A Bloomberg News survey of 171 economists from 139 companies across 52 countries has confidently predicted that the host country Brazil would win the ‘2014 FIFA World Cup’. Financial giants Goldman Sachs, PwC, Danske Bank and Unicredit also predict Brazil. But there are some dissidents! By Deepak Sahijwala
T
he football frenzy begins tomorrow. And the question is: who will lift the golden trophy, the 2014 FIFA World Cup, at Rio de Janeiro's Maracana stadium on July 13. And while sports enthusiasts and professionals, including speculators make predictions , this time an odd group has got into the play. Economists and analysts, who would otherwise be analyzing equities and currencies to pick winners, have now got into predicting which country will pick the cup. With their fancy statistical models, number crunching and magical black-boxes, they have come to some equally fancy predictions. For example a Bloomberg News survey of 171 economists from 139 companies across 52 countries has confidently predicted that the host country Brazil would beat Germany to win the 2014 World Cup, eclipsing Germany and Argentina as the top choice . The survey also expects the Brazilian team to score the maximum number of goals, outperforming Argentina and defending champions Spain. The predictions for winner in the Bloomberg Survey centered almost exclusively on Brazil, Germany, Argentina and Spain. Of the 171 responses,
only six economists diverged from that trend, with three choosing Portugal, two backing Italy and one Uruguay. However, going against the consensus, Deutsche Bank AG analysts Bilal Hafeez and Henrik Gullberg said in a report that England is their pick. The bank's foreign exchange analysts have developed a computer model that has picked England to be the winner while disparaging other forecasts as off-targets. '“England are among the best teams according to our static model,” the analysts said in a report, obtained by The Guardian. However, the model, also seems to have hedged its bet by arguing that the tournament could just as well go Brazil's way. Economists at Goldman Sachs disagree with the Deutsche Bank analysts and foresee Brazil beating Argentina 3-1 in the final, while predicting that England will finish a lowly third in Group D. Then there are number-crunchers from Danske Bank and Unicredit who also predict Brazil will beat Argentina in the final. Similarly, PwC has also made Brazil the front runner followed by Spain, Argentina and Germany. A month from now, we will know whether the economists scored over experts in the beautiful game. So will the economists prove right this time ? July 13 will tell.

t looks like more awareness needs to be created among people about the purpose of the emergency services number – 108. From January 2014, when this number was launched, till May, this helpline number has received close to nine lakh calls out of which only around 30,000 calls were regarding genuine cases while the rest were inquiry calls as well as blank/prank calls. Of the genuine calls too, not all fit the bill for cases to be attended on the 108 helpline. Speaking about this scenario, Nyaneshwar Shelke, chief operat-
ing officer, Maharashtra Emergency Medical Services (MEMS) said, “Yes, at times we do get calls that are not real cases of emergency from a doctor’s point of view. For instance, a chest pain might be because of acidity which is not an emergency but it can also be a case of heart attack which is a case of dire emergency. But for a common man, any case of chest pain looks like an emergency. So right now, we are operating on the basis of people’s needs. We don’t decide whether it is an emergency or not when we get a call. We first attend to the call and then we decide if the case warranted 108 services.”

The minister informed the house that the government has suspended 18 hospitals, de-empanelled 13 other hospitals and taken action against some hospitals for creating problems for patients from economically weaker sections of the society covered under the scheme. Khan stated that private hospitals like Wockhardt are now conducting bypass surgeries under RGJAY for Rs.1.30 lakh. Besides, the government has also been able to reduce the cost of Stents from Rs.65,000 to Rs.23,735. Khan added that so far 2.22 lakh cases have been dealt with under the scheme, expen-

However, there are many patients who would make for eligible beneficiaries, who are struggling with life-threatening health problems, but are undergoing and paying for their medical treatment at private hospitals. Only 582 patients have been registered till May end as beneficiaries
from Nandurbar district. However, in the adjoining Dhule district, 7,680 patients were registered and authorised and cleared for free surgeries. Similarly, Bhandara district has registered only 788 patients while the neighbouring Nagpur registered 3,073 in the same time span. Gondiya has registered 551 patients, Chandrapur 951 patients and Gadchiroli 642 patients till the end of May. In other districts though, the number of patients registered under this scheme has run into many thousands. Padmakar Valvi (Minister of Sports and Youth Welfare) said “The registration is going in Nandurbar district, however, the number may be low as compare to other districts. In my opinion, other small surgeries should be added in RGJAY so it will be more helpful for poor people.” One of the main reasons for low registration in these district is the difficulty of reaching out to people living in remote areas. The district co-ordinator admitted that the scheme is yet to reach scores of villages. Months after the health scheme started, several districts did not have computers, Internet connection and electricity supply. When they got the computers and Internet connectivity, they did not get decent places to set up RGJAY centres. Consequently, registration for RGJAY could not work out. The scheme is thus struggling in these districts. Local authorities, as well as senior officers in the state, were not eager to implement the health scheme in these districts. Every district has one district co-ordinator for RGJAY as per the list published on the official website. However, in Naxal affected regions, one co-ordinator has to handle two districts. Local authorities demanded that these districts should have two coordinators per district as virtual and physical communication is very difficult here. People are illiterate and they cannot read pamphlets in-

Earlier these students were treated under some other scheme. Headmasters of schools used to refer students with health problems to the district civic hospital where they were treated free of cost. However, now students are also covered under RGJAY for which they have to submit a long list of documents. An estimated 170 students are deprived of free medical treatment in these five districts simply because their name is not on the ration cards and their age is above six years. According to

Problems right from the start Within six months of this scheme being kick-started, several private hospitals which were enlisted as participants lost interest and are reluctant to conduct health camps and surgeries, as the insurance companies did not pay their bills for as long as four months after submission, which otherwise should have been done within 14 working days. Even further, the state government-owned district civil hospital and rural hospital authorities are not interested in this scheme. The original scheme, named Arogya Shri and initiated in Andhra Pradesh, gave incentives to doctors of civic hospitals for carrying out surgeries under the scheme. However, the Maharashtra government made no provision of any incentives for government doctors carrying out extra duties under RGJAY apart from their routine work. Consequently, organizing health camps, which is first step of this scheme, is doing well only on paper.
On July 12, 2012, the state government initiated this scheme on a pilot basis in eight districts – Amravati, Dhule, Nanded, Gadchiroli, Mumbai and Mumbai suburbs, Raigad and Solapur. But it actually started only by November 2013, strategically just six months before the general parliamentary elections and exactly one year before the state assembly elections, with an aim to gain political mileage from the lower class whose income is below Rs.1 lakh per year. However, it did not take off as intended due to multiple reasons, including no incentive at government hospitals for doing the extra work and carrying out long and complicated surgeries, unattractive payment packages for surgery, unreasonable delays in payments from insurance companies, too many documents to be produced from the hospitals and the impractical attitude of senior state government officers sitting in their airconditioned offices in the state capital, Mumbai.

According to the Health Department’s reports, an estimated 6,791 patients who were identified as authentic beneficiaries of the RGJAY scheme could not get their surgeries done due to multiple reasons, including reluctance on the part of private and government hospitals. Many patients have therefore been waiting for months for their turn for medical surgery at the few empaneled hospitals designated by the state government and incorporated under this scheme. However, the waiting list figures provided by the state health department is just the tip of iceberg as many tens of thousand of patients across the state have been making the rounds of district civil hospitals to enroll their names or to the tehsil offices to make corrections in ration cards and arranging of other documents. These patients are struggling at various levels of the scrutiny process and the state has no data on it.

For the last five months, his father has been making the rounds of the local tehsil office and the RGJAY office to make the correct documentation. His application was not accepted because the local tehsildar wrote the date under his signature. RGJAY officials rejected the application stating that the date in the ration card should have been written at the top right hand corner of the page. clude every family member's name, or not renewed at all. In one case, the claim file was simply returned to the hospital as it did not have a photo of the medicine which was injected into the patient before the heart-related operation. After four days, hospital managed to send the file back along with photo of the wrapper of relevant injected medicine. Again, the file was returned by the insurance company with the remark that the bar code on the wrapper of the medicine was not visible. In the meanwhile, the cleaning staff at the hospital had thrown away the wrapper with the garbage. The file is still making its rounds.
Large unpaid bills Deputy Chief Executive Officer of RGJAY, Ajay Gulhane, admitted to delays in the payment of bills by the insurance company. He said, “As per the rule, the payment of medical treatment should be done within 14 working days. However, this is not being followed, so naturally some hospitals are not happy with it.” In Solapur district, Zilla Parishad officials said that bills from two hospital amounting to Rs.90 lakh each are pending and bills totalling Rs.1 crore from the Barshi Cancer Hospital’s are pending with insurance company. He said, “Even hospitals need to pay the bills of medical experts, mediacl and administrative staff, monthly outgoings.”

Besides payment issues, hospitals are complaining of inequality in payment slabs. For the same type of surgery, different hospital are paid different packages. The state has classified hospitals into five categories, A, B, C, D, and E (not applicable or empanelled). This classification is done on the basis of infrastructure available at hospitals. For a particular surgery, an A category hospital gets Rs.100 whereas a B category gets Rs.90, a C category gets Rs.80 and a D category hospital gets Rs.70. Govt to set up police checkposts along state coastline By Prashant Hamine
T
he state government will set up police check posts in phases at prominent beaches along the 720 km coastline of the state, said Minister for Home R.R. Patil in the legislative council yesterday while replying to supplementary queries raised on a starred question by Prakash Binsale (NCP) and others. Replying to queries, the Minister for Home stated that the government will seek information on technology and infrastructure related to safety and security of tourists on beaches around the world. He stated that often due to monetary constraints and other demands on the department, such beach safety norms cannot be implemented. Patil said that even the Tourism department is unable to allocate funds for such projects given its other priorities. Intervening in the debate, Minister for Tourism Chhagan Bhujbal stated that the Tourism department has
been asked to study the aspect of beach security in other countries like setting up watch towers, deploying ambulances, installing loudspeakers, life guards and other facilities. An agency is already working in the tourism sector of the neighbouring state of Goa. Patil stated that since 2003, 122 people have lost their lives at beaches and tourist spots along the coast line of Raigad district. He said that the issue requires co-ordination and allocation of financial resources from the Home, Tourism and Rural Development Departments. Patil added that the the government has deployed rescue boats and life guards at popular beaches along the Raigad coastline. Intervening in the debate, Jayant Patil (PWPI) stated that the tourist footfalls on four major beaches like Alibaug, Nagaon, Borli, Kashid, Murud-Janjira, Dive-Agar and Harihareshwar has increased from 400 tourists to 2,000 tourists daily.

he state government will set up a high level committee in cyber crime, wireless communication and modern crime to draw up a syllabus and to impart modern policing techniques to its recruits. This was stated by Minister for Home R.R. Patil yesterday in the Legislative Council while replying to supplementary questions on a starred question raised by Vijay Girkar (BJP) and others. Replying to the supplementary queries, the Patil said that the committee would take into account the change in policing techniques in the other countries, provide in-house training and recognises the need to amend certain provisions in the law. Patil added that the government also needs to amend the recruitment rules as now even candidates with engineering degree and diplomas are applying for police constable vacancies. He said that the government

he state government will not withdraw cases lodged against those indulging in rioting, sharing or liking defamatory posts in social media platforms like Facebook related to deities, Shivaji Maharaj, Dr. B.R. Ambedkar, late Bal Thackeray and others. The government will also undertake publicity campaign in order
to spread awareness amongst the people with the help of voluntary organisations and political parties. This was stated in the legislative council yesterday by Minister for Home R.R. Patil over a rule 289 motion sought to be moved by Diwakar Raote and Ramdas Kadam (Shiv Sena). Council chairman Shivajirao Deshmukh however disallowed the opposition demand to
set aside the business agenda before the house for the rest of the day and hold debate on the motion. Hospitalised bikers booked By Zuber Ansari

n FIR has been registered against the three teenagers who were recklessly riding their bike around the BKC police station and lost control, raming into the divider while they attempted to turn at the comple. It is suspected that they were racing with other bikers, and have been booked for rash driving and endangerment. Two of the boys are in a serious condition. According to the police, Siddhesh Mahadik was riding the bike at the time of the accident and Adnan Ali, and P. Tejas were riding pillion. They
are all aged between 18–20 years. Siddesh is being treated at the civic-run Bhabha Hospital while Tejas and Adnan who are in a serious condition were admitted to two different private hospials. The police suspect that there was a race the night of the accident, because every Monday and Saturday night, the police have been keeping a close watch on bikers racing from Kala Nagar Junction to Kurla. At the time of the accident, it was about 11.40 pm and the roads were empty. The police said, “Siddhesh was riding the bike at high speed while Tejas and Adnan were pillion riders. While tak-
ing a turn near the National Stock Exchange, Siddesh lost control and dashed into a divider." The trio was rushed to nearby hospitals, said the police. “The three have been booked under IPC 279 (rash driving or riding on a public way) and 338 (causing grievous hurt by act endangering life or personal safety of others) and under relevant sections of the Motor Vehicles Act. Eyewitnesses who took them to Bhabha Hospital told the police that after the accident, the trio were went unconscious, their heads and chests were bleeding. They suspect Siddhesh has lost both his legs.

The Minister for Home disclosed that the government is seeking the help of local experts and if need be will also seek help of foreign experts and is in touch with the central government over the issue.

he Brihanmumbai Municipal Corporation (BMC) on Tuesday evening served notices to the residents of Campa Cola Compound's illegal flats to hand over their keys to the civic body by June 12 or face “legal action”. In the notice served, the civic administration said, “As the period granted by the Supreme Court has already expired, you are hereby once again called upon to quit and vacate the premises in your
occupation/possession along with your belongings within 72 hours and deliver peaceful possession to BMC in order (that it may) carry out the directions of Supreme Court.” The letter further directed the residents saying, “The keys would be collected between 10.30 am and 5 pm from June 10 to June 12 in the office of Assistant Engineer, G Ward. Soon after Lata Mangeshkar's tweet on Monday, MNS chief Raj Thackeray has also come forward to support the residents of Worli's Campa Cola Compound. Thackaray said action should also be taken against the BMC officials and builder before evicting the residents and razing the illegally constructed floors. Mangeshkar on Monday tweeted, “I want to say only one thing to the Maharashtra government with regards the Campa Cola Compound. If the homes of these residents are razed, thousands of people will be rendered homeless, that includes children and senior citizens.” Mangeshkar said that the residents should not be penalised for the wrong committed by the builders. The singer too has a flat on the 18th floor of the Esha Ekta Apartments – part of the Campa Cola Society – which is currently occupied by her nephew, Adinath, son of music composer Hridaynath Mangeshkar.

anvel MLA Prashant Thakur has taken a firm stand against the toll plaza which is likely to come up at the Kamothe-Kharghar junction in Navi Mumbai. Thakur has written a letter to Chief Minister Prithviraj Chavan, seeking reconsideration of the proposed toll plaza. A copy of the letter has also been sent to state PWD minister Chhagan Bhujbal and PWD's minister of state Ranjit Kamble.Prashant Thakur said, “The toll plaza at
the Kharghar junction, which is going to set up to recover the Rs.1,220-crore expenditure incurred for highway widening and concretisation project by the PWD, will cause great problem to the residents of Kalamboli, Kharghar and Kamothe.” He added, “The citizens also have to pay the Vashi toll. Saboo Siddik College students have computer engineering papers evaluated for 25 marks instead of 50, but state board says it cannot correct error this year

W
hile the Maharashtra State Board of Technical Education (MSBTE) had declared the results of polytechnic fraternity in time, it has failed to cross check the awarding of marks thoroughly. In one case, around 50 students from M.H. Saboo Siddik College of Polytechnic and Engineering had to suffer as they have been given wrong marks. A professor who had conducted the exams for around 50 students evaluated their papers for 25 marks in the final year of Diploma in Computer Engineering (DCE). The subject actually carried 50 marks. Despite the mistake, the results were declared and students
have nearly lost 10 per cent in their results due to this goof up. A student, on condition of anonymity told the ADC: “We were shocked to notice that we were evaluated for lesser marks which has affected out overall performance. The MSBTE should immediately address this mistake and save us from getting lesser marks.” The students reported the matter to their college principal. The principal then asked the concerned faculty for clarification. Though the college issued a letter to the MSBTE for the change in marks, no action has been taken yet by the department. The MSBTE claims that the last date for change and correction of marks has
already passed and now the students can only change the marks next year. This has affected the careers and scores of the students. The Prahar Students Organization is now pursuing the matter. Manoj Tekade, President. Prahar Students Organization said, “The MSBTE has not taken any action on this major goof up. It has been more than four months but the marks have remained unchanged. How can the department declare results with such mistakes? And now it is prolonging the process to change the marks. The MSBTE should work on this issue immediately and save the careers of the students!” Vinod Mohitkar, Secretary, MSBTE, was not available for comment.

n a firing incident, three assailants on a bike shot dead a toddy-shop owner from a close range pistol, while he was returning home on his scooter with his son riding pillion in the Malwani area of Malad (W) on Tuesday.Even as the motive behind the horrific murder which has sent shock waves in the local area is unclear, the police suspects property and professional rivalry as the motive.The deceased, Shekhar Aadwala (40), had a property dispute over his shop with his elder brother and used to take up BMC contracts as well. He was a Maharashtra Navnirman Sena
(MNS) worker, the police added.Aadwala is a resident of Malwani and was on his scooter with his Shekhar 16-year-old son Aadwala in Jankalyan nagar, when the assailants came on a bike from behind him and shot a single round at his head and sped away.Aadwala has a toddy shop in Gorai area over which he had earlier fought with his elder brother, Laxman. Two months ago, over the same issue, three persons in Kandivali (E) assaulted Aadwala with a weapon.He had registered an FIR against the trio at the Samta Nagar
police station for grievously assaulting him with a weapon under section 326 IPC. All the three were arrested and the police suspect that they might be behind the murder.The son of the victim has also told the cops that his father took small construction contracts from the BMC. The police are also probing a professional dispute angle that could have led to contract killing.“The murderers can be apprehended only after the motive becomes clear. There are CCTV cameras in the area but none of them cover the road. His son is in a state of shock. We will record his statements and try to prepare sketches,” said assistant commissioner of police Ramesh Lohakare.

ore than a month after a 25-year-old student, Agnelo Valdaris, died in the custody of the Wadala Government Railway Police (GRP), the Bombay High Court took serious note of the case and directed the Mumbai Crime Branch to register an FIR against nine policemen for their alleged role in the death and for the sexual abuse of three others in a robbery case. The custodial death case had made headlines after Agnelo, a suspect in a theft case, was being taken by Wadala GRP personnel for a medical examination on April 18 when, according to the GRP, he allegedly attempted to flee from their custody and made a dash across the tracks. This was stated by Minister of State for Housing Sachin Ahir in the Legislative Council yesterday while replying to supplementary queries raised on a calling attention notice moved by Leader of Opposition Vinod Tawde. He added that the government will sympathetically consider giving ownership rights to those tenants who have been living in these transit camps and those who have bought ownership rights from tenants living in the dilapidated buildings. Raising supplementary queries on his original notice, Tawde stated that the tenants in these 56 transit camps
across the metropolis are categorised in three groups: Those who have been living in transit camps for years, after vacating their flats in cessed buildings Those who have bought over the original rights from the previous occupants Those who have forged documents or have forcibly occupied the transit camps of the Mumbai Repair Board. he Mumbai police on Monday registered a case of theft against an unidentified person who stole a businessman's suitcase, in which a revolver and live rounds were kept along with cash and other materials. The police are contemplating to lodge a case of negligence against the businessman, identified as Umesh Mahadik (42), as he did not take proper care of his licensed weapon. Subsequently, the police would also request the concerned authority in the police force to cancel the businessman's arms license for negligence, informed sources in the police. According to the police, on Monday evening, the businessman had parked his car below his building situated in Mulund (W). At around 7 pm, an unidentified person broke the rear window glass of the car and fled away with the briefcase, which was kept on the car's back seat. Inside the briefcase, was a point 32 bore revolver and five live rounds worth Rs.1.5 lakh, a set of documents related to the businessman's
property and business, cash of Rs.10, 000 and a Blackberry mobile phone worth Rs.10, 000, the police informed. The Mulund police have lodged a case under relevant sections of theft under the IPC but strongly feel that there's something more than what meets the eye. The police suspect something fishy in the case. Can SP chief recover lost ground? U
TTAR Pradesh is being seen by people elsewhere in the country as a state where there is neither law nor order. The worst, most gruesome rape cases have taken place in that state. Two girls – just 12 and 14 – were gang-raped and hung from a tree. After a gang rape, a girl was killed by forcing acid down her throat. Another hapless victim was set on fire. The United Nations, the United States and many leaders of the world were horrified by the brutality of the crime. Rape cases do occur around the world, but the victims are not hung alive from a tree. What is most shocking is the reaction of the government. While Samajwadi Party (SP) chief Mulayam Singh Yadav said “Boys will be boys,” others said that there is nothing much to be worried about since rape occurs all over the country. What however appears to have upset the chief minister was the total rout of the SP candidates in the Lok Sabha elections: The BJP got 72 seats. There are 80 Lok Sabha seats in Uttar Pradesh. Evidently totally upset, chief minister Akhilesh Yadav is transferring surprisingly and dismissing secretaries, police officials and others whom he thinks have been responsible for the Lok Sabha poll rout. Akhilesh cannot be unaware now that the mood of the people is against his party. If an assembly election is held now, chances are the Samajwadi Party and also Mayawati’s Bahujan Samaj Party (BSP) will be defeated. There are clear signs the BJP is returning to power in Uttar Pradesh. It is a fact that rape cases occur all over the country. What is a different in Uttar Pradesh is that those in power are justifying them. They are defending the police who are not conducting investigations properly and who are not promptly registering an FIR. It will take them a long time to make amends. It is also possible that things have gone too far and for Akhilesh, any chance of recovering is remote.

HE reactions to Narendra Modi’s first two weeks in office are quite amusing. At one of the spectrum is erstwhile critic, Congress MP and spokesperson Shashi Tharoor who was embarrassingly effusive in a blog he wrote for Huffington Post in praise of the new PM. At the other end is his colleague Mani Shankar Aiyar who derided Tharoor as a chameleon for changing his colours so quickly. Immature, Aiyar scoffed in a TV debate as he declined to acknowledge even the outreach to SAARC leaders at the swearing in ceremony which he derided as a circus. And then there are senior commentators and sundry analysts who sound bemused because Modi hasn’t sprouted horns and a tail after assuming office. Instead, has gone about his business much like any PM would after securing an impressive mandate in an election fought on the twin issues of governance and development. There is no question that Modi has stumped his critics. He came in with the promise of change but he’s ensured that change will not come at the cost of continuity. And he’s made a determined effort to send out reassuring signals that he intends to preserve and strengthen existing institutions, not usher in a saffron revolution. Like Rajiv Gandhi, who was the last PM to win a massive mandate, Modi’s motto seems to be: change with continuity. Look at some of the steps he has taken in the past fortnight. He extended the tenure of the cabinet secretary, Ajit Seth, by six months to give himself time to settle in and familiarise himself with systems and processes. He has not gone in for a large-scale reshuffle of secretaries. In fact, he has gone out of his way to meet senior officers and assure them of full backing and support provided they deliver on efficiency, speed and honesty. He quickly scotched attempts by some of his ministers to rechristen government schemes named after members of the NehruGandhi family. No populism please, he ordered. He has let it be known that he doesn’t intend to do away with UPA flagship schemes like MGNREGA. He will only streamline them for better delivery to intended beneficiaries.

Those who cannot see Modi as anything but the man behind the Gujarat holocaust of 2002 fear that he is playing an artful game of deception to lull the nation into a false sense of security before he unleashes the full force of his divisive agenda. Perhaps it’s time to brush away the cobwebs and review old prej-

OW that Arun Jaitley is a senior cabinet minister, he has decided to overturn his self-imposed rule of shunning residence in a Lutyens Delhi bungalow. The finance-cumdefence minister will soon shift out of his south Delhi house into a sprawling colonial building in the heart of the Capital’s most elite area. Apparently, he has to make the move on grounds of security. He has been told that as a high profile member of the Modi government, his threat perception is risky and he cannot be given the security he needs in a congested south Delhi colony. Interestingly, a Lutyens bungalow was allotted to Jaitley several years ago as an MP but he never lived in it. The house was given to the BJP which used it as a chummery for its bachelor party office bearers and senior leaders. Jaitley will have to return this bungalow to the official pool so that he can be given a residence befitting his status as the most important minister in Modi’s government.

planeload of senior politicians and journalists missed out on Chandrababu Naidu’s mammoth swearing-in ceremony at a public ground between Guntur and Vijayawada because they were caught in an awful traffic jam after they landed. The bus that was supposed to ferry them from the airport at Vijaywada to the swearing-in venue got trapped in a massive snarl of slow moving vehicles, all trying to make in time for the function. None succeeded. Apart from the journos, politicos like AUDF chief Maulana Badruddin Ajmal and AGP leader Prafula Mahanta’s personal representative sweated in the bus for more than three hours. After a harrowing time on the roads, they were forced to turn back without attending the ceremony. The plane finally dropped them back in Delhi in the wee hours of the morning. It wasn’t quite the joyous occasion they had hoped to celebrate.

ONFUCIUS taught that people should have compassion for one another, and to avoid treating others in ways that they themselves would not wish to be treated: “What you do not wish for yourself, do not do to others.” In order to be compassionate, people should avoid self-aggrandizement and be “simple in manner and slow of speech.” They should practice altruism and self restraint. Confucius taught that the key to achieving proper self-mastery was adherence to correct ritual. In Confucius' teachings, ritual encompassed both quasi religious practices as veneration of dead ancestors, as well as the broader concept of etiquette and correct social interaction. Confucius taught that there were mutual obligations arising between members of social relationships, for example as between husband and wife, parents and children, older brother and younger brother, and so on. Adherence to the proper conduct expected between members of these groupings would guarantee an harmonious relationship between them and also serve as the foundation of a just and stable society. Although the subordinate members of a relationship (children to their parents, wives to their husbands) were required to be obedient, their obedience was not absolute and depended upon the superior member of the relationship (parent, husband for example) acting in accordance with his own obligations. Confucius's teachings strongly emphasised
the importance of following ritual. He said: "Look at nothing in defiance of ritual, listen to nothing in defiance of ritual, speak of nothing in defiance of ritual, never stir hand or foot in defiance of ritual." Within society, Confucius prescribed the following main ceremonies or rituals: Capping (a joyous occasion when a son achieved manhood on his twentieth birthday - analogous to a Bar Mitzvah), marriage, mourning rites, sacrifices, feasts and interviews. These ceremonies were quite complex and highly ritualised. While to Westerners the emphasis on ritual may seem stultifying and oppressive, it must
MATTER & SPIRIT be remembered that the guiding principal in Confucius's social teachings is that people should follow the Five Virtues and love one another and treat each other with kindness, which is a concept shared by all great religions and humanistic philosophies. Much of Confucius's teachings focused on the art of governance and how a ruler should act. Unlike Machiavelli, who expounded a concept of amoral statecraft in which he counseled the ruler on how to appear just in order to gain the trust of the people, while at the same time engaging in oppression and stratagems, Confucius advocated for true justice and compassion on the part of the ruler
and the ruled. Only by being a just ruler would the ruler enjoy the Mandate of Heaven and continue to have the right to rule. As with his social teachings, Confucius believed that the key to good governance lay in each man carrying out his duties as prescribed by his position within the hierarchy. He stated: “Good government consists in the ruler being a ruler, the minister being a minister, the father being a father, and the son being a son.” It was essential that the ruler possess virtue. Virtue would enable the ruler to retain the supreme position. “He who governs by means of his virtue is, to use an analogy, like the pole-star: it remains in its place while all the lesser stars do homage to it.” Remarkably, given the violent nature of his times, Confucius believed that rulers should not have to resort to force or the threat of punishment to maintain power. He stated: "Your job is to govern, not to kill" As in the case of social relationships such as those between parents and children, husbands and wives, Confucius believed that the rulers should observe proper ritual in order to maintain their position and right to rule. These rituals included giving proper sacrifices to the ancestors at the ancestral temples, the exchange of gifts between members of the nobility which bound them together in a web of obligation and indebtedness, and acts of etiquette and decorum such as bowing. — Confucius

Water scarcity hits Mira-Bhayandar Shiv Sena legislator seeks 100 MLD water from Barvi dam By Suresh Golani

hile the ambitious 218 million litre per day (MLD), Surya Water Project remains only on paper for the past couple of years, Shiv Sena legislator Pratap Sarnaik has now moved the legislative assembly seeking reservation of 100 MLD water from the Barvi dam in Badlapur. “Compared to the total water requirement of around 150 MLD per day, civic authorities manage to supply only about 116 MLD, restricting the frequency of water once in 40 to 48 hours. “The twincity is already facing an acute scarcity of water and with the frequency of water supply burgeoning
the demand will only increase in coming years. We will probably need somewhere in the vicinity of 221 MLD and 432 MLD water in the year 2021 and 2041 respectively. It is high time we chalk out an elaborate plan,” said Sarnaik. Unlike other civic bodies, the MBMC had no self-sustained water supply. Unfortunately for residents of Mira Bhayandar, the much hyped 933 crore Surya water supply project mooted in 2011 still remains on paper. Moreover the project faces various hurdles including environmental clearance issues, private land acquisition and last but not the least financial restraints as the project is yet to get an official nod from the JNNURM authorities.

Mumbai Police spokesperson Dr. Mahesh Patil said, “ Due to the late release of promotional transfers, APIs will have to face problems. I checked details regarding the transfer and promotion of APIs from Class III department and they said that they are verifying all the documents, and caste certificates of APIs who were promoted. They will be relieved in two days if all the formalities are completed.”

lready battling the stinking smell emanating from the careless dumping of garbage near the Solid Waste Management Plant, thick clouds of smoke coming out of blazing garbage mounds has spelt more trouble for people residing in the coastal villages of Uttan near Bhayandar. Less than five years after the Mira Bhayandar Municipal Corporation (MBMC) won accolades for being the first civic body in the state to successfully initiate a garbage recycling project in 2008, the plant located at Dhavgi village in Uttan near Bhayandar, has ceased its recycling operations since October, 2013. However, unmindful of its ill effects on the environment and subsequent health hazard, contractors deputed by the health department have been disposing off tonnes of garbage on the hillocks near the process plant.
Reacting to the scorching summer heat the accumulated garbage which apparently starts emitting methane, triggered a massive fire on Tuesday morning. Even though fire brigade personnel struggled hard to quell the raging fire, smoke has engulfed the entire region including Uttan, Tarodi, Dhavgi, Dongri and Anand Nagar areas, causing severe irritation to the eyes and throat and also breathing problems particularly for the aged
and children, besides those suffering from respiratory diseases. Run by a private agency, the plant which is equipped to handle 300 to 350 tonnes of waste to segregate it and produce bio manure has now exceeded its capacity. After the abrupt closure of the process plant, the MBMC is seeking new avenues to get rid of an average of 425 metric tonnes of garbage generated by the twin-city everyday.

ombay High Court on Tuesday said it would from June 25 hear on a day-to-day basis the petitions related to the confirmation of death sentence awarded to Santosh Mane, a former ST driver who mowed down nine persons in a fit of reckless driving on Pune roads in January, 2012.
Every death sentence passed by trial courts has to be confirmed by High Court. High Court would be simultaneously hearing Mane's appeal against his conviction by the trial court.A division bench of Justices V.M. Kanade and Pramod Kode yesterday asked defence lawyers whether Mane had been under the influence of alcohol at the time of the
incident to which defence lawyer Jaideep Mane replied that the appellant was being treated for a psychological problem at the time.However, the prosecutor pointed out that the last time Mane was treated for the problem was in 2010, two years prior to the crime.In September, 2013, High Court had set aside the death penalty awarded to Mane, noting
that the trial court had not heard him fully conscious of the conseon the point of sentence. HC judge refuses to hear petition in Chavan’s case By A Staff Reporter
A
Bombay High Court judge on Tuesday recused herself from hearing a revision petition filed by the CBI against an order of a lower court which had declined to end criminal prosecution of former Maharashtra Chief Minister Ashok Chavan in the Adarsh Housing Society scam case. “Not before me,” said Justice Revati Mohite-Dhere when the petition came up before her, without
assigning any reason for not hearing it. The matter would now be heard by another bench, said High Court sources. A special CBI court had earlier turned down the investigating agency’s plea to drop Chavan’s name from the First Information Report (FIR) in the case. The CBI had filed the application after Maharashtra Governor K. Sankaranayanan refused sanction to prosecute Chavan on the ground of inadequate evidence. Chavan had to step down as the Chief Minister after
the scam came to light in 2010. The CBI had charge-sheeted Chavan in 2012, accusing him of granting Adarsh housing society various concessions in return for flats for his relatives. He was alleged to have approved additional floor space index for the highrise in upscale Colaba in south Mumbai and, as Revenue Minister, allowed civilians to be included as members of the housing society meant for Kargil war widows and defence personnel.

ocated in a quiet street across Lilavati hospital, Fat Man's Cafe is a new addition to Bandra's never ending list of eateries. As you enter, the quirky quotes and combinations of blue, green and yellow hues heighten your expectations for an exciting meal. Serving continental food, the cafe fails to excite on the food front. The menu ranges from the usual
FOOD REVIEW Junisha Dama cafe fare to pastas and semi-gourmet meals. The menu is disappointing as far as individuality is concerned and does not shift from the commonly popular dishes that cafes are putting out these days. We tried the bacon wrapped prawns which was a surprising
treat. Cooked lightly and seasoned perfectly, the prawns and bacon thankfully retained their juiciness and flavour. From the list of mains, we ordered the fresh rolled gnocchi
with basil-pesto dressing. Despite the slightly overpowering flavour of pine nuts, the pesto sauce was light, although the gnocchi was made to perfection. The cafe's signature dish, chicken roulade stuffed with spinach and feta, served with sun-dried tomato risotto and grilled veggies failed to make a mark. The chicken roulade lacked the punch to be the hero of the dish and the sun-dried tomato risotto could have been more tangy. The true hit was the dessert, the orange cream cheese pastry is not the quintessential dessert you expect. With the tang and zest of orange and flavoursome cream cheese, this bitter-sweet dessert deserved a big bite. The two-week old Fat Man's cafe sure faces some teething problems in service; the menu could use some uniqueness and excitement. The cafe also has a breakfast menu which they serve till 4 pm. If you are ever in Bandra, the cafe deserves a try at least for the desserts and appetizers. Price for 2: Rs.800

did my BA, ECCEd and BEd. I am an exstudent of Sophia College. While in my 2nd year of degree college, as part of my psychology project, we had to complete a three-month internship teaching in a government school. It was a lot of fun as we got to interact with the students and have the experience of being a teacher. Since Teacher's Day was around the corner, we also trained the students to perform songs and dances for their teachers. It was due to this experience, that I really felt this was my career path. The feeling that you can somehow make a difference in the lives of impressionable children is great. I also come from a long line of teachers in my family, so I guess teaching is in my blood. We had a five day week; wherein we had to prepare and teach model lesson plans in the college and, thereafter, we did
internships in schools. My training involved a lot of creative work in arts and craft for my ECCEd as that dealt with teaching pre-school and primary school children. Important days and festivals in the college, Independence and Republic Day, Teacher’s Day, Sports Day and Cultural Day were all held. The planning and participation of each student was required in all these events. It was definitely a learning experience as you get to try new things, explore your abilities and excel in things you are good at. It makes you an all-rounder which is an important aspect of teaching when dealing with young minds. Today I am a first grade class teacher in
Children’s Academy at the Thakur Complex (Kandivli) branch. I teach English, Maths, Science and EVS. This past year, I was also first grade singing teacher. Training students for annual days, cultural events, competitions and sports days are also part of my job profile. Since I did a diploma in both ECCEd and BEd, the investment was around Rs. 40,000 per course for a year, excluding extra materials needed especially during the ECCEd course. The amount one can earn depends on the school, one's own qualification and type of boards. Private schools may pay a starting salary
of anywhere between Rs.12,000–20,000 a month, especially if the school is an ICSE, IB or CBSE board. SSC board schools may pay less. Then again, it depends on whether one is teaching the primary or secondary sections. Secondary section teachers do get a higher salary. I have heard Government schools pay well but as I have never worked in one, I can’t comment for sure. A teaching diploma takes a year to complete after which you can get a job in the school of your choice. An ECCEd diploma can be done after higher secondary. For BEd, one needs to be a graduate. With experience, you become more of a

professional. Salaries depend on the schools and type of board patterns and your own qualifications. A good private school may offer up to Rs.25,000–30,000 a month, but again it differs from school to school. The biggest advantage of being a teacher is getting to interact with children on a daily basis. Aside from that the knowledge gained on a dayto-day basis, workshops are held at school for teachers as we have to be many steps ahead of the students; The students are extremely knowledgeable and exposed to a lot of information. Training students for activities and having the opportunity to watch them grow into mature young adults
gives me great satisfaction as a teacher. A teacher is privy to whatever happens at home and gets to share in the student’s joys and sorrows, thereby enabling one to guide and counsel them effectively. One of the main difficulties is dealing with stressed out parents. The workload of a teacher is very demanding. We have to bring our A game to play 24x7. People are under the impression that teachers have a very cushy job; I beg to differ as most of our holidays and spare time is spent in school work. I love my work. I’m in this line for a purpose. n today’s world, a swimming instructor is not only one who teaches swimming but also gives his pupil confidence to float in water, to love and befriend the water. It is not only sufficient to be a coach who trains individuals to flap their hands and legs in water, rather one who imparts the right blend of other aspects of swimming like sports psychology, importance of fitness, anatomical knowledge, etc. To widen the scope of instruction, a trainer must be a very good swimmer who has taken part in numerous competitions and has attended various courses. In this field, experience is must. The trainer must be able to recognise water phobia and must know the right way to handle it, and this is where aqua aerobics comes in. Aqua aerobics removes all fear of water, as in this course one learns how to play with water and draw heavily from the natural healing and relaxing powers of water. I have been in the field of swimming since the last 26 years, having started way back in 1987. I was a good swimmer from the beginning (short and long distance swimming). My coach, B.M. Jadhav, saw the potential in me and advised me to take up swimming as a profession. I polished my skills by attending Coaches’ Clinic and improved greatly under the guidance of one of India’s senior most coach Sandeep Divgikar. I attended a course named Aqua Aerobic International Certificate Course for aqua aerobics, in Singapore in 2012. This course rewards one with a certificate that is recognised worldwide. Life saving and first aid courses are amongst the other important courses for aspiring instructors. With extreme urbanisation rapidly changing the face of our city, high-rises have been designed with all the possible recreational facilities, a swimming pool being one of them. Thus it is very easy to find a job as a part-time or full-time swimming trainer. Also due to increased number of sports clubs, gymkhanas and leisure centres, swim coaches have a wide range of options to choose from. One may opt for personal or group coaching at these locations. Moreover, finding a job like this is even more in vogue because of people’s awareness of sports and swimming being the best form of exercise, is greatly recommended by doctors too. The income may range from 10K to 50K a month, depending on the place one works and the quality one delivers. Instructors may
be required to work for 6 to 8 hours in the day, irrespective of the season. This is a career that keeps you fit and energetic. Good contacts are created and one earns a great amount of respect in the industry. It is also unlike routine jobs or the typical nine-to-five duty. One gets to interact and study the mindset of people of various age groups (3.5 to 80 years), gender and class. On the other hand, the drawbacks of this profession are that as a swim coach one has to be present at the pool 24x7 without excuses, of health especially. There is no day off. If one invests full time in this career it may affect family life too because of the nature of the job that requires swim coaches to be present even more on holidays and summer vacations. This career demands long hours of commitment and perseverance. It just does not work with a casual approach. Punctuality and results matter a lot. When opting for this career one needs to judge his own abilities whether he/she can teach and handle newcomers besides excelling in competitive coaching. Teaching very young, slow learners and physically challenged is a tough job and one must be patient. Teaching elder people above the age of 45–50 poses the greatest challenge to instructors. Their age, their gender and especially their health problems have to be constantly kept in mind. Special attention must be paid to their body posture during the exercises. People with severe knee problems and joint pains may join the aqua aerobics course, but an instructor conducting the workout session must keep in mind the health problems of each individual. It is extremely unnecessary to give them rigorous training only to produce good results. On the contrary, more focus should be paid on reducing their pain. I would always want many more people to opt for this career because it is definitely one form of social work as well. By doing this, we urge people to be fit, thereby ensuring a fitter nation. If many people come into this field, it will be inspirational for many more individuals of all ages to join and develop a healthier lifestyle. A career in swimming is very good at present as it promises a good income and a respectable position, although it demands a lot of hard work and dedication.

We are no one to predict the future. However, apart from the tons of astrologers that we have at every nook and corner in our country, one man had the audacity to predict the future. The said person was Harry Baweja, who launched his son Harman in a disastrous flick which we all (do not) remember as ‘Love Story 2050’. If that is the kind of future we should expect to have, than we rather stay in the present and never move forward. But since time cannot be stopped, I came up with a better alternative to the Sci-fi flick. Also, we tone down the time span to ten years. The flick is known as ‘India – 2024!’ It was predicted that India would be a ‘Superpower’ by the year 2020. So by 2024, it should be a bigger super power. There will be certain things that will be trending in the year 2024. Let us have a look at some of them: Petrol would be kept in museums: When we were in school, we used to travel in petrol powered buses. Ten years down the line, when our kids return from school, they will tell us, “We saw a petrol can at the museum today!” It is certain that, by 2024, petrol would certainly be out of the common man’s reach and that only the Ambanis and Adanis can afford it. For all you know, it may also be available on loans in banks at exorbitant interest rates, just the way a luxury commodity is treated in a developed superpower. L.K. More than protecting their cash, people would pay attention to protect their onions in 2024! The trend of Bicycles: Like I earlier mentioned about the exclusivity of petrol a decade later, bicycles would be back for good and would be there to stay! The exercise would help people remain healthy and we shall have a more prosperous and healthy India!

Govt mulls 54 new ITBP border posts in Arunachal

URAT: Five labourers were killed on Tuesday and six others injured when a portion of an underconstruction flyover collapsed in Parle point area of the city, a senior official said. "Five labourers died when a part of an under construction fly-over collapsed in Surat's Parle point area this morning," Surat Municipal Corporation (SMC) chief M.K. Das said. There may be some persons trapped in the debris, but authorities are uncertain about their number, he told PTI.

The mishap occurred this morning when the labourers were shifting the columns of the bridge during which a portion of the flyover fell on them, he said. The collapsed flyover was a part of the city's cable-wire bridge connecting Parle point area to Adajan near Tapi river, Das said. The deceased have been identified as Naresh Jagannath (35), Rajendrasingh Sanichar (30), Kharidnar Singh (30), Uditkumar Phooleswar Ram (20) and Videshi Singh (26). "We have ordered to file an FIR in this tragedy, while an expert committee has also been formed to inquire into the issue," Das said. "We have announced Rs.2 lakh ex-gratia for the families of the persons who lost their lives, Rs.1 lakh for those who sustained permanent disability in this incident and Rs.50,000 for the others injured has also been announced," Das added. The 'Adajan-Parle point linking' flyover was being constructed for last two years. The deceased were yet to be identified, said Dr R.D. Burman, the medical officer of casualty ward of Surat Civil Hospital. "One labourer died on the spot, while four others died during treatment. None of them are identified yet," he said. Six labourers, who sustained injuries, have been admitted in Surat Civil Hospital, he added.
2 Russians killed, one missing as vehicle plunges into river D
EHRADUN: Two Russian nationals were killed and one was missing while nine of their compatriots were injured when a vehicle in which they were travelling from Gangotri to Uttarkashi plunged into Bhagirathi river on Tuesday. The mishap occurred at Bhagori village in Uttarkashi district on Rishikesh-Gangotri National Highway yesterday afternoon, the Station House Officer of Maneri police station, who was at the site, told PTI. The tempo fell into Bhagirathi, a tributary of the Ganga, as its driver, an Indian from Rishikesh,
lost control of the vehicle, he said. Bodies of two Russians, one of them a woman, have been recovered while one of the passengers was missing, the official said. Among the nine injured Russian nationals, eight were women. The driver of the tempo was also injured. The injured were brought in a chopper to Jollygrant hospital in Dehradun where the condition of six of them was stated to be critical. Senior officials were on the spot and search was on to trace the missing Russian, he said. Uttarkashi is 200 km from Dehradun, capital of Uttarakhand.

CBI to probe Badaun case and Munde’s death N
EW DELHI: CBI will soon take over probe in the Badaun rape-and-murder case as the agency on Tuesday received a request from Uttar Pradesh government in this regard and is waiting for a formal notification from Department of Personnel and Training. Highly placed sources said CBI has expressed its willingness to take over the probe in the alleged rape and murder of two teenaged girls in Badaun which triggered a nation-wide outtrage. The sources said the matter will now go to DoPT which will issue a formal notification in this regard, after which CBI will take over the cases registered by Uttar Pradesh police and start its inquiry. They said the case will be probed by the unit based here to avoid any allegation of favours and pressures from local administeration. The police had registered a case against seven accused, of whom five-- three brothers Pappu Yadav, Awadhesh Yadav and Urvesh Yadav and constables Chhatrapal Yadav and Sarvesh Yadav---have been arrested in the case. The two teenaged girls, who were cousins aged 14 and 15
years, were allegedly gangraped and murdered with their bodies found hanging from a mango tree, a day after they went missing on May 27, in a village in Ushait area in Badaun. In a fresh twist to case, Uttar Pradesh DGP AL Banerjee had recently claimed that according to available inputs rape of one of the victims was not confirmed and property could be one of the motives.
To probe Munde’s death The agency is all set to take over the probe into the death of former Rural Development Minister Gopinath Munde following a road accident in New Delhi. CBI sources said Home Ministry has recommended handing over the case to the agency and CBI has given consent to take over the probe. The matter will now be sent to Department of Personnel and Training, under the Prime Minister's Office, which will issue a formal notification after which CBI will take over the FIR registered by Delhi Police in this connection.The Delhi Police had registered a case against 32year old driver Gurvinder Singh whose car hit Munde's vehicle resulting in fatal injuries.

Easing norms, the government has said an independent director’s previous tenure would not be counted towards the ten-year period limit, as mandated under the new companies law, provided that the individual is appointed afresh before March 2015. The move comes after various stakeholders had sought clarifications on several aspects of the Companies Act, 2013, including those related to appointment and qualification of independent directors. Govt Bonds Worth Rs 7,152 Cr To Be Auctioned Today
The National Stock Exchange (NSE) will auction today government debt securities worth Rs 7,152 crore (USD 1.2 billion) for overseas investors, whose total investment has crossed 90 per cent of permitted limit. At the same time, NSE in a circular also asked foreign investors not to increase their positions in interest rate futures (IRF) market as such exposure has also crossed the permitted levels. A similar circular was released by BSE as well. These decisions come amid a strong surge in overseas investors interest in Indian bond market.

s government mulls over the impending natural gas price hike, Oil Minister Dharmendra Pradhan yesterday said a right decision will be taken at the right time by balancing the urgency of reforms with the interest of the poor. "We are examining all aspects of the issue. We are deeply into it. A right decision will be taken at the right time," he said. Refusing to speculate on the timing or what the decision will be, Pradhan said that bringing back the "derailed" economy on track is the top most priority of the Narendra Modi government and it will do whatever it takes for bring back the momentum. He said the government wants to stabilise the economy which had been made "bankrupt" by the previous UPA government. "The first task is to stabilise the econ-
omy." The NDA government, Pradhan said, is for reforms as also protecting the interest of the poor. "Economic reforms are not antipoor. Economic reforms are infact pro-poor. We need to strike a balance between the two and we will do it. I do not want to say anything more than this right now," he added. The first increase in natural gas prices in four years was to be originally effective from April 1. However, before a new rate could be unveiled, the general elections were announced and its implementation got deferred. Last week, a top oil ministry official said a decision on the issue will be taken before July 1. The ministry had on April 21 told Reliance Industries, which was made to sell natural gas from its eastern offshore KG-D6 fields at the old rate of USD 4.2 per million British thermal unit even after its term had expired, that a new rate would be
announced by July 1. The ministry will announce a new rate once its gets clarity on implementation of the Rangarajan formula, which would double the gas price, from the top. Pradhan refused to say if his ministry will go to the Cabinet again for a review or approval of the Rangarajan formula which was approved by the previous UPA government. The ministry is expected to make a presentation on the issues pertaining to the oil and gas sector to Prime Minister Narendra Modi in next few days and a clear direction on how to proceed on gas pricing will emerge after that. If the Prime Minister gives a go ahead for announcing a new rate as per the Rangarajan formula approved by the previous government in December last year, an announcement will be made forthwith. However, if it is felt that the formula suggested needs some adjustment or the government needs to take
steps to protect interests of users in power and fertiliser sectors, then consultations at the level of Cabinet may happen. Before being voted to power, the BJP had stated that it would like to review the formula if it comes to power. Rangarajan panel had suggested pricing of all domestically produced natural gas at an average of the prices of imported liquefied natural gas (LNG) into India and the weighted average of gas prices in North America, Europe and Japan. The price formula was to be effective on April 1, 2014 for a period of five years, with the price being revised quarterly using the approved formula. The price for each quarter will be calculated based on the 12month trailing average price with a lag of one quarter (i.e. Price for April to June 2014 will be calculated based on the averages for the 12 months ended December 31, 2013).

ommodity markets regulator FMC yesterday said some of the e-series gold investors at crisis-hit spot exchange NSEL have recovered 85.5 kg of physical gold and about Rs 140 crore in cash from the troubled bourse. National Spot Exchange Ltd (NSEL), a subsidiary of Jignesh Shah-led Financial Technologies India Ltd, is grappling with a payment crisis for settling dues worth Rs 5,500-crore after it suspended trading activities in July last year following a government directive. He also emphasised on the need for coordinated approach by all sector regulators to achieve financial stability. "He referred to the high political expectations from the new government and the opportunity now available for resolving longpending problems facing the economy," the statement said. Jaitley was speaking at the meeting of the Financial Sector Development Council on Saturday. It was attended by financial sector regulators including the Reserve Bank Governor Raghuram Rajan and Sebi Chief U K Sinha. The minister also cautioned
against slackening the vigil in the area of fiscal consolidation. Finance Secretary Arvind Mayaram briefed the council on the macro-economic situation and improvement in twin deficits. "However, there is a long way to go in terms of reviving economic growth, controlling inflation especially food inflation, keeping deficit under control, addressing infrastructure bottlenecks," Mayaram said. He added that there is a need to continue to be in a state of preparedness for managing external sector vulnerabilities. Economic growth slowed to 4.7% in 2013-14 and retail inflation stood at a 3-year high of 8.59% in April. The current account deficit (CAD), which is the difference between inflow and outflow of foreign funds, dropped to 1.7% of GDP in 2013-14 from 4.7% in 2012-13. The financial sector regulators at the meeting presented their suggestions on the forthcoming Budget 2014-15, as also their ideas on next generation financial reforms.

he government can cut down its subsidy bill by up to 1 per cent of the GDP without causing much pain to people, Principal Economic Adviser, Ministry of Finance, Ila Patnaik said yesterday. "I don't think it is (fiscal consolidation) that hard, because when you look at many of the schemes, you have the spending, you have the leakages," Patnaik said at a book launch at a Ficci event. "You have subsidies...Many of which are distortionary, many of which are not well targeted. If there is a political will then one can easily cut down (subsidy) by 1 per cent of GDP without actually bringing a lot of pain to people," she added. However, she said, fiscal consolidation is a difficult task on the face of an economic slowdown and high inflation, yet it is not hard to carry out. Patnaik was of the view that emerging economies witness a growth cycle which still needs to be understood in the Indian policy making. Contributing a chapter in the book titled 'Getting India Bank on Tracks: An Action Agenda for Reforms', Patnaik said that macroeconomic and financial stability in India is suspect, as the institutional machinery for macroeconomics and finance in India is grossly out of touch with the requirements of today's economy.

So they lie and tell the Tripathis that Mohan is alive, and they are his friends. The two decide to stick around longer so that they can assist the Tripathis. They come to know that this village is being terrorized by Bhanu Pratap Singhania (Dalip Tahil) and his men, who wants this land at any cost, so he can start building on it. They oppose Bhanu and his men, and for a while there is a status quo. Then Bhanu finds out that Ajay has vices — drinking and gambling — and he decides to exploit this to separate the two friends, create bitterness and anger between them, and take advantage of the situation. UMBAI: GM Pantsulaia Levan of Georgia retained his crown by finishing at the top of the leader-board with an overall tally of eight points at the end of the 10th and final round of the LIC 7th Mumbai Mayor’s Cup International Open Chess Tournamen at the Thakur College. Meanwhile there was cheer for India as IM Himanshu Sharma earned the first of the three GM Norms, required to graduate into a Grandmaster. Sharma along with four other players – GM Aleksandrov Aleksej of Belarus, GM Mchedlishvili Mikheil of Georgia, GM Amonatov Farrukh of Tajikistan and Russian GM Ovetchkin Roman all ended up with 7.5 points each. The Indian was placed third behind Aleksej on the basis of the Buchholz (tie-breaker) score. Mikheil, Farrukh and Roman grabbed the next three places. HE HAGUE (NETHERLANDS): India will be seeking to overcome Asian champions South Korea in the play-off for the ninth position in the ongoing men's hockey World Cup here, after they failed to improve upon their eighth-place finish in the last (2010) edition at New Delhi. South Korea finished fifth in Group B after suffering a 1-6 loss against 2012 Olympic champions Germany in their last league match here. The Koreans suffered four defeats and managed to earn just one point from a draw with South Africa, who finished at the bottom of the pool. Hodgson has selected several highly-rated youngsters including Raheem Sterling, Ross Barkley and Luke Shaw for the tournament. SAO PAULO: World football chief Sepp Blatter blasted critics trying to "destroy" FIFA as he launched a staunch defence of his scandal-tainted organisation. Blatter, 78, who is poised to announce his candidacy for a fifth term as president of football's global governing body, launched a strong defence of his term during addresses to Asian and African officials. Speaking to the Asian Football Confederation (AFC) gathered in Sao Paulo ahead of FIFA's 64th Congress, Blatter branded his critics "destroyers". "Show unity and confirm this unity, it's the best way to reply to all the destructors in the world," Blatter said. Algeria want to make history: Islam Slimani

rising name in European club football, Algeria's Islam Slimani could be a stand-out figure up front for his national team at the 2014 FIFA World Cup, and the Sporting Lisbon star says that he and his teammates are looking to leave a mark in Brazil. “Algeria has never got past the first round, so that's our goal,” he told FIFA.com. “We are flying to Brazil with ambitions. It will be our fourth appearance at the finals. We all know about the victory against [West] Germany in 1982 with the likes of [Rabah] Madjer, [Salah] Assad or [Lakhdar] Belloumi. We all want to leave a trace in the history of Algerian football and follow in their footsteps.” Slimani, who will turn 26 during the finals, can look back at his first season in European football with some pride. Having signed for Sporting Lisbon in August last year from Algerian club CR Belouizdad, Slimani took a few weeks to break into the Sporting line-up, but once he managed to do that, there was no stopping him. Sporting ended the season in second place behind Benfica, and the club's success has meant that many eyes have been focused on the talented attacking player. “This season, I discovered European football. I am happy with my first season during which I scored decisive goals. Sporting is a great team, and we managed to qualify for the next [UEFA] Champions League.” But Slimani has put any thought of participating in that tournament aside for the moment as he is concentrating solely on his contribution to the showpiece event of world football: the FIFA World Cup.
