HealtH-Care reform: looking BaCk and aHead

Three years ago, on March 23, 2010, President Obama signed the Affordable Care Act (ACA) into law. While several substantial provisions don’t take effect until 2014, many of the Act’s requirements already have been implemented, including: •

Insurance policies must allow young adults up to age 26 to remain covered on their parent’s health insurance.

Insurers cannot deny coverage to children due to their health status, nor can companies exclude children’s coverage for pre-existing conditions.

Lifetime coverage limits have been eliminated from private insurance policies.

State-based health insurance Exchanges intended to provide a marketplace for individuals and small businesses to compare and shop for affordable health insurance are scheduled to be implemented by October 1, 2013.

Insurance policies must provide an easy-to-read description of plan benefits, including what’s covered, policy limits, coverage exclusions, and costsharing provisions.

Medical loss ratio and rate review requirements mandate that insurers spend 80% to 85% of premiums on direct medical care instead of on profits, marketing, or administrative costs. Insurers failing to meet the loss ratio requirements must pay a rebate to consumers.

The ACA provides federal funds for states to implement plans that expand Medicaid long-term care services to include home and community-based settings, instead of just institutions.

The ACA provides funding to the National Health Service Corps, which provides loan repayments to medical students and others in exchange for service in low-income underserved communities.

Medicare and private insurance plans that haven’t been grandfathered must provide certain preventive benefits with no patient cost-sharing, including immunizations and preventive tests.

Through rebates, subsidies, and mandated manufacturers’ discounts, the ACA reduces the amount that Part D Medicare drug benefit enrollees are required to pay for prescriptions falling in the donut hole.

Major provisions coming in 2014 Several important provisions of the ACA are due to take effect in 2014, such as: •

U.S. citizens and legal residents must have qualifying health coverage (subject to certain exemptions) or face a penalty.

Employers with more than 50 full-time equivalent employees are required to offer affordable coverage or pay a fee.

Premium and cost-sharing subsidies that reduce the cost of insurance are available to individuals and families based on income.

Policies (other than grandfathered individual plans) are prohibited from imposing pre-existing condition exclusions, and must guarantee issue of coverage to anyone who applies regardless of their health status. Also, health insurance can’t be rescinded due to a change in health status, but only for fraud or intentional misrepresentation.

Policies (except grandfathered individual plans) cannot impose annual dollar limits on the value of coverage.

Individual and small group plans (except grandfathered individual plans), including those offered inside and outside of insurance Exchanges, must offer a comprehensive package of items and services known as essential health benefits. Also, nongrandfathered plans in the individual and small business market must be categorized based on the percentage of the total average cost of benefits the insurance plan covers, so consumers can determine how much the plan covers and how much of the medical expense is the consumer’s responsibility. Bronze plans cover 60% of the covered expenses, Silver plans cover 70%, Gold plans cover 80%, and Platinum plans cover 90% of covered expenses.

This phase of the project proved intensive. McNair Furniture Complete soil sampling was done and the company did their due diligence to set the system up right. The parking lot was built next, MALTA: and as of the time of this writing, is being paved to eliminate tracking Radio Shack Malta mud in the spring season. According to Hickman, “This [project] will totally change the way we do business. By moving First State Bank the office next to the scale, we’ll better see when customers pull on and help avoid long wait times. It’s all about serving customers so they can get on with the rest of their day.” Great Northern Hotel & The retail portion of the store is improved as well. New shelving is being installed so customers can find what Restaurant ~ Maltana Motel they’re looking for quicker and easier, and will house an expanded product line. All of this will culminate with a celebratory one-day Grand Opening event to be held this summer, to which Crossroads Coffee ~ customers past, present and future are invited to join the 16 Havre store employees for hot dogs and hamburgers, sales Feigel Photo specials and to visit with vendors who will be on hand to demonstrate some of the products Pacific carries. While the Liquor Haven ~ Travel Haven date won’t be set until the final finish work is completed, Hickman is planning for the event to be held in July. Then it will be back to business for this community-minded company. Exciting improvements like these allow Mint Bar Pacific to remain a positive influence on its local communities, and Havre is no exception. The emotions of motherhood are universal and so our thoughts are for young mothers stumbling through diaper changes and sleep deprivation... And mature mothers learning to let go. Dear Dave, Can you please define “necessities” in today’s world while trying to get out of debt and live on a budget? ~Matthew Dear Matthew, Whether you’re talking about the world today or 50 years ago, necessities haven’t changed. Necessities are still food, shelter, clothing, transportation and utilities. We’re talking about needs versus wants. The problem is that many people were never taught that there’s a difference between the two—a big difference. Most people have enough food to eat and a decent place to live. Those are necessities. I’m not talking about eating out or having a big, fancy house. Those are wants. Most people also have enough clothes in the closet and a way to get around town. They may not have designer clothes or a fancy foreign sports car, but again, those are wants, not needs. Keeping the lights on and the house warm in winter and cool during the summer? Utilities are a need. But no one needs a $300 super-deluxe cable television package. Now, there are some important wants. I want you to have life insurance to protect your family. I also want you to have a will and health insurance. I want you to have some other nice things, too, like a better car or a nicer house. There’s nothing wrong, at some point, with having a few toys or eating at a good restaurant once in a while. But again, these things are wants, not needs. Believe it or not, very few Americans struggle with basic necessities. Sure, there are hungry people and homeless people in America. Those of us who have been financially blessed should want to help the less fortunate in ways that allow them to get back on their feet and start providing for themselves again. But most folks in this country have nothing to whine about. There’s nothing wrong with having a few wants, but you should define them correctly—and never, ever put them ahead of your needs! ~Dave Dear Dave, I’d like to start investing in mutual funds, but I have no idea how they work. Could you explain about them please? ~Jennifer Dear Jennifer, First of all, don’t rely solely on my answer here. You should never invest in anything you don’t fully understand. Before you do anything else, sit down with a good mutual fund broker, someone who has the heart of a teacher, who will help you find what’s best for you and your specific situation and goals. Simply put, a mutual fund—if it’s a stock mutual fund—is a group of 90–200 stocks. If it’s a growth stock mutual fund, then it’s a group of 90–200 growth stocks. Analysts buy the stocks they think will increase in price and sell the stocks they feel will go down in price. When the analysts buy growth stocks, it turns it into a growth stock mutual fund. If they buy bonds instead, it becomes a bond mutual fund. Several people put money into these groups, and that’s where you get the name “mutual fund.” They’re mutually funded. These types of investments are much safer than single stock investing because your money is spread across several different stocks. Plus, you’ve got people who know what they’re doing picking the stocks. My advice would be to take a hard look at mutual funds that have been out there for 10 to 20 years and have a good track record for a long period of time. Montana Range Days to be Hosted in Havre This June by Julie Warburton

The 37th Annual Montana Range Days begins this June 24th in Havre, Montana and runs through June 26th. This Montana institution brings together people of all ages for the purpose of education, personal development, and the opportunity to use what they have learned thus far. This year’s Montana Range Days will be no different. The five age divisions are geared for those aged four to adult. The various workshops on Tuesday offer learning opportunities for registered participants 12 and older, culminating in testing and/or judging for individuals and team contests on Wednesday. The 2013 Montana Range Days provides a chance to tour different attractions around the Havre and Hill County area, as well. Organizers of this event recognize that it’s never too early to learn about range plants, rangeland environments, or even proper range management, so they’ve established several age-appropriate divisions. The “Buckaroos” division helps four- to six-year-old children have fun as they learn about rangeland environment. Meanwhile, kids ages 7-8 participate in games and activities that introduce them to rangeland components, processes AND management. They’ll also learn a short list of important range plants while they get their hands dirty in rangeland soil. The “Superstarters” division allows the nine- to eleven-year-old students to explore rangeland ecology, as well as learn basic range plant identification. The skills these Superstarters acquire on Tuesday will come in handy Wednesday when they’re tested on Plant Anatomy and Plant Identification. An additional feature added this year for this age group is “My Five”, a noxious weed tutorial. For the “Wranglers”, aged 12-13, there are challenging workshops on Tuesday with hands-on activities focused on plant anatomy and identification. These youngsters will also be introduced to range sites, proper grazing use, and stocking rates. The Wranglers will then be tested on what they learned about these topics Wednesday morning. The Superstarters and Wranglers will have the added benefit of learning in groups of about 5 students per instructor. High school students age 14 and above can register as FFA Youth or Open Youth, and 4-H members will be registered as Open Youth. Rancher/Open Adult will rotate through the workshops with the FFA Youth or Open Youth and will be able to compete in the workshops, contests and may choose to attend tours on any of the three days. This year’s workshops include Plant Anatomy, Plant Identification, Range Sites/Soils, Inventory/Monitoring, Stocking Rate/Utilization and Range Planning, as well as the chance to use the Practice Site, allowing contestants to hone their skills using workshop material in a competition format. Each of the workshops builds upon the other, providing a foundation that participants can use for years to come for responsible range management. Detailed descriptions of each workshop and the complete itinerary are available online at www.montanarangedays.org. The Range Days coordinators also have various tours available for registrants to take in a bit of this area’s history. Monday night the Montana State UniversityNorthern Campus is the offered tour, while Tuesday there will be morning and afternoon tours of Wahkpa Chu’gn Archeological Site and Havre Beneath the Streets. On Wednesday morning, in conjunction with the Montana Cattle Women Youth Educational Program, there’s an opportunity to tour the Northern Agricultural Research Center Cattle Handling Facility.

Participants in Montana Range Days have the opportunity to test what they’ve learned about range management and demonstrate their public speaking skills. Range Exhibits offer students from age 4-19 the chance to present Plant Collections they’ve built over the course of this year or several years. Students are encouraged to contact the Montana Range Days organizers in advance for more information concerning this portion of the contest; these collections have an 8:00 a.m. deadline of Tuesday morning. Any wishing to refine their public speaking skills would find the Illustrated Talks a great opportunity to do just that. Students age 4-19 may present on any range-related topic as a 6-8 minute talk and then answer judge’s questions. Range Plant Anatomy and Range Plant Identification give contestants the chance to test their memory of plant names, season of growth and origin, among other identifying characteristics and information. The challenging Range Management contest, held at three range locations, will call on a combination of skills and knowledge as contestants calculate Range Inventory, determine Range Utilization, then finish with five questions concerning real life Stocking Rate scenarios. The 2013 Montana Range Days will certainly sharpen the skills of all who take part, and, hopefully, will help make those involved better range managers. Hopefully, we will be getting to that time of year pretty soon when picnicking and weekends at the lake will be on the agenda, which will mean barbecue season is here. Barbecue without a good barbecue sauce is just not BBQ so here is a good barbecue sauce recipe. This makes a large batch, but I have found that it doesn’t last long because it has so many uses. It will replace catsup in most kitchens and will perk up leftover meats. Even though the recipe contains a lot of carbohydrates, it is very nutrient dense to help burn those empty calories, so with a little BBQ for extra energy you can enjoy your exercise program (like water skiing or hiking in the park) even more.

Bill’s BBQ Sauce Group 1: 1 bottle ketchup (64 oz.) 1 or 2 Tbsp Molasses (Optional) ¼ cup Worcestershire sauce 1 or 2 Jalapeño Peppers (seeds Optional) 2 Tbsp Liquid Smoke 1 Tbsp Lemon juice in 1 cup water & ¼ cup white vinegar

1 Tbsp Garlic Powder Blend ½ cup Corn Starch and ¼ cup 1 Cup Brown Sugar Add dry Mustard until smooth, then add ¼ Cup Alpine Touch season salt

In a 6 quart or larger stock pot blend all Group 1 ingredients and cook on medium low heat. The ketchup burns easily so be patient and go slow. Stir often with a rubber spatula. If it should burn on the bottom of the pan don’t dig it loose just gently scrape over it with your rubber spatula and it will be okay. Molasses adds a bold flavor if you like a little more power in your sauce. Jalapeños are a flavor enhancer; if you like it mild remove the seeds; if you like a “slap you in the mouth” punch, leave the seeds in. The sauce is just fine without either one, but for those of us with burnt out taste buds, they give a needed punch. Group 2: ¼ lb. Butter 3 cups Onions, chopped small 3 cups Celery, chopped small 1 large bell pepper, chopped small While Group 1 is heating up prepare the vegetables in Group 2. (Don’t turn them into mush in a food processor, chop them by hand.) Then, in a large skillet on high heat, sauté them about 10 to 12 minutes or until the onions start to brown. Now add them to Group 1 in the stock pot and simmer on medium-low heat for an hour or more, stirring often until the sauce becomes quite thick and has darkened a bit. If you taste the sauce at this point you might be disappointed because it will have a very sharp bite, but hang on, we are going to fix it. At this point turn off the heat and add 3 cups of Honey (raw honey is best if you can get it.) I would recommend you use 3 cups the first batch, then add more later if you think it needs it. If you add the honey while you are still cooking the sauce you will cook out some of the honey flavor and honey doesn’t need to be cooked to be safe. This batch makes 3 ½ to 4 quarts, depending on how long you cook it. I can mine in sterilized jars. It will keep in the fridge a month or more, but I don’t know what the shelf life is because it never lasts that long. Also, the recipe is easy to cut in half. Sauces are an excellent way to add flavor and nutrition to our diet. My favorite way to use this sauce is to bake or grill ribs and brush the BBQ sauce on really heavy the last half hour of cooking, or mix it into pulled pork, beef or chicken.
