I

n a six day investigation into the horrific Malwani hooch tragedy case, the city police Crime Branch turned its investigation towards 'Daddy'. This character who is proud to be called 'Daddy' taking a leaf out of the Arun Gawli book, is the kingpin in this business with second in command Francis D'Mello running his business openly getting Daddy's blessing. Interestingly, around four months back Police Sub Inspector (PSI) from Malwani police had conducted a raid on Francis' illicit liquor making unit and successfully seized around 15 drums of

spurious liquor. But after a call to Senior Police Inspector of Malwani police station from the Malwani based Daddy, cops did not file any case and kept the things under wraps after allegedly taking a big amount. he respite from this season’s heavy lashings, was short lived for Mumbaikars, as the rains battered the city once again on Monday night which was followed by rains right through Tuesday. The Indian Meteorological Department (IMD) had earlier forecasted that occasional rain, and light showers might occur but the situation witnessed on Tuesday, post midnight was quite contrary to

the prediction made. When the ADC contacted the IMD, officials stated, “For the next 24 hours, intermittent rain or showers might occur, along with strong gusts of wind. One or two spells may be heavy.” Colaba recorded 19.0mm of rainfall and Santacruz recorded 44.8mm of rainfall. Both the figures were recorded at 1730 Hrs on June 23. The BMC has also predicted a high tide of 3.06m (10.03 feet), on Wednesday, June 24 at 0506 Hrs.

Tumultuous situations were witnessed on Tuesday morning. Traffic moved very slowly, and rail services on all the tree lines were hit; trains plying on Western Line and Central Line were delayed by 20 minutes and trains on Harbor Line were delayed by 30 minutes. Climate change a major threat to global health The threat climate change poses to human health is so great that it could wipe out the gains in global health made over the last 50 years. The report shows that the direct health effects of climate change are linked to increased frequency and intensity of extreme weather events, especially heatwaves, floods, droughts and storms. Indirect impacts come from changes in infection patterns, effects of emissions, uncertainty regarding the availability of food, and hence malnutrition. However, getting to grips with climate change could also present major opportunities for global health, according to the report published in The Lancet journal. Impact of climate change on global health could be enormous, not only through the direct health effects, but also because of reduced social stability if people are forced to move or flee. Health effects can also be linked to people involuntarily forced to leave the affected areas or

eavy showers on June 19 besmirched the city and caused a whole lot of problems to the citizens. The disappointment was also evident in the General Body Meeting held on June 22 where the opposition accused the ruling party of not doing any work to prepare for the onset of the monsoons. The issue of contractors showing false evidence of dumping trash outside the city was also brought up. The session on June 22 reached an impasse because of time constraints as well as the ruckus created in the meeting by party members. Municipal Commissioner Ajoy Mehta was present, again, in the second session of the General Body Meeting that was held on June 23 because of the issue of opposi-

tion faced on the previous day. The Commissioner spoke regarding the disaster that happened in the course of the heavy June rainfall. He addressed the meeting explaining he had to leave the previous session due to prior commitments and time constraints, and he returned to give a factual report of Friday. Mehta gave specifics on the amount of rainfall and the reason the situation went out of hand, “Every year there is around 2400 mm of rainfall, and in those 24 hours, it was 300 mm, which is 10 percent of the total rainfall that we receive. Therefore it had disastrous effects.” he explained. In the official statement Mehta gave, he specified that traffic had to be diverted at 13 places including Dadar, Kurla, and Kandivali. s rains continue to lash the city incessantly over the past few days, Mumbai's lifeline seems to be the most affected as Friday's downpour exposed the assurances of the railway's preparedness for monsoon, all of which were futile. Interestingly, the railway officials have now claimed that there were surprise spots in the city where heavy water-logging was reported on Friday which resulted in the complete halting of local trains. Both Central and Western railway officials now appear confused about the waterlogging problem and how will they cope up with this problem which is bound to rear up again and again, as this is just the start of the monsoon. A Senior Central Railway official informed the ADC, “Railway stations like Dadar, Parel, Curry Road, Masjid Bunder which are water logged during the monsoon, have in the past seen water being easily removed by waterpumps. However, last week there was 18 inches of water in Masjid Bunder and the water pumps were not functional. Dadar had 6 inches of water logging forcing the long-distance trains to be terminated at Dadar only as they could not move further. There was no drainage problem reported to us. he Commonwealth Human Rights Initiative (CHRI) and Police Reforms Watch (PRW), Mumbai have come out against the Maharashtra government’s decision to make certain amendments to the Code of Criminal Procedure which will make prosecuting corruption and torture cases even more difficult than it already is at present. CHRI and PRW have urged that the Cabinet decision be withdrawn in its entirety. The Cabinet, on June 6, agreed on amendments to Sections 190 and 156(3) of the Code of Criminal Procedure, to the effect that a Magistrate would not be able to take cognizance of a complaint against any public servant

The CHRI Director Maja Daruwala said, “In carving out this unprecedented exclusion from prosecution for public officials, the state government has conveniently ignored rulings in a 5-bench Supreme Court decision Lalita Kumari v Govt of UP and others (2013) that lays down that where the facts given in a First Information Report (FIR) make out a cognizable offence. It is mandatory for the police to file an FIR. The police may do a preliminary inquiry only when it is unclear whether cognizable or non-cognizable offences are made out in the complaint. The scope of the preliminary inquiry is only to determine if a cognizable of-

The proposed amendments, if passed, will increase the pool of impunity

that already exists. The very notion of asking for permission to even investigate possibly corrupt officials, goes against our beliefs in democratic governance. There is no transparency about how sanctions are given or refused. Such amendments would only aid the bad eggs to stay safe in the system. It once again leaves the public hopeless and hapless.” D’Souza further added, “The move shows how little respect the Chief Minister has for election promises. On November 2, 2014, in an interview to a channel, he had announced a zero-tolerance approach towards corruption, and stated that prior sanction would no longer be required if there was prima facie evidence of corruption against a public servant. Again on December 20, 2014, he told the Assembly that there would be no delay, either deliberate or inadvertent, in granting sanction to pending cases. n yet another glaring example of how authorities wake up late from their slumber, the Mira Bhayandar Municipal Corporation (MBMC) on Tuesday floated advertisements inviting bids to procure rain gear for its field staff. It’s over a week since heavy rains started lashing the twin-city and the abnormal delay in starting the tender process is all set to ensure that the civic personnel will get their much needed rain gear only during the fag end or even after the city bids goodbye to monsoon and welcomes the winter. MBMC released advertisement in local newspapers inviting bids for provision of raincoats, gumboots and umbrellas from private contractors. Although the MBMC boasts of a total staff strength of 1,550 personnel, rain-gear is provided every alternate year to around 700 odd staffers who are deployed for on-field duty for various tasks. “It is really absurd, the rain gear will reach beneficiaries after most part of the monsoons is over. The MBMC should have initiated tender process much earlier so that the rain-gear could have been distributed at the end of May.� said a Class IV worker requesting anonymity.

Documents sourced under the Right to Information Act by local resident-Manoj Kapadia, in context to status of recovery towards Vacant Land Tax (VLT), has revealed that scores of individuals and developers had defaulted on payments which have crossed a whopping Rs. 41 crore in the current fiscal. Not only has a blind eye been turned towards multi crore arrears, but a red carpet rolled out for defaulting builders by approving their proposals. This is in complete contrast to the standards of recovery adopted for a com-

mon man, against whom the MBMC leaves no stone unturned to initiate the harshest of measures including disconnection of water supply

Imaginative assessment led to manipulations?

It has come to the fore that the tax wing did not maintain proper records of assessed and non-assessed vacant plots, hinting at an illegal money minting game by officials who tweaked actual measurements. An internal audit has also detected anomalies in figures inked by the tax department in annual reports. As per audit remarks the figures seem to be brazenly “Imaginative� having no supporting documents to substantiate the authenticity of assessments and arrears. Leave aside storage of electronic data, no proper ledger records have been maintained which is in clear violation of rules mandating the tax wing to keep assessment books updated with every possible details entered into it. The modus operandi was to give a notice for a fancy amount and later negotiating the demand by manipulating measurements of actual assessment. When contacted an official from the town planning wing said, “The civic chief has now bestowed the powers of assessment and recovery on us. We will ensure strict enforcement measures so as to ensure nobody evades tax liabilities. Everything will be

sorted out within a month.� Shockingly the MBMC even went ahead to give liberal nods to new projects proposed by defaulting builders, this despite restrictions on issuance of commencement and occupation certificates to defaulters.

ollowing the heavy rains accompanied by massive gusts of wind, there have been many tree fall incidents reported all over the city. In a fresh incident on Tuesday, a 24 year old vendor who conducted his daily business near a tree was killed after the tree fell on him. According to Dadar police, the tree was approximately 100 years old. "The incident took place around 9:30 in the morning. The vendor who sold snacks was doing his daily business when the incident happened. The deceased is identified as Anthony Sebastian," said senior police inspector Nishikant Patil of Dadar police station. In the incident a women passersby was injured too. She was rushed too a nearby hospital where she was treated for minor injuries and later discharged. According to the disaster management department of the BMC, "Until now there has been over 378 tree collapse incidents. 177 trees alone have collapsed in the western surburbs of the city which is the maximum number in the city.� A taxi driver died on Monday after a tree had collapsed on his car in south Mumbai near the Police Commissioner's office.

ihar’s JD(U) leader Nitish Kumar has been asking the centre for special status but the latter has been turning a deaf ear to him. The reason for this is obvious: Neither the Congress nor the BJP wanted Nitish Kumar to get the credit for this. The situation has apparently changed in Bihar. The Janata Parivar has become a strong joint poll force and the BJP has become jittery. The parivar is posing a big challenge to it. Finance minister Jaitley’s latest move to do something for Bihar soon shows his party’s move to face the challenge from the parivar. Bihar is likely to get the special status but this may not help the BJP to come to power. What is to be noted is that the BJP’s poll chance in the state has gone down. The BJP’s performance elsewhere in the country too has not been good and this will affect it’s chance in the state. No wonder then finance minister appears to have decided to give special status to Bihar. This has been described by JD(U) leaders as a bribe and they are not much impressed but it. The Bihar scenario now does not show any chance for the BJP to come to power. Bihar is ready to form the government by the Janata Parivar with Nitish Kumar as the chief minister.

AMATA BANERJEE is conspicuous by her silence on the ongoing Lalitgate controversy that has engulfed the Modi government. She rarely misses an opportunity to slam the BJP. But this time, even as the Congress, Left and JD (U) vociferously demand the resignations of the BJP’s two leading ladies, Sushma Swaraj and Vasundhara Raje, for helping an ED absconder like Lalit Modi, Mamata has refused to join their chorus. One theory is that she is reluctant to get drawn into any controversy as long as the CBI is squeezing the Trinamool with the Saradha scam investigation. At the same time, it is obvious to all that the tension between Mamata and the BJP has eased off after Narendra Modi’s personal outreach efforts. In fact, those who know her say that Modi’s charm offensive for his recent Bangladesh trip really floored Mamata. The usually taciturn and stern PM pulled out the stops to woo her before and during the visit, thereby ensuring that she accompanied him to Dhaka and didn’t drop out at the last moment like she did with former PM Manmohan Singh in 2011. First, he ordered the Indian High Commissioner in Dhaka to find a small car for her to travel in because Mamata has an ideological objection to using big cars. In Kolkata, she drives around in a grey Santro. It was difficult for the Indian envoy to find a Santro in Dhaka. Modi was even prepared to fly Mamata’s Santro to Dhaka for her. If his bullet proof BMW could be airlifted from Delhi to Dhaka, then why not Mamata’s Santro from Kolkata to Dhaka? That was his logic. Ultimately, such drastic measures were not necessary because the High Commissioner managed to find a suitable substitute. He located a Santro lookalike and even managed to get in a similar grey colour to the one she uses. Mamata was thrilled. But what made Mamata really happy was an unexpected gesture from Modi. He asked her to come to his hotel so that they could both drive together to Bangladesh President Sheikh Hasina’s official residence for the signing of the land boundary agreement. When Mamata reached his hotel, he first had a oneon-one meeting with her. Even the foreign secretary was not allowed to sit in. Then, he insisted that she ride his BMW car to Hasina’s residence. For Mamata, this was something special. She later told those close to her that although she doesn’t like big cars, it was a great honour indeed to be riding the PM’s car. Having won Mamata’s heart in Dhaka, Modi’s next project is to get her to agree to an

EA officials are surprised by Foreign Secretary Jai Shankar’s Hindi. Not only is he fluent, he has a command over the language that Hindi speakers would envy. It is particularly surprising because as everyone knows, Jai Shankar is a Tamilian. Of course, he grew up in Delhi where his father, K. Subrahmanyam, was a government official. So he did learn Hindi in school. But school is not what has given him the fluency. It seems Jai Shankar was media secretary to late President Shankar Dayal Sharma. He owes his command over Hindi to Sharma. Life is slow in Rashtrapati Bhavan, so both Sharma and Jai Shankar had plenty of time on their hands. Apparently, Jai Shankar spent many afternoons in long conversation with Sharma. And they did not talk politics or foreign policy. Sharma was a scholar and an authority on Hindi language and literature. Their conversations were largely on these and Sharma helped him correct his pronunciation, expand his vocabulary and imbibe Hindi culture. Arati R. A senior Delhi government official said that authorities had yesterday accepted 19 demands of the striking resident doctors and asked them to resume their work as the

strike was badly affecting medical services in the city. "We are planning to impose ESMA on resident doctors of government hospitals here who are continuing their strike even after the government accepted 19 of their demands and made the minutes of the meeting public," the official said. "The strike is not justified when we have agreed to all the demands. Doctors of Delhi government hos-

pitals should resume their work and not join with central government hospitals," the official added. Government had given a deadline to the doctors till 11 A.M. Today to resume their duties. The protesting doctors said they have not called off the strike as they need concrete measures from the government which, they claimed, has in the past given similar assurances but failed to deliver.

"The minutes of the meeting that has been made public is similar to the one which they (government) had given us in February. "Even that time, they had given assurances of fulfilling our demands, but failed to deliver on those. So, as of now, the strike continues until some concrete steps are taken," said Anshuman Raheja, spokesperson of the Federation of Resident Doctors Association (FORDA).

“We learn the ropes of life in college,” says Hanif Hilal, Model, Choreographer and Actor

I

n my junior college I had opted for Science but then switched over to Commerce. I’m a post graduate in Commerce. I studied in a BMC College and then went on to Pune University to do my post graduation. My college had an old British type of architecture. The first day in college was full of excitement. It marked the beginning of a new life, a new era. I was excited to meet new people and see what was in store for me. Studies were always fun. I just loved my school and college days. I liked attending classes and I loved studying too. My professors were very knowledgeable. Every school and college has these few teachers and professors that have very funny traits or style of talking or teaching. Those are the ones that are often talked about and remembered by my group of friends. I had a bike once I turned 18 and travelled to college on it. It was fun and convenient. Fortunately I was never ragged; but casual teasing and friendly ragging, yes. It was never serious or something that would leave a scar on anyone’s mind. Today, we hear of really bad cases of ragging and I am of the opinion that this offensive ragging should be stopped. Some of the best memories we make are in college. We learn the ropes of life in college. Some of my best friends till date were made during my college days. I had a lovely group of friends indeed. Our favorite eating, meeting, and socialising places were the college canteen, a pan ‘taprii’ outside college and Vaishali at JM Rd. I had a nice mix of friends - some nerds, some adventurous and some relaxed like me. My friends today are managers and head of departments at different companies and some have become businessmen.

We are all very busy but we still manage to keep in touch. My only regret in life is that I never got to stay in a hostel. But I fulfilled my desire by coming to Mumbai and staying with a friend; which was just like a hostel set up. Living in a hostel or on your own, makes you grow as a person. You have to fend for yourself and this makes you very independent. You have to take your own decisions and take responsibility for what you do. What is college life without a few pranks? Oh, my group and I have played many pranks during our college life. We once asked students from the parking lot of the college to attend classes telling them that the principal was coming to check. They were all startled and very scared and rushed to class. We made them sit in the class without the lecturer for 30 minutes and only told them it was a prank later on. Some of them laughed it off and some were really bugged at us. Of course, I have had my share of embarrassing moments too. My most embarrassing moment was when I was dared to walk bare-chested during my college days. Imagine that! I was shy then. Today, it is so casual for me. All actors in the films today are ready to remove their shirts and go topless. In fact, it is a fad to show off your six packs. Education is definitely very important and it plays a very significant role in life. My education has helped me in every way possible. It has boosted my confidence, given me intelligence and helped me in the logical understanding of life. It has also helped me in my work and relationships. Everything in my life is strengthened and understood better because of my education. Many people feel that education is not important to

anyone who takes up modeling or acting as a career. But they are wrong. Education is a must. It helps to shape your thinking and helps you to make better decisions. Above all being educated in my field is important because you have a second option and something to fall back on just in case your career in modeling or acting does not do well. Remuneration varies a lot. It all depends on how good you are at your craft; whether you are working on your own or under someone. I juggle between modeling, acting, anchoring and performing. So the odds of making a decent living are better. Today the modeling and media field is booming. There is good scope for those who want to take up careers in this field. The fashion industry in India has also come of age and so has the advertising field. This means that there are several fashion shows and advertisements being made today. Therefore, there is a good scope for a career in modeling. Films and television too are on the upswing and with so many television serials and films being produced there is also plenty of opportunity for a career in these fields. However with the growth in these fields also comes a lot of competition. So, while there are abundant opportunities there is also tough competition to cope with. You have to take it all in your stride. My advice to college students is the same advice I was given during my time - College life is the most precious time. It is the transition period of a teenager into an adult. Be smart in the choices of life you make and set good principles and form good habits during this phase. Drug major Lupin yesterday said its Board of Directors have given inprinciple approval for raising funds of up to Rs 7,500 crore. "The Board of Directors at their meeting held on June 22, 2015, approved in principle the raising of funds up to Rs 75,000 million through issue of Securities i.E., equity shares, GDRs, ADRs, convertible bonds, equity linked instruments, etc. As may be appropriate," Lupin said in a filing to BSE. Engineering and construction giant Larsen & Toubro (L&T) will list its IT services unit L&T Infotech by year-end. The company will list its IT services unit L&T Infotech by December, Chairman AM Naik said in an interview to CNBC TV18. The conglomerate will sell 10% stake in the IT services and solutions provider, Naik said. A wholly-owned subsidiary of company, L&T Infotech, with nine delivery centres, is expanding into new geographies even as it consolidates its client facing organisation in North America and Europe.

Volkswagen India To Launch 5 Products In Next Two Years

German auto major Volkswagen will launch five products, including the iconic Beetle and its popular SUV Tiguan, in India in next two years to strengthen its presence here. The company kicked off the programme with the launch of a new version of its mid-sized sedan Vento priced between Rs 7.85 lakh and Rs 11.87 lakh (ex-showroom Delhi). "India is an important market for Volkswagen. In the next 24 months we plan to launch five products," Volkswagen Passenger Cars Director Michael Mayer told reporters here. The company plans to enter new segments with the launches, he added.

Matrix Cellular Approaches Sebi With IPO Proposal

International SIM card provider Matrix Cellular has filed draft papers with capital markets regulator Sebi to float an initial public offer (IPO). The company provides country specific SIM card, offers voice, data and SMS services under the brand name 'Matrix' to travellers outbound from India. The IPO comprises an offer for sale of 15,172,540 equity shares from its promoters and existing shareholders, Matrix Cellular (International) Services said in its Draft Red Herring Prospectus (DRHP). The promoters-Gagan Deep Singh Dugal, Manjit Singh Dugal and Urvashi Kaur--have proposed to offer 25.64 lakh shares, while Aleta and AAJV Investment Trust plan to offer 1.26 crore shares.

ITC's Investment Wing Russell Credit Acquires BFIL Finance

Diversified group ITC yesterday said its wholly-owned subsidiary Russell Credit Ltd has acquired another group firm BFIL Finance Limited (BFIL). The investment firm has acquired BFIL's entire share capital of Rs 20 crore, the conglomerate said in a filing to BSE. Consequently, BFIL has ceased to be a direct subsidiary of the company from June 18, it added. "... Russell Credit Limited, a wholly-owned subsidiary of the company, has acquired the entire subscribed and paid-up equity share capital of Rs 20 crore of BFIL, another wholly-owned subsidiary of the company," ITC said.

rime Minister Narendra Modi will launch the much-publicized 'Housing for All' scheme as well as the Smart Cities and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on June 25. The issue of whether the goal of Housing For All By 2022 is a realistic one has already been debated at various levels. The objective of the scheme is to make 2 crore homes available in India's urban areas. What is essential to achieve this is a fast-tracked approval process, financial empowerment of the low-income categories to enable them to purchase a house in such areas - and unlocking land for creating affordable housing. By providing an interest subvention/subsidy scheme, the government is allowing access to cheaper structured finance to such low-income categories. Also, it has already previously increased the amount of

home loan that can be availed by people in the metro cities, thereby acknowledging the fact that houses in urban areas are more expensive, that greater financial support is therefore required. By increasing the income limits for the EWS and LIG categories, the government has also ensured that a larger portion of the urban poor will be covered under the scheme. This scheme aims to provide the urban poor with the financial muscle to buy affordable houses. The next important step is to provide the working mechanism for this scheme, with the guidelines to be formulated by the ministry and RBI, to allow for its execution by the banking sector. Which leads to the first question mark in the government's Housing For All by 2022 scheme. While the slum-dwellers will be provided livable shelters at no cost under this scheme, likely through public-private partnership slum rehabilitation project, the scheme does not offer tangible solutions for

the urban poor who is not residing in a slum and wants to own a house in a metro city. Though the loan amounts have been increased, his income levels may not qualify him for the loan disbursal amount that is high enough for him to buy a house in the current scenario, when housing prices are high. This leads us to the next question mark – namely, the issue of achieving a solution whereby cheap, newly-constructed houses are available to such class of urban poor and migrants who do not stay in slums which will be covered under the slum redevelopment part of the ‘Housing for All scheme’. To create housing for these urban poor, the only solution lies in the unlocking of land in the urban areas. The kind of housing supply that the government is targeting seems out of the question if appropriate lands are not made available. To gauge the actual land requirements to make the Housing For All

by 2022 feasible, here is a quick back-of-envelope calculation: Houses to be built: 20,000,000 Area assumed per house: 500 sq.ft. Total area to be constructed= 20,000,000 X 500: 10,000,000,000 sq.ft. Total land requirement (assuming FSI of 4): 10,000,000,000/4= 2,500,000,000 sq.ft. = 57,392 acres = 232.25 sq. km., which is around 50% of Mumbai’s area (BMC limits) Needless to say, this will require massive efforts to recognise and delineate the non-essential lands currently being held by large government bodies such as Indian Railways, Ministry of Public Enterprises, Port Trusts and Department of Heavy Industries. Unlocking such lands while speeding up the approval process and creating incentives for private sector participation are all needed as part of a large, coordinated effort if we are to realise the vision of Housing for All by 2022. he Finance Ministry has reduced penalty in cases of customs duty fraud by 10% and has amended Section 28 of the Customs Act, 1962. Hereafter, the amount of penalty payable in cases involving fraud, collusion, willful misstatement or suppression of facts with the intent to evade payment of duty, shall be 15% instead of 25%. Also, there will be a penalty not exceeding 10% of the duty sought to be evaded or Rs 5,000, whichever is higher, for improper export and import of goods. Sections 112 and 114 of the Customs Act which, respectively provide for penalty for improper import and export of goods, have also been amended by insertion of new clauses to provide for a penalty of up to 10% of the duty sought to be evaded or Rs 5,000, whichever is higher, according to Finance Act, 2015.The Ministry has also rationalised imposition of penalty on central excise duty and service tax evasions by fraud and other means, reports PTI. In case of any willful evasion of central excise duty, a penalty equal to the duty evasion will be payable. Similarly, the penalty will be 100% of Service Tax amount involved in such cases. A reduced penalty equal to 15% of the Service Tax amount is to be paid if Service Tax, interest and reduced penalty are paid within 30 days of service of notice in this regard, the Act said. However, there will be no penalty imposed on an assessee if the customs, excise duties or service tax are not properly levied, if those amounts along with interest are paid within 30 days of issuance of show-cause notices, it said.

Then, NASA discovered that there is an asteroid roughly the size of Texas heading towards the Earth, and when it does hit the Earth, the planet itself and all of its inhabitants will be obliterated, worse, the asteroid will hit the Earth in 18 days. Unfortunately, NASA’s plans to destroy the asteroid are irrelevant. That is when the U.S. military decides to use a nuclear warhead to blow the asteroid to pieces. China blocks India’s move seeking action against Pak on Lakhvi

nited Nations: China has blocked India's move in the UN demanding action against Pakistan over release of Mumbai attack mastermind and LeT commander Zaki-ur-Rehman Lakhvi in violation of a resolution of the world body as it contended that India provided insufficient information. As the UN Sanctions Committee met here at India's request, a clarification was to be sought from Pakistan over Lakhvi's release in the 26/11 trial but the Chinese representatives blocked the move on grounds that India did not provide sufficient information, official sources said. In a letter to the current Chair of the UN Sanctions Committee Jim McLay, India's Permanent Representative to the UN Asoke Mukherjee last month had said Lakhvi's release by a Pakistani court was in violation of the 1267 UN resolution dealing with designated entities and individuals.

AMASCUS: Islamic State group fighters have destroyed two ancient Muslim mausoleums in the historic Syrian city of Palmyra, the country's antiquities director said on Tuesday. Maamoun Abdulkarim said IS jihadists blew up the tombs of Mohammed bin Ali, a descendant of the Prophet Mohammed's cousin, and Nizar Abu Bahaaeddine, a religious figure from Palmyra, three days ago. Brutal Pak heatwave kills 630 in Karachi K

ARACHI: Pakistan's worst heatwave in decades has claimed at least 630 lives in the country's largest city as authorities on Tuesday ordered closure of all educational institutions and government offices and the army has also been called in to deal with the situation. The heatwave, sweeping across Sindh province, has been going on since the start of Ramzan on Friday, wreaking havoc and triggering an emergency situation in major hospitals of the province. The death toll in worst-hit Karachi has topped 630 with another eight to 10 people dead in other parts of southern Sindh as a result of soaring temperatures, a senior health official was quoted as saying by media reports.

Three major state-owned hospitals confirmed a combined death toll of 341 until yesterday. Hospitals reported deaths due to heat stroke, exhaustion and low blood pressure. Temperatures of 44 to 45 degrees Celsius have been recorded in Karachi since Friday with the scorching heat continuing till today although the met office has forecast a break in the heatwave by this evening. "We had until yesterday evening nearly 200 deaths from this heatwave," said Seemi Jamali, medical superintendent at Jinnah Hospital. "These 200 include dead bodies we have got from the scorching heatwave and those who passed away in the hospital while under treatment for heatstroke and dehy-

dration," she said. Jamali said the hospital had in four days treated around 3,000 people suffering from illnesses related to the heatwave. Doctors at the Abbasi Shaheed Hospital said 71 people had died due to the heatwave until yesterday. Saeed Qureshi, a doctor at the Civil hospital, confirmed 70 deaths. The Sindh government has imposed a state of emergency at all hospitals, cancelling leave for doctors and other medical staff and is increasing stocks of medical supplies. The Pakistan Army and paramilitary Rangers have also set up special centres for treatment of heat stroke victims and also supplied related medicines to government hospitals.

IRPUR: Stung by their first-ever series defeat against Bangladesh, underfire India will look to salvage some pride and prevent the hosts from registering a rare clean sweep when they go into the third and final cricket onedayer here today. After being outplayed in the first two ODIs to give the hosts an unassailable 2-0 lead, the visitors have faced severe criticism from all quarters, but beleaguered skipper Mahendra Singh Dhoni insists that the current team has the best available players. since their 79-run loss in the first match and the slide has been difficult to arrest. IRPUR : Bangladesh bowling coach Heath Streak has said that young pace sensation Mustafizur Rahman should be looked after and supported well to help him grow as a big match-winner. The 19-year-old left-arm medium pacer created waves by becoming only the second bowler in ODI history to bag two five-wicket hauls in as many matches first up. Zimbabwe's Brian Vitori is the other player. But Streak cautioned that Mustafizur should be handled carefully to get the maximum out of the pacer in the long run. "For me, he has to execute (his skills) more regularly and consistently. When you are training with the guys on a regular basis, you can make their skills better. There's no magic trick. It is making sure they are training at a high level for a long period of time. "We discussed some other options (after the first ODI) if he didn't succeed with what he was doing in the first game, some variations that we might have to try to counteract it. India would have seen his video footage," he said. The 41-year-old, who was appointed as bowling coach last year for a two-year period, said that the support staff, including coach Chandika Hathurusingha, are working hard to improve the fast bowling scene in the country. "I work closely with the head coach and we thought the Mirpur wicket does help the seamers," Streak said. "Mustafizur has been bowling well. We fought hard to get him into the T20 squad against Pakistan and he showed what he is capable of. Since then it has been good to have Mustafizur, Taskin (Ahmed) and Rubel (Hossian) who we know can perform. "Mashrafe (Mortaza) has been a consistent performer for Bangladesh for a long time now. We have a good group and we felt India wouldn't expect that."

I think we are used to the fact that we do lose a few, but we win more, which has kept us in good stead. "But going into this game (third ODI), we've really got to free the birds up and try and play as positively as we can," said the spinner. Asked whether the Indian team had a meeting after it lost the second match, Ashwin said: "They happen as they need to. We have a particular format and we meet before the game. It will continue that way. We don't have any emergency meetings." Ashwin said he would not want to blame just one department -- batting or bowling -- for the failure of the entire team. "It's a team, and it's eleven individuals who come together and play. I don't want to isolate batting or bowling and say, 'This didn't work or that didn't work'. That is the start of a break in the team and that will not happen as far as I'm concerned. If you bat well, the bowlers have a good chance of winning games and if you bowl well, the batsmen have a good chance of winning games," he pointed out. "It's very easy to say this department didn't work. The bowlers have only 10 wickets to take but 10 overs to give runs and face the brunt of what the media has to say. Both bowling and batting are equally tough. As a bowler, you don't have the numbers as a batsman. You can only pick up two-three wickets normally. The roles are very important and very definite. IRPUR: India off-spinner Ravichandran Ashwin has said that the team is standing strongly behind beleaguered skipper Mahendra Singh Dhoni and there is no change in the dressing room atmosphere despite the visitors losing their first-ever ODI series to Bangladesh. India lost the first two ODIs of the ongoing three-match series to allow Bangladesh take an unassailable 20 lead and captain Dhoni received a lot of flak. "If you don't go behind your leader (now) then when will you? So as far as I am concerned it's like an army, if you don't go behind your leader then you are definitely going to get shot. If my captain asks me to die on the field, I'll do it," Ashwin said in a media conference. "It's not just now, any captain you have to go behind him. If he asks you to die on the field, then you have to be prepared to do it." Calling Dhoni one of the legends of Indian cricket, Ashwin said: "He is one of star cricketers. He has done so much for the nation. We can't really forget what he has done. "Yes, I know bad results crop and all kinds of statistics crop up. HAKA: The personal coaches of India's limited overs skipper Mahendra Singh Dhoni and Test captain Virat Kohli have spoken to TV channels, giving indications that all is not well in the dressing room.Some Indian channels are putting up screaming headlines like 'Knives out after humiliating defeat in Bangladesh', reports bdnews24.com.Dhoni's coach Chanchal Bhattacharjee told a TV channel that the Indian skipper was "tense". "The dressing room atmosphere is worrying him, he is not able to concentrate on the game."Within hours of Bhattacharjee's comments, Kohli's coach Raj Kumar Sharma was seen on another channel describing the One-Day International (ODI) series loss to Bangladesh as "the most humiliating thing for Indian cricket". But some cricket analysts in India see in the 'war of coaches' a bigger problem - that Dhoni and Kohli are not pulling on well. Many players have also asked the BCCI to cancel the impending tour of Zimbabwe on grounds that they were very tired.TV channels running the story had not identified the players or the reaction of the BCCI so far but former captain Krishnamachari Srikanth said the team had been playing continuously since October last year.
