Night shelters for homeless to be given priority by BMC By Priyanka Bhatt

T

he Brihanmumbai Municipal Corporation's (BMC) plans of sheltering thousands of homeless in Mumbai has been around since a few years without coming to any fruition. The High Court had asked the BMC to build shelters for homeless as it was the responsibility of the civic body to ensure that there are no people left roofless in the city. The issue will be brought up again in the General Body Meeting to be held in early August. With rapid rise in population, it was necessary for the BMC to build shelters for people who are not economically stable. BMC was supposed to built 150 shelters, out of which only seven have been built. The conditions of these shelters is also not fit enough for anybody to stay for long.

According to an order by Supreme Court’s, there ideally should be one night shelter per one lakh people, with a capacity to accommodate 100 people with basic amenities. However, no attention has been paid to this for a long time. Also, in a proposal to be brought to the General Body Meeting, it is mentioned that the family members of patients at government hospitals have to be provided shelter too. Hospitals like Tata Memorial hospital and J. J Hospital have patients that need help economically. Their relatives are forced to stay outside the hospitals because they are not able to afford rents and there is still no provision for relatives to stay at night at these hospitals. The night shelters will therefore be of use to the people who cannot afford places for accomodation.

HAPPY FRIENDSHIP DAY... A group of college-going youngsters took Sunday holiday to meet each other to celebrate friendship day in a unique way by clicking 'groupf ie' at the Selfie-point in Shivaji Park.

Bees naturally vaccinate their babies WHEN it comes to vaccinating their babies, bees don't have a choice they naturally immunise their offspring against specific diseases found in their environments, scientists say. Researchers from Arizona State University, University of Helsinki, University of Jyvaskyla and Norwegian University of Life Sciences studied a bee blood protein called vitellogenin. The scientists found that this protein plays a critical, but previously unknown role in providing bee babies protection against disease. The process by which bees transfer immunity to their babies was a big mystery until now. What we found is that it's as simple as eating. The amazing discovery was made possible because of 15 years of basic research on vitellogenin. In a honey bee colony, the queen rarely leaves the nest, so worker bees must bring food to her. Forager bees can pick up pathogens in the environment while gathering pollen and nectar. Back in the hive, worker bees use this same pollen to create "royal jelly" - a food made just for the queen that incidentally contains bacteria

from the outside environment. After eating these bacteria, the pathogens are digested in the gut and transferred to the body cavity; there they are stored in the queen's "fat body" - an organ similar to a liver. Pieces of the bacteria are then bound to vitellogenin - a protein - and carried via blood to the developing eggs. Because of this, bee babies are "vaccinated" and their immune systems better prepared to fight diseases found in their environment once they are born. Vitellogenin is the carrier of these immune-priming signals, something researchers did not know until now. While bees vaccinate their babies against some diseases, many pathogens are deadly and the insects are unable to fight them. Now that researchers understand how bees vaccinate their babies, this opens the door to creating the first edible and natural vaccine for insects. Humans depend on bees and other pollinating insects for a huge portion of their food supply. Insect vaccines could play an important role in helping to combat colony

collapse disorder, in addition to fighting a variety of diseases, researchers said. This discovery could have far-reaching benefits for other species, as well as substantial, positive impacts on food production. All egglaying species, including fish, poultry, reptiles, amphibians and insects, have vitellogenin in their bodies, researchers added.

New dinosaur species with powerful sniffer found

A NEW dinosaur species with sharp sense of smell that helped it track its prey and potentially allowed it to hunt at night has been discovered. Steven Jasinski, a doctoral candidate at the University of Pennsylvania, and curator of paleontology and geology at the State Museum of Pennsylvania, was reviewing the museum's collection when he found a fossil that caught his eye. "As soon as I looked at the specimen, I could tell it was not the dinosaur it was thought to have been," Jasinski said. The fossil was originally believed to be Saurornitholestes langstoni,

a species within the Dromaeosauridae family. Jasinski said the specimen is a skull fragment with an unusually large structure in the fore-brain, known as the olfactory bulb. This suggests the dinosaur had a sharp sense of smell, 'Live Science' reported. The researchers said the dinosaur's acute nose likely helped it to be a competitive

predator, potentially by allowing it to hunt at night. Jasinski compared the fossil to other dromaeosaurs using holotype specimens, which essentially act as the dictionary definition of a species. He compared the skull fragment to available samples in the US, Canada, Mongolia, China, and Europe, but his fossil remained unique.

This gave Jasinski reasonable grounds to declare that he had found something entirely new: Saurornitholestes sullivani. S sullivani was relatively small compared to other species alive during the late Cretaceous, but its speed, agility, and impressive olfactory capability gave it a necessary advantage over other predators.

Three super-Earths found 21 light years from Earth

A NEW "secret" planetary system that includes three super-Earths and one outer giant planet has been discovered by astronomers at a distance of just 21 light years from Earth. The remarkable system, named HD219134, in the constellation Cassiopeia hosts one outer giant planet and three inner super-Earths, one of which transits in front of the star. The transiting super-Earth has a density similar to the Earth's. It is by far the closest transiting planet known today, researchers said. The system is so close that astronomers already dream about taking pictures of the new "Stars." HARPS-N, designed and built by an international consortium and installed at the Telescopio Nazionale Galileo on the La Palma island in Spain, unveiled the exceptional planetary system around HD219134. The star, a 5th magnitude K dwarf, slightly colder and less massive than our Sun, is so bright that we can follow it with a naked eye from dark skies, next to one leg of the W-shape Cassiopeia constellation, all year round in our boreal

hemisphere, researchers said. The cortege of planets is composed of three mostly rocky super-Earths and an outer giant planet, a configuration reminiscent of our own Solar System, they said. "When the first HARPS-N radial-velocity measurements indicated the presence of a 3-day planet around HD219134, we immediately asked NASA for Spitzer space telescope time," said Ati Motalebi, astronomer at University of Geneva (UNIGE) and first author of the paper describing the discovery. "The idea was to check for a potential transit of the planet in front of the star, a mini eclipse, that would allow us to measure the size of the planet," she said. HD219134b does indeed transit the star. It is by far the closest transiting planet known, and likely to remain one of the closest ever. The mass of the planet obtained from the ground-based radial velocities, combined with the planet radius derived from space observations with Spitzer, yield the mean density of the planet.

olitically and ideologically they were poles apart, but that did not stop them from nurturing a long lasting friendship that withstood the test of the times. Many friendship days may have come and gone, but the family ties between Nationalist Congress Party (NCP) president Sharad Pawar and Shiv Sena chief the late Balasaheb Thackeray continued till the latter breathed his last in November 2012. Another such friendship that comes to mind is between late Gopinath Munde, late Pramod Mahajan and late Vilasrao Deshmukh. Not to speak of the one the late Vilasrao Deshmukh had with former union Home minister Sushilkumar Shinde. It was on May 12, 2005 during the release of 'Bal Keshav Thackeray – A Photobiography' brought out by Raj Thackeray that NCP president Sharad Pawar publicly admitted that at one point of time he and the Sena chief had jointly edited a Marathi magazine. They together had even gone to the Siddhiv-

sonal life would have been destroyed if he had done so. What stopped him from doing so is a mystery for all. The Congress appears to be a divided house, with the NCP taking a blunt and aggressive stance in the upper house. The NCP’s aggression in the upper house has been so brazen that its leaders have tersely reminded everyone that they are in numerical majority in the upper house. Both the Congress and the NCP have been using this majority of theirs to stall passage of government legislations in the upper house. The BJP on the other hand was suspiciously silent on the multi-crore Irrigation scam, the Maharashtra Sadan scam and many other similar such accusations it had hurled against the NCP while it was in power. That was left to Anjali Damania of the Aam Aadmi Party (AAP) to do the bidding for the BJP. Their friendship was vouched by Pawar's daughter MP Supriya Sule while paying homage to the late Sena chief in 2012. She told media then as to how the late Sena chief

would host the Pawar family for dinner and even regale the youngsters with tricks with playing cards. At one point of time the late Sena chief even made Pawar senior stay back at Matoshri as it got very late in the night for them to leave for Pune, disclosed Sule. Another friendship that was much talked about was that between Bharatiya Janata Party (BJP) the late leaders Gopinath Munde, his brother-in-law the late

Pramod Mahajan and former Congress union minister the late Vilasrao Deshmukh. While Mahajan and Munde hailed from Beed district, Deshmukh hailed from neighbouring Latur district. In this trio, it was the friendship between Munde and Vilasrao that was more talked about. Their friendship was cemented in Pune as both Vilasrao Deshmukh and Gopinath Munde studied law together in their student years. Both the families have maintained cordial relations even as Munde and Vilasrao represented two divergent political ideologies. Another friendship that was equally talked about was the one between Vilasrao Deshmukh and former union Home minister Sushilkumar Shinde. The duo were often referred to as the 'Do Hansoka Joda' (a pair of swans). The pair of swans finally got separated with the sad demise of Vilasrao Deshmukh in August 2012. The other talked about friendships include – BJP union minister for surface transport Nitin Gadkari and MNS chief Raj Thackeray.

he former Union Minister and All India Congress Committee (AICC) general secretary, Gurudas Kamat has categorically stated that the BJP workers cannot silence him by creating ruckus outside his residence. “I will not succumb to such pressure tactics,” he made it clear. Around 50 to 60 workers of the youth wing of the Bhartiya Janata Party yesterday staged a protest outside residence of Kamat in Chembur area. They were protesting against the alleged derogatory remarks by Kamat used against Union Human Resources Minister Smriti Irani. 25 minutes drama ended after the police whisked the agitating workers away. Strongly objecting to the language used by BJP workers during the protest, Kamat said, “While my family was out of the house, the attempt to create a ruckus is surprising and that too for raising the issue of an unqualified HRD Minister Irani. How the same activists of BJP had not responded to the allegations

Not only this but they kept mum even about Vasundhara Raje for the same crime as Swaraj.” “The BJP should not try such stunts at my residence in the future but should concentrate on getting their party leaders at the state and the Center to deliver the promises made during elections to the people of the country. Hundreds of Congress workers were asking to reach my residence to confront the BJP activists, but keeping the Congress history and culture in mind, I have restrained them in order to avoid any law and order problem. If these workers persist to do so in future, then

similar demonstrations by Congress workers will be held outside the residences of BJP leaders,” he warned. Meanwhile, the National Commission for Women (NCW) has sought an explanation from Gurudas Kamat for his allegedly offensive remarks against Smriti Irani. On Thursday, Kamat had allegedly referred to Irani as a 'poncha lagane waali' (cleaning woman) while questioning the Minister's credentials to hold the charge of the education portfolio. Kamat's statement has created ripples in political circles and the NCW took the cognizance of this. The NCW chairperson Lalitha Kumaramangalam stated that the NCW has sent a show cause notice to Gurudas Kamat over his remarks about Smriti Irani. “We have asked him to reply to the notice in a week's time,” she said.

"There is a planning for it. Our government is trying and our senior ministers are in touch with the opposition. There is an effort to reach a consensus before the tough action is taken," he said. On a visit to Varanasi, Sharma was replying to the queries of reporters as to whether the union government was mulling over any proposal of 'no work, no pay' policy for the MPs stalling Parliament as public money is going waste. sition parties have been pressing for resignation of External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje in connection with Lalit Modi controversy and Madhya Pradesh Chief Minister Shivraj Singh Chouhan over Vyapam Scam. respectively. The comments triggered a debate, with opposition parties wanting to know if it was his view or that of the government. "I understand that when the Member of Parliament doesn't work, it is as per the order of the Speaker. The Speaker says that the House is adjourned. So I will not call, but the whole country, the common man is behind this that the Parliament should run," Sharma said. He said there should be no wastage of tax payer's money. "People are watching how opposition is behaving in this manner and they are not allowing Parliament to run in a democratic manner... I would

want to see if somebody raises this question over there that when a worker doesn't get a salary what should happen," the minister added. Earlier reacting to his yesterday's comments, Congress spokesperson Manish Tewari wondered why the government was having "this sudden change of heart." To hit out at the NDA government, he said BJP had vociferously opposed the same suggestion given by Congress after the then opposition party had "wiped out" an entire session of Parliament in 2010. CPI leader D Raja asked whether this is Sharma's individual suggestion or represents the government's view. "One should ask the Union Minister whether it is a proposal made by him or by the government itself. The minister should not make some irresponsible comment," Raja said. Government has been making all possible efforts to end

the two-week-long deadlock in Parliament with an all-party meeting scheduled for tomorrow. Speaker Sumitra Mahajan had also convened an all party meeting to end the deadlock. InVaranasi, Sharma had accused the opposition parties of playing "spoilsport" because of "lack of issues to debate" and said the government is ready to debate on any issue. "BJP and our government want that the Parliament should function. But when someone doesn't have any issue to debate on, then the tactic is to play a 'spoilsport'," Sharma said.

Cabbies seek more time for recalibration By Aroosa Ahmed

T

he Taximen Unions have now sought an extension for their recalibration period for the black-and-yellow taxis claiming that the time for testing the recalibration is not enough. The Bombay High Court had given 45 days for the recalibration process of the taxis which ends on August 9. However, now, the union has demanded an extension, blaming the officials for not coming on time. Till now more than 25,000 taxis have been recalibrated and 15,000 taxis are still waiting for the same. A.L. Quadros, leader, Mumbai Taximen Union, said, “We have written to Sanjay Pandey in order to get an extension for the 45 days for

recalibration. The officials come only after 11 am and take an hour break and work only till 5 pm, all the black and yellow taxis will not be able to get recalibrated within the limited time. The electronic chips which are to be fitted in the meter also arrived late, as a result the recalibration process got delayed. 15,000 taxis are still to be recalibration which will take at least 10 to 15 days.” Earlier, the Bombay HC gave a green signal to the Maharashtra government to increase the fares of auto rickshaws and taxis in the city. The minimum fare for autos will be Rs.18 while that of taxi will be Rs.22. Taxi and auto rickshaw drivers will be fined, if they fail to get their meters recalibrated in time.

By Suresh Golani he controversial annual hawker fee collection contract of the Mira-Bhayandar Municipal Corporation (MBMC) is now under the scanner of the judiciary. In a significant development, the District Court, Thane on Saturday gave interim injunction, restraining the civic administration from proceeding further with the tender notification. The judicial action followed after a local contractor, Devidas Kini moved a petition against the unjustified decision taken by the civic administration of recalling tenders despitethe fact that he had successfully bid and was fit to qualify for the contract which envisages collection of daily license fees from roadside hawkers in the

up the concerned range officer for the baseless and illogical accusations. As per the findings of the conservator, the MJP had carried out the pipeline laying work after procuring mandated permissions including No Objection Certificates (NOC) towards sanctions for Non Forest User from the Revenue and Forest Ministry in October-1981 and also official nods from the Urban Development and Public health Department in January-1982. In context to the recent pipeline replacement work undertaken by MBMC’s water supply department, the conservator has pointed out that the range officer had himself made an official submission that the work had been carried out as per regulations and guidelines at par with the Forest Conservation Act.

judiciary,” a legal expert pointed out. It should be noted that annual contracts worth around Rs.7.5 crore were awarded to four private agents to collect daily fees from hawkers in the region, last year which generated a fixed revenue of around Rs. 1.8 lakh per day to the MBMC. However MBMC has been mysteriously shying away from awarding collection contracts for two out of the four zones opting to deploy its own personnel resulting in a huge drop in revenue generation limiting the daily collection to below Rs.1 lakh. Despite staring at the losses, the standing committee failed to take a decision on awarding the contract to the qualifying bidder and instead passed the buck to the municipal commissioner, who not only re-invited bids for the two zones but also allowed the existing agent to surrender the contract and included the zone for auctions in the freshly floated advertisements.

DESPATCH & COURIER

Ponder awhile...

To succeed in your mission, you must have single-minded devotion to your goal. — APJ Abdul Kalam

Deteriorating price situation T

he price of all essential articles keeps going up. The cost of flats, even in distant suburbs is also going up. Just an one-bed room flat (size: about 500 sq. ft) costs as much as a crore. There is no sign of any flat available at ‘affordable’ prices. The value of the rupee keeps going down: there is nothing you can buy now for onerupee. Life in crowded cities like Mumbai is becoming increasingly difficult. Apart from continuing to declare that prices will come down, the government takes no action to improve the dteriorating situation. It appears to be quite helpless. Both the Centre and the states have not been able to bring down prices. It is only the firm intervention of the government and practical measures that can bring down prices. For instance, one of the reasons for the increase in price of some essential articles is the total absence of government action. It does not care to take any steps against hoarding. Creating artificial shortage is one of the ways for hiking prices. Those who are in the dirty business spend a lot of time creating artificial shortages. Just a rumour that crops are affected, causes price hike. Another reason for the deteriorating situation is the absence of godowns. Wheat, rice, pulses stored in leaking godowns get spoilt. After so many years, it is incredible that we do not have proper godowns to store essential articles. Faced with such a hopeless, bad situation, can we say ‘achcha din ayega?’

HAT a news week! The fatal heart attack that former President APJ Abdul Kalam suffered seemed to have intruded into the broadcast time which anchors in their wisdom seemed to have exclusively reserved for the drama surrounding the last-gasp efforts of Yusuf Memon to avoid meeting his Maker for his proven role in the barbaric Mumbai blasts. Memon eventually failed but not before he had unwittingly established yet again the majesty of the rule of law and due process. Both the higher judiciary and the political executive handled the Memon matter with becoming restraint and propriety. Even the lawyers who mounted a desperate effort to buy him time were worthy of praise. Such interventions ought to reassure the aggrieved and the alienated that regardless of the oddballs and crazies we are still an open, liberal society where there is room for all shades of opinion. That may be why the likes of Asaduddin Owaisi sound so jarring whenever they try and paint themselves as the messiahs of their community. Indeed, the air invariably smells foul whenever Owaisi opens his mouth. It is notable that he had very little to say about the former role-model President. For Kalam, his religious faith was important but strictly private. He conducted himself as a model Indian, a man who inspired all regardless of their caste or creed, region or religion. The question that the likes of Owaisi must ask themselves is as to why his community produces so few Kalams. Kalam too was born in poverty. He had a difficult childhood but sheer hard work and determination helped him first become India’s Missile Man and, later, Peoples’ President. Why wouldn’t Owaisi do his co-religionists a favour for a change and exhort them to follow the route taken by Kalam. Why would he defend the killers of innocent Indians and, by implication, if not directly, virtually hold them up as role models for the community? Kalam was a great Muslim, a great son of India. Memon was neither. This much at least Owaisi should be ready to concede from a public platform. But if we know him, he would not, for his politics is all about fanning the fires of separatism and extremism. That way, there is a genuine fear, his community may produce more Memons and hardly any Kalams. This is something that should worry all of us. Therefore, the real challenge is how to make people like Owaisi irrelevant. It is a challenge especially for the mainstream parties which must join hands to erect a suitable memorial for the former president. The Kalam memorial will inspire the nation in these troubled times when the social fabric is torn asunder by the provocative antics of the Owaisis and the counter-rants of the Hindu extremists. Muslims need to be reminded that the path of moderation can lead to Rashtrapati Bhavan while the path of extremism points towards self-destruction and ruination. The choice is stark. The Kalam way offers a slow but certain redemption for a community steeped in woeful poverty and neglect. Emphasis on education will also help bridge the wide gap between the communities and make the society cohesive and peaceful. Education is the best antidote against extremism of any kind. But the kind of education the Maulvis impart in the madrasas cannot be a unifying force. Maybe the Maulvis in tens of thousands of madrasas would take the trouble to acquaint themselves with a secular curriculum a la Kalam so that their wards are able to compete in the wider education market that exists outside the confines of their spirit-stifling walls.

Of sandalwood and snake

B

IHAR Chief Minister Nitish Kumar was in the news for all the wrong reasons this past week. First, he likened himself to a sandalwood

tree which does not lose its qualities even if a snake is wrapped around it. This was a clear reference to his ally-in-distress Laloo Yadav who had agreed to help him try and repulse the challenge of the BJP in the coming Assembly poll. Yadav had initiated the public recriminations, commenting that he was gulping down poison against his will only in order to defeat the BJP. Kumar responded a few weeks later. Laloo was not amused. Kumar now maintained that the reference about snake was to the BJP, a lie since the BJP was not sticking to Kumar but it was he who had chosen to cling to Yadav. To damage-control, Kumar paid Laloo a visit late in the evening, hoping that it would stay unnoticed by the media. But Laloo was clever. Soon photographers were at his door. Kumar’s secret visit to placate Laloo was all over the media. Kumar wanted Yadav to help him win but did not want to share a public

ploited them for his selfish ends. Indeed, what Kumar did to Fernandes, his one-time hero and mentor, was unpardonable. As the boss of the JD(U), Kumar denied him the Lok Sabha ticket in the 2009 election. Fernandes, also the convener of the NDA, was forced to contest from his traditional seat, Muzzaffarpur, Bihar, as an Independent. He lost. But Kumar’s betrayal streak stood exposed to the whole world. Small wonder, then, Laloo is unwilling to trust his ally. Now that we are on Kumar, we might as well remind you how he had continued as Railway Minister long after the Gujarat riots and how he had shared a platform with Modi and complimented him for the latter’s handsome victory in the Gujarat Assembly polls, saying that the voters had vindicated him and that the riots were no longer a relevant issue. That was in 2007. But seven years later, because it suited Kumar’s ambitions, he sought to make the same riots a big issue. Opportunism, then, has a name. It is Nitish Kumar.

Acchhe Din not for Congress Party

A

ND here is the latest pick from the internet. It is an attempt to answer the Congress Party’s full-throttle campaign that nothing has changed under Modi. It has. For evidence, read the following satire:

INSIDE STORY Virendra Kapoor platform with him for fear that it might antagonize ‘his’ voters who may then cross over to the BJP. Nitish might want to know what the late Dhirubhai Ambani had told a leading politician who wanted his money but did not want to be seen with him. The founder of the Reliance empire reportedly told the politician that he was not a ‘prostitute who you feel obliged to visit but only in the night. If you want my money, meet me openly.” Now, if Kumar covets the chief minister’s post so desperately that he must make common cause with the very man whom he had condemned as the proponent of jungle raj, he must be ready to share the stage with Yadav openly.

Exultation over execution STRANGE are the ways Indian media behaves. A person who caused 257 people to be killed in serial blasts is given the status of a wronged hero devoting pages after pages in newspapers in Mumbai in general and other parts of the country in particular. Not a word of sympathy for the victims or their surviving kin kith of terror attack. Even the funeral of former President Dr. A P J Abdul Kalam is relegated to almost a non news category vis a vis funeral of Yakub Memon. Articles after articles are published suddenly on futility of death penalty or vital statistics showing that death penalty is awarded to mostly a particular section of people or to only poor people. Lopsided reporting will do harm to the cause of unity of the country. Traitors should not be accorded the status of hero. — Calicut Ramani, Vashi

stance, large sections of Indian society exulted over the execution of a man. This comment is not about whether Yakub Memon deserved to hang or not. Nor is it about the morality or otherwise of the death penalty. It is about something more simple and basic: is it in good taste to celebrate the execution of a human being, even if the latter had been responsible for a series of violent acts that took away the lives of other people? Acts that take away human lives are celebrated by terrorists and people of that ilk. Civilized human beings, even when laws and institutions of society dictate that a man be killed, feel a little uncomfortable that they have to be implicated in such a decision, albeit tacitly or indirectly. This is what distinguishes a civilized human being from those who live by spreading terror. By being jubilant over an execution, many Indians, unwittingly, made a comment about themselves which is not too edifying.

HOW very unsavoury is happening that the cremation and hanging of a criminal, responsible for the death of hundreds and devastation of Mumbai, has been glorified by media- some newspapers and television news channels, and some people today. So much so that they even forgot that the most respected, important, desirable and also the most coveted intellectual person of our country and former President APJ Abdul Kalam is cremated at the same time. His cremation and news got a back seat to the cremation of a criminal. So much so that some politicians also expressed their views against the hanging. It is rather disgraceful to see, read and hear about such expressions publicly even to a lay person. Further politicising the event by some Congress leaders was obviously to enrich the vote bank and to increase the communal hatred which is already growing due to various reasons. If someone wanted to debate about the abolishment of death penalty over life sentence, today was not the right and appropriate time to do so. It is astonishing and agonising to see that a person mercilessly killing so many people, pleading for mercy. It is a shame.

Ra Status qu

o

MAY KEEP RATES UNCHANGED, SAYS IND-RA The Reserve Bank of India (RBI) is likely to wait and watch on rates in its third bimonthly credit policy meet, says India Ratings and Research (Ind-Ra). It believes “There is room for RBI to cut rates by another 25bp; however, a more appropriate time for a rate cut would be 2HFY16. Amid evolving growth-inflation dynamics, Ind-Ra expects the policy stance to reflect RBI’s continued intention to anchor both inflation and inflationary expectations. This has become even more important for RBI after its agreement with the government of India to follow a framework of inflation targeting. On the numbers front, the Wholesale Price Index inflation has remained negative for the last eight consecutive months and stood firm at negative 2.4% in June. The Consumer Price Index (CPI) inflation remains lower than RBI’s guided path target of 6%. Growth in headline CPI inflation accelerated to an eight-month high of 5.40% yoy in June 2015 compared with 5.01% yoy in May 2015, predominantly due to

higher food inflation and diminishing base effect. Price increases in some protein-rich items such as pulses, milk and meat caused food inflation to rise to 5.5% in June from 4.8% in May. The impact of unseasonal rains has also become visible, with a lagged impact on the prices of vegetables and is most pronounced in case of onion. Kharif sowing so far has been encouraging and the rainfall on all India basis till 29 July 2015 was only 3% lower from the long period average. Yet the risk to Kharif crops in view of India Meteorological Department’s prediction of less than normal monsoon remains. The base effect on inflation will also wane further in the coming months. For Wholesale Price Index, it will kick in from August 2015 and for CPI it will be more pronounced from September 2015, putting pressure on inflation. However, Ind-Ra still expects CPI inflation to remain in the comfort zone of RBI. In its second bimonthly review,

TO CUT RATE TO BOOST GROWTH, SAYS MOODY'S Moody's on Thursday said there is room for rate cut and expressed hope that the central bank would reduce it by 0.25% to push growth. In its report -- India Outlook: Waiting for Reforms to Fuel Growth -Moody's Analytics, an economic research unit of Moody's Corp, also pitched for reforms to achieve its potential growth rate which is around 10%. "We believe the RBI will cut interest rates again this

year. There could be two more 25basis point rate cuts in 2015... Accommodative monetary policy will lift GDP to 7.6% in 2015, increasing to 8% in 2016," it said. Observing that monsoon is not as bad as anticipated and there has been a general fall in global oil prices, the report said "the decline in commodity prices in general has given the RBI room to cut interest rates". The report also cautioned

In the midst of high volatility, tomorrow could decide stock markets trends for the next few months. The Reserve Bank of India is to meet to announce its policy review amidst contrasting views and much speculation as to whether a rate cut will be announced or status quo is maintained? RBI chose to front-load a rate cut of 25bp on the assumptions that (i) the government would carry out efficient food management to mitigate the inflationary effects of less than normal monsoon (ii) there will be a limited increase in agricultural support prices (iii) there would be adequate quantity of seeds/fertilizers for supply to farmers, crop insurance and adequate credit facilities (iv) the government would release food stocks on time and repair disruptions in food supply chains, if any, through imports. RBI will monitor their progress as the monsoons season pans out. The central bank will also want to wait for cues from the US Federal Reserve on the timing of their interest rate hike. US Fed is likely to tighten policy for the first time in a decade this year, probably in September.Ind-Ra expects average the headline CPI inflation to come in at 5.4% in FY16, which it believes should create room for RBI to lower rates by a further 25bp during 2HFY16.

that lack of reforms in areas such as land acquisition, labour laws and Goods and Services Tax (GST) could "derail medium to long term growth prospects". "Though the economy has been in a cyclical upswing since late 2014, it has failed to gain broader momentum. Green shoots are slowly emerging, but the government's failure to deliver promised reforms is the major impediment," it said.

TO KEEP KEY RATE UNCHANGED, SAYS DBS The Reserve Bank of India is likely to keep the benchmark repo rate unchanged at 7.25% in its policy review meet next week, a DBS report says. "We expect the benchmark Repo rate to be held unchanged at 7.25% after cumulative 75 bps cuts since January 2015," DBS said in a research note last week.

THERE'S SCOPE FOR FURTHER CUTS IN LENDING RATES, SAYS HDFC BANK

HDFC Bank last week said there is a scope for further cuts in the lending rates as loan growth is trailing deposit growth. "There has been a slight pick-up (in deposit growth) and more importantly deposit growth is outpacing loan growth," HDFC Bank Deputy Managing Director Paresh Sukthankar told reporters here. He added that this will result in a cut in deposit rates, which are generally a pre-cursor for lending rate cuts."It's only when the banks reduce their deposit rates that they can re-calibrate their base rate ... Meaningful movements in base rates would have to follow changes in deposit rates," he said, adding that the general direction of the rates is downward. Sukthankar said he expects lending rate cuts of up to 0.50% by the RBI in its policy in this fiscal, which will "induce" banks to also effect cuts in their respective lending rates.

MUMBAI | MONDAY, AUGUST 3, 2015

Tomorrow Will Tell MORE RATE CUTS NEEDED, SAYS ICRA Rating agency ICRA last week said concerns on inflation are ebbing and the Reserve Bank should slash the key rates at the forthcoming policy meet for better transmission of its moves by lenders. "Consumer price inflation seems likely to undershoot the central bank's projection of 6% in January next, brightening the prospects of a repo rate cut of 0.25% during the ongoing quarter, provided that food prices remain in check," ICRA managing director Naresh Takkar said.He said an early cut "may be warranted" as tighter liquidity conditions after the onset of the busy season would impede the process of transmission

to bank lending rates. The ICRA view is contrary to general expectations of a status quo at the bimonthly policy announcement on August 4, as fears on inflation have not subsided. On the monetary transmission, it said lenders have been slow to pass the cumulative 0.75% cut by the RBI this calendar year. "With systemic liquidity likely to tighten post the onset of the busy season for credit offtake in the third quarter, an upfronting of the next rate cut to August 4 policy may, to an extent, support a quicker transmission of monetary easing to bank lending rates," it said.

LIKELY TO MAINTAIN STATUS QUO, SAYS EXIM BANK According to the Export-Import Bank of India (Exim Bank), the rising trend in inflation observed during the last two months and the rainfall deficits are expected to weigh over the considerations of weak economic performance (slack IIP, Trade, Investment numbers and Bank Credit offtake). Consequently, policy rate cut by the RBI in its third bi-monthly policy appears bleak. RBI is likely to maintain status quo on rates in its bi-monthly policy meet tomorrow.

TO MAINTAIN STATUS QUO; RATE CUT BY MARCH 2016, SAYS MORGAN STANLEY The Reserve Bank is likely to keep interest rates on hold in the next month's monetary policy meet, but may slash the key lending rate by a 50-75 basis points by March 2016, Morgan Stanley last week said. The investment firm believes that the RBI will leave the interest rates unchanged in its August 4 policy review meet given the acceleration in June headline CPI inflation and increase in core CPI for the third consecutive month.

"We believe the RBI is likely to wait and watch how the monsoon season pans out and keep rates on hold in the August monetary policy meeting," Morgan Stanley said. The brokerage however expects the headline CPI inflation to decelerate to 4.9% by the end of next year, which in turn "should create room for the RBI to lower rates by a further 50-75 basis points by March 2016", its report said.

TO PAUSE; 50 BPS CUT LIKELY IN 2016, SAYS BOFA-ML

The Reserve Bank is likely to maintain a status quo on rates in its third bi-monthly policy meet on August 4, taking into account "poor rains" and will go for a 50 basis points rate cut in early 2016, a Bank of America Merrill Lynch report said last week. The global financial services major said it is important that the Western and Southern India that grows oilseeds, pulses and raw cotton gets monsoon rains as this region is slipping into a drought even as overall rains have improved. "We see cropping at risk if rains do not revive in the next two weeks," BofA-Ml said in a research note adding that "poor rains pose a temporary inflation risk". It noted that the Consumer Price Index-based retail inflation will fundamentally remain on the RBI's under-6% target and the Wholesale Price Index-based inflation may persist in deflation till October. "We continue to expect the RBI to pause on Tuesday, on poor rains and cut 50 basis points in early 2016. However, we expect Governor Raghuram Rajan to strike a dovish note to keep the door open for further rate cuts if inflation continues to be in control," the report added.

TI Mutual Fund, the country's oldest fund house, has attained an asset base of over Rs one lakh crore with about one crore investor accounts and is now targetting leadership positions across various segments. Besides expanding its presence to smaller cities, the fund house is also looking to bolster its offerings in terms of pension and offshore market products, UTI Asset Management Company's Managing Director Leo Puri said. UTI AMC, which runs UTI Mutual Fund, is also looking to launch an Initial Public Offer (IPO) to become the country's first asset management company to go public. Puri, a dual Masters degree holder from Oxford and Cambridge University of the UK, said UTI Mutual Fund has embarked on a robust growth path and is looking at leadership positions across various product segments. "We have an old legacy and that legacy was to democratise access to the capital markets. That mandate remains very relevant even today as we continue to have a very low penetration of 2-3 per cent of household participation despite all these efforts. "Today we (UTI Mutual Fund) have fo-

lios of about one crore. The total industry is about 4.5 crore, so we have around 20 odd per cent of the total folios of the industry. But even if we double that, it would not be a very big penetration," Puri told PTI. UTI AMC was carved out of the erstwhile Unit Trust of India as a mutual fund in February 2003 and is promoted by the four of the largest public sector financial institutions as

sponsors -- SBI, LIC, Bank of Baroda and Punjab National Bank. These four each hold 18.5 per cent stake in UTI Asset Management Company, while US-based fund house T Rowe Price has acquired a 26 per cent stake. ure that one out, one has to keep an eye on the domestic equity and debt markets, where sizable amount of sticky and hot money, both have entered since end of 2013. Over the next, traders will be keeping a close eye on the US jobs reports, where any soft reading can cause Rupee to appreciate towards 63.60/70 levels on spot. Domestic traders also have the RBI policy to digest. I believe RBI still has the room to lower rates over the near term, as inflation would remain subdued. However, rate cuts have little impact on Rupee, but greater impact on the credit market. Incase of a rate cut, though Rupee may move towards 63.60 levels on spot, but long bonds can appreciate meaningfully. However, lack of rate cuts or a hawkish tone can cause a sell-off in bonds and Rupee. We are eyeing a range of 63.30/50 and 64.30/50 on USD/INR over the medium term and 7.70-7.90% on the new 10 year bond.

Retail Is A Business About People, Product And Processes Celio has been a brand on the young urban working man’s mind ever since its launch in India. We sat down with Rajiv Nair, CEO, Celio* this week to give us the latest details on their establishment, deployment and future in India. On asking some key questions we got all we needed to get a closer look into this brilliant brand. How did the Celio Business Venture commence? Celio is one of the largest apparel brands in France and runs about 500 stores. The brand occupies about 17% of the market share of France in men’s wear. Celio started off in 1985 as a brand and in 1992 had their first international store, today Celio has a 1000 stores globally and is a company which has operations in about 65 countries. We manufacture almost 4 to 5 crore garments in terms of units across the globe. India was a venture that they started off in early 2009. 3 years ago the government of India changed the rules and said single brand retail could get down to 100% FDI so we were probably one of the first companies to apply for 100% FDI in India. Celio takes the controlling stake in the company, so from a 50-50 joint venture in 2008 up to 2012 it went up slowly to 65% and now sits at a 97% ownership by the French company. What in your opinion is the potential of the Indian market in terms of size, and what goals have you setup for your venture to achieve the same? There are two types of business in India if I had to broadly classify - one is the big box hypermarket retail or departmental store retail and then there is specialty retail. Now in specialty retail and especially apparels specialty retail, the market has evolved over the past 20 years. The biggest of the brands today are about 1000 crores odd in terms of size and they have taken about 22 years to reach there. Currently most brands would be growing anywhere between 15% to 25% average on an organic basis (year on year growth) but on certain brands having gone through franchise and other routes I wouldn’t be surprised if brands are getting an average of 10% to 50% growth today only because they are growing inorganically through the

more generally have a faster pace of aspirations. Realistically, on an international level it would take an individual at least 15-20 years to become a regional manager. On the other hand, in India, importance is laid more on achieving that position within a span of 6 years. Hence there is no concentration on the quality. The primary focus factor is recording growth in one’s profession every year. So I think one of the things we want to do is Progressive Mentoring.

franchise model. Another problem faced is infrastructure. We haven’t seen a huge rise in infrastructure in the last 20 years in India. Hence international brands tend to thrive on high streets. And even in such cases India has not even a handful of about 2 or 3 core high streets in every city.

How does your competitive landscape look like and how are you positioning yourselves? It’s one of the biggest challenges that we face. It’s not enough in a market like India to just purely be a good store, a good service and a good product. 3 years ago when I joined the company we decided that the consumer should clearly understand what Celio stands for as there was some confusion. This was mainly caused as the Indian consumer did not indulge in travelling to continental Europe to that extent in the last 15 to 20 years. Things have changed now. But this was the major reason as to why they are more familiar with British and American brands, but nothing in between. So when Celio came to India, the consumers largely did not know of our background. Our first important step was brand building. Our positioning in France was around the concept of “Life Enjoy”. It translated to the Celio man being a fun loving, relaxed individual. But in India we focus on the fact that people like to make their own statement. We believe India is largely a country of smart followers and there is an evolution happening within individuals or within people.

How is your team developing and implementing an effective talent management strategy plan? The whole head-count of the company is about 400 people. I think one of the things that I learnt a long time ago is that retail is a business about people, product and processes. My past experiences actually gave me sort of an ability to actually look at the fact that the more the company focuses on people the more the final output is better. Our primary goal in business is to build a good culture and a good climate within the company. To give you an example, We identify about 30 employees every year that are sales or senior sales people and actually bring them into a back office program called the Operations Management Training which is a combination of ‘On-The-Job Practices’ as well as a few theoretical inputs that we provide. We have about a bulk of people, sometimes even the store managers who have dropped out of college and schools. Today we sponsor the education post HSC for deserving students. There are some work criteria’s in terms of their last 3 appraisals, so if they are “A” rated employees for the last 2 or 3 appraisals we pay for their education for graduation.

In which areas are you actively looking for partners? The key areas are franchise and distribution as well as digital. I think these are the two primary areas where we are looking for critical partnerships. I do not foresee physical retail dominance as the only way of expanding foot prints in the country. We are in the 5th year of operation and we believe that there is a long way to go for us in order to get a foot print in the market. E-commerce is taking the country by a storm, even in the smallest of cities. Hence our digital play will be of importance.

What are the key challenges for you in store operations & customer service strategy? Our primary goal has been to run the business on our own, and until now we have 360 degrees of the business under our control. People don’t look at retail as a high point or career goal. Unfortunately we cannot control the number of hours our employees work like the roster system used internationally. We want to convert at least a few of these opinions. That was our main objective behind the 30-ManOperation Management Training program. It gives them a sense that in a span of merely two years you could be working for a brand like Celio as a store manager. A store manager’s salary is at least 3 times what a normal sales guy can earn in a store. It is commonly seen that Indians

What innovation have you learnt from the Indian market and where have you incorporated this? I think India’s movement towards the digital side of things is not only surprising but also impressive. Even the Celio head office finds it astonishing. In international markets, brands get about 5%- 6% from e-commerce, or maybe even lesser. The best of brands today are engaging about 20-25% business in e-commerce. Major French brands do about 2-5% business through e-commerce while Celio (France) does about 3-3.5 %, however, in India we are already doing 10%. This is primarily because the access to stores in India is lesser, and e-commerce now plays a larger role in the country. Hence after France developed its website Celio.com, the first country that they deployed a country specific website to was India, under Celio.in For now our entire collection is available on the website, and look forward to do transactional business through it in the future as well. Some details on the retail supply chain and how it impacts the demand planning process? Long-term planning helped us keep our inventory lean. By creating a flexible system, we ensure the inventory is closest to customer as and when required. In the initial days, error margins during forecasting & planning used to be high and we were able to liquidate only 75% stock. Today, we clear of close to 88-90% stock with about 10% error margin. Secondly, to maintain good accounting practices, we have an inventory write-off policy, wherein after every 3 seasons entire (carry-forwarded) inventory gets written off into 0. This is something we cannot afford. Since 2008; there have been lull periods when even biggest retailers did not grow by more than 5-7%. Demand planning becomes challenging in such situation wherein unforeseen spikes-dips happen and inventory gets stuck. In addition, Indian tax law is complex and you cannot withdraw the entire inventory and move it within channels. In future hopefully if simpler taxation rules are in place, we can actually start optimising the inventory within region as per demand.

Indian Real Estate Headed For A Tectonic Shift? A

By A Business Reporter

t the CII Annual Real Estate Conclave 2015 held last week in Mumbai, Conclave knowledge partner JLL India unveiled its latest report ‘Indian Real Estate: Headed For A Tectonic Shift?’. The report examines the process of evolution that Indian real estate has undergone over the past decade. Anuj Puri - Chairman & Country Head, JLL India picked out interesting excerpts from the whitepaper, which tracks the industry’s transition and reveals the key trends on this journey: Office Real Estate The trend of companies migrating to offices in suburbs – driven by a combination of cheaper rents and lesser commute times for workforce – has risen sharply over the last decade. Not only the location-independent IT/ ITeS companies but other sectors too are setting up office spaces in secondary business districts (SBDs) and peripheral business districts (PBDs). The migration is driven by occupier demand for large IT parks and office projects in SBD and PBD precincts. PBD has seen the biggest jump in the share of office stock, rising from 28% in 2004 to 47% in 1H2015. While the share of SBD in office stock has remained stable over the last several years at around 43% of the total office stock, CBD has witnessed a severe attrition of occupiers and a decline in fresh supply of office space that has led to a significant drop in its share of office stock from about 33% in 2004 to 10% in 1H2015. Delhi NCR has witnessed the most spectacular emergence of alternate business districts in Gurgaon and Noida. Mumbai has been an exception to the trend of office migration to PBD due to lack of supporting infrastructure and connectivity. However, the city witnessed a steady shift in office stock from prime CBD areas to SBD precincts. When it comes to occupier profile, the share of IT/ITeS sector in

leasing volumes has declined from 48% in 2005 to 32% at the end of 2Q 2015. This lower absorption, though, is compensated to a large extent by new-age sectors such as e-Commerce. While space absorption declined in the manufacturing sector, it increased in export-driven sectors of healthcare and bio-tech.

Banking, financial services and insurance (BFSI) has been relatively stable through the last decade.

Retail Real Estate Malls have been seeing a lot of churn in recent years. On an average, when business is good, churn rates of around 15-18% have been recorded. In India, the range was 48% in well-managed malls during the initial years. Poorly performing retailers exit malls midway through their lease contracts or landlords initiate churn to improve their portfolio of tenants at some locations while at unviable locations, retailers are driving the churn. Contract periods have shortened to 2-5 years today from 9-20 years seen in the mid-2000s. The overall vacancy rate today stands high at ~20% in retail malls across major Indian cities. On the contrary, malls that run successfully have vacancies of not more than 10%, with a selective few ones operating near full capacities. In recent years, we have seen bad malls beginning to succumb to the busi-

ness viability stress and giving up hope. Consequently, these malls are either converting into Grade-B office spaces or getting demolished to make way for a new asset class in real estate. In the near future, a few more malls are expected to withdraw from the retail realty business as a result

of which, the business of average and good performing malls will improve. This is a much-needed course correction, which will continue to happen for some time. JLL research estimates around 14 malls to withdraw from retail operations, having a combined mall space of 3.5–4.5 million sq ft.

Residential Real Estate Unable to sell expensive homes in a sluggish market, builders across India are making smaller apartments without lowering the price per square feet and compromising on the quality of product. In the last five years, we have seen average apartment sizes falling across all major cities of India. Mumbai Metropolitan Region (MMR) witnessed the maximum fall in apartment sizes on annualized basis, along with Bangalore, Chennai and Kolkata. Other cities also witnessed varying degree of fall in median apartment sizes. The dynamics of apartment sizes have a tale to tell – that developers are paying conscious attention to con-

sumers’ requirements. The fall in average apartment sizes across all top seven cities is a clear indication that developers intend to make houses affordable for buyers by reducing average apartment size instead of reducing the capital values.

Transition of the 4Ps The last 10 years have been quite dynamic, as each of the fundamental 4Ps of real estate – Players, Processes, Product and Places – witnessed a plethora of changes. Players: From local domination, large and well-capitalized developers are expanding to build pan-India portfolios. This trend will only grow further as the market matures and weaker players get weeded out for lack of capital, corporatization and technical prowess. The sector would witness a period of consolidation wherein large, wellcapitalized developers would gain market share by either purchasing assets or acquiring smaller players. Processes: Today, about 80% of buyers in top cities such as Mumbai, Delhi, Bangalore, Chennai, Pune, Hyderabad and Kolkata are salaried employees. They prefer taking a home loan but cannot afford cash payments. This has resulted in property transactions increasingly becoming legitimate. Almost all newly developed residential properties can be bought with 100% white money. Many resale properties too are available without the cash component. Government’s move to raise punitive action against illegal transaction will further help reduce cash dealings. The trend of outsourcing of architecture, engineering, interior and contractor practices to globallyrenowned agencies in an effort to make Indian cities stand-out and reflect their recently-acquired prowess is catching up. Products: Construction quality and techniques have evolved over the years, starting from early-2000s. Projects completed before 2000 mostly had older design and no

amenities. The buildings had no element of sustainability – energy efficiency, water harvesting system, security systems, advance safety norms, etc. With various advanced construction techniques and innovative designs to improve the quality of projects, developers have attracted more IT and MNC occupiers into their projects. Places: As incremental space for new entrants is getting limited in cities like Bangalore and Pune, the Indian IT sector, which has dominated office space occupancy for almost a decade, is now exploring new cities for expansion or creation of new bases. The necessity to exert tight control on occupancy cost and maintain cost-competitiveness is prompting IT/ ITeS firms to scout for alternate destinations that have abundance of skilled manpower. Simultaneously, there is a wave of infrastructure improvements happening in tier-II and tier-III cities, which are fast getting connected with today’s major metros. This is helping cities like Chandigarh, Visakhapatnam, Vijayawada, Mysore, Kochi, Coimbatore, Tiruchi, Bhubaneswar, Ahmedabad and Gandhinagar, Jaipur as the new centres of choice for setting up large-scale IT office infrastructure. In short… The on-going transition within the real estate sector offers us a foretaste of what the near future beholds. We foresee sweeping changes in the way real estate developers conduct their business, particularly looking at the innovative practices and agility of certain new breed of developers. Corporate real estate teams will have to become more adept and skillful in order to make the most of the upcoming transition, and bring to light a rewarding portfolio for their companies. For homebuyers, the recent changes and future transition will bring about a more transparent market that is not just sensitive to their needs, but also sensitive towards the ecology at large.

Vision Of Housing For All By 2022 Is Doable

L

ow cost housing will be possible with rationalization of taxes as tax collection from real estate has increased tenfold and consolidation of land prices which have increased by 4 times in last 5 years, mentioned Niranjan Hiranandani, Managing Director, Hiranandani Group of Companies while speaking at CII’s 7th edition of Real Estate Conclave 2015 held in Mumbai. He further stated that the corporate participation in the real estate market has helped in increasing the reputation of the sector. “The Prime

Minister has a vision of housing for all by 2022 and the industry should make its objective to releasing it. The sector for a long time has been catering the high end demand in the market and needs to reassess its strategy with the 70% of the demand existing for affordable housing”, added Hiranandani. In context to Mumbai, Hiranandani stated that the development of infrastructure with Cross Harbour Bridge, Metro connectivity, River project for 24 X 7 water supply and open spaces on

the reclamation lands are required for growth of real estate. The 4000 acre of salt pan land in Mumbai alone can create 5 lakh units of at Rs 2000 per sq ft and improvement of the slums around the city with development in slum policy for making it effective can solve the affordable housing in Mumbai. The vision of Project Naina shared by the Chief Minister of Maharashtra is expected to add around 2 times the land area of Mumbai to the city making housing for all a reality, added Hiranandani.

Arun Nanda, Past Chairman, CII Western Region & Director, Mahindra & Mahindra Ltd while addressing the CII’s Real Estate Conclave mentioned that real estate is the only industry which has unlimited demand if there are realistic expectations. In case real estate is not sold then there is mismatch in builder expectations and the consumer demand. He also added that the sector is one of the most regulated sectors putting in huge unwarranted cost in place in turn escalating the prices.

How Long Will That Rainy Day Fund Last?

Rajiv did not pay heed to rumours about his company planning to downsize until he was handed a pink slip. As the sole breadwinner with scant savings to fall back on, he has been spending sleepless nights, deeply worried over the financial health of his family. A new job is probably a while away but the expenses are ever present. The living expenses, child’s school fees and the big EMI Rs 1 lakh per month need to be paid. Making these payments without regular cash inflows is a challenge. They will need to be met from his small savings corpus. Unexpected events such as a job loss or an unplanned expense will jeopardize your savings. A rainy day or emergency fund comes in handy at such times. While experts recommend setting aside about 3 to 6 months worth of expenses (or financial commitments) for such emergencies, the right amount should be more in harder times when jobless growth follows economic downturns. We analysed data for more than thirteen thousand users within the age range of 25-50 across major Indian cities to ascertain their ability to cope with such situations. Our analysis revealed that more than 50% of our users are have less than 3 months of expenses saved for a rainy day. Below is the table. Debt cripples According to popular perception, matters related to financial needs are far more sorted if both partners are working. Our data reveals otherwise. As per our study, a huge debt burden can actually offset the advantage of having both the partners earning. Over 80% of the users under scenario 1 & 2 (the former has both spouses working while the latter covers individuals whose spouses aren’t working) are less likely to have a saving that that would last them even 3 months.

No debt, but no gain Under scenarios 3 (spouse working but no debt) and 4 (spouse not working but no debt), though individuals are better off compared to their counterparts with debt, yet the number is nothing to write home about. Almost 50% users in both cases cannot boast of sustaining on savings even for 3 months in the event of something unexpected...

Seriousness of the crime is the yardstick for our action, not the size of the corporate. We are following the same system that is followed in the criminal law justice in the country. Broadly, we have said that there are two kinds of offences some are very serious and some are not so serious in nature. We have said that a crime which is serious in nature, it can never be consented. You have to suffer, pay the penalty and face the consequences. — Sebi Chairman U K Sinha

EMKAY CALLS A ‘BUY’ ON HAVELLS INDIA

Markets Surge Ahead; Nifty Closes Above 8500 NSE India : CNX Nifty — Daily Market Report for: Monday (August 3, 2015) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty rose substantially on Friday (July 31, 2015) a net 111.05 points (1.32%) and closed at the 8532 point level. The market opened up with a gap at the 8456 points level. It then declined by a few points and registered the day’s low at the 8448 points level at 9.16 a.m. The index then rose and turned into a range bound movement until 1.15 p.m. It then rose further and registered the day’s high at the 8548 points level at 2.35 p.m. The index then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 101 points and closed above the psychologically important 8500 points level. Sentiment was bullish and amongst the 50 Nifty stocks 37 were gainers, while 13 stocks closed in the red. Substantial buying was witnessed in realty and FMCG stocks,

TECHNICAL ANALYSIS:

Volume: Volume (Qty shares) decreased 16.41%. This change is substantial but indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 873 were gainers, 589 were losers and 30 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen and has exited the over-sold zone. The Slow K line in the Stochastic Oscillator has risen above the slow D line (positive and a buy signal). RSI Indicator: The RSI is above the 40 level and is now rising (positive if it continues). MACD Indicator: The MACD is above zero but is rising (positive if it continues). It is below its 9-day Average (negative).

ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is falling while the Market Index is rising, which indicates that the present up trend is decreasing in strength. Moving Averages (Trend Indicators) The index: Is above its 5-day average (at 8405) Positive. Has crossed above its 15-day average (at 8504) Positive. Has crossed above its 25-day average (at 8468) Positive. Has crossed above its 200-day average (at 8425) Positive.

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market with a positive bias. Support Levels: For short-term traders the immediate main support is at the 8332 points level. The next support is at the 8214 points level. Resistance Levels The immediate main resistance is at the 8592 points level. The next resistance is at the 8667 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 8510 (This is the level where the trend is likely to change during intra-day). Support (1) = 8471. Support (2) = 8409. Resistance (1) = 8572. Resistance (2) = 8611. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index after having formed two consecutive doji patterns has formed a long white body candle. This is positive and indicates that the bias has shifted towards the buy of the market. Further, the index has crossed above its 15, 25 and 200 day moving averages. The index is now above its 5, 15, 25 and 200 day moving averages. Moreover, the velocity parameters which were negatively trended have now turned neutral. All these indicate a positive bias and the possibility of a further up move unfolding. Technically, since the downwards risk seems to have reduced, Investors may consider buying in small quantities in shares that are fundamentally sound and have a long- term potential.

Work with strict stop losses on all positions

Key highlights: 1) Revenue declined by 0.7% to Rs 12.6bn with de-growth in Switchgear (3.4%), cables (4%) and Lightning (1.7%). 2) EBITDA at Rs 1.6bn, flat yoy; gross margin improved 230bps yoy driven by benign input cost and better price management, EBITDA margin flat yoy to 12.7% impacted by higher employee and higher A&P spend. 3) APAT was flat at Rs 1.1bn. Industrial & residential demand weak; Consumer still performs better: Weak macro-economic conditions coupled with high base, decline in industrial segment and weak residential demand impacted domestic performance. Industrial switchgear decline 20%, while industrial cables fell 9% and traditional CFL continue to de-grew. However, despite high base in consumer durables, it grew 9% yoy and LED grew 67% led by high conversions. We expect H2FY16 to be better led by favorable base & likely uptick in macro demand. Sylvania – Revenue decline due to weak Europe; LATAM steady: Sylvania revenue declined 4.2% to €102.7mn led by Europe (-9.2% yoy), due to demand softening and weak traditional business; LED growth was steady. LATAM grew 11.2% yoy driven by focus on profitable geographies and managing decline in loss making countries. Near term is bleak, but confident on pick up in H2FY16; Retain BUY: Given the muted topline in domestic business, weak performance in Sylvania and accounting for restructuring cost in Sylvania, we have cut our revenue estimates by 3% each and earnings by 11%/7% for FY16/FY17E. Company could see another quarter of pain owing to weak demand and high base. However, amid weak environment, company continues to focus on distribution expansion and aggressive brand building. Likely revival in economic activity and favourable base should drive growth momentum. Healthy cash flows, return ratios and higher dividend payouts gives valuation comfort. We retain BUY with revised price target of Rs315.

ANGEL BROKING CALLS A ‘BUY’ ON INOX WIND

CMP: Rs. 417 Target Rs. 505 Inox Wind (IWL) reported a strong set of numbers for 1QFY2016. Its top-line grew by 109% yoy to Rs634cr, led by supply of 120MW of wind turbine generators (WTG’s) during the quarter as against 66MW of WTG’s supplied during 1QFY2015. The revenue also came from commissioning of 78MW of WTG during the quarter as against nil in 1QFY2015. The EBITDA during the quarter came in at Rs86.4cr, an increase of 84% yoy; however, the same is lower than our estimate of Rs93.9cr, mainly due to foreign exchange loss. Hence, the EBITDA margin fell by 187bp yoy to 13.6% and the same is below our estimate of 14.5%. The net profit improved by 115.2% yoy to Rs50.5cr during the quarter. Strong order book to boost performance: IWL received new orders worth 162MW during the quarter, and as of June 2015 the order book stands at 1,220MW, up by 3.6% against 1,178MW during March 2015. The strong order book provides revenue visibility over the next 12-15 months. The company also has project sites worth in excess of 4,500MW, which have been acquired or are under various stages of acquisition. Thus, IWL has a healthy revenue visibility in the medium term. Moving up the value chain: IWL is moving towards bigger turbines on the same platform which would provide higher energy yield, lower energy cost and higher return to customers. IWL’s new blade plant in Madhya Pradesh is the largest in Asia; the blade plant is ready to commence production. It will manufacturer blades of 100 meter as against 93 meters being currently manufactured. It will introduce larger 113 meter blades later during FY2016. We expect 50% of its business from this higher blade segment. The larger blades would get higher realizations and would improve the overall margin further. We expect IWL’s margin to improve from 16.9% in FY2015 to 17.5% by FY2017. Outlook and Valuation: We forecast IWL’s top-line to grow at a CAGR of 48.1% during FY2015-17 on the back of aggressive capacity expansion, strong order book, and large project sites. We expect EBITDA margin to improve to 17.5% by FY2017 on the basis of higher realization for larger rotor blades and no royalty payment burden from FY2016 onwards. The stock is currently trading at 13.1x its FY2017E EPS. Given the attractive valuation, we maintain our Buy rating on the stock. We have assigned a multiple of 16x to its FY2017 EPS of Rs31.6 to arrive at a target price of Rs505.

Insurance Industry Must Make Use Of ‘Conducive Environment’

is VP at MyInsurance Club.com

ll stakeholders in the insurance industry need to make a concerted efforts towards building a value proposition in the sector by taking advantage of the government's move to increase FDI limit to 49% that has created a "conducive environment", says CII-Towers Watson joint study. Coupled with the fact that large sections of society remain underpenetrated by insurance, the right product-price process proposition delivery is sure to provide an overwhelming boost to the sector, the report said. "With the government increasing the FDI limit to 49 per cent, there is a keen sense of anticipation within the Indian insurance industry that is expecting a flush of foreign investment in the sector. "However, valuation of insurance companies is still a relative novelty for investment analysts in India as the industry has historically been isolated from the analysts' radar," a release issued by CII said. Commenting on the report, Sanjiv Bajaj, Chairman, CII National Committee on Insurance and Pensions and MD, Bajaj Finserv Ltd said: "The government has done a commendable job with FDI in creating a conducive environment for the sector to realise its full potential and unlock value. "It is now critical for all the stakeholders, led by the insurance companies, to make a concerted effort in building a value creating and value delivering industry, thus staking claim to its rightful position among the most promising insurance markets in the world". Despite recent challenges including a draft of regulatory changes, growing competition, mis-selling and a prolonged economic slowdown that required insurers to constantly reassess their business strategies, the study has highlighted that insurers remain upbeat about the industry's prospects and have emerged anew seeking growth, momentum and value. The report identifies four key drivers to help realise the potential of the insurance sector, including business optimization to remedy high expenses and poor persistency that has plagued the sector; right product-priceprocess proposition; favourable macroeconomic fundamentals; and confidence building to regain customer confidence. Vivek Jalan, Director, Risk Consulting, Towers Watson India said: "With all the corrective measures and regulatory changes in the past, the Indian insurance industry is poised for positive growth. "To achieve this, it is important for companies to realign their business model as well as maintain realistic expectations. Further, how efficiently insurers are able to utilise the expected capital infusion from foreign partners will be a key determinant of growth and profitability". Highlighting the long-term nature of the insurance business, the report argues that to achieve the desired optimisation it is critical to set the right key performance indicators (KPIs) to ensure management focus remains on long term value drivers rather than achieving short-term goals. Moreover, distribution appears to have posed maximum challenges for the insurance sector in the recent past, yet continues to be seen as the major driver of value in future. The inability to balance growth with profits was cited as another key challenges faced by non-life companies.

Understanding Home Insurance MUMBAI | MONDAY, AUGUST 3, 2015

« INSURANCE I stay in a two bedroom flat in a newly constructed building. Why should I buy home insurance? — Paresh Sheth, Mira Road Our home is probably the most expensive and most precious belonging which we have. We spend considerable amount of time and money planning to buy one and then making it into a "home". Also, it is usually a once in a life time option for most of us and surely we want to ensure that our asset if completely secure. We may not be able to afford a second home or even have the resources to rebuild our existing home in case of any loss. That's where home insurance can be a very useful instrument to safeguard our belongings. Our home, its content and other risks associated with it can be made completely secure with a good home insurance policy. In case of any eventuality, we can be fully assured that the financial loss would be taken care of.

ARPER LEE’S To Kill a Mockingbird is a timeless classic (its popularity undoubtedly helped along by the Academy award-winning movie starring Gregory Peck) which did a good job of wringing white America’s conscience over its rampant racism. The Pulitzer award-winning novel about a lawyer’s defence of a black boy accused of raping a white girl, gave the country a hero in Atticus Finch. The remarkable man stood up to the intolerant white community of the deep South, the part of the US where slavery flourished be-

fore the Civil War’ and ‘nigger’hating groups like the Ku Klux Klan popped up afterwards. So, when over a half a century later a sequel appears, it naturally becomes a publishing sensation. It also comes at a time when the US is facing an increasing number of racism scandals and so, the issue isn’t quite dead yet. Go Set A Watchman was reported to be a first draft of TKAM, which was discarded on the advice of the editor. It certainly reads like a bunch of rough notes. Reports say that GSAW was the book Lee set out to write, about a young girl’s disillusionment with her father, whom she hero-worships as a righteous man. But she rewrote it as TKAM telling the story of racial tension exploding in the sleepy Southern town of Maycomb, as seen through the eyes of a young child, Jean Louise aka Scout. She is spending a blissful summer with her brother Jem and friend Dill (who was supposedly inspired by Lee’s childhood friend Truman Capote), when the ugliness bursts through the seams of a town divided over the case. In GSAW, 26-year-old Jean Louise returns to Maycomb from New York; the short trip is meant to be vacation, but one that will decide if she will marry her long-time suitor Henry Clinton and stay on in Maycomb, or leave it forever. Being raised “colour blind” by her father, Scout is shocked to see that the racism is still entrenched in Maycomb. Her exposure to life in New York makes her judge people of the town—including her Aunt Alexandra—as narrow-minded bigots. But what shocks her almost out

INCE Atlanta, she had looked out the dining-car window with a delight almost physical. Over her breakfast coffee, she watched the last of Georgia’s hills recede and the red earth appear, and with it tinroofed houses set in the middle of swept yards, and in the yards the inevitable verbena grew, surrounded by whitewashed tires. She grinned when she saw her first TV antenna atop an unpainted Negro house; as they multiplied, her joy rose. Jean Louise Finch always made this journey by air, but she decided to go by train from New York to Maycomb Junction on her fifth annual trip home. For one thing, she had the life scared out of her the last time she was on a plane: the pilot elected to fly through a tornado. For another thing, flying home meant her father rising at three in the morning, driving a hundred miles to meet her in Mobile, and doing a full day’s work afterwards: he was seventy-two now and this was no longer fair. She was glad she had decided to go by train. Trains had changed since her childhood, and the novelty of the experience amused her: a fat genie of a porter materialized when she pressed a button on a wall; at her bidding a stainless steel washbasin popped out of another wall, and there was a john one could prop one’s feet on. She resolved not to be intimidated by several messages stenciled around her compartment – a roomette, they called it – but when she went to bed the night before, she succeeded in folding herself up into the wall because she had ignored an injunction to PULL THIS LEVER DOWN OVER BRACKETS, a situation remedied by the porter to her embarrassment, as her habit was to sleep only in pajama tops. Luckily, he happened to be patrolling the corridor when the trap snapped shut with her in it: “I’ll get you out, Miss,” he called in answer to her poundings from within. “No please,” she said. “Just tell me how to get out.” “I can do it with my back turned,” he said, and did. When she awoke that morning the train was switching and chugging in the Atlanta yards, but in obedience to another sign in her compartment she stayed in bed until College Park flashed by. When she dressed, she put on her Maycomb clothes: gray slacks, a black sleeveless blouse, white socks, and loafers. Although it was four hours away, she could hear her aunt’s sniff of disapproval. When she was starting on her fourth cup of coffee the Crescent Limited honked like a giant goose at its northbound mate and rumbled across the Chattahoochee into Alabama.

The Chattahoochee is wide, flat, and muddy. It was low today; a yellow sandbar had reduced its flow to a trickle. Perhaps it sings in the wintertime, she thought: I do not remember a line of that poem. Piping down the valleys wild? No. Did he write to a waterfowl, or was it a waterfall? She sternly repressed a tendency to boisterousness when she reflected that Sidney Lanier must have been somewhat like her longdeparted cousin, Joshua Singleton St Clair, whose private literary preserves stretched from the Black Belt to Bayou La Batre. Jean Louise’s aunt often held up Cousin Joshua to her as a family example not lightly to be discountenanced: he was a splendid figure of a man, he was a poet, he was cut off in his prime, and Jean Louise would do well to remember that he was a credit to the family. His pictures did the family well – Cousin Joshua looked like a ratty Algernon Swinburne. Jean Louise smiled to herself when she remembered her father telling her the rest of it. Cousin Joshua was cut off, all right, not by the hand of God but by Caesar’s hosts. When at the University, Cousin Joshua studied too hard and thought too much; in fact, he read himself straight out of the nineteenth century. He affected an Inverness cape and wore jackboots he had a blacksmith make up from his own design. Cousin Joshua was frustrated by the authorities when he fired upon the president of the University, who in his opinion was little more than a sewage disposal expert. This was no doubt true, but an idle excuse for assault with a deadly weapon. After much passing around of money Cousin Joshua was moved across the

tracks and placed in state accommodations for the irresponsible, where he remained for the rest of his days. They said he was reasonable in every respect until someone mentioned

that president’s name, then his face would become distorted, he would assume a whooping crane attitude and hold it for eight hours or more, and nothing or nobody could make him lower his leg until he forgot about that man. On clear days Cousin Joshua read Greek, and he left a thin volume of verse printed privately by a firm in Tuscaloosa. The poetry was so ahead of its time no one has deciphered it yet, but Jean Louise’s aunt keeps it displayed casually and prominently on a table in the livingroom. Jean Louise laughed aloud, then looked around to see if anyone had heard her. Her father had a way of undermining his sister’s lectures on the innate superiority of any given Finch: he always told his daughter the rest of it, quietly and solemnly, but Jean Louise sometimes thought she detected an unmistakably profane glint in Atticus Finch’s eyes, or was it merely the light hitting his glasses? She never knew.

of her mind is that Atticus Finch and Henry are also out-of-thecloset racists. Her beloved brother Jem is dead, Dill has left for good, so she has no confidant except her eccentric Uncle Jack, who first spouts a bizarre lecture at her when she tries to talk about her father, and much later, punches her in the face for misunderstanding the situation. In between, the book has several strange and unrelated passages, like a flashback about Scout’s fear of pregnancy and attempted suicide. But the scenes in which she tries to understand how the town functions—like the cruelly funny Coffee her aunt gives in her honour—are full of perceptive details and sharp dialogue. Atticus, now suffering from a painful ailment of the joints, is a somewhat distant figure, treating Scout’s tantrums with paternal patience that borders on indifference. Henry comes out as a wimp who only wants to leave his white trash past behind and gain social status by marrying a Finch girl. He does love Scout, but that is secondary to him. Scout cannot comprehend just what is going on, why her nanny Calpurnia is aloof (“She sat there in front of me and she didn’t see me, she saw white folks”), why the black people she grew up with close have closed ranks against her, why the race issue has become so bitterly politicized that a man like Atticus has to abandon his progressive stance. (He says things like, “Do you want your children going to a school that's been dragged down to accommodate Negro children?”) Or perhaps, on re-reading TKAM the signs will show up, that he was never as principled as Scout imagined him to be. If as a child Scout was rebellious and tomboyish, the grown up Jean Louise seems a little too strident and inflexible— not a very likeable character. The first book (based on an incident in Lee’s own childhood) was about loss of innocence, the second is about maturity, compromise and unconditional love. It’s nowhere near the old masterpiece, and at best, can be read out of curiosity— like a forgotten diary lying in the attic—but still an important chronicle of American life. Incidentally, the title of the book comes from the Old Testament, : "For thus hath the Lord said unto me, Go, set a watchman, let him declare what he seeth" (Isaiah 21:6) Go Set A Watchman

FTII students to stage demo in Delhi today

INTENSIFYING their 52-day-old stir for removal of BJP member Gajendra Chauhan as FTII's chairman, nearly 80 agitating students yesterday left for Delhi to hold a protest there on Monday. The students have been protesting against Chauhan's appointment since June 12, saying he lacked "vision and artistic credentials" to merit the post at the prestigious Film and Television Institute of India (FTII).

EW DELHI: On the eve of allparty meet, a war of words erupted on Sunday with the government charging the opposition with 'negativism' and 'obstructionism' while the Congress hit back by questioning the sincerity of the ruling side to break the logjam in Parliament. With half of the Monsoon session virtually washed out, the government said the "honourable exit" for the Congress would be to have a debate on the issue concerning External Affairs Minister Sushma Swaraj's "help" to Lalit Modi. Union Minister Nirmala Sitharaman, who addressed a press conference at BJP headquarters, however, made it clear that the Vyapam scam of Madhya Pradesh, in which Chief Minister Shivraj Singh Chouhan is under attack, cannot be discussed at all as it concerns a state.

The government has convened an all-party meeting on Monday to discuss ways to end the stalemate in Parliament. Attack Congress, Finance Minister Arun Jaitley said the party may be upset with the government for "political reasons" but it must "accept and seriously introspect" that "negativism" and its "obstructionist tendencies" would hurt the country and the economy. His attack in a facebook post came in the context of the ambitious Goods and Services Tax (GST) Bill which is among the reform measures stuck as Parliament is unable to function because of relentless opposition demand for resignation of Swaraj and Rajasthan Chief Minister Vasundhara Raje in Lalit Modi and ouster of Chouhan over Vyapam scam. Parliamentary Affairs Minister M

Venkaiah Naidu also ruled out any resignation and maintained that there can be a debate in which the opposition can express its views. He insisted that neither Swaraj nor Raje had done anything illegal or unethical that they should resign. Raje was not even Chief Minister at that time, he added. "We want to accommodate the opposition... Let us have a discussion... If they want to express their point of view, we are ready," Naidu said. Reacting sharply, Congress leader Anand Sharma said, "the unwarranted, uncharitable and provocative statement by the Finance Minister and BJP, accussing Congress of disruption makes it abundantly clear that the government is neither serious nor sincere in breaking the deadlock in Parliament."

Mirchi hawala ring: ED sends first LR to UK N

EW DELHI: The ED has sent a Letters Rogatory (LR) to the United Kingdom as part of its global probe into suspected terror funding and hawala operations of late Iqbal Mirchi, a longtime associate of fugitive Pakistan-based don Dawood Ibrahim. The overseas judicial request dispatched recently by the Enforcement Directorate through diplomatic channels has sought to obtain information on the finances, bank accounts and assets of Mirchi and his associates which are suspected to be created by him illegally in the foreign country through dubious ways like hawala. Sources privy to the development said the LR has been issued after vetting from the Union Finance and Home ministries and has been prepared after some preliminary information conducted by the central probe agency in coordination with their counterparts in London. Apart from UK, the agency is already in touch with few more countries like UAE, Spain, Cyprus, Turkey and Morocco as part of the overseas judicial requests. The agency, which has recently launched a multi-level probe into the Rs 3,000 crore slush funds ring, has already issued notices to two sons and the widow of Mirchi, his relatives, lawyers and business associates in connection with its investigation conducted under the Foreign Exchange Management Act (FEMA). As part of the latest LR, the sources said, ED has sought all "available documents and material" which are related to Mirchi and other suspects it has identified in this probe. Mirchi, who died in 2013 in the UK, is suspected to have laundered and moved funds through the hawala route to purchase a host of properties in at least 10 or more countries with the help of his associates. The agency had earlier also written to the Mumbai police Crime Branch, the Brihanmumbai Municipal Corporation (BMC) and the Maharashtra land records authorities seeking their cooperation in this

ANAJI: 'Drawings' was one of the code words for bribe in the controversial Louis Berger bribery case used by former Congress ministers in Goa to allegedly get kickbacks, investigators tracking the case have stated.

Manohar Parikkar Elaborating on this, Goa Chief Minister Laxmikant Parsekar said, "During investigation, a word which came to my attention was 'drawings'. Four drawings, six drawings.. It is a technical term used in engineering, which is why when you say 'drawings', no one will doubt," he told PTI. Meanwhile, Defence Minister Manohar Parrikar has said the Centre will extend all possible assistance to expose the "scams" during Congress rule in Goa, terming the Louis Berger bribery case as just "tip of the iceberg". "This (Louis Berger scam) is just the tip of the iceberg. It is time to bring out all the Congress scams in the open," the BJP leader and former Goa CM said addressing party workers here yesterday. Parsekar had also spoken on the issue at the meet. Crime Branch which has recorded several statements of Louis Berger company's local officials have confirmed that A Wachasunder, who headed JICA (Japan International Cooperation Agency) water project in Goa, had demanded the bribes. Cuts during intercourse

WE got married recently. I am 32 and my wife is 31. We are painfully struggling with our sexual relationship. Each time we attempt intercourse, my penis develops cuts due to rubbing of genitals. How to prevent this from happening?

LACK of adequate lubrication is invariably the only cause for such complaints. Early penetration while the vagina is still dry, can cause the cuts. Engage in a relaxed and prolonged foreplay for at least 20 minutes before intercourse, so that the lubrication from both sides is adequate. Good foreplay is one, when both the partners are more than willing and enjoy pleasuring each other. Adequate foreplay will produce good amount of natural lubrication, and that will solve the problem.

It will help you address this ‘need’ at the roots, which in turn will prevent a similar occurrence in your life where you find yourself in a less than mediocre and abusive relationship. You might benefit from seeing a counselor to facilitate this process. It might be a good idea to have a change of scene, and if moving with your parents provides that, you could consider it. How can you stop Parliament or convert it into a political match?

Afternoon Despatch & Courier www.afternoondc.in

MUMBAI | MONDAY, AUGUST 3, 2015

By Chauthi Duniya Reporter

NOTES FROM NEW DELHI

Parliament House, New Delhi

that. Whatever should be talked on an election platform was expected to find a place in Parliament which is not good but which is happening or it will be adjourned everyday – I don’t see any third option. Coming to Bihar, Zee News has given a survey giving 2 per cent more votes to BJP than the NitishLalu combination. Zee News solidly supports Narendra Modi and the BJP and if even they feel the difference is only 2 per cent then we must take it with a pinch of salt and understand that Nitish-Lalu are ahead. Also they have said 43 per cent prefer Nitish as Chief Minister which is not surprising because the BJP has not even put up a candidate or mentioned a candidate. Overall it

garies—irrigation canals, irrigation to reach as many farms as possible so that they don’t have to depend on rains. Only in rain-fed agriculture you don’t need the Government. The Government is required to create/take water to where there is no water. Though whatever the Agriculture Minister Radha Mohan Singh says is quite rational and sensible, but there is no concrete plan. One of the reasons is that the newspapers belong to the corporate world so they keep on talking of corporate matters – whether tax is less or more or black money, SEBI and stock market and all that but hardly any research or study has been done on agriculture which is a bad thing because we have an increase

situation and in the North and East the unfortunate part is either there is flood or drought – either way the farmer is in trouble. According to me leave the corporate sector alone – they will look after themselves. Even today, despite badmouthing the socialist era, the Nehru era even then corporate sector was and is doing well. Those who are doing well they do well, in any circumstances they find a way out. Of course one big difference is that this year, according to a simple calculation the Finance Minister has got 1 lakh crore extra. How much? One lakh crore because of petroleum prices coming down, because of other factors. One lakh crore is quite a big leeway and if the

below BPL have gone at least APL. So they will use this 1 lakh crore in a judicious manner to bring relief and to unleash productive forces. The one word I am not hearing anywhere is productivity. Even the most advanced countries are always worried that whether productivity is keeping pace to be competitive. Our exports are falling, why, because our cost of production is high. Of course there is an international recession or lack of demand but our own competitive edge is going because there is no upgradation of technology to the required level, there is no productivity increase and the Prime Minster has talked of labour reforms. What it means we don’t know. I think the Indian labour laws are quite okay. In fact what is required is to agree to a dialogue with the unions that if we want more people to be employed they have to be in the secondary sector because in the primary sector you have given so much benefit to the labour that employers are afraid of employing more people because they have to be given all these benefits. So create a secondary sector on a basis which is less onerous. For instance give a social security card and fix as a percentage of the wage to be given to the worker as lumpsum like a provident fund or other scheme. But we complicate our life by having an ESIC, by having another pension fund which are very difficult to govern. Times have changed now. An ESIC is not required because there is a medical scheme by all insurance companies. Let every labourer be insured in this country, let every farmer be insured in this country. The way farmers work for the national economy it has to be on those lines because we have taken the model from the IMF and the World

Narendra Modi

Nitish Kumar

Vasundhara Raje

looks that in Bihar secular forces are ahead and they will be able to stem the BJP from coming to power. All that being said, what is required is to tone up the administration. Agriculture and the farm sector is not getting its importance. We are depending on rains – which is okay but aggressive steps should be taken that over the next 4 years that Modi has got he should try to insulate the farmers from rain va-

in population every year. Today we may be okay but after 10 years we’ll be in trouble, after 20 years in big trouble. What is required is that the Prime Minister should himself either ask the Niti Aayog which he chairs or some other body to prepare a concrete plan for drought proofing the farmer. Drought happens because rains don’t come. In Maharashtra, Vidarbha and Marathwada, the latter is facing a terrible

new Government is serious they can use this money to bring some relief to the poor and the farmers. Already one should be happy that they have understood that MGNREGS is not such a bad scheme. Of course there are leakages and corruption and the usual problems like in every sphere, in every sector in the whole country but the positives of MGNREGS have been good. Poverty has come down, people

Bank. There is no half hearted approach. I think the Government must get down to serious business instead of just all this jingo talk. Every Minister gives a statement which can’t be really assessed as to whether they mean it whether it can be implemented in a reasonable amount of time. Of course I can understand the next 2-3 months will go on Bihar but at least after that things should take a different turn. Let us see.

P

arliament began on July 21 and was in a stalemate for the first 3-4 days. Already there were rumours before Parliament began that both sides have hardened their stand and therefore the priority of getting Bills and legislations passed has been put on the back burner. Even the BJP has decided in its own wisdom that just to get the Bills passed it will not be wise to get the resignation of its Ministers and Chief Ministers. It will give a picture that the Congress has become strong and the BJP cannot function. Therefore naturally it will be difficult to get the Bills passed. So the BJP decided among themselves, the Land Bill in any case they don’t want to pass until the Bihar election results are known, and the GST Bill Congress has a vested interest because it’s a Congress Bill, Congress has brought that Bill. The BJP among its senior leaders decided we will go upto a point. Beyond that if Parliament doesn’t function let it not function. That is exactly what happened. And the BJP also successfully created some little differences between Opposition parties – except Congress and CPM nobody insisted on resignations. To that extent the BJP has got a strategy in place. Even otherwise asking for resignations on every point, only asking is okay but insisting that everybody resigns before is not a fair thing to do. In any case Chief Ministers are not part of Parliament. You can ask for a CBI inquiry, you can ask them to step down, the Congress party can do a dharna but how can you stop Parliament? Under the Constitution, Vasundhara Raje and Chauhan are not under Modi, they are Chief Ministers. Overall both sides are confused. The Congress is confused because it is habituated too much to remain in power in the last 10 years and suddenly they found they are nowhere because they have only 44 seats in the Lok Sabha, so they are totally demoralised. Moreover their to-be-leader Rahul Gandhi does not show any sign of aggressive leadership. He does make statements here and there but the party file is not enthused. On the BJP side the strength of competent people is very little. Modi himself is there but all his Ministers are weak or nonentities or really they couldn’t help him to administer. So in these circumstances what is happening is expected. They will rumble through this session in whatever way, more than that to expect is not good, is not proper. Another decision, informal decision, which the BJP took was that if Bills are not passed we must convert Parliament into a political match. Bihar elections are coming so both sides will start talking all those things which are relevant for elections. So it was expected that the BJP will start giving figures in whatever way of what happened in Lalu’s rule and this and

We have back-up plans if India It’s wrong to continue ban on Sreesanth: CM Chandy K refuses to play: PCB chief

Karachi: The Chairman of the Pakistan Cricket Board (PCB) Shaharyar Khan has said that the PCB has been working on a back up plan if India refuses to play the bilateral series in the United Arab Emirates in December. Shaharyar said from London on Geo Super channel that he remained hopeful that eventually the series would go ahead as planned despite the ongoing tensions between the two countries.

"I am hopeful but yes we have started working on a back up plan which I can't disclose right now...We have spoken to some boards...Incase the series does not take place in December. And we can't afford to leave this window unused," Khan said. The former career diplomat said that he had been touch with Indian authorities and the Pakistan government but admitted the response from the Indians had been slow and slack.

ochi: Throwing his weight behind tainted Indian pacer S Sreesanth, Kerala Chief Minister Oommen Chandy today said it was "wrong" on the BCCI's part to not revoke the ban on the bowler after a Delhi Court dropped criminal charges against him in the IPL 2013 spot-fixing case. "No injustice should be meted out," Chandy said supporting Sreesanth, who is seeking to resume his career after spending two years in wilderness. "I don't think the BCCI's

position on this issue is correct. He was discharged in the spot-fixing case by the court. In such a situation, the In-

dian board should accept the verdict and lift their ongoing ban," Chandy told PTI here. All the 36 accused persons including Sreesanth, spinner Ankeet Chavan and Ajit Chandila were discharged in the IPL-6 spot-fixing case by Patiala House Court last month but the BCCI had refused to lift their ongoing ban. "Ours is a democracy. In all aspects of our polity, there is a system of checks and balances...In view of the court decision favouring Sreesanth, the Board should accept his

right to return to mainstream cricket. But the Board is taking a different approach...It is wrong. Sreesanth should get justice," the Chief Minister said when asked about the BCCI's decision. The Kerala Cricket Association had requested the BCCI to allow Sreesanth to play again but Board Secretary Anurag Thakur said there will be no rethink on the life ban of the two cricketers. "The earlier decision of BCCI's disciplinary committee ban on this case will stay on," Thakur had said.

"In the last one year - after the Asian Games - majority of the international games were won by four girls - Saina, Carolina Marin (Spain), Tai Tzuying (Chinese Taipei) and Ratchanok Intanon (Thailand) - these are the four girls that really dominated," he added. Talking about the draw, Kumar said: "Saina has worked hard but it is a tough draw for her, because she is likely to face Japan's Takahashi in the prequarters and in the next stage, China's Wang Yihan. "All the top players are expected to give tough fight as they had five to six weeks of time for preparing for the big event. She has to take one match at a time. These factors should help her to do well in the World Championships," Kumar said. In a match point game it is not important to only fulfill your contract. You must make one more trick than all those sitting in your position. Raju Bhiwandkar is an acknowledged master of this art. Raju was south. With R shridharan as his partner he reached the excellent contract of 4 spades. West led a small heart. This lead actually did not give him any extra trick, but it gave him the tempo. 10 tricks are on top. But the idea is to make 11. With this thought in mind Raju set about to do it. Winning the trick in dummy with Queen he immediately played a small diamond from dummy. West casually played small & east was elated to win trick with a small card. But to remove dummy’s entry to long diamonds, east shfted to a

small club. Now to set up the diamond suit was difficult. So Raju adopted a different line. He drew 5 rounds of trumps. East had a problem on the 5th trump. On the 4th trump he could discard a small club, but on the 5th trump he had to discard the Queen of diamonds Now Raju played a club to King & ruffed the 9 of clubs, removing east’s exit card. In the last 3 card position East was holding H- K 9 & D- A. Raju was holding H- A J & D2. When Raju cut adrift with the 2 of diamonds the hapless West won with Ace &

week that Joshana lost to Line in Kooyong. The Indian's last triumph had come in the Richmond Open in April last year. Known for mixing strokes and accuracy in the placements, the Joshana held the upper-hand right through, though she admitted, it was a “hard game” particularly after Line fought and brought the score to nine-all in the third game. Coming as it did soon after her recent success in the National Championship, she was happy with her current form.

But have you noticed the expert defence to this end play? on the 5th trump west must discard the Ace of diamonds & retain the Queen of diamond in hand. In the last 3 card position when Raju plays diamond west can play Queen which his partner can overtake with King... Now he can back a heart to restrict Raju to 10 tricks. Even better foresight would have been for west to win the second trick with Queen & retain the diamond 8 in hand to force partner to win the 11th trick. But it is easier said than done at the Bridge table.

Replying to a query, Kumar said: "Earlier, there were only the Chinese who ruled the roost, but now it is between Carolina and Saina. For me whoever wins the world championship is world number one." In world championship, a medal has always eluded Saina, who has not progressed beyond the quarterfinals. The World No. 2, who will start as one of the favourites, is hoping that Kumar's guidance helps her to conquer the world meet. "It has been a successful story getting trained under the eyes of Vimal sir. The results have been sweet as I reached the Number One position, though I am Number two right now. I am training hard for this event, but there is a little shoulder pain, but hope to recover soon," she said.

India thus picked their second silver in the ongoing World Archery Championships where compound archer Rajat Chauhan opened the account with a historic individual medal yesterday.

But, Arsiwala kept Blazzers in the fight when he produced another good performance to put it cross Malkeet Singh 93-56 to level scores at 2-all, before Jaising capitalised on the errors of Madan, who missed a couple of simple pots, to win the crucial decider 87-43and seal Blazzers’ win.

hennai: Indian Test captain Virat Kohli expressed his confidence in Ravichandran Ashwin's batting abilities and said that there is no reason why the Tamil Nadu tweaker can't be the all-rounder that the Indian team is looking for in longer version. "Ashwin, Bhuvi and Bhajji are all handy with the bat. Ashwin has a Test average of 40 and I cannot see that why he can't be that all-rounder for us. That's the challenge. Giving people goals and asking them to improve in certain aspects where the team requires," Kohli told mediapersons at the pre-departure press conference ahead of three-Test series in Sri lanka. Kohli again stressed that he would like to play five bowlers in order to give the team a chance to take 20 wickets and also that three spinners could be a reality during the series. "You need to play a stronger bowling side in order to win Test matches and it's more exciting and satisfying as well. Yes, that's a possibility (three spinners). The idea is to take 20 wickets. I strongly believe that you need to your best bowlers to play in order to give your team a chance to do that. The whole idea of playing five bowlers is that the top six have to take more responsibility," the skipper said. Kohli said that Sri Lanka series will give him proper chance to execute certain plans. "It is an opportunity to have certain plans to prepare for a particular series. Actually judge ourselves on the basis of those three Test matches and analyse how many times we were able to do things we actually wanted to do. I think in one-off Test matches you do not get that

"As far as the contest in the opening slot, it is the spot that is being contested very strongly. Rahul coming through Australia and batting really well when Shikhar was not performing consistently. Rahul stepped in beautifully. Now Shikhar got runs again and Vijay has got runs for us consistently. "So, it is just in the matter of shift in the balance as to who is playing well at that particular point of time. Prob-

It is an opportunity to have certain plans to prepare for a particular series. Actually judge ourselves on the basis of those three Test matches and analyse how many times we were able to do things we actually wanted to do.I think in one-off Test matches you do not get that opportunity.

opportunity. "You prepare for a week or 10 days and that game gets over in five days and correct things and straight away go in to the second game. That is very exciting for me personally to play a full series as a captain and to be able to have the opportunity of executing certain things that we want to do as a team," said Kohli. Kohli also downplayed

concerns about Murali Vijay's fitness issues. "I do not see any issues with Vijay's fitness. I think he is the guy who has been very solid for us at the top of the order. He has improved his game immensely in the last one and half years. He has given us very solid starts. Few niggles here and there happen in cricket and as long as it is not a serious injury, we are responsible

enough to know that is match-fit before we get in to the first Test match," the skipper opined. "I think players deserve a bit of cooling period for them to recover from small niggles as they are very important part of the team. That is the case with Vijay. As far as I know, Vijay is almost hundred percent straightaway. I am sure he will be match-fit, in fact before the

I am not really worried about that," said the skipper. The skipper was also defended Rohit Sharma's string of poor scores in Test matches and said that he is happy with the Mumbaikar's batting slot.

Focus back as India begin Euro trip against France L

e Touquet (France): After a tumultuous few weeks, the Indian hockey team begins its Europe tour with a clash against France here today. The team, which has seen foreign coaches come and go far too often, will play two matches in France before travelling to Spain for three games. High Performance Manager Roelant Oltmans has doubled up as the chief coach of the team after the sudden sacking of Dutchman Paul van Ass, who had just completed five months of his three-year contract. India had recent beaten France in the World League

before the start of the tournament. "The Indian boys are well-prepared and we have strategies to counter them. The tour will help us to understand our strategies better and the strength of the players," said Oltmans. 31 Dravid’s tips for Kohli: Take a cue from Viru’s 201 at Galle

Chennai: India A coach Rahul Dravid, who spent some quality time with Test captain Virat Kohli advised him to make Virender Sehwag's unbeaten 201 at Galle (in 2008) against a rampaging Ajantha Mendis as a reference frame for facing the Sri Lankan tweakers this time round. "If you see the way that series (2008) went, Ajantha Mendis was a revelation (he took six wickets in that innings). Mendis was really troubling batsmen. That was the game that Viru bhai actually took him on and whacked him. Couple of days back, I spoke about that innings with Rahul Dravid. He (Dravid) said that is the best innings of Virender Sehwag's in his career," the name Sehwag got the utmost respect out of Kohli's voice. "That innings personally taught me how to play in Sri Lanka against their spinners in their conditions. I am sure lot of batsmen would want to watch it again throughout the series and take tips as to how we can go about our business," Kohli made it clear why that innings would be a reference frame for all batsmen playing Test cricket in Sri Lanka. Incidentally, Sehwag scored 201 out of 329 in that Indian innings where eight players failed to get into double digits. "I saw the whole of that innings and the way he (Sehwag) batted even with the lower order still so backing himself throughout. That teaches a lot specially to youngsters who want to cement a place or make a mark in Test cricket. It is all about backing your ability and not changing a game too much from what you used to playing." Asked about what exactly were the areas where he worked with India A coach Rahul Dravid, the talented Delhi batsman spoke about adjusting to pitches which helps spinners with sweeping being one of the key aspect.
