Former BJP MP Kirit Somaiya slams government over IMS Vikrant auction

leader stated that the then Union Defence Minister, George Fernandes, had signed an agreement with the then BJP-Shiv Sena government about handing over the decommissioned aircraft carrier to the state.

The Defence Ministry was supposed to have allocated Rs.40 crore out of the Rs.64 crore needed to repair and refurbish the ship. However, the Congress-NCP led Democratic Front government, in 2003-04, sought permission to build a helipad, a 7-star hotel and a casino on the ship.

However, the Navy objected to the proposal for constructing a helipad.

Somaiya slammed the state government over its inability to even allocate Rs.64 crore for the war museum. Terming the IMS Vikrant as the pride of the nation, he lamented that the government now wanted it to die. He wanted to know why the Congress-led government could not implement the project in the last 10 years.

Somaiya sarcastically remarked that the Congress-NCP-led state government could indulge in a Rs.70,000 crore irrigation scam, but could not find Rs.64 crore to convert the legendary ship into a war memorial.

Varsha Ganesh Student No. The staff at public hospitals might be rude, but I don’t think they would slap a pregnant lady or do something similar to that.

Punit Bhavsar Working professional No. This seems difficult to believe. Had this been the situation, public hospitals wouldn’t be crowded with people the way they are today.

Suresh Raja Banker No. I have heard of cases where the staff has been rude and cases of assaults are also heard off. But slapping pregnant women or totally refusing treatment is unheard of.

Mohit Alva Working professional No. It is hard to believe that such behaviour is meted out to people at public hospitals.

t looks like the state government’s decision to adopt the Central Clinical Establishment Act (CEA), 2010 might be put on hold for some time, as talks of giving Maharashtra its own CEA are on.

Dr. Anil Pachnekar, President, Indian Medical Association, Maharashtra said, “We had a meeting with the Health Minister and other officials on December 3, where the need for a new CEA for the state was discussed, and it has been agreed that the Central CEA will not be applied to Maharashtra.”

The decision of applying the Central CEA to Maharashtra had faced opposition by stakeholders like health activists, NGOs and doctors, as it was felt that the Central CEA has a few major drawbacks and would not suit the needs of the people of Maharashtra.

The reservations that the medical fraternity and other stake holders had about the Central CEA being directly applied to the State were that the provisions were neither people friendly nor doctor friendly.

Explaining why the Central CEA shouldn’t be applied to the state Dr. Pachnekar said, “The provisions are

very stringent. For instance, the Central CEA says that if a general physician gets a cardiac emergency, he should stabilise the patient before referring him to a specialist. Now, if something happened to the patient while a general physician tries to stabilise him, other than being beaten up by the family of the patient, the court of law will also question his decision.

This is just one example out of several others that can be cited. This is why we need an act that suits the needs of people of Maharashtra.

Also, one has to keep in mind that health is after all a state prerogative.”

Health Minister Suresh Shetty confirmed this development and said, “Yes, this issue has been discussed and a new Central Establishment Act suitable for Maharshtra will be made within the framework of the existing Central Act. The opinion of the law and judiciary department of the state government will be sought. Once the draft is ready, it will be presented before both houses of the legislature.”

The draft for a new CEA will be prepared within fifteen days added Dr. Pachnekar.

37,059 street children in Mumbai

T

he Tata Institute of Social Sciences (Center for Criminology and Justice, School of Social Work) in collaboration with Action Aid India released a report entitled ‘Making Street Children Matter: A Census Study” carrying major findings and recommendations by the TISS teams about street children in Mumbai.

This report, based on a study conducted between November 2012 and February 2013, with the support of NGOs and the Co-ordination Committee for Vulnerable Children (CCVC) along with TISS students, was released on Tuesday

by Varsha Gaikwad, Minister for Women and Child Development and Justice V.M Kanade, Judge, Bombay High Court at the Indian Merchant Chambers Hall in Churchgate.

The report states that a total of 36,154 children were found on the streets across 24 wards during the time of enumeration. An additional 905 children were found on railway trains and platforms of the Mumbai suburban rail network.

Finally, a total of 37,059 street chil-

dren were enumerated in Mumbai through this census, out of which 70 per cent were boys and thirty per cent were girls.

The study further states that 65 per cent of these children lived with their families on the street.

Around 24 per cent of those found to be of school going age was illiterate, while only 31 per cent of children between 4 and 6 years of age attended balwadis. Street working children constituted 24.44 per cent.

Around 15 per cent of these children appeared to be addicted to drugs including whitener, tobacco, shoe polish and other such substances. 2.5 per cent were identified with disabilities and 25 per cent were unable to eat regular meals due to a lack of funds, dependence on others for food, illness, injury and lifestyle.

While half of the street children used paid toilets, 40.2 per cent used public toilets. About 44 per cent of the sample in the survey witnessed verbal, physical or sexual abuse, torture and forced starving while 77.7 per cent of children were unaware of the scope of any assistance from the police, government agencies or NGOs

We remember making a visit to the institution some years ago, to see the dynamic and completely committed head, Meher Banaji. And here we had the strange experience of hearing a completely normal sounding gaggle of energetic kids talking, laughing, some reading, playing board games, razzing one another and generally acting up. A

gainst the backdrop of the recent violent agitation by sugarcane farmers, the state cabinet yesterday gave its nod for the establishment of a sugarcane control board. Henceforth, the cane price will be fixed by the board and will be binding on sugar factories. This new authority will function on the lines of the State Electricity Regulatory Commission and will have powers to penalise errant sugar factories.

As per the cabinet’s decision, this proposed board will be headed by the Chief Secretary and will comprise secretaries of various departments. The Co-operation and Revenue Minister however, will not be a part of this board but the state sugar commissioner will be mem-

ber secretary.

The proposed board will be set up by tabling the Maharashtra Sugar (Purchase & Supply) Bill 2013 which is expected to be tabled in the upcoming winter session of the state legislature starting from December 9 in Nagpur. After the bill is approved, the law will be executed under the provisions of the Sugarcane Control Order.

The Rangarajan Committee has suggested the formula of 70:30 to fix the price of cane. As per this formula, sugar units without any business of by-products will have to pay a cane price of 70 per cent of their revenue realization, while they will have to spend 30 per cent on their functioning. On the other hand, sugar factories with by-product businesses will have to pay a cane price of 75 per cent of their revenue

realisation.

In future, it will be mandatory for sugar factories to pay a fair and remunerative price as well as the cane price fixed by the sugarcane control board. According to the new law, it will be binding on the sugar factories to pay the cane price within 14 days to the growers which will be made on the basis of the recorded weight of the cane at the factory. Failing this, the sugar factory will have to pay a fine of Rs. 25,000.

The state has 202 registered cooperative sugar factories and over 65 private factories which contribute 35.3 percent of the national sugar output. Among the Indian states, Maharashtra tops in sugar production as well as in the recovery of sugar, followed next by Uttar Pradesh.

t is yet to be confirmed whether the ill-fated Aftab Manzil, a fivestoryed building, had collapsed due to an ‘illegal hoarding’ atop the building; however, the Brihanmumbai Municipal Corporation (BMC) has thankfully learnt a lesson – no more hoardings atop buildings.

The new civic policy on hoardings, which has reportedly got an approval from the Municipal Commissioner Sitarm Kunte but is yet to be officially declared, prohibits putting up of hoarding atop buildings in the city.

“In case of breach, the culprit will

be prosecuted under 328 of BMC Act and Section 3 of Property Defect Act which will attract fine up to Rs.5,000 or three-month imprisonment or both”, said Additional Municipal Commissioner Mohan Adatani.

Altab Manzil that collapsed on June 10 this year took the lives of ten of its residents and the matter is subjudice. Investigation is on whether the collapse was caused due to tampering with columns or heavy hoardings atop the building.

However, Adtani said, “The new policy has no relation with the Altab Manzil issue”.

Besides, the Bombay High Court had also observed that illegal

hoardings have been mushrooming in the city and tampering with the city’s beauty. At least on two occasions, the court had called senior civic officials and asked for justification over the issue.

In the new policy, the civic body said that no permission will be given for hoardings atop buildings henceforth. The distance between two hoardings must be between 20 to 100 metres.

The existing buildings that have permissions for hoardings are obliged to make structural audits after every two years. If the structure is more than 30 years old, the sanction will be squashed automatically.

State PWD denies having a proposal for Kopari Bridge expansion

senior official from the Public Works Department (PWD) on conditions of anonymity yesterday disclosed that there was no proposal before the department for expansion of the Kopari bridge on the Eastern Express Highway. Two months ago on September 30, the Executive Engineer PWD, Multistory division had in a reply to citizen activist Nilesh Ambekar informed him that the proposal for seeking approval of the Central Railway for expansion of the Kopari bridge had been forwarded in 2003. Ambekar has warned of agitation if the proposal is not cleared soon.

The Kopari bridge over the Central Railway line serves as a connector between Thane and Mumbai on the Eastern Express Highway. Currently, the bridge

having 2x2 lanes on either side is used by motorists going to Thane and beyond. However, with the flyover at Majiwada junction becoming operational, the area at Kopari witnesses traffic bottlenecks during rush hours. It takes more than 15 minutes for motorists to cross the 250 meter stretch of the bridge.

Citizen activists Nilesh Ambekar and Satyajit Shah had recently launched a signature campaign drive demanding that the bridge be expanded with two lanes being added on either side. Former BJP MLC Sanjay Kelkar too had urged the PWD to ensure speedy clearance of the proposed expansion of the flyover. According to Ambekar and Shah a decade ago the expansion of the bridge would have cost Rs.9 crore which will now cost to Rs.50 crore. They argued that if there is any further delay the cost will increase to Rs. 100 crore.

he brutal murder of a 33year-old woman at her apartment in Bhayandar and the spine chilling way in which her body was disposed off on Tuesday has turned out to be to be a coldblooded crime planned by an unemployed husband who was denied money to start a restaurant.

According to the police, 29-year-old Girish Shrirang Pote murdered his wife Madhuwanti (33) by slitting her throat in their apartment in Nakshatra Tower near Golden Nest Circle. He then walked to a nearby mall, returned with a set of knives, phenyl and room-freshening sprays, cut Madhuwanti’s body into pieces and hid it in the refrigerator.

Girish then called up his cousin Nitin Gadre, confessed to killing his wife and sought his help in dispose off her body. Gadre immediately alerted the Navghar police who reached the spot, recovered the severed body and arrested Girish.

A prima-facie investigation revealed that the mother of the deceased was a French national who was married to an Indian, Shyam Bihari Phatak. Girish and Madhuwanti tied the knot in 2011 after a brief courtship while they worked at a mall in Mumbai. The couple, who have a two-year-old son,

On Saturday, a team of MU senators visited the JBIMS institute to meet the institute’s director about a particular issue. On their visit, the senators inspected the canteen and were shocked to see the low level of hygiene. The kitchen was unclean and the food was kept un-covered. The cooking gas had food spilled on it and the leftovers and garbage were placed in containers while egg shells and rotten vegetables were found lying open.

Pradeep Sawant, Senate Member, MU, told the ADC, “JBIMS is a top institute in the state which students opt for as their first preference and this is what the canteen provides. This canteen is a risk, because if food cooked here is consumed by students, they may fall ill. The JBMIS should look into this matter before it’s too late”.

As per the rules and regulations, a college canteen should hold a food and health license from the Municipal Corporation. If at all a college does not hold this license, the Municipal Corporation can close down the canteen.

When the ADC tried to contact Dr. Kavita Laghate, Director, JBIMS, she was not available for comment.

When the ADC spoke to Dr. Naresh Chandra, Pro Vice Chancellor, MU, he said, “Colleges and institutes are responsible for the condition of the infrastructure and should provide students with a hygienic and healthy environment. MU has got to know of the condition of the JBIMS canteen and the varsity will soon send a committee to inspect it.”

Sources from Malwani Police station suspect that Kiran might have plans of pushing the two into prostitution.

The two accused have been booked under various sections of the IPC and they will be produced in court on Thursday.

Given the fact that the ruling NCP-Congress alliance and BJP-led opposition command an equal strength of

Vashi RTO to display unclaimed VIP numbers

he deputy Regional Transport Office (RTO) in Vashi has decided to display a list of unclaimed VIP registration numbers on their television screens.

Those interested, however, will have to shell out much more than before in order to obtain a VIP registration number. As compared to the previous charges of Rs. 1 lakh

and Rs. 25,000 for four and two wheelers respectively, the current price for the number one is Rs. 4 lakh for fourwheelers and Rs. 50,000 for two-wheelers. For other numbers like 99, 111, 222 and others, one will have to pay Rs. 75, 000 for four wheelers and Rs. 50, 000 for two wheelers as against the earlier Rs. 50, 000 and Rs. 10,000.

Only 5 per cent of motorists are choosing VIP registration numbers at present.

In March this year, while hearing a Public Interest Litigation (PIL), the division bench had said that it expected the state government to come up with a policy to ensure that the public does not suffer because of deficient or incomplete work by the contractor.

The court was hearing a PIL filed by one Shashikant Changede, represented by advocate Uday Warunjikar, regarding incomplete work

on the state highway between Pune and Shirur.

According to the PIL, the contractor, Ashoka Buildcon Ltd, won the bid to construct the 64-km stretch between Pune and Shirur, for which work started in 2003. The company was allowed to collect toll in 2005 despite the work being incomplete, with a condition that the project should be completed within the next 60 days, the PIL stated. Thousands of commuters refused to pay the toll, leading to arguments, following which the contractor filed complaints against around 70,000 people.

While hearing the petition on Wednesday, the bench asked the state government to file an affidavit and explain why the contractors appointed by the government were collecting a toll

despite a letter written by the Public Works Department (PWD) to stop the levying of such an amount.

Ashutosh Kumbhkoni, a senior lawyer who has been appointed as amicus curiae (friend of the court) in this case, suggested today that in view of allegations raised in the PILs, the renewal of the quarterly period for collecting road tax for the next term beginning January 2014, should be allowed by the High Court only after hearing all parties.

The court said, “If the state collects toll from private citizens, it is obliged to maintain the roads. The government does not seem to have any established norms for dealing with situations where the contractors continue to collect toll on bad roads.”

We wandered up to Pari Mahal and took pictures of fat, overblown roses and we shopped for shawls and chain stitch rugs and on our second day in Kashmir drove out to see the magnificent ruins of Avantipora.

On the way we stopped to buy freshly harvested saffron in a shop that also sold almonds and walnuts and honey from Afghanistan. And, wherever we went people told us that the Kashmiri people now wanted peace and normalcy and that it had almost returned. “Nobody wants the militancy to continue,” they said “everyone wants peace.”

But, we also met people who told us that Kashmir had never been part of India but only a colony that had been cruelly exploited.

T is said in the Hadith, “God is beautiful, and He loves beauty.” This expresses the truth that man, who inherits the Spirit of God, has beauty in him and loves beauty, although that which is beautiful to one is not beautiful to another. Man cultivates the sense of beauty as he evolves, and prefers the higher aspect of beauty to the lower. Man has worshipped God, beholding the beauty of sun, moon, stars, and planets. He has worshipped God in plants, in animals. He has recognized God in the beautiful merits of man, and he has with his perfect view of beauty found the source of all beauty in the unseen, from whence all this springs, and in who all is merged.

The Sufi, realizing this, worships beauty in all its aspects, and sees the face of the Beloved in all that is seen and the Beloved’s spirit in the unseen. So wherever he looks his ideal of worship is before him. “Everywhere I look, I see Thy winning face; everywhere I go, I arrive at Thy dwelling-place.”

Sheikh Abdullah’s adamant stand that Kashmir would rather be part of secular India than Islamic Pakistan the Kashmir story may well have been a very different one.

When I was researching my Kashmir book I could come up with no valid reason why the Sheikh should have been jailed at all. And, it was while I was researching this same book that I interviewed militant leaders who said they thought Vajpayee could find a lasting solution if he became prime minister. He was not prime minister at the time but had said on national television that if mosques were used to launch political movements then you could be sure that Hindu temples would be as well.

The militant leaders I talked to said they found Vajpayee’s frankness refreshing, especially when they compared it with the ‘duplicity’ of the Congress Party. It is India’s bad luck that after becoming prime minister, Vajpayee found no time to make a new Kashmir policy.

Hazrat Ali says, “Know thyself, and thou shall know God.” It is the knowledge of self, which blooms into the knowledge of God. Self-knowledge answers such problems as: “Whence have I come? Did I existed before I became conscious of my present existence” if I existed, as what did I exist? As an individ-

Also, to make your eyes look more appealing, the trend for this season is heavy kajal to perfect the smoky eye look.

pond’s Face wash Pond’s Complete Solution Pimple-Clear face wash promises to fight pimples and brighten your skin. I didn’t have acne spots, so I can’t say how effective the face wash is against existing acne. But, I did observe a small spot that would have otherwise turned into a full-blown pimple. At my workplace, we have a common area where employees eat their lunch. Most of us spread a newspaper below our plates before we eat, to keep the area clean. However, I have noticed that one of my colleagues doesn’t use newspaper, spills food on the table and doesn’t bother cleaning up! It is uncouth to leave the table so dirty, making it uncomfortable and off-putting for the others to eat after she has used the space. How do I tackle the situation?

et’s face it. No matter how much you discipline your child — your furniture and furnishings are going to see accidents, spills, marks and dents while your children are growing up.

Instead of getting worked up about your ruined couch and crayon stained wall, we suggest a little renovation. If you’re planning for a new home, a new baby or just re-doing your home, here are a few tips you should keep in mind to make it more child-friendly:

sofas Keeping your sofas from getting ruined with spots, marks, scratches and scrapes is hard when you’ve got a precocious child to deal with. Invest in microfibre sofas as they’re easy to clean and have water repellent properties which make them hard to stain.

They also last much longer and don’t snag or fray. Also, they’re durable as well as easy to maintain. If your children are well-behaved, you could opt for leather or vinyl (faux leather). Vinyl is cheaper but cracks faster than leather. Both can be cleaned easily but if your child has a habit of plucking and scratching, you’ll need a new sofa in no time. The best option is to get a slipcover, so you can change and wash it when needed.

paint If you’re buying a home, you should paint it sensibly, even if you don’t have children

yet. Think of crayon marks, dirty hands trailing along the wall and crazy ball marks denting your coat of paint. Natural paints are a good option. You also get paints (from any major paint brand in the market) that don’t contain lead and mercury that harm your health and are safe for children. An added advantage is that they keep your walls safe from your children’s grimy hands. You get stain resistant paint, paint that’s easy to wipe clean with soap and water and scrub resistant to prevent marks and chipping.

Chairs If you can afford heavy, good quality wooden chairs, your children probably won’t be able to get to them. Durable options are oak and cherry. But, anything lighter and you’ll see them digging out holes in the framework sooner rather than later. If you have a big house, you can have separate plastic chairs for children. There are firm plastic chairs that look great and work well as far as withstanding endless tugging and pulling goes. The only problem is that they might not match the rest of your décor.

A good alternative are the currently stylish metalwork chairs. You can pick them up in attractive colours and designs and they’re extremely durable, especially when they are to be used indoors. Place a cushion on the seat and you’ve got perfect

chairs that your children won’t be able to bite, poke, scrape or scratch through.

Curtains & Covers Rugs, cushion covers and curtains — think of them combined with an extremely naughty child. Wool is a bad idea because it requires dry cleaning. Cotton is your best bet because it can be cleaned easily. But, if your kids are prone to spillages, it will absorb everything very fast. Polyester does well in this department, as it resists waterborne stains and won’t be that hard to clean. Again, microfibre is best but if you want cotton or lace curtains, just make sure that they’re not floor length. As long as your little one can’t reach up to ruin them, they’ll be just fine. If you can get your hands on Crypton fabric, you should, as it’s extremely stain resistant.

tabLes The most important thing to remember when you’re buying a new table is not to get one with a loose top. It may be tempting to get a glass topped table but unless it’s fixed permanently, it can spell disaster if you’ve got children running around as they have a habit of leaning, shifting around and tugging at things. Try getting a coffee table with a chalkboard surface. This way, you won’t be heartbroken when your children start to scribble all over it — which they will. It is just a matter of time!

2. Lamps This is the most popular way to use wine bottles. Get an inch wide hole drilled from a glassware shop on the bottom of the bottle. Once the hole is drilled, push fairy lights into the bottle. Use a flattened out hanger with a small hook at the end to help you bring the lights up into the bottle. Leave the last bit of cord and plug free. You can also add glass beads to the bottle for another look.

3. for shapeLy shoes Tuck bottles into the shafts of winter footwear so that they stay upright. Sneakers, pumps and peep-toes made of soft materials tend to lose their shape if kept in shoe boxes. In order to keep them in shape, slide them atop standing bottles.

After a hiatus, Manav Gohil has re-surfaced with Sudhir Sharma's ‘The Buddy Project’ on Channel V and is also seen on ‘Zindagi Khelti Hai Aankh Micholi’ on Zee TV. Sandeep Hattangadi spoke to Manav about his career plans.

What have been the landmarks of your career?

When I won ‘Man of Gujarat’ and moved to Mumbai to try my luck. My first look test was approximately in 1999 for a Ponds commercial which I was pathetic in and rejected for. I learnt to be better from all my failures.

How did you get The Buddy Project?

I auditioned and got selected. The producers are professional friends of mine and we have been wanting to work together for so long. Finally things have worked out.

How much do you relate to your character?

Basically, every character of mine has a bit of Manav in them. This time I figured there's a bit of Anirudh Jaitley in Manav. I explored the character and discovered that it's a part of me.

How is it working for producer Sudhir Sharma (Sunshine Productions)?

It's been super. What a

team! It's always been absolutely comfortable and a partylike atmosphere to be working with the producer. He's so creative and is 100 per cent involved in every activity.

What was your experience working in ‘Mahadev’?

It was a cameo and the shoot lasted for just 15 days. So I spent my time trying to get to know people and getting into my costume and character. I didn’t have much time to mingle, but the experience was nice. It's a rewarding show and role and I'm glad I took it up.

You had three shows on air, ‘Mahadev’, ‘Khelti hai Jindagi Aankh Micholi’ and ‘The Buddy Project’ which is a co-incidence. Many years ago you had a similar experience with ‘Kkusum’, ‘Sara Akash’ and others. How do you feel?

It feels really nice! I feel young again. Work keeps you going.

There's a sense of satisfaction and I hope it continues.

What are your interests other than acting?

I love watching films and am a complete sports person. I love soccer, cricket, swimming and I'm lately into daddyhood.

Does having a wife from the same industry help? What are your common interests?

It does because you get a fresh insight from someone who is in the same profession and is yet close to you. We love watching movies together. She's like my buddy who accompanies me.

Who are your close friends in the industry? Is it easy to be friends with people from the same industry?

I have friends – but not close friends – in the industry. I am friends with Hussain Kuwajerwala, Sharad Kelkar and others.

REVIEW OF THE PREVIOUS DAY: The Nifty fell moderately on Wednesday (December 04, 2013) a net 40.90 points (0.66%) and closed at the 6160 point level. The market opened down at the 6187 points level. It then turned into a range bound movement until 1.30 p.m. The index then rose sharply into the green and registered the day’s high at the 6209 points level at 1.48 p.m. It then declined sharply into the red and registered the day’s low at the 6149 points level at 3.05 p.m. The index then rose and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session, moved in a range of 59 points and closed below the psychologically important 6200 points level. Sentiment was bearish and amongst the 50 Nifty stocks 29 were losers, while 21 stocks closed in the green. Some buying was seen in power, metal, technology, IT and consumer durables stocks, while substantial selling was seen in realty, FMCG and auto stocks.

GSM mobile operators have added 16.6 lakh new subscribers in rural areas in October to take the overall base in such areas to 27.43 crore, industry body COAI said yesterday. “GSM rural subscribers net additions in October 2013 stood at 1.66 million with 0.61 % increase from previous month,” the Cellular Operators Association of India said.

Vodafone added the maximum of 7.7 lakh new users, taking its rural subscriber base to 8.39 crore at the end of October. Bharti Airtel, which has maximum rural subscribers, added 6 lakh new users during the month and its base stood at 8.74 crore. Idea Cellular and Aircel added 3.7 lakh and 60,000 new users to take their respective base to 6.95 crore and 2.33 crore. Uninor, however, lost 1.4 lakh rural subscribers during the month, which led its base shrinking to 1.01 crore at the end of October. The total rural subscribers as on September 2013 stood at 35.66 crore of which 35.03 crore are wireless and 63.1 lakh are wire line users. The total rural teledensity stood at 41.70 % as on September 2013.

SEBI Seeks Clarification On Great Eastern Energy’s IPO

Market regulator SEBI has sought clarifications from the merchant banker of Great Eastern Energy Corp, a coal-bed methane explorer, regarding the company’s proposed initial public offering (IPO). Without disclosing the details of the clarifications sought, the SEBI has said that “clarifications are awaited from Lead Manager” for the proposed public offer. The regulator had received the draft offer documents on September 17 through its lead manager ICICI Securities Ltd. The company plans to come with a public issue of up to 82 lakh equity shares of face value of Rs 10 each.

NSEL Defaults For 16th Time

The crisis-ridden National Spot Exchange Ltd (NSEL) yesterday paid around Rs 9 crore against the scheduled payment amount of Rs 174.72 crore, defaulting for the 16th straight time. With yesterday’s pay-out, NSEL has so far settled about Rs 244 crore against Rs 5,600 crore dues to 13,000 investors. The Exchange, which is engulfed in a Rs 5,600-crore payment crisis, had previously defaulted for 15 times. On its seventh pay-out date and thirteenth pay-out date, the bourse was unable to make any payment.

Fund Raising Via Primary Market Rises To Rs 7,200 Cr

Fund raising by Indian companies through the primary market route jumped 89% to more than Rs 7,200 crore in October over the preceding month. With this, the cumulative fund mobilisation by companies for the first seven months (April-October) of 2013-14 fiscal was Rs 18,636 crore compared with Rs 9,484 crore raised during the year-ago period.

he pick-up in exports and decline in gold imports are likely to keep the country’s Current Account Deficit lower during the rest of the fiscal as compared to the same period last year. We expect the CAD to be lower in the remaining quarters of the FY’14 than the corresponding quarters in FY’13 in view of a pickup in exports and a significant drop in gold imports,� India Ratings said in a research report, yesterday.

In the July-September quarter, CAD narrowed to USD 5.2 billion, or 1.2 % of GDP, as against USD 21 billion, or 5 % of the GDP, in same period of last fiscal. Gold imports in Q2, 2013-14 dropped to USD 3.6 billion, from USD 16.4 billion in the April-June quarter due to hike in duties and other measures taken by the government to curb the inward shipments of the commodity, the report said.

The report believes that despite the uneven global recovery, the momentum witnessed in exports growth will continue in the near

term as there are signs of improvement in both the US and the core economies of Eurozone.

According to a recent estimate by International Monetary Fund, the US economy is expected to grow at 1.6 % in 2013, while Germany and France are expected to grow at 0.5 % and 0.2 %, respectively. “An improvement in the demand conditions in advanced economies coupled with rupee depreciation is helping merchandise exports,� the report said.

Merchandise exports increased 11.9 % to USD 81.2 billion in Q2 FY’14 from USD 73.9 billion in the first quarter. The depreciation of the rupee has improved competitiveness of Indian exports, particularly of textiles and textile products, leather and leather products and chemicals, the report added.

It further said that though some increase in imports growth in second half of this fiscal is expected, it will be limited due to stable crude prices and lower gold imports.

However, the report said that due to the nuclear deal with Iran, the tension in the Middle-East is likely

to ease leading to reduced volatility in crude prices.

Despite lower CAD in Q2, FY’14, there was a drawdown of forex reserves to the tune of USD 10.4 billion from a drawdown of USD 0.2 billion in the same quarter last year, and USD 0.3 billion in Q1 FY’14 on a balance of payment (BoP) basis. “A decline in CAD alone is not going to shore up the BoP, attracting inflows through the capital and financial account is equally important to improve BoP and reduce the pressure on rupee to depreciate,� the report said.

Although attracting inflows through foreign direct investment (FDI) is always better, the other routes including the swap window introduced by the RBI will be helpful in the short term, the report said.

The Reserve Bank had mobilised USD 34 billion through a special swap window for FCNR (B) funds and banks’ overseas borrowings.

The central bank closed the swap window that was opened in September this year to garner forex reserves and to help rupee stabilise, on November 30.

ndian manufacturers are significantly more likely to operate multi-nationally than their Chinese and Brazilian counterparts, according to a study which also said they are at par with globalisation efforts of those in Germany and the US. The study ‘The Product Mindset 2013’ conducted by safety science company UL said as much as 88 % of Indian manufacturers operate globally as compared to 68 % in China and 64 % in Brazil.

The study further said Indian manufacturers (55 %) are at par with those in Germany (50 %) and the US (54 %) on aspects of global operations such as sourcing, manufacturing, distribution/sales and marketing/promotion, leaving behind their counterparts in China (32 %) and Brazil (31 %).

The study shows globalisation in-

fluencing manufacturers and consumer priorities such as transparency and ethical sourcing, a UL statement said.

Now in its third year, the study seeks to better identify the concerns and priorities of manufacturers and consumers.

According to the study, Indian consumers are becoming more and more conscious about eco-friendly products. A very high percentage of Indian consumers (81 %) are willing to pay more for eco-friendly products than their counterparts.

Nearly three-quarters (73 %) of Indian consumers believe that manufacturers use eco-friendly processes.

Seventy-seven % of India’s consumers believe that product quality has improved in the past five years, but 54 % believe manufacturers use low-cost materials regardless of quality.

Voters allege anomalies in electoral rolls, many use the NOTA option

EW DELHI: Around 65 per cent polling was recorded in the Delhi Assembly election yesterday even as long queues of people were seen at the booths past the voting deadline of 5 pm.

“Around 65 per cent polling has been recorded. But the figure may change as we are compiling all the data. Around 70,000 people are still standing in queue,” a senior official of Delhi Election Commission said.

5 pm are being allowed to vote.

Polling has also been extended in booths where voting started late due to snag in electornic voting machies. In 2008 assembly polls, the overall voting percentage was 57.58 per cent.

Asaram Bapu’s son Narayan Sai arrested in sexual assault case N

EW DELHI/SURAT: Self-styled godman Asaram’s son Narayan Sai, who was absconding for the last 58 days in connection with a sexual assault case filed by a Suratbased girl, was on Wednesday arrested by the Delhi Police from the Delhi- Haryana border.

“He (Sai) was arrested today morning by the Crime Branch of the Delhi Police from the Delhi-Haryana border. He was produced in a court in Rohini in the afternoon where his transit remand was sought for being brought to Surat,” Surat Police Commissioner Rakesh Asthana told media persons. Four disciples of 41year-old Sai—Bhavika, Vishnu, Ramesh and Hanuman—were also arrested along with him, he said.

Delhi Police sources said Sai had disguised himself as a Sikh man to evade being caught. A reward of Rs.5 lakh had been announced for information leading to his arrest.

“He was sporting a red colour turban and a beard. He was wearing a T-shirt, pant and sports jacket in order to conceal his real identity,” they said.

The Surat Police had registered two complaints by two sisters -one against Asaram and the other against Sai -- of rape, sexual assault, illegal confinement and other charges. The younger of the two sisters had filed the complaint against Sai, accusing him of re-

Sacked employee cannot ask for re-employment after acquittal: SC N

EW DELHI: An employee, sacked following disciplinary proceedings, cannot seek reinstatement as a “matter of right” after a criminal court acquits him in the case based on the charges similar to the departmental inquiry, the Supreme Court has ruled.

“There is no rule of automatic reinstatement on acquittal by a criminal court even though the charges levelled against the delinquent before the Enquiry Officer as well as the Criminal Court are the same,” a bench of justices K S Radhakrishnan and A K Sikri said.

It said the sacked policeman of West Bengal could not provide “any rule or regulation applicable

to police force stating that once an mployee has been acquitted by a criminal court, as a matter of right, he should be reinstated in service despite all the disciplinary proceedings.” The bench also cited a provision of the Police Regulations of Calcutta which provides that the outcome of the criminal trial will have no bearing on the punishment awarded to an employee in departmental proceeding in respect of the same case.

It set aside the decisions of the Calcutta High Court and the West Bengal Administrative Tribunal which had asked the Kolkata police to reinstate sacked cop Sankar Ghosh after his acquittal by a criminal court in a case of dacoity.

EW DELHI: A day after his return to Sahara Force India, Nico Hulkenberg today insisted on doing a good ‘homework’ before the 2014 season, which will mark beginning of a new era in Formula One due to change in regulations.

From 2014, F1 will have new regulations in place with the return of turbocharged engines for the first time since 1988. The new engines will be a 1.6 litre V6 format, replacing the 2.4 litre V8 engine configuration, used between 2006-2013. The engines will be limited to 15,000rpm and engine units must last for at least 4,000 km before being replaced. Earlier, engined were required to last for just 2,000 km.

Hulkenberg, who raced for Force India’s closest mid-field rival Sauber in 2013, said he and

the team were aiming to get better results. “There are a lot of questions because we are entering a new era of Formula One and the regulations change quite drastically next year. All we can do is make sure we do our homework very well and hope we are doing the right things.”

“The aim is always to get better.

So much is changing and it’s impossible for anyone to predict what will happen next year. We should concentrate on ourselves and make sure we do our homework. Have to wait and see how competitive we are next year.

Staniforth, goalkeeping coach and strategic analyst of the Indian senior and junior men’s teams, said keeping is the most important job in hockey as well as being the most difficult position to master.

“While all the players in the team understand their role, it is the goalkeeper’s role which I feel is in the most odd as he always has to be alert. DELAIDE: Captain Michael Clarke today told his Australian team not to gloat after their emphatic first Ashes Test victory over England, and focus on winning again in the second match in Adelaide.

Manan, Sanchis qualify for knock-out phase in World Snooker

AUGAVPILS (Latvia): Manan Chandra and Arantxa Sanchis today entered the knock-out stage of the IBSF World Snooker Championship even as other Indian cueists experienced a mixed day here.

The duo joined Varsha Sanjeev and two-time bronze medallist Vidya Pillai, who had qualified yesterday.

Chandra blanked Spain’s Francisco Rodriguez 4-0 in his last league match to top the six-player group with five wins.

Sanchis, though, lost her final league match to China’s Chunxia Shi 0-3 but the 23-year-old joined her other countrymates in the knock-out phase after finishing second in her group with five wins.

In her previous outing, Sanchis had beaten The Netherlands’ Manon Melief 3-0.

National champion Pillai is still to play her last league match but has qualified with five wins from as many outings to top her Group.

Neena Praveen failed to make the cut even after defeating Jana Mitova of Bulgaria 3-0 for her fourth win in six matches. Neena finished third in her group.

OHANNESBURG: Gaining in confidence with every series, India’s in-form young batsmen are set to be put through their sternest test this season when the team takes on the mighty South Africa in a three-match ODI series starting here tomorrow.

It is an ODI contest with context but that has got nothing to do with the political intrigue that led to this tour being shortened.

Nor is it just another three-match series between the number one and number five ranked sides.

This affair has a certain context, all of it pertaining to what happens within the boundary ropes.

For Team India, it will be an exercise to reaffirm faith in their young batsmen. This is the same bunch that has been busy lighting up cricket grounds with some breathtaking stroke-play.

Shikhar Dhawan, Rohit Sharma and Virat Kohli, each have scored more than thousand runs in ODIs played this calendar year, each of them averaging over fifty.

There can be two ways to look at this statistic. First, they have scored runs in India, England, West Indies and Zimbabwe, in different conditions. Their confidence is sky-high at the moment and in their respective purple patches, all they can think of is playing the next match and batting on.

Their great run has meant that

the Indian batting has started to look top-heavy, and this is the second point, albeit a bit worrisome.

In 31 matches this year, Suresh Raina averages only 36. In 21 matches, Yuvraj Singh has scored at only 21.23.

In the last nine matches (seven completed innings each) against Australia and West Indies, they have fared worse — Raina has scored at 22.42 and Yuvraj at 19.66, facing the same bowling as Dhawan, Sharma and Kohli, on the same pitches.

Along with the inform top-order and below Yuvraj and Raina, is Mahendra Singh Dhoni, who too has maintained his touch this year.

In 23 matches, he averages 66.90.

Of course, the small print is that he has been not out eight times. But his conversion rate after getting a start has been good, with four fifties and a hundred.

It highlights that hole of poor form in the middle of the batting order, which South Africa will look to exploit. Particularly, when Team India is likely to play only six frontline batsmen.

This will be a test unlike any other in the 11 months gone by, on pitches which will afford more bounce and are likely to cater to the hosts’ traditional strength — pace.

The hosts will be eager to unleash Dale Steyn, Morne Morkel, Vernon Philander and Jacques Kallis at the first available opportunity.

Both Steyn and Kallis have been included in the squad for this three-

match series, after sitting out the third (and last) ODI against Pakistan.

South Africa lost that threematch rubber, a first loss against Pakistan at home. Similarly, India too have never won a bilateral ODI series in South Africa and the Men in Blue will want to take heart from their archrivals’ success.

For the Proteas, going up against the top-ranked ODI side, this is a chance to ascertain their own plans in this format after some patchy display in the past year.

In fact, South Africa have only beaten Pakistan in two bilateral series (out of three against this opposition) in 2013, failing to impress in the Champions Trophy and losing to New Zealand and Sri Lanka elsewhere.

After Gary Kirsten stepped down as coach, and AB de Villiers’ none too impressive captaincy run so far, the team is still trying to find its feet under current coach Russell Domingo.

His biggest aim will be to find a cure for this team’s pain-point — failure to handle pressure and close out games. It is a fact that they have just one win in their last eight games while chasing.

While Indian batsmen versus South African bowlers will prove to be the key contest, the Indian bowlers too have a chance to get onto the stage. For them, it is a chance to regain confidence lost in the last couple months.

OHANNESBURG: India skipper Mahendra Singh Dhoni today said that “getting used to the pace and bounce” in South African conditions will be the biggest challenge for his young team, which is here to play three ODIs and two Tests.

“One of the big challenges is to get used to the pace and bounce. If you are just new to the international circuit, then it becomes more of a challenge. The reason being, in India even on the best of wickets you don’t get the same pace, or even bowlers who can generate similar pace and bounce.

“So it makes slightly more difficult for the players who have just made their debut in the international arena,” Dhoni told reporters at the pre-match press conference.

He, though, also believed that there are some players who have had international experience.

“But at the same time there are few players (in the side) who have been playing for the last few seasons and have had a decent outing all over the world. When you come to the same venue, you know how the situation or condition will be, and it gives an edge to adapt quickly. At the end of the day experience always counts.”

Young they may be, but this Indian lot is also very enthusiastic about their cricket.

And now, they will be raring to take on the challenge of facing against some of the best fast bowlers in world cricket.

The battle then essentially will be between Indian batsmen and South Africa bowlers, and how they cope up with the likes of Dale Steyn, Morne Morkel and Vernon Philander will be intriguing to say the least.

OHANNESBURG: South Africa’s ODI captain AB de Villiers didn’t make any bones about the fact that the hosts are indeed “under pressure” going into the first of the three-match ODI series against a formidable Indian side led by Mahendra Singh Dhoni.

“We are under pressure, playing in our own country and that is a bit unusual for us,” De Villiers said during the pre-match media conference.

While admitting that losing the ODI series against Pakistan 1-2 has dented their confidence, the South African skipper made it a point to state that they are certainly not underdogs as being dubbed in some quarters.

“We have just lost a series at home, so the confidence is not very high. Some of the knowledgeable people will say that we are underdogs. But there is no way we will stand back and allow that to happen. There is no chance we will accept that. At home we cannot afford to be called the underdogs,” De Villiers tried putting up a brave front.

The skipper expects his team to perform to their full potential at

home against a team that’s not known to do well in these conditions where there is a lot of pace and bounce on offer.

“If we play to our full potential, no one can stop us here, especially in South African conditions. That’s the kind of mindset I want the guys to go in with for tomorrow’s game.

We need to show the right attitude, good body language.

“Most of all, we need to remember that we are playing against a sub-continent team that has come to South Africa and they have a very bad record against us here.

Even though we just lost a series,

we have the confidence and belief to beat the world number one side,” he added.

It is definitely a sound warning for MS Dhoni and his boys, as they prepare to take on South Africa in the first ODI at the Wanderers.

Given this aggressive tone, the pitch rolled will obviously be of much interest, not just in this match but throughout the tour.

“I have had a look at the wicket and there’s a lot of grass on it. It hasn’t seen a lot of sun yet. But it should play the same over the course of 100 overs. Whether we bat first or second, or bowl first or second, I am not too fussed about that. We are playing the number one team in the world and we will have to play well to beat them,” said the South Africa captain.

Even if the pitch doesn’t change its nature for the duration of the match, given the form of Indian batsmen, it is not unlikely that scores might touch 300. However improbable chases as seen against Australia might be elusive.

Perhaps this is something that concerns South Africa more than India, for they haven’t crossed 300 for sixteen ODIs now.
