rchbishop of Mumbai, Oswald Cardinal Gracias has invited Mumbai’s Catholics to embark on a “carbon fast” to mark the 40 days of Lent that began yesterday with Ash Wednesday. As city churches across denominations filled with penitents waiting to receive the symbolic sign of the season in ash across their foreheads, in his sermon, he exhorted Mumbai’s 600,000 Catholics to remember their duty towards the planet. The Lenten season is usually marked by acts of fasting and abstinence, but what the world needed now was evidence of love and care in the way we treat the environment, his message said. The appeal through the Cardinal has come from the Archdiocesan Office for Environment based in Goregaon. In an article in the latest issue of The Examiner, a community magazine, Fr Allwyn D’Silva, head of the department, invited people to “commit to fasting from carbon during Lent” through a range of suggested activities. These could range from eliminating “vampire” electrical use (standby power that leaks out uselessly when gadgets not in use stay plugged in), tak-

EC doubts cloud CP’s appointment By Prashant Hamine

he appointment of Rakesh Maria as the Mumbai city Police Commissioner on February 15 has come under a cloud as the state government failed to seek prior permission from the Election Commission of India (ECI) over his appointment in his Home district. Clause 8 of the ECI orders of February 8, 1996 related to ban on transfers clearly states “in accordance with the obligation to ensure that the elections are conducted in an atmosphere of impartiality the Commission would further urge that election-related officers may not be posted in their Home district’s”. Maria, a 1981 batch IPS officer belongs to Mumbai Suburban district and has been appointed as the Police Commissioner for whole of Mumbai.
Rakesh Maria, Mumbai city Police Commissioner Sources in the ECI disclosed to ADC that before appointing Maria as the Police Commissioner of Mumbai the state government ought to have sought approval from the ECI which it failed to do so. When the ECI red-flagged the issue, the Home secretary
communicated to the ECI which only angered the ECI officials in New Delhi who wanted the Chief Secretary of Maharashtra to reply. Sources in the state government disclosed that the Chief Secretary has written to the ECI. When asked about it, Chief Electoral Officer of Maharashtra, Nitin Gadre admitted that the ECI had sought a clarification from the state government over the matter. Asked about the ECI’s reply he added “so far I have not received any communication from the ECI to this effect”. LSDs are caused by lysosomal dysfunction usually because of deficiency of a single enzyme required for the metabolism of lipids,glycoproteins (sugar containing proteins). he discussions regarding the approaching Lok Sabha elections in April are seeing a lot of disparity done in budget allocations for each ward by the BMC Standing committee chairman Rahul Shewale, who has been selected to contest from the South Central ward of the city. During the announcement of standing fund allocation of Rs.550 crore to be used for different purposes, all corporators accepted it in principle, when no detailed information of how much each ward would be allotted. Sheetal Mhatre, corporator from Dahisar, said, “When we received the hard copy of the budget allocation of each ward, I personally examined and could find out that the ruling party in the BMC, which is the Shiv Sena, has received the largest amounts of funds whereas some wards under Congress, and other party corporators were all left behind, with some getting nil allocation.” Mhatre claimed that out of the Rs.550 crore, Rs.50 crore was allotted to BEST, Rs. 227 crore for corporators (227 corporators, with each corporator being allotted Rs.1crore), Rs.273 crore which includes Mayor's Fund of Rs.100 crore, were allotted mostly to the ruling party's wards. Photos from an era long gone n the eve of the arrival in Mumbai of the Congress Party’s star candidate for prime minister, the man who is expected to attend to a host of Mumbai problems, from Campa Cola of Worli to the Kolis of Versova, we have managed to pull some rabbits out of a hat that is the treasured possession of our Parsi friend Rashid D Bamanbehram. The always smiling Rashid, whom we have known for a very long time, is a photographer of repute, known once upon a time for always being on the spot in times of accident and natural (or unnatural calamities, and his pictures would be both gory and factual. But these are pictures of a very different kind, just as Rashid is a photographer of a different era. Probably he is unaware of how precious these images are, for he show them casually and allowed us to use them generously. And charmingly, in the manner of the great Alfred Hitchcock who would slip himself into a frame or two of his own movies, Rashid is in these frames as well. In our office recently, we asked him to tell us the story of the
photographs and he obliged. Here are his words: “Sometime in the 1980s, I was appointed as official photographer by a Parsi family for a family wedding. The venue was Jeejeebhoy Dadabhoy Agiary, Pilot Bunder Road, in Colaba. I was the only photographer allowed to cover the high profile event. The bridegroom’s family were related to Feroze Gandhi, the spouse of then Prime Minister Indira Gandhi. There was excitement in the air as soon as Indira Gandhi arrived for the reception along with her entire family. “I had a Mamiya Camera C 330 in those days. The novel charts the story of that epic journey. It is also a
family. Since press photographers were asked not to take pictures, I sent a few pictures to the press after the event which were published in various newspapers.” To our readers, we say, “Enjoy”. While I have in the last ten years written and directed many stories for the movies, advertising and television, few stories have excited me as much as this has” There is still a bit of time before his book is relwased next year. But we are willing to bet he is writing a screenplay to go along with the book launch, and so we will be able to declare, “You’ve read the book, now see the film”. It could happen!

Three phase polling in state between April 10 to April 24

he bugle for the 2014 Lok Sabha elections has been sounded and the cities of Mumbai and Thane shall go to polls on April 24. With this, the Model Code of Conduct has come into force with immediate effect. Polling in Maharashtra will be held in 3 phases - on April 10, April 17 and April 24. In the first phase, 10 Lok Sabha constituencies mostly in Vidarbha will go to polls, the second phase will see 19 Lok Sabha constituencies in Marathwada, while the third phase will see 19 Lok Sabha constituencies in Mumbai and surrounding districts going to polls. Voters in the 6 Lok Sabha constituencies of Mumbai North, Mumbai North-West, Mumbai NorthEast, Mumbai North-Central, Mumbai South-Central and Mumbai South will cast their ballot in the last phase of polling in the state on April 24. For the first time, besides the political parties and contesting candidates giving Voter Slips at the residences

A
week after coming across the case of collection of sales tax despite having no stocks or there being inadequate stocks, the investigators of the NSEL scam of Rs 5,600 crore have now learned that the brokers' had collected various charges from the investors. According to the Economic Offenses Wing (EOW) of Mumbai's crime branch, the brokers' went to the extent of collecting transaction charges, their brokerage charges, delivery charges of the stocks. These charges were collected even though they didn't have stocks, or the stocks for which they collected were inadequate, added the sources in the investigating team of EOW. This makes it apparent that the brokers' cheated the investors and pocketed the money, informed an officer in EOW, who is privy to the investigations. Last week, the EOW sleuths had revealed how the brokers' falsely collected sales tax from the investors. The brokers duped the investors by misrepresenting the existence of the stocks. Hitherto, EOW sleuths had come across several such revelations with regard to the brokers' involvement in the
scam. Thanks to this, in last two months, the role of brokers in the NSEL scam has become crystal clear. Recently, the EOW learnt that the exchange permitted rule of CC, which was allowed in situations in which mistake occurs during the transaction at the time of punching the trade or, at the most, on the request of the client to change the name in its group company, was violated by the brokers'.
According to investigators, the brokers' were changing the CC on daily basis, that too not for the reasons for which the CC was permitted. Taking benefit of this, the brokers' used to make bulk purchases and the same purchases were offloaded to potential investors. More than a dozen bigshot brokers are on the radar of the EOW, and they are suspected to be the major players in the scam.

In the 2009 Lok Sabha polls, the voter population in the state was 7.28 crore, a rise of about 61,000 voters. Gadre disclosed that the total polling stations in the state have been re-organised from the earlier 82,028, and now stands at 89,479 polling stations. At present there are about 6,000 sensitive polling booths in the state and 650 hyper sensitive polling booths in the state. Gadre clarified that the number of these sensitive and hyper sensitive polling stations can increase depending upon the contesting candidates and the prevailing
situation. In the first phase of polling in 10 constituencies of Vidarbha, a total of 1.63 crore voters will cast their ballot across 19,059 polling stations on April 10. In the second phase of polling in 19 constituencies of Marathwada, a total of 3.17 crore voters will cast their ballot across 36,640 polling stations on April 17. While, in the third and last phase of polling in the state, spread across 19 constituencies of Mumbai and surrounding districts, a total of 3.08 crore voters will cast their ballot across 33,777 polling stations. Gadre appealed to all those eligible voters who still have not enrolled themselves or whose names are not in the

voters list, can still do so. Such voters can enroll their names up till 10 days before the last date of filing of nomination papers in that particular Lok Sabha constituency. He further disclosed that his office has opened 450 Voter Help Centres across the state, where all eligible voters can approach to seek information about voter registration, voter identity cards, polling booths and other details. Besides this, voters across all the 89,479 polling stations in the state can approach their nearest election office on March 9 (Sunday). n an alleged case of medical negligence, a family from Sakinaka has held the doctors at Bombay City Eye Institute & Research Centre (BCEIRC) responsible for the death of one of its family members on February 26. The family alleges that 55year-old Elelia Noronha who had been admitted to BCEIRC for an occuloplasty (a subspecialty of Ophthalmology that deals with disorders of the eyelids), lost her life due to negligence of the doctors at the hospital and has filed a complaint at the Gamdevi police station.
The case: Ajay Lambore, a resident of Tardeo and the nephew of the deceased said, “My aunty was taken to BCEIRC on February 26 for occuloplasty and surgery was successful.We were told that she would come out of the theatre in half an hour and that we will have to bring her the next day for dressing. But after half an hour, the doctors informed us that she has developed some complications and is unable to come out of anaesthesia. She has to be shifted to ICU at Motiben Dalvi Hospital in Gamdevi. They said that they have made all arrangements and the ambulance will arrive soon. We waited for the ambulance for 45 minutes. On reaching Dalvi hospital, she was immediately taken to the ICU and after 20 minutes, was declared dead.” According to Ajay, Elelia had passed away at BCEIRC itself and she being taken to Dalvi hospital was a mere act from BCEIRC’s side.

She looked dead”, said Ajay. The body was sent to state-run J.J. Hospital at around 12 am and at the time of going to press, the PM reports were awaited. “We still don’t know the cause of death. We have lodged a complaint at the Gamdevi police station as we were told to wait till the PM reports come before lodging an FIR”, said Ajay. “My aunt was a healthy lady with no cardiac problems or issues with sugar levels or blood pressure. She never used to take any pills. Infact, reports of all the tests done before

I learnt of it from the anaesthetist and this is what I got to know. The patient had come here for occuloplasty which is a major surgery. The operation went off smoothly and while coming out of anaesthesia her oxygen levels started dropping. This is a rare but one of the known complications of general anesthesia. She was serious and when a person is seriuos, he or she doesn’t look normal. When this happened, a cardiac ambulance was immediately arranged for and she was taken to the closest Dalvi hospital. But just before getting admitted there she died. I am not aware about she being taken to the ICU at Dalvi hospital and being declared dead after twenty minutes. Maybe it was an attempt to do the best for her and also ascertain her death. I don’t think she died in the operation theatre. Also, we could not give the cause of death, that is not possible till the post mortem report comes. Senior Police Inspector Rajaram Prabhu from Gamdevi police station said, “Yes, a complaint has been registered. Some organs have been sent for chemical analysis and the report is awaited. Once that is done, a panel of doctors will decide if there has been any medical negligence and based upon their verdict an FIR will be registered”.

fter many days of effort, the Shivaji Nagar police have succeeded in arresting a 24-year-old rape and kidnapping accused from the border of Jharkhand. Robert Michael Luis, originally a resident of Nalasopara, was staying at Shivaji Nagar in Govandi at his brother’s residence for the last one year. Luis, who worked as a spot boy at Film City in Goregaon, befriended a 14-year-old girl, and took advantage of her interest in film stars. According to investing officer Vasant Wakhare of the Shivaji Nagar police station, “Luis and the victim were having an affair for the last one year. On February 3, promising to take her to Film City to see a film shoot, Luis took the girl to Nalasopara. There the two had sex. Later, on February 9, Luis brought the girl to Kurla railway station and then fled after leaving her there. The girl called up her brother, who took her back to Shivaji Nagar.” The police sent the girl for a medical check-up and when the report confirmed rape, a case of rape was also slapped on the accused along with one of kidnapping. A day after the victim had disappeared on February 3,
her brother lodged a police complaint at the Shivaji Nagar police station after first trying to locate her.The police had registered an FIR against an unknown accused for kidnapping. Radheshyam Agarwal, senior PI of Shivaji Nagar police said, “During call tracing, we found that the accused, Luis kept changing his locations from Jharkhand to Jaipur, which is on the border of Jharkhand state. During our investigation, we also found that the accused worked for some catering services also. Hence we deployed constables, Vilas Sawant, Ravi Kisan Awad and Uday Patilin, who disguised themselves as catering contractors. After continuously calling him regarding recruitment of waiters for a fictitious catering firm, our officials managed to get an appointment with him. Luis called Awad and Sawant to Jaipur where, with the help of local police, he was nabbed on March 1, and brought to the city on the next day.” Luis has been arrested under sections 376 (rape), 363 (kidnapping), 366, 368 of the IPC and under the Child Act, as the victim is a minor, stated Agarwal, adding that he was produced in court which remanded him to police custody till March 10.

HSC and SSC exam centers install CCTV cameras to deter copying cases

hile the state education board has already registered more than 300 copying cases in both, Higher School Certificate (HSC) and Secondary School Certificate (SSC) board exams, the state board has thought of a new initiative to bring a halt to the increasing number of copying cases. It has instructed schools and colleges to use Close Circuit Television (CCTV) cameras to keep an eye and track those found copying while writing their exams.

The HSC and SSC board exams began on February 13 and March 3 respectively. Around 13 lakh students are appearing for the exams across the state in thousands of examination centers. The board has already recorded more than 200 copying cases during the HSC exams and 100 during SSC exams. While more exams are still remaining, the increase in the number of cases of copying has pushed the state board to trap those found guilty of malpractices. Sudhir Dani, an education activist, has been making a similar demand for a long
time. “The board should have taken the step much earlier so that the technology could have been used in a bigger way.� He however welcomed the decision. The ADC spoke to Laxmikanth Pandey, Chairman of State Board, Mumbai Division, who said, "We have told all the schools that unfair means will not be tolerated and have asked them to even use CCTV cameras to maintain vigil. he Health activists in Maharashtra have appealed the Drafting Committee Members of the Clinical Establishment Act Bill - 2014 to consider patients interests in private hospitals, promote rational ethical practice and ensure access to affordable healthcare for people in Maharashtra. Jan Swasthya Abhiyan, a network of organisations working on health issues has written to the Drafting Committee to consider the interest of the patients. “Effective protection of patient’s rights is very important. Overall, the bill must be drafted in a manner that would protect the entire range of patient’s rights. The basic fact must be kept in
mind that the patient is inherently vulnerable in a doctor-patient relationship. Even if certain patient’s rights related issues are mentioned in the code of medical ethics, these must be specifically covered by this act, particularly keeping in mind the totally ineffective role of the Medical Council in protecting patient’s rights until now. Charter of Patient’s Rights should be explicitly mentioned in the bill, and display of this Charter prominently in the Clinical Establishment should be mandatory. Further, provision of treatment to all patients according to Standard Treatment Guidelines must be made mandatory under this act. Regulation of rates of services in private hospitals. What is Clinic Establishment Act? The Clinical Establishments (Registration and Regulation) Act, 2010 was enacted by the Centre to provide for registration and regulation of all clinical establishments in the country with a view to prescribing the minimum standards of facilities and services provided by them. The Act has taken effect in the four states namely, Arunachal Pradesh, Himachal Pradesh, Mizoram, Sikkim, and all Union Territories since 1st March, 2012 vide Gazette notification dated 28th February, 2012. The states of Uttar Pradesh, Rajasthan and Jharkhand have adopted the Act under clause (1) of article 252 of the Constitution. The Act is applicable to all kinds of clinical establishments from the public and private sectors, of all recognized systems of medicine including single doctor clinics. The only exception will be establishments run by the Armed forces.

Hence the preamble of this Bill should include fostering provision of rational care at affordable, reasonable cost as one of its objectives, and there must be effective provision to ensure regulation and rationalization of charges related to all services in private hospitals. The act should provide for availability for all patients of a document containing full schedule of charges levied by the clinical establishment, and prominent display of some key indicative rates on a board in the hospital. We understand that regulation of rates in clinical establishments is one of the terms of reference of this Committee,” said advocate Kamayani Mahabal of Jan Swasthya Abhiyan. He further added, “To en-
sure participatory, transparent and patient-friendly grievance redressal and appellate mechanisms, there should be no compromise in including the following provisions in the final draft Bill. Provision for appeal by any patient to the District Registering Authority, in case any clinical establishment violates the conditions of registration, or minimum standards. Having a District level multi-stakeholder appellate body to hear appeals against the decision of District Registering Authority, and to work as Patients’ Grievance Redressal body, related to allegations of violation of Patient’s Rights. The District Appellate Body should be chaired by a retired district judge or an equivalent judicially competent person. There should be adequate representation in the multi-stakeholder District Appellate Body for civil society organizations working for health rights, such as Jan Arogya Abhiyan / Jan Swasthya Abhiyan and Patients rights groups. There should be transparent, accountable functioning of the various bodies set up under this Act, their reports should be made available on a dedicated web site. If the act does not include these basic provisions, then the consequences for ordinary patients would be very negative for a long time to come.”

HREAT to security might have been one of the guiding factor for the Election Commission (EC) to decide on having five-stage poll in Kashmir. A small state like Jammu & Kashmir can complete the poll in just one day. Evidently no chance is being taken. In small states like Chhatisgarh and Jharkhand also 3-stage poll has been decided upon. Here, the security threat is from Naxalites. A great deal of thought and calculation appears to have gone into the poll exercise which begins on April 7. The Election Commission has decided to take one whole month to complete the poll. It looks like everything is going according to plan. The threat perception is there – it cannot be ignored. There are enemies from without and from within as well who would not like India conduct a successful democratic poll. There is a big change in the member of voters – ten crore and more. The new generation of voters will be there casting their votes. An important decision of the Election Commission is with regard to opinion and exit polls by the media. The EC has okayed opinion polls but has put a ban on exit polls. The UPA government wanted to stop altogether media polls – for obvious reasons. Another change is with regard to the election expenditure which a candidate can incur. It has been raised from Rs.40 lakh to Rs.70 lakh. The EC says a strict watch will be kept on the spending by the candidates. It must be stated, however, considering the diminishing value of the rupee, it would be fair to allow a candidate to spend Rs.1 crore. There are certain poll aspects which the EC has not been able to change: There is deafening silence among political parties with regard to the practice of giving tickets to those involved in murder, rape, assault, cheating. There does not seem to be any appreciable restrictions in this regard.

INCE I write this column on the morning that the Election Commission (EC) announced the dates for the general election that will elect the 16th Lok Sabha, the most appropriate subject I can think of to write about today is a taking of account. There could not be a better day to calculate what Indian Parliamentary democracy lost and gained during the time of the 15th Lok Sabha. Did the men and women we elected last time around fulfill their duties to those who elected them? Did they raise the standards of debate in that House that is the highest 'Temple of Democracy'? Did they make laws that improved our lives? How will history remember the 15th Lok Sabha?

providing clean water, good schools and roads and creating real jobs in rural India, the 15th Lok Sabha may have left something that could be described as an achievement. Sadly, this did not happen. Not much else happened in the lawmaking department that will be remembered as a proud legacy.The second way in which the law making responsibilities of the 15th Lok Sabha were seriously undermined was by social activist Anna Hazare and his Jan Lokpal movement. No matter how worthy Anna's cause, no matter how sincere his desire to rid India of corruption, he should never have been allowed to influence the making of an important law unless he was an elected member of the 15th Lok Sabha. But, because the Sonia-Manmohan government
Noise and chaos Let me begin by answering the last of these questions first, because to it there is the shortest of answers: very badly. Not just because there were so many disruptions and so much noise and chaos, but because this Lok Sabha virtually abdicated its responsibilities in the law making department. This happened for two reasons and the more important of these is that because of Congress Party president Sonia Gandhi being India's de facto prime minister and because of her National Advisory Council (NAC) being our de facto cabinet, the business of making laws appeared to become more the business of the NAC than the Lok Sabha.So it was from the NAC that we got the law that guarantees employment and the law that now guarantees cheap food grains to more than 700 million Indians. There were other laws, of equally dubious merit, that emanated from Sonia and her council of NGO ministers, but I mention these two in particular because I believe they could bankrupt India in the future without doing much by way of reducing India's hideous poverty. No future government will be able to get rid of these at some later date either because it will be too afraid of being seen as 'anti-poor'.Our tragedy is that these very bad laws when handed by the NAC to the 15th Lok Sabha for approval got passed without more than token resistance from the Opposition parties. Had the Opposition MPs questioned their efficacy, had they pointed out that the hundreds of thousands of crore rupees being spent on Lady Sonia's 'bountiful pet schemes' could be much better spent on

HE attainment of harmony in life takes a longer time to acquire and a more careful study. To a Sufi every word spoken is like a note which is true when harmonious, and false when inharmonious. Take any two persons as two notes, the harmony existing between them forms intervals either consonant or dissonant, perfect or imperfect, major or minor, diminished or augmented as the two persons may be. The interval of class, creed, caste, race, nation or religion, as well as the interval of age or state of evolution, or of varied and opposite interests show the law here distinctly. A wise man would be more likely to be in harmony with his foolish servant than with a semi-wise man who considers himself infallible. Again it is equally possible that a wise man may be far from happy in the society of the foolish, and vice versa. The proud man will always quarrel with the proud while he will support the humble. It is also possible for the proud to agree on a common question of pride, such as pride of race or birth. Sometimes the interval between the disconnected notes is filled by a middle note forming a consonant chord. For instance the discord between husband and wife may be removed by the link of a child, or the discord
between brothers and sisters may be taken away by the intervention of the mother or father. In this way, however inharmonious two persons may be, the forming of a consonant chord by an intervening link creates harmony. A foolish person is an unpliable note whereas an intelligent person is pliable. The former sticks to his ideas, likes, dislikes and convictions, whether right or wrong, while the latter makes them sharp or flat by raising or lowering the tone and pitch, harmonizing

By a study of life, the Sufi learns and practices the nature of harmony. He establishes harmony with the self, with others, with the universe and with the infinite. He identifies himself with another, he sees himself, to speak, in every other being. He cares for neither blame nor praise, considering both as coming from himself. If a person were to drop a heavy weight and in so doing hurt his own foot, he would not blame his hand for having

Mood of India As for memorable debates that students of history can one day turn to in search of valuable information about the mood of India at the time of the 15th Lok Sabha all that I can say is that I cannot remember a single one. This sad truth came home to me most poignantly when some months ago the House of Commons debated whether Britain should intervene in the Syrian civil war. It was a debate that David Cameron's government lost and watching it from beginning to end, I remember thinking how wonderful it would be to see our own MPs win their arguments by debate instead of leaping into the well of the House.This peculiarly Indian manner of making a parliamentary point brought the 15th Lok Sabha an especially shameful moment some weeks ago when an MP from Andhra Pradesh brought a weapon into the House for the first time ever. It may only have been pepper spray, but when he tried to justify his appalling behavior he did it by saying he acted in 'self defence' because he was being attacked by a mob in the well of the House. When asked by CNBC's Rajdeep Sardesai if he was calling his fellow MPs a mob? Lagdapati Rajgopal confirmed that he was. Since this ugly incident happened in the last session of the 15th Lok Sabha it came to define the general drop in Parliamentary standards that has occurred in the past five years.So in writing this obituary of the 15th Lok Sabha I have to say, at the risk of breaking that rule about not saying bad things about the dead, that the best thing that can be said of it is: Thank God, the 15th Lok Sabha is now officially dead. In the words of Oliver Cromwell, much quoted after the pepper spray incident, “You were deputed here by the people to get grievances redressed, are yourselves become the greatest grievance...in the name of God, go!” dropped it, realizing himself in both the hand and the foot. In like manner the Sufi is tolerant when harmed by another, thinking that the harm has come from himself alone. He overlooks the faults of others, considering that they know no better. He hides the faults of others, and suppresses any facts that would cause disharmony. His constant fight is with the Nafs, the root of all disharmony and the only enemy of man. By crushing this enemy, man gains mastery over himself; this wins for him mastery over the whole universe, because the wall standing between the self and the Almighty has been broken down. Gentleness, mildness, respect, humility, modesty, self-denial, conscientiousness, tolerance and forgiveness are considered by the Sufi as the attributes which produce harmony within one’s own soul as well as within that of another. Arrogance, wrath, vice, attachment, greed and jealousy are the six principal sources of disharmony. Nafs, the only creator of disharmony, becomes more powerful the more it is indulged; that is to say the more its desires are gratified, the more it is pleased. For the time being it shows its satisfaction at having gratified its demands, but soon after it demands still more until life becomes a burden. The wise detect this enemy as the instigator of all mischief, but everybody else blames another for his misfortunes in life. — Hazrat Inayat Khan

MASTERCLASS Shipra, tell us what readers can expect from your book? There is something for everyone in my book. Right from Indian to fusion cooking, simple to exotic. It has recipes which I have found while travelling across the globe, and recipes that I have learnt from other chefs. I have also included recipes from my home town in Himachal Pradesh. My book teaches a passionate cook how to cook like a professional. On Masterchef, you were known for being innovative — what is the most innovative dish you've made? The most innovative dish that I have ever made is yam mousse. Yam is always used in savoury dishes and I made a dessert out of it! I have taught a lot of people how to make it and it is one recipe that has been admired by a lot of great chefs. How was the experience of training under Michelin starred chefs such as Alain Passard ? As most of us know, the French are very particular and passionate about their food and culture, and so is French Michelin star chef Alian Passard. It was an honour and an awesome experience to learn under such a great chef. It was just not cooking but
techniques, passion and discipline that I learnt from him.
What would you whip up if you friends drop by for dinner unexpectedly? I'd cook depending on who my friends are. If they are a bunch of kids, I'll make a quick pizza or burgers for them. If they're older I would make a few dips and serve it with crackers or lavash, herb potatoes and toss a salad with garlic prawns. And, if they're my school friends, I would just make Maggi noodles for them! What are your other interests apart from cooking? I love dancing, music and theatre and if I have time, I love to paint. If not for winning Masterchef, what would you be doing today ? If I didn’t win Masterchef, then perhaps I would have taken to dance and theatre. What advice would you give novice home cooks, who'd like to make a career out of their passion for food? I would say just go for it! The profession is interesting and versatile. It needs a lot of creativity and there is loads to learn at each step and a lot of fun to be had.
Home cooks are the best cooks. All they need is a little more finesse which can be achieved with professional training. One thing we will always find in your fridge is... Eggs, chicken, fruits, cheese, yogurt, milk, bread and butter. The one vegetable you absolutely hate... I would say brinjal. Although it’s a beautiful vegetable, somehow, it doesn't agree with my system. Your favorite meal was at.... My favourite meal is home food cooked by my mother and shared with my family and friends. What do you prefer — sweet or salty? Sweet, especially the Maha Prasad from every temple, langar or bhandara. Your guilty pleasure is... Indulging in deep, dark chocolate. It is a big turn on for me. n a daily basis, most of us aren’t so fashion conscious as to style out hair according to what we’re wearing. But, a simple decision about whether to tie a ponytail or leave your hair loose can be made much simpler if you know which hairstyles complement which neckline. From high collars to loose tops and illusion necklines, here’s a quick guide to look great:
A dETAILEd OR HIGH COLLAR: A
detailed collar includes embellishments on the collar near the neck of your top or dress. With this kind of outfit, your collar is going to take centrestage. If you’re wearing a high collar, you want to make sure that your hairstyle doesn’t hide it or take attention away from it. Hairstyle: Your hairstyle on this sort of dress needs to be either a smart bun or an elegant knot. The bun should be a high so that your collar is accentuated. If your collar is not high and only slightly detailed, a side chignon works, as long as it is neat and tightly bound. Around the crown braids are a fantastic look for these necklines.
SWEETHEART nECkLInES: These
necklines are perfect for the girly girl. They are called sweetheart because they create a heart shape around your cleavage. They are usually found on strapless or spaghetti styles, so the attention is near your bust. Hairstyle: Since this is an incredibly feminine style, an up-do might be a little too much. Some people think that elaborate styles that are very feminine will compliment it, but in fact, you need a low-maintenance, loose bun to make this look perfect.
TuRTLE nECkS: Turtle and polo necks are slightly different from high collars and are mostly made from sweater or vest material. While you don’t have to draw attention to this neck, it’s a better idea to keep your hair simple so that it won’t compete with the neck. Hairstyle: Slicked back hair works best with this look. A high ponytail is a good idea and is nofuss, but if you want a chic look, a low ponytail is your best bet. Secure loose strands with pins. COWL nECk: Don’t shy away from cowl
necks. The funky style features a low, ruched up neck with several layers and you usually have to wear a tube inside, unless there’s already one attached. Hairstyle: The thing about the cowl neck is that it already has so much going on that if you keep
your hair loose, it will clash badly with the already layered neck. You don’t need an elaborate up-do or a ponytail, but a simple French twist will work well with this look.
STRAPLESS: Strapless tops and dresses are bold and incredibly fashionable if you wear them right and the best part is that you don’t have to think too hard about your hairstyle with the bareshouldered style. Hairstyle: If you have short hair, you can just wear it curled around your face. Strapless tops and dresses go great with long, slightly volumnised hair. Let your curls loose or create feminine waves around your shoulders.

REVIEW OF THE PREVIOUS DAY: The Nifty rose moderately on Wednesday (March 05, 2014) a net 30.70 points (0.49%) and closed at the 6328 point level. The market opened up with a gap at the 6328 points level. It then declined into the red and registered the day’s low at the 6287 points level at 11.36 a.m. The index then bounced back into the green and turned into a range bound movement until 2.55 p.m. It then rose sharply and registered the day’s high at the 6336 points level at 3.08 p.m. The index then declined and turned into a range bound movement until closing at the day. The Nifty moved in a range of 46 points and closed above the psychologically important 6300 points level. Sentiment was bullish and amongst the 50 Nifty stocks 32 were gainers, 17 were losers and 1 remained unchanged.
Suppor t Levels: For short-term traders the immediate main support is at the 5958 points level. The next support is at the 5877 points level.
Resistance Levels The immediate main resistance is at the 6372 points level. The next resistance is at the 6424 points level.
Pivot Point Analysi s: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6318 (This is the level where the trend is likely to change during intra-day). However, the index is above its 5, 15, 25 and 200 days moving averages and all the four averages are rising and also positively trended. Further, the velocity parameters too indicate strength. et up to track stalled mega investment schemes, the Prime Minister's Project Monitoring Group (PMG) has cleared 147 projects, entailing an investment of around Rs 5 lakh crore. "PMG has facilitated clearance to 147 projects worth about Rs 5 lakh crore in which more than 200 issues, including environment and forest clearances, were involved," said PMG Chairman Anil Swarup while addressing the media here yesterday at a CII conference on reviving investments. In 100 out of 147 projects facilitated by the PMG, Rs 3.1 lakh crore investments have been made as per the industry figures, Swarup said, adding that these entailed a total investment of Rs 3.8 lakh crore. A large number of projects related to coal, and the monitoring of the schemes has ensured that fuel supply agreements have been signed
between power firms and coal companies for about 70,000 MW, out of the targetted 78,000 MW. He asserted that monitoring of the schemes was creating a pressure on the ministries which were expediting the process and was hopeful to roll out digitisation at least in the Ministry of Environment and Forest (MoEF) by July. "First we have taken digitisation process with MoEF and are discussing with other ministries including Mines. Hopefully, we will be rolling out by July 1. We are not changing any process so we are not going to attract Election Commission's attention. We are tracking the files," he said. The PMG's vision is to make every information available on the web, thereby creating transparency through IT-related applications, he said, adding that "specific details, however, would be available to project proponents only as I don't want companies to poach into other's areas." Asked whether the process
would be impacted due to the upcoming Lok Sabha elections, Swarup said, "Election Commission basically prevents taking policy decisions. If a routine clearance is to be given which is stuck somewhere, I don't think anyone is going to object to it. We only ensure timely decisions are taken and it will continue." He added that 13 states have decided to set up similar PMGs. "We have told states that we are ready to share the portal with them and they can start monitoring the projects below Rs 1,000 crore. This is irrespective of political colour. It is apolitical," he stressed. On projects that were rejected, he said, a number of them were rejected, including two which were asking for domestic gas as there was no gas availability. PMG has identified over 435 stalled projects worth around Rs 20 lakh crore, pending for years. The PMG was set up in June last year to facilitate and fast-track projects by resolving specific issues.
Citing Weak Market, Banks Delay QIP Plans By A Business Reporter

he weak performance of banking stocks is forcing public sector lenders to defer their plans to raise money through qualified institutional placement (QIP) route to the next fiscal. "Market conditions are not good. It appears difficult in this financial year," Dena Bank executive director RK Takker said when asked whether banks can successfully raise funds from the market. The state-run lender has scope to raise around Rs 570 crore through QIP.
Another public sector lender, Union Bank has also not taken a call on its plan to raise money through QIP issue. When contacted Union Bank chief financial officer Mayank Mehta said: "We have still not decided on the time when we will be doing it." The bank has received approval from its board to raise Rs 1,400 crore through QIP. The bank has an option to raise money through the instrument till December 2014. Analysts say that with only few days left in this fiscal, ending March 31, jittery market conditions and the Lok Sabha elections - to be

ith nearly 50% of the Indians still deprived of basic bank facilities, provides a big opportunity for banks to tap them, stated Dr Dr Deepali Pant Joshi, Executive Director, Reserve Bank of India (RBI). Speaking at the 8th International Conference of the BANKing TECH Summit 2014 themed “Connecting the Dots: Wiring Business, Technology & Operations� organized by the Confederation of Indian Industry (CII), Joshi mentioned that the fact that half of Indians don’t have even a simple savings bank account is one of the biggest challenge and also an opportunity for bankers. ““Fifty percent Indians still don’t have a bank account. How do you allow this 50% to be part of the economy? You thus have a revolution of demand. How will you ensure that they can avail of banking services? How will you use technology to reach out to them and at the same time give a better and more
user friendly experience - that is the biggest challenge and opportunity facing the Indian banking industry,� She said. On the occasion she also stated that while financial inclusive technologies like biometric micro Automated Teller Machines allows the smooth flow of transactions, the biggest regulatory challenge is how to ensure customer protection while encouraging innovation. “The integrity of your data is important to us. There is an urgent need to be ahead of the information curve and at the same time we have to move cautiously and calibrate our actions. There is a logic that governs our actions.� Joshi explained. The board committee of Tata Power is meeting on Saturday to finalise on the proposed rights issue to raise Rs 2,000 cr. "Tata Power has said that the duly empowered committee of the Board will meet on March 8, this week to consider and decide upon the terms and conditions of the proposed rights issue," the company said in a stock exchange filing. It will also decide on entitlement ratio, issue price, issue size, record date, timing of the rights issue and other related matters.
Fund Mop-Up Via Preferential Route Tumbles 88% In Jan
Fund raising through issuing of shares to promoters and shareholders on preferential basis has plunged by 88% to Rs 809 crore in January due to volatile market conditions. According to the latest data available with the market regulator Securities and Exchange Board of India (Sebi), funds garnered by companies through preferential allotments declined from Rs 6,943 crore in December to Rs 809 crore in January.
Shipping Ministry Meets New Project Targets For This Fiscal
Union Shipping Minister G K Vasan yesterday said his ministry has met the FY'14 target of awarding 30 port projects, which entail an investment of over Rs 21,000 cr, adding 217 million tonnes in the annual additional capacity. "This is the best achievement in our history and we have already met the target for 2013-14," Vasan told reporters on the sidelines of an event to formally award two container project contracts to private parties at the country's largest container port JNPT (Jawahar Lal Nehru Port Trust).
Gold Import Curbs To Be Reassessed After Final CAD Figures
Faced with intense pressure to relax gold import curbs, the government yesterday said it will review the decision after getting final figures of the current account deficit (CAD). "We will revisit the import duty on gold only after the CAD figures become clear for the end of the year. Let's see what the CAD figures are," Finance Minister P Chidambaram told reporters here. The government had imposed restrictions on imports of the yellow metal to contain the CAD, which touched a record high of USD 88.2 billion in 2012-13. The CAD in the current financial year is expected to narrow to USD 50 billion.

India's exports will not be able to achieve the target of USD 325 billion in the current fiscal and will fall short by about USD 10 billion, FIEO yesterday said. "Domestic factors like declining manufacturing growth and slow improvement in the global demand are the main reasons for slow growth in the country's exports. "We will not be able to achieve the USD 325 billion exports target," Federation of Indian Exports Organisation (FIEO) President Rafeeq Ahmed said.

Horror comedy seems a new genre. Not really. In a completely new treatment to the subject of Ghosts, something that has captivated the psyche for generations across the country, India’s first ‘Ghostbuster’ show, revolves around two endearing brothers - Pritam, played by Siddharth Sagar and Pyaare, portrayed by Prasad Barve, who accidentally and unknowingly, get famous, solving ghostbuster cases.
What is your role like? The show features me as the vampire ‘Dara Koyla,’ India’s first tall, lean, aristocratic-looking ghost, who speaks with immaculate dignity. Suavely styled in black, with a magnificent flowing black cape, Dara is a vampire who can morph into a bat at will and also has the ability to hypnotize his victims. He is afraid of sunlight, sleeps in his coffin through the day to awaken only once the sun sets. He is aided and helped in his gothic mansion by Dumroo, the hunchback, played by Sukesh Anand and Hatuba, the monster, portrayed by Madan. What do the Ghostbusters do on the show? In the show, Pritam and Pyaare, first solve a ghostbuster case accidentally. They then setup a laboratory where they research and create useless yet unique gadgets to solve cases involving ghosts, but which are actually of no use in trapping ghosts. However, incidents happen and the cases get solved even when their gadgets fail or are forgotten at home, which only get Pritam and Pyaare to think that this has happened because of them and their favorite gadgets!
Rajesh Kumar hails from Patna but has made acting his calling in Mumbai. He achieved fame as the childish poet in the popular sitcom Sarabhai vs. Sarabhai. He has completed five years on the popular comedy show Baa Bahoo Aur Baby and Mr. and Mrs. Sharma Allahabadwale. Now comes his new show ‘Pritam, Pyare Aur Woh.’ Rajesh spoke to us in the midst of his busy shoot. Some excerpts.

Tiku, a rich businessman married to Gogi, their young pretty sister. Played by Parineeta Bothakur, Gogi loves her brothers and, on her request, Tiku always forgives Pritam and Pyaare, even though he hates them for putting him into trouble every time with their ghostbusting cases.Tiku has a beautiful, charming and young female secretary, Mary, played by Tapasya, who has instructions to always keep an eye on Pritam and Pyaare. Tiku has to contend with his mother-in-law Nimmi Gulati, portrayed by Daljeet Soundh.
Any chances of another ‘Sarabhai vs Sarabhai’? I owe my success to that show and wish we have another season. he new season of Satyamev Jayate is for all those who care for their country - Jinhe Desh Ki Fikr Hai. This campaign idea was converted into ground activity by creating 'Fikr Touch Points' led by STAR Plus protagonist, Veera aka Digangana Suryavanshi of ‘Veer Ki Ardaas Veera.’ Veera, who has taken up the cause of voting, stepped out on the busy streets of Mumbai to question and incite the feeling of Desh Ki Fikr with Sandeep Bachhe, an auto rickshaw driver. Sandeep is known to give free rides to the blind, donates money to an old-age home and raises funds for people. The protagonist was all praises for Sandeep on seeing him display a Desh Ki Fikr message that reads, 'Meter se hi chalenge kyonki desh ki fikar hai,' reiterating that he always goes by the meter and never overcharges his passengers.

After skipper Virat Kohli opted to bowl on winning the toss, Indian spinners Ravindra Jadeja, R Aswhin and Amit Mishra shared seven wickets between them to skittle out Afghanistan for 159 in 45.2 overs. The Indians chased down the target in 32.2 overs to clinch the bonus point but it was a case of too little too late after defeats against Sri Lanka and Pakistan poured cold water on their final hopes. Ajinkya Rahane (56), after being promoted to open, and Shikhar Dhawan (60) set up the chase for India with a 121-run opening wicket partnership. BCCI gives additional time to Chandila to submit written reply

EW DELHI: The BCCI disciplinary committee has given former Rajasthan Royals off-spinner Ajit Chandila time till March 12 to submit his written reply after the Board's Anti-Corruption Unit chief Ravi Sawani has found him guilty of spot-fixing during last year's IPL. Chandila appeared before the BCCI disciplinary committee, comprising president N Srinivasan, Rajeev Shukla and Shivlal Yadav here and placed his defence on the charges levelled against him. Chandila further requested the disciplinary committee for additional time to submit his written reply. "The disciplinary committee decided to agree to the request of Ajit Chandila and has given additional time until 12th March 2014, to submit his final written reply," BCCI secretary Sanjay Patel said in the statement. Chandila, however, cried innocence but he looked pre-
pared for the worst. "No one is backing me. I know what their decision will be, probably I will be banned for life. But I haven't done anything wrong," Chandila told reporters while leaving ITC Maurya, the venue of the meeting. "They have asked me to give my reply in writing by March 12 and I will do that. Let's see what happens after that," he added. Chandila along with fellow Rajasthan Royals teammates S Sreesanth, Ankeet Chavan, Amit Singh and Siddharth Trivedi were found guilty by Sawani for their involvement in spot-fixing. The disciplinary committee banned Sreesanth and Chavan for life, Trivedi for 12 months, while Amit Singh was banned for five years. Chandila is the only one who has not received a sanction yet as he was the last of the players to get bail in the IPL spot-fixing case.

EW DELHI: He might have gone unsold at the players' auction this year but retired Australian pacer Brett Lee said he remains a huge fan of the Indian Premier League and the Twenty20 event could throw up the elusive fast-bowling talent that India desperately needs. Lee, who kept his base price at Rs 2 crore, was among the most high-profile players who went unsold at the players' auction but that has not affected his admiration for the event. "I am an immense fan of the IPL, it is improving cricket. Look, the West Indies discovered Curtly Ambrose while he was bowling in beach cricket so new talent can be found. That's where the IPL might can come in handy for the selectors. They can look at the bowlers who can bowl fast," Lee said at an event to launch travel packages for next year's World Cup slated in Australia and New Zealand. The veteran, who played for Kolkata Knight Riders last season, was candid enough to admit that at 37, he did not see himself as a player for whom the franchisees would engage in a bidding war. "I wanted to give it a crack and see how it goes but look, I am not getting any younger. At 37, I have had more comebacks than Rambo," he laughed when asked about his thoughts on going unsold. The affable pacer, however, made it clear that as a bowler he preferred ODIs over Twenty20. "I still like 50-over cricket a lot. Twenty20 and IPL can be touch and go but in 50-over cricket, you can fight back. But T20 has improved batsmen," he said. The Australian, who also unveiled the World Cup trophy here, also spoke at length about the Indian team's chances at the mega-event. The pacer felt, it would not be easy for the Indians if they don't put together a decent pace attack. "I think you have to look at the wicket you are playing at. Most teams which tour Australia want to have a strong pace attack. If India have good fast bowlers, they have a good chance of making the semifinals and finals," he said. On what the Indian team needs to do to get back in form, Lee said nothing succeeds like success. "It's funny, when you win, you breathe that confidence. It takes a lot of hard work, lot of sacrifices. It takes time. India need to get the winning habit. It can have a snowball effect.” On being asked about his thoughts on India's pace attack, Lee said the primary reason for a lack of good express bowlers is the absence of supportive pitches besides the absence of role models, who can inspire youngsters.

EW DELHI: Chhattisgarh produced a scintillating comeback in the final quarter to clinch the women's title at the 64th National Basketball Championship, while Tamil Nadu men overwhelmed Punjab in the final. Chhattisgarh women, who were trailing in each of the first three quarters, went past defending champions Indian Railways 81-77 in the final minutes of the game at the Thyagaraj Indoor Stadium. Kavita came up with a matchwinning performance scoring 25 points for Chhatisgarh, while Saranjeet Kaur (20) and Bharti Netam (16) also made significant contributions. Railways team was quick to get off the blocks and dominantly led the first quarter 23-12. They maintained their advantage at the end half-time with 46-38. However, Chhatisgarh women never allowed the lead to surge beyond their control. At the end of third quarter, Railways led 6560 before Chhatisgarh remarkably turned it around in the final period.

Messi does not need World Cup for greatness: Maradona B
UENOS AIRES: Lionel Messi does not need a World Cup winners' medal to be considered among soccer's all-time greats, fellow Argentine Diego Maradona said on Tuesday. "Messi doesn't need to win the World Cup to be the best player in the world," Maradona, who inspired Argentina to the title in Mexico in 1986, told La Nacion. "(If he did) it would be great for Argentina, the fans and Lio, but (winning) a World Cup or not won't take away any of his achievements up to now to be among the greatest." Twice World Cup winners Argentina face Romania in a friendly in Bucharest on Wednesday as they begin to crank up their preparations for this year's finals in Brazil. Former captain and coach Maradona said everything appeared in place for Messi to shine although Argentina's task would be tough with hosts Brazil, title holders Spain and Germany among the sides to beat. NEW DELHI: Riding on Sarita Devi's nine goals, Manipur women thrashed Tripura 24-0 in a Pool A match of the 4th Hockey India Junior Women National Championship 2014 (Division B) in Mysore. From the very first minute of the match, Manipur women started to dominate, even as Tripura's defence was not in a position to control the attack of the opponents. Gitrani Devi opened the account in the second minute of the game and it was followed by the two penalty corner conversions by Sarita. Sonia Devi then hit a field goal in the 9th minute. In 12th and 17th minute, Sarita scored back-to-back goals. Bidyarani Devi (20th) and captain Geetharani Devi (22nd), netted the ball to add to the tally. This was followed by a superb goal in the very same minute by Bidya. At half time Manipur were 13-0. In the second half, the story was no different as Manipur continued their goal scoring. Besides Sarita, Rojita Devi scored four goals in matter of eight minutes (39th, 41st, 45th & 47th min).
Lahiri eagar to relive memories at Open qualifying series

Jitendra Singh launches Cycling Academy, swimming pool project
NEW DELHI: Sports Minister Jitendra Singh inaugurated the National Cycling Academy at Indira Gandhi Sports Complex and launched a project to create swimming pools at three separate stadiums in the capital. At an estimated cost of Rs 907.50 lakhs, the project of creating swimming pools will come up at the Jawaharlal Nehru Stadium (JNS), Indira Gandhi Sports Complex (IGSC) and Dr Karni Singh Shooting Range. On the occasion, Singh also launched a Community Connect Scheme to include sports and recreational facilities in JNS, IGSC and the Shyama Prasad Mukherjee Swimming Complex. The Sports Authority of India's National Cycling Academy (SAI NCA), with complete back-up facilities, has been set up following the decision taken in the 42nd meeting of the Governing Body of SAI.
Somdev ousted from Indian Wells masters qualifiers
INDIAN WELLS (USA): Somdev Devvarman has crashed out of the Indian Wells ATP Masters as the top seeded Indian suffered a first round defeat at the hands of Spaniard Daniel Munoz-de La Nava, here. Ranked 78th, Somdev lost his first round contest 2-6 7-5 3-6 to a player, who is ranked as low as 287. Somdev had beaten Daniel last year in the first round of the French Open. The defeat is Somdev's second successive against a lower-ranked player, having lost to Malek Jaziri (137) at the Dubai Duty Free Championships. Last year also Somdev had failed to clear the first round hurdle at the Indian Wells Masters. He had lost in straight sets to Matteo Viola from Italy.
