From a profound analysis of Concepcion Pequeña and the existing site/context, the main problems come from the population boom that leads to housing demand, flood hazard, food shortage, and climate change. The proposed development focused on designing the need and share it with other sites to reach the resiliency we defined. This spirit is commonly known as agglomeration, solving the problem by “unite” to share the potentials with others. Our site location in Naga City is a transition zone between the lowland city core and the highland agriculture zone.

The problems we are trying to solve are derived from population growth in Naga City and climate change. Our strategies to resolve the issues are water agglomeration, housing agglomeration, food agglomeration, and microclimate agglomeration. As time goes, we realize that our design development is mostly related to our water and pond system. We tried to solve the single problem with single agglomeration, whereas the result is that the water and pond connect all the agglomeration. In our conclusion, instead of using agglomeration, we choose the pond agglomeration to be our main idea
CONCEPCION PEQUENA
The farmers market is the place for the solution of food demand in the CBD area and the problem of food distribution in the suburban area. We place it near the station rail and place a train station there to enhanced the mobility. ‘The Compound House’ creates from multiple houses that share certain areas of space for the public—the arrangement of the buildings to face the pond as the epicenter to enhance the sense of neighborhood. The shared area of the building on the ground level is planned to be a commercial area and public area, while the O-shaped building are designed to fulfill the food security and the habits of Naga citizens
The second and third layers are consist of water and disaster-related design. This area is damaged by floods annually, typhoons, and earthquakes occasionally. So we provide the pond area to manage the water for flood and disaster events, while the mitigation area responds to neighborhood areas when a flood occurs. The mitigation areas are equipped with critical facilities like school, clinic, and public spaces.

The design layer starts from climate consideration, where the design maximizes the green area, water retaining pond, and minimizes the build-up area. The building masses are arranged to reduces the airflow and the damage of typhoons.

Besides helping the Naga City shrink the water amount that goes downstream, the pond system also improves the site’s residents’ quality of life by four steps of processing. The first step is to capture the water from upstream, and in the second step, the water is stored and recharged by creating a sediment layer and catch pollutants in the pond. The third step is to filter and clear down the pollutant and sediment from the water. The last step is to use the water for agriculture, recreation, and let the water soak into the ground. The water goes out through the outlet when the water exceeds the pond capacity.

The compound houses are divided into four complexes on the site as an example. The Compound House A consists of four residential buildings and one shared urban farming building. Compound House B consist of six residential building and one shared urban farming building. Compound House C consists of three residential buildings and two shared urban farming buildings. Compound House D consists of two residential buildings. All the buildings are arranged to face the pond to create a better microclimate and intimate atmosphere inside. The building is also covered with green areas to decrease the urban heat island effect.

Some spots on the site are prepared for temporary space. The pond, for example, when the dry seasons comes, it will be used as green space and will be flooded on wet seasons. The mitigation spots are left as public spaces on a typical day and will be transformed into spaces for temporary shelf when disaster times.
The train station used for food transportation and resident mobility is placed exactly beside the abandoned railroads. The market is also set near the station to accommodate the fresh ingredients from upstream and sells on this market so that the resident could get the freshest food possibly available. While other big cities across Asia provide Large Malls or Commercial areas, we try to localize the idea and modernize the traditional market concept.
