Diwakar Raote scraps Hakim Committee report, appoints new panel
F
By Prashant Hamine
ollowing public outcry over unjustified rise in auto rickshaw and taxi fares in the last three years, Minister for Public Transport Diwakar Raote yesterday announced the decision to scrap the P M A Hakim one man committee that was responsible for the recent fare hikes. Speaking to news persons here he disclosed that the government has formed a three member committee headed by retired judge of the High Court which will, within six months submit comprehensive report to the government on fare hike structure. Replying to queries he said that the HC in its ruling had observed that “the mere fact that the one-personcommittee invited suggestions from the public may not in our view be a sufficient safeguard for ensuring that the process of rate fixing is scientific.” Raote further added that upon scrutiny of the Hakim committee report's recommendations it was found that the report contained several discrepancies while fixing the fare structure for autorickshaws and taxis. Raote added that based on the Hakim committee report the government decision of 2012 had provided for a fare revision on May 1 every year if the fare hike was more than 50 paise per kilometer of the basic fare rate. This he said
HIMLA: A day after a Special Investigation Team (SIT) was formed and an FIR registered in connection with alleged rape case in a Degree College in Dharamsala, police now claimed the entire matter as a rumour. Addressing a press conference Superintendent of Police Dharamshala, has claimed that there is no evidence of any incident of gangrape. The cop further claimed that the complainant has been identified and the whole matter is false. (Police forms SIT, registers FIR in alleged rape case in Dharamshala) The police has also claimed that whatever is being circulated is false and has no substance.
The two girls that people are talking about are not sisters and some group is trying to misconstrue facts, say newsreports. CM gives clean chit to police: Even Himachal Pradesh CM Virbhadra Singh came out in support of police and gave them a clean chit. Dismissing the claims of gangrape in the Dharamshala Degree College the CM told media persons that 'it is a case of political conspiracy'. "The lady concerned has been traced and she is in police custody," Singh told media persons. "It appears that whatever was there in

22-year-old MBA youth from the minority community on Thursday has filed an FIR in the VB Nagar police station against a BandraKurla Complex (BKC) based company, Hare Krishna Group and Marketing Alliance, after he got a reply with regard to his job application which contained an antimuslim e-mail. The youth Zeeshan Ali Khan had applied for a marketing job in various companies with his classmate Mukund Mani Pandey. On Tuesday he was in for a

We regret to inform you that we hire only non-Muslim candidates.” His friend Pandey was called in for an interview the next day. An outraged Zeeshan immediately posted a picture of the company's reply on social media Facebook, sparking widespread criticism of the company's decision. “He applied for a job on Tuesday in the evening at 5:45 pm and within 15 minutes he got a reply from them that we regret to inform you, we don't hire Muslims. We only hire non-Muslim candidates. He was quite shocked when he read about this, he took a screen shot of it and posted it on his Facebook," Dr Sahar Khan, sister of Zeeshan told ADC. press was an organized attempt to malign somebody. Interrogation is going on, It seems the girl was being used to malign somebody," he further added. BJP cries foul: Meanwhile the opposition BJP has categorically rejected the claims made by police as well as CM. BJP spokesperson Ganesh Dutt was quoted by Times Now as saying, "Police is acting under state government's pressure. They are trying to cover up the entire incident." The local BJP leaders are quoting social media reports that the girl was sexually assaulted by relatives of
the Congress minister and that is why government as well as police are trying to hide the truth. As per BJP leaders the victim, who was brutally gangraped, has been shifted outside district to get treated. Social media claims victim is dead: Meanwhile social media is now abuzz that the victim has reportedly succumbed to her injuries and the police are trying to hide truth. Some are even claiming that the image circulated on social media are fake and does not belong to the girl concerned. Social media has alleged that the police is
deliberately not taking any action in nabbing the culprits as relatives of some high profile politicians of Himachal Pradesh are said to be involved in this case. Earlier, former BJP minister Krishan Kapoor at Dharamshala had also demanded that accused, irrespective of their status be given death sentence in accordance with law. He too has alleged that the cops are not discharging their duties honestly, in this case, due to the involvement of relatives of some politicians. State VHP organising secretary, Manoj Kumar demanded that culprits be immediately arrested, brought to justice and awarded capital punishment.

anashakti, a NGO based in Mumbai received a reply from the Forest Department of the Sanjay Gandhi National Park (SGNP) on Thursday with regards to a letter written to various authorities. The letter alleges that the hills in Dindoshi are being flattened and denuded and this is taking place in the vicinity of the SGNP. Stalin D, Director of Vanashakti says, “The officials called me today and informed that the area mentioned in your letter and evidences is actually the property of a trust and thereby is private property. But this is surprising to know as I wonder how can a hill be owned by a private owner,” said Stalin. He has sited a Supreme Court

He has even questioned as to whether even private owners can do any activity in the area. “Is the private owner even allowed to make changes to the area? Can the private owners defy the orders of the Supreme Court? Couldn't the area be used for charitable purposes?” asked Stalin. The NGO is waiting for the Collector's reply at the present. “If the Collector also doesn't take any action, then we will sue him too,” said Stalin. Stalin had earlier received an

Vanashakti had sent satellite images of an area that has been deforested and has requested various authorities to prevent any further deforestation in the area. “This site lies in the mountains of Dindoshi ( Malad-Goregaon) behind the IT park and New MHADA Colony backside. Almost 6,839 citizens sought various DP Remarks, DP Sheets, DP Reports on feeling alarmed by the faults in the DP Plan prepared by the BMC. The NGO has alleged that a wall has been built to deprive trees in the vicinity from receiving water during monsoons. “In 2014 the remaining forests were burnt down inside the wall. about the newly prepared Mumbai Development Plan. “In a reply, the Administrative Officer of the DP department revealed that citizens sought various information like the DCR Booklet, DP Report, DP Sheet and DP Remarks, in the process generating a revenue of Rs.59, 48, 087. Of these, Rs.39,05, 312 was
earned by providing DP Remarks to about 2,220 applicants. Almost 4,130 citizens sought DP Sheets which earned Rs.13,00, 950 for the BMC. The BMC sold about 312 DCR Booklets earning Rs.4,25,880 and finally 177 citizens applied for DP Report bringing in a revenue of Rs.3,15,945,” Galgali told the ADC.
On the query of total number of suggestions and objections received by the BMC, the department informed Galgali that upto April 27, 2015 the BMC received a total of 64,867 suggestions and objections. “Looking at the monumental mistakes committed by the BMC in preparing the new Mumbai DP Plan, CM Devendra Fadnavis has instructed BMC to correct its mistakes and come out with a fault free DP Plan in four months. But it is important to note here that the BMC supplied information to 6,839 applicants information from the faulty DP Plan which in itself may be faulty. Hence in a letter addressed to the CM, Chief Secretary and BMC Commissioner, Galgali has demanded that the charges be refunded to the 6,839 applicants,” said Galgali. philip.varghese@afternoondc.in

Chelsea Clinton’s book ‘It’s Your World’ coming
ANOTHER Clinton is becoming an author. Chelsea Clinton, the daughter of former President Bill Clinton and current presidential candidate Hillary Rodham Clinton, has a deal with Penguin Young Readers for 'It's Your World: Get Informed, Get Inspired & Get Going!' the publisher announced on Wednesday. The book aims to inspire young people to "change the world" and will cover issues including poverty and gender equality, according to Penguin. Publication is scheduled for September 15.

Skipping meals could increase belly fat SKIPPING meals can result in abdominal weight gain and increased risk for diabetes and heart disease, a new study warns. The study in animals suggests that skipping meals sets off a series of metabolic miscues that can result in abdominal weight gain. In the study, mice that ate all of their food as a single meal and fasted the rest of the day developed insulin resistance in their livers – which scientists consider a telltale sign of prediabetes. When the liver does not respond to insulin signals telling it to stop producing glucose, that extra sugar in the blood is stored as fat. These mice initially were put on a restricted diet and lost weight compared to controls that had unlimited access to food. The restricted-diet mice regained weight as calories were added back into their diets and nearly caught up to controls by the study's end. But fat around their middles – the equivalent to human belly fat – weighed more in the restricted-diet mice than in mice that were free to nibble all day long. An excess of that kind of fat is associated with insulin resistance and risk for type 2 diabetes and heart disease. This does support the notion that small meals throughout the day can be helpful for weight loss, though that may not be practical for many people. But you definitely don't want to skip meals to save calories because it sets your body up for
larger fluctuations in insulin and glucose and could be setting you up for more fat gain instead of fat loss. An experiment was made in the mice on restricted diets. For three days, these mice received half of the calories that were consumed daily by control mice. Food was gradually added so that by day six, all mice received the same amount of food each day. But the mice that had been on restricted diets developed gorging behaviour that persisted throughout the study, meaning they finished their day's worth of food in about four hours and then ended up fasting for the next 20 hours. The gorging and fasting in these mice affected a host of metabolic measures that the researchers attributed to a spike and then severe drop in insulin production. In mice that gorged and then fasted, the researchers saw elevations in inflammation, higher activation of genes that promote storage of fatty molecules and plumper fat cells – especially in the abdominal area – compared to the mice that nibbled all day.
For sale in China Taobao: Italian villa for $16.4mn
FOR sale online to a wealthy Chinese buyer: historic Italian villa, starting price US $16.4 million, immigration possible. A sprawling luxury property near the Italian city of Verona -- home to Shakespeare's star-crossed lovers Romeo and Juliet -- was put up for auction yesterday on Taobao, the
flagship site of Chinese ecommerce giant Alibaba. Photographs show a pale twostorey building with a red tile roof amid grounds featuring manicured lawns and neatly trimmed hedges dotted with statues surrounding a fountain. Inside a well-stocked library is pictured dominated by a large table. The seller, a Beijing-based immigration firm called Cansine, started bidding at 100 million yuan ($16.4 million) but said the property was worth 173.25
million yuan. The villa has a floor area of 2,831 square metres (30,500 square feet), it added, claiming the buyer would be able to apply for residency in Italy. Nevertheless by a third of the way into the sale period -- which will last only 12 hours -- no buyers had come forward. "Not a single bid so far, real rich people won't come here. This is just a stunt," said one of the more than 90,000 who viewed the online auction.
“In 'It's Your World,' I try to explain what I think are some of the biggest challenges facing our world today, particularly for young people," Chelsea Clinton said in a statement issued by Penguin. "I also explore some of the solutions to those challenges and share stories of inspiring kids and teenagers doing amazing work to help people and our planet have brighter and healthier futures." Penguin said the idea for the book originated with Jill Santopolo, executive editor of the Penguin imprint Philomel Books.
Hitler’s lost bronze horse sculptures found
TWO long-lost life-size bronze horse sculptures worth millions that once stood outside Adolf Hitler's grand Chancellery building in Berlin have been recovered along with other Naziera artifacts by German police. After staging a series of raids as part of a probe into black market art, police were able to recover the equine artworks among millions of euros worth of art. The 'Walking Horses', by Josef Thorak, were custom-made for the Berlin building, which was badly damaged in World War Two and later destroyed by Soviet forces. The horses once stood on either side of the stairs into the chancellery that Hitler had built in downtown Berlin. A huge granite relief featuring muscled, shirtless fighters in what police called a "typical Nazi style" has also been recovered. The works were last seen at Soviet barracks near Berlin in

State to issue ordinance ensuring milk is sold at MRP
Afternoon Despatch & Courier
MUMBAI | FRIDAY, MAY 22, 2015
By Prashant Hamine
S
tate government is considering promulgating ordinance thereby ensuring that milk is sold as per Maximum Retail Price (MRP), this was disclosed to news persons by Minister for Dairy Development and Revenue, Eknath Khadse. He said that the government has directed the milk producers to sell milk at Rs 5 per liter less than the current rate. The Minister further added that the milk producers should reduce the add on charges of chilling, packaging and transport to reduce the selling price by Rs 5. Khadse disclosed that the government will soon book a Toll Free number where consumers can lodge complaints regarding adulteration and over pricing. The Minister for Dairy Development stated that at present there is no state law that can regulate the sale of milk as per MRP. Khadse stated that the government has sought legal opinion from the Law and Judiciary
Eknath Khadse department. The state will enact its own law on the lines of the law passed by central government. Stating that the milk producers will have to cut down overhead costs, he said that the government will procure surplus milk from producers. He said that the milk producers will have to procure milk from farmers at Rs 20 per litre. The state government has asked milk cooperative societies and distributors to slash milk prices by Rs 2 to Rs
5, Khadse said. "I have directed the milk co-operative societies and distributors to slash the market price of milk by Rs 2 to Rs 5 as they have been earning more than double the procurement rates," Khadse told reporters here. "These milk distributors have been procuring milk from farmers at Rs 14 - Rs 16 while their market ranges between Rs 40 to Rs 60," he said. The issue of falling milk prices was raised by leader of opposition in Legislative Council Dhananjay Munde during the budget session of the state legislature in March. Khadse said that the government is also prepared to promulgate an ordinance for providing a fixed rate of Rs 20 per litre to milk-producing farmers who are facing difficult times owing to the steep fall in milk prices. "We will take a strict action against the milk procurement centres which pay the milk producers at less than the prescribed rate. Criminal cases would be filed against
the procurement centres which pay less than Rs 20 a litre. It will be non-bailable offence based on Essential Services Maintenance Act (ESMA,)" the minister said. He claimed that the milk distributors have also agreed to reduce market prices. He said the procurement institutions purchase milk at cheap rates from farmers and sell it to consumers at high price. Replying to queries over sand dregging and import of sand, Khadse stated that the government was contemplating levying entry tax and Value Added Tax (VAT) on sand imported from other neighbouring states. He added that the National Green Tribunal (NGT) has vacated the stay imposed on sand dregging in the Konkan coastal belt. Commenting upon the controversy over the land acquisition bill, he said that the state government is already granting five times more compensation to farmers in rural areas and 2.5 times the market rate in urban areas.
Tug-of-war in MBMC? Systems Manager quits Municipal Commissioner has not yet accepted Seema Mishra's resignation By Suresh Golani
F
ive months after rejoining office following a long suspension stint, Systems Manager in the Mira Bhayandar Municipal Corporation (MBMC) Seema Mishra submitted her resignation letter to the commissioner on Monday. However Mishra continues
to be on duty as a decision to accept or reject her voluntarily resignation is yet to be taken by the civic administration. While Mishra could not be contacted, deputy civic chief Ganesh Deshmukh confirmed receipt of her resignation letter. “Yes, we are in receipt of her voluntary resignation proposal. A final call on the issue will be taken
soon,” Deshmukh said. Although the exact reason which prompted Mishra to take this step is still not clear, the resignation episode has yet again exposed the ongoing bureaucratic tug-of-war triggering an unprofessional working atmosphere and subsequently creating unrest amongst a section of civic employees. Meanwhile, office bearers
of Rayatraj Kamgar Sanghatana, have alleged that the Class II grade lady officer was being deprived of needed staffers which was affecting the day-to-day work of the Computer Facilitation Centre. In a letter to the civic chief, the RKS has demanded justice for the officer and a stamp of rejection on her resignation letter. Sushil Kadam | ADC

Cabbie unions oppose move Union leaders suspect involvement of Grahak Panchayat By Aroosa Ahmed
A.
L. Quadros, leader, Mumbai Taximen's Union, said, “It is very unfortunate that the Hakim committee has been scrapped. The committee was appointed by the Shiv Sena and BJP government in 1996, at that time Hakim was the secretary of the Transport Department. However, now again the BJP led government has scrapped the committee which is a clear indication that Diwakar Raote has acted under the pressure of the Grahak Panchayat. There won't be any effect on the fare hike as the Mumbai Metropolitan Region Transport Authortiy (MMRTA) has decided it and the Bombay High Court has to give the final order.” Thampy Kurian, General Secretary, Auto rickshaw Union, said, “We do not know if the Hakim Committee has
been scrapped, but if this has happened then it is wrong as the committee provided correct formula for the fare hike. We will call a meeting on this issue and will be able to give a clear idea as to what our next step will be only after the meeting.”

he investigation in Sakinaka model rape case moved a step forward. Sources from the crime branch told the ADC that an identification parade of five persons was concluded on Thursday at the Arthur road jail. There were three cops and two civilians in the parade. On April 23, a city based model approached Commissioner of Police Rakesh Maria and accused three
cops, Assistant Police Inspector (API) Sunil Khatpe and Suresh Suryavanshi and police constable Yogesh Ponde of extorting money from her and she also accused API Khatpe of forcing her to perform oral sex on him twice. She accused the cops of extorting Rs.10 lakh from her. The victim stated that on the night of April 2, she was forcefully arrested and taken to Sangharsh Nagar police chowky and was released on April 3. She stated that she, along with her male friend was taken to
Man gets 10 yrs’ RI for rape The sessions court on Thursday convicted a 32year-old watchman for raping a woman and sentenced him to ten years' rigorous imprisonment. "The court convicted the accused Pramod Upadhyay for raping the victim and stealing her belongings," an official from the Powai police station told PTI. According to the prosecution, the victim, a 28year-old dance teacher, lived with her brother in a building in Powai where Upadhyay worked as a watchman. On January 23 last year, she went out with friends for dinner and returned very late in an inebriated condition. The watchman took advantage of her condition and raped her in the building's parking area and left her there, said the official. The victim's brother saw her when he was returning from morning walk.

Woman stripped, beaten up over land issue; one arrested A
45-year-old woman from Boisar was allegedly stripped, molested and beaten up by a group of five-six men in Palghar district over an issue related to development of land, police said on Thursday. The main accused, identified as Naresh Dhodi, has been arrested, they told PTI. The accused along with some other men reached the woman's home in Dandi Pada village of Boisar on Tuesday. They allegedly stripped her, dragged her to the road by pulling her hair and beat her severely with sticks, Boisar police station sub-inspector S S Gharat said quoting the complaint filed by the victim on Wednesday. The woman had purchased a piece of land from Dhodi in Dandi Pada about
six months back. The accused was apparently annoyed with the woman as she had not given him the contract for development of the land which he had been asking for. Based on the complaint, Dhodi was arrested yesterday, he said, adding that a search was on to nab the others involved in the crime. Offences have been registered against the accused under sections 354(b) (molestation), 452 (house-trespass after preparation for hurt, assault or wrongful restraint), 143 (unlawful assembly), 147 (rioting), 148, 149, 323 (voluntarily causing hurt), 504 (intentional insult with intent to provoke breach of the peace) and 506 (criminal intimidation) of IPC, police added.
was laid and the accused (name withheld to protect the identity of her biological daughter) were caught red handed while accepting Rs.5,000 as token amount. Shockingly, out of the three girls one turned out to be the daughter of one of the accused women. While the rescued girls have been sent to the rehabilitation centre, the accused have been held and charged under the relevant sections of the Prevention of Immoral Trafficking Act and under the stringent Protection of Children from Sexual offences Act. The Mira Road police is carrying out further investigation into the case.

ACB traps cop for taking bribe After senior inspector, sub-inspector trapped by ACB for accepting bribe at the Mahim police station By Zuber Ansari
A
fter almost three months, another officer from the Mahim police station olice sub-inspector (PSI) Anil Bhaskar Sonawane has been trapped by the Anti-Corruption Bureau (ACB) for allegedly accepting a bribe of Rs 10,000 from a complainant inside the police station on Thursday. This is the second successful trap laid by the ACB at the Mahim police station. In February this year, senior police inspector (SPI) Dastgir Mulla was caught accepting a bribe of Rs 25,000 from a female after threatening her that she would be booked in a frivolous tres-
PSI Anil Bhaskar Sonawane passing case. ACB officials say, “The complainant has a sweet shop in Mahim. A few days back a bus driver rammed into his shop causing him huge financial loss. Now to even claim insurance one needs a 'Panchanama'. For getting this, PSI Sonawane was demanding a bribe of Rs 50,000. The PSI was caught red-handed accepting the first installment of Rs 10,000.”
T
he Navy and Police personnel, investigating the shooting incident from a naval Immediate Support Vessel (ISV) that injured 22year-old fisherman Agnelo Luji, have said that the crew aboard the Navy boat did not realize someone had been hit until they heard the commotion from the other boat. This lends credence to the Navy’s theory that the sailors did not shoot to kill but fired warning shots, one of which deflected off the water and hit Luji. The incident had taken place around 37 nautical miles off Mumbai near the Bombay High Oil Rig on Sunday around 5 pm. “After the sailor fired four rounds from the INSAS rifle into the water, the ISV was preparing to leave when few seconds later they saw and heard a huge commotion and panic aboard the Christwell fishing boat. They heard some fisherman shouting that one of them has been hit when the ISV evacuated him to the oil rig’s medical center. He was thereafter flown to Mumbai and admitted in the Nanavati Hospital,” said an officer from the Western Naval Command. Luji was hit on the right shoulder and the injury was diagnosed as non-fatal. He would be discharged in a few days. A police source said that they would try and corroborate this fact with the statements of the fishermen by ascertaining whether some of them actually saw the ISV preparing to leave and then again come back during the commotion. “The sailors would not have come back to help them had they shot with an intention to kill and would have sped away from the spot into the high seas,” said an officer.

Scam? It’s the done thing! S
OME doctors, labs and hospitals are said to be involved in a pathology testing scam. Patients with just one minor body complaint are made to undergo a series of unnecessary tests. Patients go to a laboratory and get tested. The laboratory may not even conduct all the long list of tests recommended by the doctor, but they charge for them. The labs and the doctors share the loot. A probe has been ordered but it is doubtful whether the culprits can be booked. The investigation wing of the Corporate Affairs Ministry has arrived in Mumbai and started a probe into the scam. The pathology testing market is huge: Rs.40,000 crore. It is possible that some doctors and labs are jointly operating rackets. It is not easy however to get at the culprits. When a patient has just a little pain in the stomach, a doctor can ask for testing all the organs in the abdomen and ask for urine and blood samples. He can claim he is leaving nothing to chance and hence asking for tests. The investigating folks of the Corporate Affairs Ministry are sure going to have a hard time trying to find other culprits. We have got to accept the fact that medical profession is no longer a noble one. Doctors will not agree it is a scam. They will say it is the done thing.

AHUL GANDHI’S lambasting of the Modi government’s record could be interpreted as a corollary of the antagonism characterising the relationship between government and Opposition in the country. Acrimony in politics is not a new phenomenon in India. Political opposition is an integral constituent of democratic politics; it is among the principal means in order to ensuring accountability of the ruling dispensation. Additionally, opposing viewpoints are also a way of pronouncing a critique of the government of the day, whereby an opportunity for an evaluation and deliberation of the acts and policies of the government is provided. Nevertheless, a critical discussion of government’s policies by the Opposition should not degenerate into an irrational lambasting of them. It should also comprise within itself an appreciation of government measures, if the occasion so warrants.

dispensation has just picked up the threads and worked upon it. Similarly, the emphasis for beginning to hone civic awareness and hygiene among the Indian population, opines the Opposition, was already initiated through a programme titled ‘Nirmal Bharat’. While highlighting these factors might be justified, does it not credit the Modi government for working upon and carrying ahead such crucial and important issues with vigour, rather than allow them to languish only because another government had formulated them? While safeguarding his party’s interests, Narendra Modi has appropriately and apparently earmarked good, effective governance as paramount priorities as well. Verbal invectives have been hurled in po-
Room for constructive criticism
NDA dispensation After completion of one year in government by the NDA dispensation at the Centre, political stability is perceptible and resolute decisions are taken and approved without much ado. Although, the Bharatiya Janata Party (BJP) enjoys a single majority, it has apparently taken on board its coalition partners in bona fide. Barring certain exceptions, the central government displays an acute sense of coherence, unity of purpose, relative efficacy, and commendable visions as regards the economy, foreign policy, and quality of the instruments of governance; all these attributes were steadily diminishing during the preceded one decade, before the new government was voted to office in May, 2014. Doubtless, this does not imply, that whatever decisions the Modi government implements should be inferred to be flawless, but criticisms of it, and for that matter for any elected government, should be in calibration with the appropriate contexts and around facts on the ground. It has often been opined by those in occupying the Opposition benches in Parliament that the Modi government has picked up a particular issue and implemented it which was conceived by the previous Congress-led United Progressive Alliance (UPA) government): the concerned subjects are the blueprint for economic reforms and the ‘Swacch Bharat’ (Clean India) campaign. It has been a persistent allegation by the Congress that the reforms were already on their way. The NDA
BY AND LARGE Ranajoy Sen litical dialogues in India more often than not. The onus lies with the political class, as a whole, to ameliorate the worryingly deteriorated political culture of the country. For, its latest manifestation appears to have been through Rahul Gandhi’s declaration that he would give a ‘zero’ out of a scale of ten to the Modi government. He is a prominent leader of the country’s political Opposition. Did he not find anything with which to credit the government! During the concluding years of the UPA regime’s rule, many thoughtful India were in despair regarding the path taken by the country regarding economic reforms. The Congress, which is more inclined to speak out in support for the public welfare schemes than for continuous economic reforms, had also come round to accepting that reforms should occupy high priority, along with requisite public expenditure. So much so that former Prime Minister, Dr. Manmohan Singh, voiced the necessity for reforms to be unstoppable in the country, at a stage when the Congress-led regime had spent too much on welfare programmes necessitating ade-

child wishes to give its doll a piano, a chair, a table, all kinds of things, and so much ado is made about the doll. When the child has grown up it has perhaps forgotten the doll. If the child has accomplished anything by this, if it has achieved anything in life, it is that idealism has been learned. One should have the ideal of devotion which one admires, to which one aspires, which appeals to one's own degree of evolution. If a person wishes to raise himself, to be powerful in the world, he should think of an ‘idol’ who has raised himself from a position to a higher one. We cannot love God in heaven if we do not love man on earth. Jesus Christ taught first to love our fellow man. Enemies apart, to love our fellow man is the first thing necessary. Those who take this way have devotion and love for their colleagues, or they may love a teacher, or a hero, a saint, a prophet, and that
quately parallel reforms, to boost the job-creation attribute of the economy, which would genuinely contribute to economic uplift of the society. Farmer distress has been taken up tenaciously by the Opposition. The contentious issue in question is the ‘Land Acquisition Bill’, which the government is keen to legislate. It is definitely necessary to ensure a fair deal to farmers, and to make certain that any agricultural land, which is highly fertile, provides multi-crop, and is a source of proud livelihood for farmers, is not abruptly captured by the government for industrial expansion. Similarly, those whose land might be acquired for industrial purposes are given necessary compensation and ensured scope for alternative gainful employment. But, to intransigently fulminate against and obstruct the concerned ordinance could be detrimental to the interests of the country!
love must be kept. If you say, 'I have love for Buddha, but he did not believe in the soul and I do not like that – and he did this and that', such is not love or devotion. Keep the devotion for the ideal – with his disbelief in the soul and all! From this, man rises to the degree of fana-fi-rasul, devotion for the unseen ideal, the goodness, the kindness of the

The ideal has at-
In the past Rahul Gandhi has often expressed his determination to work to usher in a new political culture in the Congress and set a desirable example in the politics of the country. He has spoken of professionalism, merit, good management practices, and bona fide disposition in public service as trumping all else in the scheme of things. All this is music to the ears. But, in practice there has apparently been a yawning gap between his words and deeds, because the credibility and acceptability of the Congress with the most voters seems to be on a continuously downward swing. True, one cannot change a distressing culture overnight or even in a fortnight, but the beginnings for relative betterment have been less discernible than it should have been. When Rahul Gandhi complained of a food park in Amethi being neglected by the NDA government, he was instantly given a rejoinder by Union Minister Harsimrat Kaur Badal implying an out of context articulation by Mr. Gandhi. No neglect for Amethi had ever been displayed by the central government. Narendra Modi and his colleagues have worked and seem to be continuously working to set India’s house in order: strengthen the economy, administer good governance, and an effective Indian diplomacy. If there are rooms for constructive criticisms they should be voiced. But, both the government and the Opposition parties should not allow political skulduggery to eclipse the broader interests of the country. tracted, has drawn out your love by his holiness, his goodness, but then love itself springs forth and is for the Unlimited. Then a person will not say, 'I have seen injustice in God, I have seen unkindness in God'. He sees and loves Him with His kindness and unkindness, His power and justice and might, with all and everything and nothing. When that is reached then this highest goal of attainment is reached; then man is perfect. Kejri is back to his old ways KEJRIWAL is at his wits end for the nth time as his decisions and actions always failed to produce desired results but goes awry in the end. In his first term as Chief Minister he brought changes in electricity bill tariff. However, he could hold his ministry only for 49 days and it fell like ninepins. This time he came with thumping majority and Delhi people pinned high hopes of development in the capital. But instead of working for development, the CM was busy organizing procession, protest, and he is back in his own way. Kejriwal should maintain the decorum of the post rather than going in a silly way. — M.R. Jayanthi, Kharghar
JAI Jawan Jai Kisan was a slogan given to India by the Prime Minister of India Lal Bahadur Shastri in 1965 at a public gathering at
ing for more publicity and less importance to developmental aspect, which include welfare of farmers. Now the members of the deceased family feel the heat as their earning member and made a request for a Government job for the kin in the family. The family also seek a memorial in the name of the farmer and named it as Kisan Shaheed. Time and again we come across such sacrifices as in the case of Mandal Commission recommendations in the year 1999 when students sacrificed their lives seeing the ruling giving more weightage to caste. Lal Bahadur Shastri resigned after a major train accident owning the responsibility as the Delhi's CM Arvind Kejriwal seems to be Railway Minister in Union Cabifocussing on his old habit of staging net. Whether Kejriwal will do the protests than doing development work same for his silence in stopping the suicide and continued with his Ramlila Maidan, Delhi. It means useless speech. Small Asian giants economically overtook us with impunity. Neighbours took us on militarily. We saw how neat, corruption free other countries were and were ashamed of the situation at home. Our netas and other boorish people spoilt our image abroad with their crass behavior. Things may be changing but the fact that not very long ago we were disgusted with many things in our country is a fact that cannot be changed. Modi had the guts to express am inconvenient truth.

Serious slip by BMC APROPOS 'Shivaji Park residents protest against week-long water woes' (ADC, May 20), it is indeed ridiculous that how the water supply to such a vast zone like Dadar, having so much dense population, has been diverted to Malabar Hills. It seems that it is certainly done with a purpose to please certain prominent citizens living in this posh area. It is however good to learn that the executive engineer of the hydraulic department took quick action to sort out the matter. The municipal top brass must note this and thereby ensure that such kind of unscrupulous thing should not happen in future as it will certainly create a hugely chaotic situation, which they may not be able to handle. An investigation should be conducted to find out if there be any technical snag or deliberate attempt made to please some privileged ones. — Bikram Banerjea, Mumbai
Shame on being an Indian? A statement by PM has raised the hackles of many. He is supposed to have said that people of this country were ashamed of being Indians. The speech was in Hindi and it is a moot point whether the mainstream media translated it correctly or not, or just twisted it for TRP. Whatever it may be it appears that what Narendra Modi really meant was that we were not ashamed of being Indians but ashamed of what

It also heartens me to note that Maharashtra CM Devendra Fadnavis, BMC Commissioner Ajoy Mehta, Mayor Snehal Ambekar, Minister Pankaja Munde, NDTV Anchor Barkha Dutt among others didn't fail to call on the deceased Shanbaug to her 'final call' -- it's all too very emotional for people to remember Aruna thus!

What’s wrong with men? WHY do some of them commit heinous crimes like rape and murder? Are they not born of a women? Do they live an uncivilised life in an uncivilised society? What do we do to stop such horrible crimes taking place day after day? Going by the statistics today, I think that majority of our Indian men would fall into this category. Bihar polls will drive third nail in BJP’s coffin: Jairam Ramesh
Asserting that the Bihar Assembly polls will be the 'third nail' in BJP's coffin, senior Congress leader Jairam Ramesh exuded confidence on the prospect of all 'secular forces' joining hands to defeat the saffron party in the politically crucial battle. "Bihar elections would be the third nail in BJP's coffin. First nail was Delhi (Assembly) elections and the second nail was the Land Acquisition Bill," Ramesh told PTI in Hyderabad.
Govt steps to tackle below-normal monsoon
Fearing a hit on farm output from below-normal monsoon, the Centre on Thursday said it is taking all measures to tackle any situation arising out of possibility of poor rains and has also asked states to be prepared in this regard. Although monsoon is likely to hit the Kerala coast on May 30, two days before its scheduled arrival, the weather office has forecast below normal rains for a second consecutive year.
ATNA: A day before the 'Janata Parivar' constituents go into yet another huddle to remove irritants in the path of their merger, RJD chief Lalu Prasad on Thusday caused disquiet in JD(U) with remarks that former Bihar CM Jitan Ram Manjhi be part of the 'broader unity' against BJP. Manjhi, a detractor of Kumar, has floated Hindustani Awam Party after being ousted as chief minister and is said to be veering towards the BJP, reports PTI. "We are for broader unity of parties against BJP in which everybody, including Manjhi, shall come forward," Lalu told reporters here before leaving for Delhi to attend a meeting of Janata Parivar constituents on Friday. "Be it merger or alliance, there is a need for broader unity of parties to fight together against BJP...Manjhi and others shall come forward for this," the RJD president said. Kumar, who had handpicked Manjhi as his successor after he decided to step down following JD(U)'s humiliating defeat in last year's Lok Sabha elections, chose not to speak to the media over Lalu's suggestion. However, Lalu's invitation to Manjhi to be a part of the efforts for a "broader unity" against BJP did not go down well with JD(U), which is keen on formalising the merger ahead of the state Assembly poll due later this year. State JD(U) president Basistha Narayan Singh said there was "no point" in bringing Manjhi into the picture due to his reported proximity to BJP. "Manjhi is not in the to do list of Janata Party unity process. Nitish Kumar had chosen him for the chair

of chief minister, but he turned out to be a puppet in the hands of BJP," state JD(U) spokesman Neeraj Kumar said, reacting to Lalu's invitation to Manjhi. Brishen Patel, a former minister and close aide of Manjhi, however, thanked Lalu for the invitation but made it clear that his party will not be a part of any political combination which has Nitish Kumar. "But, one thing is crystal clear that Manjhi and his newly floated Hindustani Awam Party (HAM) would not be part of any combination of which Nitish Kumar is a part," said Patel who had been a minister in the governments led by Lalu Prasad, Rabri Devi, Nitish and Manjhi. Though six offshoots of 'Janata Parivar' – Samajwadi Party, JD(U), JD(S), RJD, INLD and Samajwadi Janata Party had on April 15 announced their merger, confusion continues to prevail over whether Bihar-centric parties of Kumar and Lalu will go to the hustings together
as one entity or alliance partners. The confusion was compounded after Samajwadi Party general secretary Ram Gopal Yadav recently said there was "no possibility" of the merger happening before the Assembly polls. "The merger is not possible before the Bihar elections due to technicalities. If we merge in a hurry, it will be like signing the death warrant of our party," he had said, in comments that were seen as reflecting the unease within the SP over the merger. Many in SP believe that it stands to gain nothing from the exercise that will only consolidate the bases of the two Bihar outfits – JD(U) and RJD – to take on the BJP and its allies in the election which is likely in SeptemberOctober this year. Nitish Kumar had been insisting there was no technical hitch over issues like common symbol, flag etc and had recently suggested convening a meeting to iron out the differences.

GOVT RELAXES FDI NORMS FOR NRIs, PIOs, OCI he government on Thursday T decided to liberalise foreign direct investment norms for NRIs and overseas citizens of India (OCI) as it aims to increase capital flows into the country. A decision in this regard was taken by the Cabinet Committee on Economic Affairs, headed by PM Narendra Modi. The Cabinet "approved amendments to FDI policy on investments by NRIs, PIOs & OCIs. This will give PIOs & OCIs parity with NRIs in eco & edu (economy and education)," an official spokesperson told PTI. "The amendment in FDI for OCIs , NRIs & PIOs will lead to greater forex remittances & investment," he added. As per the DIPP's proposal any investment made by NRIs. OCIs and PIOs from their rupee account in India, will not be treated as foreign investment. An official said that the non-repatriable NRI funds would be treatad as domestic investments. The government wants to channelise the funds of NRIs, who now have set up large businesses abroad, by treating non-repatriable investments by NRIs as domestic investment. NRI is defined as a person who is residing outside India but has Indian citizenship. The Narendra Modi-led government, which has liberalised the FDI policy for sectors such as defence, railways, construction development, medical devices and insurance, is keen to tap NRIs, OCIs and PIOs. During the April-February period of the previous fiscal, FDI rose by 39 per cent to US $28.81 billion as against $20.76 billion in the same period last fiscal. PTI

EW DELHI: President Pranab Mukherjee and Vice-President Hamid Ansari were conspicuous by their absence at the memorial to former Prime Minister Rajiv Gandhi on his death anniversary on Thursday, apparently against the backdrop of new government's decision that such functions will be a nongovernmental affair. Both the leaders had visited 'Vir Bhumi', the memorial to the late
leader, in previous years to pay their homage but did not do so yesterday. Rajiv's wife and Congress president Sonia Gandhi, accompanied by son and party vice-president Rahul Gandhi, daughter Priyanka Gandhi and son-in-law Robert Vadra offered flowers. Former Prime Minister Manmohan Singh and a number of party leaders including P.C. Chacko, Oscar Fernandes, Ghulam Nabi
Azad, Ajay Maken were among those who paid tributes to the leader. Explaining the President's absence, Rashtrapati Bhawan sources said that the Congress party, which organised the function, was following the new government's decision that such functions should be either family or party affair. The Congress sources also said that the party had requested both
the President and the Vice-President to attend Rajiv's birth anniversary function only which falls on August 20. Rajiv Gandhi, who was the sixth and youngest PM of India, was assassinated on May 21, 1991 at Sriperumbudur in Tamil Nadu during election campaign. Prime Minister Narendra Modi also paid his tributes to Gandhi on micro-blogging site Twitter.

Indulging in a delicious dessert once in a while won’t hurt you or your waistline. And, we’re not just saying this so that we have an excuse to go overboard. Several studies have shown that the best diets are those that keep you satisfied, not those that leave you feeling disgruntled about having to give up on your favourite foods. So, keep reading as we bring you our picks of the best desserts across Mumbai. We also talk to a few food enthusiasts to find their favourites and tell you about what dessert trends to get on board with this year.
>> Bite into these little drops of heaven at Sweetish House Mafia
Cupcakes at Le15 patisserie If you’re a resident of Mumbai or know someone who’s been living here for a while, you’ve probably heard them raving about the cupcakes. Actually, you’ve probably gotten wind of rave reviews of all the desserts at Le15 Patisserie! We aren’t complaining — they are worthy of each and every mention. From Belgian Chocolate and Peanut Butter to Oreo and Red Velvet, the patisserie offers unique, delicious flavours. And, that’s not all! You should definitely try their macarons as well.
Cookies at Sweetish House Mafia Sweetish House Mafia started on a really small scale — Neha Sethi, the owner, initially sold the cookies out of her car. But, after gaining huge popularity, the venture has expanded and the brand has set up base in Mathurdas Mills in Lower Parel. Their Nutella Sea Salt cookies have given the term melt-inthe-mouth new meaning — they’re buttery and filled with nutella. This is definitely what dreams are made of! You can also try their Double Chocolate Chip Cookie, which will transport you to another world!
Dark Chocolate Eclairs at Country of Origin
>> The assorted breads at The Rolling Pin will leave you asking for more
Desserts at The Rolling Pin From cakes, pastries and desserts to assorted breads, there is nothing you won’t find at The Rolling Pin. This quirky bakery at Lower Parel is quite the hangout spot for young and old alike. Try their Belgian Dark Chocolate and signature Choco Mousse Bar, which is shaped like a chocolate bar. And believe us when we say that their desserts taste just as good as they look!
Macarons at Sugar Rush While Sugar Rush has an assortment of cupcakes that will make you go weak in the knees, they also have a wide variety of macarons that are just as good, if not better than others in MUmbai. From red velvet to coffee, we are big fans of the sheer variety of flavours that they have on offer. continued on pg 14 «
Country of Origin offers some of the best cheesecakes in town. From Lemon to Blueberry, their flavours will make you go weak in the knees. And, since you’ve already visited for the desserts, you might as well try their Dark Chocolate Whisky Eclairs. The name is tempting enough and the delectable combination of chocolate and whisky is just what you need after a hectic day at work. We suggest you head there right now to try it out!
Bread Pudding and Mawa Cakes at Kyanis This Irani cafe and bakery is a gem and is one of the oldest standing relics of old Bombay. You could go there for a filling breakfast of Kheema Ghotala or order their burgers for a quick lunch. But, before you leave, make sure to try their amazing Bread Pudding and Mawa Cakes, they are to die for! Subtly sweet, the bread pudding is the perfect end to a meal or a great accompaniment to tea. Try a Mawa cake or two, and you’re sure to come back for more.

Sinful pastry at La Folie The two branches of this phenomenal dessert place offers numerous desserts for you to try. They have some of the best desserts and pastries in the city, though they are a little overpriced. Try their Infinite Caramel dessert and Grandma’s Carrot Patch Cake. And if you’re still in doubt, read our review of their latest branch, which recently opened its doors at Lower Parel.
Hot chocolate at Theobroma
Theobroma does have an excellent range of sweet treats on offer, but their hot chocolate is something that you’ll remember the place by. So much so that this is a drink that we wouldn’t mind indulging in even on a hot, sunny day — as long as we find a place to sit in the airconditioned restaurant, of course. WHaT doeS MuMbai Love?
We spoke to a few food enthusiasts in the city to find out where they go to get their sweet fix. Read on to find out what they recommend.
“I absolutely love the Dark Chocolate Eclairs at Country of Origin. They are a must-try! You get a hint of whiskey at the end of each bite and that definitely gives me a kick. My mouth starts watering every time I think of them!” — Sadhika Menon, 26-years-old “I love the mango and blueberry cheesecake at Theobroma. I also enjoy the pineapple cake and plum cake at Desiree in Bandra. Even though the plum cake is a little expensive, it’s worth every penny.” — Divya Prabhu, 22-years-old “I absolutely love the breads at The Rolling Pin! I first visited when it opened and have been going back over and over again to stock up on their assortment of breads. Their desserts are just as phenomenal and the place is great for a quick meal or a lazy afternoon brunch.” — Mansi Dharia, 21-years-old “My current favourite is the delicious Nutella & Sea Salt Cookie at Sweetish House Mafia. It’s crisp on the outside, gooey and chocolatey on the inside. If you eat it slightly warm, it’s completely irresistible! Chocolate with a pinch of sea salt leaves the kind of taste on your palate that makes you crave for more. Located at Todi Mills, this tiny hole-in-the-wall store is extremely famous for their cookies.” —- Desha Gehi, 25-years-old
>> Chef Sanjana from La Folie feels choux pastry will be a trend this year
CHeF Speak Food trends have come a long way through the ages, and there are now trends in practically every discipline of cuisine. Likewise, whether you may have noticed or not, trends catch on when it comes to dessert too! We spoke to a few patisseries to find out what trends the year has seen so far.

Tabassum Hasan, founder of Guilt Trip, emphasises on customisation. She says, “Today we can customise everything to perfection — not just cakes and cupcakes, but even dessert jars, cake pops and macarons. It’s a great way to eat your dessert and have it too! At Guilt Trip, we specialise in customisation and make everything exactly they way you want. Creativity with customisation is the hottest trend this season. From going sugar free to eating your favourite character on your macaron, everything is possible! I think that is a game changer this year.”
THe deSSerT experienCe
Chef Sanjana Patel of La Folie Patisserie tells us, “I believe choux pastry and éclairs, as a product category, will pick up and go on to challenge cupcakes and macarons. Also, people want an experience rather than just taste a product. We are getting a lot of requests for sit down dinners and plated desserts. People who love hosting parties at home or elsewhere are demanding a more engaging experience for their guests. Dessert has become
an integral part of a dining experience and it is my belief that it will continue to do so. Nostalgia also plays an important role. We love and will always love Indian sweets. So, customers are demanding fusion desserts, something that has multiple textures, bold flavours and a modern presentation style, but also one that retains a little Indian touch.
diFFerenT TypeS oF CHoCoLaTeS
“2015 has seen a lot of evolution when it comes to desserts. Earlier people didn’t understand single-origin Belgian chocolate with 72% cocoa. However, now customers ask if we have very dark chocolate. People were unaware of what French macarons were, but today people are educated — they understand florentines and Amarena cherry. Consumers tastes have evolved, so much so that they are now moving away from compound chocolate and towards Couverture chocolate,” Aditya Gupta, partner at The Rolling Pin, tells us.
preSenTaTion TakinG preCedenCe
Neha Sethi, founder of Sweetish House Mafia, says, “There has been a rise in pretty desserts in the market. Presentation is being given a lot of importance and is pulling in customers. Besides that, bakers are definitely becoming very creative, trying to mix savoury with sweet and using new flavours such as green tea.”

our films — Alex & Ali, No Easy Walk to Freedom, Boy Meets Girl and Qissa — based on themes of prejudice, human rights violations and acceptance are at the centre of attention at the 6th KASHISH Mumbai International Queer Film Festival. Festival director Sridhar Rangayan tells us, “The reason that these four films are being highlighted as centrepiece films is because they resonate with this year’s theme — Reaching Out, Touching Hearts. The films are about acceptance of diversity — whether it’s diversity in ethnicity, age, gender, sex or sexual orientation — by society, families, friends and, most importantly, those we love.” While the documentary film Alex & Ali is a real-life love story about two men — an American and an Iranian — separated for three decades before being reunited, the other documentary, No Easy Walk To Freedom, traces human rights violations that take place due to section 377 of the Indian Penal Code. The other two centrepiece films — Boy Meets Girl (USA) and Qissa (India) — have their own take on gender conformity. While the American film is a funny romantic comedy that highlights society’s prejudices, the Indian film is a dark cultural drama that exposes our society’s obsession with the male child. I
t’s no secret that online shopping is growing quicker than we can keep track of it. I can’t even get through a week without coming across a new shopping website. Of course, not all of them make the cut. Even within the now over-populated online marketplace there’s a niche segment dedicated to comic book and abstract art-based apparel. Enter CaptainKyso.com, another colourful website that stands out of a slew of other websites purely for the way it’s designed. The design has just the right balance of arty, quirky elements that make it an interesting page to log on to. The funny posters strewn across the homepage help build expectations, and the Shop link quickly satisfies them. The men’s collection is vast, with sub-sections focused on cartoons, animals, humour, food, abstract designs, pop culture and comics.
CaptainKyso.com features a rich variety of designs, some of which are truly impressive. For example, one of the T-shirts that caught my eye had an image of a banana in an Iron Man costume, with the caption “I’M rich in IRON and potassium MAN”. It’s not over-the-top, but at the same time, it’s interesting enough to catch attention. I was impressed by almost their entire collection — all barring one design, with the image of a rectangular poster on the T-shirt. The idea of a comic book cover on a Tshirt may work, but its execution was disappointing. It looked a bit blocky and was not something I would be caught wearing. Impressed by their men’s section, I moved on to their collection for women, which, unfortunately, is very limited. There are a few designs unique to the women’s range though, so it’s likely that you’ll find something worth picking up. The website currently offers only T-shirts, but they do plan to stock up on pyjamas, boxers and tank tops as well as accessories such as phone covers, mugs and posters. They also plan to turn the website into a community, where you can submit your own designs, with the best designs being picked up for printing. The concept isn’t new, but the collection is refreshing. Their men’s range is vast, but their women’s range could use some work. I was almost tempted to pick up a couple of T-shirts (all of which cost a standard `599), and I can guarantee that you will be as well. Even though their product range is only limited to T-shirts, CaptainKyso.com is still worth visiting. Where www.captainkyso.com
Fashion curated Amy Billimoria recently launched a store in Juhu, and it offers more than just her renowned bridal wear. Anindra Siqueira visited to take a look at the couture
A
my Billimoria’s House of Design is a high-end fashion clothing store that recently opened its doors to much fanfare. First off, the studio space is huge! It consists of three levels (although only two are operational at the moment) and has on display not just clothing, but other stylish knick-knacks,which also include home décor items. As you step in through the large wooden door, you are immediately treated to Amy’s clothing line. She’s got her couture clothing as well as her new summer line on display, and there’s also swimwear by Nidhi Munim on this level, along with a very limited headgear offering from Amy’s husband, Farzad Billimoria. The basement level is a studio in itself. Amy jokes that they don’t need to book venues for her shows anymore, as they can now be curated in the basement of her store. She’s known for her bridal outfits and all her bridal clothing is displayed here. There’s also a display case of bridal jewellery. I’m told that everything in the bridal section is curated, and bridal gowns are set with matching jewellery, handbags (from Meera Mahadevia) and other accessories. Behind it is wedding clothing for kids from Jyoti Mukerji and on the wall besides this display you’ll find paintings from Aura Art. Adjacent to the bridal section is a large area that runs beneath neighbouring stores. Here you will find showpieces for your home
and home décor items such as chairs and centrepieces from Honey Homes. Although the studio space is housed in three levels, the top floor isn’t functional yet. Amy tells me that the upper deck will be reserved for jewellery, but that the formalities haven’t been finalised yet — they’re looking at a period of around three months before the jewellery section will be ready. The space has been designed by Amy’s husband, who is an architect himself, and it has nice subtle touches strewn about its design. Case in point is her latest collection — which, by the way, is a fresh helping of summer floral designs — and her couture collection hung on racks that require chairs to be fixed to the walls. In fact, the ground level of the store is so spacious and filled with natural light that you might mistake it for an art gallery. The store exudes grandeur, there’s no doubt about that. All in all, Amy Billimoria’s House of Design is a beautifully-designed studio space that’s a pleasure to walk into. It helps that the summer florals are very peppy. The basement is another deal altogether. It is very different from the ground level — it doesn’t have natural light, but it is in unique in its own right. Pay it a visit if you’re in the area! Yamini Walia visited Gourmet kitchen and Studio in Lower Parel and shares her experience with you
G
ourmet Kitchen and Studio is located in Lower Parel’s industrial area, right behind Palladium Mall. Quite frankly, the location didn’t impress me much — the area is bustling with traffic and doesn’t really seem food friendly. However, once I entered the space, my opinion changed entirely. The studio is divided into two floors, with the kitchen on the lower floor and the workshop space on the upper one. The workshop space includes a dining area and a cooking space. The décor lends the space a feel-good vibe with its yellow and golden coloured walls and beautiful beaded curtains. So, even with my earlier misgivings, I was quite impressed. Gourmet Kitchen and Studio is all about fusion food, and the surprising part is that it’s all vegetarian! From street food and bite-sized treats to main course dishes, the studio serves a variety of fusion food. The chef, Harsh Sodhan, also conducts workshops where you can learn the art of fusion food and they also take party orders. For some respite from the hot weather, we began our experience with their beetroot-based Beetallacious Juice. The juice was extremely refreshing and had all the right flavours. I enjoyed it so much that I had another round. We also tried the Blueberry Cheesecake shake, but its thick texture left us feeling rather heavy — something that you don’t want on a hot day. Since I visited the place for high tea, my dining companion and I only tried their bite-sized preparations. We had their Creamy Pesto in Filo Cups (`25 for each piece), Caramelised Onion Quiche (`30 for each piece), Baked Vada Pav (`25 for each piece) and Spinach Feta Cigar (`30 for each piece). The Creamy Pesto in Filo Cups was my favourite of the lot — the cups were crispy and the pesto had the right texture. I just couldn’t get enough of this dish! The dip accompanying the Spinach Feta Cigars added a unique flavour to the dish and the cigars were pretty appetising as well. My dining companion enjoyed it, but it wasn’t a favourite in my book. The base was a little too crisp and the topping lacked flavour. However, the Baked Vada Pav blew our minds! It was baked perfectly and the filling oozed out with every bite. This fusion dish worked wonders for us! We then tried some of their desserts, such as their Chocolate Muffin (`45 for each piece), Banana & Cinnamon cake (`45 for each piece) and Baked Cheesecake (`50 for each piece). Most of the desserts were run-off-the-mill. However, the Banana & Cinnamon cake stood out, even
>> The seating area at Gourmet Kitchen and Studio looks majestic with yellow beaded curtains
though I have definitely had better. All in all, my experience at Gourmet Kitchen and Studio was satisfactory. I wish I had visited the place for lunch or dinner so that I could try their special dishes such as Paneer Makhani Lasagna and Roasted Baby Potatoes in Asparagus Mousse. We also recommend taking part in one of their (vegetarian) cooking workshops to learn how to prepare unique dishes. Like a dream
if you’ve been impressed by La Folie Patisserie’s first outlet in kala Ghoda, Sara Shah thinks you can definitely expect good things from their new outlet at Lower Parel
D
essert shops are dime a dozen in Mumbai. But, there’s a serious dearth of good dessert shops in the city. For someone who isn’t that keen on desserts, it just feels like every other dessert shop and bakery is doling out attractively packaged boxes of sugar, all of which are so overwhelmingly sweet that you can’t imagine taking more than a few bites. However, if you’ve been to La Folie Patisserie at Kala Ghoda, you’d know that the same doesn’t apply to the pastry outlet — it’s a good place to get your desserts. And you can expect the same quality from its latest branch, which opened its doors to customers in Lower Parel, at the High Street Phoenix Mall. After a heavy meal at one of the many restaurants and fast food joints at the High Street Phoenix Mall, we recommend you climb your way (or just take the lift — as long as you get there) up to the third floor. It is an extremely small place, adjacent to Punjab Grill, and is sure to catch your eye, thanks to its brilliant interiors. The walls of the store have a mechanical look (with spokes and wheels) that’s pretty unique for a dessert boutique as up-market as this one. We sat at a table to one side of the shop. It’s a smart way to get passersby to notice what patrons are eating. We were first served the Mango Tart (`200). With a pastry that had just the right texture, lemon cream and sweet mangoes on top, my companion and I were left fighting over it — it was that good. Next we tried their Infinite Caramel (`260). The combination of caramel and sea salt has been a rising trend
at several dessert shops across the city and so, I was quite excited about trying it — although my companion wasn’t, considering it featured the word ‘caramel’ and not the more popular ‘chocolate’. And boy, was I glad to have ordered it,
because it was a slice of heaven! Smooth caramel sea salt cream on the inside, with a base of hazelnut praline crumble, all encased in milk chocolate mousse; this dessert should be the first thing that you order when you visit La Folie. For a change of taste, we ordered the Grandma’s Carrot Patch (`240), a lovely cake that was garnished with slices of actual carrot and sprigs of coriander to imitate an actual carrot patch. The dessert was quite pleasant — carrot walnut cake was layered with lemon cream and cream cheese carrot mousse and had walnut soil at the base. We also tried four of their macaroons — the Mint and Dark Chocolate, Pop Rock Candy, Yuzu and L’envie Violet — priced at `80 each. All four macaroons were decent, with the Yuzu being my favourite. It had a subtle tartness, thanks to the Japanese lemon flavour. Finally, we were served their Chocolate Chaud (`210), their signature hot chocolate dessert made from 70% Venezuelan chocolate and spices. The beverage was served in beautiful shot glasses and was so creamy and thick and that we yearned for more. If you don’t have much of a sweet tooth, you could leave it at that. But we’d recommend coming back for more because La Folie, yet again, has won our hearts! In the last few years, she had also become the topic for debate on euthanasia. Anup Soni, who anchors Crime Patrol, said, “When we filmed her episode, it was way back in 2004 when the fourth season of the show had just started. The story was so sensitive and touching at that time as much as it is now, that we really wanted to bring the brutality of the convict out, and also the fact that hewas not punished severely for brutally attacking a woman like this. Secondly, the beautiful part of this story was the fact that the nurses of the hospital took the responsibility of looking after Aruna for 42 years. Citi Trims Sensex Target; Says Investor Faith Turning Fickle By A Business Reporter
L
owering its 2015-end Sensex target to 32,200 points, global brokerage Citigroup yesterday said investors' faith in Indian markets is turning fickle amid a growing perception that the government has got "little log jammed" on various reform measures. The year 2015 is turning out to be very different from 2014, for India investors. The Indian market is materially under-performing peers and has disappointed on both its growth trajectory and that of earnings. Moreover, it has also seen some days of outflows. The brokerage said it remains "positive" on India, and has adjusted down its Sensex target to 33,200 from (33,000 earlier) for December this year. It expects Sensex to be around 35,000 by June 2016. "Our equivalent Nifty targets are 9,760 for December 2015 and 10,600 for June 2016," it said. The 30-share BSE index has gained just 338 points so far this year and is hovering around 27,800 points. It had registered a gain of over 30 per cent in 2014. According to Citigroup there are five fundamental 'faith tests' that the Indian market faces -- growth, interest rates, inflation, foreign/domestic flows and govt performance. "We believe you should 'Keep the Faith' on these five and India – even though Investors' faith in India currently is a little fickle," Citigroup said. On the performance of the Modi government, a year on, the report said there's some push back on govt delivery, and some hold-ups (like GST, Land, MAT). "We would rate the government fairly favourably: a lot delivered, some very aggressively (like coal), and a few well beyond expectations," Citigroup said, adding that "the government should continue to add value: to the economy and market".
By A Business Reporter
F
or the sixth quarter in a row, India continued to lead the global confidence index in anticipation of improvement in the economy through reforms and stimulus announced by the central government, says a report. According to global information and insights provider Nielsen, in the first quarter of 2015, India's consumer confidence score rose to 130 followed by Indonesia (123) and Philippines (115). While, the consumer confidence in urban India has increased by 9 points from first quarter in 2014 (121), 44% of respondents polled feel that India is still in "economic
recession". The Nielsen Global Consumer Confidence Index said that over four in five (83%) urban Indian respondents indicated the highest level of optimism globally on job prospects in the next 12 months compared with 74% in first quarter in 2014. "The urban Indian has seen ups and downs in consumer sentiment over the last few years, in this round it is a positive sentiment in anticipation of improvement through reforms and stimulus announced by the new government. These initial signs of optimism reflect anticipation of economic recovery that are yet to manifest when you look at fast-moving consumer goods and auto sectors in particular over the
last few quarters," Nielsen India Region President Piyush Mathur said in a statement. As per the survey, "Over three in five (65%) online respondents polled indicated this is a good time to buy things they want and need, 11% rise from corresponding quarter last quarter (53% in fourth quarter of 2014). "When it comes to investing spare cash, 64 %indicated it is a good time to put spare cash into savings, while 49 %of respondents polled purchasing new technology products." It said 79 %respondents have changed their spending habits to save on expenses."The top three avenues this quarter are saving on gas and electricity (49%), spending less on new clothes (45%), and cut-
Govt Assures Of All Steps To Beat Below-Normal Monsoon By A Business Reporter
T
he Government is taking all steps to tackle any unforeseen situation arising out of below-normal monsoon this year and states are also alert on the matter, a top official said yesterday. " A l l steps are being taken. The state governments are fully alert to this. Meteorological department has put out a very careful estimate about what the rainfall likelihood will be," Consumer Affairs Secretary Keshav Desiraju said in New Delhi adding, "The anticipation is that the monsoon will be not as good as last year. This will actually have an impact on the crop that will be available next year and from my point of view as the Secretary Consumer Af-
fairs, my interest is in what is available for the consumers. Desiraju said, while talking to reporters on the sidelines of a function organised by industry body CII. According to the weather department, the monsoon rains are expected on time this year, hitting Kerala on June 1. There are apprehensions, however, about belownormal showers under the impact of El Nino. Last year, the country had received 12% less rains, affecting production of grains, cotton and oil seeds. Agriculture Secretary Siraj Hussain had earlier said that state governments have been asked to gear up to implement the contingency plan in 580 districts. They have been asked to come up with strategies based on the monsoon

Untimely rains during March-April this year have already put farmers in distress and there have been quite a few cases of farmer suicides. As per the second advance estimates released on February 18 this year, the country’s foodgrain production is estimated to decline by three per cent to 257.07 million tonnes in 2014-15 crop year (JulyJune) over last year. The production may fall further as various states received unseasonal rains and hailstorms during March-April this year, affecting rabi crops, including wheat.
By A Business Reporter he Finance Ministry is planning to launch a revamped and retail investor-friendly CPSE Exchange Traded Fund (ETF) by October in which cash rich EPFO and NPS could park their money along with individual investors. Another tranche of CPSE ETF would help the government inch towards its Rs 69,500 crore disinvestment target in the current fiscal. This includes Rs 41,000 crore from sale of minority stake and Rs 28,500 crore from strategic stake sale. "We are looking at broadening the retail investor base. A new fund offer is likely before Diwali. The composition of the stocks in CPSE ETF would remain the same," a top government official told PTI. The government had first launched a CPSE ETF, comprising scrips of 10 PSUs, in March 2014 under which retail investors have to
ting down on holidays and short breaks (35%)," it added. 80% urban Indian respondents indicated that the state of personal finances was good or excellent in the first quarter of 2015, four percentage points up from the same time last year (76% in first quarter 2015). However, top concerns remain job security (22%), sustaining a work-life balance (11%), followed by state of the economy (9%). The Nielsen Global Survey of Consumer Confidence and Spending Intentions, established in 2005, measures consumer confidence, major concerns, and spending intentions among more than 30,000 respondents with Internet access in 60 countries.

invest a minimum of Rs 5,000 to buy units. It had raised Rs 3,000 crore through the ETF then. The Disinvestment Department had last year appointed Goldman Sachs, which manages the existing ETF, to look into the possibility of revamping it by changing the unit size of the fund so that they become smaller encouraging retailers to participate more. "The Cabinet had approved transferring of 3 per cent of the government holding in the 10 companies to ETF. So far we have transferred 1 per cent. We are looking at the modalities to take it up to 3 per cent," the official said. An ETF is a security that tracks an index, a commodity or a basket of assets like an index fund, but trades like a stock on an exchange. The CPSE ETF would be a success as the EPFO and NPS funds would come in it and broaden retail investor holding, the official said.
The Employees' Provident Fund Organisation (EPFO) has decided to invest a portion of its funds in the CPSE ETF, the official said. EPFO has a corpus of about Rs 6.5 lakh crore with an average annual deposit of Rs 80,000 crore. Besides, the corpus of National Pension System (NPS) is also invested in equities. The total assets managed under NPS are about Rs 82,000 crore. The Disinvestment Department will soon take the proposal of the revamped ETF to Finance Minister Arun Jaitley for his clearance and after it would be taken for approval of market regulator Sebi, the official said. The 10 PSUs, which are part of the fund basket are, Oil & Natural Gas Corp, GAIL India, Coal India, Indian Oil, Oil India, Power Finance Corp, Rural Electrification Corp, Container Corp, Engineers India and Bharat Electronics. "The ETF is currently in tap mechanism, which we are taking
to tranche mechanism because we are changing certain clauses to make it more retail investor friendly," the official said. While, 'tap' issue refers to selling securities from past issues and avoid certain transaction or legal costs and expedite fund raising. Tranche is a term often used to describe a specific class of bonds within an offering wherein each tranche offers varying degrees of risk to the investor. As per the terms of the existing ETF, which is an open ended fund with the face-value of Rs 10 per unit, individual investors can invest a minimum of Rs 5,000, while the maximum limit is Rs 10 lakh. Noninstitutional investors/qualified institutional buyers can invest in the scheme with a minimum investment amount of Rs 10 lakh, as per the last offer document of CPSE ETF filed with Sebi before the launch of the fund.
well. Industry experts have attributed the inflows in debt markets during 2014-15 to the new government's reforms agenda, improved fundamentals of the domestic economy and increased participation from retail investors. "Improved sentiments and the reforms initiative taken by the the Central government has helped in the inflow," Axis Mutual Fund Managing Director and CEO Chandresh Nigam said. As per data released by the Securities and Exchange Board of India, mutual fund managers invested a net sum of Rs 22,650 crore in the debt markets in April. Besides, fund managers invested a net amount of nearly Rs 6 lakh crore in debt markets in the last financial year, 2014-15. This inflow has helped in raising the assets base of mutual fund industry to Rs 11.86 lakh crore mark at the end of last month from Rs 10.83 lakh crore at the March-end. In comparison, Foreign Portfolio Investors (FPIs) made a net investment of Rs 3,612 crore into debt markets in April. A mutual fund is an investment vehicle with a pool of funds collected from investors to buy securities such as stocks, bonds and money market instruments.

ctress Aishwarya Rai Bachchan says her three-year-old daughter Aaradhya has now got used to the paparazzi and has adapted well. Initially, the Bachchan family had kept Aaradhya away from media glare but the shutterbugs still managed to click her on a number of occasions. When asked how Aaradhya reacts to the limelight, Aishwarya said, "Every time we walk out of the airport, house, there are people around, camera is around. I guess, I think she was born to believe it is like this, this is normal to her. The mother in me will be protective." "Media wants bytes, photos...So I am going to be protective about her. It is a natural instinct. From her end there is no major chatter," she said. Abhishek and Aishwarya got married in 2007 and welcomed their first child on November 16, 2011. Now that Aishwarya is making a comeback to films with 'Jazbaa', she said motherhood has not changed her choice of doing movies. "Motherhood has not altered my choices when it comes to films. Motherhood did not change things for

I am grateful that the audience and industry people are accepting me in different kind of films," she added. The 41-year-old actress will soon start working on Karan Johar's 'Ae Dil Hai Mushkil' costarring Ranbir Kapoor and Anushka Sharma. Arshad Warsi’s back in the comic circuit By Chaitanya Padukone
E
xuberant actor Arshad Warsi who is highly appreciated for his boisterous yet hilarious ‘Circuit’ toughie character in the mega-hit Sunjay Dutt starrer ‘Munnabhai’ prequel and sequel directed by Raju Hirani, seems to have slipped out of popular focus although he made ripples at the box office with ‘Jolly LLB’ and also the ‘Ishqiya’ series. “My acting career has definitely not short-circuited. My efforts are always to establish a live-wire connection with the audiences,” quips Warsi, who is otherwise an impressive dancer and excels in choreography as well. The agile Arshad is now threatening to return to limelight with his ‘spunky, bumbling yet witty’ character in this
mad, maverick movie ‘Welcome to Karachi’ (WTK). When the promos of ‘WTK’ are being screened at local cinema theatres, there is a collective clamour for a replay, thanks to Arshad’s lively screen antics. Enthuses the glib actor, “Jackky Bhagnani and I play these characters who find themselves in Karachi without any passport, visa or any identity proof and get caught in the web of Taliban militants. Its a spoofy comical political satire and we are required to behave ‘foolishly’ in order to survive in hostile territory” insists Arshad whose team has no apprehensions over the movie being banned or rejected in Pakistan.

S
uperstar Aamir Khan has revealed that actress Mallika Sherawat had auditioned for a role in his most talked about film 'Dangal'. The casting for the sports biopic of wrestler Mahavir Singh helmed by Nitesh Tiwari is underway and Mallika apparently auditioned for the role of Aamir's wife. "The casting is still going on for the film. She is a wonderful actress... She contacted our casting director, auditioned for a role. We are concentrating on getting the cast for the younger version that is -- 12-14 years for Geeta and Babita (Mahavir's daughters and women wrestling champs)," Aamir said in an interview here. "Once this integral part of casting is done we will focus on my wife's part and then there is another interesting character of my nephew," he said. There was plenty of speculation on who will play Aamir Khan's daughters in the film. Names of several actresses like Kangana Ranaut, Tapsee Pannu, Urvashi Rautela and others had cropped up in the media but ultimately Fatima Shaikh and Sanya Malhotra bagged the coveted roles after months of auditions. "We auditioned a lot of girls and have finalised Fatima Shaikh and Sanya Malhotra. We tested them and they are very good. These two young girls are very talented. These girls are training in wrestling," Aamir said.

Whatever it may be, it takes guts to get up after this hard a fall and start walking again. Maybe what brought Kashyap down was his ambition. When he started getting talked about in the media – and he does know how to work this circus like an expert ringmaster—it was because he was seen as a rebel standing up to the might of the big film companies making crowd-pleasing entertainers. The films he made, as director, producer or presenter reached the film festival and award circuit. For some time, Kashyap was a parallel movie moghul. It’s not as if his small films were money-spinners, but he was still appreciated. R
ANCHI: It will be a battle of captains as a formidable Chennai Super Kings led by wily Mahendra Singh Dhoni square off against a confident Royal Challengers Bangalore under an aggressive Virat Kohli in the second qualifier of the Indian Premier League. The second qualifier tomorrow promises to be a mouth-watering contest as both CSK and RCB will play out of their skin to secure their place in the all-important summit clash on Sunday. The match will be a battle of leadership skills between India's limited overs and Test skippers as the tactics of Dhoni and Kohli will be put to test today. But just going by past record, CSK will definitely start as favourites against RCB. On both the occasions the two teams met earlier in this edition of IPL, CSK prevailed over RCB. Dhoni's men defeated RCB by 27 and 24 runs, respectively in the league stages of the tournament. But it is present form and not records that wins one matches and RCB have a slight edge over CSK on this front. CSK's morale got a beating in the first qualifier where they lost by 25 runs to Mumbai Indians but the former champions hardly have any time to ponder on that loss and need to get their acts together quickly if they wish to enter the final of the Twenty20 tournament for a record sixth time. CSK are the most successful team in the history of IPL, hav-

L
AHORE: Pakistan's national T20 captain Shahid Afridi has said that he is not worried with his recent form in limited overs cricket and playing the first series against a Test side on Pakistani soil in six years would lift his game. "I don’t worry about form because it happens with every player, the main thing is that I am looking ahead and I am confident I can contribute to the team," the flamboyant allrounder said. Afridi spent the entire Thursday interacting with the media on television or otherwise including a pre match press conference at the Gaddafi stadium where the trophy for the series against Zimbabwe was also unveiled. The first T20 match of the series is to be played on Friday followed by the second match on Sunday. Zimbabwe will also play three ODIs in Lahore. "It is gratifying that international cricket is finally returning to Pakistan and I hope other teams also follow Zimbabwe’s example and tour our country," he said.

But it would be easier said than done for CSK to upstage RCB and the Dhoni-led side would need a collective effort from its batting department to give itself any chance. Their highest run scorer Brendon McCullum's departure seems to have hit the team badly as CSK's success this season mostly relied on a good start from the flamboyant Kiwi batsman.
McCullum left for national duty after the league stage and CSK felt his absence right away in the first qualifier against Mumbai Indians. Chasing a formidable 187-run target in the first qualifier, CSK fell short by 25 as they were bowled out for 162. Faf du Plesis, Suresh Raina, Dwayne Bravo all got starts before giving away their wickets. Another thing that hurt CSK badly was lack of partnerships and come tomorrow the team would bank on the likes of Dwayne Smith,
Terrorist incidents meant to sabotage Zim tour: Punjab Govt L
AHORE: A top official of the Punjab government has said that the gruesome Safoora Goth incident in Karachi was not an isolated incident and was meant to sabotage the Zimbabwe team's tour to Pakistan. Colonel (retd) Shuja Khanzada the home minister of Punjab also said that because of real fears from splinter groups it was necessary to implement a comprehensive foolproof security plan for the Zimbabwe team.
"There is a national action plan against terrorism going on right now and we are taking offensive action against terrorists and criminals. In these circumstances we can't take any chances at all," Khanzada who is coordinating the entire security plan for the Zimbabwe team said on Geo News channel. The minister said the Safoora Goth incident in Karachi last week where militants killed 46 members of the Ismail community was not an isolated incident.

Stokes stars in England fight back L
ONDON: New Zealandborn Ben Stokes took charge of England's recovery before falling agonisingly short of a hundred on the first day of the first Test at Lord's. At tea, England were 219 for five. They had been 30 for four when Durham allrounder Stokes came in but his dashing 92 helped revive their fortunes during a stand of 161 with Joe Root (80 not out). Jos Buttler was unbeaten on 13 at tea. After celebrated former umpire Dickie Bird rang the five-minute bell, New Zealand captain Brendon McCullum saw his decision to field first vindicated with the fall of four early wickets, including two for debutant fast bowler Matt Henry. All three of New Zealand's frontline quicks, plus McCullum himself, had only arrived in England just days before this match after stints in the Indian Premier League. But there were few signs of rustiness as they made the most of a green-tinged pitch, albeit the skies above Lord's

Instead debutant England opener Adam Lyth, selected after Jonathan Trott retired following a run of low scores during the disappointing 1-1 series draw in the West Indies, was caught behind off Tim Southee for seven. The 100th Test between England and New Zealand then saw the hosts three wickets for five runs in 15 balls. Trent Boult had Gary Bal-
lance caught at third slip for one before England captain Alastair Cook, who had made 16, fell when, beaten for pace by 23-year-old Canterbury quick Henry, he top-edged an attempted hook through to wicket-keeper BJ Watling. Henry then produced another classic fast bowler's delivery to dismiss Ian Bell for one, a full-length ball pitching on off stump and holding its line.

U-17 WC STADIA SHOULD BE READY NINE MONTHS PRIOR TO EVENT: FIFA Afternoon Despatch & Courier www.afternoondc.in
MUMBAI | FRIDAY, MAY 22, 2015
The DY Patil Stadium is among the front runners to host the 2017 under 17 FIFA football World Cup.
N
EW DELHI: The stadia hosting the 2017 U-17 football World Cup matches in India will have to be ready at least nine months before the start of the showpiece event, visiting FIFA representatives said. "The existing venues will have to be ready 9-12 months before the tournament and for brand new stadia, they will have to be ready even earlier. So, it will have to be according to individual venues. They will have to be tested for operational readiness and for training purposes," FIFA Director of Competitions Colin Smith said at a media briefing here. Smith, who was in India along with Under-17 World Cup event manager Jaime Yarza, said his coming down to the country was not for an inspection but for a series of meetings with the Local Organising Committee and the All India Football Federation. "Ours is not an inspection visit. In terms of inspection, we will do it later in the year and early next year," he said. Smith said the date of the tournament and the timings of 52 matches to be played
among 24 countries, including hosts India, were yet to be finalised. "The dates of the tournament will have to be proposed by Local Organising Committee and approved by FIFA. The timing of the matches will have to be decided after consultations with the tournament broadcasters," he said.
Mumbai's Cooperage, which also had artificial turf like KSFA Stadium in Bangalore, has been ruled out and D Y Patil Stadium which also hosted Indian Super League matches is expected to host the matches.
The 23-day tournament is likely to be held in the later half of 2017. Smith said venues with natural grass will be favoured but did not rule out the ones with artificial turf. "My understanding is that the intention of the LOC is to have natural grass turfs. If artificial turf will have to be
used, it will have to be of highest quality and to be certified by the FIFA, like the ones on which the matches of the upcoming FIFA Women's World Cup will be played. "Moreover, if you are having artificial turf, you need to have the same artificial turfs in all the training venues," he added. The AIFF had earlier said that eight venues have been shortlisted from which six will be selected for hosting the tournament, but Tournament Director Javier Ceppi said that Chennai's Jawaharlal Nehru Stadium will also be considered. "Most of the venues we are using are existing ones and we will improve and upgrade them. We now have eight host cities of New Delhi, Mumbai, Kolkata, Kochi, Guwahati, Margao, Bengaluru and Pune, plus Chennai. These venues will be inspected by the FIFA team. No venue is ruled out yet though six will be selected finally," Ceppi said. Each of the six venues selected are expected to host matches of a group. The 24 teams will be divided into six groups. The tournament will need
to have 24 training pitches -four for each host city -- but the LOC is yet to sign contracts of these training venues. "The contracts will have to signed regarding the training grounds and we cannot now reveal where the training grounds will be located in each city," tournament Project Director Joy Bhattacharjya said. Ceppi also informed that if Bangalore will have to host the matches, Karnataka State Football Association Stadium with the artificial turf -which was developed under FIFA funding -- will not be the venue. There is a plan to construct a new stadium at the same spot after the current KSFA Stadium is demolished. The construction will be done by JSW Group which also owns the local I-League club Bengaluru FC. "If at all Bangalore host matches, it can be either Kanteerava Stadium or the one which is proposed to be built by a private body. But it will have to pass FIFA guidelines and FIFA inspection team will take a call," he said. Asked the new stadium proposed to be built by a private body in Bangalore can be considered for the 2017 Under-17 World Cup, Ceppi said, "It can be, if it is built soon enough. A stadium which is going to host 2015 Under-17 World Cup in Chile was built in six months." Likewise, Mumbai's Cooperage, which also had artificial turf like KSFA Stadium in Bangalore, has been ruled out and D Y Patil Stadium which also hosted Indian Super League matches is expected to host the matches. "D Y Patil also had a second pitch and there a lot of league matches are held. We are determined to create a legacy of this FIFA tournament and if at all, we have a football specific stadium after Under-17 World Cup, it could be D Y Patil," AIFF General Secretary Kushal Das, who was also present at the interaction, said.

Kapur, Lahiri stage comeback on back nine at BMW PGA Round 1 W
ENTWORTH (UK): Shiv Kapur and Anirban Lahiri fought back hard in the closing stages to finish their first round respectably as the Indians made a modest start to their campaign at the BMW PGA Championships. Kapur was the only Indian under par at two-under 70 while Lahiri and Jeev Milkha Singh shot even par 72 and the fourth Indian in the field, SSP Chawrasia had a bumpy back nine as he ended at one-over 73. Kapur was tied 13th while Lahiri and Jeev were tied 34th and Chawrasia was tied 62nd. World No. 1 and defending champion Rory McIlroy shot one-under 71 with four birdies and three bogeys. Sweden's Robert Karlsson (67) had two birdies in last three holes to take sole lead at five-under while evergreen Miguel Angel Jimenez, Jorge Campillo, Chris Wood and Korea's Y.E.Yang were tied second with rounds of fourunder 68 each. Also at four-under were Francesco Molinari and Marc Warren, but they had six and nine holes respectively to play. India's top ranked star, Lahiri closed with a hat-trick of birdies, while Kapur fought his way back from a disastrous triple bogey on the back nine. After being twounder through 12, Kapur's
triple on 13th was a big setback. But the 32-year-old, still looking for his maiden European Tour title birdied the 14th, 16th and 17th for a brilliant fight back before closing with a par on a course that has two par-fives in succession on 17th and 18th. Lahiri closed with a threebirdie burst to get back to par at the end of the first round after being three-over after 13 holes. Lahiri, playing in Europe for the first time this year, had a birdie on the third hole, but bogeys on fifth and seventh set him back. A double bogey on 13th saw him dip further to three-over, before he steadied the ship with two pars. Then came birdies on 16th, 17th and 18th brought him back to par. "The finish will give me a lot of confidence going into the second round. I hit the ball pretty good, but need to get other parts of the game working better," said Lahiri. "The front nine was average, but that double was a disappointment. But I did not give in as I knew a couple of birdies could change momentum again." Speaking of conditions, Lahiri said, "Today was probably the easiest the course will play. There was warm and gentle breeze and the conditions were great for scoring, but then Wentworth is a tough and challenging course."
Akhil-Dilbagh tussle in defamation suit heats up N
Juventus' players celebrate at the end of the Italian Cup soccer final match between Lazio and Juventus at Rome's Olympic stadium on Wednesday. Juventus won 2 - 1.
EW DELHI: The court battle between boxers Akhil Kumar and Dilbagh Singh over a defamation suit filed by the former has become uglier with the Chandigarh District Court issuing warrants against mediapersons in whose presence the "slanderous" comments were made. Dilbagh had alleged that Akhil, a former Commonwealth Games gold-medallist, had influenced the selection committee in the national team trials last year to get his protege Mandeep Jangra picked in the squad.
Akhil had then filed a defamation case against Dibagh for his charges. Since Dilbagh made the allegations in a press conference, the journalists present there were asked to appear as witnesses. Although some re-
sponded to the court summons and appeared, some others failed to do so, resulting in the court issuing warrants against them. "I am being patient as court proceedings are ongoing. By issuing fresh warrants against some people who published Dilbagh's slanderous comments without caring to check or corroborate them for authenticity, the court has again reiterated my point," Akhil said in a statement. "It is not a question of just making false allegations against me, but also against
the very setup that gave you the chance to represent your nation. It's hurtful and moreover it is extremely shameful. I want him to be taught a lesson that does make people realise that you don't have to be a sore loser," he added. Dilbagh, a former Commonwealth champion, is also facing the prospect of his Bhim award, a Haryana state honour, being stripped owing to a positive dope test in the 2011 National Games. Dilbagh is set to take the professional plunge later this month after being left out of the ongoing national camp.

Xavi quits Barca for Qatar after 17 glittering seasons
Xavi Hernandez
B
ARCELONA: Barcelona midfielder and captain Xavi confirmed on Thursday he will leave his boyhood club at the end of the season and has agreed to join Qatari side Al Sadd after a glittering career stretching over 17 seasons. The 35-year-old former Spain international, who signed up with Barca's academy in 1991 aged 11 and has won 23 trophies with the first team, formally announced his departure at a press conference after the news had leaked out earlier this week. Al Sadd simultaneously confirmed on their Twitter feed that an agreement had been sealed on a two-year contract with an option for a further year. "It's a definitive decision, it's not an easy one, it's the right moment to go," an emotional Xavi, Barcelona's club
captain and appearance record holder after 764 matches, told reporters. "I still feel useful here but a change of scene is necessary, my head tells me so but not my heart," he said, adding that his aim was to return to Barcelona after completing his coaching qualifications. "I am a product of the Barca family. I think my contribution has been very good, I have done what they taught me." Xavi came to define Barca's possession-based playing style and has had a crucial role in the success of the Catalan club and the Spain national team over the past decade. He is set to receive an emotional send-off in Barcelona's final La Liga game of the campaign at home to Deportivo La Coruna on Saturday, when he will hoist aloft the La Liga tro-
phy after the match. Last weekend Barca wrapped up the title, Xavi's eighth, and he can win two more trophies in the King's Cup final against Athletic Bilbao on May 30 and the Champions League showpiece versus Juventus a week later. Xavi said Barca had offered to extend his current contract by two years to 2018 but he had decided to move on as he no longer commands an automatic place in the first team.
