n a shocking incident, the Mumbai police on Thursday found the body of the missing girl, who had mysteriously disappeared on January 5 from the Lokmanya Tilak Terminus (LTT) railway station. The body of the girl, Esther Anuhya, was burned, said the police, adding that the body has been sent for post mortem. Anuhya's burned body was found in the Vikhroli creek, which comes in the jurisdiction of the Kanjur Marg police station, where presently, only a case of accidental death has been registered. Anuhya (23) was a software engineer from Andhra Pradesh, and had arrived in Mumbai to resume work at Tata Consultancy Services (TCS). At 4.30 am on January 5, she alighted at the LTT railway station and sources in the police informed that she had checked her WhatsApp messages at 4.54 am. After that, she didn't check her

Police strongly suspect the role of such people, who might have misbehaved with the girl or might have raped her. Then, in order to dispose her body so it would not be easily identified, the accused must have used petrol, taken from a taxi or a rickshaw, to burn her body. This makes it difficult for investigators to identify the body and the police could only file a case of an accidental case, as they do when an unidentified body is recovered. The body was identified by the father on the basis of the jewellery and clothes she wa wearing. ith the deadline for submitting the draft for the Clinical Establishment Act (CEA) for Maharashtra coming closer, the Jan Arogya Abhiyan (JAA) – an NGO that works for health related issues – fears the draft not being very propeople, and has hence, come up with a draft of its own that can be used as a base by the 19 member committee formed for making the draft of the CEA for the State. Shiraz Bulsara Prabhu, from the Kashtakari Sanghatna, which is a part of the JAA, said, “The 19 member committee does not adequately represent the people, the patients. The provisions of the act should be people centric. The act should be beneficial for people who are in need of affordable and quality healthcare services. It should include patients’ rights, should have mechanisms for addressing people’s grievances. Also, it should help healthcare providers give quality care to patients without unnecessary restrictions. This is how the CEA for Maharashtra should be.

avi Mumbai's Shubham Vanmali (18) is a boy with a mission. On January 21, Shubham will swim from Dharamtar in Alibaug to the Gateway of India, attempting to complete the 35 km stretch in seven hours. What makes him special however, is the fact that he has a learning disability. “Children who suffer from learning disabilities should take up sporting activities as a strong substitute. I love doing it as my passion for swimming more or less squares up my deficiency in the curriculum”, says Shubham. Dhananjay Vanmali, Shubham's father and a volleyball coach, said, “Shubham will begin

He added, “Shubham has won meritorious positions in various district, zonal, state and all India swimming competitions. hief Minister Prithiviraj Chavan on Thursday said the state government will soon make an announcement in connection with reduction of power tariff while toll tax will be reviewed within a week's time. The government had appointed a sub-committee headed by Industries Minister Narayan Rane on November 19 which submitted its report recently. Accordingly, an announcement on giving further subsidy will be made on January 20, Chavan told PTI in Nagpur. Chavan, who was in the city to distribute the awards in the co-operative sector said the government was seriously reviewing the toll tax in the state and the minister concerned has been asked to prepare a detailed report on it. Accordingly, the MSRTC buses plying outside city limit will be exempted from the burden of toll tax. The entire issue is being re-examined in the wake of protests in certain parts of the state, he said. To a question on recovery of Rs 154 crore with penalty from Saoner Congress MLA Sunil Kedar, main accused in the security scam of Nagpur District Central Co-Operative Bank (NDCCB), Chavan said the issue is under process in the

co-operative department. The MLA had been directed to pay the sum within a month by the department of co-operatives. He also said the state government has decided to rejuvenate Central Co-Operative Banks of Nagpur, Buldana and Akola districts. The state government has already provided financial assistance to other co-op banks elsewhere in Maharashtra. The demand to reduce power tariff in Maharashtra gained momentum after the Aam Aadmi Party (AAP) announced a 50 per cent cut in electricity tariffs in Delhi soon after forming the government in December. Elections to the Maharashtra Assembly are scheduled to held in September and October.

fter decades of Independence, the Mira-Bhayandar region still remains the property of a private entity from the British regime. Envisaging a quick transfer of land ownership to housing societies, the Maharashtra State Government had come out with provisions to allow deemed conveyance in cases where developers or land-owners were not co-operating. However, for housing societies in Mira-Bhayandar aspiring for deemed conveyance, it is mandatory to obtain a No Objection Certificate (NOC) from Estate Investment Company – a private firm whose name appears in the land revenue record ( 7/12 extract) on huge tracts of land in the revenue village of Bhayandar, Mire and Ghodbunder. As per records, Ramchandra Laxmanji had been appointed as caretaker in 1871 to build protection walls and ensure the blockage of water in the city. In lieu of this service, farmers had to hand over onethird of their agricultural produce. In 1945, the responsibility of protection was handed over to Estate Investment Company, which went on to become a superior holder in respect of land in the records of the three revenue villages. After a dispute that cropped up out of mutation entries, the name of the company was removed from the occupant column of record of rights, and was entered in the other rights column. But this was only for a brief period. The then District Collector, Thane, passed an order on September 5, 2008 in favour of the

company, directing its name to be entered in the column of occupants in the 7/12 land extract record. “The very demand of NOCs from a private company itself defeats the objective of the deemed conveyance drive. It seems we still live in the colonial regime,” says active housing society crusader, Vijay Patil, who added that each applicant society is being asked for the NOC when they approach the Sub-Registrar’s Office. The Mira Bhayandar Scenario: There are around 5,000 housing societies in Mira-Bhayandar, most of them still registered under the names of the developers or landlords, which is bound to deprive the actual flat owners from benefits of future development. Housing societies with old buildings are keen on redevelopment. However, they are stuck as the land is not in their name. This is a major reason why most builders or landlords are reluctant to hand over the conveyance – a deed that conveys a property’s title of ownership from the original owner to the ultimate buyer. Under the law, a builder can hand over possession only after getting an OC from the civic body. Moreover, it is is mandated to convey the land and building within 4 months of the society being formed. “However, many builders are throwing the rule books to the wind. As a result, people – despite buying properties – do not have the ownership of land. Criminal cases should be filed against such culprits,” demanded Patil.

fter the man she loved refused to marry her, a Govandi girl committed suicide at her residence when she was alone at home. As her family members were out for work, the suicide became known only when her brother returned home in the afternoon. Sangita Sukhdev Hegde (25), a resident of Plot no.12, Road no.1, at Shivaji Nagar in Govandi had an affair with Ramesh Kashinath Jamdar (26), a resident of Khardeo Nagar, Ghatla, in Chembur. Ramesh worked as a driver for a private car, and their affair began when Ramesh,

being a friend of Sangita’s brother, had attended his son’s birthday party at their residence a few months ago, said the police. Since then, the two were in constant touch and had gone out together on several occasions. However, when on January 10, when Sangita asked Ramesh to marry her, he flatly refused. Sangita informed her brother about the affair and requested him to approach Ramesh’s family with a marriage proposal. When the family also refused the proposal, Sangita went into a depression. On the day she committed suicide, Sangita was in the first floor of her residence, watching TV when

her family members went out for work. At around 11am, Sangita hanged herself from ceiling of her residence, using her dupatta. She left a suicide note blaming Ramesh for using her and refusing to marry her. A distraught Sangita’s family approached Shivaji Nagar police and lodged a complaint against Ramesh. Investigating officer PSI Vinod Kamble of Shivaji Nagar police said, “We have booked Ramesh under section 306 (abetment to suicide) of the IPC. He has been arrested and produced in court, which sent him to four days police custody. Further investigation is on.�

Prosecution allowed to drop lesser charges against Salem By A Staff Reporter

he Terrorist and Disruptive Activities (Prevention) Act (TADA) court on Thursday allowed the prosecution to drop some less serious charges against deported gangster Abu Salem in connection with the murder of city-based real estate developer Pradeep Jain in 1995. "We filed an application in the special court, saying that some less serious charges under the Indian Penal Code and and TADA may be dropped and the court has up-

held our application," special prosecutor Ujjwal Nikam said. According to a PTI report, Nikam said that earlier Abu Salem had moved an application in court seeking that charges of criminal conspiracy against him in the murder case be dropped due to the order of the constitutional court of Portugal which had terminated his extradition. "We told the court that charges were withdrawn to maintain cordial relations between India and Portugal, but we contended that

charges of criminal conspiracy would not be dropped," Nikam said. Abu Salem, an accused in the 1993 Mumbai serial

blasts, was extradited from Portugal on November 11, 2005, after a prolonged legal battle. According to the police, on March 7, 1995, a city-based real estate developer Pradeep Jain was shot dead by assailants outside his Juhu bungalow after he allegedly refused to part with his huge property for Abu Salem. The court is presently trying Abu Salem, real estate developer Virendra Jhamb, Mehndi Hassan and Riyaz Siddiqui for their alleged roles in the Jain murder case.

In 2013, Cidco conducted a survey to keep track of the number of illegal religious structures, and now, the planning agency has planned to take action based on the results. The project – called 'Valley Shilp' – is open to people of the middle income group (MIG) and higher income group (HIG). The forms can be collected from Cidco's offices at Raigad Bhavan, Nariman Point and Nirmal Bhavan, and also from all branches of the Thane Janata Sahakari Bank (TJSB). Booklets providing information about the housing scheme, can be collected till February 5, excluding public holidays, from 10 am to 6 pm, Monday to Friday, and on Saturdays from 10 am to 1 pm

lmost a month after the arrest of four BMC ‘A’ Ward officers including two engineers, the Anti-Corruption Bureau (ACB) has trapped another sub-engineer from ‘A’ ward for allegedly accepting Rs.60,000 as bribe from a complainant, to grant him permission for renovation work in his Colaba flat. According to ACB sources, the accused has been identified as Prakash Anil Shinde attached to the buildings department.

The complainant in this case owns a flat in Colaba, South Mumbai, where he had started renovation work in August last year. Due to this he had applied for permission at the ‘E’ Ward but his file was transferred to ‘A’ Ward for opinion. But in the month of October, sub-engineer Shinde along with a security guard landed up at his flat and asked him to continue the renovation work after paying up a specified amount. When the complainant refused to pay any amount, Shinde personally visited the flat and asked the com-

MBMC will send its reworked Local Body Tax proposal on fuel to state

aking a strong note of the news article on Local Body Blow recently published by the Afternoon Despatch & Courier, and the subsequent public outcry against price disparity in fuel due to the hike in the Local Body Tax (LBT), the Mira Bhayandar Municipal Corporation (MBMC) is all set to submit a draft proposal of a revised LBT structure for approval before the State Government authorities. It should be noted that, following a 2.25 percent hike in LBT, prices of petrol and diesel in the twincity had suddenly shot up by Rs. 2.23 and Rs. 1.67 respectively. Earlier the MBMC used to levy 1.25 per cent LBT, however after a tariff revision by the government authorities, the tax has now been hiked to 3.5 per cent. This has consequently resulted in a price disparity as compared to adjoining cities including Thane, Mumbai and also Vasai-Virar. There are eight fuel stations in the Mira Bhayandar

region which dispense an average of 60,000 to 70,000 liters of petrol and 1 to 1.25 lakh liters of diesel per day. “We have prepared a proposal for downward revision of the recently imposed hike in the LBT structure of fuel and other essential commodities,” confirmed munic-

FTER making a large number of promises and forming the government in Delhi, AAP's Chief Minister is facing a hard reality on the ground. He is now being accused of not implementing his promises not only by supporter – the Congress – and also by the aam admi, but also by members of his own party. One of them has said that Arvind Kejriwal has “cheated the people of Delhi.” One of the cheating charges is related to the party's poll manifesto in which it refers to the promise of free water to the people of Delhi. This was a clever lie which misled the people that everyone would get free water. It was only just 5 per cent of people with meter that got free water. The AAP has to do a lot more to provide for the Delhi people promised welfare measures. The AAP has however said that it was only 15 days ago that it took over rule and it would be unrealistic to expect it to implement all the promises in such a short time. What is to be noted is that AAP's own members are attacking Arvind Kejriwal. For instance, MLA Somnath Bharti has called him a liar. He has declared that what Kejriwal says and does is vastly different. Evidently Kejriwal with hardly any experience with regard to governance has made promises which cannot be implemented. The developments in Delhi during the last few days that it is not only in Delhi but also on the national scene, Kejriwal might become a flop. It is a fact to a considerable extent made the people believe that the AAP will bring in crucial changes meant for helping the aam aadmi. There is a surge of support for him just now not only in Delhi but also across the country. A party however cannot take the people for a ride if it does not have pragmatic, realistic policies and programmes.

F man in his daily life would examine every action which has reflected a disagreeable picture of himself upon his soul and caused darkness and dissatisfaction, and if on the other hand he would consciously watch each thought, word, or deed which had produced an inward love, harmony and beauty, and each feeling which had brought him wisdom, calm and peace, then the way of harmony between soul and body would be easily understood, and both aspects of life would be satisfied, the inner as well as the outer. The soul’s satisfaction is much more important than that of the body, for it is more lasting. In this way the thought, speech and action can be adjusted, so that harmony may be established first in the self by the attunement of body and soul. The next aspect of individual harmony is practiced in one’s contact with another. Every being has an individual ego produced from

his own illusion. This limits his view which is led in the direction of his own interest, and he judges of good and bad, through his limited view, which is generally partial and imaginary rather than true. This darkness is caused by the overshadowing of the soul by the external self. Thus a person becomes blind to his own

But The Hindu thinks the transfer of Khobragade to the Indian Permanent Mission to the United Nations in New York “is questionable” and costs “India’s claim of a nation ruled by law in poor light. Good news for PF account holders

THE Employees’ Provident Fund Organisation (EPFO) has recently announced an increase in the interest rate on provident fund (PF) deposits to 8.75 per cent for 2013-14, which will benefit 50 million subscribers. The EPFO’s recommendations will now be vetted by the finance ministry. Once the ministry gives its concurrence to the decision, the interest will be credited into employees’ accounts. This is one of the major boosts to deposit holders, whose earnings have increased by way of an increase in the interest rates. The cover under the Employees’ Deposit Linked Insurance (EDLI) Scheme has been increased by 20 per cent, as an interim measure. Under this scheme, currently, the family of a worker, can get a maximum sum assured of Rs. 1,30,000 in case of his/her demise during the service period. After the raise, the maximum amount will be Rs. 1,56,000. However, the minimum administrative charges for managing the EPF Scheme and EDLI Scheme have increased to Rs. 500 and Rs. 200 a month from Rs. 5 and Rs. 2, respectively. The charges for non-functional firms having no contributory members have also been increased to Rs. 75 and Rs. 25 per month, respectively, for the two schemes. — Murugesh Iyer, Thane

he Bombay High Court on Thursday directed Maharashtra government to take steps to fill up the 829 posts of teachers and headmasters lying vacant since 2010 in various schools in tribal areas of neighbouring Thane district. A division bench of Chief Justice Mohit Shah and Justice M.S. Sanklecha was hearing a public interest litigation filed by activists Nitin Borde and Ramdas Mote highlighting the issue of nonavailability of teachers in primary schools in tribal areas, reports PTI. The Maharashtra government had in May this year issued orders to 700 teachers transferring them to primary schools in seven tribal areas in Thane. However, the teachers refused to take up the posting and went on strike. The High Court had last time directed the govern-

ment to ensure that its transfer order is implemented and the teachers take up their jobs. The court was informed that the government order was implemented and teachers have taken up their postings. However, 829 posts are still lying vacant. The 829 vacant posts include those of 182 posts of primary teachers and 198 posts for headmasters. The court directed the government to issue advertisements for 1,000 teachers and headmasters by February 15 and initiate and complete the recruitment process by June 30. Regarding posts lying vacant in other districts across the state, the court directed the government to fill up the posts by April 30, 2015. The PIL contends that it is the duty of the state to ensure that every child is given primary education, which is a fundamental right.

3d printing 3D printing can’t really be described as a new ‘trend.’ The concept and even the actual technology for three-dimensional printing has been around for quite a few years now (fun fact: the first such printer was actually created in 1984!). However, the idea has been vastly underrated. What makes it a trend for the coming year is that the technology has advanced enough to make it marketable to the masses. We might soon have companies selling 3D printers for homes accompanied by a large database of downloadable and ready-toprint designs.

With the speed of constant innovation in today’s world, it is curious, if not disappointing, that car manufacturers haven’t been able to make the most of this to give us highly equipped cars. However, that is set to change, as car technology was another big trend at CES 2014. As many as nine car manufactures marked their presence by showcasing cars equipped with laser lights, 4G connectivity, performance action cameras and featuring tight integration with Google apps, such as the Google Maps. The most interesting development in this category is of the infotainment consoles that can upgraded throughout the time you own your car — working, basically, like apps on your smartphones that you update or install new, better ones.

Three Wise Men in Santacruz has added a few new items to their menu. Dev Goswami checks it out and gives you his verdict

hree Wise Men has become a good post-work or Friday night hangout. I feel they have one of the best playlists in the city and the ambience is relaxing. If you haven’t been to the pub in a long time, they’re calling you back. They have added new items to their menu, along with a beer pong table. Among the new additions on their menu are burritos, risottos and hand-tossed pizzas. They have also started selling pizza by the slice — a 9’’ slice that’s big enough for two. We tried their Chicken Burrito (`305), one of their in-house specials and a Margarita pizza slice (`135) with jalapenos and bell peppers. I was looking forward to the

CHINA CALLING

With Chinese restaurants being dime a dozen in the city, Rhea Dhanbhoora tells you why China Bistro is one that you should add to your list of favourites

C

hina Bistro’s new outlet in Worli is a prime example of how looks can be deceiving. It appears to be humble from the outside but the moment you step into the sanctity of the restaurant, it instantly impresses. From the wooden benches and garden outside, to what feels like an endless corridor and almost too many sections inside, the restaurant can host both large groups as well as intimate diners comfortably. We settled in with cups of green tea that were refilled promptly through the night, eager waiters and a somewhat disappointing kimchi. Nevertheless, the menu seemed appetising. We can’t visit a Chinese restaurant and fail to sample the dumplings, but we decided to try some unusual ones. First were the Seabass dumplings (`275), which truly surprised us. The covering was thin and the filling melt-in-the-mouth. Although the accompanying blackbean sauce was great, it didn’t really need additional flavours. After such a great start, we were really looking forward to the Turkey in XO dumpling (`420). Unfortunately, the minced turkey was dry and the covering too thick. Next up were the delectable Kim Lee Prawns (450). We tasted them tentatively since the menu said they were spicy, but the spice is well doled out through little red chillies, so if you eat around them, you can enjoy the flavourful prawn without your tongue burning. But, if a little red does slip through, wash it down with a large bite of what we were served next — the Crackling Spinach (`275). It sounds like a humble, run-off-themill dish but we’re not exaggerating when we say it’s a must-have.

We decided not to overstuff ourselves, picking a gravy dish and rice for main course. We were told to try the Chicken Chu Hou Sauce (`300), a new chicken preparation on their menu in a brown sauce. It was a refreshing change from the usual red gravies we are accustomed to and went very well with the mouthwatering Butter Garlic Fried Rice (`250). We wanted to try the water chestnut dessert but much to our disappointment, it was unavailable. Instead, we opted to try the Coconut Dumpling with Honey Butter Sauce (`175). The dumplings are a heady hit of coconut, so if you’re not fond of the flavour, skip this dessert. They’re thinly coated and well-made, but the honey butter sauce steals the show because of its warm, buttery texture and subtle honey taste. The best part about the food at China Bistro is that it’s all light, easy to digest and doesn’t leave you with that heavy, sick feeling some Chinese food is wont to give you. Our favourite part though was realising that their quantities are large, while their prices are extremely affordable. For the ambience, service, location and quality of food — we really appreciate not seeing skyrocketing prices on the menu. It’s a good place to visit for a comforting Chinese meal if you want to skip the fancier Asian joints that have become the norm in the city. burrito but sadly, it didn’t live up to my expectations. It was slightly dry and I felt that just a bit more guacamole would have redeemed it. Apart from that, it was well-flavoured and one portion is big enough for two people to share. The pizza slice on the other hand, was perfect with melt-in-your-mouth cheese and a deliciously soft crust. It was everything that you’d expect from a pizza. They have a variety of toppings that you can choose from, according to your personal tastes and we weren’t disappointed with our selection. We also tried the Fresh ‘N’ Up (a watermelon based cocktail; `595) and a Basil & Thyme cocktail (`595). Both drinks were, expectedly, wellmade and refreshing. TWM has been here for a long time and with their new additions and the beer pong table, they have certainly given us more of a reason to head here the next time we’re planning an evening out.

WhAt’s Cooking? Missisippy in Mumbai

These guys are targeting the meals that are often forgotten but probably the most important — breakfast, elevenses, and teatime. But, they aren’t recommending vada pav or a roadside sandwich. For the last two years Missisippy has been busy in the kitchen coming up with recipes that are full of flavor, fiber and fun. Easy to keep, eat and digest! They’ve got Muesli made from amaranth, packed with berries, nuts and seeds. It comes in three delicious flavors: Apple Cinnamon, Coffee Hazelnut and Berry Burst, which we completely recommend. FACT FILE Getting there There are a number of daily direct flights from Mumbai to Kuala Lumpur. Genting Highlands is a short 45-minute drive from Kuala Lumpur, with several buses and taxis plying between the two places. When to visit Although Malaysia is a great tropical destination to travel to all year round, November to April are the most pleasant months, especially in the Genting Highlands where temperatures can drop to as low as 12°C. riving up the winding, almost nausea-inducing vertiginous road, I couldn’t help marvel at the fact that there I was, a mere 45 minutes out of the energy-sapping, traffic-congested urbs primus, that also goes by the name of Kuala Lumpur. Surrounded by foliage on either side, with the crisp mountain air invigorating me, enough to lull the most restless of souls into a pleasant state of somnolence, I was snaking my way up towards a weekend of R&R (rest and relaxation) at the Genting (pronounced: ghun-thing) Highlands. All this, while the ambient mist continued to play hide and seek, peeking every now and then through the tall trees. As one of Malaysia’s most popular hill stations, with a pleasant allyear-round temperature that hovers between 12°C to 24°C, the 5,000 feet above sea level Genting Highlands is like the proverbial balm that soothes away all the aches and pains that a city of Kuala Lumpur’s stature brings onto the weary traveller. Offering just about something for every kind of weekender, be it plush resorts, money-gobbling casinos, sybaritic spas or plain, old, cost-free tranquility, like I was seeking, Genting Highlands has it all. In fact, come 2016, the hill station will host the world’s first ever Twentieth Century Fox World theme park, which will be a mix of rides and attractions from Fox movies such as Ice Age and Rio. Since I was booked into the Genting Grand Hotel, a premier hotel of the Resorts World Genting group, I made that my first pit stop to dispense off with the check-in formalities. After a quick and delicious bowl of the seafood redolent Asam Curry Laksa at the hotel’s Coffee Terrace all-day restaurant, I set off to take in the sights the 10,000 acres large hill station has to offer. Preferring to start of my innings with a touch of divinity and a sprinkling of spirituality, I visited the Taoist Chin Swee Caves Temple. Housed on a 28-acre plot of rocky forested land and overlooking the lush green slopes of virgin forests, the temple takes full advantage of its prime position setting on the Genting Hills by giving visitors like me a guaranteed sense of serenity during their visit. I particularly loved the 35,000 square feet observation

deck called the Sky Terrace. A large, rather Walt Disney-esque statue of Genting’s founder, the late Tan Sri Dato’ Seri Lim Goh Tong, is flanked on each side by various Chinese culture-inspired attractions. On one end is the beautifullycarved Nine-Colour Dragon Wall of Luck with each of the nine dragons painted in a different colour and according to Chinese folklore, each colour represents a special type of luck. On the far left of the statue are the gargantuan statues of a sitting Buddha and Kuan-Yin (the Goddess of mercy and compassion) that stand tall behind the five-storied Temple. Located just a few feet from the entrance of the temple, it is hard to miss the iconic nine-storied pagoda, decorated with hundreds of Buddha figurines. Inside the pagoda, visitors can find 10,000 blessing lamps installed for devotees of the temple to dedicate to those that they would like to be blessed by Buddha. Next on the agenda was some tummy appeasing at the Strawberry Farms at Gohtong Jaya just opposite the Sports Complex. This entry free, 5-acre plot grows within its precincts over 100,000 juicy red strawberries that you can pick for a small fee. Within the farm, the cosy little wooden hut called The Farmhouse, with a strawberry fountain outside, is the place where I got to partake in all things strawberry — like the unusual and not to my liking Strawberry Coffee, the more palatable Strawberry Tea and the sinfully good Chocolate & Strawberry Fondue. Revved up on all that fructose, and eschewing a ride in the cute Strawberry Mobile, I trudged across to the nearby Genting Skyway Station to board one of the longest cable cars in all of Southeast Asia. The RM 6 (`120 approximately) ride from the Skyway Station up is a 15 minute, 3.38km ride from the midhill at Gohtong Jaya to the Highlands Hotel at the peak. Once again swallowed up by that omnipresent mist, never mind that it was just 2pm, the cable car meandered its way up the hill. All the while maintaining a tranquil pace, passing through the dense vegetation with the calls of monkeys intermingling with the chirruping of cicadas. Thus providing a jungle symphony soundtrack to my ride, that no other playlist could match up to! >> A huge statue of the sitting Buddha

SBI, Export-Import Bank Of Korea Sign Line Of Credit

State Bank of India (SBI) and The Export- Import Bank of Korea (Korea Eximbank) yesterday signed a Loan Agreement for a Line of Credit. Under this Loan Agreement, State Bank of India will avail a USD 200 million revolving Line of Credit from Korea Eximbank. This Line of Credit (‘Interbank Export Loan’) will be utilised by SBI to finance the foreign currency requirements of Indian companies importing Goods and Services from Korea.

Fert Min Receives Rs 9,000 Cr To Clear Subsidy Bill

The Fertiliser Ministry has received an additional Rs 9,000 crore from the Ministry of Finance to clear the pending subsidy bills for the current financial year. Additional funds of about Rs 9,000 crore will be provided under the special banking arrangement (SBA) at an interest rate of about 10%. “The Finance ministry has approved Rs 9,000 crore as special banking arrangement (SBA) against the demand of Rs 10,000 crore made by the Fertiliser Ministry for paying pending subsidy bills,” a source said.

VC Funding In Healthcare IT Nearly Doubles To $2.2 Bn

Venture capital funding in the healthcare IT sector almost doubled last year to USD 2.2 billion, from USD 1.2 billion in 2012, according to Mercom Capital Group. The global communications and consulting firm said there was an increase in the number of transactions as well. There were 571 deals last year, as against 163 deals in 2012. “After record fundraising totals in 2013, Healthcare IT companies have now received USD 4 billion in venture funding since 2010,” Mercom Capital Group CEO and Co-Founder Raj Prabhu said.

Par panel deliberates on steps needed to contain bad loans Members of Parliament (MPs) yesterday expressed concerns over a spurt in bad loans of PSU banks, and deliberated on steps needed to effectively contain NPAs which have jumped to Rs 2.36 lakh crore. The issue of rising NPAs was discussed by the Parliamentary Standing Committee on Finance under the chairmanship of Senior BJP leader and former finance minister Yashwant Sinha. The committee, which heard the views of Finance Ministry offi-

The agency expects at base case a 3-8 % decline in the passenger vehicle segment which comprises cars, utility and multi-purpose vehicles, while the volume growth in the commercial vehicle (CV) segment is likely to post a 6-9 % y-o-y decline in domestic volumes in FY15, India Ratings said in its auto outlook re-

he government yesterday unveiled new policy guidelines for major ports, aimed at helping them leverage their land resources for commercial advantage. Participating in the ‘Ports In India’ annual conference in Mumbai, Shipping Secretary Vishwapati Trivedi said the new guidelines provide necessary regulatory framework for land allotment by major ports. Trivedi said these guidelines have been drawn to help the ports to carry out leasing and licensing of port land in a transparent manner. Discretionary powers have been reduced and tender-cum-auction has been prescribed as the most preferred method of allotment, he added. Major ports in India have between them 2.64 lakh acres of land, which is a major resource. So far, the land utilization has not been optimum and often yielded lesser returns. The thrust of the new policy has been on linking the value of land with prevailing market rates. Under the new policy guidelines, land can be allotted only through licensing in custom bond areas by inviting competitive bidding, while land outside custom bond areas can be leased through tender-cum-action. There is also a provision to licence land outside custom bond areas, but it should be only for port related activities. The Boards of respective ports can approve leasing of land for a period up to 30 years. For leasing of land beyond 30 years and up to 99 years, approval of the Government has to be obtained through the mechanism of Empowered Committee. All the 12 major ports of the country are required to draw land use plan covering all land owned or managed by them. The new

guidelines are applicable to all major ports in India except for the land relating to township areas in Mumbai, Kolkata and Kandla. The new policy guidelines for land management are part of the on going process of port reforms and liberalization. While Major Ports, owned by the Centre operate in a comparatively more regulated environment, the non-major ports, comprising state ports and private ports, enjoy substantial degree of flexibility. The government has been working towards creating a level playing field for major and non-major ports. Earlier, in 2013, tariff setting in major ports was liberalized and indexed to inflation and minimum efficiency standards were prescribed for cargo terminals. The 12 major ports in India – Kandla, Mumbai, JNPT, Marmugao, New Managlore, Cochin, Chennai, Ennore, V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia) handle approximately 61% of cargo traffic. The Government is committed to augmenting the port capacity in the major ports sector. During 2013-14 it is planned to augment port capacity by 220 mtpa through 30 port projects. Out of these 20 port projects, with a capacity of approximately 100 mtpa have already been approved. The remaining port projects, including the ambitious Rs 8,000 crore JNPT Terminal 4, are likely to be approved during the fourth quarter of the current fiscal.

In a move to uplift the dormant primary market, Securities and Exchange Board of India last month cleared the proposal to make the IPO grading mechanism voluntary. Findings of two studies on effectiveness of IPO grading mechanism noted that retail investors, for whom the system was introduced, had “fully or overwhelmingly subscribed� to their portion in as many as 73 out of 86 ‘lower grade’ IPOs. A similar pattern was also found among the Qualified Institutional Buyers (QIBs). This was informed by Sebi to its Board in the last meeting held on December 24, 2013, through an agenda paper. “...The study shows

that the retail investors are not taking any cues from grading and even QIBs have refused to acknowledge grades,� the paper noted. “This indicates that grading has been not a factor in investors’ decision making process,� it added. The studies which were placed before Sebi’s Primary Market Advisory Committee (PMAC) had also found that IPO issues with a higher grade had yielded more losses compared to other low grades. The studies had thus suggested that as the IPO grading had not served the intended purpose, it “may be discontinued�. A separate study had however favoured the IPO grading and had concluded that “there is a strong correlation between the IPO grades and the valuation multiples commanded by them�. But, the organisation which undertook that study also said that IPO grading should not be ‘mandatory’, but should only be “recommended� or “encouraged�.

Anil George is one among the new breed of actors to star in new wave cinema. We spoke to him about his much awarded film ‘Miss Lovely’. Some excerpts from his chat with Sandeep Hattangadi

ishtha Jain’s award-winning film Gulabi Gang, (screened at the NCPA last evening), is a documentary on the work of activist Sampat Pal, the woman who set up a group of vigilante women, whose signature garb was the pink sari and lathi. This is the story that Soumik Sen has fictionalised for his Gulaab Gang, with Madhuri Dixit playing a glamorous version of the plain Sampat Pal, with paanstained gap teeth, wrinkles and a loud rasping voice. Ever since the story of Sampat Pal’s Gulabi Gang made it to the media, she has been the subject of two books, Anne Berthod’s Sampat Pal,Warrior in a Pink Sari: The Inside Story of the Gulabi Gang and Kira Cochrane’s Banda Sisters Women of the Revolution: Forty Years of Feminism, another film called Pink Saris by Kim Longinotto and several articles and papers. Sampat Pal and her movement is a great success story in the backward rural area of Uttar Pradesh— she is from Banda in the Bundelkhad region, where women are practically invisible under their ghunghats. Most of them are illiterate, married off as children and often abused or killed for petty reasons; the cops there coming out of the same milieu, turn a blind eye to atrocities against women. Sampat Pal, married at 12, mother of five, started the fight against domestic abuse, and then formed this unique organisation of women (and some sympathetic men), to take up the cause of women and Dalits—as she says, all oppressed people are Dalit. Nishtha Jain’s film follows Sampat Pal as she follows the case of a

young woman burnt to death. Her family, the villagers and even the cops try to pass it off as suicide, but Sampat asks the right questions – why is there no fire damage inside the thatched hut? ONDON: Bernie Ecclestone will step down as the head of Formula One's holding company pending the outcome of a bribery trial in Germany, the organisation announced. The British businessman is due to stand trial in Munich in April over allegations he bribed former German banker Gerhard Gribkowsky during negotiations concerning the sale of F1 championship rights in 2006. Ecclestone has repeatedly denied any wrongdoing and

intends to continue to run the sport on "a day-to-day basis". "Mr Ecclestone has reassured the board that he is innocent of the charges and intends to vigorously defend the case which will commence in late April 2014," read a statement from the F1 holding company, Delta Topco Limited. "After discussion with the board, Mr Ecclestone has proposed and the board has agreed that until the case has been concluded, he will step down as a director with immediate effect, thereby relinquishing his board duties and responsibilities until the case has been resolved. The board believes that it is in the best interests of both the F1 business and the sport that Mr Ecclestone should continue to run the business on a day-to-day basis, but subject to increased monitoring."

UMBAI: Kenya’s John Kelai believes that he has the experience to once again triumph in the US$ 360,000 prize-money Standard Chartered Mumbai Marathon on Sunday, January 19. “I appreciate the opportunity I have got to once again participate in this marathon. I have prepared well for this event. The competition is very strong and I have to go the extra mile to get the result,” he stated during an interaction with media persons at the SCMM Media Centre on Thursday. Kelai, a former two-time champion (2008 and 2009) having run four years in Mumbai, is the most experienced runner in the ‘Elite’ field and is supremely confident of doing well. “I’ve participated four times in Mumbai and am looking forward to this race. Of all the competitors, I have the best experience and I know how to deal with the heat and I am well prepared. The runners list is long and it will definitely be a good race,” pointed out Kelai, who has a personal best of 2:09.30 set at the 2007 Toronto Marathon.

The Kenyan, who won gold in the 2010 Commonwealth Games in New Delhi, also feels that that win would give him the confidence to win this event. However, he will have to contend with Ethiopian Hailu Mekonnen and South Africa’s Gladwin Mzazi. The Ethiopian’s fastest time is 2:07.35 and he could upset the Kenyan, while Mzazi, who is making his debut in the Mumbai Marathon, has a 7th place finish in the 2013 Delhi Half Marathon and is also capable of springing a surprise. Mekonnen said “I have trained properly and expect a good result. The conditions here in Mumbai are hot as compared to Addis Ababa. The wind in Addis is cool, but I have worked hard and hope to adjust to the conditions to do well,” he stated. The young South African admitted that he lacked experience but is prepared to give a good shot at winning. “I don’t have much experience running the full marathon, but I will try my best to win the race,” he said. India should have sports anti-corruption law: INTERPOL N EW DELHI: Match-fixing has not touched Indian football yet, but an INTERPOL official today said that the authorities of the game should put in place a strong anti-corruption mechanism to prevent the menace from emerging in the country. John Abbott, INTERPOL's Chair Integrity in Sport Steering Group, said it's better for India to have strong anti-corruption legislation, considering the size of the population and an ambition to become a footballing nation.
