All 16 are Econic 2630 rear-steer models with dual-compartment Heil-Farid compactor bodies, which mean they can be used to collect two types of recyclable waste – glass, paper, plastic and metal, for example – thereby securing operational savings. Supplied by S&B Commercials and operated on Redbridge Council’s behalf by its environmental and waste services partner Amey, the trucks are powered by 299 bhp, 7.7-litre, six-cylinder engines and drive through six-speed Allison automatic gearboxes. They ride on full air suspension and are equipped with axle weight measuring

systems. “We did have reservations about the move to Euro 6, but the drivers underwent training on the operation of the diesel particulate filters and the trucks have given us no problems at all,” said Redbridge Council’s fleet engineer, Eddie Cross. “There were concerns too about increased fuel consumption, but these have also proved to be unfounded. It’s difficult to provide comparative figures for refuse collection vehicles because of the nature of the work, but the Euro 6 Econics are certainly doing far better than we expected, and anecdotally I gather from conversations with industry colleagues that they have had similar experiences,” he concluded. Redbridge Council has put 16 new Econic refuse collection trucks to work in the region

VOLVO EXTENDS WARRANTY ON SELECTED USED TRUCKS

V

Manufacturer has extended its warranty on a range on used vehicles

olvo has announced it has extended its manufacturer-backed warranty to 24 months on its Selected Used Trucks. The manufacturer’s Selected Used Trucks undergo an extensive 200-point check and detailed preparation before receiving the ‘Selected’ stamp of approval, which marks them out as premium-quality used vehicles. “With our Selected Used Trucks, we are so confident in the trucks and the rigorous check and preparation process that offering an industry-leading manufacturer-backed warranty makes perfect sense,” said national sales & brand manager at Volvo Used Trucks, Carl White. “By introducing a 24-month warranty on Selected Used Trucks and doubling the warranty on our Approved Used Trucks from six months to

12 months we are, I believe, once again driving the market forward and setting a new standard.” The 24-month warranty on Selected Used Trucks covers 360,000 km of use, while for Approved Used Trucks the mileage limitation has been doubled to 180,000 km. In both cases, the warranties provide operators with immediate access to Volvo Action Service should there be a breakdown – and subject to a small premium, can even be extended to cover mainland Europe. “At any point within 24 months of purchase, a Volvo Selected Used Truck customer will have access to recovery and support covered by the warranty,” White said. “Furthermore, as the warranty is manufacturer-backed there is no limit to the number of call-outs or the value of claims.”

DAFS CONTINUE TO DELIVER FOR TNT T he UK arm of parcels giant TNT reckons it has put 150 Euro 6 LF 7.5-tonners on the road during 2015 – and is now adding a further 60 CF 400 tractor units to its fleet. The vehicles replace a variety of older fleet

trucks being de-commissioned at the end of their TNT working life. “There are always a number of reasons why we select any vehicles, and typically these will include their day-to-day and overall operational performance levels,

Parcel company said LFs are the right fit for its demanding operation

fuel consumption, reliability and driver acceptance,” said TNT UK’s national engineering manager, Steve Davis. “With DAF though, a further factor is added on top of all those considerations, which is the trucks are simply a very good fit for our duty cycles.” TNT runs the majority of its DAF tractor units on overnight trunking work between hubs, averaging 160,000 km a year – which is about average for British road transport operations. However, its fleet of rigid local delivery vehicles only averages 30,000 km each in a

year. “We’re aiming for 50 to 60 drops from each vehicle every working day,” Davis said. “So if they are stopped, making a delivery, they’re earning money; if they are running, they’re not! That makes for a very demanding low-mileage, high-intensity operating profile, and that means we need trucks that can be relied on to perform day in, day out.” With such an intense programme for its prime assets, TNT manages the bulk of its service, maintenance and repair in-house through its own on-site workshop, while DAF branch support is used for warranty work and sourcing of parts.

SPEAK BACK

What’s your view? Star Letter TIME FOR A CHANGE I read with interest your article regarding the fines that the British government imposes on truckers if an illegal is found in their trailer. This is disgusting. Why fine the driver or company for having an unwanted passenger break into the trailer? Why not send the bill to the French – it’s their problem, so why don’t we, the British haulage industry, make the French pay these fines? And why doesn’t the British government repay all the cash – £120 million, I think the figure you quoted was – back to the haulage industry? Other ways to stop illegals would be to completely fence the whole dock area and put 500 volts through the fences; stop drivers from resting in Calais, and instead direct them towards the secure dock area; patrol the dock area with our own security forces, and the

French aren’t being that effective; or better still, send the trucks to Holland or Ostend, Dunkirk and leave the Tunnel (which in my mind should be shut) to cars and vans, and bring us out of the EU as they are a corrupt organisation. Now, regarding the driver shortage, the solution to that is simple and easy: get rid of this Driver CPC. Why? Well, who in their right mind would pay £200-plus for this course (and I don’t think many companies would pay, either)? The other problem that bugs all haulage companies is the traffic commissioner. How many of these people have actually driven a truck, roped, sheeted and chained in all types of weather, been soaked through to the skin and slept in a cold, damp cab? None of them, I bet. They prefer a nice, warm bed,

not on a bunk, wrapped up in a sleeping bag. Some weeks back, I went with a close friend of mine to a hearing in Wigan. They wanted to hear all about his new business, how long he had been a truck driver, and of course his bank details. The person who was in charge was a solicitor by trade and knew nothing about the transport business. I pulled him to pieces by using the book of law written by Croner, of which I have two copies. To say this person was stunned is an understatement – and my friend got his licence and now runs a very successful business. I sometimes assist him by driving trucks on deliveries. We are both 63, have been driving trucks since the 1970s, and what do we think of this Driver CPC? A waste of time and money. Name and address withheld on request

TROUBLED INDUSTRY Here are some more factors why young ones are not interested in a career in truck driving: ● Who wants to be driving HGVs at the age of 65-70, depending when you can retire? ● An HGV driver works an average of 65 to 70 hours a week (a normal working person works 38) If someone else at the top sat down and did some maths, they would see we as drivers have done approximately 60 years’ work in 30 years Why can’t HGV drivers retire at 55-60? After all, we have done nearly two life-times’ of work? In the public sector, police, fire etc can retire at 55-60, working far less hours per week. We have all paid our fair share of tax and National Insurance into the government coffers. Talk to anyone in the government or VOSA; we only do 38 hours. Not so: ● Duty time starts when card goes in slot till it comes out ● They say put it on POA so it records you are not working ● RUBBISH - we are still on duty! Also, parking should be free to all HGV drivers, plus use of facilities provided. So how come college graduates can come out of the woodwork and take it all away? Drivers pay through the nose to keep

themselves in a job: ● No tach card, no job ● No DCPC, no job ● Long hours; bring them down ● High fuel prices; bring down for road haulage ● Bring fuel prices in line with agriculture; we are just as important Who gave them the right to take your livelihood away? Car drivers only have medicals when they reach 70 (maybe before for medical reasons), but we have to pay for a medical every five years from the age of 45 (out of our own pockets, in many cases). If an HGV has an accident with a car, it is quite often the case that we are the first ones to be blamed. So Freight Transport Association and Road Haulage Association, come on you are supposed to be for the industry, so no need for silly stickers on trailers, no need for campaigns… You know what the problem is, so prove it: ● STAND UP AND FIGHT IT OUT IN THE COMMONS ● STOP TALKING AND ● START GIVING! As seen on TV not so long ago, the government can lay out money for travellers camps at £1 million a plot, yet we get nothing. Stuart Kirkpatrick By email

007’s latest foray into the field doesn’t manage to reach the highs of Casino Royale or Skyfall, but it’s still a decent Bond romp. Craig is on good form as he picks up the trail of the titular sinister criminal organisation on a globetrotting mission that packs in enough chases, stunts and fights to keep action fans happy. But sadly, the story is the weakest of the New Bond set by some distance.

This new book by author, critic columnist and broadcaster Stephen Bayley takes a macabre, yet interesting look at how the motor car has been instrumental in creating some of the most enduring celebrity myths of recent times. Case studies include James Dean, Jayne Mansfield, Jackson Pollock, Isadora Duncan and Helmut Newton, to name a few – and each is investigated in detail to reveal the circumstances of the star’s fatal crashes, the vehicles they were in, and how the incident BOOK impacted cultural media at the time. Despite the grizzly premise, the book is fascinating in how it presents the emotional power of the motor car – the style, vanity, social competitiveness and exhilaration the vehicles conjure, which move into the realms of the mythical should their celebrity drivers or passengers meet their end in them. The book makes for slightly uncomfortable reading, but is no less eyeopening and thought-provoking for that.

T

ADVERTORIAL

In this issue Steven Hinchliffe of the professional drivers’ “go to” Personal Injury specialists Hinchliffes Solicitors (see their advert on the front page) considers

“SOME COMMON MYTHS ABOUT ACCIDENT CLAIMS”

here are a lot of incredibly inaccurate accounts of accident claim cases that appear in the tabloid press. If an article can be portrayed as being in any way scandalous, it will sell newspapers and have achieved its aim. My colleagues and I who handle Personal Injury claims on behalf of clients (a great many of whom are truck drivers) are members of the Association of Personal Injury Lawyers (“APIL”) and they have studied the items that appear in the press and produced some information to try and debunk some of the urban myths about accident claims that have arisen. I am indebted to APIL for being able to pass on this information.

2. Off-duty healthcare professionals are not allowed to step in and help in case they make a mistake and are sued It is terrible to think that a doctor would not help someone who needed medical attention because of a fear of Court proceedings. Most doctors are fully aware of the law and understand that only proven negligence can result in a successful Personal Injury claim. Judges have long considered an intervening person’s good intentions when such cases arise, and in practise healthcare professionals will readily lend assistance to someone in need.

FIVE URBAN MYTHS 1. Schoolchildren are not allowed to play conkers in the playground anymore because schools fear being sued There is a very small minority of schools that no longer allow children to play conkers. Far more schools encourage children to play conkers and some teachers hold lessons for primary school pupils on how to play. The Health and Safety Executive says the risk from playing conkers is so low that it is “just not worth bothering about”.

3. A woman successfully sued McDonalds for millions of dollars after spilling coffee on herself This one is not really a myth, but the reason this case is included is because it had a significant impact on the public’s perception of Personal Injury claims, and many people’s perceptions are based on misunderstandings or missing facts. The case was brought in the USA in 1992 by Stella Liebeck, who successfully sued McDonalds after she accidently spilt a cup of their coffee on her lap and suffered severe burns. Many news outlets failed to report the critical facts of the case, including the 700 other complaints that McDonalds had received highlighting that the coffee being served was dangerously hot. Mrs Liebeck was a passenger in her grandson’s car when the coffee was spilt, and many wrongly believed that she had suffered only minor superficial burns while she herself was driving. In fact she suffered third degree burns and permanent disfigurement, and was partially disabled for 2 years following the accident. She initially sought to settle her claim for $20,000, but McDonalds refused. In the USA the level of damages (compensation) is fixed by a jury and in her case the jury awarded her $2.7 million in punitive damages. This type of award is available in the USA to “punish” the wrongdoer, but is not available under UK law. However, the figure was reduced by a Judge to $480,000, even though he found McDonalds’ conduct to have been “reckless, callous and wilful”. 4. Homeowners can be sued if they clear snow or ice from driveways or paths if someone then slips on it and hurts themselves As with any Personal Injury claim, someone must be negligent and that negligence must be proven for a claim to succeed. That means the person

Steven Hinchliffe being sued must be found to have either not taken proper care or to have been reckless. Cases arising in this situation are extremely rare, and householders should continue to exercise common sense and use grit and a shovel. 5. If someone falls over it is their own fault, they should look where they are going Brian Piccolo sued a florist after he slipped on water and flower petals in front of a shop at Marylebone train station in London. There had been repeated complaints by the railway station management that the water spillage and fallen petals from flower displays posed a risk of injury to the public. The Court found there was no safe and proper system in place to remove obvious hazards from the train station concourse that had come from the flower shop, and the florist was found to be in breach of her duty of care to Mr Piccolo. The accident caused Mr Piccolo to be hospitalised for 6 months with temporary paralysis, and he then needed assistance when walking. At the time of the trial the 44-year-old said “I was walking along minding my own business and through no fault of my own I have ended up like this. My life has been turned upside down. I can’t do the things that I want to do”. Headlines like those above can paint an unfair picture of the situation. Each accident has to be assessed on its own merits, and when it is clear that an innocent person has been harmed by another’s negligence then our current legal system can be utilised to help put their life back on track. You do not have to be a professional driver to seek our help - anyone hurt in an accident (eg members of your family or friends) can contact us for advice. When I receive several calls in quick succession about a specific topic, I start to wonder what has sparked the sudden concern. Is it an article in the industry press, or talk of new legislation or an enforcement initiative? 3 - Hinchcliffes - Accident Spot Feature in Truckstop News - Issue 365.indd 1 Whatever it is, this last few weeks I have been asked about travelling time. In particular, the recording the travelling time of a driver to a location that is not the usual place for taking charge or relinquishing of a vehicle in the scope of Regulation (EC) No 561/2006. The legislation is found at Article 9. The European Commission’s Guidance Note details the approach to be followed: A driver travelling to a specific place, other than the employer’s operating centre, indicated to him/ her by the employer in order to take over and drive a ‘tachograph vehicle’, is satisfying an obligation towards his/her employer and therefore he/she does not freely dispose of his/her time. Hence, in line with Articles 9(2) and 9(3): ● Any time spent by a driver travelling to or from a location, which is not the driver’s home or the employer’s operational centre and where the driver is supposed to take over or to leave a vehicle in the scope of the Regulation, regardless of whether the employer gave instructions as to when and how to travel or whether that choice was left to the driver, should be recorded as either ‘availability’ or ‘other work’ depending on the Member State’s national legislation; ● And any time spent by a driver driving a vehicle, which

is out of scope of the Regulation, to or from a location, which is not the driver’s home or the employer’s operational centre and where a driver is supposed to take over or to leave a vehicle which falls within the scope of the Regulation, should be recorded as ‘other work’. In the following three cases, the time spent travelling can be regarded as ‘rest’ or ‘break’. The first case is when a driver accompanies a vehicle which is transported by ferry boat or train. In this case, the driver may take his/her rest or break provided he/she has an access to a couchette or a bunk (Article 9.1). The second case is when a driver is not accompanying a vehicle, but is travelling by train or ferry to or from a place where he/she will take charge or has relinquished control of a vehicle within the scope of the Regulation (Art. 9.2) provided he/she has an access to a couchette or bunk on that ferry or train. The third is where a vehicle is manned by more than one driver. When a second crew member is available for driving when necessary, is sitting next to the driver of the vehicle and is not actively involved in assisting the driver driving the vehicle, a period of 45 minutes of that crew member’s ‘period of availability’ can be regarded as ‘break’. There is no differentiation as to the character of the employment contract of the driver. Thus these rules apply to both permanent drivers and drivers employed

21/03/2016 22:20

by a temporary employment undertaking hiring out of labour. For a ‘temporary driver’, the ‘employer’s operational centre’ means an operational centre of an undertaking using the services of that driver for its road transport (‘user undertaking’), and not the head office of the ‘temporary employment undertaking’.

EUROTUNNEL INCREASES TRUCK CAPACITY AT FOLKESTONE

About time: Levels of fines have not been amended for over a decade

T

he government has announced plans to update the civil penalties scheme for truck drivers that levied £6.6m in fines for carrying illegal immigrants last year. The Home Office consultation will look at the scheme that imposes financial penalties against operators and drivers when migrants are found aboard their vehicle on entry to the UK. HGV drivers caught with illegal stowaways on board their vehicles are currently fined up to £2000 per clandestine discovered. Around 40 clandestine migrants per day – many from the Calais Jungle Camp – were discovered in the Kent town of Dover and the surrounding area last summer, with more than 3600 being picked up by the Home Office between July and September 2015. The Home Office said it will use the civil penalty to improve the behaviours of the careless or reckless; to improve the civil penalty regime by strengthening the codes of practice so they underline the need for all hauliers to show they have effective security measures – with potential penalties if they don’t.

The consultation was welcomed by the Freight Transport Association (FTA), which said it was pleased to see the government working with the road transport industry to try and fix the illegal immigration problem. “Following the mass migration in to the EU over the past year, we welcome the opportunity to revise the charging regime so it incentivises operators to better secure their vehicles and could offer possible benefits for those who go further than the required minimum,” said Chris Yarsley, FTA manager of Road Freight Enforcement. “The levels of penalties have not been amended for over 10 years, and vehicle security technologies have improved immensely – so it is now time to look at the entirety of the scheme,” he added. FTA said it has been involved in discussions with the minister of State for Immigration, James Brokenshire, relevant officials in the Home Office and has maintained regular contact with the UK Border Force “to ensure clear and consistent communication between both sides”.

Boosted capacity at Folkestone should help ease traffic in the region

E

urotunnel has added five new access lanes and a new check-in facility for trucks at its terminal in Folkestone in a move it said will increase traffic flow through the terminal to up to 300 vehicles per hour. The upgrade is part of the firm’s Terminal 2015 project, which includes the expansion of terminal capacity in both Folkestone and Coquelles, an increase in flow rates and the purchase of three new freight shuttles. Eurotunnel said the five new access lanes will speed traffic off the M20 at Junction 11A, which should help reduce traffic in local communities.

Read the paper online at www.transportcafe.co.uk

The new check-in facility has a capacity of up to 300 vehicles per hour and will enable Eurotunnel to process enough trucks to fill a shuttle departure every 7.5 minutes, once the new shuttles come into service from later in 2016. “The UK economy continues to grow and trade with Europe is a huge part of that,” said Jacques Gounon, chairman and chief executive officer of Groupe Eurotunnel SE. “This new access and check-in facility for trucks will ensure Eurotunnel is in good shape to carry the commercial loads the UK economy generates and will help keep traffic flowing in Kent.”

The lucky winners of 35 hours of periodic training are: Dave Smith, from Norfolk, Andrew Jennings, from Staffordshire, Leslie Baker, from Kent, and Michael Currie, from Essex.

BIBBY TANKS UP WITH FOODY FLEET INVESTMENT

B

ibby Distribution is beefing up its tanker division with a £1.2 million investment in 18 new tanker trailers which will support its operations in food ingredient logistics. The new tankers, manufactured by Vanhool in response to a custom brief from Bibby Distribution’s fleet technical team, will initially be used to deliver glucose and starches to major confectionary brands. The trailers replace existing assets and have been designed with maximum flexibility in mind, to provide a firm foundation for future operations. “When we looked to take on new tankers, we wanted to make sure that what we got was the latest technology with the highest levels of flexibility and performance,” said Gayle Daubney, general manager – tankers, Bibby Distribution. “Our custom specification means that not only can we serve our existing customers, but also transport almost any liquid food product across the country quickly, safely and economically.” Each tanker incorporates both heating coils and refrigeration to allow maximum flexibility, and can potentially carry up to 34,000 litres of products, including juice, milk or chocolate – enough to make more than half a million standard-sized chocolate bars. Uniquely on the market, the tank has been designed so the barrel wall of the lower third is thicker, increasing strength and durability, particularly important around the leg and axle mounting points. The design also includes a variety of cost-

conscious features, such as high-quality Johnson cargo pumps, a stainless steel chassis and advanced insulation – all of which mean each tanker will reduce its fuel consumption and have lower maintenance requirements, offering cost-effective food ingredient transportation. “We believe it’s vital to keep costs as low as possible, while matching that with the highest level of reliability,” Daubney said.

“We’ve several major national customers which have placed their trust in our capabilities for many years and we aim to not only maintain that level of service, but also provide other suppliers with a cost-effective and quality ingredient delivery service.” Bibby Distribution has also specified a number of additional features designed to keep staff safe when operating the tankers. A series of brake interlocks prevent the tanker

being driven away when venting or when the handrails are raised. Meanwhile, the top of the tank is protected by a full-width walkway and fully enclosed handrails for safe topside operations, such as maintenance and cleaning. Bibby’s tanker division operates a fleet of 200 assets providing national delivery of food grade liquids, including chocolate, oil, juice and milk.

BYC SECURES SC TRAILERS FOR FLEET EXPANSION

Trailers were spec’d for increased security due to firm’s high-value loads

W

est Yorkshire-based international logistics company Brian Yeardley Continental (BYC) has taken 10 new Schmitz Cargobull high-security, low-ride box trailers for operation throughout the UK and Europe.

The new trailers will join the company’s expanding exhibition and events logistics division. “In our opinion, these are the best box van trailers on the market,” said BYC MD, Kevin Hopper. “They offer us maximum security, but

TITB has launched a new HGV Driver Training Standard – the first of its kind in the HGV driver training profession. RTITB set out the desire behind the creation of the Standard, which was to create a marketplace where everyone knows what highquality HGV driver training looks like – and how to find it. The Driver Training Standard has been created to help improve and maintain standards in truck licence acquisition training so purchasers of the courses can have confidence in what they are buying. The Standard provides an audit-based approval system that checks the standards of instructors, vehicles and premises and provides all approved organisations with dedicated training materials, resources and support for HGV instructors. A licence acquisition training course currently costs around £2000-£3000, with only a 52 per cent (approx) first time pass rate, it’s a big gamble. RTITB aims to have an overall first-time pass rate of 75 per cent for training conducted by Standard approved organisations. “The new Driver Training Standard will greatly benefit drivers, employers, and the transport industry as a whole, particularly as part of the solution to the ongoing skilled driver shortage,”

says Laura Nelson, managing director of RTITB. “This is the first time such a standard has been set. It is designed to improve the quality of the training learners receive. The standard ensures drivers are taught to be safe and productive at work, and provides a benchmark to measure the training given. It will also help identify organisations which provide good quality training and deliver more than the minimum required to gain a ‘pass’ on the DVSA test. Just look for the stamp of approval,” she added. The courses delivered are structured around the four modules required for vocational LGV licence acquisition and was developed in conjunction with industry experts, logistics employers (both large and SMEs) and highly experienced and professional training providers. Using a Standard-approved training organisation provides assurance that training will be conducted to a high standard; just look for the logo. To purchase Standard approved HGV licence acquisition training, call +44 (0)1952 520200 (option 6) or email lgv_trgstandard@rtitb.co.uk with details of your requirements. For more information about the standard, visit www.rtitb.co.uk.

talian truck maker Iveco has revealed its Stralis Hi-Way is featured in new film Batman v Superman: Dawn of Justice. The Stralis’ starring role is part of a oneof-kind co-branded partnership between CNH Industrial sister company Fiat Chrysler Automobiles (FCA) and Warner Bros Pictures. The film, which stars Ben Affleck and Henry Cavill, sees the Stralis Hi-Way make its cinematic debut in a high-speed

chase scene alongside the Batmobile. With much of the film’s action being captured in and around FCA’s own backyard of Detroit, the company said its extensive brand and product portfolio allowed it to address nearly every vehicle need for the film. In addition to Iveco’s Stralis, the film’s fleet includes Jeep, Dodge, Chrysler, FIAT, Alfa Romeo and Maserati vehicles.

RUNCORN FIRM SENTENCED AFTER HGV CRUSHES WORKER TO DEATH

A

Runcorn haulage firm has been ordered to pay £90,000 in fines and costs after an employee was crushed to death by a runaway truck. Tony Schulze had been trying to connect a cab to a trailer when the incident happened at Freight First Ltd’s premises on the Astmoor Industrial Estate on Goddard Road on January 22, 2011. The company was prosecuted by the Health and Safety Executive (HSE) after an investigation found the 49-year-old from Runcorn did not normally drive articulated vehicles, had not received training on coupling lorries, and there was no written procedure for the work. Liverpool Crown Court heard Mr Schulze had been working at the site at the weekend and had been asked to line up the trailers in the company’s small yard so they could be used for deliveries and pick-ups on the Monday morning. When Mr Schulze released the brakes on the trailer, it began to roll forwards on the sloping yard. He ran down the side of the trailer, in front on the cab and attempted to jump into the open door, but the HGV struck another vehicle in the yard, crushing him between the door and cab frame. Mr Schulze’s colleagues tried to rescue him before the emergency services arrived, but he died at the scene. HSE’s investigation found there was not a safe system of work for the

coupling and uncoupling of vehicles, and the handbrake in the cab had not been applied. Although Freight First Ltd had prepared a general risk assessment in May 2010, it did not deal with the task of connecting cabs to trailers or identify the risk of runaway vehicles. The court was told an external health and safety adviser had highlighted the lack of a risk assessment in December 2010 – a month before Mr Schulze’s death – but no action was taken. Freight First Ltd, of Whitehouse Industrial Estate, Aston Fields Road, Preston Brook, Runcorn, was fined £90,000 and ordered to pay £67,500 in prosecution costs after being found guilty of a breach of Section 2 (1) of the Health and Safety at Work etc. Act 1974. Speaking after the hearing, HSE inspector Adam McMahon said: “Mr Schulze tragically lost his life as a result of the failings of his employer, Freight First. “The case highlights the need for transport companies to ensure their employees have the correct training. They should also act on advice from health and safety experts and make sure safe systems of work are in place. “If Mr Schulze had pulled the park button on the trailer when it started to move, then it would have activated the trailer brakes. However, there is no evidence to prove Mr Schulze had received training on coupling the HGVs, so he may well not have known this.”

You need to contact DVLA and it will advise you of the options available to you to keep a check on your driver’s licences. I understand there are companies who will do these checks for you; otherwise you may need to ask each of your drivers to provide you with their check code number, which they can obtain from the DVLA, for you to carry out regular checks at least once a year.

My vehicle is now only worth around £5000, and as a result I am thinking of reducing my insurance to third-party, fire and theft. Will this be okay with my customers, or will they insist on me insuring fully comprehensive? It should not affect your customers in the slightest as to whether your vehicle is insured comprehensive or third-party, fire and theft, unless you are pulling their trailers. If you insure your vehicle third-party, fire and theft, then this level of cover will also apply to any trailers you pull. If you only pull your own trailers, then that is your own risk. However, your customers’ trailers may be higher value and therefore require comprehensive insurance. Unfortunately you may well find in any event that the difference between comprehensive and third-party, fire and theft in premiums is only minimal, but it is worth asking for quotations to check any potential savings.

Camera advantages

Q

I am thinking of having cameras fitted to my vehicles and wonder if this will reduce my insurance premiums?

A

Firstly, having cameras fitted to your vehicles will undoubtedly mean you can defend yourself against any fraudulent or exaggerated claims, and hence this will in itself at least keep your insurance premiums down to their lowest possible. Some insurance companies will contribute towards the cost of having cameras fitted, so it is worthwhile asking your current insurers. For our own part as insurance brokers, we will discount premiums for anyone who has or is intending to have cameras fitted, as we know this will reduce our administration work of arguing claims made against our clients. Please give me a call when your policy is due for renewal.

CADZOW CHIEF PASSES AWAY

A

legend of UK heavy haulage, Ernest James Macauley – better know as Jim – sadly passed away in February at the age of 70 following a short stay in hospital. Jim was responsible for building the family firm of Cadzow Heavy Haulage into one of the most recognisable specialised trucking companies in the country. Founded in 1957 by his father as James Macauley & Sons, the firm started out in plant hire, and also operated tippers and three low-loaders. Following the deaths of his brother and father, Jim grew the transport side of the business as Cadzow Heavy Haulage (Cadzow was the original name for the town of Hamilton). The company moved from the original depot in Hamilton to Ballantyne 20 years ago. Very much an innovator, Cadzow was the first company to operate DAF 95/Ginaf 8x4 heavy tractors, as well as the first ERF 8x4 and Mercedes-Benz Titan tractors. Jim leaves behind his wife Marion and three daughters: Margaret, Evelin and Elizabeth.

CONFERENCE TACKLES CALAIS MIGRANT CRISIS

T

he scale of the impact from the migrant crisis on road haulage companies is continuing to extend across Europe, and a majority of these symptoms are manifesting themselves in Calais. For most European freight operators, it all comes down to what the French authorities are prepared to do to keep Calais secure and increase personal security while ensuring trucks in or near the port are less vulnerable.

At the Pan-European Freight Security And The Migrant Crisis, due to take place on April 27-28 in London, Jean-Marc Puissesseau, president, Port De Calais will evaluate the port’s strategy for guaranteeing vehicle and driver safety while queuing to get in and out of Calais parking. Specifically, attending delegates will learn what the port is doing to make it easier and quicker for vehicles to meet booking times

instead of being parked up. Deputy secretary general, Gilles Debove will also bring forward the Calais Police Union’s strategy on mitigating against migrant crisis disruption to ports, terminals and cross-border freight services, and in light of more freight being diverted to Dunkirk over the past couple of months, Eric Sorel, chief harbour master, Port of Dunkirk will present a case study on security developments there.

MAN OFFERS CAB UPGRADES FOR CITY OPS

M

AN Truck & Bus UK dealers have been appointed to fit viewing panels in nearside cab doors to improve the driver’s view of other road users and meet CLOCS recommendations. The window can be fitted post-registration to TGX, TGS, TGM and TGL models and the service is currently being offered by John Arnold Commercials, Cordwallis Group Heathrow and PCL North London.

“We take the issue of vulnerable road users safety very seriously and have been looking at the best methods to offer this solution to our customers post-registration to enable nearside direct vision to be increased,” said Nick Handy, MAN sales engineering manager. “The CLOCS guide for construction and logistics is designed to reduce the risk of an incident involving vulnerable road users and mitigate the severity of collisions.”

The speakers will join government agencies at the conference including the Home Office, UK Parliament – as well as prominent speakers from Eurotunnel, Surrey Police, and road haulage operators, RHA, FTA, IRHA, European government spokesmen and specialist technology providers to uphold the security of all transport systems, guarantee driver security and increase safe movement of goods across borders.

DOLPHIN DIVES ALL-IN WITH DAF RIGID ORDER CLUGSTON FEEDS £1.2 MILLION INTO NEW FLEET D olphin Transport has added three new DAF CF310 FA 18-tonne rigids to its fleet in Nottingham, making it an allDAF operation. The trucks were all delivered ready-bodied through the DAF factory-build programme, with 8 m curtainside bodies and Tuckaway tail-lifts. Jeff McGhee, who founded the business 14 years ago, said: “I bought a used DAF CF demonstrator a year ago, so when I wanted to dispose of three other 18-tonne trucks this year as part of our rolling four-year replacement programme, it wasn’t too hard a choice. “The factory-build programme saved us a good 8-10 weeks compared to having to take delivery of chassis cabs and then getting them bodied locally – and, because it is a sort of ‘one-stop-shop’ procedure, the overall DAF package also saved us some decent money. “The ex-demonstrator had already given us a good feel for the fuel consumption we can expect, which is excellent,” he added. “That will be a real bonus – even in these days of lower prices!”

Dolphin Transport operates 7.5-tonne and 18-tonne rigids across the UK, specialising in bespoke work for customers with highquality or high-value goods, including shop-fittings, designer wear, electronics and glassware. Every vehicle operated by the company is now a DAF, and McGhee has the majority fitted with sleeper cabs. The latest 18-tonner additions are also fitted with Lane Departure Warning and Advanced Emergency Braking technology, as well as ‘fridges. “Drivers are very important to us,” McGhee said, “so, even though we certainly don’t need sleeper cabs for every trip, they do just give the guys more comfort. We’ve had other makes over the years, but they prefer the DAF cabs, especially these latest ones. They also like the fact the DAFs are very reliable, which lets them concentrate on doing their jobs, safely, efficiently and economically.” Dolphin Transport, already an RHA member, has joined the FORS scheme – which McGhee said he sees as “raising standards even higher and giving drivers a better training opportunity”.

Firm has taken eight new Renault Range T tractor units as part of its latest fleet additions

I

ndependent bulk tanker specialists Clugston Distribution has announced a further £1.2m investment to develop its tanker fleet capability. Building on its long-term relationship with Renault, the company has ordered three new Range T460 6x2 low-cab mini mid-lift tractors for use in the petroleum sector and five replacement Range T460 6x2 tractors for its food and cement fleet. Five are being delivered with standard-height cabs, again using the mini mid-lift solution to reduce weight. All the new trucks will be fitted with Lytx forward-facing camera systems. Further investment has been committed for three additional 42,000-litre fuel tankers from Cisternas Cobo. Two are going on fleet in March

to support Clugston’s expanding fuel operations, with the third to be exhibited by Cobo at this year’s FPS Expo in Liverpool in April. By June, Clugston said it will have 18 fuel tanker/tractor combinations operational across the UK. Three replacement bulk flour tipping silo tankers have also been ordered from Feldbinder. The 60 m3 capacity vehicles have been purchased to replace three existing tankers on Clugston’s expanded shared-user flour and bulk dried food operations. “We are really looking forward to 2016,” said David Heath, head of logistics at Clugston. “The renewed investment will further consolidate our position in three strategic markets; food, fuel and industrial powder logistics.”

PENFOLD TAKES TRAKKER TIPPERS FOR CONSTRUCTION SUPPORT OPS

B

ulk excavation and muck-shift specialist Penfold Verrall has expanded its fleet with a repeat order for six new Iveco Trakker Hi-Road 8x4 tippers. The six new arrivals join a mixed fleet of 30 commercial vehicles based near Horsham in West Sussex, servicing construction sites in Sussex, Surrey and Hampshire. “We’ve enjoyed a strong relationship with Iveco for many years, so when the time came to expand our fleet with a new generation of eight-wheelers, the Trakker was a natural choice,” said managing director, Darren Lynch. “As well as being a very robust and powerful truck, our drivers love the Trakker for its sheer dependable, sure-footed nature – especially when coping with the muddy, rough roads the fleet typically hits when working on construction sites and landfill facilities. Of the different brands represented in our fleet, Iveco’s tippers cope with these challenging conditions the best. “The Trakker is tailor-made for the job, and thanks to the vehicles’ low total cost of ownership, we’re certainly going to get maximum performance and longevity out of our new tippers,” he added. Iveco dealer Northern Commercials finalised the deal, and the last of the six Trakkers (AD340T41K) is expected to arrive at Penfold

Penfold Verrall reckons Trakkers are the best fit for its off-road operations Verrall in July. The 8x4s will remain part of the company’s fleet for five years, working five days per week and clocking up approximately 60,000 miles each annually. Bodybuilder Thompsons has been contracted to provide the tipper bodies for

the entire order, with one Trakker also arriving equipped with a Palfinger Epsilon grab crane. The new arrivals were spec’d with Iveco’s Cursor 13, 410 bhp engine. The vehicles also have EuroTronic automated gearboxes. Formed in 2005 with the merger of two family
