onsidering the history of terror strikes in Mumbai, Zicom India, an Indian electronicsecurity systems company, has made an appeal to the Maharashtra government to install CCTVs at all public places. A reference of the ordinance passed by the Andhra Pradesh government on September 11 has been given. According to this ordinance, it is compulsory to install CCTV cam-

eras in all the public places which mark the presence of more than 100 people at a time. It states that all the establishments have to install the cameras within the next six months and the footage has to be stored for at least 30 days and make it available for inspection whenever required. If a similar rule is passed by other states, the Indian Electronic industry will grow at the rate of 20 to 22 per cent every year till 2015. “This is a welcome move by the

Andhra Pradesh government for the safety of people and the establishments as well,” said Pramoud Rao, Managing Director, Zicom India. “In fact, the Andhra Pradesh government sets an example for all the state governments to follow. Safety of its citizens’ life and property should be the prime concern for any responsible government, leave aside the growth of industry, the industry will grow eventually,” concluded Rao.

Beware, ye errant drivers! The texting gun is here

TEXTING while driving can be incredibly dangerous and in most countries it is completely outlawed. That doesn’t stop some thoughtless motorists from trying to compose a message while flying along a motorway, though, increasing the chance of a fatal accident. But now one company claims to have developed a ‘texting gun’ that can recognise the frequency of a text message, allowing police to fine people for doing it. In the UK, it is illegal to use your phone at all when driving, while the law varies in the US from state to state – most

SWEET ACHIEVEMENT: The dabbawallas of the metropolis celebrate the successful mission to Mars by feeding ladoos to one another.

MOM's feat: Dabbawallas celebrate

Whenever a national event happens, the dabbawallas are the first to respond: the success of the Mars mission made them put aside their dabbas for a while and celebrate. A bagful of ladoos was brought by one of them and there was happy celebration. That is their sweet way of celebration. They add to the colourful ways of the city. They render a useful service to Mumbaikars -particularly office-goers: they bring mid-day meals for thousands from distant homes in the suburbs. They all do this without any fuss. They appear to have some sort of union or association. They hold meetings, fix the price for their services. They interact quite a lot and work for collective well-being. They almost look like the members of a family. Their dress is simple. They wear a white shirt, white cap and dhoti. This dress shows them apart and it does attract. It attracted the attention of Britain's Royalty: A prince from Britain who was visiting Mumbai noticed them. Hewas so impressed he invited them to Buckingham Palace, London. The dabbawallas were the prince's guests when they went to London. They must have thoroughly enjoyed themselves.

Sit up straight for a better sex life!

It's well-known that slouching is bad for our backs. But poor posture can make you depressed, angry and can even kill your libido, according to a new study. People who slouch also use

more negative words and become more self-conscious and selfabsorbed, researchers found. Good posture means keeping your body in correct alignment by maintaining the natural curves of the spine when sitting, standing or lying down. It's essential to prevent back and neck pain, among other things. Yet our stressful, sedentary lives are causing us to develop bad habits such as slouching, slumping and a lack of exercise, according to Sammy Margo, a spokesperson for the Chartered Society of Physiotherapists. “As well as the more obvious

problems, slouching squashes the abdominal area, reducing its supply of oxygen and nutrients. “This impairs digestion, leading to feelings of lethargy and sluggishness. Poor posture also leads to shallow breathing. When this occurs, the body perceives itself to be under attack and this exacerbates feelings of stress, which hampers sleep and energy levels.” This, in turn, means we're less likely to have energy for any action between the sheets at the end of the day - or even want it in the first place. As part of the new study, researchers looked at the effects of slumping or sitting up straight on 74 people in New Zealand.Upright participants reported higher selfesteem, more arousal, better mood

and lower fear compared to slumped participants.

App that makes the blind see

Screen readers for the blind aren’t new, but they typically cost in the region of $250 (Rs.15,250) to $1,500 (Rs.91,500). But now a Massachusetts firm has developed a screen reading app for iOS devices that detects and reads any text aloud, and costs a relatively cheap $99 (Rs.5,940). The KNFB Reader app is capable of scanning for text – even within images - and converts it into speech automatically. It also translates English, French, German, Dutch, Italian, Spanish, Portuguese, Danish, Finnish, Swedish and Norwegian. The app is available for the iPhone 5 and above, running iOS 7 and higher. When a user wants to read text, they hold the device above the piece of paper, over the advert or at a shop window, and the app will scan for writing. If the app doesn't detect any text, or it isn’t in the correct position, it will tell the user to either move the phone or the paper – and it guides the user throughout. Once it detects text and is the best position, it will take a photo of it. This photo is then decoded and the speech begins almost instantaneously. The app will also import text from images into documents and store them in Google Drive and Dropbox. In addition, the KNFB Reader app is compatible with all Braille displays supported by VoiceOver on iOS. And it doesn’t need a web connection to work, meaning it can be used underground and on planes when in Airplane mode.

Speaking on the cellphone or texting while driving is a grave offence.

allow phone calls but no texting. Drivers caught using a phone in the UK can be charged up to £1,000 ($1,640) and also lose their license - although hands-free kits and sat navs are allowed. These inconsistencies can make it difficult for police to work out if a person is being distracted by the phone or not. This led to Virginia-based ComSonics to design a gun that can detect frequencies. According to the VirginianPilot, it can discern the different frequencies from a text message, phone call and data transfer. In addition, the device can apparently even work out which person in the car is texting, so it will not alert police to issue a fine if it spots frequencies from a passenger. In our own Mumbai, using phone while driving is an offence. It is a fact that one can drive with just one hand, but with both hands one can drive safely.

he fate of the Shiv Sena and Bharatiya Janata Party (BJP) led Mahayuti alliance which appeared to be on the brink of collapse yesterday morning, was given fresh lease of life by its ally Swabhimani Shetkari Sanghatna (SSS) leader and MP Raju Shetty who placed a fresh seat sharing proposal before the Sena-BJP alliance. At the time of going to the press, Mahayuti sources disclosed that a consensus was being arrived for a formula that seeks to allocate 150 assembly seats for Sena, BJP 125 seats and four Mahayuti allies get 13 seats to contest. Senior Sena leader Sanjay Raut stated that everyone wants the alliance to remain intact and to fight the polls together. State BJP president Devendra Fadnavis on the other hand stated that the alliance leaders have decided that such a formula be worked out where all the allies fight the polls together. In a late evening twist, Mahayuti sources disclosed that

the four allies were being offered 13 seats to contest. Meanwhile, Sena president Uddhav Thackeray will be visiting Goddess Tuljabhawani temple in Osmanabad on September 25 to offer prayers and seek blessings for Sena victory in the assembly polls. BJP president Amit Shah is expected to be in town for a function in Uttan near Mira-Bhayander in Thane district. According to sources, it was a phone call from Shah that led the Mahayuti leaders once again to the negotiation table. Besides this, the only tangible news coming out of the BJP camp was that the party is likely to nominate late Gopinath Munde's second daughter Dr Pritam MundeKhade for the by-election to the Beed Lok Sabha constituency. It may be recalled that Nationalist Congress Party (NCP) chief Sharad Pawar had already indicated that the NCP will not contest the polls if any member of the Munde family is fielded. She is the younger sister of Pankaja Munde-Palwe who is

‘Centre wants to dilute Mumbai’s status’ Says state Industries Minister Narayan Rane, as he alleges that the Modi-led NDA government has been planning to downgrade Mumbai's global status By Suyash Padate

M

aking a scathing attack on the BJP-led government in Centre, the Congress yesterday alleged that systematic and calculated efforts are on to dilute Mumbai's status as the country's commercial capital.Speaking to reporters, Industries Minister Narayan Rane, who is also chief of Congress' campaigning committee said, “This process has already begun by moving out three RBI departments out of Mumbai a couple of months ago, but declined to name them. We shall strongly oppose any such move to downgrade Mumbai's global status as well as reduce its importance as the commercial capital of India. I have already written to Chief Minister Prithviraj Chavan and Nationalist Congress Party (NCP) President Sharad Pawar to intervene in the matter.” “Various governments at the Centre have been eying the status of Mumbai and many decades ago, even late Morarji Desai had attempted to link the city with Gujarat.

However, following a massive agitation and sacrifice of 105 people, Mumbai (then called Bombay) was retained with Maharashtra and the Marathi-speaking state was separated from Gujarat in the erstwhile bilingual Bombay state,” he added.“Besides plans to shift the RBI, the BJP-led government at the Centre is also considering making Mumbai a centrally administered union territory by separating it from Maharashtra. This proposal, which had been raised several times in the past, had been strongly opposed by all political parties in Maharashtra,” Rane pointed out.Rane said that the Centre has also decided to divert all container business from Mumbai Port Trust to Gujarat for the development of that state. This would leave around 1,800 acres of land free for sale to an industrialist close to the ruling BJP. The land is worth around Rs 75,000 crore. The Congress will oppose any such move with agitations across the state against the Narendra Modi government.

BJP MLA from Parli assembly constituency. Earlier, in the morning, Rashtriya Samaj Paksha leader Mahadev Jankar and Shiv Sangram leader Vinayak Mete threatened to walk out of the grand Mahayuti alliance. Even Republican Party of India (Athawale faction) leader and MP Ramdas Athawale claimed that he had got invitations for alliance from both Congress and Nationalist Congress Party (NCP). He however added that he was still inclined to stay with the Mahayuti alliance. But by mid-afternoon their mood changed as Shetty brokered a new seat sharing formula. State BJP president Devendra Fadnavis and BJP in-charge for Maharashtra Rajeev Pratap Rudy argued that they sided with their four allies who had stood by them in the recent Lok Sabha polls and would make every effort to ensure that they got a honourable deal. In the evening, Swabhimani Sanghatna leader Sadabhu Khot, Shetty, Jankar and Mete first met Sena leaders and then the BJP leaders. The RPI-A leaders too separately met leader of opposition in legislative council, Vinod Tawde at his official residence near Mantralaya. Late in the night the Mahayuti leaders met at Sena president Uddhav Thackeray's Matoshri residence.

T

he Brihanmumbai Municipal Corporation (BMC) has given a clean chit to the software company which has been providing software for the civic body's e-tendering system. This system is into a big controversy after nine civic sub-engineers were found to have exploited the process to favour certain contractors. However, according to a senior civic official, there is no fault from the software company's (ABM Knowledgeware Limited) end. However, corporators from the BJP-Shiv Sena led ruling and the opposition parties have been constantly demanding a probe into the company's involvement in the scam along with contractors and officials. “This system has rather helped us find out these engineers and contractors involved in the scam and as per our knowledge, there is no problem in the system as far as the e-tendering system was concerned,” added the official. “In order to scrap the system of e-tendering, a group of Civil Works Contracts (CWC) agencies want that the system to become a big flop. The central vigilance commission (CVC) and state government have themselves approved the system. Who

are we to oppose its implementation here?” questioned a BMC official. How civic officials blunted attack launched by opposition members? On September 19, some of the opposition corporators had engaged in sloganeering against civic chief Sitaram Kunte, who was not present in the corporation at that time, in connection with the e-tendering controversy. The sloganeering reportedly did not go down well with Kunte, who is said to have strongly objected to the ‘personal attack’ against him. According to sources, civic officials had then warned corporators concerned and reminded them of the defamation case filed by union minister Nitin Gadkari against AAP leader Arvind Kejriwal. The latter had accused Gadkari of being one of the most corrupt politicians. Kejriwal had to go to jail for a brief period in connection with the incident. “There is a difference between criticism

and personal attack. The sloganeering was personal. So, the administration on Monday warned the corporators that they will meet Kejriwallike treatment. This trick did work,” a source said.

The scam The e-tendering system was replaced by the previous Civil Works Contracts (CWC) process in 2012, with the aim of curbing corruption. The CWC covered day-to-day repair works for roads and other issues which were done through corporators' funds. But alleging large-scale nexus, the corporators had demanded for a test auditor and vigilance officer’s (TAVO) report which saw that civic engineers have manipulated the system to favour certain contractors. As reported in the ADC on September 24, the BMC has suspended nine engineers and blacklisted 40 companies in connection with the manipulation practice.

Youth caught duping patients at JJ hospital

young boy was caught duping relatives of patients under the pretext of getting blood test done from outside the state-run JJ hospital at Byculla on Wednesday evening. The boy was caught red-handed by the alert staff at the bio-chemistry laboratory. The victim of this conman was D K Pandey, who had brought Satyaprakash, his 19-year-old brotherin-law suffering from kidney problems, to JJ hospital on Wednesday morning. “Satyaprakash is in the Intensive Care Unit (ICU) and had been prescribed to undergo some blood tests. Later in the evening, this man (the accused) started calling out Satyaprakash's name aloud and when I went to him, he said that Satyaprakash has to undergo some more tests and unless those tests are done, his treatment cannot proceed. I assumed that this man was a staff from the hospital. Then he asked for Rs 500 and went away. He came back and asked for Rs 700 more. I gave him the money. After sometime, some people from the hospital came to me with this man in their grip and said that this man has been taking money from people by promising them quick blood tests for their patients. I was shocked on hearing this,” said Pandey, a resident of Khoparkhairne, Navi Mumbai. This is not the first time that such a fraudster has been caught in JJ hospital. A similar case had happened last week too, informed Dr T P Lahane, Dean, JJ hospital. “Last week as well, we caught a boy duping people. He was handed over to the police. We had been receiving complaints that some people are approaching them, asking them to pay money and get their patient's blood

The boy accused of duping relatives of patients at JJ hospital tested from outside. So I had alerted the security as well as turned the CCTV cameras towards the casualty and other places where such incidents are likely to happen. But the staff at the bio-chemistry laboratory caught this boy red-handed,” Dr Lahane said. “These people get the tests done here itself at the central laboratory and pocket the money. The test that the patient of this man (Pandey) had to undergo costs Rs 100 here but look what he paid that man,” added Dr Lahane. “When this boy came to us, we felt a bit suspicious so we started inquiring about the patient and his condition. And when he did not have satisfactory answers, we realised that something was amiss. So we caught him and produced him before our dean,” said a staff from the bio-chemistry laboratory. The accused was handed over to JJ marg police station. At the time of going to press, an FIR was yet to be registered. “Investigations are on. Information about what has exactly happened are being gathered. Details about the accused are not know,” said an official from JJ Marg police station. shwetha.kannan@afternoondc.in

n alert police officer attached to the Wadala police station has managed to bust a gang of oil mafias as he caught three men red-handed while they were robbing the furnace oil from an underground oil supplying pipeline of Bharat Petroleum Corporation Limited (BPCL). The three accused, who had been running the business from a rented shanty, have been arrested. They had done oil taping in the Sewree area and the pipeline was taken up to Rey Road where underground stor-

age had been facilitated in an illegal room. Three other accused are absconding. When the police asked them when they had tampered with the pipeline, they said that they were just the employees and the mastermind was some other person. According to Additional Commissioner of Police South Region Krishna Prakash, “They had made one oil tank down the shanty and had tampered with the BPCL pipeline which is 500 meter away from their shanty.” The accused have been identified as Aziz Khan (36), Nizam Ahmad Sarakat (21) and Wasim

Shaikh (21), while the absconding ones are Nadeem, Sayyed and Khalid. The oil has been recovered from their possession. Sources from Wadala police station revealed that this business had been operational for a long time. “We have called the BPCL technical team who will help us know how much oil they had robbed,” said a police officer. All the accused were booked under various sections of the IPC including damage to public property. A tempo, canes and taping instruments have been seized from their possession and further investigations are on.

Around 40,000 voters added post LS polls in Mira Bhayandar By Suresh Golani

A

fter the Parliamentary elections held in AprilMay, around 40,000 voters have so far been added to the electoral roll of the Mira Bhayandar Assembly segment (number 145). Following a huge hue and cry over the alleged one lakh missing names in the Thane Lok-Sabha segment after summary revision in 2013 and early 2014, the district election machinery had launched special drives, massive awareness campaigns for

more voters to sign up for their inclusion in the revised roll. Now, with the addition of around 40,000 voters, the electoral strength of the Mira Bhayandar Assembly segment stands at 3,64,897 out of which 80 per cent have been listed along with their photographs in the updated electoral roll. With none of them falling under sensitive category, this Assembly segment will have 386 normal polling booths, revealed electoral officer Sanjay Katkar. Meanwhile, the distribution of voters' slips is

The slips will carry details such as part number, serial number, polling station and election timing. Till Wednesday evening, none of the candidates had come forward to file nominations at the returning office for the Mira Bhayandar Assembly constituency, officials said.

The revised tarriff cards are likely to be distributed by the end of this month. K.K. Tewari, President, Swabhiman Taxi and Rickshaw Union said, “The fare is likely to increase upto 25 per cent. The tariff card has already been prepared and needs approval. London overtakes Hong Kong as the most expensive city in the world By a staff reporter

M

umbai has emerged as the world's least expensive city to live and work in, according to a latest real estate analysis.British capital London has overtaken Hong Kong as the most expensive city to rent living and working space, UK real estate major Savills said in its findings based on research in the world's top 12 financial hubs.London's overall real estate costs grew in US dollar terms by an annualised rate of 10.6 per cent in the first six months of the year, making it "the world's most expensive city for companies to locate employees."The annual cost per employee in London was put at USD 1,20,568, with Mumbai at the bottom of the table at USD 29,742.Hong Kong is now at USD 1,15,717, New York and Paris are in third and fourth place with USD 1,07,782 and USD 1,05,550 respectively.Sydney came eighth at USD 63,630, Shanghai 10th at USD 43,171 and Rio 11th at USD 32,179.Despite its climb in the rankings from fifth to first place since 2008, London is still a way off the live/work accommodation costs record, set by Hong Kong in 2011 at USD 1,28,000 a year," Savills said, adding that Hong Kong was still "by far the most expensive city" in which to buy residential

property, with prices 40 per cent higher than London – although the gap was narrowing.“Comparatively affordable” Rio and Sydney had seen significant increases in live/work costs since 2008 - up 85 per cent and 58 per cent respectively but Savills said Rio still looked "highly competi-

tive".Yolande Barnes, the company's director of world research, said: “This year has seen much more modest real estate price growth in nearly all our world cities, and some have shown small falls. We expect this subdued trend to continue as investor interest and market activity shifts to second-tier cities.”

Ponder awhile... If there was an observer on Mars, they would probably be amazed that we have survived this long. — Noam Chomsky

A historic, great achievement I

SRO has achieved the impossible: They have placed the low-cost Mars spacecraft in the planet's orbit. India has become an elite member of the exclusive club of three. India has done what advanced nations like China and Japan could not. It is a fantastic achievement by ISRO because the mission was successful in the very first attempt. It was only after several attempts that the Mars mission was successful in America and Russia. It was a near impossible mission: Mars is some 666 million kms away and India had to do with limited funds – Rs.450 crore which is one/tenth of the amount spent on the mission in America. Indian space scientists are on the top of the world. Only a special top team could have accomplished such a difficult space feat. India is proud of the scientists. This is an occasion for national celebration. A country that will not rejoice over our accomplishment is China. Our military confrontation with China -- if and when occurs -- can be effective. The historic achievement will help us, for instance, explore more long distance missiles. India is most likely to go in for such weapons. The success of the mission will give a boost to our national development. The so-called developing or underdeveloped nation appears to have made a historic beginning. MOM has shown we can do it.

E

ven as Maharashtra is reeling under the long-drawn spell of political uncertainty, thanks to the over-stretched wrangle between Shiv Sena and BJP, and Congress and NCP, I happened to be in Goa, the most picturesque little state of Southern India. “A beautiful dimple on the cheek of Mother Earth,” as it is described poetically; Goa has always been a great hideout and a place for rewinding for thousands of tourists. Therefore, it is worth visiting the tiny stretch at least once in two years, that too during the monsoon. The downpour in Goa and the lush green landscapes on both sides of the roads are a treat for the eyes, particularly if you are grown in the concrete jungles of metros like Mumbai or Delhi. Whether you go on the beaches of north Goa, towns like Panjim or Vasco or ever busy mining areas of the south, Goa always offers you a new and happy experience every time. However, this time, unlike my past experience, what I realised was a sad mood among the natives, particularly those in rural parts of the state. Not that they are unhappy about the present BJP regime or not that tourism in the state has receded. The problem lies somewhere else. Being a journalist, I tried to probe into the matter and realised that though Goa is known to the outside civil world as a tourists’ paradise, actually the economy of the state mainly depends not on tourism but on mining business. I was surprised to know that 30 per cent of Goa's population, urban and rural is involved in mining. From skilled mine workers to jetty operators, people’s bread and butter is solely dependent on mining. The devastated mood of this otherwise happy state is because of the closure of mining. This revelation forced me to talk to many villagers, officers, mine operators and government functionaries. What came out was revealing. The much defamed mining business in Goa is closed for two years and even after Supreme Court lifting the ban on mining about six months back, it still remains in doldrums. While a revised mining policy is expected to be unveiled soon, the time is apt for looking into some other aspects related to mining. Most prominent among them is much hyped Dedicated Transport Corridors (DTC), from mines to jetties. When Chief Minister Manohar Parrikar assumed office some two and half years back, one of his major promises was to construct the Transport Corridors, so that safety issues of people are solved, issues of big traffic jams and attendant dust are resolved and at the same time, the state can earn some revenue from mining firms for using the corridors. The project was launched with much fanfare in May, 2012 and work on the phase 1 of the mining corridor had started late in 2013.

The first phase, which was estimated to cost about Rs.225 crore, was supposed to be constructed between Uguem to Gudemol diverting mining traffic from Sanguem and Sanvordem directly to the mining jetties of Capxem and Xelvona and contractors even dug an eight km long road on its sides, levelled it with rubble and mud. But the work is abandoned since then and there is no clarity on its fate. The future of the corridor, planned to skirt the crowded Sanvordem–Curchorem areas that have suffered heavy traffic due to iron ore laden trucks and its attendant dust and accident problems for many years, is uncertain. As a result, no one talks about the other two phases, which were supposed to connect Gudemol to Capxem and Cavrem to

miners, who are present in the state for many decades, were by and large doing legal and sustainable mining prior to the ban. However, it was the unsafe environment created by continuous movement of trucks, which led to creating sentiments against the mining business. To resolve this mess, the best way would have been constructing the DTC right from mines to jetties and cost incurred on it could have been recovered from the mining firms. And the mining ban had opened a window of opportunity for the Government to construct the corridors as movement of trucks were closed and no mining was happening. The government had adequate time to plan and prioritise mining in Goa during the twoyear ban period and its construction in this interim period would not only have generated lot of goodwill (as it would have removed safety issues and fear factor) but shall have generated some temporary jobs and livelihood opportunities to the people dependent on mining activities, who in one stroke had lost everything. But that this did not happen was an opportunity allowed to get lost.

THINKING ALOUD

Everything is not lost yet; immediate restart of work on transport corridors can salvage the situation. We need to understand that construction of transport corridors are need of the hour as we need to take into account future needs also. A four-lane dedicated highway would be serving the state and its people for not less than 20 - 30 years. At the same time, it would also be generating revenues, through collection of toll, for the state. Similarly, the fear factor in the minds of people from the mining region would also get attended and safety issues will be resolved. Goa’s economy is in crisis due to the mining ban and now due to the ban, the state exchequer has the additional burden of waiving off the loans of the mining dependents. The local tax payer in the state is feeling the pinch now as the Goa Mining People’s Front wants the Government to take over the loans of all the mining dependents. A package from the central Govt as promised in the past would be of great assistance to the state exchequer at this time of crisis. Immediate reopening of mining in the state is need of the hour. The state and its people have suffered enough in last two years. As per the Budget speech of the Chief Minister (who is also the Finance Minister), Goa government has lost about Rs.3,500-4,000 crore due to the mining ban in last two years, while the fiscal deficit of the state has been at about Rs.1,600 crore. Just think of it, had there been no mining ban, there would not have been any deficit and Goa would have a Budget surplus. So, all what is needed is immediate resumption of legal and sustainable mining in Goa. In this scenario, construction of the dedicated transport corridors would have provided a long term solution to the safety issues of people, traffic jams, pollution hazards and erratic movement of trucks. Thereby, it would have led to taking a major step towards sustainability. It was saddening that you see people from villages assemble near Goa Assembly shouting slogans demanding resumption of mining when rain was pouring. The atmosphere of dance and fauna is somehow palpably missing. This has to change at once. People of Goa have high hopes from Parrikar, who, apart from being a politician, is also a trained engineer and economic thinker. Are you listening Mr. Goa Chief Minister? @BharatkumarRaut

Time to recover the lost ground Bharatkumar Raut Uguem or Balli bypassing Tilamol and Curchorem town respectively. This delay is likely to cause fatal damage to the entire scheme as each day lost is resulting in escalation of construction cost. Considering the limited reserves available with the state exchequer, experts fear that the government would be forced to shelve the entire project.

An opportunity getting lost? Another major issue is that the mining ban still continues despite the order of Supreme Court lifting the injunction. So would not it have been better if the state government had taken some measures to resolve some of the issues in this “slack period” as there was no mining happening and hence, there was no fear of continuous movement of trucks in Goa’s mining belt. This is a classic example of how an opportunity to solve people’s issue was allowed to get lost. The biggest complaint of people from mining belt was the continuous movement of trucks on roads in their areas, posing a continuous threat to their lives. Some people in the mining areas believe that it was erratic driving by truck drivers in the regions, which sowed the seeds of resentment against mining business as their lives were affected badly. They say that traditional and Goddess Saraswati. Chanting of mantras and renditions of bhajans and folk songs usually accompany the puja rituals for nine consecutive days of Navratri.Defining both the religious and cultural themes, Navratri celebrations are seeped in traditional music and dance. Gujarat is the focus of Navratri celebrations with all night-long dance and festivities. 'Garba' is a devotional dance form that derives from the folklore of Lord Krishna singing and dancing with the gopis using 'dandiya' or slim wooden sticks. 'Raas Garba' has also evolved to include steps like 'Dodhiyu', 'Trikoniya', 'Lehree' and several others. What's more, with time, Navratri festival has seen changes in celebrations with well-choreographed dance performances, high-end acoustics and people dressed in made-to-order, bright costumes.

It would be naïve to expect that the closest confidante of the most powerful man in the country will be held accountable for whatever sins of omission and commission he may have committed. After Indira Gandhi, no single individual has held such complete sway over all functions of government – including our supposedly independent investigation agencies – as Narendra Modi. India’s Mars mission THE 10-month long journey by the Indian Mars Orbiter cruised 666 million km from the Indian launch pad last year. It is the first inter planetary spacecraft designed by ISRO at USD 72 million, which is much cheaper as compared to that of the US. India is the first nation in the world to achieve this Herculean feat at the first attempt. As the US and Russia followed by China, none of them succeeded in the first mission, therefore India's insertion in the Mars orbit was historic on September 24. NOBODY really expected this type of tug of war between the two alliances – BJP and Shiv Sena – and between Congress and NCP. Has the results in the by-elections turned the tables on BJP in Maharashtra which till some time ago had a great alliance with its quarter century old partner – Shiv Sena? NCP and Sena seem to have similar problems with their respective partners, getting lesser number of seats. The problem can be solved if both break their present alliance and form a new one. Both will then enjoy the number of seats which they are looking at as they will have 144 seats each. China’s moves unpredictable CHINESE President Xi Jinping has directed the PLA forces and his army to prepare for a regional war after his visit to India and meeting with Indian Prime Minister Narendra Modi. The increase in the Chinese troops at the IndoChinese border and more incursions shows that Indian government's decision of inviting Chinese President to improve relations between the two countries and spending crores of rupees have exposed the Narendra Modi government's total failure to handle the situation. I strongly feel that the increase in the Chinese troops and the incursion in the Indian territories proves that China is going to attack Indian post on a regular basis and will take over certain portion of India in the coming months. The Indian government has surrendered before the Chinese aggression and does not have the capability to stop it which has become the security threat for the country. The Chinese have always been a difficult customer and our Prime Minister would have known this if he had remembered that the Dragon made its way up to Bomdila near Kolkata in 1962 after the 'HindiChini Bhai Bahi' bonhomie demonstrated by Pandit Nehru's visit with Indira Gandhi in tow. If the Chinese could do this to a much-respected, national statesman like Nehru, they will not be deterred in repeating it now with a new PM who is yet to come to grips with foreign affairs, his reaching out to our neighbouring countries notwithstanding. Their President Xi Jinping, who was so goody-goody during his visit, has said as much while asking his men to be ready for a 'regional war'. Jerath has rightly pointed out that "Modi has had his first lessons in diplomacy and they haven't been pleasant. It's time he got himself a couple of hard-headed foreign policy advisors to help him shape his interaction with the world." Naivety in governance is too dangerous. — Dr V Subramanyan, Thane

moments at the command centre of Indian Space Research Organisation(ISRO) here. Scientists broke into wild cheers and congratulated each other after the 1,350 kg spacecraft was manoeuvred into its designated place, capping a 666 million km journey that began on November 5 last year. With the success of 'Mangalyaan', India has become the first country to go to Mars in the very first attempt. European, American and Russian probes have managed to orbit or land on the planet, but after several attempts. The first Chinese mission to Mars, called Yinghuo-1, failed in 2011. Earlier in 1998, the Japanese mission ran out of fuel and was lost. Modi, who witnessed the operation along with the space scientists, said the odds were stacked against “us with only 21 of the 51 missions to Mars being success- and “all my fellow Indians on ful,” but “we have prevailed.” this historic occasion.” An elated Prime Minister patted the back of ISRO Chairman K Radhakrishnan “Our scientists have achieved and complimented the Inthis in the first attempt. est inter-planetary mission, costing a tenth of NASA's Mars mission Maven that entered the Martian orbit on September 22. It aims to study Mars' surface and mineral composition, and scan its atmosphere for methane, a chemical strongly tied to life on Earth. Given the high rate of failures – only 21 of the total of 51 missions sent to Mars by various countries being successful, the success of MOM has given a boost to India's global standing in Space. President Pranab Mukherjee yesterday congratulated the Indian Space Research Organisation (ISRO) for the success of the Mars Orbiter Mission 'Mangalyaan', saying the breakthrough will inspire the country's scientists to make even greater strides. In a message to Chairman of ISRO K Radhakrishnan, the President said, “I extend my hearty congratulations and best wishes to you and your team on the successful Orbit Insertion Maneuver of the Mars Orbiter Mission 'Mangalyaan' after a journey of nearly nine months.

US, China applaud The US yesterday congratulated India for entering into the elite group of space-faring nations after the succesful insertion of Mars Orbiter Mission (MOM) into the planet's orbit. “The US Embassy congratulates India and the Indian Space Research Organisation (ISRO) on its Mars Orbiter Mission (MOM). India is in an elite group of space-faring nations by achieving insertion into

Mars orbit,” a statement from the US embassy here said. Earlier in the day, NASA's MAVEN team also congratulated ISRO for its success. “#MAVEN team congratulates @ISRO for its #Mars arrival! @MarsOrbiter joins the missions studying the Red Planet,” NASA tweeted. China yesterday congratulated India for its successful Mars mission saying that it was not only a proud achievement for the country and Asia but also a “landmark progress” in mankind's exploration of outer space. “We have seen the report and congratulate India on the Mars satellite entering the orbit successfully,” Chinese Foreign Ministry Spokesperson Hua Chunying told a media briefing here while replying to a question on the successful sojourn of India's Mars Orbiter Mission (MOM) spacecraft 'Mangalyaan'. “This is pride of India and Pride of Asia and also is a landmark progress in humankind's exploration of outer space. So we congratulate India on that,” she said. Responding to a question on whether China sees any room to work with India on space exploration in future, she said, “China always maintained peaceful development of outer space and carry out cooperation in this regard.” Interestingly, India and the world got to know about the 'Mangalyaan' entering the orbit of Mars from the Canberra Deep Space Communication Complex (CDSCC) which was capturing signals from the unmanned spacecraft, Australia said yesterday. Australian High Commissioner Patrick Suckling, while congratulating the Indian Space Research Organisation (ISRO) on “historic” accomplishment, said engineers working at the CDSCC played a key role in confirming that the spacecraft entered the orbit of the Red Planet. He said said CDSCC's Deep Space Station 43, which has supported many important space missions, captured the minute signals from the mission.

Twitter exchanges between ISRO and NASA ISRO reached out to lakhs of social media users by giving a blow by blow account of the successful historic Mars Orbit Insertion yesterday, even as it launched the MOM's official Twitter handle, @MarsOrbiter. Twitter exchanges between US Space agency NASA and ISRO on the Mars mission also formed a major highlight.

Experiment with different shades of green, as the best part about this colour is that it flatters almost every skin tone. However, pairing it with gold will add an elegant touch to your entire look.

Afternoon Despatch & Courier Having over 13 years of experience in the field of hospitality and wedding planning means that you started your career when you were barely out of your teens. Tell us about your journey. Yes, I was very young when I started my career. I was fascinated by weddings, but I never imagined that life would get me to where I am today. It has been a great learning experience. I was a hospitality expert and organised high profile events at the Grand Hyatt. However, making the transition from being a hotelier to a wedding planner has been an extremely adventurous and enlightening experience. Why did you decide to start your own venture? After being at the helm of operations as the

MUMBAI | THURSDAY, SEPTEMBER 25, 2014 While working at the Grand Hyatt and planning weddings, we’re sure that you must have faced some extremely nervewrecking moments. Can you tell us about a few? We once organised an outdoor mehendi setup for 500 people, and it suddenly started raining; we moved the entire setup indoors within five minutes. Everyone got really nervous about how the ceremony would move forward and within 10 minutes, it stopped raining! We could have continued setting up the event indoors, but we didn’t want to let the beautiful outdoor setup go waste. So we had to dry everything and set up the entire venue again in a very short span of time. It was extremely stressful but because of a strong and dedicated team, we managed to pull it off successfully.

director of events at Grand Hyatt and being with the group for over eight years, I realised that there was a specific need to take weddings to a higher, more enriched level of experience and customisation. Everyone wanted a spectacular wedding, one that would leave their guests spellbound, but there were very few people who were actually providing such an integrated experience. I saw the void and felt that I could do something about it. That’s how Var Vadhu came to be.

Another such moment was when an artist could not make it on time for one of our events. So, we had to create another act on the spot. It was quite an improvisation, but we pulled it off. At the end of day, it was all about thinking on our feet, and being creative.

People believe that to have the best possible wedding, you need to spend a lot of money. Do you believe that this is true? What are some expensive aspects of a wedding that you can cut back on? Tell us about Var Vadhu. What is the venture Of course, with a bigger budget there is scope to do things in a better manner and all about? more lavishly, but it’s not true that you need Var Vadhu is a boutique agency that plans to spend a lot on a wedding to make it and organises lavish weddings, as well as grand. The most expensive aspect of any various high profile, private and social events. We believe in creating experiences that last forever. Whether it’s a private occasion or a massive reception for a few thousand guests, our main focus has always been to provide a unique, customised experience to every client. Planning a wedding has got to be one of toughest jobs, and you’ve worked for some of the biggest names in India’s corporate and entertainment world. Tell us about your experience of planning such weddings. Planning weddings has to be one of the toughest jobs, mainly because it’s a once in a lifetime moment for the client. Our clientèle largely comprises of industrialists and celebrities, and they are all creative people with a keen eye for detail. Every aspect of the occasion has to be taken care of and at the same time, every member of their family also needs to be given adequate attention. Even though we work with big corporate and entertainment brands, when it comes to wedding planning, our approach is personal and friendly. By the end of the event, our client becomes our friend.

wedding is the use of floral décor. These days, we use fabric flowers and crystals to get the same effect while cutting back on costs. Other things that people can cut back on include entertainment acts. They can get their friends to do dance performances and also hire young bands. At Var Vadhu, we provide a wide range of creative and fun entertainment acts that are affordable and will leave your guests captivated. You juggle two roles, as a mother and an entrepreneur. Tell us how you manage to strike a balance. My family has played a major role in helping me balance my work with my personal life. With proper planning and scheduling, I manage to spend a lot of quality time with my family. The support

starting a venture Neha gives us some tips, and though they are from a wedding planner’s perspective, they hold true for any woman looking to start her own business or start-up. She tells us, “Weddings are all about providing an unforgettable experience. I recommend gaining enough knowledge, experience and contacts in the industry before investing in anything big. It’s always a good idea to join an organisation, get enough field experience and prove your mettle to clients through various events (however big or small), as these clients are likely to recommend you to others. Focus, passion and dedication are three things that are vital for anyone who wants to enter the industry. It is also important that you know what aspect of wedding planning you would like to specialise in.”

system is so strong that there has never been any compromise, either at home or at work. There is a big demand for candid photography at weddings. What other trends do you believe are going to be big in the future? I think with time, a lot of new styles and traditions have been adopted in Indian weddings. Artists and entertainment acts are the major focus. But yes, candid photography has really carved a niche for itself. Pre-wedding shoots have also become popular. Another emerging trend is bachelor/ bachelorette parties. Customising and personalising the wedding theme is also on the rise, right from a logo on the invitation card, to the thank you notes and gifts — they have all become thematic. Planning a bachelor trip to an exotic destination is also a popular trend that has been on the rise recently. We have also designed and executed multiple destination weddings in the past few years. Another trend that has become a rage is the wedding reception being replaced by post-wedding parties. Post-wedding parties are less formal and less stressful for the bride and groom, as they do not need to stand on a stage throughout the night and can move around freely and have more fun on their big day. A successful career at Grand Hyatt and now your own venture, what’s next for you? I am planning a coffee table book to showcase some of Var Vadhu’s best works. Apart from that, I have been actively involved with The Wedding Academy (TWA) as their course director and we have successfully completed two batches. Our next move is to take the academy to the national level and provide an opportunity for youngsters across India to be part of this growing industry.

YELLOW Best for: Yellow can be an intimidating colour, but you can wear it on your face. Skip yellow eye liners (they can look tacky) and incorporate subtle yellow eye shadow and nail polish into your look. You can also use a yellow shade of pressed powder to reduce redness and even out your skin tone.

OUR PICKS MAC: We love the Dare To Wear Eyeshadow from MAC in this beautiful shade of yellow, called Going Bananas. Price `2,700

CLINIQUE: The Redness Solutions Instant Relief Mineral Pressed Powder from Clinique is the perfect addition to your beauty kit this season. Price `1,463

LAKMé : We love this Fast and Fabulous yellow from Lakmé. It looks great and dries in just 40 seconds! Price `200

GREY

Best for: Grey is a colour that often looks unimpressive on your nails, unless you add little flecks of silver to it. However, it can really dress up your eyes and help you rock a smouldering smokey look.

Best for: While most people opt for green eye shadow, if you don’t apply it right, it can end up looking like you’ve got a black eye as the night wears on. So, it’s best to use a thin lick of liquid liner and your trusted green nail paint to rock the look.

MODICARE:

Best for: Apart from nail polish, did you ever think you could rock white makeup? We know it sounds a bit strange, but give it a try! White eyeliner (use a bit to line your lower waterline) will enhance any eye colour you apply, as well as accentuate your eyes and make them look larger.

RAvEENA TANDON

ShRADDhA ShARMA

Raveena looks pretty, but that’s about it. There’s no glam quotient in this look and her hair is limp and uninteresting. The brocade on the bust is the only thing we’ve got to look at, since the rest of the look is swathed in simple red.

We love the gorgeous forest green, but the style takes away from the dark shade. With an excessively shirred shoulder and too many contrasting drapes, we would have frowned a little, but eventually shrugged and let this look go. However, the godawful black lace sleeve makes it really hard to turn a blind eye! And why pair it with that cobalt blue bag and pink nails Shraddha?!

Best for: Forget your eyes and nails — you can wear purple lipstick! It’s a gorgeous colour that really pops on your lips, but remember to match your shade to your skin tone and keep the rest of your makeup minimal.

Best for: Do we really have to tell you? Rock a red lip and flash some well manicured, red nails this Navratri with this classic, statement colour.

SUNIDhI ChAUhAN

Whoa! We did a double take here, but it’s definitely not because we looked back to admire this outfit. We don’t even have words to describe it! From the shell-shocked pose to the ’80s inspired top knot bun... nothing works. Add to that some pretty ugly, platform lace-ups and a wildly patterned jacket and trouser combination and Sunidhi looks like a Michael Jackson impersonator gone horribly wrong. We do like the pretty red blouse peeking out though.

«

SONAM KAPOOR

Sonam’s outfits are usually trendy and this midi circle skirt is no different. We love the chaotic black and white print and the way it sits pretty above her waistline. The black bodice, lace neck and sequined jacket however, take all the attention away from the skirt, which is unfortunate.

«

POONAM DhILLON

Looks like Poonam isn’t finished with the teenager matchy-matchy look! Her pretty blue dress border clashes terribly with the baby blue slippers and while the busy skirt looks nice, we wish the bodice had been plain. The matching blue necklace and eye shadow is a little too much with everything else that’s going on with this look!

A meddling co-WoRkeR

I recently started working at a new firm, and a colleague who sits right across me, is infamous for meddling in other people’s affairs. While she can’t get enough of being a nosy-parker, that’s not her only annoying habit. She is also constantly playing the oneupmanship game. If I am feeling ill, she is feeling worse; if I mention that I have lots of work, she’ll try and brush it aside and rattle off her entire to-do list in an attempt to put me down. She is an elderly lady and is also my senior, so I don’t know how to tackle the situation without offending her. Please help! — Raina kapoor, vashi dear Raina, It takes a while to get used to a new office and your colleague may not be as nosy as you think she is. She may be making small talk to help you feel more comfortable. If you think that she is doing it to put you down or to show you who’s boss, the easiest way to tackle the situation would be to avoid disclosing too many details. Talk about things without going into the specifics. This should prevent her from trying to outdo you. However, don’t shut her out completely, as you are in a new, different working environment and making too many enemies isn’t going to help your case! Also, you never know when you’ll have to work closely with her in the future, so be tactful. send your questions to womansworld@afternoondc.in before Wednesday

This should be one of the first things on your check-list. A candidate might come in with a rich CV and promising recommendations, but if you feel as though they are so full of themselves and overconfident that they couldn’t be bothered to listen to what you are saying, alarm bells should be ringing. Responsiveness indicates that the candidate has the adequate social skills that are required of an employee and will approach work with the right attitude. Moreover, you wouldn’t want your employees rubbing their colleagues or your company’s clients the wrong way, simply because they have a superiority complex and don’t think it’s important enough to respond, let alone converse politely.

Action PAcked Your candidates may have degrees from the most prestigious universities, but are they really worth their weight in gold? If you aren’t convinced about how well their skills translate into everyday work, it is better to give them a test that will utilise their skills. This way, you will get a sense of their quality of work, see how their education translates into concrete projects and judge their attitude and approach to work and work-related problems.

enthusiAsticAlly youRs There are people who work only for a monthly pay cheque, and then there are people who work for job satisfaction, growth, experience and simply because they love doing what they do. While no one is selfless enough to work only for experience, ensure that your candidate isn’t interviewing for the position only for the money. Enthusiastic candidates are more likely to give their 100% and will be more willing to commit long hours to their job. It shows that they are really interested to work for your firm and aren’t sitting through the interview just because they need the money, or have exhausted all other options.

>> Our tips will help you the next time you’re conducting an interview

in the long Run A candidate interviewing for the position may help you tide over a temporary pitfall or shortage in staff, but if they aren’t going to be valuable to your team in the long run, it isn’t worth the investment that you will be making in terms of the training that you will be providing them with. Ensure that they are an asset to your organisation. Another aspect to consider is whether or not they are in it for the long run. If you think that the position that you’re offering may just be a stop-gap for the candidate, or a way to kill time while they look for better opportunities, you are better off without them, because in all likelihood, you will be back to interviewing candidates in no time, as soon as this candidate has stumbled across greener pastures — making hiring this kind of an employee a waste of your time, energy and resources.

“i’m not doing thAt” If you feel as though this is the response your candidate is going to have to most of the work he/ she is assigned, you better look elsewhere. Candidates who feel that a particular assignment is beneath them and is something that they wouldn’t want to be caught dead performing, aren’t assets to any workforce. Good employees are willing to give their job all it takes, without considering any job to be too small or of unworthy their time and attention.

Navratri treats Nine delicious treats for the nine nights of Navratri — sounds great, doesn’t it? Shirley Mistry tells you what simple, yet delicious recipes you can whip up on each night of the festival, without spending hours slaving in the kitchen

I

f you are running against time while you host guests or get ready to partake in Navratri festivities, these easy-to-cook, scrumptious treats will save you time in the kitchen and help you earn some brownie points with your family. We spoke to Godrej Tyson Foods ltd. (GTFL) to find recipes that steer clear from the usual, everyday fare and are quick to prepare. You can use the ready-to-cook offerings from GTFL’s Yummiez range, such as their nuggets, cheese fingers, French fries and aloo tikkis to prepare these dishes. Take a look.

n

Masala nuggets with coriander fried rice: Heat 1 tbsp oil in a pan. Add 1 tbsp finely chopped onions, ½ tsp minced ginger, 1 tsp chopped garlic and 1 tsp of chopped green chilli. Then, add ⅓ cup of a mixture of green peas, mushrooms and broccoli florets, along with 1 tbsp chopped carrots. gifting Dilemma

« SoS: Solve our Situation!

Think you can fix our readers’ complicated problems? Read on...

I have been working in the marketing department of a big ad agency for some time now. I recently was part of a core team to promote a new contract and I was buzzing! I had a very good strategy and my immediate boss and even my team-mates were excited. I was chosen to pitch the idea to the client along with out boss! Best of luck Tina! It’s an awesome idea! You will really be on the map for this!

How many times have you complained about how difficult it is to find the perfect gift for a guy? With so few options, it’s even tougher to find something that can’t be misconstrued. Yamini Walia helps you out by exploring what gifts to avoid buying

W

e know that there are never enough choices when you’re looking for a gift for a guy, and we’re not trying to make your life even more difficult. If you’ve got to gift your man four times a year and have already gotten him a shirt, a pair of shoes, a cologne and a wallet, you’re going to have a hard time deciding what to give him next. However, although it may make your life tough, there are gifts that your man could be more insulted by than excited about. Read on to find out what gifts to be wary of.

Thank you! This is my first client pitch! I’m not even nervous! My idea is winner!

really want to be given a fashion lesson when they’re unwrapping a gift. Unless you know your man intimately and are sure that he is going to be okay with it, leave lavenders and pinks out of the mix — along with feminine coloured gift wrap! We suggest: If you think he really needs a salmon coloured shirt, give him a gift card from his favourite brand and suggest that you go shopping together.

cute — but only if you’re a teenager. Very few adults (women or men) want to be browsing through a book of embarrassing pictures from their past on their birthday or anniversary. We suggest: If you must gift a scrapbook or give him a DIY gift, try something that contains things he can use. Vouchers, date night coupons... include anything that makes it a little more fun.

SCrap the BOOK

Having a scrapbook full of memories, with little hearts drawn around your pictures is

In a scene from a popular TV show, Friends, Ross once very wisely said, “While a salt shaker is good, salt alone is off limits.” So, getting your guy a pair of shoes is a great gift, but, unless they’re in the package as well, stay away from gifting him socks! We suggest: Get a pair of shoes instead! If you think he doesn’t want any more shoes and want to stick to footwear, try sandals or funky slippers.

Save the Spray If someone gifted you a deodorant, would you be able to resist wondering whether it’s because you stink? The same holds true for a man. He is going to assume that you perceive him as unhygienic, or at the very least, as someone who needs a little help in the grooming department. We suggest: Save a little and gift him a good cologne instead.

A guy’s daily skincare regime may include using shaving cream and hair gel, but we’re sure he can buy that on his own. He’s not going to get excited about that special men’s shower gel and gifting him scented soap will make him gag. So, stay away from the toiletries. We suggest: If grooming items are your gift of choice, pick an expensive razor instead — but only if you know he doesn’t have one that he loves already.

Gifting a woman lingerie is sexy — gifting a man briefs or boxers? Not so much. Most men will wince at the idea of you giving them a box of briefs for their birthday. Also, remember that if it’s a new relationship, this gift might turn out to be really awkward — unless it’s Valentine’s Day. We suggest: Why not get him a funky pair of beach shorts instead?

SO FeMININe There’s nothing more attractive than a man who can pull off a salmon coloured shirt with élan. However, most men don’t

There is not much information available about the G-spot simply because experts are unable to pinpoint and label the area, nor can they locate the nerves that trigger the response. The existence of this spot is also not accepted by many authorities. Please note that the G-spot is more for academic discussion than for practical use.

G-Spot

What is G-Spot? My patients ask this question very often and I find no answer in medical books. G–SPOT is an area of increased sensitivity within the vagina, with maximum potential for sexual arousal. It is supposed to be located on the upper vaginal wall about two inches from the external vaginal opening. G-spot got its name after it's discoverer Ernest Grafenberg, a German gynaecologist, in 1950. It has been described as a mass of

An Estimated ` 2.3 Trillion Needs To Be Raised

Government borrowing schedule due on Friday

By A Business Reporter

T

he government is due to announce the borrowing schedule for second half (Oct14-Mar15) of FY15 on Friday. If the full-year borrowings program is maintained then an estimated INR 2.3trn needs to be raised in the second half (2H) of FY 15. However, after the first half (1H) tranche was lowered by INR 160bn on the back of central bank’s dividends and government’s cash surplus, expectations are that the full-year borrowings will be lowered, a first in many years, says DBS Bank. Hence two scenarios might unfold: if the annual gross borrowing is left unchanged, then the 2H issuance will be raised to INR 2.48trn; alternatively if the author-

ities are confident on the fiscal situation then the 2H borrowings will be maintained at INR 2.3trn, implying lower full-year borrowings. 10Y government bond yields fell to oneyear lows below 8.5% earlier this week, riding on these expectations. On the fiscal end, the new government has retained the challenging -4.1% of GDP deficit target for FY15, banking on optimistic tax revenue projections. “We expect this target to be met, but don’t rule out a modest 0.1-0.2% of GDP overshoot. The focus is on the ambitious divestment target (~USD 10bn), which should offset the below-target tax collections. If the overall revenues fall short of budgeted estimates, a mid-course reduction in spending will be necessary to meet the deficit targets. Given last

year’s experience, the axe is likely to fall on capital expenditure, while subsidies prove stickier”, says DBS. Nonetheless, few one-off factors might provide some headroom to fiscal consolidation efforts. Firstly, part relief is likely from lower food subsidies (estimated 17% savings), as lack of preparedness amongst states to unveil the food security program could delay disbursements. Secondly, softness in the global crude prices, especially with Brent prices hovering below the key USD 100 per barrel mark (budget estimates USD 110pb), will also help contain diesel subsidies. DBS believes “Any concrete progress on completing deregulating the diesel regime is expected to provide additional comfort on the fiscal balance”.

EPFO’s ` 1,000 Minimum Pension To Benefit 32 Lakh Immediately

By A Business Reporter

T

he government's decision to amend the Employees Pension Scheme, 1995 (EPS-95) run by EPFO to provide minimum monthly pension of Rs 1,000 will immediately benefit around 32 lakh pensioners who get less than this. Earlier, estimates of EPFO had suggested that the immediate beneficiaries who were getting less than Rs 1000 every month would be 28 lakh while the total number of pensioners under the Employees' Pension Scheme

(EPS-95) of Employees Provident Fund (EPFO) were 44 lakh. "Out of the present 49 lakh pensioners of EPS-95 approximately 32 lakh pensioner are drawing less than Rs 1000 per month with a large number of them drawing less than Rs 500 per month," an EPFO order said. Though the entitlement provided by the government under the EPS-95 was made effective on September 1, the pensioners getting less than Rs 1000 per month would be paid this much amount from next month onwards. What is the tele-scenario of the show? One a vivacious, lively, talented girl from Lucknow, the other an intense and complicated ruthless business tycoon! What happens when destiny entwines their lives together? Affirming the saying that opposites attract, Sony Entertainment Television's latest offering is a beautiful love story of two contrasting individuals called 'Humsafars'. 'Humsafars' chronicles the lives of a budding fashion designer, Arzoo Nausheen Khan and a multimillionaire owner of a fashion house, Sahir Chaudhary.

Arzoo who is from Lucknow comes to Mumbai to fulfill her dreams of becoming a fashion designer and ends up working for Sahir, played by me who owns a fashion house, Sayaara. What follows is an intense love story between two imperfect and contrasting individuals and what happens when their worlds collide. While Arzoo believes that with family’s love and hard work you can achieve anything, Sahir thrives on power and money and will not stop at anything to achieve what he wants. However, destiny has different plans for them and how the yin and the yang find true love in each other is what makes 'Humsafars' an unconventional love story.

What is the other cast of the show? Making her debut with the role of Arzoo Nausheen Khan is the young and talented Shivya Pathania. Other

She will be seen as the biggest support system for RK. Gurdeep says, “I am really excited about playing Maya, a negative character.”

Does your character have negative shades? It’s a grey character with lots of different traits but we can accept him as a man with a heart and lots of love. He is a very headstrong and ambitious and short tempered man who is a megalomaniac in a way but when he comes in contact with this girl who is fiery and frank, he falls in love with her and in the process gets reformed.

You were not on the radar for quite a while. Yes. I took some time off to discover myself for two years and to seek solace and find peace as I suffered a personal tragedy when my mother passed away. I was glad that I took this sabbatical because now I am totally rejuvenated and raring to go back on the sets again. Harshad is a ‘different’ actor for sure!

AKHIL DOMINATES, SHIVA WALKS INTO SECOND ROUND I SPORTS

MUMBAI | THURSDAY, SEPTEMBER 25, 2014

NCHEON: Comeback-man Akhil Kumar (60kg) pummelled his Nepalese rival Purna Bahadur Lama before notching up a Technical Knockout triumph while Shiva Thapa (56kg) merely had to show up to enter the second round as Indian boxers began their Asian Games campaign on a winning note here. Shiva was the first to step into the ring this afternoon and he did not have to do anything more as his opponent, Leonel Helo Pr ada of Timor Leste, gave him a walkover. Akhil, a former Commonwealth Games gold-medallist, was the next man in for India in the second half of the day and the 33-year-old showed no signs of rustiness while getting past Lama. The Haryana-lad, who was returning to international competition after three years of injury-forced hibernation, was dominant from the word go. With his trademark open guard, the Indian went after his overtly cautious rival, who looked hesitant in attack and equally unsure in defence. The opening round ended with Akhil leading Lama 30-24

Pugilist Shiva Thapa is declared winner during preliminaries of the men's 56kg category boxing event at the 17th Asian Games in Incheon, South Korea on Wednesday. Thapa got a walk-over against Leonel Parada Helo of Timor Leste. after shaking him up with a flurry of uppercuts, targetting the Nepalese's torso. Lama faced the standing eight count twice during the opening three minutes itself. The second round followed a similar script with Lama looking even more intimidated by his experienced rival.

India crush Maldives to enter quarters in men’s volleyball I

NCHEON: Indian men hardly broke a sweat as they thrashed unfancied Maldives 25-10 25-19 25-17 in exactly an hour to enter the quarterfinal of the Volleyball competition at the 17th Asian Games. The male spikers had beaten Hong Kong in their first group league game and by virtue of two wins in the four-team group, find themselves earning a last eight berth. India will play the formidable Iran (Asia No 2) in the final group league encounter. Iran are silvermedallists from the last edition in Guangzhou. It was one of the easiest matches for India, who are ranked 37th in the world compared to a lowly 85th of Maldives. Having rested their key spiker, the 6ft 9 inch Vaishnav, it was young Rajasthan boy Lovemeet Kataria, who played a major role in the Indian win. The 21-year-old was a livewire on court with brilliant interceptions at net followed by innumerable number of killer spikes. He was ably complemented by Railwayman Prabhakaran, who also executed perfect spikes. Skipper Navjit Singh

and former captain Gurinder Singh also had a good game. Setter Naveen Jacob's deft angular placements also created more trouble for Maldives. Such was India's domination that libero Kanagaraj Sivasubramanium did not have much retrieving to do. Maldives certainly gave a better account of themselves as they were locked 4-4 in the beginning. However Indians played the key points well winning the game at 19. In the third set, Maldives, for a brief period, led India 43 but the joy was shortlived as a flurry of spikes got the winners race to a 7-4 lead. Navjit served really well and also smashed well as India took a 20-12 lead before knocking off the remaining points in style. Indian men's volleyball coach Sridharan Garudapuram, after the 3-0 result against Maldives, said it was a good win. "It was a good one. It was the second match, and it was good. The boys played well, and I hope the next matches are bigger matches for us." On the players' performance, he said, "Their performance was okay, but there's still more to come in the future matches."

The Nepalese boxer faced one more standing eight count before Akhil sealed it 30-25. It was halfway into the final three minutes when the referee decided that Lama had taken enough of a pounding and stopped the contest declaring Akhil the winner in a Technical Knockout. Akhil has

earned a round of 16 meeting istan's Nadir as his round of 16 with Filipino Charly Suarez on opponent. Nadir defeated Friday. Suarez outpointed Bhutan's Phub Sigyel 2-1. Uzbekistan's Eimur AbduToday, L Devendro Singh raimov 2-1 (29-28, 28-29, 29- would fight against Kuwait's A Fahad in the men's 49kg class 28). Goalkeeper Shamsher helps PNB hold Indian Oil 3-3 M

UMBAI: Goalkeeper Shamsher Singh produced a lion-hearted display, making a number of brilliant saves to ensure his team Punjab National Bank share hounours with fancied Indian Oil in a creditable 3-3 draw in a tight Super Division match of the MHAL (Mumbai Hockey Association Limited) League – 2014, jointly sponsored by PMC Bank, Bank of India and Union Bank, and played at the MHAL Stadium, Churchgate, here, on Wednesdayevening. The scores were tied 1-all at the end of the first half. The PNB custodian Shamsher stood tall under the bar and showed silverquick reflexes and agility as he blocked attempts from Indian Oil sharp-shooters Deepak Thakur, Roshan Minz and drag-flicker Gurjinder Singh to restrict them to just three goals. Shamsher for his brave efforts was obviously the right choice for the ‘Man-of-the-match’ award. For the record, Indian Oil

29 Indian women inch closer towards medal with twin wins

INCHEON: India took a big step towards winning another squash medal at the Incheon Asian Games after the women's team, including Joshana Chinappa and Dipika Pallikal, upset Hong Kong 2-1 before beating Pakistan 3-0 in Pool B. Chinappa and Anaka Alankamony won their matches after India number one Pallikal lost the opening singles to Hong Kong's top player Annie Au in five gruelling games at the Yeorumul Squash Courts. India had it easier later in the day against Pakistan. India, who had to settle for a bronze in Guangzhou four years ago, have a good chance winning at least a silver here. Having beaten the fancied Hong Kong unit and Pakistan, they should beat China today enroute to topping the group. In that scenario, India are likely to face either Korea or Japan from the other group in the semifinals. It is highly unlikely that Japan or Korea will finish ahead of mighty Malaysia in Pool A. "We have a good chance for silver now but we are not thinking too far ahead. Hopefully we can top our pool and take it forward from there," World No.12 Pallikal told PTI. India's first ever women's singles bronze medallist at Asian Games went down fighting to 11th-ranked Annie 11-5 6-11 8-11 1210 9-11, giving the opposition early advantage. Pallikal's longtime teammate and Word No. 21 Chinappa had to win against 23rd-ranked Joey Chan to keep India alive in the tie. She staged a remarkable recovery to keep her team afloat in the competition, coming back from two games down to win 6-11 811 11-5 11-9 11-9. World No. 158 Anaka Alankamony, who was controversially nominated for the Arjuna Award last month, was up against 42nd ranked Tong Tsz Wing. The Indian, whose ranking has dropped drastically in the last two years, played a solid match to give India an unexpected win. The final scoreline read 11-8 11-13 11-9 11-5 in favour of Alankamony. The men's team eased past China 3-0 for its second straight win in Pool B. India's top player Saurav Ghosal, who lost a long singles final to settle for silver yesterday, was rested again.

SHOOTERS FIRE BLANKS I

NCHEON: After scooping six medals, including a gold won by Jitu Rai, on the first four days of the Asian Games, Indian shooters drew a blank on the fifth day of the competitions at the Ongnyeon pistol and rifle range. India had chances of winning four medals from the 25m rapid fire pistol event for men and the 50m rifle prone for women but could not get even one on a disappointing day for the shooters. Indian men's 25m rapid fire pistol team narrowly missed out on a bronze as they finished fourth after ending up with same points as Vietnam with a tally of 1704. The bronze was decided on 'innner 10' count and Vietnam bagged the medal as they had 41 hits at the innermost ring as against 39 by the Indians. India's chances of a medal in the individual event rested on Harpreet Singh but he even failed to qualify for the final round as he finished seventh. Harpreet started off promisingly to have a score of 197 out of 200 in his first 20 shots but could not sustain the momentum in the next 10 where he missed seven marks, including three in the last five, to end up with 290 out of 300. He still had a chance to make a grand rally and did it over the next 20 shots in which he missed only Raj Chaudhary [top] during the women's 50m air rifle prone event and Gurpreet Singh competes in the men's 25m rapid fire pistol event at the Ongnyeon International Shooting Range at the 17th Asian Games in Incheon, South Korea on Wednesday.

preet's sequence was 97, 98, 89, 98, 97 and 91 while Tamang fired 99, 93, 85, 91, 94 and 94. The Indian women were even more off the mark with army major Raj Chaudhary, the main hope, starting well in the women's 50m rifle prone individual event before tapering off to finish 22nd out of 43 shooters with an aggregate score of 614.6. Teammates Lasjja Gausswami (25th; 613.7 points) and Tejaswini Muley (36th; 608.8 points) were totally out of depth. As a result, the Indian women finished outside the medal bracket in the 50m rifle prone team event too, ending up 11th out of 13 countries with an aggregate of 1837.1. Main prone rifle shooting hope Raj Chaudhry also began her event very promisingly before pressure got over to her. Raj, who was shooting well till the 40th shot in the 60-shot prone finals, took a break and then had a horrid sequence over the next 10 shots during which she secured three 9-plus scores, including the lowest of 9.5, that pegged her back. After a string of 9-plus scores between the 13th and 15th shots, she took a long break and then shot consistently in the 10s till the 30th shot. She had a high of 10.7 and a low of 9.9 and tallied 103.4 in the 10-shot sequence from 31st to 40.

But nerves overcame him and he was way off target in the last 10 -missing two between 51 and 55 and three more over the last series of five shots and his tally of 578 got him the seventh spot -- one rung outside the top six who qualified for the finals. His sequence of scores read 98, 99, 93, 98, 97 and 93. Harpreet's teammates Gurpreet Singh and Pemba Tamang performed poorly to end up 12th and 20th with respective overall tallies of 570 and 556. Qatar forfeits game in protest over hijab ruling Bindra re-elected as member

I

NCHEON: The Qatar women's basketball team forfeited a match against Mongolia today and is considering withdrawing from the Asian Games competition after players were refused permission to wear a hijab. Confusion over the implementation of recently relaxed regulations outlined by the sport's international governing body, aimed at making the game more inclusive, could be the cause of the problem in Incheon. "The Qatari players ... Refused to take off the hijab," Asian Games Organising Committee spokeswoman Anna Jihyun You told The Associated Press. Ten minutes after the scheduled start, "At 4:25 p.M (local time), the match was declared forfeited and awarded to Mongolia." You said match officials

did not receive any instructions to allow head coverings, and were only following the rules which restrict the use of headgear, hair accessories, and jewelry. "The organising committee is not involved in the rules, and the match officials did not have any directions from world body FIBA regarding the same," You said. The Qatari contingent was surprised by the decision, with its chef-de-mission Khalil al-Jabir saying the team "was not likely to play" basketball in these Asian Games if the players are not allowed to wear the hijab. "We were expecting our

players to play with the hijab, that's why we came here," he said. "Nobody told us that it will not be allowed and we are still waiting for clarifications." Meanwhile, competitors have been allowed to wear hijabs in other sports, including badminton, shooting and track and field. The rules of all sports are governed by their respective international federations, and many allow head coverings for certain athletes during competition. Regulations about head coverings in basketball came into focus this year when two Sikh players from India were

told to remove their turbans during the Asia Cup in July in China. Earlier this month, FIBA said it was launching a two-year trial phase allowing players to wear head coverings. However, the Mies, Switzerland-based organisation issued a clarifying statement last week saying, "Please note the Central Board decision allows exceptions to be applied only at the national level and the Asian Games is an international event." To get an exemption for domestic tournaments, national federations must petition FIBA to allow players to play with their heads covered, plus submit follow-up reports twice a year. FIBA's governing body will evaluate the rule again next year, and determine whether to allow head covers at some level of international competition from next summer.

EW DELHI: India's only individual Olympic gold medallist, Abhinav Bindra, has been re-elected as member of the seven-men Athlete Commission of the International Shooting Sport Federation, the global body governing the sport. Bindra, who was first elected to the body during the 2010 World Shooting Championships in Munich, was re-elected this time during the just-concluded World Shooting Championships in Granada, Spain. Out of the 13 athletes nominated by the respective member federations, Bindra emerged as one of the top candidates for the four vacant slots. The other athletes elected were Serbian Zorana Arunovic, Marco De Nicolo from Italy and German shooter Henri Junghaenel.

"It's a great moment for all of us to see that shooters from all over the world have faith in Abhinav and his professionalism. We at NRAI are confident of providing all possible support to Abhinav and all other shooters from the country for their growth and development," said National Rifle Association of India president Raninder Singh. The remaining three committee members and the chairman of the committee will be appointed by the ISSF Executive Committee at the next meeting on November 29 in Munich. The ISSF Executive Committee will release the complete results of the elections, including the number of votes obtained by each candidate, after the appointment of the remaining three Committee members and of the chairman.

WIND SPOILS DUSHYANT’S SURGE FOR GOLD,

SETTLES FOR BRONZE By SS Ramaswamy

I

NCHEON Inclement weather spoilt Indian rower Dushyant Chauhan's strong bid for a gold medal on international debut as he settled for a bronze in the men's lightweight single sculls at the 17th Asian Games here. The Army rower, hailing from Haryana and belonging to the Bengal Engineering Group in Roorkie, led from the 500m till the last 200m in the 2000m race before strong northerly winds and rain put paid to his gold medal hopes as he fell behind two others and finished third by clocking 1 minute, 59.02 seconds.

"I was confident of the gold but my lane was the most affected by the strong wind. However I am happy to win the bronze medal," said the 21year-old after winning the medal. Chauhan was second behind gold-medallist Lok Kwan Hai by just

under two seconds in the first 500m and then caught up with his rival before overtaking him in the course of the next 500m and looked assured of a gold before inclement weather hampered his chances. He not only lost the gold medal, but also the silver as the host country's Lee Hakbeom, who was third with 500m left, also surged past the Indian rower to clinch the second spot in 1:56.19. It was the first medal of the day after a fruitless stint at the shooting range for India and the 10th bronze in the Games. Rowing Federation of India Secretary General M V Sriram also rued the loss of a gold for

Chauhan. "He led for most of the race and should have won the gold," he said. Rowing had proved to be a happy hunting ground for the country in the Guangzhou Games four years ago when single sculler Bajrang Lal Takhar created history by winning the first rowing gold after his silver in Doha in 2006. There were two three silver medals and bronze in the women's coxless pair event and in this background, a large team of rowers have come here to take part. The Indian team comprises 22 men and nine women rowers, accompanied by four coaches and a physio.

But the Indians did not sit back and restored parity four minutes later from a penalty stroke which was perfectly converted by Jaspreet Kaur. With both teams locked at 1-1 at half time, the third quarter was expected to be a lively affair and it was India who got the first scoring opportunity in the form of a penalty corner, which they failed to utilise. The tussle between the two teams continued in the fourth and final quarter. In the 51st minute, Indian goalkeeper Savita came to her side's rescue with a fine save from a penalty corner. The Indians, in fact, had a chance to register an upset win when they earned their third penalty corner with five and half minutes remaining in the match, but Jaspreet's effort went over the Chinese goal. Just when it seemed the match was heading for a draw, which in fact would have been a just result, Zhao caught the Indian defence off guard and scored the winner in the 59th minute with a rasping shot Indian and Chinese players in action during their pool match at women's hockey of 17th Asian Games in Incheon, from top of the circle. Saina Nehwal plays a shot against Macau's U Teng Lok in their women's single badminton match at the Gyeyang Gymnasium during the 17th Asian Games in Incheon on Wednesday.

SAINA, SINDHU CRUISE

PAST OPENING ROUND RIVALS By SS Ramaswamy

I

NCHEON:After guiding the women's badminton team to a historic bronze two days ago, India's top shuttlers Saina Nehwal and P V Sindhu opened their campaign in the Asian Games individual competitions with thumping victories in the singles event. Sixth seed Saina easily overcame U Teng Lok of Macau 21-10, 21-8 in just 20 minutes and lined up against her next opponent Iran's Soraya Aghaeihajiagha, who dispatched Mongolia's Khulangoo Baatar in straight games in another round of 32 women's singles encounter. Sindhu, seeded 8th, too had a comfortable 21-7, 21-13 first round victory in 19 minutes over Wong Kit Leng, also of Macau, to book a round of 16 clash against M Bellaetrix of Indonesia, a contest the lanky Hyderabadi described as "tricky". "It should be a tricky match but I am confident of doing well," said the world No. 10, who did not want to look too far ahead to an expected clash with the top-seeded London Olympic champion Li Xuerei, who is also currently the World No. 1. "I am taking it match by match and not looking too far ahead," she said. Saina said her easy first round victory was expected but things would hot up from round three. "The first two rounds are generally easy but things would get tougher after that," said the World No. 7. If Saina sails through to the quarter finals tomorrow, she is likely to face second seed Yan Wihan of China against whom she has a poor 1-8 win-loss ratio. "Yan Wihan is a very

tough player. My record against her is not great as everyone knows. She is a very powerful player and plays deep in the court. Her smashes are steep. I have been working hard over the last 2-3 weeks (under Vimal Kumar in Bangalore) on my (oncourt) movement. Hopefully things would go as per plans," she said. Two out of three Indian doubles combinations made their exit from the tournament, with only Manu Attri and S Sumeeth Reddy standing to fight another day. Attri and Reddy got past the lukewarm challenge put up by Maldivian pair Sarim Mohammed and N Sharafuddeen to win 2-17, 2-17 in 19 minutes but are up against Chinese sixth seeds Liu Xiaolong and Qui Zihan tomorrow for a place in the quarter finals. The more fancied men's doubles combine of Pranav Jerry Chopra and Akshay Dewalkar bit the dust, so too did the women's pair of N Sikki Reddy and Pradnya Gadre after putting up a fight against their Japanese rivals. Chopra and Dewalkar lost 8-21, 15-21 in 28 minutes to China's Cai Yun and Fu Haifeng in round of 32, while Pradnya and Sikki stretched Japan's no. 2 seeds Miyuki Maeda Reika Kakiiwa. The Indian women's duo lost the opening game 16-21, raised visions of an upset win by clinching the second game 21-19 but then committed far too many unforced errors to drop the third 14-21 and made the exit. The Indian pair lost six points in a row after leading 3-0 to trail 36, caught up their rivals at 7 but fell behind again to 10-14 after which their rivals never looked back as Pradnya and Sikki lapsed into errors.
