Splits vid validates viral campaign

olvo Trucks has announced its latest internet video, which features actor and martial arts expert Jean-Claude Van Damme doing the splits between two reversing Volvo FMs, has become YouTube’s most-watched automotive commercial ever. The video – named The Epic Split – is the latest in Volvo’s recent viral marketing campaign which has seen a hamster steering a 15-tonne FMX tipper along a tight quarry pass, an FL rigid being chased through narrow Spanish streets by a herd of bulls, and company president Claes Nilsson standing on the bonnet of an FMX suspended over Gothenburg Port by its own front tow hook. The Swedish truck manufacturer said The Epic Split was made to highlight the precision and stability of Volvo Dynamic Steering and is the biggest success among its films so far. Since its launch on YouTube on November 14, the commercial has been viewed more than 59 million times.
“The response is quite overwhelming,” said Per Nilsson, PR director for Volvo Trucks. “Sure, we were hoping for a success, but we didn’t expect it to be this big or come this fast. After all, The Epic Split is a truck commercial. “The reach is mainly a result of public engagement,” Nilsson added. “We can’t outspend our competitors, so instead we need to outsmart them. Our communication strategy is one part of that.” Nilsson said his ambition is that the engagement the film has spurred will drive awareness and demand for Volvo trucks. “Through a relatively small media investment, we’ve had a massive response. Our strategy has proven to be a very smart and cost-effective way to communicate utilising the new media landscape,” he concluded. Colin Morgan was stopped by HM Revenue and Customs (HMRC) officers in November 2012 on the A42 in Staffordshire. Three bundles of cash wrapped in bin liners were found in a supermarket carrier bag in his lorry cab. The cash was seized, along with the vehicle and three mobile phones. Earlier in the day, Morgan had been seen parked at a lay-by close to the M18 near Sheffield, where he had received the carrier bag of cash from an unknown male. “Money laundering is a serious offence and is usually the result of major organised crime gangs trying to clean up their dirty cash,” said Gary Lampon, assistant director of criminal investigation for HMRC. “Morgan admitted he knew the carrier bag contained cash and was fully aware he was breaking the law.” Morgan, who worked for a haulage
HMRC found a plastic bag filled with criminal cash inside Morgan’s cab company in County Armagh, had arrived at Cairnryan, Scotland, from Larne in Northern Ireland, on November 30, 2012. He was travelling to Evesham, Worcestershire. A quantity of cannabis was also found during the search of Morgan’s tractor unit for which he received a police caution.

ercedes-Benz dealer Midlands Truck & Van received a £6 million order for a fleet of 7.5-tonners from one of Europe’s largest commercial vehicle fleet services companies. Fraikin took delivery of 135 Ategos before the end of 2013, with the first trucks to wear the company’s recently updated livery being assigned to its rental fleet of around 1000 vehicles. The rental fleet comprises everything from vans through to 44-tonne tractor units, and includes specialist equipment such as dropsiders with cranes, and refrigerated trucks and vans. Fraikin’s new Ategos are all 816 models with S day cabs, 160 bhp engines and six-speed manual gearboxes. Economy is boosted and emissions reduced by the standard MSS (Motor Stop Start) system, which switches off the engine whenever the vehicle is in neutral and stationary for over three seconds – for example, in heavy traffic or at lights – then automatically restarts it as soon as the
driver depresses the clutch. The trucks’ box bodies are supplied by JC Payne of Aldridge, West Midlands, which also fitted their Dhollandia one-tonne column tail lifts. The deal marks the first time in recent years that Fraikin has ordered MercedesBenz trucks in such numbers for its rental fleet. “We have a lot of experience of the Mercedes-Benz product and the 7.5-tonne Atego certainly offers the performance, fuel economy, payload and exceptional levels of driver comfort our customers look for in a rental truck,” said Nick Solomon, Fraikin’s head of procurement & supply chain. “From an owner’s point of view, the whole-life costs over the minimum five years that we’ll run these vehicles are also highly attractive.” Fraikin’s UK business has trebled in size over the last five years. In addition to its rental and contract hire operations, the company also provides a fleet management service which currently looks after 6000 vehicles on behalf of customers.

M6 TOLL TURNS 10
he M6 Toll road reached its 10th anniversary on December 9 – but although it offers a fast and congestion-free route for trucks travelling between Cannock and Coleshill, the Freight Transport Association (FTA) has said it’s high price is still preventing it from being a realistic option for day-today hauliers. The toll road, which opened in 2003 and cost £900 million to build, charges HGVs £11 to use. The 27mile route was originally hailed as a relief road to reduce congestion in the West Midlands. “Over the past 10 years, the M6
Toll road has provided an emergency option to by-pass the M6 motorway when it is heavily congested and under stress,” said Malcolm Bingham, FTA head of road network management policy. “However, from when it was first opened, the toll operator set the level of charges way too high for goods vehicle operators and only becomes viable to use when urgent loads need to be moved through the area.” When it originally opened, it was expected the M6 Toll road would carry 75,000 vehicles per day, freeing up the congested M6. But according to figures provided by
Midland Expressway Limited (which operates the M6 Toll), the road was used an average of just 36,000 times a day in 2011-2012 and 43,000 times a day so far in 2013. However, the FTA was quick to point out that even with low usage figures, the true impact of the M6 Toll road over the last decade is hard to accurately quantify. “With the increased volume of traffic 10 years on, the M6 Toll road is a useful alternative at peak traffic times, and it is difficult to visualise today what the impact would be to the volume on the road without it,” Bingham said.
A
lorry driver from Heywood who was caught four times with illegal loads of beer smuggled from France has been jailed for a £131,000 fraud. Simon O’Hare, 29, was stopped on four separate occasions in London, Yorkshire and Cambridgeshire by HM Revenue and Customs (HMRC) investigators as he was delivering the smuggled beer. John Pointing, assistant director of criminal investigation, HMRC, said: “O’Hare lied about where the beer came from and the associated false paperwork each time he was caught, but continued to smuggle – despite warnings he could be prosecuted.”
O’Hare would drive his empty HGV to France, returning with pallets of beer which, on paper, were destined for an Essex bonded warehouse, where non-duty paid alcohol is stored. However, he would divert the deliveries to wholesalers around the UK, evading UK excise duty. On each trip, HMRC found evidence he had attempted to alter registration numbers and markings on the vehicles in an attempt to evade detection. “Selling smuggled alcohol at knock-down prices gives criminals an unfair profit and threatens the livelihoods of honest retailers,” Pointing said.
WRINGS’ IN-CAB CAMERAS SAVE CASH
W
rings Transport reckons it is set to save £20,000 on its insurance premium after installing accident cameras to its fleet of 50 vehicles. The Hallen, South Gloucestershire-based haulier has spent £9000 on the devices, which record the road ahead and were developed to establish liability quickly after accidents. Company MD Stuart Wring said he decided to purchase the cameras after becoming concerned about cash-for-crash scams in which fraudsters submit bogus injury and damage claims. In just one year, he said the company’s accident rate has reduced by 50 per cent – which will lead to his insurance premium remaining static.
“Our insurer hasn’t cut the premium, but has indicated it won’t go up if we keep our good practices in place,” Wring said. “We pay around £200,000 a year, and if it doesn’t go up we will save around 10 per cent a year – which is £20,000.” He said on average, the company used to have around two bumps a month – but this has reduced by around half, which has saved £10,000. “I think that’s because the cameras improve the behaviour of our drivers, as they know their journey is being recorded all the time,” Wring said. “We also have stickers on our vehicles warning other road users that all of our journeys are recorded,” he added.
Just a few months after purchasing the cameras, Wring avoided being served with a claim for £700 when one of his vehicles was hit by a Jaguar in Somerset when it drifted into the lane of the oncoming vehicle. “I don’t think it was a cash-for-crash scam, but the driver tried to pin liability on us,” Wring said. “He had about £700 worth of damage to his car in scratches, but luckily when we sent him the footage, he actually phoned me to apologise and offered to pay for any damage to our vehicle – of which there was just a few minor scratches. “I was just pleased not to have to pay for his damage!” he concluded.

A
nnual tests for commercial vehicles are being tightened up to ensure trucks have an exhaust filter if one had originally been fitted as standard, according to a new statement from the government. Roads minister Robert Goodwill said garages and testing stations will be required check for a diesel particulate filter (DPF) in the inspection of the exhaust system as part of a heavy vehicle’s annual test from February 2014. The vehicle will automatically fail the test if the filter had been fitted as standard, but is found to be no longer present. The filter works by trapping solid particulate matter from exhaust gases. The filters need to be ‘regenerated’ regularly through burning the soot to gas at a very high temperature, leaving behind a residue. If not carried
out properly, regeneration can lead to a build-up of soot, which can affect performance – which has led to some truck owners opting to remove the filter. However, the government has stressed it is an offence to drive a vehicle that has been modified in this way, as it will no longer meet the emissions standards the truck achieved when it was approved for sale in the UK. “I am very concerned vehicles are being modified in a way that is clearly detrimental to people’s health and undoes the hard work manufacturers have taken to improve emissions standards,” Goodwill said. “It has become apparent the government had to intervene to clarify the position on particulate filter removal given the unacceptable negative impact on air quality.”
CO-OP CROWNS BEST DRIVER he Co-operative Food has named the winner of its inaugural Driver of the Year competition, which was set up to recognise staff who go the extra mile to improve store service and efficiency. The event saw 12 drivers employed by The Co-operative’s Logistics Service take part in the grand final, hosted by truck manufacturer Scania, at Bruntingthorpe test track in Leicestershire. They were put through their paces in a series of practical and theory tests, including vehicle manoeuvring, distance judging and identifying vehicle defects. est Yorkshire international haulier Brian Yeardley Continental has taken delivery of three Mega Cube low-ride box vans with double deck and load lock systems, which allows the new trailers to carry 52 standard UK pallets or 66 Euro pallets. The operator said its new Mega box trailers will have two main uses. The first will be on Yeardley’s day-to-day international groupage business from the UK to mainland Europe, transporting pallets of chemicals and other high-value goods. Secondly, the trailers have been spec’d with loading ramps to enable them to be put to work on the company’s expanding exhibition and events division. Managing director Kevin Hopper said: “These new low-ride Mega Box trailers are very versatile and we can use them in a number of ways. One is to improve the safe movement of the chemicals we carry, and their added security gives our high-value and exhibition and events customers piece of mind.”

Held at the Oulton Park race circuit in Cheshire, the event gave invited guests their first chance to put the vehicle through its paces on UK roads. New Actros is the ultimate premium truck for longdistance transport. Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers. uarry, aggregates and recycling specialist Earthline has taken delivery of MAN’s 100,000th UK-registered commercial vehicle. The landmark delivery comes 21 years after the Munich marque began trading in Swindon as MAN Truck & Bus UK Ltd, following MAN’s decision to have its own direct presence in the UK. “It’s an important day in the history of MAN in the UK,” said the manufacturer’s CEO, Des Evans. “In 1992, MAN held a modest four per cent share of the market above six tonnes, and an equally modest vehicle parc of 12,000 units. Today, with a market share of around 11 per cent and with over 50,000 MAN trucks currently in operation on UK roads, we now see MAN established at the heart of the UK commercial vehicle industry.” Chassis number 100,000 is a TGS 35.400 8x4 tipper – Earthline’s eighth MAN chassis in 2013. The vehicle is fitted with TipMatic automated transmission, Thompson bodywork and Edbro tipping gear. Acquisition was made through MAN Financial Services on
a four-year operating lease package and with two years full repair and maintenance. “We are delighted to have joined MAN on its journey to such a significant, historical milestone,” said Earthline general manager, Malachi Chambers. “We’ve used MANs in our fleet since 2010, and one thing’s for sure – they’re built to last. auliers are being reminded that the January arrival of Euro 6 means having to think about AdBlue – even for operators that have previously been reluctant to buy trucks that require the additive. AdBlue is an aqueous solution of urea that is injected into the selective catalytic reduction (SCR) exhaust systems used with larger diesel engines. It reduces NOx emissions, converting them into nitrogen and water. NOx emissions can be further reduced by exhaust gas recirculation – though not all trucks require this
technology to meet the Euro 6 regulations. “Every other truck already needs AdBlue, but Euro 6’s tighter emissions standards mean it will be unavoidable with new vehicles,” said Steve Clarke, marketing manager for The Fuelcard People. “Hauliers need to consider the most efficient way of procuring AdBlue.” Clarke also warned exhaust additives should not be taken for granted. “Genuine AdBlue is based on urea manufactured to ISO 22241, which may not be the case with cheaper alternatives,” he said. “You get what

FIGHTING BACK ON FACEBOOK
As someone who makes a living in the world of the media, I am sure you are totally up to speed with Facebook and the like. With all the lorry-bashing going on recently, mainly from the cycling lobby after a particularly bad 14 days, the mood among drivers would appear to have galvanised with a view to taking the fight back to the public. In the last week, two pages have sprung up – one calling for a total ban of HGVs in London, and the other for an all-out strike within the industry. Both of these
CYCLIST SAFETY Sadly, several cyclists have recently been killed in RTAs, prompting much wailing and mud-slinging within parliamentary circles. Insults have been hurled at Boris by a loony from the Greens and there has been much bad feeling and blame directed at heavy vehicles. Not so long ago, Boris talked of plans to introduce compulsory training in matters relating to cyclist safety for HGV drivers entering the capital. I can’t help thinking though, this would be targeting yet more training at the wrong sector of road users. The vast majority of truck drivers, wherever they drive in the world, are acutely aware of the dangers posed to cyclists by the vehicles they operate. As I understand it, most accidents resulting in injuries or fatalities of cyclists are as a result of trucks turning left at junctions after the cyclist has illegally undertaken the stationary truck, usually at a set of traffic lights, placing themselves in the truck driver’s blindspot. Lorry drivers are now among the most highly trained professionals, what with hazard perception and stringent driving tests at the start of a driver’s career, then continuous DCPC training throughout their driving life. But what qualifications are required before a cyclist can take to the roads? No hazard perception training! No test of competence! In short, they can use the public highway using a mechanically propelled contraption (yes, pedalling drives a mechanism to propel the cycle) at any age, without any form of training and without the requirement of any form of insurance, either for themselves or a third party. I write this letter at 8 am on a Friday while parked in Tottenham awaiting a customer’s premises to open. On my journey into London this morning from Junction 2 of the M1, I’ve seen cyclists undertake lorries and buses, one raced a truck along the North Circular Road, three jumped red traffic lights and two more failed to use a taxpayer-funded cycle lane where one was provided, instead using the main highway. Furthermore, at least half a dozen were failing to display adequate lights! None, I suspect, would have received any formal training or have any form of insurance.

This is the frightening reality Boris and the politicians should be taking into consideration, instead of just hammering highly trained professional drivers! Now, I’m not anti-cyclist – I occasionally ride a bicycle myself. The guy pedalling to work upon his trusty steed with a Tesco bag of butties hanging over the handlebars is okay by me, so long as he rides in accordance with the Highway Code, displays lights and shows consideration to other road users. The problem, as I see it, lies with the ultra-aggressive breed of spandex-clad velocipedists, the ones with a plastic cockroach strapped to their heads and who are always in the most terrible rush. They have become the modern scourge of the roads, considering themselves above the law and thinking the Highway Code does not apply to them. I suggest Boris and the politicians look at ways to deal with the root of the problem, rather than constantly hitting out at highly trained truck, bus and coach drivers for the sake of populist soundbites in the media. REST AND RELAXATION? I am a regular reader, but can’t help feel you have lost touch with the job drivers really do. I am sure all the blinged-up trucks we read about are very nice, but can you maybe start getting back to basics? You should try stopping at a MWS to watch and listen to the noise and mayhem caused by my fellow drivers. Engines running for 15 to 20 mins at 4 am, fridges parking across the front of you at midnight for their 45 and the drivers not switching them off – these are just some of the things I have to put up with. While we’re talking about MWS and truck stops, the latest craze is to charge up to £5 for a shower. Fine – but at some of the places I have paid to shower, the condition of the services has been nothing short of criminal. Now, before you think I am a pro moaner, I’ve been doing long-distance UK only with 4/5 nights out a week for the last 19 years. While some places have come and gone, standards have not kept up with modern

times. Try going for a shower at a large number of UK MWS and truck stops at about 5.30 pm and have a look again at, oh, say 6 am to see if they are just as clean! It has to be said not all services are at fault, but the ones that provide a mop to allow drivers to clean up after themselves are few. Maybe the Driver CPC can have a module that shows us how to clean up after ourselves. I am fed up being regarded as a second class citizen because I drive for a living. Please start a proper campaign of naming and shaming these places with pictures, and get managers pulled up to explain themselves. Bring back BPS truck stops; you maybe had to wait two or three hours for a shower, but at least it had been cleaned before you went in! Arnold Clark By email

ACTIVE INTERVENTION Vintage Lorry Funerals recently took Truckstop News reader Stephen Turner on his final journey to Mayshill Cemetery, which was packed with his friends and family – a fitting tribute to a man who had achieved so much in his short life of 46 years. Stephen left school and was employed by his uncle, initially as a labourer, cleaning up the derelict mineshaft of Frog Lane Colliery at Coalpit Heath – and this led to a fascination with the past and old things. He then progressed to become a lorry driver with an ADR licence, enabling him to be involved with chemical movements for Dynamic Storage and Thornell. However, long-distance runs to Scotland meant he didn’t have much time at home, so he finished driving and took up brick laying, which was well-paid at the time. It also meant he could devote more time to his other passions, which included restoring classic motorbikes, supporting the Bristol Rovers, and making model aeroplanes. Every Friday night, Stephen would have a party in his garage, inviting his workmates and friends for lager. However, everyone had to take their turn speaking for two minutes on their pet topic. It was at one of these parties that Stephen’s dad noticed a change in Stephen’s temperament. He had lost his fight and became more mellow. Stephen developed ear ache, though ignored his wife Christine’s pleas to go to the doctor. A month later, he eventually took Christine’s advice and was diagnosed with a brain tumour. Christine, who is a nurse, took 10 months off work to care for him before he passed away at home. Before Stephen went into a coma, his only concern was that there would be enough lager cans for everyone at his funeral.

That said, the trucks arguably have a much stronger sense of character than their modern-day counterparts, which may well be thrown into sharper relief as manufacturers strive for ever sleeker and more fuel-efficient designs.

Stephen’s coffin was carried to the cemetery on the back of a vintage Leyland Beaver David Hall, of Vintage Lorry Funerals, was asked to drape a St Georges Cross over Stephen’s coffin – though this wasn’t the standard 7 ft x 5 ft flag used in funerals, but instead a gigantic flag that covered the front of Stephen’s house on April 23 (celebrating St George’s day was another of Stephen’s passions). The cemetery roads were full with cars and David Hall, with Stephen’s best mate Wayne riding shotgun, struggled to get the Leyland Beaver near the grave. There was no religious service and no vicar – only people taking turns to speak about Stephen; a bit like his Friday-night parties. Stephen is deeply missed by his wife Christine, his children Lee, Billy and Victoria, and his mum and dad, Sandra & Bernie. David Hall, Vintage Lorry Funerals

Rally team sets sail for Dakar

veco and FPT Industrial has announced its toughened trucks are already on their way to South America to take part in the 2014 Dakar rally – the sixth to take place on the continent. The ship carrying the vehicles belonging to the Iveco De Rooy Petronas team has departed from the port of Le Havre, France. Entitled The Odyssey, the rally is set to be one of the longest and most challenging in recent years, crossing through three countries: Argentina, Bolivia and Chile. It will begin on January 5, 2014 from Rosario in Argentina and end on January 18 in Valparaiso, Chile. As in the previous events, Iveco and FPT Industrial are the official sponsors of the Iveco De Rooy Petronas team from the Netherlands, providing vehicles and engines to the team. Dakar 2014 marks the fourth year Iveco and FPT Industrial have partnered with Team De Rooy, first making their début
together at the 2011 Morocco Rally. The team is composed of Dutch driver Gerard de Rooy, who is also the team leader and winner of the 2012 Dakar, and who is once again on board the Iveco PowerStar; Dutch driver Hans Stacey with an Iveco Trakker Evolution 3; Spanish driver Pep Vila; and French driver and eight-time Dakar veteran Jo Adua, with a Trakker Evolution 2. The vehicles taking part in the 2014 Dakar rally are equipped with FPT Industrial Cursor 13 engines. Each 13-litre unit delivers up to 900 bhp and a maximum torque of 3800 Nm at 1100 rpm. A novelty of the Dakar rally is the greater variation of routes for truck, cars, motorcycles and quads. Approximately 60 per cent of the route will be common for all vehicle types. Cars and trucks will skip the stage in Bolivia, but will instead perform a circuit with departure and arrival in Salta following a rest day.

ibby Distribution has placed a substantial fleet order for new Euro 6 trucks with Mercedes-Benz – which also marks the company’s first order of new trucks from the German manufacturer. The first Euro 6 vehicles will arrive in Bibby Distribution’s fleet this month, following the signing of a substantial order for 200 new Mercedes-Benz trucks over the next two years. Bibby said the order will make the firm one of the first major fleet customers for the new Euro 6 Antos, with 22 of the 18-tonne Merc rigids due for delivery in January and February. Each vehicle will be mounted with a Bevan body and tail-lift. Prior to that, Bibby took delivery of 25 New Actros Euro 5 tractor units which went into operation in the run-up to Christmas. These vehicles were specified with a narrow cab for optimum manoeuvrability and will operate with a mix of standard length double-deck, singledeck and short urban trailers. Bibby said at least 53 further MercedesBenz vehicles will enter the fleet in 2014, plus 100 more in 2015 – each meeting the new Euro 6 standard. Iain Speak, Bibby Distribution CEO, said the company is keen to embrace the new technology. “We’ve already invested a significant amount of money minimising the impact of our operations on the environment,” he said. “Being among the first to introduce a fleet of Euro 6 trucks is a natural next step for our business in early 2014; we see no reason to delay.” The order also marks Bibby Distribution’s first

Bibby has invested £20m in its recent fleet upgrade Mercedes-Benz truck order. “We’ve consulted closely with other operators already running Mercedes-Benz products and we like what we heard,” Speak said. “Our engineering team have made detailed reliability and fuel performance comparisons with our existing vehicles and we’re confident the New Antos and New Actros will prove to be strong assets for us.” Also part of Bibby’s latest fleet investment plans are orders for 35 SDC trailers, including 19 tandem-axle 10 m urban trailers and 16 triaxle 13.7 m models. It has also ordered 13 new Don-Bur lifting-deck double-deck trailers. These combined vehicle and trailer orders represent investment by Bibby Distribution of more than £20 million in upgrading its fleet.
Sussex police sets sights on smugglers

sda Logistics Services (ALS) has introduced 50 dual-fuel Volvo FM tractor units at its newly opened distribution centre in Avonmouth, Bristol in what Volvo is calling the largest single order of dual-fuel trucks to date. The new dual-fuel vehicles are the latest development in Asda Logistics Service’s (ALS) transport sustainability strategy following the ‘fewer, cheaper miles’ policy to complement the ‘greenest’ depot in the Asda estate. Chris Hall, head of central transport for ALS, said the order was just one element in an ongoing programme across the wider business. “Asda’s investment in the new distribution centre at Avonmouth and the roll-out of the 50 dual-fuel Volvos is part of a planned programme of initiatives to deliver growth and sustainability
by maintaining a 10 per cent absolute carbon footprint reduction by 2015,” Hall said. “Alternative fuels are an important part of our green agenda. When we take our longer trailer trials into account together with the Volvo dual-fuel trucks, we will be able to increase the volume of goods trunked while at the same time reducing vehicle miles and cutting emissions by 15 per cent over five years,” he added. The Asda trucks will run on Liquefied Natural Gas (LNG) and diesel. Working in partnership with BOC, Asda has invested in a dedicated LNG refuelling station at the Avonmouth site, which is designed to minimise environmental impact and costs by the use of ‘zero loss’ refuelling technology. “Volvo Trucks is very proud to be working with Asda as a strategic partner on Methane-

Diesel, dual-fuel technology vehicle,” said Arne Knaben, MD of Volvo Trucks UK. “In our experience, the Methane-Diesel FM will typically save up to 10 per cent on CO2 emissions dependent on duty cycle. We firmly believe in our Methane-Diesel technology and liquefied gas as one of the most important, environmentally friendly future alternatives to diesel in the short to medium term.” In other greener transport initiatives, Asda is using double-deck artics on store deliveries, which the retailer claimed will save over 90,000 journeys and £10 million each year. Overall, Asda said its fleet now travels 18 million fewer road miles a year (compared to 2005) and has made fleet efficiency improvements of 47 per cent, with a new target to increase fleet efficiency by 60 per cent by 2015.

rimestoppers and police in Sussex are launching a special initiative to tackle criminal hauliers importing people, drugs, guns, illegal tobacco and fake alcohol into the UK. In the operation, codenamed Hedgehunter, the police are asking people working in the haulage industry and members of the public to report on operators and truck drivers who are engaged in such criminal activities. Sussex police will be carrying out highly visible roadside examinations of trucks driven across the county to check if they are carrying any illegal loads or have committed any traffic offences. PC Phil Badman of Sussex police said: “The vast majority of lorry drivers are decent, law-abiding people who are simply trying to do their job and make a living legally. They are not able to compete on a level playing field because some of their rivals are using the proceeds from organised crime to expand their business unfairly, such as by bringing deliveries of drugs or counterfeit alcohol into the country. “We aren’t trying to put extra restrictions on lorry drivers. We’re trying to make their lives easier by getting their criminal colleagues off the roads - and we need their help to do it,” he added. Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. For a second and/or subsequent offence to multiply accordingly, for example, second offence in a commercial vehicle 2 x 21 days.

As it is the start of the year, I always have a look at the questions I have received to see which issues seem to have created problems for drivers over the last 12 months. This year, it definitely seems to have been specific areas of driver’s hours compliance. So, to assist, l have put together a small guide to the areas that seem to cause most confusion. Obviously, this is only a snapshot and not a comprehensive guide, nor is it a complete guide to all the rules which may apply. So as always, please make sure you get specific guidance for your areas of operation. The first topic is the break period required. After a driving period of no more than 4.5 hours, a driver must take a break of at least 45 minutes unless that driver is taking a rest period. The break which is taken in a 45-minute block must not be interrupted. However, it is possible to replace the full 45-minute break by one break which must be at least 15 minutes long, followed by another break which must be at least 30
minutes long. These breaks must be distributed over the 4.5-hour period. You should note that any breaks which are less than 15 minutes will not contribute as a qualifying break, nor will they be counted as duty time or driving time. When taking a split break, the second period of break being at least 30 minutes in length. This is regardless of how long the first portion of split break has been (although the first portion must be at least 15 minutes long to qualify). So to reiterate, the second portion of the split break must be at least 30 minutes. Once a fully qualifying 45-minute break has been taken, or qualifying split breaks totalling 45 minutes have been taken, that will wipe the slate clean. Another topic relates to the 15-hour day and 10 hours’ driving. Article 561/2006 contains the main rules relating to European driver’s hours and tachograph regulations and it states at Article 6 that the daily driving time shall not exceed nine hours. If it does, you may also face disqualification from driving on top of a maximum fine of £1000. If you were driving a PCV or heavy goods vehicle, you could face a maximum fine of £2500. A
lmost half of truck operators in the UK have suffered rising fleet insurance costs over the past 12 months, according to new research. The study, conducted by TomTom Business Solutions among fleet managers operating commercial vehicle fleets, discovered 48 per cent have seen a rise in premiums in the last year. However, TomTom said more could be done by companies to address the risk factors affecting premium costs. Fortyeight per cent admitted they do not provide regular training for drivers and only 44 per cent use technology to monitor driver performance as a means of assessing and reducing risk. “Fleet insurance premiums appear to be on the rise, but action can be taken by businesses to improve safety, reduce
collision rates and drive down the cost of premiums,” said Giles Margerison, director UK & Ireland, TomTom Business Solutions. “Initiatives such as regular staff communications, safety discussions, driver training and schemes for measuring and improving driver performance are powerful mechanisms for the reduction of road risk.” The research also revealed 91 per cent of those questioned included work-related road safety as part of their company’s health and safety policy, and 77 per cent operated regular risk assessments across their vehicle fleets. Furthermore, 39 per cent did not have systems or procedures in place to manage driver fatigue, and almost a quarter (24 per cent) admitted they were not fully aware of their exact requirements for managing road risk.

uropean road freight specialist Waberer’s International has ordered 600 DAF tractor units as part of a comprehensive fleet renewal program that will also see the company acquire its 2000th vehicle from the Dutch manufacturer. Waberer’s International operates more than 3000 of its own trucks, of which more than 30 per cent are DAF vehicles. “We have chosen DAF because of the vehicle’s reliability, high quality, low maintenance cost and spacious and comfortable cabs, which are of great value within long distance transport,” said company chairman and CEO, Gyorgy Waberer. “Also the stable resale values of DAF vehicles were a decisive factor. “This order will include the 2000th DAF tractor delivered to us since the first entered service.” The 600-vehicle order will be delivered in the first half of 2014 and consists of 150 CF trucks for medium-distance transport and 450 XF vehicles for long-distance haulage, of which one third are the latest Euro 6 models. “To be successful on the international market, we need to offer our customers

he government has proposed the introduction of a 50 mph HGV speed limit trial on the single carriageway sections of the A9 between Perth and Inverness in response to rising concerns over the road’s safety. The proposal was put forward by Keith Brown, minister for transport and veterans. In a letter to the A9 Safety Group, Brown said the trial, which will last 36 months and is to be introduced at the same time as the Average Speed Cameras previously recommended by the A9 Safety Group, is aimed at improving the operational performance of the route. The plan has also met with backing from the Freight Transport Association (FTA). “We welcome the opportunity of such a trial as we believe the current differential in speed limits between HGVs and other vehicles increase the road safety risk,” said Malcolm Bingham, FTA head of road network management policy. “This trial will provide some much needed evidence to
help determine if there are any advantages, on safety grounds, to set the speed limit of an HGV to 50 mph. “We also believe it is important any speed limit set must be properly enforced,” Bingham added. “FTA member companies have been operating at a disadvantage when competing with those who had blatantly ignored it, and this trial will benefit all who comply with the limits set.” The minister said the trial will work alongside a safe driving campaign run by the haulage industry and the wider work of the Group, and the proposed speed limit pilot will apply to HGVs weighing more than 7.5 tonnes. The A9 remains one of Scotland’s most important links. The Scottish government is committed to dualling the route between Perth and Inverness by 2025, and this pilot is being proposed as part of the wider engineering, enforcement and education measures being delivered in advance of the dualling programme being completed.

In medical studies looking at mental performance, those with less access to water were found to be more tired and sluggish, needing more effort and concentration to complete tasks. Attention spans were reduced and many reported headaches as dehydration crept in. With truck drivers and other vocational drivers/operators where mental alertness is crucial it is imperative that regular fluid intake is maintained. Just as importantly when mental fatigue creeps in due to dehydration, avoid large amounts of caffeine-based drinks to boost attention. Caffeine is a diuretic which forces more urine production so you may end up being worse off eventually in terms of water balance.

DVSA RISES FROM AGENCY MERGER
A
new agency with responsibility for maintaining vehicle standards has been launched as the Driver and Vehicle Standards Agency (DVSA), transport minister Robert Goodwill has announced. The agency, which employs 4600 people throughout the UK, will replace the Driving Standards Agency (DSA) and the Vehicle and Operator Services Agency (VOSA) with responsibilities for setting, testing and enforcing driver and vehicle standards in the UK. “In June, the department announced DSA and VOSA would merge to form a new agency,” Goodwill said. “The two organisations have a history of working closely together and the merger is an opportunity for the DVSA to provide even better and more efficient customer service to commercial operators.” The government said there will be a gradual introduction of the new agency name ahead of the formal launch in April 2014, with no change to the services provided during the transition period. DSA improves road safety in the UK by setting standards for driving and motorcycling, and for the education and training of drivers and riders. The agency also carries out driving and riding tests. VOSA provides a range of licensing, testing and enforcement services with the aim of improving the roadworthiness standards of vehicles, ensuring the compliance of operators and drivers with road traffic

Ministers announced the merger of the DSA and VOSA in June 2013 following a three-month consultation (Truckstop News, August 2013). The chief executive of both agencies is Alastair Peoples, who will become the chief executive of the single agency. The DVSA will have a broad range of responsibilities, including processing applications for licences to operate trucks, operating testing schemes for all vehicles, and enforcing the law on vehicles to ensure they comply with legal standards and regulations. The agency will also enforce drivers’ hours and licensing requirements, provide training and advice for commercial operators, investigate vehicle accidents, defects and recalls, and run tests for instructors of large goods vehicles, as well as driver trainers.

The firm said its new Professional Heavy Duty Traffic Film Remover (TFR) rapidly removes dirt and grease, making it ideal for use in the logistics and haulage sectors, as well as a co-polymer remover for the import and distribution markets. Autoglym said TFR provides excellent cleaning power and is designed specifically for the haulage market for use on chassis, engines, wheels and curtain sides. A Super Strength version of Heavy Duty TFR is also available to provide an even more powerful clean, while the Citrus Mix fragrance means it is pleasant to use. TFR has been formulated to rapidly remove road grime and it can be used on most exterior surfaces, eliminating the need for other products. Its special formulation for the haulage market ensures it can remove the most stubborn of oil and grease deposits. The range also includes a new Advanced TFR, which combines high foam, an easy rinse and strong cleaning power. The company said it is safe to use on most surfaces and features glossing agents to add shine and brightness to bodywork. orecasts of how the new truck market performed in over the last 12 months are presenting a mainly positive if mixed picture, according to global tyre-maker Continental. Speaking at a pre-Christmas media briefing, the company’s UK commercial marketing manager, Tracey Hyem said figures from the SMMT show commercial vehicle registrations in 2013 are expected to be up by over 10 per cent. “But within that overall number, the picture is a little mixed,” she added. The over 16-tonne truck segment is likely to do better than the overall market with an 18 per cent rise in registrations, partly because of a rush to register Euro 5 models ahead of the legislative cut-off date. Meanwhile, registrations of rigid trucks below 16 tonnes gross weight are forecast to decline by five per cent. Ms Hyem said the replacement market for new tyres increased in 2013. “In the UK we are
forecasting an increase of about 14 per cent on 2012, with a five per cent increase in Ireland,” she said. “Across Europe as a whole, we are seeing sales of new replacement tyres up by about eight per cent.” The regional tyre market has seen the largest demand, which accounts for 85 per cent of replacement new tyre sales in the UK and 82 per cent in Ireland. Long-distance tyres represent about eight per cent of the market in the UK and seven per cent in the ROI, but Continental said it is beginning to see growth in this area. The construction sector represents five per cent of the UK market and four per cent in Ireland; urban at 4.5 per cent and two per cent; and winter tyres, which make up just half a per cent of the UK market, but two per cent in Ireland. Continental said sales of replacement new tyres in the UK are predominantly for use on
steer axles, which make up 56 per cent of the total. According to Hyem, this is due to the extensive use of retreads on drive axles and trailers, where the figures are 16 per cent and 28 per cent respectively. Ireland presents a more balanced picture at 45 per cent for steer axles, 26 per cent for drive and 28 per cent for trailer.

Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements. Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301). The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation. An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency. Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements. Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301). The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation. An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency. S
enior traffic commissioner Beverley Bell has issued a reminder to O-licence holders about the importance of managing the risks around drink and drug driving. Bell, who also acts as the traffic commissioner for the North West of England, told an audience of industry professionals the matter should be an urgent priority for every licence holder. She also warned HGV drivers about their conduct and the standards they must uphold to prove they are fit to hold vocational driving entitlements. Speaking at an annual event in the North West, Bell told operator licence-holders it was critical to have an occupational road risk policy in place. This would help them to manage the risks around drink and drug driving, she added, and to make those procedures absolutely clear to all employees – but especially drivers. She also called on drivers to remember their professional responsibilities when they get into a commercial vehicle. “Traffic commissioners are clear about the professional standards we expect to see from HGV drivers – it is not appropriate for any driver to be under the influence of drink or drugs while operating a large goods vehicle. “Operators play a key role in this and need to have an occupational road risk policy in place to deal with instances where drink or drug driving is identified. “It is absolutely critical for licence-holders to ensure drivers are aware of the professional standards and the operator’s policy,” she added. “Licence-holders should also plan SUDOKU for the risk of a driver failing to uphold those standards.” Bell said it was timely to remind drivers of the impact of any reported offences on their vocational licences. “A key part of our role is to examine whether a driver remains fit to hold a licence after being convicted of an offence or reported for adverse conduct. Any driver

the risk of fatal accident. It found an increase of one per cent truck volume results in a disproportionately higher increase in severe crash probability. Speed was exposed as the other significant factor in determining severity of crashes, with severity escalating as speeds increase. Speeds above 45 mph were shown to double the risk of a fatal crash. Driver characteristics showed male drivers had a higher incidence of fatal crashes due to increasing likelihoods of men to speed, act aggressively, or drive while impaired due to fatigue or substance abuse. According to the study, impaired drivers are almost seven times more likely to be involved in a fatal crash, and have a far greater risk of a severe crash while weakened by inferior reactions and poor judgement. Considering vehicle type, longer combination trucks were most at risk of a severe crash due to restricted right-hand side view of the driver. Type and use of safety belts also bore a direct relationship to severity of crashes. Vehicles moving forward with acceleration were found to be more at risk of severe crash than those performing a manoeuvre, which was at certain greater risk of a property-only crash. Only one significant environmental factor emerged during the study: weather. Increasingly inclement weather intensified risks of severe crash, with extreme conditions such as snow doubling the threat.
TC: BATTLING DRINK & DRUGS IS “URGENT PRIORITY”
A
rucks in America are being labelled as ‘a significant cause of severe accidents’ according to a recent report published in the International Journal of Injury Control and Safety Promotion. The report said trucks account for just eight per cent of US highway traffic, yet are involved in 11 per cent of fatal road crashes. It also said HGVs were responsible for 4500 deaths per year in the country, and crashes involving commercial vehicles also caused huge losses in productivity, property and personal injury. The study examined a Tennessee sample of truck crashes over a five-year period in relation to different environmental factors, and used a model to determine crash severity outcomes. A total of 1134 crashes were examined, which comprised 101 single-vehicle and 1033 multi-vehicle incidents. Crash severity was categorised as property damage only, non-incapacitating injury, incapacitating injury, and fatal. Factors affecting crashes were categorised into groups of differing characteristics – traffic, driver, vehicle, environmental, and geometric. The authors also considered 15 traffic factors ranging from condition of the driver, speed, vehicle characteristics and location. The main finding of the study was that overall, the percentage volume of trucks on the road was key in affecting the severity of a crash – even to the extent that lower traffic volume with higher truck percentage increases

Denby reaches for heavy-haul FH
A
specialist new Volvo FH heavyhaulage tractor unit has joined the Machinery Removal and Installation Division of Lincolnshire haulier Denby Transport. The new truck, which is plated for operations at up to 120 tonnes GCW, was supplied by Crossroads Group and will be engaged on both UK and continental duties. The truck was spec’d with a tractor unitmounted Fassi F800RA.2.25 HE Dynamics 80-tonnes/m crane and full chassis and cab air suspension. According to Denby’s division manager George Elliott, double-drive was the preferred solution on the vehicle as it enabled the specification of a 10-tonne front axle. “When specifying tractor units with big cranes, we usually opt for a tag-axle 6x2 configuration,” he said. “Volvo offers an appropriately spec’d tag-axle tractor, but with a nine-tonne front axle. However, we needed the 10-tonne front axle for optimum weight distribution.” The resulting truck, said Elliot, is the first 6x4 to join the Denby fleet – and according to Volvo, it is also one of the first trucks with a 10-tonne front axle in the UK.
Volvo said Denby’s crane-equipped FH is one of the UK’s first trucks to be spec’d with a 10-tonne front axle The 6x4 double-drive tractor unit is powered by Volvo’s 13-litre D13C540 engine. Rated at 540 bhp (397 kW), the Euro 5 compliant six-cylinder diesel delivers 2600 Nm of torque between 1050-1450 rpm. In addition to the 10-tonne front axle, the comprehensive specification also includes Volvo’s 14-speed manual gearbox and hubreduction drive-axles. As well as the Volvo Engine Brake (VEB+), the truck is equipped with a Volvo Retarder and a transmission oil cooler. At its maximum outreach of 21.15 m, the Fassi crane can lift 2600 kg. At 2.9 m, this increases to 22,000 kg. The Fassi crane and VBG drawbar coupling were fitted by CCT at Chesterfield – and Elliot said the technologically advanced crane delivers superb versatility in tight situations on site. He said annual mileage is expected to be in the region of 100,000 km as the new FH will be required to spend time working
