ruck drivers often bear the brunt of motorists’ complaints, but new figures suggest they’re actually the fourth BEST drivers on the roads. The analysis comes from accident claims figures for 2015 from insurer 1st Central, based on the professions of those making claims. Truck drivers were fourth behind roofers, farm workers and builders. Van drivers also proved to be among the least accident prone, with painters and decorators and carpet fitters in the top 10. The worst drivers were accountants, followed by solicitors and doctors. “Lorry and van drivers are often criticised for their driving, but this analysis shows they’re actually amongst the best drivers on the road,” said Mark Cartwright, FTA head of vans. “It takes a great deal of skill and expertise to manoeuvre a 44-tonne truck.” “People often have preconceived ideas about how certain professions behave on the roads,” added Pete Creed, co-founder and chief underwriting officer at insurance firm 1st Central. “Our data dispels a number of these myths, but it’s interesting to see a number of professions we trust with our safety are actually the worst on the road.”

H
ighways England (HE) has published its Innovation Strategy which sets out for the first time its plan regarding the trials of driverless vehicles. According to HE, a connected corridor or ‘wi-fi road’ could see vehicles and infrastructure wirelessly connected, with drivers receiving news of advanced road closures or congestion warnings. The strategy also includes trialling radar technology on motorways and in tunnels to improve the way breakdowns are detected. The strategy comes after the announcement by chancellor George Osborne in the March 2016 Budget that
driverless trucks and cars will be tested on motorways by the end of 2017. “Innovation is absolutely critical to our £15 billion investment plan for roads,” said roads minister Andrew Jones. “A more reliable road network is good news for motorists and good news for the economy. Quicker, safer roads will improve access to jobs and opportunities.” Highways England chief executive, Jim O’Sullivan, said HE was committed to using innovation to benefit drivers using British roads. “We will work with our partners in the supply chain, technology specialists and the automotive industry to trial new technologies that will help make journeys on our roads safer, more reliable

and better informed,” he said. “This will involve supporting trials of better connected and autonomous vehicles on our motorways by the end of next year, testing radar technology to better detect breakdowns, and trialling fuel price signs on the M5 between Bristol and Exeter.” Specifically, Highways England’s Innovation Strategy will look to: ● Trial radar technology on motorways and acoustic technology at the Hindhead Tunnel in Surrey to improve breakdown detection. ● Join a trial that would see information sent wirelessly to specially adapted vehicles on the A2/M2 between London and Kent. The on-road technology would wirelessly transmit the latest journey information directly to vehicles which, depending on the circumstances, could suggest changing lanes or taking an alternative route. ● Ensure trials are being undertaken for autonomous vehicles on motorways by the end of next year, to start to collect realworld data on performance and potential impacts on capacity and operations. ● Look at improving the signalling of junctions on motorways to increase traffic flows. This would involve adapting timing of the signals at junctions depending on the time of day and use. ● Investigate the use of sensors that could provide better information about the condition of roads, bridges and tunnels on the network. ● Develop the use of ‘expressways’ on A-roads to encourage more freeflowing traffic by having modernised junctions, provide emergency refuge and maintenance areas and use advanced technology to provide journey information.

further serious breakdown in law and order at Calais has occurred in which approximately 150 migrants – some armed with iron bars – attempted to board UK-bound trucks heading towards the Eurotunnel at the end of March, which resulted in the death of a migrant as a result of being hit by an heavy goods vehicle. According to the Road Haulage Association, the incident was caused by the impact of what was happening locally as part of a national strike which caused HGVs to back up in an unprotected area and made them more vulnerable to attack. “We are saddened by the news that a migrant was killed, but we have two questions to ask of the authorities in France,” said RHA chief executive, Richard Burnett. “First, given the queues of lorries in an unprotected area was a predictable consequence of the strike, why were measures not put in place to provide adequate security for drivers in the Calais area? “Second, can we have firm assurance drivers will not go unprotected when there is such a clear risk in future?” he asked. “Calais region president Xavier Bertrand has worked hard to start to restore security and confidence in the Calais route, including the clearance of the unregulated part of the migrant camp,” Burnett added. “The events of the past 24 hours are a serious setback to those efforts and must not be allowed to be repeated.”

Last year, round about October time, I registered with a certain agency. I got a shift out of Bellshill – well, it was actually two miles along the M8, not Bellshill. I picked up the vehicle, a Scania and trailer, and had to go to a certain wellknown haulier’s yard in Carlisle, drop a trailer, pick
up another and deliver it to Tesco, Bathgate RDC, then back to Newhouse. I did 10 hours work and got paid £48! I was told the rate was £9 per hour. This was after I was told it was PAYE, but it transpires it was through an UMBRELLA company. In effect, the agency’s liabilities are reduced because they employ these companies, which I think is a pure and utter scam. So not only do you get the agency taking money off you, but this
sort of company as well. Total rip-off! I am quite sure the agency in my case was getting more than £9 per hour from the major household-named company. Until major companies, like the ones you see driving all over Britain every day, and agencies pay a decent wage and get rid of these so-called ‘umbrella’ companies, then you will never get young people into the industry. ontinuing his review of completed accident claims, Steven Hinchliffe looks at another situation experienced by a reader of Truckstop News who was seeking an award of personal injury compensation. In this particular case we will look into the claim in detail and in this part examine the initial steps taken, and then look at the outcome in the next issue. All of the accident victims mentioned in these articles are clients of my firm, Hinchliffes Solicitors. They have given permission to disclose details of their real life experiences resulting in personal injury claims, and the action taken to make a compensation claim. In this two part article I highlight a case involving a HGV truck driver who was injured at work as a result of modifications having been made to a rigid lorry, which he was unaware of. As with previous articles, the common factor is the often significant effect on the injured person’s life (physically, emotionally and financially) and although using the legal process to make personal injury claims cannot truly compensate for the trauma and inconvenience suffered, it can help not only by providing financial awards of compensation, but also requiring the guilty

In cases where the other party accepts responsibility for the accident but it may take some time before the injured person fully recovers, it may be possible for part of their compensation to be paid on account to make life a little easier, pending the final valuation of the claim. CASE STUDY - TRUCK DRIVER INJURED BY SPRING LOADED SHELF - PART 1 In May 2013 truck driver Mr P D Butler of Wednesbury was working for a Cardiff based logistics company on an agency basis, at their Tipton depot. He had worked for the company previously, but on the day of the accident was provided with a rigid vehicle that had a different internal layout to the trucks they had provided him with in the past. It had been adapted to include a shelf to turn it into a double decker, so additional pallets could be stored near the headboard. Mr Butler had to release this shelf to fold it back, but when doing so it suddenly moved very quickly trapping his hand. This was because, unbeknown to Mr Butler (as he had not been trained in its use) the shelf was spring loaded. In the accident the end of Mr Butler’s left index finger was crushed. He attended hospital where x-rays revealed the finger was broken, with the nail having been completely crushed. It was not until September 2013 that Mr Butler decided to seek compensation for what had happened to him. Solicitor Phillip Roberts took his initial call to my firm, and immediately advised that he had a strong claim. Although he was employed by the agency, the logistics company he was contracted to work for owed him the same duty of care as if he had been directly employed by them. Employers must ensure their employees are able to work in a safe environment and that work equipment is not defective. In this case it could be argued that the spring loaded shelf was not defective, but the issue was that Mr Butler had not been warned about it or trained in how to use it. This amounted to an act of negligence by the company, and breached their duty to provide him with a safe system of work. Phillip went through the claims procedure with Mr Butler, and then talked him through our contractual documents so that he was fully aware of what
Steven Hinchliffe we would do and what was expected from him. He then instructed us to proceed with the claim, and we sent a letter to the logistics company that included the following allegations highlighting their breach of Health and Safety Regulations:Failed to ensure that the vehicle and specifically the shelf, was so constructed or adapted as to be suitable for the purpose for which it was used or provided, contrary to Regulation 4(1) of the Provision and Use of Work Equipment Regulations 1998. Failed to restrict the task of moving the shelf to those who had been trained on operating it, contrary to Regulation 7(1)(b) of the above Regulations. Failed to ensure that our client (Mr Butler) had received adequate training in the use of the shelf, contrary to Regulation 9(1) of the above Regulations. Failed to ensure that the shelf was marked in a clearly visible manner, warning that it was spring loaded, contrary to Regulation 23 of the above Regulations. Would the logistics company (or their insurers) accept responsibility for the accident and compensate Mr Butler, or would they say it was his own fault, which is often the first response in cases like this. What happens if a driver is required to move a vehicle when the driver is having break or rest? Article 4 (d) of Regulation 561/2006 states: (d) ‘Break’ means any period during which a driver 10 - Hinchcliffes Accident Spot Feature in Truckstop News - Issue 366.indd 1 may not carry out any driving or any other work and which is used exclusively for recuperation; and (f) ‘Rest’ means any uninterrupted period during which a driver may freely dispose of his time. So, these provisions envisage that the break period is used exclusively for recuperation and the rest period is an uninterrupted period. So how does this square up with a request by an official to move a vehicle during a break or rest period? The European Commission is aware of this and has published a Guidance note which deals with this issue. The Guidance notes are drafted by the Working Group and endorsed by the Committee composed of Commission representatives, experts from Member States national administrations, enforcement bodies, employers’ organisations and trade unions. It is stated the Guidance notes provide comments on certain provisions of the Regulation with the aim to improve efficiency, effectiveness and consistency in the enforcement of these rules across the EU. So back to the topic in hand. The issue is summed up as follows: ordering the interruption of a break or daily or weekly rest in order to move a vehicle forward at a terminal, at parking places or at border areas. The
relevant legislation is Article 4(d) and (f) of Regulation (EC) No 561/2006. The Guidance note states the approach to be followed: Generally, during a daily or weekly rest a driver should be able to dispose freely of his/her time and should therefore not be obliged to stay in reach of his/her vehicle. In general, interrupting a break, daily or weekly rest is an infringement (unless the “ferry rule” applies – Article 9(1)). However, at a terminal or a parking place, there may occur a sudden abnormal situation or an emergency where a vehicle needs to be moved. At a terminal, there is usually a driver (terminal employee) who moves vehicles, if necessary. If that is not the case and the movement of the vehicle becomes inevitable due to extraordinary circumstances, the driver may interrupt his/her rest only upon the demand of a competent authority or terminal official who are authorised to order vehicle’s movements. In other places (eg, at parking places, at border crossings and in cases of emergency), if there are objective emergency reasons for which the vehicle must be moved or if the police or another authority (eg, firefighter, road administration authorities, customs officer, etc) gives an order to move a vehicle, the driver must interrupt his/her break or rest for a few minutes and in that case should not be prosecuted. If such a necessity arises, Member States enforcers must grant some tolerance following an individual

situation assessment. Such an interruption of a driver’s rest or break must be recorded manually by the driver and should, if possible, be authenticated by the competent authority that ordered the driver to move the vehicle.

DAF DEALS UP SILENT OPTION FOR FAST-FOOD CHAIN

AF Trucks has delivered the last of five Euro 6 CF ‘Silent’ rigids to Martin Brower, the UK logistics provider for global quick-service restaurant chain McDonald’s. The new vehicles have been acquired for Martin Brower’s long-standing partnership with McDonald’s delivering frozen, chilled and dry food products totalling 62 million cases annually. Improved manoeuvrability and the ability to work outside normal delivery daytime delivery hours were key to the firm’s decision to select the CF model. Martin Brower and McDonald’s have been using biodiesel since 2007. Recycled from used cooking oil (UCO), biodiesel delivers significant carbon reduction benefits. As a result, biodiesel viability was also an important factor for Martin Brower in choosing DAF as its preferred marque. The CF 290 FAN rear-steers feature DAF’s Silent Mode; an engine software function which alters performance characteristics to reduce noise levels to less than 72 dB(A), and allowing for urban deliveries during early morning and night time restrictions. DAF’s Silent Mode also complies with PIEK-certification requirements on vehicle noise limits. The new Euro 6 rear-steers join an allDAF fleet based at the company’s Hemel Hempstead and Dublin locations, including 117 tractors and 40 rigids, plus 153 trailers. Martin Brower’s trucks are already on the road and operating out of the firm’s Hemel Hempstead base. All vehicles are being supplied through DAF dealer HTC in Oxford
McDonalds logistics provider Martin Brower spec’d Silent CFs for nighttime food deliveries and are acquired with DAF MultiSupport R&M packages on a six-year arrangement. Further specification include Advanced Emergency Braking System, Lane Departure Warning System and Vehicle Stability Control. Supplementary equipment includes Maple 360-degree camera monitoring system, forward-facing cameras and nearside ultrasonic scan system. “We are always looking at ways of reducing our environmental impact,” said
Tony Winterbottom, general manager operational support at Martin Brower, “and have already completed significant work on reducing both noise and engine emissions. The DAF CF Silent option was chosen as part of our environmental protection strategy, and will be included on specification for all future truck acquisitions. “We chose DAF thanks to its capability of running on biodiesel,” he continued. “Clean engine technology is fundamental to

our environmental strategy. Our significant reduction in our CO2 emissions is a result of the collaboration between McDonald’s and Martin Brower over several years.” All recent DAF CF acquisitions feature 8.5 m Gray & Adams refrigerated bodies with a multi-temperature, two-lane configuration divided longitudinally to provide a dry goods area to the rear of the body. The Crosshandsbased company took delivery of its first Arocs, along with an eight-wheeler by another manufacturer, a year ago with the intention of evaluating them back-to-back in real working conditions. The first Arocs was a 3245 model with Thompsons tipping body – the latest arrivals are both 3248 versions, with more powerful

350 kW (476 bhp) 12.8-litre engines, driving through 12-speed PowerShift automated transmissions. Their Hardox-built Predator Ultimate bodies were supplied and fitted by Abba Commercials of St Helens. “Euro Commercials’ approach stood out in comparison to its competitor’s,” said director, Gareth Jones. “The Euro team were extremely attentive and professional throughout the ordering process and have since been much more helpful and flexible when we’ve come to arrange the six-weekly inspections and services. “Not only is the Mercedes-Benz more fuel-efficient – we’ve calculated it burns 15 per cent less diesel than its rival – but the difference in AdBlue consumption by the two trucks is also remarkable,” Jones added. “The other vehicle uses approximately four times as much as the Arocs. “This has a cost implication, of course, but because our trucks are frequently away for a week at a time it also means the driver has to take supplies with him to top up the tank between returns to our depot.” Like their predecessor, both of John Jones’ latest 32-tonners are being inspected and serviced by Euro Commercials under five-year Mercedes-Benz Service Contracts. To make its vehicles even more pedestrian- and cyclist-friendly, John Jones has added camera systems that
automatically show the driver a view down the nearside of his truck if he indicates to turn left. Both are also fitted with proximity sensors which warn the driver if anyone or anything gets too close, and audible alarms that warn other road users when the vehicle is about to make a left turn.
The company’s latest Arocs have joined a fleet of 20 tippers which work on highway maintenance, construction and earth-moving projects across the UK. John Jones also runs a comprehensive range of plant for its own use and for hire, either with or without fully qualified drivers.
VANTEC’S ECONOMY KNIGHTS OF OLD CLOCS NETS RETROFITS FOR LONDON OPS DRIVE PREMIUM FMs T V he Knights of Old Group has installed Construction Logistics and Cyclist Safety (CLOCS) approved windows to a new fleet of vehicles operating within the city of London. With the aim of not just matching industry standards but exceeding them, The Knights of Old Group has retrofitted CLOCS windows on eight new vehicles with the aim of providing drivers with a clearer view of cyclists sharing the road. The CLOCS windows are a vision aid designed to help eliminate blindspots around heavy goods vehicles. The windows are not a standard feature and had to be ordered and fitted after the vehicles were manufactured at an additional cost of £1200 per window. “The retrofit of the CLOCS windows demonstrates the groups continued commitment to the safety of vulnerable road users,” said Knights of Old Group compliance manager, Tony Quenet. Proposals are already on mayor of London Boris Johnson’s table to take safety for HGVs one step further with retrofitted side windows to improve driver visibility of the nearside of their vehicles. With this in mind, and to help keep cyclists as safe as possible, the Knights of Old Group said it had taken these steps ahead of the proposal to show its continued commitment to road safety. In recent years, Transport for London (TfL) and London Councils have introduced stronger safety standards to help prevent accidents involving cyclists. Along with CLOCS, the Fleet Operator Recognition
Operator has retrofitted CLOCS windows on eight of its new trucks Scheme (FORS) Silver and Work Related Road Risk (WRRR) also already exist to set safety standards for HGV operators working within London. The new Knights of Old vehicles meet all three of these standards. The most common vehicle involved in collisions with cyclists is a car or taxi, with the rider usually being hit by the front of the vehicle. However, HGVs present a recognised danger for cyclists, especially in London where around 20 per cent of fatalities involve a truck. These often occur when an HGV is turning left at a junction.
About one quarter of accidents resulting in serious injury to a cyclist involved an HGV, bus or coach ‘passing too close’ to the rider, the firm said. Knights of Old vehicles operating within London already have Class-V mirrors and side guards as part of the FORS Silver Standard its vehicles meet. The eight new vehicles also have an audible warning in the cab to alert the driver to the presence of a cyclist. The audible warning when the vehicle is turning is also there to alert the cyclist.

antec Europe of Sunderland has taken delivery of four 6x2 pushaxle Volvo FM13-450 tractor units sourced through the Volvo Used Truck Centre (Economy) in Washington, Tyne and Wear. Transport manager Neil Whatley said the new vehicles were the firm’s first Volvo trucks and they were performing well. “The Volvo Economy option ideally matched our needs since the trucks are all fairly high mileage, having previously been utilised by a supermarket chain,” Whatley said, “but the flip side is we know they’ve been well-maintained. “The mileage they’ll be covering from here on in is negligible as the warehouse and production facility are less than 10 miles apart,” he added. “Ultimately, with the Volvo Economy option we have secured four premium trucks that benefit from excellent build quality, have been well-maintained and are both reliable and driver-oriented.” Whatley said the smaller cab of the FM over the FH, and the fact it is lower to the ground, made it safer for entry and egress. “We wanted urban-type vehicles over long-distance transport, as our drivers will be in and out a lot during their working shift,” he said. “Plus, health and safety is extremely important to both us and our clients.” Although the FM13 tractor units may have been purchased from Washington, they are now based and working in the south of England.

DAF’S ECOTWIN ENTERS TRUCK PLATOONING CHALLENGE
A
consortium of DAF Trucks, TNO, NXP and Ricardo has united under the name EcoTwin to participate in the European Truck Platooning Challenge – which was organised by the Dutch Ministry of Infrastructure and the Environment and took place on April 6. The objective of the Challenge is to obtain permission from governments to perform large-scale, pan-European testing of truck combinations linked wirelessly (‘platooning’), which enables truck combinations to drive in close proximity in a bid to provide fuel economy benefits, lower CO2 emissions, increase safety and improve traffic flow. Truck Platooning involves trucks driving a short distance apart using automated driving technology. The Truck Platooning Challenge demonstrated a second vehicle is technically capable of automatically following the combination ahead using Wifi-P, radar and cameras. Within the context of the ‘EcoTwin’ project, it has already been demonstrated the second vehicle is also capable of steering automatically. However, the emphasis during the Truck Platooning Challenge was on autonomous acceleration and braking. In this regard, the planned distance between both
combinations is 0.5 seconds, which, at a speed of 80 kmh, approximates to a distance of 10 m. One unique aspect of the ‘EcoTwin’ combination is the advanced Wifi-P connection, developed by NXP and specially designed for automotive applications. DAF said the rapid speed of the communication enables both trucks to drive even closer together. Furthermore, Wifi-P allows the drivers of the ‘EcoTwin’ combinations to communicate with each other while driving. In addition, everything the driver in the first truck sees in front of him is projected onto a screen in the second truck. DAF said by reducing the gap between truck combinations as far as possible and making the most of slipstreaming, fuel savings of up to 10 per cent can be achieved along with equivalent reductions in CO2 emissions. “It goes without saying there is still a lot of continued development required before we can introduce platooning as a new technology on the market,” said Ron Borsboom, member of DAF Trucks’ board of management and responsible for product development. “This is definitely not a process that will be complete before 2020. NFT Distribution has added 40 new SC reefers to its fleet
N
ational chilled food and drink logistics company NFT Distribution Operations has taken delivery of 40 new Schmitz Cargobull (SC) tri-axle refrigerated trailers. The latest delivery sees the continuance of the haulier’s ongoing programme to replace its older assets with SC reefers. The new S.KO COOL deep-freeze trailers are to be used for the primary distribution of fresh foodstuffs from producers to consolidation centres and RDCs throughout the UK. NFT said it selected the trailers after a competitive trial period. “We started to replace our fleet with Schmitz Cargobull trailers three years ago following a 12-month trial of reefers from a number of manufacturers,” NFT fleet engineer, Dave Seaton. “It was clear at the end of the trial period that Schmitz Cargobull was the clear winner in terms of fuel efficiency, quality and total cost of ownership.” Adding to the trailers’ efficiency is SC’s in-house designed and developed MF6 MultiFunction Floor, which the manufacturer said reduces trailer weight – therefore increasing payload – and offers better grip and a longer life expectancy.
The floor also provides for quicker and more efficient cleaning and exceeds the PIEK noise requirements, making it a good fit for late-night operations in residential areas. Due to the large volume of motorway miles the trailers will cover – accounting for more than 80 per cent of the trailers’ expected journeys – sideskirts and roof vortex generators were mounted on the trailers prior to delivery to reduce aerodynamic drag. The new trailers also feature SC’s Rotos running gear with disc brakes and the WABCO TailGuard reverse assistance system, which reduces collision risks during reversing by detecting small, large, static and moving objects in the blindspot behind the trailer, and automatically stopping the trailer at a safe distance. The reefers have been finished in NFT’s distinctive red, white and blue honeycomb livery. NFT was established more than 30 years ago and specialises in chilled food and drink distribution and warehousing. NFT’s client list includes major European brand and private label manufacturers and importers, regional food and drink manufacturers and UK and European grocery multiple retailers.

he Fleet Operator Recognition Scheme (FORS) has released its Annual Report for 2015, which reports on the first year of the scheme under the management of the FORS Community Partnership and details its “significant successes”. According to the document, FORS experienced an “overwhelming growth” across the UK in 2015, with a 32 per cent increase in accredited operators. In addition, the scheme saw a 315 per cent growth in Gold accredited operators, and more than 207,000 vehicles were operated by FORS-accredited organisations. Over 33,000 warning signage stickers were issued, and a total of 1493 managers and supervisors were trained in FORS standards. 20,000 eLearning modules were also completed. “The FORS Community Partnership recognises we are privileged to have been selected to drive the development and growth of FORS,” said John Hix, director, FORS Community Partnership. “Our vision is to enable all fleet operators to attain and maintain the best possible level of productivity and efficiency with the least impact on society and the environment and to facilitate continuous improvements in

BIBBY BACKS TRIPLE-DECK TRAILERS FOR UNIPART CONTRACT
F
ollowing the introduction of a purpose-built triple-deck curtainsider to the Unipart Rail fleet, Bibby Distribution has added a further six of the 13.6 m trailers to the rail component and service provider’s distribution wing. The new SDC trailers are part of Bibby’s drive to further reduce Unipart Rail’s transport costs and improve its fleet efficiency by maximising trailer utilisation. “After predicting growth in the volume of rail components and installation materials we need to trunk at night, Bibby Distribution quickly found a way we could increase the capacity of our trailers, which predominantly carry non-stackable or ‘ugly’ freight, without significantly increasing costs,” said Unipart Rail transport logistics manager, Rick Moglia. The customised design means each trailer can carry up to 20 additional pallets – a 28 per cent increase in load. The enhanced load carrying capacity, combined with the aerodynamic profile, is intended to reduce fuel consumption for the trailers used primarily for trunking runs. Unipart’s Rail fleet also includes tractor units specially adapted to run on LPG – which reduces CO₂ emissions – and urban flatbed trailers for transporting rail bogies to less accessible delivery points. In addition to improved capacity, the trailers also feature independent interior lighting to aid loading and unloading during the hours of darkness. The system has its own power source and therefore does not need to be connected to the tractor unit. The triple deck system has been manufactured using steel mesh, making it easier to see loaded items. Further benefits include a safer coupling system, improved curtain restraint points and newly developed anti-roll technology.

I have now built up to running three HGVs since I started my business last year, which are all insured with the same insurance company, but under separate policies. I have asked my broker if a fleet policy would be cheaper, but he has said I would need at least five vehicles and it could be even more expensive than having separate policies. As a second opinion, is he right?

‘How long is a piece of string?’ comes to mind, because without knowing the exact details of your vehicles, what they carry, ages of your drivers and what noclaims discount has been offered, it really is impossible to say. However, my first thoughts would be it is very possible your broker is entirely right in what he is saying. There are insurers who would offer a fleet policy with as little as four vehicles, so you could offer to include your private car or a van to make the numbers up, but as your broker has said, it could still then be a more expensive route. The attraction of having separate policies each earning its own no-claims discount is a single claim will only affect one vehicle’s policy, whereas under a small fleet a single claim can result in an overall increased

Your vehicle insurers may well charge you for adding your friend, albeit temporary; although if he is a similar age with a clean driving record, some insurers may not charge for a simple substitution of drivers. You will need to advise your liability insurers however as you will need a Employer’s Liability to be added again, albeit on a temporary basis. You need to ask for precise costs so you can work out the economics of having him drive for you, as if your particular insurers happen to charge minimum fees to include him, it may prove to be too expensive for just a two-week period.

DIESEL STILL TOP FUEL CHOICE FOR VOLVO
A
seven-year research programme by Volvo Trucks into alternative fuels has concluded the power source with the most positive impact on the environment is still diesel. The announcement comes following the revelation that Volvo’s engineers had found a natural source of carbonated or ‘sparkling’ - diesel in the far north of Sweden. Speaking from the Alternative Fuel Programme Headquarters on Gasgata, Gothenburg, spokesman Roni Bårkersson explained how Volvo Trucks carried out an extensive testing programme on the newly-discovered alternative fuel: “We were able to access the sparkling diesel under the terms of our EU urea extraction licence.”
He adds, “We initially ran some trucks on cold weather testing with reindeer herders in Finnish Lapland for five years. However, we found that it was unsuitable as a truck fuel because its Cold Filter Plugging Point (CFPP) when under scrupulous lab tests in the Volvo canteen, was so high that, at room temperature, each litre of sparkling diesel produced enough wax to make four candles.” In addition, the Sami herders found that – in terms of economy – the finished product was too dear to be viable. “Fortunately,” reported Bårkersson, “Our engineers also discovered a significant deposit of ‘still’ diesel in rocks lying alongside those holding the ‘sparkling’ variety. Trials of the ‘still’

FORMER TRUCK RACING CHAMP LEADS THE WAY IN NEW BUS RACING SERIES

x-BBC commentator, fivetimes European truck racing champion and motorcycle racer Steve Parrish has got the all-clear from governing body RAC, MSI and four major tracks to host a new bus racing series starting in 2017. Parrish said: “Finally we have a motor racing series in which the spectators are directly involved. The passengers will act as ballast, transferring their weight/ bodies from side to side to keep the bus stable.” A recent test at Donington Park had every one of the 40 passengers thoroughly enjoying the experience. Ex-British Touring Cars champion Jason Plato added: “I’m so excited to be part of the Bus Racing Series 4 to 6 wheel challenge. With fans on board, what more could you ask for? Can’t wait!” Gareth Bright from Hinckley quoted: “That was the most fun I’ve ever experienced and I was very surprised on how stable the bus was!” Independent Bus Company CEO Grant Palmer from Bedfordshire, who supplied the test bus and who will also
enter two Volvo machines into the series, said: “This new and exciting series will be excellent for improving the safety in our industry.” Bob Adams, Donington Parks sporting director was stunned at how stable and fast the bus was and is really looking forward to the spectacle. In addition, Patrick Allen, boss at Silverstone Circuit, has already been inundated with sponsors knocking at the door to be involved in this unique series. Chris Herring, motor sports director, Circuit of Wales, said: “It’s always refreshing to welcome new motorsport ideas, and bus racing should provide excellent content for both summer and winter months. I believe there is already interest from two towns in mid-Wales looking to enter teams. Fortunately we are designing the circuit with high bridges, so it will easily cope with double deckers.” Five times Le Mans champion Derek Bell MBE added: “Delighted to see Steve is making a comeback; the sport deserves stars like him to show their real talents as they get older.” Parrish said he was really excited
Motor racing legend Steve Parrish reckons bus racing will bring spectators up close and personal with the action about the series: “I believe it will run throughout the winter when we are normally starved of motorsport. The fans/spectators will be on board in the warmth and will really play an integral part in the bus racing team, as their performance inside the bus is tantamount to the driver’s ability. “We may need to look at the size of the podium, though.”
REMOTE CONTROL VEHICLES ARE THE FUTURE, SAYS WINCANTON
W
incanton has revealed a new trial to combat congestion and reduce emissions: the remote control truck. Codenamed “Project Biscuit”, the use of remote control technology will allow faster delivery of smaller parcels, with new vehicles designed to be small enough to travel between stationary larger vehicles. Adrian Colman, Wincanton’s CEO, said: “As the largest British logistics business, Wincanton is always looking to improve sustainability in the supply chain and help the UK lower its carbon emissions. Micro-deliveries could revolutionise how goods are transported. “The biggest barrier to reducing CO2 emissions in the UK supply chain
is congestion, and these new trucks allow us to cut through traffic jams like a knife through butter, ensuring each parcel is delivered fresher than a bunch of daisies.” A UK-wide trial is due to start on April 1, and will initially involve 50 vehicles. These will be operated via an advanced remote control system from Wincanton’s Chippenham headquarters. Adrian added: “Of course, we also know better management of the supply chain can dramatically reduce the number of wasted miles travelled by the UK’s logistics fleet. “For example, we are targeting zero hours empty running with new technology to improve visibility of where there is capacity in the system.

Winsight, our in-cab communications system, is already targeting significant carbon savings by cutting the number of empty vehicles on the road.” The Centre for Sustainable Road Freight estimates the industry could save £160 million in fuel and prevent 426,000 tonnes of carbon emissions from being released, equivalent to the amount generated by approximately 70,000 cars a year, if hauliers made a concerted effort to reduce empty running of vehicles. CULINA CELEBRATES DRIVERS’ SUCCESS
F
ood and drink transport specialist Culina has announced what’s it’s billed as some “startling” driver performance statistics: namely, that 78 of the firm’s drivers – representing almost 10 per cent of the company’s driver workforce – have been recognised for completing a full calendar year without a single tachograph infringement to their name. “This announcement is a real testimony to our driver professionalism,” said Pip Bain, Culina Group fleet compliance manager. “At Culina, we are very particular about driver recruitment. Despite the
major current challenges in this area in the UK, we are able to recruit the best. “We pay well, we provide great fleet and driver conditions, and it’s made really clear to our drivers that they are an absolutely key component of our company. Culina stands or falls by the quality of the drivers we recruit and train. “Culina recognises what a fantastic achievement this is, and is proud to display the driver’s name prominently at their home depots,” he added. “Only drivers that had driven for 100 days and over were eligible for analysis, and each received a performance bonus of £100.”

ongthorne of Hebden has taken delivery of three Volvo FH 6x2 tractor units and two FM 8x4 rigid trucks from Crossroads Truck and Bus, Birstall, West Yorkshire. The new trucks are already working on the aggregate and asphalt side of the family-owned business, which is also known for the transportation of livestock.
Mark Longthorne, the youngest of the three Longthorne brothers (Jonathan and Gordon being his older siblings), and manager of the business, said: “Our relationship with Volvo and the Crossroads dealership dates back to the 1960s when our father, Ken, took delivery of a Volvo F86. “Whenever we buy new trucks, we always

do so in conjunction with our drivers, as they’re the ones that will be in them each day. Volvo is always their first choice.” The three new Volvo FH tractor units were specified with the 13-litre D13K engine producing 540 bhp and up to 2600 Nm of torque. Longthorne also specified the I-Shift automated gearbox for better fuel economy. For improved off-road drivability, all three tractor units are equipped with enhanced I-Shift software. All three also feature low-maintenance Jost fifth wheels incorporating composite wear pads, which eliminates the need for greasing. Along with the new FH tractor units, Longthorne has taken delivery of three 36 m³ capacity Wilcox plank-sided aggregate tipping trailers featuring PM Onboard weighing systems and equipped with Dawbarn Hydroclear, electro-hydraulically operated rollover sheeting systems. With the trucks, Mark specified the Volvo Drive Plus cab package, which incorporates leather steering wheel, leather upholstered armrest, electrically controlled air conditioning,
electrically heated and operated main mirror and near-side and off-side wide-angle mirrors. He has also opted for the Volvo Living package with single bed. “While the three FH tractor units came with standard white cabs, the factory did paint the chassis for us in China red,” Mark said. “Ultimate Bodywork in Rotherham subsequently painted the cabs in our Aztec blue, and then Andy Scott and his son added our livery and stripes. We have also added Kelsa light bars.” The two FM 8x4 tippers are equipped with Day cabs and the enhanced I-Shift software as found on the FH tractor units. Powered by D13K 12.8-litre engines producing 460 bhp and up to 2300 Nm of torque, the Volvo Engine Brake (VEB) provides up to 375 kW of retardation. The bodies, one for aggregate and one insulated for the transportation of asphalt, are by AJ Heyton. “Like all of our trucks, these latest additions to the fleet are equipped with Brigade camera systems providing all-round coverage,” Mark concluded.
REGULATOR CALLS FOR “VAST IMPROVEMENT” ON TACHO RECORDS
T
he London and South East of England traffic commissioner has said parts of the haulage industry need a culture change when it comes to downloading digital tachograph records, after he suspended a London council’s licence and revoked another operator’s authority for failing do so – despite both being warned about the requirements. Nick Denton’s call for operators to recognise and carry out their legal duties comes after the London Borough of Croydon transport department failed to carry out any downloads from vehicle tachograph units over a 10-month period. At a previous public inquiry in 2014, the Council had given assurances monthly downloads would be carried out. However, in March, the traffic commissioner heard evidence this commitment had not been met owing to IT problems. Suspending the operator’s licence for 72 hours, Denton said the council’s lapse was particularly disappointing given the previous public inquiry. “No one in the Council’s IT department or otherwise in a senior position appears to have realised the importance of effecting downloads from the vehicle units until quite late on,” he added. “The transport manager did not have effective line management over drivers.” Denton noted that, fortunately, the failure to download from vehicle units did not disguise
any very serious driver’s hours infringements. During a separate inquiry, Denton heard a leading Faversham food business, Macknade Fine Foods, had failed to download data from the vehicle’s tachograph unit since first purchasing it in 2011. The issues were identified when one of the partnership’s drivers was stopped in December 2015. Despite the matter being brought to the firm’s attention, by the time of the public inquiry in March 2016, the operator had only purchased the download equipment. It had still not actually performed any downloads. The driver stopped at the roadside had committed serious daily and weekly rest offences and appeared to be continuing to do so. He also drove for a period without having completed the five training modules necessary for Driver CPC. Denton said: “In short, this is an operator who has had little appreciation of the regulatory environments which go with HGV operation and who has made insufficient efforts to improve after the police stop in December 2015.” He made an order to revoke the licence from May 23, 2016, including among the reasons for this a change of entity from a partnership (Stefano Cuomo, Patricia Cuomo and Renato Cuomo) to a limited company. Addressing the failures of both operators to act upon advice from enforcement and regulatory bodies, Denton said: “The cases concern two very different operations, but highlight that the
standards are the same no matter what type of work you are involved in. “Traffic commissioners issue licences to applicants who meet the relevant criteria and agree to uphold a number of commitments to vehicle and driver safety. “Operators should be aware that if they fail to meet those standards, there will be consequences for their licence. For those that have already been before a traffic commissioner, or been subject to an enforcement stop or visit, there is no excuse for failing to make any necessary improvements. “I am concerned about the culture of downloading digital data across the industry and these two cases illustrate the problem most acutely. Both operators abandoned their responsibilities for considerable periods of time. Without carrying out downloads, how could they possibly know whether drivers were working legally and safely? How could they satisfy their licence commitments? “Running heavy goods vehicles is a serious concern – operator licence holders need to make an investment in compliance, not just respond to the work and keep the vehicles moving. Both the London Borough of Croydon and Macknade Fine Foods were given direct warnings about their failures to carry out downloads. That should have been enough to achieve the cultural changes required.” Denton said operators who have failed to

abide by tachograph regulations tend to fall into one of five categories: a) They acquire a digital vehicle, do not know what to do with it and just stick their head in the sand (Macknade Fine Foods), hoping all the complexity will just go away; b) They download data from driver cards and vehicle unit, but don’t do anything with the data – it just stays in the computer; c) They download the driver cards, but not the vehicle unit, meaning they do not know if and when drivers have driven vehicles without their card in the tachograph; d) They download all the data correctly and analyse it for infringements. But they don’t take any action over these infringements – they simply hand drivers their latest infringement report and see them next month for an exactly similar report; e) They download the data correctly, analyse it to identify infringements, explain the infringements to drivers and educate (or discipline) them into driving within the rules in future. This, Denton said, is where every operator should be. “I would advise operators running digital vehicles to review their downloading practices now to ensure downloads are carried out within the legal time limits, and do the job which they are designed to do: identify drivers who exceed the driving limits and take action to make sure they don’t do it again,” he concluded.
