CALAIS CRISIS

PORT PROBLEMS MAY FORCE FREIGHT PRICE HIKE

B

ritish freight forwarder Rhenus Logistics UK has warned freight prices could rise significantly in the next few weeks, unless the ongoing crisis at Calais is resolved. David Williams, managing director of Rhenus UK, said he is concerned about the operational impact the French strikers and migrant incursions is having on UK import and export trade. “Having coped with Operation Stack for several weeks now, we’re seeing drivers resigning from this route due to the stress of queuing for hours and the hassle of getting through the port,” he said. “In addition, the risk of stowaways and the potential for fines and involvement with the authorities is a huge disincentive for both drivers and hauliers to continue with the Calais option. “The decision by drivers to step away from this route has already seen a number of freight businesses introducing surcharges of between 1-2 per cent. The rise in costs – due to increased fuel bills, man hours and required rest breaks – is now becoming a very serious issue for the logistics industry.”

While Rhenus said it was continuing to resist passing on these costs to its customers, it confirmed the company cannot continue to soak up additional operating costs for much longer. “Without a rapid and practical conclusion to this situation, unavoidable freight prices will rise across the board,” Williams said. He concluded that other export route options, on the North Sea and western channel, simply do not have enough capacity to cope with demand created by the problems at Calais. “While there has been a fair amount of exaggeration from businesses wanting to make a political point about the Calais situation, things are now getting serious,” he added. “The Calais crossing is operational, but the exodus of drivers will inevitably force prices up.” Rhenus Logistics UK is based in Manchester, with an additional 12 facilities in the UK and Ireland. Specialising in all modes of freight forwarding, road, rail, air and sea transport, it provides services to the automotive, FMCG, hazardous cargo, engineering and manufacturing sectors.

RULES RELAXED DUE TO OP STACK HOLD-UPS

T

he Department for Transport recently put in force a ‘temporary and limited’ exceptional relaxation of the enforcement of EU driver’s hours rules – which was applicable in the UK only – to enable hauliers to better deal with the rise of Operation Stack restrictions. The period of temporary relaxation ran for a period of 30 days, which began on July 30, and was in force at the times when Operation Stack was in place. DfT said it was only for drivers whose journeys were delayed due to the industrial action or disruption at Calais and who: ● Have used a cross-Channel ferry or Eurotunnel to reach or leave Kent ● Are waiting within Kent for departure to mainland Europe ● Are driving a commercial vehicle operated from an operating centre in Kent and whose journey has been disrupted The new rules were met with concern in some areas of the industry. The Road Haulage Association said that while it welcomed a “degree of relaxation of enforcement” under the current circumstances, the measures “go too far” and would be welcomed by neither responsible haulage companies nor their drivers. RHA said the extension of the driving

RHA: URGENT MILITARY ACTION NEEDED IN CALAIS

R

HA chief executive Richard Burnett has reiterated the Association’s call for the French military to be deployed to secure the Port of Calais in light of ongoing migrant activity in the region. “For the thousands of British drivers whose lives are now being put at risk on a regular basis, a quick and effective solution to the current situation must be found,” Burnett said. “It has become clear the French authorities in Calais simply cannot cope. This has become an untenable situation and is obviously now beyond the capabilities of the French police. “The RHA strongly repeats its request,

day to 11 hours on its own would have been proportionate, but the extension of the driving day plus the curtailment of the daily rest period was “ill-judged and likely to lead to the exploitation of hauliers and their drivers and a reduction in road safety”. The Association said it would also have liked to see a statement of re-assurance that the relaxation would be respected by enforcement across Europe to ensure hauliers wouldn’t run the risk of incurring fines.

and off-route mileage costs for the operator, which could not be passed on to customers. “The business has experienced a big uplift in its fortunes over the last five years, but if the Calais situation and the constant strikes and immigrant problem continues, it will have a devastating effect on many international transport companies – including ours,” said BYC MD, Kevin Hopper. “If the French government does not take action to stop this sort of unlawful action, companies will go out of business not just in the UK, but across Europe,” he warned.

made in June, for deployment of the French military to contain, segregate and control the migrant threat.” he continued. “We would also ask that the UK government provides additional support if requested to do so by the French.” Burnett said the ongoing disruption is continuing to put the lives of migrants and HGV drivers at risk. “The government has a duty of care to all British citizens – let that care be shown to the UK hauliers, who ask no more than to be able to perform their job of moving the UK economy safely and securely,” he said.

TRUCKS TO USE MANSTON AIRFIELD DURING OP STACK

I

CALAIS DIVERSIONS COSTING HAULIERS “THOUSANDS” roblems at Calais are costing international hauliers thousands of pounds to reroute their trucks around the Port in order to get them back to the UK safely. In a statement to the press, Brian Yeardley Continental said it took the decision to not allow any of its vehicles to ship Dover-CalaisDover during the worst of the crisis to protect its drivers, trucks and cargo. Yeardley said all its trucks have been diverted to ship back to the UK via other ports, such as Zeebrugge and Rotterdam. This was incurring thousands of pounds in extra ferry

Rhenus Logistics said operators will not be able to sustain additional costs of diverting goods around Calais because of migrant difficulties

n an effort to ease the chaos caused by the increased implementation of Operation Stack due to ongoing disruptions in Calais, the government has earmarked Manston Airfield as a temporary alternative for freight traffic waiting to use cross-Channel services. Quick-to-market products are also being prioritised for onward travel, which would be identified as part of the filter procedure on entry to Operation Stack. The Department for Transport said the disused Ramsgate airport will be trialled as an addition to stage 1 of Operation Stack, which is put in place between Junctions 8-9 on the M20, instead of using further stretches of motorway. Matrix signs will direct trucks bound for the Port of Dover to Manston, while those travelling via the Channel Tunnel will queue on the M20. One coast-bound lane on the M20 may be left open for local traffic. The DfT has stressed the measure is temporary and will be implemented on a trial basis. Police will have jurisdiction to direct trucks onto the site, where stacking will be managed by the Army. “We have found a viable short-term solution to the disruption residents and industry in the M20 corridor from Dover to Maidstone have been experiencing in recent weeks as a result of Operation Stack,” said transport minister Lord

Ahmad. “By using Manston Airfield, we have secured an interim solution while we work to find a longer term resolution, which meets the needs of the whole of Kent and of course the interests of British industry.” The following loads will not enter Operation Stack, but will be routed directly to the Channel Tunnel or the Port of Dover: ● Livestock and other live loads, including live shellfish ● ‘Quick to market’ fresh produce, including fish and meat ● Hazardous goods – explosive (class 1) and radioactive materials (class 7) ● Freight/cargo for critical care – emergency medicines, equipment for critical care and any other material required to preserve life ● Items critical for humanitarian need and welfare of the nation “We have been in a critical situation in Kent since the middle of June and, in that time, the situation in Kent has been acknowledged as a very real national issue,” said Kent Police’s deputy chief constable, Paul Brandon. “The option to divert freight bound for Europe to Manston Airfield, while very challenging, has become more feasible in terms of resourcing and logistics.” The use of Manston will be kept under review and impacts will be monitored on local routes and at the Port of Dover.

PETITION CALLS FOR END OF OPERATION STACK

T

he RHA has launched a mass petition to restore law and order in Calais and “put an end” to Operation Stack. RHA chief executive Richard Burnett said: “I am calling for everybody in the country to sign the online petition as every name added makes our campaign stronger.” He said the effects of the current crisis at the Port of Calais are having an “intolerable” effect on the UK and its haulage industry. In the UK, Op Stack has seen in excess of 5000 vehicles parked up while waiting to cross to France. “The cost to the haulage industry alone is massive and the corresponding problems caused to the people of Kent have become untenable,” Burnett added. The petition can be viewed and signed online at at www.rhaactnow.uk.net

Letter FOREIGN MATTERS I am quite surprised at the manner in which Truckstop News editors have chosen to highlight the findings of Accident Exchange in the June 30 edition. Considering the newspaper’s purpose should be to bring to its readers the positive aspects relating to the road haulage industry, the vehicles and its drivers, I cannot understand why the debatable evidence released by Accident Exchange has been used to denigrate truck drivers, irrespective of their nationality. At the same time that Accident Exchange are criticizing drivers from mainland Europe and openly accusing them of being the cause of a substantial number of road accidents, they should also make known the kinds and makes of vehicles that are supposed to have been offended against; what percentage of UK trucks were involved, what was that percentage of cars and, more importantly, how many BMWs and Audis were contained in the figures they have released – for they are the drivers who are as likely to offend as be offended against. It might also be useful to know the ages of the British motorists who were involved before a general attack is made on foreign drivers.

TURN FOR THE WORSE

I used to make a regular delivery in the centre of Glasgow in a street near the River Clyde. There was a pub on the corner frequented by ladies of easy virtue – or so I was told. It was a busy wee street with trucks and parked cars; getting in wasn’t a problem, but getting back out was. As I was delivering tiles and the pallets were heavy, I always parked

Considering the increasing numbers of continental trucks on our roads and the diminishing numbers of British trucks, thanks largely to the conditions and fuel duties imposed by successive UK governments, it is hardly surprising that those foreign vehicles that are involved in accidents are increasing in number. It’s also worth pointing out the majority of motorists do not know how to share the roads with other car drivers or British trucks, so therefore accidents involving left-hand drive trucks are always more likely to occur. I have a first edition of Cola Cowboys and I wouldn’t like to think Accident Exchange is adopting the

mindset of the Turkish authorities when Middle East trucking was in its infancy, whereby any accident involving a foreign truck was automatically the fault of the foreign driver because ‘he shouldn’t be here anyway’. Like or loathe the situation, continental trucks on our roads are here to stay and we need them – so it’s high time we motorists learned how to adapt to their presence. They may be involved in a greater number of incidents, but it shouldn’t necessarily follow that they are to blame for that increase. Colin Carey By email

THANKS TO BAKER BOYS facing uphill, as otherwise I couldn’t pull the pallets up the boxvan trailer. One day, after I was unloaded, I drove up to the top of the street to turn. Small vans and cars could get round and out the next street up, but it was too tight for an artic, so I had to use it as a T-junction. I got halfway round and was facing down the street, but a wee Mini on the corner was just far enough out to catch

my trailer wheels. As I said, it was a busy street with other deliveries, so a TNT driver shouted to another few drivers and the Mini was bounced out of the way. But that’s how it has always been in the old days. Drivers helped each other. Thanks for another great paper. Colin Black By email

My son recently had his school prom he is a big truck fan, and I was hoping you could publish a picture and a small thank you in your newspaper. It would be a lovely surprise for my other half too, who reads your paper every month. He works for S&B Aggregates from Waterlip in Somerset, and we were able to use the company’s flagship truck to take our son Korey to his prom. I would like to say thank you to Chris Baker, the owner of S&B for allowing us to use the truck. Thank you to Tim Skuse, who’s truck we used, and thanks for his assistance with polishing it up. ACCIDENT

SPOT

We hear it all the time from insurance companies that Personal Injury claims are on the increase, fuelled by “ambulance chasing lawyers”, even though most claims are actually encouraged by the insurers themselves through their own allied firms of solicitors! The reality is that the number of claims being made are reducing year by year, but this has not resulted in a reduction of the amount you pay for insurance premiums. Neither does the amount paid out in Personal Injury compensation awards keep pace with inflation. Do people injured through no fault of their own truly receive justice? Compare the amount they receive to the sums awarded to people who have been defamed and make up your own mind. How can it be fair for someone who is badly injured in an accident to only recover a few thousand pounds to compensate for their pain, suffering and related financial losses, when a celebrity could potentially receive hundreds of thousands of pounds because a newspaper said something untrue about them or illegally hacked their mobile phone?

ADVERTORIAL

In this issue Steven Hinchliffe of the professional drivers’ “go to” Personal Injury specialists Hinchliffes Solicitors (see their advert on the front page) considers “WHY DO DAMAGES FOR DEFAMATION DWARF THOSE FOR PERSONAL INJURY COMPENSATION?”

Recent examples reported in the media include phone hacking targets Sadie Frost and Paul Gascoigne, who recovered £260,250.00 and £188,250.00 respectively from the Trinity Mirror newspaper group. Other high profile people about whom newspapers have written articles that have later been proved to be untrue, but at the time caught the public’s imagination resulting in increased sales of the newspapers, have also received vast amounts in compensation. I have absolutely no doubt that having your phone hacked and your private messages broadcast, or reading something about yourself in the press that is untrue causes immense anger and distress. Sadly many take the view that ‘there is no smoke without fire’ and the reputation of the defamed person could be forever tarnished. Although, it does seem that the more famous you are the more compensation you get. Footballers, rock stars and actors whose annual salaries run into the millions appear to be the people who recover the highest sums. Whereas if an ordinary man or woman was libelled in a similar way it is likely they would receive a relatively modest financial award, when the effect on their personal life may have been just as great. In comparison, what could an accident victim expect to receive? The following examples are on the assumption that the injured person can prove that the accident was the fault of another party who has insurance to cover the claim. The more serious the injury, the harder the insurance company will fight to minimise the amount they will eventually have to pay out. If the accident is fatal, you might expect the deceased’s family to be entitled to the highest level of compensation, but this is not the case with sometimes the award being as little as £12,980.00. The loss of a leg or partial paralysis of the neck could result in a payment of around £100,000.00. If the injury means that you can never work again and need round the clock care, this would increase the financial aspect of claim and could potentially push the overall level of compensation into the millions, but of course you will then have to pay for your ongoing care for the rest of your life without having any ability to earn a living.

Steven Hinchliffe Someone who suffers a life ruining accident may recover several hundred thousand pounds from the responsible party’s insurers, but how do they feel when they hear news of a film star recovering £500,000.00 defamation compensation because they were falsely alleged to have had an affair? The injured person will never recover, whereas the film star keeps the cash, enhances their public profile and returns to their high paid career. As a society, have we got our priorities wrong? Do not think for a moment that I believe newspapers or the media should be able to libel people and not suffer any consequences, but the level of compensation does seem to be out of kilter with the damages awarded for physical injuries. Despite steps taken by newspapers to limit compensation for defamation there seems to be little change. Likewise, Personal Injury lawyers campaign relentlessly for more realistic awards of compensation for their injured clients, but the amounts are fixed by a combination of Government and judicial decision making. The prospect of those awards getting anywhere near the sums paid out for defamation is as far away as ever. SPLIT DAILY REST

Tel: 01733 353 376 Fax: 01733 557 235 E-mail: sarah.willmott@kelsey.co.uk

Daily rest and break requirements and in particular ‘split’ daily rest can be confusing. Knowing what to do in order to comply can be difficult. So this issue I have looked at how a split daily rest operates in terms of tachograph compliance and I have tried to explain the daily rest requirement. At the beginning, I think it may be helpful to set out the difference between ‘rest’ and ‘breaks’: 1. A ‘break’ is any period during which a driver may not carry out any driving, or any other work and which is exclusively used for recuperation (see EC Regulation 561/2006 Article 4(d)). A break can be taken in a moving vehicle provided no other work is undertaken. 2. A ‘rest’ means an uninterrupted period during which a driver may freely dispose of his time (see EC Regulation 561/2006 Article 4(f)). Time spent working in other employment, or under obligation or instruction cannot be counted as rest, including work where you are selfemployed. After a driving period of no more than 4.5 hours, you are required to take a 45-minute break – but this can be replaced with a rest period. See EC Regulation 561/2006 Article 7(1), which states: ‘After a driving period of 4.5 hours, a driver shall take an uninterrupted break of not less than 45 minutes, unless he takes a rest period. This break may be replaced by a break of at least 15 minutes followed by a break of at least 30 minutes, each distributed over the period in such a way as

to comply with the provisions of the first paragraph.’ Furthermore, drivers are entitled to split this daily rest into two periods, the first of which must be at least three hours, and the second must be at least nine hours, giving a total of 12 hours. However, the potential fly in the ointment is the question of whether drivers can take a three-hour rest period during a shift. The issue here is whether you would be able to freely dispose of your time. If the answer ‘yes’, then all’s well and good. If the answer is ‘no’, then the issue is the three-hour period may not be considered to be a ‘rest period’. As regards daily rest requirements, to begin we need to look at the requirement for daily rest which is found at Article 8, which states: 1. A driver shall take daily and weekly rest periods. 2. Within each period of 24 hours after the end of the previous daily rest period or weekly rest period, a driver shall have taken a new daily rest period. If the portion of the daily rest period which falls within that 24-hour period is at least nine hours, but less than 11 hours, then the daily rest period in question shall be regarded as a reduced daily rest period. 3. A daily rest period may be extended to make a regular weekly rest period or a reduced weekly rest period. 4. A driver may have at most three reduced daily rest periods between any two weekly rest periods.

5. By way of derogation from paragraph 2, within 30 hours of the end of a daily or weekly rest period, a driver engaged in multi-manning must have taken a new daily rest period of at least nine hours. A ‘reduced daily rest period’ means any period of rest of at least nine hours, but less than 11 hours. In the example given, if the duty period commences at 6 am on Day 1, then the requirement is the driver must have taken a daily rest period by the end of that 24-hour period. In other words, the driver must have completed the daily rest by 6 am on Day 2. Drivers also need to have regard to other issues, such as the exact nature of duties, including those referred to at Article 9 (2 and 3). Article 2 states that any time spent travelling to a location to take charge of a vehicle falling within the scope of this Regulation, or to return from that location, when the vehicle is neither at the driver’s home nor at the employer’s operational centre where the driver is normally based, shall not be counted as a rest or break unless the driver is on a ferry or train and has access to a bunk or couchette. Article 3 states that any time spent by a driver driving a vehicle which falls outside the scope of this Regulation to or from a vehicle which falls within the scope of this Regulation, which is not at the driver’s home or at the employer’s operational centre where the driver is normally based, shall count as other work.

TRUCK WHEEL LOOKS THE BUSINESS

T

yre-maker SPEEDLINE TRUCK has launched a new SLT 2907 truck tyre in the size 22.5 x 9.00 which the company said has been built especially for design enthusiasts. The new wheel features stylized hand holes for a unique look, and weighs in at 23.7 kg – 0.5 kg lighter than its predecessor. Users of tandem axle tractors will benefit from a weight advantage of up to 120 kg compared to the fitment of steel wheels. The company said its SLT 2970 wheel has a load capacity of 4250 kg, and is available in a 10-hole version with 26 and 32 mm holes and features a special valve that provides additional corrosion protection and low torque for lower loads. It is also offered in a diamond surface or highly polished variant.

DUTCH FIRM’S VOLVO IMPOUNDED ON CABOTAGE

A

foreign-registered vehicle owned by Volvo Financial Services BV was impounded by DVSA officers on May 15 after tachograph records showed the vehicle had made six journeys since entering the UK on May 5 – five of which fell into the criteria for cabotage. The vehicle was being operated by Dutch operator, Farm Trans. Traffic commissioner for the North East of England, Kevin Rooney, determined it was clear the finance company had taken appropriate steps to establish its client held the correct authorisation to use the vehicle. He said that should another vehicle operated by Farm Trans and owned by Volvo be detained, “it would be significantly more difficult for Volvo to establish a lack of knowledge of that illegal operation given it is now on notice that the simple database checks will not establish their client’s true behaviour.”

Time to refinance

Q

I find myself in a cash-poor, but assetrich position as I own my vehicle and some machinery, but am constantly running against an overdraft. Can you offer any advice or suggestions?

A

There are certainly many options to refinance your assets such as vehicles, machinery etc and with the excellent interest rates available today, this is a sensible option to consider. Running against an overdraft is very stressful and all too often leads to a business owner chasing turnover instead of profit. If you know a certain customer will pay on time, but there is little profit in the work, it can be tempting to do the work simply to help with cash flow. Refinancing can take the pressure off, leaving you to look for more profitable work. I can put you in contact with an independent finance broker who will be able to offer you different lenders suitable to your specific needs.

Liability cover

Q

My accountant has told me I should have Directors and Officers Insurance, but as I already have Public and Employers Liability cover, I cannot understand why I would need this extra liability insurance. Your advice, please.

A

Directors and Officers Insurance, which is also called Management Liability Insurance, covers many areas of risk which

fall outside of Public and Employers Liability. Issues such as breach of Health and Safety regulations and breaches of contract law are examples where a director can be held personally responsible and legal action taken against you can result in your personal property being at risk. Your accountant is entirely right in saying you should have Management Liability Insurance, and the good news is it is relatively inexpensive. Please give me a call if you would like a comparison quotation.

Shunter cover

Q

We have a fleet of eight vehicles, but one of these is only used as a shunter – and yet under our fleet policy, it is being charged for at the same premium of £3600 as the other trucks. This is crazy when comparing the risks, but is there anything we can do?

A

Most insurance companies will offer a reduced rate for a vehicle used only as a shunter, as it will only be used on occasions and not for haulage purposes. They may suggest reducing the cover to just third-party fire and theft if it happens to be an older or lower-value vehicle. You need to remember, however, that if a vehicle is only third-party fire and theft, then that is also the cover for any trailer it is pulling. Therefore, if your shunter pulls customers’ trailers even for only short distances, you would still want comprehensive cover to insure any accidental damage you might cause.

Working together, we can build a better industry for all. Driver CPC is an issue that affects us all, no matter what badge you have on the front of your vehicle, so we offer a training service suitable for every driver and every business. Our competitively priced training courses cover CPC-approved content relevant to drivers of any truck, and our aim is to help develop professionalism in our industry through an infrastructure of quality courses, facilities and trainers.

All the chassis feature cornering lights and Optidriver automated transmission as standard, plus an electric parking brake, which is applied automatically when the engine stops, and/or when the driver’s door is opened. The cab has been designed with efficiency in mind. The screen is angled to 12 degrees and a trapezoid form, narrower at the front than the back to reduce air drag and improve air penetration coefficient by up to 12 per cent. The C range is lighter and offers greater payload – which can be up to a claimed 22.8 tonnes for an 8x4. K range is up to 50 tonnes GVW and up to 120 tonnes GCW. The off-road mode is standard on trucks fitted with auto transmission, and is standard on the C-range – but optional on K-range. The C-range has steel corner bumpers and light protection grilles, while Renault’s K-range has all-steel bumpers, greater ground clearance and approach angle, 25-tonne capacity tow bar at the front, grilles for the headlights (and spotlights where fitted), and polycarbonate optics for better impact resistance. For off-road work, the C range can be fitted with the same heavy-duty all-steel bumper as fitted to the K-range, offering greater protection for trucks used in heavier duty applications. The C range’s 2.5 cab and K-series cab offer comfort levels comparable to those in long-haul tractors. There’s more space on the inside and the engine tunnel is reduced to 200 mm. The dash is a wrap-around design and a seven-inch screen provides the driver with real-time vehicle information. There is now three-way adjustment for the steering wheel/column and 200 mm seat adjustment, anti-slip steps both for cab access and for access to the screen. A step folds out and down from under the front bumper and there are strategically placed steps above this. Large storage bins on either side are accessible from both inside and outside the cab. Heated/adjustable mirrors are in two blocks, there’s an electric parking brake, Hill Start Aid and anti-intrusion alarm. Euro 6 engines are based on the Euro 5 blocks, but have been heavily modified. Euro 6 engines are DTI-8, DTI-11 and DTI-13 and have been produced using new materials. The standard Optidriver transmission is a 12-speed version, and off-road

enault Trucks chassis aimed at construction are dubbed C and K (C for construction and K for heavy construction (Konstruction?). The C-range is the replacement for the Lander (but this has been extended to include greater specification and variety of chassis options), while K-range is the replacement for its impressive heavy-duty Kerax. The C-range comes with two cab width options – 2.3 m and 2.5 m – and both are reputed to have the same levels of comfort as its trucks designed for long-distance work. On the inside, Renault has opted to use a greater number of rotating button controls rather than protruding switches to increase comfort and ergonomics and reduce likelihood of the driver snagging on them while moving around inside the cab. There’s reinforced protection for all exposed parts of the cab, a step on the side of the cab/ top of the mudguard outside of the driver’s side door allows him/her to step out of the cab and onto this to check the load. K-series chassis come with a three-piece, all-steel bumper, there is impressive ground clearance, plus 120-tonne GCW and excellent approach angle (a claimed 32 degrees). C-range has the innovative Optitrack system available for the front axle to give temporary four-wheel drive, while the K range has allwheel drive chassis available.

Renault Trucks has refined its construction chassis for Euro 6 mode is standard fitment with that gearbox. A manual nine-speed ZF transmission is an option, as is a six-speed Allison automatic transmission. Both the C-series with the 2.5 m wide cab and the K range can have 14-speed manual B14 gearbox as an option. There are three retarder options for the DTI-11 and DTI-13 engines. An exhaust brake, Optibrake and hydraulic Voith retarder. There are six options for the DTI-8. Exhaust brake, Optibrake, Telma 72.00, Telma 72.60, Allison and ZF Intarder.

Testing on/off-road

We tried a 6x4/6 rigid fitted with the DTI-11 engine rated at 460 bhp, Optidriver 12-speed automated transmission, day cab, a nine-tonne front axle and 16-tonne rear axles. Driving the truck across the off-road route with judicious use of the axle locks on the loose surface ensured safe negotiation of the rough tracks with tight winding corners that formed part of the test route in a working granite quarry just north of Barcelona in Spain. Having to shunt on some of the tight hairpin corners facing steep drops involved

some interesting driving techniques! Next, a drive in an artic took us out of the quarry, onto the public road and around a loop, returning to the quarry and tackling a more challenging track once off-road. This truck had what Renault Trucks describes as a day/night cab, which is spacious and offers high levels of comfort. Using diff locks, off-road mode, manual throttle (press a button on the dash for manual throttle and manual gearchange mode is automatically engaged), this technique is used on rough ground where the driver’s foot might pump the throttle or lose touch with it as the truck bounces over bumps. Two switches with engine symbols – one with a plus (+) sign, the other with a minus (−) sign – increase or decrease revs respectively when using the manual throttle application and allow the driver to control the vehicle’s progress. In auto mode the revs ‘respect’ the green band and get the best in fuel economy. This truck was fitted with the 520 bhp motor which, unsurprisingly, provided effortless climbing ability.

BOAT-HAULER’S VEHICLE IMPOUNDED

S

cotland’s traffic commissioner, Joan Aitken, has refused to return an impounded vehicle to South Lanarkshire boat transporter Alistair Adams. Aitken ruled Mr Adams, of Carlisle Road, Blackwood, was not the owner of the detained vehicle and therefore his application for its return could not be granted. She also added that a bill of sale produced at a hearing to prove he was the owner of the vehicle had been created for the purpose of his application. Only the owner of a detained vehicle can apply for its return. The inquiry, held in Edinburgh on July 16, heard that examiners from the Driver and Vehicle Standards Agency (DVSA) impounded a vehicle owned by A Adams Haulage Ltd on June 5, 2014 in Lesmahagow. It had been observed

transporting a boat by officers from Police Scotland. The DVSA examiners could find no evidence of a valid goods vehicle operator’s licence for the journey. Subsequent analysis of tachograph records revealed a number of journeys had been made in the vehicle between April 29 and June 5, 2015, with break and rest offences also detected for Adams as the driver of the vehicle. Adams told the traffic commissioner he moved boats around Europe and was on the road a lot. He had a property in Blackwood and also lived in Varna in Bulgaria. He had previously operated the vehicle through an Irish operator’s licence, but then moved to Bulgaria. A solicitor based there had helped him to set a company up and obtain a

Bulgarian operator’s licence, however that licence had recently been revoked. He told the commissioner he had stopped trading around six weeks before the hearing. He claimed most of the work was private, individual transportation and he moved boats on the basis that he lived in them. Adams disputed the DVSA evidence that he was moving goods and therefore required an operator’s licence. However, DVSA officers told the traffic commissioner movement orders and tachograph records were at odds with private use. Approximately 4000 km were recorded over a period of 20 days, which the agency considered to be a lot for private use. A senior traffic examiner from the agency said the use of the Bulgarian licence was

Read the paper online at www.transportcafe.co.uk

a “flag of convenience” to allow Adams to continue operating. He had previously been disqualified from holding a licence in 2009 (for three years) and subsequent licence applications had been refused. The community authorisation issued under the Bulgarian licence was also found to have been suspended. In a written decision, Aitken said: “I am in no doubt whatsoever the use of this vehicle was in connection with Mr Adams’ established trade or business of moving and dealing in boats. To find otherwise would be perverse, especially given the long history which he has of undertaking such work.” She concluded he had not been using the boats to live in and was engaged in some sort of transaction for mutual benefit – which meant he needed an operator’s licence.

❯❯ FOCUS ON RECRUITMENT ❯❯

H&G RECRUITMENT Now in its 14th year of trading, H&G has launched into a new era of growth enjoying substantial expansion. The business has set out to provide the transport and logistics industry with outstanding innovation and industry leading staffing solutions. Our unique menu of added value benefits includes the introduction of our client and worker portal that provides our partners an excellent channel of communication 24 hours a day. But the most revolutionary project for H&G has been working alongside our broad spectrum of clients to up-skill over 50 Class 2 and 7.5-tonner drivers to Class 1 C+E drivers, and proactively resolve the ever-looming driver shortage. “This year’s mission has been to collaborate with our established clients, partners and owner-drivers so we could maximise opportunities and efficiencies for all the national distribution we are fortunate to work along side,” said Gail Radley, director and co-owner. The driving force for these changes has been to establish H&G as an employer of choice. We have set out to decrease the skills gap and actively encourage more people into the transport industry. New branch openings include Northampton and Rainham, in Essex,

which after two major contract wins with renowned clients, H&G have been able to create over 200 jobs for professional drivers who want either full time, part time or ad-hoc opportunities. The Rainham office is also home to our first Training Centre of Excellence. Utilising our JAUPT accreditation to offer DCPC training and up-skilling, among a wealth of other training courses, our RTITB accredited H&G driver trainers are able to coach and mentor our driving workforce to match our client’s visions. Through on-the-road training, assessments and workshops, we promote safe driving techniques, fuel efficiency, legal compliance with driving hours and WTD, manual handling and wellbeing among the workforce. “By offering flexible and consistent industry leading training, we are able to offer our clients a better class of driver,” said Gail Radley. Growth and innovation hasn’t meant we haven’t forgotten the basics. We still concentrate on giving our workforce the best opportunities we can with competitive rates, guaranteed minimum hours, no zero-hour contracts, reward schemes for the colleagues that go the extra mile and a varied network of clients on either permanent or temporary positions.

BRADMOORE RECRUITMENT

First and foremost, Fagan & Whalley Ltd is a people-focused business with a hands-on and highly communicative management style. Our strength as a haulage business lies in our first-class team, who we offer the following benefits to:

Bradmoore is now its 14th year serving customers in the East Midlands. The big news recently has been that we can now offer work to younger HGV drivers over 23 if they have held their licence for a year and have driven 90 days in the last two years. One of our big retail clients is now offering this great opportunity to drivers who before would struggle to be accepted. We offer drivers many incentives to work for us, such as help with finding accommodation, maximising their income, and offering a £300 introduce-a-friend scheme. We are also looking for full and part-time HGV 1 drivers who want to earn good money all year around, but who are flexible to be able to drive on different contracts if need be. As testament to us, many of our drivers have been with us for more than six years, so we are are doing something right – and many new drivers come to us via referral, which is very pleasing. Whether you are looking for work either as a young driver or an experienced ‘hand’, then please give us a call today to see what we can offer you. After all, you have nothing to lose and maybe much to gain.

● Good earning potential ● All hours paid ● Average holiday pay ● High-spec vehicles ● Driver facilities ● Company uniform We are also committed to driver development with our in-house CPC-approved driver training facility and Fleetmetrik system. ENCORE DRIVING

Encore Driving – 01604 824 179 •

Encore Driving is a specialist driving agency recruiting LGV1, LGV2 and 7.5-tonner drivers to cover temporary and ongoing positions for clients based in the Midlands, and from the firm’s new driving division based in Slough covering West London. Encore recognises there is a shortage of drivers in the industry and is working hard to tackle the problem. “Attracting, recruiting and retaining drivers must be seen as an investment and not a cost,” said divisional manager, Wayne Stroud, “and that’s why Encore’s recruitment strategy is about training, development and recognition.” Encore is a JAUPT-approved CPC training centre that has been offering free training to its drivers since January 2014. Seventy per cent of its drivers completed their CPC training with Encore by September 2014, and its training programme will ensure all its drivers receive periodic training that enables them to complete 35 hours by September 2019. In July, Encore launched its Approved Driver Scheme that recognises and rewards drivers for the work they do, and on September 1, the company will launch

its Encore Driver Training Programme. The cost of training is a fundamental reason that prevents a lot of drivers entering the industry or moving up from van to HGV. The training programme addresses this and is designed to help drivers upgrade their licence or add further skills – for example, HIAB or Moffett – without having to find a lump sum of money. Managed by experience, Encore understands the industry and what the drivers are up against. Whether you are a Ltd Co driver or PAYE, Encore will be pleased to hear from you.

OF TRUCKS ON SHOW

BTRA Truck Racing Event s September 19 -20, Snetterto n October 10-1 1, Pembrey November 78, Brands Hatch

re you considering a career change to become an HGV driver? The organiser of the Shropshire Truck Show, Independent Events Management (IEM), is offering one scholarship for a lucky person to have their HGV Class 2 training paid for! IEM said it wants to put back into the industry and is looking for applications for the 2015 Scholarship. The 2014 Scholarship went to a long-time Shropshire Show supporter, Peter Revans, who has been running the event’s Main Arena since 2011. “We thought this would be a one-off, but have decided to extend this opportunity to our visitors in 2015,” said IEM director, Jason Lunn. Pete organised his medical, got his provisional licence and did his theory tests, as well as took his CPC test. All he had to do then was pass his driving test. The training was provided by SDS Training, and Pete took his test back in June and is now the proud owner of a HGV Class 2 licence. “We chose SDS Training as it was local to Pete in Lincoln, and was well recommended,” Lunn said. “We agreed the fee and Pete signed up for his lessons and test.” LGV Courses vary in length between 4-6 days for Class 2 training and 3-5 days for Class 1 training, depending on a candidate’s previous driving experience. Pete had experience with the larger sized vehicles, but nothing quite as big as the vehicles he was hoping to drive – and he had not experienced a four-over-four range-change gearbox before, nor had he driven an 18-tonne rigid on the roads; so he booked a driver’s assessment “The assessment gave Pete a chance to meet the training company, have a go at driving on the roads to give him an insight into driving a larger

vehicle, and an idea of what would be required to meet the DVSA Standards to successfully gain an LGV Class 2 licence,” Lunn said. “Pete’s assessment went well and he showed a good understanding of driving a larger vehicle. “After three days of training, Pete passed his test easily and with great results! We are extremely proud of Pete for achieving his license first time, and he has since decided to pay for and take his HGV Class 1,” he added.

So what’s the opportunity for you?

IEM is looking to help a new driver into the industry. If you’re 21 years or older, write to IEM now with details of any experience you have had and why you want to be an HGV driver. A CV and covering letter would be good. You can send applications to jason@i-e-m.org.uk The deadline for applications is December 31, 2015. There is no ‘winning entry’ – this isn’t a prize or a competition; it’s an opportunity for someone to take up a new career. IEM is looking for someone it believes has the best chance of passing their test, and representatives may want to meet you or talk on the phone/Skype. You will be expected to pay for the medical to ensure you are fit enough to become an HGV driver, and also pay for your Driver CPC. However, the person who receives the scholarship will receive paid training in HGV Class 2 and test fees. Remember; IEM is not offering a job – that’s up to you to find after you have got your licence! “HGV driving is well-paid, skilled work and we need more drivers – so apply now for your chance to get your HGV Class 2 training paid for,” Lunn concluded. “Good luck, and we hope to hear from you!”
