From Fakir Hassen

Johannesburg: Nelson Mandela, South Africa's first elected black President and a global anti-apartheid icon died early today, at his home in the suburb of Houghton here, following a lengthy illness. He was 95. The elder statesman was receiving medical care from a leading team since September after spending three months in a Pretoria hospital for a recurrent lung ailment. "Fellow South Africans, our beloved Nelson Rolihlahla Mandela, the founding president of our democratic nation, has departed”, Zuma said in a nationally televised address. He passed away peacefully at 20:50 (local time), December 5, Zuma said. "He is now resting. He is now at peace. Our nation has lost its greatest son. Our people have lost a father”, he said. Zuma said Mandela's tireless struggle for freedom earned him the respect of the world, "His humility, compassion, and humanity earned him their love”. "Our thoughts are with the South African people who today mourn the loss of the one person who, more than any other, came to embody their sense of a common nationhood. “Our thoughts are with the millions of people across the world who embraced Madiba as their own, and who saw his cause as their cause”, Zuma said. "Let us reaffirm his vision of a society in which none is exploited, oppressed or dispossessed by another. Let us commit ourselves to strive together – sparing neither strength nor courage – to build a united, non-racial, non-sexist, democratic and prosperous South Africa”, he said.

MANDELA, AN ICON OF INSPIRATION FOR HUMANITY: PRESIDENT

In his message, he said, he conveyed his profound grief and condolences over the loss of a statesman, world leader and icon of inspiration for humanity. Mandela, South Africa's first elected black President was widely respected for his role in fighting racism in the country, and for forgiving his former white captors after his release from prison.

the countless millions who drew inspiration from Nelson Mandela, US President Barack Obama mourned the death today of the South African anti-apartheid icon and said that the world was unlikely to see a leader like him again. "I am one of the countless millions who drew inspiration from Nelson Mandela's life. My very first political action – the first thing I ever did that involved an issue or a policy or politics was a protest against apartheid”, Obama told White House reporters soon after he was informed about the death of the former South African President who died aged 95. "I would study his words and his writings. The day he was released from prison it gave me a sense of what human beings can do when they're guided by their hopes and not by their fears. Like so many around the globe, I cannot fully imagine my own life without the example that Nelson Mandela set. And so long as I live, I will do what I can to learn from him”, Obama said. "He no longer belongs to us; he belongs to the ages. Through his fierce dignity and unbending will to sacrifice his own freedom for the freedom of others, Madiba (Mandela's clan name) transformed South Africa and moved all of us”.

China pays homage to Mandela

Johannesburg: Nelson Mandela brought an end to the much-despised apartheid regime in South Africa, spreading the spirit of freedom in the rest of Africa. Incarcerated for 27 years through much of his youth, Mandela became the first-ever elected black President of his country, ushering in multi-racial democracy replacing the whites-only rule. Inspired by Mahatma Gandhi's principle of Ahimsa, especially his campaign in South Africa itself during his days as a lawyer, Mandela also preached against violence. The 95-year-old Nobel laureate was awarded the Bharat Ratna, India's highest civilian honour in 1990. He led the struggle to replace the apartheid regime of South Africa with a multi-racial democracy. He won the Nobel Peace Prize in 1993. His charisma, self-deprecating sense of humour and lack of bitterness over his harsh treatment, as well as his amazing life story, partly explain his extraordinary global appeal. Mandela's crusade against the regime of South Africa has often drawn a parallel with Mahatma Gandhi's fight against the British rule in India. Mandela was born in 1918 into the Xhosaspeaking Thembu people in a small village in the eastern Cape of South Africa. He was often called by his clan name – ‘Madiba’. Born Rolihlahla Dalibhunga, he was given his English name, Nelson, by a teacher at school. His father, a counsellor to the Thembu royal family, died when Mandela was 9. He was placed in the care of the chief of Thembu people, Jongintaba Dalindyebo. In 1941, aged 23, he ran away from an arranged marriage and went to Johannesburg. Two years later, he enrolled for a law degree at the mainly Afrikaner Witwatersrand University, where he met people from all races and backgrounds. He was exposed to liberal, radical and Africanist thought, as well as racism and discrimination, which fuelled his passion for politics. In 1943, he joined the African National Congress (ANC) and co-founded the ANC Youth League. He married his first wife, Evelyn Mase, in 1944. They were divorced in 1958 after having four children. Mandela qualified as a lawyer and in 1952 set up South Africa's first black law firm with Oliver Tambo. In 1956, Mandela was charged with high treason, along with 155 other activists, but the charges against him were dropped after a four-year trial. In 1958, Mandela married Winnie Madikizela, who was later to take an active role in the campaign to free her husband from prison. The ANC was outlawed in 1960 and Mandela went underground. Tensions with the apartheid regime grew, and soared to new heights in 1960 when 69 black people were shot dead by police in the Sharpeville massacre. This marked the end of peaceful resistance and Mandela, already national vice-president of the ANC, launched a campaign of economic sabotage. He was eventually arrested and charged with sabotage and attempting to violently overthrow the government. "I have cherished the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunities”, he had said during the historic trial. Popular pressure led world leaders to tighten the sanctions first imposed on South Africa in 1967 against the apartheid regime. The pressure produced results, and in 1990, President F W de Klerk lifted the ban on the ANC, and Mandela was released from prison as talks on forming a new multi-racial democracy for South Africa began. He remained in prison on Robben Island for 18 years before being transferred to Pollsmoor Prison on the mainland in 1982. Huge crowds greeted Nelson Mandela's release. In December 1993, Mandela and Klerk were awarded the Nobel Peace Prize. Five months later, for the first time in South Africa's history, all races voted in democratic elections and Mandela was overwhelmingly elected — (All text and pics by PTI) president.

The workers were cutting open an industrial boiler which they had got from a nearby chemical plant in scrap, in order to break it down into smaller parts for resale. The boiler was over 20 ft high and weighed around 1.5 tonnes. The incident occurred at a

scrap godown in Dawadi village as five workers went about using a cutting machine on the boiler, triggering a blast that killed two of them immediately. Two others are in the AIMS Hospital in Dombivli where they are being treated for serious injuries. The third death occurred two kilometers away at Regency Estate when a metal part that was flung off by the explosion fell on a driver who was cleaning his owner’s car, killing him on the spot. The intensity of the blast was so high that body parts of the victims, identified as Kailash Rajbhar and Vijay Gaur, were scattered in an area of two kilometers distance. Many houses too in a two-kilometer radius were damaged by metal parts raining down on them. The Manpada police have registered a case of causing

death due to negligence and culpable homicide against the owner of the scrap godown, Ganpat Gaikar, and scrap dealers Rajesh and Manoj Gupta. Police officials said they were investigating what chemical was inside the boiler. Senior Police Inspector Milind Patil of Manpada police station said, “We have called the forensic team to investigate the blast and if their report indicates that the required procedure to dispose the waste was not followed, we will take further action against the chemical company and the scrap dealers.” The area of Dombivli East where the blast took place was earlier an industrial area, but in recent years, a huge population has started staying there, always facing a risk of chemical leakage and other industrial hazards.

Acting on a complaint by citizen activist Dayanand Nene, president of Alert Citizens of Thane City, the deputy mayor Milind Patankar had visited the site along with the former and stopped the dumping. Nene had then filed a written complaint with the TMC, the Chief Justice of Mumbai High Court and also petitioned the

site for an extensive survey along with Patankar and Nene, and were shown the extent of dumping. It has also been demanded that the state government should immediately give instructions to remove all the dumped material, stones and garbage and make the area of approximately 20 metres from the mangroves free of any encroachment.

35-year-old debt-ridden cook allegedly committed suicide by jumping off from the sixth floor of a residential building on A Road in Churchgate, on Friday morning. The cook had joined service just a month ago and was residing with the family he worked for. On Friday morning he jumped from the sixth floor flat. The police said there was no eyewitness in the case and no suicide note was found. Siyaram Chotelal Kori hailed from UP and worked at Indus Court building 1 on A Road, opposite Jai Hind college, in Churchgate. On Friday morning there was only an elderly uncle in the house who most of the time remains in bed. Kori jumped off from the side balcony of the building at around 9.15 am. Several

n a shocking incident, a 35year-old housewife committed suicide by setting herself ablaze at her house in Nalasopara (West) on Friday afternoon. Her husband in an apparent attempt to rescue her also suffered severe burns and has been admitted to a private hospital where his condition is said to be critical. According to the police the incident was reported from Neelkanth Apt in Nalasopara (West).

Jignesh Shah, former director of NSEL, at the police commissioner’s office, on Thursday. has been facing problems in settling the Rs.5,600 crore dues of 148 member brokers, representing 13,000 investor clients. On September 30, an FIR was lodged against Shah, Joseph Massey and others charging them with cheating, forgery, breach of trust and criminal conspiracy, among other offences. Presently, the EOW is busy examining the books of ac-

counts of borrowers-turneddefaulters and then it will focus on studying the brokers’ books of accounts, the officer said. Police suspect equal role of brokers in the scam as many of them have sold NSEL commodities despite having knowledge of the fraudulent practices in the spot exchange. So far, police has attached around 206 properties – both

the accused as well as the defaulters’ – worth more than Rs.2,800 crore. Meanwhile, the EOW has arrested five persons in the case – Anjani Sinha, Amit Mukherjee, Jay Bahukhundi of NSEL and borrowers Nilesh Patel (Managing Director of N.K. passersby and students saw him lying in a pool of blood after first hearing a loud thud when he hit the ground. The watchman of the building said, “I heard a sound and rushed to the spot where I found Kori lying with his face to the ground. We called the police and took him to the hospital where he was declared dead.” A police officer from Marine Drive police station said, “Kori died of a fall from the sixth floor, but the reason was known after interrogating some of his relatives, who revealed that he had taken loans from various peoples but was unable to repay them. There is no eyewitness or suicide note, so we are taking statements of the flat owner. On the basis of primary information, we have registered an Accidental Death Report (ADR).”

he notorious BolBachchan (glib talkers) gang seem to be having a free run in the Vasai-Virar region, as yet another woman was relieved of her gold ornaments worth more than Rs 80,000 by three miscreants in Nalasopara on Thursday. According to the police the matter was reported from VVMC bus stand opposite the Tulinj Chowky at about 8 pm on Thursday, when the victim identified as Meena Vijay Kumar Rai (71) was waiting for a Thane-bound public transport bus. Three people claiming to be members of a social organization approached the senior citi-

zen informing her about a free saree donation programme for poor people underway nearby. The trio asked Rai to remove her jewellery as she would be mistaken for a rich woman as only poor people were eligible for getting the expensive freebies. Rai complied and the encounter ended with her being cheated. A complaint was registered by the woman at the Nalasopara police station. “We have registered a case under section 420 of the Indian Penal Code against the unidentified miscreants,” said an investigating officer who also appealed to residents, especially women and senior citizens.”

Veena Gaikwad (35) who was said to be in a state of mental depression set herself ablaze following a minor tiff with her husband Vilas (40). Their eight year old son witnessed the horrific incident. While Veena who suffered 95 per cent burn injuries died, Vilas is battling for life at a civic hospital in Kandivli. “The exact sequence of events is yet to be established. We will take the statement of Vilas once he recovers,” said Senior Police Inspector Mukund Mahajan.

Let HSC students appear for JEE in Marathi: Raote

Afternoon Despatch & Courier

MUMBAI | SATURDAY, DECEMBER 7, 2013

Senior Shiv Sena MLC Diwakar Raote has once again raked up the issue of promoting the Marathi language by demanding that the government allow HSC students to opt for Marathi while appearing for the Joint Entrance Exam (JEE) for the Indian Institute of Technology (IIT). In a letter written to the Minister for School Education, Rajendra Darda yesterday, Raote stated that most states have already secured permission from the Joint Admission Board (JAB) to allow students to appear for the exam in their own mother tongues. He said that the government had agreed to allow Standard 11 and HSC students to write their answer papers in Marathi. Raote

Diwakar Raote added that the government had also extended the same concession to minority community students. The Sena MLC stated that 12,000 minority community students

have opted for the concession because of minority aided schools. However, due to the craze amongst the Marathi speaking population to send their children to English medium schools, only 3,000 students had opted to write their Standard 11 and HSC exams in Marathi. Raote stated that in a belated move, the state government had sought permission from the JAB to allow students to fill their IIT-JEE forms in Marathi. He remarked that the government has now woken up to the demand, after one Anil Gore from Pune wrote a letter to this effect to the Chief Minister. He urged the Minister for School Education to issue a clarification on allowing HSC students to file application forms and appear for the JEE in Marathi.

rivers attached to the BMC’s car pool have strongly opposed the administration’s new moves to reduce their salaries citing that the new move will compromise the security and safety of drivers as well as vehicles. The civic administration is finding new ways to reduce the salary of the civic drivers whose salaries are higher than their bosses. As per a right to Right to Information disclosure, it was found that Municipal Commissioner’s driver is getting more salary than the Commissioner who is one of the most senior IAS officers in the state. During the last financial year, the civic chief’s driver took home Rs.11.9 lakh, or in other words, Rs.99,550 per month, while the Commissioner’s net pay is Rs.90,000 After lot of criticism, the civic administration has come up with two ideas to moderate the salaries of the drivers. One was to reduce the overtime of the drivers and deploying retired drivers. In another measure, the civic administration asked all HoDs and above ranked officials to get their vehicles parked at their

fforts are on to secure the release of an Indian sailor jailed in Togo whose family eagerly awaits his return for performing the last rites of his 11-month son who died earlier this week, Union Minister of State for Shipping Milind Deora said on Friday. Captain Sunil James is under arrest in west African

country Togo since July on the charge of aiding pirates who had attacked and looted his Marshall Islands-flagged MT Ocean Centurion on July 16. "Efforts are on to secure the release of Captain Sunil James. Legal options are being worked out," Deora told PTI. The sailor's 31-year-old wife, Aditi and others in the family are desperately waiting for his arrival to conduct the

last rites of his son whose body is lying in a hospital morgue since the toddler's death on December 2. "Aditi is devastated. She questions life. She questions fate," James' brother-in-law, Rakesh Madappa said. "We would like to see Sunil back in India, so that he can put his son to rest and give him the burial that he deserves," he said.

house at the end of the day. Then the driver will log off and go home. Next morning he would come back to take the officer to work. In this exercise, an estimated 3-4 hours of overtime would be reduced. The drivers’ union opposed both ideas. One driver who wishes not to be named said, “Normally, I drop my boss at his home in eastern suburb around 10 pm to 12 midnight. While going back, I don’t get bus or train at midnight to reach my home in the city. My safety is at risk. Even the vehi-

cle will not be safe at my boss’s home. Driver union had gone to meet Amberker Devendra, Leader of Opposition in the Brihanmumbai Municipal Corporation (BMC) to intervene in the matter. Amberker said, “We informed the civic administration not to put the lives of drivers at risk at midnight. He added, “Civic administration said that they are planning to recruit new drivers. Henceforth, no one will have to over work.

Fudges, fluffs and flubs: Modi’s problem with facts

Ponder awhile… "I no longer count as one of my merits that I always tell the truth as much as possible; it has become my metier." — Sigmund Freud

‘Secular’ Congress targets ‘communal’ BJP T

HE UPA government will be out of office in the next six months. A few months more, elections to Parliament will be held. It has become clear it has definite poll-oriented targets: It is undertaking new initiatives relating to important, controversial issues. It cannot fool anyone in this regard. Two bills which the Congress thinks will increase its poll chances will be introduced by the government in the ensuing session of Parliament: the women's reservation bill and the prevention of communal violence bill. The UPA wants to make out it is on the side of the women and hence its decision to pass the women's bill. And suddenly it has decided to punish all those parties which by word or deed cause communal violence. The UPA wants to make out it is a protector of the minority community – the Muslims – and that the BJP which is not secular is against them. This secular claim of the Congress does not have any basis. By repeatedly claiming that it is secular, the Congress has shown it has a friendly message for the Muslims. The BJP however is not taken in by these claims. It points out, for instance, that a number of communal clashes have taken place in Congress-ruled Maharashtra. The BJP also asserts it stands by governance and development. It is a fact that the BJP's poll campaign committee chairman Narendra Modi has told huge rallies across the country, the BJP stands for governance and development. The party also has started asserting it is totally secular. All parties in the country are secular now. The BJP seems to have realised that Hindutva has ceased to work and it would be more pragmatic to put on a secular garb. The communal bill is not likely to be passed when it comes before Parliament later this month. A big question is whether the Centre can pass the bill. The opposition says it is a state subject and the Centre has nothing to do with it.

MUMBAI | SATURDAY, DECEMBER 7, 2013

N November 1999, George W. Bush, as Republican frontrunner for the 2000 US presidential elections, cut a sorry figure trying to name the leaders of the then global conflict hot-spots of Chechnya, Taiwan, Pakistan and India. W or 43 as he is called to differentiate from his one term President father, gave a shot in the dark “Mr. Lee” as a response for the leader of Taiwan and stopped at “General” while trying to recall Pervez Musharaff’s name. Aslan Mashkadov and Prime Minister Atal Behari Vajpayee may have been extremely complex tongue twisters for the soon-to-be President Bush in his response to questions posed by a political reporter for WHDH-TV, an associate of NBC in Boston, Massachusetts. As political parties gear up for the 2014 General election in India, Narendra Modi, like his conservative counterpart in the US, seems to be facing the heat with constant criticism on his inability to state the facts accurately. The common justification in defense of Modi’s transgressions has been that he is running to be a leader of the largest democracy and is not a Mastermind Quiz contestant. While this may be true, a survey conducted by Yudofud among Modi’s core constituency of voters shows that these gaffes have affected the perception of Candidate Modi.

cess hinges on his ability to attract the youth, the middle class and the urban voters in his side. This coalition of voters that Modi wishes to maximize his support has always put a premium on learning and knowledge even if it were to be the most inconsequential of trivia. This voting group expects their leader to be smarter and shrewder than them and constant bloopers are bound to puncture the aura that has been built around Modi – the first step in potential supporters becoming disaffected in the long run.

Modi’s core base values factual correctness

PERSPECTIVE

It’s a no-brainer that being factually correct is preferred over factual distortions. However, the impact of these factual inconsistencies varies depending on a candidate’s core base. It is a lot more damaging to Modi in comparison to President Bush or Rahul Gandhi. President Bush had a solid base of partisan conservatives who did not see it important for their leader to know such facts. In all probability, with primetime American political discussions being a lot more isolated from World events, a sizeable number of Mr. Bush’s base may not have been aware of these facts themselves. Similarly, even if Mr. Rahul Gandhi were to be factually inconsistent, it would not work against him as the base that he appeals to is not swayed by such inconsistencies. It’s a different matter that the social media would have taken a very strong view against Rahul Gandhi in comparison to the kid gloves treatment being meted out to Modi. In contrary to Rahul Gandhi, Modi’s suc-

not swayed either way. The second category, termed fluffs, include statements made by Modi at Ferguson College, Pune about China allocating 20 per cent of its GDP to education and his comparison of the GDP growth under the NDA and UPA governments which drew a sharp rebuttal from the Finance Minister, P. Chidambaram. 44 per cent of the surveyed sample gave Modi the benefit of the doubt while 34 per cent were critical about Modi and a little over 20 per cent were neutral or had no strong opinion either way. The reason for such muted criticism on Modi could be due to the fact that UPA’s own growth story has been severely Quite surprisingly not all factual inconsis- punctured by allegations of crony capitalism tencies hurt Modi equally. In fact some of and the perception of it not doing enough on these have worked to his advantage as he has long term objectives such as education and been able to draw a sharper contrast with his employment. The most damaging of these are the flubs which probably have the least impact if Modi were to govern as Prime Minister but have dented his image most severely. Statements on Alexander fighting at the banks of Ganges near Patna, the mix-up between the Gupta and Maurya dynasty and his mistake of using Mohanlal as Mahatma Gandhi’s first seem to have done the most damage. An overwhelming 68 per cent were extremely critical of the flubs while only 19 per cent gave him the benefit of the doubt while another 13 per cent were neutral or had no strong opinion either way. One reason for a large unfavourable view on the flubs could possibly be due to the facts Venkat Goli being rebutted by Nitish Kumar, a leader who is viewed as a person with strong leadership political opponents. Modi’s factual inconsis- credentials among some of Modi’s core tencies can be classified into three categories voter base. – fudges, fluffs and flubs. Modi’s fudges include his statements on Nehru and Patel and his statement on Article 370 leading to unModi’s flubs may well be forgotten if he equal rights for men and women in the state of Jammu and Kashmir. Modi wave may hit Cong prospects THE exit polls suggest an exit for the Congress in five state elections held this week including Delhi. This is devastating news for the ruling UPA government at the Centre, more so since parliamentary elections are just around the corner. While exit polls may not be accurate and authentic, they do give us the mood of the people. This time, the UPA led by the Congress has been bulldozed by its own corrupt rule and non-governance, which has resulted in inflation and all sorts of problems for the people. Modi euphoria is at its peak at the moment and people want to see a change at the Center and are banking on Narendra Modi to propel our country’s economy the way he has done in Gujarat. Today’s voters are smart and will not be taken in by freebies, and will vote for development and good governance. This means that elected representatives will have to perform and be honest in their duties to win the favor of their voters in the days to come.

Raina’s a stumbling block I for one would put the loss of the inaugural ODI at the Wanderers to only the phobia about the fastpaced pitches in South Africa which is deeply ingrained in the minds of Team India. If one looks at their bowling, there is no one in the Proteas team who is as good as Muhammed Sami. It was therefore not surprising that the bowler finished wicketless in nine overs. One hopes that our Captain Cool will rectify these mistakes and win both of them. We have top order batsmen who are all susceptible to pace bowling and succumb to pressure exerted early in the innings with short pitched bowling. Suresh Raina is a stumbling block in the side despite his good home record and his achievement on soft wickets. When it comes to hard wickets, he is a sitting duck and a liability. As Dhoni's right hand man and not with any credentials, Raina came to be known as a top order batsman. THE recent statement made by the Pakistani Prime Minister Nawaz Sharif that Kashmir is the flashpoint and can trigger a fourth war between Pakistan and India anytime, shows how frustrated and depressed Sharif is. The fact that he has totally surrendered to terrorist groups and the Pakistani army who are dictating how he should rule the country, proves that Sharif has become a mute spectator and does not have any agenda to improve the relationship with India. I strongly feel that if he wants to have a fourth war with India we are ready to and will teach him and his country a very strong lesson. Let him realise that India is capable of safeguarding its people with strong armed forces. Kavita Shivdasani with the book, Surrealist, a book inspired by Art from Behind Bars. meeting.” Shivdasani further said, “AfBB’s efforts to promote the artworks of convicts have today translated into a fourth art exhibition and the first book launch. ‘Surrealist’ is essentially a book of short stories that are inspired by art works that will be presented at the exhibition. Like the paintings, the stories are emotionally charged. Some are deeply moving while others are disturbing. The writers are a motley bunch – comprising some students, a journalist, a homemaker, a charted accountant, a teacher, an author and a French national.” Talking about the book,

Avaan Patel said, “These short stories, poems and essays have been written as a response to viewing the paintings done by prison inmates. The writers have successfully engaged with these striking art works and their involvement has resulted in some wonderfully creative pieces of writing.” Shivdasani added, “While our organisation’s cause is to promote the work of those serving time in prison and give artists an opportunity, Kavita Shivdasani has not compromised on quality. She has only chosen the best work to showcase at the exhibition and present in the book. Money from the sale of

the artwork is credited into the prison artist’s account, so on their release they have a cache to fall back on until they find suitable employment. Three out of the seven artists that AfBB worked with since 2007 to date have been released; two are now gainfully employed. AfBB initiatives have been possible because of the support of a number of people particularly the erstwhile Inspector General of Maharashtra Prisons Udhav Kamble, who was instrumental in giving this project the initial impetus it needed by allowing access to the prisons and giving permission to conduct an art workshop in the prison.”

fter securing three developmental projects, including the Underground Drainage, Slum Rehabilitation and Public Transport under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the Mira Bhayandar Municipal Corporation (MBMC) is eyeing more funds to construct a transit accommodation complex in the region. A Detailed Project Report (DPR) prepared by the Public Works Department (PWD) of the civic body will be tabled for approval before the Maharashtra Housing and Area Development Authority (MHADA) and subsequently, the Maharashtra Housing and Urban Development Corporation Limited (HUDCO). As per the DPR, some parts of a municipal plot (12,400 square meters) reserved for a truck terminal at Ghodbunder village will be utilized for constructing five ground+8 structures. “Under the project, as many as 919 flats admeasuring 269 square feet each

The Hunger Games: Chasing Fire

At: PVR and other cinemas Directed by Francis Lawrence Cast: Jennifer Lawrence, Josh Hutcherson, Donald Sutherland and others Rating: ½

Located in the future, this sci-fi thriller continues with the theme of gutsy youngsters trying to stand up to the totalitarian Establishment of Panem. The brave Katniss (Jennifer Lawrence) and Peeta (Josh Hutcherson) are winners of the 74th round of the survival-of-the fittest game, masterminded by a sadistic President Snow (Donald

S

uzanne Collins’ s The Hunger Games books for young adults showed that the target readership/audience can accept more than just dumb romances and campus comedies. The first film set the tone for the franchise to follow and the sequel The Hunger Games: Chasing Fire directed by Francis Lawrence is even better, the director picking up from where Gary Ross left off, without dropping the ball.

ur filmmakers really should get the hint, the country is sick of violence against women. There really should be an end to films that encourage the stalking of women. In the first half ofR...Rajkumar, the male lead (can’t call him a hero!) ogles, harasses and stalks the female lead (not a heroine by any stretch). Of course, in best Hollywood ‘oh fo’ style, she slaps him, he kisses her hand; he follows her around making kissy noises and doing pelvis-thrusting dances. In case we don’t get it, there’s a song— Gandi Baat—that spells out just what he has in mind. The censors were snoozing, or what? Prabhu Dheva’s film is an insult to intelligence, good taste and anything clean and wholesome. It’s crass, violent and hasn’t a single redeeming feature. Or maybe one… Shahid Kapoor’s mean dance moves. But who can sit through a rotten film just to see him dance? Romeo Rajkumar (Kapoor) comes to a village called Dhartipur, where two warring criminals Shivraj (Sonu Sood) and Parmar (Ashish Vidyarthi) run the opium trade. Ra-

Sutherland). Katniss and Peeta are on their victory tour, ordered to pretend to be in love to calm the seething masses, when it is announced that the 75th round will feature a contest between former winners and as usual, there can be only one survivor. Katniss and Peeta have to get back into the savage arena—which makes heroes out of young people who are better at killing than the other contestants, without a thought about the toll this could take on their mental state. A triangle with Katniss’s longtime buddy Gayle (Liam Hemsworth) is built in and some of the characters from the earlier film return—a heavy supporting cast that includes Woody Harrelson, Stanley Tucci, Eliabeth Banks, Lenny Kravitz, Amanda Plummer, There is an unusual line-up of contestants and after the absorbing build up, the film switches smoothly to action mode, with some thrilling set pieces and with amazingly low levels of graphic violence, even though the deaths pile up. This time, an evil strategist Plutarch Heavensbee (Philip Seymour Hoffman), enters to advise the President on how to make the games more brutal and cook up a devious plot to deal with rebels. The novel is turned into a compelling script by some of the best on the business— Simon Beaufoy (of Slumdog Millionaire fame) and Michael Arndt (Little Miss Sunshine). It helps the director Francis Lawrence to give depth and emotional heft to what could easily have turned into a tawdry blood-andgore-fest. The cast is superb, with young Jennifer Lawrence taking the lead with a performance that is so intense and perfectly pitched that she almost merges with the complex character she plays. One looks forward to the next film in the series. vs-evil— it is about two men fighting over a woman, who stands about with a helpless, tearful look. In a throwaway line, a character says of Rajkumar, “Yeh khufiya police to nahin.” This optimistic reviewer sat through two-and-a-half of torture, hoping that would be the final twist and perhaps justify what went before. Shahid Kapoor’s choice of films has just been one error after another. If this one does well, it will be a desperate case of stooping to conquer.

TEXAS CHAINSAW Rs. 599/Cast: Alexandra Daddario, Dan Yeager, Tremaine Neverson, Tania Raymonde, Keram Malicki-Sanchez Paul Rae Director: John Luessenhop

Texas Chainsaw 3D is the seventh film in the Texas Chainsaw Massacre franchise. Upon its first release in 1974, it was banned in several countries, and numerous theaters later stopped showing the film in response to complaints about its brutal violence. But there was a mixed response and the film finally grossed over 30 million at the box office. It is considered one of the best horror films ever. The popularity led to the franchise, one sequel after another, comic books and video games. The film opens up in a town of Texas where residents led by Mayor Burt Hartman (Paul Rae) burn down the farmhouse of the Sawyer family for their role in aiding Jedidiah ‘Jed’ Sawyer (Dan Yeager), also known as ‘Leatherface’, in several murders. The residents kill all, but an infant, Edith Sawyer survives and is found by Gavin Miller (David Born) who murders her mother Loretta Sawyer. Miller and his wife Arlene adopt Edith. Moving ahead to the present day, Edith has been raised by Gavin and Arlene as Heather Miller (Alexandra Daddario). One day, Heather gets a letter informing her that her grandmother Verna has passed away and left a farmhouse to her. Heather now discovers she was adopted by

the Millers and decides to visit the house and inherit the property. Heather and her boyfriend Ryan (Tremaine Neverson) and two other friends, Nikki (Tania Raymonde) and Kenny (Keram Malicki-Sanchez) take a road trip to Texas. Along the way, the group meets hitchhiker Darryl (Shaun Sipos) who joins the group. On arrival, Heather meets up with the Swayer lawyer who hands over the keys and a letter from Verna. Excited that she has inherited a mansion, she is yet to uncover the terrors that lurk in the basement. The five find themselves stalked and hunted by a deformed chainsaw-wielding killer, Leatherface. The chainsaw horror has just begun. Don’t miss the post credits scene, which should scare the living daylights out of you.

Then his boss Shivraj falls for his beloved Chanda (Sonakshi Sinha—typecast the dumb belle) and he won’t stand for it. The thin plot now simply snaps, as some stupid comedy is added on—Chanda and Rajkumar keep trying to fool Shivraj. He wants to be worthy of Chanda, which also includes learning English and he is made to sing, “I am your bull, you are my sh**t. Finally Kulkarni comes to know what his fathers unfulfilled wish around which the film revolves. The characters have been wonderfully portrayed by two excellent actors Tanuja and Sachin Khedekar. Suhas Joshi supports well too. Director Nitish Bhardwaj’s direction is sensitive. The cinematography by Mahesh Aney is glossy and the village locales have been caught very well in his lens.

NOMINATE WISELY OR REPENT THE idea behind nominating a person for membership to a co-operative housing society (CHS) is to ensure that in the event of the nominator member’s death, his share/interest in the capital/property will be transferred in the name of the nominee. “To nominate one or more persons, a society member has to fill in the prescribed form in writing,” says Deepak Enclave Co-operative Housing Society secretary, Harish Mehra. “This takes care of the transfer of the whole or part of the share and/or interest of the members in the capital or property to the nominated person in the event of the member’s death,” he adds. After the transfer of shares in his name, the nominee needs to apply to the society for membership. And, when he is admitted to the CHS membership, he has to indemnify the society against any claim made by any other person or nominee to the shares or interest

transferred to him by the society in the terms of nomination of the property. Incidentally, a member has the option of changing his mind vis-à-vis the nominee. “He may revoke or vary his nomination at any time by making an application in writing to the secretary of the society,” offers Mr Mehra. And, once the acknowledgement of the change in nomination by the CHS is obtained, the earlier nomination is deemed to have been cancelled. “Though a member doesn’t have to pay any fee while recording his first nomination, for every fresh nomination he has to pay Rs 50,” informs the secretary. As a matter of rule, all the nominations received by the society have to be recorded in a book maintained specifically for that purpose. “When a new nomination is received by the CHS secretary, he has to replace the old one after placing the new nomination before the managing committee,” informs Jeevan Jyot Co-operative Housing Society secretary, Abhinav Puri. And then, as per legal provisions, the recording of the new nomination has to be conveyed to the nominating member within seven days of the meeting. “Considering that the society has no power, except provisionally and for a limited purpose, to determine the disputes about who is the heir or legal representatives, the idea is to avoid legal hassles, if any, on a later occasion,” says Mr Puri. For instance, suppose a member appoints more than one nominee. In that case, on the death of the member, whom will the society transfer all his shares/interest in the capital property of the society? “In such a case, the society will transfer the shares and interest of the deceased member in the capital/property of the society to the nominee whose name stands first in the nomination form,” informs the secretary. How does one get an errant managing committee to act especially in the face of a lot of excessive control tactics employed by them? None of the members of my society’s managing committee have submitted the Indemnity Bond due by law or take steps against illegal constructions, what could be the other illegalities that I should look for before complaining to the Registrar? — Rupesh Gala

Very often, a lot of members get harassed for no fault of theirs by managing committee members who exercise a lot of undue control on individual affairs. In this context, it’s useful to bring to the notice of the managing committee irregularities and illegalities that most societies commit. The move will surely work towards rectifying matters within the society. Here go a list of common irregularities. a) Non-submission of Indemnity Bond by the Managing Committee members; b) Not paying Income Tax; c) Not taking steps against unauthorised constructions; d) Not issuing passbooks to members; e) Not presenting receipts and payment Accounts; f) Not circulating the Audit Report along with comments of Auditors; g) Not submitting Audit Rectification Report to the Members; h) Not deducting tax at source of payment made to contractors; i) Not obtaining permission from the BMC for all major repairs and not paying dues towards water and debris charges for the major repairs; j) Not collecting simple interest from the defaulting members; k) Not maintaining cash as mentioned in the bye-laws; l) Not taking out insurance of the persons, who are handling the finance of the Society; m) Not taking steps to ensure the unauthorised construction is removed; n) Not keeping the funds of the society in Co-operative Bank as per provision of Section 70 of the Maharashtra Co-operative Society’s Act. o) Not displaying important Circulars on the Notice Board of the Society; p) Collecting huge amounts at the time of transfer of premises. Basically, the transfer is a contract between the Transferor and the Transferee. The transfer fee in the earlier years was Re 1, which with the passage of time increased to Rs 50 and now it is Rs 500. The maximum amount that can be collected at the time of transfer is Rs 25,000; q) Not repairing the terrace of the Society’s building; r) Not making huge amounts by Account Payee Cheques; s) Not investing the amounts collected towards the Repair Fund and Sinking Fund in long term investment; t) Not conducting Managing Committee Meeting every month;

Collecting huge amounts at the time of transfer of premises is an irregularity. Basically, the transfer is a contract between the Transferor and the Transferee u) Not taking steps to obtain conveyance of the Society; v) Waiving of certain amount of defaulting Members; w) Collecting Non Occupancy Charges in

excess of the circular dated 01.08.2001 issued by the Co-operative Department, which stipulates that the Non Occupancy Charges cannot exceed 10 per cent of the Service Charges, etc.

NO NON-OCCUPANCY CHARGES FOR FAMILY MEMBERS

MANY invest in property and gain an ongoing income by sub-letting and renting out their properties. But before sub-letting or renting out a property or properties, it is important to remember that no member of a cooperative housing society can sub-lease or give his flat on leave and license basis or give his flat on a care-taker without the express permission of the society. Any member wishing to do so should let the society know of his intention and only after obtaining a receipt of the committee’s permission in writing can he carry out the said activities. This also applies to members who give only part of their flats out on rent in the form of paying guests. Members wanting to sublet their flats should first make an application in the prescribed form. In the application, they should apply for nominal membership of the proposed sub-lettee, licensee or care-taker. Members should also give an undertaking to the society, in which they agree to continue paying the society’s maintenance charges during the period of sublease. The society though cannot levy non-occupancy charges if the flat is being occupied by the ‘family’ of the member as defined under these bye-laws. This includes mother, father, sister, brother, son, daughter, son-in-law, brother-in-law, daughter-in-law, grandson, granddaughter and any other relations of a member. The managing committee of a society can also have a say about the length of time a flat can given on leave and license or sub-lease and restrict the period to only eleven months. This period can be extended to a similar length or a part of it on the request of the member. Bye-law number 65 expressly states a proper procedure for the correct disposal of an application made by a member for the purpose of sub-letting, renting or leasing his or her flat. The secretary and the managing committee of a society should make sure that this procedure is always followed properly. Non-resident Indians (NRIs) holding Indian Passports generally have permission from the Reserve Bank of India to purchase property in India after submitting the required document proofs. Once members of a cooperative housing society, these NRI’s an also sub-let their flats but the rental income received cannot be remitted outside the country and has to be credited to an ordinary non-resident bank account.

TetraVex is a challenging brain teaser. The object of the game is to fill the grid with the tiles so that the patterns on the adjacent edges of each tile match, much like aligning domino tiles. The object of the game is to place all the tiles in the grid so that the figures on the adjacent edges of each tile match. You can place any tile anywhere in the grid, but you cannot place a tile in the grid if its edges do not match all of its neighbors. Find a digit that occurs only once on a given puzzle. You know that this digit must lie along the outer edge of the grid, since there are no other tiles that can match it. You can simplify solving by cutting out the nine squares and juggling them in the grid.

IN BRIEF I’m 100 per cent in the dark over inquiry, says Cairns

WELLINGTON: An emotional Chris Cairns has said he was "100 per cent in the dark" about the ICC's allegations of match fixing against him and that he would co-operate with the anti-corruption unit's investigators to come out clean. New Zealand Cricket was rocked by allegations of match fixing with a report in the 'New Zealand Herald' claiming that three cricketers -- former all-rounder Cairns, fast bowler Daryl Tuffey and batsman Lou Vincent -- are being investigated by the ICC for their role in fixing. Cairns spoke publicly for the first time since the sensational fixing claims surfaced in the media and said his "heart sank" when he heard he had been linked to the ICC's investigation into three former Kiwi internationals. In a lengthy and emotional interview to Fairfax Media, Cairns revealed that the allegations of fixing was taking a toll on his family. He said he was in the dark about the ICC's allegations against him and that his family, in particular his mother and father, former international Lance were doing it "tough".

Two Whitehawk FC players charged with fraud

LONDON: Two footballers at the centre of an alleged match-fixing scandal have been charged with fraud following an investigation here. Michael Boateng, 22, and Hakeem Adelakun, 22, both from the Croydon area, are accused of conspiring to defraud bookmakers by influencing the course of football matches and placing bets. The men play for Whitehawk FC football Club, which is part of the Conference South League. They have been bailed to appear at Birmingham Magistrates Court on December 11. The decision was taken by the organised crime division of the Crown Prosecution Service. The men were among seven arrested last week as part of a National Crime Agency (NCA) investigation. Two other men included in the initial arrested - Chann Sankaran, 33, a Singaporean national and Krishna Sanjey Ganeshan, 43, of Hastings, East Sussex -- were also charged with the same offence last week.

Shahbaaz beats defending champ to advance in world snooker

DAUGAPILS, LAT VIA: India's Shahbaaz Adil Khan raised his game when it mattered the most to stun defending champion Muhammad Asif of Pakistan 4-3 and enter the last-32 stage of the IBSF World Snooker Championships here. Khan led 3-1 from where Asif recovered to make it 3-3 but the Indian held his nerves better in the decider to win 4-3. After the match, Shahbaaz admitted that he felt under pressure while playing against the defending champion but he shut that thought out of his mind. In first two frames, Shahbaaz dominated and played a brilliant game to gain a 2-0 lead. Asif countered with a break of 65 in third frame but Shahbaaz pulled the next frame to retain the lead. After that he started fumbling at times and missed a couple of chances to give open space to Asif.

Freestyle wrestlers win 14 medals at Commonwealth C'ships

NEW DELHI: Indian freestyle grapplers bagged seven gold, four silver and three bronze medals in the 2013 Commonwealth Wrestling Championships in Johannesburg and won the Team Title in the category. As the event allows a country to field a maximum of two competitors per weight class, Indian wrestlers claimed a medal each in the seven weight divisions.

South Africa thrash India by

141 runs in the first ODI

By Chetan Narula

J

OHANNESBURG: Indian batsmen found the going tough against South Africa's lethal pace attack as the team crashed to a massive 141-run defeat to the hosts in the opening cricket onedayer here. After hammering the Indian bowlers into submission with a massive score of 358 for four, the five-pronged South African pace attack came out all guns blazing to bowl out the visitors for 217 in 41 overs yesterday. It was a thoroughly professional performance by South Africa as Indians were outplayed in all departments of the game to take a 1-0 lead in the three-match series. This was the second biggest margin of victory by the South Africans against India in the ODIs played between the two teams. Skipper Mahendra Singh Dhoni fought hard scoring 65 off 71 balls, including eight fours and a six, but most of the top-order batsmen found it difficult to counter the pace of Dale Steyn (3/25), bounce generated by Morne Morkel (1/29) and the controlled swing bowling by Ryan McLaren (3/49). The South African attack once again exposed Indian batsmen's inability to cope with pace, swing and bounce in adverse conditions after the trio of Quinton de Kock (135), AB De Villiers (77) and JP Duminy (59 no) pulverised the young Indian bowlers hitting them all around the park. From the onset, Indian openers Rohit Sharma (18) and Shikhar Dhawan (12) found it difficult to score runs as Steyn and Morkel swung the ball making life difficult for the batsmen. Rohit, in fact, played and missed a lot of deliveries before getting off the mark only in the 17th delivery that he faced. Dhawan on the other hand hit three boundaries but when a

South Africa's David Miller jumps onto bowler Ryan McLaren after he dismissed India's batsman Virat Kohli during their first ODI match at Wanderers stadium in Johannesburg. Morkel delivery kicked up, the Delhi lad mistimed a pull-shot which was taken by wicketkeeper de Kock running backwards. Rohit and Virat Kohli (31) batted

for nearly 10 overs adding 46 runs in the process but Steyn and Morkel bowled with controlled aggression as they gave away very little.

It was a bad performance and it started with bowling: Dhoni J

OHANNESBURG: A livid Indian cricket captain Mahendra Singh Dhoni squarely blamed his bowlers for the crushing loss in the opening ODI against South Africa, saying that their bad performance left the batsmen under pressure. The Indian bowlers were hammered by South Africa, who posted 358/4 before dismissing the visitors for 217 in 41 overs yesterday. "Overall I think it was a bad performance. But it started with the bowling initially. This was not a 300-plus wicket. We didn't start well, and we were supposed to bowl slightly up," said Dhoni. "Experience of these conditions is crucial. South African bowlers know what lengths to bowl and that is why I want my bowlers to step up. You can't give away 300 or 300-plus runs, because that also puts pressure on the batsmen.

"Right from the start then, they have to go after opposition bowlers, which in these conditions is slightly difficult. At the same time, we needed the batting to back the bowlers up," he added. South Africa's opening pair of Hashim Amla and Quinton de Kock added 152 runs for the first wicket, with the latter going on to score 135. And then in the end, there was the cruel barrage from AB de Villiers and JP Duminy, garnering 48 runs in the last three overs. It meant the Proteas reached a mammoth 358 for 4 in 50 overs. "If you see death bowling for different teams across the world, bowlers are going for runs. With the extra fielder inside the circle and the lack of reverse swing, even the best bowlers will go for runs," Dhoni said. "So, the new ball bowling becomes important, especially in conditions like these," he opined.

Morkel was unlucky not to dismiss Kohli batting on two, when he got one to kick from short of good length but de Kock in his bid to engage in premature celebrations dropped the nick. Kohli, in fact, took a blow on the rib cage but played some lovely drives including a forward defensive push off Steyn that raced through extra cover while another on-drive off the very next delivery also fetched him a boundary. Kohli's cover drive off Morkel and a pull shot from a McLaren delivery had touch of class. However, McLaren had the last laugh when he bowled one in the offstump channel that moved away with Kohli dabbing at it and Kallis at first-slip took the resultant edge. The lanky fast-medium bowler then rattled Yuvraj Singh with a short ball followed by a fuller delivery that swung in to the lefthander hitting the middle-stump. India lost their fourth wicket when David Miller at short cover effected a brilliant run-out with a direct throw that found Rohit short of his crease. At 65 for four, Dhoni and Raina (14) had a partnership of 43 runs but a magnificent throw by Dale Steyn from deep square leg boundary saw Raina being run-out despite a desperate dive. At 109 for five, the chances of an Indian win became bleak although Dhoni tried his best in company of Jadeja (29) adding 50 runs before Kallis castled the Saurashtra all-rounder. Dhoni lofted McLaren for a six to complete his 51st international half-century but ran out of partners. Dhoni was the ninth batsman to get dismissed as he dragged one onto his stumps off Steyn's bowling as world's premier speedster ended the match when Shami offered a tame return catch.

Indian bowlers lacked pace: De Kock

J

OHANNESBURG: Merely looking to survive when he came in to bat, Quinton de Kock said the lack of zing in the Indian pace attack helped him ease to a man-of-the-match winning hundred in the opening cricket one-dayer here. The 20-year-old, who shone in front of his home crowd including his family, scored his second ODI hundred to help South Africa pile up 358/4, which the Indians failed to chase and crashed to a 141run defeat. "They bowled a bit short. If they had bowled fuller lengths, maybe there was a chance of nicking it. But you cannot compare the Indian bowlers with the likes of Dale Steyn and Morne Morkel", said de Kock, taking care not to sound disrespectful.

WILL HAVE TO ENSURE GOOD TEAM AT U-17 WC: BHUTIA SPORTS

MUMBAI | SATURDAY, DECEMBER 7, 2013

N

EW DELHI: As Indian football rejoices after winning the bid to host the Under-17 World Cup, former captain Bhaichung Bhutia said the more difficult task for the country would be to put together a good team to compete in the mega-event and develop the infrastructure. Thanking the All India Football Federation and the government for their efforts in getting the showpiece event to India, Bhutia hoped all stakeholders would come together for a successful tournament. "Now the work gets even more difficult. Hope all the concerned people, the state associations, clubs focus on grassroot development

and youth development programme. We will have to ensure that as host we are able to field a good team that can compete with the best in the world," Bhutia told PTI. Emphasising the importance of having a proper youth development programme in place, Bhutia said it can't be ignored anymore. On a landmark day for country's football, India beat South Africa, Ireland and Uzbekistan in the fight to host the 24-nation biennial event. The decision to award the prestigious tournament to India was taken in FIFA's executive committee meeting in Salvador da Bahia in Brazil yesterday. "This is the biggest thing to have happened to Indian football.

This is historic. This is what we have been waiting for. FIFA has been extremely supportive of our ambitions and taking Indian football to world level. Hosting a tournament of such a stature will help galvanise the face of Indian football among the masses and youth of the country

— AIFF President Praful Patel

23

We will be hosting a direct FIFA tournament for the first time. It's a big achievement and I thank the President of AIFF, the football federation and the government of India," Bhutia said. "By virtue of being the host country, India will take part in the tournament for the first time in its history," he said. India has hosted the Asian Football Confederation's Youth Championships (Under-20) in 2006 and then the AFC Challenge Cup in 2008 but never any FIFA tournament. The dates of the tournament will be decided later. United Arab Emirates hosted the tournament this year while Chile will be the host country for the 2015 edition.

CLARKE AND HADDIN TONS LEAVE ENGLAND REELING A

24

SPORTS

DELAIDE: Michael Clarke and Brad Haddin plundered centuries before a firebrand Mitchell Johnson blasted out England captain Alastair Cook to leave the tourists reeling in the second Ashes Test. Skipper Clarke claimed his third century in five Ashes Tests and his 26th overall, while vice-captain Haddin smashed four sixes in his fourth Test ton to help the home side declare at 570 for nine. Johnson, hurling down 150 km/h (93 mph) thunderbolts, knocked over Cook for three in his second over to ram home Australia's advantage. By the close of the second day, the tourists were hanging on against a hostile Australian attack at 35 for one with Michael Carberry on 20 and Joe Root, who took one on the chest from Johnson, not out nine. "It was very important that we batted deep in this first innings and to get 550 on the

board and that ball that got Cook was a cracker, it swung late," Haddin said. It was very much Australia's day as Clarke and Haddin put on 200 runs - the highest sixth-wicket stand in all Tests in Adelaide, eclipsing the 191 shared by Imran Khan and Wasim Akram for Pakistan in 1990.
