SCRABSTER FIRM STICKS WITH MICHELIN RUBBER

Firm MD said Michelin tyres are well suited to his truck’s arduous operation

T

he most northerly haulage company on the UK mainland is continuing to fit Michelin tyres as original equipment and replacements across its 30-strong heavy truck fleet, nearly 100 years after its Michelin policy began. Scrabster-based D Steven & Son, which also has depots in Wick, Aberdeen and Glasgow, specifies Michelin’s latest generation 315/80R22.5 X MultiWay 3D tyres on its prime movers – all of which are under three years old – claiming the fitments ensure mobility in extreme wet weather and snowy conditions. “When your fleet is based around 80 miles from the nearest stretch of dual carriageway and you have 44-tonne artics negotiating steep, tight and twisty roads, having confidence in your tyres is paramount,” said managing director, David Steven.

“If you fit cheap rubber you can compromise your mobility, plus you are at greater risk of tyre-related downtime. In the winter, our drivers frequently pass trucks stopped at the roadside, unable to continue in the conditions. “In contrast the X MultiWay 3D tyres keep our fleet moving safely, giving our drivers maximum reassurance and reinforcing our duty of care. Plus the impressive traction doesn’t come at the expense of increased rolling resistance – we still get great fuel performance too,” he added. The D Steven & Son fleet is on the road up to seven days a week, with tractor units typically clocking up around 100,000 miles per annum, operating UK-wide and as far afield as France and Germany. They run with a mix of reefer, curtainside and flatbed trailers, each on 385/65R22.5 Michelin X Multi T fitments.

RHA CALLS FOR MILITARY ACTION IN CALAIS

R

HA chief executive Richard Burnett has reiterated the Association’s call for the French military to be deployed to secure the Port of Calais in light of ongoing migrant activity in the region. As Truckstop News went to press, home secretary Theresa May was preparing to chair a COBRA meeting on the crisis at the French port, which saw a Sudanese man die as at least 1500 migrants attempted to enter the Channel Tunnel on Tuesday, July 28. “For the thousands of British drivers whose lives are now being put at risk on a regular basis, a quick and effective solution to the current situation must be found,” Burnett said in a statement. “The news that yet another life has been lost in such tragic circumstances underlines the desperation of the Calais migrants.

“It has become clear that the French authorities in Calais simply cannot cope. This has become an untenable situation and is obviously now beyond the capabilities of the French police,” he continued. “The RHA strongly repeats its request, made in June, for deployment of the French military to contain, segregate and control the migrant threat. We would also ask that the UK government provides additional support if requested to do so by the French.” Burnett said the ongoing disruption is continuing to put the lives of migrants and HGV drivers at risk. “The government has a duty of care to all British citizens – let that care be shown to the UK hauliers, who ask no more than to be able to perform their job of moving the UK economy safely and securely,” he concluded.

OPERATION STACK CONTRAFLOW PLANS QUASHED

T

he rejection by Highways England of a contraflow on the M20 in Kent during Operation Stack has been described as “extremely frustrating” by the Freight Transport Association (FTA). The idea of a contraflow had been suggested by the FTA during an Operation Stack Summit hosted by Kent County Council (KCC) on Friday, July 24, when it was proposed as a possible ‘short-term’ solution throughout the summer to keep traffic moving on the M20 in Kent. Highways England has said a contraflow would present a ‘significant and unacceptable’ risk to the safety of road users and anyone required to work in it. “FTA is hugely frustrated by the rejection of the suggestion of a contraflow being introduced on the M20,” said Natalie Chapman, FTA head of policy South East England. “This would be preferable to the current situation when Operation Stack is implemented on the motorway, which has a

devastating impact on local businesses and communities. “We understand Highways England has looked at the contraflow option and is concerned at the risk to safety in introducing this, but the fact remains we still need a safe and workable solution.” Operation Stack is used to park HGVs on the M20 and can affect 35 miles of the motorway. The system is normally used during cross-Channel disruption, and has been implemented on 15 occasions over the past two months causing subsequent chaos in Kent not only for freight operators, but also for residents, tourist traffic and local businesses. “Ideally we need a long-term answer to Operation Stack, but short-term we need a solution – and we need it now,” Chapman added. “This is the busiest time of the year for tourist and freight traffic heading through the county of Kent, and we have to find some way of resolving this reoccurring problem.”

FTA said a ‘safe and workable’ solution to ease the effects of Operation Stack is urgently required

TELEMATICS DEAL TO SAVE HOVIS A CRUST

Baking firm Hovis’ arrangement with Microlise also includes digital tachograph driving data capture

H

ovis, the baking and flour milling business jointly owned by The Gores Group and Premier Foods, has signed a multi-year deal with telematics platform provider Microlise which covers all of the Hovis fleet, comprising 450 vehicles and 190 trailers. Hovis will be deploying a complete Microlise system on its vehicles, including fleet performance telematics, with integrated Safety Module and Journey Management. The telematics solution will be complemented by Hovis’ investment in Microlise Proof of Delivery, which will be operated through the Microlise DriveTab, the 7 inch ruggedised tablet device. The system should enable Hovis to streamline its delivery process – improving accuracy and reducing administration effort, with the DriveTab device including sign-on glass and image capture functionality. “Hovis is committed to exceptional service levels to customers, and the investment in Microlise telematics and Proof of Delivery will support that aim,” said Alison Davies, head of logistics for Hovis. Hovis will also be utilising the Microlise Remote Digital Tachograph Download tool to manage driver hour compliance and reduce the administration required around tachograph data collection.

18m LONG LNG TRUCK TRIAL IS A SUCCESS

I

talian truck-maker Iveco has teamed up with European logistics company SMET to trial the integration of an 18 m long articulated combination driven by an LNG-powered Stralis. According to the manufacturer, the results of the trial exceeded expectations, with the 18 m/ LNG truck delivering “significant” advantages compared with traditional diesel vehicles, both in terms of the total cost of ownership (TCO) and environmental impact. Working in conjunction with SMET, Iveco had the opportunity to conduct a field-trial – on real missions – to evaluate the reduction in the average cost per unit for goods transported. Together, the two companies tested the compatibility of 18 m long articulated trucks on the road infrastructure and their parking manoeuvrability. In addition, the trial also highlighted the reduction in fuel consumption per unit for transported goods and, consequently, in CO2 emissions. Authorised in July 2008 by the Italian Ministry

Iveco and SMET teamed up to test the real-world efficiency gains of an 18 m long LNG Stralis combination of Infrastructure and Transport, Progetto DICIOTTO (which means “Project Eighteen”) was launched by the ANFIA (Italian Automotive Industry Association) in Italy to test the impact on transport efficiency of increasing the length of articulated trucks to 18 m from the current standard length of 16.5 m. Lengthening semi-trailers by around 1.5 m

is the only planned variation from standard vehicles; all the other basic specifications remain unchanged, from axle loads to manoeuvrability under current legislation. According to Iveco, the results achieved by the project in Italy have improved transport efficiency by almost 10 per cent on trial vehicles. Similar experiments are also underway in

other European countries including the Czech Republic, Germany and the UK. “Iveco and SMET’s decision to field-test an 18 m long LNG Stralis has definitely proven to be a winning combination and reaffirms Iveco’s commitment and role in increasing sustainable mobility,” said Iveco brand president, Pierre Lahutte.

SPEAK BACK

What’s your view? Star Letter BACK TO SCHOOL Kingswood School in Bath invited Mike Fennell and Mark Marshall of haulage firm Adams Morey to speak to them about how the road transport industry has developed to provide cleaner, more efficient trucks. Managing director Mike, and finance director Mark said they leapt at the opportunity to teach the pupils about the future of the transport industry. “It was fantastic to meet the kids and explain to them that trucks are not the dirty, noisy polluting vehicles that they used to be,” Mike said. “They seemed surprised by just how seriously the industry takes into account environmental factors.”

The pupils at Kingswood studied the DAF XF 460 – in particular, the new Euro 6 engine – as part of a weeklong project on industries and organisations that try to ‘make the world a better place’. Mike said: “It was a lot of fun and the kids couldn’t wait to climb into the driver’s seat!” Mike also thanked Mark Sayers of Churchill Freight, who kindly loaned one of their brand-new DAF XF 460 Euro 6 trucks to be available at Kingswood School for the day. ALEXEI FAIL

I keenly awaited the return of the latest series of the BBC Radio 4 Now Show – until, that is, their guest comedian cropped up. I WAS a fan of Alexei Sayle, that pioneer of alternative comedy, and loved him as crazy landlord Tony Belowski in The Young Ones. However, Sayle declared himself a recent returnee to cycling and promptly launched into a rant about the number of cyclists killed by lorries in London. He pointed out that the majority of casualties were young professional women with a lot to offer society, and they were being wiped out by lowlife tipper drivers far too often. He then proceeded to namecheck two of the drivers involved in such collisions and detail their life histories and previous convictions. Why any of this deserved a place on a comedy show is beyond me, but by the end of his little diatribe I could sense the studio audience shifting uneasily in their seats. The comedian’s abuse of his position to highlight a personal gripe was unfair, unjustified and badly informed. He made no mention (nor should he) of the life history of any of the victims, nor did he give any details that some of their own actions might have contributed to their demise. Whether the drivers’ past misdemeanors were true or relevant, I do not know – but they were not given any right of reply. I am surprised the BBC allowed his slot to be broadcast at all, as the programme is pre-recorded and it could so easily have been edited out. I see irresponsible driving on a daily basis from motorcyclists, cyclists, car drivers and professional drivers alike. Ill-advised remarks are routinely posted on social media, commenting on traffic collisions and apportioning blame. My advice is not to comment unless you are in possession of ALL the facts. The road network is not a playground; it is a shared space – and we all have a part to play by acting responsibly. Shame on you, Mr Sayle; not the right time or place for your little rant. It wasn’t big, it wasn’t clever and it certainly wasn’t funny. David Russell Penicuik

ACCIDENT

SPOT

I

n the last issue Steven Hinchliffe looked at a situation experienced by a reader of Truckstop News, whose accident claim led to an award of personal injury compensation. Part 1 looked at the initial steps taken.

ADVERTORIAL

In this issue Steven Hinchliffe of the professional drivers’ “go to” Personal Injury specialists Hinchliffes Solicitors (see their advert on the front page) considers

“THE OUTCOME FOR THE INJURED HGV DRIVER” the legal costs they have to pay are minimal. If the case subsequently comes out of the portal system and eventually succeeds, then the costs the insurers have to pay are higher.

You will remember that my client, Mr T W Young, had been struck and knocked down by a fork lift truck that was unloading his trailer. The accident happened in June 2014 at Bristol Laboratories in Luton. A claim was made to that company and their insurers’ response was that the accident happened in a totally different manner to that alleged and Mr Young was the party at fault, but offering him £500 to go away.

For an injured person it is often better for their claim to leave the portal system, as it will potentially reduce the amount of their solicitors’ bill that they may become responsible for. However, clients of my firm are assured at the start of their case that they will keep at least 75% of the compensation we achieve for them, even if (as is often the case) this means we have to write off some of our fees.

CASE STUDY - DANGERS POSED BY FORK LIFT TRUCKS DURING UNLOADING Most Personal Injury claims these days are dealt with via online portals. This may sound like something out of a Harry Potter book, but what it really means is that the injured person’s solicitors have to add details about the case onto a specialist secure website, and their opponent’s insurers then have certain time limits in which they must act. If they comply with them and quickly accept responsibility for the accident,

A case will leave the portal system if the insurers do nothing, or deny responsibility for the accident, or if they accept the other party was at fault but allege that the injured person was partly to blame and should therefore receive less compensation to reflect this. In Mr Young’s claim, the insurers admitted responsibility but said he was 40% to blame. It was clear to us that Mr Young was not at fault, but because of the unreasonable manner in which Bristol Laboratories’ insurers planned to deal with the claim we had to gather more information about how the accident happened, including obtaining photographic evidence. CCTV cameras were in place to record what went on at the scene of the accident, but it came as no surprise to us that Mr Young was told they had not been recording on the day he was injured. It is remarkable how often such cameras are either not working or pointing the wrong way, unless of course the evidence they provide helps the opponent to defeat a claim - then it is volunteered at a very early stage! While arguments were going back and forth about whether or not Mr Young had been at fault, we gathered together details of his financial losses and sent him to see an A&E Consultant who prepared a report in respect of his injuries. Based on that report we could then assess the value of his claim. As explained in the first part of this case study, the injuries were modest and consisted of minor sprains and abrasions

Steven Hinchliffe to his left ankle and right wrist, and also abrasions to his right elbow. Thankfully he recovered from all of these injuries within a few weeks. A copy of the medical report and details of the accident related financial losses (which came to just under £65) were sent to the insurers. They responded with another low offer, but put forward yet another version of events as to how the accident happened and now said Mr Young was only 25% to blame. We continued to negotiate with them and eventually their reduction for contributory fault fell to 10%. At this point, based on the net amount they were offering, Mr Young was happy to accept the figure. As I said in Part 1 this was always going to be a modestly valued claim, but nevertheless the insurers threw their resources into trying to defeat it, even though the company was clearly at fault. Mr Young recovered £1,080 in compensation and the claim took 7 months to complete, but had the insurers acted more sensibly it should have taken half that time and the legal costs they had to pay would have been far less. Tel: 01733 353 376 Fax: 01733 557 235 TACHO REGS FOR IN-SCOPE VEHICLES E-mail: sarah.willmott@kelsey.co.uk In response to queries from several drivers this month, I thought it would be useful to look at the driver’s hours and tachograph rules regarding when you need to record a journey travelling to pick up your wagon. The broad position is that in Article 9 of the Regulation (EC) No 561/2006, there’s a provision which appears to have caused some drivers difficulty because they appear to be unaware of its existence or unsure as to how it applies to their duties and their obligations to record duty time. The article in question is Article No 9 (2) and 9 (3). Article 9(2) states that any time spent travelling to a location to take charge of a vehicle falling within scope of this regulation, or to return from that location, when the vehicle is neither at the driver’s home nor at the employer’s operational centre where the driver is normally based, shall not be counted as a rest or break unless the driver is on a ferry or train and has access to a bunk or couchette. Article 9(3) states any time spent by a driver driving a vehicle which falls outside of the scope of this Regulation to or from a vehicle which falls within the scope of this Regulation, which is not at the driver’s home or at the driver’s operational centre where the driver is normally based, shall count as other work. At the outset, it is worth clarifying what a few of these terms mean. A vehicle which falls “within scope of this Regulation” is a vehicle which requires a driver to use a tachograph, and for that driver to be subject to the European Drivers Hours Regulations. A vehicle “which falls outside the scope of this Regulation” can be any vehicle whatsoever, providing it is not one the use of which is governed under the European Regulations of Drivers

Hours and Tachographs. So, such a vehicle may be a private car. Therefore, in essence, what this Regulation is stating is a driver who is travelling to a specific place, other than the employer’s operating centre where the driver is normally based, and which is not the driver’s home and where the driver is supposed to take over or to leave a vehicle which is in scope of the Regulation, then such a journey should be recorded as it is duty time. This applies regardless of whether the employer gave instructions as to when and how to travel, or whether that choice was left to the driver. Any time spent by a driver driving a vehicle which is out of scope of the Regulations to or from a location which is not the driver’s home or the employer’s operational centre and where a driver is supposed to take over or leave a vehicle which falls within scope of the Regulation should be recorded as other work. The European Commission has issued a guidance note in respect of this matter, and it states the perceived issue is the recording of travelling time of the driver to a location which is not the usual place for taking charge of or relinquishing a vehicle which is in scope of Regulation 561/2006. The guidance note states that the approach to be followed is a driver travelling to a specific place, other than the employer’s operating centre, which has been indicated to the driver by the employer in order to take over a vehicle and drive a vehicle which is subject to tachograph laws, is satisfying an obligation towards their employer and therefore does not freely dispose of their time. It is probably worth reminding that the definition of “rest” is defined as meaning any uninterrupted period during which a

driver may freely dispose of his time. This will be the case even if that journey was undertaken in a private car, or if the driver was a passenger in an “out of scope” vehicle. Other situations whereby the time spent travelling can be regarded as rest or break are identified in the guidance notes. The first case is where the driver accompanies a vehicle transported by ferry boat or train. In such situations a driver, providing they have access to a bunk or couchette, may take their rest or break on the ferry or train. The second case is where a driver is not accompanying a vehicle, but is instead travelling by ferry or train to or from a place where they will take charge or relinquish control of a vehicle within scope of the Regulation. Again, the proviso is the driver has access to a bunk or couchette on that ferry or train. The third scenario is where the vehicle is multi-manned. If the second crew member is available for driving where necessary, is sitting next to the driver and is not actively involved in assisting the driver driving the vehicle, then a period of 45 minutes of that period of availability can be regarded as break. Some drivers who have not realised they had to record journeys travelling to or from in-scope vehicles, when the driver is neither at the driver’s home nor at the operating centre where the driver is normally based, have faced being issued with a fixed penalty or being subject to prosecution. In practice, journeys to and from in-scope vehicles are sometimes referred as “positioning” journeys, and tend to be more common in the passenger transport sector. However, there are many instances where drivers are required to travel to and from in-scope vehicles, and you should be aware of the obligation to record duty times.

DON’T LET THE BUGS BITE: TRUCKERS WARNED OVER BED BUG ‘PANDEMIC’

A

‘pandemic’ of bed bugs is spreading through the cabs of the British haulage fleet – and an unusual team is leading the fight against the blood-sucking creatures: namely, bed bug detection dogs. Trained in the same way as the betterknown drugs or explosive detection dogs, bed bug detection dogs have been used to infestations in hotels, on airlines, in care homes, schools and hospitals across the UK for several years. However, they are now being called in across the country by haulage operators to check their tractor units. Bed bugs are flat, round and reddish brown in colour, and measure around a quarter-inch (7 mm) in length. The ones that typically plague humans are the common bed bug cimex lectularius and the tropical cimex hemipterus. Experts in hiding, they can also hitch a ride in clothes and luggage. According to Peter Davis, operations director at Surrey-based Merlin Environmental Solutions – one of Europe’s largest canine bed bug detection firms – the levels of bed bug activity in the UK has steadily increased over the past few years.

“We are getting daily requests from haulage companies to assist,” Davis said. “This pattern of activity is set to continue for the foreseeable future. Bed bugs can be incredibly destructive in terms of an operator’s reputation and off-the-road time for vehicles. “Our canine detection teams can check the average sleeper cab in less than two minutes with an average 98 per cent accuracy level, compared to a pest control technician taking over 20 minutes with a 30 per cent accuracy rate. “Haulage operators are turning to our detection dogs to take a proactive approach to bed bugs to insure their vehicles are free from the creatures, making sure vehicle down-time is significantly cut and drivers don’t take any bed bugs home!” Davis said Merlin’s specialist thermal treatment can kill all life stages of bed bugs in a few hours. This can be done at the roadside or motorway services overnight, while the driver is on his rest break, with down-time reduced to just a few hours. So if you’re having an itchy night’s sleep in the cab, perhaps it’s time to call in the experts...

Salvatori reckons its latest DAF XF 6x2 tractor units are returning an average of 9.6 mpg

K

ent-based haulier and logistics provider Salvatori has reported “outstanding” fuel economy from its latest Euro 6 DAF XF 460 FTG 6x2 tractor units. In service since March, the new units are reportedly returning 9.6 mpg on average at 44 tonnes GCW and, the company said, after having been “worked hard” on day and night trunking work. The fuel economy figures mark a significant improvement in productivity for Salvatori set against existing models in its 64-truck fleet. Though instrumental in the final decision to select DAF XF, Salvatori also said it received a good deal through local supplying DAF dealer, Channel Commercials. The new DAF XF Super Space Cabs are the first deliveries for the fruit-merchanting and pallet specialist since the mid-1980s and coincide with an imminent move to a new £5.5 million facility in Aylsham, adjacent to Channel Commercials, with funds generated through sale of Salvatori’s current site and through additional medium- and long-term borrowing. Channel Commercials will undertake regular servicing and maintenance work under a two-year R&M contract, although Salvatori will utilise its own workshops for minor repair work.

Salvatori also has depots in Rochester and Calais. “The Euro 6 DAF demonstrator turned in some really impressive fuel figures,” said Salvatori transport manager, Phill Macey, “so you can imagine my delight when the new DAF deliveries hit the high-nines, too – and I would expect this figure perhaps to rise after they’ve bedded-in. “What has surprised me, however, is we’ve been working them hard from day-one on day-and-night trunking operations,” he added. “All this, and we received a cracking good deal from Channel Commercials.” Macey was quick to include his drivers as crucial not only to the success of the Salvatori operation, but also in helping alleviate the wider driver shortage problem in the UK. “Our drivers absolutely love their new DAF XFs,” he said, “and I think that’s important for productivity. But, it also means we’ll hang on to them. Our drivers recognise our investment in top-quality vehicles is an investment in them, too. “This, I believe, goes a long way to addressing the driver shortage problem. Giving drivers the right tool for the job provides an incentive for them to commit to a long-term career,” he concluded.

OPERATING ADVICE John Peers is an independent commercial vehicle specialist insurance broker with clients throughout the UK, from owner-drivers to international fleet operators. Contact John on 01978 758226 or 07957 403684, email john@johnpeers.com or follow him on twitter @HonestbrokerJP

Classic vehicle insurance

Q

I own a 30-year-old truck, which I use purely for shows and as a business promotional aid. At the moment is it insured under my fleet policy, but the cost of the insurance is over £2000 – which is crazy given that it only covers maybe 300 miles per year. Any suggestions?

A

You need to contact one of the insurance brokers who specialise in classic vehicle insurance, as I am sure they would be able to offer you a substantial saving. It is indeed nonsense that this is included in your main fleet policy. Sorry I cannot help myself, as I purely specialise in haulage insurance; but through Google or an advert in Classic Truck magazine, I am sure you will find a suitable broker.

Going for broke

Q

Is it possible to insure against a customer going bankrupt and not being able to pay my bill?

A

The insurance you are talking about is called Credit Insurance, and yes, it will cover you for up to 90 per cent of your invoice should a customer go into administration or bankruptcy. Please give me a call and I will obtain some quotes for

you and explain the cover. For any business with a turnover of more than £1 million, and in some cases even less, Credit Insurance should be seriously considered, as there can be nothing more likely to cause any business extreme financial difficulties than one of its large customers going out of business and not paying you.

Pension plan

Q

I understand over the next few months we will all have to provide a pension for our employees. Can you tell me how I go about organising this, as apparently we could be fined otherwise.

THE BIG

READ

started in 2014 and continue through to 2017, so it is important to know when your deadline date is to avoid any fines which may be imposed. As the employer, you will be initially contributing one per cent of your employee’s wage, and many businesses are setting up their scheme well in advance of the deadline date as clearly this is being welcomed by employees. I can put you in contact with an independent financial adviser who can set up your scheme for you.

A

The government has now introduced a compulsory pension scheme for employers to provide for their employees, and each business is being given a specific date in which their pension scheme must be set up. These deadline dates

Handheld cleaner

Why bother carrying bulky bottles in the cab? This clever device ensures you’re never far away from a refreshing drink. It works as a personal water purifier, and all you have to do is dip the end into your liquid of choice (dubious ponds, murky puddles, lakes, seawater - you name it) and what you drink will be pure, filtered water. Its powerful purification process kills 99.9999 per cent of bacteria and other nasties, and it’s good for cleaning up to 1000 litres. Invented for use in developing countries where clean water is scarce, it’s also been deployed all over the world in the aftermath of natural disasters.

Toothbrush sanitiser Manufacturer: Violife Web: www.firebox.com Price: £24.99

When on nights out, carrying around a washbag is all very well – but after a while the contents can start to get a bit grubby. It’s best not to think about all the germs and grime building up on your toothbrush after prolonged use – but if you want to keep it properly clean, this battery-powered gizmo can help. Just stick your brush in the top, switch it on and a powerful germicidal ultraviolet light will zap bacteria into oblivion. It automatically switches itself off when done (the process takes around six minutes), leaving you free to set it and forget it until the next time you need to brush your gnashers.

CALLS FOR GOV TO PUT DRIVING

ON THE CURRICULUM

A PUMP PAL EASY WIN REFUELLING TOOL!

P Experts reckon 400 lives could be saved by teaching youngsters to drive from an earlier age

M

ajor motoring organisations and experts have backing a petition urging the government to include driving on the school curriculum. The petition has been launched in a bid to help cut the high number of accidents involving newly qualified drivers on the UK’s roads. Launched by Young Driver, one of the UK’s largest providers of pre-17 driving lessons, the petition already has backing from the Institute of Advanced Motorists (IAM), the RAC, the Driving Instructors Association (DIA), the Association of British Insurers (ABI), the Motor Schools Association of Great Britain (MSA), Admiral, Goodyear and Quentin Willson, motoring presenter and expert. National statistics show one in five new drivers has an accident within six months of passing their test, and road traffic accidents account for 25 per cent of the deaths of 15-19 year olds in the UK, compared to just 0.5 per cent of the overall adult population. Every year, 400 people are killed in accidents involving young drivers. The petition does not propose lowering the age at which people can take to the roads, but instead suggests youngsters should start to be taught about driving at school, via both practical and classroom-based lessons. Independent research undertaken on behalf of Young Driver showed that past pupils of the

scheme, which takes students from age 11, are half as likely to have an accident when they do pass their test. Pilot studies in Europe have also shown a 40 per cent reduction among novice driver groups who trained at school. “Driving a vehicle is potentially one of the most dangerous and responsible things a person can do,” said Young Driver’s Kim Stanton. “Learning to drive should be done over a long period of time, and from a young age, when pupils are more receptive to safety messages. “Evidence-based research shows road safety messages are better absorbed by children in their early teens, rather than at driving age. By having this take place at school, it can be made inclusive for all.” Mark Lewis, director of standards for the Institute of Advanced Motorists (IAM), added: “The high number of accidents and the sad loss of life as a result of unprepared young drivers urgently needs to be tackled. Quite obviously the driving education youngsters are currently receiving is inadequate. “There needs to be more done at an earlier stage. Learning such an important skill shouldn’t potentially be done and dusted in a few short months. That’s why I strongly believe people should sign this petition and get the subject debated in the House of Commons.” The online petition can be found at https:// petition.parliament.uk/petitions/104632

ump Pal is a clever gadget invented to make refuelling easier – and we have 20 to give away to lucky Truckstop News readers in our free prize draw! It was created as a simple device that keeps the refuelling nozzle engaged by taking pressure off your grip while at the pump. It will stop dispensing fuel when the tank is full using the pump’s auto shut-off capability. Pump Pal was invented because one of the founders experienced pain and discomfort refuelling on a very cold winter morning. During market research, the top issues that drivers were looking for help with when refuelling were: cold pumps, stiff pump triggers, dirty hands, hand mobility issues, large fuel tanks and poor grip to refuel. Pump Pal is ergonomically designed and supports people suffering with any condition affecting dexterity and grip, including (but not exclusive to) acromegaly, arthritis, oestoarthritis, tendonitis, Carpal Tunnel Syndrome, De Quervain’s, tenosynovitis, Raynaud’s disease, tennis elbow, Parkinson’s, Clateral epicondylitis, Buegers disease, Ganglion cysts and repetitive strain injury.

NEW KIT JOINS THE FIGHT AGAINST ILLEGAL DIESEL

T

reasury minister Damian Hinds visited Belfast and Newry in July as HM Revenue and Customs (HMRC) unveiled new roadside fuel testing equipment to tackle the growing trade in illicit diesel. The equipment has been introduced to allow officers to test vehicles at the roadside for the presence of the new fuel marker, which was introduced into supplies intended for use in agriculture and construction industries in April. The new marker is resistant to laundering techniques known to be used by criminal gangs and significantly improves HMRC’s capability to detect fraud.

Previously, the test for the new marker was completed at a laboratory, leading to a delay in identifying illicit fuel and further action being taken. The new equipment will now be installed in 49 HMRC Road Fuel Testing Unit vehicles throughout the UK and used to analyse fuel samples taken at the roadside and at retail premises, starting in Northern Ireland. “I am delighted to see first-hand the new roadside testing equipment in action,” said exchequer secretary to the Treasury, Damian Hinds. “Together with the new marker, it will play an important part in the fight against fuel fraud. “At a time when the government’s priority is cutting the deficit, it is

unacceptable that criminals are cheating the system. The new marker and testing equipment are part of the significant investment we have made in HMRC to tackle avoidance, evasion and fraud to make sure all businesses and individuals contribute to the tax revenue that is used to fund vital public services.” Illicit diesel is estimated to make up 13 per cent of the market share of diesel in Northern Ireland and costs the taxpayer around £80 million each year in lost taxes. The government said it will monitor the success of the marker during the first six months to make sure it is delivering results in the fight against fuel fraud.

CF TIPS UP FOR EARTHLINE’S OPS DYCE DECIDES IT’S TIME FOR T

Earthline said presence of new local DAF dealer helped seal the deal

B

ulk excavation and aggregates operator, Earthline in Marlborough, has returned to the DAF marque with the delivery of four new Euro 6 CF 400 FAD eight-wheel tippers. The move back to DAF follows the opening of a new purpose-built facility in Dorcan, Swindon by DAF dealer group Imperial Commercials. “We’ve always rated the DAF product very highly,” said Earthline general manager, Malachi Chambers. “We did feel, however, that DAF required a stronger presence in the area, and that investment was needed in a local, modern DAF location that offered sales, service and parts. “Imperial Commercials has certainly delivered in that respect with its new location in Dorcan, and we’re delighted to be back with DAF,” he added.

Earthline’s new ‘muck-away’ DAF eight-wheelers are equipped with straight-beam front axles to provide high ground clearance and approach angle. DAF’s latest 2015 models feature a revised front suspension design and aluminium air tanks to provide a payload improvement of over 100kg. Fitted with Predator Ultimate bodies from ABBA Commercials and Hyva tipping gear, Earthline’s new 400 bhp CF FAD chassis join a fleet of over 70 8x4 tippers. A high-level specification to Crossrail requirements also includes a five-camera CCTV system, VPG Onboard Weighing, Shurco UK sheeting system and automatic tail-boards. “Our drivers absolutely love the DAF eightwheeler,” Chambers concluded. “We can’t get them out of the cabs!”

VOLVO LAUNCHES ‘SELFIE’ TWITTER COMP

V

olvo Trucks is inviting UK and Irish drivers and operators to tweet a ‘selfie’ of themselves and their Volvo truck on the company’s @VolvoTrucksUK Twitter page (using the hashtag #VolvoTrucksSelfie), which will enter them into a competition that could net them a trip to Sweden. The competition will run until September 30, 2015, after which one winner will be selected from the entries received by the end of each month. The winners must be over 18 and hold a full, valid C+E driving licence, tacho card and passport, as they will get the chance to drive the Volvo truck range during an all-inclusive visit to the manufacturer’s Demo Centre in Gothenburg. “We’ve had a fantastic response to the selfie competition so far,” said Volvo Group UK & Ireland press officer, Nigel Hanwell. “We’re looking forward to meeting the winners and hosting them in Gothenburg.”

Range Ts are the first Renault trucks to join the Dyce Carriers fleet

A

berdeen-based general haulier Dyce Carriers has taken delivery of two new 44-tonne Renault Trucks Range T460 6x2 midlift tractor units – the first to join the company’s 68-strong DAF, Volvo, Mercedes-Benz and Scania dominated fleet over 7.5 tonnes. The Range Ts, which are additions to Dyce Carriers’ fleet, will be used for trunking to the company’s central Scotland depot in Cowdenbeath, pulling oil and gas trailers. The vehicles are on a two-year contract hire through BRS Ltd, which includes road tax and tyres with servicing through local approved dealer Alex Aiken and Son, Aberdeen. All Dyce Carriers’ trucks are given names with local historical or company significance – and in keeping with this tradition, the Range Ts have been named Blackwatch, after Scotland’s famous Royal Highland regiment, and Slains Castle on the Aberdeenshire coast, which is said to be

the inspiration for Bram Stoker’s Count Dracula castle. “Our business is doing really well both in Scotland, Poole and beyond,” said company owner, Jason Moir. “Fuel economy is always a key factor for Dyce Carriers and we knew the new Range T had been specifically designed to deliver fuel savings. It’s early days, but initial figures are very promising.” Dyce has also taken Renault’s Fuel Eco package, which includes Optifleet telematics. “This allows us to monitor both the vehicles and drivers in real time to control our main areas of expenditure,” Moir said. “I’m delighted to say the new Renaults have gone down very well with our drivers and they are very happy with their new trucks,” he added. “Feedback from our depots has also been very favourable, so all-in-all I am extremely pleased we made the switch.”

GOV PLEDGES TO IMPROVE SOUTH WEST ROAD LINKS

CHARITY HAILS PLANS TO GET MORE PEOPLE WALKING

T

he government has just laid down in law a new commitment to act upon the increasing decline in people getting daily exercise through walking. According to charity Living Streets, people walk almost a third less than they did just 20 years ago. For example, for our grandparent’s generation, walking to school was the norm – but nowadays it’s becoming more and more uncommon. The charity said such inactivity has become a serious issue and one that, until now, hadn’t been taken seriously enough. “Most of us say we’d walk more if it was safer, more attractive or more convenient,” said Tompion Platt, head of policy at Living Streets. “And when we walk, it’s good for us. It’s also good for our local economy and for the environment.” Inactivity is responsible for 17 per cent of early deaths in the UK. It increases the risk of serious illnesses like type 2 diabetes, heart disease and certain cancers, and makes it more likely that people will be overweight or obese. “As our lives become more sedentary, we are growing fatter and unhealthier and generally costing the NHS and the tax player an awful lot of

money (an estimated cost of £8.2 billion per year to England’s economy),” said Platt. “As our population gets older and we need more care, we’re getting more and more expensive. In fact we’re becoming unaffordable – there’s a very real danger that if we can’t improve the health of 40-60 year olds now, we’re going to bankrupt the NHS of the future. “Because of all this, the buzz word right now in health is prevention. And that means getting people more active.” The government has committed to reverse the decline in walking to school by getting 55 per cent of children walking by 2025. Now, with the Cycling and Walking Investment Strategy being laid down in law, it has committed for the first time to set out a long-term plan for improving walking and cycling for everyone. “As you might expect, the details in all this will decide whether this really is the beginning of the step change we so urgently require to reverse the decline in walking,” Platt said. “Organisations like Living Streets will be doing all they can to make sure the final strategy is the kind of ambitious game-changer that’s needed.”

Plans are moving forwards with dualling the A303 and creating a tunnel at Stonehenge

T

he government is moving forwards with plans to upgrade the transport links between the South West, London and the South East as part of its overhaul of the British road network. The government has committed £2 billion to dual the A303 and A358 in the South West, including a tunnel at Stonehenge. The work, together with upgrades to the A30, will enable roads users to drive on a dual-carriageway from London to within 15 miles of Land’s End. At the beginning of August, transport minister Andrew Jones paid a visit to Somerset and Devon to see how work on the A358 and the A303 will improve road transport in the region, which followed a “productive” meeting

with National Trust and Historic England about the Amesbury to Berwick Down section of the A303. “Transport is key to the South West’s prosperity,” Jones said. “The £2 billion roads investment for the South West of England and our support for local transport projects will significantly improve journeys. “There is much work to be done to create the best scheme for the area, and I was delighted to see all parties working together to make this scheme happen,” he added. The minister also viewed work on the new £21 million Northern Inner Distribution Road in Taunton, currently being constructed, which should help reduce traffic in the town centre.
