ore than 700 students cheered on the 135 participants at the finale of the second edition of Voices 2013, an inter-school peer learning platform via the performing and visual arts on October 4 at Bandra. Organised by Salaam Bombay Foundation in association with Edelweiss and Phirojsha Godrej Foundation, it provided students a unique platform to creatively voice and present their views on issues concerning them. Finalists from 50 Mumbai schools presented skits, posters and songs on three issues – dealing with urban life and its challenges, problems faced by youth in today’s competitive world, and the importance of staying away from tobacco. Speaking on the occasion, Devika Chadha, Programme Director said, “Aimed at engaging children in creative activities, Voices provides them with a platform to showcase their talent. The programme helps children to develop the confidence to articulate and express their ideas and opinions in a meaningful manner. t looks like the recent collapse of the building on Brahmadev Khot Marg near Babu Genu market in Mazagaon has put the BMC in a defensive mode, and it is being extra cautious about the safety of the people in its buildings. And as a start, it began vacating peripheral hospital Bhagwati in Borivali yesterday. While this sudden move of vacating the BMC-run hospital comes as a surprise, the civic body describes its decision as “a matter of abundant caution.” Speaking about this decision, Additional Municipal Commissioner Manisha Mhaiskar said, “In the last two years, we got two conflicting reports about the structural condition of the hospital. One report said that the hospital was repairable while the other said that the hospital has to be reconstructed. We had been contemplating about the action to be taken with regards to this matter since the last few days and then as a matter of abundant caution, we decided that we should shift a part of Bhagwati Hospital to Kandivali Shatabdi Hospital.” The patients in the wards are in the process of being shifted. The outpatient departments and emergency services will continue. The emergency services will have ten beds out of which two will be for deliveries and eight for other cases of emergency. And to facilitate the transfer of not only the admitted patients but also the ones who come to Bhagwati later, the BMC

Initially they were a bit taken aback, but then we counselled them and told them that they were being shifted to a new hospital and would be taken care of well there so their concerns were addressed.” The shifting started at around 3:30 or 4 in the evening and the patients were informed at around 1 pm. This surprisingly prompt action by the BMC does raise doubts about the condition of the building being so poor that immediate evacuation became a must. On being asked for the reason for this hurried action, Dr. Malik said, “Once a decision of this kind is taken, we don’t delay in taking actions. To say that the fauna in the surround areas of this fair city seems to be trying to take over is putting it mildly. First came to news of renewed leopard attacks in

Chavan Auditorium at Nariman Point on Thursday, obviously knew his onions. Before time, the place was packed and attendees spilling out into the foyer. “People were sitting on the steps and the mezzanine was of course full”, he said. “A security guard was grumbling a little about the numbers. The hall can hold 1,800 people so these must have been much, much more.” He was full of praise for the organisers, particularly for Laxmi Tripathi, possibly Mumbai’s bestknown transgender and also the chairperson of Astitva. “Sab cheez

perfect”, he declared. “No noise and everyone waited patiently for the chief minister to arrive. Two hours late, but the programme went on with grace and dignity.” There was a song and dance performance and speeches and the whole audience hung on to every word. he former chairman of South Mumbai’s Manish Market, Mohammed Ismail Jaan Mohammed, who had earlier alleged sabotage in the Manish Market fire in 2010, has now alleged that illegal occupants have entered a major part of the basement of Manish market and the unauthorised terrace of the building. Mohammed, who spoke at a press conference on Friday, said, “I was a committee member and the Chairman of Manish Market Society (Pushpak Premises Co-Op. Society Ltd.) for over 36 years. After the 1993 Bombay bomb blast, some bad elements have entered the Manish Market Society and have threatened honest traders and have illegally occupied a major part of the basement, first and second floors as well as the unauthorised terrace illegally. These traders bring

smuggled cargo from different countries and sell it here at a cheap price which is illegal. I tried to persuade them not to do such illegal deeds which were against the law under the Municipal Corporation, police department and Customs and Excise Departments. However, they continued their illegal activities, illegal construction and even brought in other illegal members. Therefore, I decided to resign as the Chairman of Manish Market from November 13, 2010 and met nearly 37 concerned investigative authorities in the Maharashtra Government, Police Department, Mumbai Municipal Corporation and other concerned central and state departments. I started briefing them with various letters exposing the illegal activities in which my letter from December 4, 2010 informed all the concerned departments about the illegal activities going on.”

Mohammed further added, “I kept sending reminders to every one, every few weeks. After submitting the letters, I would meet them personally. Everybody appreciated my explanations in person and they promised that they would take action. However, no action has been taken on the issue. Then, I approached the Bombay High Court which passed an order on March 23, 2011 to eliminate all illegal activities. I also filed a Right to Information (RTI) and collected documents and submitted it to the authorities, which named the corrupt officials and the activities. But I could not succeed in making the officers take serious legal action. Even after the BMC issued a ‘Stop-Work’ notice to Manish Market on March 17, 2013, there is no development and the illegal activity continues.” philip.varghese@afternoondc.in

he state government has made the Teachers Eligibility Test (TET) compulsary for Primary section teachers (between Std I and Std VIII) especially those employed in government dormitory schools, aided dormitory schools, central dormitory schools and Eklavya Residential Schools in the state. The Government Resolution (GR) issued here yesterday has made it mandatory for all newly recruited primary teachers to have minimum educational and work experience norms besides clearing the TET. Besides this, those primary teachers already in service who have not as yet cleared the TET will have to clear the test and acquire requisite qualifications by March 31, 2015. As per the new guidelines, the centre has appointed the National Council for Teachers Education (NCTE) as the competent authority for determining the eligibility criteria for primary teachers under the Right to Education Act. The NCTE has made the TET mandatory for all primary teachers teaching between Std I to Std VIII. Henceforth, primary teachers will have to have obtained 50 per cent of marks from an approved state board and a D.Ed degree, or will have had to pass their HSC with 45 per cent marks and a two year degree course in Primary

Education, Bachelor of Elementary Education, Special Education or agriculture related courses conducted by the Maharashtra Council for Vocational Courses like Horticulture and Crop Science and

wo of the accused who had murdered a seventeen year aged, Chetna college student at Virar, were today convicted to life imprisonment by Addl Sessions Judge, R.M. Joshi, at Vasai. he Anti Corruption Bureau (ACB) of the Mumbai police has arrested Govandi police inspector Pradip Patil red-handed while accepting a bribe of Rs.30,000 from a complainant at a hotel in Vashi, Navi Mumbai. The complainant was in the business of sending manpower to foreign countries, and on February 11, 2013, the Govandi police had registered a case under section 420 and 34 of the IPC, based on a complaint by a few of the candidates who alleged they had been duped by him. When the ACB officials raided Patil’s residence, they confiscated cash of Rs.30,71,200, apart from gold ornaments totally amounting to Rs.39,53,390. “Further investigations are on,” said the ACB.

Gang-rape in Santacruz

58-year-old woman was gang-raped by two unidentified men near Santacruz railway station. The woman was allegedly drunk at the time of the incident and is reported to have changed her statement repeatedly. The police has registered a case and are awaiting the survivor’s medical report. The survivor was found by the local police in a drunk state at the spot of the crime. On Wednesday night, the survivor took a train from Mahim to Goregaon, informed the police. She got down at Santacruz at 10 pm where two people held her. They then took her to a nearby bus station near a Jhunka Bhakar centre (eatery) where they allegedly forced her to consume liquor and later gang-raped her for an hour. The survivor’s daughter went to the Dindoshi police station and the cops registered a zero FIR and the case was transferred to Bandra GRP in whose jurisdiction the incident took place. The police have made several teams to locate the accused and have rounded up on every hawker and drug addict near Santacruz railway station but haven’t reached

any conclusion yet. The police have not found any eyewitness and are trying to make sketches of the accused with the help of the survivor. The police, however, are finding it very difficult to crack the case. The survivor has also been changing her statement regularly, according to the police, who have taken her statement thrice al-

ready. The survivor could not even recollect what exactly happened with her at which place. Assistant Commissioner of Police Bandra-GRP, Ashok Badve said, “We had received Zero FIR from Dindoshi Police station regarding the gang-rape, on the basis of which we had started our investigation.”

he Bhayandar branch of the Shri Ambika Yoga Kutir has organized a ‘Free Yoga Camp’ at the municipal ward office on Talav Road in Bhayandar East at 4 pm on Sunday. Established in 1965 by Rev. Nikam Guruji, apart from overseas institutions in Canada, Mauritius and USA, the Kutir has more than 69 branches across Maharashtra. Propagating the ancient knowledge of Yoga and making it available free for the masses, the Bhayandar unit was inaugurated in 1998 and this is its 51st sub-camp in the region. he state government has decided to constitute a cabinet subcommittee under the chairmanship of Chief Minister Prithviraj Chavan to formulate guidelines for its implementation of the Food Security Bill. The need for setting up the committee arose after the Centre made it mandatory for state governments to implement the Food Security Bill with effect from July 5. The central act provides

In a Government Resolution (GR) issued here yesterday, the committee will draw up guidelines to determine the percentage of urban and rural population to be declared as eligible beneficiaries of the scheme and to determine the eligibility criteria for the same. RIME Minister Manmohan Singh was all praise for Pakistan PM Nawaz Sharif whom he met in New York on the sidelines of the U.N. General Assembly meeting. They are said to have had “peace talks” for an hour during which Sharif said that the two countries must bring about close ties with each other. The camera showed that the handshake between the two was firm and long. But even as that handshake was going on, a big effort was being made by the Pakistan’s army to conduct a major infiltration operation on the Line of Control (LoC). It was described as the biggest infiltration bid by Pakistan ever. A long gun battle ensued between the Indian and Pakistan soldiers as the terrorists were being pushed into Indian territory. Can we trust Prime Minister Nawaz Sharif? How can his doublespeak explained? Is he serious at all about peace between India and Pakistan? There is another explanation – a little more convincing – that the Prime Minister is not in control in Pakistan and that it is the army which is ruling the country. The army has its own separate perceptions and agenda for action. It evidently does not believe in peace talks and it is all set for grabbing Kashmir by force. If this is the situation on the ground in Pakistan, was it pointless for our PM to have had that hour-long talk with Nawaz Sharif in New York? There is, however, a glimmer of hope if we go on holding talks, the some good result may emerge. Perhaps we should sympathetically try to understand the situation in which Sharif finds himself and help him in his bid to be the boss in Pakistan.

Lalu deserves 5-year jail term in fodder scam AFTER inordinate delayed legal process, Lalu is finally convicted for a 5-year jail term and Rs.25 lakh fine. Both the jail term and fine are peanuts for Lalu considering his influence over the UPA and bureaucracy. Even the prison will be modified soon to suite this ‘wolf in lamb’s skin’ to conveniently undergo his term which will be reduced in due course. Having fought the legal battle for 17 years itself speaks of his capacity to turn things to his favor using his Bihar political Claw. Rs.950 crore in the ’90s is no small scam by the then chief minister and his team of officials who all made good fortune in this organised scam with full knowledge and support of the chief minister’s office. As soon as the scam was unearthed, Lalu’s influence did the damage control even defusing the CBI inquiry in its early stage. When things got out of hand, Lalu handed over the reins to his wife Rabri Devi who took over the throne in a dynastic style and ruled the state for a full term! The law enforcement of the state should now make sure that Lalu completes his term in prison like any other convict to set an

PEOPLE holding high offices learnt a lesson as Lalu got his share for all his misdoings with government money. A special CBI court has sentenced former Bihar chief minister Lalu Prasad to five years in jail and fined him Rs.25 lakh for his involvement in the fodder scam. The court also sentenced former chief minister Jagannath Mishra and Janata Dal-United MP Jagdish Sharma to four years in prison each. While Mishra was fined Rs.2 lakh, Sharma has been fined Rs.5 lakh. Lalu Prasad, the lawyer added, also suffered from many diseases, was 67 years old and was otherwise a law abiding citizen. The Central Bureau of Investigation, however, sought maximum punishment to show that people holding high positions cannot get away with corruption. Lalu Prasad, Jagannath Mishra and 43 others were convicted in a fodder scam case RC 20 A/96 related to fraudulent withdrawal of Rs 37.70 crore from Chaibasa district treasury. After the division of Bihar, the district is MBBS seats in 1990-91 has landed behind bars. Masood was Minister of Health in the VP Singh Government and later switched over to Congress. Masood’s conviction is the first case after the July SC verdict that struck down a sub-section under which lawmakers could avoid disqualification till pendency of the appeal. Senior Congress leader Masood is in the thick of action as he was sentenced to four years in jail for his involvement in corruption case fraudulently admitting candidates to MBBS seats and taking money for the favour. Rhino injures constable M

origaon, Assam: A constable was seriously injured by a rhino inside Pobitora Wildlife Sanctuary in Morigaon district of Assam today, sanctuary sources said. The constable, identified as Pradip Dusa, was chased and trampled by the rhino critically wounding him at around 8 am, the sources said. He was rushed to Gauhati Medical College Hospital. The sources said Dusa, deployed in Morigaon police station, had not been posted at the Sanctuary. The reason for his presence there was not immediately known. The Pobitora Santuary, about 30 km from Guwahati, has the densest population of the Great Indian Onehorned Rhinoceros in its 16 sq km effective rhino habitat. PTI

Ramdev’s firms evaded excise duty of over Rs 20 crore

ehradun: Central Excise sleuths raided the firms of yoga guru Ramdev and claim to have detected evasion of excise duty of over Rs 20 crore, reports PTI. The officials raided the firms of Ramdev in Uttarakhand yesterday and found that they were not paying excise duty on a number of cosmetic products being manufactured by them like soaps, handwash and facewash for quite some time, Deputy Commissioner (Central Excise) R P Singh said today. Though the total liability of the firms in this regard is still being ascertained, it must run into over Rs 20-22 crore. The department is preparing to send a notice to Pantajali Yogpeeth in this connection, he said.

Three killed in explosion in firecracker unit

C

hennai: Three persons were killed and 11 injured in an explosion at an unlicensed firecracker unit in Chengam at Tiruvannamalai district today, Fire and Rescue sources said here.

The premises of the unit was used for storage purposes and crackers were being packed into gift boxes when the mishap occurred. “We found traces of sulphur on the spot. It is not known if the place was also used for making crackers,” V Ramasamy, Tiruvannamalai Divisional Officer, Fire and Rescue Services told PTI. Confirming that the unit was unlicensed, he said two fire tenders were pressed into service immediately to put out the blaze that had also partially spread to a nearby eatery. All the injured were admitted to hospital and condition of four of them were serious. The cause of the explosion is being investigated, he said.

aybe the memory of the late Princess Diana is still strong in the UK, but for the rest of the world, it’s hard to dig up enthusiasm for the story of her romance with Pakistani heart surgeon Hasnat Khan. Diana lived in tabloid-y times, when everything about her was known; she was constantly photographed and written about. After her tragic death (around with conspiracy theories still abound), many articles, books, TV shows have come out. This film is adapted from Kate Snell’s book Diana: Her Last Love (2000) and most of it has to be fiction— what happened between the two of

t’s a sad but inescapable fact that Bollywood cinema is getting so desperate for commercial success that it will stoop to any extent to get those crores. But if today’s hottest star Ranbir Kapoor, and Abhinav Singh Kashyap, the director of Dabangg, from whom better films were expected, can only come up with a crass and embarrassing Besharam, then it’s time to worry. The hero as stalker has been a staple of mainstream Hindi films, but now, with the increasing cases of violence against women—and many attacks by stalkers—it is disturbing to see a man harassing a woman in the name of ‘love’. (Raanjhanaa did it earlier, but at least the guy was not a sleazeball). The man is a good-for-nothing thief who justifies his life of crime by taking care of an orphanage; the woman is a manager high profile enough to afford a Mercedes. But she is made to

apologise to him for her “khadoos” behaviour before she falls into a clinch. So if a woman spurns the advances of a roadside ruffian, she is “khadoos”? Besharam’s plot is paper thin— thief steals car of the woman he loves, then goes with her to retrieve it from the villain. In between you

E couldn’t lay our hands on this set earlier, but anyway here is the first part of the loveable character Po, a Panda bear who finds himself chosen as the Dragon Warrior despite the fact that he is obese and a complete novice at martial arts. With some great looking animation, this martial arts adventure is a treat for the kids and the entire family. Po (Jack Black) dreams of becoming a kung fu master like China’s most revered “furious five,” namely legends Tigress (Jolie), Crane (David Cross), Mantis (Seth Rogen), Viper (Lucy Liu) and the Monkey (Jackie Chan). But his dream cannot be fulfilled as he is destined to follow in the footsteps in his family’s noodle shop. When great leader Oogway has a vision that the imprisoned kung fu warrior Tai Lung (Ian McShane) is planning an escape, he declares it time to choose China’s dragon warrior, a kung fu master who would seem worthy of possessing the dragon’s scroll and its secret to limitless power. Hearing this, Po heads to Jade Palace atop the highest mountain to witness the contest between the Tigress Monkey, Mantis, Crane, and Viper.

But when he reaches there, the palace gates are locked. Fighting all odds he manages to enter and is hailed as the dragon warrior. Po realizes that he is the only one who can save his people from certain destruction from the evil Tai Lung. The five legends and Master Shifu, puts Po to rigorous training to develop the fighting skills needed to overthrow Tai Lung. Can Po master the art and transform his greatest weaknesses into his greatest strength? Can he fulfill his dream of becoming kung fu master? Besides some hilarious moments, nonstop action, the film has an important message about believing in oneself and the power that comes from within. Ranbir’s groin and butt crack gets as much footage as his face, so obviously Kashyap’s sense of humour is of the vulgar variety. Add to that Ranbir’s garish wardrobe, lascivious expressions, and lip-smacking at the sight of Tara, and it’s an invitation to every lowlife to imagine himself a besharam hero. (Watching the film in the stalls of a single screen moviehall can be illuminating.) The casting coup of getting the Kapoor parents and son in a film is

used for some “Ma hogi teri” kind of in-jokes, that only the film’s unit must have enjoyed. Finally, the villain Chandel (Jaaved Jafferi) is hardly menacing. The hawala king of Chandigarh who collects stolen cars—can he be taken seriously. If some inspiration had been taken from Mr India (the orphans and their BabliBhaiya), then the baddie had to be of the calibre of Mogambo at least. It’s possible that Ranbir Kapoor’s current most-favourite status will carry this film through, but better taste was expected from him...and his parents.

ADDRESS ISSUES IN YOUR NEIGHBOURHOOD...TOGETHER TODAY, the need of the hour is for like-minded individuals and groups to get together to address mutually-relevant problems. Advanced Locality Management works specifically on the principle of mutuality, wherein a group of citizens get together to keep their locality clean, green and eco-friendly. ALMs are founded by the residents themselves by contributing fixed sum to their associations. These ALMs actively participate in an interactive manner to form a kind of self-governance module. Residents from a group of housing societies, buildings or neighbourhood come together individually or through their own respective societies to deal with niggling civic issues – say cleanliness of their buildings and streets through effective waste management programmes with the assistance of Municipal Corporation of Greater Mumbai (MCGM). For those keen on forming an ALM, the procedure is rather simple. You need to call the MCGM ALM officer to explain the scheme to the members of the society so that each member understands the importance of the ALM and their role in bringing about a change; get an application form for registration from the concerned Ward Officer; fill up the forms; sign MOU with the MCGM; obtain a letter from Assistant Commissioner of the ward with registration number from the local ward office. Members can then go ahead with productive schemes like say adopting door-to-door garbage collection system in more than 10 buildings for effective waste management programme. In order to form an ALM, a set of norms needs to be followed. These include: (1) The members shall conduct regular meetings (2) They shall form a local committee by selecting at least one representative/coordinator from each building or society. (3) They shall appoint the office-bearers. (4) They shall get registered with MCGM. (5) They shall maintain records of all registered problems/ complaints. (6) They shall focus mainly on the segregation of waste and effective waste management. At the basic level, the garbage generated should be kept separately in two bins – one for wet waste and the other for dry waste. For starters, the garbage should be a segregated completely as only biodegradable waste is useful for Vermicompost. Use a bucket or construct a 6' x 3' x 3' size pit, having pores for ventilation and concrete coba to retain the water. Then, prepare a bed with sand and black soil and add sugarcane bags. Now, put a vermicast and keep spraying water for 15 days (as earthworms come out from the cast). After that keep adding some chopped biodegradable waste everyday in the pit; turn over the mixture after every two to three days. The stabilised black material formed at the end of about 50-60 days is the vermicomposted manure. If the title is not clear, there may be a huge number of complications arising in future. Firstly, no bank would provide a loan against a property without a clear title. It may be difficult to transfer share certificate of the society to your name and selling of property will not be simple either. Here goes a check list of documents that you should verify before buying a property. You need to have the Conveyance Deed or Sales Deed in place. This is a deed document by which the title of the property is conveyed by the seller to the purchaser. Conveyance is the act of transferring ownership of the property from a seller to the buyer. This document will help you ascertain whether the property which you are buying is on land belonging to the society/builder/development authority in which the property is located. And then, there’s the 7/12 extract which is a document issued by the Tehsildar or the concerned land authori-

ties giving details such as the survey numbers, area, date from which current owner is registered as owner. There’s also the Index II - a document issued by the office of the Sub-Registrar of Assurances which mentions the name of the seller and purchaser of a property for which the document is registered. The buyer may need to get a Search Report, which is a search of the title of the property is taken for a period of the last 30 years. This search report and title certificate can be obtained from one’s own advocate or if the search has already been conducted by the current owner then one can have his/her advocate inspect these reports to ascertain the title of the property. If the land under consideration is agricultural and if one intends to develop the said land for residential / commercial / industrial use, then such agricultural land has to be converted to non-agricultural land and a Non Agricultural Order has to be obtained from the Collector of the District where the property is located. With this, one needs to take the latest receipts evidencing the payment of Non Agricultural Tax. In cases done within the stipulated period then, there should be an order from the concerned authority extending the period. Apart from these, you need to get a few more documents pertaining to the project / building in place. You need to get a

Development Agreement in place. This is an agreement entered into by the builder with the landowner. It contains details regarding the terms and conditions on which the landowner has permitted development of his property. This is where the landowner engages a third party (i.e. the developer/builder) to develop and build on their plot of land. This agreement is generally accompanied by a Power of Attorney in favour of the Developer/builder. An Approved Building Plan made by the Developer/builder needs to be approved by the Municipal Corporation or the concerned authority. The approved building plans need to be checked necessarily. There’s also the Intimation of Disapproval (IOD) issued by the local municipal corporation or any other local authority pertaining to any city or district to the developer/builder intimating that the proposed plan submitted by the developer/builder is disapproved to the extent of details mentioned in the said IOD. This Commencement Certificate is given by the municipal corporation permitting the developer/builder to begin construction. This is done once the plans have been approved. This Completion / Occupation Certificate is given by the concerned authorities to the developer/builder once the said building is complete in all respects and fit for occupation.

The middle order of the Mumbai Indians including their skipper Rohit Sharma have been the mainstay of their batting line-up.

EW DELHI: Two aggressive and in-form sides will clash in a battle of equals when Mumbai Indians face off against West Indian outfit Trinidad and Tobago in the second semifinal of the Champions League Twenty20, here today. It would be a contest on even keel as both the teams are coming off big wins. While Mumbai thrashed Perth Scorchers by six wickets, T&T annihilated two-time IPL champions Chennai Super Kings by eight wickets in their respective last league encounters. Both the teams fought their way to the semifinal after being left with no other option but to win their final group matches and they did it in style on October 2 at the Feroze Shah Kotla stadium. 2011 champions Mumbai and T&T seem evenly-matched on paper as both the teams boast of big match-winners in Rohit Sharma, Kieron Pollard, Dwayne Smith, Sunil Narine, Lendl Simmons, Ravi Rampaul and Darren Bravo. There is no doubt that the star-studded Mumbai side would do everything in their power to reach the final of the Champions League and give a

fitting farewell to their iconic batsman Sachin Tendulkar by lifting the trophy for the second time. Aaron announces he is raring to go By ADC Sports Desk

MUMBAI: Jharkhand pacer Varun Aaron, who has been out of the Indian radar due to injury problems announced he is back to full fitness and raring to go. The 23-year-old speedster had to endure a tough time out on the sidelines since suffering a recurrence of a troublesome back injury during the IPL last year. But after opting for a surgery back in March this year, Aaron is pleased with the results of his recovery period. “It feels great to be back,” said Aaron. “Post the surgery, I’ve had a very comprehensive build up to my fitness and my bowling and I feel I am bowling at a 100 per cent now. “I’m currently training with the fitness trainer, Rajnikant, at the MRF Pace Foundation before I join up with my Ranji team. There’s less than a month to go before the Ranji Trophy season begins and I’m looking forward to bowling at full throttle by then.” Aaron, who won his first Test cap for India against the West Indies in November 2011 and was on the original Indian side set to tour Australia later that year before the injury first struck, led to his withdrawal from the squad.
