COPS RAID ILLICIT DIESEL PLANT A

diesel laundering plant and illegal filling station capable of evading £14.5 million in duty a year have been dismantled by HMRC in the Darwen area of Lancashire. HMRC officers, accompanied by Lancashire Constabulary, searched commercial premises and discovered the laundering plant on March 10, which was suspected to launder up to 26 million litres of fuel per annum, with the diesel then sold on to unsuspecting motorists as legitimate road fuel. “We believe fuel was stored, laundered and sold from this property without any safety precautions, endangering motorists buying fuel there,” said HMRC national oils co-ordinator, Pat Curtis. “You may think buying illicit fuel is a bargain, but you have no idea what you’re getting and you can be sure you are lining the pockets of criminals.” Two mixing tanks – each with a 71,000-litre capacity, 12,000 litres of suspected laundered fuel, a fork lift truck and other equipment were seized during the operation.

icence monitoring company LicenceCheck has launched its new generation of software which allows road transport operators to check their drivers’ licences at the touch of a button. The firm said its RealTime software has beaten the DVLA’s own ‘open service’ IT platform to market, though it makes use of new technology and services developed by the DVLA to cover the abolition of paper licence counterparts. LicenceCheck said its software will deliver licence details immediately upon request, where previously an overnight batch service, which delivered results the next working day, was the only option. “It’s an exciting time for the licence

checking industry with the upcoming DVLA changes, and we’re thrilled to be at the forefront of this,” said LicenceCheck managing director, Richard Brown. “While there is still a place for the traditional method of licence checking, being able to check licences immediately is a massive advantage for companies, saving time and money.” The company said the move to immediate licence checking will enable businesses to demonstrate robust risk management measures for insurers before a driver is allowed to drive, and reduce the risk of damage to corporate reputation, as the status of a driver’s licence will be certain.

‘HISTORIC’ ACTROS

TEACHES ORIGIN OF MAN G erman freight-forwarder Josef Schumacher has put a new Mercedes-Benz Actros 1845 on the road with a ‘historic’ livery charting the origins of mankind. The truck, named The Cradle of Humanity, left the paintshop of airbrush artist Walter Rosner in Mitterteich, Bavaria at the end of January to become an eye-catching addition to the Josef Schumacher’s fleet, which is based in Würselen, near Aachen. It joins a series of colourful semitrailer tractors which have been created in cooperation with model manufacturer Herpa, featuring paint finishes themes on historical topics. “Designing a nice overall theme is one of the requirements”, Rosner said. “But I especially like to use lots of details to make onlookers curious about the whole story, and perhaps even enable them to learn something in the process.” Work on the Actros and semitrailer took about seven weeks. Although the base colour was already white, everything

had to be dismantled and plastic parts sanded and primed several times to provide a firm base for the colour paint – and it was all completed by hand. After preparation, everything was put back together and before the overall theme was painted on by hand. Finally, all parts were disassembled again to enable repeated sanding and application of a number of coats of clear varnish. International freight-forwarder Josef Schumacher runs a fleet of 160 trucks, half of which are Mercedes-Benz vehicles. The latest arrivals are all new Actros models with GigaSpace cabs. “We are impressed by the fuel efficiency and enhanced technology of these vehicles,” said managing director, Josef Schumacher Jr. “The aftersales service is equally impressive, and we enjoy a well-established level of cooperation.”

The company, based in Botley, Southampton, said it is adding MAN to its fleet because the trucks offer a lighter option than some competing vehicles. “We previously added MAN trucks to the fleet in 2011 and the drivers really liked them,” said White & Company’s group fleet manager, Lynne Snow. “They appreciate the space and comfort inside the cab. “We usually use Scania, but needed something smaller than 18 tonnes but bigger than a 7.5 tonnes. This led to us trying out the 10-tonne trucks MAN had to offer.” Snow said the firm was pleased with the outcome and has since purchased a number of 10-tonners and 15-tonners. “These two new vehicles are larger,” Snow continued. “With fully opening sides and a pod on the roof of the cab, they offer more space for drivers and a level of comfort that can’t be beaten. Fitted with a drawbar chassis constructed by Wheelbase Engineering and bodied by Unique Van Bodies, the vehicles will load and transport a variety of belongings for customers. Running since 1871, White & Company is a family-owned removals business which is involved in every aspect of the removals industry from domestic, European and international removals to archive storage, corporate shipping and office relocation. It runs a fleet of over 200 vehicles from 17 operating centres.

NEW APPOINTMENT AT GOV TO CRACK DOWN ON PARKING CHARGES ACCIDENT LAW FIRM T he government has announced it is “cracking down” on rip-off parking charges by private firms in a bid to end excessive fees and inflated fines forced upon motorists. Communities secretary Eric Pickles said the measures could help small shops and town centres by stopping extortionate charges that deter people from shopping locally, and instead drive them to shop in outof-town centres or online. Topics outlined for discussion include whether there should be a ban on private companies setting excessive charges or levying excessive penalties for overstaying in a parking bay. The discussion could also consider the amount and type of data that should be provided to private parking operators by the Driver and Vehicle Licensing Agency (DVLA), and whether a clampdown on the aggressive use of bailiffs by some firms is needed. It could also look at whether steps need to be taken to stop unclear or missing signs leading to a parking penalty, or to tackle a lack of clarity on charges and fines.

They are far from fair for motorists who end up paying through the nose.” Topics to be considered could back other government measures recently brought in that give drivers a 10-minute ‘grace period’ when parked in a bay to prevent fines for being just a few minutes late back to a vehicle. The use of CCTV ‘spy cars’ has also been banned in the majority of circumstances, ending the run of automated fines being issued in industrial volumes and landing on doorsteps without warning. In addition, another new right enables residents and local firms to demand their council reviews parking in their area, including the charges and use of yellow lines.

Did we notice any big differences between these and previous Euro 5 versions? Not really. DAF engineers have done an astonishing job in producing drivelines that enhance the driving experience without requiring any specific alteration in driving style. We took the trucks over mixed routes that included urban and rural roads, and both drove impeccably even on some pretty awful roads. The AS-Tronic transmission in the CF was one area of improvement where we

Like other truck manufacturers, DAF has a Driver Performance Assistant system that keeps the driver aware of his driving style and offers advice on improving it via prompts on the dash. thought DAF had made huge strides. With silky-smooth gear changes and an ultra-quiet engine, the 440 horses under the bonnet of the CF powered the truck effortlessly up hill and down dale. Brakes are excellent, the MX engine brake holding the truck back on some hills without the need for assistance from the driver’s right foot, while on the steeper slopes, a dab or two was required to help pull the truck back. The LF was no different, although the route we chose for this drive was a lot more testing, with long stretches of what was little more than single-track road. avigation software firm ALK has announced it is working with road safety charity Brake to raise awareness about safer use of mobile technology when travelling by car. ALK said its CoPilot sat nav apps are designed specifically for in-vehicle use, but are equipped with a range of features to ensure the driver’s attention remains on the road. It said CoPilot’s Motion Lock prevents use of app controls while on the move, while a unique ‘Directions only’ safety mode helps keep drivers focused on the road ahead, rather than on the screen. “We are delighted to work with Brake as part of our quest to provide a safe in-car sat nav experience on a mobile device,” said David Quin, vice president, consumer applications, ALK. “We share Brake’s concern about the potential dangers of using a phone while driving, and we are committed to setting high standards in our CoPilot sat nav apps when it comes to minimising distraction and maximising driver

ritish road users want their voice to be heard when it comes to drawing up new traffic laws, according to a new survey by a UK-based car leasing company. Flexed.co.uk said its latest research found a majority of road users want to be asked about future legislation for drivers to counteract what is largely seen as a government “war on motorists”. However, the company discovered that – when pushed – many drivers probably couldn’t be trusted with coming up with sensible ideas, with ‘blues and twos’ for takeaway drivers topping the list of daft traffic law suggestions. “The average driver thinks they’re being targeted for fines and taxes every time they take to the road, with nothing being done to make their lives easier or cheaper,” said Flexed.co.uk spokesperson, Mark Hall. “No wonder they’re bursting at the seems with new traffic laws, no matter how daft.” The firm asked over 1200 drivers of both cars and commercial vehicles about existing road laws and regulations. It found 76 per cent said they thought the was a government ‘war on motorists’; 69 per cent thought road ministers and local councils don’t listen to drivers’ needs; and 56 per cent said they would like a say in proposing traffic laws through a

suggestions and referendum scheme. Flexed.co.uk said when pushed drivers for their ideas, it received a mix of the bizarre and the genius, along with some sensible suggestions which warrant further investigation. When drivers were asked: “If you were in charge of the country, what law would you pass to make the roads better?”, it received the following among the responses: ■ “Give pizza delivery drivers blue flashing lights and sirens, and afford them the same rights to the road as emergency vehicles. These people are doing important work.” ■ “A sensor on my car that turns all the traffic lights green. I’d be the only person to have one.” ■ “People who have cars worth over £30,000 will have to drive a Citroën 2CV one day every week to see how the other half live.” ■ “Free petrol coupons handed out to drivers who get stuck in traffic jams caused by road works, but there’s nobody actually working.” ■ “Sin-bins for bad driving like cutting in front of you in queues, where the police make you watch ’70s-era public safety films for half an hour.” ■ “No kids up front. No excuses.”

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. For a second and/or subsequent offence to multiply accordingly, for example, second offence in a commercial vehicle 2 x 21 days.

REST PERIOD QUERIES One of the offences some drivers have committed is using a mobile phone while driving. The legislation defines this offence as follows: No person is to drive a motor vehicle on a road if he is using a hand-held mobile telephone or a hand-held device of a specified kind. No person is to cause or permit any other person to drive a motor vehicle on a road while that other person is using a handheld mobile telephone or a hand-held device of a specified kind. No person is to supervise a holder of a provisional licence if the person supervising is using a hand-held mobile telephone or a hand-held device of a specified kind at a time when the provisional licence holder is driving a motor vehicle on a road.

Exemptions from prosecution are few

The first element of each query relates to rest periods, and in particular daily rest being taken in two portions. The second element relates to the rules for drivers regarding the breaks required under what is often referred to as ‘Working Time Rules’. To start with the first element, if a vehicle is being operated under the EU rules on driver’s hours and tachographs, it is ‘in scope’ of tachograph rules. The rules regarding daily rest periods for ‘in-scope’ driving are to be found in REGULATION (EC) No 561/2006. At Article 4(g), it says the following about daily rest: A ‘daily rest period’ means the daily period during which a driver may freely dispose of his time and covers a ‘regular daily rest period’ and a ‘reduced daily rest period’. A ‘regular daily rest period’ means any period of rest of at least 11 hours. Alternatively, this regular daily rest period may be taken in two periods, the first of which must be an uninterrupted period of at least three hours and the second, an uninterrupted period of at least nine hours. A ‘reduced daily rest period’ means any period of rest of at least nine

following: sending or receiving oral or written messages; sending or receiving facsimile documents; sending or receiving still or moving images; and providing access to the internet. If you’re caught using a hand-held mobile phone or similar device while driving, you can expect to get an automatic fixed penalty notice. This means you’ll get three penalty points on your driving licence and have to pay a fine of £60. However, your case may go to court. If it does, you may also face disqualification from driving on top of a maximum fine of £1000. If you were driving a PCV or heavy goods vehicle, you could face a maximum fine of £2500. Also if the matter were considered of a serious nature you could face prosecution for other road transport related offences, which carry more serious sentences.

What’s your view? Star Letter WIDER EXPERIENCE After hearing recently about a young lad that had just passed his test then being involved in a fatal accident, it got me thinking. As I have now been a lorry driver for some 20 years, I feel very passionately about driving. I also drive both cars and motorbikes as well. At the age of 46, I have seen many laws brought in to try and make the roads a safer place to be, and I don’t think this should be the case. The road is by its very nature a very dangerous place to be, and I feel our young people should be better equipped to deal with the true nature of driving – whatever vehicle is their choice. With the introduction of the Hazard Perception Test and the Driver CPC, neither of these things deal with real driving skill (the latter being a complete and utter money-spinner to say the least). I heard on the radio that one result could be to somehow limit younger drivers to a set speed. As a lorry driver with only nine driving hours, I can tell you now that we are not covering the distance in nine hours that we were 20 years ago, so is the answer to bring on a swathe of people that will be travelling at less than the supposed 55 mph for lorries? My proposal may not be popular at all, but I think you might see the long-term benefits. Put simply, do you think it would be possible to

turn the driving test into a driving course, where people could drive the whole selection of vehicles that they will come across every day? Moped, bike, car, van, 7.5-tonner, rigid, artic, bus and so on. Maybe you could put a little bit of vehicle maintenance in there too (enough so they could change a wheel and fit a bulb, perhaps). I feel that in time, the roads would be a better place to be. If, like in the real world, a biker might be going quicker than the legal speed, a car driver would hopefully now know that and take a second look. A lorry driver would also now look at the coach behind him and get out its way because they are allowed to travel faster. I feel it would eventually bring more understanding of all the people using that piece of road because they would all have some kind of rudimentary knowledge of what the other people are doing. As England becomes more and more gridlocked, I feel people must get away from that “I’m OK, Jack” idea and work more together. It’s the people trying to be quicker that are slowing everyone down. I’m writing in regard to the much talked about driver shortage in the UK, and with particular regard to the tipper industry. I have been driving 7.5-tonners for many years, and 18 months ago I upgraded to an HGV Class C with a view to possibly becoming a tipper driver. Since passing my test, I have been driving an 18-tonne flatbed with a crane and 26-tonne flatbed with a rear-steer axle. The move to tippers, however, seems to be impossible to make. Everybody I have spoken to either says I don’t have enough experience, or I don’t have the qualifications required (CSCS, CITB etc), or I’m too expensive to train. I like to think I’m a reasonably smart guy, pick things up quickly, ask the right questions and think before taking a course of action I’m unfamiliar with. I also understand that no employer is going to let someone loose with an expensive machine if they don’t know how to use it. So my question is, how do I break into the ‘ring of steel’ that is the tipper industry? Is the only way in to sign up with an agency and use them as a route to getting some experience, or is there another way? For a nation with such a reported shortage of professional drivers, it seems very difficult to gain entry into some sectors of the industry. I’m keen, willing to learn and work hard,

but that just seems to not be enough. Any advice gladly taken! Name and address supplied

CAUGHT ON CAMERA

The article in the February issue about dashboard cameras was very interesting. It’s good to see accidents and insurance reducing because of these cameras being fitted. When the wind ripped the roof off my trailer a few weeks ago, the Roadhawk camera in my cab couldn’t be expected to see the roof hitting the car behind me. But hindsight is a wonderful thing. As I was less than a mile from a slip road, I pulled off the motorway into the more sheltered spot and the car that my roof hit stopped in front of me. Details were exchanged and we all went on our way. The car didn’t look too damaged, but a week or so later the boss asked me how many people were in the car and if they all looked OK. The three young guys in the car were now claiming personal injury, or maybe there were more than three claiming? A fellow driver said if I had pressed the button on the dash that records an incident, that would’ve shown the occupants walking about as normal. So maybe old hands like me need a wee bit more instruction on these modern fitments. Colin Black By email

FE HELPS WITH FUTURE FUEL PROJECT

ritaniacrest Recycling has invested over £1 million on a Refuse-Derived Fuel (RDF) plant at its Gatwick depot near Reigate, Surrey, which it claims is already converting thousands of tonnes of the South East’s waste into a prized export. Over the past 12 months, the company has produced over 70,000 tonnes of RDF, which has been exported to Germany for use in energy plants. “The installation of the RDF plant here has tilted the axis of our business,” said director, Richard Foss. “I would say we are moving from waste management into production and this is a truly exciting development. I am absolutely convinced the future is going to be about energy from waste, so early adoption of technology and driving the agenda from within is a competitive strength for us.” To help service exports, Britaniacrest said it has recently taken delivery of a new Volvo FE 4x2 skip vehicle on a 3.9 m wheelbase chassis. “Traditionally we used Volvo FL trucks for our skip services, but the FE with I-Shift transmission and the six-cylinder engine is quite something,” Foss said. The skip-loader bodywork, which includes high-pressure telescopic arms and a high-tensile steel platform was manufactured by Hyva UK. The unit also features an easy action hydraulic auto sheet system. The firm’s new truck has already

he Transport Association has handed over a cheque for £17,500 to the Helen & Douglas House charity following fund raising by their members and DAF Trucks to support the charity. Helen & Douglas House provide respite and end of life care for children and young adults with life-shortening conditions at a purpose-built facility in Oxford. To enable the fund-raising, DAF donated the use of a specially liveried 6x2 44-tonne DAF XF tractor with a Cartwright 13.6 m curtainsided semi-trailer together with two further XF tractor units. Members of the Transport Association, which is made up of around 60 haulage companies, largely family-owned and run and operating a total of 4000 vehicles, rented the XF’s at attractive weekly rates – with 100 per cent of their rental payments being donated to Helen & Douglas House. “Not only have Transport Association members raised a fantastic donation for the charity, the specially liveried vehicles have also raised awareness for us as they have travelled across the UK,” said Hugh Thompson, head of major partnerships at Helen & Douglas House. “The support from the Transport Association and DAF is vital

to the work we do. We need to raise £5 million a year to fund the work that Helen & Douglas House does and 83p in every pound comes from donations like this.” DAF Trucks marketing manager, Phil Moon, added: “We were delighted to be

able to facilitate the generous contributions by Transport Association members for Helen & Douglas House. This was a win-win charitable initiative with all parties benefitting, particularly the severely challenged youngsters the charity helps.”

he Fleet Operator Recognition Scheme (FORS) has received its 100th new registration since the scheme became self-funded in February (Truckstop News, March). “We are delighted with this early success and we look forward to reaching further milestones,” said Anne Johnson, FORS operations director. “Our aim is to fully establish FORS as the single national standard for the industry.” FORS was officially established as a nationwide scheme in February, and was created to enable operators throughout the UK to demonstrate their commitment to raising both operational and professional standards. FORS overseers said the uptake since the scheme became self-funded has been “remarkable”, demonstrating both the popularity of FORS and the demand for a single accreditation standard nationwide.

CHIEF SLAMS GOVERNMENT HOLDS TALKS ON MORHA TORWAY SERVICES ILLEGAL STOWAWAY PROBLEM T

op officials from all areas of the transport and food sector have attended a meeting at the Home Office in London to discuss the illegal immigration problem at Calais and along the northern coast of France and Belgium, and what impact it is having on the road transport industry. One operator at the meeting was Brian Yeardley Continental (BYC), which said a “positive way forward” was discussed by the conservative minister for immigration, James Brokenshire, who stressed the government was working with French authorities and all governing bodies throughout the industry to try to protect the UK’s borders and ensure there was as minimal damage as possible to industry, It was discussed at the meeting that a major part of the effort must come from hauliers and drivers who are at the frontline. BYC said it has been working closely with the Home Office to put together a positive campaign to make hauliers and drivers more aware of the Home Office accreditation scheme, which Yeardley has been a member of since 2010. The international operator said it and the Home Office were focusing on a poster campaign which will appear on the rear

of some of Yeardley’s trailers, and also at the ports on both sides of the Channel. “Brian Yeardley Continental is pleased to be working with the Home Office on making hauliers and drivers more aware of the need to ensure vehicles are correctly checked and secure when re-entering the UK, not only to protect drivers and customer cargo, but also the

UK border,” said BYC MD, Kevin Hopper. “Everyone has a role to play, and it starts with hauliers and their drivers having the right security procedures in place to ensure that each time they load in Europe and travel to their port of exit back to the UK, all their checks are made and their vehicle is secure to return to the UK.” BYC said drivers and hauliers “on the frontline” should do all they can to ensure their vehicles are secure before returning to the UK

he RHAs chief executive, Richard Burnett, has stated the state of the UK’s motorway service areas (MSA) are ‘woefully’ poor and needed to be made an election issue. Speaking during an interview on BBC Breakfast in March, Burnett said: “While others use the roads to get to work, for HGV drivers, the roads ARE their place of work and, like any employee, the conditions under which they work are of critical importance and they have the right to expect a good standard.” He said the facilities provided at the “vast majority” of motorway service areas fall “woefully” short of what can be considered an acceptable standard. “At a time when our industry is facing a massive driver shortage, every issue that affects recruitment is vitally important,” Burnett said. “Who would want to take a job knowing that the basics, for example toilet facilities, are in a shocking state of repair? Professional drivers quite rightly object to filthy and ill-maintained washing and other hygiene facilities. “This industry is heavily regulated and drivers, by law, have to take rest breaks. The current standard of facilities at many ‘official’ areas is so inadequate that parking in a layby is often a preferable option. This is unsafe for drivers, their vehicles and their loads.” Burnett concluded by stating there is no excuse for poor standards. “We welcome the government plan to set up ‘design panels’ of architects and experts to look at the quality of MSAs. This must also include secure parking and facilities for HGV drivers. We will be pleased to work with them to bring about the change that is so desperately needed.”

But if you’re looking for something more relaxing, why not try a canal boat trip (look up ‘Dragonfly Cruises’), the fortified manor house of Tretower Court near Crickhowell, or travel to Blaenavon to visit the Big Pit National Coal Museum? This Gulbenkian Prize-winning colliery museum includes a world-famous underground tour where you can take a trip down the 90 m mine shaft to discover what conditions were like for Welsh miners between the 1860s and the 1970s.

ncreased demand for temporary drivers during 2014/15 has helped Driver Hire offices in Enfield and Aberdeen pass £3m turnover for the first time in their trading history.
