State politicos welcome Centre’s decision on Indu Mills land

arties in Maharashtra welcomed the Union Cabinet's decision on Monday to transfer land originally owned by Indu Mills to the Maharashtra government to construct a memorial to Dr Bhim Rao Ambedkar, the father of the Indian Constitution and noted Dalit leader. "Our party welcomes the decision. We have decided to call off the proposed rail and road blockade stir tomorrow as our demand has been met. However, if the state government does not perform bhoomi pujan at the spot by December 6, we will go ahead with our agitation," Republican Party of India (Athawale) leader Ramdas Athawale told PTI. Maharashtra Pradesh Congress Committee (MPCC) chief Manikrao Thakre also welcomed the cabinet decision and thanked Prime Minister Manmohan Singh for the move. The Union Cabinet took the decision at a meeting chaired by Prime Minister Manmohan Singh and approved the proposal empowering the Centre to acquire a certain part of the Indu Mills land, which originally belongs to the National Textile Corporation Ltd in Mumbai, to construct the memorial. Sources said that the union government would introduce a bill in Parliament to facilitate the transfer of land to the Maharashtra government. Dr Ambedkar's ashes are currently interred at Chaitya Bhoomi, which is near Indu Mills.

eeding your dog and playing with it isn’t always enough, says India’s first canine behaviourist, Shirin Merchant, as she speaks about her love for animals, her career and why understanding your dog is so important Understanding a troubled human is one thing, but trying to figure out a troubled dog is a completely different ball game, which probably explains why there are not very many people like Shirin Merchant, India’s first canine behaviourist. Merchant has worked with over 6,000 breeds of dogs, from Labradors to Beagles, ever since she started out in 1995. “I actually enrolled in a two-day workshop to handle my dog and was told by my trainer, John Rogerson – who later ended up being my mentor – that I was the best handler at the course. I then spoke to him about my passion of working with dogs, and he asked me to train under him in England. Before long, I was made his associate”. However, training canines wasn’t such a cakewalk in India for Merchant. “My mentor asked me to enter an obedience competition in India and win it to prove that dog training was not only a man’s job, and I did. However, my aim in doing this was more to break down barriers and introduce India to canine training of a different sort. I thus started behaviour counselling for dogs, along with training assistance, searching and rescuing dogs, trainer courses and kenneling”, says Merchant. Her latest achievement, however, is no mean feat. Earlier this year, Merchant was awarded an accreditation by the Kennel Club of England for Companion Dog and Behavioural training at the advanced level. This is unique because Merchant is one of nine people in the world, and the first in

Move on!

Seeing as how 26/11 has a kind of knee-jerk response from Mumbaikars, much as 9/11 has for New Yorkers, we looked around for other less dire connotations for the date. After all, it is only since 2008 that the date attained any kind of significance for us, and to tell the truth, looking at the sorry state of security in this city, it is as if absolutely no lessons were learned. But that is another story. For ourselves, we are interested in happy stuff. Seek and you shall find – as we discovered ‘árt couple’ J.K. Chillar and Prayag Jha, who celebrate their 50th wedding anniversary today with an exhibition at Jehangir Art Gallery that will be on till December 2. Art not only brought them together in 1971, but has held them in a strong marriage”, says the write-up that accompanies this picture of the two. J.K. Chillar is a nationally acclaimed sculptor and Prayag Jha an internationally awarded graphic artist and together they have been “passionately practicing art since half a century”. At the Jehangir from today, Chillar will show his magnificent life size bronze sculptures along with marble sculptures and drawings. Prayag will concentrate upon her internationally acclaimed etchings in the Meghdoot series and also her oil paintings. It is all serious stuff. Chillar is a national award winner and Maharashtra Gaurav Puraskaar awardee who did his MA in Fine Arts Sculpture from MS University Baroda, in 1970. Meanwhile, Prayag who got her name from the confluence of three sacred rivers in North India, is also a state Puraskar Gaurav awardee and spent her growing years struggling to break gender barriers and also reach a level of expressionism that would win her recognition. Together, they make 26/11 a happy date to remember. Like them, there are thousands of others in Mumbai who were celebrating as the bombs went off and the shooting began. At St. Paul’s Institute for Communication Education, the priests were sitting down at long tables in the basketball ground, preparing for dinner when the news came and only priestly discipline prevented a rush for the television and a confirmation of the news. Still, today we remember the sadness, but more than that, we pick up our lives and move on, celebrating wedding anniversaries, birthdays, and our own lifechanging moments. After all, that is what life is all about anyway.

The virtue of documentation

Every year since it happened, BJP leader Kirit Somaiya has held a special memorial function for those who died and those who were so badly injured in the horrendous bomb explosions on seven suburban trains in Mumbai, on July 11, 2007. Thus giving us another catchy number to remember yet another tragedy by.

Then early this year, fellow journalist Dilip Chaware, and Somaiya’s wife Medha got together to do proper documentation on the tragedy and get it ready for the July memorial. The result is Nidharyatri, carefully documenting the 188 people who died and the 829 injured; names, addresses and phone numbers wherever possible. This is a pioneering effort, for we

realised that though cases drag on for a very long time, documentation is seldom available in the public domain. For instance, some cases have still not been resolved, and this publication will help those who are interested in tracking them. Of particular interest are the 100 stories of survivors told in their own words, who faced not just pain and suffering but often the humiliation of the Railway Claims Tribunal and

its seemingly peculiar notion that everything the victims said was suspected. At least one such survivor speaks of the way even a request for a private examination of the injuries he had suffered to his legs, resulting in a double amputation, was turned down. They discussed the centimeters he was left with in an open court! But that’s another story, though also worth telling, and perhaps we shall

get down to the business of detailing all of them in the run up to the next anniversary. Only 1,000 copies were printed and distributed, and we got ours very late. But we have a strong feeling that the request will soon come in for reprints, as hopefully this form of documentation takes off and is applied to all tragedies where there is great loss of life and limb. We live and we learn.

Two such different stories

It is heart-warming to know that ‘Khawnglung Run’, the film based upon the worst massacre in Mizo history, which took place between 1856 and 1859, is finally getting to bask in the warmth of critical appreciation at the IFFI currently on in Goa. And that the director Mapuia Chawngthu can look forward to some recognition at last. This has been a difficult year for him as he has struggled to show his film in an area where there are practically no cinema theatres. We learn through news reports that the “circuit” for him comprised halls and auditoria, or just private screenings using laptops and projectors. That the shows netted him a badly-needed sum of Rs.6 lakh which has gone towards paying off a bank loan of Rs.10 lakh, for which he is still paying EMIs. And that in spite of all this, he manages to smile at the thought that other talented film-makers in Mizoram will take heart because of his story. Then at the same time we read about the equally talented Aamir

ore than 340 children from grades five to eight, between ages six and 14 from the Anjuman Noorul Islam Urdu High School, Sakinaka were rushed to Sant Muktabai and Rajawadi hospitals at Ghatkopar, Metro Hospital and Dhanwantri Hospital at Asalpha and Paramount Hospital at Andheri when they started exhibiting symptoms like vomiting, stomach ache and uneasiness after consuming a cake which was a part of their midday meal provided by the BMC. Parents at Muktabai Hospital said that it was the cake that was a part of the mid-day meal provided by the BMC at the school that has made their children sick. “My daughter was alright when she left from home. It was after eating this cake at school that she started experiencing stomach ache and also vomited. She was rushed to the hospital along with many of her classmates. She is alright now,” said mother of Aasma Athahar Hussein, a student of grade six at Anjuman Noorul Islam Urdu High School. Huma Khan whose daughter Mehak Khan studies in the seventh grade and had exhibited symptoms of food poisoning said, “The quality of the food given to children is now questionable. We are now scared of allowing our children to consume the mid-day meal as there is no as-

The BMC yesterday informed HC that it had appointed a review committee, to be headed by former secretary Dinesh Afzalpurkar, which would meet twice a month to hear objections and suggestions on the issue of heritage status.

According to the BMC, it has received 740 objections to the heritage committee's decision. The judges directed the civic body to file affidavit on this within a week, and also directed the state government to file its reply, posting the matter for hearing on December 17. The court, also, directed BMC to start processing the proposals for redevelopment of the area in the meanwhile.

esponding to the Union Minister of State for Communications and Information Technology, Milind Deora’s online petition for ushering in the concept of a directly elected Mayor for Mumbai, Lok Satta Party (LSP) general secretary Surendra Srivastava, in an open letter addressed to the minister, questioned whether his move, ahead of the Lok Sabha and Assembly polls, was a matter of ‘opportunism’. Ironically, in 1997-98 the then leader of opposition of the undivided Congress, Chhagan Bhujbal had vehemently opposed the then Shiv Sena-BJP government’s decision to usher in the Mayor-in-Council (MiC) system in the BMC.

good 26 years after the 56th Amendment to the Constitution, Goa is still a Union Territory (UT) for the National Investigation Agency (NIA), a four-year-old premier investigative agency, established post Mumbai-attack to function as the Central Counter Terrorism Law Enforcement Agency. In the official NIA website, the list of ‘Nodal officers to co-ordinate with the national investigative agency (state/ UT wise)’ says, there are 27 states and eight union territories in India. The country’s flagship investigative agency, which has a mandate at the national level to investigate and prosecute

It may be recalled that the Sena-BJP government amended the BMC act in 1997-98 to usher in the MiC system in the BMC, in which the Mayor was given powers to approve projects up to certain limits and take policy decisions. But soon after the then Sena mayor Nandu Sattam began taking some decisions, the alarmed Sena-BJP government annulled the amendment to the BMC act and restored the old system in which the municipal commissioner once again became the administrative head.

After the 56th Amendment to the Constitution, Goa was granted (special) statehood and Daman and Diu was made a separate UT.

HERE is a saying that all is well in love and war, but now all is well with elections also. There is a constant effort by parties to show one another in poor light. Character assassination plans are being hatched out all the time. A politician thought he could portray Narendra Modi in poor light by announcing that he was once a tea vendor. They are busy digging the past of opponents, searching for wrong-doings on their part. And they are playing video games. They are carrying out sting operations and thus trying to catch the unsuspecting opponent red-handed. The victim sees the video and finds it has been clearly changed, subtractions and additions are made. One such video is in circulation about the leaders of the Aam Aadmi Party (AAP). The AAP leaders cried foul and decided to approach the court. The time, however, is running out, as in a few days, elections are to be held in Delhi. The damage has been done and the victim suffers. What is also pertinent to note is the objectionable language used by political leaders against one another. A Congress politician called BJP’s prime ministerial candidate Narendra Modi as a liar, psychopath and Hitler. The BJP said that all the Congress politicians are dirty and that they employ dirty tricks. They hurl abuses at one another: In order to prove a point, they resort to any means. Election campaign this time, particularly in Delhi, has been far from clean. What is interesting to note is that both the Congress and the BJP are attacking the Aam Aadmi Party. There is a sort of continued attack on the AAP which is taking a lot of space in the Delhi election scenario.

He was urbane, civil and never raised his voice when an opponent lost his cool. This November 30 is his first death anniversary. Throughout his political career, either as Foreign Minister or as Prime Minister, he tried to bring back values. As Foreign Minister, he advocated morality in dealing with big and small countries. He was opposed to taking action against Saddam Hussein, then heading Iraq. The West regretted the elimination of Saddam when it found that he had no weapons of destruction.

Gujral Doctrine In his book, A Foreign Policy for India, Gujral says: “Indian foreign policy was not something which we read about in text books or heard about at the university. It was a product of the freedom struggle itself. Meeting Nelson Mandela After the fall of the Deve Gowda government, Gujral became the Prime Minister for a brief period. He undertook a tour of South Africa and Egypt in October 1977. I accompanied him as a journalist. My purpose was to see the country where Gandhi had experimented with his satyagraha, an antidote to the class struggle, because a satyagrahi was required to purify himself in order to serve the society without any ulterior motive. Gujral visited the Pietermaritzburg railway station where a pamphlet was available relating how Gandhiji was thrown out of a firstclass railway compartment exclusive reserved for whites. My long cherished desire to meet Nelson Mandela came true as I joined Gujral during a banquet dinner hosted in his honour. Later at night, Mandela broke into dance and dragged Gujral on to the floor. Gujral’s bonanza to government servants on the recommendations of the Pay Commission was too heavy a burden on the exchequer at a time when India was not in sound economic health. Had he implemented the other recommendations, such as the 30 per cent cut in the bureaucracy and extended working hours, some balance might have been struck. But Gujral was under pressure from trade unions and the Left. The hike unbalanced the Central budget and was beyond the capacity of the states when they too were obliged to follow suit. It is strange how the dust of time accumulates to obscure even the names of people who have served the country well in its most difficult times. The Congress party he served, practically his whole life, is opposed to him because he tried to bring back the party to its ethos of democracy, pluralism and egalitarianism. It is, indeed, a pity that the values have ceased to matter with political parties. Gujral would not have fitted in the Congress or any other party if he had been living.

She has also complained that Tejpal’s family members have visited her mother and asked her to “save” Tejpal and she is apprehensive that more pressure will be exerted on her in the days to come. Under the circumstances, the Mumbai Police need to act on the request of the National Commission for Women (NCW) without waiting for a formal request from the victim and accord protection to her considering the fact the Tehelka boss is an influential media person. It is also clear from the Goa Police returning to the base without talking to Tejpal that he does seem to enjoy protection from the higher-ups. Is it not strange that the police have “grilled” the managing editor of Tehelka, Shoma Chowdhury, for some nine and half hours and three witnesses for over three hours but have not tried to ineterrogate the accused?

So brace yourself for a hike in season ticket rates on the city’s suburban route (Churchgate to Dahanu). According to a Western Railway official, “We are planning to double the fare for railway passes for 1st Class and 2nd Class commuters.” A second class monthly pass from Virar to Churchgate that costs Rs.280 will cost Rs.560, and a first class pass costing Rs.1,025 will be available for Rs.2,070. Samir Zaveri, railway activist, in a letter to Railway Minister Mallikarjun Kharge,

says, “(The) main reason for losses is inefficiency and rampant corruption in Western Railway. This is evident in the Jagjivan Ram railway hospital at Mumbai Central where the authorities spent about Rs.20 crore on its cardiovascular thoracic surgery department but as many as 22 out of the 43 machines installed by them have been inoperative.” The scam at Jagjivan Ram hospital involves purchasing machines, not using 22 machines out of 43 machines and getting kickbacks from private hospital bills as well as bribes for favouring selected railway employees for providing medical treatment at railway’s cost in private hospitals. oronary Heart disease (CHD) occurs when the arteries (blood vessels) of the heart supplying oxygen and blood to the heart are narrowed or completely blocked and the blood supply to the heart is jeopardized, partially or completely. This can manifest as chest pain (Angina Pectoris) on exertion or at rest to a major event – Heart Attack (Myocardial Infarction). Whereas Angina Pectoris basically is due to insufficient blood supply to the heart, Myocardial Infarction denotes complete occlusion of blood supply to a part of or whole of the heart due to occlusion by blood clot. Symptoms of a CHD includes feeling of heaviness over chest – which may increase in intensity on exertion and relives on rest, pain or discomfort in the middle of chest radiating to arms, shoulders, jaw or back. In addition, patient may feel shortness of breath, nausea, vomiting or may have cold sweats/ profuse sweating. It is not necessary for all the symptoms to be present in every patient. In patients with Diabetes and other neuropathic conditions where the nerves carrying pain sensation are damaged, the patient may suffer heart attack without any symptoms or there could be lack of its pathognomonic symptom Pain – this is known as Silent Heart Attack. Risk Factors for the CHD include Diabetes,High Blood Pressure, High cholesterol levels, Smoking, Hereditary,Stress and Male Sex (twice as common in males than in females).Lack of exercise – sedentary life style, poor eating habits – inclusion of lots of fats n carbohydrates in diet, stress at work, consumption of drugs etc. adds up in the causation of the same. Incidence of CHD in Indians is more and at a younger age than their counterparts in developed countries. Approximately 50% of CHD- related deaths in India occur in people 70 yrs. of age. Coronary artery disease (CAD) is currently the leading cause of death worldwide and along with diabetes, it is a serious health threat, particularly in Indian population. Patients with Diabetes alone have two to four fold higher risk of developing Coronary Artery Disease than people with out it. Coronary artery Bypass Surgery (CABG) or as it is known to masses BYPASS SURGERY - is a Surgical treatment for the CHD patients. It restores the blood supply to heart and allows it to function normally thus relieving chest pain and other symptoms of CHD and in turn reduces the risk of death from CAD. As the name suggests, the basic principle is to Bypass the Jam (Blocked Artery) and provide an alternative route to the blood to reach the deficient areas of the heart. To achieve the goal, Patent Arteries or Veins from the other parts of the patient’s body like Chest (Internal Mammary Artery), arms (Radial Artery) or legs (Saphenous Vein) are taken and sewed to the arteries of the heart before and after the narrowed / blocked

This approach is showing good results and better survival and is quite promising. The choice of conduits & the procedure to be used depends upon the medical conditions of the patient, the Surgeon’s expertise and the available facilities. Best long term results and graft patency are achieved with bilateral mammary arteries. A Cardiac Rehabilitation Program follows the surgery. It consists of a 12week program of gradually increasing monitored exercise lasting for one hour three times a week. Patient are also introduced and encouraged to adopt of lifestyle changes to lower the chances of developing further coronary artery disease. These include to quit smoking, reduce weight and dietary fat intake, controlling Blood pressure, lowering blood cholesterol levels and well controlled blood sugar levels of Diabetic patients. CABG has excellent long term results. Survival after CABG is approximately 92% at 5yrs and 81% at 10 yrs. or years, scientists were puzzled by how patients who got their anterior curiciate ligament (ACL) repaired (it’s a common sports knee injury), still experienced pivot shifts in their knee — it basically means that their joint gave way during a physical activity, even though they had a successful surgery. However, that mystery has now been solved with two surgeons at the University of Leuven coming up with a surprising discovery — a body part!

WhAT iT meAns? Though more research is required, this discovery could be useful in treating ACL injuries. ACL injuries are common in those who play sports and this means that the treatment could be much more effective than before.

l Lie on the floor, with your hands by your side. l Simultaneously raise your torso and legs to a 45° angle, so that your body forms a ‘V’. Ensure that your legs and back are straight. l Contract your abdominal muscles and hold the position for as long as you can. l Five repetitions are ideal to start with. he fact that you need to be active and healthy during the course of your pregnancy is not news. It has been proven in the past that what you eat and how fit you are has an impact on the health of your baby. However, a new study has shown that exercising during pregnancy can have a much stronger positive effect on your baby. Previously, it was known that following a moderate workout plan had a positive impact on the baby’s cardiovascular system. However, newer research indicates that the effects aren’t just limited to your baby’s heart. Exercising during pregnancy has been now shown to boost your baby’s brain development.

The sTudy The study done by the University Of Montreal, Canada, was conducted on a group of pregnant women. That group was further split into two sub-groups — one group followed a sedentary lifestyle, while the other followed a

moderate exercise programme of walking and jogging thrice a week, 20 minutes each day. The study lasted throughout the pregnancy and all women, who were monitored, delivered successfully. After birth, all the women were asked to bring back their newborn babies to the researchers, within the first 12 days of having delivered the baby. Researchers then attached caps, designed to test the activity in the brain, on the skulls of the babies. It was found that those women who followed an exercise plan throughout their pregnancy had babies with a comparatively more mature brain as compared to the other women part of the study. Researchers now plan to keep monitoring the growth and development of these babies to see whether this translates into something more meaningful. But, for now, it would be safe to say that we’ve been shown yet more proof on how following a fit lifestyle during pregnancy can be beneficial not just for you, but also for the baby.

it StrengthenS your memory This is probably one of the advantages of writing that you are already aware of and have used a lot when you were a student. The act of writing things down on paper helps you retain the information that you are scribbling more effectively. This is because when you write things on paper, your hand sends signals to your brain to build its motor memory, making the recollection of that particular piece of information faster and easier.

it helpS you heal A study carried out in New Zealand indicates that writing your feelings and thoughts down after a distressing event can even make physical wounds heal faster. As a part of this study, one group of participants (let’s call them A) were told to maintain a journal

and write about their deepest thoughts and feelings. Another group (B) was also told to maintain a journal and write down anything except for their thoughts and feelings. After two weeks, these participants underwent skin biopsies — a process that leaves a wound on the arms. It was found that the wounds of group A, which was told to write expressively in their journals, healed faster than group B.

Miami, found that maintaining a gratitude journal could make you feel happier. People in the study, who kept a gratitude journal in which they wrote once a week for two months, were more optimistic about life compared to people who did not keep such a journal. Also, the journal keepers interestingly exercised more — another reason for the feel-good hormone, dopamine to kick in.

A journal, titled The Oncologist, conducted a study in 2008 on cancer patients. Initial findings in the study suggested that a single, 20-minute writing session led to positive changes in how some patients thought about their illness.

Writing down the things that you are thankful for also helps you sleep better. A study revealed, that spending just 15 minutes every day writing down the things that you are thankful for, makes you sleep like a baby and improves the quality of sleep that you get. The participants who wrote down a list of things they were grateful for before going to bed, slept better and for a longer duration of time.

However, even suspicious jealousy is not altogether useless, as like reactive jealousy, it can reveal our values. Jealousy is like a wake-up call to reality. By dealing with it, you realise the value of that person in your life. It motivates you to take practical steps to strengthen a vulnerable relationship. Jealousy has a bad reputation because the outcome of it is mostly negative. People believe that getting jealous is a sign of weakness and insecurity. However, it is the fearlessness to accept that a person has a very high value in your life and you’d get affected if your relationship with him or her is compromised. In this age of poker faces and barren emotional states, jealousy can actually strengthen your relationship if it is taken in the right way.

HAZIABAD: More than five years after the double murder and flip-flops in investigation, dentist couple Rajesh and Nupur Talwar were yesterday held guilty of killing their 14-year-old daughter Aarushi and domestic help Hemraj in their house in Noida. In a case that has had a number of twists and turns, Additional Sessions Judge Shyam Lal held both of them also guilty of destruction of evidence in the murder on the intervening night of May 15 and 16, 2008, days before the birthday of the class nine student. The father was also convicted under section 203 of IPC for filing wrong information with the Noida police station about the incident. After two adjournments since morning, the judge, who is to lay down office this month end, arrived in the high-security court room at 3.25 pm and summoned both the accused. He read out the operative portion

held tomorrow after which the judge will announce quantum of sentence. The Talwar couple, who were well known dentists of Noida, broke into tears as they were taken into custody and were being taken to jail. Immediately after the verdict was announced, a statement was circulated on behalf of the Talwar couple which read "we are deeply disappointed, hurt and anguished for being convicted for a crime that we have not committed. We refuse to feel defeated and will continue to fight for justice." Defence lawyer Satyaketu Singh said the judgement was wrong in law and would be appealed against in the High Court. Counsel for one of the domestic helps, Fakir Chand Sharma, said he felt vindicated by the judgement today. "I was opposing tooth and nail, the charge against domestic helps as there was no evidence against them," he said. The double murder made sensa-

tional headlines after reports that it was a case of honour killing by the parents after they suspected their daughter of liaison with 45-year-old Hemraj who hailed from Nepal. Rajesh was arrested by Noida Police after the then Inspector General Gurdarshan Singh alleged that the father had murdered his daughter. Later, he came out on bail after the case was handed over to the CBI. Ironically, the CBI, which was handed over the case within a fortnight of the murders, initially gave Talwars a clean chit and pinned the blame on three domestic helps -Krishna, Rajkumar and Vijay -- who were arrested. However, the CBI could not file a chargesheet in the stipulated three months time paving the way for their release on bail. Answering questions on CBI's change of stand, prosecution lawyer R.K. Saini said investigation is a continuous process and ultimately what the court says is final.

enough to sensitively deal with crimes against women". The website 'Legally India' which was the first to come out with her story, yesterday quoted her interview to ‘Wall Street Journal’ in which she said it took her time to come to terms with the fact that she had been assaulted. "When I finally did, all that I wanted to do was to erase the mem-

ory from my conscience. This was a man I had admired, I looked up to him. "Indeed, I pondered over the idea of legal recourse, but feared it would do more harm than good. First, my case would have dragged on for years. Second, defence lawyers would make me relive every violating moment in court – something I wanted to bury at the time. "Third, in cases of assaults, where there is no physical evidence, it's one word against the other, really. There's no reason why a law graduate would have won over a judge with a spotless record. Even now, for instance, when I appear before the panel, I feel I'm being looked at with suspicious eye. I have to constantly justify that I'm not lying, I'm not making up this story. I feel humiliated," the website quoted her. She also said it was ironic that she, being a lawyer, "does not think Indian law, or our legal system for that matter, is equipped enough to sensitively deal with crimes against women".

I wonder what he must have done within four minutes and that too in a lift," Parrikar reacted last evening addressing a function in south Goa. He said that Tejpal by recusing himself for six months has admitted to the act. "By taking six month recuse from his position, this man has agreed to his felony. It is unfortunate that this man wants to take sanyas and come back in six months," the chief minister said. The Goa Police have already filed first information report against Tejpal for raping and outraging modesty of the girl. A state police team has taken the statement of Tehelka Managing Editor Shoma Chaudhary and other witnesses whom the victim had spoken to. REVIEW OF THE PREVIOUS DAY: The Nifty rose substantially on Monday (November 25, 2013) a net 119.90 points (2%) and closed at the 6115 point level. The market opened up with a gap at the 6035 points level and that level itself was the low of the session. It then rose sharply and turned into a range bound movement until 3.00 p.m. The index then rose further and registered the day’s high at the 6123 points level at 3.18 p.m. and then turned into a range bound movement until closing at the day. The Nifty remained above its previous close throughout the session, moved in a range of 88 points and closed above the psychologically important 6100 points level. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 1.60%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 876 were gainers, 502 were losers and 79 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-sold zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues).

RSI Indicator: The RSI is above the 40 level and is now rising (positive if it continues).

MACD Indicator: The MACD is above zero but is now rising (positive if it continues). It is below its 9-day Average (negative). ADX Indicator & DI Lines: The +DI line is below the –DI line but both lines are converging (positive if it continues). The ADX is flat while the Market Index is rising. No signal change.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index af ter having formed three consecutive black body candles has formed a long white body candle. In fact, yesterday’s candle is almost like a white body Marubozu candle. ( A W hite Marubozu forms when the open equal s the low and the close equals the high). Moreover, the body of this candle is above and outside the body of the previous candle indicating a range expansion and acceleration. Further, the index has crossed above its 5 days moving average. The index is now above its 5 and 200 days moving average. All these indicate a positive bias. Incidentally, all these may be the first signs of a bottoming out pattern. A crossover by the index above the 15 days average will confirm the same. However, the index is still below its 15 and 25 days moving averages and both the averages are declining. Moreover, despite yesterday’s sharp rise the velocity parameters are still negatively trended. Both these indicate a negative bias. As such these are mixed signals. Investors are advised to adopt a wait and watch policy until a clear bottoming out pattern emerges.

Bajaj Electricals (BEL) reported its Q2FY14 numbers wherein the topline increased 31% YoY to Rs 960 crore (I-direct estimate: Rs 844 crore) supported by 92% YoY revenue growth in the engineering & project (E&P) segment to Rs 254 crore. Revenues from consumer durable (CD) and lighting segments increased 14% and 24%, respectively. However, BEL reported an EBITDA loss of Rs 1.5 crore (I-direct estimate: Rs 29 crore) largely on account of cost overrun in the E&P segment from old projects, higher advertisement expenditure and one-time expenses. Considering strong revenue growth from E&P segment (CAGR 25% FY13-15E), strong order book size and a stable performance from lighting and CD segments (revenue CAGR ~17% and 18%, respectively) we model overall revenue CAGR of ~20% during FY13-15E. We remain positive on the stock considering major pain from the E&P segment will be limited till FY14E and the segment would turn into the green from FY15E onwards. Strong revenue growth led by E&P segment: Overall revenue growth for Q2FY14 remained strong at 31% YoY led by E&P segment revenue (up 92% YoY). The CD segment recorded sales growth of 14% YoY led by higher single digit volume growth. Revenue growth of ~24% in the lighting segment is attributable to strong sales from CFL and luminaries. BEL is expected to close ~35 projects by H2FY14. Total E&P order book size as on Q2FY14 was at ~Rs 1465 crore. Valuation: Bajaj Electricals, despite being a dominant play in the lighting and consumer durable segment (contributes ~80% of topline) with a strong dealer network has paid the price for poor execution in the E&P business. Poor EBITDA margins with rising working capital requirement (due to a delay in execution of E&P projects) resulted in sharp multiple contractions. At the current price, the stock is trading at a PE multiple of 29.9x FY14E and 11.9x FY15E earnings. On EV/EBITDA multiple, it is trading at ~11.6x FY14E and ~6.5x FY15E EBITDA. We believe the stock is trading at attractive multiples considering the strong performance of the CD & lighting business. We have valued the company on a sum of the parts (SOTP) basis by valuing the lighting, CD and E&P business separately. Recruitment of key people for CRAMS, US, Japan augur well from the strategic perspective. The new Vitamin D3 plant will improve margins in this business. We reiterate our “BUY” recommendation on the stock. Carbogen Amicis – Focus on Emerging & Biotech Companies: Carbogen Amicis has changed focus to target mid-size and biotech companies. It is estimated that ~70% of business would be procured from these companies and 30% from the large counterparts. This would enhance revenue visibility and margins for the company. Business Traction in Hypo Biz: The Company’s facility at Bavla is operational and has order book worth US$8 mn comprising of highmargin products (excess of ~40%). Dishman is confident of generating US$12 mn & US$1520 mn revenues in FY15E & FY16E, respectively. Commercialization Started at Vitamin D3 Facility: Dishman had to rebuild its facility in the Netherlands due to regulatory reasons, which had negative impact on the business margins (down to 14%). Revenues from this business is expected to rise to Rs. 2.5 bn in FY15E (from Rs. 2.2 bn in FY14), its margins is likely to rise to 17% in FY15E, as the Company would shift to own production from outsourcing. Outlook & Valuation: We reduce our revenues estimates by 3.3% to Rs13.5bn for FY 14E and by 5% to Rs15.7bn for FY15E in lieu of lower guidance. The key revenue and margins drivers in H2 FY14 and FY15 would be commencement of Vitamin D3 facility, generic API and Hypo facility traction. We upgrade our EBDITAM from 21.2% to 25.4% in FY14E and from 21.8% to 24.9% in FY15E due to better gross margins and our EPS estimates by 15% to Rs12.7 for FY14E and decline by 5.5% to Rs16.5 for FY15E. We continue to amortise goodwill over a 10 year span. We maintain our BUY rating and our price target at Rs110 based on 6.7x FY15E due to better outlook on Carbogen, Vitamin D3, Generics, Hypo and induction of new management.

oreign brokerage Bank of America Merrill Lynch (BofAML) yesterday said it expects the Reserve Bank to hike its repo rate in the next policy to combat inflation, which may ease in the second half next year. BofAML said the Reserve Bank will continue with its fight against inflation and hike the repo rate at which it lends to the system by 0.25% at the mid-quarter policy announcement on December 18. “We believe that inflation is peaking but will abate only in second half of 2014. We expect WPI inflation to peak about the current 7% and come off to 5% levels in H22014 if the 2014 monsoon is normal,� it

said in a note. Core WPI inflation should rule at relatively benign sub-5% levels with a tight RBI policy dampening pricing power, BofAML said. Since taking over in early September, Governor Raghuram Rajan has hiked rates twice with an eye on inflation, which quickened to 7% in October. “We expect the RBI to shift the money market to repo mode from MSF mode with a 0.25% hike in the LAF policy rate on December 18,� it said. MSF (marginal standing facility) is the penal rate at which banks borrow from the RBI after exhausting their borrowing limits under the repo window. The difference between repo and MSF rates has been normalised at 1%.

Inflation as measured by the consumer price index may come down to 8.5% by March 2014 and 7.3% in March 2015, the brokerage said. It was at 10.09% in October. BofAML also noted that the RBI tends to overtighten and “this is hurting growth rather than denting an inflation that is largely driven by supply shocks or global liquidity or depreciation due to inadequate FX reserves.� BofAML said the rupee’s depreciation pushes up inflation by one percentage point and added that it expects the local currency to settle at the 60-65 against the dollar if the ongoing swap facility for deposits gets USD 20-25 billion. The rupee could test the 68 level again if banks are unable to mobilise deposits of up to USD 20-25 billion, it said.

Fitch Sees Govt Pushing Rs 45000-Cr Oil Subsidy To Next Fiscal By A Business Reporter

F

itch Ratings yesterday said meeting oil subsidies will be a challenge this fiscal and the government may be forced to roll over around Rs 45,000 crore to the next fiscal as the agency expects under-recoveries to be around Rs 65,000 crore this fiscal. “The government will have to tap around Rs 45,000 crore from next Budget, though we assume that the small monthly increase will continue to happen,� Fitch said in a report. The rating agency said out of the oil subsidies allocation of Rs 65,000 crore in the budget for this fiscal, the government has already given out Rs 45,000 crore to pay oil marketing companies for the subsidy gap incurred in FY13. “This leaves Rs 20,000 crore to meet its share of the shortfall between the subsidised price and the

market price,� the rating agency said, adding this year’s under-recoveries are expected to be around Rs 45,000 crore. Net of the discounts from the upstream companies, which has been increased in 2013, the balance cannot be fully accommodated within the remaining Budget allocation, Fitch said. “The situation is still fluid as to how this year’s subsidy in petroleum products will be shared between the government, the upstream players such as ONGC, Oil India and Gail, and the downstream companies like Indian Oil, Bharat Petroleum and Hindustan Petroleum,� Fitch said. The report further said the government’s ability to pass on sharp petroleum price increases to consumers is likely to be limited in light of the forthcoming general elections. Fitch said the upstream players are likely to be required to shoulder

a greater portion of the total under-recovery. In the first half of the current fiscal, ONGC and Oil India were asked to pay 52.5 % of the total Rs 60,900 crore under-recoveries, compared with less than 40 % in previous years. The report the downstream companies are unlikely to have any heavy burden, given the weakened financial profiles of these entities. “Yet it is still uncertain as to whether the refining and marketing companies will have to share part of the under-recoveries, as was the case prior to FY12,� the report said. Fitch expects ‘the above developments as largely neutral to the standalone credit profiles of the downstream entities, and negative for upstream.’ However, the view may change, especially if subsidy payments are delayed significantly or downstream ends up bearing part of the subsidy burden, Fitch said.

Ratnagiri Gas and Power Pvt Ltd (RGPPL) received a spot cargo from Nigeria a day before yesterday. “It was the sixth successful unloading of LNG cargo since commissioning (of the terminal) in January,� RGPPL Deputy Managing Director A K Jana said.

RBI To Launch CPI-Indexed Bonds By December End By A Business Reporter

he Reserve Bank yesterday said it will launch CPI-indexed bonds aimed at protecting the savings of retail investors from the impact of price rise by the end of next month. “Guidelines will be out soon...We are likely to launch the first tranche before end of December. We will come out with details (quantum),� RBI Deputy Governor H R Khan said on the sidelines of a National Housing Bank event. “This year it should be between Rs 10,000-15,000 crore (wholesale price and consumer price indexed bonds) but exact amount will come out. This is part of overall borrowing programme,� he said. The RBI in its policy statement last month had

said inflation-indexed securities for retail investors of 10-year tenor would be linked to the new (combined) consumer price index. Interest would be compounded half-yearly and paid cumulatively at redemption, according to the statement. Inflation-indexed bonds were designed to offer investors an option to guard their savings against price rises and dissuade them from buying gold. The bonds are part of the government’s borrowing programme. The government had announced plans to issue Rs 12,000-15,000 crore of inflation-indexed bonds with 10-year maturity in tranches during the current financial year. While the first series of bonds was open to all categories of investors, the second series will be exclusively for retail investors.

arathi film ‘Maat’ will be Bollywood actor Isha Koppikar’s debut in Marathi films. The film is creating waves due to its unique subject, high quality production values, the brilliant acting and the meaningful songs and music given by popular duo Sandip Khare and Saleel Kulkarni. ‘Maat’ is presented by Sailee Dream Ventures and produced by Manali Mangesh Sawant. The music CD of the film was released in the presence of Chief Guest N. Chandra, writer Anil Kalelkar, actor Pradip Kabare, Makrand Deshpande along with star cast of the film. Along with the music release of ‘Maat’, the first look of the film was also revealed. Shrutinaad is set to feature Ragini Chakravarty of the Kirana gharana in a concert. She will be accompanied on the tabla by Shantanu Shukla and on the violin by Manaskumar. ADODARA: Veteran pacer Zaheer Khan made a comeback to India's Test side after close to a year but opener Gautam Gambhir was ignored as the selectors today announced the squads for the Test and ODI tour of South Africa starting December 5. The 35-year-old Zaheer, who had been battling fitness issues and was even dropped from the BCCI's list of contracted players, was chosen in the 17-member Test squad after taking 13 wickets in three Ranji Trophy matches at an average of 19.84 this season. Gambhir, however, had no such luck as the opener, who has been downgraded to group B in the list of contracted players, failed to find a place despite a healthy average of 74 plus in the ongoing Ranji season. "His name was discussed, in fact, we discussed a lot of things. Even skipper M S Dhoni was consulted and all the players were selected unanimously," BCCI Secretary Sanjay Patel said after a meeting of the selection committee here. The month-long tour featuring three ODIs followed by two Tests is India's first international assignment after the retirement of iconic batsman Sachin Tendulkar. Baroda batsman Ambati Rayudu, a seasoned domestic player, has been named in both the Test and ODI squads, while veterans like Virender Sehwag and Harbhajan Singh continued to remain on the sidelines. The 28-year-old Rayudu, who is currently a part of the team in the ongoing ODI series against the West Indies, has played four one-dayers for India. There were no major surprises in both the squads with the selectors opting to go in for a paceheavy bowling attack considering the conditions in South Africa. Pacer Ishant Sharma, who has been struggling for form, was retained in both the squads. NEW DELHI: Umesh Yadav is relieved that he is back in the scheme of things but the bigger reason for his happiness is that senior pro Zaheer Khan will be around during India's upcoming tour of South Africa to guide the junior bowlers. "Zaheer has had a great influence on youngsters with his ability to guide us through the bump and grind of international cricket. I have got a lot of valuable tips on fast bowling and there is no better exponent of reverse swing than Zak. He is like mentor to us and it is an honour to play international cricket alongside him," the 26year-old Vidarbha pacer told PTI. "Zaheer's advice in match situations are invaluable as he is a brilliant reader of opposition batsmen." Yadav, who has played nine Tests and 26 ODIs for India, was confident that he will be selected in the Test team but to be recalled in the shorter format has been like an icing on the cake. "I had a gut feeling that I will be selected for the Test series but I had kept my fingers crossed for the ODIs. I am really happy that selectors have shown faith in me by giving me a chance in the ODI squad as well," the fast bowler added. "Since I have the pace, my bowling is suited to conditions where the pitches offer pace and bounce. I have also played in places like Durban in the Champions League T20 for Delhi Daredevils. So, I have the experience of bowling in South Africa."

UMBAI: Golden girl Goldi Shahi of SAI (Kandivali) aggregated 23 points – highest among all the categories - having won four gold and a silver and was awarded the Y.A. Gole award for being the best women athlete in the Bombay YMCA State Level Athletic Championships, which concluded at the Sports Authority of India Complex here. Being a heptathlon, Goldi excelled in the sprints - gold in the 100m (13.0 secs), 800m (2:23.4 secs) as well as in long jump and shot put along with silver in the javelin throw. Equally noteworthy performance came from Thane’s Nidhi Singh, who aggregated 20 by winning golds in the 100m, 200m, 400m and 800m in the girl’s under-16 section. NEW DELHI: India secured their first victory of the 3rd FIBA Asia U16 Championship for Women with a thrilling 57-55 win over Malaysia in Colombo, Sri Lanka from November 23rd to 30th. India looked strong from the start and finished the first quarter with a seven points lead based on their strong defensive effort. Malaysia fought back to take a 7point lead mid-way through the 3rd quarter. India turned the tide with the help of Gagandeep Kaur who came off the bench to help tie the game at 43 at the end of 3rd quarter. Kaur, who finished with eight points -- all in the last quarter and a half, and Mayukha Kollam Thodi steadied team India in the fourth with their stellar defense and rebounding. Bhandavya Mahesha was the top scorer for India with 12 points, followed by Riya Verma and Kollam Thodi who scored 11 and 10, respectively. As Team India celebrated, coach TD Biju breathed a sigh of relief as the game was too close for his comfort. RISBANE: Australian skipper Michael Clarke insists there is no animosity with England despite the final day of the first Test turning nasty with tailender James Anderson told to expect a broken arm. Instead, it showed Australia were up for the fight. "I think it is because both teams want to win so badly," Clarke said. "I respect that there is a line and both teams shouldn't overstep that line. I think the rivalry and the banter on the field, it is give and take both ways. It is not one team dictating the other. UCKNOW: Allahabad High Court reserved its decision on a petition challenging the awarding of Bharat Ratna to cricketer Sachin Tendulkar. After hearing the PIL filed by IPS officer Amitabh Thakur and social activist Nutan Thakur, the Lucknow bench comprising Justices Imtiyaz Murtaza and DK Upadhyay reserved the order.
