MAN Transport said it’s pleased with the fuel economy of new FH

ith the arrival in July of another two vehicles, a total of five new Volvo FH500 6x2 tractor units will have joined the 28-strong vehicle fleet of Northampton-based international haulier, MAM Transport since May. The five new Volvos are additional vehicles, ordered to cope with recently won extra business and growing demand for the company’s groupage and general haulage services, according to MAM transport general manager, Chris Williamson. “Our trucks are double-shifted and work on a mixed schedule comprising a wide variety of loads, from full loads and heavy product to parcels,” Williamson said. “The latest Volvos are averaging 9.6 mpg.” To further improve fuel and tyre mileages, the firm’s latest FHs are fitted with Michelin X Line ‘Energy’ tyres. MAM Transport has been using Volvo’s Dynafleet telematics for five years and the
company’s drivers are using it as a means of monitoring fuel and providing feedback on driving technique. According to Williamson, this means even the company’s five-year-old FH tractor units are still returning in the region of 10 mpg on a similar combination of duties. All the latest FHs, which feature a new livery, are on Volvo’s Gold R&M contract with the Uptime Assurance package. “Our policy is to use Volvo’s Repair & Maintenance contracts,” Williamson said. “We have taken out a two-year extension on the original five-year contracts for the ‘Classic’ FHs in the fleet. We choose to have the Volvos serviced at the Wellingborough dealership on Mondays. This suits our operation as it’s a relatively quiet day for us.” “We are looking at going 100 per cent Volvo over the next few years. We like Volvo’s reliability and we’re happy with the fuel returns,” he concluded.

TRUCK CLUB CELEBRATES 50th ANNIVERSARY
A
round 40 members of one of the UK’s longest-established clubs for lorry enthusiasts, the Commercial Vehicle & Road Transport Club, gathered in the Cedar Suite of the Manor Plus Hotel at Meriden, near Coventry on Saturday evening, July 18, to celebrate their 50th anniversary. Established in 1965, the CVRTC began with a small group of dedicated haulage enthusiasts who formed themselves into an organised network to share information with the aim of expanding their knowledge of the industry past and present. The club’s activities were – and still are
– focused on preserving transport history, especially haulage fleet lists, photographs and company histories. Other activities include collecting literature, model trucks and truck preservation. The idea was originally triggered by a letter sent in to the trade press by Norman Painting, an authority on Morris Commercial vehicles. Soon numerous truck enthusiasts signed up to the idea and the club grew steadily during the late ’60s. Many of the early members and founder members have remained loyal to the club and still play an active role after 50 years. Present at the celebrations were

of us are now senior citizens, but we’re no less enthusiastic about trucks.” The recent weekend of celebrations was rounded off with a gathering of members’ preserved lorries on Sunday at the nearby Lincoln Farm Truckstop, organised by members Jim Read and Robin Masters.
LOGISTICS SCHOOL LAUNCHED IN LIVERPOOL RENAULT TESTS RANGE D ELECTRIC WITH RANGE EXTENDER T he City of Liverpool College has launched a new logistics academy working in partnership with international training firm Transline Group, and employers including Stobarts, Royal Mail and B&M. The new academy will provide apprenticeships and professional qualifications and training which will help students get the skills required to pursue a career in the industry, or ‘upskill’ those currently working in logistics. “Logistics is a huge area of growth in the region as we move to become a Northern Powerhouse and develop Liverpool as a Superport,” said Elaine Bowker, CEO of the City of Liverpool College. “In the next few years we are going to see thousands of new jobs created in the sector, but currently the region doesn’t have the skilled workforce available to fill these jobs. “The academy will play a vital role in providing

enault Trucks is carrying out experiments with French haulage firm Deret to develop a Range D electric truck with an operating range extender powered by an internal combustion engine, which it reckons will offer a total operating range of 400 km – including 60 km in all-electric mode. The French truck-maker said the 16-tonne vehicle recharges its batteries during normal operation, and reduces CO² emissions by 30 per cent. An onboard computer automatically manages battery charging and constantly optimises management of its electrical and internal combustion energy sources. Energy supervisor is adjusted so the vehicle constantly remains in zero emission mode while in the airport, and the engine is set to automatically switch to electric mode when the vehicle’s speed falls below 30 kmh. Although the vehicle operates in automatic
mode by default, Renault said the driver can also manually switch from one mode to another and monitor the flow of energy on a dashboardmounted screen. Deret will use the vehicle to supply Duty Free shops at the Charles-de-Gaulle airport from the operator’s logistics base on a daily basis, and will carry out eight round trips a day between the two sites. “The D with operating range extender meets both our needs of carrying heavy loads and demanding delivery rounds of 30 to 50 km on the road and 10 to 15 km in all-electric mode,” said Patrick Maillet, administrative and sales manager, Deret. “With this vehicle, we can carry out this cycle four to five times a day without interruption. “It is essential for us to have an extensive operating range so our deliveries are not compromised by having to recharge the batteries or a limited range of operations,” he added.

IRELAND INSTIGATES FIXED PENALTIES FOR CYCLISTS

ixed penalties for cyclists who commit traffic offences are to be introduced in Ireland among efforts to increase road safety. Minister for transport, tourism and sport, Paschal Donohoe, announced he would introduce €40 Fixed Charge Notices (FCNs) for seven cycling offences, including not having lamps lit during light-up hours, jumping a red light and cycling without reasonable consideration. The new regulations are planned to come into effect by July 31 and the minister said he would be reviewing other legislation relating to cyclists and looking to further encourage bike use through more pro-cycling measures. The new rules were welcomed by the Freight Transport Association Ireland (FTAI). “We know from the Road Safety Authority’s statistics that enforcement works,” said Neil McDonnell, FTAI’s general manager for Ireland. “It has led to substantial reductions in mobile phone use while driving, drink-driving and speeding. It has also improved the wearing of seatbelts, and we are confident these new penalties will have a similar positive effect on the behaviour and attitude of cyclists. “We are delighted the minister has recognised all road users need to play their part in maintaining road safety,” he concluded.

LOADING REGULATIONS Ensuring a vehicle complies with the loading requirements is a perennial issue for many within the haulage industry. The need to have robust systems to avoid vehicles being overloaded is a must. So serious is the issue viewed that one of the undertakings given by an operator on the GV79 application form, when applying for a goods vehicle operator licence, specifically deals with the need to ensure compliance with weight.
In the section headed Undertakings and Declaration, it states: “I understand that by signing the application I am accepting the undertakings below; that they will be recorded on the licence; that failure to comply with the conditions or undertakings recorded on the licence may result in the licence being revoked, suspended or curtailed; and that failure to comply with these conditions is also a criminal offence.” So what does the law say about overloaded vehicles? The need to ensure vehicles are used within their legal weight limits is established by the Road Vehicles (Construction and Use) Regulations 1986. The failure to comply with the regulations in relation to goods vehcles and passenger vehcles is an offence under the Road Traffic Act 1988. The Road Traffic Act 1988 states at Part II CONSTRUCTION AND USE OF VEHICLES AND EQUIPMENT, General regulation of construction, use etc, under breach of requirement as to weight: goods and passenger vehicles, that a person who: (a) Contravenes or fails to comply with a construction and use requirement as to any description of weight applicable to – (i) a goods vehicle, or (ii) a motor vehicle or trailer adapted to carry more than eight passengers, or
(b) Uses on a road a vehicle which does not comply with such a requirement, or causes or permits a vehicle to be so used – is guilty of an offence. It can be seen that this creates three separate offences of using, causing or permitting. Most enforcement action centres on the ‘user’ offence. This offence is a strict liability offence. In other words if the prosecution show that you are the user, that is normally the driver and or operator; and the vehicle is overloaded and being used on a road then the offence is made out. There are potential defences to the proceedings brought under this section these include, the following statutory defences which are contained within Section 41B of the Road Traffic Act 1988. The Act states that in any proceedings for an offence under this section in which there is alleged a contravention of or failure to comply with a construction and use requirement as to any description of weight applicable to a goods vehicle, it shall be a defence to prove either— (a) That at the time when the vehicle was being used on the road — (i) it was proceeding to a weighbridge which was the nearest available one to the place where the loading of the vehicle was completed for the purpose of being weighed, or (ii) it was proceeding from a weighbridge after being weighed to the nearest point at which it was reasonably practicable to reduce the weight to the relevant limit, without causing an obstruction on any road, or (b) In a case where the limit of that weight was not exceeded by more than five per cent — (i) that that limit was not exceeded at the time when the loading of the vehicle was originally completed, and
(ii) that since that time no person has made any addition to the load. So these are statutory defences to the offence of overloading and is the reason why enforcement officers will often ask where the vehicle is going to and coming from, in order to establish that there is not a defence. For an offence such as overloading and/or exceeding axle weight, you may be dealt with by way of a graduated fixed penalty or the matter may be prosecuted in court. If the matter is taken to court and is proven, then the offence is likely to result in a fine. The magistrates court sentencing guidelines state this is fine band B for the driver; B* for the owner-driver; and C for the ownercompany. Starting points cater for cases where the overload is up to and including 10 per cent. Thereafter, 10 per cent should be added to the penalty for each additional one per cent of overload. A fine is based on one of three bands (A, B or C). The selection of the relevant fine band, and the position of the individual offence within that band, is determined by the seriousness of the offence. Starting point Range: ● Fine Band A: 50 per cent of relevant weekly income; 25–75 per cent of relevant weekly income ● Fine Band B: 100 per cent of relevant weekly income; 75–125 per cent of relevant weekly income ● Fine Band C: 150 per cent of relevant weekly income; 125–175 per cent of relevant weekly income Hopefully these sheds some light on what can be expected if prosecuted for an overload. As ever, please seek specific advice if you are ever in that situation.

uthorities in Belgium are gearing up to introduce a satellite-based toll system for trucks weighing over 3.5 tonnes from April 1, 2016. Toll charges will be charged by intermediary company DKV Euro Service, and registrations for the new toll will commence on October 1, 2015. The toll system will include the existing Belgian Eurovignette road network (motorways and national roads in the Flanders, Wallonia and Brussels regions) and will supersede the current time-based Eurovignette in the country. The level of the toll will depend on the permissible total weight, the Euro class of the truck and the road category. Toll-related data will be collected via an onboard unit, which can be ordered after online registration or purchased from a service point in Belgium. DKV said further sales points will be established near the country’s border crossings in due course.

Whilst there are a multitude of legislative, financial and social factors impacting business costs generally, let’s just think about three things that are directly affecting insurance costs.
Claims Frequency - The biggest factor that will influence insurance costs is claims frequency and it is starting to rise again after a period of stability. A number of factors are driving this; falling fuel prices, a recovering economy and Ministry of Justice (MOJ) reforms/ benefits starting to unravel as claimant solicitors/ accident management companies reform on lower cost base models. Recent Department of Transport statistics also back this up. Figures for the year ending September 2014; ● Motor traffic volumes rose by 2% compared to previous 12 months ● Road deaths were up 1% ● 4% increase in killed or seriously injured compared to previous year ● 5% increase overall in road casualties. The UK motor insurance market will have to react to rising claims frequency. It really is just a question of timing.

The angle of the camera can also be altered by manually rotating it left and right, enabling the Unimog to pass through tight spaces with relative ease. Staying inside the cab, the passenger seat can now rotate through 90 degrees, while there is also the option of a lower window on the passenger side. Both these improvements allow a better view of front and rear implements, meaning drivers can keep a close eye on how they are performing in service. t might not boast the sales volumes of its Actros or Atego brothers, but the MercedesBenz Unimog continues to meet the needs and demands of a growing – and wide-ranging – selection of operators. Part of a €137 million investment in bringing Unimog to Euro 6, Mercedes has improved the drive system, broadened the range and redesigned the cab. The goal was to make Unimog a more economical and efficient workhorse, as well as a more pleasing environment in which drivers would spend their time. On first impression, the company has delivered on its promises. Climb into the cab and you will notice a larger, panoramic screen in front of you. A lower windscreen enables a better view of any implements which are attached, making the processes of coupling and uncoupling them much easier. Drivers of the Euro 6 Unimog will also be given the option of an additional camera-monitor

the steering column which allows gear selection and operation of the engine brake. Like other models in Merc’s truck range, Unimog now has a multifunction steering wheel, which means drivers get to control specific functions – such as the audio system – without taking their hands off the wheel. The vehicle’s tyre pressure monitoring system, TyreControl Plus, can now be monitored via the dashboard display, and drivers can choose from road, sand and rough terrain settings, depending on the operation. The new Euro 6 Unimog is powered by two of Mercedes’ BlueEfficiency engines - re-developed for the model. Three four-cylinder and two six-cylinder versions of the OM 934 and OM 936 engines are available – displacements of 5.1-litre and 7.7-litres respectively – with power outputs ranging from 156 bhp to 299 bhp. The engines might be cleaner, but overall power and torque available throughout the range has not suffered, with slight increases in performance over Euro 5 models. For the transmission, Unimog retains the eight forward and six reverse gears, as well as the company’s EQR system for quick reversing. Many operators are swayed by the Unimog’s compact dimensions (the latest model boasting a width of 2.15 m, compared with 2.55 m for a conventional truck), but the new model also offers even more versatility. The U 218 offers a turning circle of just 12.6 m, slightly less than the manufacturer’s B-Class, and a wheelbase of 2.8 m, a combination which should appeal to those in environments where space is an issue.

Overall the new Unimog is a great all-round performer whether it is using one or more implements, or in pure road driving mode. The cab is comfortable, with the controls well laid out to make them easy to reach and operate. For a vehicle which appears industrial and rugged, the new engines are relatively refined and the gearchanges are smooth. As expected from a Unimog, it can tackle tough terrains with ease but, possibly more than ever before, seems at home on the tarmac. Given that Mercedes-Benz is majoring on the summer benefits of Unimog, this can only be a good thing. Mercedes-Benz has made some clever moves in helping to make Unimog more appealing to drivers, the cabin overhaul being one of the highlights. More akin to what you would find on one of its long-haul trucks, drivers sit in more comfort and experience higher quality materials than the outgoing model. The bigger windscreen, coupled with the relatively short bonnet, makes for a great view of the road – as well as any attachments. However, don’t think the new broader Unimog line-up has lost any of its ability to tackle the roughest terrains, as the new truck negotiated a brief off-road course at Mercedes-Benz’ Münsingen test facility with ease. Tougher challenges will undoubtably lie ahead, but the Unimog has the feeling it can overcome any obstacle. The addition of the short wheelbase U 218 is a particular highlight, given its versatility and manoeuverability, which should appeal to a new type of customer for Unimog.

French manufacturer is exploring a variety of alternative fuels for commercial vehicles
A
hydrogen-powered 4.5-tonne Renault Maxity Electric truck is currently undergoing trials with the French post office as part of the French commercial vehicle manufacturer’s research into sustainable fuels. The truck is the first in Europe to make use of a hydrogen fuel cell (HFC), which is used as a range extender that doubles the electric vehicle’s autonomous range to 200 km. The HFC works by producing water from oxygen in the air and hydrogen stored in the tanks, which in turn triggers the production of electricity and heat due to the reverse principle of water electrolysis. When the prototype Maxity Electric with HFC is running, the electric motor is fed by two energy sources. The hydrogen fuel cell is capable of delivering a maximum power of 20 kW and, once that threshold is reached, the batteries kick in to supply whatever power is still required. When the truck is idle, the hydrogen fuel cell is available to recharge the battery as required. The heat released by the fuel cell is also reused to warm the passenger compartment, which avoids having to consume energy stored in the batteries. La Poste currently operates the world’s largest fleet of electric vehicles, and Renault said the hydrogen-powered vehicle’s real-world tests with the company are scheduled to last for 12 months.

I am an owner-operator and this year I am thinking of asking a friend of mine to drive my vehicle while I take what will be my first holiday in three years. Obviously I will need to add him to my vehicle insurance, but are there any other insurance issues which I need to be aware of?

Your friend will become an employee of yours; albeit only for a two- or three-week period. Nevertheless, you will need your liability insurance to include Temporary Employers Liability cover. The good news is that some liability insurance policies automatically include this cover, and if they do not, I would only expect a minimal charge to be made for a short period to cover for your holiday.

I currently carry general goods towing a curtainsider, however I have just been offered some container work – albeit still within the UK. Will this affect my insurances?
A
Your goods in transit policy is most probably limited to RHA conditions and possibly with some All Risks cove. However in respect of container work, even when you are only carrying within the UK, you will require your policy to be increase to CMR Conditions. This may well not actually increase your premiums, especially if only part of your overall work is container work, but it is essential your transit, liability and motor insurers are aware of this change in the type of goods you are carrying.

In terms of insurance, you should certainly be considering including critical illness insurance, which would pay out a lump sum similar to life insurance in the event of one of the partners being diagnosed with a critical illness. You may also consider sickness and accident insurance. It is essential you have your solicitor to draw up a Partnership Agreement which details what each of you agrees should happen in the untimely death or serious illness. This will prevent any misunderstanding from family members, who may have otherwise thought they would be entitled to shares in your company. Partnership Agreement is an absolutely essential legal document which sadly only comes to light when there is a dispute between business partners or their next of kin following a death.

DRIVER DISQUALIFIED AFTER ‘UNACCEPTABLE BEHAVIOUR’
T
he traffic commissioner for Scotland, Joan Aitken, has disqualified a truck driver for 15 months after she ruled he was no longer fit to be a professional driver. During hearings in Edinburgh in January and March this year, Aitken was told driver James Tominey had committed a number of offences, including not taking the correct legal breaks and rest while driving. Investigators found 39 occasions when he had removed a card designed to record his duties. In a written decision issued after the hearings, the traffic commissioner said his behaviour was unacceptable. “Yet again, I use a traffic commissioner’s written decision to say these rules on drivers’ hours and tachographs are all about protecting drivers from their own fatigue, and protecting the rest of us from the driver’s fatigue and all the errors of judgement that flow from fatigue,” Aitken said. “Falling asleep at the wheel is responsible for fatalities and very serious injuries and distress. Mr Tominey imperilled himself, but much worse, he imperilled the rest of us.” The industry regulator also dealt with the driver’s former employer, Uddingston-based firm DGG Transport Ltd. Aitken made an order to curtail the company’s licence to run HGVs for eight weeks. The licence will also be cut to 22 vehicles. She said the company’s rapid expansion and impact of a contract for Wiseman had affected the business and “generated heat within the traffic office”. There was a failure to ensure compliance. During the hearings, William Nelson, a former transport manager for the company, was also warned as to his professional competence and repute.

Nearly 100 years ago, The Hollies in Cannock opened its doors to the transport community and has become a thing of folklore, supposedly being the oldest truckstop in the UK and of course, they are constantly reminded of the stories by the 1000’s of regulars that visit it religiously. The newest addition to RoadKing has its Grand Opening on September 12th where everyone is invited to their flagship site, to enjoy an afternoon of Truck Fest Style attractions and entertainment for all. It will be held at their 200+ space park in Holyhead where trucks old and new will be shown along with some special surprises to be announced closer to the event. RoadKing evolved when Mr Simon Ismail and Mr Fred Done saw how neglected the transport industry had become. With Service Station style facilities charging ridiculous prices for non-nutritional fast food, dirty broken showers and non-secure parking, the idea to go back to basics, ask the HGV drivers what they need; and then deliver it, was a simple one for these two successful business men. Back to basics means home cooked locally sourced food at normal prices, clean showers with plenty hot water, secure parking so they can have unbroken rest and facilities to make it a home from home. This is the ethos of RoadKing. Being the 2nd busiest port in the UK, 1000’s of wagons pass through the town of Holyhead on a
daily basis. Up until now, the drivers have had to park in the town laybys, supermarket carparks, residential areas-all with no toilets, showers or eating facilities. With no other option, the town was being used as a truckstop/toilet and of course the locals have had to put up with it for years. With the new RoadKing site open, the public are demanding action from the Town Council and Welsh Government ministers to clean up the town and enforce the current laws regarding HGVs polluting the centre. The good news is the facilities at RoadKing Holyhead are second to none and the café has been voted the 6th best on the Island after just 8 weeks! The drivers are now happy with a better quality of life and the transport companies have their loads in a 24 hr secure parking area with patrols and CCTV. They have an extensive menu from amazing value rump steaks and lamb shanks, to lasagnes cottage pies and curries. The favourite is still the RoadKing breakfast, with people travelling for miles to sample the best. The Belly Buster is almost unfinishable but there is a small, medium and mega if you can’t face the Big One! Healthy options are also available with salads, baked potatoes, omelettes and even a Quorn dish…they have thought of it all! Along with the café is a 24hr bar, huge TVs, free Wifi, pool table, eight huge showers rooms and a wash area, rented bedrooms for public or drivers who need a night in a bed and of course friendly, helpful staff to look after you while there.
The regulars can even take advantage of a Loyalty card to save money. The Grand opening on the 12th September will be a charitable event. For all vehicles that come to show, there is a twist. Instead of the drivers paying for parking, RoadKing will match that

Remember the bad old days? The days when there was a shortage of well-run sites specifically for professional drivers? Overpriced, mediocre food, showers you daren’t step into with bare feet, and fruitless searches for an open truckwash after 6pm? We knew from experience and through speaking to others that what drivers need is quite straight forward: a good meal, a clean shower and a safe place to park, all without breaking the bank. We also knew that if we wanted good facilities for our own drivers, we would just have to create them ourselves. So that’s exactly what we did. We first opened in 2007 and we have grown from strength to strength, gaining a reputation for good food, a terrific truckwash and clean showers. What more does the professional driver need? Well. “Access to the showers day and night?” Absolutely. “Free WiFi would help”. Yes we have that too. “Somewhere to sit and relax? Yep. We even have our own library that you can borrow books from. And our location couldn’t be better. 200 metres off the M74, Junction 19. 2015 is seeing big changes to the site. Drivers said they needed more space, so we gave them exactly that – double our original capacity. We always try to listen to our customers and respond to their needs.
