VOLVOS HELP HORNIGOLD HIT THE SWEET SPOT

D

itchford Mill, Wellingborough-based Hornigold Haulage has taken delivery of another 10 Volvo FH540 6x2 tractor units from Volvo Truck and Bus Centre East Anglia. Despite the current price at the pump, Hornigold Haulage managing director Brian Hornigold said he is acutely aware fuel costs will again rise at some point – so fuel efficiency is still king for him. “We don’t skimp on horsepower because I believe, within reason, you use less fuel,” he said. “Furthermore, delivering that power via the I-Shift transmission offers even more savings.” Additionally, Brian specified 315/80 tyres, which he reckons aids a reduction in tyre wear and also helps hit the ‘sweet spot’ in terms of fuel efficiency. The latest additions swell the company’s fleet to 40 trucks. The new FHs are all equipped with Globetrotter XL cabs

featuring leather upholstery, single bunks, high power audio systems with integrated Bluetooth phone and USB/Line inputs, and a dashboard-integrated 7 inch colour information display. “We specified these trucks to a level that helps retain residual value and supports driver recruitment,” Hornigold said. “Furthermore, the leather upholstery is easy to clean, so even after two to three years, which is normally how long we keep our trucks, the interior remains tidy.” He added: “We work most of our trucks 24-hours-a-day and some seven days a week, covering the whole of the UK and often at maximum payload, so it’s a really demanding environment. “We have a Gold R&M contract with Volvo Truck and Bus East Anglia in Wellingborough; that means they take care of pretty much everything so we can concentrate on the business,” he concluded.

WHERE TO DRAW THE LINE? ROAD ASDA RE-EQUIPS WITH MARKINGS PLANS SPARK CONTROVERSY MAJOR SCANIA ORDER

S

cania has completed the delivery of 253 trucks for use on supermarket chain Asda’s base, chilled and petroleum distribution fleets. The bulk of the order comprises G-series sleeper cab models featuring Scania’s 410 bhp Euro 6 SCR-only engine. The company took 93 G410 LA6x2/2MNA mid-lift tractor units and 68 G410 LA4x2MNA tractor units for the Asda base fleet. A total of 17 G410 LA6x2/2MNA mid-lift tractor units and 38 G410 LA4x2MNA were spec’d for chilled distribution, to be operated by NFT on behalf of Asda. Completing the order are 37 P450 LA6x2/2MNA lightweight sleeper cab tractor units supplied for the Asda petroleum distribution fleet. These will be operated by DHL on behalf of Asda. All trucks in the order will be maintained by the Scania UK network, which also provides a full service for Asda’s trailer fleet,

Thing of the past? White lines are being removed from busy British roads in a bid to slow drivers down

T

he government has announced a proposal to remove white lines from busy roads across the UK in an attempt to reduce vehicle speed, after research suggested the absence of central road markings slowed drivers. White lines have already been removed – or more accurately, not replaced after resurfacing work – in parts of central London, Wiltshire and Derby, and a trial scheme is being mooted by councillors in Norfolk. The plans have divided opinion across the industry. Vehicle management group LeasePlan UK said it welcomed any changes that would ensure British roads were a safer place for users. “Whether to remove white lines from roads or not has been part of a global conversation that has been growing since the turn of the century, and it’s good to see this particular topic highlighted once again,” said Lesley Slater, business development director, LeasePlan UK. “The remodelling of Exhibition Road experiment provides evidence to suggest removing not only central white line markings, but other traditional safeguards – from road signs to traffic lights and even pavements – actually reduces the accident rate and improves traffic flow.

“When removed, drivers police their own traffic flow more effectively and are more considerate,” she added. “The old approach to traffic engineering assumed that wide routes and frequent instructions was the best model – however, these studies demonstrate the need to review this thinking.” However, the idea was met with alarm by the Road Haulage Association (RHA). “We find it extraordinary that Transport for London is able to state its failure to have white lines reinstated on three major A roads has reduced vehicle speeds by 13 per cent, but cannot quantify the impact on accident rates,” said RHA chief executive, Richard Burnett. “Simply slowing vehicles down, which is what some campaigners are calling for, is a bizarre way for a roads authority to behave unless it can demonstrate casualty reductions which could not be achieved by other means. “There is a growing stance in the haulage industry that roads capacity is being reduced by an endless flow of local measures for no good reason,” Burnett added. “The roads minister, Andrew Jones, needs to take a stronger line on what is required of local authorities before these experiments get totally out of hand.”

excluding those operated by NFT. “Scania won the business in the face of strong competition, with fuel performance and aftersales care being key factors underpinning our decision,” said Peter Hey, Asda’s procurement manager – national fleet. “We have also enjoyed a long relationship with Scania – 23 years and counting – and the service they provide around the country, coordinating and providing a wide range of services supporting our cost-effectiveness and our O-licence compliance, is incredibly important to our business.” The trucks destined for the Asda base fleet will run out of Asda distribution centres around the UK serving stores within their areas, while the NFT-operated vehicles will provide a nationwide chilled distribution service. The petroleum tankers will also operate nationwide.

Letter LIFE WITHOUT LORRIES Love them or loathe them, trucks are essential to life as we know it in Britain, transporting everything from our food to the bricks and mortar we need to build our homes. However, with the road haulage industry on the precipice of a catastrophic driver shortage, let’s imagine what Britain might look like without our 496,800 HGVs if we don’t do something about it before it’s too late: 1. Britons drink their tea black or (shudder) with UHT milk It takes 2000 HGV drivers to transport the milk we need to make our national beverage. In an age of industrial dairy, fresh milk quite simply cannot be transported in the volumes it is today without them. Considering 98 per cent of us prefer milk in our tea, a Britain without lorry drivers may see us forced to drink our tea black or debasing ourselves by drinking it with UHT. 2. Farmers’ markets flourish Bad news for the supermarkets may be good news for farmers’ markets. With supermarket shelves empty, we may well return to the days of locally grown food. Farmers will be able to transport their produce using tractors and vans as the scale of the operation is far smaller than that of multiples. 3. Britain goes veggie Although farmers can put their livestock out to pasture in the summer months, they rely heavily on feed deliveries during the winter to sustain their animals. Without HGVs to transport the feed, it will become far more difficult – and therefore costly – to raise the meat we consume. Without lorries, meat could once again be a luxury good. 4. ‘Next-month delivery’ drives shoppers to the high street The rise of ecommerce is well

documented, to a large degree fuelled by the increasing speed and flexibility of delivery options. These services are completely dependent on the HGVs which transport products between the large distribution hubs. Without lorries, the speed of delivery we take for granted simply won’t be possible. 5. International trade slows Over two million HGVs leave the UK every year carrying more than 90% per cent of goods by value. For many journeys, road haulage is the most cost-effective means of transporting goods abroad, and without HGVs Britain’s exports would undoubtedly fall dramatically. Ultimately, the country’s ambition to balance the trade deficit will be in vain. 6. Waste piles up in the street Each year, British households create over 26 million tonnes of waste. The collection of our waste by refuse lorries often goes relatively unnoticed, yet without them waste could pile up on our streets and outside our homes. It is a worrying thought that, without HGVs, we may face the prospect of a second Winter of Discontent. 7. House prices rocket It is predicted that the UK needs to build 250,000 homes a year to meet the ever-increasing demand. With targets already ambitious, we need the construction industry working at maximum capacity, yet without lorries to transport the heavy building materials required, this will be an impossible task. With the population increasing and not enough new homes being built, house prices will only rise further. 8. Britons work from home As HGV tankers are responsible for the vast majority of the fuel in our petrol stations, prices at the pump are

likely to rise substantially – especially as the only alternative delivery method would be costly pipeline infrastructure. An increase in fuel prices will most probably lead to more and more of us working from home. 9. But people get healthier It might not be all bad news, as it’s likely people will adopt alternative means of transport to save money – for instance, cycling and walking. Although only 2.2 per cent of Brits use a bike as their primary mode of transport today, compared to 31.2 per cent of the Dutch, perhaps 2020 will see Britain surpass the Netherlands as the world’s foremost cycling nation. 10. Britons struggle through a dismal Christmas It’s not just milk we depend on HGVs for; in fact, 85 per cent of the goods we consume are transported by lorry. As supermarkets today have very high stock turnover and little stock on site, they use centralised distribution hubs which are completely dependent on road haulage to keep shelves full. So for all of us who rely on supermarkets for our Christmas dinner and novelty reindeer napkins, Christmas may lose its sparkle. Of course, no-one can be sure exactly what will happen if the severe driver shortage is not addressed, but these predictions may not be as far-fetched as they seem. There is, however, much time between now and 2020, and with concerted effort from the industry to attract a new generation of drivers, and support from the government, Christmas 2020 will be as full of festive cheer as it is now. VIDEO KILLED THE RADIO STARS I watched the first episode of the latest series of Supertruckers on the Quest channel. The warm West Country accents, the filming style, combined with the heavy haulage background of King’s Transport makes it like a hectic mix of The Wurzels getting their brand new combine harvester and Corporal Jones from Dad’s Army shouting: “DON’T PANIC!” (They don’t like it up ’em). There is a mildly comedic atmosphere with the drivers taking the mickey out of the office staff who conveniently want to return to driving for a night because it’s being filmed. The transport manager is affectionately referred to as “WIWOTH” because of the number of times he says “When I was on the heavies…” I have the greatest admiration for the driving skills of those involved and the programme does promote a positive image of heavy haulage. Their “fifteen minutes of fame” could cost each of them dearly, though. One abnormal load move involving two trucks, each carrying a huge wing section for the new Airbus military aircraft, showed them in the company of around six escort vehicles. Communication between all drivers was by means of handheld walkie-talkie-type radios. Now, I fail to see any fundamental difference between using one of these and a mobile phone. I’m unsure of the relevant law in respect of England, but it is illegal to use any “handheld communications device whilst driving” here in Scotland. For HGV drivers who are captured, this usually results in a fixed penalty notice, three (soon to be four) points and an invitation (nonnegotiable) to come and visit the

nice traffic commissioner. This uncomfortable interview usually results in a suspension of the driver’s vocational licence for a minimum of three weeks, or a financially disastrous (for most) six months for a second offence. Later in the same programme, the police were using very similar looking radios, but theirs were tooled up for “hands-free” operation. I work from a major supermarket DC and our yard shunters have similar kit too. It is not massively expensive, but makes their job a lot easier. I understand their need for constant communication during such a tricky operation, but surely with the costs involved in such high-profile moves, the cost of such hands-free kit would be negligible? This may sound like nit-picking, but I am aware of parcel delivery guys who have been ticketed for accessing their PDAs (little compootery fings) on the move – so the law, is the law, is the law. We all have to operate under the same regs, and I still routinely see guys driving wagons with a phone clamped to their ear, possibly unaware or even uncaring of the consequences. Three weeks without wages? Worth thinking about, because not many employers will pay you for sweeping up round the yard till your licence is reinstated. Hands-free Bluetooth earpieces have never been cheaper, guys, and your average pair of cheap earphones often has a microphone attached. For an outlay of a fiver or so, come on guys; GET WITH THE PROGRAMME! David Russell, Penicuik

ACCIDENT

S P O T F

or the purposes of this article, I will assume you have suffered injuries and financial loss because of an accident that was not your fault and have requested our help in claiming compensation. If your claim cannot be settled within the statutory period (usually 3 years from the accident date) and your opponent has denied responsibility, or has accepted they were at fault but the amount of compensation cannot be agreed, the Court will need to become involved.

FORMAL OFFER TO SETTLE

Before Court proceedings start we will usually have notified your opponent of the amount of compensation you would accept to settle the claim. This is a “Part 36 Offer” and is an important tactic, because if your opponent does not accept it and the Judge at trial decides you should receive that figure or more, your opponent may have to pay additional sums as a penalty.

ISSUING COURT PROCEEDINGS

Unless your claim involved an accident on the road and only the value is disputed (in which case there is a shortened procedure), various documents are sent to a central Court office setting out details of your claim and include:-

In this issue Steven Hinchliffe of the professional drivers’ “go to” Personal Injury specialists Hinchliffes Solicitors (see their advert on the front page) considers

“WHAT HAPPENS WHEN COURT PROCEEDINGS BECOME NECESSARY?” Particulars of Claim - describing what happened and why your opponent was to blame. Medical Evidence - setting out your injuries, treatment received or suggested, and when you are likely to recover. Schedule of Special Damages - a list of your financial losses and any expenditure resulting directly from the accident. The Court sends the documents to your opponent (or their solicitors), who have 14 days to state whether they intend to defend the claim. If so, within a further 14 days they must provide a written “Defence” setting out why they believe they are not responsible.

THE COURT TIMETABLE

Steven Hinchliffe obtained their own reports, the experts will prepare a joint statement setting out the issues upon which they agree and disagree, and if a trial is necessary they may need to attend to give evidence.

Once the papers have been transferred to a Court local to the parties an “Order” is made setting out what needs to be done to prepare the claim for a trial, and the date by which each step must be completed. The aim is for the claim to be ready for trial within 6 months and we will do what is necessary on your behalf.

Arranging the Trial Date The Court usually sets a 3 week period during which the trial should take place and the parties can state if there are any dates during that time that are not appropriate, for example if a witness will be on holiday. The Court then fixes a date for the trial.

The steps usually taken include:List of Documents and Disclosure Each party must prepare a formal list of all the documents they have that are relevant to the claim. This “List of Documents” is sent to the other party who can request copies of any of the documents identified.

THE TRIAL

Witness Statements Each party must set out the detail of their case in witness statements. We will prepare a statement from you, and if necessary from other people who perhaps saw what happened or have provided you with help in some way. Likewise, your opponent must prepare statements from everyone who can assist their case. The parties send copies of their statements to each other at exactly the same time. If a trial is necessary, it is usual for all of the witnesses to attend to give evidence. Further Medical Evidence If you have ongoing symptoms you may be allowed to obtain additional medical reports, which must be copied to your opponent. If your opponent disagrees with the reports we have obtained they may be allowed to get their own medical evidence, and must send a copy to us. The parties may be allowed to ask each expert questions and if both parties have

We will arrange for a Barrister to represent you at the trial and although the Court procedure is formal, you should not be frightened by it as real trials are not as dramatic as those on TV dramas. At the start of the trial the case is summarised by each party’s Barrister and any preliminary matters are dealt with. Under oath, your Barrister will then ask you about your claim, highlighting points in your statement. The Judge and your opponent’s Barrister can then ask you questions. Any witnesses and experts supporting your case will be questioned in a similar way. Your opponent’s Barrister will then speak to any witnesses and experts supporting their case, and again the Judge and your Barrister can ask questions. Each Barrister then summarises all of the evidence and the Judge makes a decision on whether your opponent was negligent and caused your injuries. If so, the Judge will then assess the compensation you should receive. Even after Court proceedings have started, your claim could still be settled by agreement at any time right up until the day of the trial, and we will continue to try and achieve this. Very few cases actually have to be decided by a Judge. Steven Hinchliffe, solicitor and Principal of Hinchliffes Solicitors © Copyright 2016 Hinchliffes Solicitors

I have recently been asked about the circumstances under tachograph legislation which would allow a driver to deviate from the tachograph legislation to carry on driving to find a safe parking place. The discussion 6 - Hinchcliffes - Accident Spot Feature in Truckstop News - Issue of 362.indd 1 arose following a driver with a load particular high value who had been unexpectedly – and considerably – delayed due a serious road traffic incident. With the driver’s hours about to run out, there were concerns about the load. In Article 12 of Regulation EC 561/2006, it states: ‘Provided that road safety is not thereby jeopardised and to enable the vehicle to reach a suitable stopping place, the driver may depart from Articles 6 to 9 to the extent necessary to ensure the safety of persons, of the vehicle or its load. The driver shall indicate the reason for such departure manually on the record sheet of the recording equipment or on a printout from the recording equipment or in the duty roster, at the latest on arrival at the suitable stopping place.’ The European Commission has issued Guidance Notes on the implementation of Community rules. Guidance Note 1 addresses the issue of exceptional deviation from minimum rest and maximum driving limits in order to find a suitable stopping place. It states Article 12 contains provisions that permit a driver to depart from the minimum rest requirements and maximum driving times contained in Articles 6 to 9 in order to find a suitable stopping place. This article does not authorise a driver to derogate from the Regulation

for reasons known before the journey commenced. It is designed to enable drivers to deal with cases where it unexpectedly becomes impossible to comply with the Regulation during the course of the journey – that is, in situations of abnormal difficulties, independent of the will of the driver and apparently unavoidable that may not be anticipated, even if all due care is taken. The derogation has also the function of ensuring the safety of persons, of the vehicle and of its load and the requirement that road safety must in any event be taken into account. In the Commission’s guidance notes, it identifies three parties who have certain obligations in relation to such situations: 1) A transport undertaking must plan carefully a driver’s safe trip foreseeing, for instance, regular traffic jams, weather conditions and access to adequate parking places, that is, it must organise work in such a way that drivers are able to comply with the Regulation and should take into account the requirements of shippers and insurance companies concerning safe parking are satisfied. 2) A driver must rigorously stick to the rules and not deviate from driving time limits unless exceptional circumstances occur unexpectedly and it becomes impossible to comply with the Regulation without endangering road safety, the safety of persons, the vehicle or its load. If a driver decides it is necessary to derogate from the Regulation and that this will not

jeopardise road safety, he/she must indicate the nature and reason for derogation manually (in any Community language, on the record sheet or on the print out from the recording equipment or on the duty roster) as soon 10/02/2016 as he/she stops. 3) An enforcer must apply professional discretion when controlling a driver and assessing whether the departure from driving limits is justified. When assessing the legitimacy of the deviation on the basis of Article 12 all circumstances must be examined carefully by an enforcer including: (a) a history of driver’s driving records to establish the pattern of driver’s performance and verify whether the driver normally complies with driving and rest time rules, and that the deviation is exceptional; (b) the deviation from driving time limits must not be a regular occurrence and must be caused by exceptional circumstances such as: major traffic accidents, extreme weather conditions, road diversions, no place at the parking area, etc; (c) daily and weekly driving limits should be respected, hence the driver should not have any ‘time gains’ by exceeding driving limit in search of a parking place; (d) the deviation from the driving time rules must not lead to a reduction of the required breaks, daily and weekly rest. In conclusion, it can be seen there are circumstances where it is permitted to deviate from the Regulations. But these are the exception and not the norm.

ongtime Iveco operator Clancy Plant Hire has taken delivery of the first of 33 new Trakker 8x4 rigids after expanding an order placed in 2015 with 10 additional vehicles. The company – the UK’s largest operator of Iveco Trakker eight-wheelers – provides vehicles and plant equipment to all the Clancy Group plc firms, including utilities giant Clancy Docwra, which uses the fleet in support of utilities projects around the country. “We’re delighted to see the first of our new Trakker tippers getting down to work,” said Clancy Plant Hire director, Bernie Stack. “We’ve enjoyed a long relationship with Iveco, and appreciate the low total cost of ownership the brand’s vehicles offer. “We’re confident these new arrivals will continue to demonstrate the durability, reliability and flexibility the Trakker is known for across our company.” This latest Trakker order marks the first Euro 6 eight-wheelers to enter the firm’s fleet, with each truck featuring Iveco’s HI-SCR engine technology that meets current emissions limits without the need for exhaust gas recirculation. “We evaluated Euro 6 solutions from a number of manufacturers, but felt Iveco’s HI-SCR system stood out for offering a less complex and yet a highly efficient approach,” Stack said. “We have become accustomed to enjoying trouble-free performance from our Iveco drivelines, so knowing the HISCR technology has followed the same

WORKER KILLED WHILE ASSISTING A REVERSING TRUCK development path as earlier Iveco Euro 4 and Euro 5 engines held strong appeal.” The new trucks join a fleet of more than 60 Trakker 8x4s at Clancy Plant Hire, and are expected to remain with the company for between four and five years. The firm’s wider fleet encompasses more than 1400 commercial vehicles, 500 cars and over 10,000 plant assets. Each Trakker (AD340T36) is expected to clock-up approximately 35,000 miles annually, working up to seven days a week, with some vehicles operating double shifts around the clock. Bodybuilder Thompsons has been contracted to provide the bodies for the entire order, with each vehicle arriving equipped with an HMF crane. The new acquisitions will also carry a bespoke on-board camera and audible warning system, ensuring maximum safety for pedestrians. The firm’s new Trakkers are powered by Iveco’s Cursor 9 engine, which produces up to 360 bhp between 1500-2200 rpm, and up to 1650 Nm of torque between 1200-1500 rpm. The vehicles also have EuroTronic automated gearboxes, manufactured for Iveco by ZF. Servicing, maintenance and warranty work on vehicles across the company’s Iveco range is carried out at Clancy Plant Hire’s authorised in-house Iveco workshops. Iveco dealer Northern Commercials expects to deliver the last of the 33 Trakkers in the first quarter of 2016.

The catering team participated in National Obesity Awareness Week in January, and have decided to extend their poster and healthy meal option campaign for the whole year. But Pit Stop manager Neal Walford said that when it came to it, he and most of his colleagues suddenly realised they too could all do with losing some weight. “So 10 of us took up the challenge,

Pit Stop healthy living campaigns coordinator and former nurse, Lisa Hatherell, said their whole ethos was based around giving their trucker customers the opportunity to keep in trim and live more healthily after spending long hours behind the wheel. “That is why we recently invested around £10,000 in setting up an outside exercise gym which is now being used by a growing number of our customers,” she said.

MANAGING RISK

E

very year people are killed or injured as a result of failure – failure to ensure that driving safety is adhered to. Moving vehicles and plant is always going to be high on road risk and site risk agendas, but the variety of vehicles within the Construction and Civils sectors is so extensive that managing that risk is challenging. Add variety of vehicle types to varying terrain, route hazards, obstructions, loading, unloading and training adequacy, and the risk factors start to add up. It’s a complex equation for construction companies to address. Insurance premiums are set to rise again after reductions or at least stability in prices as insurers look to improve profitability and reflect rising accident rates. Despite advances in vehicle technology, losses in the commercial motor market are rising. It could be something to do with the fact that 90 per cent of all accidents are down to driver error. Drivers are becoming increasingly distracted, and some behaviours have become so deeply ingrained that no amount of training seems to change them. There appears to be a very close correlation between the falling price of fuel and increasing claims frequency. Lower fuel

prices mean more traffic, and there is simply less margin for driver error on more crowded roads. The biggest factor that will influence insurance costs is claims frequency, and it is starting to rise again after a period of stability. The size of claims is also getting bigger. Consultancy firm EY estimates claims inflation was 4.3 per cent in 2015 and will increase to 4.6 per cent in 2016. But the key concern would be bodily injury inflation at 7.7 per cent. Injuries are becoming a larger percentage of claims bills, despite challenges to the blossoming culture around claims and better ways of combatting fraud. An example of this would be plans to end the right to cash compensation for minor soft tissue injuries that were revealed by chancellor of the exchequer, George Osborne, in the 2015 Autumn Statement. The government stated it wanted to make it harder for people to claim compensation for exaggerated or fraudulent whiplash claims. In addition, it said it was targeting legal costs with more injuries able to go to the small claims court as the upper limit for these claims will be increased to £5000.

FORTH BRIDGE REPAIRS HIT HAULIERS IN THE POCKET

Good news, but fraudsters are fraudsters – and history tells us there is always an equal and opposite reaction. There is no let up to the pressures on companies as the government squeezes revenue from areas previously only lightly touched upon. Most immediate to mind is Insurance Premium Tax (IPT) increasing to 9.5 per cent last November, and just two days later the Sentencing Council issued its guidelines of “Health and Safety Offences, corporate manslaughter and food safety and food hygiene offences”. The guidance came into force on February 1, 2016 and very simply it will mean substantial increases in the level of fines imposed by the courts for Health and Safety offences and Corporate Manslaughter for businesses, and an increased likelihood of going to jail for individual offenders. It is likely we will see increases in prosecution and defence costs. The stakes are higher. In addition, companies need to really understand the true cost of a regulatory

investigation into a workplace accident. The financial implications of a serious workplace accident are eye-watering. The courts will assess culpability: the failure to meet standards and judged in four categories from very high to low. They will then assess harm: again in four categories. All directors should take an increased focus in ensuring Health and Safety is well managed. Never more so than right now as the regulatory challenges tighten. Think carefully about your choice of insurance broker. It matters that you partner with people who understand your sector and the insurance market that caters for it. Experience matters. A poorly managed insurance choice based on price alone can very quickly outweigh that short-term saving. Make sure your broker helps you to improve your risk profile, and have in place risk management measures that put you in as much control as you can in managing the cost of insurance.

he Forth Road Bridge is to remain closed to HGV traffic until the end of February, despite maintenance teams working hard to complete the repairs necessary to bring it back into use ahead of the planned operational date of the beginning of the year. The bridge was closed to all traffic on December 4 for emergency repairs after a crack was found in steelwork, leaving drivers having to use the Kincardine Bridge instead – resulting in a detour of around 60 miles per journey. Following the closure, Transport Scotland set up a haulier’s hotline that enabled drivers and operators to have direct access to Transport Scotland to alert them to any incidents occurring on the temporary replacement trunk road network so they can be resolved more quickly. But the continuing delay is costing the industry up to £40 million, according to numbers crunched by the Road Haulage Association (RHA). “The major distribution centres on the northern, Fife-side of the river are totally reliant on an efficient,

swift transport system,” said RHA chief executive, Richard Burnett. “The news that they will continue to face delays and a massive increase in cost will, for many, prove to be unsustainable.” Burnett said that when the closure was first announced, the RHA calculated additional costs for a single HGV resulting from a round trip detour of 60 miles would add an extra £30 in fuel costs. With an estimated 10,500 trucks using the bridge each day, the additional operating costs to the industry will be well in excess of £600,000 per day, it reasoned. “Based on these figures, this catastrophe has already cost the haulage industry £9.6 million since its closure in December.” Burnett added. “If hauliers have to wait until the end of February to resume a normal service, we can confidently predict the cost will be in excess of £40 million. “Many members have already had no alternative but to ask their customers for a rate increase – to ask for an extension until the end of February will, for many, be the final straw,” he warned.

ECONIC TIPPER DELIVERS SAFETY BOOST FOR LONDON

T

he City of London Corporation has launched a new 8x4 Mercedes-Benz Econic construction vehicle in the colours of the authority’s Bow-based fleet contractor, JB Riney. The firm was the first operator to place an order for the new tipper-grab, which was supplied by dealer S&B Commercials. The Econic features a deep, panoramic windscreen and a fully glazed kerbside door. This, coupled with a much lower seating position compared to a conventional construction truck, affords the driver boosted visibility of pedestrians, cyclists and other road users. Safety is further enhanced by a full complement of on-board cameras. The new vehicle was unveiled at the Aldgate Gyratory, an area which is now the subject of a major development project designed, among other things, to enhance safety by creating new cycling routes and pedestrian cross points. “We take the issue of road safety incredibly seriously and I am delighted we have adopted this new, high-visibility tipper,” said

Michael Welbank, chairman of the Planning & Transportation Committee at the City of London Corporation. “Anything which improves the field of vision for a lorry driver, so they can better see vulnerable road users, is a welcome step forward.” The new Econic will be assigned to the Aldgate scheme until late summer. It will carry spoil from the site back to JB Riney’s transfer yard, from where it is sent for recycling, and will deliver materials such as sand, concrete and paving slabs. An Econic 3235 ENA model, the truck has a single front steer axle, a double-drive bogie and a rear-steer axle. This configuration gives it a tight turning circle and makes it more manoeuvrable than a standard 32-tonne construction eight-wheeler. The Econic is powered by a 7.7-litre sixcylinder engine which produces 354 bhp and drives through a six-speed Allison automatic gearbox. It is fitted with a Charlton steel tipping body and Palfinger Epsilon M135L radio remote-controlled crane with clamshell bucket. JB Riney transport & vehicle purchase

JB Riney was one of the first firms to specify Econic tipper grab for use in the capital manager, Barry Parker, said: “We spent a lot of time talking to representatives of Mercedes-Benz and to S&B Commercials’ key account manager to ensure we had the

specification spot-on. “It’s a beautiful piece of equipment; the rear-steer system being particularly impressive,” he concluded.

ADDITIONAL PARKING UNVEILED AT ASHFORD INTERNATIONAL

ent-based Ashford International Truckstop has announced it is expanding its site from 325 parking spaces to over

Ashford International Truckstop in Kent has added more than 75 new parking spaces to its site

400. Truck stop management said the expansion will provide more overnight secure parking in one of the busiest parts of England for freight, and the firm said it will hopefully help combat problem parking on the M20 slip road and during Operation Stack. The truck stop also offers a ‘reservation system’, designed to give drivers peace of mind from knowing they have a space put by for them en route to the county. OLYMPIC HOPEFUL HURDLER TEAMS UP WITH HARLEQUIN L eicester-based hurdler Lucy Hatton has a new sponsor to help her quest to represent Team GB at Rio 2016 – haulage provider Harlequin Logistics has stepped in to help the 21-year-old fund her training and preparation over the next year. Hatton, who combines her training at Loughborough University with a Criminology degree at Leicester University, won the silver medal in last year’s European Indoor Championships in Prague. Her best indoor 60 m hurdles time currently places her third on the UK all-time list, and Hatton is now working hard to translate this indoor form to the outdoor format.

The former English Schools champion said Harlequin’s support will make a big difference to her preparation in Olympic year. “I’ve got a really exciting season coming up,” she said. “It starts with the World Indoor Championships in Portland, where I’m hoping to win a medal, after which it’s European outdoors in Amsterdam, then onto Rio. “This sponsorship allows me to do some training in South Africa during January, and to enter some competitions in the US when I’m working on converting over from indoor to outdoor. The flights, accommodation and food costs all add up, so this is a great help in funding those things.”

Harlequin director Ben Gregory said the firm is really enjoying being involved with the Olympic prospect, and hopes its assistance helps her fulfil her potential. “When we heard Lucy was looking for new sponsors, we met with her and quickly decided we were interested in offering her some support,” he said. “Getting to the Olympics would be a really great achievement for her, and if she keeps improving she could do well in Rio. “Official funding for the world-class programme is hard to come by, and given that Lucy is aiming to represent our country on the biggest of all sporting stages, we thought it was the least we could do,” he added.

Tool light

Manufacturer: Ring Web: www.ringautomotive.co.uk Price: £3.99 This small, but decidedly handy gadget fixes to a screwdriver or spanner to enable users to work in small, tight areas where ambient light is lacking. The light comes with a magnetic base to fit securely to the tool, and will automatically illuminate when applied to any conductive metal surface. The light’s V-shaped magnetic cavity enables the light to be attached to tools with a diameter of 3-10 mm, and its two LEDs have a battery life of eight hours (batteries are included).

Portable Jet Wash Manufacturer: Kleers Web: www.kleers.co.uk Price: £99

Never be stuck with a dirty truck again. The Jetwash 1000 is a portable, self-contained vehicle washing kit that boasts a 17-litre detachable water tank and integrated onboard battery which is charged via the mains. It also comes with a 12V power cable, should the washer run out of juice when you’re out and about. The trigger spray also comes with shampoo/ snow foam dispenser attachment.

When you’re parked up and the standard of the local roadside washing facilities are a bit on the poor side, these new mitts mean you can take a full body wash in the privacy of your own cab – and without the need for water! These pre-moistened mitts are super-thick and strong, and are specially formulated to cleanse and moisturise to leave you with that just-showered feeling. The mitts are dermatologically tested and pH balanced, and come in a pack of four which can be kept discretely in the glovebox.

needed high-performance engines, but which were also economical to run. We were offered road tests in five different trucks over two days on the challenging mountain roads of Spain. The area was chosen for its climbs and descents that can be many kilometers long. We drove two 40 tonne gvw long-haul artics (one 520 bhp and a 560 bhp) and three 6x4 rigids, two coupled to tipper trailers (a 520 bhp and 560 bhp), the other a 560 bhp solo rigid chassis loaded with timber. MAN was right in choosing this area of Spain for road testing as the roads are relatively free of traffic (so you are not constantly battling with other road users), but are peppered with challenging hills. Fully laden, on the long climbs the cooling fan cuts in as the temperature gauge begins to rise – a constant in the 25-30 degree C-plus heat. MAN has so far stuck with its gearshift console, comprising the switch for the gear selection and parking brake. The switch is positioned to the right (in left-hand drive trucks) and slightly behind the

owered by a new 15.2-litre D3876 in-line six-cylinder engine available in outputs of 520 bhp, 560 bhp and 640 bhp, MAN’s TGX D38 is an attractive proposition for operators involved in transporting goods over challenging terrain. A two-stage turbocharger offers full torque at just 930 rpm and makes the engines ideal for varied transport operations including long haul, construction, timber/logging and heavy haulage. Coupled to TipMatic 2 transmission, the edge these engines will offer over other similar motors – particularly on long-haul and construction work – is their ability to keep up momentum over hilly terrain, with the consequential improvement in journey times and productivity. Their flexibility at low-speed will also be useful in heavy haulage and logging operations, where low-down torque delivery is an important issue. Development of the new motors is the result of in-depth discussions between MAN and its customers, the majority of whom said they

M AN TGX

TGX D38 offers plenty of grunt for demanding operations driver. We would guess this is to put it out of the way when the driver is moving around inside the cab, but we found reaching for the parking brake was a bit of a stretch. You need to use either the parking brake or the hill hold function when pulling away on a slope, because the truck has a normal clutch, not a torque converter. On the open road, the adaptive cruise control with the GPS EfficientCruise function takes control, with integrated 3D maps detecting inclines and downhill sections. Approaching hills, you feel the truck accelerate as you head into the hill, the speed dying off as the vehicle’s momentum is used to carry it over the summit of the hill once the top is reached. A strong engine brake is a major requirement on routes with long hills, and MAN’s Exhaust Valve Brake (EVB) offers up to 340 kW braking power, while a more powerful version – the Turbo Exhaust Valve Brake (Turbo EVB) – offers up to 600 kW braking power. Controlled by BrakeMatic, the engine brake, Intarder (the latest version offers

3500 Nm of brake torque and 500 kW brake power) and service brakes work together. The trucks were also fitted with Emergency Brake Assist (EBA) which helps prevent rear-ending the vehicle in front when running the truck with ACC engaged. This comes as standard. The TipMatic 2 transmission and the various driver aids make driving for long periods over hilly terrain (providing the roads are relatively free of traffic) a safe, stress-free and pleasurable experience. The trucks are a great drive and the extra performance of the 520 bhp and 560 bhp motors is certain to appeal to operators looking for maximum productivity. One niggle is positioning of the gearshift/ parking brake console, while another is the fact all the trucks we drove here hesitated at roundabouts and junctions, where the truck slowed, but didn’t stop, before accelerating away when a gap was spotted.

AARDVARK’S SPECIAL C IS NO STICK IN THE MUD

E

xeter-based heavy haulage specialist Aardvark Hire Limited has taken delivery of the UK’s first Renault Trucks Range C520.26 6x4 tractor running at 80 tonnes under Special Types Category 2. Supplied by Renault Trucks Exeter, the Range C has a reinforced chassis and fifth wheel as well as a Voith retarder, uprated braking system, plus light bars and lamps supplied through Kelsa. Complete with Aardvark’s distinctive yellow and grey livery, the Range C is an additional vehicle for the firm’s four-strong fleet, reflecting growth in the business. This is the third Renault on its fleet, which the firm said follows a positive experience of owning and operating its current Lander 6x4 and Range T tractor units. The new Range C moves heavy plant machinery including large excavators and dump trucks from main dealer groups to construction sites across the South West and throughout the UK.

“Aardvark has grown its reputation to be the leading heavy haulage and low-loader company in Exeter and surrounding areas,” said Aardvark’s director, Andy Lowe. “Consequently, business is booming and we needed an additional vehicle to cope with the extra demand. “We needed a seriously tough vehicle and the Range C hasn’t let us down,” Lowe continued. “We are often delivering to open fields which are muddy and wet. Where other manufacturer’s vehicles would get stuck, the new Range C doesn’t and we can literally send it anywhere. The traction is incredible and the double drive pulls the vehicle effortlessly out of difficult terrain. “We’re also seeing some pretty impressive fuel consumption figures too, returning 8 mpg on general work and 5 mpg fully loaded. All in all it’s a fantastic bit of kit and the driver is over the moon too.”

Truck is the UK’s first STGO2 Range C 6x4 rated for operation at 80 tonnes

READ This is the first of a new series of books featuring former LA-gang-member-turnedpriest Father Luis Chavez, and it’s quite a debut. After a man is found brutally murdered in a Ventura County farm field, Father Chavez is forced to return to his criminal past in order to unravel a vast conspiracy.

OPERATING ADVICE John Peers is an independent commercial vehicle specialist insurance broker with clients throughout the UK, from owner-drivers to international fleet operators Contact John on 01978 758226 or 07957 403684, email john@johnpeers.com or follow him on twitter @HonestbrokerJP

Self-settling

Q

We run a fleet of 15 HGVs and have only had two minor accidents this year, yet our broker advised us to settle each of these ourselves. The two claims cost us just under £2500, and my question is if we are going to have to settle claims, are we being advised correctly by our broker?

A

In my opinion, your broker is very much looking after your best interests and providing you with an excellent service. By keeping your claims history claims-free, they are ensuring your insurance company – and indeed any others with whom you obtain quotes from – are offering their most competitive premiums. You should remember that as brokers, we earn a commission based on a percentage of your premium, therefore it can be argued your broker is the person suffering by keeping your premiums to a minimum. Clearly, like ourselves, your broker values your business as a long-standing client, whereby by keeping your premiums at their most competitive should result in you being more than happy with their service and advice. Obviously you must take into account the claims you have been advised to settle yourself, and then ask the question whether your premium would have increased had your insurers paid these claims on your behalf. My guess is your premium may have seen a small increase had your insurers paid these claims; however by having a claimsfree year, your premium may well have reduced this year.

Finance options

Q

I will be buying a used truck shortly and the dealer will offer me finance. Is it worth trying my bank, or is it likely the dealer will offer the best interest rates?

A

Personally I would never recommend you have all of your financial eggs in one basket – ie, with your bank – and therefore I would suggest you finance the purchase

of a vehicle through a finance company, assuming of course the interest rates are similar. However, in addition to asking the dealership to quote, I would recommend you then obtain a quote from an independent finance broker. Building a relationship direct with a finance broker can be invaluable to your business as they can advise you on what method of purchase is most suitable for you, from hire purchase to leasing and contract hire. I can recommend a specialist finance broker if any reader would like to give me a call.

Pondering pensions

Q

I employ two drivers and have just had a letter saying I have to set up a pension scheme by April of this year, or I will be fined. Can you give me any advice, please?

A

The Auto Enrolment Pension Scheme is being introduced so all employers employing even just one person must have in place a pension in which they and the employee will make contributions which will increase from initially around three per cent to eight per cent by the year 2018. Each company has a different start date as the scheme is being phased in over the period from 2014 to 2017. I would recommend you contact an independent financial adviser, who will set up your scheme – usually for a one-off fee – and then it will be administered by whomever looks after your payroll. Again, if you require a recommendation, please give me a call.
