WOODRUFF’S FM MIXES IT OFF ROAD

ardiff-based P&T Woodruff Haulage Ltd has increased its fleet to three with the acquisition of a Globetrotter LXL cabbed Volvo FM-450 8x4, 8 m³ truck mixer. The vehicle, which was supplied by Truck and Bus Wales & West, Pontypridd, operates on behalf of Hope Construction Materials across the South and East of England, as well as South Wales. Tim Woodruff, who runs the company with his brother Philip, said the new FM-450, N3G X-High with straight front axles and B-Ride parabolic steel rear suspension is proving productive off-road on construction sites: “I drive the FM and the ground clearance is fantastic thanks to the straight front axles and high chassis,” he said. “This FM also has very good approach and departure angles and is proving to be very capable in deep mud and on wet sites. “I’ve had to take it through axle-deep
mud and water on a number of occasions and the excellent traction and ground clearance have been much appreciated, as have the Bridgestone L355 tyres on the drive axles. The turning circle is very good too,” he added. P&T Woodruff’s new FM 8x4 is equipped with manual 12-speed gearbox. While the Durabright polished aluminium wheels and the 11-litre D450K engine rated at 450 bhp boost payload capability, the cab side extender air deflectors were added for cosmetic reasons. Annual mileage is low at around 65,000 km, though Woodruff specified the Globetrotter LXL cab with 2.1 m internal height and extra storage lockers, as he spends four nights out each week in the cab. The full-length chassis infill was also spec’d with chequerplate to prevent damage from stones thrown up by the tyres.

STUDY FINDS TRANSPORT INDUSTRY SHORT OF APPRENTICES
N
ew research has found that despite the current shortage of skills and new talent in the road transport industry, just 40 per cent of SMEs in the UK transport sector are currently offering apprenticeships. According to data published by Close Brothers, 55 per cent of transport firms that do take on apprentices said it gives them access to the best young talent, while a further 25 per cent claimed it allows them to develop skill sets the business may be lacking. One in 10 SMEs said apprentices improve business productivity. “Our statistics seem to suggest that while the level of transport firms offering apprenticeships is on the low side, those who do participate in this kind of scheme see some very clear benefits,” said John Fawcett, managing director of Close Brothers’ Transport Division. “To ensure the industry is as effective and efficient as it can possibly be, particularly in terms of operating costs, it’s important to consider whether or not your workforce is as agile as it can be – and that your employees have the skills necessary to develop the business moving forward. “Apprenticeships could prove an excellent way to address any skills gap you might identify within your business,” he concluded. A 2014 report from think tank Demos estimated Britain’s GDP would improve by £4bn a year if apprentice numbers were increased to similar levels to that of Australia and Germany.

ritish tipper bodybuilder Thompsons has achieved what it is calling “a major breakthrough” with Thompsons of Prudhoe, one of northern England’s major tipper operators, after supplying the firm with two new FMXs with all-steel Loadmaster Lite bodies. The Northumbria-based company runs 80 eight-wheelers, and this is the first time Thompsons of Prudhoe has chosen its namesake bodywork. “We are always looking to improve our tipper fleet specifications,” said transport manager, Ronnie McGrouther. “These days it’s pretty hard to avoid Thompsons’ reputation for building tipper bodies that are exceptionally strong, durable and long-lasting. “We buy trucks to run and keep in the long term, not just the first three years when most things are covered by warranty. Actually choosing the Loadmaster Lite model as the optimum body for our new Volvos wasn’t that difficult – it has a totally proven reputation while still offering a very acceptable payload potential.” A multi-purpose body design, Loadmaster
Lite is capable of handling everything from sand and gravel quarry work through to muckaway and demolition. Specified with heavy-duty 5 mm Hardox floors, higher-than-standard 1.225 m singlepiece sides, electric sheeting and caboperated Auto-Loc tailgates, the new 410 bhp sleeper-cabbed FMXs tare off at 13,270 kg, affording 18,500 kg carrying capacity. “In the old days, our new tipper chassis were usually fitted with alloy bodies,” McGrouther said, “and when these wore out and the trucks got older, we’d fit them with steel bodies made by ourselves as they’d spend the rest of their working lives on heavy-duty work such as site clearance and demolition. Of course, we can’t do that now, so more and more we’re looking for trucks that give us the best possible versatility, durability and longevity – all in a single package. “We have great hopes for the Loadmaster/ FMX combination, if only because we know it’s already a highly successful package for other operators around the UK,” he concluded.

ogistics firms believe their businesses will grow between 10-15 per cent over the next five years, thanks to the vote of confidence in electing a majority Conservative government. Ahead of the government’s Emergency Budget, hauliers from up and down the country have made their voices heard in a new post-election poll commissioned by UK and European palletised freight network, Pall-Ex. However, half of all business owners questioned felt unable to comment on the abilities of the transport secretary, despite Patrick McLoughlin returning to the role for a second consecutive term. Kevin Buchanan, group managing director at Pall-Ex, commented on the transport secretary’s appointment earlier this year, imploring the Conservatives to invest more and be tougher on drivers from the Continent avoiding road tax. “It’s our members who are at the forefront of our service, as they deal with retailers and customers every day,” Buchanan said. “If
hauliers struggle with new policies initiated by this Conservative government, the backbone of supply chains in all sectors will be at risk. The government needs to listen to these concerns and act accordingly.” Hauliers also echoed the fears of the Pall-Ex MD by listing skills, training and fuel costs as their top three priorities affecting the industry. However, three quarters of firms are not concerned that a focus on HS2 would have a negative impact on investment in road networks and motorway infrastructure. Pall-Ex operates internationally, with hubs in Spain, France, Italy and Romania, and it said its members are in two minds about whether the UK should continue to be a part of the European Union. “In the upcoming budget, we would like to see the government provide greater support for small and medium sized businesses by encouraging access to long-term growth capital,” Buchanan added. “We must also ensure that as a country, we maintain our status as a flexible labour market, particularly if we stay within the EU.”

ontainer operator Maritime Transport has commenced deliveries of a 120-tractor unit order for Euro 6 DAF XF 460 FTG Super Space Cabs. With 70 already delivered, the balance will be in service with the Felixstowe-headquartered operator by the end of September. These latest DAF XFs, comprising additions and replacements, take Dutch marque’s presence in the Maritime fleet to around 20 per cent in a fleet totalling over 1000 trucks. According to the operator, the initial batch of Euro 6 XFs are already returning improved fuel figures over their Euro 5 counterparts and, with DAF’s new Predictive Cruise
Control specified on 70 units, Maritime is hoping for even greater returns. “DAF is forecasting even better fuel economy from its Predictive Cruise Control, and we’re looking forward to seeing that translate into real-time operations,” said fleet engineer, Stuart Wardlaw. “Encouragingly, the latest XFs are outperforming their Euro 5 stablemates at the fuel pumps. “Selecting the right vehicle and specification plays an important part of the driver experience at Maritime,” Wardlaw continued. “The new DAF is an exceptionally good design and the Super Space Cab provides excellent comfort – and our drivers simply love them.”

In 10 days, their aim is to climb the three highest mountains in the
UK (in 24 hours), cycle 1407 km from John O’ Groats to Land’s End (in approximately six days), and finish with the Humber Bridge Half Marathon. The boys are raising money for two absolutely deserving charities: The Ellie’s Wish Foundation (Hull), a charity set up to help and support children with life-threatening heart conditions; and The Macmillan Survivorship Programme, which has been set up to help and support cancer patients and their families. In particular, he runs a business which operates on a restricted goods vehicle operator’s licence, and stated that as such, sometimes his drivers get confused about the driver’s hours rules as they are not hauliers. The queries he had related to daily rest periods and what records should be kept if a driver is travelling to pick up a vehicle which will be in-scope of the tachograph regulations. I will give some detail on the issues, but first it is important to remember that for all goods vehicle operator’s licence holders when they are applying for a licence, they make an undertaking to the traffic commissioner. The undertaking used to be worded as follows: “To make proper arrangements so the laws relating to the driving and operation of vehicles used under a licence are observed and that the rules on driver’s hours and tachographs are observed, proper records are kept.” Now it is worded on the application form (GV79) for a goods vehicle operator’s licence as follows: “I understand that by signing the application I am accepting the undertakings below; that they will be recorded on the licence; that failure to comply with the conditions or undertakings recorded on the licence may result in the licence being revoked, suspended or curtailed; and that failure to comply with these conditions is also a criminal offence. ● The laws relating to the driving and operation of vehicles used under this licence are observed; ● The rules on drivers’ hours and tachographs are observed, proper records are kept and that these are made available on request.”
The undertaking makes the point that the regardless of which type of licence you are applying for, the requirement for compliance with driver’s hours is the same. Moving on to the query regarding daily rest, the rules regarding daily rest periods for tachograph driving are to be found in REGULATION (EC) No 561/2006. At Article 4(g) it says the following about daily rest: A ‘daily rest period’ means the daily period during which a driver may freely dispose of his time and covers a ‘regular daily rest period’ and a ‘reduced daily rest period’. A ‘regular daily rest period’ means any period of rest of at least 11 hours. Alternatively, this regular daily rest period may be taken in two periods, the first of which must be an uninterrupted period of at least three hours and the second, an uninterrupted period of at least nine hours. A ‘reduced daily rest period’ means any period of rest of at least nine hours, but less than 11 hours. At Article 8, it further states a driver shall take daily and weekly rest periods. Within each period of 24 hours after the end of the previous daily rest period or weekly rest period, a driver shall have taken a new daily rest period. If the portion of the daily rest period which falls within that 24-hour period is at least nine hours, but less than 11 hours, then the daily rest period in question shall be regarded as a reduced daily rest period. A daily rest period may be extended to make a regular weekly rest period or a reduced weekly rest period. A driver may have at most three reduced daily rest periods between any two weekly rest periods.
So, that is the law on daily rest Ð and it can be seen that taking daily rest, within a 24-hour period, in such a way that it is taken in two uninterrupted periods, with the first being at least three hours and the second being at least nine hours, is not only a daily rest period, but also it is a regular daily rest period and not a reduced daily rest period. An example of taking rest this way would be if a driver arranged work in the following way: Driving and other work (and breaks) for eight hours; then rest for three hours; then driving and other work (and breaks) for four hours; finally, rest for nine hours. In relation to how a drover should record a journey to a vehicle which is in scope under Article 9 of the Regulation (EC) No 561/2006 is a provision which relates to drivers and to their duties and their obligations to record duty time. The article in question is Article No 9 (2) and 9 (3). Article 9(2) states that any time spent travelling to a location to take charge of a vehicle falling within scope of this regulation, or to return from that location, when the vehicle is neither at the drivers home nor at the employer’s operational centre where the driver is normally based, shall not be counted as a rest or break unless the driver is on a ferry or train and has access to a bunk or couchette. Article 9(3) states that any time spent by a driver driving a vehicle which falls outside of the scope of this Regulation to or from a vehicle which falls within the scope of this Regulation, which is not at the driver’s home or at the driver’s operational centre where the driver is normally based, shall count as other work.

PEER-TO-PEER DELIVERY TO “SHAKE UP” UK NETWORK
N
orwegian firm Nimber has launched an online peer-to-peer delivery service in the UK with which it aims to “shake up and disrupt” the country’s established delivery network. The business has been operating in Norway for two years, where it reported having enlisted 30,000 members and delivered thousands of items through its community of ‘bringers and senders’ – individuals tasked with ferrying packages to people as part of their usual day-today travel. According to Nimber, some of the most popular items delivered via its Norwegian network include beds, sofas and bicycles, plus more eclectic items such as treadmills to toilets. With the removal of price control caps on the majority of Royal Mail products, and its subsequent privatisation, Nimber said it provides the British public with “a more convenient, tailored, personalised and social” approach to domestic delivery. The company said it was out to “disrupt the UK delivery sector” by exploiting what it called the
UK’s “sharing economy” to offer “a reliable, viable and typically cheaper alternative to those currently monopolising the marketplace”. The launch coincides with established delivery businesses exploring more innovative delivery options which bypass traditional methods – for example, Amazon’s experiments with delivery drones, and Google’s investigations into the use of robots to send items. To use the service, ‘senders’ enlist another member to deliver an item as part of a commute or regular journey. Nimber said the system enables it to make use of existing car and van capacity – and potentially other vehicles as well, including trucks. The ‘sender’ pays a fee directly to the ‘bringer’, which Nimber said is typically cheaper when compared to other options, such as the Royal Mail or courier services. “With the increasing cost and limitations of delivery services such as the Royal Mail, we think it’s time to shake things up and disrupt the sector with our unique offering,” said Nimber’s CEO, Ari Kestin.

cania has said it is gearing up to begin testing electric trucks on Sweden’s Gävle Electric Road project in February 2016. The electric road system recently received approval from the Swedish Transport Administration, and is intended to demonstrate and evaluate conductive technology, which involves electrical transmission through overhead lines above vehicles equipped with a pantograph power collector. The Swedish government has invested in the Gävle Electric Road project as part of its goal to facilitate an energy-efficient and fossil-free vehicle fleet by 2030. The project consists of about SEK 77 million in public financing, combined with about SEK 48 million in cofinancing from the business community and the Gävleborg region. Scania’s trucks will operate goods transport services on a 2 km test route, which is being built between the Port of Gävle and Storvik along European highway 16. The trucks are equipped with an electric hybrid powertrain developed by Scania. Power to the trucks is transferred from

argotec subsidiary Hiab has launched new Z-HiPro 191 and Z-PRO 171 cranes which can be folded into a Z position and parked behind the driver’s cab with its tools still attached. Billed by the manufacturer as the ‘Swiss army knife’ of cranes, the new models have been designed for applications where speed, efficiency and a high number of load cycles are typically required – eg, digging, filling, waste handling and other light tool operations. The boom features internally mounted hose-routing and chain-driven extension system, and an HPL link between the crane tip and tool provides hose protection to reduce downtime. “The compact design of the Z-series allows an easy fit onto modern compact trucks with limited installation space,” said Hans Ohlsson, director, medium range cranes. “The cranes are fast and precise

plot to smuggle over a tonne of shisha tobacco into the UK inside bags of charcoal has ended with a London businessman being sentenced. Qualified barrister, Mohammed Shaikh, 27, of Hounslow, was working as a Hatton Garden jeweller when he was arrested by HMRC investigators in December 2013, after the hidden tobacco was found in a truck at the Port of Felixstowe. The load was headed for a private address in Rochford, Essex, where Shaikh was apprehended by HMRC officers and the shisha was seized. A computer was also seized during a search of his home address, which was found to have been used to design the sacks the tobacco was hidden in. HMRC said the smuggled tobacco would have cost an estimated £106,000 in lost duty and taxes.

A drive around the outskirts of Madrid in a new Stralis revealed just how much better the Euro 6 motor is over the Euro 5 version. In-cab noise levels match the emissions from these new motors – ultra-low. Integration of the common rail and injectors into the cylinder head certainly has had a noticeable effect. We beat getting tangled up in Madrid’s rush-hour – just – but we rarely reached full road speed as we had to thread our way through what was at times fairly heavy traffic. Annoying, but what it did illustrate is just how adaptable new Stralis is. It’s primarily designed for the long-haul market, but when you get to the destination, it usually entails finding your way down similar roads to reach trading estates, stores or other outlets and commercial premises. And it copes under these conditions no bother. Ride and handling are superb, while torque delivery even at low speeds – and with a well-matched engine/ automated transmission – ensure crawling around busy traffic-filled urban streets can be accomplished with minimal stress to the driver. New Euro 6 Stralis is quieter, more comfortable and, if suggested initial fuel figures are anything to go by, it’s cheaper to run. The truck has a very stable platform, it corners exceptionally well, will stop on a sixpence (well, almost), and the well-proven ZF EuroTronic automated transmission makes driving the truck a breeze.
TRAINING ON THE GO Another weapon the new Stralis’s armoury is a Driving Style Evaluation tool which, when connected to Iveconnect Fleet system, allows the operator or fleet manager to remotely assess the performance of each driver and vehicle. The system works by constantly monitoring and assessing driving style. It processes data acquired by the engine and vehicle and uses a special step-by-step analysis procedure developed by Iveco to provide feedback in real time. Driving style assessment and suggestions for changes that will reduce fuel consumption are displayed on screens on the dash, so the driver can react and improve while on the move. Iveco claims fuel savings of between five and 12 per cent can be made using this system.

You will firstly need to advise your motor insurers as to which countries you will be travelling through and what goods you will be carrying. They will then quote for a temporary Green Card, and when the work becomes more regular, then you can opt for the full annual cover. You will also need to advise your Liability and Goods in Transit insurers of the European work, as this will also increase their premiums. Finally, it would be advisable to have breakdown insurance cover, which
is sometimes available through your vehicle insurers.

enault Trucks has demonstrated a new prototype GPS-based service in Lyon which it has developed to provide truck drivers with real-time and predictive updates on traffic conditions in urban areas, as well as advice on economic driving to reduce the impact trucks have on urban traffic. As a partner in the Optimod’Lyon project, initiated in 2012 by the Lyon Metropolitan Council and designed to improve the flow of urban traffic, the French manufacturer created the SmartFreight prototype for HGVs which compiles data supplied by the Lyon Metropolitan Council and provided by the vehicle itself to help drivers pick the most efficient route and drop sequence
in urban areas based on prevailing traffic conditions. Renault tested two modules during the project. The first is a driving aid, which analyses the driver’s driving in real time, suggests ways of improving it and provides an assessment of performance for each journey. The second is an advanced navigation module allowing drivers to consult traffic conditions on their smartphones in real time or at a specific time, taking into account traffic problems caused by roadworks on the route as well as the identification and availability of delivery bays. “We may sometimes forget it, but trucks make an essential contribution to a city’s life,” said Renault Trucks’ senior VP, Bernard Modat. “For many years now, we have been working to reduce the impact they have on traffic as much as possible. “The Optimod’Lyon project allowed us to test new services for drivers and make our contribution to improving traffic flow in urban areas,” he added. “Going forward, we are planning on developing the uniformisation of this data and services for other European metropolitan areas.” Renault’s prototype tech delivers the latest traffic and routing data to drivers
