There are seven levy bands which align with existing Vehicle Excise Duty (VED) bands. For a 40-tonne five-axle artic, the most common type of foreign vehicle coming to the UK, operators will pay £10 per day or £1000 per year.

DRIVERS WARNED OVER ‘FLASH FOR CASH’

ruck drivers are being warned that a new insurance scam is sweeping across Britain. Criminals running ‘cash-for-crash’ fraud rings have employed a new tactic – dubbed ‘flash-for-cash’. According to an article published by the BBC, criminals are now flashing their lights to grant right of way from a junction. However, as the unsuspecting driver exits, the driver who flashed speeds forward to deliberately cause an accident. The latest warning comes from Asset Protection Unit (APU), a company that assists the police and the insurance industry with fraud investigations. APU’s director of investigative services said: “By appearing to offer the right of way, the criminal simply continues the journey into a collision, holding the victim at fault for turning across - which, of course, cannot be denied under law.” The adoption of this new scam

results in a ‘your word against mine’ situation when it comes to apportioning the blame in court. Unfortunately, ‘flash-for-cash’ and ‘cash-for-crash’ incidents are not limited to those directly involved. According to detective inspector Dave Hindmarsh from the Metropolitan Police, these scams cost insurance companies around £392m a year. Insurers recoup their losses by adding an extra £50-£100 on every driver’s premium – making the scams a financial cost for everyone. The new scam sees criminal gangs exploiting loopholes in the insurance claim system. As stated in The Highway Code: “Only flash your headlights to let other road users know that you are there. Do not flash your headlights to convey any other message or intimidate other road users. Never assume that flashing headlights is a signal inviting you to proceed. Use your own judgement and proceed carefully.”

Firm fined after fatal weighbridge accident

A

Welsh recycling firm has been ordered to pay over £300,000 in fines and costs after breaching health and safety rules which led the death of an employee in 2010. On September 25, Cardiff Crown Court heard that Geraint Eagle, aged 21, died in December 2010 while cleaning sensors on the weighbridge at the waste site run by Nolan Recycling Ltd. The victim had only worked at the site for six months before his death. According to the Court documents, Mr Eagle was told to remove mud from sensors on the weighbridge. As he had never carried out the task before, he worked alongside a more experienced colleague. However, after having a break, Mr Eagle returned to the cleaning task alone. It is believed that when a skip lorry drove onto the weighbridge, Mr Eagle picked up his

tools and moved out of the way. The driver then left his cab and went into the site office, whereupon Mr Eagle returned to his work. When the driver returned and drove on, the lorry hit Mr Eagle as he was working at the front of the lorry. Unfortunately, the incident was fatal and he was pronounced dead at the scene. The court was told the driver could not see Mr Eagle, as he was in a “blind spot.” An investigation by the HSE highlighted a series of failings by the recycling firm. These included a failing to appreciate the risks associated with the site, a failure to train and supervise the new staff, a failure to provide a system of maintenance for equipment like the weighbridge, and a failure to have a health and safety plan in place. Following the hearing, HSE inspector Sarah Baldwin Jones said: “This was a horrific

incident with tragic consequences. It left Mr Eagle’s girlfriend without a partner, and his son, born eight months after the incident, without a father. “There were multiple failings at the site, which should have been obvious and could easily have been addressed. “Nolan Recycling Ltd should have closed the weighbridge while the work was taking place, had a clear written risk assessment for the maintenance work and had policies in place to separate site workers from moving vehicles. They should also have provided proper training to Mr Eagle and his colleague who was supervising his work. “There can be no excuse for companies in the waste industry not taking reasonable steps to safeguard their workers, as there is a wealth of information and guidance from trade bodies as well as the HSE.”

ounty Tyrone-based heavy-haulage specialist Donnell & Ellis has taken delivery of a new five-axle extending step frame trailer from Andover Trailers, marking 10 years of business between the two companies. The bespoke-built SFCL EX85 features a low-profile neck and heavy-duty outer box extending frame, which can increase the trailer’s length from 16.2 m to 18.7m. The new trailer also features swing out extensions to the main deck and slide-out side extensions to the bridge and beavertail. BPW air suspension with a Wabco raise/ lower valve enables the trailer to be quickly lowered for loading and unloading. Andover has also guaranteed boosted manoeuvrability, even when the trailer is operating at maximum length, with two BPW steering axles and three fixed axles, operating on Goodyear 265/70R19.5 tyres. “We use the new trailer to transport quarry machinery, so it has to work in some pretty tough environments,” said Donnell & Ellis’ director, William Donnell. “Durability is our number one concern when we’re ordering new equipment for the fleet, and it’s why we’ve

continued to buy from Andover for such a long time.” Other features on the trailer include hardwood flooring, double hydraulic steady legs (which ensure a safe and stable platform when parked on uneven ground) and a pair of hydraulic loading ramps with a hydraulic sideways function to open the ramps to the width of the side extensions, giving the flexibility to load all sizes of machine. Four pairs of heavy-duty deck lashing rings ensure equipment can be chained down

securely in transit, with toolboxes with lids mounted under the deck to hold any chains not in use. “Being able to work closely with the team and design a trailer exactly to our requirements is a real bonus, and one of the reasons Andover Trailers stands out,” added Donnell. Worth approximately £90,000, the new trailer will operate with a Scania 6x4 tractor unit at a combined vehicle weight of up to 95 tonnes and will work at least five days a week, travelling all over the UK and Ireland.

t may seem early to be thinking of the festive season, but UK materials handling training provider Mentor has advised that good advance planning is the key to making Christmas a time of maximised profit and efficiency, rather than strained resources and the resulting increase in accidental damage. “Many companies employ additional temporary staff to cope with the Christmas rush in their warehouses, and statistics show this can lead to a surge in accidents,” said Mentor’s technical manager, Andy Cartwright. “A sudden influx of new people, unfamiliar with each other and with the company’s practices, and varying greatly in their knowledge and experience, can increase the risk significantly. “Training them up to the necessary level is essential. For employers, there are advantages to be had – in terms of cost, availability and smooth running – from booking courses well in advance. According to the Approved Code of Practice

outh Wales operator CJ Bird Transport has taken delivery of two Euro 6 DAF XF tractor units following successful fuel economy trials with a demonstrator. Both trucks are two-axle FT XF Super Space cab models plated to run at 40 tonnes and powered by the 12.9-litre MX-13 engine – but at two different power ratings. One delivers 460 bhp (340 kW) and the other 510 bhp (375 kW), with respective torque outputs of 2300 and 2500 Nm. “Having one of each will enable us to compare the fuel performance at these two power outputs and get some experience of Euro 6, all of which will help inform our decisions on future purchases,” said company MD, Chris Bird. “Although the trucks are plated at 40 tonnes, the nature of the products we carry means we usually run at under this weight, so at either 460 or 510 bhp these trucks have ample power. But it will be interesting to learn over time which of the two power ratings will give us the best performance both in terms of fuel and of overall driveability.” Both trucks will operate throughout Europe running with 90 m3 Schmitz Euroliner tri-axle trailers. The 460 will be on general haulage carrying packaging, plastic products, and automotive and aeronautical components, while the 510 will be used mainly on work for a major exhibitions contractor moving material to and from trade fairs. Much of the work of the trucks is timecritical and the reliability of the DAFs, along with good support right across Europe through DAFAid and the dealer network, was an important factor in the decision to buy the trucks. “The type of work they are on also means both drivers will get to use the Super Space cab quite a lot,” Bird said. “Both have commented favourably on the high standard of fit and finish in the cab and the level of comfort it provides when on the road driving or when sleeping in it.” The Euro 6 XFs are not the only new DAFs to join the CJ Bird fleet this year. The company has also recently taken delivery of three FAR CF85.410 three-axle rear-steer rigids, and a FA CF65.300 two-axle 18-tonne rigid.

K commercial vehicle contract hire specialist BRS Ltd has provided 13 new Renault trucks to Norbert Dentressangle following fuel returns of over 13 mpg from a Midlum demonstrator vehicle. The five Renault Premium 270.18 4x2 rigids, five Renault Midlum 270.18 and three Renault Midlum 180.08 are all specified with Optitronic automated gearboxes and were supplied through BRS on a full five-year repair and maintenance contract. The new trucks have been acquired for Norbert Dentressangle’s contract with electrical and electronic equipment manufacturer, Mitsubishi Electric. They have all been delivered in Mitsubishi Electric’s new livery and will undertake nationwide, multi-drop, next-day distribution. “We chose the Optitronic automated transmission for all 13 vehicles,” said Peter Firm, contract manager, Norbert Dentressangle. “This choice was heavily

Q

I’m an owner-driver. Most of my work involves international work, particularly in France. Will my commercial legal expenses policy cover me if I ever get into dispute with the French customs authorities over the new French Ecotax set which is due to be implemented from January 1, 2014?

A The legislation is fairly clear, as are the penalties for not complying with the requirements of the new Ecotax. Potential penalties for those caught not adhering to the Ecotax regulations include a fine of up to Euros 750 for every violation, immobilisation of the vehicle and a flat rate fee that corresponds to a 500km trip which will be doubled if the violation happens again within 30 days. Failure to pay the Ecotax is likely to be regarded by a legal expenses insurer as tax evasion and that wouldn’t be covered under a commercial legal expenses policy. Q We run a small haulage company. Our business interruption cover has always been arranged on an ‘increased costs of working’ only basis. We’ve recently begun thinking about whether that cover is enough or whether we should go for cover on a loss of gross profit or revenue basis. What advice can you offer about cover arranged on an ‘increased costs of working’ only basis? A Many firms involved in transport and ‘simple’ warehousing where location is unimportant and there is no automatic goods-handling plant feel that increased costs of working cover is sufficient. Think carefully about matters such as how long it might take to get a temporary office up and running, whether suitable alternative warehouse space is readily available, what other additional costs might be incurred in keeping the business afloat and whether you could still use your premises as an operating centre for your trucks immediately following a catastrophic fire. If you had to find an alternative operating centre until your trucks could once again use your premises, would one be available sufficiently locally and would the Traffic Commissioner be willing to grant, at short notice, an Interim Direction allowing you to operate from an alternative base? Think carefully about these issues and ask your broker for advice. Q

Last year I arranged a legal protection policy that includes contract disputes. My insurance company has said that a claim I recently notified isn’t covered because the incident giving rise to the claim occurred before we arranged the policy. However, the dispute itself only began in the last few weeks and up until that point we weren’t aware that the customer wasn’t happy. We feel the claim should be covered as the

dispute has occurred during the period of insurance.
