he Brihanmumbai Municipal Corporation (BMC) has introduced a large number of guppies in several water bodies in the city in order to curb the growing menace of dengue. These guppies (species of fish) will feed on mosquito larvae. The BMC has adopted this as a safe and sustainable way of reducing the spread of dengue in the city, as it offers a viable alternative to using chemicals and cost less as well. dengue. The civic administration has selected 4,744 water bodies like reservoirs, ponds and open wells to introduce the guppies, as mosquito larvae are known to breed abundantly in stagnant waters. The civic body carried out mosquito-proofing at 6,835 water tanks which are under the municipal premises. An official from the civic insecticide department said, “We regularly carry out the process of fogging at 2,644 construction sites as well as accommodation of the labourers, the site owners have been directed to take preventive measures to curb dengue, and provide insecticide-impregnated mosquito nets.”
The BMC has so far served some 13,000 notices to the people for not taking preventive measures to curb dengue. The civic body has now decided to take a legal action against them. Residents have especially been advised by the doctors to exercise extra caution and ensure they drink clean water and avoid street food. Dr Suhasini Nagda, medical director of civic hospitals, said, “People are not taking preventive measures to curb dengue after a lot of appeals. Commander dies in a lift accident at Naval HQ By A Staff Reporter

n officer with the rank of Commander, attached to Western Naval Command, was reportedly injured in a lift accident on Friday. He was rushed to INHS Asvini, a defence hospital in Colaba, where he was declared dead, sources said. The identity of the Commander is yet to be revealed. 30-year-old man living in a slum in Mumbai had a cough for over a month. At the onset he ignored it thinking that it would go away, but as days went by there was no sign of recovery. Finally he decided to go to a certain 'doctorsaab', a physician in the area, for medical assistance. 'Doctor-saab' started treating him with a cough syrup and asked him wait a week. When the patient's condition worsened, 'doctor-saab' gave him another set of medicines and asked him to hold out for another week. When even those medicines failed to help, 'doctor-saab' realised that it was time for the patient to undergo some tests. A chest X-ray suggested that this 30-year-old, the only bread winner with a wife and three children, was suffering from Tuberculosis (TB) and his condition had progressed to Multi-Drug Resistant (MDR) TB. Today he is physically, emotionally and financially drained and is being treated under the Revised National Tuberculosis Programme (RNTCP). Now though the above story is fictitious, it is a familiar story that is making the rounds in the city. The Foundation for Medical Research (FMR) in a study titled 'Pathway to TB care' has found that this is a common pathway of most people who seek treatment for TB in Mumbai. This study was conducted in Mumbai and Patna to ascertain the care given for pulmonary TB cases in these cities, quality and cost till TB diagnosis and beginning of antiTB therapy. A total of 83 TB patients, more than half of whom were in the age bracket of 16 to 34, from the slum areas of 15 wards, were interviewed over a period of three months from May 2014 to July 2014. A new study finds out why Tuberculosis is rampant in the city and the reasons for delay in seeking treatment

Indian Council of Medical Research (ICMR), who was a part of the Drafting Committee of the ART Regulation Bill, said, “This Bill will not only address the issues regarding surrogacy that were covered by the previous Bill in a better way but will also include certain areas that are currently not a part of the existing Bill.” Giving an example of one such area, Dr Sharma said, “The issue of monetary compensation for the surrogate mothers has been addressed in the new Bill. There have always been allegations and speculations that surrogate mothers are not adequately compensated monetarily. Many women's rights groups have raised questions about this issue time and again. So this aspect will be taken care of in the upcoming new Bill. There are few more such issues that will be included.” Commenting on this development, Dr Shivani Gour, General Secretary, Indian Society for Third Part Assisted Reproduction (INSTAR) said, “The new Bill will hopefully bring in more regulation and help help the stigma around surrogacy and the negative image that surrogacy has right now in our country. This Bill has to be more friendly and should be able to address the real issues in a way that the only ones who flout the laws are punished rather than punishing the whole industry and all those who are in need of surrogacy and have not done anything wrong.”

With so much congestion, the spread of TB could be quick, far and wide. Such a delay could put a TB patient at a high risk developing MDR TB,” said Patil. hile the Mumbai University (MU) has been designing new innovative courses and syllabus, it is also dissolving some subjects in professional courses. As one subject is dissolved, some other subject is split into two. This sudden dissolving and splitting of subjects has created confusion among professors and students alike. As per the syllabus for the First Year Bachelor of Mass Media (FYBMM), there are six subjects in the second semester. A subject called Translation Skills has now been dissolved by the University. On the other hand Marketing and Management, which was one subject earlier, has been split into two – Marketing and Management. Professors claim that with the division of the subject, the teaching and marking scheme for both the subjects is difficult to manage as separate subjects. A professor from a Bandra-based College told the ADC that it is difficult for the professors to expand one single subject into two. “As colleges re-open today, this sudden change has given very little time to the professors to sort the teaching
material etc,” the professor said. The Board of Studies of BMM has stated that the subject has been dissolved, but translation skills and its elements will be added to another subject in the course. The ADC spoke to Dr Ancy Jose, Chairman, Board of Studies, BMM,
who said, “Marketing and Management is very important and also generates job opportunities. Though Translation Skills has been dissolved, a few important topics and its elements will be taught in other subjects related to communication.”

I
t has taken 12 days for the Bharatiya Janata Party (BJP) to have Devendra Fadnavis take oath as its first Chief Minister of the state since the party was born in Mumbai in 1980. And two days now, there is still no word on whom among the chief minister and his council of nine ministers will hold which portfolio. For a large state as Maharashtra, the politically semifluid like situation does not bode well. Some might like to blame it on the fractured mandate thrown up by the general elections to the 13th legislative Assembly. In a way, the mandate is fractured, as none of the four major political parties have got absolute majority. But then one could also interpret it the other way that the
ment's majority on the floor of the house. There is no point in harking over what happened during the past 15year rule of the ousted CongressNCP regime. For Fadnavis and the BJP, even if they were to take outside support of the NCP to run a minority government, it would be tough on them to explain their stance on pending inquiries on allegations of corruption against former NCP ministers even as it had labelled the NCP during the poll campaign as the Naturally Corrupt Party. For the Sena and Uddhav Thackeray, the delayed decision to attend the swearing-in ceremony mid-way through also does reflect a deep divide between the old and new guard within the party. he Mumbai Police force went beyond their call of duty for their colleague who sustained multiple injuries when a truck rammed into her around six months ago. Sub Inspector Poonam Bhoi was recuperating for around 157 days. Although Bhoi resumed duty last week, she can't be more thankful to her colleagues in the Mumbai police who rushed her to Lilavati Hospital on that unfortunate day of the accident, when she, herself, went to check on an accident in Vakola, Santacruz. Her colleague, Rajendra Gaikwad, applying his presence of mind pulled her out from underneath the vehicle, which dragged her several metres and could have ended up in flames. Bhoi was soaked in hot oil from the vehicle and received several burn injuries for which she had to undergo plastic surgery at the hospital. “I didn’t know on that fatal day if I would have survived, had it not been for my colleagues. I was in a state of numbness post the accident. Only after I gained consciousness, I got to know my colleagues
and the Commissioner of Police, Rakesh Maria, cared for me,” said Sub Inspector Poonam Bhoi. Hailing from a not so well-to-do family, she said that Senior Police Inspector Vinayak Muley, helped her financially by gathering contributions from all her colleagues to pay for her hospital bills. She
added that Muley provided financial support for her family who came down from her hometown Dhule. Now Bhoi finds herself walking after a hiatus of almost six months. The 26-year-old Bhoi from the 2010 batch of the Mumbai police, feels that she has fallen back on her promotion as the accident has pushed it back. “The accident has cost me my promotion. However I am not perturbed by it, as long I am alive, I feel I know sooner or later I will get my due. But I also feel sad, that my colleagues who I started my career with have gone a step ahead, but I am very happy for them,” added Bhoi. She adds that despite the accident, she hasn't lost the confidence to work with the same exuberance as she did when she joined the forces. “I urge other lady officers also not to lose confidence, as I have not. We need to fight it out and that is the real character of a police officer,” she said. Vakola police station is the first posting of PSI Bhoi. Vehicle driver Akhilesh Yadav was accused and arrested for rash driving and negligence, but he was managed to get bail after the incident.

It is high time that our politicians realised the growing aspirations and expectations of the restless electorate and get their act together, rather than run the risk of being voted out of power once again.
water pipe burst near Reay Road station on Saturday evening at around 7.30 pm. The pipeline supplies water from Dadar to South Mumbai. The Brihanmumbai Municipal Corporation (BMC) has announced that there will be no water supply in these areas on Sunday. However Ashishkumar Tawadia, deputy hydraulic engineer of the BMC, said, “The work was completed by 4 pm yesterday and we had started supplying water to Sewri west at 4.30 pm, Sewri (W) at 7pm and other areas as per the time scheduled, as temporary relief to the residents. We have directed the residents to use water only when needed and the supply is likely to resume from today.” The pipeline is connected to the Bhandarwada Hill Reservoir. The areas affected were Naval Dockyard, Mohammad Ali Road, Crawford Market, Lower Parel, J J Hospital, Byculla and parts of Kalachowkie, Parel, Hindamata, Dadar (E). This is the third instance of water pipeline burst reported in the past three months. The residents of L ward (including Kurla) faced water cuts in September after the 48-inch Tansa pipeline in Tilak Nagar, Chembur burst.

hief Minister Devendra Fadnavis on Sunday said there was no "deal" with NCP in return for its unconditional support to his minority government, and asserted that anybody who is guilty of corruption would go to jail. Fadnavis, who has retained the home portfolio, also said that he proposed to do away with the need for sanction to probe the corruption cases. "Why should any sanction be necessary? We would make a framework...Where preliminary inquiry is done and there is a prima facie evidence, no sanction should be taken. We would change the law," Fadnavis told PTI yesterday. "There is no need for discretion (for initiating a probe) for corruption cases. When you find certain prima facie evidence, why should you stop?" he said, when asked about whether he would allow the anti-corruption bureau to conduct inquiry against NCP leaders Ajit Pawar and Sunil Tatkare in connection with alleged scams in the irrigation sector. "I will do away with government mandatory
sanction to probe elected representatives, bureaucrats and police officers in corruption cases," he said. "There is no deal between BJP and NCP. Prime Minister (Narendra) Modi doesn't strike deals. If someone, even from our own party, is found guilty (of corruption), that person will go to jail," he added. The then Governor had denied the CBI the sanction to prosecute former Chief Minister Ashok Chavan in the Adarsh Housing Society scam. When asked if he might end up as another Prithviraj Chavan (who is known for personal integrity but was accused of not acting against the corrupt colleagues), Fadnavis said, "I am not Prithviraj Chavan... I am Devendra Fadnavis. My actions would speak more than my words."

Man charged for misusing licensed gun but not for threatening people with it

espite being arrested in a negligence case for misusing the licensed gun to threaten people, the Mumbai police did not charge the accused for threatening people with the licensed gun. The case refers to Ghatkopar-based developercum-builder Neeraj Vaidya of Shreenath Constructions, who was arrested on Friday last for firing a shot from his licensed gun to threaten two slum dwellers who were engaged in a street-side brawl. In this regard, the police arrested the two slum dwellers under section 324 (voluntarily causing hurt by dangerous weapons or means) and 34 (acts done by several persons in furtherance of common intention) of IPC. Vaidya was arrested under section 336 (act endangering life or personal safety of others) of IPC and the police impounded his gun. Talking with the ADC, city's prominent criminal lawyer Bharat Bhushan said, “If the section of threatening is not applied against Vaidya, then there is no offence at
all. As the accused has first threatened the duo and then fired a shot on ground, it was clearly done deliberately.” Accepting Bhushan's statement, another leading advocate Navin Chomal said, “The licensed gun holder has a right to exercise his/her powers in emergency situations, which, of course, should be reasonable. However, in Vaidya's case there wasn't any need to use his gun, as he could have easily stopped the brawl by calling the police.” “With this case, police's negligence in applying sections and non application of mind has come to fore,” said a former IPS officer requesting anonymity. “In fact, not applying section of intimidating in Vaidya's case contradicts police's step itself, as applying negligence section only shows the accused act but not the way in which he had committed the act,” added the officer, who was city's former police commissioner. fter the earlier deputed agency for the Animal Birth Control (ABC) programme was de-recognised by government authorities for cruelty to dogs, the Mira Bhayandar Municipal Corporation (MBMC) is now treading cautiously, taking extra care to implement the programme in a much more efficient, time-framed and transparent manner, so as to ensure that strays are not maltreated. The MBMC is making maximum use of technology and has mandated installation of Close Circuit Television (CCTV) at its pet clinic in Uttan, to record each and every sterilisation process. An annual contract in this context has been awarded to Thane-based Animal Friends Welfare Public Society (AFWPS), an organisation engaged in dogs' sterilisation activity. The standing committee in its recent weekly meet gave its nod to the bidding process which was finalised on July 3, to award the contract to AFWPS which had offered the lowest bid amongst three organisations who participated in the competitive bidding process. The contract involves pick-up of stray dogs, sterilising them, administering them with Anti-Rabies Vaccination (ARV), and releasing them back to their original locations. As per statistics related to the dog census programmes carried out in 2007 (18,828) and 2012 (8,275), the dog count of the twin-city stands at 27,103 till March 2012. “The task would not only be carried out in a more specialised, result-oriented and time-bound manner, but CCTV monitoring of dog sterilisation would also be a key part of the project aimed at maintaining transparency and to know the exact count of dogs setrilised,” confirmed deputy civic chief Deepak Kurulekar. As per official civic records, 18,109 dogs were sterilised in the past seven years (April 2007 to March 2014) while this year 1,082 dogs have been sterilised till September 2014.
NGO de-recognised for cruelty to animals
The MBMC had launched the Animal Birth Control (ABC) project in 2004. Subsequently, Ambernath-based NGO Animal Welfare Society (AWS) was awarded a contract to run the sterilisation clinic at Mothagaon in Uttan. However, the Animal Welfare Board of India derecognised the AWS in July 2013 for cruelty to animals while carrying out birth control programmes, following which the MBMC terminated the contract with immediate effect and invited fresh bids for the sterilisation project.

HC warns contempt action against lawyers who go on strike T
he Bombay High Court has warned lawyers against going on strike or indulging in any misconduct which disturbs the administration of justice, saying it would take suitable action against them under Contempt of Court Act. The Bar Council of Maharashtra and Goa, with whom the advocates are registered, are also free to take action against such lawyers, a bench headed by Chief Justice Mohit Shah said. Contempt action would be taken against individual lawyers or those resorting to misconduct in groups, said the bench in an order issued three days ago. The HC was hearing a PIL filed by advocate Manoj Laxman Shirsatthe contending that the strike observed on calls given by the District Bar Associations on August 29, 2013 and by the Bar Council of India on March 11, 2013 for a countrywide protest on varying issues, were illegal, reports PTI. "The law with reference to the advocates going on strike is now well settled. It is the duty of every advocate who has accepted a brief to attend trial even though it may go on day-to-day and for a pro-

Check-in system crashes at airport, flights delayed

he check-in system at terminal 1B of the domestic airport here collapsed on Sunday due to crashing of the server resulting in flight delays for some time causing inconvenience to passengers. However, the system has now been restored and operations at the terminal are normal, a Mumbai International Airport Limited official told PTI. "The system remained down for 50 minutes due to which check-in could not take place through the computers and it was being done manually," he said. The number of flights which got delayed due to the crashing of the system is yet to be ascertained, the official said. Private carriers Jet Airways, SpiceJet and IndiGo operate flights from terminal 1B while national carrier Air India and budget carrier GoAir operate from terminal 1A of the city's domestic airport.

hane police arrested a 27-yearold driver on Sunday for allegedly strangulating his wife to death over a petty quarrel, police told PTI. Police inspector K.D. Katkar of the Kapurbawadi police station said that the accused Rajkumar T. Chavan frequently quarreled with his wife over petty issues. On Saturday night, after he she refused to have conjugal relations with him, he got annoyed and allegedly strangulated her to death. The police identified his dead wife as Rupali aged 23 years and said that he sat on her chest, beat her up and stangulated her to death. The incident happened around midnight after which the accused later walked into the police station and informed the police about his act. The police arrested the accused and booked him under Section 302 of the IPC.

he Congress and NCP which ruled the state for 15 years are no longer seeing eye to eye. After snapping ties before the Assembly elections, the erstwhile alliance partners are leaving no stone unturned to attack each other. Going one step ahead in the ongoing tiff, the state Congress president Manikrao Thakre has categorically questioned NCP's claim to the post of Leader of Opposition in the Legislative Council. Speaking to reporters, Thakre said, “NCP has declared outside support to the new BJP government which

may be recalled that the NCP had announced its support to the BJP government on the day of the results. in the 78-member upper house. The Leader of Opposition's post in the Lok Sabha was denied to the Congress citing the rule that the party should have at least 10 per cent of the total seats. Here the BJP might take the help of the NCP to keep the Congress away from this post. A special three-day session of the state Assembly will begin on November 10 in which the first BJP government will face a crucial trust vote on November 12. All the 287 newlyelected legislators will be sworn-in and the minority government headed by Chief Minister Devendra Fadnavis will face the confidence vote of the house.

y emphasis will be on developing corruption-free human resources. While the government will take action against corruption, my priority will be on creating the future generation free of corruption. For the first time, the Bharatiya Janata Party (BJP) in Maharashtra has thought of integrated human resource development”, remarked Minister for School, Higher, Technical, Medical Education and Cultural Affairs Vinod Tawde. He said this when asked about being handed over the charge of the integrated four Education depts as before the polls he had indicated his preference to head the Home department. The new Education Minis-
ter clarified that given his student activism background of ABVP he had asked for an integrated Education-related ministry. Tawde stated that the party has sought to integrate all the education-related depts into one on the lines of the HRD department. He said that Prime Minister Narendra Modi has envisaged developing skilled manpower for the world market. Tawde added that his emphasis will be on making Maharashtra the No.1 in skill development as propounded by PM Modi. If, however, they join the government, they can participate in the BJP’s programme of governance and development. They will have something to do if not having a chance to be in complete power. Uddhav Thackeray was evidently overconfident: After being the dominant partner with BJP for over 25 years, he must have thought he should continue the existing arrangement. Evidently, he did not reckon with the Modi magic. He must have got the shock of his life after the assembly election results were announced. He must have reckoned the Shiv Sena would get the required majority number of seats. He would then be magnanimous and offer the BJP some plum ministries. As Uddhav Thackeray stares at reality now he can feel far from happy. He still wants the post of deputy CM and also some six important portfolios. The BJP knows it has an advantage over the Sena with regard to the bargaining strength. It knows, however, that despite becoming the largest single party, it has still number problems. It will have to depend on independents and others: Even if it succeeds in getting them, it will be seven seats short. The BJP very well know it should not have this continuing problem. It would like to have in place a permanent arrangement: It can have this only if it is able to have a tie-up with the Shiv Sena.

ACK in 1969, when a morally and politically wounded Indira Gandhi nationalized fourteen private banks only to get the better of her rivals in the then united Congress Party, the retrograde move was sold to the people as their passport to riches. The late Mir Mushtaq, a senior Socialist leader who had only then jumped on the Indira bandwagon, went around telling industrial workers in the national capital that thanks to the takeover of the ‘Tata-Birla-owned banks’ every Indian could expect to get Rs. 5,000 in his personal bank account. Of course, nothing of the sort happened. Indira Gandhi’s objective was to decimate the syndicate, if in the process the economy too was decimated, so be it. Since when have the Nehru-Gandhis put national interest ahead of their own? Anyway, our concern here is not bank nationalization and the multifarious damage it inflicted on the national economy. We are on the ongoing controversy about those trillions of dollars allegedly stashed away in secret bank accounts in foreign countries. Now, do not for a moment think that every Indian will soon have Rs.15 lakh each credited to his bank account once the exertions of the new government to bring back black money bear fruit. Election-time rhetoric needs must be taken with more than a pinch of salt. The Congress Party, the sole culprit in creating that humongous mountain of illicit money in the first place, has a much worse record to defend on this score, what with those promises of Garibi Hatao and Rs.5,000in-every-bank-account. The verbal excesses of the courts and politicians aside, the truth is that there are no trillions of black money to be brought back from foreign tax havens and numbered secret Swiss accounts. No. Not even a fraction of those imaginary sums. Black or white, money is highly fungible. Those who have it are unlikely to allow it to rot in secret accounts, Indian or foreign, where it yields zilch returns. Instead, they would bring it back through Mauritius or Singapore or some such route to invest in equity markets, real estate or some other business where the returns can be enormously high. To think that trillions of Indian dollars are stashed away in secret foreign accounts is, therefore, total balderdash. Frankly, the record rise in the Sensex could not have been possible without the flow of funds through the Mauritius route under the very convenient stratagem of Participatory Notes (PN) which hide the identity of actual investors. The so-called FIIs, a majority of them mere post-box entities in Mauritius and other such places, throw a fit and threaten to pull out all their money the moment there is a suggestion edgeways to lift the veil on PNs, even slightly. On several occasions in the past finance ministers seemed to have allowed people close to them to make a killing by merely threatening to lift the secrecy behind the PNs only to quell those fears once the Sensex is driven down. The question is simple. If the FIIs are investing only white money why should they tremble at the thought of their identity being made public? The answer is equally simple. It is our own Indian money, sir, which is brought back through the Mauritius or Singapore route. This is what they call the roundtripping of money. As for the taking out part, well, hawala is only one of the several channels. Over-invoicing of imports and under-invoicing of exports is another. Also, do not forget that after the 9/11 atrocity, the Americans and other western nations have begun to thoroughly comb the global financial networks for any traces of terror funding. Indeed, the US penalized at least two of the most powerful Swiss banks which

were found to be helping American citizens to stash away illicit funds in branches located in America itself. Why, even the lists of illegal accounts made available to India were given by the Germans and the French. We lack the wherewithal to police the foreign bank channels, never mind the boastfulness of our politicians. Happily, the growing pressures from the US and other western nations have forced the Swiss to make their world-fabled banking industry mindful of the urgent needs of fighting global terror and crime syndicates. No longer is it easy for anyone, Indians included, to walk into a branch of a Swiss bank in Geneva and deposit sackful of dollars in a secret account and walk away with a little chit bearing the numbered key to his treasure. The global banking system is far more transparent now due to the growing jihadi threat. Now, if you are agreed that there is hardly any chance of large quantities of black money stashed away abroad, you should have no

Sena tried to play hide and seek from the day the elections were announced in the state. There still is some friction between the two parties and that is not good for state politics. Too many permutations and combinations are worked out when there is test of strength in the Assembly as the Governor will ask BJP to prove its majority on the floor of the house. EW DELHI: Aiming to provide temporary shelter for migrants and homeless people, the government is firming up a new initiative to launch a rental housing project in the big cities to answer their accommodation needs. "We are launching a major initiative to promote rental housing on a large scale, for which an investment of Rs 6,000 crore is proposed," said a senior Urban Development Ministry official. "Migrants who flock to big cities in search of livelihood often face housing problems. Since most of them are economically weak, they face difficulties in getting suitable accommodation," said the official. According to the plan, the rental
housing project is expected to be first taken up in the national capital before being later replicated in other cities. The project aims at providing shelter to migrants and the homeless for short periods till they acquire their own houses, the official said. The housing shortage is at nearly 18.78 million according to estimates in 2012 and 95 per cent of the shortage is in the low-income category. The NDA government is also going to launch the Sardar Patel National Urban Housing Mission to enable slum dwellers, economically weaker sections and low income groups to own houses in urban areas. Expediting Prime Minister Narendra Modi's pet project of cleansing the Ganga, the Centre will be constituting 25 special teams to check the source of pollution of the holy river so that further action could be taken accordingly. The teams to be drawn from different wings of the Ministry of Water Resources would inspect various drains of the river during winters as there is no flow from the glaciers.

India being one of the best performing emerging markets is expected to gain from this development. TATA INTERNATIONAL RAISES SGD150M IN FIRST PERPETUAL BOND SALE
The global trading arm of the over USD 103 billion Tata Group, Tata International, has raised 150 million Singapore dollars in an overseas bond sale, priced at 6.65%. This is the first-ever perpetual bond issuance in the Singapore debt market by a domestic company, as also the largest sole-advisor led transaction from country in recent years, according to the merchant banker HSBC. The issue got close to seven times over-subscription, enabling the company to tighten pricing to 6.65%, HSBC said.
UNION BANK Q2 NET UP 78% AT RS 371 CR
State-run Union Bank of India on Friday said its net profit rose 78% to Rs 371 crore in the three months to September, driven by lower provisioning and income tax write-back. The bank had reported a net profit of Rs 208.12 crore in the July-September quarter of 2013-14 fiscal. "Increase in profit was on account of income tax write-back worth Rs 140 crore and lower provisioning," Union Bank Chairman and Managing Director Arun Tiwari told reporters. Provisions during the second quarter under review stood at Rs 785.41 crore as against Rs 936.75 crore in the same period last year. Domestic net interest margin declined marginally to 2.60% from 2.62 percent, while global NIM stood at 2.53%, a notch down from 2.54%. "The marginal decline in NIM is due to proportionately higher increase of cost of funds compared to the gains in the yield. The cost of funds was impacted by increase in deposit cost whereas yield of fund was impacted by fall in investment yields," the bank's Chief Financial Officer Mayank Mehta said. Gross NPA in Q2 stood at 4.69% as against 3.64% whereas net NPAs was 2.71% vs 2.15%.

ASCI UPHOLDS COMPLAINTS AGAINST 84 MISLEADING ADS
Advertising industry watchdog ASCI upheld complaints against 84 campaigns in August for misleading ads, including those of Honda Car India, Maruti Suzuki, Hyundai Motors, eBay, TataSky and HUL. According to the Customer Complaints Council (CCC) of ASCI (Advertising Standard Council of India), it received 95 complaints during the month and a maximum 41 complaints of misleading ads were upheld from the personal and healthcare category. The council concluded that leading auto maker Maruti Suzuki violated its code by showing its hatch back Swift doing acrobatic turns at high speed in an advertisement with a a father and a small child. JSW PLANS TO RAISE USD 500 MN TO PARTREFINANCE RUPEE DEBT
With the aim to refinance a part of its rupee debt, JSW Steel is planning to raise USD 500 million through a bond sale to investors in Asia and Europe, investment banking sources said. The roadshows for the bond sale would start next week and the company representatives would visit Singapore, Hong Kong and London to woo investors, they added. Confirming the schedule of the roadshows, JSW Steel's Jt. Managing Director and Group CFO M V S Seshagiri Rao told PTI that the proposed bond sale was aimed at refinancing part of the rupee debt and aimed at reducing the interest outgo. He, however, did not confirm the amount, tenor and timing of the bond, saying the call would be taken on the movement of the market which is "a little stable" now.

n a bid to tackle delay in implementation of crucial projects, all ministries have been asked to initiate the budgetary process much in advance so that funds can be released soon after the Budget is passed. "After the Budget is passed, normally it takes 5-6 months to get the allocated funds released. In a recent cabinet meeting, all ministries have been told to start the necessary work in advance for the next Budget," Agriculture Minister Radha Mohan said at the 41st foundation day of the Agricultural Scientists Recruitment Board (ASRB). This was conveyed to all ministers informally after a recent cabinet meeting, he said. "We have been told in our Department to start the process now so that funds for crucial schemes are released within 15 days after the Budget is passed in February," he said on the sidelines of the event when asked to elaborate on the issue. The timely release of allocated funds is crucial for the successful implementation of various schemes, he added. The Finance Ministry has already initiated the Budgetary exercise for the 201516 fiscal by seeking inputs from various Ministries and Departments. The ministries have been asked to submit revised estimates of expenditure for 2014-15 and demand for grants for the next financial year beginning April 1, 2015. The Budget, which con-
tains revised estimates for the current financial year and estimates for the next fiscal, is presented on the last working day of February by the Finance Minister in the Lok Sabha. This would be the second Budget of the Modi government. On availability of agri-talent in the country, Singh said that the country has never faced shortage of talent but the issue has always been "identifying" the right one. In order to identify the talent pool, Agricultural Scientists Recruitment Board (ASRB) is making good efforts. However, the need of the hour is that the research work of scientists should be transfered to the farm field for achieving next level of growth in the sector, the Minister said. He called upon the agri-scientists' community to adopt at least one village and undertake work in that area. On vacancies not getting filled up in the government body Indian Council of Agricultural Research (ICAR), the Minister said that efforts will be made to absorb more talent in the next year. "About 600-1000 vacant posts will be filled up in the next year," he said. Currently in ICAR institutes, about 20 per cent of the total 6,600 cadre strength remains vacant. By February, ASRB is aiming to fill up 300 vacant posts. Efforts are being made to absorb at the entry level, ASRB Chairman Gurbachan Singh said and suggested talent should also be attracted from abroad.

Housing Prices Rise In 18 Cities By Up To 3.9% By A Business Reporter

ousing prices appreciated in 18 major cities by up to 3.9% in April-June over the preceding quarter while property rates fell in six cities including Delhi, according to National Housing Bank (NHB). In the national capital, housing prices dropped by 3% during the first quarter of this fiscal compared with the January-March 2014. Maximum price increase was witnessed in Pune by 3.9%, while Chandigarh saw highest fall of 4.4%, according to NHB's 'RESIDEX'. NHB had launched housing index 'RESIDEX' in July 2007 to track the movement of housing prices on a quarterly basis. It currently covers 26 cities. Prices in two cities -- Hyderabad and Raipur -remained stagnant. "The movement in prices of residential properties for the quarter AprilJune, 2014 has shown marginal increasing trend in 18 cities ranging from 0.5% in Bhubaneswar to 3.9% in Pune, and fall in 6 cities ranging from -0.5% in Lucknow to -4.4% in Chandigarh in comparison to the previous quarter January-March, 2014," NHB said in a statement.

The equity category, which reported a consistent decline in retail folios from H2FY11 until H2FY14, posted a record addition of 4 lakh folios in H1FY15 to 2.90 cr folios. Strong rally in the equity market and the consequent rise in investors’ interest led to the sharp increase in retail folios. The equity market benchmark CNX Nifty gained 19% in the six months ended September 2014 on hopes of economic reforms by the new government, according to the latest Crisil Research report. Retail folios in debt funds maintained the uptrend (since March 2009) in H1FY15. The category added 2.50 lakh retail folios over the past six months as compared with the addition
of 2.61 lakh folios in the preceding six months. Retail folios in liquid funds saw third consecutive half-yearly rise. The category added 19,179 folios taking the total to 2.41 lakh folios in the six months ended September 2014. Gold exchange traded funds (ETFs) posted their third consecutive half-yearly decline in the overall folio count. The retail segment saw closure of 21,557 folios to end at 4.68 lakh folios in the period under review compared with closure of 35,013 folios in the preceding six months. Domestic gold prices (represented by the CRISIL Gold index) fell 5% in the six months ended September 2014. Retail investors continued closing accounts in balanced funds, with the category reporting a sharp fall of 30% or 7.76 lakh folios. Tenure-wise analysis of assets under man-
agement (AUM) across investor types and categories for the half year ended September 2014 showed that 64% of retail AUM stayed in equity mutual funds for more than two years, higher than 62% seen in the preceding six months. Of the Rs 1.72 lakh cr of retail investments in equity-oriented mutual funds, Rs 1.10 lakh cr was held for over 24 months. About 32% of HNIs, by AUM, stayed invested in equity mutual funds for more than two years, lower than 47% seen in the preceding six months. Corporates continued to dominate mutual fund AUM with 47% share in September 2014, down from 49% in March 2014. HNIs were the second biggest contributor with 28% share. The retail segment’s share in total mutual fund AUM rose to 22% in the latest six months from 21% in the preceding six months.

upee plays within a well defined range of 60:70/61:00 and 61:90/62:00 levels on spot. A broad based rally in the US Dollar overseas but equally attractive is Indian equity and debt instruments right now that these two opposing forces are not allowing for a trend. At the same time, Indian Rupee bulls know it very well that the central bank remains committed to shore up its reserves, in case the speculators decide to push the local unit too far. Though Rupee might have remained slightly weak against the US Dollar but it continues to appreciate against many other global currencies. As a result, export competitiveness is being hurt. There is unspoken currency war is underway around the globe, with various central bankers trying to use the weak currency to grab whatever external trade market share they can. Global trade growth has suffered, as global economic growth remains uneven. The way Yen has
depreciated against other global currencies is spoiling the export competitiveness of other Asian and European economies, which are export driven. Value of one fiat currency against the other is largely determined by the relative attractiveness. Net demand and net supply is what determines whether one currency appreciates or depreciates against the other. For the Indian Rupee, last 12 months have been a game changer. A mix of internal and external factors, which were acting as headwinds till last year, has now reversed polarity, and is now offering sizable positive momentum. Interest rates in the country, after adjusting for inflation is now positive by a decent margin and is expected to remain so over the short to medium term. A positive real rate is con-
sidered deflationary for the economy and hence improves the relative attraction of the Rupee. At the same time, GOI has shown remarkable political will in restraining fiscal expenditure and hence the deficit. Once the economy picks there will be tax buoyancy, in which case, the fiscal deficit can shrink further over the medium to long term. Fiscal prudence is once again deflationary and also thereby adds to the positive pressure on the domestic currency. Over the near term, we need to keep an eye on the developments surrounding the 'black money" proceedings. India is yet to ratify two major global treaties on sharing of information on illicit money. India needs to ratify the FACTA accord, Foreign Account Tax Compliance Act
by the end of 2014. Under the law, Indian firms dealing with US nationals or having business in US, will have to disclose information to US tax authorities. Similarly, US along with other signatories of the FACTA will share information with India on its citizens financial activity in those countries. The apex court in India is expected to pronounce its verdict around the first week of December. We have to keep a eye on the proceedings as incase the Supreme court prohibits GOI from ratifying FACTA on grounds of embedded confidentiality clause, then it can have significant adverse effect on the Rupee. We have seen a U-turn in the global financial markets, where, a mix of financial intervention and verbal intervention, from the BOJ, US Fed and ECB, has triggered a massive risk on play. Indian equities and debt have benefited from the same. BOJ announced fresh measures to ease monetary policy. Bank of Japan will now expand its monetary base at the rate of 80 trillion yen annually, from 70 trillion yen previously. At the same time, the domestic pension fund, GPIF is expected to announce doubling its allocation of funds to domestic equities and foreign equities, at 25% each now. Global economic data over this week was mixed with Germany reporting poor business sentiment data for the month of October (IFO). Euro zone credit contracted further in September but at a slower pace. US

durable goods orders had contracted in September. US GDP rose at 3.5% in Q3 after rising 4.6% over the previous quarter. A sharp rise in government spending drove the economic growth upwards. In Japan, household spending declined by more than forecast in September. Inflation in Japan came in lower than forecast in October. ECB's just concluded stress test of the Euro zone financial institutions failed to inspire confidence, as the central bank failed to account for deflation in the worst case scenario. Modeling a euro wide deflation would have led to a sizable increase in bad loans under the worst case scenarios. Over the next week, traders will keep a close eye on the flash PMIs from major European economies as well ISM PMIs from US. US economy is also scheduled to release its monthly non-farm employment numbers. At the same time, Chinese and UK PMI will offer a glimpse into the state of their respective economies. Both, central bank from UK and Euro zone are scheduled to announce its monetary policy. Indian economy is going to report the PMI data for the month of October. Indian Rupee is expected to trade within a band of 60:70/61:00 and 61:80/62:20 over the next couple of weeks. Large options OI at 61 strike put option and 62 strike call options on NSE confirms the above the range. Rupee can continue to appreciate against Yen and the Euro. Against the GBP, it can remain ranged.

Pay Off Your Home Loan Faster!
lthough it's a great feeling to be a homeowner, paying a fat portion of your salary towards the EMI payment of your home loan is not the happiest feeling. And to think that you will need to keep paying this sum of money for a prolonged period of 10-15 years (the tenure of your home loan) may feel exasperating, as the best part of your youth is over by then! Besides, the interest rate you pay the lender may actually end up making the repayment amount bigger than the principal amount you have borrowed. What then is the solution? The solution is prepayment of your mortgage in easy and simple steps to lighten your debt burden and save money in the long run. Till about a couple of years back, one had reason to be worried about the prepayment of one's home loan because of the costs involved. But that does not hold true any longer with the RBI having directed banks and financial institutions to do any with any penalties on floating rate home loans. This directive from the apex bank came in the monetary policy announcement in June 2012. But if you still think that prepayment of your mortgage is an impossible feat given the fact that you are barely managing your other fixed expenses, read on to find out how it may not be such a far-fetched possibility after all. Take a look at your financial plan: Before you jump the gun and panic thinking that you must pay off your home loan as soon as you can, or at least think about a refinance option for your home loan, take a closer look at your financial plan. See the number of investments you have and the returns they are yielding. Once you are assured that your investments are taking care of your short, medium and long term financial goals, you can direct the surplus you have towards the prepayment of your home loan. The thing to remember here is that, you should not dip into your emergency fund or compromise with your financial goals to make this prepayment. Tweak your EMI structure: The thought of part payment of EMI may seem intimidating to you, because it is not possible for you to make a full payment of an EMI altogether, but have you considered the possibility of making a slightly higher EMI payment? Even a small amount of Rs 1,000 to 2,000 will go towards towards the repayment of the principal amount of your loan. As your principal comes down, so does your interest amount and you end up reducing your tenure by at least 1-2 years. Make partial payments whenever possible: Most large banks allow their home loan customers to make n-number of partial payments in a year (However some banks may have a limit of the number of partial payments one can make in a year, so make sure you check with your lender about this provision upfront) . So whenever you have a festival related bonus or a performance bonus coming in, use it for the part payment of your home loan, instead of buying that expensive LED television set or the latest iPhone in the market. While you may have to make certain compromises now, you will end up saving a lot of money on your home loan in the long run. Cut your costs and live below your means for the first few years: Having a home loan to pay off is a great financial burden, but there is nothing that matches up to the satisfaction of having a roof over your head that you can call your own! Let this be your motivation to cut corners wherever you can and direct the money saved towards the prepayment of your home loan. You may have to let go off the annual vacation in a foreign location for the first few years of your mortgage tenure, but having the peace of mind will be a much bigger incentive. Get the family involved: You may be the main breadwinner of the family and the onus may be on you to manage the finances, but when it comes to the mortgage, make your family as responsible as you are. Instead of having to battle their disappointments about not getting the things that you had earlier planned (the foreign vacation for instance!) make them as involved in the prepayment process as you are. They may not be able to pitch in with the extra money, but they can sure think up some interesting means of spending quality time together. A vacation in a place that is closer to home or doing up the kid's room with their favourite furnishings could save money and give them as much joy!

uring February and March every year we see a rush in launch of fixed maturity plans (FMP’s) with maturity periods above 370 days and 540 days. The reason was indexation benefit that an investor would get if they invest in FMP’s, as returns in FMP’s is always higher to fixed deposit. Post tax returns when compared, FMP’s would give marginally 3% higher returns as compared to fixed deposit due to indexation benefit on long term capital gains for FMP’s held over a year was 10% without indexation and 20% with indexation. Post budget 2014, with the proposal of tax implication on non-equity funds, investors are required to be invested in FMP’s for more than 3 years to benefit
from long term capital gains tax of 20% with indexation. This has discouraged most investors as FMP’s that were a part of their portfolio was mainly due to the taxation benefit as they would get vis- a –vis fixed deposit even for a period from 1 year to 3 years. Also it has affected those who have invested in this instrument a year or 2 years back, as any FMP’s maturing post April 2014 will be impacted by new taxation policy and redemption proceeds will be taxed as short term capital gains if redeemed within 3 years. Though it may not be suitable for investors who were investing for less than 3 years period, FMP’s are still considered to be a better option than fixed deposit if investments are for a maturity period of over 3 years as it still gives indexation benefit which is not there in fixed deposits. This encourages investors to save and earn more when invested for a longer period of time. Also those investors who are not in the tax bracket of 30% would not have an impact from this change as they would pay short term capital gains of 10% or 20% as applicable. Since FMP’s are close ended funds, though it is listed on stock exchanges, due to lack of liquidity it may be difficult to redeem until maturity, this gives an advantage for investors who are keen in saving for the future.

Brand Loyalty: What’s That?
he winds of changes in the Indian market place have brought about a clear shift in consumer behaviour in recent times. For many years, a lot of product and service marketers considered that customers were there with them for life, and they started taking brand loyalty for granted. However, there has been a transformation in the Indian market and consumers are now loyal to ‘perceived value’ and not necessarily to brands. Due to intense competition and a wide choice of brands, every Indian consumer is today equipped with, what I call ‘an imaginary remote control’. With this imaginary remote control the consumer explores various brands, only momentarily, and evaluates them based on the ‘perceived value’ he is getting. Thus each brand gets very little time to project itself, before the consumer moves on to evaluate another brand. Only those brands which are able to give regular, sustainable and consistently high ‘perceived value’ would be able to attract and retain customers. How did this trend suddenly emerge? Well, the first reason is competition followed by the rising standards and expectations of Indian consumers. Further, many brands never had brand loyalty but a mere monopoly in a particular category or force of habit amongst consumers. Thus the consumers were not loyal to the brand out of choice, but instead out of force or conditioning. It is not to say that brand loyalty can no longer exist. However ‘perceived value’ loyalty would precede brand loyalty. Only after a thorough assessment would be a consumer settle for a brand. Let us take two case studies to understand this emerging trend. In the case of televisions, when a consumer walks into a dealer outlet, he quickly pulls out his ‘imaginary remote control’ and starts evaluating brands in terms of ‘perceived value’. More often than not this recent ‘perceived value’ trend has got consumers attracted to some promotion brands. Whether it is through innovative exchange schemes, unique tie-ups or liberal consumer financing, they have got Indian consumers excited and brand loyalty in the television segment has gone for a toss. In fact, though these promotion brands run the risk of being seen as a discount brand, they have been able to provide the desired ‘perceived value’ to not only first time TV users, but also to multiple users who would like an additional television set in their bedroom or children’s room and to those who are in the replacement market. This indeed has made the Indian consumers taste blood and should a brand come in and provide better ‘perceived value’ than these promotion brands they would consider that brand. The second case study is in the area of entertainment. In recent times, Star Television channel has shaken brand loyal TV consumers and has aggressively increased its market share. This again is the process of the Indian viewer taking out his ‘imaginary remote control’ as well as the physical remote control and surfing channels in the search of ‘perceived value’. The viewer’s involvement with ‘perceived value’ is so high that he looks at programmes, and not channels, and evaluates each one before settling down to watch it. If a channel is able to provide a mix of good programmes that have higher ‘perceived value’, the consumer gives up his channel brand loyalty and moves towards greater enjoyment and satisfaction. REVIEW OF THE PREVIOUS DAY:
The Nifty rose substantially on Friday (October 31, 2014) a net 153 points (1.87%) and closed at the 8322 point level. The market opened up with a gap at the 8200 points level. It then declined marginally and registered the day’s low at the 8198 points level at 9.17 a.m. The index then rose steadily throughout the session and registered the day’s high at the 8330 points level at 3.19 p.m. and then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 133 points and closed above the psychologically important 8300 points level. Sentiment was extremely bullish and amongst the 50 Nifty stocks 45 were gainers while just 5 stocks closed in the red. All the sectoral indices barring consumer durables closed in the green. Substantial buying was witnessed in capital goods, infrastructure and oil & gas stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 6.11%. This change is moderate but indicates a wide participation by investors.
Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 1031 were gainers, 541 were losers and 41 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI is above the 60 level and is now rising (positive if it continues).

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a second consecutive and long white body candle on higher volumes. In fact, yesterday's candle is almost like a white body Marubozu candle. (A White Marubozu forms when the open equals the low and the close equals the high). Moreover, the body of this candle is above and outside the body of the previous candle indicating a range expansion and acceleration. Further, the index is above the 5, 15, 25 and 200 day moving averages and all the four averages are rising. Moreover, the velocity parameters too indicate strength. All these indicate a positive bias and the possibility of a further upmove unfolding. Investors are advised to hold long positions.

A major fire broke out on the sets of Karan Patel & Divyanka Tripathi’s show 'Ye Hai Mohabbatein' at Kilick Nixon Studio. While no casualty has been reported, the fire has caused a huge damage to Ekta Kapoor’s Sakinaka studio. About 12 fire engines and two ambulances were rushed for immediate assistance. Sources said that the fire took place because kids were bursting fire crackers nearby. Sources reveal that the Bhalla house, where the show is shot is completely damaged. Two years on
'Ek Veer Ki Ardaas…Veera' that managed to capture the hearts of millions of viewers, making Veera and Rannvijay household names, has now completed two successful years. The show that featured Bhavesh Balchandani and Harshita Ojha as Ranvi and Veera, respectively, took a leap last year and introduced Shivin Narang and Digangana Suryavanshi as Ranvi and Veera. The cast and crew celebrated the show’s success with a small cake cutting on the set. Narang says, “It feels amazing that the show has completed two years now.” Digangana Suryavanshi believes Veera has been a life changing experience for her.
Kapoor says, "The beauty of Indian history remains open to perception and interpretation." And it was this that encouraged her to take up the challenge of producing the show under the banner of Balaji Telefilms. The magnum opus historical will capture the intriguing journey of love that, in fact, began with intense hatred. A similar historical drama 'Jhansi Ki Rani' on Zee was a huge success. Also 'Veer Shivaji' and 'Bajirao Mastani' on Marathi channels grabbed eyeballs. Zee head of content Ajay Bhalwankar states: “Our experience with 'Jhansi ki Rani' gives us the conviction that viewers in India are curious to know more about prominent historical figures. It was a story that was received extremely well because it was told interestingly. The key objective is to highlight to our audiences the power of love and its significant role in making someone a better human being. And on top of that we have a wonderful team consisting between 800 – 1,000 who have been working thick and thin for the show. So it will work very well with the audiences at large.” A new channel called Epic Channel will soon beam only historical content and their first show is based on the Mahabharata. Mahesh Samat, the force behind the channel, is optimistic about the prospects of his channel. Let's hope it creates history too!

NOTES FROM NEW DELHI HAPPENINGS IN AYODHYA: THE INSIDE STORY
I want to clarify that the Ram Mandir dispute is not communal – it is political. After undergoing the tragedy of partition, the poison of communalism set in. The top leaders of the Congress like Pandit Nehru and Mahatma Gandhi were certainly talking about a secular nation. The nation was even declared secular, but on the Ayodhya issue, Pandit Govind Ballabh Pant along with former Congress leaders and workers were not ready at all to believe in secular values. Only a few people now know the real reasons behind why that dispute began on December 2223, 1949. What were the circumstances that abetted it?

All these 11 members stood for the by-elections held in June-July 1948 and except Gajadhar Prasad, they all lost. The Congress had not spared any effort to ensure their defeat. After primary education, in 1913 he met and adopted as his guru Paramhans Anant Prabhu Baba Raghav Das was not only a religious person, but was also associated with many religious organisations. Acharya Narendra Dev, who was a person of socialist inclination, could easily be labelled an atheist and anti-religion and this was done too. Leading the election against Acharya Narendra Dev was the premier Pandit of Uttar Pradesh, Govind Ballabh Pant. His other associates were Lal Bahadur Shastri, Mohan Lal Gautam, Purushottam Das Tandon and A G Kher, etc, whereas in spite of being in the Congress, Chandra Bhanu Gupta, Kamlapati Tripathi, Sampurnanand, Sucheta Kriplani and Algu Rai Shastri kept themselves away from the ‘defeat Acharya Narendra Dev’ campaign. In a meeting of Mahants and religious leaders in Ayodhya Pandit Pant had also given the assurance that their religious sentiments will be protected, their love for Hindi will be kept in mind, Zamindari abolition will not have any on them and the Congress will protect Hindi and their ancient culture. Socialists in reality are supporters of Hindustani-based Nagri script and the Farsi script. Those who

In this regard, Pandit Nehru had given a message to the UP Chief Minister too through telephone and telegram that the idol installed in the mosque be removed. Central Home Minister Sardar Vallabhbhai Patel too had in a letter called the keeping of the idol inappropriate. But Pant said to Nehru that the situation and circumstances are very bad. If attempts are made to remove the idol, then it will be difficult to control the crowd. In the partition of India and the poisonous storm of communal-

n 1947, the partition of the country took place amidst dreadful bloodshed. In those days communal tension in the country was at its peak. Faizabad was not untouched by all this, especially because it was in this district that Ayodhya was situated, where during the past 100 years, violent incidents had happened many times in the context of the Babri Masjid and Ram Janmbhoomi dispute. After independence many Muslims migrated from Awadh to Pakistan. In that period of communal frenzy, it was but natural that Hindutva forces thought that the time had come when they could replace Babri Masjid with Ram Janmbhoomi. The Hindu Mahasabha – leader of communal Hindus – had never been a very influential political presence, but in the Congress itself there was no dearth of such people who could be called its ‘espousers’. At the top, the liberal secular democratic leadership of Gandhi-Nehru was present, but in the states and at the ground level there was no lack of such people who in their thought stood close to the Hindu Mahasabha. In the by-elections held in the Faizabad election constituency in 1948 too, the local leadership of the Congress raised the Ram Mandir issue prominently. Immediately after independence, Acharya Narendra Dev and 11 other members of the Con-

They were always in fear that people should not brand them Pakistanis and upon suspicion of their being ‘active’, should not get them killed. That is why they used to avoid any kind of resistance. This was the reason that no strong resistance was put up upon destruction of graves around Babri Masjid and the keeping of idols in the mosque. The first legal case was also filed from the Hindu side. The Hindus were being led by Gopal Singh Visharad. No big Muslim lawyer was ready to advocate the case of Muslims. Muslims did of course go to the Faizabad court for the case. Their advocate then was Rahmat Sahib. He used to guide their path. Many influential Muslim advocates remained disconnected from this, because they feared losing the support of Hindus and the administration. This was the reason that when the question of determination of attached property ownership was going on before the City Magistrate, from the side of 21 Muslims, affidavit statements were submitted that if this site is given to Hindus, then they will have no objection. The affidavits were generally from families of workers employed in the Faizabad Municipality and Government offices or of those people who were under pressure from Hindu leaders. It was on account of taking it up merely as a case that from the side of Hindus, well known advocate Babu Jagannath Prasad and from the side of the Nirmohi Akhada socialist leader Sarvjeet Lal Verma had become advocates. The interesting fact is that on various sides of the case, arguments-counter arguments took place in the courts only – not in houses or on the roads. After attachment under section 145 of law for criminal breach of peace, for determination of ownership this matter was handed over to the Civil Court, but even after that in the court of the City Magistrate the hearing continued. From the side of the Muslims too, an affidavit was submitted there, not in the Civil Court. This was presented before Additional City Magistrate Markandey Singh. After the appearance of the idol of Ramlalla in the mosque, on December 29, 1949, the local administration as per section 145 attached the disputed land and for arrangement of prasad, raag, aarti (rituals) etc, appointed president of Faizabad Municipality Babu Priyadutt Ram as the receiver. In this way the situation became such that now, whenever this matter comes up, then a reply is given by the administration that the matter is subjudice in court, therefore no interference can take place. The appointment of Arvind Subramanian as chief economic advisor finally put an end to the speculation in Delhi. The government has also made many changes, including appointing reform engine Rajasthan IAS officer Rajiv Mehrishi as economic affairs secretary, among nine other secretary-level changes. The intent, say observers, is to push for major economic reforms. The changes have put in place an entirely new team of babus at the finance ministry, who will be in charge of preparing next year’s Union Budget. This happened even though his former boss, the pugnacious Vasundhara Scindia, Chief Minister of Rajasthan, was not quite willing to relinquish his services. Mayaram’s exit was expected since he was seen as being identified with the UPA government though the new FM was agreeable enough. Modi has shown that he is not keen on holding on to the detritus of his predecessor’s regime. Mehrishi enjoys a comfort with Finance Minister Arun Jaitley, with whom he’s worked in the previous NDA government.

Home Minister Rajnath Singh has been showing signs of a new assertiveness of late. Recently Singh surprised babuwatchers by transferring 10 joint secretaries in one swoop. While it’s not clear whether the reshuffle was effected with the approval of the mighty Prime Minister’s Office (PMO), sources say that it is rare for a Home Minister to order a reshuffle of this scale. Rajnath, sources say, has reassigned positions which were held by IAS officers to IPS officers, a move that has naturally caused much heartburn among the IAS officers. A 1986-batch IPS officer M A Ganapathy, who has worked with Singh before as officer on special duty, will now head the Internal Security-1 division, which monitors terror organisations and drug trafficking. The IAS officer ousted by Ganapathy is Rakesh Singh, who will now look after the union territories. Curiously one of the unhappy joint secretaries transferred by Singh, has a votary in secretary (border management), Sneh Lata Kumar, who is lobbying hard to retain the officer. Will Singh bend?

Public spats between senior bureaucrats have become distressingly frequent in Karnataka, causing much embarrassment to Chief Minister Siddaramiah’s government. The most recent episode, and by all accounts still ongoing, is the one involving 1996-batch IAS officer Rashmi V Mahesh, directorgeneral of Administrative Training Institute in Mysore, and her predecessor Amita Prasad. The media has been going to town ever since Rashmi was attacked by some former employees of the institute. She has demanded a CBI probe into alleged financial irregularities at the institute during Ms Prasad’s tenure. ABU DHABI: Misbah-ul Haq matched the record for scoring the fastest century in Test cricket and broke that of the fastest fifty as Pakistan set an imposing target of 603 runs for Australia to win the second Test. The Pakistan captain reached his century in 56 balls at Sheikh Zayed Stadium, matching the previous best effort of West Indian great Sir Vivian Richards, who achieved the feat against England in 1986. Earlier, Misbah reached his 50 off 21 deliveries with the last ball before lunch, turning Mitchell Starc to the mid-wicket boundary for three runs, eclipsing the previous record of fastest 50 from 24 balls by South Africa's Jacques Kallis against Zimbabwe at Newlands in 2005. Khushbir forced to pull out midway by coach: sources
NEW DELHI: In an unsavoury incident, Asian Games silver medallist Khushbir Kaur was today forced to pull out of the women's 20km race walk event of National Open Athletics Championships midway into the competition by her coach Alexander Artsybashev as he felt her ward could get injured at the season-ending meet. Amritsar girl Khushbir, who was representing ONGC, wanted to take part in the early morning event against the wishes of Russian coach Artsybashev who, according to Athletics Federation of India sources, did not want her to take part on the ground that she could get injured. She took part and was leading the race by a big distance before pulling out after covering around nine kilometers. Another race walk coach, however, said that Khushbir pulled out midway as she was feeling pain on her legs. Artsybashev was even seen shouting at Khushbir Kaur before the start of the event following an argument with national chief coach Bahadur Singh.
"You cannot treat an athlete like that," Bahadur was heard telling the Russian. Another official said that since the National Open was an event competed by departments of the governments, the athletes also have a duty to take part. "These departments are spending money for the athletes and so they also want them to represent in these national events. The athletes also would want to do something for their employers," the official said. The 21-year-old Khushbir, who holds the national record of 1:31:40, was in the process of being made a permanent employee by the ONGC, which is also the sponsors of the National Open, and so she wanted to take part in the event. ONGC Games and Sports Cordinator Bhupinder Singh told PTI that he will have to find out why Khushbir pulled out. "We have come to know that she pulled out midway into the competition. We are going to ask her and her coach why she pulled out," Bhupinder said.

British-Iranian volleyball woman gets one year in jail
TEHRAN: A Tehran court has jailed for one year a British-Iranian woman arrested after trying to attend a volleyball match, in a decision condemned as an "outrage". The case of Ghoncheh Ghavami, a 25-year-old law graduate from London, has drawn considerable political attention because of her dual nationality and lengthy detention before trial. She was detained on June 20 at Azadi ("Freedom" in Farsi) Stadium where Iran's national volleyball team was to play Italy, and although she was released within a few hours she was re-arrested days later. Having been in custody since - at least 41 days of which was spent in solitary confinement, according to her family - Ghavami went on trial behind closed doors last month.

EW DELHI: He might be revered as the 'God of Cricket' but there was a phase in Sachin Tendulkar's awe-inspiring career when the batting maestro felt so "scarred" and "devastated" by the Indian team's ineptitude under his captaincy that he wanted to completely move away from the sport. The 41-year-old former batsman, who claimed almost every record that is there to be taken in international cricket before calling it quits last year, has finally opened up about the dark days he survived in a career which spanned over two decades. In his autobiography 'Playing it My Way', to be released worldwide on November 6, the much-admired but reticent batting legend has dwelled on the frustrations he faced during his reign as captain -- a phase which is considered the biggest debacle of his otherwise enduring love affair with cricket. "I hated losing and as captain of the team I felt responsible for the string of miserable performances. I did not get the feeling that we were over-confident, yet none of the batsmen apart from Laxman even reached double figures in the second innings and it was one of the worst batting displays I have been part of," he adds. In fact, for Tendulkar, who retired with 15,921 from 200 Tests and 18,426 runs from 463 ODIs, the defeat was so painful that it still rankles.
