Magnum’s swan-song

enault Trucks has completed the manufacture of the last of its big-cabbed flagship Magnums. On June 26 – just two weeks after the launch of the company’s new range of trucks in Lyon (Truckstop News, July) – the keys to the last Magnum were presented to haulier Robert Chabbert at its Bourg-en-Bresse factory in France. Transports Chabbert offers combined transport solutions and also the transportation of maritime containers. Its fleet is made up exclusively of Renault trucks and consists of 60 tractors – 50 of which are Magnums. The company placed an order for 22 Magnums earlier this year. The first AE, which was to evolve into the Renault Magnum, rolled off the assembly lines 23 years ago with its signature flat-floored cab.

The Renault AE arrived in 1990 with a cab that measured 1.87m high. The innovative design, with unprecedented space, total freedom of movement and comfortable on-board living made it one of the most comfortable trucks on the market. A redesign in 1997 produced an updated in interior, aimed at further improving driver comfort. In 2005 and 2006, the Renault Magnum was offered with a new chassis and new units to meet the demands of Euro 5. In 2008, the Renault Magnum cab was given greater height and additional storage capacity, and in 2011, Renault launched the Magnum Legend – a limited edition of 99 numbered vehicles which adopted the black and white colours of its ancestor, the AE.

Sleep condition demystified Rehab courses rejigged

A

new guide has been put together which aims to help inform truck drivers of the dangers of sleep apnoea and answer the most commonly asked questions about the condition. Called Sleep Apnoea and Driving – The Facts, the document has been written to demystify Obstructive Sleep Apnoea Syndrome (OSAS) – a condition particularly prevalent among HGV drivers and thought to be a contributing factor in a significant percentage of motorway traffic accidents. The document, which has been developed following collaboration between the OSA Partnership Group and the DVLA, has taken into account input from clinicians and the haulage industry itself, while adhering to the strict legal framework within which the DVLA operates. Professor John Stradling from the Oxford Sleep Clinic has played a prominent role in agreeing the wording. He said: “It is vital we do not push the problem underground by making it difficult for commercial drivers to admit they have symptoms. Therefore, members of the OSA Partnership Group have worked closely with the DVLA to agree a consistent process that highlights the importance and the longer term benefits of seeking treatment quickly.” Experts said those most at risk of having the condition are overweight middle-aged men – and due to the sedentary nature of their job, HGV drivers are at higher risk of OSAS. However, OSAS can be fully treated quickly and easily; and when the symptoms are controlled, quality of life can improve considerably.

However, if left untreated, OSAS is likely to impact on overall health and wellbeing, and can impact on life expectancy. Ian Gallagher, head of policy for DVLA Policy at FTA, which is a member of the Group, said: “We understand from talking to our members that many drivers have concerns about seeking medical advice for fear of losing their licence. However, this document provides answers to many questions about OSAS and also offers advice on how to access treatment as quickly as possible.” The OSA Partnership Group has been established to bring together organisations from the commercial vehicle sector, clinicians, patient groups and those interested in health and safety at work to raise awareness of sleep apnoea and address the road safety issues associated with the condition.

Jan Chandaman, acting head of medical licensing policy at the DVLA said: “Our medical team has worked closely with the OSA Partnership Group to provide answers we hope will allay drivers’ concerns if they believe they have symptoms of OSAS, and to encourage early notification of the condition. “Our concern, first and foremost, has to be the safety of road users – both drivers and others – and we want drivers to come forward straight away if they have any symptoms of the condition. Once they are receiving treatment and their symptoms are brought under control, driving can resume without jeopardising their safety and that of other road users. “There is a European Working Group in progress on OSA and OSAS which DVLA is a member of and we are awaiting their recommendations on European standards for this condition.” The document can be accessed at http://tinyurl.com/np7n8nj

he Driving Standards Agency (DSA) has announced changes to the Drink-Drive Rehabilitation Scheme (DDRS) to offer what it said are more consistent quality standards and wider availability of courses – as well as transferring the full cost to the user rather than the taxpayer. The DSA put DDRS courses in place to help offenders recognise the problems associated with drink-driving and address their behaviour. Courts can refer drinkdrive offenders who have been disqualified from driving for at least 12 months to an approved DDRS education course. Successful completion of the course can reduce the period of disqualification by up to one quarter. Road safety minister Stephen Hammond said: “We are determined to tackle the menace of drinkdriving, and rehabilitation courses are an extremely effective way of ensuring drivers who have committed the offence in the first place do not repeat their error. “These changes will make it easier for courts to place offenders on these courses, as well as ensuring more consistent standards and shifting the costs from the taxpayer to the offender.” DSA chief executive, Alastair Peoples, said: “This scheme increases offenders’ appreciation of the risks involved in their behaviour and the importance of separating driving from their consumption of alcohol. “The measures we have announced will enhance the integrity and thus the potential success of the scheme. In turn, the likelihood of offenders re-offending is reduced,

with all the social and economic benefits that brings.” A new course approvals process has been introduced and took effect on Monday, June 24. The scheme has been updated with a prescribed course syllabus consistent with DSA’s national driving standards that set out what is needed to be a safe and responsible driver. There will be a risk-based quality assurance process to ensure course providers are consistently delivering courses of the required standard. Administration and quality assurance costs will move from the taxpayer to the offender. In addition, the DSA said the scheme has been opened up to new providers and the minimum course fee removed to encourage take up and innovation. In 2012, approximately 45,000 offenders were referred to courses by the courts, with nearly 24,000 successful completions. The changes to the DDRS work alongside the government’s other measures to tackle drink-driving, such as the new rule introduced on June 1 this year that makes the most dangerous drink-drivers pass a medical before they are allowed back on the roads.

uropean palletised freight network Pall-Ex has teamed up with vegetable grower Freshgro to uncover the truth about truckers’ eating habits. As part of its ongoing campaign for a greater choice of healthy snacks for consumers on the move, Freshgro is working with Pall-Ex to survey more than 300 of the network’s drivers. The research aims to find out exactly what they are eating while spending hours a day on the road. “All the evidence shows we are fast becoming a nation of snackers – but it’s essential we start delivering a broader range of healthy options for consumers who are on the go,” said Freshgro’s Martin Evans. Within many of Britain’s service stations and convenience stores, there are often a limited number of snacks that are quick, mess-free, healthy and, most importantly, tasty. Martin added: “This is a unique opportunity to find out what snacks are currently

consumed, where from and importantly what drivers really want. We hope the results of this research may also go some way to encourage truck drivers to think about their eating habits.” Adrian Russell, managing director at PallEx, said: “As a network, we’re well known for looking after our members and their drivers. They are the ones that literally keep our freight moving. “We’ve run a number of incentives for drivers over the years, but handing out carrots is certainly a first. We look forward to viewing the results of the survey and seeing if there is anything else we can be doing to meet the needs of our drivers.” The results of the survey from Pall-Ex and Freshgro will be revealed shortly. CHARITY SEEKS FINES HIKE

n response to the government’s announcement that it is introducing onthe-spot fixed penalty notices for careless driving offences (Truckstop News, July issue), road safety charity Brake has called for higher fines to deter risky law-breaking. The changes, which were set in place in July, include new police powers to issue on-the-spot fixed penalty fines for less serious careless driving offences, and existing fixed penalty fines for most driving offences – including mobile phone use and not wearing a seat belt – rising from £60 to £100. Julie Townsend, Brake deputy chief executive, said: “We welcome the introduction of on-the-spot fines for careless driving to make it easier for police to catch

and prosecute risky law-breaking drivers. We are also pleased to see a much-needed rise in driving offence fines, but think this doesn’t go far enough. “It’s crucial we encourage greater respect for laws on our roads, which are in place to protect people’s lives – and higher fines can help achieve this. £100 is not enough to pose a strong deterrent to potentially lifethreatening behaviour, like using a mobile at the wheel. “We are also calling on government to stem worrying cut-backs in traffic policing levels. We believe traffic policing should be made a national policing priority to ensure we have sufficient numbers of officers enforcing vital safety laws on our roads.”

Held at the Oulton Park race circuit in Cheshire, the event gave invited guests their first chance to put the vehicle through its paces on UK roads. New Actros is the ultimate premium truck for longdistance transport. From the outset, designers and engineers were determined to provide the best possible comfort, driving dynamics, safety, productivity and operating economy, as well as a sweeping range of cab sizes, engine ratings and options, allowing customers to tailor vehicles perfectly for any application. The current Actros holds the Guinness World Record for fuel economy at 40 tonnes gvw, but road tests have shown the new model is seven per cent more frugal when specified to meet Euro 5 emissions regulations, while the ultra-clean Euro 6 version shows a four per cent improvement. The 81 guests took turns to head out on a 17-mile test drive, carefully chosen to simulate a variety of typical driving conditions. On each trip, the mpg figure achieved was recorded and at the end of the day the winner was Craig Stewart, logistics manager at Widnes-based Ray Stewart Haulage, who averaged an impressive 11.4 mpg in the 510 bhp V8-powered Actros 2551, and 11.8 mpg in the 450 bhp Actros 2545 model. Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers. chmitz Cargobull has launched a dedicated demonstrator model of its new sliding floor trailer range for the UK and Republic of Ireland markets, which is available now for customers to trial. The S.SF 24 with sliding floor trailer, manufactured at Schmitz Cargobull’s Gotha plant in Germany, was brought over to the UK exclusively for the Tip-Ex show in Harrogate, where the firm said it received significant customer interest. Paul Avery, managing director of Schmitz Cargobull UK, said: “Following the sliding floor trailer’s

debut last month and the interest it has attracted, we have decided to put a dedicated demonstrator on our fleet. We’re adding this new range to our established line-up of reefer, curtainside and boxvan trailers with immediate effect, and making it available for appraisal by operators and fleets throughout the UK and Ireland.” The tri-axle trailer, which has a cargo space volume of 92 m3, is equipped with 21 hydraulic sliding elements for moving bulk or packaged goods and a roll-up tarpaulin roof. The sliding floor enables it to easily transport products used in the waste,

agricultural, wood and recycling industries, and to unload bulk goods in precisely controlled amounts without tipping. The demonstrator was built with special features for the waste industry, including an 8 mm floor thickness and a roof with extra-strong cross braces with screwed storage. The body also meets DIN EN 12642 Code XL certification for load security. The new trailer carries Schmitz Cargobull’s European Whole Vehicle Type Approval and is designed to handle demanding workloads. It is also aimed at offering low maintenance

OPERATOR DISQUALIFIED FOR FALSE EVIDENCE

T

he traffic commissioner for the North East of England, Kevin Rooney, has issued a warning to the commercial vehicle industry that operators need to make sure they provide accurate and genuine evidence to regulators. Mr Rooney’s remarks came after his decision to disqualify an operator licence holder who produced a false parking permission letter as part of his original application. During a public inquiry on June 6, operator Patrick Fleming accepted the document did not provide genuine authorisation for his HGVs to be parked at the site in question. Concerns about the document’s authenticity came to light after the site’s owner wrote to the Central Licensing Office (CLO) confirming that Patrick Fleming did not have permission to keep his vehicles there, and had not been given that authority by the company. The owners additionally confirmed their employee had no knowledge of signing the paperwork provided with Mr Fleming’s application. During his evidence, Mr Fleming also admitted a statement he made to the CLO – that there had been a minor disagreement with the site owners – was not true. The false paperwork meant vehicles used on the licence had been kept at unauthorised locations. Mr Rooney also examined evidence of convictions sustained by the licence holder for failing to keep a record. The offences were originally heard in his absence on September 25, 2012, but Mr Fleming had the case reopened. He was reconvicted on March 28, 2013.

Mr Fleming did not disclose the convictions to the traffic commissioner. During the inquiry, the operator said he was hiring his vehicle from Sarah Boyes, an operator based in the West of England. The licence held by Sarah Boyes was revoked in February 2013, along with a linked licence in the name of Barry Boyes. Mr Fleming added that insurance in the name of Sarah Boyes, relating to operations under her own licence, also covered his vehicle. However, documentation available to Mr Rooney indicated the policy, valid to August 13, 2012, did not permit vehicles to be used beyond the policyholder’s business. An appeal lodged by Sarah Boyes was dismissed in July by Upper Tribunal Judge Mark Hinchliffe. Reviewing the evidence, Mr Rooney concluded the operator’s repute was lost. He was also unfit to be a transport manager. As a result of the loss of repute, the regulator indicated the disqualification order against Patrick Fleming as a transport manager would be in force until June 5, 2015. “Mr Fleming has today refused to tell me who was responsible for procuring or producing the false parking permission letter,” Mr Rooney said. “That false letter formed part of the application which caused a licence to be issued in my name, and I am entitled to know where it came from. “It is also an offence in its own right to make a false statement to secure an operator’s licence.” The TC added the seriousness of the matter had meant a token disqualification was not sufficient.

A

s part of a general restructuring of the way the company handles its transport and logistics, two ‘Classic’ Volvo FH-500 6x2, 44-tonne GCW tractor units and a Volvo FL-240 18-tonne 4x2 GVW rigid dray vehicle have joined the fleet of Black Sheep Brewery. The ‘Classic’ FHs are the first Volvo tractor units to join the Black Sheep Brewery fleet of eight vehicles. Following an intensive evaluation programme involving several truck manufacturers, the award-winning Yorkshire brewery - which celebrated its 20th anniversary in 2012 - has restructured its transport fleet to reduce operating costs and improve vehicle uptime. The trucks were sourced from Crossroads Truck and Bus at Boroughbridge. All are on Volvo Repair and Maintenance contracts. Black Sheep Brewery’s production director Alan Dunn, and Andy Wallace, who is transport & distribution supervisor, said the company was attracted to Volvo by the reputation for good fuel economy and overall operating costs. “As part of the evaluation process, Crossroads and Volvo Financial Services provided the most competitive purchase cost and source of lease purchase funding,” said Alan Dunn. Crossroads is also carrying out trailer maintenance for Black Sheep Brewery. In addition to ambient trailers, the trailer fleet includes a Lawrence David chilled curtainsider which doubles up as a mobile bar for use at outdoor shows, such as The Great Yorkshire Show at Harrogate. While the Globetrotter XL-cabbed ‘Classic’ FHs handle primary distribution duties to

wholesalers and retailers’ distribution centres nationwide, the FL - which is double-manned - is engaged on deliveries to free trade pubs, other breweries and pub multiples direct. These ‘local’ deliveries are typically made within a 50-mile radius of Masham, the picturesque town in the Yorkshire Dales where the Black Sheep Brewery is based. Part of the restructuring included the introduction of four Transit vans which have recently replaced non-Volvo rigid trucks on local deliveries to the licenced trade and retail multiples. Andy Wallace said the FHs, which have dedicated drivers and are expected to cover in the region of 160,000 km per annum, are achieving 10.9 mpg overall. This represents an improvement of 3 mpg in fuel economy compared to the older non-Volvo trucks they replaced. Chris Bright, an experienced Black Sheep Brewery driver, took part in the finals of the Volvo Trucks UK Driver Challenge 2012. The event was held in Co Galway and Chris was one of the top 10 competitors. According to Alan, the FL is achieving 12 mpg and, with only around 6000 km on the odometer, that is expected to improve, he said. The FL was specified for distribution on the narrow roads of rural areas and country towns. It is equipped with a 7.3 m, low-height Micra body, low-profile 295/60R22.5 tyres on the drive axle, a D’Hollandia tail-lift and Volvo’s I-Sync auto transmission. The truck has a low chassis height for side unloading and a kerb weight of 7900 kg, giving a 10,100 kg payload.

In this book, Chris ‘Wolfie’ Cooper retraces the steps of the Great North Road (which, since 1922 has been otherwise known as the A1), which stretches from London to Edinburgh. As with all routes, over the years the path of the Great North Road has changed to reflect growing urban development and the shifting requirements of

I am trying to recoup some of the wages I lost after my heart attack and find DVLA’s attitude to be completely disinterested. I’ve explained my predicament and the fact that if I don’t work, I have no money coming into the house to pay my rent and my bills. I would have been better off phoning the RSPCA for all the good it has done. They are not interested in my problem and will only ever say: “It’s in the post.” I am seriously thinking about contacting a solicitor with a view to taking DVLA to court for loss of earnings. Surely they must take some responsibility for this kind of bad management and service? On a final note, if you do have a heart attack, don’t send your licence to Swansea. Tell them you’ve had a heart attack, but you are under no obligation by law to return your licence. You can only have you’re licence taken off you if it’s a medical reason where a doctor has told them you’re unfit to drive, and by a court that has found you guilty of a crime or offence under the Road Traffic Act. If DVLA ask you to surrender your licence for any reason other than these two, then as I understand it, you are under no obligation to return it. James Robertson Essex

On January 13, I had a heart attack. As soon as I left hospital after a week, I contacted DVLA and advised them of what had happened, and they duly sent me a letter explaining that I couldn’t drive a car for four weeks or a truck for six weeks as long as my doctor said it was okay. I was also advised that at some time in the future, I would have to undergo a fitness test to determine whether or not I would be allowed to keep my HGV licence. On May 25, I attended the local hospital where I undertook a nine-minute physical test on a walking machine while connected to an ECG monitor, and in the presence of the heart surgeon who had fitted my stent. It wasn’t as easy as I had thought, but I passed the test and the results were sent off to DVLA, where their heart consultant would look at them and advise DVLA as to whether I was still fit enough to drive HGVs. At the start of June, I moved house and decided to send my licence back to DVLA for a change of address. The day before I sent my licence off, my digicard malfunctioned and wouldn’t download or operate in any of the trucks at my workplace. I decided to send my digicard and licence off to DVLA at the same time, which meant I could do manual entries on the tacho for a maximum of 15 days. I sent the digicard and the licence to swansea by Royal Mail and paid a premium service, which got them both to DVLA the next day. I telephoned Swansea the next afternoon and made sure they had actually arrived, and this was confirmed by a female who told me they would try and get my digicard back to me ASAP as I couldn’t work without it after the

I have recently seen the article about the new FH16 model in Truckstop News, and I just wondered if it could be possible for me and my new husband to be featured in the magazine? We borrowed a prototype FH16 from Thomas Hardie Commericals in Preston (where my husband works as a mechanic) on February 16, which we used as wedding transport to and from the church. We had some professional pictures taken with the truck, and I think we are probably the first couple to use the new FH16 as wedding transport in the UK – or even ever! Our wedding day was going to be nothing but Volvo transport all the way. My dad owned a successful haulage business for 42 years and had nothing but Volvo trucks; my brother-in-law has got his own business and, you guessed it, he’s got a Volvo – and my husband is a mechanic for Volvo trucks. Can you

It is a very good company to work for and takes great pride in the visual appearance of their trucks – and what’s underneath. The trucks are done to a high standard with immaculate paint jobs and stainless Kelsa light bars, and with drivers are also encouraged to look after their vehicles. SIGN OF THE TIMES I drive a truck around the roads of Scotland, and from the lofty heights of my cab I see many ‘Police Slow’ and ‘Police Accident’ signs left behind on the roadside after traffic collisions. Since the introduction of the new 101 non-emergency number, I regularly call in to report these and allow for their uplift. I recently gave very precise details of the location of one such wayward sign on the M90 near Kinross – three times in one week! On the fourth occasion, I stopped in the emergency lay-by and picked the sign up myself (yes, I know – a bit naughty!). I then phoned Police Scotland and told them I would be at the nearby services for 45 minutes, after which time the sign would be handed to police elsewhere in the country at a time of my choosing. Amazingly, despite the division being ‘very busy’, an officer quickly arrived and picked it up. In these straitened financial times, it is surely prudent the police keep a tight control on expensive assets. I served in the police back in the ’70s and ‘80s, and we had to account for all accident equipment on our vehicles on a weekly basis. Alongside her own business, Devey supports many charities – and among her numerous charity roles, she is vice president of The Carers Trust and has donated thousands to

In her television roles, Hilary has helped a number of charities on Secret Millionaire, given financial backing and advice to entrepreneurs on Dragons’ Den, and tackled the issue of youth unemployment on The Intern. SHROPS SHOW THRIVES AT NEW HOME

T

he Shropshire Truck Show – dubbed the UK’s friendliest truck event – rolled into Shrewsbury on May 11-12 and the general consensus from visitors and exhibitors is the West Mid Showground is a great new home. The Shropshire Truck Show grew significantly this year, with six manufacturers showing their new products at the event – namely Volvo, Mercedes-Benz, Scania, DAF, MAN and Renault. This was the biggest ever industry presence at the show, and exhibitors have reported healthy trade and enquiries from visitors with significant business being done. The show also saw long-time supporter Pentons Haulage celebrating its 40 years in the industry, with owner Gary Penton picking up a special award. Gary received the award on Sunday from show sponsor Towergate Insurance and training partner Transportwise. “As sponsors of the Shropshire Truck Show, Towergate Insurance was delighted to present Gary Penton with his replica model truck to celebrate his 40 years in the haulage industry,” said a

Towergate spokesperson. “Forty years is a long time in haulage terms, and Gary and his team should be extremely proud of all the hard work that has helped to build up such a successful business. We would like to wish Gary many more years in the industry.” The show also attracted some of the best trucks in the UK, including some superb classic and vintage vehicles and incredible working trucks. With well over 350 vehicles on show plus the recovery

vehicles and super trucks, the new showground handled the number of vehicles with ease – and superb ground conditions meant easy parking for all, despite some bad weather. This year, 12,000 visitors enjoyed the event and the organiser has confirmed the show will be staying at the West Mid Showground in Shrewsbury for next year (though dates are still to be confirmed). Show director Jason Lunn said: “Despite some wet weather during the event, we still matched our 2011 attendance with 12,000 visitors over the weekend, and moving the show meant we never saw any of the famous mud so often seen at Oswestry. “We are incredibly grateful for the support of our sponsor Towergate, our exhibitors, truck entrants and visitors and will definitely be back next year – hopefully even bigger, as we now have the space to grow and take more trucks. It’s great to have so much local and regional support for a show of this kind.” Picking up the prize of Overall Best Truck at this year’s show was Shirley’s Transport from Stoke on Trent, which bagged the award for its Scania T144-530.

Under the Package Travel, Package Holidays and Package Tours Regulations 1992 a tour operator may be held responsible for all of the services provided as part of a package holiday, even where the operator had no day-to-day control over the situation causing the accident. The following instances have resulted in successful compensation claims:1. Injuries in an accident on an excursion (as long as booked as part of the holiday package). 2. Injuries in an accident while taking part in sports/leisure activities, such as diving or skiing (as long as booked as part of the holiday package). 3. Injuries in an accident in the hotel, resort or on board ship during a cruise, including those within your room/cabin or en-suite facilities. 4. Injuries in an accident during air travel to or from your holiday destination. 5. Injuries in an accident during coach or taxi transfers. 6. Food poisoning at the hotel or on board a cruise ship. For a claim to be successful you have to show that someone who owed you a duty of care was in breach and this caused your injury. I have come across cases where people have cut themselves on

broken tiles in a swimming pool, or have fallen at night when returning to their chalet because there was no lighting, or have been struck by doors falling off8their hinges. Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. In response to some requests I have received regarding road traffic offences, this month I am going to look at two issues: firstly, Notices of Intended Prosecution and their relation to certain road traffic offences, where I will look at what a notice 20. A Notice of Intended Prosecution is provided for under Section 1 of the Road Traffic Offenders Act 1988. In essence, this states a person shall not be convicted of an offence to which this section applies unless: a) They were warned at the time the offence was committed that the question of prosecuting for some, one or other of the offences to which this section applies would be taken into consideration, or b) within 14 days of the commission of the offence a summons (or, in Scotland, a complaint) for the offence was served on them, or c) within 14 days of the commission of the offence a notice of the intended prosecution specifying the nature of the alleged offence and the time and place where it is alleged

to have been committed, was in the case of an offence under section 28 or 29 of the Road Traffic Act 1988 (cycling offences), served on him, in the case of any other offence, served on him or on the person, if any, registered as the keeper of the vehicle at the time of the commission of the offence. VOSA & DSA TO MERGE

Agencies are set to combine next year

T

he government has announced hauliers and drivers will benefit from more convenient and cost-effective motoring services - such as driving tests and goods vehicle testing - under changes announced by roads minister Stephen Hammond (Truckstop News, May). The services currently provided by the Driving Standards Agency (DSA) and the Vehicle Operator Services Agency (VOSA) will be brought together into a single agency in 2014. A transitional board, under the leadership of VOSA chief executive Alastair Peoples, who will head the agency, will start work in July to determine the structure of the organisation. Rosemary Thew, DSA chief executive, stepped down and left the Civil Service on June 30. Stephen Hammond said: “We need to make sure we continue to keep pace with customers’ needs and deliver services in a way which is both convenient and cost effective. “These changes will put customers at the heart of the services they rely on and allow for a more coherent approach to service delivery. By bringing testing and standards services into a single organisation, we will make life easier for customers and potentially reduce the fees we charge. The announcement follows the consultation on the Motoring Services Strategy, which ran from December 13, 2012 to March 7, 2013. The strategy proposed rationalising the roles and numbers of agencies to provide an improved and more efficient delivery of motoring services to customers. Respondents to the consultation were generally supportive of this proposal, recognising the benefits such a move would bring – but were keen to protect the quality of services.

The Freight Transport Association said it welcomed the news – as long as it meant an improvement in service and value for money for commercial vehicle operators. Karen Dee, FTA’s director of policy, said: “FTA supports any move which can deliver improved services and better value for money for its members, and we can certainly see some potential for this in the proposed merger of DSA and VOSA – for example, if this allows transport managers to check their OCRS scores at the same time as their drivers’ DCPC status, that would be a big step forward. “However, we will be looking very carefully at the detail behind this to ensure such benefits are delivered.” The Retail Motor Industry Federation (RMI) also welcomed the merger. Sue Robinson, RMI director, said: “The RMI responded to the Motoring Services Strategy consultation and called on the DfT to rationalise its four key agencies. The move to bring VOSA and DSA under one single agency will avoid duplication of duties and make the agencies more efficient. “Bringing the agencies together should help to simplify processes for businesses, as well as keep fees down.”

A

recent study of 2000 people conducted by JUL-EYE, the recent sight test and eye health initiative aimed at motorists and bikers, indicated that one in 10 were unable to see road signs properly and 12 per cent of those that were required to wear glasses or contacts failed to do so. A staggering 85 per cent of motorists thought being unable to see properly didn’t affect their insurance. The JUL–EYE

campaign was launched in July to heighten the awareness and need for good eye health and vision while on the road. The month-long campaign urged all road users to visit their local opticians for an eye examination. NIXON CANTERS FLUSHED WITH SUCCESS OIL FIRM FEATHERS FLEET

N

ixon Hire has said its first Fuso Canters have given the national plant, accommodation and toilet hire firm further flexibility to tackle a wide range of jobs. The five new 3.5-tonne Canter 3C13s were supplied by Newcastle Upon Tyne Mercedes-Benz dealer Bell Truck and Van – the German manufacturer’s dealer network is responsible for sales and support of the Fuso range in the UK – and are now hard at work for Nixon Hire’s toilet division. Nixon Hire is using the vehicles to deliver portable, self-contained toilet cubicles to construction sites, music festival and sports event sites, and other locations across the North of England and as far afield as Inverness. The company specified its Canters with DUONIC gearboxes. The first twin-plate, dual-clutch automated transmission to be fitted to a light truck, DUONIC provides smooth shifting and economical performance with none of the frictional losses found in traditional automatic gearboxes. Features include an Eco Mode for fuel-efficient cruising, as well as parking and ‘creep’ functions for low-speed manoeuvring. Nixon Hire has not operated Canters before, and said it is finding its new trucks have the

capability to tackle diverse tasks. Transport manager Graham Wood said: “We provide toilets to a wide variety of locations, events and customers. Our workload ranges from delivering over 300 units to a single site, to supplying a single toilet for a domestic customer, so we need to adopt a flexible approach to the number of cubicles we can safely transport. “The Canter’s cab-forward design and the availability of a long-wheelbase chassis has allowed us to fit a 5.0 m body capable of holding eight cubicles, without needing a very long rear overhang. “The vehicle’s 3.5-tonne towing capacity means we can operate

at a gross train weight of 7.0 tonnes – each truck can pull a trailer carrying a further 10 toilets,” Wood continued. “This outstanding towing capability was key to our decision to work with Bell Truck and Van to fulfill this order. “We can now carry 18 toilets at a time, but the Canter remains suitable for multi-drop runs, which sometimes require access to tight locations. It’s a multi-purpose vehicle and suits both needs extremely well. “We’re certainly impressed by what we’ve seen so far, while the response from our drivers has also been very positive – the DUONIC transmission makes these vehicles very easy to drive,” he concluded.

TGS TIPPED FOR SUCCESS VOLVO TEASES FH BUILD TRICKS

and, gravel and aggregates supplier Smiths Bletchington has taken delivery of three new MAN vehicles for tipper operations. A TGS 35.400 8x4, a TGS 26.360 6x4 and a TGS 24.400 6x2 mid-lift tractor unit are now in service supplying sand and aggregates to the building industry. Smiths has six MANs in its fleet of 29, although the company has said MAN is now its preferred supplier of 8x4 chassis and the marque will begin to feature more prominently in the fleet. Transport manager Paul Needle and workshop manager Tim Norridge said they were impressed with both MAN’s products and aftersales support. “The MAN 8x4’s greatest asset is its build quality,” said Norridge. “It just looks like it’s up to the job. The straight-beam front axles provide ample clearance height and, coupled with the light-weight Charlton body, we’re seeing an excellent 19.4-tonne payload. Driver feedback is also very positive. “Our local MAN dealer, Cordwallis Commercials in Eynsham, is providing us with good back-up with parts supply and any warranty issues,” he added.

Smiths’ first MAN was delivered in 2008, and the vehicle remains in service and is reported to be ‘problem free’. The company said MAN’s ‘No AdBlue’ EGR engine technology continues to provide a major operational advantage. The firm has fitted a number of devices to its trucks to promote the safety and welfare of its drivers, other road users and pedestrians. Bodywork is fitted with guard rails and sidescan cameras. External audible warning alarms for reverse and left turning, and close proximity cameras are also fitted. “We are determined to set the highest standards regarding road safety and have worked closely with the Mineral Products Association and its members to improve the safety of cyclists,” said Paul Needle.

TRIPOD STEPS TO IT

N

orthampton-based road surfacing contractor Tripod Crest Ltd has taken delivery of its first tri-axle semi-sloping step-frame from Andover Trailers, which will be used to transport a combination of rollers, pavers and planers. Worth more than £40,000, the trailer is built to carry a payload of up to 26 tonnes, supporting the company’s road surfacing operations across the UK. Tripod Crest has been buying custom-built trailers from Andover for more than a decade, and the new 13.6 m long bespoke SFSL 41 will join a fleet of 16 Andover trailers already in service, including drawbars and standard step frames. It is equipped with a low-profile neck and a specialist semi-sloping frame which allows Tripod Crest to maximise usability of the trailer’s load space, thanks to safe and easy loading of plant onto the upper deck. To aid manoeuvrability and minimise tyre wear, the new trailer’s specification includes two fixed and one self-steering SAF axles, with manual and solenoid control so the steer axle can be locked from the cab. SAF air suspension with Wabco raise/lower valve is also fitted, which can be used to lower the trailer for loading and unloading. The trailer also features extra-wide 1.2 m ramps with access toes and two-speed leg gear. Jim Tough, plant director at Tripod Crest, said: “We’ve had a long and very successful relationship with Andover Trailers and it was following its advice that we decided to go for a semi-sloper. “It is still early days, but so far the trailer has proven to be both reliable and durable, plus its

semi-sloping frame means the neck doesn’t get in the way when loading. This enables us to maximise use of the load space and makes it easier to carry machines such as rollers and pavers, which in turn helps to reduce vehicle movements and makes our fleet even more productive.” Other key features on the trailer include Andover’s innovative slide-out safety lights, which maximise visibility of the trailer when the ramps are lowered. Tripod Crest has also specified full LED lighting and a strobe beacon on the ramp to further enhance its ability to operate safely during hours of darkness. The SFSL 41 is finished in ‘Ford Ambassador Blue’ and has been coated with an epoxy primer, similar to the finish used on deep-sea containers, to help maintain the condition of the trailer. It will operate with a Volvo 6x2 mid-lift axle tractor unit at a combined vehicle weight of up to 44 tonnes, and is expected to remain in service for up to eight years.

OSA has introduced some changes to the annual test requirements for conspicuity (a conspicuous tape positioned on the sides and or rear of a vehicle/trailer intended to indicate it’s dimensional presence). DCPC RULES UNDER REVIEW

T

he Driving Standards Agency has issued a consultation on the possibility of exempting technicians taking vehicles to test from the scope of the Driver CPC, following the suggested inclusion of these roles by the Department of Transport in May (Truckstop News, Summer). The Freight Transport Association and Road Haulage Association have both welcomed the decision, and the two associations said they are pleased their recent joint letter to under secretary of state for transport Stephen Hammond has prompted the government to take quick action on the subject. FTA and RHA wrote to Hammond in May voicing their “deep concern” at advice issued by the DfT which implied garage technicians and mechanics driving heavy vehicles to statutory annual tests would be considered in-scope of the Driver CPC Directive. They raised the point that according to industry estimates, there are more than 30,000 technicians in the UK, adding that although they were aware a few companies have taken the decision to include these employees in their DCPC training programmes, they believed the vast majority have not. The associations added that for all of the firms to achieve full compliance for their staff in just over one year would be a massive task and cost for the industry, and one that would deliver relatively little benefit. The associations argued they felt the Directive was never intended to cover this type of activity and would impose a burden on UK industry – particularly as there are a number of other EU Member States which consider such activities as exempt from the requirements. BAKERY FLEET RISES TO THE CHALLENGE

llied Bakeries, one of the UK’s largest bakery businesses and a division of Associated British Foods plc, is putting an additional 73 Iveco Eurocargos into service to support a major new nationwide contract. The fleet additions are all Eurocargo 140E18Ps 14-tonne rigids mounted with Ecostream teardrop box bodies, manufactured by Don Bur, and with tuck-under Dhollandia tail-lifts. Their sleek profile is further enhanced by bespoke wind deflectors and cab collars, provided by Don Bur as part of its aerodynamic bodywork package. The 73 Eurocargos will be used for a combination multi-drop urban distribution to smaller retailers, as well as deliveries to major multiples. Each vehicle has been carefully specified for its ability to transport up to 540 baskets of bread, carrying out a number of drops per day. Chris Davies, fleet engineer at Allied Bakeries – best known for grocery brands including Kingsmill, Burgen, Allinson and Sunblest – said: “We put this order out to competitive tender and Iveco came out top based on the Eurocargo’s competitive whole-life costs. “We also considered every element of aftersales service provision from different manufacturers, looking at dealer network coverage and roadside assistance performance to engineering back-up. We operate a fleet of more than 1000 commercial vehicles, and the aftersales care on our Ivecos has been second to none.”

Allied Bakeries has taken delivery of 73 new Eurocargos

Allied Bakeries began specifying 14-tonners for its fleet several years ago, and Davies said the vehicles suit the company’s requirements perfectly in terms of manoeuvrability and payload capacity. “Unladen chassis weight has gradually increased on all marques of commercial vehicle with the introduction of new technology and emissions legislation, so we took the decision to step up from 12-tonne rigids to 14-tonners. It suits our business and the types of deliveries we make, while cutting down on vehicle journeys,” he added. Each of the new Eurocargos will cover in the region of 40,000 miles per year. They will be on the road seven days a week to maintain

a supply of the freshest baked products to customers. Like all 4x2 models in the Eurocargo range, the 140E18Ps feature a two-pedal automated EuroTronic transmission as standard, complete with a software control package developed to optimise fuel economy. Power is provided by an FPT Industrial 3.9-litre Tector engine, which is capable of producing up to 182 bhp at 2700 rpm and up to 610 Nm of torque between 1300-2100 rpm. Meeting EEV emissions limits, the new fleet is even cleaner than current Euro 5 and features an engine immobiliser as standard for maximum security, together with a driver-programmable speed limiter up to 90 kmh.

MAN HOLDS BACK THE FLOODS

erman truck manufacturer MAN has said it has supplied 3000 vehicles to support helpers tackling the recent floods in Germany and is donating €30,000 to the ‘Help for Helpers’ fund of the State Fire Department Association of Bavaria. MAN said it was threatened directly by the floods as its Diesel & Turbo plant in Deggendorf, which is located right next to the Danube River, was only saved by the tireless work of its employees. Thanks to timely preparations and the exceptional commitment of the staff, MAN said the plant stayed a dry island surrounded by the deluge of water. Site manager Dr Josef Dachs praises his staff’s team spirit: “It was only with the exemplary and untiring work of the employees at the Deggendorf location that we were able to protect the location and the production facilities, despite this historic high water level of the Danube River.” MAN employees who were personally affected by flooding and thus unable to come to work or had to clean up damage to their homes

Q I’m an owner-driver running a 44-tonne tractor unit and trailer. My truck insurance policy gives me up to £5,000,000 cover for third-party property damage. However, I recently noticed the limit for causing stoppage or interference with ‘traffic’, so that includes rail traffic, is only £1,000,000. My broker says that’s the standard cover with that insurer and should be OK. What do you think? A We would be concerned about an indemnity limit of only £1,000,000 for causing stoppage or interference with traffic, particularly the rail traffic aspect. In a particular incident that only caused around £5000 damage to rail infrastructure, the firm involved was liable for £1,000,000 compensation as a result of the line being closed for a few hours. This is because if a line is closed, Network Rail is contractually obliged to pay compensation to the Train Operating Companies. So if Network Rail has to pay compensation, they not surprisingly look to the person or firm causing the damage for reimbursement. Ask your broker to negotiate an increase in the indemnity limit with the insurer concerned – or consider an alternative insurer willing to offer more adequate cover. Q Sometimes I have to leave a trailer parked up in a lay-by while I use my tractor unit for another job. If I do this and someone drives into my parked trailer and then says it was my fault because my trailer didn’t have any lights on, will my motor insurance cover me?

A Unless cover has been specifically agreed, the answer may be no. From a thirdparty liability perspective, some commercial vehicle policies only cover trailers whilst attached, others cover them only whilst attached or accidentally detached. And some only provide cover for specified trailers, whether attached or detached. Ask your broker to make sure appropriate cover is arranged for both attached and detached trailers, either under your commercial motor policy or, as regards third-party cover on detached trailers, possibly under your public liability policy. Q My truck insurance policy is arranged on a third-party fire and theft (TPF&T) basis. Should I be able to get ‘new for old’ cover under my truck policy similar to what I get under the comprehensive policy for my car? A Most truck insurers only offer ‘new for old’ cover under comprehensive policies. The reason for this is that generally speaking, as with private cars, a customer is only likely to insure a truck on a TPF&T basis if it’s a relatively old vehicle. As ‘new for old’ clauses typically restrict the ‘new for old’ benefit to vehicles up to 6 months old, occasionally up to 12 months old, offering ‘new for old’ cover under a TPF&T policy is likely to be tantamount to offering a benefit with one hand and taking it away with the other. all offer the same protection or do some offer more protection than others?

A The nature of the protected bonus that insurers offer does vary. With some you are covered providing you don’t make more than one claim in a 12-month period. Others allow one claim in a three-year period. Some allow up to two claims in a five-year period. What is also worth keeping in mind is that some insurers offer NCD protection for ‘free’ providing you meet their qualifying criteria (such as being at least six years without a fault claim), whereas other insurers charge for giving protected bonus. Ask your broker for advice. Q My truck has a HIAB crane fitted to it which I use when I’m unloading building materials such as bags of sand or pallets of bricks. Sometimes I unload at the roadside, but generally speaking I’m unloading at sites that are off the road. Will my truck policy cover me for loading and unloading? A Most policies will cover you

as the driver whilst loading and unloading. That will typically extend to using a HIAB type crane for such purposes.

The issue that needs to be considered carefully is whether your commercial motor policy covers you as the driver when loading and unloading off the road in circumstances where the Road Traffic Act does not apply. Most commercial motor policies do provide this cover but one or two restrict cover for loading and unloading to carrying out this work at the roadside meaning unloading on a building site wouldn’t be covered. Check your policy carefully and ask your broker for advice.

Q As well as having a couple of tractor units, I also have half a dozen or so trailers which I use for different purposes. If one of those trailers was stolen while detached from my tractor unit, would it be fully covered? A That depends on what your policy wording says. Some insurers will only cover specified trailers, details of which have been disclosed to them. Some only provide cover for detached trailers whilst not in use. Some will only cover them if kept in secure premises owned or occupied by you or secured premises used for delivery or collection by you. Others will apply, say, a £250 excess if a trailer is stolen when not being

kept in attended or enclosed premises. Our advice would be to read your policy wording carefully, make sure details of all your trailers have been disclosed to your insurer and make sure they are providing the cover you need that reflects how the trailers are used and where they are kept when not in use.
