he year 2014 seems to be a good start for the cause of skin donation. The National Burns Centre at Airoli saw 30 people donating the skin of their near and dear ones in January this year. While this might not seem to be a big number, it is definitely an improvement, when the average number of donations in 2012 and 2013 are considered. Speaking of numbers, Dr. Sunil Keswani, Medical Director, National Burns Centre, said, “In 201213 the average number of
donations were approximately eight per month. Then in 20132014, it rose to an average of 22 per month. But January 2014 has been a good month. We were surprised to have 30 donations, and on one day in February, we got four calls for skin donation which in itself is a record of sorts.” Dr. Keswani said that two donations can help one person in times of need, and so, with 30 skin donations, 15 people stand to benefit. “Skin donation is extremely important because it not only helps in quicker healing of burn injuries, but also helps in survival in several
cases,” said Dr. Keswani. Dr. Keswani also added that recently, his centre operated upon four people who were suffering from burns ranging from 60 per cent to 80 per cent, caused due a mishap. It was the skin harvested in the National Burns Centre that came to their rescue. “One had suffered 80 per cent burns, while the others had 75 per cent, 67 per cent and 60 per cent burns. The surgeries had to be done as soon as possible. We removed the dead skin and used the harvested skin for them. This will speed up the healing process. Each

First Goan woman to be sworn-in as Bombay HC judge today R
The Public Health Department of the state government launched the Maharashtra Emergency Medical Service (MEMS) in the city on Saturday. The ambitious scheme to serve 11.8 crore people of the state was launched by Chief Minister Prithviraj Chavan. Altogether 937 ambulances, including 233 Advanced Life Support (ALS) and 704 Basic Life Support Ambulances (BLS), with over 6,500 professionals, will be working in the scheme. State Health Minister Suresh Shetty and Mumbai's Guardian Minister and Rural Development Minister Jayant Patil were also present during the occasion.
egarded as an upright and impartial judicial officer during her tenure of almost two decades, the North Goa principal district and sessions judge, Anuja Prabhudessai, will be sworn in as judge of the Bombay High Court today. Interestingly, Judge Anuja Prabhudessai will be the first Goan woman to be a High Court judge.Prabhudessai is known to be talented, well-mannered, Judge Anuja soft-spoken, yet firm in the disPrabhudesai pensation of justice. Even though years ago, she was suspended for using her discretion in awarding compensation in a petition over a motor vehicle accident claim and disbursing amount given by another judge, the Bombay High Court later, cleared Prabhudessai of all charges, and had her re-instated as the district and sessions judge. The legal fraternity – including several lawyers who had protested against this decision – had then suspected her suspension to be a conspiracy to sideline and abort her, as she was to be elevated as a Judge of the Bombay High Court. There are reports that even when posted as Law Secretary of the Goa State, she refused to bow to the illegal and unjustified designs of the politicians. This in all probability, earned her more than her fair share of powerful enemies.

surgery lasted for four hours,” he said. Dr. Keswani attributes this spike in skin donation to the awareness programs conducted by communities and NGOs. “This is the effect of the awareness programs conducted by NGOs and communities like the Jain community. They talk about skin donation and have encouraged people to go ahead and pledge their skin. We wish that more such awareness programs are conducted and that every community comes forward to take this cause ahead,” said Dr. Keswani.
O
nly days after the state government appointed four Information Commissioners, activists have now demanded that there should a transparent process for selecting them. Shailesh Gandhi, RTI activist and former Central Information Commissioner (CIC) said, “Maharashtra has appointed four Information Commissioners. This is good news since there is now hope that the 30,000 pendency will be brought down. But it is bad news considering all of them are retired bureaucrats appointed without any process. Activists should now work to get a transparent process for selecting them. The government should advertise openings to appoint Information Commissioners depend-
ing on the need atleast six months in advance. Eminent individuals could apply or be nominated by others. A search committee consisting of (possibly) two members of Parliament, Chief Information Commissioner, one Vice Chancellor, one Supreme Court Shailesh Gandhi judge and two RTI activists could be formed to shortlist a panel which could be three times the number of Commissioners to be selected. These could be announced with the minutes of the meeting at which the short listing is done”. Gandhi added, “The search committee mem-
bers could be picked from a large panel in each category. An interview to be conducted by the search committee in public view, to give citizens and media the opportunity to hear the views of the prospective candidates. Citizens could give feedback and views to the search committee. Subsequently the search committee could present its recommendation for twice the number of Commissioners to be appointed. Based on these inputs, the final decision to select the Commissioners could be taken by the Committee as per the Act consisting of Prime Minister, Leader of Opposition and one Minister. (A similar process could be adopted for State Commissions with MLAs instead of MPs and High Court judge instead of Supreme Court judge)”. philip.varghese@afternoondc.in

CONG WILL RULE STATE AGAIN:
By Suyash Padate
T
HE BJP's prime ministerial candidate Narendra Modi has no national vision and the way Arvind Kejriwal ran away from the battlefield in New Delhi, the Aam Admi Party's (AAP) graph is in a sharp decline. After the sad demise of Shiv Sena supremo Bal Thackeray, the Sena seems to be like a ship adrift in an open sea. Against this backdrop, the people of Maharashtra will certainly stand by the Congress because they are aware that UPA II has taken India forward. This is what Congress national campaign committee member and the party's national media panel member Anant Gadgil, said very confidently. He spoke in length on various aspects of his own party as well as the opposition.
‘A MAJORITY OF THE PEOPLE IN THE STATE HAVE FAITH IN THE CONGRESS, ESPECIALLY THE MINORITIES AND THE DOWNTRODDEN,’ ASSERTS THE PARTY’S NATIONAL CAMPAIGN PANEL MEMBER
ANANT GADGIL Pics: Azad Shrivastav | ADC
Tell us why you are so confident that the people will vote for the Congress. Believe me, a majority of the people of this state are still with the Congress. There might be some resentment but the downtrodden and the people from minority community have full faith in the Congress party. Also, our party's base is very strong in the rural parts of Maharashtra. Cooperative sugar factories, banks and other institutions are the backbone of the rural economy and many Congress leaders are at the helm of affairs in these institutions. We have our network up to the last man. This will certainly help us in the elections. But how about the rampant corruption, not only at the national level, but also at the state level? As far as some of the cases of corruption are concerned, the Congress took the initiative to take punitive action against those involved. In a coalition government, sometimes your are forced to defend your alliance partner. The opposition has blown some of the cases out of proportion and unfortunately, we failed to bring the reality in front of the people. But the fact remains that the present situation is not favourable to the Congress. There are certain measures taken by the UPA government which cannot be ignored. The Prime Minister, Dr Manmohan Singh, has already brought some of these issues before the nation. The improved performance of economy making the growth process more inclusive is the major highlight of our report card. Apart from this, delivery of better governance, welfare and development programs, improved relations with the changing and challenging world. The UPA government has taken our country forward on all these four fronts. Faster growth is necessary to provide opportunities to the young generation and the growth slowed down to 5 per cent in

in our neighbouring state. You cannot ignore Shiv Sena in Maharashtra. After the sad demise of Sena supremo Bal Thackeray, the party has become directionless. Many leaders are deserting the Sena.
2012-13, but it was a doable phenomenon. GDP declined in Euro zone, grew very slowly in Japan and US, slowed down in China. Last year, the economy in India did slow down, but it was a temporary effect. India was among the fastest growing economies with average growth rate of 8 per cent in nine years, including years of slow growth. Economic situation in the country is turning around and inflation is under control, you have to accept this. Don't forget that the Congress has taken steps against corruption through the RTI Act, Lok Pal Bill. The Food Security Bill was the rev-
olutionary decision of this government. At the same time, you cannot overlook the achievements of the state government. The monorail has virtually attracted the attention of the entire country. For the first time, such a major transport project has come up in India. The Metro will start shortly. Eastern Freeway is another achievement.
the media, has created this in some of the urban areas. But this is an exaggeration. The man who is running for the top post of the country has no vision at all. He never talks about the economic and foreign issues. His one point programe is to attack the Congress party and its president Sonia Gandhi and vice president Rahul Gandhi. This will not work out and Despite all this, Narendra one day Modi will be exModi's popularity is on rise posed. His propaganda of the and the BJP seems to be the Gujarat development is also frontrunner. misleading. According to one I don't see any so called Modi report the Gross State Dowave in the state. The BJP, mestic Product, Maharashwith the help of sections of tra's share is 14.7 per cent
whereas Gujarat is 7 per cent. Industrial Output: Maharashtra 18.4 percent, Gujarat 15.54 per cent. FDI Share: Maharashtra 35 per cent, Gujarat 6 per cent. Export share: Maharashtra 27 per cent Gujarat 22 per cent. School dropout rate in Gujarat is 57.9 per cent. As far as state hunger index is concerned, Gujarat is behind Jharkhand, Bihar and Madhya Pradesh. The credit-deposit ratio in scheduled commercial banks in Gujarat is 4.7 per cent whereas in Maharashtra it is 26 per cent. Now look at these figures and then you decide what is the situation
What about AAP? AAP graph is on a sharp decline. Arvind Kejriwal is 'ranchoddas'. He literally ran away from the arena. There was an opportunity for him to deliver and make some impact. But he preferred to be in the limelight instead of working for the people of Delhi. I don't think AAP will have any impact in the state. Some of the names of AAP's candidates are doing the rounds – Mayank Gandhi, Meera Sanyal, Anjali Damania – who is the 'aam aadmi' among this lot. After the fiasco in Delhi the AAP factor will not work anywhere. How do you view the strained relationship between the Congress and NCP? There might be some differences but nothing serious. We will enter the arena unitedly.

hatever the Election Commission of India (ECI) may do to try and create a level playing field for all the candidates and political parties, it all seems to be coming to naught, given the kind of sops and freebies being announced by those in power. Who cares if the ECI is asking political parties and candidates to spell out how they plan to fund and implement their freebies? Chavan had admitted that the pressure of migration and slums on cities like Mumbai had much to do with the 1995-99 decision of then Shiv Sena-BJP government of providing free housing to 40 lakh slumdwellers in Mumbai. Who cares about the hardships of the people, the squalid conditions, creaking infrastructure, et al.
Strange Bedfellows
Uddhav Thackeray seat is now in the Congress fold. His son Sanjay Mandlik has jumped onto the Sena bandwagon. Gauging the direction of which way the poll winds are blowing, politicians are quick to adapt to the changing political equations. Sena sitting MP Subhash Wankhede from Hingoli, who was almost on the verge of hobnobbing with the NCP, has retraced his steps backwards after sensing the pro-NDA wave. Then there are cases of weak candidates being fielded against strong candidates despite the anti-incumbency factor going in their favour. Such actions of political accommodation by political parties makes one wonder whether these elections too are ‘fixed?’ Seems so, with politicians encouraging their kith and kin to embrace different political ideologies just to keep the political power flowing through in their homes.
NCP stumps BJP with SS support Rift widens between saffron alliance partners in Mira Bhayandar
T
here are no permanent friends or foes in politics and the ongoing ‘cold war’ between the Bharatiya Janata Party (BJP) and Shiv Sena is a recent example. A day after the Shiv Sena leadership confirmed Rajan Vichare’s name as the saffron alliance candidate to wrest the Thane Lok Sabha parliamentary segment, the widening rift between the BJP and Shiv Sena, major constituents of the National Democratic Alliance (NDA), stood virtually exposed in the general body meeting of

the Mira Bhayandar Municipal Corporation (MBMC) on Saturday. In what is being seen as a fallout of a tactical understanding with the NCP, a section of Shiv Sena corporators mysteriously abstained from the house, paving way for the NCP-led ruling alliance to successfully pass a resolution on the virtue of their wafer thin majority in the house, leaving the BJP-members red faced. The resolution moved by NCP’s Dhruvkishore Patil, affirming the nod of the house
All is well, says Sena MLA Pratap Sarnaik In a defensive and carefully worded statement, legislator and local Shiv Sena supremo, Pratap Sarnaik, said, “Some of our corporators were unaware of the general body meeting which had been scheduled at the eleventh hour. However we will enquire into the matter and initiate strict action against anyone found to have deliberately abstained. The BJP is our senior partner and elder brother of our party. I will personally pacify the BJP leaders and ensure that relations are not strained between both the parties.
Shiv Sena back-stabbed us, fumes BJP Fuming after members of alliance party- Shiv Sena members snubbed him for not turning out during the crucial vote on-account to counter the NCP’s resolution, BJP district president and Leader of Opposition, Narendra Mehta launched a scathing attack on the local Shiv Sena leadership. “They (Shiv Sena) are our alliance partners but when we need to stand united in our fight with the NCP-led rulers, they have preferred to backstab us. If the erring corporators are not punished, we will teach them a lesson in the ensuing elections. threatened Mehta.

for shifting of the waste process plant from Dhavgi in Uttan to Sakvar village near Vasai, was countered by the BJP-led opposition. However, thanks to the absence of Shiv Sena members, the NCP, led by Mayor Catlyn Pereira, on the virtue of numerical strength in the House, passed the resolution. The BJP’s move was being seen as a political ploy to counter NCP legislator Gilbert Mendonca’s efforts to shift the plant ahead of the assembly elections.

query from the BMC under the Right to Information (RTI) has revealed that Assistant Commissioner of Police (Dahisar) Vijay Bagwe’s name appears as a member of the Savitribai Phule Mahila Bachatgat scheme and thus he gets paid Rs.5,500 per month

This group was initiated by the civic body under the women and child welfare programme for women below the low socio-economic line. Anguished residents of the sprawling residential complex built by Rashmi Housing, staged an agitation at the construction company’s office in Nalasopara (East) on Sunday morning, protesting against the builder’s failure to deliver the promised water connections. Carrying placards and shouting slogans, the agitators, mostly women, alleged that three years after occupying the flats, they were still forced to remain dependent on water provided by private tankers.

hiv Sena yesterday nominated Sanjay Sadashivrao Mandlik, son of sitting Independent MP Sadashivrao Mandlik from Kolhapur Lok Sabha seat which is represented by his father. While it has nominated its sitting MLA Babanrao Gholap to contest the Shirdi Lok Sabha seat which was held by its sitting MP Bhausaheb Wackchure who recently quit the party and joined the Congress fold. Meanwhile, according to senior BJP leader Gopinath Munde the party has allocated the Madha Lok Sabha seat to its Swabhimani Shiv Sena president Uddhav Thackeray handing over BEST bus passes to freedom fighters at his residence, Shetkari Sanghatna (SSS) Matoshri, in Bandra on Sunday.

leader Sadabhau Khot and the Baramati Lok Sabha seat has been allocated to Rashtriya Samaj Paksha (RSP) which is likely to nominate its founder president Mahadev Jankar from that seat. Khot will take on NCP’s MLC Vijaysinha Mohite-Patil in Madha. The Madha seat was until recently held by NCP chief Sharad Pawar who was recently elected to the Rajya Sabha. While Jankar will take on sitting NCP MP and party chief Sharad Pawar’s daugther Supriya Sule in Baramati, the BJP feels that both Jankar and Khot are quite capable of giving a tough fight to the NCP in its stronghold. It may be recalled that Sadashivrao Mandlik who
had won the 2009 Lok Sabha elections with the support of the Congress defeating the NCP candidate wanted the Congress to stake claim for the Kolhapur seat. However, with the NCP contesting the seat this time also, Mandlik threatened to have electoral tie-up with any other political party other than the NCP. Yesterday, he spoke to Sena chief Uddhav Thackeray while his son Sanjay joined the Sena and was immediately awarded the Lok Sabha ticket. In the case of Shirdi Lok Sabha seat, the Sena decided to opt for its own trusted veteran MLA rather than going for importing a leader from any other political party.
‘Help me with answers’ AAP believes in merit’ Says Meera Sanyal while speaking at a panel discussion in Mumbai. The Congress and BJP delegates however, had other things to say

couple of years ago, the state board set up helplines run by counselors, to solve the problems of troubled students, and almost a week into the board exams, these helplines are proving to quite a hit with students and parents. However, apart from being asked the usual questions on stress and anxiety, counselors are also receiving between 10 and 15 calls a day from by students asking for important questions, and if easy papers can be set.If this is not enough, the helplines also receive calls from students asking for the reasons behind a tough paper being set. Although these questions may seem funny, counselors try their best to provide students with appropriate answers. The state board established the board helpline in 2010 with the aim of counseling
and guiding students during the board exams. Although these helplines – that are operated by counselors – are operational only during the board exams, they receive almost 100 calls from across the state about papers, exam centers, hall tickets or exam related issues. However, the recent calls from students regarding help with answers and assurances of receiving easy question papers, have caught the counselors off guard. Chandrakant Munde, a board counselor who operates the phone line said, “When we get calls from troubled students, we try and calm them down. However, when we get calls from students asking for for answers or important questions, we make them understand that this is a different department, and that they should actually concentrate on their studies, than fall prey to doing wrong things due to which they might lose
a year.” Last year, the Mumbai Division recorded 2,000 calls on the helpline numbers, which is the highest received since the establishment of this facility. On February 26, the phone lines received 300 calls regarding issues related to Physics, which were soon solved. The call tally show that approximately 70 per cent students and 30 per cent parents call up the helpline number. When the ADC spoke to Laxmikanth Pandey, Chairman, State Board, MSBSHSE, he s2aid, “We have set up helplines to guide and assist students during their exams. These help lines also work as emergency lines for students when they have issues related to their exam centers, hall tickets and other problems. At times there are funny questions about easy questions and important questions, which are calmly resolved by the counselors”.

R
enowned banker and Aam Aadmi Party (AAP) candidate from South Mumbai, Meera Sanyal, has made it clear that her party believes only in merit, and that should be the only criterion for the selection of candidates in the election. Sanyal was speaking at a panel discussion on ‘VoteYour Right’ organised by the Rajasthani Mahila Mandal on Saturday. She said, “A deserving person should get the chance, no matter if the candidate is male or female. The performance has to be considered, and that should be the only yardstick. Not other standards, which we normally consider”. However, two other pan-
elists, Piyush Goyal of the BJP and Narendra Varma of the NCP insisted that 33 per cent reservation be arranged for women. Goyal said, “The BJP is the only party which has always tried to give maximum representation to women. We have often given them more representation than the prescribed quota, and even in the future, we will try to accommodate more women”. Significantly, Varma pointed out that his party is trying its best to field 33 per cent women candidates. If voted to power, what they will do, was the prime focus of the discussion, and in the question-answer session, all three speakers preferred to stick to their party lines. On the issue of corruption and unemployment, Sanyal spoke
vociferously, whereas Goyal cautiously played the same tune, and Varma tried to put on brave face. On the question of farmers’ suicides and the prices of agriculture produce, Varma preferred to shrug off queries. The mandal also felicitated Sushila Sable, a rag picker, who heads an orgnisation of waste pickers in Mumbai, which helps these rag pickers to save money and create a zero waste situation in Mumbai. Sable was felicitated by former MP Jaywantiben Mehta and Lalit Kanojia. The mandal’s trustee Damayanti Pittie, president Chandralekha Roongta, Urmila Roongta and Manju Lodha were among others who were present at the occasion.

building. Last week, API Aadav, along with a constable, visited the garage and asked the complainant to produce documents relating to his garage. When the complainant submitted his documents, the API told him he would have to verify the documents and asked him to come after two days. When, after two days, the complainant landed up at the police station to collect his documents, Aadav told him that the documents were not in order, because the actual shop owner’s name was not mentioned in them. He also told the complainant to bring the actual owner across, otherwise he would take stern action. The complainant asked for two days’ time and offered to bring the actual owner within 48 hours. ACB sources said, “When the complainant, who could not locate the original owner of the property, went after two days to the police station and requested to for return of the garage documents, the API demanded Rs.10,000 for release of the documents. The complainant refused to pay the bribe and filed a complaint with us. On the basis of his complaint, we laid a trap and caught him red-handed as he was accepting the bribe of Rs 5,000.”

Signs galore of the impending fall of the Congress!

Ponder awhile... “Enemies make you stronger, allies make you weaker.” – Frank Herbert
DMK's desperate plan to get a national ally F
ORMER allies in the UPA government and supporters – outsiders and perhaps insider also – appear to have stated moving away from the Congress. Almost all political parties appear to think that the Congress is a spent force and has very little chance in the ensuing Lok Sabha elections. The Congress is making belated efforts to shed its corrupt taint and emerge as a clean party. So far it has totally failed in this regard. The Dravida Munnetra Kazhagam – DMK – was a close ally of the UPA government. It's party had representation in the cabinet. A Raja, a DMK minister resorted to a 2G scam which was revealed by the CAG and he had to resign. The DMK, however, stayed on in the alliance. DMK's Karunanidhi appears to be politically a shrewd person. He holds the view now that the Congress is a spent force and any poll arrangements are not likely to be beneficial to his party. He has to face the challenge of his strong political opponent who has successfully tried out a new experiment. He gives free household equipments to people in exchange for their vote. By itself, the DMK cannot face the challenge of the formidable AIADMK. In the past, he has said he will have no truck with the communal BJP. He, however, appears to think that Narendra Modi is a different kind of person – who believes in governance and growth. That is why perhaps he has chosen to make a contact with Modi. He has significantly said Narendra Modi is a “good person”. The provocation for saying this is not difficult to see. The BJP on its part will not be in a hurry to invite Karunanidhi to join it. The BJP's presence in Tamil Nadu is zero and hence it may not be very enthusiastic about inviting DMK to join it. The scenario in Tamil Nadu appears to be quite clear now. Chances are Jayalalithaa's AIADMK will sweep the polls. The BJP does not have anything to lose by joining with DMK because it has a zero presence in the southern state.
T
HE sharp pickup in the political traffic on the eve of the parliamentary poll has but one clear message written all over it: The Narendra Modi-led BJP is on a winning streak. There can be no mistaking about it. Opinion polls, even the ones tainted by hidden cash payments, cannot all be wrong. Nor can the antennae of the grassroot politicians be emitting wrong signals. A virtual electoral gale is blowing against the ruling Congress Party and in favour of the BJP. Leave aside the real numbers for the moment. The usually reliable satta market has punters staking on Modi winning a minimum of 223 seats. Yes, two hundred and twentythree Lok Sabha seats. And the operative word is minimum. If more proof was needed of the rout that awaits the Congress, consider the return of the Great Secularist Ram Vilas Paswan to the NDA this week. Do not forget he has dumped the far bigger secular warriors Sonia Gandhi and Lalu Prasad Yadav to team up with Modi. And once you consider that Paswan had tuttutted a lot about the 2002 riots while leaving the NDA, you realize the true import of his action. Reading the mood of the voters in Bihar, Paswan has chosen well, never mind those opportunistic noises about the Gujarat riots a decade or so ago. There are other notable political players who are headed for the BJP in UP, Bihar and in other states. At least three sitting Congress MPs from UP were reportedly in talks with the saffron party, while significant leaders of the scheduled castes were already committed to contest the poll on the BJP symbol. Udit Raj, a long-time champion of the Dalit cause who had frontally challenged Mayawati for having turned the BSP into a real estate company, is now a covenanted member of the BJP. This is big as far as political messaging goes. Again, notable Muslim leaders have shown readiness to consider Modi anew, and not only through the propagandist prism of the Gujarat riots. In this context, the public call by a leading light of a renowned Islamic seminary in UP to vote for the BJP is important. The politics of fear — Darr in Hindi is a more evocative word — which had hitherto chained the largest minority to the Congress’s Hand has only produced more and more socio-economic distress for the community. Public memory being proverbially short, not many readers would recall what the Congress megaphones had said at the time of Modi’s anointment as the BJP’s prime ministerial candidate. Well, the return of Paswan to the NDA fold has belied those claims.

This seems a convenient ploy to make money while being in the business of do-gooding. For example, Manish Sisodia, a minister in the mercifully short-lived AAP government, Virendra Kapoor charges the NGO under his control Rs.12,000 per month as rent for using his own flat as its exam is again not unusual. It is normal for office. The rent is apparently paid by Sisodia’s children of other politicians too to sit in such NGO to his wife. Would Sisodia like to rent exams. Roy should be punished for cheating investors THIS has reference to your article "Sahara chief lodged in forest dept. guest house” (Mar 1). The indelible stamp of VIP culture in our nation, is one reason why India can never aspire to be a true democracy. The picture accompanying the article speaks a thousand words. Observe the look of deference on the face of the senior police officers escorting the 'prisoner' to his place of confinement. And how many arrested accused are lodged in a comfortable guest house, instead of a holding cell? You can be sure that Subrato Roy will find his "prison" very comfortable; with his jailors falling all over themselves to provide him with the little luxuries he is accustomed to – for a fee, of course. In India, if you have enough money and clout, you don't need to bother about niceties like honesty and fair play. In some cases, you can even literally get away with murder. — Firoze Hirjikaka, Colaba
FINALLY CAUGHT: Roy must be tried for fraud and cheating, and as per the law must get the minimum six month jail term. The Supreme Court must also ensure that his trial be put in a fast track court, so that innocent investors are given quick justice.
THE long of arms of the law have finally caught Sahara India Chief, Subrato Roy, after a non-bailable warrant was issued against him by the Supreme Court. Roy – whose Sahara group has assets worth about Rs.1.5 lakh crore and has a net worth of about Rs. 68,000 crore – has been held for contempt of court for failing to refund Rs. 24,000 crore. Roy, however, denied any fraud on his part against shareholders, and said that he will return the entire amount in cash. This is utter nonsense, since repaying such a huge amount in cash is impossible. I strongly feel that Roy has cheated many, including small investors, and does not deserve any sympathy. He must be tried for fraud and cheating, and as per the law must get the minimum six month jail term. The Supreme Court must also ensure that his trial be put in a fast track court, so that innocent investors are given quick justice. — Bhagwan Thadani, Mumbai

Admiral's resignation sad THE relinquishing of the office of the admiral of the Indian Navy is indeed sad and unfathomable. The revelations clearly indicate that unabated pathetic procrastination of the decisions and the corresponding implementations by the ministry of defence, triggered this unwarranted resignation of D.K. Joshi, the former Indian admiral. In fact, in August 2013, there was an underwater accident of an Indian submarine, which claimed the lives all of those on board. This incident, which took place at the outer coast of the Mumbai harbour, caused considerable ripples in the defence ministry then, and even out of India. Learning about the physical status of the submarine fleet currently possessed by India, it shows that most of these are nearly outliving their lives and are thereby accident prone, due to material fatigue and malfunction. Antony, the Indian Defence Min-
ister, should not take it lightly, as it is him who is more responsible for this pathetic situation, more than anybody else. The ministry should also consider the strength of our neighbours like China and Pakistan, who are better off than us in this respect. Admiral Joshi's frustration has reached this stage, after observing the degree of inaction by the ministry, thus leaving him with no other option than letting go of his services to the country. — Bikram Banerjea, Mumbai
THE news of the fire accident and the subsequent loss of lives on the submarine Sindhuratna, has come as a shock to the entire nation. an you imagine anyone going around the world in 30 seconds? Michael Stevens aka VSauce made that possible at the YouTube FanFest held at Bandra’s amphitheatre. Streamed live on YouTube, Stevens, who explores the history, science and psychology behind seemingly ordinary, everyday phenomena, set a record for those watching all around the world to type in their country in a set frame of time. And believe it or not, YouTube made the world go round. In an age where digital platforms are making all kinds of music more accessible to the public,YouTube has proven to be a blessing to not just the general public, but to established and new artists as well. Eighteenyear-old Shraddha Sharma, who uploaded music videos of her songs a few years ago to show her friends her singing skills, has today joined fellow YouTube stars like Justin Bieber and Psy, when she released her debut album ‘Raastey’ at the event, becoming the first ever Indian YouTube

Besides Sharma, there was a galaxy of YouTube discoveries. The biggest of them all was Canadian Lily Singh aka Superwoman, who found
fame through her hilarious and inspiring comedy videos that centre on various topics. A singer and rapper, this was Singh’s first trip to the country. “I find the country really inspir-

I play a double role and take on the role of my mother very often for some wise cracks, all for a good fun,” states the 25-year-old, who has 172 million views and 2 million subscribers on her channel. Star-struck and screaming fans just couldn’t get enough of Singh who literally brought the house down. American beauty guru, blogger Bethany Mota from the US was another big draw with fans who shared tips on fashion and style. You also had our very own Scherezade Shroff doing on the spot makeup in three minutes. The Parsi blogger also has her own YouTube channel offering makeup tutorials. The event also saw live performances by local artists like The Viral Fever (TVF), who recreated a debate on the ‘Aam Aadmi’. You had Biswajit talking like Arnab Goswami in conversation with an Arjun Kejriwal lookalike. The spoof got loud cheers and a huge round of applause from the audience for their catchy punchlines. Maati Baani, a Mumbai-based indie band, played some soulful music, blending folk with sufi, funk and traces of jazz. Nirali Kartik on vo-
cals was excellent. We also had American clarinetist and composer, Shankar Tucker, performing four tracks from his music video series, The ShrutiBox. Shankar is not new to Indian music and claims that his parents named him Shankar “maybe because of the great sitarist Ravi Shankar,” laughs the 20-something, who fuses Indian classical music and jazz, adding “or even maybe Shankar Mahadevan.” On a serious note, Tucker stated that his first name was suggested by spiritual guru Mata Amritanandamayi, who his family follows. Hosted by four of India’s most popular stand-up comedians that go under the name All India Bakchod (AIB), YouTube FanFest was a super success. Bollywood superstar Shah Rukh Khan, who made a surprise entry to drop his kids for the show, came back again for the finale, joining TVF and AIB for a bit of fun on stage. He stated, “Anybody who mimics me should never say, ‘I love you Kkkk...Kiran.’ This should end officially here on YouTube.” It was an evening to remember for YouTube fans. But considering the massive fan following the video sharing website garners, the amphitheatre proved to be rather small for a gig this big. It was sad to see that many fans couldn’t get a chance to watch their YouTube stars in the flesh.

ue to a fracture, she was hospitalised last week and could not attend the inaguration of the 122nd Bombay Art Society’s Annual Exhibition, recently. Prafulla was the President of the Bombay Art Society. A sensitive creative person, she always took up the welfare of artist and the promotion of art. About the new art place in Mumbai in the building of which she had a big hand, she said only a few days ago: “I am proud to say this year, we would be opening our own building on our own land at Bandra. I have no doubt with the distinguished ac-
tivities of our society, and the unique architecture of our building, it will soon become an outstanding landmark of Mumbai.” She has helped hundreds of promising struggling artists. A simple and modest lady, life for her was art. Many of our masterpieces – she did mostly landscapes with newer forms – have been exhibited not only in Mumbai and elsewhere in the country but also at many art centres of the world. Many who were close to her will find it difficult to accept she is no more. – Arkay

Real Estate Awaits Election Pass Through Sector experts believe that the sluggish demand in Mumbai will pick up once the new government is formed, paving way for more investments and liquidity in the sector
T
he coming general elections which have been touted as a potential game changer is being awaited not only by political watchers in India and abroad but also by the various industries and sectors, including the real estate. The struggling industry is going through varied emotions of nervousness and anticipation about the outcome of the election results and widely speculating the impact it could have on the industry; perhaps more positives than negatives. It is been widely speculated that the sluggish demand will pick up once the general election in the country gets over and the new government is formed, paving way for more investments and liquidity in the sector . “A stable government, motivating leader, can move the entire economy. Sentiments alone in this case will drive the market,” says Lalitkumar Jain, CMD, Kumar Urban Development Ltd (KUL) and Chairman, CREDAI. According to him, there is pent up demand, but what is needed is a stable economic outlook and confirmation of growth oriented governance, reduction in interest rate, job security and reduction in inflation to make it happen. “I see a huge surge in demand and rate increment post election,” he reiterates. According to Anuj Puri, Chairman & Country Head, Jones Lang LaSalle India, the outcome of the upcoming general elections will definitely have some bearing on whether the market will pick up speed, continue at the current pace or slow down further. “The reason is that the political stability and proactive reforms that can come on the heels of a general election can render the real estate market more conducive to growth. In other words, the results of polls can have a direct bearing on market sentiments,' he says. Continued on pg 14 »

Maharashtra Housing Regulation and Development Act 2012
W
By Mayura Shanbaug
ith the Maharashtra Housing Regulation and Development Act 2012 for the real estate sector being implemented, Maharashtra has surged ahead of all states and even the centre, in regulating the largely unregulated sector so far. Yet, there are a lots of ifs and buts regarding the effective implementation of the act. But all said and done, nobody is denying the fact that it is a step in the right direction....
IMPACT
Maharashtra will become the first state to have a regulator. Builders will have to disclose titles, layouts, construction schedule and date of possession. Builders will have to make all the details available on the Regulator’s website. Developers will be reprimanded for false or misleading claims. The developer will have to take flat owners consent before doing any alterations in the plan. In case of delay in completion of the project ...regulators can take over the project and give to any competent body for completion. Developers can face up to 1 crore fines or imprisonment for 3 years in case of non compliance with the rules laid out by the regulators.
CRITICISM
New regulations has similar features as Maharashtra Ownership of Flats Act No control on pricing of Flats Sale component of redevelopment project is not included. No criminal proceedings against erring builders ..prison term only in case of non-compliance
BUILDERS SAY
Why have separate state law when there is going to be a central regulator body soon The regulator is merely consumer redressal forum and not a comprehensive authority. Civil and consumer courts are capable of handling cases or litigation.
Accountability And Transparency... “The introduction of the Maharashtra Housing (Regulation and Promotion of Construction, Sale, Management and Transfer) Act can potentially have a very positive impact. It is certainly a concept whose time has come,” says Anuj Puri, Chairman & Country Head, Jones Lang LaSalle India. Puri says the biggest advantage that it offers to buyers as industry stakeholders is that there will be an arbitrating body available to attend to their grievances and redressals. “There has to be accountability at all levels of the approval process, and it needs to include all stakeholders involved with real estate - including the architect, the contractor and the developer. The housing regulator can potentially benefit buyers as well as all other stakeholders,” says Puri. As of today, the real estate industry faces issues in terms of insufficient transparency over cost and timeframes and also lacks sufficient depth when it comes to credible developers. “Hopefully, the State-level housing regulator will implement systems which will mitigate risks and increase accountability. It can potentially boost
transparency by standardizing practices, streamlining procedure systems and attending to consumer grievances in a decisive and timely manner,” Puri adds . Pankaj Srivastava, COO, Maitreya Realtors & Construction feels that this act will provide a level playing field for
all players, and also give the buyers a realistic view of what they are paying for and will get finally, as this was an ambiguous area so far. The bill seeks regulating and promoting the construction, sale, management and transfer of flats on an ownContinued on pg 14 »

Puri explains that one of the reasons that foreign funds that have deferred deployment into Indian real estate are waiting for, is political stability and a more investment-friendly environment. “To enable the Indian real estate sector to meet its massive capital requirements and capitalize on the opportunities for large-scale real estate developments, the sector needs investor-friendly, streamlined policies from the Government,' he says. Important regulations related to the real estate sector are still hanging fire and awaiting full approval and implementation. “Regardless of which party is voted into power, I am confident that the dire need for seeing these regulations through is recognized and acknowledged in the right quarters,” adds Puri. As per Bharat Dhuppar CMO, Omkar Realtors, real estate buying is a large ticket item and any kind of stability brings back the investors’ confidence ensur-
ing sales. “In this country general elections are always linked to uncertainty in the markets. The formation of a new government results in potential upside clubbed with a bounce in customer confidence resulting in positive momentum attracting
more investments and boosting sales in this sector,' says Dhuppar. “The demand is likely to be in the range of 10-15% annually,' he says. Dhuppar feels that the demand will always be there across the city for projects which offer world class amenities, strategic location, having easy access to road, railway & improved infrastructure for faster commuting in the city
HDFC RAISES US$ 300 MILLION ECB UNDER THE LOW COST AFFORDABLE HOUSING SCHEME
A first by an Indian Housing Finance Company, Housing Development Finance Corporation Limited (HDFC), India’s largest housing finance company with assets of over US$ 35 billion and a market capitalization of US $ 20.5 billion has raised External Commercial Borrowing (ECB) of US$ 300 million from a consortium of 4 lenders, State Bank of India (SBI), Sumitomo Mitsui Banking Corporation (SMBC), The Bank of Tokyo-Mitsubishi UFJ, Ltd. and DBS Bank Ltd. The ECB which is in the form of a syndicated loan facility under the low cost affordable housing scheme of Reserve Bank of India. RBI in December 2012, permitted to HFCs/ NHB to raise ECBs for financing prospective owners of low cost affordable housing units. Low Cost Affordable Housing units have been defined as units where the property cost does not exceed Rs 30 lakhs, loan amount is capped at Rs 25 lakhs and the carpet area does not exceed 60 square meters. RBI has prescribed an aggregate limit of USD 1 billion each for FY 14 & FY 15 for ECBs to be drawn under this window. HDFC’s borrowers are predominantly middle class individual households.
clubbed with health quotient. Pankaj Srivastava, COO, Maitreya Realtors & Construction explains that the demand for homes has always been high in the Mumbai Metropolitan Region, as only a limited supply of land is available.”However with the focus on the infrastructure development the connectivity to places has improved a lot, and people are looking at places beyond the city for investment limits,' he says. “South Mumbai / Lower Parel / Dadar / Worli / Bandra are the places where you could look for investments in the higher end from Rs 4- 5 crore onwards, says Srivastava. Some of the other areas would be developing with the new infrastructure projects getting completed are along the Metro route of Versova – Andheri – Ghatkopar. The Mono rail would boost the demand along Wadala, Chembur area. Navi Mumbai with the metro and upcoming airport makes Nerul Seawood Panvel areas good for investment. The Multi Modal Virar- Alibaug Corridor opens up good investment opportunities in Virar / Bhiwandi, he explains. Tanveer Shaikh, Principal Consultant, Acumen Business Consulting, says that the segment that has taken the biggest hit in the recent times is commercial real estate in Mumbai. “Buyers/leasers have been postponing their decisions and have been on a ‘wait and watch’ mode in these uncertain times. This is one sector which would see better light post elections,' says Shaikh.“BKC and Parel are the areas that will see better absorption if developers are smarter on their pricing strategy,' he says.

ership basis, and also for the first time in India, a two-tier regulatory and appeal mechanism in the realty sector. “The proposed act, is a step in the right direction, it could have been further strengthened by providing more stringent provisions to curb prevalent malpractices. However, the proposed Act still encourages the scope for transparent practices in the real estate market,” says Srivastava. However, he feels that to make the provisions of the act truly effective and bringing in transparency it needs to be supported by an effective judicial and administrative mechanism. Tanveer Shaikh, Principal Consultant, Acumen Business Consulting also agrees that regulatory bodies in all other sectors have helped the sector to become more organised, thereby enabling that industry to grow. “The case in point is the telecom sector. We all have witnessed the tremendous growth, that this sector has seen post the regulatory bodies came into picture,” says Shaikh. Contrary to the popular view, Lalitkumar Jain,CMD, Kumar Urban Development Ltd (KUL) and Chairman, CREDAI says that capturing economic data (numbers, built up area, category of accommodation, consumption pattern) will be perfect but possibility of corruption in registration formality is very high. “The regulator is merely consumer redressal forum and not a comprehensive authority,” complains Jain. “There should have been regulator having authority to direct all stake hold-
ers if needed to achieve regulation of the sector,” he says. Jain complains that maximum delays occur due to the regulator. “It has to have comprehensive powers to govern all the stake holders where by issues of delay in possession due to delay of approvals and funding can be addressed,” he says. Jain further explains that the regulator has to have teeth, “in the sense that it should have been able to direct other government agencies and taken into account other stakeholders that actually cause delay in project delivery such as the environment approval body, high-rise committee, financial institutions,” adds Jain. Pricing... According to critics, the regulators will have no control over pricing, which is a major issue with the buyers especially in Mumbai. This might be the reason for home buyers having to pay extra money,” says Laitkumar Jain. “With government agencies getting to control the registration process, there are chances of corruption. If the developer gives into them, he might pass on the cost to a home buyer,” he says. “If registration becomes an online process, without the involvement of any human interface, who is a plough in the hands of the government to extort money from developers- only then will the regulator become truly meaningful,” explains Jain. “Pricing is going to remain a concern,” feels Tanveer Shaikh. “There can’t be regulations on the procurement price of land. And since it is scarce in supply, basic economics will
play a role,” he says. Shaikh feels that with the SRA and Redevelopment rules, some amount of indirect price controls may be brought in. “But it is going to be difficult to implement direct control on prices with the kind of risks involved in real estate development. If there is a guarantee of more streamlined process of approvals, then real estate developers may consider more transparency in pricing as well,” he adds. However, Pankaj Srivastava feels that the ready reckoner rates fixed by the government to certain extend does take care of this, “but as the land supply is limited due to the geographical layout, this is an issue,” he says. “If the correct processes are followed as outlined, developers will benefit as much as buyers,” says Anuj Puri. Then there are other Loopholes. “As things stand today, developers have to go through very tedious, time-consuming and indefinite approval procedures. While it is not certain whether the Act will provide single-window clearance of projects, it would be ideal if such a system were also introduced,” explains Puri. There is however another criticism that the act covers only new projects (projects yet to receive occupation certificates or re-development projects that will market or offer for sale new flats or buildings in the open market). “Another Deficiency is that the act excludes from its purview Maharashtra Housing Area Development Authority (MHADA) and boards established under the MHADA Act, 1976,” says Srivastava.

However, digging into the inflation data it's obvious that the economy still has a long way to go. Real inflation is far less than the headline figure suggests. Japan's need to import significant quantities of food and energy (all of its nuclear power stations remained closed), combined with a lower exchange rate, distort the headline CPI figure. In other words, the rise in import prices can largely be attributed to a weaker yen, as opposed to a stronger economy. US data was mixed but Wall Street continued to climb higher. Fed Chairman Janet Yellen in the testimony suggested that recent weakness in the economic data flow could be driven by weather impacts, though she stressed the central bank would pay attention to upcoming indicators so as to ensure that there's no fundamental slowing. On the commodity sector, the WTI crude is heading towards its first weekly loss in seven & Gold continued to gain for the fourth consecutive week despite tapering would likely go on.

‘Sensitive’ Services Marketing
here are times in the consumer’s life where the greatest benefit he seeks is sensitive caring and compassionate behaviour from the marketer. Money is no consideration and the consumer is willing to pay a substantial price as long as his family member’s feelings are sensitively handled. These opportunities come in times of immense joy or extreme sadness, during times of grief or happiness, during times of birth, life and death. Services marketing is spreading far and wide, whether in telecom services, banking, hospitality, medicine, courier, airline or any other field. However, services which do not show sensitivity during special times of joy or grief may not last long as brands. This has to be considered especially so that the brand is remembered as a caring, thoughtful brand rather than an insensitive, cold brand. Brand personalities are recalled and felt based on whether they are sensitive or not. In India, during the death of a loved one, people have to run from pillar to post, in some cases for completing formalities or getting certificates. Some service departments whether at the medical, law or hospital services are good and caring, others are simply cold and indifferent. Our family went through a major tragedy. A few years ago, I lost my younger and only brother Sandeep at the age of only 31 years at New York. The family was grieving and my parents were shocked and were to be taken care of medically as they saw their young son cremated. This was a moment of grief for all of us. Gracefully, the funeral home at New York offered their help and services in a very sensitive manner, causing virtually no pain or effort to run about for the certificates or the remains. This process was serene, without any trouble or need for greed. This definitely helped soothe the family. Further, the security and customs at New York, London and Mumbai were very thoughtful in their approach. British Airways the airline went out of its way to get tickets reserved in a busy season making the journey of the family full of caring, sensitive actions and thoughtful behaviour. These brands would be remembered and used well for their ‘sensitive’ services marketing. The travel agent’s constant help and monitoring too showed immense care. In the service industry, there are umpteen opportunities wherein an urgent medical parcel has to be couriered which could be save a life, an important message of joy has to be conveyed in a timely manner and telecom services help, a birthday or an anniversary celebration has to be handled by a five star restaurant and many more such consumer opportunities could be used to market services’ sensitively. ‘Sensitive’ services marketing will go a long way to build consumer loyalty and franchise. After all, consumers like all human beings are emotional people governed by the heart as well as the mind. The same service, offered sensitively whether by action, tone of voice or gesture could go long way in being humane as well as thoughtful. This is what good marketing is all about. In my opinion sensitive marketing begins at home. If values are inculcated to respect your parents and to be loving and caring, then the service providers has a natural flair for sensitive marketing. It is important that a customer not only looks good with the product usage but that he also feels good with the brand experience. There are times when the deep need of the consumer needs to be understood carefully and served in a fragile manner rather than in a callous manner. In India, we are fortunate that family values are given good importance. The customer is actually an extension of your family and actually provides for the family, because he purchases and pays money. Therefore, it is our duty to sensitively provide good service to our providers. Consumers love brands with their mind and heart, if they are treated well and in a thoughtful manner. Be sensitive to consumers. Practice sensitive service marketing. And build positive, lovable, caring brands. Copyright © 2013, All rights reserved. Jagdeep Kapoor can be contacted at jk@samsika.com

people migrate from country to city across Asia, the Middle East, Latin America and Africa, attracted by the wealth of these new economies. By 2020, this migration will be firmly established. Cities in these regions will swell and some entirely new ones will spring up. In China, India and Middle East, entire new cities will be built using eco-efficient technologies to reduce their environmental impact,” he added. Governments and the investment community may need to work together to fund and build these cities and their infrastructures. But, at the same time, its unlikely that all of the new cities planned will attract the resident forecast, as the high vacancy rates in some of Asia’s newest cities already show. Meanwhile, the growing middle class and ageing populations in these emerging economies are increasing demand for newer types of real estate. While office, industrial, retail and residential will remain the main sectors, affordable housing, agriculture, healthcare and retirement accommodation, will become significant sub sectors in their own rights. As real estate is a business with long development cycles, now is the time to plan for these changes. Says Shashank Jain, “Global megatrends will change the real estate landscape considerably over the next six years and beyond. While these trends may already be evident, there’s a natural tendency to underestimate how much the real estate world will have changed by 2020. By 2020, real estate managers will have a broader range of opportunities, with greater risks and new value drivers. The changing landscape will have major implications for real estate investment and development. It will increase the size of the asset pool, yet change the nature of investment opportunities.” Success factors for the future will include: a global network with local knowledge and good government relations, specialist expertise and innovation, and a focus on cost management and scale. And above all there is a need to have the right people: to attract, retain and invest in them. The response to the coming changes in the real estate industry that PwC has identified will require considerable thought in order to form a winning strategy. The successful real estate managers of 2020 will have already started to shape their responses to some or all of these changes. Shashank , further adds, “It’s an exciting time for the real estate sector, in an emerging country like India. Private capital is in huge demand for development and investment, yet competition for the prime assets is intense. Never before has the local knowledge, specialist expertise and good governance relations been more important.”

apid urbanisation and demographic changes, especially within emerging markets, will lead to substantial growth in the real estate investment industry over the next six years, says a new report from PwC titled 'Real Estate 2020: Building the future'. At the same time as the industry’s opportunities grow, so too will assets invested into the sector. The report predicts that the global stock of investable real estate will rise by more than 55% to around $45.3 trillion by 2020, from a 2012 total of $29.0 trillion and will expand again by a similar proportion by 2030. The expansion will be greatest in emerging economies, where economic development will lead to better tenant quality and, in some countries, clearer property rights and will play out across housing, commercial real estate and infrastructure. The report also finds that private capital will play a critical role in funding the growing and changing need for real estate and its supporting infrastructure. Intense competition for prime real estate will force real estate managers and investors to seek out new opportunities for yield. Yet the growing and changing real
estate world will present them with a far wider range of risks, which they must be equipped to manage. Regional growth in investable real estate in Developing Asia-Pacific PwC predicts that total investable real estate in developing Asia-Pacific countries, which includes India, will rise by 140% to $10.2 trillion by 2020, from a 2012 total of $4.3 trillion. The increase in percentage terms is the highest when compared to other regions such as USA, Europe, Latin America, Developed parts of Asia Pacific and even Sub Saharan Africa and Middle East & North Africa. Shashank Jain, Executive Director & Leader – Real Estate Transaction Services at PwC India said, “Real estate is an integral part of the emerging markets’ growth phenomenon. In India, for example, real estate has played a large part in driving economic growth. Globally, the real estate industry is at the center of rapid economic and social change, which is transforming the built environment. Already thousands of
Real estate managers will need to respond and adapt… Real estate managers will need to think more globally as global investable real estate will expand substantially, especially in emerging economies. Real estate managers will need to understand the underlying economics of cities: Fast-growing cities will present a wider range of risk and reward, ranging from low risk/low yield in advanced economy core real estate, to high risk/high reward in emerging economies. The greatest social migration of all time – chiefly in emerging economies – will drive the biggest ever construction surge. The real estate investment community can deploy urbanisation strategies ranging from higher risk opportunistic development, to lower risk prime investment. But no matter which approach they choose, they’ll need a clear strategic view of why a city will be successful. Factor technology and sustainability into asset valuations: Some buildings without competitive sustainability ratings will suffer a ‘brown discount’. Technology will disrupt real estate economics, increasing the danger of obsolescence. Decide where and how to compete: Competition for prime assets will intensify further. New wealth from the emerging economies will intensify competition for prime assets. Real estate managers will need to think laterally, while concentrating more than ever on the basics of local knowledge and tenant demand. As the nature of real estate investment changes, becoming more global and specialist, more risks will emerge. Risks will include those of partnering with local developers or governments in emerging economies, as well as risks associated with regulation and tax in an ever more globalised industry. Real estate managers will need to assess these opportunities to reflect the broader range of risks.
The Great Convergence, Can India Make It? DR. RAKESH SINGH
is Economist and Founder, Institute of Supply chain Management, Mumbai
T
« WORLD VIEW
he world is seeing a great convergence providing opportunities for India to be able to take advantage rather than fritter it away. This remark was made by noted geopolitics expert Prof. Kishore Mahbubani. According to him, as global poverty is waning, the middle class number is growing rapidly,
free market economics and multilateralism is also rapidly closing the gap between west and the east. This tectonic shift provides a great opportunity for countries like India, but its full participation in the great convergence is dependent upon a number of factor including a proactive government which understands this and has a long term plan towards achieving these objectives. But before looking at what needs to be done, let’s talk about this great convergence and the advantage India enjoys in the global economy. As the global economy sees this convergence, the middle class in India and other Asian economies become the driving consuming class of the world economy. India along with China and other Asian giants will not just be the hub of global outsource production, but will see its own production largely catering to the domestic consumers. This complemented by the demographic advantage India enjoys and will continue so that India enjoys, vis a vis China an investment surge in its economy. About
65 percent of the work force in India is a working population. China on other hand is exiting the demographic dividend corridor. A recent article in Business World documented the start of this trend with some businesses locating their production base to India and quite a few contemplating to shift in near future. India according to Prof Mahbubani has a successful diaspora. This Indian diaspora represent an immense store of human capital. In the United States, it was Chinese, Jews and Indians. And now the Indian diaspora in the US leads the race with 18 percent of new technology and engineering start ups. India needs to persuade these successful people to come back home and use their success model back home to provide the right kind of impetus to the growth process that is required. China’s success to a great extent was fundamentally directed by their successful diaspora willing to comeback and grow in their own country with its proactive state under the dynamic leadership of Deng. The Indian diaspora clearly brings out the view that there are enormous synergies between
Bangalore and Silicon Valley. This diaspora keeps pressure steadily in favour of more reforms. India’s productivity has seen a steady improvement not only because of synergy between Bangalore and Silicon Valley but also because of economic reforms and steadily opening up to the world economy. Openness has paid dividends. India is also benefiting from multilateralism. Prof Mehbubani points out that not only do our politicians and diplomats benefit from networking by understanding the threats and opportunities as well compromise that is needed to take interest of partner nations forward but, East Asia according to him has been able to understand this and hence they have minimised inter nation conflicts benefiting Asean countries. India has now understood this and is trying to become proactive in multilateral institutions and their meetings. Indian reforms are irreversible and multilateralism the desired direction. According to another noted economist, India has a huge competitive advantage vis a vis China. The steady rise in manufacturing is leading to a rising
labour demand and supply remaining stagnant due to one child policy and hence as India is behind the curve. He supplements these arguments with saying that “China is full of samizdat: it cannot have software development to a point where people can communicate freely and even dare to undermine political control.” Indian democracy provides an important advantage over China. But all these arguments remain merely baby talk due to the nature of pork barrel politics in India, where the political parties are marred by the political sociology of cheap money and easy status. The General elections are pointing towards a very healthy trend of developmental politics. Perhaps, the new party and prime minister like Deng in 1979 should look at other countries and copy what they do the best and are hell bent on putting Indian into the map of those nation states that matter. Without the will of the ruling party, the nation state will fritter away this opportunity like the UPA government has done in last 10 years.

Markets Inching Upwards
W
ith the vote on account out of the way and the fact that the Election Commission will announce the Election dates on March 3rd, soon after which the present Government cannot take any major decisions or cause any major damage to the already stuttering economy by announcing any more populist measures, the rally in the stock markets seemed almost like a relief rally. The range of market which was earlier 6000 to 6150 on the Nifty has now moved a notch higher and it now seems to be a range with 6100 as a support on the lower level and 6250 as a resistance on the upper side. Of course, if there is a convincing close above 6250 in weeks to come, then the range could move up. Global cues like an aggressively continuing QE3 withdrawal have not affected the stability of the Indian Rupee and that too has helped markets. No great inflows from FIIs, but definitely inflows in February, better than those in the previous month. Besides, IT and Pharma, now the current stocks and infrastructure stocks showed decent and at times sharp upmoves. The likes of ACC, India Cements, ABB, Siemens and L&T are showing decent upmoves.
Also, NBFCs likely to get Bank licenses like L&T Finance, LIC Housing, Bajaj Finserv, JM Financial have all shown signs of an uptick, following Bimal Jalan’s last meeting and final recommendations to the RBI. Watch out for Tech Mahindra and CESC (Calcutta Electric Supply Co), which will replace Ranbaxy and JSPL in the Nifty fifty. There is a distinct possibility of Tech Mahindra taking over Financial Technologies, as talks are on between these two companies and which has seen Financial Technologies rising sharply and doubling from around Rs. 172 a few weeks ago to Rs. 350 plus currently. There is also a sense that as inflation is trending down, the rate cycle reversal may not be too far away. Therefore, FIIs are taking positions in private banks, like HDFC, ICICI, Axis, Indusind and others. There aren’t too many triggers in the near future, except the likelihood of a possible stable government. The information of the third front does not look like a credible one with AGP and BJD, conspicuous by their absence. Even Jayalalitha was not seen sharing the dais. Meanwhile, AAP’s credibility has also taken a plunge. So the market is discounting a Modi wave and there could be a preelection rally as we get nearer to the actual voting in April. Apart from all that, I have always been saying that the best way to have a permanent fix to reducing CAD is to reduce dependence on oil imports. Look at how USA has turned an energy exporter from a big importer of crude by its shale gas resolution. India’s strength is its huge coal reserves and hydro and thermal electric potential. Therefore, electric and hybrid cars must be subsidized and encouraged. It is a matter of shame for our country that a small country like Bhutan has decided to aggressively promote electric cars. It is already talking to Renault Nissan and M&M. Mahindra’s e-car will almost certainly be used as a taxi in Bhutan and the Government is not only giving incentives to M&M, but also setting up the infrastructure for charging such cars. Indian Government is sleeping over this matter for decades and that is the reason why Indian companies are investing abroad and not in their own country. In fact, M&M is also in the process of setting up an assembly plant for electric cars in Australia.

There was not a single year since 1998 when company missed dividend. AIL is continuously paying dividend. Aarti is currently quoting at 4.5% dividend yield which we believe is very attractive. In last 12 months promoter’s share has increased to 60.83% from 55.90% in Dec,12 which also reflects promoters confidence toward their business. JEFFERIES CALLS A ‘BUY’ ON RELIANCE IND.
CMP: Rs. 799 Target Rs. 900 Key Takeaway: Singapore complex GRM has improved to US$6.6/bbl so far in 4Q against US $4.3/bbl in 3Q with pick up in all product cracks, particularly gasoline and fuel oil which had seen a sharp decline in the previous quarter. We estimate Reliance’s GRM in 4QFY14 to date to be ~US$10/bbl against US$7.6/bbl in 3Q. FY14 GRM till date is ~US$8.2/bbl. Every US$1/bbl change in GRM impacts RIL’s FY14 EPS by 10%. Improvement in regional GRM QoQ to US$6.6/bbl: Singapore complex GRM which declined to US$4.3/bbl in 3Q has improved since December, has averaged US$6.6/bbl so far in 4QFY14 and is currently around those levels. All product cracks - gasoline, diesel, naphtha, fuel oil and jet kerosene, have improved QoQ with gasoline and fuel oil cracks in particular seeing the most improvement on pick-up in demand. Reliance’s GRM likely to be close to US$10/bbl in 4Q till date against US$7.6 in 3Q: We estimate Reliance’s GRM to be around us$10/bbl in 4Q till date implying a premium of ~US$3.4/bbl over the regional benchmark, similar to 3Q levels. While a higher uptick in gasoline and fuel oil cracks compared to diesel and naphtha is negative for Reliance’s premium over benchmark, this is offset by a widened discount for heavier crude – Dubai light-Arab heavy spread has averaged US$2.2/bbl in 4Q against US$1 in 3Q. FY14 GRM till date is ~US$8.2/bbl, in line with our estimate - every US$1/bbl change in GRM impacts RIL’s FY14 EPS by 10%. Maintenance shutdown of one CDU likely in March: We also note that Reliance is expected to take a shutdown on 1 of its 4 Crude Distillation Units (CDUs) in the current quarter which would impact utilization by 3-5%. Valuation/Risks: Our fair value of Rs900 implies P/E of 11.6x on FY15 EPS and 1.5x P/B on FY13 BVPS, in line with its growth and return profile. Key risks: 1) downstream margins; 2) new discoveries; 3) currency; 4) regulations. Please send all business and corporate related mails to business@afternoondc.in

How can I Plan for my children’s higher education? I do not wish to invest in risky products for higher returns. —Vijay Hate, Parel
You need to analyze your risk appetite, horizon for planning (when you need the money - your child’s current age), and your goals and aspirations. For example, you have 17 years of time in hand for Investment if your child is 1 year old and you plan for his higher education at 18 years of age. But till such time you have the tenure in mind, choosing a product, be it insurance, be it investment, would become very difficult. Once, you know the Tenure, now, you need to understand that if you had to fund this education today, how much would you need? Say Rs 10 Lakh (assumption) Keeping the Expected Educational Inflation at 8% and Expected Rate of Return at 12% (since you have mentioned that you have moderate Risk Appetite) Your plans need to be done accordingly. Lok Sabha polls likely in seven phases from April second week
Afternoon Despatch & Courier
MUMBAI | MONDAY, MARCH 3, 2014
N
EW DELHI: Polling in the upcoming Lok Sabha elections is likely to commence in the second week of April and may be spread over seven phases, the longest so far, highly placed sources said yesterday. The probable dates for the commencement of polling are between April 7 and 10, the sources in the Election Commission told PTI while emphasising that the poll schedule was still being “fine tuned”. As of now, the plan is to have vot-
ing, involving over 81 crore voters, in seven phases but efforts are on to reduce that to six phases. The 2009 polls were held in five phases from April 16 to May 13. The much-expected announcement of the schedule is expected in the middle of this week. The Model Code of Conduct for governments and political parties will come into force from the date of announcement. However, the Election Commission has ruled out advancing the
schedule or compressing it to avoid the summer heat, a demand put forward at the all-party meeting convened by the Commission last month. The term of the current Lok Sabha expires on June 1 and the new House has to be constituted by May 31. Along with the Lok Sabha polls, Andhra Pradesh, including the regions comprising the newly-carved out Telangana, Odisha and Sikkim will go to polls to elect new assemblies.

Highly placed sources in the Commission said finishing touches were being given to the schedule. Consultations with the Union Home Ministry, state governments, para-military forces and Chief Electoral officers of states have already been completed. There was speculation that the announcement may be slightly delayed for the Centre to promulgate some of the ordinances it plans to bring out against corruption and on some other issues. —PTI

Defending the 12-seat offer, the RJD supremo argued that he had to accommodate his party leaders and workers who too wanted to contest the elections. Lalu, in a veiled threat to the Congress, in the eventuality of it not concurring to the proposals, said, “It is not my responsibility alone to stop the communal forces... others too should be accommodating.”

Making stalking criminal offence was hurried decision: Delhi court Says it is Govt’s knee-jerk reaction, to assuage the public anger after the December 16 gangrape incident
N
BLIND AGITATION: Police personnel carry away a blind person, during a protest over various demands, near the Prime Minister’s residence in New Delhi on Sunday.
EW DELHI: Making stalking a non-bailable offence after December 16, 2012 gang rape case was a hurried decision as several facets were missed out, a Delhi court said seeking a mechanism in place to look into the matter. The observation was made by the court of Additional Sessions Judge Kamini Lau while sentencing a man, who was obsessed with his exgirlfriend and used to stalk her even after her marriage, to two years of jail for molestation. The court also directed the prison authorities to get him treated for “psychotic obsessiveness”. On the issue of stalking, the court said after the Delhi gangrape case, the government hurriedly swung into action and brought about an ordinance which culminated into an act (Criminal Law Amendment Act 2013) making stalking a specific offence under the IPC. “However, most unfortunately it was a knee-jerk reaction in order to assuage the public anger but in that hurried process certain facets connected with stalking have not been taken care off and there is an urgent need to put in place a mechanism
which could take care of several aspects,” it said. Hearing the case, judge Lau observed that convict Ashok Singh’s compulsive obsessive behaviour resulted in disbalanced conduct and the possibility of him repeating it even after his release and perhaps with more vengeance, cannot be ruled out. “Therefore, to ensure the safety of the woman there is a desirability of keeping him out of circulation of the society at least till such some time he receives a proper treatment for his stalking behaviour,” the court said while holding him guilty of offences of molestation and criminal intimidation. “During this period convict Ashok Singh be got checked and treated for psychotic obsessiveness for the woman, preferably from Institute of Human Behaviour and Applied Sciences (IHBAS) under intimation to this court. “I am informed that NGO Sampurna has been got involved and is providing psychotic help to both the woman and the wife of the convict in order to help both of them to cope up with their lives,” the judge said.
MUNGER (BIHAR): In a major drive against illegal weapons, police seized 1,950 pistols from Bihar’s Munger district and West Bengal’s Howrah district, a police officer said here yesterday. While 450 pistols were seized from Kasim Bazar in Munger district, 1,500 ones were recovered from Dasnagar on the outskirts of Howrah, Munger SP, Barun Kumar Sinha said. Acting on a tip off, the police raided a house in Hazratbara locality in Kasim Bazar and seized 450 pistols on Friday. House owner Safaraz, his father Hasan Imam and another person Md. Azhar Sabri were arrested from there, Sinha said.
Anti-naxal op: 50 kg IEDs defused in Odisha
NEW DELHI: Security forces yesterday defused IEDs weighing 50 kg during an anti-Naxal operation in the Rayagada district of Odisha, a senior official said. The incident occurred in the early hours when troops of CRPF and state police were out for an operational task in the TikarhamsaSeshkal area of the district. Two Improvised Explosive Devices (IEDs) weighing 25 kg each, 32 gelatin sticks, as many electric detonators and other bomb making items were recovered from a Naxal hideout, the official said here. The IEDs were later defused by the paramilitary personnel.
Suspected IM activist held for Bodh Gaya blasts
ARWAL (BIHAR): The National Investigation Agency (NIA) has arrested a suspected Indian Mujahideen (IM) activist in connection with Bodh Gaya serial blasts from a village in Bihar’s Arwal district, police said yesterday. Acting on a tip off, the NIA team arrested the suspected IM activist Md Irfan from Auwgila village late last night, Superintendent of Police (SP) Shafi-Ul Haque said. Immediately after his arrest, the NIA team took Irfan to Patna in a vehicle under tight security for questioning in connection with the Bodh Gaya serial blasts, the SP said.
Dreamliner blues: Boeing likely to submit action plan
NEW DELHI: Aircraft manufacturer Boeing is likely to submit a timebound action plan to fix the perennial technical problems being faced by the Dreamliners in Air India’s fleet to aviation regulator DGCA next week. The US airplane manufacturer would submit this plan after being hauled up by the Directorate General of Civil Aviation (DGCA) two days ago over the continued engineering snags faced by the Boeing 787 Dreamliners, official sources said yesterday. Two years ago, CNN Freedom Project documentary ‘Chocolate’s Child Slaves’ exposed the plight of young Africans forced to harvest the beans that make the chocolate we eat around the world. Many of the children made to work in the cocoa plantations in countries like Ivory Coast are forced to work long hours in appalling conditions, most have never even tasted chocolate. Now CNN host Richard Quest has returned to the plantations, with José Lopez, the Executive Vice President of Nestle, to find out if chocolate producers are willing to eradicate slavery from their industry. Will air on Monday, March 3 at 6.30 am, 10 am and 2 pm and on Wednesday, March 5 at 11 am.
Blessed Arpit
Arpit Ranka who plays Duryodhan in Siddharth Kumar Tewary's 'Mahabharat' is one happy guy with the decision of doing 'Mahabharat'. He says, “Duryodhan is a very important character in Mahabharat which has interesting shades. He is the only one who wanted to fight and hence Mahabharat was a war. The show is turning out nicely. The best part is I can very well relate to Duryodhan as nature wise I am very similar in beliefs and behavior. He is very human and emotional. This series comes 24 years after the legendary first rendition of the epic and has made its own unique space in the minds of the viewers.
New show
Shortly after Ekta announced the replacement of her hit show 'Pavitra Rishta' at the 9 pm slot on Zee TV by another fresh show ‘Kumkum Bhagya’ produced by her own production house Balaji Telefilms, there were reports of how her blue-eyed boy Shabbir Ahuwalia has been locked to play the role of rockstar Akki and the talented Sriti Jha has been signed on to play a serious, deep, thoughtful, if somewhat geeky character of Pragya on the show. The latest buzz is that Ekta has signed on the beautiful and vivacious Mrunal Thakur to play Pragya’s younger sister Bulbul.

‘File Missing’ Pretext Could Invite Penalty 24

MUMBAI | MONDAY, MARCH 3, 2014
E
ach time, a high-profiled, influential entity finds itself in the news ‘vital’ incriminating files go ‘missing’ particularly when needed for investigation. The Coalgate Scam, Adarsh Scam, the 2G Spectrum Scams are just a few of the recent cases where files have gone missing or are untraceable. Missing files are the ‘easiest excuse’ officials use when they don’t want to disclose information to the public. After the introduction of RTI Act in 2005, it became almost impossible for officials to refuse to share most of the official data with the public when demanded. So, the pretext of a “file going amiss,” became the favourite reply used by the official each time an RTI application was filed asking details of such a case. Just a while ago, a compendium of best practices on implementation of RTI Act was released by Union Minister V Narayanasamy. A press release by issued by the Ministry of Personnel read, “The best practices covered in the compendium include write-ups by public authorities or citizens on areas such as transparency provisions in certain government schemes, use of information technology tools to facilitate citizens for more effective use of RTI and innovative methods to create awareness about RTI.” Looking at the way things are going, this ‘compendium’ might just be the right thing officials need to ‘encourage public authorities to adopt similar practices for effective implementation of RTI Act.’ Recently, Central Information Commissioner Madabhushi Sridhar said that the baseless claim of ‘file missing’ would invite a penalty under RTI Act. While hearing the case of a husband allegedly cheated upon, found

A Central Information Commissioner’s assertion that baseless claim of ‘file missing’ could invite a penalty nails the real issue, writes Gajanan Khergamker It was almost a year ago when, in a statement on the issue of alleged rape and murder of three minor girls in Bhandara, Maharashtra, Shinde had made public the identity of the victims. The RTI applicant had asked whether an inquiry, as suggested by Shinde, was conducted in the matter and also about other details related to the purported inquiry. But, the ministry did not respond to the applicant, neither was the joint secretary level appeal, filed by applicant, given any hearing. So, the applicant approached the transparency panel with a complaint against the CPIO seeking imposition of penalty as mandated under the RTI Act. The Commission directed the CPIO to show cause within 30 days “why action should not be taken against the respondent under secCentral Information Commissioner Madabhushi Sridhar said that the baseless claim of tion 20(1) of the RTI Act for contra‘file missing’ would invite a penalty under RTI Act vening the provisions of the Act.” In the last few years, a lot of such that the information sought by the An RTI application was filed by an cases have made the headlines and appellant was essential for a de- activist regarding this matter. reau of Investigation (CBI) had raided Mr. Darda and registered a case against him last year. Also, records of at least 157 private companies, which applied for the coal blocks but were not allocated to them, had gone missing. A few months back, it was reported that the CBI had managed to recover the ‘crucial’ missing files pertaining to coal block allocations done between 2006 and 2009. The CBI, reportedly, has also found Congress MP Vijay Darda’s letter to Prime Minister Manmohan Singh advocating allocation of a coal block to one of his companies. In 2009, the Central Information Commission (CIC) had rebuked the Delhi government’s department of women and children for allowing a critical file linked to the purchase scam to go missing and ordered that the appellant seeking the file as part of a reply to an RTI be compensated with Rs 10,000. “The unsuccessful efforts made by the department to search and trace the file early show that the appellant’s right to seek information has not been duly honoured in the letter and spirit of the Act, for which he needs to be compensated under section 19 (8)(b) of the Act for all kinds of losses and detriment suffered by him,” the CIC had noted back then. The officials or departments responsible for ‘misplacing’ official files need to be held responsible for every file that goes missing for reasons within their control. Claiming a file has gone missing and then shrugging off all responsibility has gone on too long for comfort. The government needs to ensure the RTI Act is not mistreated by some officials with vested interest. (With inputs from Prerna Pandey)

Mid-day meal scheme should not be teachers’ responsibility: HC “The said duties entrusted to the headmasters/ teachers have nothing to do with education. The scheme may be a welfare measure adopted by the state but teachers cannot be burdened with non-educational work,” said the judges

Anna Supports Mamata for Prime Minister
Santosh Bhartiya
M
AMATA BANERJEE has extended support to Anna Hazare. Not only support, he has also said that he will campaign for Mamata Banerjee and he would want that Mamata Banerjee becomes the next Prime Minister of the country. Anna Hazare stayed away from politics all his life. He has never extended support to any political party, has never gone on the platforms of political parties, and has never allowed any political party to come anywhere near him. The question is, why has Anna Hazare extended support to Mamata Banerjee for the 2014 Lok Sabha elections? This question is in the minds of all the people who just see Anna Hazare, but do not listen to what he says and nor do they want to understand the significance, the essence hidden in what he says. Till three months ago Anna said that he does not consider sides or parties to be in accordance with the Constitution. He says that the words ‘political party’ are not mentioned in the Constitution of India and nor is there mention of the party system. The words ‘democratic republic’ are there in the Constitution of India. Then where did these political parties come from? What was it that then happened to suddenly make Anna Hazare indicate in Delhi on February 8 and 9 that he believed Mamata Banerjee was an honest personality who was committed and dedicated to the people? When he returned from Delhi on the morning of Feb-
ruary 10 and reached Poona, he said in a special interview to India TV that he wanted to see Mamata Banerjee as the Prime Minister of the country and that he would strive for this as much as possible. On January 30 last year Anna Hazare held a big rally at Patna’s Gandhi Maidan. It was a splendid rally with almost 1,75,000 people in attendance. There Anna Hazare had said that his objective is to bring the Jan Lokpal, the Right to Reject, Right to Recall, but the
his forehead. He bowed his head before the monument to martyrs and started out on his country wide tour. Anna toured Punjab, Haryana, Rajasthan, Madhya Pradesh, Uttar Pradesh and Uttarakhand. He travelled about 28 thousand kilometers. He addressed more than 750 meetings. At every meeting, he reiterated his resolution to change the country and said that he was in favour of sending to Parliament people with character, people who

biggest thing is to bring about a change in the system and the meaning of change was to bring about a complete change in the entire policies of the country. The current market-based economic policies in the country are like poison for Anna. He believes that till the time villages in the country become strong and village-based industries are established unemployment in the country cannot be tackled. Nor can corruption be fought and neither can inflation be controlled. Anna explained these thoughts of his in detail at Patna’s Gandhi Maidan rally. Then from March 30, Anna began his countrywide tour. Anna went to Amritsar. He went to Jallianwala Baug, which he calls ‘martyr’s land’, applied its soil to
are energetic and honest instead of political parties. Anna kept awakening the people on the Jan Lokpal too. In fact, while on the one hand this country wide tour was a strong campaign for awakening the people, on the other hand for Anna too it was a medium for understanding himself, and more than that, understanding the country. During this tour, Anna saw the pains and suffering of the people, the attitude of the governments and political parties. Anna saw too that the very people he had inspired to stand by him in 2011 at his fast unto death at the Ram Lila Maidan in New Delhi, some amongst those very people were opposing him at places, because by that time
Arvind Kejriwal had announced forming his political party and people wanted Anna Hazare to do nothing new, but to support Arvind Kejriwal’s new political party. For Anna, it was a faith breaking situation, but without losing patience he explained to people everywhere why he was against political parties. During his speeches throughout the tour, significant meanings began to emerge. Anna announced during his meeting in Varanasi that he would go on a fast unto death from the first day of the Winter Session of Parliament if the Jan Lokpal Bill was not passed. In all this churning Anna also said at one place that he was in search of a third force which would stand against the market based economy and develop the villages in the form of powerful legislative centres. Village-based industries should be set up, nobody should go outside the village-block or district for employment, farmers should get the full and correct prices for their crops, no land of the farmers should be acquired and the rights of water, forest, and land should be under the Gram Sabha. Anna began voicing his thinking in his speeches. When he came to Delhi, Anna wrote a letter to political parties. He wrote in the letter that everyone should sit together and make a plan for the development of villages and the poor. For this Anna suggested an initial 17 points. These 17 points were the milestones for a changed path in the country, they were the signs of making a new history, but no political party responded to these points. He had written with great feeling that if these issues were included in the election manifesto, a new confidence will be generated in people to be freed from long standing mismanagement, corruption, unemployment and inflation that has been prevailing for more than 60 years.
Black day in Parliament can prove dangerous! F
EBRUARY 13 will be remembered in history in two ways. Anna Hazare made the biggest announcement of his life – that in the next Lok Sabha elections, he will support Mamata Banerjee for Prime Ministership and he will also carry out an election campaign in favour of her party, the Trinamool Congress. But the day will also be remembered as a dangerous black day on which chilli spray was used in the Lok Sabha, there were fisticuffs, and a knife was brandished, though some say it was a broken microphone that was brandished. Is this the beginning of the end of democracy or should it be considered that the country has reached the final steps before the end of democracy? In our country, the face of Parliamentary democracy is the Lok Sabha. It is expected that people who go to the Lok Sabha will be more intelligent than goons moving on
the streets, will be more principled than snatchers and other such elements on the streets, and will be more mature than goons who pull out a knife against each other at every disagreement between themselves. But after seeing what happened in the Lok Sabha on February 13, it seemed that such people are now a part of the Lok Sabha who have no respect for democracy nor do they have any confidence in debate and dialogue, but can go to any extent for the sake of publicity for themselves. Is this failure a black blot on the faces of political leaders? None of the parties teach their MPs how to behave and conduct themselves in the Lok Sabha. None of them explain to the MPs the place the Lok Sabha occupies in the country’s democracy, and instead more often than not place emphasis on how Parliament can be used in the form of a base for kickbacks. And
when, along with the Congress and the Bharatiya Janata Party, the leaders of most other parties too will begin using Parliament to fulfill their selfish and vested interests, February 13 will be repeated. The Parliament is a proud chapter in Indian democracy, in which people like Acharya Kripalani, Nath Pai, Bhupesh Gupta, Raj Narain, Chandra Shekhar and Indira Gandhi have witnessed debates linked with people and this list is quite a long one. But today’s MPs neither know what happened in Parliament, nor do they know how they should behave in Parliament. It is unfortunate that the Bharatiya Janata Party’s Lal Krishna Advani, who has long experience of parliamentary life, does not tell the MPs of his party how to behave in Parliament, nor what kind of debates took place and the people who participated in them.
Neither are Congress leaders, who have experience without knowledge, able to tell their MPs how to behave in Parliament. There is no point talking about other parties because they use Parliament not for the nation, but for their own party. One is having to write all this, albeit with sorrow, because we feel that any crazy person can take advantage of such a situation to end democracy. People sitting in Parliament are using democracy to create hatred against democracy. This means that they are cheating the country in two ways. One, they are giving ground to those people who believe in using weapons to end democracy and solve the problems of the people. And two, they are paving the way for people who have no faith in democracy and to whom it seems that the way of fascism is more correct. — Santosh Bhartiya

DILLI KA BABU
B
AAP’s Babu Fears
EFORE Kejriwal’s resignation, the UPA government could not have been expected to make things easy for his AAP sarkar. Perhaps the next flashpoint could well have been the transfer of key bureaucrats of the Delhi government, some of them hand-picked by Kejriwal, by the Union Home Ministry. The Home Ministry, which Kejriwal was already battling on other issues, transferred some 17 IAS officers of the AGMUT cadre barely 10 days after the AAP government took over in Delhi. Sources say that Kejriwal wished to retain the babus at least until the Lok Sabha elections. It is believed that Kejriwal wrote to Prime Minister Manmohan Singh requesting cancellation of the transfer order but the Home Ministry had not responded. Meanwhile, among the babus who are facing transfer are S.S. Yadav, S.C.L. Das and Prashant Goyal – brought in by Kejriwal to helm key projects. The Home Ministry is unlikely to act in a hurry.
F
Fixed Tenures
OLLOWING the furore over allegedly motivated transfers of Haryana IAS officer Ashok Khemka and UP officer Durga Shakti Nagpal, not to mention the Supreme Court’s deadline to the Centre and states to set up a civil services board to manage tenures and transfers of officials,a two-year fixed tenure for IAS, IPS and Indian Forest Service officers has been notified. The Department of Personnel & Training (DoPT) order issued by director (services) M.K. Dwivedi states that these officers will hereon spend “at least two years” in every post during their career. All states will now constitute a civil services board headed by the Chief Secretary to manage transfers of civil service officials. However, sources say that there is a rider in the order wherein the board’s recommendation can be rejected by the ‘authority’, though the reasons will have to be recorded. The question is whether this will check rampant political interference in administrative functioning.
F
Washington Calling
ORGET the spat with the US, a posting to Washington DC is a highly coveted position in babudom. As D.P.S. Sandhu, adviser to World Bank executive director Mukesh N. Prasad leaves his post, the search for his replacement has begun in full earnest. Going by the past, most likely Sandhu’s replacement will be from the Prime Minister’s Office or the Finance Ministry, though nothing can be said for certain. Sources say that State Chief Secretaries and Union Secretaries have been asked to nominate names of officers at Deputy Secretary and Director level. Another adviser to the World Bank and 1994 batch IAS officer Anuradha Thakur is also leaving Washington in March, which leaves only two senior advisers Manoj Pant and LK Atheeq to work with the Executive — Dilip Cherian Director.

Rafael Nadal, Sania Mirza and Rohan Bopanna to represent Mumbai in ITPL
UBAI: World number one Rafael Nadal will play for the Mumbai team, which will also have India's doubles stars Sania Mirza and Rohan Bopanna, in the inaugural International Tennis Premier League (ITPL) according to the players' draft released by the organisers. The team owners met in today and a tentative schedule with four confirmed teams, including Mumbai, Singapore, Dubai and Bangkok, was released. So far, the team owners have spent USD 23,975,000 on getting the players in their side. The league, brainchild of Indian tennis star Mahesh Bhupathi, will begin on November 28 in Singapore
and conclude on December 14 in Dubai. Initially, it was said the league will be played in five Asian cities and surprisingly India's top singles star Somdev Devvarman is not part of any team so far. The 2014 season will feature 24 matches across the four host cities. The four teams will compete in a round-robin format in each of the four cities. Frenchman Gael Monfils, American great Pete Sampras, former world number one Ana Ivanovic and Fabrice Santoro are the other players to play for Mumbai. World number two Novak Djokovoic will spearhead the challenge of Dubai. Caroline

Former world number one Carlos Moya, who attended the draft, said, "I'm very excited to be part of this competition, and look forward to playing for Bangkok. I have fond memories from the days I've played there." KNOCKED OUT!!!
IRPUR: India paid the price for costly blunders at crucial junctures to suffer a nervewracking one-wicket defeat at the hands of arch rivals Pakistan, who rode on Shahid Afridi's brilliant cameo to virtually assure themselves a berth in the final of the Asia Cup here. In a tense encounter where fortunes fluctuating from one team to other till very end saw Afridi the turn the game decisively in Pakistan's favour by hitting successive sixes in Ravichandran Ashwin's last over to overhaul India's modest total of 245. Afridi, who has been very inconsistent with the bat hit the first six over deep extra cover and the next over long on as he scored 34 not out in only 18 balls with two fours and three sixes. Dinesh Karthik's woeful work behind the stumps again cost India dearly as he missed the easiest of stumpings when Ashwin fired one down leg side with Sohaib Maqsood (38), then batting on 21 coming out of charge. Karthik failed to gather the ball and missed the stumping with Pakistan on 167 for four. Mohammed Hafeez (75) and Maqsood added 87 runs for the fifth wicket and after IPL's new million dollar man Karthik fluffed his lines, they added another 37 runs which proved to be important in the context of the game. From 200 for four, Pakistan slumped to 203 for six but then winners had couple of profitable couple of overs ---45th and 46th when Ravindra Jadeja and Bhuvneshwar Kumar went for 13 runs each. Hafeez for his all-round show (two for 34 and 75) rightly got the man of the match award. Hafeez's innings had three fours and two nicely hit sixes including a pulled one off Mohammed Shami's bowling. With this defeat, India's chances of making it to the finals are all but dashed while a Pakistan versus Sri Lanka summit clash looks imminent. For India, leg-spinner Amit Mishra (2/28 in 10 overs) bowled a brilliant spell getting into the playing XI after a long time while Ashwin was also pretty good even though it all got spoiled in the end due to those two sixes hit by Afridi. It can now be safely concluded that Karthik has blown away a golden Pakistani cricketer Sahid Afridi celebrates after winning the match off a six during the opportunity he had got in Dhoni's Asia Cupmatch against India at the Sher-e-Bangla National Cricket Stadium in Dhaka.
absence with two absolutely shoddy performances with the big gloves. In the last game, he missed Kumar Sangakkara's stumping chance and it cost India the match. Maqsood's missed stumping helped Pakistan score extra 30 runs and who knows a wicket at the stage would have helped India. Ravindra Jadeja (52) hit a timely unbeaten half-century as India recovered from a mid-innings collapse to post a modest 245 for eight in 50 overs. Opener Rohit Sharma (56), who finally found his touch after a lean patch, and Ambati Rayudu (58) also did their bit but none of the batsman could make it big. However, India had at least something on board to fight for. Rayudu scored 58 from 62 balls, while Jadeja was unbeaten on 52 from 42 balls (4x4, 2x6) Experienced spinner Saeed Ajmal (3/40) bowled nicely in the death overs to remove three batsmen while debutant pacer Mohammad Talha (2/22) and off-spinner Mohammed Hafeez (2/38) took two wickets apiece. Jadeja made full use of his reprieve on 12 when Hafeez dropped a sitter to post his ninth century. It was Hafeez, who trapped Dhawan to give Pakistan their first breakthrough but India had the match in control with Sharma and Kohli in the middle. Sharma's approach was different from what he looked after a poor outing in South Africa and New Zealand. He pulled Gul over square leg to break free and he showed no mercy against pacer Junaid Khan, punching the left arm pacer for consecutive six and four. Victim of Sharma's assault, Khan conceded 25 runs from his three overs before being taken away. BRIEF SCORES: India 245/8 in 50 overs [Rohit Sharma 56, Ambati Rayudu 58, Saeed Ajmal 3/40] lost to Pakistan 249/9 in 49.4 overs [Mohammed Hafeez 74, Shahid Afridi 34 not out] by one wicket.
‘Giantkillers’ Afghanistan await Lanka test
MIRPUR: After steamrolling Bangladesh for their first major win over a Test-playing nation, giantkillers Afghanistan would look to continue their flirtation with cricketing history when they take on leaders Sri Lanka in their Asia Cup cricket match, here today. Buoyed by their spirited effort of taming Bangladesh by 32 runs in their own den at Fatullah last night, the gutsy team from the strife-torn nation would be eyeing another major upset against Sri Lanka. The minnows would find it difficult to achieve further glory in the five-nation tournament against an increasingly stronger opponent Sri Lanka, who are sitting comfortably atop the points table with eight points after scoring back-to-back victories against Pakistan and India. With two wins and a healthy runrate of +0.168, Sri Lanka have virtually assured themselves of a berth in the finals of Asia Cup, while Afghanistan's hopes of further progress in the tournament would depend on the outcome of the match today. Afghanistan have four points from two matches with one win and a loss in their kitty. However, they don't have anything to lose from this tournament as they are featuring in the Asia Cup for the first time in its history. Should Afghanistan beat Sri Lanka, it would complete a fairytale journey for them in the tournament, giving the war-torn nation a desperately needed boost. Their victory over Bangladesh was wildly celebrated back home on the streets.

UMBAI: He delivered his farewell speech with such emotional conviction that many were left wiping tears but retired batting legend Sachin Tendulkar today said his only preparation for the stirring address was to remember the "important" names he wanted to mention. The 20-minute speech, which Tendulkar delivered after his final Test in Mumbai last year, was lauded by one and all for its emotional clarity so much so that the spectators at the Wankhede Stadium and the millions glued to TV sets were left teary-eyed. Reflecting on it, Tendulkar revealed that he planned on delivering a speech after his penultimate Test on a flight from Kolkata to Mumbai. "I was flying back from Kolkata to Mumbai and then I realised that this is going to be my last match. I was sitting alone and you know I better think of something, think of people I need to mention because before I realise, Mumbai match would also be over and all of a sudden, I would be standing in front of my peers," Tendulkar said at a promotional event hosted by Network 18 Group here. "Then the whole world would be waiting for me to say something. Something, which I didn't want to do was to miss out on any name, any important name that I wanted to mention. For Improving Players By Anant Bhagwat
T
his hand from a local tournament will be bread & butter for a good player, but I saw a few improving players flounder while making the contract.

S- A K Q 10 6 H- J 2 D- Q 3 C- J 5 4 3
You are south. You open 1 spade, LHO bids 2 diamonds, partner bids 2 spades RHO & you pass, but west makes a nuisance of himself by bidding 3 diamonds. Partner persists with 3 spades which becomes the final contract. West finds the lethal lead of a trump. How do you continue? The lead tells you that trump break is benign, because nobody leads a trump from 4 cards or singleton. Assuming that, you have 5 spade tricks. Diamond King must be with west so you have 2
diamond tricks. Club Ace has to be right so that is your 8th trick. For the 9th trick you need to ruff a club in dummy. Once you think along this line the hand looks simple. But you have to be careful about the timing. If you win the lead in hand & finesse the diamond immediately you will go down in this simple contract. You have to lead a club towards the king then come to hand after cashing the club King & then ruff a club. But the only entries to your hand are trumps. So how do you manage? After winning the first trick in hand play a small club to king. West will win & persevere with a trump. Now you can cash the club king but you are in dummy with no entry to hand. You must overcome this problem by playing the diamond Queen at this point. West will cover you win in dummy, & cash the club King. Now you cash the diamond Jack & ruff a diamond to enter your hand at the correct time to ruff a club in dummy. You exit from dummy with a heart & eventually enter hand with a heart ruff to draw the last trump & claim 9 tricks. Then you can point out to your partner that a double of 3 diamonds will fetch at least 300 points.
Gangolli soars in to the lead M
UMBAI: The defending Champion Kishan Gangolli of Karnataka shot into sole lead with 7.5 points after the conclusion of the 9th round in the 13 player Round Robin National A Chess Championship for the blind, which is underway here at Vasai. Closely following the leader are Darpan Inani (GUJ) with 7 and Soundarya Kumar Pradhan (ORI) with 6.5 points. Sachin Lahu Wagmare (MAH) with the white pieces played King’s pawn opening against Ashvin Makwana (GUJ). Sachin’s passive play allowed white enormous space advantage. Ashvin sacrificed a pawn on move 35 to open up the position and Sachin resigned when he was about to lose a piece. Prachurya Kumar Pradhan (ORI) with the white pieces played the Queen’s pawn opening against Swapnil Shah (MAH). The game was equal till move 25 when Swapnil went wrong and posted his Knight on a wrong square. Prachurya played aggressively and forced his opponent to resign soon. Shidad M (KER) with the white pieces opened with his Queen’s pawn against Vilesh B. Bhatt (MAH). Though Shidad got a better position in the middle game he could not capitalize on it and eventually the players signed for peace. Yudhajeet De (WB) went wrong
early in his Trompowsky opening against Soundarya Kumar Pradhan (ORI). Soundarya, the youngest player in the championship, exploited his space advantage adroitly to win the exchange and won the game comfortably. Sirish Patil (MAH) with the white pieces played Queen’s pawn opening against Kishan Gangolli (KAR). Patil chose to play defensively and did not allow his opponent any break through. The leader Kishan had to accept the inevitable draw. Whereas, Darpan Inani (GUJ) with the white pieces played the Queen’s pawn opening against Madan Bagayatkar (MAH). The game was equal until middle game. But Madan committed a mistake in the 24th move and Darpan played tactically to force resignation on 33rd move.

G
ERMANY: Former national champion Arvind Bhat entered the USD 120,000 German Open Grand Prix Gold finals after registering a thrilling three-game victory over Chinese Taipei's Tien Chen Chou in the men's singles here. The 34-year-old Indian shuttler took 55 minutes to prevail over his 15th seeded rival 21-12 12-21 22-20 at the RWESporthalle here. The Bangalorean will now lock horns with 12th seeded Dane Hans-Kristian Vittinghus in the summit clash. Vittinghus defeated fourth seeded German Marc Zwiebler 21-16 21-
13 in the other semifinal clash. World number 24 Tien Chen Chou has beaten Arvind twice in the past but that didn't count for much as the Indian dug deep from his experience to show the Taiwanese the door. Arvind had no problems in disposing off Chou in the first game after taking a 6-3 lead with a five-point burst and then maintained the distance. Chou, however, meted out the same treatment to Arvind in the second game when he broke off at 6-6 and marched ahead. But in the decider, Arvind fought till the end after Chou had stepped up the competition. The duo battled from 6-6 to 14-14 with the lead changing hands frequently. The Indian was ahead by a point lead after that and even though Chou caught up at 20-20, Arvind successfully staved off the challenge in the end. Arvind has won six International titles, including the Scottish Open 2004 and the Czech International 2007. He participated in the 2010 Asian games in Guanzhou, China and was in the Indian team for Sudirman Cup 2011.

I wish that he comes out of this situation soon," Kapil said in a letter addressed to the media.
