Colin Shepherd, fleet operations manager at South Gloucestershire
Council, said: “We considered our options carefully before taking this operation in-house. Every decision we make has to be about delivering best value and best service to the people of South Gloucestershire. “We plan to keep these new assets in operation for at least 8-10 years, so we had to specify equipment built to last. We consulted with Wirtgen, and they recommended the Andover Trailers drawbar to us for its robust build quality and projected long life. We’re very pleased with the finished package.” In operation up to seven days a week, the vehicle combination can operate at up to 40 tonnes gross train weight (GTW), or up to 26 tonnes when the tipper is running solo. CHARITY DRIVE IN HOT PURSUIT Women can drive anything from a truck to a tractor at the event, which raises money for The Fire Fighters Charity.

he Fire Fighters Charity is gearing up to give women a once-in-alifetime chance to drive a variety of large and unusual vehicles in the Ladies Driving Challenge, set to take place at the Alconbury Airfield, near Huntingdon, Cambs on May 12, 2013. Participants will be able to try their hand at manoeuvring a range of different vehicles, such as HGVs, fire engines, 4x4s, diggers and possibly tractors – all donated for the event by local companies. Event organiser Laura Harden said “The Ladies Driving Challenge promises to be an exciting day, with the chance to operate a fantastic collection of vehicles often associated with male drivers. “Other types of driving event can be uncomfortably
competitive with an emphasis on speed, and this has been known to put off some women. The Womenonly Challenge is much more relaxed, with the focus on handling vehicles with skill and enjoying new experiences, as well as raising money for a good cause.” All women over the age of 17 with a full driving licence are welcome to join either the morning or afternoon sessions. Registration costs £10, and entrants are asked

outh Gloucestershire Council has taken delivery of a new Volvo FMX 6x4 rigid with a tipper body and a three-axle Andover Trailers lightweight drawbar with beavertail, for transporting a Wirtgen W100F road planer. The investment represents a completely new operation for the Council, which previously hired in road planing equipment from third-party contractors. The move to own, operate and transport its own road planer is expected to deliver savings and added flexibility for the Council, which will also hire the machine to other local authorities to ensure maximum asset utilisation. ruck drivers needing to take a compulsory break on the busy A2 – one of the main links to the Port of Dover – are to have fewer options for parking following an announcement by the Highways Agency that it has closed six lay-bys for a trial period of up to 18 months. The closures commenced on January 7, as the Agency said the lay-bys fell short of current design and safety standards. It stated the trial will allow options for future upgrades or replacements for the lay-bys to be considered. Kevin Bown, Highways Agency asset manager, said: “Lay-bys have a role to play in road safety by giving drivers a place to stop and rest. However, these six lay-bys fall significantly short of current safety standards, and this requires action. They have also been used for illegal and anti-social activities. “By closing the lay-bys on this temporary basis, we can monitor the effect on other lay-bys further along the A2 and A20 and their surrounding areas and help us plan any upgrade work. This way, we can help ensure we have lay-bys in the right locations, with the right capacity and built to a safe design.” But the Road Haulage Associate has sharply criticised the Agency over its decision. RHA parking and
security manager Chrys Rampley said: “The announcement on January 3 was unacceptable on two counts. The decision was made without any consultation with the road haulage industry, and the closures were imposed with just a few days’ notice. “The RHA has a constructive engagement on truck parking issues with the Department for Transport, centrally and with devolved and local roads authorities. Indeed, we have a positive relationship with the Highways Agency on some issues – but that is undermined by unilateral decisions made with little or no notice which can have a significant impact on trucks operators. “We are seeking an assurance from the Highways Agency that there will in future be stronger consultation on these issues as a matter of policy,” Rampley said. Alongside the lay-by closures, lighting around main junctions on three sections of the A2 between Lydden and Dover will be upgraded, with new lights installed. At some other locations, following a review of the lighting’s safety benefits, lampposts which have reached the end of their serviceable life will be removed and not replaced. Work on the lighting renewal is due to be completed, weather permitting, by the end of March.

eer drinkers in pubs around the country might soon be seen checking how many pints they’ve had when the world’s largest cans of beer arrive to deliver to their locals. In fact, the giant beer cans are a one-of-a-kind tanker launched in January by Lincolnshire-based national distribution company Treasure Transport Services. The unique tanker will deliver some of the 250 million pints Treasure moves each year for some of the biggest names in the brewing industry. Treasure specialises in bulk liquids for the food and drink industry, so when company MD Peter Greenhalgh decided to buy another tanker, he commissioned the unique double-can tanker as

the company’s flagship. “Bulk liquids, especially beer, have always been a speciality for us,” Greenhalgh said. “We thought it was a great idea to shout about our expertise in a pretty obvious way!“ The tanker was designed and fabricated to the company’s specification before a specially created Treasure beer livery was applied. The end result is the biggest ring-pull cans in the country, holding over 52,000 pints. “It looks fantastic; it’s everything we hoped it would be,” Greenhalgh said. “The cans look absolutely authentic, right down to the giant ring-pull on the top! Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers. TNT TAKES ON DRIVER TRAINING
U
K postal provider TNT Post has begun offering LGV driver training in a variety of locations across the UK. The company is offering courses for the Driver Certificate of Professional Competence (DCPC), introduced by the Driving Standards Agency (DSA) in 2009 as a compulsory qualification for LGV drivers in the UK. The courses are DSA-approved and once completed, drivers will receive a certificate to prove they have attended each module. They will then be issued with a Driver Qualification card by the DVLA on completion of the full 35 hours’ training. LGV Driver Training is also available, where TNT Post offers a step-by-step approach to driving a Large Goods Vehicle, guiding drivers through the whole process from medical examination to eventual test. The firm said its hassle-free training approach ensures drivers are prepared with the best material and training before undergoing their test. In addition to two major driving courses, TNT Post also offers legal, first aid, digital tachograph, safety, customer service,
economy and fuel-related courses to increase the efficiency and ability of staff. uring their lifetime, the average British motorist will jump 87 red lights, drive 269,296 miles, swear 323 times at other motorists and hoot a total of 62 cyclists. According to the results of a new study, UK drivers will fill-up with fuel 2214 times and get stuck in traffic nearly 10 thousand times. Researchers revealed over the course of our driving life, we will spend 99 days stuck on gridlocked roads, will make 1992 phone calls and will check our smartphone for emails or texts over 1000 times. The details of 2000 drivers’ habits emerged in a study commissioned by skobbler, developers of iPhone sat nav app GPS Navigation 2, and revealed we will get lost 371 times. While behind the wheel, we spend 384 days listening to the radio and 337 days playing our own music – which means on average, we sing 4104 times on the road. Marcus Thielking, co-founder of skobbler said: “There is no excuse for behaviour such as jumping red lights, tailgating fellow motorists or cutting people up. “Being a motorist involves a lot more than just driving – and while we all try to be sensible drivers, it would seem we are guilty of a few
misdemeanours, whether it’s speeding or using our phones illegally. “This research shows we do spend an awfully long time on the road, and many motorists will conduct a lot of their other business in their vehicle.” The study also found the typical adult will share 680 kisses in a vehicle, and will have sex four times from the age of 17 and upwards. But on the contrary, the average adult will have a whopping 2974 rows while they are behind the wheel. “Getting lost can often be a contributing factor to stressful arguments with fellow passengers,” Thielking said. “Using modern sat nav apps instead of relying on the mapreading skills of others provides the best chance of staying on track and reducing those inevitable squabbles. “There is sophisticated technology which improves the whole driving experience – whether it’s the audio equipment we use to listen to our music, or the navigational solutions we use,” he added. “Millions of drivers now use sat nav apps which offer free map updates for life. These modern navigation solutions can cut down on journey times and the stress involved when you don’t know where you are going.”

DCPC DEADLINE DRAWS CLOSER

mmingham-based driving services provider IDS has warned many truck drivers are in danger of putting themselves out of work by not complying with the government’s legal requirements for CPC training, which must be completed by September 2014. Any truck drivers not completing the course by then will lose their LGV licence – and therefore their jobs. IDS, which provides Driver CPC training, said it has already helped many to fulfil the government’s requirements – but it remains aware there are many more drivers who have not yet taken the situation seriously. Anna Graham, director of IDS, said: “The situation is very simple. There is a deadline of September 2014 for drivers to complete this course. It might seem a long way off, but drivers
who are contracted will either have a contract up to and beyond that date, or will be looking for contracts which take them beyond that date. Without Driver CPC, the government says drivers will have their LGV licence withdrawn. “Understandably, September 2014 seems a long way away and doesn’t need dealing with yet – but the problem is if everyone thinks that way, there will be a great many drivers all wanting to take this course at the last minute. Many won’t find a place on a course, and there is a danger those who do will be paying a lot more for the privilege than they would at the moment. “It is important all drivers respond to this, because failing to do so could result in a driver shortage by the end of 2014 – and that could damage Britain’s commercial life once again, as if it has not suffered enough.”

STICK TO THE RULES As a hard-pressed ownerdriver, I have decided to send in a response to the letter entitled ‘The Fight Continues’ by Karen Bancroft, published in the November 2012 issue of Truckstop News. The rules on tachographs and driving hours are in place to regulate drivers in their working practices. They may not always be convenient, but they are in place for drivers and operators to abide by. I would respectfully suggest that if Ms Bancroft doesn’t like the practices within the industry, she might perhaps consider another occupation. This very paper exists because of the enthusiasm

September 2014. This book from Hardington Communications aims to give readers a crash course in DCPC and provide a wide range of information and advice concerning all aspects of the legislation. The book has been written in a straightforward and uncomplicated manner, which is immediately helpful since some of the official advice from the government has been all but impenetrable at times. Starting out with detailing exactly what the DCPC is, it then goes on to look at a Rating: «««««
Having changed jobs in recent months, I have had the opportunity to drive many different makes of truck with the latest engines, drivetrains etc. I’ve driven trucks from DAF, Volvo, Scania, MAN, Mercedes-Benz and Renault. DAF’s parent company is PACCAR of America. Volvo owns Renault. Volkswagen owns MAN and Scania. Mercedes-Benz is independent. Although the trucks I drove were Euro 5 models, I have read that all but Renault has introduced new or updated models to accommodate new technology for Euro 6. Volvo and Renault share chassis and drivelines, although cabs are different and the computer programmes are different for the gearbox. Volvo’s automated gearbox is clearly out in front of the competition with clean, precise gearchanges and an appropriate selection of gears. The driving position is reasonable, although greatly improved with 2013 model. Renault, on the other hand, uses different computer programmes – as is obvious in the gearbox selection. In my opinion, Renault should leave gearbox programming to Volvo. I’ve also found Renault’s Premium cab has an intruding engine hump, which comes in contact with the driver’s left leg, causing discomfort. Again, a new model is due out in the spring, and the cab will be shared with the Volvo FM model. Mercedes-Benz’s cab has a flat floor option, along with Renault’s Magnum. Although it may not be as voluminous as the competition, the Germans have used the space wisely by logically placing storage areas without compromising on movement around the cab. However, I think the bottom bed is small, though the top bunk is excellent. range of the most popular and useful course subjects for C, C+E and C1+E licence-holders. Chapters are split into subjects, which include the Working Time Directive, drivers’ hours rules, tachographs, fuel-efficient driving, vehicle safety and walk-round checks. Further chapters look at more specific vehicle elements, such as safety of wheels and tyres, braking systems, transmissions, seat belt regulation, the use of trailers and semi-trailers, and vehicle weights and dimensions. Subjects such as manual handling, basic first aid techniques and the importance of health and well-being are also touched on, as is advice on how to deal with emergency situations, reporting road traffic accidents,
I have had the opportunity to drive the all-new 2013 MercedesBenz Actros Gigamax, and it has taken the best of the existing cab and improved it by adding low-profile tyres and better aerodynamics. I was able to achieve over 10 mpg at 50 mph, and that is extremely good for the bottom line. I nickname the New Actros ‘Samurai Warrior’, as from the front I think it looks like the mask of a Japanese fighter. MAN has an extremely large cab with a very comfortable bottom bed and driving seat – it can’t be beaten. However, the fridge position under the bed intruded too far into cab for my liking, and the windscreen is far too tall. It would be better to move the air filter, flatten the floor, reduce the depth of the windscreen and increase the size of the lockers above. Also, remove the upper windows above each door, as without blinds, the sun can blind you in the autumn. Four-bag air suspension is extremely good and allows the centre axle to lift – even at higher payload, where a two-bag cannot compete. And in the snow with centre axle up, the MAN retains grip even in icy conditions. I think the competition could learn a thing or two from this. Scania has always been the drivers’ favourite, but since the introduction of the 4-series in 1996, I cannot for the life of me understand why. Yes, the cab is aerodynamic, and in a 113 with 380 bhp engine and eight-speed ’box, I can achieve 13.5 mpg at 50 mph at 40 tonnes. But in the original model, the engine hump intruded into the cab, and it does so even now (although it’s greatly reduced). The bottom bed is also far too small, and you have to move seats forward to pull the bed out to increase size. What would happen in an emergency, I have no idea. and criminality and its effects. Finally, the book serves up a useful overview of many areas of the transport industry, such as the transportation of dangerous goods, food, waste, and animals. There’s no denying there’s an awful lot packed into its 158 pages – and for the sheer amount of accessible information it offers, it’s well worth picking up a copy.

At 440 bhp, driving at 50 mph, I’ve found tickover at 1000 rpm is not in the green band, and at 52 mph it struggles to maintain 1100 rpm on the edge of the green band – so when you reach a hill, you have to use low-down lugging of engine torque. But because you’re already in low-section rpm, you almost need to change straight away. DAF’s XF with Super Space Cab was first designed in 1986, and shared with Seddon Atkinson and Pegaso. DAF continued to improve upon it, and with the introduction of the Super Space Cab in 90s, it is the most voluminous cab on the European market. It is clearly designed around the driver with, in my own opinion, the best driving position bar none, as everything is to hand. It has greatly improved the drivetrain with the introduction of 12-speed manual gearboxes, and with engine power of 460 bhp it achieves 9.9+ mpg in my experience. The interior storage is complemented by external bins, which help maintain a clean cab. It’s clearly my favourite among many that come very close. I hope I may have the opportunity to drive 2013 Euro 6 models and learn new skills in obtaining the very best miles per gallon, particularly in a world of rising oil prices and increasing environment protections. welve drivers from Shropshire-based Grocontinental have been recognised by the International Road Transport Union for their contribution to the industry. The IRU Diploma of Honour is presented to drivers who have covered a minimum of one million kilometres during a career of at least 20 years, without causing an accident or breaching regulations. Introduced by the IRU to encourage and improve road safety, the award also aims to enhance the image of the profession and create role models for younger drivers. The drivers were nominated by Grocontinental chairman Ray Grocott, who has been involved in the motor transport industry for over 60 years. Recipients were Andrew Straw, Derek Chidlow, Gordon Peate, Keith Jones, Malcolm Williams, Tim Stokes, Chris Pond, Gareth Broster, Grenville Brookes, Malcolm Crowther, Ralph Kinsey and Tony Davies. Chris Humphreys, the company’s transport manager and a former driver, was presented with the prestigious IRU Award for Top Road Transport Managers. new report released by the International Transport Forum has called for a more standardised approach for estimating the benefits of road safety initiatives. The ITF said almost 1.3 million people die in road crashes every year, and between 20 and 50 million are injured. Road traffic injuries are the leading cause of death among young people between 15 and 29 years of age, and cost countries between 1 and 3 per cent of their GDP. Therefore, the need for effective road safety policies is undeniable. The report said governments can more effectively improve road safety by making better use of indicators that reliably quantify the reduction of crashes due to interventions in the road-traffic system. According to the study, lack of quantifiable evidence about the effects of countermeasures - such as roadway signage, pedestrian crossing treatments, roadway geometric features, etc – on road crashes is a key obstacle to the advancement of many critical, life-saving road safety initiatives. Through the use of indicators (so-called Crash Modification Functions (CMF) that provide measures of how interventions affect the number and gravity of road crashes), governments can reduce the risk of taking decisions that have little or no impact on improving road safety. CMFs help to identify the most effective countermeasures to road crashes and thereby help to take decisions with an impact. They also help to reduce the cost of good road safety policies. If developed in a broadly accepted manner, CMFs can allow more direct transfer of lessons learned. For

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. In the second of my series of revisiting areas of tachograph compliance that cause headaches, I will look at some of the rules on driver’s hours which seem to be most common areas for confusion. Most drivers are aware of one piece of European legislation – if you are undertaking driving which is subject to tachograph laws, then the relevant Regulations are 561/2006. These Regulations provide the mainstay for compliance with driver’s hours compliance for vehicles subject to tachograph use. The minimum rest requirements and maximum driving times are contained in Articles 6 to 9. The common areas which seem to cause issues often relate to these articles.
Break time So what about break times? The Regulations state that after a driving period of no more than 4.5
hours, a driver must take a break of at least 45 minutes unless that driver is taking a rest period. The break which is taken in a 45-minute block must not be interrupted. However, it is possible to replace the full 45-minute break by one break which must be at least 15 minutes long, followed by another break which must be at least 30 minutes long. These breaks must be distributed over the 4.5-hour period. You should note that any breaks which are less than 15 minutes will not contribute as a qualifying break, nor will they be counted as duty time or driving time.

Jet Plant Hire, which has operating centres in Evesham, Worcestershire and Newton Abbott in Devon, specialises in road planing contracts. As a contractor for all types of road planing, including trunk road and motorway maintenance, the company is given a precise window to carry out work so as to minimise disruption to traffic flows. Hence, maximum vehicle up-time and reliability are crucial. According to Jet Plant managing director Sean Witheford, reliability is “incredibly important” and all the trucks are on Volvo’s Gold Repair and Maintenance contracts. Inspections and maintenance are carried out at the Gloucester workshops of the supplying Volvo dealer, Truck and Bus Wales & West. “With uptime so important,” Witheford said, “it is imperative defects are spotted and fixed right away. “Our customers know us as a premium quality business,” he added. “That is our approach in everything we do. That’s why we buy Volvo trucks. They’re the best quality kit to do the job. We operate quality trucks and facilities to match. We work hard to deliver a high-quality service to our customers. We’re a
family business and it’s all about doing the best you possibly can for your customers.” The company has prior experience of operating Volvos. Its first was an FL7-230 six-wheel tipper in 1990, after which it owned a number of FL10s and FM12s. After a period away from the marque, Jet Plant began operating Volvos again in 2005 when a 6x4 and an 8x4 FM joined the fleet – which was its first experience of I-Shift, Volvo’s automated gear changing system. The move back to Volvo was made largely because of I-Shift. “Even the best drivers can’t match I-Shift all the time for fuel economy. It levels the fleet average out. Wear and tear is also reduced with clutch replacement times increased to up to four years,” Witheford said. The FH13-540 6x4 tractor for low-loader work and two Globetrotter-cabbed 6x4 FMX460 drawbar tippers were delivered in 2012, as well as an 8x4 tipper. Driver of the FH, Peter, describes his Volvo as: “Like riding in an armchair; nice and comfortable and with the I-Shift, you just sit back and relax.” The Boweld-bodied FMXs, operating at 44 tonnes GCW (with rear air suspension), deliver Wirtgen planers to the planing job location. Each tipper is then loaded direct from the planer and the scalpings removed for reuse on farms and as substrate for temporary site roads. None goes to landfill.

umbria-based, family-owned transport firm JR Dixon has reported improved utilisation and ease of handling after using Krone’s Profi Liner Curtainsider. The company operates from its Workington depot to the city of Tarnobrzeg in South East Poland carrying a mixture of loads, including steel and industrial byproducts. Additionally, JR Dixon transports finished doors and windows in the UK for its customer, West Port Windows. With over 40 years’ experience, JR Dixon has operated many types of trailer – but this is the company’s first Krone Profi Liner curtainsider. “This trailer has enabled us to maximise our loading potential,” said JR Dixon director, Phil Clarke. “We can load steel through the roof much faster, and by using Krone’s Multi Safe Load Securing system, various other mixed products can be quickly and securely handled.”
Code EN 12642 XL, the European codification for body structure and load securing, comes as standard with Krone curtainsiders – and Clarke said he regards it as essential when doing business in Europe. “Code XL has now become the yardstick by which curtainsiders are measured. It is not only a certification for structural strength, but also for load securing safety. Without this, operators will find it hard to do business in Europe and elsewhere.” The Profi Liner’s Multi-Safe Load Securing system features a multi-lashing facility along the side rave which enables upwards of 3000 lashing variations, and allows restraining hooks to be attached from the inside while the curtain is closed. This saves time and improves handling for the driver. Furthermore, by using the cross-member supports, the trailer can be split into separate sections to accommodate mixed or groupage loads.

enault Trucks has announced its Truck Racing simulation video game has now been downloaded more than one million times. Released for PC in 2009, the application was subsequently developed for smartphones, tablets and Facebook. “We have been pleasantly surprised by the game’s success,” states Franck Nallet, internet and eBusiness manager for Renault Trucks. “The growing number of downloads encouraged us to continue the adventure and extend our offer. That is why we decided to make the concept available for the iPhone and iPad, on Android and then recently on Facebook.” The application is also available on iTunes and Google Play, and has already been downloaded almost 500,000 times on these
formats. “We hope to pass the one million mark here as well,” Franck said. The app is a driving simulation game in which fans of high-speed action find themselves behind the wheel of a racing truck with a power rating of over 1000 bhp. The vehicles are based on the reality of engine response and the situations truck racing drivers have to face. Players can begin in the training mode, before taking part in actual races and a championship competition. usiness secretary Dr Vince Cable got behind the wheel of the latest in truck technology during a fact-finding visit to Leyland Trucks on January 10. He was accompanied by Terry Scuoler, chief executive of manufacturing industry body the EEF, and both toured the state-ofthe-art assembly plant in Lancashire to see the high level of technology employed in what is the UK’s only volume truck assembly plant. They were also able to learn at first-hand about the impressive investments made to be able to design and produce industry-leading trucks meeting the upcoming Euro 6 emission requirements. During the visit, they drove the brand new DAF XF flagship model, due to enter production in April in advance of these new European vehicle emission standards that

he Freight Transport Association has published the 51st edition of the Yearbook of Road Transport Law, its indispensable guide to road transport legislation, which is sponsored by Shell. The Yearbook is designed to keep operators fully aware of all aspects of road transport legislation, is presented in a clear and concise way, and also includes information on other relevant areas, such as employment and health and safety. The 2013 edition, written and compiled by FTA’s team of transport legislation experts, is updated with recent changes to road transport law, such as new operator licensing rules, driver licensing, weights and dimensions, construction and use, traffic regulations and the latest amendments to the OCRS rules. Aisha Hayatuddini, marketing manager, Shell Commercial Fleet, said: “Compliance is a core pillar of Shell’s business principles, and I can’t stress enough just how
the way in innovation and bolstering exports. “This is why I committed to working closely with the automotive sector in the Industrial Strategy to develop its strengths, like R&D and skills that will help create the right
conditions for long-term sustained growth.” The Euro emissions standards programme was first introduced in the mid 1990s, and the new Euro 6 standard has proved to be by far the most technically demanding to meet. It has involved engineering teams at both DAF Trucks in The Netherlands and Leyland Trucks in Lancashire in what is the largest development programme ever undertaken by these companies, both of which are subsidiaries of US truck-maker PACCAR. The result is trucks that will be over 95 per cent cleaner than those that were subject to the Euro 1 legislation almost 20 years ago. DAF trucks built to the Euro 6

Simon Evans, deputy traffic commissioner for the North West of England, made the ruling after hearing evidence about vehicle maintenance, safety and operating standards at the business. During a public inquiry held on January 4, 2013, Evans examined an investigation by the VOSA in which an officer from the agency visited the plant firm’s Midgeholme operating base in September 2012 to inspect its vehicles and paperwork. In his report to the deputy traffic commissioner, the examiner noted defective vehicles had been given prohibition notices, paperwork relating to safety inspections was not complete and drivers had not been recording their daily visual defect checks.
He also found the business had been illegally operating vehicles from a premises in Haltwhistle in Northumberland since 2007. The partnership’s North West licence does not allow vehicles to be kept outside of the region, therefore it needed to obtain a licence to legally operate in the North East. On reviewing paperwork submitted by the operator, Evans noted the partners took “no immediate action” to rectify this situation, with an application only made to add the Northumberland address – incorrectly – to its North West licence in December 2012. By the time of the inquiry, the deputy TC found an application had still to be made for permission to run vehicles from a premises in the North East region. “Despite pressing from me, I have been unable to establish with clarity why the operator has failed to resolve the position at any stage in the last five years, or more particularly since the vehicle examiner’s visit,” he said.

orset-based manufacturer of recycled aggregates, Avon Material Supplies (AMS) has introduced three new eightwheeled, 32-tonne Scania tippers to its fleet. The three trucks are the first to be delivered as part of the firm’s £600,000 tipper fleet upgrade, which is due to net a total of seven new vehicles. AMS stated it awarded the lucrative contract to Scania due to the tippers’ renowned reliability and fuel efficiency, which in turn provides AMS with fuel cost savings and reduced operational downtime. In addition, AMS said it also hopes the
trucks will successfully reduce the company’s carbon footprint. The supplementary tracking and telemetric equipment fitted to each of the tippers will greatly improve the organisation’s ability to manage its fleet in a more environmentally sensitive manner. Ian Mariner, AMS director, said: “I am delighted AMS is able to improve its lorry fleet in such challenging times. This significant investment ensures our customers will continue to enjoy a reliable, affordable supply service for many years to come. Expanding the fleet will also allow our firm to act on all the new business enquires that AMS receives from contractors across Dorset and Hampshire.”

However, he ruled the licence would be brought to an end on April 5, allowing the business a limited time to apply for a licence in the North East. Until then, he added, the North West licence would be reduced, stopping the partners from using more than one vehicle. It was previously allowed to run two HGVs. In addition, a number of commitments were recorded on the licence, including on vehicle safety inspections and a maintenance audit. The deputy TC concluded: “It is appropriate to mark the failures by taking other disciplinary action which will affect the way the operator goes about its business – but which focuses all its efforts on a single vehicle.”

he number of truck-mounted sweepers operated by Worsley, Manchester-based UBU Environmental has increased with the addition of six short-wheelbase Volvo FL 15-tonne gvw chassis. The ’62 plate, Johnston-bodied vehicles were purchased from Thomas Hardie Commercials on Trafford Park. According to company director Eddie Murphy, the excellent manoeuvrability of the company’s fleet of 98 Volvo sweepers has helped the family-owned firm’s drivers out of many a tight spot when working around street furniture and parked vehicles. Murphy said UBU Environmental operates Volvos because of their “robust reliability”. The FL’s compact chassis and good ground clearance provides the advantage of being able to work over rough surfaces such as road construction jobs, while the short wheelbase ensures the trucks are highly capable when it comes to working in confined spaces. RS Ltd, one of the UK’s leading suppliers of commercial vehicle contract hire solutions, has won a contract that sees Trans Haul Europe Ltd take the first Renaults into its 30-strong mixed fleet of Scania, Iveco, Volvo and DAF. Trans Haul Europe has taken delivery of six Renault Premium 460 6x2 tractor units through Renault Trucks Chiltern. The Euro 5 EEV trucks, which have the Optidriver+ automated gearbox and Privilege high-roof sleeper cabs, have been wrapped in the Trans Haul livery. The Renault Premiums have been supplied through BRS under a full four-year contract hire package at 120,000 km per year. The new Renault Premiums will be undertaking general haulage, transporting predominantly FMCG loads nationwide. The vehicles have all been specified with sleeper cabs as they will be out on the road for five or six days at a time. BRS arranged finance for the new vehicles and will manage repair, maintenance and all legal compliance for a fixed single monthly payment. POLLOCK PROVES SIZE MATTERS

cottish operator Pollock (Scotstran) Ltd has claimed a 12-tonne DAF LF45 is proving to be as flexible as a 7.5-tonner – but has more than twice the payload. From its base in Bathgate, the truck is making two runs a day across the central belt of Scotland, covering up to 200 miles and involving between 18 and 22 drops, plus collections. The firm said the low weight of the LF45 chassis, combined with a curtainsider body by PMH of Falkirk that weighs just 5420 kg, results in the DAF having a payload of around 6.5 tonnes – which enables it to carry up to 12 pallets. A 1.5-tonne Ratcliff column tail-lift provides added flexibility.

manager, Mark Jackson. “The fact it can be in and out of places quicker also means the truck can make two delivery runs in a day. Clearly this significantly improves the frequency and flexibility of our service to our customers, both on deliveries and collections. “Running a truck at this weight is a new venture for us, and so far the results are very encouraging,” Jackson added. A sleeper cab was specified for the DAF and, although it isn’t needed on its current work, it means the truck can be used on longer runs involving overnights when required. “This is another aspect of the
flexibility we get from this truck,” Jackson said. “We haven’t had a vehicle on the fleet of this size that can be used for overnight runs, and this has sometimes meant we’ve had to use a larger vehicle than necessary. Having a sleeper cab fitted should also help in terms of the residual value when we move the truck on.” Power is from 4.5-litre fourcylinder FR136 Euro 5 engine delivering 180 bhp (136 kW), resulting in a power-to-weight ratio of 15 bhp/tonne. Torque output is 700 Nm between 1200-1800 rpm. The truck was supplied by Edinburgh dealer Lothian DAF, which will provide ongoing parts and warranty support.

orthumberland County Council reckons it is getting the best possible value for taxpayers’ money with its latest batch of Mercedes-Benz and Fuso Canter trucks. The two 26-tonne MercedesBenz Axor 2629s and five 7.5-tonne Canter 7C15s are equipped to carry out multiple roles, thus maximising their costefficiency. Supplied by Newcastle dealer Bell Truck and Van, the Axors are fitted with demountable grit hoppers and spreaders by Riponbased Econ Engineering, and can also work with snowplough blades. They have joined the authority’s fleet of more than 30 gritters now doing battle with snow and ice to keep the county moving this winter. The fact that the gritting equipment is demountable means that rather than stand idle in summer, the trucks can be pressed into service for other road maintenance duties. These chassis were specified for operation with
liquid tar tanks and spraying systems for resurfacing the county’s roads with chippings. Transport & fleet category specialist Brian Jones said: “Traditional gritters have fixed bodies and only work when the roads need salting – they are simply parked for the rest of the year. It’s the same with road surfacing vehicles, which tend to be unused during the winter. These new Axors give us the best of both worlds and can work all year round.” The Canters were also supplied by Bell (the Fuso light truck range is sold and supported by MercedesBenz commercial vehicle dealers in the UK), and are also kitted out for a variety of tasks. Each has a cage tipper body with a side-mounted bin lift and a rear tail lift, fitted by Euro Truck Bodies of Durham. These trucks are now being used to pick up bins from households where access is tight, and which larger refuse vehicles cannot reach. They can also collect loose litter from roadside bins, and remove large, heavy or

bulky domestic items such as old freezers or washing machines, which can be hoisted into the cargo area safely and easily via their tail-lifts. “The Canters can also fulfil a variety of roles,” Jones said. “It’s all about getting the best possible deal for our Council Tax payers, increasing efficiency, and carrying out our work with the minimum number of vehicles. “We chose the MercedesBenz chassis as their toughness and reliability in a demanding emergency role is second-tonone,” he continued. “We run a lot of Mercedes-Benz trucks in our winter fleet and they perform extremely well. “The Canter 7.5-tonners are very well suited to the range of tasks we demand of them too. ECO TRUCK MAKES THE GRADE

an-European transport specialist and Pall-Ex member John Bywater Transport has reported it has unlocked the key to significant fuel savings following an inhouse trial involving comparable tractor units from five different manufacturers. Topping the fuel efficiency charts in the Kent-based company’s transport office are two ECOSTRALIS tractors supplied by local Iveco dealer Haynes Trucks, which have jointly averaged 9.45 mpg over 71,000 miles since entering service in March 2012. Managing director John Bywater said this compares favourably against his 40-strong fleet’s average of 8.25 mpg, with the two vehicles on course to save an estimated 4355 litres of diesel each per year in comparison. “The ECOSTRALIS have proven to be very economical at the pumps and are returning the best fuel consumption figures we’ve seen,” Bywater said. “You always get a slight difference between comparative vehicles from different manufacturers, but in the case of the Iveco vehicles, they are a league apart – and have been consistently since entering service. “On the back of this performance, I’ve ordered an additional ECOSTRALIS which will

&O Ferries and Transfennica has announced they are to co-operate on a new solution for unaccompanied trailers, containers and driveraccompanied trucks between Spain and the UK. The central hub in this joint operation, commencing is the Belgian port of Zeebrugge, where the two companies will work together to offer more than 40 sailings per week to and from the P&O Ferries’ terminal. P&O Ferries and Transfennica Iberia have signed an operational agreement for terminal services in Zeebrugge, where the Transfennica vessels will now call. P&O Ferries will provide stevedoring. Transport companies can now book Bilbao to Tilbury, Hull and Teesport or vice versa through the Transfennica offices in Bilbao, Zeebrugge and Tilbury. EDI connections will provide efficient handling of bookings, and clients will receive one invoice. Transfennica offers two departures a week in each direction between Zeebrugge and Bilbao, on Tuesdays and Fridays, with a crossing time of
38 hours. P&O Ferries has daily sailings connecting Teesport, Hull and Tilbury with Zeebrugge. Towergate Insurance has been providing insurance cover for owner-drivers up to the largest fleets for over 30 years. Q I’m thinking about getting an alarm/immobiliser system fitted to the new tractor unit I will soon be ordering. I’ve asked my broker for a quote based on a particular system being fitted, only to be told the discount isn’t very much at all - something like 10 per cent. Is that sort of discount typical, or should I be shopping around for a better insurance deal? A The 10 per cent discount you’ve been offered sounds fairly typical for a vehicle fitted with a Thatcham category H1 (combined alarm/immobiliser) or H2 (electronic immobiliser) device. Whilst a discount of 10 per cent may not sound that great, keep in mind the obvious benefits of avoiding truck theft – not just the impact that a large theft would have on your No Claims Discount or fleet premium, but the impact in terms of interruption to your business, the inconvenience caused and the wider message that’s sent out to criminals if trucks are frequently ill-protected – that they offer a soft target and ‘easy-pickings’. Q
I was recently stopped by the police because my windscreen was not completely clear of snow. I could see perfectly well straight ahead of me, so I felt what I’d done was OK. The police saw it rather differently. Do you think they’re being unreasonable?
A No-one wants to be involved in an accident that can be avoided. Being unable to see out of a vehicle properly when driving is putting not just your life in danger but that of other road users. It’s a requirement that before you set off after snow has fallen, you must clear all snow and ice from all your windows.
You must also ensure that lights are clean and number plates are clearly visible and legible. Mirrors must also be clear of snow and windows must be thoroughly demisted. It’s also essential that you remove all snow that could fall from your vehicle into the path of another road user.

My transit insurance policy excludes theft by bogus subcontractors, something I found out to my cost when we suffered at the hands of a bogus firm that on paper looked to be entirely legitimate. What do you recommend firms like us do to make sure a firm is legitimate?
Q I run two trucks. Both are under finance agreements. Would you recommend that we buy ‘GAP’ cover and if so, what type of GAP cover should we consider?
A

Various measures can be taken to help reduce the risk. These include establishing the history of the firm and where their experience comes from, checking the authenticity of a sub-contractor’s address and telephone number, obtaining references from other firms that the sub-contractor has done work for, checking Companies House records if a limited company and checking the sub-contractors Operators Licence using the VOSA website. If measures such as these are not considered sufficiently water-tight, consider employing the services of a specialist vetting agency. If you have any doubts at all, don’t use the firm in question. To avoid the risk of having to find a new sub-contractor at short notice, build up a panel of pre-approved sub-contractors. High-value loads are best not sub-contracted out at all. If they do need to be, then as well as ensuring the sub-contractor is legitimate, appropriate steps need to be taken to ensure the sub-contractor’s drivers are entirely reliable.
Most commercial motor policies provide ‘New for Old’ cover for trucks up to 6 months old, occasionally 12 months old. Once trucks are older than that, following a total loss, it’s only the market value that you’re likely to receive. That market value may be significantly less than the amount owed under a finance agreement meaning GAP cover could be well worth considering. Most GAP policies simply cover the shortfall between the insurance settlement and the amount outstanding under a finance agreement. Some GAP policies offer additional benefits such as paying back a proportion of the deposit under the finance agreement and paying a fixed amount towards the policy excess. Those additional benefits can prove well worth having. A related product is a ‘back to invoice’ policy that, in the event of a total loss, will pay the difference between the insurance settlement based on market value at the time of a total loss and the original invoice price. That type of cover might also be worth considering

depending on your own particular needs and circumstances.
Q We’ve recently got involved in the carriage of hazardous goods. Rather than agreeing to up the third-party property damage from £5m to £10m as we requested, our motor insurer has instead cut the £5m limit to £1m. This seems ridiculous – that at the time we need more cover, they insist on providing us with less cover. What do you suggest? A Our advice is to ask your broker to apply pressure to the insurer and ask them to provide the cover you require at least up until your policy falls due for renewal and to then shop around and find an insurer that understands the risks your business faces and is prepared to provide the required level of cover. Q I’m considering taking on a 19-year-old driver. Knowing a bit about what insurers attitudes are like even towards drivers in their early 20s, do you think we’re likely to be able to buy cover for this lad at a reasonable cost and without an absurdly high policy excess?
