ith the ever-increasing prices of real estate in the city, most dream of having a house in Mumbai. However, several of these dreams have been shattered due to an increasing number of fake MHADA agents. In a similar incident, the housing dream of 37-year-old Mukesh Waghela was destroyed after an agent who claimed to belong to the MHADA, cheated him of over Rs.43 lakh. Waghela, who runs a tailoring shop in Jogeshwari went to the MHADA office in January to enquire about their flats. On his visit, he met ‘Dhas’ who introduced himself as an agent in MHADA and assured him of acquiring a flat at a cheap rate. Based on Waghela’s convenience, Dhas showed him a flat in Bimbisar Nagar, Goregaon (East) and asked him to pay only Rs.7 lakh despite its actual value being over Rs.1 crore. pread over nine nights, the Navratri Utsav celebrated across the state has its own unique hint of panache with people of all communities and age groups participating in the celebrations and creating a fusion of dance and devotion. ‘Dandiya Queen’ Falguni Pathak was a hit on the first day at the Ghatkopar Police Ground, making a crowd of over 15,000 people dance to her tunes. People across all age groups including kids were seen tapping their feet and performing the two main forms of dance special to this festival: ‘Raas’ and ‘Garba’. While ‘Raas’ has its roots in the enchanting dance by the Gopis to the flute of the captivated Lord Krishna, ‘Garba’ originates from the Sanskrit word ‘Garbhdeep’ referring to an earthen pot with circular holes. The women were dressed in grand ‘ghargra cholis’ adorned with bright sequins and small mirrors while the men donned the traditional high waist top – ‘kedia’. Ram Kadam, MLA, MNS, on this occasion, said, “It is a festival of love and brotherhood where people from different parts of the city and the state come and enjoy. 35-year-old security guard working with a Bandra based jeweller broke into his employer’s shop and made away with ornaments worth more than Rs. 40 lakh on Friday night while he was on duty. The incident came to light when his colleague discovered the break-in and found him missing. Nilesh Shrivastav was hired through a security guard company and was working for ‘Popley Jewellers’ at Turner Road, Bandra (W) for the last one year. On the day of the incident, he came to work at around 8 pm to take over for the night with another colleague. Towards the early hours of the morning, Shrivastav told his colleague to rest while he would guard the showroom. When he found his colleague asleep, Shrivastav broke into the shop using the key left with him and made away with the jewellery. When his colleague woke up he found Shrivastav missing and when the shop was later opened by an employee in the guard’s presence, they discovered that some jewellery had been stolen. “We have not received any information about Shrivastav till now, but will nab him soon,” said Rajendra Kaane, Police Inspector (Crime), Bandra police station. Sources from the Bandra police station on the condition of anonymity have revealed that every one in the city remotely related to Nilesh has been detained but nothing has come to light. Although his colleagues have been interrogated, nothing conclusive has emerged. On the basis of primary information, it is suspected that he is not in Mumbai and may have fled to his native place. “We are trying to locate him through his cell phone, but his phone is switched off after the incident. We have registered a case against him under various sections of the IPC including breaking and entering,” added sources.

he Bangur Nagar police have arrested a small time actor in a hit-and-run case. The accused, Amir HanifVora, 32, had escaped after mowing down six people on the Malad Link Road last Sunday. According to the police,Vora was speeding on the Link Road when he lost control of the car and rammed it into six pedestrians after which he hit a divider. Of the six, a lady and her child received major injuries while the rest suffered minor injuries. Vora, out of fright did not stop at the spot but reversed and sped away. During the investigation,

According to the police, following a tip-off that a suspected member of an arm dealers gang would arrive in the Ostwal Nagri area of Nalasopara (East). A police team laid a trap on Friday evening and arrested the accused identified as- Om Chandra Gupta, who was carrying the illegal firearms and the cartridges. The investigating team suspect that Gupta, who is a resident of Nalasopara had come to supply the fire-arm to a local. Some people have taken recourse to social media to vent their spleen and drum up support, while others have organised small dharnas with others running to the press. Forum holds old-age home guilty

A South Mumbai Consumer Forum has directed a trust which runs an old-age home to pay legal costs to a man and also the refundable portion of the money he had paid, holding it guilty of providing deficient service. The man had alleged that the old-age home did not take adequate care of his 82-yearold father, an Alzheimer patient. Complainant Hemant Thakur admitted his father in Dignity Lifestyle Center here in February 2008, as he

and his wife could not attend to his father because of their professional compulsions, reports PTI. Thakur paid Rs 5.29 lakh for this. According to his complaint, he was told that Rs 4 lakh were refundable. But when he visited the Centre a few days later, he saw that his father was not getting proper medical care. The authorities promised to provide more attention. Thakur's father was hospitalised in June 2008 and he slipped into diabetic coma.

he Government Railway Police (GRP) has been partially helpless in handling the lawlessness and the misdemeanour of juveniles towards women who travel in the ladies special trains on the Western, Central and Harbour lines of the Suburban Railways. According to Rajendra Trivedi, Senior Police Police Inspector, Mumbai Central (Western), “Since most of the people who travel on ladies special trains are juveniles under the age group of 13 to 17 years, they cannot be punished severely. They are only let off with a warning”. He further added that 90 per cent of the women who face mischief by teenagers do not

report the matter to the GRP unless there are offences of eve-teasing, molestation or crimes such as chain snatching etc.” According to Trivedi, “The above 18 men who travel in ladies special trains and in ladies compartments are produced before the Railway Magistrate Court and are fined a penalty of Rs.1,000 under the Railways Act”. ll political parties which are participating in the state assembly elections are not likely to rely on local issues: they are likely to take up the poor performance of the Centre in order to make an impact in the voters. The issues that are going to figure in the 2014 Lok Sabha elections are likely to be the same in the state assembly elections. The Congress will be on the defensive in the five states where all election results will be announced two months hence. The Centre’s corrupt practices, its failure to stop economic show-down, the fast dwindling of the value of the rupee, price rises in all essential consumer items, will be some of the issues which will help the opposition parties to mount a strong attack. The Congress will have a hard time fending off attacks by the opposition parties. It has to rely on its food security and land requisition programmes to put up a poll fight. In Delhi, where the impact of the UPA government is felt more, the Congress defeat is certain. Will a single man who participated in the Nirbhaya protest and faced the brutal attack by the police, vote for the Congress? AAP chief Kejriwal perhaps has a better chance of winning in Delhi than the Congress. The prepoll opinion polls have stated that the BJP has a big chance in Delhi and also in all other states. The poll result will reflect voter perception with regard to the corrupt rule of the UPA at the Centre.

HE joke in the political circles is that they created the ordinance crisis so that Rahul Gandhi could resolve it at one stroke. Not unlike the hero in Bollywood movies of yore, who would send his flunkies to harass the woman he desires only for him to appear on the scene in the nick of time and rescue the dame in distress, the Gandhi scion aimed to burnish his credentials with the growing middle class. However, he seemed to have played his cards rather crudely. Not only because the timing was all wrong but the other side gave in without offering any resistance. At least, in the Hindi movies the villain lends some credence to his contrived act by exchanging a couple of blows with the hero before fleeing the scene. Here the entire ruling party and the government abjectly surrendered without even trying to explain its abominable decision, suggesting that it knew all along what it was doing was wrong, but, nonetheless, insisted on doing it so that the Crown Prince could come and shred its reputation to bits. Truly, the charade could have been better scripted. The usual suspects who do the nightly round of television studios pontificating over all and sundry matters seem to have most unthinkingly bought into the idea that the young Gandhi scion was motivated by idealism. Nothing could be farther from the truth. For there is nothing in his record to credit him with such lofty beliefs. Otherwise, would he have suffered in complete silence when the UPA government generated a series of scams, one bigger than the other? Or would he have kept his lips sealed when the stain of corruption reached closer home? Come on, if one swallow does not make a summer, a contrived, albeit brash and crude, intervention to bail out the government from a very tight corner, especially after President Pranab Mukherjee had made it plain that he did not intend to sign on the dotted line, does not make the Congress’s Number Two the new Mr Clean. Also, you will recall the woes of the original Mr Clean after Ottavio Quattrocchi was found raking in big bucks on the strength of his proximity to the Family? The point is that the bid to protect the seats of convicted netas had the approval of a vast section of the polity. Initially, even the BJP was vague on the issue, though to be fair, Arun Jaitley, the leader of the Opposition in the Rajya Sabha, had all along argued against nixing the apex court verdict both on moral and constitutional grounds. On the other hand, Sushma Swaraj, Jaitley’s counterpart in the Lok Sabha, had argued in the BJP parliamentary party meeting in mid-August in favour of the amendment. The matter had remained unresolved then. Also, at the end of the I-Day function at the Red Fort, Law Minister Kapil Sibal and Finance Minister P. Chidambaram had accosted Jaitley, broaching the subject of amendment of the Representation of the People Act to undo the SC verdict. Again, Jaitley is said to have pointed out why the amendment would not pass muster in the apex court because of its breach of the fundamental right to equality between convicted ‘netas’ and convicted private citizens keen on contesting parliamentary or State Assembly polls. At no stage during the interaction did Sibal mention a word about ordinance. The reason why he didn’t is easily explained. At that stage, he was confident that he would be able to get the requisite Bill passed in Parliament and made into law. Indeed, a couple of days later, at the instance of Jaitley, Sibal was in Swaraj’s room in Parliament. The three of them discussed the proposed amendment to the RP Act. While the Law Minister argued for the amendment, Jaitley made a strong case against it, saying how it would be rejected by the SC, and more im-

portantly, how the BJP’s middle class constituency would not allow them to support such a retrograde measure. Later, after the two Opposition leaders discussed the matter with L.K. Advani, the party duly veered round to the Jaitley point of view and decided to oppose the Bill aimed at nullifying the court order. Indeed, at the time of the introduction of the Bill in the Rajya Sabha, a BJP member opposed it, saying it was both unconstitutional and politically immoral. The government was forced to refer it to the standing committee. However, a couple of days before the monsoon session was due to end, Sibal was under pressure to push through the proposed amendment. The Law Minister spoke to Swaraj about extending the session for a day or two for the purpose, but this was not to be. The special CBI court was scheduled to pronounce judgment in the fodder scam case against Lalu Yadav on September 30. Sibal was now anxious to somehow try and protect his one-time patron who had first made him an MP. The ordinance was the handiwork of Sibal, though, to be fair, the entire brass of the Congress Party had duly endorsed it. The Cabinet put its dhobi mark and sent it up to the President for his pro forma signatures. The BJP protest delegation further strengthened Mukherjee’s hands who asked some tough questions of key ministers. The above

A MO — short for Narendra Modi — mania seems to have gotten hold of the people, especially the younger generation. After the Na MO shirts, there are now Na Mo computer applications, cell phones, NA Mo computer games, watches, etc. Even a movie based on his life might be in the offing, with the famous Bollywood actor Paresh Rawal, playing the role of Gujarat Chief Minister. Never before had the coming of a political leader evoked such popular hysteria as has the BJP’s prime ministerial candidate. Thanks to Modi, the coming parliamentary contest has acquired all the trappings of a US-style presidential poll, though the Congress’s putative challenger, Rahul Gandhi — Ra Ga to the abbreviation-loving social media community — is yet to pick up the gauntlet.

Your ‘feku’ is better than my ‘feku’

With all available indications suggesting that the ordinance was doomed, some smart aleck suggested to the Gandhi scion to try and make the best of a bad situation. The dramatic entry into a press conference and the rolling of the kurta sleeves before pronouncing the Cabinet’s twice-considered decision as ‘nonsense…’ was not an act of a man who ponders his decisions calmly before reaching sensible conclusions. It was a staged act which stunned the ruling coalition and left its reputation in tatters. Will any heads roll for the grotesque blunder which has further tarnished the image of the UPA? We doubt. Though if accountability were to prevail, at least Sibal should find himself ejected out from the Cabinet for seeking to push through such an abominable piece of legislation. Ashwani Kumar’s misdeed in trying to vet the CBI report into the Coalgate scam pales in comparison to Sibal’s blatant attempt to ride roughshod over public opinion. Always full of bluff and bluster, Sibal’s ministerial achievements are in inverse proportion to the high-decibel noise he makes about them.

The former Telecom Minister in the Vajpayee government, who had distanced himself from the party soon after it lost power, can now be seen on various television channels giving interviews and being identified as a BJP leader. In fact, when Narendra Modi was in Delhi to address the mammoth rally in Rohini, Shourie made it a point to meet him. In fact, Shourie it was who es-

On the day Narendra Modi addressed the rally in Delhi, full-sized flyers were inserted in morning papers, calling the Gujarat Chief Minister a ‘feku.’ The Delhi Chief Minister, these flyers claimed, had done much better than the Gujarat CM, though the latter only made tall claims. But a cursory examination of Sheila Dikshit’s record would prove otherwise. She makes tall claims about her so-called achievements, though if the credit is due to anyone it is to the people of Delhi who have filled the Delhi government coffers to the brim in recent years by way of taxes on most spending and sundry items. Even after making due allowance for the usual leakages into private pockets, a lot of it has had to be necessarily spent on building roads, flyovers, schools, etc. But notwithstanding tall claims, the state of the Delhi schools is in a shambles, there being no water in a number of them, some even do not have proper toilets. Corruption remains undiminished, as tellingly borne out by the case of the private bus on which Nirbhay was gang-raped on December 16 last year. And do not forget that the money spent on the Commonwealth Games by the Delhi government had far exceeded that which was available to Suresh Kalmadi. Tens of crores ostensibly spent on flowers and flower-pots by the Delhi government had vanished into thin air. And that is only one example of waste and theft of funds. But what takes the cake, and qualifies Dikshit herself to be a ‘feku’ in her own right, is the claim that she introduced CNG buses and three-wheelers in the capital. She did not. The Supreme Court did. In fact, the Delhi government filed an affidavit in the apex court aggressively challenging the move to replace diesel with CNG for running local buses. It was the court which rejected the Delhi government plea, ordering it to switch to CNG for running public transport.

hile the Mumbai University (MU) is stepping ahead for a revision of syllabus and academics in the various streams it offers, the varsity has stated that it will not permit any more colleges for the traditional courses. Keeping in mind the employment and innovation of courses, MU is on the run to hunt new, creative, innovative and extraordinary courses. At present, the varsity has 863 affiliated colleges, amongst which 475 offer the traditional courses of commerce, arts and science. The academic council of the varsity had conducted a statistics of the colleges offering traditional courses; based on which the idea was proposed. Dr. Madhu Nair, Dean of Commerce, MU, said, “The academic council had conducted a statistics for the colleges offering traditional courses. It stated that the number of students pursuing traditional courses had fallen down. It also stated that

there are adequate colleges offering traditional courses, and new colleges are not needed for the same. There is a need for management, business and employment oriented courses which will give a platform and generate employment to a student. Considering these factors, the proposal has been put forward to the senate members”. Keeping in mind the necessity of jobs and the need for innovation of courses, the varsity has asked the academic council members, senate members and its faculties to hunt for innovative and creative courses which can produce employment, upgrade studies and bring in various courses from all the existing fields. Even though consumer spending has declined significantly over the past few quarters, the mid-caps have shown resilience and posted relatively lower moderation in growth than large-cap companies. “This resilience gives us confidence in their long-term growth prospects. The mid-cap companies are trading at a oneyear forward P/E of 12.8x, broadly in line with its three-year median of 13.1x. We believe that there is scope for further upside as their current valuations suggest a discount of 55% to large-caps. Considering their healthy growth prospects and strong fundamentals, we believe that current valuation discount should narrow� says CRISIL Research, Over the past few quarters, consumer spending has declined significantly – growth of private household consumption expenditure dipped to a five-year low of 1.6% in Q1FY14. Persistently weak economic activity, as indicated by weak IIP data, and high

inflation are responsible for the moderation in consumer demand. As per CRISIL Research, the decline in spending is more severe in urban than in rural India. Going ahead, it expects rural consumption to improve following good monsoons coupled with government spending in social benefit programs; urban spending is expected to remain weak. Due to the weak consumer spending, growth in the consumer space has moderated from 24% in Q1FY12 and 20% in Q1FY13 to 13% in Q1FY14. The moderation is more apparent in large consumer companies as average growth in large consumer discretionary group and consumer staples has moderated from 25% in Q1FY13 to 14% in Q1FY14 and from 18% in Q1FY13 to 12% in Q1FY14, respectively. In contrast, the mid-cap consumer group has witnessed relatively lower moderation in growth – from 23% in Q1FY13 to 19% in Q4FY13, which again improved to 21% in Q1FY14. Crisil attributes this resilience to their strong market position, attractive market opportunity and shift from the unorganised to organised segment in their respective industries. Our belief draws strength from fundamentally strong companies such as TTK Prestige Ltd and Page Industries Ltd whose valuation multiples have expanded significantly from 5x and 15x, respectively, to 25x levels for both. Gold may already be in just such a period now, with uncertainties over the U.S. government’s budget, credit limit and possible default on its debt payments, continuing expenses in monthly stimulus, and newly added expenses by the Obama government. With the first federal government shutdown in 17 years in US, the situation is potent to propel gold prices sky high.

“Gold Prices may appreciate internationally due to two reasons; one is the US shutdown and second is postponement of QE by the US government,â€? says C P Krishnan, Whole Time Director, Geojit Comtrade Ltd. “If the shutdown continues till the end of third week of this month, then we may see price appreciation of 4-5% internationally by end of this month,â€? he says. Krishnan feels that gold may reach the level of $1382 per ounce. “If this level is breeched then we may see gold at $1420 level,â€? he adds. Most experts are in favor of a rising gold price. Since gold is priced in USD, anything affecting the future value of the dollar is worth noting. According to them there are four critical parameters that could trigger a significant opportunity for the gold rise. First is the US government shutdown: the federal government has trimmed its operations to the bare essentials. Also the Dollar index traded weak and ended in its fifth weekly loss consecutively. As the U.S. government began a partial shutdown last Tuesday for the first time in 17 years, potentially putting up to 1 million workers on unpaid leave, which helped Rupee to trade strong against the mighty. Pivot Point for the Pair is at 62.51 and refer table for Support and Resistance levels. US Economic data last week continued to support the case for modest economic growth in the third quarter. The third release of the second quarter GDP was unchanged from the second release. On the consumer front, personal income and consumption activity rose in August, suggesting further modest growth in consumer spending for the third quarter. Manufacturing sector indicators pointed toward slightly stronger industrial sector activity while housing market data continued to show signs of recovery, but at a somewhat slower pace than previously. Personal income rose 0.4% in August after increasing 0.2% in July. Personal spending activity remained modest, rising 0.3%. The sav-

ing rate edged higher to 4.6%, the first increase since May. Durable goods orders rose a slight 0.1% in August after a larger-than-expected drop in July. Core capital goods orders were also weaker than expected for the month. New home sales rebounded in August, rising 7.9% to a 421,000-unit pace. Although inventories

remain tight, overall levels rose 3.6%. Ongoing debt ceiling stalemate and poor services ISM data sent stocks lower although losses were pared later in the day. House speaker John Boehner was reported to have told other Republican policymakers that he would avoid a Federal default. Meanwhile, several Fed presidents talked about the impacts of the shutdown. Wall Street fell with both the DJIA and the S&P 500 losing -0.90% during the day. In the commodity sector, the front-month contract for WTI crude oil retreated -0.76% while Brent crude contract fell -0.17%.

Sebi Allows Transaction In MF Schemes Via Stock Exchanges MF AUM Slips By 4.5% In the September Quarter The Indian mutual fund industry witnessed investors pulling out their funds from the market. Some of the reasons are volatility in stock market, debt market, Rupee and RBI’s unexpected rate hike. All major asset management companies (AMCs) witnessed a decline in their assets under management (AUM) for the quarter ended September as against that in June. The average AUM for the industry declined by 4.5% in the September quarter to Rs. 8,14,026 crore from Rs. 8,52,662 crore in the quarter ended June. Strong redemption from debt schemes was witnessed in July following RBI’s measures to tighten liquidity and raising the short term rates. Among the top 10 fund houses in terms of AUM, ICICI Prudential MF, UTI, Kotak Mahindra and DSP BlackRock saw large outflows, while Franklin Templeton and IDFC saw an increase of 4.7% and 1.5% respectively.

n an excellent move last week, Sebi allowed MF distributors to use the infrastructure of stock exchanges for purchase and redemption of mutual fund units directly from Assets Management Companies on behalf of their clients. This would be in addition to the existing channels of mutual fund distribution. The move is aimed at leveraging the stock exchange platform, which would eventually help MF distributors to improve their reach. “It has been decided to allow MF distributors to use recognised stock exchanges’ infrastructure to purchase and redeem mutual fund units directly from Mutual Fund/AMCs on behalf of their clients,” Sebi said in a circular. At present, this facility is available for stock brokers and clearing members only. However, Sebi said only a MF distributor registered with Amfi (Association of Mutual Funds in India) and who has been permitted by the stock exchange concerned would be eligible for this purpose. The stock exchange would grant permission on a request made by a Amfi registered MF distributor on the basis of criteria including fee and code of conduct among others as laid down by it. Sebi said that MF distributors would not handle payout and pay in of funds as well as units

on behalf of investor.“The stock exchange shall put necessary system in place to ensure that pay in will be directly received by recognised Clearing Corporation and payout will be directly made to investor account,” the regulator said. In the same manner, units shall be credited

and debited directly from the demat account of investors, it added. Sebi has asked stock exchanges, clearing corporations and depositories to provide detailed operating guidelines for MF distributor to facilitate this new norms.

Chidambaram Turns Bullish

e has suddenly got confident and bullish. Asserting that the government has the capacity to overcome “this period of stress”, Finance Minister Chidambaram on Saturday said the current account deficit will be contained below USD 70 billion this fiscal. “Last year I was told by pundits, analysts and rating agencies and all the wise people who appear on televisions every day that we cannot contain the fiscal deficit. I’m happy that we were able to surprise them; ....We are told that the government cannot contain the current account deficit, I said last year we had the deficit of USD 88 billion, this year I’m betting at USD 70 billion, and I will contain it below 70 billion,” he said at a State Bank of Mysore event here.

here are expectations that the global economic recovery led by Europe and US is underway. Indications are that emerging markets are also expected to benefit from the recovery as it is believed that liquidity will stay in abundance. Meanwhile, the MSCI emerging market index has risen nearly 5% in the last 3 months. The prospects of recovery in Europe, the continuation of the QE programmes by the US Federal Reserve is likely to drive growth in many parts of the world and also Japan is determined to ramp up activity in its economy with its own ambitious monetary policy regime. The recent outflows from emerging markets are likely to prove temporary. On the Indian front the outlook on various parameters are looking better. The twin deficits, the current account deficit and the fiscal deficits are being addressed. The Finance Ministry has reiterated that the government will not breach its fiscal target of 4.8% of GDP for the current fiscal and it will be able to finance the current account deficit (CAD) comfortably. The CAD in the quarter ended June was 4.9% of GDP and much higher than 3.7% in the previous quarter. Tight controls over gold imports by the

Reserve Bank of India seem to be yielding results, Imports of gold for the quarter ended September fell by over 77% in value and 28% in volume according to finance ministry data. At 12-15 tonnes, the imports in September are estimated to be much lower than the same month last year than in the same period last year. The overall import bill for July – September quarter on account of gold would be $2.7 billion as against $11.9 billion in the same period last year. That should help to keep the current account deficit under control. The trade deficit narrowed in August to a five month low of $10.9 billion. Thus the CAD is expected to be contained at $70 billion, (3.7% of GDP). With the measures announced by the finance minister on August 12 to compress gold, it is estimated that gold imports could be restricted to about 800 tonnes and substantial gains could accrue in the next nine months. In the June quarter, gross domestic product grew at 4.4% the weakest quarterly pace in four years. However, economic affairs secretary is of the view that the worst is behind the Indian economy and economic growth would rebound marginally in the fiscal second quarter ended September. There are indications that the Q2 GDP (gross domestic product) growth should be better than the first quarter. Growth appears to be clawing back with the economic environment now conducive to growth and growth in the financial year is expected to more than 5%. Growth in the second quarter is expected to outpace that in the first quarter with industrial production improving, a rise in electricity, construction and coal output and an increase in sown area by 9.1%. The July factory output measured in terms of Index of industrial production (IIP), rose by

2.6% after two consecutive months of contraction because a significant rise in manufacturing activities. While the current account deficit was 4.9% of GDP in the first quarter, fiscal deficit was almost three fourths of the budget target in the first five months of the fiscal. The higher fiscal deficit was to an extent deliberate as the government had speeded plan spending in the early months to support welfare schemes. The total plan expenditure at the end of August was 33% of the budget estimate compared to 28.4% at the same time last year. Revenue collections tends to pick up pace in the second half of the year and to that extent fiscal deficit is higher in the first half. Also, the government has already completed two thirds of its borrowings pegged at Rs 3.44 lakh crore and would not borrow more than the budgeted Rs 2.25 crore in the second half of the fiscal. . On the expenditure side, total expenditure in the first five months of the fiscal (April-August) is 39.8% of the full year budget estimate against 37.9% during the same period a year ago. Bank credit to large and mid-sized companies increased in the five months until 23rd August and it is attributed to the increased credit flow to money being drawn to meet cost escalation in delayed projects. According to the Reserve Bank of India, loan growth to medium sized companies grew 8% between 23rd March and 23rd August compared to 0.4% in the corresponding period last year. For large companies, loan growth in the period was 4.5% against 2.6% last year. The revival is also visible in the fund starved infrastructure sector too, where bank loans grew by 7.5% against 3.8% last year. There are a lot of projects that got delayed which are slowly coming to the implementation stage and they are drawing money. The

sharp depreciation in the rupee contributed to the rise in domestic loan growth. A falling rupee has made foreign currency borrowing expensive for companies and many of them have turned to local avenues for raising money. The UPA Government has been struggling to revive the industrial activity by unlocking the policy logjam holding up projects. A Cabinet

Committee on investment (CCI) has been set to get stalled projects off the ground. CCI has cleared 36 projects envisaging an investment of Rs 1.83 lakh crores. These projects include 18 power projects with an investment of Rs 83,772 crore and 9 other infrastructure projects with a total outlay of Rs 14,084 crores. The auto sector is also showing slight signs of recovery. In the four wheeler and

two wheeler segment the news has been good with Maruti Suzuki India and Hero Motor Corp, the country’s largest automobile manufacturers in the passenger car and two wheeler segment respectively posting better than expected sales numbers in September raising hopes of a pick-up in the festive session. For Maruti Suzuki, exports did the trick. While domestic sales were up 1.8% to 90,399 units last month, exports surged 180% to 14,565 units. The strong rebound in shipments abroad raised the total sales of the company up 11.7% to 104,964 units. Even conceding that last September exports were hit by labour unrest, the sales are still 50% more than the company’s average exports of 10,000 vehicles a month. Sales of two wheelers were up for the second month hinting at improvement in rural consumer sentiment. while the wholesale numbers for Hero Corp increased 15.8% to 468670 units in September, rival Honda Motorcycle and Scooters India saw record off take of 3,28,965 units, up 35%. The forthcoming general elections, good monsoons and a higher rural demand as well as festive demand are expected to provide automobile companies a break from the continual demand drop in the past months The international Monetary Fund (IMF) projects growth of more than 5% for the Indian economy in 2013 which is still above most developed countries. Foreign investors purchased Rs 12,000 crore worth of stocks in September after selling more than Rs 20,000 crore in the three months ended August, Thus in summary most of the data points are indicating that the worst appears to be behind us, though these are early days and stock markets are known to discount the future much ahead.

Brands which encourage leisure activities and provide an atmosphere which is able to soothe the senses and relax the mind and ease the body are going to

be preferred more and more by today’s Indian consumers. Brand Leisure to my mind is going to be one of the most lucrative and fast growth market opportunities in today’s India. What are the segments, which constitute the brand leisure market? To my mind, to look at the five senses makes the most sense, while analyzing the brand leisure market. Two of the senses that are sight and sound – to see and to hear – could be a large constituent of the brand leisure market. Whether going to a multiplex and enjoying a movie or using your leisure time to watch your favorite show on the television could be great opportunities of making your brand provide leisure to consumers who can then be relaxed and rejuvenated after that piece of activity or shall I call it inactivity. his time around, the festive season and the earnings season for Q2 earnings will more or less coincide. The question is – will one or the other bring cheer and end on a happy note on November 3rd, which is Diwali and the beginning of the Samvat or Hindu New Year, for both the markets and the companies who are slated to declare results from this week onwards? IT bellwethers Infosys, TCS, Wipro, HCL Tech and Tech Mahindra would possibly meet investor expectations by delivering a solid set of results, both in terms of revenues and profits, due to depreciation of the rupee. However, a prolonged US shutdown could cast a shadow on these companies’ stocks postresults, which could be a good time to accumulate these stocks for the medium to long-term. Will the good monsoon reflect in some of the earnings? Yes, it would be, in case of two-wheeler majors like Bajaj Auto and Hero Motocorp to some extent, and hopes of better sales extending into Q3. Companies like M&M would hold out due to better tractor sales, despite lower auto numbers. Tractor sales are expected to remain good in Q3.

Analysts would also watch out for consumer spending in the ensuing festive season. Sales of consumer durables, Autos (4-wheelers would be under close watch), Gold jewellery (related stocks TBZ, Titan, etc. would be watched by analysts), eateries like Jubilant Foodworks, Speciality Restaurants and also foodrelated companies like Tata Global Beverages, all in their expansion phase are considered good bets by brokerages. A kind of interest subvention announced by the Finance Minister for PSU Banks, who will lend at discounted interest rates to consumers buying autos, consumer goods, etc., is expected to ‘pump prime’ the investment cycle in these sectors. This is being regarded as a fresh stimulus package by the Government. It is expected to provide some forward momentum to the sagging growth. Overall, investors need to be cautious and invest in soundly managed companies, with a reasonable earnings visibility. It is best to avoid the Pharma sector, which is under a regulating cloud from the US, its biggest market. If one has to buy into this sector, only 2 or 3 stocks come to mind like Lupin, Sun Pharma and Glenmark, in the midcap space. These too should be bought on dips. The US shutdown needs to be watched carefully. And so does the QE3 tapering, because any prolonged shutdown would impact not only the US economy, but also the global economy, which could lead to further volatility in the markets. Also, the mention of QE3 getting delayed or on time, tends to have kneejerk reactions from the Indian stock markets. This columnist wishes all readers a very Happy Navratri & a Happy Dussehra!

Markets Positively Biased NSE India : CNX Nifty — Daily Market Report for: Monday (October 7, 2013) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty fell marginally on Friday (October 04, 2013) a net 2.40 points (0.04%) and closed at the 5907 point level. The market opened down at the 5891 points level. It then rose sharply into the green and turned into a range bound movement until 10.33 a.m. The index then declined sharply into the red and registered the day’s low at the 5885 points level at 10.46 a.m. It then bounced back into the green and turned into a range bound movement until 2.00 p.m. The index then rose further and registered the day’s high at the 5950 points level at 2.13 p.m. It then declined and turned into a range bound movement to close the day on a flat note. The Nifty witness a volatile session and moved in a range of 65 points level. Sentiment was bearish and amongst the 50 Nifty stocks 30 were losers, 19 were gainers and 1 remained unchanged. Buying was seen in realty, auto, metal, oil & gas, consumer durables and FMCG stocks, while selling was seen in power, capital goods, banking, IT, technology and healthcare stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 3.68%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was neutral. Amongst all the traded stocks, 657 were gainers, 697 were losers and 57 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the neutral zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI is above the 40 level and is now turned flat (positive if it rises).

MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is below its 9-day Average (negative).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias.

Support Levels: For short-term traders the immediate main support is at the 5692 points level. The next support is at the 5561 points level. Resistance Levels: The immediate main resistance is at the 6123 points level. The next resistance is at the 6223 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 5914 (This is the level where the trend is likely to change during intra-day). Support (1) = 5878. Support (2) = 5849. Resistance (1) = 5944. Resistance (2) = 5980.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a doji pattern. This indicates indecisiveness amongst investors. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is above the 5, 15, 25 and 20 0 days movi ng averag es and all the four ave rag es are rising. Fur ther, the veloci ty parameters to o indicate strength. Both these indicate a positive bias. Investors are advised to hold long positions but with a strict stop loss at the 200-day average at the 5840 point’s level.

New roles assigned to the members would unleash their strength in respective profiles. We continue to maintain “BUY” rating. Mr. Shaji Farooq – Global Head of BFSI: Mr. Shaji Farooq will takeover the role of Global Head of BFSI from Mr. Soumitro Ghosh. He is currently leading Wipro’s Advanced Technologies Service Line and go-to-market transformation strategy. A Stern (NYU) MBA was heading BFSI division of Infosys in North America before joining Wipro in August 2012. Valuation and Recommendation – Retain ‘BUY’ with target price of Rs600: We see this as the last leg of restructuring for the company. The company has managed to turn the tide and started to see some initial signs of success with key few deal wins. We expect revenue momentum to get stronger in FY15.

JLR’s Sep-13 retail sales volume in the US came in at 4,700 units; up 1% YoY. Volumes of other luxury OEMs have grown in the 6-8% range. We note that JLR’s growth was impacted by 21% decline in RR Sport volumes possibly due to the impending launch of new model. Further, there were two selling days fewer in September this year which would have impacted growth by around 8% for all players Jaguar volumes have increased by 31% yoy helped by the launch of new Jaguar F-Type and strong growth in XF models. Land Rover volumes declined by 7% led by 1) 21% decline in RR Sport volumes and 2) double-digit volume decline in Freelander and Discovery volumes. Range Rover and Evoque volumes increased by 20% plus in Sep-13. Valuation Methodology We value TTMT on a sum-of-the-parts methodology to arrive at our TP of INR 391/sh. We value JLR at INR319.3/sh, based on 3.5x FY15F normalized EBITDA. We deduct the value of the unfunded pension liability of GBP657mn (~INR19/sh) to arrive at JLR’s valuation. We value the standalone business at INR4.7/sh based on 0.5x FY15F sales. The multiple is in line with the trough multiple of the company in previous downcycles (2001-03) and current trading multiple of Ashok Leyland (AL IN, Neutral) of 0.5x 1-yr fwd EV/Sales. We value other investments at INR44/sh. We have rolled forward our target price to Sep-14.

SHAREKHAN CALLS A ‘BUY’ ON BANK OF BARODA CMP: Rs. 520

We interacted with the management of Bank of Baroda (BOB) to get an outlook on the asset quality and the impact on the net interest margins (NIMs) in the light of hardening of the interest rates. The key positive takeaways include (a) the domestic NIMs may improve to ~3% led by the reduction in the high cost bulk deposits; (b) slippages may remain closer to Q1FY2014 levels (ie ~Rs2,000 crore) in Q2FY2014 and would taper from H2; and (c) limited impact on investment book due to leeway given by the Reserve Bank of India (RBI; ie transfer from available for sale [AFS] to held to maturity [HTM] based on yields in July 15). On the flip side, the restructuring pipeline is still concerning and the restructured loans will continue to mount over the next couple of quarters. After the interaction, we have trimmed our estimates for FY2014 and FY2015 to factor a 10-15basis-point impact on the NIMs. Consequently, the return on asset (ROA) is expected to decline to 0.75% in FY2015 from 0.9% in FY2013. We have revised our price target to Rs600 (0.8 x FY2015 adjusted book value) in line with our revised estimates. Though we have a negative outlook on the public sector undertaking (PSU) banks, we prefer BOB due to its relatively better asset quality, healthy capitalisation and reasonable valuations. Pre Existing Illnesses However, there are many plans which cover pre-existing diseases and the same is covered after a certain waiting period. Most insurers which do cover pre existing diseases have a waiting period for 3-4 years. However, it is still worth taking the plan, since you would get coverage for all other ailments other than preexisting conditions from day 1. The concept of insurance is that it covers unknown risks and not known ones. However, it will still cover all your ailments after the cer-

SURRENDER VALUE If the policy holder wants to surrender the policy before completing 5 years, then the insurance cover will cease and the Fund Value net of any discontinuance charge, if at least 5 years’ premiums have not been paid, will be transferred to the Discontinued Policy Fund. The Discontinued Policy Fund will earn a minimum guaranteed interest rate of 3.5% p.a. and the proceeds from this will be payable after the fifth policy anniversary. In case of death of the Life Assured during this period, only the accumulated fund value will be payable to the nominee. If the policyholder surrenders the policy after completion of 5 policy years, then there is no Surrender/Discontinuance Charges and the Fund Value is paid to the policy holder and the policy will terminate immediately.

Ministers ‘overstay’ despite SC guidelines

According to the information revealed, there are in all 36 former Union ministers who continue to live comfortably in ministerial accommodation even after relinquishing their offices had been overstaying their occupancy in government accommodations. While the houses were allotted to them in the capacity of members of Vidhan Sabha or state council of ministers, they continued to occupy these even after their stints were over. To keep them in check, a few months back, the Supreme Court had drafted the guidelines to keep a eye on ministers overstaying in official houses. Lamenting the reluctance of government employees, ministers, MPs and other high dignitaries to vacate the public premises after their retirement or after demitting offices, the Supreme Court had, in July, issued a list of guidelines to ensure the problem of government employees overstaying is curbed and those eligible get accommodation on time. A Bench of Justices P Sathasivam and Ranjan Gogoi had laid down a set of 20 guidelines, detailing the procedure to be followed for different classes of people overstaying in government accommodations. The bench had then asked the Central, State and Union Territory governments to follow them. Dictating a time-frame for the vacation of premises, the court said that judges of any forum shall vacate their official residences within a period of one month from the date of superannuation or retirement and this period could be extended by

t seems like it will be long before politicians get a break from all the drama associated. After the entire fiasco concerning the Ordinance and the Bill that allowed convicted parliamentarians to stay in office, Rashtriya Janata Dal chief Lalu Prasad Yadav’s conviction by the Central Bureau of Investigation (CBI) court followed by a jail term, now there’s more information revealed by an RTI application filed by activist Subhash Agarwal. According to the information revealed, there are in all 36 former Union ministers who continue to live comfortably in ministerial accommodation even after relinquishing their offices. Those who have been listed as unauthorised occupants include Congress politicians like Mukul Wasnik, Ambika Soni, Ajay Maken, Subodh Kant Sahay, Saifuddin Soz, C P Joshi, Pawan Bansal and S M Krishna. BJP leaders in the list include L K Advani, Arun Jaitley, Sushma Swaraj, M Venkaiah Naidu and Ravi Shankar Prasad. From DMK, it was Dayanidhi Maran, M K Alagiri and T R Baalu; RJD’s Raghuvansh Prasad Singh and Trinamool Congress’s Saugata Ray and C M Jatua too named in the list made by urban development ministry. Out of the lot, BJP’s Ravi Shankar Prasad came forward just a couple of days back and said the information provided by the Urban Development Ministry about him was incorrect. He was reported to saying that the bungalow he is staying in has been authorised to him by the House Committee of the Rajya Sabha. “The inclusion of my name is factually incorrect and based on insufficient information. I was allotted a Type VII bungalow in my capacity as minister. However, after I demitted office, the bungalow was reverted to the Rajya Sabha pool…I am in the third term as Rajya Sabha member. “Besides being a former Union Minister, I am the Deputy Leader of my party in the Rajya Sabha and as per proper entitlement, the bungalow has been allotted to me by the House Committee of the Rajya Sabha from its own pool where I continue at present. Obviously the RTI information about me is not correct,” he said. This is not the first time ministers and Members of Parliament have been accused of overstaying their welcome in a government-allotted home. In the beginning of this year, an application was filed with the department of general administration in Orissa government under the Right to Information Act looking for details of those officers and MLAs who have overstayed their occupancy in the government houses. another month after recording sufficient reasons. “Since allotment of government accommodation is a privilege given to the ministers and MPs, the matter of unauthorised retention should be intimated to the Speaker

or Chairman of the House and action should be initiated by the House Committee for the breach of the privileges which a Member / Minister enjoys. Appropriate Committee should recommend to the Speaker / Chairman for taking appropriate action / eviction within a time-bound period,” the court had said. Laying down a detailed system, the court had said the Director of Estates shall issue a notice three months prior to his retirement and the employer-department will be liable to serve it. The court had also directed that the order of eviction should be passed preferably within a period of 15 days after the allottees have been given an opportunity of being heard. For any extension of stay, the employer-department will need to issue a genuineness certificate and in no case, more than two months can be granted. But, despite the court order, recent information offered by the urban development ministry suggests that neither the state nor Centre has been following directions. Over the years, government of different states have cracked down on such ministers over staying in official accommodations, but such things happens very rarely and the ministers are quick to forget such crackdown and go back to their old ways and live comfortably in plush government home illegally. Reportedly, a ministerial bunga-

low stands in the midst of a 2.5-3 acre plot with well-maintained lawns, a covered area of anything between 4,000 and 6,000 sq.ft., three to four bedrooms, a study and vast drawing and dining rooms and elaborate servant quarters. Most minsters find it difficult to give up such luxury, no matter how rich they are. Earlier, in April this year, India’s richest woman, Savitri Jindal, reportedly vacated the government house allotted to her in Chandigarh. Mother of businessman and MP Naveen Jindal, Savitri was slapped a total penal rent of Rs 43 lakhs for the unauthorised occupation of government accommodation. The Supreme Court’s remark, “There are cases where the occupants are so affluent that they are willing to pay the penal/market rent and continue to occupy government quarters especially in metropolitan cities where such government quarters are a luxury situated in several acres of land within the heart of the city,” doesn’t seem off the mark. But, even with the SC guidelines in place the ministers continue to live in the government houses unabated, clearly suggesting that respecting the judicial system or the law itself, is not something they are familiar with. I

NSTEAD of co-operation, the Government has created competition between the Central Bureau of Investigation (CBI) and the Intelligence Bureau (IB). In the process, the IB has had to stand up to the challenge. And that is why there is anger against the Government amongst the IB officers and functionaries. At present, the IB is not sharing information on internal security directly with the Ministry of Home Affairs or the State Governments; neither is it extending its co-operation to the State Governments in any terrorism operation. The IB chief Asif Ibrahim has already brought to the notice of the Prime Minister and the Home Minister that even after giving correct information about Naxalites and terrorists, people in the IB are blamed to the extent of almost being arrested. In such a situation, the morale of the officers of the Intelligence Bureau is sapped. As a result, apprising and briefing the Prime Minister daily about the situation of the country by the Director of the Information Bureau (DIB) has become just a formality. Obviously, this situation is very dangerous for the country. The country is in danger, but even then the stance and attitude of the CBI working for the Manmohan Singh Government has not changed. In Gujarat, in the

Ishrat Jahan and Sadiq Jamal alleged fake encounters, the IB was already annoyed with the Prime Minister and the Ministry of Home Affairs over Rajendra Kumar, the IB Special Director being made an accused. But when the CBI, while interrogating Rajendra Kumar, recently retired Special Director of the IB, obtained the IB encrypting code, complete information about the diplomatic language manual of the IB, and noted his statement under Section 161 of the CRPC, the officials of the IB, albeit in a suppressed manner, adopted a rebellious attitude. The Ishrat Jahan encounter trial has started in Ahmedabad where a special CBI court has committed the case to the session court. Information registered under Section 161 of the CRPC means that now Rajendra Kumar will have to give his statement regarding the case in the court and any citizen of the country can easily obtain information about these matters linked with the country’s internal security by filing an RTI application. For example, in Gujarat till now, what was the information supplied from the field by informers, how much were they paid in lieu of the information, in what way and in whose favour this information was used, how the IB functions and how does the network of IB informers operate and function, how are informers recruited and

how much money exists in secret funds as well as how much IB pays its informers and how much money does it takes from the Government to pay its informers. This step of the CBI has been indigestible and loathsome for the IB. Officials of the IB say that this act in the name of investigations will put the lives of those informers who have provided the IB with excellent inquiry results not only from the State of Gujarat but in other important cases too in danger. The is because when the CBI has decoded the encrypted code of the IB and included it in the documents submitted to court, it is obvious that during the course of the hearing, the informers who had provided information to the IB about the intentions of Ishrat Jahan and her companions will be called to the witness box in court to give evidence as witnesses. In such a situation, the image and identification of the informers will become public, and these informers will certainly be in danger, and subsequently other informers too will not be prepared to gather or provide secret information to the IB or other security agencies. This could prove to be fatal for our country. But look at the irony – that without thinking of the ill effects, instead of collecting information and carrying on with the investigation of cases, two agencies are preparing a dossier of reports against each

others officers! Both the agencies, instead of fighting against the enemies of the country are fighting a war against each other. These days, the internal security of the Ministry of Home Affairs (IS 1 and IS 2), the officers of the Naxal Management Division and the Jammu and Kashmir Division are not getting any help from the IB other than feedback. Earlier, officers and functionaries of the IB provided not only solid news about terrorists and Naxalites and their identities, their activities and bases, but also helped in getting them arrested. On the surface however, the wrangling and squabbling between CBI and IB seems to have subsided. News of this trend has been written about in newspapers too, but it is not so. A senior official in the Prime Minister’s Office reveals that neither the PMO nor the Ministry of Home Affairs have received the IB’s intelligence report for the last two months even though it is the job of the IB to prepare and submit daily an intelligence report based on countrywide happenings. In addition, the IB is supposed to send a daily intelligence report to the PMO about disorder, unrest and conspiracies for terrorist attacks in the entire country. On the basis of these reports, the PMO and the Home Ministry brief State Governments and security agencies to be vigilant and take essential precautionary measures.

HE Muzaffarnagar riots offer quite a few lessons. At first it was being said that the riots of Muzaffarnagar took place without any economic reason. It was also said that the Muzaffarnagar riots spread so much because of administrative negligence. It was said too that hardline Hindutva was stronger here, which is why the riots took place. Out of the people who did the most reporting of riots in this country, M. J. Akbar is still alive today. Udayan

Sharma left from our midst. He had expertise in reporting on riots and he viewed riots with a meticulous eye and separated each layer. I also have some experience of reporting on riots. I believe that the riots of Muzaffarnagar were not reported properly in the country. Our media–both print and television – went and stopped at a hotel in Muzaffarnagar. The Govt. provided them facilities and they sat in Muzaffarnagar and reported on the riots. Curfew had been imposed in the town and the media was reporting on the curfew. They were showing the deserted streets and the closed shops. But the Muzaffarnagar riots were not riots in a town. They were village riots and our expert colleagues did not go the villages. It is this that I regret the most. An investigation of the riots in the villages of Muzaffarnagar reveals that the whole area is re-

plete with two mutually antagonistic types of characters. In this entire area, the influence of the Bharatiya Janata Party is less, but that of the Arya Samaj is much more. When the Arya Samaj turned into an orthodox Hindutva organisation, the people of the Arya Samaj themselves don’t know. In the last three months, Muslims who wore their pyjamas high, sported long beards and wore a cap, selectively became victims of barbed comments and at some places became victims of attacks from people. At stations or in trains, attempts to forcefully harass Muslims with beards and caps had increased to quite an extent. All this information was with the district administration. It is not clear whether the district administration sent this information to its senior officers at the State level. But such incidents were happening not only in Muzaffarnagar but also in other

surrounding districts –Saharanpur, Meerut, Shamli and Baghpat. We were looking at these things over the last four months, which the Uttar Pradesh Govt. has not been able to see till today. We had written in this newspaper with courage that the riots would happen and this newspaper went to the ministers and officials of UP, who mocked our assessment. Today, when this assessment stands before them in its naked form, they have no place to hide their faces. The Chief Minister of Uttar Pradesh, Ministers and officials should stop the forces which have taken a vow to destroy the peace and tranquility of Uttar Pradesh and it will not be difficult to identify them. My humble submission to Akhilesh Yadav is that there is still time. Prove yourself and re-establish the faith of the people of the country in the youth, especially in a youthful Chief Minister.

THE appointment of the Chairman of the Railway Board has been hanging fire for some time now. Now, a further twist has been added to the proceedings as R.S. Virdi, one of the contenders for the post, has been indicted by the Central Vigilance Commission (CVC) in a 10-year old case involving the procurement of perfume dispensers. With Virdi’s chance at the position now practically ended, sources say that acting Chairman of the Board Arunendra Kumar could well be the main contender. Some say that Radhey Shyam, General Manager of the Kolkata Metro, may well be the proverbial dark horse as his name has been cleared by the CVC. Virdi, who is claiming that the old case was ‘deliberately’ dug up to scuttle his chances, approached Railway Minister Mallikaarjun Kharge to intervene in the matter, but his efforts have not been successful. An almost similar situation has arisen at the Shipping Corporation of India (SCI), where one of the contenders shortlisted for the Chairman and MD of the company is under the Central Bureau of Investigation’s scanner for alleged involvement in the LTC scam. SCI has been without a head since January and can lose its ‘Navratna’ status owing to the losses the company posted for two consecutive years.

Coming clean publicly

A TRANSPARENT bureaucracy is so obviously an oxymoron that when a babu actually dares to strike a different note, it becomes newsworthy. One such instance was noted in Karnataka last week. Rural Development Commissioner Munish Moudgil who is in charge of implementing the Mahatma Gandhi National Rural Employment Guarantee Scheme in the state, announced publicly that he would provide daily reports to the public on the progress in the Centre-sponsored scheme. Is this mere bravado? But sources say that Moudgil, so far, has kept his promise to the media. Moudgil is not only posting information in public domain but has also set up a toll-free number for callers to seek info, apply for new jobs or make a complaint. All this is rather refreshing to hear, for all those who often despair of the system. Hopefully, Moudgil’s example will inspire other babus to follow suit … or is this too far-fetched a notion?

Court rebukes babus

A RETIRED IAS officer from Karnataka Shamim Banu is in judicial custody for her alleged role in a case of illegal mining. But eyebrows were raised in several quarters when many IAS officers in the state publicly aired their views in defence of Banu, asserting that she should not have been arrested by the Central Bureau of Investigation (CBI) which is investigating the illegal mining. Not only this, the Karnataka IAS Officers Association too expressed solidarity with the accused. The association is headed by Additional Chief Secretary Kowshik Mukherjee, and apparently the babus have even decided to extend legal support to the accused officer. This rather public display of camaraderie has not gone down well with the Karnataka High Court. — Dilip Cherian

EW DELHI: Mumbai Indians clinched the Champions League Twenty20 title for the second time after defeating Rajasthan Royals by 33 runs in the final here. Harbhajan Singh was the pick of the bowlers as he scalped four wickets for 32 runs picking crucial wickets to dislodge Rajasthan Royals who were cruising at one stage with Ajinkya Rahane and Sanju Samson forging a sound partnership for the second wicket of 109 runs. However, once both of the batsmen fell out, it opened the floodgates as the Mumbai team penetrated through their defences of Rajasthan as they were trying to up the ante with the asking rate was going beyond the roof. The Royals lost eight wickets for 32 runs, thereby resting any chances for a possible comeback. MUMBAI: Hemant Waingankar, a former joint secretary of the Mumbai Cricket Association, passed away. He was 60 and is survived by wife, two sons and a daughter. Waingankar, a close friend of former India captain Sunil Gavaskar with whom he toured Sri Lanka as members of the Combined Universities team in 1970-71, was not keeping well for the last few months, according to MCA sources. Former India opener Kenia Jayantilal, who was also on the same tour, recalled that Waingankar was

UMBAI: At least 80 youth stand a chance to be part of a 10-day residential football development camp at the English club Bolton Wanderers Reebok stadium, in the next one year. IT firms St Angelo's and OCE have collaborated to form St Angelo's OCE international football, and have signed a contract with Bolton Wanderers for five years to impart football knowledge. "At the moment we are talking up to a 100 this year. But they will be in batches of 20. We have about four batches lined up at the moment," Bolton Wanderers'Chairman Philip Gartside said. But I think Whatmore has worked very hard with our team and he has done what he feels is right," Alam said while defending PCB decision to appoint Whatmore as head coach in March last year.
