lthough both Shiv Sena leader Sanjay Raut and Bharatiya Janata Party (BJP) leader of opposition Vinod Tawde jointly argued that their mutual 25-year-old alliance continues, the four Mahayuti allies are not agreeing to the seat sharing formula offered to them. At the time of going to the press late yesterday night sources disclosed that the BJP leadership appeared to have sided with the four Mahayuti allies who have threatened to walk out of the alliance if they are not given their due share. Sena yesterday offered a fresh seat-sharing formula of 151 seats for self, 130 seats for its ally Bharatiya Janata Party (BJP) and seven seats for their four Mahayuti allies. The for-

hile the election commission has already declared the election duties for teachers, the duties seem to increase the load of the teachers besides the election work. Though teachers will be on election duties from October 13 to October 15, they will have to report to their schools on October 16 which is the next day after polling. Teacher have said that it is not possible to continuously work for three days on election duties and take up school work immediately on the next day as it will lead to stress and health issues. Hence the teachers across the

state have demanded a holiday on October 16. As per the rule of the Government, school teachers are handed over the election duties both on the voting days as well as the counting days. Teachers are compulsorily asked to take up the election duty. As per the rule, teachers have to be for the duties from the start till the ballot boxes are taken over by the election commission members. or people who have been diagnosed with tuberculosis (TB) and are scared of the treatment regime and its side effects, must take a leaf out of a 17-year-old girl's life. This teenager from Mumbai who had been diagnosed with TB two years ago missed her Class X exams owing to her poor health but came back with a bang and scored 65 per cent in the board exams that she appeared for a year later, pri-

vately. “When I was diagnosed with TB, I was shocked. At first, I was reluctant to even accept the diagnosis. When the acceptance came in, fear of the medicines set in, especially the injections. I am really scared of injections,” said this smiling teenager. The mother of this girl who is called the pillar of strength by her daughter said, “Those were difficult times. It started when she was in Class IX. She used to have frequent bouts of cough, fever and vomiting. For days together, she was given antibiotics which gave her temporary relief but then again after a few days she used to fall sick. We were never asked to take Kajal for any diagnostic tests. But after she finished her Class IX exams, we got some tests done where she was diagnosed with TB. It was a shock for us. But we moved ahead and started thinking

Since 2010, Mumbai has had 6701 cases of Multi Drug Resistant (MDR) TB registered under the RNTCP out of which 349 have been cured and are no longer on treatment while 3,784 are still undergoing treatment. There have been 717 people who have defaulted on the treatment regime by not coming for treatment for more than a month or so. A good 538 people had started their treatment in Mumbai and have been transferred elsewhere. There have been 23 cases of treatment failure which means their sputum culture has remained positive even after six months of treatment and 1,033 cases of death due to MDR TB. Also, there are 257 cases of Extremely Drug Resistant (XDR) TB. From 47 MDR-TB patients detected in 2010, the cases have risen by up to to 2,615 till 2013. This rise is being attributed to better diagnostic facilities by the BMC.

This has forced the students to pay for it even though they do not wish to buy it. Students claim that, this is just a money making activity of the colleges forcing students to spend money for the clothes. As per the Maharashtra Universities Act 1994, every college affiliated to a varsity of the government has to follow the fees structure as stated by the University. Even the colleges having autonomy have to follow the fees structure as stated by the University The cost of the uniforms, blazers or formals given by the colleges range from Rs 2,000 to Rs 5,000. The cost of the clothing is stated as an extra segment in the fees structure besides the regular fees structure of the University. Students also claim that these formal clothes are given by the colleges only after the end of one whole semester. A student, from a Ghatkopar based college says, “We forcibly have to pay fees for the formal clothes even if we do not wish to buy it. We already have formal clothes and if not we can buy them at cheaper rates from shops. These clothes given out by the colleges are far more expensive as considered to market prices and we don't want to buy them. Colleges also give us these clothes at the end of the se-

mester which can be used only in the next semester. It's a looting act by the college and the University should look into this issue severely.” Dr T Shivare, Chairman, Nongrants Colleges Association, who says “This is a punishable offence. Colleges cannot charge more than the fees decided by the varsity. The hike might depend upon the infrastructure of the colleges and the facilities provided; but if at all any students is suspicious about the fees, he can report the same to the varsity and strict action can be taken against the concerned institution.” Last year, the ADC had reported a story where students from Bachelors of Banking and Insurance (BBI), in colleges affiliated to MU had to pay a fee of Rs.17,225, whereas for that of BBI, the fee is Rs.18,225, including the charges for identity cards, cultural programs, library fees, and sports fees. The ADC, found out that private colleges have been structuring their fees with a hike of around Rs.5,000 to Rs.6,000 for each semester. The ADC, spoke to Pradeep Sawant, students Grievance Cell member, who said, “Colleges cannot make a compulsion over such activities of purchasing and including the rates of uniforms in the fees structure. Students should step ahead and complaint to the Students Grievance committee which will keep the name of the student secret and assure strict action against the college”.

Women-driven taxis to be launched in November By Aroosa Ahmed

wo hundred women-driven radio taxis will soon be seen in the city, with the sole bidder, Priyadarshini Cabs, getting the permits for the 200 women exclusive taxis. These will be launched across the city in November. The permits are likely to be given out in October. The bid for this was invited by the RTO on behalf of the state government. Susieben Shah, the owner of Priyadarshini Cabs, speaking to the ADC, said, “I'm very happy today as now we will have 200 taxis driven by women. Anything which involves women has a lot of struggle but I'm glad we finally got what we have been praying for. To get ourselves a separate counter at the airport was a struggle but now it is done and 200 women will soon be

empowered.” Speaking about the launch of these, Shah said, “We expect to receive the permits in October and will launch the women exclusive taxis mostly on November 19 as it is Indira Gandhi's birthday. We will soon start training the new drivers in etiquette and technology like wireless communication.” The 200 cabs are expected to be in the city in a time frame of 18 months. However, they can apply for further extension. Vidya Vaidya, activist, 'H' west ward Federation, reacted to the news calmly, saying, “The introduction of the women exclusive fleet cabs is good, but we need to also think about the safety of the cab drivers because they will not be choosing the passengers. he fracas over the sensitive issue of seat-sharing continued between the Congress and the NCP for the upcoming state Assembly elections even on Tuesday, as the NCP remaining firm on its demand for 144 seats and the Congress not willing to concede more than 124 to its ally. After the inconclusive round of talks one more round of negotiations started late at night in which senior leaders of both the parties were present. After the crucial morning meeting, speaking to reporters at Tilak Bhavan, state Congress president Manikrao Thakre said, “Both the parties have put forth their proposals. We have come two steps forward and now we expect the NCP to come two steps ahead. If we are not able to keep the alliance intact, Congress should not be blamed. We are expecting positive response from NCP”. The NCP's core committee chaired by party chief Sharad Pawar had gone into a huddle in Mumbai on Monday, where it reaffirmed that the alliance should continue but insisted on getting a larger share of the state's 288 Assembly seats than

Life imprisonment for murderer of senior citizen By Santia Dudi

he Sessions Court on Tuesday convicted Radhe Mandal (23) for murdering a senior citizen in 2011. Radhe Mandal was convicted by sessions judge D W Deshpande for murdering 68-year-old Bharti Kapoor Chand Shah. Mandal was found guilty for murder (IPC 302) and robbery (IPC 392) and was sentenced with Rigorous Imprisonment (RI) for life. Additional Public Prosecutor (APP) J V Kenjalkar told the ADC that the accused was also working with a vendor, Santosh Raza, who gave him a mobile phone. The police in its investigation found that the location of the phone was Bihar. The accused was then arrested on

September 20 from Madhubani bus stop in Bihar. “Two diamond-gold rings and one mobile was found from the accused. Later, the prime witnesses – Ela Mehta (sister) and Hansika Patel (neighbour) – identified the jewellery and told the police that it belonged to the victim,” Kenjalkar said. Ela and Hansika also identified the accused in the Personal Identification (P I) parade which took place at Arthur road jail. The prosecution produced 21 witnesses. The accused was punished with Rigorous Imprisonment for life for the murder and seven years for robbery. Bharti (68) was residing alone at her flat in Anand CHS at Andheri (W). Bharti's sister Ela Mehta (75), visited her on September 8, 2011,

and found three people working as domestic help at the house. On September 11, Ela called Bharti but there was no response from Bharti's side. On the morning of September 12, she tried to contact Bharti again but all her efforts went futile. She then contacted Bharti's neighbour, Hansika Patel, who informed Ela that Bharti's door was locked from inside. After opening the door with duplicate keys, Ela found Bharti lying on the bed and her mouth tied with a small table cloth. Her gold chain and bangles were missing. All the three domestic servants were absconding. Bharti was rushed to the hospital where she was declared dead. The post-mortem analysis report stated that Bharti Shah was strangled to death. he main pipeline of Tansa lake – one of the six lakes which supply water to the city – developed a three-feet crack and burst near Tilaknagar at 5 am on Monday while water supply was in progress. The civic body had immediately imposed water cuts in L ward areas, including Kurla, Tilak Nagar and Nehru Nagar and also in wards covering areas like Everard Nagar, Chuna Bhatti and Rahul Nagar. said, “The crack in the pipeline occurred and hence the water pressure was been reduced, because the repair work was going on as the pipeline is old and part of the 100-year old distribution network. IT to monitor use of black money in elections

he Income Tax Department in Mumbai has set up a roundthe-clock control room and complaint monitoring cell to check use of black money during forthcoming Assembly elections. As per the instructions of the Election Commission of India, the IT Department has floated a helpline number for general public to alert it about any suspicious movement of large sums of cash or bullion in Mumbai. The telephone numbers of the Control Room are 022-22635511, 22627275 and 1800022-0115 (Toll Free). According to a press release is-

sued by the Director General IT (Investigations), Mumbai, “In cases where Income Tax authorities receive any information about movement of large amount of cash or bullion, they would investigate the cases as per the provisions of the Income Tax Act, and shall seize the cash or bullion if no satisfactory explanation is furnished.” The IT Department has advised the public to carry necessary documentary evidence, including Identity Card and PAN card, while carrying large amounts of cash or bullion in order to avoid unnecessary inconvenience.

n a shocking incident, a 36-year-old man was brutally murdered by a gang of goons after he and his brothers opposed to eveteasing of students studying in private coaching classes in their locality in Virar late on Monday night. alias Vishnu (19) have been arrested while their three accomplices are still at large. According to the police, the incident was reported from the Gandhi Chowk area of Govind Nagar in Virar (E) where Bhaskar Jha operates Toppers Planet – a private coaching class in Shri Shiv Pradosh building. It has been alleged that local goon Nariya and his cronies used to tease the girls from the classes, following which Jha had registered a complaint with the local police station 10 days ago. Irate over this, Nariya landed in the classes on Friends and kin with Shashi Jha’s (inset) body outside the police station.

Monday night and picked up a quarrel with Jha for registering a complaint against him. The situation took a violent turn when Nariya and his aides mounted an attack on Jha and his brother Rajneesh. Hearing the commotion, Jha’s relative, Shashi Jha (36), reached the spot and tried to intervene. But it only made the situation worse as the goons whipped out a knife and slit Shashi’s throat. A profusely bleeding Shashi died on the spot. Blaming the local cops for their deliberate negligence in taking timely action against the influential

goons, the family of the deceased as a mark of protest took the body to the police station. After an assurance by senior police officials of nabbing the culprits within 48 hours, the grieving members relented and went ahead with the last rites. “We have arrested Nariya and Vishnu for their involvement into the murder, while a hunt was on to nab their absconding accomplices. he Malwani police have detained a 34-year-old man after they found his live-in girlfriend's body at her Madh Island residence on Monday evening. According to the police, they received a call from Raju Apartments in Madh Island on Monday evening about a woman's body in her house. On reaching the spot, the police found the body of Anu Sharma lying on her bed. The woman, who was working as a hair dresser in Bollywood, had been strangled to death. The woman's neighbour, Sunita Prajapati, told the police that Sharma was staying with her boyfriend in the apartment for the past two years. The flat had been rented by the boyfriend, Manjit Keshav, who is a smalltime model. Parajapati told the police that the couple often had food at her house. On Sunday, after having dinner with Prajapati, the couple had retired to their house. On Monday afternoon when Anu did not turn up for lunch, Prajapati got worried and approached her apartment. "Prajapati said that she found the front door open so she pushed it and entered the flat. When she went to the bedroom she found Anu lying on the bed. She tried to wake her up but realised that she was dead," said a police officer from the Malwani police station. The Malwani police has sent Anu's body for a postmortem analysis and have registered a case of murder. Since there was no sign of break in or anything broken to suggest robbery, the police began tracing Manjit as she was last seen with him. The police have detained Manjit as he was the prime suspect in the case.

The accused, identified as Bhavesh Mehta, in his fifties, who works as Deputy General Manager (DGM) with a well-known private firm in neighbouring Navi Mumbai, has been booked under IPC section 509 (Word, gesture or act intended to insult the modesty of a woman) and relevant Information Technology Act, said Santosh Bhandare, senior inspector at Meghwadi police station. The victim, who is married, lodged the FIR with the police yesterday; a hunt is on to trace the accused. According to police, the 40year-old woman working as an accountant with a techni-

23-year-old man has been arrested by the Vakola police for allegedly raping a minor under the pretext of marriage. The accused and the victim stayed in the same locality in Vakola Santacruz (E). On Tuesday morning, the girl reported stomach pain due to which her family took her to the civic-run V N Desai hospital. During the medical examination, the on-duty doctor was shocked when he realised that the girl was threemonth pregnant without being married. The hospital immediately informed the police who later recorded her statement. In her statement to the Vakola police, the victim stated that she was in love with her brother's friend for two years. In March, the boy, Bharat Manjrekar, promised her of marriage and raped her at his house. When she realised that she was pregnant, she informed Bharat but he refused to marry her. According to Vakola Police station sources, they have arrested Bharat. He is unemployed, and has confessed of raping the minor. Of the 412 tenders, 290 were under the range of Rs 20 lakh each.� He further informed, “A total of 122 of these tenders were under the minimum category of Rs 3 lakh and 229 tenders were cancelled, the total amount of which was Rs 13 crore and 8 lakh.� “In all there were 183 tenders which were completed for Rs 9 crore and 26 lakh. Around 23 engineers were involved in this scam amounting to Rs 6 crore and 41 lakh. The probe is still going on for the other engineers under deputy municipal commissioner (zone 1) Vasant Prabhu who will be further investigating the matter,� explained Kunte. Kunte also ensured that

There should also be a check on such malpractices in other departments where tenders running into thousands of crores are floated.� Former Mayor of the city Sunil Prabhu said, “All the major decisions are taken under the eye of the civic

The e-tendering system was introduced by municipal commissioner Sitaram Kunte in 2012 to bring transparency into the system for handing out CWCs, which are worth around Rs 5 lakh each. wo weeks after the Bombay High Court was informed by the state government that it had filed an FIR against 27 persons who had secured double allotment of houses under the Chief Minister's two and five per cent discretionary

quota by submitting false affidavits, the High Court on Tuesday decided to appoint a one-man committee of a retired district judge which will scrutinise all applications since 1989 for acquiring flats under the quota. A division bench of Justice Abhay Oka and Justice Girish Kulkarni were hearing a PIL filed by former journalist Ketan Tirodkar, challenging double or multiple allotment of flats. The PIL stated that beneficiaries of flats under the CM's quota were either related to MLAs or MPs or were influential politicians themselves and the common man did not benefit from those schemes. In its last hearing on Sep-

tember 9, the urban development department and the housing department had tendered their additional affidavits to the court stating the action taken. These were given after the HC had rapped the government for not initiating criminal prosecution against the double allottees instead going easy on them after they agreed to return the second flat or pay the market price. However, during the hearing on Tuesday, the bench asked the Registrar General of the High Court to give a list of names of retired judges, who could be appointed on the committee that would study applications which had sought flats under the CM's

quota and also affidavits filed by applicants to find out whether any beneficiary had got double allotment of flats by giving false declaration that he or she does not own a house in the state. “This committee would also verify whether a beneficiary of a flat in one agglomeration had got another house in another agglomeration. We would pass an order on September 29 on appointment of a retired district judge for this committee,” the bench said. According to the affidavit filed by the state government, there were a total of nine agglomerations in the state. Meanwhile, the bench directed the state to submit additional data about the flats it

had taken back from those who had been allotted double houses from the CM's quota and also more information about FIRs registered against double allottees. As per the affidavit filed by the housing department, in 11 cases, beneficiaries had secured double allotment of flats in two as well as five per cent discretionary quota. Of these, seven beneficiaries had initially secured a flat under two per cent quota and later another flat under five per cent quota. Hence, the urban development department had in a letter on August 30, 2014, sought action in these cases. It was also informed that in the remaining four cases, the beneficiaries

had initially taken flats under five per cent quota and later under two per cent quota. The government said that action was being initiated against these beneficiaries for giving false declarations stating they or their family members had no flat in the state, in order to get second allotment of houses. On March 20, the HC had struck down the state's policy for allotment of houses to the beneficiaries under the CM's quota. or the last several days, the BJP and the Shiv Sena have been furiously quarrelling over seat-sharing with regard to the ensuing assembly elections. And Uddhav Thackeray has been saying he wanted to become the chief minister of Maharashtra and only a few hours after he said he did not want to become CM. It has become quite clear that Thackeray is hell-bent on becoming the CM. He did not want the BJP to have more seats than his party. He was not even prepared to accept equal number for both parties. He proposed 151 seats for Shiv Sena and 119 for BJP. This was not acceptable to the BJP which wants a decision has to be taken in this regard only after the election results are out. The Shiv Sena keeps giving strange explanations and excuses but one thing has become clear: Thackeray wants to become chief minister. He keeps declaring he wants to become CM and in the same breath he says he does not. This errosive exercise has gone on several days. There have been many meetings between Shiv Sena and BJP leaders. The Shiv Sena chief still regards the BJP as a junior aprtner. There has been however a big change in this regard. With Modi magic sweeping across the country, the BJP leaders now want to get the lionshare in the partnership.

arendra Modi is not the first prime minister to have misread the Chinese or the Pakistanis. Every Indian PM from Indira Gandhi onwards has dreamt of making foreign policy history by fixing our troubled ties with these two neighbours and received a bloody nose for the effort. The Chinese incursion into Chumar during the visit of President Xi Jinping has been a shock to Modi. He had laid out the red carpet for his Chinese guest with cosy personal touches like a walk along the Sabarmati riverbank and a Gujarati feast under the moonlight. The Chinese responded with what is believed to be its most aggressive incursion into Indian territory. What is particularly galling, according to a government source familiar with the development, is that the demarcation of territory in the Chumar sector has never been disputed and the Chinese have always stayed on their side of the LAC. It would seem that Beijing has upped the ante on the long standing border dispute with this incursion. While the Indian side is still trying to fathom China’s motives for raining on Modi’s parade, the incident at the border has left a bad taste in New Delhi’s mouth and threatens to sour the new government’s China initiative. Modi raised the issue twice with Xi Jinpeng who promised that the troops would leave immediately. Instead, the Chinese army has moved in deeper. In effect, Beijing has punctured Modi’s dream of a new Asian paradigm to challenge the West. Modi made a grand entry on the world stage by inviting SAARC leaders to his swearing in ceremony. He followed this up with two quick visits in the neighbourhood, set the ball rolling for a BRICS bank which aims at redefining the international financial architecture and raised his foreign policy pitch to dizzy heights with dramatic showmanship in Japan. The hype has been deflated. First, Pakistan refused to heed our demand to turn away Hurriyat leaders who had come calling to the High Commission in Delhi. And now the Chinese have ignored repeated requests from no less a person than the PM to pull back its troops from Chumar. Modi has had his first lessons in diplomacy and they haven’t been pleasant. It’s time he got himself a couple of hard headed foreign policy advisors to help him shape his interaction with the world.

ajasthan Congress chief Sachin Pilot has created a stir in his party after the stunning victories in the recent by-polls in the state. He’s just six months into the job but he pulled off a near miracle by snatching away from the BJP three of the four seats for which elections were held. While old-timers are loathe to give him credit, the fact is that Pilot worked hard. His strategy was three-pronged. One was to choose local candidates after consulting Congress workers at the block level. The second prong was to address as many meetings as he could. He ended up addressing 140 meetings while former chief minister Ashok Gehlot managed only five and Rahul Gandhi confidante C P Joshi did just one. The third prong of his strategy, and this was probably the most effective, was to draw youngsters into the Congress campaign. In fact, the campaign was largely led by the youth who went door to door, village to village to canvass for Congress nominees. The Congress should forget about Rahul Gandhi and the succession issue in Delhi and focus instead on promoting and grooming state level leaders like Sachin. This may help revive the party on the ground, which is where it matters.

Erroneous map creates controversy THERE is another controversy over the Indian Map drawn by the Gujarat government, allegedly showing Arunachal Pradesh as a disputed territory. Coming as it does almost immediately after the high-level talks between the Premiers' cordial meeting in Gujarat and signing of 12 MoUs for about USD 20 billion, this error cannot be condoned. It is not clear at this stage as to how China would react to this map drawn by India at the international level. Minister of External Affairs and the Secretaries should have taken utmost care in the map when dealing with the Premier of a strong nation on a sensitive border issue. This oversight and carelessness at the higher level cannot be condoned to avoid such recurrences. It is known universally that no nation can afford to trust China. Our PM, in spite of knowing this hard fact, did not mind walking the extra mile by heartily extending pleasantries and cordiality fervently hoping to create a congenial ambience to ensure that the Chinese respect the LAC so that the intermittent incursions become a thing of the past in the light of the investments and smooth trade relations. ew Delhi: Amid continuing standoff on the borders, India YESTERDAYtoday said engagements with China were underway at "different levels and different places" and made it clear that the country's border security was in safe hands. India's response came a day after Chinese President Xi Jinping asked the People's Liberation Army (PLA) to be combat ready to win a "regional war". The Spokesperson in the External Affairs Ministry also said that quite diplomacy was at works to address these incidents "expeditiously" following meeting between Xi and Prime Minister Narendra Modi. "Following up on the meeting of the two leaders, diplomacy is underway, we are addressing those issues expeditiously, quietly, and at various levels in different places," he said. Asked about the continued standoff in Chumar and Demchok, the Spokesperson did not give a direct reply and only said that border issues are best handled by those who are placed there. "I will not get into the details of what the situation on border is because they are best placed to respond to it." Asked about Xi's comments, he

parried a direct answer, saying, "We are confident that our border security is in hands which will ensure our safety and security." Replying to another question, he said both Modi and Xi had acknowledged that the border issue should be addressed expeditiously. Coal scam: CBI seeks time to file revised closure report N

ew Delhi: CBI yesterday sought some time to file a "revised closure report" in a special court in a coal blocks allocations scam case involving JAS Infrastructure and Power Ltd and others. CBI, which was scheduled to file the revised report today, told the court that the supplementary closure report was almost complete and it will be filed within a week's time. Special CBI Judge Bharat Parashar allowed the submissions of the agency and fixed the matter for October 9 for filing of revised/supplementary closure report with more details in the case. "Senior public prosecutors state that revised/ supplementary closure report is at final stage and it will be filed in next five-seven days," the judge said. During the hearing, the court asked CBI's investigating officer (IO) to give the names and designations of the Coal Ministry officials who were dealing with the 35th and 36th screening committee. Sharma and A P Singh assured the judge that the IO would file all the relevant, relied and unrelied upon documents in the court before the next date of hearing. The agency had earlier informed the court that it will file today a revised closure report giving details of the coal scam case in which the judge had observed that the probe was "incomplete". It had said the agency will file a comprehensive revised closure report which would be "explanatory" in nature. CBI's move had come after the court's earlier observation that nothing was clear in its closure report and it was irked over the agency adopting different yardsticks in different cases and not following a uniform policy in its investigation. The court was hearing arguments on the closure report filed by CBI in the case in which it had lodged FIR against Nagpur-based businessman Manoj Jayaswal and others for alleged irregularities by JAS Infrastructure and Power Limited in acquiring the coal blocks.

Not allowing sexual intercourse for a long time is ground for divorce: SC N

ew Delhi: Not allowing a spouse to have sexual intercourse for a long time by the partner amounts to mental cruelty and can be a ground for divorce, the Supreme Court has ruled. "Undoubtedly, not allowing a spouse for a long time, to have sexual intercourse by his or her partner, without sufficient reason, itself amounts to mental cruelty to such spouse," a bench headed by Justice S J Mukhopadhaya said. It upheld Madras High Court verdict by which it had granted divorce to a man after he alleged that he was subjected to cruelty by his wife in various ways including refusal to consummate the marriage. The apex court refused to give credence to the wife's testimony that she refused to consummate marriage as she did not want a

child. The court, however, directed the husband, who is based in London, to pay Rs 40 lakh as one-time alimony to the wife. "We are of the view that in the facts and circumstances of the case keeping in mind the economic status of the parties, a direction to the respondent to pay Rs.40 lakhs as one time alimony to the appellant(wife), would meet the ends of justice," it said. The High Court had also refused to accept the explanation of the wife for not consummating marriage saying, "Admittedly, both of them (husband and wife) are well educated and there are so many contraceptives available and they could have used such contraceptives and avoided pregnancy if they had wanted". No urgency to release Asaram on bail on health grounds: SC N

ew Delhi: The Supreme Court today refused to grant bail to self-styled godman Asaram Bapu on health grounds in Jodhpur rape case as his medical condition was found to be stable. After going through the report prepared by medical college at Jodhpur, the apex court said that there does not seem any urgency and he has been on medication for the last 15 months. A bench headed by Justice T S Thakur, however, said that he can be allowed to get treatment for his ailment at appropriate hospital. It also said that he can be allowed to Asaram Bapu

get out of jail only after the examination of critical witnesses in the case. It asked the Rajasthan government to place names of critical witnesses on the next date of hearing on October 14. The bench also objected to the plea of Asaram's lawyer that he should be allowed to argue first on the age of the victim before the trial court as she is not a minor as claimed by the prosecution. "It is non-issue whether she is a minor or not. You somehow want to obstruct the trial," the bench said.

dobe recently announced its thin-tipped new Ink stylus, as well as the Slide ruler and plan to position it as a premium product. These are a pair of hardware devices specifically designed for drawing on an iPad. Codenamed ‘Mighty’ for the pen and ‘Napoleon’ for the (short) ruler, these simple devices drew advanced functionality from their connec-

tion to the cloud. Ink is a three-sided aluminum stylus that features pressure sensitivity and connects to Adobe’s Creative Cloud, which gives users access to things like photos and color palettes. Ink works in tandem with Slide in order to create straight lines and precision shapes. These two accessories are accompanied by the release of two new drawing apps for the iPad. The first is Adobe Sketch – a free-hand drawing app that is designed to integrate with Ink, and utilises a menu activated by using the stylus in order to change tools, colors and more. The second app is Adobe Line – for drawing and drafting with precision – used to create images with straight lines, geometric shapes, and more. Line also has the same Touch Slide tool as Sketch. From 19881990, I studied science in Jai Hind College and in 1990-1995, I studied at Dr D Y Patil Medical College; in 1996-2000, I studied in T N Medical College and Nair Hospital. Dr D Y Patil College has an exquisite architecture and stands as a landmark structure in Navi Mumbai. The first day in medical college is unforgettable. I had to sit in the anatomy room surrounded by corpses and get used to the stench. They say if you can survive that you are through the five years of medical college. The professors were excellent teachers with 20 years of experience in teaching medical students. They were remarkable in their respective fields and had tremendous experience which helped them teach us well. We were taught various subjects like Anatomy of human body, Physiology, Biochemistry/ Pharmacology, Microbiology, Forensic medicine, Surgery, Obstetrics &Gynecology, ENT, Ophthalmology, Medicine etc. Human Anatomy was my favorite, and I loved the study of human bones and their muscle attachments. I had a passion and curiosity for the working of the human body. I scored a distinction in Human anatomy in the first year of medical college. Indian medical education is the best. Indian doctors are better than anyone and anywhere abroad. I would encourage students to pursue medical education in India. College life was fun but it also involved a lot of hard work. I enjoyed my college life and also gained tremendous knowledge. Since we spent long hours at college, the bonding with friends was awesome. I had wonderful classmates with whom I am still in touch with thanks to Facebook. My friends were a lovely set of intelligent, fun loving, and caring friends. The bonding we shared and continue to share till today is tremendous. Let’s empower women through education V ice President Mohd Hamid Ansari has laid stress on empowering women and minorities through education. Participating in an interactive programme with the students of Sophia College for Women in Mumbai recently, the Vice President of India answered queries on wide ranging topics covering education, sports, role of media and international relations. Ansari said that although a good beginning has been made with the enactment of Right To Education Act, the primary education results are very uneven. “Education is a partnership process. It is the responsibility of the parents to send their children to school, and it is the responsibility of the schools to impart good education,” the Vice President said. He further added, that through RTE, the process of admitting children in schools is largely being met, but the school system is failing in imparting quality education. Ansari said, the scenario can be changed to better through society’s intervention rather than government initiated measures. Commenting about growing stress level in the field of education, Vice President observed that “Excellence requires hardwork. The challenge is to transform stress into enjoyment.” Ansari also said that sports should be made part of the curriculum under the RTE. “Right To Sports must be part of Right To Education. That is where the talent lies, which India needs to locate, if it were to excel in variety of sports,” he said. Replying to a query whether he supported reservation for minori-

ties, Hamid Ansari said, “Our Constitution provides for equality of opportunities. If some people are found to be less than equal, then the state has to take necessary steps to place them on an equal footing.” He further added that he would refrain from using the word ‘reservation’, and rather prefer to call it ‘affirmative action’. Vice President expressed his disappointment over present representation of women in Parliament. He observed that women MPs numbering about 60 in a house of 545 is abysmally low. Ansari said the Bill to ensure greater opportunities for women has been passed in the Rajya Sabha, and hoped that it would be passed by the Lower House soon. “If we fail to create equal opportunities, we lose out on constructive contribution of many brighter women,” he added. Ansari answered many other questions ranging from India’s chances of getting a permanent seat at the UN Security Council, youth around the world being swayed by ISIS ideology in Iraq and Syria, need for retaining English as a link language of administration etc. The Governor of Maharashtra, C Vidya Sagar Rao, was also present as the Guest of Honour. In the afternoon, the Vice President also paid a visit to the Tata Institute of Fundamental Research at Colaba and interacted with Faculty and PhD students. A visit to the Asiatic Society, is also part of his schedule before flying back to New Delhi completing his four-day Mangalore, Goa, Karwar, Mumbai tour.

The market opened flat at the 8144 points level. It then rose into the green and registered the day’s high at the 8159 points level at 9.24 a.m. The index then declined sharply into the red and registered the day’s low at the 8064 points level at 3.21 p.m. and then turned into a range bound movement until closing at the day. The Nifty witnessed a choppy session, moved in a range of 152 points and closed below the psychologically important 8050 points level. Sentiment was extremely bearish and amongst the 50 Nifty stocks 44 were losers, while just 6 stocks closed in the green. All the sectoral indices closed in the red. Substantial selling was witnessed in realty, oil & gas, PSU and capital goods stocks.

The sensitivity of Asian currencies, including the Indian rupee to the US dollar has "fallen" this year and the INR is expected to end the year at 61 despite a strong USD, a Bank of America Merrill Lynch report says. According to the global financial services major, the USD/ INR is likely to end the year at 61 despite a strong USD. It has also revised its end-2015 forecast to 60 after factoring in a stronger balance of payments (BoP). "The RBI's range of tolerance for USD/INR and its intention to build reserves will be the single-biggest driver of the rupee over our forecast horizon, in our view," the report said. A stronger USD is a clear downside risk for the INR but our estimates suggest the sensitivity to the DXY index has fallen, BofA-ML said in a research note, adding that USD/INR can stay below 62.

Qatar Airways Penalised For Deficiency In Service

A consumer forum has directed Qatar Airways to pay Rs one lakh to a man for loss of his baggage during his journey from London to Doha in 2007, saying it was a case of "deficiency in service" leading to "harassment". The New Delhi District Consumer Disputes Redressal Forum, presided by C K Chaturvedi, asked the airline to pay the money to Pradeep Saluja, whose baggage was lost during the journey in September 2007. "It is an admitted case of rendering imperfect services, by not being able to prevent the baggage from being stolen or lost or remaining untraced for six months," the forum said, while noting that airlines had placed its liability as per weight--USD 20 (Rs 1,217.45) per kg. The forum said that it was a case of "deficiency in service" leading to the loss and "harassment" and not for liability according to the Carriage by Air Act.

martphones will account for two out of every three mobile connections globally by 2020, according to a new report that pegs India as the fourth largest market of hi-tech phones in 2014. The report, "Smartphone forecasts and assumptions, 2007-2020", prepared by GSMA Intelligence, finds that smartphones presently account for one in every three mobile connections, representing more than two billion connections. It forecasts that the number of smartphone connections will grow three-fold over the

next six years, reaching six billion by 2020, accounting for two-thirds of the nine billion mobile connections by that time. Basic phones, feature phones and data terminals such as tablets, dongles and routers will account for the remaining connections. The study excludes M2M from the connections totals. "The smartphone has sparked a wave of global innovation that has brought new services to millions and efficiencies to businesses of every type," said Hyunmi Yang, Chief Strategy Officer at the GSMA. "One billion new smartphone connections are expected over the next 18

months alone," Yang said. According to Yang, in the hands of consumers, these devices are improving living standards and changing lives. "As the industry evolves, smartphones are becoming lifestyle hubs that are creating opportunities for mobile industry players in vertical markets," he said. The report finds that developing world overtook the developed world in terms of smartphone connections in 2011 and today accounts for two in every three smartphones. dvertising industry watchdog ASCI upheld complaints against 110 campaigns in June for misleading ads, including those of Amazon, Hindustan Unilever, Delhi Metro, Marico, Wipro, L'Oreal and Thomas Cook India. According to the Customer Complaints Council (CCC) of ASCI (Advertising Standard Council of India), it received 127 complaints during the month and maximum 55 complaints of misleading ads were upheld from personal and healthcare category, reports PTI. The CCC concluded that etailing firm Amazon has mislead and contravened advertising guidelines in a

UMBAI: Legendary Brazilian footballer Arthur Antunes Coimbra aka Zico messmerised one and all with the ball during his playing days and replicated with wearing the coach's hat when he brought a turnaround to the Japanese national side. However, with his new assignment at FC Goa, as a coach, Zico believes that a turnaround overnight in Indian football is impossible adding that he isn't a magician as the popular sentiment says. MUMBAI: Anandji Dossa, India’s first cricket statistician, passed away in his sleep in New York on Monday. He had celebrated his 98th birthday on September 15. He along with his wife had moved to the United States of America to be with their daughters. He was a cricket historian was considered the doyen of Indian cricket's scoring and statistics. Dossa, a former cricketer who was a reserve in Mumbai's Ranji Trophy squad but could not break into the side, made an immense contribution to Indian cricket by introducing the culture of cricket scoring and stats. He did live scoring for all major cricket in India for the All India Radio for the first three decades of independent India. He was the chairman of the Indian cricket board's

statistical committee for a few years from 1973. When the Association of Indian Cricket Statisticians and Scorers (ACSSI) was formed in the 1980s, he served as its first President. The association's yearly award (Anandji Dossa Trophy) for the best scorer and the C. C. I. library at the Brabourne Stadium are named after him. He also groomed a spree of cricket statisticians and scorers. His famous scrapbooks, with newspaper cuttings of every India match from their first Test in 1932 until the 1990s, are an encyclopedia of Indian cricket in itself. He had a habit of noting down minor details in his scrapbook, a technique which has evolved into an integral part of cricket scoring.

The 2008 Olympic gold medal winner, who powered the country to the team bronze in the company of teammates Sanjeev Rajput and Ravi Kumar earlier while qualifying for the finals with the fifth-best score, kept his cool in the face of stiff challenge in the eight-man finals before being eliminated after the 18th shot when his total score read 187.1 to take the bronze. The Glasgow Commonwealth Games gold medallist had a fine sequence of scores barring 9.9 and 9.6 on his 6th and 12th shots, and had to be content with the bronze medal after shooting 10.6 and 10.7 in his last two shots. Indian rowers enter medal round

Indian rower Sawarn Singh Virk made the final of men's single sculls and the double sculls and lightweight quadruple sculls teams too entered the medal round. Sawarn claimed the top place in repechage 1 of the 2000 metre race in seven minutes and 10.93 seconds. Indian cyclists continued to struggle in the Asian Games as Deborah and K Vargheese finished 9th & 10th respectively in women's sprint qualifying at the Incheon International Velodrome. Deborah and Vargheese clocked 12.118 and 12.897 with an average speed of 59.415 and 55.826 respectively to occupy the last two spots. Drunk intruder causes stir at Games village

EOUL: Police have questioned a South Korean man who is accused of intruding into the Asian Games athletes' village while he was drunk and yelling at athletes. The 53-year-old man allegedly followed food suppliers into the security perimeter and inside a restaurant at the village on Monday before shouting at players who were there for lunch, police inspector Song Myeong-su said.

Song said North Korean judo representatives were among the athletes at the restaurant, but added that the verbal outburst didn't specifically target the North Koreans. Song said the man has no known links with any anti-Pyongyang civic group. Police have allowed the man to return home and haven't decided whether or not to press charges, Song said.

NCHEON: Taiwan's Lin Tzu-chi broke two world records to snatch gold from China's Deng Wei in the women's 63kg at the Asian Games and warned her rival she could lift even more weight. In another extraordinary afternoon at the Incheon Moonlight Gardens weightlifting arena, four world records were erased as Lin and Deng fought out a titanic battle. Lin took the lead with a clean and jerk lift of 143kg for a 259kg aggregate which smashed the old world record of 257kg set back in 2007.
