Abbey advances powder tank fleet
M
erseyside operator Abbey Logistics Group has put 10 new DAF XF105 tractor units and 15 Feldbinder dry powder tanks on the road to meet a contract it has secured with Lhoist UK, a producer of lime products. The trucks and trailers represent an investment by the company of over £1.5 million and will operate out of Lhoist lime works at Hindlow near Buxton, and at Kirkby Stephen in Cumbria. Under the contract, Abbey will carry both liquid and dry limestone in tanks and also palletised loads of bagged materials, providing Lhoist with a ‘onestop shop’ for all its transport needs. The firm said standardising on one type of tank and just two capacities – 48 and 56 m3 – has brought significant efficiency improvements, enabling the entire operation to be handled with just 15 dry powder tanks. Lhoist’s lime-based products are used across a wide range of applications, including in agriculture, the construction industry for water treatment, in the chemical industry, and in food production. Each year, the DAFs will cover well over 100,000 km, delivering around 75,000 tonnes of these products to locations throughout the UK. The trucks are DAF 6x2 FTPs featuring a mid-lift axle using smaller 17.5 inch wheels. This saves almost 400 kg in unladen weight compared to a mid-lift axle tractor with standard 22.5 inch wheels, enabling a payload of up to 30 tonnes to be carried in

the low-weight aluminium Feldbinder tanks, depending on material density. The tanks are discharged by means of a Gardner Denver XK18 high-pressure screw-type blower, powered by a gearbox-mounted PTO factory-fitted by DAF. Power for the 105s is from the 12.9-litre MX340 engine delivering
460 bhp (340 kW) to give a power-toweight ratio of 10.45 bhp per tonne. Along with 2300 Nm of torque, this will enable the trucks to cope with the hilly terrain of Derbyshire and Cumbria. FMX fits Boylan’s bill

rish haulier Boylan Sand and Gravel has taken delivery of a new Volvo FMX 8x4 tipper as part of recent plans to expand its fleet of vehicles servicing the construction sector. The new truck is fitted with a Thompson body and has been spec’d with a fullyautomated Volvo I-Shift gearbox and Volvo’s 11-litre engine delivering 410 bhp. According to the firm’s boss, David Boylan, the vehicle will largely be used for the transport of aggregates.
Boylan said the investment was in response to an upturn in trade since the recent downturn in the construction sector. “While the industry is nothing like it was, there are definite signs of improvement and very strategic steps are being taken forward,” Boylan said. “It is very encouraging, especially for businesses like ours. At this turning point, it is particularly important to us to keep our costs down and ensure value for money at all times – and our choosing a Volvo was integral to this.”

orry drivers are an easy target for the Suffolk police. They have decided the lorry drivers are the guilty party when other people collide with LGVs that are parked in lay-bys at night. It seems there have been a number of serious collisions along the A14 in Suffolk which the police clearly think are the responsibility of those arch law breakers, lorry drivers. In a letter to local businesses, the police said the county’s road policing unit will commence a campaign where unlit lorries will be identified and the drivers spoken to. Following the education period, an enforcement phase will commence. The police said: “Thankfully, incidents involving parked LGVs at night are still rare. However, when they do occur, the result can be catastrophic, often resulting in serious or fatal injuries.” I sent off an email to Suffolk police and made a few pertinent points (well, they are to me!): - Firstly, isn’t it correct that anyone approaching a lay-by at night will see, in the first instance, a blue reflective sign with a white P?
- Secondly, if a lorry is parked in the lay-by, wouldn’t you agree the oncoming driver will see reflective number plates, reflective rear marker boards, red reflectors on the rear and yellow reflectors on the sides? All contribute to clearly defining the LGV. Surely if another vehicle collides with the parked LGV, that’s because they are driving without due care and attention. - If the lay-by is surrounded by trees and bushes, a vehicle turns in and collides with an LGV, then that driver, over and above the offence mentioned above, may in fact be driving at too fast a speed to stop safely. - Why, then, are the police intending to prosecute lorry drivers when clearly it is not the lorry driver’s fault? I also pointed out that on their website, there is a report of a man being seriously injured when his car hit a house wall in Lowestoft at 1.45 am. Does the Suffolk police now intend to prosecute house owners, land-owners and local authorities if houses, walls, trees are not illuminated at night? I don’t think that’s an unreasonable question. There is absolutely no difference between a vehicle hitting an unlit wall or an unlit LGV.
The difference is in who is going to be fined for being unlit. In their response, an Inspector from the Norfolk police pointed out the law requires LGVs to be lit at night and that reflective markings don’t negate the need for that. Fair enough, I can’t argue about that. But where I do feel the need to argue is the police were not too bothered about unlit LGVs until careless drivers ran into said LGVs. He also suggested that if I was unhappy with that law, I should contact my MP. Thanks for that! The police’s solution that unlit LGVs are the source of the problem, totally ignoring vehicles being driven into unlit houses, walls, etc, is where we disagree. If the police had said that, after a period of education, drivers of LGVs who park in lay-bys at night without lights will be prosecuted, this article wouldn’t have been written. The only reason they intend to enforce the law is other people are causing the problem. That problem is out of the influence of lorry drivers. The police pointed out there are truck stops at Bury St Edmonds and Ipswich, which is fine if you are going that way and have the time. The Highways Agency has a
solution to all this: close “a number of lay-bys”. Very helpful, I don’t think! Where are drivers supposed to have their 45-minute break if they intend to close lay-bys? Despite asking Suffolk police for a response, and asking again, my arguments fell on deaf ears. So I then contacted the Police Commissioner for Suffolk, Tim Passmore, asking for his view on the matter. Passmore’s office pointed me to Norfolk police’s response. When I pointed out I wanted a response from the Suffolk police and their Crime Commissioner, they said they would get back to me. The ‘get back to me’ was to pass me a press release I had already read, and refer again to the Norfolk Police Inspector’s message. You couldn’t make this up! The two police forces and the SPCC clearly don’t think that, in the grand design of things, drivers of LGVs count at all. Hence the runaround I got. Held at the Oulton Park race circuit in Cheshire, the event gave invited guests their first chance to put the vehicle through its paces on UK roads. New Actros is the ultimate premium truck for longdistance transport. From the outset, designers and engineers were determined to provide the best possible comfort, driving dynamics, safety, productivity and operating economy, as well as a sweeping range of cab sizes, engine ratings and options, allowing customers to tailor vehicles perfectly for any application. The current Actros holds the Guinness World Record for fuel economy at 40 tonnes gvw, but road tests have shown the new model is seven per cent more frugal when specified to meet Euro 5 emissions regulations, while the ultra-clean Euro 6 version shows a four per cent improvement. The 81 guests took turns to head out on a 17-mile test drive, carefully chosen to simulate a variety of typical driving conditions. Each of the four demonstrator trucks provided for the event made 10 journeys - a total of almost 700 miles covered on the day. On each trip, the mpg figure achieved was recorded and at the end of the day the winner was Craig Stewart, logistics manager at Widnes-based Ray Stewart Haulage, who averaged an impressive 11.4 mpg in the 510 bhp V8-powered Actros 2551, and 11.8 mpg in the 450 bhp Actros 2545 model. Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers. elch’s Transport has taken delivery of two more new Renault Premium tractor units to service a recently extended contract for Ardex UK, one of the firm’s major customers. The two Renault Premium Route 460 6x2 trucks with Privilege cabs were supplied through WTL Truck and Van Centre and join a 70-strong mixed fleet of Renault, MAN and DAF – though Welch’s confirmed Renault has become its preferred choice of truck going forwards. Servicing Welch’s Transport’s recently extended three-year contract with specialist tiling and building materials supplier, Ardex UK Ltd, the trucks have been prepared in Ardex livery and will pull new liveried trailers. Welch’s Transport boss, Jim Welch, said:

HULL FIRM PALLETS NEW DEAL

K Pallets has announced a new deal which sees Neill & Brown Global Logistics become its exclusive partner for the Hull and East Yorkshire region. Under the agreement, Neill & Brown becomes part of a network of 80 logistics specialists who combine forces to provide express, timed delivery of palletised consignments throughout the UK. Neill & Brown is investing in new vehicles and staff in anticipation of growth in its pallet service as a result of the partnership. UK Pallets coordinates and manages the consignments from its national distribution centre in Lichfield, Staffordshire. Colin Moody, Neill & Brown’s managing director, said the deal would result in a large increase in business. “This is a significant development for us,” Moody said. “Our exclusive agreement with UK Pallets will result in us gaining a much greater share of pallet movements from this area, with a large
proportion of the goods being from Hullbased manufacturing companies and from distributors who have imported products into the Humber. “As the logistics sector has become more sophisticated, businesses order goods in far smaller quantities and at short notice, removing the need to store excess stock. This has created a much greater demand for express pallet services.” Mr Moody said Neill & Brown had been signed up by UK Pallets because of its ability to respond quickly to the needs of customers while remaining cost-effective. “Our logistics experience and track record of providing competitive rates and a good service sealed the deal,” he added. The express pallet delivery service from UK Pallets promises time-definite delivery and up-to-the-minute information online. It offers UK next-day delivery and a range of economy services.

regory Distribution has updated its fleet of temperature-controlled vehicles with the addition of 10 Vector 1950 MT refrigeration units from Carrier Transicold UK. The new temperature-controlled systems will be used to transport chilled and frozen produce for the logistics company’s contract with Appleby Westward Group, which service convenience stores across South West England. The new Carrier units are mounted to single-axle Gray & Adams rear-steer urban trailers, featuring internal moving longitudinal bulkheads to allow Gregory Distribution to alter the trailers’ compartments, enabling varying payloads of frozen, chilled and ambient goods to be carried. “When deciding to invest in new equipment 1
for the fleet, it is essential we have the best and most reliable technology to ensure temperature integrity at all times,” said Andy Price, fleet support manager, Gregory Distribution. “We’d previously run Carrier’s Vector 1850 units and been impressed with their performance, so it seemed an obvious decision to update the fleet with Carrier’s latest units. The Vector 1950 MT units enable us to have precise temperature control to within +/- 0.3 degrees in each compartment, even in the prolonged heatwave we experienced this summer.” Devon-based Gregory Distribution runs a fleet of more than 500 vehicles from 17 UK sites, collectively travelling more than 40 million miles a year. The company plans to keep the new trailers in operation for up to 10 years.

Perhaps the best option would be to pick up a copy of Philip’s Navigator Trucker’s Britain (£11.59, Amazon), which is a large-scale atlas that lists over 100 truck stops in the UK. If you have a smartphone, there are various free apps which can point you towards places to park up and rest (such as Iveco’s Hi-Stop UK Truckstop Directory), or you could go online and take a look at www. transportcafe.co.uk for some good ideas of where to stop -ed.

THE WAY BACK IN? In April 2012, after 25 years of loyal service to the Crown, the job started to go through major government shake ups – so I decided to get out and I semiretired early. Having held advanced classes of all groups on my licence up to commercial level since 1984, and having four National and International CPCs, I thought I would like go back to the transport industry where I used to work. Positions for planners, dispatchers and drivers were just not available; no one appeared to be hiring and there were no vacancies advertised anywhere. I put this down to the economic climate and decided to take on agency work. I worked for a large supermarket chain based in North Yorkshire, but didn’t last long due to the terrible attitude toward
and if they did not have access to a keyboard, they probably could not write their own name competently in green crayon! (A bit hypocritical of me to call them insulting after that little rant!) The derision heaped on inexperienced drivers is not confined to the online community. I listen to fellow drivers putting down others for mistakes they have probably made themselves. The money is not great, but I have worked every day and I am grateful for that. Only recently did I think the reason for the lack of jobs in the transport industry may not be down to the economic climate. Several weeks ago, I was delivering the contents of a large container to a well-known furniture company and after I was emptied, I was to reload at Humberside, at customer that was unfamiliar to me. Upon seeing a group of seven drivers talking to each other and stood next to a well-known British logistical company’s trucks, I thought it a good opportunity to ask if anyone knew the location of my next collection. I was amazed to find that not one of these drivers was English, and they could hardly speak English – yet they were working for a British company. Every one was Eastern European. I don’t have an issue with race or discrimination against anyone, but just how many jobs have gone to drivers from Eastern Europe that could have been given to British drivers? If more and more borders are opened up to other EU member states, just how many other British jobs generally are to be lost? This is certainly an issue that needs looking in to and dealing with by the current government and our elected MPs. If they want to get us out of the mess they have got us into, then perhaps they need to look at who should get the jobs first. I was always taught as a kid that charity begins at home. ontinuing his review of successfully completed accident claims, Steven Hinchliffe looks at a situation experienced by a reader of Truckstop News that ultimately lead to an award of personal injury compensation. All of the accident victims mentioned in these articles are clients of my firm, Hinchliffes Solicitors. They have kindly given permission for the disclosure of their details, and in particular their real life experiences of incidents resulting in personal injury claims, and the steps taken to make a successful accident compensation claim. All of these clients contacted my firm after seeing our details in Truckstop News. In this article I highlight the medical complications that can arise following the most straight forward of accidents where a rapid recovery would normally be expected, but this turns out not to be the case. The particular accident claim I review also highlights the need for rehabilitation treatment to return the injured person to their pre-accident medical condition. As with previous articles, the common trend remains the effect on the injured person’s life, and although using the existing process of law to make personal injury claims as a means of redress cannot truly compensate for the trauma and inconvenience suffered, it can assist in requiring the guilty party to provide the required medical treatment and rehabilitation, in addition to financial relief by way of awards of compensation. CASE STUDY In July 2010 my firm was contacted by a lady who earlier that month had suffered injuries when a passenger in a vehicle travelling on a motorway. The vehicle had to stop because of a queue of traffic ahead and was hit from behind by a hire car, which was being driven by a foreign driver. She requested our

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention. A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call. In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”. So you are likely to be called to a hearing in order to show cause why an order should not be made. The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. At the moment, that particular topic appears to relate to vehicle insurance and, specifically, where does a driver stand if it transpires there is an issue with a vehicle’s insurance? First of all, it must be said the offence of using a vehicle without insurance is taken very seriously. Under section 143(1)(a) of the Road Traffic Act 1988 (RTA), ‘a person must not use a motor vehicle on a road or other public place unless there is in force in relation to the use of that vehicle by that persona policy of insurance’. Under section 145, the policy must be issued by an authorised insurer and must insure for death or bodily injury to any person, or damage to property, caused by, or arising out of, the use of a vehicle on a road in Great Britain – ie, third-party insurance. A statutory defence is provided by section 143(3) RTA in relation to a driver who unwittingly drives his employer’s uninsured vehicle.
Offences of causing or permitting the uninsured use of a vehicle should be regarded as being as serious as using a motor vehicle without insurance. It can often be vital to correctly choose between using, causing or permitting. For the definition of using, causing or permitting. No person is to cause or permit any other person to drive a motor vehicle on a road while that other person is using a handheld mobile telephone or a hand-held device of a specified kind. No person is to supervise a holder of a provisional licence if the person supervising is using a hand-held mobile telephone or a hand-held device of a specified kind at a time when the provisional licence holder is driving a motor vehicle on a road.

Hingley scores with secret trial
A
Hingley Transport has revealed it has been conducting a ‘top secret’ 12-month trial of Renault Trucks’ new T-range tractor unit – and according to the firm, the updated model has proven extra fuel efficient, reliable and spacious. Renault’s new Euro 6 range launched in Lyon in June (Truckstop News, July) , but A Hingley has had a pre-production Renault T520 Euro 6 tractor unit on the road for the past year, travelling around 2000 miles a week. Throughout the 12-month trial period, the company monitored fuel consumption, payload and reliability, as well as driver comfort and satisfaction. Firm director Ray Hingley said he was impressed with the increased fuel efficiency of the new Euro 6 truck: “Our current Euro 5 Renaults are doing around 8.2 mpg; with the new T-Range, we were getting 9.3 mpg running to South Wales with steel at 44 tonnes – an impressive fuel saving of over 13 per cent. What’s more, the new model didn’t use any more AdBlue than our current trucks and we have been achieving the same 28.5-tonne payload. “We were also very impressed that in the 12 months we had the Renault, we had no downtime. With a trial vehicle I would have expected more issues, but it proved an extremely reliable truck,” he added. With a new spacious cab and a 12-speed Optidriver automated gearbox as standard, the new tractor unit proved popular with driver Stella Williams: “I was very happy with the new model and enjoyed driving it,” she

A Hingley Transport has a long-standing relationship with Renault, which make up about 75 per cent of its fleet.

truck carrying around 26,000 litres of fuel, suspected of having been smuggled into Scotland from Poland, has been seized by HM Revenue and Customs (HMRC). HMRC officers searched the truck and discovered the fuel in 26 plastic tanks after it was stopped by officers from Police Scotland at an industrial estate in Dumbarton. The estimated revenue loss on the fuel, seized on Saturday, August 24, is £20,000. Pat Curtis, specialist investigations national oils lead for HMRC, said: “Those who smuggle flammable fuel in vehicles not designed for its safe transport show a complete disregard for the safety of other
ferry passengers and motorists. “Illicit fuel is being sold at reduced prices and motorists may think they are getting a good deal because it is cheaper. I would caution them to think again, as the true cost is far from a bargain and encourages activity that puts other road users at risk. “We are working in partnership with the Scottish Organised Crime Task Force (SOCTF) and this success shows the important role that cooperation has in defeating crime and protecting our community.” A 51-year-old man was interviewed in connection with the seizure and subsequently released. The investigation is continuing.

Volvo said the new range – called Quester – has been designed to offer customers solutions tailored to their specific needs and support them in running profitable, growing businesses. “UD Trucks, with a proud and longstanding tradition of developing high-quality trucks for the Japanese market, has exported trucks to markets across Asia, Africa, South America and the Middle-East for many decades,” said Joachim Rosenberg, executive vice president, Group Trucks Sales & Marketing and JVs, APAC. “However, we have never developed products for customers outside Japan. ooteboom has introduced its latest multifunctional three-axle hydraulically steered semi low-loader, complete with hydraulic height-adjustable load floor for loading onto the gooseneck. The manufacturer said its new trailer meets the essential requirements of the rental and construction industry, and offers both durability and low maintenance costs. The trailer has 40 TUV-certified lashing provisions fitted in the load surface – spread out over four widths – so loads can be secured in virtually any position. For optimal grip, the hydraulic folding ramps, the load surface and the hydraulic height-adjustable floor are equipped with a serrated and hot-dip galvanised steel grid. A Superwinch electric winch with radio remote control ensures loading and unloading is safe, even in extreme situations. Nooteboom said the trailer’s weight is extremely low, which means a large payload is achievable. The hydraulically steered axles with a
maximum steering angle of 45 degrees ensure the trailer is extremely manoeuvrable, which will be of help when loading and unloading in places where access is difficult. The steering system has also been tweaked to greatly reduce tyre wear. Nooteboom has treated the chassis to corundum blasting, metal spraying, and dual layers of primer and spray paint to provide lasting protection against corrosion. Many components are also hot-dip galvanised or made of stainless steel for added durability. The manufacturer said the trailer is also available in a version for carrying road construction machinery, and also a version for shifting bulldozers. These are available with multiple axles and extendible load floor. These models see the steel grid on the load surface and ramps replaced with a hardwood floor. Load surface width extension is available as an option, and a range of hydraulic ramps and aluminium hook-on ramps for driving the load onto the load floor are also on offer.

JEFFREYS PUTS FOUR TO THE FLOOR

effreys Haulage has taken delivery of its first four Stralis Hi-Way (AS440S46TX/P) twinsteer tractor units after having pored over the truck at Iveco’s stand at this year’s CV Show. Two of the new vehicles are additions to the Derbyshire-based firm’s 33-strong fleet, and two are replacements for older Iveco trucks, increasing the number of Ivecos on its fleet to 14. All four of the tractor units were supplied by local dealer, Sherwood Truck & Van. The new vehicles are being used to deliver consumable goods into regional distribution centres across the UK for customers including Nestlé and United Biscuits, as well as general haulage. Mick Warren, co-owner of Jeffreys Haulage, said: “We had heard a lot of good reports about the new Stralis Hi-Way, so we went to see it for ourselves at the CV Show in April. We were very impressed with everything about the vehicle, particularly favouring the sleek new modern design and the addition of so many new technological features.
“What our drivers liked most was the size of the new Hi-Way cab and the extra space it offers. Plus, in terms of fuel efficiency, one of the new vehicles we are running in is already achieving 10.2 mpg, boosted significantly thanks to Iveco’s Driving Style Evaluation tool.” Operating seven days per week, most of the new vehicles are double-shifted. They are expected to clock up 160,000 km per annum and will be kept in service for at least five years. The vehicles, which all run in the company’s green and yellow livery, will operate primarily with curtainsider trailers at maximum weights of up to 44 tonnes. They have each been supplied on Iveco Elements repair and maintenance contracts. All of the new Iveco tractors are powered by EEV-rated FPT Industrial 10.3-litre Cursor 10 engines, which are capable of producing up to 460 bhp between 1550 and 2100 rpm, plus 2100 Nm of torque between 1050-1550 rpm. Isuzu appoints new MD
I
suzu Motors has announced the successor to Nikki King as MD of Isuzu Truck (UK) Ltd. Peter Murphy, who currently heads up the ITUK National Fleet Division, is promoted to managing director designate with immediate effect, and will be working with Nikki until her retirement at the end of October this year (Truckstop News, May). After her retirement, Nikki King will continue working with Isuzu as honorary chairman to aid transition. Commenting on the announcement, Nikki King said: “I am absolutely delighted with Pete’s appointment and cannot think of anyone better to grow the company and keep its very special culture. In the time leading up to my retirement, and subsequently in my new role as honorary chairman, I will do everything I can to help Pete in his new position. I am really looking forward to working closely with him.” Murphy originally joined ITUK from Lex Transfleet as a fleet sales executive in 1998 and is one of the company’s longest serving employees. “I would like to state how very honoured, hugely excited and more than a little terrified I am, at the faith Isuzu Motors and Nikki, the most inspirational leader I have ever met, have shown by appointing me in this new role,” he said. “Over the last 17 years Nikki, working together with a fantastic team of people at both ITUK and Isuzu Motors, has built an

n experience and overconfidence have been revealed as the main reasons new drivers are the riskiest group of road users, according to the latest poll from road safety charity IAM (Institute of Advanced Motorists). Respondents also rated peer pressure, immaturity and shortfalls in the learning process as being important risk factors. Sixty-eight per cent of respondents lacked faith in the current driving test as being an adequate system to produce safe drivers, which IAM said highlights a high degree of dissatisfaction with the current system for learning to drive. When asked to rate how well new drivers are taught using a scale of one to 10 (1 being poor, 10 being ideal), half (57 per cent) of respondents rated it as a 5 or below. When asked about the idea of a minimum learning period, respondents’ opinion was split. Thirty-one per cent believed it should be six months, while 30 per cent believed it should be at least a year. The poll results showed support for restrictions such as stricter drink-

hirty years after it last ran a MercedesBenz truck, Aberdeen-based William Walker Transport has commissioned a New Actros tractor unit which it hopes will deliver a reduced fuel bill. The third-generation family-owned haulier purchased its latest truck following a trial period running a demonstration unit, which returned just over 8 mpg – William Walker’s other top-weight tractors typically return between 7.25 and 7.8 mpg. Supplied by Mercedes-Benz Commercial Vehicles Aberdeen, the New Actros 2545 has an 2.5 m wide StreamSpace cab and is fitted with Merc’s 450 bhp straight-six engine and PowerShift 3 automated transmission. Founded in 1949 by William Walker, the company originally served the logging industry. Today, William Walker Transport operates a fleet of 20 vehicles and 26 trailers
which it uses to provide a local and longhaul distribution service, with the offshore oil industry accounting for around 90 per cent of its total business. “We last bought Mercedes-Benz trucks in the early 1980s,” said company co-owner, Jim Walker. “They were SK models and always very reliable, but also heavy and thirsty. “More recently, though, we’ve been hearing and reading a lot of good reports about the fuel-efficiency of the New Actros, so we decided the time was right to take a look. We took a demonstration unit which we ran for a week and that went well – the fuel returns were very encouraging, and the driver liked it too. “The New Actros was also competitively priced,” Walker continued, “though it was not the cheapest of the vehicles we looked at. But

drive limits for younger drivers, and 49 per cent of respondents believed the drink-drive limit should be lower for this category of car-user. When it comes to the number of passengers younger drivers can carry, 71 per cent supported restrictions in the first few months after passing the practical test. Attitudes were more divided on night-time driving, with 47 per cent supporting a night-time curfew while 45 per cent did not want to see any curfew enforced for young people. IAM chief executive Simon Best said: “Our survey has shown 69 per cent of motorists lack faith in the current system, which marks a clear need to review the learning process. It is clear motorists want to see more restrictions on younger drivers, but this will not solve the issue alone. “There needs to be a lifelong learning approach to driving that starts at school and continues through experience and coaching into the higher risk early days of solo driving. The more experience of driving that young people get, the safer they will be in the long run.”

DRIVERS: BEWARE THE WRITE-OFFS!

ruck drivers are being warned that thousands of motorists in the UK are driving potentially dangerous cars due to an increase in the number of vehicles on the road that have previously been written off. The announcement was made by the National Association of Bodyshops (NAB), which said it had called on the Competition Commission to review its position on writeoffs during an investigation into the private motor insurance market. However, the Competition Commission said it had no plans to review its stance on the matter, further stating that despite the evidence it received during the investigation, it judged write-offs were an issue relating to the supply of used cars, and not related to the provision of Private Motor Insurance and related goods and services. “The dangers caused by written-off vehicles making it back onto the road are very real and understandably cause great concern to all road users,” said Frank Harvey, head of NAB. “NAB submitted evidence to the Competition Commission indicating the consumers of used cars are often unable
to detect when a vehicle has been in an accident, or are able to assess the quality of repairs which have been conducted. As the insurance industry is responsible for the sale and disposal of most write-offs to vehicle salvage operators – and also all repaired write-off vehicles must be insured before they are returned to the road – NAB believes this is an issue that should fall under the Private Motor Insurance investigation.” Harvey said written-off vehicles not only place other motorists and pedestrians at risk, but also result in further insurance claims which then lead to an overall escalation in insurance premiums. He said the NAB is urging the Competition Commission to undertake further investigations into write-offs to make certain that consumer safety is protected, by ensuring a history of vehicles that have been repaired is made available. “If the Competition Commission still feels this does not fall within its remit, we would welcome any guidance on which government departments would be best placed to investigate these matters,” Harvey concluded.

new viral video released by Volvo Trucks has taken an unusual method of demonstrating the robust build of its vehicles – by standing company president Claes Nilsson on the front panel of an FMX construction truck dangling more than 70 ft up in the air by its front towing hook. “I have to admit I had butterflies in my stomach and I certainly wondered more than once what I’d let myself in for,” Nilsson said. “I’m no mountain-climber and I don’t like heights, but I’d promised to do the stunt, so I couldn’t very well back out. “Of course filming is a time-consuming
process and there were many retakes. It was fairly cold – about eight degrees C – and the wind was blowing about 25 mph, so my hands got pretty cold after a while. But it all went very well and, as safety was paramount, I was never really afraid.” Nilsson said the idea behind the film – called The Hook – is Volvo wanted to show the FMX’s front towing hook is dimensioned to handle far greater stresses than those to which it is normally subjected. “It’s all about spotlighting the strength and quality of our construction trucks,” he said. “And you can’t do that more clearly than by
hoisting the 15-tonne truck up into the air via its own towing hook!” The film was shot from a helicopter in a closed-off part of Gothenburg harbour. “The difficulty is to shoot the entire film in one take from a helicopter,” said Fllip Nilsson of Folke Film, who directed the video. “I’m really impressed by Claes Nilsson, who stayed cool and focused throughout the two hours he was hanging in the air. effect. From August 16, 2013 careless drivers who put other road users at risk by committing offences such as tailgating or poor lane discipline will face on-the-spot penalties. According to the government, the changes give police greater flexibility in dealing with less serious careless driving offences, freeing them from resource-intensive court processes. Existing fixed penalty levels for most motoring offences - including using a mobile phone at the wheel and not wearing a seatbelt - rise to £100, bringing them into line with penalties for similar non-motoring fixed penalties. Road safety minister Stephen Hammond said: “Careless driving puts innocent people’s lives at risk – that is why we have made it easier for the police to tackle problem drivers by allowing them to immediately issue a fixed penalty notice for low level offending rather than taking these offenders to court. “We have also increased penalties for a range of driving offences to a level which reflects their seriousness and which will ensure they are consistent with other similar penalty offences.” The fixed penalty for careless driving is now £100 with three points on the driver’s licence. The most serious examples will continue to go through court, where offenders may face higher penalties. The police will also be able to offer educational training as an alternative to endorsement. Drivers will still be able to appeal any decision in court. Fixed penalty levels for most of motoring offences have not increased since 2000, making them lower than other penalties of a similar severity. The government said the changes – which were announced earlier this year – are being introduced following extensive public consultation with road safety groups and police forces.

olverhampton-based Boughton Engineering has announced a completely new range of skiploaders which the firm claims marks its first comprehensive ground-up design review and whole-of-concept development programme for more than 20 years. The company, now part of Skan Group Holdings, revealed the first variant of its new Power-Reach range – the PR-18, for 18-tonne gvw applications – at the Recycling & Waste Management Exhibition at the NEC in September.
Power-Reach also features Intacova, a fully integrated and patented automatic sheeting system, and Boughton said both products will be available with a range of contract maintenance and service support packages. The company said it has focused on improving functionality, safety and serviceability for operation in what is commonly held as one of the toughest environments in the transport industry. Significant features include extendible reach, the ability to lift from below ground level and completely redesigned hydraulics.

Q One of my drivers still uses
his mobile phone while he’s driving, even though I’ve told him repeatedly not to do this. What do you suggest I do to make him stop doing this?
A The practice obviously has to be stopped immediately, before someone is killed. A senior police chief, Essex chief constable Stephen Kavanagh, recently called on employers to sack lorry drivers caught using mobile phones while driving. If your driver is caught by the police using a mobile while driving, sentencing guidelines for use of a mobile phone while driving an HGV suggest a three-week vocational licence suspension for a first offence. So that alone should act as an incentive not to use a mobile while driving. Our advice would be to take advice from an employment law specialist as regards dismissing this employee if his behavior doesn’t change immediately. If you have commercial legal expenses insurance that includes employment dispute cover, phone their legal helpline for advice – but in accordance with usual policy conditions, make sure you do this before you take any action against your employee. Q We have three tippers that we use in connection with our site clearance business. Most of our work involves muck-away, but we recently picked up a contract for the dismantling of a redundant signal box beside a live railway line. The day before we were due to start work, we rang our broker to tell them about the contract, only to find it was very difficult for them
to arrange the required cover because we were working so close to the railway line. Is this sort of problem typical or should we find a new broker that can arrange cover more easily?
A It comes as no surprise that it was hard for your broker to quickly arrange the required cover. Rather than finding a new broker solely for this reason, our advice would be to make sure you give your broker as much time as possible to arrange the cover you need. Better still, talk to your insurance broker before you even tender for another contract that involves work outside your normal business description. Q I run a small truck hire company. What advice can you offer me to help reduce the risk of a person hiring a truck from me and then never being seen again? A Advice we can offer includes suggesting you consider investing in VHF ‘Tracker’ stolen vehicle location systems and/ or vehicle tracking telematics systems, managing vehicle keys carefully, making sure all forms of hirer ID match with each other including driving licence details and signatures, credit cards and signatures, passports and other forms of identity such as utility bills, use a digital camera to record an image of the person hiring a vehicle, consider introducing a process whereby you can check hirer driving licences against DVLA records before the hire agreement is finalised and the vehicle driven away, check the last four numbers on a credit card match the last four numbers encoded in

Q I was driving my truck and approaching a T junction. I stopped to wait for a gap in the traffic before pulling out to turn right. A car flashed its lights in what I took to be a very clear indication that the driver was happy to let me pull out across his path when, in a matter of seconds, the car rammed into the side of my truck. The driver jumped out saying I was entirely to blame and that he and a couple of other occupants already had pains in their neck. Unfortunately, no one witnessed what happened and I’m left looking as though I was completely in the wrong. Have you heard of this sort of thing happening before? A This type of crime is becoming more widespread and is being dubbed ‘flash for cash’, a variation on the ‘crash for cash’ scams that have been a problem for a number of years. The Highway Code makes it clear that flashing of headlights is only meant to be used a means of indicating you are there. That said, most drivers

will be very familiar with a flash of the headlights being used as a gesture of courtesy, for example to let someone out in front of you. But with the arrival of ‘flash for cash’, considerable care is now needed whenever someone flashes their lights seemingly as a courtesy gesture.
Q I recently purchased an annual breakdown insurance policy for my truck. Not long after I bought the cover, I was driving over Bodmin Moor when my truck broke down. My breakdown policy said I had up to three hours of roadside assistance cover. It took the mechanic just over an hour to get to me. That meant I was only given two hours of actual roadside assistance because of a clause in the policy that apparently says the three-hour period of roadside assistance begins when the breakdown operative leaves his or her base. That sounded ridiculous to me. Is this type of clause fairly typical? A Annual breakdown insurance for trucks does need to be looked at carefully as there are often a substantial number of clauses, inner limits, conditions and exclusions that apply to this type of cover. Our advice would

be to look again at the information that you were provided with when you first took out the policy and make sure you weren’t given incorrect information. Look closely too at the policy wording as a whole and read that carefully. If on doing this you have concerns or issues, contact your broker for advice.
