DRIVING TEST CELEBRATES 80 YEARS BRITISH DRIVING TEST TRIVIA OF SCHOOLING BRITISH MOTORISTS
T
he Driver and Vehicle Standards Agency (DVSA) is celebrating the 80th anniversary of the Great British driving test, which first put nervous drivers through their paces when it became compulsory on June 1, 1935. In 1934, there were just 1.5 million cars in use, but over 7000 people were killed on the country’s roads. Within a year of the introduction of the test, the number of deaths had fallen by 1000 – and according to the DVSA, the figure has continued to improve. “The driving test is a significant rite of passage, giving greater freedom and independence to generations of people across Britain,” said transport minister, Lord Ahmad of Wimbledon. “This country has a proud tradition of leading innovation and the driving test is just one example of us continually improving, making our roads some of the safest in the world.” The driving test still has some of its original elements, such as turning in the road or reversing, but has also seen significant changes. For example, from 1975 candidates stopped being tested on hand signals, and in 1996 a separate theory test was introduced, replacing questions asked by the examiner during the practical test. In 2002, a hazard perception element was added to the theory test, using video clips to test candidates’ awareness of hazards on the roads – this alone, said DVSA, has been credited with an 11 per cent reduction in crashes. Another major change took place in 2010, with the introduction of a 10-minute ‘independent driving’ section to the practical test, requiring candidates to show they can drive safely without turn-by-turn directions from their examiner. And in January 2015, computer generated imagery (CGI) replaced filmed video clips in the hazard perception test, allowing it to incorporate a wider range of hazards and driving environments. “The driving test has adapted over the years to stay up to date with modern driving, and we continue to keep it under review

UK driving test turned 80 on June 1 to ensure it is as relevant and effective as possible,” said DVSA chief executive, Alastair Peoples. “We have already made the test more representative of real-life driving by requiring candidates to show they can drive safely without constant directions from their examiner.” However, motoring body the RAC said even more could be done to make the test more relevant for modern motorists. “It is surely a matter of common sense to look at how the driving test relates to the real-world driving scenarios the modern motorist faces, including taking into account changes in technology,” said RAC head of external affairs, Pete Williams. “But we also need to take care to ensure the right new elements are included and the right old ones removed. “Research conducted for the RAC Report on Motoring has found 35 per cent of drivers didn’t feel the current test covered all the
skills required to cope with the demands of driving today. This indicates motorists themselves also believe the driving test is in need of refreshing. “For example, being tested on motorway driving has to be the right thing to do, but there is a logistical challenge in that not everybody lives close enough to a motorway to have lessons on them,” he said. “Also, if you then make night-time driving part of the test, as has been suggested, in reality the test would have to be split into two or three parts to accommodate that, particularly in the summer months and the light nights.” Williams concluded there should be some “significant thought” put into overcoming these challenges, and added the RAC was calling for a reform of driving education and the introduction of graduated driving licences, with a minimum supervised learning period.

ontainer haulage specialist Abacus Logistics in Southampton has switched truck supplier with the delivery of two new Euro 6 DAF XF 460 FTG Super Space Cabs. The top-spec DAF flagships, powered by 460 bhp PACCAR MX-13 engines, are already in service. According to the operator, they are returning an average of 9.3 mpg at 44 tonnes – an improvement of over 1.0 mpg over the company’s previous Euro 5 vehicles. The trucks were supplied by local DAF dealer Adams Morey and with five-year Hire Purchase funding packages from PACCAR Financial. Having installed DAF Telematics on both XFs, Abacus is now rolling out the web-based driver/vehicle monitoring system, developed with Microlise technology, across its entire mixed fleet of 25 artics. “We’ve been mightily impressed with fuel consumption figures from such a powerful
13-litre engine in the DAFs,” said company director, Paul Carr. “Big, we’re pleased to say, can be beautiful! Nine miles-per-gallon is a notable fuel milestone, particularly on our container work, and the figures speak volumes of the PACCAR MX-13 motor. “We put our two most experienced drivers into the new XFs,” he continued, “and they are thrilled with their new Super Space Cabs. Our other drivers keep asking when they might be getting their new DAF XFs! Well, we will require some replacements later this year and I can tell those drivers DAF will be high on our shopping list – and particularly if the funding package from PACCAR Financial remains so competitive.” Brother and fellow director, Peter Carr, added: “We haven’t had the two new XFs very long,” he said, “but the quality of service and the high level of customer support we’re receiving would suggest we’re at the start of a very long relationship with DAF and Adams Morey.”

orthern Irish supplier of quarry aggregates, concrete products and road contracting services, Northstone Materials, has ordered the first 12 32-tonne Renault Range C430 8x4s to join its DAFdominated fleet. Impressive fuel performance and additional payload were key factors in the company’s vehicle purchase decision, which followed a competitive tender process. The trucks, supplied by local approved Renault dealer Diamond Trucks, include six Range C430s fitted with Hymix mixer units and a further six with insulated tipping bodies by Colerainebased Farlow Engineering. A further six Range C430s are also on order. The Range Cs, which replace DAF, are on a five-year operating lease through Renault Trucks Financial Services. “Fuel performance is our main issue,” said commercial director, Richard McDermott. “We’ve had good experience with some Renault Premium tractor units on our fleet,

What’s your view? Star Letter RATES REVIEWED I am just about to rejoin the industry after 12 years away. The decision was somewhat forced on me, but I wasn’t too upset as for the last two years I’ve been hearing about a chronic driver shortage, which I believed would result in higher wages and better conditions for drivers. How wrong I was! I left the industry 12 years ago when I was a Class 2 driver, and am returning as a Class 1 driver – and it would appear wages have stood still in my time away. It’s all very well the RHA lobbying government for funds to train more drivers, but in my opinion, as an outsider, the main reasons for the shortage can only be tackled by the employers, if my experiences are anything to go buy. I am nearly 40, married and have three young children, so tramping is not an option for me – so I decided I’d look for day work, knowing my earnings would not be as high as they could be. My first issue was trying to
find companies that were actually looking for drivers, as most of them seem to have something against actually advertising vacancies and rely on drivers going to them and asking about work. I have only seen a handful of adverts in the press. This seems insane for an industry in the hold of the ‘worst driver shortage ever’. The biggest shock, however, was reserved for when I was offered my first job. I was told the pay was £7.75 per hour, and that as a day driver, I would work 13 hours a day minimum. Maybe I’m being naive, but straight away I can see a reason for the driver shortage: insulting pay and stupidly long hours. I payed over £1400 for my Class 1 lessons and then had to fork out a further £300 of my own money to complete my Driver CPC, so to find out that was considered only good enough to be paid just over the minimum wage was a bit of a shock. Given the importance of the work drivers do and the fact the
country would grind to a halt without trucks, I personally think it’s quite acceptable to expect no driver to be on less than £10 an hour. But when even massive companies pay less than that, I don’t see it happening. Fortunately, I have found an employer who does pay £10 per hour and an enhanced rate for overtime, but from what I’ve seen this company is in a very small minority. Yes, the Driver CPC would appear to be another moneymaking machine for the government, and yes, I can see why the extra expense it involves for some drivers could have added to the driver shortage. But I think the RHA needs to take a long, hard look at the companies it represents before going to the government and asking for money to train more drivers, because as much as I hate to say it, the industry does not look attractive to an outsider at the moment. A number of queries have come from drivers engaged in international operations who are concerned whether or not the rules regarding the use tachographs and drivers’ hours compliance vary between member states of the European Union – in particular, those rules relating to break and rest provisions while using a vehicle which is in scope of tachograph laws. I have been told on several occasions that officers or enforcement officials sometimes appear to have a different interpretation regarding breaks or rest periods. However, if you are undertaking a journey which is subject to tachograph laws, then the laws regarding breaks and rest should be the same in each Member State. The laws relating to minimum rest requirements and maximum driving times are contained in Articles 6 to 9 of the European Regulation 561/2006. So I thought it might be useful to run through some of these areas which have been subject to misunderstanding. The Regulations state that after a driving period of no more than 4.5 hours, a driver must take a break of at least 45 minutes unless that driver is taking a rest period. The break, which is taken in a 45-minute block, must not be interrupted. However, it is possible to replace the full 45-minute break by one break which must be at least 15 minutes long, followed by another break which must be at least 30 minutes long. These breaks must be distributed over the 4.5-hour period.
You should note that any breaks which are less than 15 minutes will not contribute as a qualifying break, nor they will not be counted as duty time or driving time. When taking a split break, it must be remembered the second period of break has to be at least 30 minutes in length. This is regardless of how long the first portion of split break has been (although the first portion must be at least 15 minutes long to qualify). So to reiterate, the second portion of the split break must be at least 30 minutes. Once a fully qualifying 45-minute break has been taken, or qualifying split breaks totalling 45 minutes have been taken, that will wipe the slate clean. You should be aware that breaks are defined as being any period during which a driver may not carry out any driving or any other work and which is used exclusively for recuperation. A daily rest period is defined as meaning the daily period during which a driver may freely dispose of his time, and covers a ‘regular daily rest period’ and a ‘reduced daily rest period’. A ‘regular daily rest period’ means any period of rest of at least 11 hours. Alternatively, this regular daily rest period may be taken in two periods, the first of which must be an uninterrupted period of at least three hours, and the second an uninterrupted period of at least nine hours. The ‘reduced daily rest period’ means any period of rest of at least nine hours, but less than 11 hours. A driver may have at most three reduced daily rest periods between any two weekly
rest periods. Article 8 of Regulation 561/2006 which states that within each period of 24 hours after the end of the previous daily rest period or weekly rest period, a driver shall have taken a new daily rest period. A stated above, if the portion of the daily rest period which falls within that 24-hour period is at least nine hours, but less than 11 hours, then the daily rest period in question shall be regarded as a reduced daily rest period. A daily rest period may be extended to make a regular weekly rest period or a reduced weekly rest period. The Regulations do make a provision for daily rest to be taken in connection with a ferry or train journey. However, this is upon the condition that the driver has access to a bunk or couchette. The way in which a daily rest may be taken in connection with a ferry or train journey is that a regular daily rest period – that is, a period of at least 11 hours – may be interrupted no more than twice and for no more than a total of one hour in connection with a ferry or train journey. Article 9 is the relevant provision and is worded as follows: ‘Where a driver accompanies a vehicle which is transported by ferry or train, and takes a regular daily rest period, that period may be interrupted not more than twice by other activities not exceeding one hour in total. During that regular daily rest period the driver shall have access to a bunk or couchette.’ If you experience a situation in which the laws appear to be interpreted differently, please let me know. ollisions on motorways involving foreign trucks have increased by 14 per cent since 2012, according to new statistics. Data from motoring group Accident Exchange showed trucks from Poland and Germany were the most accident-prone by some margin – Polish lorries represented 15.7 per cent of accidents, while German vehicles followed with 13.1 per cent of truck collisions. HGVs from Spain were involved in 8.45 per cent of incidents. The M25 saw more foreign lorry accidents than any other road in the UK, followed by the M6 and the M1. City and town centre locations represented over a third of accidents. The figures indicated nearly 1100 crashes involving foreign trucks took place on the UK’s motorway network in 2014, which represents
an increase of 14.3 per cent since 2012. Across all road types, estimates put the number of foreign truck incidents at 3100 – or nearly nine per day. “This worrying statistic shows a collision with a foreign lorry is an increasingly real possibility,” said Liz Fisher, director of sales development at Accident Exchange. “A heavy goods vehicle in unfamiliar territory can be a danger. “While safety is the paramount concern, getting involved in an accident with a vehicle from abroad can also lead to frustrating and difficult administrative complications,” she added. Accident Exchange said it handled 110,000 collisions between 2012 and 2014 and found the proportion of accidents involving foreign triucks on the motorway had increased to over one per cent.

CLANCY STICKS WITH TRAKKER IN £1.5M IVECO DEAL C lancy Plant Hire, one of the UK’s largest operators of Iveco Trakker eight-wheelers, is growing its fleet with a £1.5 million order for 23 new Euro 6 Trakker rigids – including 14 replacements and nine additional vehicles – for delivery in the second half of 2015. The firm currently operates more than 60 Trakker 8x4s and provides all Clancy Group plc companies, including Clancy Docwra, with vehicles and plant for operation on major utilities and development contracts across the UK. Before placing the order, a team from Clancy evaluated options from multiple manufacturers. ”Clancy Plant Hire has enjoyed a long history with Iveco,” said director of plant and transport, Bernie Stack. “Our research showed us that moving away from Iveco would simply be making a change for change’s sake. The Trakkers offer us competitive whole-life costs, strong residuals, and most importantly they don’t give us any trouble.” Clancy Plant Hire uses its on/off-road Trakker fleet intensively. Each vehicle
clocks-up around 40,000 miles a year and is in operation up to seven days a week, with some being double-shifted around the clock. Once the new trucks are in service, they will remain with the company for between five and six years and join a fleet of more than 1400 commercial vehicles and 10,000 plant assets. Bodybuilding slots have been scheduled with Thompsons commencing this summer, and every truck will be mounted with an HMF crane. They will also be fully Transport for London compliant, with a bespoke on-board camera and audible warning system for maximum safety. Clancy Plant Hire operates its own authorised Iveco workshop, enabling the company to undertake its own servicing, maintenance and warranty work across the Iveco range. The enforcement campaign will see police across England and Wales stepping up roadside alcohol and drug checks, and warning the public about the risks. Road safety charity Brake is backing the campaign, and said that as the weather improves over the summer, some people may be tempted to have a drink as they travel to and from BBQs, festivals and other events. However, it is urging everyone to leave the car at home or ensure they have a completely sober designated driver for summer festivities, and to look out for friends and family by making sure they plan ahead to get home without putting lives at risk. “We believe drink driving is becoming more and more socially unacceptable in the UK, further aided by the lowering of

ortlethen, Aberdeen-based bulk liquid hauler William Nicol has taken delivery of a pair of topspec Mercedes-Benz Actros 2563 GigaSpace tractor units with the German manufacturer’s most powerful 625 bhp OM473 15.6-litre, six-cylinder engine. Resplendent in William Nicol’s traditional livery – the company celebrates its 80th anniversary this year – the new trucks also included eye-catching extras such as chrome lightbars and accessories, and haul polished stainless steel Magyar tankers. William Nicol’s first Actros have joined a fleet of 50 tractor units and 80 tank trailers, and haul chemicals, waste oil, animal tallow and other commodities nationwide. The company is so pleased it has already returned to MBCV Aberdeen with an order for two more identical vehicles. “We’ve had the odd Mercedes-Benz in the past and they’ve always been good, solid trucks,” said Keith Nicol, a director of the family business. “They also command strong residual values – I buy and sell used vehicles and there’s always competition for anything with a threepointed star on the front. “This also explains why we tend to specify bigger engines; they’re what second-hand buyers, particularly ownerdrivers, want. But they also make short work of the hilly terrain and long distances we have to negotiate on runs to the south of England.” Nicol said the firms values it drivers

The fiercely contested game was played out in front of a crowd of around 52,000, and millions more tuned in to watch on Sky. uropean logistics and haulage specialist Online MBT has put a new DAF LF rigid truck mounted with a Carrier Transicold Supra 850 refrigeration unit on the road as the latest addition to its expanding temperature controlled fleet. The Supra 850 unit joins a fleet of 35 refrigerated vehicles operated by Online MBT and will be used primarily to deliver large payload temperature-sensitive pharmaceuticals to destinations across Europe and as far as Kiev and Moscow. The fleet will soon expand further with four additional assets on order, including two triaxle trailers with powerful Carrier Transicold Vector 1950 refrigeration units and a pair of vans with Xarios 350 refrigeration systems. The expansion of its reefer fleet follows a surge in demand for transporting high-value pharmaceutical loads – a niche area where Online MBT has extensive experience. “I have been specifying Carrier Transicold units for 41 years and have gradually introduced them to Online MBT during my
five years with the company,” said Conrad Garrett, transport manager, Online MBT. “I’m continually impressed with how well engineered the units are, and the service support throughout Europe and Russia is first class. With satellite tracking and a remote temperature monitoring system in place, we can guarantee our customers at any given time that their cargo is safe and being maintained at the correct set point.” The DAF truck has been specified with Solomon bodywork, a tail-lift and full air suspension to protect even the most delicate of loads. It is expected to remain in service for the next four years and will be on the road up to seven days a week, covering around 120,000 miles a year. Online MBT was formerly known as Mike Beer Transport and operates out of three sites: London, Dover and Cologne, Germany. It is now part of Online Group, which was formed in 1983. Online Group operates a combined fleet of 300 commercial vehicles.
SPAR JOINS ROADCHEF FOR SERVICE STATION SNACKING

K motorway service area operator Roadchef and convenience store group SPAR have announced an agreement to introduce SPAR stores as an additional offering to serve the 46 million visitors who stop at Roadchef’s sites each year. The agreement will launch with two test stores at Strensham on the M5 and Northampton on the M1, with the Strensham store opening at the beginning of July. Roadchef said it anticipates that following a successful trial, the brand will be introduced to its major roadside locations within the next few years. The firm said its new SPAR stores will offer drivers more ‘artisan’ products that will meet an increasing demand for a wider range of healthy, fresh produce at motorway service

REALITY SERIES SEES VOLVO ON TOUR

olvo Trucks is enlisting the help of hip-hop soul artist Mapei to create a new set of reality TV-style videos covering a nine-day road-trip through Europe, which will be used as part of the Swedish truck manufacturer’s new marketing campaign. On the trip, the artist will record a new music video with director Liza Minou Morberg, with help from a truck filled with props and top driver Jens Karlsson from The Epic Split. The results can be seen in the YouTube TV series Reality Road, which began broadcast online on Thursday, June 11 at www.youtube. com/VolvoTrucks “With Reality Road, we want to show the strength of our service offerings,” said Per Nilsson, director public relations, Volvo Trucks. “For a truck to stay on the road, the services that are linked to it are just as important as the vehicle itself. At the same time, we want to produce TV entertainment that attracts a wider audience and – as far as I know – no other company has used reality TV for marketing purposes.” During the series, Mapei will record a music video for her new song millionwaystolive,

which will be featured on her album due to be released later this year. Over the course of nine days, she will travel all the way from Sweden to Italy – a journey of more than 2500 miles (4000 km). “My task in the series is to drive the truck and make sure the trip is carried out as safely as possible; and also to show what working as a truck driver really means,” said driver, Jens Karlsson. “I have been on camera before, but this was really something completely different.
Previously, I just drove and didn’t have to talk in front of the camera.” In addition to seeing Volvo’s services being put to the test in various ways, viewers can follow Mapei as she gets acquainted with the challenges of the trucking industry. Among other things, she performs with drag show artists on a truck ferry to Poland, arranges a spontaneous gig in the suburbs of Paris and accompanies a two-wheel Volvo FH stunt in Berlin.
DRIVER CRISIS AFFECTING 3/4 OF OPERATORS
P
rofessional logistics and transport body the Chartered Institute of Logistics and Transport (CILT) has published findings from a recent Logmark survey addressing the current driver shortage. Over 100 participants from companies including Norbert Dentressangle, Marks & Spencers, Doddle, Mark Thompson Transport Ltd and Premier Foods took part in the survey, which found 74 per cent of members surveyed said their organisation was experiencing a shortage of skilled drivers. The survey revealed the driver shortage was a UK-wide issue, with 61 per cent of respondents claiming they use agency workers regularly throughout the year to top up their pool of drivers. Just over half (51 per cent) of those surveyed said they have failed to recruit drivers over the last 12 months, and nearly 60 members claimed industry image and perception was a significant factor in the driver shortage. The average age of the participant’s drivers was revealed as 47 years old. But the survey also served to highlight operators could do more to attract and retain drivers. A total of 58 per cent of respondents said they were not recruiting any trainee drivers, and 22 per cent said they do not finance Driver CPC for their drivers. Indeed, a further 56 per cent said they do not provide in-house training for goods vehicle licence acquisition. A total of 89 per cent of those surveyed said they thought the government is not doing enough to highlight and deal with the driver shortage crisis. However, 80 per cent also said they believed it was the responsibility of business to find solutions to the issue.

I currently carry general goods in my 3.5-tonne van with only one or two drops per day, and have been offered some multi-drop and courier work. Will this affect my insurances? It is essential that you advise your motor, liability and transit insurers of this intended new work, as multi-drops are a very different risk to that of carrying palleted general goods. It is quite possible there will be increased insurance premiums dependent upon how much of your future work will be multi-drop/courier. Your goods in transit insurance may be restricted to RHA conditions at the moment at just £1300, and this may well need to be increased to an all-risks cover for a specific sum insured as required by your new customer.

Firstly, I would think the interest rate offered by a finance company through your dealer will most probably be very close to that offered by a High Street bank; indeed, it could be fractionally lower. If you are buying a new or nearly new vehicle, it is quite possible there could be a definite saving of interest by using the dealer’s preferred finance company. In addition, I am a believer in not having all of your financial eggs in one basket, and for this reason alone I would be leaning towards the finance company option. If you experience financial difficulties in the future and your overdraft, vehicle loans and even home mortgage is all with the bank, you can be left in a difficult position – whereas having your borrowings with different providers does at least give you options.
I have been offered some hazardous chemical work and I know I will need to inform my insurers, but just wondered if this is likely to double my premiums? Not surprisingly, it will depend upon your particular insurance company, as some are very hesitant about any hazardous chemical carrying. It is important to find out if you will be carrying part of full loads, which categories, and how often. If it will only be part loads and only on occasions, some insurers will be happy to include this work without charging any additional premiums. In addition to advising your vehicle insurers, do remember it is of equal importance to advise your liability and transit insurers. There are specialist hazardous chemical insurance schemes which offer highly competitive premiums, so it will certainly be worth while giving me a call for a comparison quotation.
HE BRINGS NEW DART CROSSING RULES INTO EFFECT
H
ighways England is alerting drivers that a new traffic safety system will come into operation in mid-June at the Dartford Crossing, which follows the introduction of the new Dart Charge system. According to HE, drivers of large vehicles or those carrying dangerous loads who do not comply with the new safety measures will be stopped and their journey delayed. The A282 Dartford Crossing links the M25 motorway between Dartford in Kent and Thurrock in Essex. It crosses the River Thames, east of London. HE said it is introducing a new traffic safety system on the northbound carriageway on the approach to the tunnels to prevent certain oversized vehicles from using the crossing. It will also identify dangerous vehicles that require an escort, and stop vehicles entering the tunnels in the event of an incident. Up to now, such vehicles were stopped at the payment booths. But now the payment system has changed and the booths are being removed, HE said its new traffic safety system will undertake the job. HE has installed signs at the Crossing which explain the restrictions and advise drivers of oversized vehicles or those carrying
dangerous loads what route or lane to take. If they do not comply, HE said its new system will identify the vehicles and trigger a series of traffic signals and barriers that will stop the vehicle safely and “extract” them as quickly as possible. Drivers of oversized vehicles travelling northbound towards the tunnels must get in the correct lane after Junction 2 and before Junction 1a, as it will not be possible to change lanes after Junction 1a. Height restrictions are 4.8 m for lanes 1 and 2 (left-hand lanes), and 5.0 m for lanes 3 and 4 (right-hand lanes). HE said drivers who are in the wrong lane will be stopped and escorted off the road. They could also receive a fine and points on their driving licence. If a driver’s vehicle height is less than 5 m, they will be instructed to go back to Junction 1b to re-approach in the correct lane. Vehicles above 4.8 m can no longer join the approach road to the tunnels at Junction 1a. The new rules state drivers of vehicles higher than 5 m must not attempt to use the tunnels and should use a different route. Drivers of vehicles wider than 2.75 m, or longer than 18.75 m, must exit at Junction 1a and follow the ‘hollow diamond’ symbol
