Havre Celebrates 10 Years of Smoke-free Indoor Air
October 1, 2019 marks the 10-year anniversary of the full implementation of the Montana Clean Indoor Air Act. In 2005, the Montana legislature passed the Clean Indoor Air Act (CIAA), one of the most important public health policies in state history. The law was fully implemented on October 1, 2009. The U.S. Surgeon General concluded in 2006 that there is no risk-free level of exposure to secondhand smoke and stated that the only way to protect public health is to eliminate exposure. Tobacco smoke carries at least 250 chemicals that are known to be toxic or carcinogenic, causing lung cancer, heart disease, stroke, and other fatal ailments. Commercial tobacco addiction is the number one cause of preventable death in the state, killing 1,600 citizens every year in Montana
alone. Designed to protect Montanans from the health dangers of secondhand smoke, the CIAA prohibits use of tobacco products in all enclosed public places and workplaces. Montana is among 17 other states in the nation that have 100% smokefree laws in non-hospitality workplaces, restaurants, bars and gambling venues. The CIAA protects bystanders from exposure to deadly secondhand smoke, encourages adults to quit tobacco use and prevents youth from starting to use tobacco in the first place. cigarette smoking declined from 22% in 2011 to 18% in 2018 and youth cigarette smoking declined from 17% in 2011 to 8% in 2019. Compliance with the CIAA has strengthened over time. In 2010, there were 90 valid complaints and in 2018, there were only 24 statewide. Local Tobacco Prevention Specialist, Jay Schuschke of Havre’s HELP Committee, states, “Local compliance with the law seems to be very high. Many businesses and individual citizens have voiced their appreciation for the cleaner, healthier indoor environments the law has created.” The work isn’t over yet. E-cigarettes were introduced to the U.S. market in 2007, two years after the Montana Legislature passed the CIAA. Since then, e-cigarettes have grown immensely in popularity, particularly among youth and young people. E-cigarettes are now the most commonly used tobacco product among youth in Montana. According to the latest statewide data, more than half of Montana high school students have tried e-cigarettes and 30% of high school students currently use e-cigarettes compared to only 4% of Montana adults. The content of e-cigarettes is not yet regulated, resulting in uncertainty as to what is in the aerosol released from these products. However, the U.S. Surgeon General has stated that e-cigarette aerosol is not as safe as clean air. Studies have shown that e-cigarette aerosol can contain nicotine, metals, ultrafine particles and chemicals that have been known to cause respiratory disease and cancer. Exposure to nicotine, in any form, is unsafe for youth, pregnant women and developing fetuses. Studies have found levels of nicotine in e-cigarette aerosol similar to levels found in cigarette smoke. Non-smokers who are exposed to conventional cigarette smoke and e-cigarette aerosol absorb similar levels of nicotine. The Centers for Disease Control and Prevention and the National Institute for Occupational Safety and Health urge communities to take action to include e-cigarettes in local smoke-free policies. In 2019, the Montana Legislature passed House Bill 413 which prohibits the use of e-cigarettes in public school buildings or on public school property. Additionally, ten localities in
Montana have added e-cigarettes into their local smoke-free laws to protect workers and the public from exposure to these products. “The more communities that include e-cigarettes in their local smoke-free policies, the more Montanans will be protected from the potential dangers of e-cigarette aerosol,” Schuschke said. information on the CIAA, visit For more tobaccofree.mt.gov. Irresistible Change
I reviewed articles in Harvard Business Review, Forbes and Fast Company on resistance to change. The articles laid out the 12 reasons, the 10 factors and the 5 keys to resistance. The more I read, the more convinced I am that they have it ALL wrong! I encounter my fair share of people who are resistant to change. Resistance to change is natural, and some resistance is good. It can keep us from leaping blindly into the unknown and doing stupid things. If things are going good, the business is making a healthy profit, everyone is getting along and there are no foreseeable bumps in the road, I’d resist change too. But some of the people who most vehemently resist change have it pretty tough. Their ranches aren’t profitable. Family members work off-ranch to subsidize the outfit. They worry about the debt they carry. They stress over how they’ll bring the next generation into the ranch, assuming the next generation wants to be part of things … and these days, that’s a big IF. Why does someone like that resist change? This may be over-simplistic, but the way I see it, there are two forces that motivate people to change. The negative forces are driven by fear. Whether it’s fear of drought, debt or disagreement, fear motivates us to steer a course to keep bad things at bay. While the negative forces driving change have their roots in fear, the positive forces stem from vision. Fear motivates us to push away from things we don’t want; vision compels us to reach for things we do want. If you want sustainable change, it must be driven by positive forces. Research backs me up on this. In one study on this topic, doctors urged heart disease patients to change habits that increased their risk of recurring and worsening problems. When doctors tried to appeal to their patients’ fear of death, very few patients changed their behavior for more than a few weeks. When doctors appealed to their patients’ joy of life, most patients changed their behavior for good. In a crisis, fear can be a powerful motivator, at least for short-term change. When a tiger is chasing you it’s likely that your fear will help you run as fast as you can. But fear isn’t a sustainable motivator. Living life in crisis management mode may give you a daily adrenaline rush, but our bodies weren’t designed to deal with fight or flight every day. Vision can also be a powerful motivator, but unlike fear, this motivation is sustainable. Waking up each day with purpose, eager to take another step down the path toward your vision, is a great way to live. But just having vision isn’t enough. You must also have confidence in your plan to achieve it. If we have a vision and still resist change, it is either because our vision isn’t very exciting, in which case we need a new vision, or because we don’t have confidence in our plan to achieve it. This brings us right back to fear. It isn’t change we fear, it is the unknown. In the Ranching For Profit School we show participants how to create a vision, build a plan to achieve their vision and test the viability of the plan. Testing the viability involves exploring several scenarios for each alternative you consider. One scenario might make projections using the costs you think you’ll have and the prices you think you’ll get. Another scenario could use the costs and prices you are afraid you might face. Of course, the work doesn’t end with crunching the numbers. We also need to identify early warning signs for looming trouble and develop strategies for preventing and/or managing the worst-case. With an exciting vision, and confidence in your plan to achieve it, people won’t resist change. In fact, they will find change irresistible!

Experience Joy Every Day of Your Life! Back in the 1970s, I used to bowl on Friday nights. I remember one night when I wasn’t doing very well and I heard the Lord speak to my heart, “Ask Me to help you bowl.� I immediately thought, I can’t ask You to help me bowl! But I went ahead and prayed, “Okay, Lord, please help me bowl better.� And He did! I remember this experience so clearly because it was a great eyeopener that made me realize God cares about every part of our lives, and He wants to be involved in everything we do. John 10:10 (AMP) says, “The thief comes only in order to steal and kill and destroy. I came that they may have and enjoy life, and have it in abundance (to the full, till it overflows).� Jesus died so we can have life—not just a barely-get-by, “I’m hanging on till Jesus comes back� existence. God wants each of us to have a deep, intimate, personal relationship with Him so we can enjoy our everyday lives and learn how to “do life� with Him. This means we do every single thing in our daily life with and for God. And when we realize we are just as close to Him at home doing laundry or at the grocery store as we are at church or during our time in prayer, then we are serving Him in everything we do. It’s All About Balance The first several years I was in ministry, I didn’t enjoy it. I worked too much and was too concerned about what others thought about me. I had a tendency to be this way because growing up, it seemed that the more I worked and the more I accomplished, the happier people were with me. Over time I became a first-rate workaholic. It took me awhile to realize that “all work and no play� is not healthy, and God wants me to have abundant life. This meant I had to learn how to balance my priorities so that my relationship with God is always first, and then everything else follows. This includes my relationships with family and friends, along with work and taking time to relax. It’s not wrong to work hard, and I like to work. But if I don’t make time to rest and just have fun, it won’t take long for me to get out of balance and lose my joy. Turn the Ordinary into the Extraordinary So much of life can become a mundane routine that we only really enjoy it when we do something out of the ordinary, like go on vacation, go to a special event or do something exciting, like shop for a new dress. And many people have a “working for the weekend� mentality. But this type of enjoyment is based on emotional excitement, not the joy God gives. The joy of the Lord is much greater than simply feeling happy. It brings peace and contentment to your soul, even when your circumstances are difficult and it doesn’t make any sense. Nehemiah 8:10 says, “The joy of the Lord is your strength.� This kind of joy makes the Monday, Tuesday, Wednesday, Thursday, Friday routine enjoyable. And since most of life is Monday through Friday, we need to enjoy it! The World Can’t Give It to You In John 15:11, Jesus says, “I have told you this so that my joy may be in you and that your joy may be complete.� The Amplified translation says “that your joy and gladness may be of full measure and complete and overflowing.� In the ten verses leading up to this one, Jesus is talking about abiding in Him, because that’s the key to living with His joy. Abiding means “to live, dwell and remain in�; it’s not just visiting once a week at church. It’s having a personal relationship with Christ, being one with Him and doing life together. The truth is apart from Jesus, we can do nothing of real value, but with Him, we can bear much good fruit (John 15:5). God wants to abide with you every day, all throughout the day. He doesn’t just want you to seek Him when you go to church or when you’re desperate. His desire is to have a personal relationship with you, so you can experience His presence in everything you do. DEAR DAVE, I know you talk about having an emergency fund of three to six months of expenses set aside. My husband and I are having a difficult time agreeing on exactly how much we should set aside for emergencies. How do you determine the exact amount? -Erin DEAR ERIN, The exact you amount you have in your emergency fund—whether it’s three, four, five, or six months of expenses—is really more about peace of mind than anything else. Still, there are a few practical things to consider. If you both have very stable jobs, you’d probably be okay saving three or four months of expenses. But if one of you is self-employed, makes most of their money through commissions, or only one of you works outside the home, it would make more sense to have five or six months of expenses set aside. Of course, you can always compromise while leaving room for growth. There’s nothing wrong starting out with three months of expenses saved, then adding more as time goes by.
