CALOR’S ‘MINIBULK’ TANKER IS UK FIRST
U
K LPG supplier Calor Gas has put to the road its first of 20 new ‘Minibulk’ tanker vehicles based on DAF’s 18-tonne Euro 6 LF 220 FA chassis. Bodied with a 17,000-litre LPG pressure vessel by Lakeland Tankers, the Calor said its LF offers a significant 500 kg weight advantage over competitor chassis. The new DAF/Lakeland Tankers ‘Minibulk’ specification is the first in the UK to receive Whole Vehicle Type Approval through the Individual Vehicle Approval process. Equipment also includes LPG pumping and metering equipment, and a wealth of interlocks and other safety devices – which combine to offer an unladen weight of 9750 kg. As part of the same fleet delivery package, Calor Gas has also ordered 27 DAF LF 210 FA chassis at 15 tonnes GVW, and three LF 150 FA 7.5-tonners – all with Cartwright bodies – for its gas cylinder distribution operation. Fifty one units on order thus far in 2015 follow a delivery of 64 Euro 6 DAF trucks previously in 2014, meaning DAF now makes
up over 90 per cent of Calor Gas’s fleet of over 550 vehicles. “This is the first time we’ve gone out to tender for many years,” said David Brown, fleet asset manager at Calor Gas, “and I’m delighted we’ve proved ourselves correct with our previous and long-standing DAF purchase policy. “DAF really led the pack on weight,” he said. “Including all the bodywork and equipment, anything under 10 tonnes is good – so 9750 kg offers us a real scope to boost productivity.” The new DAFs will be based at Calor Gas’s nine sites throughout the UK. “We remain very satisfied indeed with the aftersales support we receive from DAF and from Ford & Slater in particular,” Brown concluded. “It’s the no-quibble, ‘go-the-extramile’ policy that separates DAF from other truck manufacturers. We operate out of nine locations nationwide, each with workshop facilities, and DAF even provides detailed training courses for our vehicle technicians. It’s that sort of support that keeps us with DAF.”

allyshannon, north-west Irelandbased UK and European transport operator North West Carriers has added six Krone Profi Liner curtainsiders to its fleet, which the firm said have increased loading flexibility and improved load security all round. Established in 1994, the company provides a range of transport services, including groupage and hazardous loads, IBCs and food ingredients to destinations throughout the UK and the continent. “We have direct accounts with all major ferry operators which provides immediate access to all European ports and beyond,” said co-director Paul Dolan. “And given the diverse nature of our operation which includes foodstuffs,
IT equipment and hazardous cargo, we needed a strong but flexible trailer to cope with any type or size of load.” NWC specified the Profi Liners for their ability to load through the roof and for the trailer’s Multi Lock load security system which, using up to 130 lashing points on each side rave, allows virtually any load to be secured at any point along the trailer bed. “Our service not only operates on long-haul routes, but also includes multidrop schedules,” Dolan added, “and this requires a fast method of securing the load in the safest way possible. This enables us to provide our customers with an efficient service and added assurance regarding the safe and sound delivery of their goods.”
ales of commercial vehicles have reached an all-time high in the first quarter of 2015 as confidence builds in the British economic recovery. According to new figures released by the Society of Motor Manufacturers and Traders (SMMT), 108,456 trucks and vans were registered between January and March 2015 – marking the best quarter on record. March was also the third consecutive month of increased truck demand, which has risen by 41 per cent so far this year. The SMMT said the latest figures come as a “huge boost” to the sector, which is a barometer for the UK economy and which suffered badly during the recession. In 2009, just 221,132 commercial vehicles were registered – down from 388,488 in 2007. The past 12 months have seen 384,120 registrations, and SMMT said it expected demand to remain strong in the months ahead. The feeling among some pundits is some truck operators are returning to the market having held off new purchases during the
recession years. In addition, attractive finance offerings from manufacturers are also making it easier for hauliers to invest in new trucks. “Commercial vehicles are crucial to the functioning of Britain’s economy and these latest figures paint a very encouraging picture,” said Mike Hawes, SMMT chief executive. “As business confidence grows, demand for the latest trucks and vans is now back to pre-recession levels – outpacing the rest of Europe.” Hawes said there had been a “clear shift” towards larger vehicles in the sector in the first three months of the year, and said three-axle articulated trucks have seen a sharp increase in registrations as operators seek to make fleets as flexible and costeffective as possible.

orthamptonshire-based haulage, distribution and warehousing group Wreford’s Transport has reported significant fuel savings and improved driver performance during the first 12 months’ use of Driver Dashboard – a new in-cab performance monitoring and communication system from Verilocation Tracking Solutions. With around 150 drivers and 100 vehicles on the road, including 17- and 26-tonne rigids, Euroliner curtainsiders, box trailers, skeletal and super cube trailers, Wreford’s provides full load, groupage and multi-drop services throughout the UK and Europe. “With such a large and diverse fleet, and with literally hundreds of ever-changing delivery schedules to manage, we realised the need for a system which could provide closer monitoring and control of driver and vehicle performance,” said director, Andy Wreford. “To this end, we selected Driver Dashboard and find it to be an invaluable tool – not only to help with ongoing driver training and improvement, but also to keep us abreast of any vehicle problems as they might occur.” Driver Dashboard automatically connects the vehicle’s on-board CANbus system with the traffic office to inform about impaired vehicle performance as soon as it occurs. This enables Wreford’s to take corrective action before any serious damage or loss occurs. “Just recently, we received updates from

over-torquing, over revving and idling – all these things are constantly monitored, which allows us to look at the history and to make adjustments where necessary,” Sones said. “This not only saves on fuel, but achieves ‘passive safety’. This means that when a driver is more alert and concentrating on the job in hand, he often will be less tired or prone to distraction. It is a subtle feature, but an enormous benefit.”

Inside the cab, Renault has done much to offer drivers a first-class working environment. The Recaro seats have adjustable side and lumber support and give 20 cm of slide to accommodate extra leg room, and the steering wheel column provides height, depth and rake adjustment. The wraparound dash (built as a single unit) has an intuitive control arrangement, though drivers are free to relocate button clusters should they prefer an alternative layout. The upper bunk is accessed by ladder and can be converted into storage via a fold-up lip, while the extending lower bunk measures 80 cm wide and has a comfortable, high-density mattress. Three ambient lighting modes (driving, night driving and rest) can be accessed via multi-function wired remote. We were given the opportunity to test drive a T480 with Sleeper cab and flagship flatfloored T520 High Sleeper on a run that took us around picturesque Normandy. For the first stage, we set off from Renault’s factory in Blainville, and the route took us along a mixture of motorway, rural

The latter has a flat floor and fills the void left by the now-retired Magnum flagship; though, sadly, this is not available in right-hand drive form. Easing out of the factory exit, we headed for the Autoroute to let the T stretch its legs. Pulling onto the right-hand lane, the truck was up to speed fast as Optidriver smoothly worked its way up the gearbox. Once we were cruising, we tried out the Eco Cruise Control with Optiroll, which enables drivers to select between three settings: optimised fuel consumption, improved fuel consumption at the expense of cruising speed, and fixed speed. The first two work to keep the truck travelling within set speed boundaries, with individual upper and lower limits for uphill and downhill driving, and it proved effective
along the easy undulations we encountered. After a handful of junctions, we joined an A-road leading to the coast. Here we threaded the truck along tight, winding lanes and through picturesque (and narrow, double-parked) village centres. Steering and handling proved both light and positive throughout. Visibility has also been improved in comparison to the Premium thanks in part to a refined mirror design. The 480 and 520 bhp DTI engines proved capable performers. We didn’t face much in the way of steep inclines, but on a protracted climb out across the fields towards Arromanches, the T was no slouch. The last of the major manufacturers to launch its Euro 6 trucks, Renault has used the extra development time to ensure its new range offers a step up in terms of quality. The T clearly has a confident, premium look and feel, with a higher grade build that should not only ensure the truck goes the distance, but also provides a decent residual value for operators looking to safeguard their investment.

LE’s recently unveiled, British-built heavy-haul Trojan truck has scooped up a major prize for innovation at The Heavies – an awards ceremony run in association with the Heavy Transport Association (HTA). Designed by ALE engineers and produced in the UK, the Trojan was launched in October 2014 and was touted as the first in the next generation of vehicles in the heavylift industry and a major breakthrough in capability, fuel efficiency and reliability. At the awards ceremony in Bruntingthorpe on March 27, judges praised ALE for developing a solution for complex technical challenges and providing a new way of addressing everyday operational issues. “As a company, we are always striving to lead the way in innovation, and it’s great to win this award on behalf of the Trojan team and to be recognised for all of our hard work and dedication in creating the truck,” said ALE’s Trojan truck designer, Gary Butler. “It has taken a long time to get the truck where it is today, and without the help and dedication of all those who have assisted it wouldn’t have been possible.”

One of the most common topics which fills my inbox relates to the offence of failing to provide information as to the identity of a- Accident driver,Spot so Feature this article will News look- at the342.indd common 6 - Hinchcliffes Solicitors in Truckstop Issue 1 themes in the queries I receive, what exactly the offence is and how it arises, whether there are any defences and what the penalties are. This offence often occurs where a request for information as to the identity of a driver has been sent to the registered keeper of the vehicle. This request often comes with the Notice of intended Prosecution. Failure to complete and return the notice confirming the identity of the driver can give rise to an offence under section 172 of the Road Traffic Act 1988, which states: Where the driver of a vehicle is alleged to be guilty of any of certain offences then: (1) the person keeping the vehicle must give such information as to the identity of the driver as he may be required to give by or on behalf of a chief officer of police; and (2) any other person must, if required as stated above, give any information which it is in his power to give and may lead to identification of the driver. A person who fails to comply with such a requirement is guilty of an offence. A person is not, however, guilty of an offence by virtue of (1) above if he shows they did not know,
and could not with reasonable diligence have ascertained, who the driver of the vehicle was. Where a body corporate is guilty of such an offence and the offence is proved to have been committed with the consent or connivance of, or to be attributable to neglect on the part of, a director, manager, secretary or other similar officer of the body corporate, or a person who was purporting to act in any such capacity, he, as well as the body corporate, is guilty of that offence and liable to be proceeded against and punished accordingly. As stated, there is a defence if you did not know who the driver was and could not with reasonable diligence ascertain who the driver was. Also under section 172 (7) (b)a person would not be guilty of such an offence if they show it was not reasonably practicable for them to give the information. Whilst the the case of R (on application Purnell) v Snarebrook Crown Court states that section 172 does not impose a duty on the registered keeper to be available at the registered address to receive such communications, a failure to be so available is a factor which may make it very difficult to raise this defence. It is expected that an individual will have due diligence in providing for and dealing with their post if away from the address.
The Courts have held the offence does not require knowledge on the defendant’s part that they were under an obligation to provide the specified information. Under22/04/2015 the Criminal Procedure Rules service could be effected by post even if the defendant had not in fact received the notice. The burden will be on the defendant to satisfy the magistrates it was not reasonably practicable for the defendant to have given the information and he failed to do that. A defendant did not have a defence under s.172(7) (b) merely by virtue of the fact that they had no knowledge the notices were sent. However in an appropriate case, a defendant might be able to show in such circumstances that it was not reasonably practicable for them to have been aware of the notice, in which case the defence would apply. If an individual accepts they have not acted with due diligence in terms of dealing with their post, for example by failing to have suitable arrangements for dealing with the post or a mail re-direction service in place if away, then this may create difficulties in establishing a defence. A fine is applicable, and according to the Magistrates’ Courts Sentencing Guidelines, the fine starting point is level C – which means 150 per cent of the relevant weekly income and six penalty points.

Please can you help me with an insurance company that refuses to honour its obligations? I had an own fault accident when I slid off the road on black ice and put my truck on its side in a field. I was lucky to escape with cuts, bruises and a shoulder injury, which I still have. I organised recovery and unloading of the truck, fence repair, and for the reinstatement of the field. The unit and trailer was inspected I was told by garage owner that it was a total loss, and that he had been contacted several times by a salvage company who wanted to collect the outfit. Noone contacted me and I did not let it go. It was not until I got in touch with the insurance ombudsman that the insurer actually contacted me. I tried contacting them on a number which the insurers gave me. In one instance, 40-50 times in one week, still with no answer and no call back. Since then, they have decided to fix the unit, as the original inspection engineer was, in their words, ‘incompetent.’ As the weeks went on, they changed their minds again, saying it was not viable. By this time, the trailer value had been agreed and my bank details had been given to the insurers. To date, I still have not received any money from them – an insulting and below market offer was made on the unit; around £15k below market value. I have not heard from them or had

I am an owner-driver with one truck and am entitled to no government help; a life-long truck nut being put out of business by insurers after 30 years’ hard work. Name and address supplied David Glover, our resident legal expert, says: I am sure everyone who reads your letter will appreciate your feelings on this subject. Below I have tried to give an overview of what the issues are in a situation like this. If your vehicle has been stolen or so badly damaged in an accident that your insurer decides it is a “total loss” (or “write-off”) and is not worth repairing, you are entitled to receive an amount equal to the vehicle’s market value immediately before it was damaged - and the insurer should offer this amount straight away. The “market value” is the likely cost of buying a vehicle as near as possibly identical to the one that has been stolen or damaged beyond economic repair. The market value used should be the value at the time of the incident giving rise to the claim. A usual approach when assessing the value of vehicles is to consult the major motor vehicle trade guides. These guides are published regularly and provide detailed information on the valuation of most makes and models. Trade guides may only represent the “guide trade value,” that is the price
a motor trader would pay, and not therefore the correct “market value” which you, a member of the public, would expect to pay at retail. It is important to check your policy wording. Some polices will only cover on an “agreed value” basis. If you have agreed the value of the vehicle on entering the policy, you may only be entitled to receive the “agreed value” and not the market value. If you are unhappy with the offer from the insurance company: ● Talk to the insurer. Ask how they have valued the vehicle and what trade guides (if any) they have checked; what allowance has been given, for example, for the vehicle’s mileage or condition, or any unusual or additional features or modifications? ● Tell the company what you think the vehicle is worth and why. Keep in mind, however, that the insurance company is unlikely to take into account vehicle prices from adverts. If you are not happy with your insurer’s response, or you do not receive a response within eight weeks, contact the Financial Ombudsman. The Financial Ombudsman will review the matter with you and the insurance company. If the Financial Ombudsman thinks the insurance company’s valuation/offer is too low, it may require the insurance company to pay you a specified amount to settle the claim fairly and, occasionally, also make a payment for the distress and inconvenience caused.

The author does a good job of compiling a comprehensive list of models, and the quality of photography, printing and bounding is high throughout. At 100 pages, there’s a lot on offer here for road transport enthusiasts, and the book serves as a superb trip down memory lane for drivers and operators with an affection for Rating: ERFs.

iab has announced that its first ever World Crane Championships, held at the Commercial Vehicle Show in Birmingham, has been won by Johnny Jensen from Denmark – who recorded a winning time of 2 minutes 18 seconds. As winner of the competition, Jensen took away a prize of €25,000. The first runner up was Tobias Bergström from Sweden, with a finishing time of 2:30, and Martin Utpatel from Germany came in third place with a time of 2:37. To become World Crane Champion, Johnny Jensen manoeuvred a HIAB X-HiPro 192 through a series of obstacles. The aim of the competition was to try and beat a time set by the anonymous crane pro ‘Eric’ - Hiab’s very own The Stig - on a challenging course which included toppling water-filled drums with a load while keeping the crane below a crossbar. “I am absolutely thrilled and happy to win this

BURSTWICK BACKS MERC FOR MOTORHOME MOVERS FORS REACHES
H
ull-based caravan and motorhome transport specialist Burstwick Freight has taken delivery of two new Mercedes-Benz Euro 6 Atego 816s with ClassicSpace sleeper cabs supplied by local dealer, Northside Truck & Van. The chassis have been downplated from 7.5 to 6.5 tonnes gvw and fitted with bespoke transporter bodies built to the operator’s own design by Martin Williams of Hull. Each also has a towing hitch, allowing it to carry one touring caravan and pull a second behind. Burstwick Freight has also recently taken delivery of two Actros 1836 rigids with BigSpace cabs and short 3.7 m wheelbases, which have been downplated from 18 to 15 tonnes gvw. These also have bodies and trailers by Britcom International of Market Weighton, near York, and are used for transporting larger, heavier motorhomes – Atego models are also available at gross weights of up to 16 tonnes, but Burstwick prefers Actros rigids for its heavier work due to the availability of more powerful engines and bigger cabs. “Our vehicles cover long distances, so we want our drivers to be as comfortable as possible and to have enough power to be on top of the job,” said company MD, Tony Miskin. “I firmly believe in the principle that if something works well, you stick with it. So rather than constantly trying out different vehicles, we’ve remained happily loyal to Mercedes-Benz. “The new Atego models are extremely well

olvo Trucks is making a new heavyduty bumper available for spec’ing on its FH and FH16 chassis to make the truck more suitable for rugged roads and rougher applications, such as construction work and timber transportation. “The Volvo FH with the heavy-duty bumper boosts the effectiveness of our flagship truck by adding additional protection to its outstanding power, driving dynamics and cab comfort,” said Ricard Fritz, vice president, Volvo Trucks Brand. “The truck becomes robust enough to better tackle conditions where there is a heightened risk of damage.” The new bumper for the Volvo FH and FH16 is based on the same concept as the front of the Swedish manufacturer’s FMX, which is specially designed for rough construction environments. The corners and skid plate are made of 3 mm steel and a fixed footstep has been integrated above the skid plate.

The elevated position of the bumper enables an approach angle of over 20 degrees on vehicles spec’d with the extra-high construction chassis, which was introduced on the FH in 2014. A fully certified towing eye made of cast iron and designed to handle 36 tonnes is also on offer as factory-fitted option. Volvo added that the bumper has been extended 132 mm forward to offer additional protection in rough conditions, thereby protecting other vital parts such as the headlamps. “The FH and FH16 with heavy-duty bumpers are well-equipped for naturally tough environments, such as construction sites and off-road forestry operations,” said John Comer, product manager for Volvo Trucks, UK & Ireland. “The truck also becomes more capable for heavy long-haul work in markets with rough road conditions.”

RENAULT GOES WIDE WITH GAS-FUELLED D CHASSIS
R
enault Trucks has announced the European launch of a new gaspowered variant of its Distribution range. Labelled the D Wide CNG, the truck is fitted with the manufacturer’s new 320 bhp 9L Euro 6 gas engine and is available in either 19-tonne 4x2 or 26-tonne 6x2 configuration. Natural gas (CNG) engines emit virtually no particles, smoke or odour; and in urban environments, they have an operating range comparable to that of a diesel vehicle. According to the French manufacturer, its D Wide CNG Euro 6 can operate on natural gas or bio-methane fuel (biogas). Bio-methane fuel is a renewable energy produced from organic materials which generates significantly lower CO² emissions than a diesel vehicle. Vehicles running on CNG bio-methane fuel are therefore well suited for use in urban and suburban environments (distribution and delivery), and have found favour with regional authorities for use on street cleaning, refuse collection and distribution. The D Wide CNG Euro 6 is offered with a fully automatic Allison series 3200 gearbox, which has been adapted for refuse collection applications. Like the diesel version, the D Wide CNG has a gearbox which automatically switches from neutral to driving mode and vice versa to enable the driver to activate the tipper without having to manually change into neutral.

oca-Cola Enterprises Belgium has put its 100th Renault truck into service, in the shape of a Range T 26-tonne 6x2 rigid which will be used for heavy regional distribution applications. The truck also marks the 10th Range T on the firm’s fleet. Coca-Cola Enterprises is one of the largest bottlers of Coca-Cola Company branded products. Since 2008, CocaCola has been using Renault’s distribution range rigid vehicles to deliver its products, particularly to supermarkets, schools and hospitals. Initially, the firm used Premiums for this work, but the company has recently switched to using T 26-tonne rigids with Optidriver automated manual gearboxes and Euro 6 DTI 11 380 bhp engines. “This economic engine has helped us further reduce CO² emissions,” said Pascal Libens, logistics manager, CocaCola Enterprises Belgium. “We also chose Renault Trucks for their products’ good price performance and because we are very satisfied with the service provided by their network. We make a point of building a genuine long-term relationship with our supplier.” To mark the occasion, Coca-Cola Enterprises has given its 100th vehicle a special “Coca-Cola” registration plate in the brand’s distinctive red colour.

It is very likely that your transit insurance currently covers RHA conditions, and this will require amending to All Risks for two reasons. Firstly, RHA is currently at £1300 per tonne, which will not be adequate for high-value machines, but also you will need the extra cover for loading and unloading risks. In addition, you will need to advise your Liability and Motor insurers of the changes to your goods carried. There will undoubtedly be some increases in your insurance premiums, but these will depend on how much of this work you will be doing.

I own three of my vehicles outright and yet I am constantly having cash flow problems due to some of my customers taking over 90 days to pay me. It is very frustrating. Can you offer any advice?
A
You are in an asset-rich, but cashpoor position in which a lot of smallto medium-sized businesses often find themselves. The finance market is highly competitive as a result of the incredibly low interest rates available, and it would certainly be worthwhile considering re-financing your vehicles in order to release some capital. Working against constant cash flow problems is extremely stressful and does not allow you to think clearly and get on with the important matters of running your business. An independent finance broker can arrange loans through various lenders and I can either recommend one for you, or you can speak to your bank or perhaps a friend who can recommend a broker to you.
I have had my truck insured through the same insurance company for the past four years, and this year I decided to ask another broker for a quote. My premium has been around £4000 for the past two years, so when the new broker quoted me just over £3000, I told them to go ahead. However, you can imagine my anger when I found out it was with the same insurance company. Its obvious my old broker has been overcharging me, but what can I do about it?

I would very much doubt if your old broker has been overcharging you, as the premium charged by the insurance company would be clearly stated on your policy documents. It is much more likely the new broker has a special scheme which just happens to be with the same insurance company. The scheme may in fact have a higher excess, or perhaps has driving restrictions, so the first thing is to check the cover is the same. It is very frustrating, but sometimes local insurance brokers cannot offer the same premiums as a specialist haulage broker. If you find the cover is the same and your old broker has been overcharging you, then you need to firstly complain direct to them. If the matter is not then resolved, you will need to write to the insurance company itself.

It said no party has published any longor short-term initiatives to tackle such a significant cause of death among young people, despite road accidents being the leading cause of death for males and females between five and 19, and the third leading cause of death for both males and females aged 20-34 in England and Wales. “The general election would have been the perfect opportunity for the political parties to show what a commitment they had to cutting the numbers of young people losing their lives
in accidents that are entirely preventable,” said IAM chief executive officer, Sarah Sillars. “Instead, they’ve chosen to sweep the problem under the carpet and ignore the issue until they are pressured to talk about it by campaigners and the public.” The IAM pointed out the Labour Party’s manifesto talked about support for a longterm investment in strategic roads and addressing the neglect of local roads, while the Conservatives talked about an investment in funds to make cycling safer. Recently, the Labour Party said it would dedicate a £300 million fund to repair at least 24 million holes in the local road network over the next five years. However, according to Asphalt Industry Alliance, the backlog of
pothole repairs is £12 billion. An IAM survey conducted in March found tackling potholes was the number-one concern of respondents, with 70 per cent selecting this as a priority. Like the main two parties, the Liberal Democrats mentioned cyclists to the exclusion of other road users, but did say they would pursue ‘road safety measures to keep cyclists safe’. UKIP talked in their manifesto about only installing speed cameras as a deterrent in accident black spots. IAM said the Green Party was the only one of the major parties to have devoted any significant amount of space to road safety in its manifesto. It wants to ‘reduce the drink-

The charity also pointed out that the Scottish National Party had made no reference at all to any road safety issue in its manifesto. “Experts often talk about the first 100 days of a new government,” Sillars concluded. “The first 100 deaths will occur before the end of May.
