on the road network, the Department for Transport (DfT) asked DVSA to review the sanctions it issued at the roadside for vehicles with defective fuel tanks and systems. Last year, HA reported 255 fuel spills, including on dual carriageways and motorways, resulting in lane closures and significant delays. DVSA said aside from the obvious risks to road safety, it takes an average of five hours to clear a fuel spill, which causes major disruption to traffic. “During roadside checks between 2013 to 2014, DVSA examiners detected 2390

fuel system defects and issued over 1500 prohibitions to vehicles with defective fuel systems,” the blog said. “We’ve reviewed our sanctions for defective fuel systems and agreed some changes with DfT. The main difference is we’ll now only issue immediate prohibitions for defective fuel systems and leaks,” it continued. DVSA said an immediate prohibition will be given for missing or ineffective fuel cap or sealing arrangement; fuel leak caused by a defect, contaminating the road surface; or insecure fuel tank where detachment is imminent.

COPS TO RE-EVALUATE TRAFFIC ENFORCEMENT STRATEGY

A

report commissioned by the Joint Thames Valley and Hampshire Roads Policing Unit has found more than 460 fewer road users would be either killed or seriously injured each year if people drove more safely. Based on the data and evidence, the report, produced by TRL (the UK’s Transport Research Laboratory), estimated that in one year across the Thames Valley and Hampshire, 66 fewer people could be killed and seriously injured if every vehicle occupant wore a seatbelt or appropriate restraint, and an estimated 160 fewer people could die or be seriously injured on the roads if drink driving was eradicated. In addition, it proposed 242 fewer people could die or be seriously injured if drivers stopped using mobile phones at the wheel. The focus of the review was on the ‘fatal four’: speeding, non-wearing of seat belts, drink and drug-driving and mobile phone use. During the review, TRL researchers collated and analysed information on traffic offences and collisions across the Thames Valley and Hampshire. The result is a series of recommendations for the police to consider and use to adapt their traffic enforcement strategies.

“With a reduction in resources due to budget constraints, we realised the impact we can have on reducing traffic offences and consequently collisions can only be sustained if we become more efficient at protecting the public,” said chief inspector Henry Parsons at Thames Valley and Hampshire Police. “The figures are cold, hard evidence of the number of lives and serious injuries that can be avoided through improving driving behaviours. The findings and recommendations that have resulted from this work are already impacting on our strategies, allowing us to focus on the most effective methods of policing.” Based on the evidence, the recommendations include: ● The randomisation of locations and times of general roads enforcement to increase road users’ perceived risk of detection, and consequently decrease offending behaviours ● Mobile phone enforcement should be focussed towards working hours on weekdays ● More priority should be given to evening and weekend enforcement of drink-driving ● Further fixed camera locations should be considered where a particular speeding issue exists.

he UK’s first dedicated Euro 6 gaspowered Scania tractor unit has entered service with UK retailer Argos, with four more being commissioned in the near future. Scania said that in addition to meeting the Euro 6 exhaust emissions standard when operated on biomethane carbon dioxide, the truck can achieve further reductions of up to 70 per cent. An additional benefit is the gas vehicles are particularly quiet, making them suitable for use in rural areas. “The ultra-low emissions and environmental benefits of these trucks makes them an extremely attractive proposition,” said Argos fleet manager, David Landy. “The trucks are a unique manufacturer’s offer, opposed to an aftermarket adaption, which made our purchasing decision easy. “The research and development process Scania has undertaken in the product, along with a 10-year duty-differential promise from

the government, gives us a great deal of confidence in gas-powered operation.” Landy said the final part of the equation is the growing gas filling station infrastructure. “These trucks will be based at our Magna Park, Lutterworth distribution centre, just a few miles from the Gasrec refuelling station at the DIRFT in Daventry,” he said. With an expected range of up to 450 km, the vehicles will run initially on daily return-tobase operations. However, Landy said this could change in the future as the UK gas refuelling infrastructure continues to develop. Plated at 40 tonnes gross train weight, each vehicle will be equipped with an OC09 102, nine-litre Euro 6 engine that delivers 340 bhp at 1900 rpm and 1600 Nm of torque between 1100-1400 rpm. The engine is designed to operate solely on gas (compressed or liquified) and offers a high thermal efficiency of 40 per cent.

The Globetrotter-cabbed trucks, which sport Euro 6 D13K500 engines rated at 500 bhp, are the first new Volvos to go into service with the company. The new livery was designed to suit the

curving lines of the new-series FH and features a swooping diagonal line across the cab’s lower half. The order was spilt between two 6x2 pusher-axle models and two 6x4 double-drive configuration trucks. While all four are plated for 44-tonne GCW operation, the 6x4s are coupled to 120 cubic yard capacity Titan ‘walking-floor’ trailers for bulk waste operations.

ambridgeshire-based operator Williams Transport has put a further 10 Mercedes-Benz Actros 2545 tractor units on the road after a ‘seed’ truck proved particularly frugal with fuel during a six-month trial.

“That first truck averaged 8.25 mpg,” said company director, Andy Williams. “This may not sound a lot, but in our job it’s very good indeed – and a full mile per gallon better than the truck it replaced.” Williams Transport has headquarters in Huntingdon, and its new Actros – provided by Intercounty Truck & Van – are now hauling walking-floor trailers on waste recycling contracts. All have flat-floored BigSpace cabs and are powered by 449 bhp straight-six engines. They are also spec’d with PowerShift 3 automated transmissions. “Intercounty’s sales executive Paul Hind persuaded us to try a Euro 6 Actros and we could see straight away the fuel returns were markedly better than our average,” Williams said. “As well as impressing in terms of fuel efficiency, the truck was also well liked by its driver. The Actros have joined a fleet of 65 trucks, the majority tractor units. They work across the South East and frequently in London where, in addition to constant stopping and starting in heavy traffic, they employ engine-driven PTOs to eject their loads of recyclable waste. Much of this is converted into combustible fuel for use in industrial applications. “Our drivers are typically out for four or five nights a week, so we like to give them comfortable, high-quality vehicles – we also specified factory-fitted fridges in the cabs,” Williams concluded.

Compared to the Euro 5 FL rigids on the fleet, Wells said he saw no real difference in fuel consumption. “We have now had a chance to record fuel usage and I would say the Euro 6 units are achieving in the region of 12 to 13 mpg, which is about where we are with the Euro 5 units.” The bodies for both vehicles were adapted for Adnams by Colliers Truck Builders of Witham, Essex. “As both FL trucks are used for dray duties, we had specific requirements, such as a load deck height suited to the loading and off-loading of beer kegs weighing 73 kg,” Wells added. “We also had a new loadrestraint system fitted alongside our regular features such as full-closure rear tail-lifts and under-body gas racks.”

In this two part article I highlight an interesting case involving a HGV with defective brakes and another HGV that hit it from behind. Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. For a second and/or subsequent offence to multiply accordingly, for example, second offence in a commercial vehicle 2 x 21 days.

The legislation defines this offence as follows: No person is to drive a motor vehicle on a road if he is using a hand-held mobile telephone or a hand-held device of a specified kind. No person is to cause or permit any other person to drive a motor vehicle on a road while that other person is using a handheld mobile telephone or a hand-held device of a specified kind. No person is to supervise a holder of a provisional licence if the person supervising is using a hand-held mobile telephone or a hand-held device of a specified kind at a time when the provisional licence holder is driving a motor vehicle on a road.

The issue of insurance is one which frequently crops up. For employed drivers, this is a very serious matter because if they 17-Hinchcliffes Solicitor - Accident Spot -is Truckstop News - Issue 339.indd 1 are severe – drive a vehicle which not insured, the penalties which can arguably make drivers who are using vehicles during the course of their employment quite vulnerable. Under section 143 of the Road Traffic Act 1988, users of motor vehicles must be insured or secured against third-party risks. Subject to the provisions of this part of the Act: ● (a) a person must not use a motor vehicle on a road [or other public place unless there is in force in relation to the use of the vehicle by that person such a policy of insurance or such a security in respect of third party risks as complies with the requirements of this Part of this Act, and ● (b) a person must not cause or permit any other person to use a motor vehicle on a road or other public place unless there is in force in relation to the use of the vehicle by that other person such a policy of insurance or such a security in respect of third party risks as complies with the requirements of this Part of this Act. If a person acts in contravention the legislation above, then they are guilty of an offence. The penalties for using a vehicle without insurance are serious. The penalties for an offence of using motor vehicle while uninsured or unsecured against third-party risks, under this section are dealt with summarily – that is, in the Magistrates’

SUFFOLK FIRM STICKS WITH ACTROS Range C380 6x2 is the first Renault to join the A1 fleet

okingham, Berkshire-based integrated waste management service supplier, scrap metal dealer and vehicle de-pollution provider, A1 Group, has chosen its first Renault truck as an additional vehicle for its mixed fleet of over 50 vehicles in what the French manufacturer is calling a significant conquest deal. The new 26-tonne C380 6x2 with rearsteer is fitted with a £60,000 Whale Vacuum Tanker and will be used for emptying drains and cesspits across London. The new C Range, supplied by Renault Trucks South, will be trialled alongside a Mercedes and a Volvo tanker for three years. It is fitted with a side sensor and four-way camera to meet FORS compliance for London, and it records 24 hours a day to help with pedestrian and cyclist safety on congested London roads. “I first saw the Range C in action at a

launch event in France and I was immediately impressed,” said operations manager, Dean Knott. “I’ve also heard great things about Renault’s new Euro 6 range, so I wanted to bring one on board and put it head to head with a Mercedes and Volvo and see which one performs the best. “Aftercare is absolutely crucial for our business and we have been let down badly by other manufacturers and dealers in the past,” he added. “The service and help offered by Renault Trucks South has been second to none and this, along with the vehicle’s performance and the additional pedestrian and cyclist safety features, was key in our minds when we selected Renault for the first time. “The vehicle has only just gone on the road, but we are very impressed so far and the drivers are very happy. I’ve even driven it myself and it is extremely comfortable,” Knott concluded.

PORT TRUCK STOP RECEIVES MAJOR INVESTMENT

reight services firm Motis, which took over the Freight Services Agency (FSA) within the Port of Dover at the end of 2012, has announced it is investing £1 million into developing the site to provide truck drivers with improved facilities. New toilet facilities, showers, launderette, catering and TV lounge will be added to the Motis Freight Clearance and Truckstop Facility in the coming months. Cargo handling facilities are also being upgraded to include ambient, frozen and chilled storage/ transhipment. A hand truckwash is already in progress and will be opening soon, and the entire site will have free WIFI and discounted international calls will be available. Motis said safety and security is being improved with 1 km of new fencing, upgraded ANPR and additional CCTV equipment. Located within the Port of Dover, the 320-space dedicated truck facility also enables operators and drivers to manage the

The site has been particularly popular with hauliers disembarking in Dover in the evening, parking overnight with us and then paying the HGV Levy on exit, helping to ensure they comply with their legal break requirements.” The Motis Freight Clearance and Truckstop Facility is located off Lord Warden Square in the Port of Dover’s Western Docks. It operates 24 hours a day, seven days a week.

uffolk haulier Bacton Transport has invested in another eight new MercedesBenz Actros tractor units – all of which represent extensions to its fleet. The latest arrivals are all Actros 2545 models with aerodynamic StreamSpace cabs, and are the subject of a CharterWay contract hire agreement with Mercedes-Benz Financial Services. They have lined up alongside eight other tractor units from the current Actros generation – five of which were among the first to enter service in the UK, having been on the road since the autumn of 2012, as well as four MegaSpace units from the previous Actros range. Based in Stowmarket, Bacton’s first Euro 6 trucks are powered by 449 bhp straightsix engines driving through PowerShift 3 automated transmissions. They are

also equipped with optional Predictive Powertrain Control systems, which employs 3D GPS mapping to read three kilometres of topography ahead then responds by controlling speed, braking and the transmission to improve fuel efficiency by up to five per cent. The introduction of Bacton Transport’s new trucks coincided with the delivery by SDC of six new curtainsided semi-trailers with tail-lifts for horticultural work. Another six trailers are due from Montracon in April. “We commissioned our first Actros in 2004 and the fuel efficiency and driver acceptance were both very good from the outset,” said company director, Edward Downie. “The newshape Actros have performed particularly well in terms of fuel efficiency, regularly returning over 10 mpg. We look forward to seeing by how much the PPC systems can improve on figures which are already excellent.”

DRIVERS ARE FED UP First, let me say I’m very disappointed in you allowing the anonymous letter which was published as Star Letter in the January issue. Let me highlight why drivers are discontented: basically, it is due to wages. This is why drivers are fed up: it’s due to the hourly rate for Class 1, which is around £8 to £10 per hour. Yes, that’s why most of us are leaving the industry; it’s mainly for this reason. Now let’s look at Lidl. They are offering self-stackers over £9 an

This time I passed my C licence after four days of training and with only two minor driving faults. My C+E lessons began the following Monday, and by Thursday lunchtime I had passed the test (again with only two minor driving faults – an achievement of which I am very proud). So what’s my problem, I hear you say? DCPC is the problem, and more specifically, Initial DCPC Modules 2&4. I cannot find any source material from which to learn the skills I will need to pass the test. I have four years remaining in the Army, and so was hoping to gain as much driving experience as possible with agencies and providing cover for local ownerdrivers in order to fill up my CV for

when I start job hunting. But I am reluctant to enter an examination unprepared, as I neither wish to waste my money or look a fool in front of an examiner. There are countless websites advertising DCPC courses, but very few providing a comprehensive course for Modules 2&4. I hope one of your readers calls me a fool and points me in the right direction, as at the moment it is incredibly frustrating. Most employers still don’t realise how bad the driver shortage is, because if the did, they would realise the money they pay their drivers is the main reason why we have this driver shortage – well, this and the farcical Driver CPC. To any new driver, this is what you have to do: first, obtain a Class 2, which on average is around £1000 (if you pass). Now you have

He then worked for Gregory Distribution on the Spar contract, Baton Express parcels, and for Fairoak Windows, delivering windows to builders’ merchants and sites. His last job was for Nicholas & Harris Ltd, a Salisbury-based bakery, and worked there until he became ill. Dave’s greatest loves were his family, driving and walking in the countryside with his dog, Boss. chmitz Cargobull has supplied four 13.6 m box body trailers to Scania (Great Britain) Ltd for use in its driver training department. The S.KO FP25 trailers are part of a refreshment and expansion programme, bringing the total number of trailers in Scania’s training fleet to six. The SC trailers have been deployed across the UK, with individual assets operating from training sites in Avonmouth, Purfleet, Worksop, Newbridge, Milton Keynes and Glasgow. Scania is using the trailers to train new C+E drivers, which is becoming a growth market as more 3PLs seek to invest in ‘warehouse to wheels’ schemes to tackle an industry-wide driver shortage. “We selected Schmitz Cargobull because the build quality is so good and we know we can rely on them for support and maintenance,” said Scania (GB)‘s driver

development manager, Mark Agnew. “We plan to run these trailers for 10 years, so we need to be able to trust they will last. Plus, we know Schmitz Cargobull trailers have a great residual value, so they are extremely cost-effective for our business. “We also want to train drivers on hardware we know will be in use for years to come, so Schmitz Cargobull trailers are ideal for ensuring our trainees are familiar with commonly-used assets,” he added. The box trailers are equipped with a range of standard equipment, including ferry shackles and load-restraint tracks inside the cargo area. They also feature ROTOS running gear and incorporate galvanised and bolted chassis. Scania (GB) trains approximately 1000 drivers each year for a variety of customers. Training takes place on vehicles in a semiloaded state – each of the new trailers will carry a payload of up to eight tonnes.

HAKO SWEPT AWAY WITH BESPOKE-BUILD TGM

C

rick, Northampton-based machinery firm Hako Machines Ltd has spec’d a bespoke MAN TGM 18.290 truck to carry its recently launched Citymaster 1600 road sweeper to special events. With each road-sweeper weighing in at three tonnes, Hako required a vehicle that would be able to transport two machines simultaneously for an upcoming demonstration roadshow. “We are delighted to have taken delivery of this brand new custom-made vehicle,”

said Paul Allen, demonstration manager at Hako Machines Ltd. “We recently launched some extraordinary new machinery and required a truck like this to transport this product up and down the country for our roadshow. “Although our previous truck had a beavertail ramp, we had problems getting some of our heavier machinery in and out of it, so I approached MAN Truck and Bus Northampton to see what they could do for us – and I couldn’t be happier with the outcome.” Each Citymaster 1600 weighs in at three tonnes

Bespoke-build MAN rigid will be used to transport Hako’s two new roadsweepers MAN enlisted the help of tail-lift manufacturer Dhollandia and Kurt Hobbs Coachworks Ltd to create the truck for Hako Machines. “We had a cantilever full-closure tail-lift incorporated on to the vehicle,” said MAN sales executive, Scott Munton. “Although it was capable of lifting up to six tonnes, it also needed to be large enough to cope

Carlsberg spec’d 30 of its new trucks with three-seater cabs for driver training

D

utch truck-maker DAF has won an £11.7m order from Carlsberg UK for 98 new trucks for its in-house national distribution service after a competitive open tender. The new vehicles will be the first DAF trucks on Carlsberg UK’s distribution fleet for 10 years, and will be based at eight of Carlsberg UK’s regional distribution centres across the country, doing multi-drop deliveries of beer, plus associated items such as gas cylinders. The 98 vehicles include 15-tonne and 18-tonne LF rigids, plus 26-tonne CF and 6x2 tractors all sporting Carlsberg UK’s new hop leaf livery. The CF tractor units are expected to do an annual mileage of around 130,000 km each, and around 60,000 km each for the LF and CF rigids doing more local deliveries. Additional safety features fitted include

anti-slip surfaces for the floor, tailgate lift and side guards which also act as access steps, side cameras, a forward camera to record any road incidents and an audible turning warning to alert pedestrians, cyclists and any other road users. Thirty of the vehicles were also specified with three-seat cabs, so the firm’s driver training programme can train two drivers at a time. “Driver feedback about the ride quality, cab and drivability has been really positive,” said Carlsberg UK national fleet engineer, Andrew Davis. “Plus there’s even some competitiveness to get the most efficient driving scores from the DPA [Driver Performance Assist] system. “But the key reason for choosing DAF had to be because it had the best aftercare package from its dealers,” he concluded.

DAF FACTORY HITS A MILLION D

utch prime minister Mark Rutte has unveiled the millionth DAF truck to be produced at the Dutch commercial vehicle manufacturer’s factory in Eindhoven. The truck was then presented to Hungarian operator Bálint Révész, who specializes in bulk and tanker transport. The first DAF truck was sold on September 1, 1949 – and that year a total of 150 trucks left the factory in Eindhoven. A year later there were more than a thousand – and in 2014, DAF recorded a total of 36,000 trucks rolling off the production line. “We are very honoured that prime minister Rutte has officially unveiled the millionth DAF truck manufactured in Eindhoven,” said president and CEO of DAF Trucks NV, Harrie Schippers. “That is also due recognition for the 5000 employees in Eindhoven, who daily give their all to supply our customers with trucks and services of the highest quality.”

STENA’S SUPERFERRY SETS IN FOR IRISH CROSSINGS

erry operator StenaLine has put its new flagship Stena Superfast X ship to work on the crossing from Holyhead to Dublin Port. The new ship is equipped with 10 decks and offers almost 2 km of lane space for freight traffic and other vehicles, and has the capacity to carry up to 1200 passengers. In addition, the ship can accommodate 4.65 m high trailers. The operator said drivers will be able to make use of the ship’s exclusive truckers’ lounge, or rest up in one of the vessel’s cabins. Other onboard facilities include a Barista Coffee House, Met Bar and Grill, retail shopping and two free cinemas. “Superfast X has been designed specifically to accommodate the mix of freight and tourism traffic that’s required for this route, and we are confident our freight drivers will like what they see,” said Stena Line’s head of freight (UK and Ireland), Richard Horswill. “As well as increasing our capacity with two kilometres of lane space, our ability to accommodate 4.65 m high trailers is a very important addition for our freight customers,” he added.

orkshire- and Lincolnshire-based fresh and frozen foods distributor Dennis Distribution has received a cheque for £1000 from Krone Trailers UK in support of the company’s crosscountry bike racing team, which raises money for charitable causes. According to Dennis transport manager and racing team member Richard ‘Dickie’ Dale, Dennis Distribution started the team around five years ago in an effort to keep fit. The five-strong team has since gone on to achieve a number of local successes, and has recently taken part in national events from Cornwall to Scotland – including the British Cross Country Championship in 2014. “We all work hard here,” Dale said, “and just like most other transport and distribution firms, the hours can be long – which doesn’t leave a lot of time for

exercise etc. The cross-country bike team has not only enabled a few of us to lose a few pounds, but also we have been able to contribute to some very well deserving causes.” Family-owned Dennis Distribution supplies farm produce and dairy products to national supermarkets, and uses Krone Cool Liners with on-board temperature monitoring to deliver chilled and frozen product including beef, veal and venison.
