Presenting the railway budget to parliament yesterday, Railway Minister Sadanand Gowda said FDI will come in and he is certain about a nod from the government in this regard. By Vishnudas Sheshrao

he minister disclosed government plans for raising funds necessary to carry out modernisation of the railways. Sadanand Gowda announced new lines which includes the bullet train from Mumbai to Ahmedabad. He gave a list of facilities and amenities for passengers. He stressed the importance of cleanliness for which a 40 per cent increase would be made. Online ticket booking will be expanded, branded, packed food will be given to passengers. He said lady passengers will get security: some 4000 women will be employed for the purpose. There will be a revamp of booking tickets: Online ticket booking will be expanded; corporates would be encouraged to adopt stations.
Nothing for Mumbai: CM Mumbai, the commercial capital of the country, received little attention in the 2014 Railway Budget presented by Union Railway Minister Sadananada Gowda on Tuesday. He admitted that urban infrastructure is a challenge for the Railway Ministry. Mumbai generates the highest revenue in the country for the railways. The Western suburban railways made a record collection through ticket sales of Rs 22 crore and the Central Railways stood second with Rs18.71crore. Owing to the sudden hike in fare prices, both railways collected revenue of Rs 76 crore in
four days in the last week of June. Chief Minister Prithviraj Chavan expressed his dissatisfaction with new railway budget. He said, “There is nothing for Mumbai and hardly a peanut for Maharashtra.” While talking to reporters in his home district Satara, Chavan said, “The state government had put in a request to the Railway Ministry, earlier this year, about new projects in the state. But our request has been ignored.” He was further peeved that there wasn’t even reference to the Mumbai Urban Transport Project (MUTP) (a project in collaboration with Mumbai Metropolitan Reigional Development Authority) set up to improve traffic conditions in the Mumbai region. The Union Railway Minister promised that Mumbai will get 864 additional state-of-theart EMUs over the next two years, as well as the conversion of traction from 1,500 volts DC to 25 KV AC in the Mumbai suburban railways. It will increase the efficiency of local trains and save time. For the Mumbai Metropolitan Region (MMR), the railways promised to lay the 4th line from Karjat to Lonavala and Kasara to Igatpuri. Safety of women on board local trains has always been a concern. The railways has planned to recruit 17,000 Railway Police Force (RPF) constables out of which 4,000 will be women constables who will be present in the ladies coaches of local trains. RPF escorting teams in trains will be provided mobile phones so that passengers can contact them when in distress. Security helpline will be augmented.

Railways will prove to be the growth engine of modern India — PM Narendra Modi one bullet train alone. Public Private Partnership: There has been a lot of talk about public private partnership for raising resources. Railways being a capital intensive sector have not been successful so far in raising substantial resource through PPP route. Madam Speaker, it is my endeavor to pursue this in right earnestness. It is our target that bulk of our future projects will be financed through PPP mode, including the high-speed rail which rehere has been focus on sanc- quires huge intioning projects rather than vestments. completing them. In the last 30 years, as many as 676 projects were sanctioned worth ` 1,57,883 crore. Of these, only 317 projects could be completed and 359 projects remain to be completed which will now require as much as ` 1,82,000 crore. In the last 10 years, 99 New Line projects worth ` 60,000 crore were sanctioned out of which only one project is complete till date. In fact, there are 4 projects that are as old as 30 years, but are still not complete for one reason or another. The more projects we add, the thinner we spread our resources and longer it takes to complete them. I am sure, if this trend is allowed to continue, many more thousands of crore will get spent yielding hardly any returns. In the last 10 years, Indian Rail- 1. REVAMPING RAILWAY RESERVATION SYSTEM 1. Railway Reservation System will be revamped into Next Generation e-Ticketing System. Ticket booking through mobile phones and through Post Offices will be popularized. We will improve the system capabilities in e-ticketing to support 7200 tickets per minute as against 2000 tickets per minute and allow 1,20,000 simultaneous users at any point in time.
GATHERING MORE RESOURCES With a large backlog of sanctioned projects, funding continues to be the biggest challenge for the Railways. While private investment and customer funding for some port connectivity projects and few other Power Sector Projects has started, much more needs to happen if infrastructure creation has to keep pace with the requirement. We will interact with Industry and take further steps to attract investment under PPP through BOT and Annuity route and 8 to 10 capacity augmentation projects on congested routes will be identified for this purpose. Zonal Railways will be suitably empowered to finalize and execute such projects.

umbaikars are delighted with the new railway budget presented by the Union Railway Minister Sadananda Gowda. As hoped, unlike in previous budgets, the new government had many things in store for Mumbai. Mumbaikars have long hoped for clean and hygienic trains, and now, the railway budget has taken into consideration omises being implemented. this wish. But some people refuse to believe a word until they see the promise being delivered.
“I do not find anything new in the budget. The promises are like the old ones. The government is planning to introduce FDI, but I doubt it will help.” — Sameer Zaveri, Railway activist
Mumbaikars welcome the railway budget and are looking forward to the increase in security and cleanliness in the Mumbai locals, but cynics think that maintenance of toilets which are left unclean for more than 12 hours, food being kept besides the toilet, etc. can only be remedied with a change of sensibilities
“I'm happy about the fact that cleanliness and hygiene in Mumbai's trains was mentioned in the budget. However, we are a huge country and the Metro took more than six years to start. So I have my doubts about the bullet train.” - Natasha Patel Content writer
“It is a welcome budget. In a city like Mumbai where diseases can be spread very easily, we urgently require clean and hygienic trains. The railway budget has come as a boon. There will be a 40 per cent increase in the budget, specially for maintaining cleanliness. The Mumbai-Ahmedabad bullet train is another positive development as it will boost trade and business.” - Anil Joseph Chairman, Perry Rd Residence Asscn “The budget appears to be very good, but we have to see how far it is implemented. One can comment on the budget only after it is implemented. I don't think the CCTV cameras for maintaining a check on cleanliness is going to be helpful, they might be like the metal detectors which are hardly in use.” - Anusha Iyengar Executive at Ping

“I'm happy with the railway budget. If we think of the 21st century, we think of bullet trains. If China can do it, why not India? However, I feel that high speed trains should have been introduced first.” - Sandesh, Political Science student
“A mission is said to be accomplished only when all its said features are completed successfully. The 2014 Railway Budget has addressed every railway passenger frets about: sanitation and quality food. I hope all the dreams which the BJP showed us in the budget are fulfilled soon, successfully.” - Nikita Pardeshi Student
‘The privatisation of the railways’ By Vishnudas Sheshrao
T
he cash-starved Indian Railways has opened Domestic Investment (DI) to public-private partnerships (PPP) to augment railway infrastructure as presented in the 2014 Railway Budget by Union Railway Miniter Sadanand Gowda in Parliament on Tuesday. The opposition, however, criticised the move of opening the railways to Foreign Direct Investment (FDI) as the “privatisation of the railways”. Railway minister said that in order to carry
out on-going projects, new projects, augmentation of passenger amenities and basic infrastructure in railway premises, the Railway Ministry opted for the PPP model. Under PPP, the railways have plans for various developments in the railways, from prividing drinking water taps to major projects like building railway stations like international airports. The first railway budget by the Modi government has garnered a mixed reaction from the public. It was a challenge for the ministry to make a budget within this short time span.
In his presentation, the Gowda said, “Footover bridges, escalators and lifts at all major stations will be developed through PPP. Development of identified stations to international standards with modern facilities and passenger amenities on the lines of the new airports through the PPP mode.” The Indian Railways has now come up with a plan to develop 10 major stations in the metro cities and important junctions with state-of-the-art facilities. To raise funds fot this, the railways are planning to leverage its land and air space in and around the stations.

Care (UHC) in Maharashtra. In this survey, 29,858 people from 6,000 families belonging to the Below Poverty Line (BPL) category from across 22 districts were included and it throws light on the glaring failure of RSBY in the state. According to JAA, involving insurance companies leads to the health schemes not being adequately publicised and hence not reaching out to all needy people. It feels that Maharashtra should take a cue from Andhra Pradesh which removed insurance companies from the management of its Rajiv Aarogyasri Scheme, of which RGJAY is a replica, owing to irregularities and unnecessary financial burden. It also says that because
the official BPL list is very problematic and as the study found that it excluded half of the genuinely poor households, thereby depriving them from getting benefits of RSBY, the current strategy of using the ‘targeting’ approach for RSBY is proving to be ineffective and that the state should adopt a universal approach, with inclusion of all households. Its final suggestion is that the Maharashtra government should consider moving towards a system of Universal Health Care (UHC), where people will get free healthcare at the point of delivery of care, which will be financed through general taxation and pay roll taxes.
Stop sale of tobacco products in defence canteens Says Union Health Minister in a letter to Defence Minister Arun Jaitley, in attempt to promote further fitness in the armed forces By A Staff Reporter
What people had to say about this initiative:
I
n a letter addressed to Defence Minister Arun Jaitley, Union Health Minister Dr Harsh Vardhan has demanded a stop on sale of tobacco products in defense canteens as he believes that “our armed forces need to be physically and mentally fit and avoid using substances that compromise their health, fitness and well being.” In the letter (a copy of which is available with the ADC), Dr Vardhan has said, “There is no data available as to the extent of smoking in the Indian Armed Forces and consequently the adverse health impact on the defence personnel following tobacco use. To my understanding, there is no policy formulated by the Armed Forces on tobacco sales and its use.” Although military personnel are required to pass fitness tests on a regular basis,
the letter questions the fact that the use of tobacco remains accepted, accommodated and promoted in the armed forces despite the underlying expectations of superlative fitness and also dismisses the popular notion that military personnel need tobacco for relieving stress. “The argument that tobacco is a necessity for military service members devalues their long-term quality of life and ignores the military's obligation to pro-
vide healthy effective means of stress relief to service members,” the letter states. Finally Dr Vardhan has written, “I strongly feel that our armed forces need to be physically and mentally fit and avoid using substances that compromise their health, fitness and well being. Therefore the armed forces establishments should stop selling tobacco products through their canteens and the Ministry may revisit its policy of making
“Our soldiers need to be fit all the time for obvious reason. It is shocking that the government continues to force addiction in them by offering subsidised alcohol and tobacco. There is no logic why a soldier needs to be lured into indulging in these harmful habits at the cost of the tax payer's money. The pilferage from army canteens is a well-known problem. I completely support the health minister's action to make our forces healthier and stronger,” said Dr Pankaj Chaturvedi, head and neck surgeon at Tata Memorial Hospital. Shreya Patil, who is engaged to an officer in the Indian Air Force said, “It looks like a nice initiative but it remains to be seen how much difference it will actually make considering the canteen is not the only place where these products are available and accessible to them. They have orderlies who can get them cigarettes and other products as and when required. But yes, the fact that these products will not be available in the premises of the establishments is good news.” available cigarettes and other tobacco products at a discount to the members of the service.” The letter further says, “This should be backed up by an education and information campaign so that the opposition to the proposed measures

For the academic year 2014 – 15, there are 36,826 seats available in the Arts stream and 30,848 seats in Science. The self-finance courses, such as management studies and mass media, have 12,425 and 4,146 seats respectively. This year, students have opted to study in suburban
colleges over town-side college. Though, of course, the admissions depends on the number of seats available in the colleges, several colleges had sought permission to introduce for additional classrooms so as to accommodate more students. Mahadev Jagtap, management council member, MU,
said, “Students now prefer colleges close to their residences, keeping in mind the time taken to travel across the city. Most students opt for colleges in central locations, making travel easy and less time consuming.” Colleges like Hinduja, Jai Hind, KC and St Xavier's closed with close margins of
maybe nipped in the bud. Furthermore, all defence establishments including naval ships should be declared 'No Smoking' zones. This would go a long way in creating a healthy and fit force that can take up any enemy challenge with grit and determination.” 3,500 sears for their BCom courses. The ADC spoke to Dr Sangita Kohli, Principal of S K Somaiya College, regarding this. She said, “Students now apply to colleges considering the cut-off lists of previous years which gives them an idea of the admissions process. Student opt for surburban colleges as the cutoff lists do not peak and they hope to get their admissions through merit.”

Abducts and rapes minor at knife point; father alleges that cops are trying to hush up case By Zuber Ansari
A
10-year old girl from an impoverished family in Andheri (W) was allegedly abducted and raped by a laundry man inside his shanty when the girl was returning home from school on Tuesday evening. The accused, Ramesh Kanojiya and the victim stay in the same locality in Andheri (W) where the incident took place. Shockingly, a minor boy who is an eyewitness to the incident, had seen the little girl coming out of the shanty, crying and in fear as the accused had told her that he would kill her if she revealed his act to anyone. After the incident, the girl reached home scared and bleeding from her private part and narrated the whole incident to her aunty. The aunt then accompanied the girl to Kanojiya's house but
failed to find the accused. In her statement to the police, the victim's aunt revealed that, after the incident the girl was crying continuously and revealed the laundryman, Kanojiya had raped her at knife point. The police arrested Kanojiya and also have lodged a FIR. According to DN Nagar Police, the arrested accused has been identified as Ramesh Maiku Kanojiya. A police team accompanied by forensic experts searched the room and some crucial evidence was collected. Later in the day, high drama was witnessed at the government hospital when the girl was brought for medical examination, with her father alleging the police was pressurising him not to lodge an FIR. The medical examination confirmed rape.
Fake police officer in real lock-up Accused was found to be in possession of official police dairies, patrolling registers and even copies of summons By Suresh Golani
S
leuths of the Thane (rural) police have arrested a 42year-old man who moved around the Mira Road region masquerading as a senior police official of the local police station. According to the police, the accused has been identified as Lalit Omprakash Sawant (42), a resident of Sai-Vaishnavi Building in the Chandansar Road area of Virar. Sawant had apparently been moving around in the area as a Police Inspector in a SUV which had a board bearing the word 'Police' on it. However his luck ran out on Tuesday when he was spotted near Jangid Circle by the actual Senior PI of Mira Road police station, Dhanaji Kshirsagar, during routine patrolling duty. With a short
hair-cut and mannerisms resembling those of a cop, Sawant was dressed in khaki trousers wearing an official police belt. The police team was shocked to find official patrolling books, weekly diaries, stickers of police emblems and even copies of summons and warrants in the possession of the fake cop. “The accused apparently targeted unsuspecting people on the virtue of the fake copies of summons and warrants. We are not only in the process of finding out his modus operandi and his victims, but we will soon track the seller who provided him with the stationery and other official material, said Additional Superintended of Police Sangramsing Nishaandar. Prima-facie investigations have revealed that Sawant had been arrested in 2007 for posing as a cop in Vasai. A case under sections 170, 171, 419 of the Indian Penal Code has been registered against the fake cop who was remanded to police custody when produced before the District Sessions Court, Thane. Further investigations are on.

LIC asked to pay Rs.70,000 compensation for deficient services By A Staff Reporter
T
he Thane District Consumer Redressal Forum has ordered LIC to pay a compensation of Rs 70,000 to a Bhiwandi resident towards legal charges and mental suffering that he had to undergo after his insurance claim was rejected following the death of his son. According to a PTI report, Forum President Umesh Jhavalikar and Member N.D. Kadam in their order last week also directed three respondents, including LIC of India, Assistant Secretary (G/ULIP) and Manager (Claims) to make a payment of Rs.50,000, the insurance amount claimed by complainant Narendrakumar Mishra. Mishra, in his complaint, stated that he had taken the 'Children's Deferred Endowment Assurance Policy With Profits' for his son Shyamnandan (who was 13 then) effective from January 1, 1998 for a period of 17 years. Also, he paid Rs.1,142 half-yearly and the total sum assured was Rs.50,000. The last date for payment of the premium was July 1, 2014. The policy holder was to get the maturity amount on January 01, 2015. There was a condition in the policy that it would be transferred on the name of the beneficiary (son) when he attains the age of 21, i.e on 14.04.2006. However, his son died due
to illness on June 3, 2006, but he had paid his premium regularly to LIC upto July 2005, Mishra told the Forum. He further stated that LIC deliberately defied the conditions in the policy and rejected his claim and was thus deficient in its services towards him. After hearing both the counsels, the Forum observed that even though the policy has not been transferred in the name of the child there is a clause that the insured amount can be paid to the heir of the insured. The insurance company could have very well regularised and extended the policy and given benefit of the policy to the complainant by levying a penalty for non-payment of further premiums which it did not not do. The insurance company had simply taken shelter under the technical aspects and rejected the claim which itself is deficiency in services for which it needs to pay compensation to the complainant. For mental sufferings and losses it should pay the complainant Rs 20,000 and towards legal expenses pay Rs 50,000 all within 30 days, the Forum ruled. Besides, the Forum also ordered the LIC to make payment of Rs.50,000 which is the sum assured by the complainant on the name of his son.

According to the official, if there is not enough rain, the situation of 1993, where the civic body had to implement a water cut of up to 40 per cent, could arise. There was a similar water cut of 30 per cent in July–August, 2009. The figures available with the BMC's water department state that there are about 18,000 wells in the city, but the civic officials are not sure about the potability of this
water. Desalination has been debated for a long time now as an alternative to the rainfed lakes and other ground water sources. Due to highly expensive processes involved in desalinating sea water, the project has been aborted midway. However, an officer from the BMC's Hydraulic department said, “We will now accept applications from private societies for digging borewells in their compounds.” khushboo.panjabi@afternoondc.in Sushil Kadam | ADC

hiv Sena president Uddhav Thackeray, expressing his confidence about winning the upcoming Assembly elections, stated that the traditional puja at Pandharpur next year will be performed by the Chief Minister of the Sena-BJP alliance. Speaking to reporters yesterday, Thackeray reiterated
that the next government is “ours”. When asked whether he would perform the Ashadhi Ekadashi puja as CM next year, he said, “It would be performed by the Chief Minister from the saffron alliance.” Traditionally, Maharashtra Chief Minister performs the puja at the temple of Lord Vitthal and Rukmini at Pandharpur in Solapur district every year. Railway Budget: Bold moves for modernisation R
AILWAY Minister D.V. Sadanand Gowda has admitted that there is a big gap between what finance is available and what is needed. He has produced an optimistic budget and he seems to be confident he will get the money needed to implement various projects and services which he has mentioned in the budget. He plans to involve private parties and the FDI in building infrastructure. And he hopes to generate funds through fare and freight earnings. India, he calculates, will be the largest railway freight carrier in the world soon. Getting FDI is a new strategy which is likely to pay off. As many as 23 million people travel by train every day. With new services to modernisation of railways, a number of passengerfriendly services will be introduced. The online booking will be expanded, clean and branded food will be given to passengers, pure water will be made available, retiring rooms at all major stations will be provided, high-speed trains between major cities will be started and reservations system will be enhanced. The railway minister has laid great emphasis on cleanliness -- he has increased the allocation in this regard by 40 per cent. And he has given us a glimpse of shape of things to come: A bullet train between Mumbai and Ahmedabad will be started soon.

VERY change of regime brings with it a mad scramble for bungalows in Delhi’s prized Lutyens zone. But this time, this elite area is going through more than a mere change of residents. The tectonic power shift that gave the BJP its first ever majority government is set to overhaul the socio-political profile of Delhi’s VIP district. The biggest losers are the Left Parties, down to just 10 MPs in the Lok Sabha. They no longer have the numbers or the clout to retain the numerous living spaces they have managed to bag through decades of dominance by Left-of-Centre politics. The paradigm change, from Left to Right, means they are out on the roads, literally. The fate of the CPI’s peasant front, All India Kisan Sabha, is a case in point. The Kisan Sabha is perhaps the oldest occupant of a Lutyens bungalow. It has been housed on Ashoka Road since 1951. There were always enough CPI MPs in Parliament to ensure that the bungalow remained with the party for its use which is why the Kisan Sabha managed to continue in the heart of the Capital even though its activities slowly declined. The 2014 polls saw the near total eclipse of the Left parties. The CPI has been the hardest hit. It has just one MP in the Lok Sabha, C N Jayadevan from Kerala. And being a first time MP, Jayadevan is not entitled to a bungalow. He will get a small MP’s flat on North or South Avenue. Left MPs have traditionally given their official accommodation to the party. No doubt Jayadevan will do the same. But the CPI may have to put it to better use than housing a near defunct organisation. So, after 63 years in the Capital’s power zone, the Kisan Sabha is moving out. And with the CPI in danger of losing its national status after its dismal performance in the recent polls, the Sabha may have to leave Delhi altogether. It has been a change of gargantuan proportions indeed.
feat is the loss of a government bungalow that had been with the family ever since his father Charan Singh became the Janata Party’s home minister in 1977. The bungalow on Tughlak Road remained with Charan Singh long after his political eclipse. And after he passed away in 1987, Rajiv Gandhi agreed to allot the house to Charan Singh’s widow Gayatri Devi. Ajit Singh moved into the house when his mother died and has been residing there ever since. It’s going to be a huge wrench for him to shift from what he virtually considers his family home. It seems like Ajit Singh has been in such deep depression ever since the dismal election results that he didn’t even show up at his father’s Samadhi, Kisan Ghat, on Charan Singh’s death anniversary on May 29. Interestingly, 10 Congress ministers have vacated their bungalows so far. Some, like Salman Khurshid, have simply gone back to

World Cup semi-final on Wednesday. That’s because Germany’s fate in that crucial match will determine whether Modi and German Chancellor Angela Merkel will meet for bilateral talks in Berlin. If Germany wins and goes through to the finals on July 13, Merkel will fly to Rio de Janeiro to watch a match her country is anxiously awaiting. Modi will then make a night halt in Frankfurt for his plane to refuel and for him to recharge his batteries for the BRICS talks. On the other hand, if Germany loses to Brazil, as many here are expecting and hoping, Modi will fly to Berlin where Merkel will be waiting to meet him. It will be his first bilateral interaction with a world leader outside of the SAARC region. Ministry of External Affairs officials are preparing for both scenarios and keeping discussion papers ready for Modi to read after the semi finals.

Art Of Spiritual Mind Healing A
LL conditions of body, mind, or spirit, which are not whole, perfect and complete, are the result of wrong thinking. The first cause of misfortune is always wrong thinking. The most rapid and effective healing takes place when we correct the thoughtlessness with right thinking about the condition. This does not include that we give new thought to the condition, but rather new thought to the positive opposite of the unfortunate condition. The means to correct thinking include our taking time to regularly meditate, affirm and maintain uplifted ideas about how good life can be. This must not generate a Pollyanna conception, which is simply to think the condition is removed or altered by believing it, while ignoring a deeper, inner idea held in the Subconscious that reversibly supports the misfortune. Rather, Spiritual Mind Healing takes place when the very idea that caused the condition is uprooted and replaced with the highest ideal of what it can be. This procedure includes both logic and feeling, but not the logic and feeling that generated the condition that needs changing. Rather it is a Divine Idea that is High Love. It comes through a spiritual birthing of intuitive development. The world we experience will always have
misfortunes until and unless people come to believe that life in and of itself is good and naturally healthful. We need to know that the normal and natural state of life is supportive of its creation in all the ways that make for wholeness. Every condition of body or mind that is a hardship, disappointment or failure can be healed. Spiritual Healing is not an experience of mere improvement. Rather, it is a restoration of the natural state of a person. It
MATTER & SPIRIT happens through revelation. Revelation means that the perfect state of mind and body, which should have been the condition all along, is revealed. It is the result of believing God is perfect: therefore, every person could only have been made perfect. However, it cannot be experienced in our lives until we discover the truth about who we are. That is the means by which the revealing takes place. We have been crafted perfectly, and any imperfect conditions are the result of those thoughts that are contrary to what God knows about us. Once we are convinced that God knows we are perfect, then the healing has to take place. Through Spiritual Mind Healing, Dr. Royal has experienced rapid healings, often instantaneously, with numerous people, of tuber-
culosis, colitis, tumors, lung cancer, cervical cancer, skin cancer, throat cancer, cancers widespread in a body, bronchiectasis, Parkinson’s disease, edema (dropsy), diabetes, several healings of eyes including hole in the macula and reversal of macular degeneration, hole in the ear drum, arthritis, bulbar poliomyelitis, heart conditions, body injuries, colds, headaches, migraines, backaches, stomachaches, asthma, allergies, sinus problems, broken bones replaced, addictions, energy depletion, torn muscular ligaments, cuts, car sickness, air sickness, dizziness, infant problems, foot problems, joint problems, and ulcers. In addition, he has been involved in many healings of money problems, relationship problems, drug addiction, alcoholism, job oriented problems, and so on. The procedure that Dr. Royal uses does not require touching. Touching is comfortable for Dr. Royal, but the healing takes place entirely through thought. The condition is always the result of some idea held in the Subconscious Mind. That idea creates and maintains the disease. Dr. Royal removes the faulty idea from the Subconscious and replaces it with the positive opposite idea, which then is copied by the Subconscious into the life of the client. The more serious the faulty condition is, the easier it becomes for a healing to occur. However, the client must be open to changing the faulty idea. Therefore, the healing session is begun with an explanation of the healing principles. — Dr Royal Satterlee

Will Budget 2014-15 be people friendly? ON the eve of the announcement of the Budget for 2013-14 by the new incumbent government, albeit the discerning people feel that they cannot afford to be optimistic that the Budget could be that imaginative to have worked out a new strategy seeking to reduce the retail inflation and the high rate of taxes even on senior citizens but fervently hope that the government, will not dare go 'flat out' to raise manifold the price tags, in particular, of the staples of the kitchen and the various tax bases captioned with a carefully worded routine 'stale statement' that these sort of "bitter medicines" are essential and inevitable at this point of time to overcome the deeprooted 'economic spoils' coupled with the jugglery engineered by the allegedly corruption-ridden previous Congress regime to set the tone to steer clear the rot for a 'prosperous future' of the Nation. AS the first Budget session of the 16th Lok Sabha gets underway, the tussle between the ruling NDA and the opposition led by the UPA is getting intensified. Djokovic deserved to win IT was ding dong battle between two of the best players in circuit. One is in the fag end of his career and the other at the peak of his career. The missing factor in this year's men singles final is that of the absence of a star left handed clay court exponent Rafael Nadal as he was defeated in the fourth round. In the women's singles final left handed Petra Kvitova made short work of her Canadian opponent and showed left handers are gifted. Men's final saw fortunes changing and the pendulum was swinging both the ways. In the end patience and perseverance paid off against a player carrying maximum experience. Nurses return from Iraq safely, but...
The Brazilians are in pain
More hospitals for the poor
QUOTE:
VERY SAD: Many nurses who returned from Iraq have not been paid their salaries -- for not completing their assignments. THE news of the return of the Indian nurses certainly relieves the anxiety of those who are blood relatives and Indians at large, however there is serious underlying pain of these nurses as their future is blank at the moment. The nurses returned to save their lives but many of them did not receive the remuneration for not completing the assignment,
which certainly would hit them hard, economically. As the return stories of the nurses unfold we find the miseries are plenty and pretty hard to face for them, in view of the loans taken for the job, the visas and the travel expenses would now remain unpaid. I strongly feel that the centre/ state should sincerely try and find ways and means to reinstate these
nurses on immediately to help them out of this financial crisis. Certainly, at the outset Modi's govt, especially the MEA led by Sushma Swaraj demands the credit for jiffy action to save these nurses from a critical war situation in a country like Iraq which is politically hugely volatile for quite some time. — Bikram Banerjea, Mumbai

The Union Government's lawyer informed the Bombay High Court on Tuesday, which refused to grant an injunction against the transfer of the bungalow to the buyer. The division bench of Chief Justice Mohit Shah and Justice M S Sonak was hearing a Public Interest Litigation (PIL) filed by two employees of Bhabha Atomic research Centre (BARC), seeking to stop the transfer of the bungalow. The Union Government's lawyer told the court that it was planning to acquire the bungalow and turn it into a monument under the Maharashtra Ancient Monuments and Archaeological Sites and Remains Act. However, a response from the Prime Minister's office on this was awaited. “We are exploring legal ways to declare Bhabha's house as a monument. For this, two conditions are necessary (to be fulfilled) - it should have historical importance and should be standing for 50 years or more. In this case, both conditions are met. So, the government was seeking instructions as to the methodology from the Prime Minister's Office,” Senior Counsel R V Desai said. Based on this, the court recorded the statement of both the parties and said the transaction for transfer of property may be dealt with by the charity commissioner as per the law. “However, we would like to point out that this would not prevent the state and the Union Government from taking any steps to acquire it,” the bench said. philip.varghese@afternoondc.in

WANT TO KNOW ABOUT TEXTILES
I am interested in textile designing, and anything to do with textiles. Can you suggest some course where I will get an overall idea of textiles? Can you give me details of the types of courses available including duration, eligibility etc.? —Arpana Desai Vocational courses are provided at polytechnics and vocational training colleges in most large cities in the country. Students after Class XII can take these courses. For a degree course in textile, a student can take up BSc Home Science and then pursue an MSc course in textile designing or pursue Diploma/PG Diploma after graduating from any stream. The duration would range between one and three years depending on the nature of course.
I love writing but can not figure out whether I should get into copywriting, journalism, television etc. Can you give me some kind of a brief on each which could help me figure out which of the three I should take up? I am in SYJC Arts. —Amardeep Singh Writing for all the three areas is a different art and requires a unique style. Copywriting will be more applicable in the advertising field. It is the use of words and ideas to promote a person, business, opinion or idea. As for journalism, you can write for one of the following areas such as – sports, politics, economics, fashion, entertainment and so on. In case of Television, there are programmes which cater to various fields like news, daily soaps, travel shows, sports and so on which require story writers and script writers as well. Decide on the basis of your style of writing, knowledge about a subject and interest in a particular area. I am very keen on getting into the teaching profession. I want to earn maximum money. Which is the highest paying teaching job available? Preschool/school/college? I am in Class XII. What do I study next and how do I go about it? —Rohan Padwalkar

cook on chullahs that generate tremendous amount of smoke. These chullahs prove to be fatal for the women lighting them, along the years. The traditional chullahs emit carbon monooxide as a result of incomplete combustion of firewood. Project Urja, meaning energy, is an initiative by National Institute of Industrial Engineering (NITIE) to provide a smokeless chullah to villagers. The chullah initiated by Team Urja, works on an inverted draft mechanism which helps in complete combustion of fuel resulting in minimal smoke levels and thus increasing the efficiency of the fuel to as high as 67 per cent. However, the challenging task in a business is convincing your consumers about your product and educating them about its benefits. President of Project Urja, Aman Garg, says, “When the pilot run for our project was rolled out, we identified various ergonomic issues with our model that the ladies faced while using it. Then we modified the design to make it more ergonomically viable. Secondly, the initial cost of this chullah was high which acted as a detriment for the villagers to adopt this model. To counter this, our focus shifted to cost efficiency and making the people aware of the long term benefits of this chullah. The major challenge faced by the team was to convince the villagers to switch from their traditional chullah to the new modified chullah.”

SOWING SEEDS FOR A NEW START The students of K J Somaiya Institute of Management Studies and Research (SIMSR) saw a problem on the outskirts of Mumbai, particularly in the small village-town of Dahanu. With the villagers constantly migrating to Mumbai for labour, the children attended school only during the monsoon months and worked with their parents at construction sites in Mumbai the rest of the year. The only cultivation possible in Dahanu is the paddy crop. Students of K J Somaiya brought in an agricultural expert who saw the opportunity to grow Mogra flowers and thus launched Project Mogra. The students realised the market potential of the flower – Dadar flower market alone has a turnover of Rs. 7 lakh per day – and trained the farmers. Project Mogra has successfully taken 314 farmers in Dhanu under its wing and have helped in reducing problems like migration, child labour, child sexual abuse and more. These farmers are also given a financial literacy course, as their income has increased. Highlighting the opportunities that such work brings, President of Project Mogra, Urvi Dharamshi, explains, “Social Entrepreneurship programmes such as Enactus give us an opportunity to apply our business and economic concepts to help people in need. Our conviction to help people not merely by doing charity but by empowering them inspires us to do these projects.”

Pen pals: Constructing Knowledge together
M
arcel Proust, the French novelist, observed that "the real voyage of discovery consists not in seeing new lands but in seeing with new eyes." The classroom walls have tumbled down. While students in traditional classrooms have been limited by the four walls of their room and the two covers of their textbook, 21st century students have the opportunity to reach across oceans to learn from their peers on the opposite side of the world. Rather than reading about life in France from a dated social studies textbook, students can now discover firsthand the realities that face their global peers
« HAPPENING SHAPPENING using information communication technology. This is a major shift. When students broadcast their digital voice and place their digital footprint on foreign lands, they gain real-world experiences that have been previously inaccessible to them. All students, not just children from privileged families, now have the power to reach out through technology and create real, meaningful relationships with fellow global citizens. Oxford International school aims to raise students to global consciousness with international educational collaborations. Students interact with pupils of their own age in a place they’ve
never seen, and may have never even conceived of before. International educational collaboration, powered by the internet, allows students to get a view of the world in a fresh and inviting way. Internet has made the world smaller. Teachers in Oxford International school now collaborate with classrooms around the world to expose different culture to students. Working with students from a different culture motivates students. The students of Oxford International School wrote emails to St Jude’s Church of England Primary School and in return received post cards from them. Oxford students getting connected globally has sparked curiosity and independent learning in them and has made it easier for the teachers to incorporate core curriculum lessons into global collaborations. By connecting with students of their own age in very different cultural contexts, students learn to be more open-minded and tolerant of difference. They were committed to their pen pals and excited about communicating with them. International pen pals creates a real audience that students care about, making them more willing to take suggestions, edit and rewrite. When students write letters to one another, they no longer see writing as a chore – it’s a communication tool that helps them to learn about a peer from a different culture.

did my MCom in Finance. I chose a career as a social media trainer and media consultant, because when I joined the industry, social media was at a very niche stage. In those days there were very few professionals who understood this domain. It was a great opportunity to be one of the first people in the industry and I decided to take advantage of my position. The pace at which social media is growing is enormous. Today, there is a huge demand in the industry to embrace this medium. It has become a new form of communication. Right from politicians, brands, personalities and individuals, all are using this platform to a great extent in their own meaningful ways. However, the need for educating them on how to wisely use these platforms and connect to the audience is missing. That's where I come in and try to bridge that gap. I love what I am doing. My education background is primarily finance. I had also done a course in web designing. My qualification has helped me in many ways. Since my majors were accounts, tax and finance, this helped me invest well. It has made my mind analytical which again helps in choosing the right campaigns for my clients and peers within their budget. My knowledge of web designing has helped me tremendously to adapt to new technologies. The social media platform keeps evolving on a daily basis. If you understand the science

Don’t let the disability disable your child and founders in the world have had some learning disability. Richard Branson, Henry Ford, Bill Hewlett, have all overcome their disabilities to be immensely successful in their enterprises. These pioneers have shown that a disability is only as much as you make it to be. Explore interests and ideas: Rather, disabilities can open up a whole new set of alternatives and possibilities altogether. The successful people mentioned above leveraged their strengths and skills to a superior degree. For this, it is important to help your child explore and toy with different interests and ideas. This is not only stimulating for them but also unveils a plethora of opportunities. Focus on letting the child use his/her strengths, and thus boost the child’s self-confidence and empower them to conquer their weaknesses. Be patient and calm: As a parent, you may have to deal with inconsistencies in the academic performance of your child. Temper tantrums, as well as depression, negative thoughts, loss in selfesteem etc. may be possible problems your child is dealing with. In such an atmosphere, emotional trauma is only very natural for you too. Be proactive, perceptive and listen to what your child is saying or expressing. Being positive and calm in the midst of these issues will help you and your child greatly in dealing with them cheerfully.

In the midst of all this, as a parent, you may find that you are anxious, angry, and unable to comprehend why your child is performing o you find yourself asking your child the below your expectations. It is in light of these concerns that you may discover following questions? “Why are you unable to distinguish the letter b that your child is dealing with a learning disability. a year. There is no specific number I would like to give. All I can say is that you have to keep abreast of the latest happenings in the industry. You already are a professional. As an established professional, the money in the industry has no limits. It all depends on how much more you can extract from your client and how great your campaign idea is. The biggest advantage in my field is that it is new and there is a huge demand. The only way to expand is to know how you can reach out to more and more people and get them connected digitally to the world. The biggest challenge is that the social media platforms keep changing and you have to be quick enough to adopt to them. Another difficulty this brand faces is that the pace of communications is very fast. If a crisis hits online, you have to quickly respond to it. My plan is to grow big in the industry, spread awareness to as many people as I can about social media and ultimately become a name in the industry. My only advise to those who want to take up this profession is to keep reading and gain a lot of knowledge. The industry is growing and there is huge awareness now. You can only stand out if you have a holistic perspective about various new mediums. If you want to be in the industry, this is the right time to join and be a part of the growth phase. as for those around, especially the parents. Children with learning disabilities lead challenging lives. Even if the child possesses normal intelligence levels, he or she may fail to meet the commonly accepted public criteria of intelligence i.e. academic performance or tests. It is indeed hard for you, as a parent, to grapple with the reality of it. You may even feel a sense of helplessness, and self-loathing at your inability to accept and detect these issues earlier. This frustration is understandable. But staying with that frustration is a choice we do not have to make. It is important that you, in dealing with the emotional stress, do not forget that a learning disability doesn’t mean the end of your child’s future. In fact, many of the greatest CEOs

he students of K J Somaiya College of Engineering unveiled their latest offering, the ORI 2014. The car is a prototype for an international design competition at Germany, known as Formula Student Germany. The lightweight car comes with a custom built driver interface with live telemetry system and superior adjustability in suspension system along with extensive carbon fibre implementation as some of its high points. The competition shall take place in Hockenheimring, Germany from July 30 to August 3. The Formula SAE competition is held by the Society of Automotive Engineers, and is the biggest engineering design competition in the world. ORI 2014 would be K J Somaiya Engineering College's entry to the Formula SAE competition. ORI 2014 will compete against 44 countries that participate in the SAE competition to prove their might in the domain of automobile engineering excellence. The Somaiya team has been participating in Formula Student Germany since 2007 making new race cars every year.
Introducing ORI 2014 – The formula styled race car
In 2012 they became the 1st Indian team to complete all dynamic events at the competition. The Somaiya team is currently India’s top-ranked student racing team amongst the 450 odd teams in India that make such similar prototypes. The race car was showcased to sports enthusiasts and automobile industry experts at the Somaiya Vidyavihar campus earlier in the week. Says Shubha Pandit of the college, “Here we believe that one of the best ways to learn is through actually undertaking projects. This enables the students to understand real life situations and adapt to them. The advantages of the experience and learning achieved by competing on global platforms is immense. They get the opportunity to interact with respected global engineering companies and some of our students have been selected to
work in companies such as Tesla, Apple, Chrysler, Eric Bouelle racing, Bentley/Aero, Mahindra EPC, Volkswagen Mototsports and GE Aviation. Our approach towards hands on projects by students enable the industry to absorb well trained and experienced engineers, who are better equipped to deal with the real world.” The students add, “The experience of working in these projects trains us not only in the engineering aspects, but also important life skills like working in teams, project management, logistics, working as per global specifications, and, most importantly, competing with teams from across the world, while also building good relations with them. Going to a different country and competing builds our confidence.” ORI 2014 has made use of advanced manufacturing processes like rapid prototyping.
Equipped with a revolutionary eccentric drive train design that enables fine adjustment of drive train tension, the steering wheel contains an interactive driver interface that consists of gear position indicators and rpm lights. ORI 2014 has a lot of sensors on board and an on board telemetry system that enables engineers to view data from the various sensors from 100 metres away without the use of wires. ORI 2014 has implemented extensive carbon fibre applications including an entry into aerodynamics by building an underbody diffuser for the first time in its history, making the car light weight at the same time. The competition also sets pace for industry stalwarts to judge and recognise talent at an early age, as the race car that participates in the competition is completely conceptualised, developed, funded and driven by engineering students across the world.

A few years ago, consumer awareness, availability of international brands and the growth of an organised skilled sector were the major contributing factors in giving the industry a push. However, technology has helped Indians come in contact with international designs and trends faster and they have become more fashion forward than ever.
Her sense of fashion was noticeable when she was just a little girl following her mother around to work and shoots. Now Nishka Lulla, all grown up, speaks to Junisha Dama about creating a presence in the industry and about the importance of having your own style, no matter who your mother is
Apart from the fact that your mother is a fashion designer, what made you choose this career? I have enjoyed fashion right from my childhood. It has always been something that has interested and excited me. The interest began when I accompanied my mother to work and shoots, and I tried helping as much as I could. That's when I knew this was the career I wanted to choose.
changed or affected the industry? It’s a positive change because young minds express their personal style and identities through fashion. Therefore, there are many different styles for clients to choose from. In the industry, how does launching your own brand help? I believe by having your own brand, you create awareness of what you offer to the industry.
Would you recommend budding designers to be entrepreneurs and take the plunge to start their own brand, or would you say it's safe to work under established ones? I think experience is as important as education because you get the feel of how the real industry works when you work under an established house of fashion.
« INTERVIEW
What is the future of this career in India? Fashion is a part of our everyday lives and today you find many designers in India. I think this career is already very prominent in our country and we see many Indian designers in international fashion weeks too. India is full of rich cultures from various states and we have so many arts and crafts to be inspired from. There is a lot of awareness about trends due to technology, so we definitely have a great present and future in this career.

A career in fashion is promising and is no longer unconventional. The growth of the industry and its turnover has made it an excting career. Several young designers are also bold, not just in their sense of style but when taking immense risks in starting their own fashion venture. The need to be trendy and fashion conscious has also resulted in making this industry grow at a lightning speed.
You see several fashion entrepreneurs rising today and more people becoming confident and starting their own label. How has this
industry, as opposed to established giants like Manish Malhotra, Sabyasachi and others, what are the challenges that you personally face in the industry? There is no comparison. Every designer has their own individual style. Also genres are different. You can be a bridal, couture, diffusion or pret designer, as long as you establish your own unique style in the genre you cater to. According to you, how good is the quality of fashion education and training in India? I think the quality is as good as schools internationally. I studied at SNDT, Mumbai and the quality of education was very good and intense.

A BREAKTHROUGH FOR PARAMEDICAL ASPIRANTS
By Sonal Satelkar, Programme Head, Kohinoor College of Paramedical Sciences

e all agree that class XII is the most crucial stage in the life of a student. The result of the examination is a major decision making factor for a student’s career. Most students who prefer taking science are ambitious about becoming a doctor or an engineer. Getting admission for engineering may not be a big challenge any more but getting admission for medical or even dental is certainly a big challenge till date. This is because of the limited seats in colleges run by government hospitals and the exorbitant fees charged by private hospitals. It is surprising to see that students who have aspired to become doctors suddenly change their track to BSc (IT) or even BMS and BMM, when they don’t do very well in their CET. This surely is not a matter of criticism at the students. They do so because these are some of the popular options available to them easily. It is basically lack of awareness amongst the students and also parents about the opportunities in streams which are allied to

What a waste! MUMBAI | WEDNESDAY, JULY 9, 2014

I think it will do good business. It may not be a blockbuster, but it will do sufficiently well. It has an interesting concept. I like the idea that Bollywood is focusing on women lead characters and the several characters that Vidya has played will be interesting to watch. I think it will be fun to watch Vidya Balan in many different avatars. I guess it may not do to well in the non-metro cities, but in the metros, it should. I would want to watch the film. And I don't think she has made a mistake acting in it. —Saumya Trivedi, XIC student I think it's definitely going to be a success. Vidya Balan always takes up bold characters and she is such a versatile actress. Who has ever played a female detective? Only men have been portrayed in this role. I'm very glad this mentality is changing. I haven't heard the music yet. The trailers look very appealing and the movie looks very exciting. I'm definitely going to watch it —Muskaan Goyal, BMM student
I think the movie is going to do okay at the box office. It won't be a hit, but will do enough to earn profits. Seeing the trailers, the movie doesn't look great. It seems entertaining and humourous, but it's not very appealing. It looks like an average film. I don't like any of the songs either. And I don't find the disguises up to the mark. —Akshat Davada, CA student
Paper and water is wasted profusely, instead of being used judiciously. As educated and aware citizens of our country, what are the steps we can take, that will make a difference to conserve, preserve and protect our environment? Each step has to start on a small scale, and then progress further. It all starts with using renewable sources of energy like solar energy and wind energy whenever possible. Make the most use of Public Transport in your city – not only are you saving the environment and money, but also contributing to the development and economy of your nation. Better yet, carpools are also fantastic ways of preventing wastage of petrol and it doesn't contribute to air pollution. Plant trees more often – without trees, we would not be able breathe, quite literally.
Mother Nature has given us everything possible. To pay her back, we must understand that every journey begins with a single step. Global Warming has been spoken about extensively, but nothing is being been done about it. Agreed there are social, economical and political problems in every country, especially India. However, for every nation to develop, there must also be awareness in peoples mind. Today, instead of going through Instagram for pictures on how beautiful other countries are, have a look at your own country. Start by conserving water, recycling paper, not polluting your city, make an attempt to plant a sapling, use resources judiciously and limit our use of plastic and non-biodegradable products, to avoid our Earth and home from being excruciatingly exploited. << Science Olympiad Foundation (SOF) recently organized its International Award ceremony to felicitate International winning students, teachers and principals of Olympiad exams for the Academic year 2013-14. The British Council and BBC Knowledge are associated with SOF for the Olympiads since its inception. Eight students of Mumbai made their parents proud by garnering International Ranks in the Olympiad Awards held recently in Delhi. Four students got International rank 1 and received a medal and 50,000 rupees each.

How well do you think Bobby Jasoos will fair at the box office? Do you think it will be a hit based on Vidya's Balan previous hits or has she made a mistake taking up this film?
et's take a moment from our busy lives and look around us. When I say that, I mean let us look at the place and environment around us. The concrete jungle we live in, is going to be practically non-existent in some years. The definition of 'some' could be tomorrow or a century. One thing that has taken a complete backseat in our country is the care and outlook of people towards the environment.Every notebook, toilet roll, plastic water bottle, piece of furniture and pollution from various sources is damaging and quite literally abusing the environment in every possible way. The stress on our food chains, deforestation, global warming and temperature change, and even extinction of species cannot always be ignored. Today, overuse and wastage of resources are the primary causes of environmental degradation. Trees are being destroyed and nothing is being done about it. For every tree cut, two additional trees must be planted, in order to maintain the ecological balance. The reaction of every person reading this might be, “Oh, but how does it affect me? Why should I be bothered at all?” It should bother you. It has to bother you. Tomorrow, wouldn't you like your child to be brought up in a place where there is pure air and clean water? Unfortunately, in a country like India, we are so consumed by ourselves and our busy lives, that these things don't bother us. Even the most educated people will step out of a swanky car and throw a wrapper or piece of paper on the road. For a lot of people, the road has become a public dustbin, instead of waiting patiently to find one.

EW DELHI: Sixty-seven years after he led India to freedom from British rule, a statue of Mahatma Gandhi would be installed in Parliament Square in London by early next year. The British Foreign Minister William Hague and Chancellor of Exchequer George Osborne on Tuesday announced the plan for the statue of Gandhi, the inspiration for non-violent civil rights movements around the world. "Gandhi's view of communal peace and resistance to division, his desire to drive India forward, and his commitment to non-violence left a legacy that is as relevant today as it was during his life. "He remains a towering inspiration and a

The Nifty witnessed a choppy session, moved in a range of 213 points and closed below the psychologically important 7650 points level. Sentiment was extremely bearish and amongst the 50 Nifty stocks 48 were losers, while just 2 stocks closed in the green. All the sectoral indices closed in the red. Substantial selling was witnessed in realty, power, PSU, capital goods and consumer durables stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 24.10%. This change is substantial and indicates a wide participation by investors. Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 225 were gainers, 1364 were losers and 28 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the over-bought zone. The Slow K line in the Stochastic Oscillator has dropped below the slow D line (negative and a sell signal). However such signals are considered invalid in the over-bought zone. RSI Indicator: The RSI fell and crossed below the 60 level and is now declining (negative if it continues). MACD Indicator: The MACD is below zero but is rising (positive if it continues). It has crossed below its 9-day Average (negative and a sell signal).
ADX Indicator & DI Lines: The +DI line is above the –DI line but both lines are converging (negative if it continues). The ADX is falling while the Market Index is falling, which indicates that the present down trend is decreasing in strength.
oscillators discussed here are indicating a strong market but with a negative bias.
Support Levels: For short-term traders the immediate main support is at the 7605 points level. The next support is at the 7471 points level. Resistance Levels: The immediate main resistance is at the 7896 points level. The next resistance is at the 7954 points level.
Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 7676 (This is the level where the trend is likely to change during intra-day). Support (1) = 7543. Support (2) = 7463. Resistance (1) = 7756. Resistance (2) = 7889. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index after having formed a a doji pattern has formed a long black body candle on substantially higher volumes. In fact yesterday’s candle is almost like a Black Marubozu candle. (A Black Marubozu forms when the open equals the high and the close equals the low). This is negative and indicates that the bias has shifted towards the sell side of the market. Further, the index has dropped below its 5 days moving average. Moreover, the velocity parameters, which were positively trended have now turned neutral All these indicate a negative bias and the possibility of a further upmove unfolding. However, the index is still above its 15, 25 and 200 days moving averages. This is positive. Investors are advised to hold long positions but with a strict stop loss at the 15 day moving average at the 7606 points level.

oing to present my maiden budget as a rail minister of India today. Hope we are able to meet public expectations," Railway minister DV Sadananda Gowda tweeted on Tuesday before he presented his maiden rail budget. But going by how the stock markets reacted, clearly the indication is that he has failed to meet expectations. The markets which opened in the green and rose to register all time highs prior to the budget presentation, slumped while the budget was underway, and finally collapsed to close the day with with a 2 % loss on the indices and over 20 % losses in railway related stocks. The Nifty, after testing an intraday high of 7808 before falling to a low below 7600 closed at 7623, down 2.11% or 163.95 points. Similarly the Sensex,
after testing an intraday high of 26190 fell below the 25500, then recovered marginally to close at 25582.11, down 1.98% or 517.97 points. The worst hit was the realty sector which declined by 7.16% followed by the power sector which declined by 6.37%. While the markets were expecting fiscal discipline from the minister by ways of shoring up revenues and cutting back on expenditure. The railway budget offered none. Market expectations were also hit by the plan outlay of the railway budget which was raised by just 1.8% to Rs 654.45 billion. However, industry leaders have welcomed the budget. Says Vijay Kalantri, President, All India Association of Industries (AIAI) “The budget is pragmatic and forward looking with a vision. According to him “ The
announcement to further develop the country's freight and passenger network, as well as the proposal to enhance the infrastructure of dedicated freight corridors is a move in the right direction which will facilitate the much needed impetus to the manufacturing and trade sector, besides playing a dynamic role in the development and growth of townships and industrial areas. Several significant proposals announced on Foreign Direct Investments (FDI), Public Private Partnerships (PPP), restructuring the railway board, outsourcing services, connectivity to remote areas will be instrumental in improving the efficiency of the sector and its overall progress besides subsidizing the transaction cost Kalantri added. Similarly, IMC President, Prabodh
Thakker was in praise of the budget. According to him “"The Budget is loaded with directions. It has tried to address both basic and futuristic needs. For the first time, instead of announcing new routes on an adhoc basis, a survey team has been appointed to conduct a feasibility study. IMC would like to welcome steps of improving technology by digitalising, outsourcing and Public Private Partnerships (PPP). The budget also has a vision to make Indian railways the largest freight carrier. There is a thought and concern for women safety as well." Explaining the concept behind the making of the budget Pratap Padode, President, FIRST (Foundation of Infrastructure Research Studies Training) said “The rail budget has brought railways to the forefront of infrastructure. The focus is on rebuilding faith on railways as a vital link by becoming the
Budget To Be A Non-Event, Says Credit Suisse By A Business Reporter
T
empering the rising expectations from the forthcoming budget, foreign brokerage Credit Suisse has said the options before Finance Minister Arun Jaitley are limited and July 10 will be a "nonevent". "This budget shouldn't matter...There is also limited room for fiscal manoeuvres ...We expect the budget to be a non-event for the broader market," it said in a note yesterday. The much-awaited maiden budget of the Narendra Modi government will be tabled on Thursday by the Finance Minister. The room for fiscal manoeuvres is limited as volatile corporate taxes are at 34 % of all taxes and only a small fraction of spending is discretionary, the Swiss brokerage said. Stating that the spillover from the
previous year's performance limits the ability to trim fiscal deficit this financial year, it said the road map on that front which Jaitley lays down will be of greater interest though it is too early to expect details on it. As for FY15's fiscal deficit number, it said divestment can help improve the situation. The interim budget had pegged the fiscal deficit target at 4.1 % of GDP on a projected 19 % improvement in tax collection. "FY15 deficit could be raised (above the figure of 4.1 % stated by Jaitley's predecessor P Chidambaram), but commitment to deficit of 3 % of GDP by FY17 will likely be reiterated," it added. It can be noted that in the first two months of the current fiscal itself, government's borrowing had touched a whopping 45.6 %, while tax mop-up grew at a tepid 3.1 %, as
the government has front-loaded the subsidy payments, including those that were to be paid last fiscal. The brokerage said some commentary on state-run banks' recapitalisation, laying out a clear road map on the way forward for this, will be of help. Similarly, "granularity" on the already-stated plans for rolling out goods and services tax which will integrate the entire gamut of indirect taxes can also help, it added. Rural infrastructure and agri productivity improvement are other areas where Jaitley should touch upon, it said. Some quarters blame the previous UPA regime for the ills on the economic front and have been expecting a lot from Jaitley's maiden budget.
largest carrier of freight from its current status of carrying only 33%. PPP on the back of principles of transparency will ensure sustainability. There have been no populist measures which normally figure in rail budgets instead the fares have been linked to fuel rates thus creating room for fare escalation based on fuel hike. Ease of travel through use of technology, budgets for cleanliness, addition of toilets, of express trains set the stage for enhancement in passenger revenue growth. FDI & PPP are clearly the way forward. Clearing existing projects than announcing new projects ones will ensure dead investments turn productive as track renewal, conversion and completion will boost the economy. Use of land for PPP, investment of Rs 40,000 cr for port connectivity will boost ROI without fresh proportionate investments.

U
se of handsets for trading in stocks has gained popularity as about 1.30 lakh investors transacted on leading bourse NSE through mobile applications in the first quarter of 2014-15 - more than double in the same period of last fiscal. Government Not To Dilute Stake In PSBs Below 50% By A Business Reporter
T
he government yesterday said there is no proposal to dilute its ownership in public sector banks (PSBs) below 50%. "Major bank trade unions have protested against the implementation of the recommendations of the (P J Nayak) Committee. There is no proposal with the government to dilute its ownership in PSBs below 50% ", Minister of State for Finance Nirmala Sitharaman said in a written reply in the Rajya Sabha, yesterday. Nayak Committee in its report submitted to the Reserve Bank had recommended reduction of government stake in PSBs to less than 51%. She said, other suggestions of the panel include elimination of dual control over PSBs, up-gradation of the quality of board deliberation and setting-up of the Bank Invest-
ment Company (BIC). In response to another question, Sitharaman said gross NPA of the public sector banks increased by 39% to Rs 2,16,739 crore at the end of March 2014 from Rs 1,55,890 crore a year ago. At the same time, private sector banks witnessed 13.6% rise in gross NPA to Rs 22,708 crore at the end of March 2014 from Rs 19,986 crore a year ago. The Financial Stability Report (FSR) of June 2014 had noted that the level of gross NPA as percentage of total gross advances declined to 4% in March 2014 from 4.2% in September 2013, she said. "This improvement in asset quality was due to the lower slippages of standard advances to non-performing advances and a seasonal pattern of higher recovery and write-offs that generally take place during the last quarter of the financial year," she said quoting FSR.

OTINGHAM: Devoid of experience but propped up by a confident bunch of youngsters, India would be looking to wipe off the past scars and reverse their poor overseas record when they take on England in a five-Test series starting here tomorrow. It is a great opportunity for a young visiting side as they play five back-to-back Tests in this hectic 42day series. The next four Tests will be played at London (Lord’s), Southampton, Manchester and London again (The Oval). Under Mahendra Singh Dhoni, India’s last overseas Test win had come against the West Indies at Kingston in June 2011. Since then they have gone on to lose 0-8 in two tours to England and Australia. A new overseas journey began in the 2013-14 season, which saw them play four overseas Tests in South Africa and New Zealand. But they couldn’t get back to winning ways, losing two and drawing two matches. That, however, isn’t the only fact hurting Indian cricket. Their Test form against England has really
lar look to the ones that dismantled India with such ease in their last two meetings. Cricketers who really shone in those encounters are either suffering from poor form or fatigue — Alastair Cook, Stuart Broad, James Anderson — while some — Kevin Pietersen, Graeme Swann, Jonathan Trott — have vanished from the scene altogether. The combination of Anderson and Swann (with ample support from Broad, Tim Bresnan and Monty Panesar at different times) proved lethal for India on both the previous occasions. Whether away or at home, there was no respite for their batsmen as quality pace and swing backed up by some sensational spin bowling caused havoc in their ranks. The duo accounted for 34 out of 79 Indian wickets to fall in the summer of 2011, while their tally went up to 32 out of 55 dismissals in the England captain Alastair Cook, left, and India captain M.S. Bhullar becomes first Indian-origin player to join NBA W
ASHINGTON: Sim Bhullar has become the first player of Indian origin to be a part of the National Basketball Association (NBA) after he signed a summer contract with the Sacramento Kings, a professional basketball team in the US. 21-year-old Bhullar, who is 7.5 feet tall and weighs 360 pounds, is a centre from New Mexico State University. Originally from Canada, Bhullar’s parents hail from Punjab. His height is in his genes with his father 6.5 feet tall and his being mother’s height 5.10 feet. Bhullar’s younger brother Tanveer, who is 7.2 feet, also plays college basketball at New Mexico State. Bhullar’s name was not originally drafted in last month’s NBA Draft,
and that might deter him from playing for the Kings when the 20142015 season begins later this year. The Indian-origin player made everyone took note of him in college as he averaged 10.4 points, 7.8 rebounds and 3.4 blocks per game in his two-year career with the Aggies. In an interview with a Toronto paper ‘The Globe and Mail’, Bhullar said he wanted to make the most of it by dropping out of college after his sophomore year and enter the draft. “Guys my size don’t have very long careers and you have to take advantage of it and do the best you can with the time you have to play,” Bhullar was quoted as saying by the Globe and Mail.

Juniors Senthil Kumar and Fadte win titles in Germany
M
UMBAI: Indian juniors Velavan Senthilkumar and Yash Fadte clinched the under-17 and under-13 boys’ titles respectively in the Pioneer Cup, a European super series squash tournament for juniors, in Cologne, Germany. Senthilkumar, seeded 21, shocked top seed Dmitri Steinmann of Switzerland in four games in round two before upsetting second seed Enzo Corgliano, from France, in four games (11-3 8-11 11-8 11-8) in the final yesterday to lift the under-17 crown, according to information available here. Tamil Nadu’s Senthilkumar beat back the challenge of four other rivals, from USA, England, Scotland and Canada, en route to the title. His compatriot Robin Singh Mann finished third after defeating Canadian Rahul Sehrawat in four games. Unseeded Fadte also shocked the top two seeds from France Manuel Paquemar in the quarters and Toufik Mekhalfi in the final to win the boys under-13 title. Unseeded Fadte, who recently won a silver medal on debut while playing for India in the 21st Asian Junior Individual Squash Championship in Kish Island, Iran, beat Mekhalfi 11-5 11-4 11-4 in a 36-minute final. The boy from Vasco, Goa, stunned top seed Manuel Paquemar, also of France, 11-6 13-15 11-4 11-4 in a 49minute quarter-final match before defeating another French rival, seventh seed Matteo Cremoux, in the semis. Earlier, Fadte defeated Yannick Mahieu of Belgium in the first round, Karim Farrag of Czech Republic in the second round and Nathan Mead of England in the third round, without dropping a game. “This victory was crucial especially after I narrowly missed winning the title in Iran,” said Fadte from Germany.

HISTORY HANGS HEAVY AS DUTCH, ARGENTINA CLASH
S
AO PAULO: Fuelled by decades of hurt, Lionel Messi's Argentina and Arjen Robben's Holland will carry competing motivations into tomorrow's tantalising World Cup semi-final showdown at Sao Paulo's Corinthians Arena. Argentina, who last reached the final in 1990, will be determined to pay appropriate homage to former great Alfredo Di Stefano, who died on Monday aged 88, while arch rivals Brazil could by then be awaiting in the final. The Netherlands, meanwhile, are eager to rediscover their group-stage swagger and prove they are finally ready to claim football's greatest prize after agonising final defeats in 1974, 1978 and 2010. "The semi-finals are fantastic, but we know what it feels like to
lose a World Cup, and we would love to win," Dutch utility man Dirk Kuyt told FIFA.Com. "Argentina are a world-class team and they deserve to be in the last four. But we want to measure ourselves against the best, and not only measure, but win. That's why we're here." The second of Holland's final losses came at the hands of Argentina, who won 3-1 as hosts at a Monumental Stadium in Buenos Aires broiling with the menace of the country's military dictatorship. It is, however, the only time in eight encounters that they have bettered Holland, who memorably won a 1998 World Cup quarter-final in Marseille thanks to a majestic last-minute goal by Dennis Bergkamp. Di Stefano never graced a World Cup, either for Argentina
or his adopted Spain, but on Wednesday another Argentine great embraced by the Spanish can tighten his grip on this year's tournament. Messi met with quarter-final heartbreak at his first two World Cups, but in Brazil the Barcelona superstar has played with a decisiveness that suggests he may be about to definitively make his mark on the game's biggest stage. Dutch dangerman Robben is in similarly scintillating form, but for all the stars on show, the game in Brazil's sprawling financial capital will also be a painstakingly prepared tactical battle.
their coach who has taken centre-stage. Louis van Gaal was heralded for a decisive tactical switch against Mexico and then pulled off a masterstroke against Costa Rica by sending on reserve goalkeeper Tim Krul, who saved two penalties in the shootout. ‘Dutch Messi’ Robben ready for Argentina S
AO PAULO: Former Netherlands coach Bert van Marwijk is betting on Arjen Robben to outshine Lionel Messi as the Netherlands prepare to take on Argentina for a place in the World Cup final tomorrow. The diving controversies which have shrouded Robben's campaign in Brazil cannot mask the fact that the Bayern Munich star has been Holland's most consistently effective attacker. And that leaves van Marwijk confident that the Dutch are holding the trump card heading into the battle with Messi and Argentina in Sao Paulo. "Argentina have got Messi, we've got Robben. And quite frankly, I think the better player is Arjen," said van Marwijk, Holland's coach at the last World Cup in South Africa four years ago. "When I see how Robben is playing in this tournament, I have to admit I'm a little bit jealous. There's a big difference to
2010," van Marwijk told Dutch broadcaster NOS television. "Four years ago, Arjen was injured just before the start of the tournament in a friendly against Hungary. He was carrying the injury for the whole tournament and was never really 100 percent. But this year he's been unstoppable." Van Marwijk believes a fully fit and firing Robben might just have made the difference between winning and losing the 2010 final against Spain. Robben remains haunted by his failure to convert a glorious chance in the final, when he was denied by Iker Casillas after being put clean through on the Spanish goal in normal time. "It is part of sport, just a moment, a snapshot," said Robben. "But it will be part of me and part of my career for all of my life." But with Robben in his current form, many believe that the Dutch can dream of winning the World Cup after three previous
defeats in the final. Former international and current coach of PSV Eindhoven Philipp Cocu says simply that the 30-year-old is "in the form of his life". "With him in the team there is no reason to fear Argentina. We certainly have as much quality as the South Americans," Cocu told Voetbal International magazine. "When I see the way Arjen was sprinting in the final minutes against Costa Rica ... It's incredible," Cocu added. Robben has contributed three goals on Holland's journey to the semi-finals, as well as several decisive interventions such as the darting run which led to the match-winning penalty in the last 16 against Mexico. But the veteran is also valued for his leadership on and off the pitch, a trusted senior officer in the Oranje army.
RIO DE JANEIRO: Brazilian police arrested a director from the FIFA partner company handling World Cup ticket packages, accusing him of leading a network that illegally sold game passes. Ray Whelan, a director at Match Hospitality, was detained at Rio de Janeiro's luxurious beachfront Copacabana Palace Hotel yesterday, days after 11 people were rounded up in a raid to dismantle the network. Fabio Barucke, the case's lead investigator, said Whelan faces charges of facilitating the distribution of tickets for their illegal sale and criminal conspiracy. If found guilty, he could face four years in prison. Local media said Whelan is a 64year-old British citizen. Some 100 tickets were found in his hotel room.
Despite worries, beer flows at World Cup arenas
RIO DE JANEIRO: It has been a common sight at World Cup games: huge lines of fans buying beer inside stadiums before returning home with stacks of empty souvenir cups in their hands. A top FIFA official expressed concern at the amount of drinking during the month-long tournament, though it was football's world governing body that forced Brazil to change its laws to allow beer sales at stadiums. Despite the concerns, beer is expected to continue to flow unimpeded during the two semi-final games, BrazilGermany on Tuesday and ArgentinaNetherlands on Wednesday. Brazil outlawed alcohol at games in 2003 to curb fan violence, but it had to pass a special law authorizing booze at the World Cup as part of its agreement to host it. In the corridors of the 12 World Cup arenas, fans lined up to buy US-made Budweiser or the local Brahma brand, both owned by Belgian-Brazilian giant Anheuser-Busch InBev, a major tournament sponsor.
Indian involved in football through the world of stamps
PATNA: India may not have participated in the World Cup, but one person from the country is making waves in the world of football, albeit through stamps. He is competing with the best in what he calls 'football philately', the collection and study of postage stamps. Philatelist Pradip Jain has an exclusive collection of around 1200 postal stamps on football issued by several sporting countries - right from the first stamp on the game to the latest ones. Among his prized collection are the world's first postal stamps issued by Uruguay in 1924 to mark its 3-0 victory over Switzerland in 1924 Olympics. These stamps did not have the picture of players, but just football and football field. In 1925, Hungary became the first country to issue the first stamp to depict a footballer in action. It was one of eight stamps issued to raise funds for Hungarian sports clubs. Jain has this one too in his collection, and holds it close to his heart.

Dutch master enjoying his Orange period: Van Gaal
SAO PAULO: Win or lose tomorrow's semifinal against Argentina, Netherlands coach Louis van Gaal will leave the World Cup having firmly reinforced his reputation as a master tactician. Manchester United fans must be feeling on excellent terms with themselves at the prospect of seeing the distinctive 62-year-old's presence filling the Old Trafford dugout in a few weeks time. But before he swops his orange tie for red to direct his prodigious grey matter to reviving United's fortunes, van Gaal has unfinished business in Brazil. After Holland's 2-1 last 16 comeback win over Mexico van Gaal was hailed as the most tactically astute coach in the game by Dirk Kuyt. The way van Gaal switched the former Liverpool forward between three positions in Fortaleza as circumstances required illustrated his thinking-out-of-the-box approach. As did the way he exploited the cooling breaks in that match to make tactical switches. But for sheer audacity it was hard to beat his switching of keepers to bring on Tim Krul for Saturday's quarterfinal penalty shoot-out - the Newcastle shot-stopper repaying the coach's daring move by stopping two Costa Rican penalties, to put the Dutch in the semifinals. A disciplinarian who has rarely lacked confidence in his own ability, van Gaal has won domestic titles and cups with Ajax, AZ Alkmaar, Barcelona and Bayern Munich as well as guiding Ajax to Champions League glory. On his United appointment the Dutch media offered their British cousins 10 tips to follow when interviewing the new United manager. "Congratulations on obtaining Louis van Gaal," the advice began. "From this moment on, you will be patronised, looked at with disdain, and haunted by a constant doubt if Mr. Van Gaal is flat out making fun of you or being dead serious." That'll certainly make a difference to Moyes' ever polite and apologetic turns in front of the press in his ill-fated spell as Alex Ferguson's replacement. "Bravo, you've signed the best coach in the world," is what van Gaal is reported to have said after being promoted to head coach at Ajax in 1991. After his latest exploits in Brazil, United fans will be saying the same thing.

‘MAGICIAN’ SABELLA
Alejandro Sabella talks to Argentina's players during the Argentina training session at Cidade do Galo in Vespasiano, Brazil.
WORKING HIS MAGIC AT WORLD CUP
S
AO PAULO: When Alejandro Sabella was handed the task of reviving Argentina's fortunes after a poor campaign at the 2011 Copa America, not everyone in his homeland was convinced he was the right man. "I don't know why they chose him," said the country's legendary 1978 World Cup-winning coach Cesar Menotti. "I don't know what his project is." Three years later, and Sabella's appointment is starting to look like a stroke of genius by his bosses at the Argentina FA as they prepare for their first World Cup semi-final since 1990.
Under Sabella -- nicknamed El Mago ("the magician") during his playing days -- Argentina have developed into a formidable side that is again punching its weight. They may have won all their matches by just one goal margins but they have shown a mental strength that was singularly lacking four years ago under the unpredictable Diego Maradona. Some have queried if the team relies too much on four-time world footballer of the year Lionel Messi but if that is the case it only goes to prove that Sabella took the right decision when he took over at the helm by swiftly
installing him as captain. Unlike some of his predecessors Sabella has not hesitated to tailor his team in order to make the most of the four-time World Player of the Year's talents. The results have been spectacular, with Messi for the first time consistently producing his sparkling Barcelona form in Argentina's famous colours, with four goals alone at the finals. "He's the water in the desert. He finds solutions when we think there aren't any," Sabella commented after the 1-0 win over Belgium in Saturday's quarterfinal.
Sabella's rise to the top job in Argentinian football was a long time in the making. He worked as an assistant to Daniel Passarella for several years, part of the Argentina coaching staff at the 1998 World Cup. However it was not until Sabella was appointed Estudiantes manager in early 2009 that his coaching career took off. Within months he had guided them to the Copa Libertadores title, and followed up that success by taking the 2010 Apertura championship -- effectively making him a shoo-in for the Argentina job in 2011.

n 15 December 2003, Javier Mascherano was a disconsolate figure, his gaze fixed on the floor and tears running down his cheeks. He was part of the Argentina U-20 team that had just lost the semi-final of the FIFA World Youth Championship to Dani Alves’ Brazil in Abu Dhabi and not even an encouraging pat on the back from his coach, Hugo Tocalli, brought him much comfort. “This shirt means so much to me, it’s hard to explain,” Mascherano managed to mutter to FIFA.com afterwards.More than a decade has passed since then, and in the intervening years the Santa Fe native has won two Olympic gold medals, appeared at three FIFA World Cups™ and amassed more than 100 caps for the senior Argentina side, having made his debut in the team before he had even appeared in the domestic top flight for his club, River Plate.Lionel Messi may wear the captain’s armband in coach Alejandro Sabella’s ensemble but Mascherano is the team’s

Zuniga a coward for Neymar challenge, slams Silva

BELO HORIZONTE (BRAZIL): Brazil captain Thiago Silva branded Colombia defender Juan Camilo Zuniga a coward for the tackle which put star striker Neymar out of the World Cup. "In my opinion it was a cowardly tackle," the Paris Saint-Germain defender said on the eve of his side's World Cup semi-final against Germany. "I am a defender, I know how to mark a player and there is no way you can get the ball by putting a knee in the back. It is not something that comes about in a normal match situation." FIFA turned down a request from the Brazilian Football Confederation (CBF) to ban Zuniga on Monday because the incident had been seen by the match officials at the time and no action was taken. Silva will miss the match against the Germans in Belo Horizonte on Tuesday after FIFA also turned down the CBF's appeal against his yellow card.
R
IO DE JANEIRO: FIFA rejected Brazil's request to allow suspended captain Thiago Silva to face Germany in the World Cup semi-finals and hit back at claims referees had been ordered to take a lenient approach to foul play. A statement from FIFA's Disciplinary Committee dismissed Brazil's plea for Silva out of hand, stating there was "no legal basis" for the defender's yellow card against Colombia to be rescinded. In a further snub, FIFA disciplinary chiefs also ignored the growing clamour in Brazil for Colombian defender Juan Camilo Zuniga to face retroactive punishment over the aerial challenge that ended Neymar's tournament. The statement said the committee "deeply regrets the incident and the serious consequences on Neymar's health".
The statement emphasised that even though Neymar had suffered a serious injury in the incident -- a fractured vertebrae -- it could not have a bearing on how Zuniga's case should be handled. "We wish Neymar a prompt and complete recovery as we wish the same for all players who have sadly been ruled out of the World Cup through injury," it added.

MUMBAI: Brazilian star footballer Neymar Jr. may travel to the southern state of Kerala for special Ayurvedic treatment for his back, after sustaining an injury due to a clash with Juan Camillo Zuniga in the 86th minute at the Arena Castelao stadium during the match against Colombia due to which, he was ruled out of the world cup. The Brazilian Football Confederation have approached the Kerala government after consultations with their doctors back in Brazil about a possible treatment of the footballer. The doctors in the Government Ayurvedic College, Thiruvanathapuram will submit a detailed report to chief minister Oommen Chandy today. Along with the other possible options in case Neymar cannot travel to India, the doctors will also detail a possibility of their team visiting Guaruja in Sao Paulo state, where Neymar is presently undergoing treatment for the fractured vertebra. Initial reports confirmed that the South American forward will be out of action for at least four.
