Teach Your children Well: Basic Financial educaTion (ParT i) Even before your children can count, they already know something about money: it’s what you have to give the ice cream man to get a cone, or put in the slot to ride the rocket ship at the grocery store. So, as soon as your children begin to handle money, start teaching them how to handle it wisely. Making allowances Giving children allowances is a good way to begin teaching them how to save money and budget for the things they want. How much you give them depends in part on what you expect them to buy with it and how much you want them to save. Some parents expect children to earn their allowance by doing household chores, while others attach no strings to the purse and expect children to pitch in simply because they live in the household. A compromise might be to give children small allowances coupled with opportunities to earn extra money by doing chores that fall outside their normal household responsibilities. When it comes to giving children allowances: • Set parameters. Discuss with your children what they may use the money for and how much should be saved. • Make allowance day a routine, like payday. Give the same amount on the same day each week. • Consider “raises” for children who manage money well. Take it to the bank Piggy banks are a great way to start teaching children to save money, but opening a savings account in a “real” bank introduces them to the concepts of earning interest and the power of compounding. While children might want to spend all their allowance now, encourage them (especially older children) to divide it up, allowing them to spend some immediately, while insisting they save some toward things they really want but can’t afford right away. Writing down each goal and the amount that must be saved each week toward it will help children learn the difference between short-term and long-term goals. As an incentive, you might want to offer to match whatever children save toward their long-term goals. shopping sense Television commercials and peer pressure constantly tempt children to spend money. But children need guidance when it comes to making good buying decisions. Teach children how to compare items by price and quality. When you’re at the grocery store, for example, explain why you might buy a generic cereal instead of a name brand. By explaining that you won’t buy them something every time you go to a store, you can lead children into thinking carefully about the purchases they do want to make. Then, consider setting aside one day a month when you will take children shopping for themselves. This encourages them to save for something they really want rather than buying on impulse. For “big-ticket” items, suggest that they might put the items on a birthday or holiday list. Don’t be afraid to let children make mistakes. If a toy breaks soon after it’s purchased, or doesn’t turn out to be as much fun as seen on TV, eventually children will learn to make good choices even when you’re not there to give them advice. earning and handling income Older children (especially teenagers) may earn income from part-time jobs after school or on weekends. Particularly if this money supplements any allowance you give them, wages enable children to get a greater taste of financial independence. Earned income from part-time jobs might be subject to withholdings for FICA and federal and/or state income taxes. Show your children how this takes a bite out their paychecks and reduces the amount they have left over for their own use. creating a balanced budget With greater financial independence should come greater fiscal responsibility. Older children may have more expenses, and their extra income can be used to cover at least some of those expenses. To ensure that they’ll have enough to make ends meet, help them prepare a budget. To develop a balanced budget, children should first list all their income. Next, they should list routine expenses, such as pizza with friends, money for movies, and (for older children) gas for the car. (Don’t include things you will pay for.) Finally, subtract the expenses from the income. If they’ll be in the black, you can encourage further saving or contributions to their favorite charity. If the results show that your children will be in the red, however, you’ll need to come up with a plan to address the shortfall. A long, long time ago my banker told me, “Bill, if you don’t leave room in your budget for beer it won’t work.” So I took his advice then, and we’ll exercise that same principle with today’s recipe. In some of my past columns I have railed against sugars and simple carbohydrates with good justification. However, in a limited way they represent “the beer in the budget”. A limited amount of sweet helps keep the cravings under control and those of us who fight the battle of the bulge know full well that hunger is our worst enemy. So, I have developed a bar that is loaded with flavor to satisfy the sweet tooth and also contains some good nutrition for the body. If you don’t like coconut, though, you might as well stop reading right here because you won’t like this recipe. In honor of Tricia’s Trader’s tenth anniversary we’ll name these bars…
T. T.’s Coconut Bars
Before you put the recipe together, line an insulated 9x13x2 cake pan with heavy duty foil. It makes a nice sling to lift the cake out of the pan whole. If you spray the cake pan first with a light film of cooking oil it will hold the foil in place and lift out easier. Also spray the foil to release the cake. Then set your oven at 325*. 1 pkg - sweetened coconut flakes (14 oz.) 1 1/3 cups - Angel food cake mix, dry (You can use any box cake mix to make these bars. My favorites are Angel Food and Red Velvet.) In a food processor, pulse the coconut (about 10 – 2 second pulses) to break up the coconut. In a 2 quart bowl mix the coconut and cake mix then set aside. 6 eggs (large) 1 tsp. Vanilla extract 1 tsp. Coconut extract 1 can (15 oz.) Coco Lopaz cream of coconut (not coconut milk). You can find it in the mixed drink section at the grocery store or the liquor store. Break your eggs and add the next 3 items into a separate bowl and blend with electric mixer until well blended. Then add to the coconut mix and stir until well blended. Pour into prepared cake pan and cook for 1 hour and 15 minutes. Test the cake with a toothpick. If it doesn’t appear to be done, shut the oven off and let the cake sit in the oven for another 15 minutes or until it tests done. Now to explain some precautions: egg whites burn easily, so that is why the insulated cake pan and the cooler oven. Even then the top will get very brown, so I put some plain water in a spray bottle and spritz the top after 15 and 45 minutes, which helps cool the egg whites and keeps them from getting too brown. After the cake cools a little, it will need an icing so I’ll give you my favorite. 6 oz. Vanilla almond bark 2 oz. Butter 2 Tbsp. Half-and-half or cream 1 tsp. Coconut extract Add all four to a glass bowl and microwave at 1 minute intervals until the almond bark melts and you can stir to blend. Go slow with your heat because the almond bark burns easily. Spread the icing on the cake with a pastry brush or the back of a spoon and let it cool to harden. I have my best luck when I let the cake cool completely before I cut it into bars. If you cut it warm it tends to pull apart. If you use a white cake mix you could call them “T. T.’s Honkies” If you use a chocolate cake mix you could call them “T. T.’s Brownies” If you use a red velvet cake mix you could call them “T. T.’s Injuns”

City kids do not know the rules about corral gates, or so I learned in vet school while on call to a dairy farm. We five vet students followed the clinician across the driveway to the big corral gate leading to the dairy barn. Wired to the top pipe was a handmade metal sign which read, “KEEP OFF THE GATE—VET STUDENTS TOO.” I am uncertain as to how this rule was enforced, but based on the bold font; I figured the dairy farmer meant it. On the trip back to the university, I explained the gate swing-versus-sag rule to my city-kid colleagues in case they ever saw a gate without a sign. It is important to know the rules. Our constitutional republic is a nation of rules enacted after securing the consent of the governed. This unique American experiment in freedom and self-governance has bestowed more good upon humanity in our short 236 years than the cumulative effort of all the world’s other governments. In times of turmoil, these rules have served us well as demonstrated in Montana’s Senate Chamber on Friday, April 4th. Here is the story from the beginning. Montana enacted same-day voter registration rules in 2005. Treasure State Democrats have masterfully used this rule to pad victories by bussing loads of will-work-for-food constituents and college students to the polls. Republicans scream, but those are the rules. Since 2005, Montana Republican legislators have repeatedly attempted to change the closing date of voter registration to the Friday prior to the election. In addition to lessening Election Day chaos, this could weaken the electoral advantage the Democrats gained in 2005. Every legislative effort has been either repulsed by Democrats controlling the opposing chamber or been vetoed by the Democrat governor. The Republicans scream, but those are the rules. During this 63rd legislative session, Senate Republicans passed referendum SB405 again changing the registration

deadline to the Friday before Election Day. As a referendum, this decision will bypass the governor’s veto and go direct to a vote of the people. Because Republicans control both legislative chambers, success is likely and this makes the Democrats scream, but those are the rules. SB405 was up for its third and final vote on Friday, April 4th; the day of a looming transmittal deadline. It either passed from the Senate to the House on Friday, or it was dead legislation. Senate Democrats knew they could not stop SB405 with votes, so they arranged for one of their members, Senator Augare, to be absent and made plans to make a motion for a “Call of the Senate” when their chamber convened. This puts the Senate in a lockdown mode until the missing Senator could be found and forcibly delivered to the chamber. This would run out the clock on the 71st legislate day thereby killing SB405 without a vote. The Senate Republicans screamed, but those are the rules. Senate Republican leadership recessed, strategized, and conferred with legislative legal staff for possible options. Senate President Essmann re-convened the session, verbally opened and then skimmed through the “Motions” section of the agenda without calling on the Democrat Floor Leader Sesso who was frantically waving his microphone so as to move a “Call of the Senate”. Under Mason’s Rules, the chair of every meeting has the prerogative of recognizing who may speak, so President Essmann simply did not recognize Senator Sesso. The Senate Democrats screamed, but those are the rules. SB405 quickly passed third reading 28-0 and is now headed to the House. Montana voters will likely see it on their next ballot, so ultimately they will decide if the Friday before Election Day is the proper deadline for voter registration. Here is my point. America’s founders established a phenomenal system of organized checks and balances. Disputes, discussions and debates may appear chaotic when viewed from the outside, but those are the rules.

The only time I would advise this is when your emergency fund is too big, and you have a very small amount left to pay on the house. Keep in mind that your emergency fund should be three to six months of expenses, not three to six months of income. Besides, paying off the house doesn’t fall into the category of an emergency. The fact that you have to pay for your house doesn’t catch anyone by surprise. I understand it can be very tempting to throw a bunch of money at your house, get rid of the mortgage payments, and own it outright. But I wouldn’t drain my emergency fund to make it happen—even if it meant being completely debt-free sooner. Life happens, and the moment you write that big check and weaken your emergency fund, the central unit will go out, the roof will spring a leak, or you’ll have major repair issues with a vehicle. When you do things like that, you’re just begging for Murphy to come visit. And that’s not my definition of financial peace! ~Dave Dear Dave, My husband and I have a baby and are trying to live on a budget and pay off about $14,000 in debt. He wants to spend $100 a month for a date night, but I think this is too much under the circumstances. I’m a stay-at-home mom right now, and after taxes he makes about $3,200 a month. What do you think? ~Ashley Dear Ashley, You win on this one. If you’d told me you guys make $150,000 a year, then I’d say he was being completely reasonable. But with your income and a lot of debt to boot, it sounds like he’s just looking for an outlet to spend some money. The good thing is you’re working together and beginning to take this personal finance thing seriously. You’re just a little bit apart on the particulars in this area. I think you back this amount down to $40 or $50 for now. That’s plenty for a reasonable dinner and perhaps a baby sitter for a couple of hours. If you have family or friends nearby, you might not have to figure baby-sitting expenses into the equation at all. Keep in mind, too, that going out on a date doesn’t have to mean spending money. Years ago, when my wife and I were broke, we did tons of stuff that didn’t cost a dime. Picnics in the park or a pretty hike through the woods are great ways to spend time together while keeping the pocketbook in your pocket. Be creative and make sure you find ways to have “us” time on a regular basis. But you’re right on this one, Ashley.
