Do you agree with Gujrat CM Narendra Modi’s repeated taunts that Rahul Gandhi is a ‘Shehzada’? he family of 13-year-old Gineshwari Jain is glad to see their child recovering well after being diagnosed with Solid Pseudopapillary Epithelial Neoplasm of the Pancreas (SPEN), a rare but curable form of tumour that has a low-grade malignant potential and occurs almost exclusively in young women. On October 9, 2013, Gineshwari, who is from Rajasthan, underwent an eight-hour long surgery at Vertex Hospital in Mulund, and is now on her way to recovery, said her uncle Vastimal Jain, who lives at Sandhurst Road in Mumbai. Speaking about Gineshwari’s diagnosis getting done by chance due to the alertness of her mother, Vastimal said, “Gineshwari used to lead a very normal life. where Gineshwari was diagnosed with SPEN. “We were told that the surgery needs to be done as soon as possible. We were also told that this is a risky surgery. It was scary when we were asked to sign the consent form,” said Vastimal. But placing their trust on God and the doctors, Gineshwari’s family went ahead with the surgery and much to their relief, it was a success. “Gineshwari is fine now. She will be discharged by November 8 or 9 and will then return to Rajasthan,” said an emotional Vastimal. Giving out the medical details, Dr. Gandhi said, “It was a four kilogram tumour with dimensions of 12x10x10 cm, located at the head of the pancreas. The surgery lasted for eight hours and there was 100ml blood loss. SPEN is a very uncommon, low grade, malignant neoplasm that is usually found in young women. The reported incidence of this tumour is only one per cent of all pancreatic tumours. We safeguarded all vessels. This is probably the first such surgery of this kind in Mumbai involving such a young patient.” shwetha.kannan@afternoondc.in

Cong-Sena unite to support Campa Cola residents By A Staff Reporter

he Congress and Shiv Sena shared a common platform in a clearly bipartisan show of unity to save the Campa Cola residents from being rendered homeless. Over 800 people including Campa Cola residents and supporters came in large numbers to form a human chain at Marine Drive. Residents came out with plac-

ards appealing to the Chief Minister of Maharashtra to intervene and save their home from being demolished. Milind Deora, Anil Desai and Aditya Thackeray also joined in support. Milind Deora, Member of Parliament, said, “As a union minister, I am putting my weight behind the Campa Cola residents in their fight to save their homes. He said that the

Campa Cola issue was a typical case which is a result of the collusion between the authorities and the builders in this state as well as various parts of the country. A housing bill is being considered to address such issues.” In the past he has said that he has taken up the issue with the Chief Minister and if need be, he would take up the matter with Sonia Gandhi.

Aditya Thackeray, Chief, Yuva Sena, for the first time made a public appearance in support of the residents of Campa Cola. Thackeray said, “We will try our best to save innocent residents from becoming homeless. We request the Chief Minister to take necessary action at the earliest in order to save the homes and lives of the Campa Cola residents. We have been supporting the

residents since the start and will continue to till the end.” While residents and supporters were silently forming a human chain, police arrested over 40 of them and put them into a police van. They were later released after the intervention of Anil Desai, MP, Shiv Sena. The residents have found support from various political parties and people across religious faiths.

Segregation of waste is a common practice in urban local bodies all over the world. While BMC has warned of strict action if citizens do not follow the ‘segregation order’, the civic body itself has not placed the required infrastructure for the purpose

By Gayatri Sahasrabuddhe and Vishnudas Sheshrao

W

hile one may be astonished at the amount of garbage that Mumbai city deals with per day –8,000 plus metric tonnes – even more surprising is the way that the garbage is dealt with. With time this figure is expected to go up to 10,000 metric tonnes per day. And yet, the answer to dealing with it seems to pile it up at the at the dumping grounds in Mumbai’s eastern suburbs of Deonar, Mulund and Kanjur Marg as the Brihanmumbai Municipal Corporation (BMC) lacks the necessary infrastructure to deal with this waste in a more permanent and environment-friendly manner. However, the BMC alone is not to be blamed. It is time for the citizens of this otherwise beautiful city to step up and take notice of the potential environmental hazard their everyday waste habits are causing. There are simple things that we can all do to help address the problem of garbage control, yet it seems to be impossible to motivate citizens to get started. Motivation seems to be the key in explaining why Mumbai has continually failed at disciplining itself in the enforcement of a system where garbage can be tackled in the most effective way. While citizens may be directed to separate their garbage, the fact that it seems to be merely a fig leaf covering the BMC’s own failures, ensures that this directive is almost universally flouted. After all, even when garbage is segregated at the domestic point of collection, the conservancy department trucks dump everything back together in full public view at the point of pick up, ostensibly to encourage rag pickers! Recently, the Solid Waste Management (SWM) department, responsible for the overall cleanliness and disposal of garbage in the city, sent notices to housing societies across wards, asking them to segregate dry and wet waste at society level. Those who did not comply with the order would be served a notice regarding fines. No society, however, has been so fined yet. However, notices regarding segregation of waste have been sent to societies across wards. “If the civic body levies any fine or sends notices to housing societies regarding the segregation of dry and wet garbage, I will be the first to sue the BMC”, said former leader of opposition in BMC and legislator Rajhans Singh. Segregation of waste is a common practice in urban local bodies all over the world. “What makes the difference is that the BMC had warned of strict action if citizens do not follow the order but the civic body itself had not placed required infrastructure for such segregation ”, said Rajhans. There are plenty of grandiose plans. The BMC had made a road map in phases for solid waste man-

‘The quality of life in the country will be gravely affected in the future, if the plethora of regulation concerning waste disposal is not effectively implemented,’ said R.A. Rajeev, Principal Secretary, Environment at Waste Management Seminar 2013, organised by Confederation of Indian Industry earlier last month. He added, ‘India currently produces more than 65 million tonnes of waste annually of which more than 90 per cent requires proper treatment.’ agement in the city. In the first phase, the civic body had put up a target of house to house collection of waste and its disposal, to be achieved by March 2014. The second phase – segregation of wet and dry waste, on pan city level – is to be achieved by March 2015. The civic body has also proposed efficiency of collection of solid waste and extent of scientific disposal of municipal solid waste but no deadline has been fixed for it so far. The segregation of waste notices were a part of this target. Deputy Municipal Commissioner (SWM) Prakash Patil admitted that two different processing units, each for wet garbage and dry garbage, are yet to be installed. Besides, the civic body needs to buy additional infrastructure like more compactors, vehicles and man power.

India Tech Excellence Award was awarded to the BMC for successful registration of Gorai project for CDM benefits. Prize was awarded to the BMC and received by former Municipal Commissioner Swadhin Kshatriya from former President of India Smt. Pratibha Patil. The Awards function was held at MMRDA Grounds, Bandra Kurla Complex (BKC) on October 27 along with the inauguration of the 12th World Innovation Summit and Expo comprising Constru India & Power India 2010. Patil said, “We have sent notices to hosing societies to create awareness among them. So far, no action has been taken or no fine has been levied against any society”. Sending such notices itself is a part of awareness, claims the BMC. Besides, the civic body also puts up advertisements in newspapers and posts banners across civic buildings pertaining to waste management. Patil added, “So far, we have been successful in segregating green waste (garden waste), silt and waste generated in hotels which account to 29 per cent of the total garbage in the city. By March 2015, we need to achieve the remaining 71 per cent target which includes segregation of waste at house-to-house level.” Councillors and experts think that segregation of solid waste at house to house level is quite difficult in the city. A good 70 per cent

MMRDA to a private company which has grossly failed to perform in previous projects”. Francin Pinto, Chairperson, Garbage Concern Welfare Society, who has been working along with her NGO to turn waste into wealth, says, “Mumbai needs at least 45 sq km or 1/10th of the city’s surface area to scientifically treat its waste!” Pinto feels that the root cause of the problem remains the Mumbaikar attitude. “People are indifferent towards the issue of garbage. They feel it is not their problem. This indifference has led to a lack of action. The issue of garbage and segregation needs to be hammered into people’s psyche. We need to stop blaming everyone. We need to make every citizen accountable for the waste he/she generates. We need to move from inaction to action.” Mumbai’s bureaucrats have opted for the centralised system, she points out, dumping garbage in one location, covering it up and then building real estate over it. Pinto feels that the problem of segregation and tackling Mumbai’s waste is manageable but will require tremendous work and a huge overhaul of the current waste management system. Apart from this, more awareness campaigns and the impetus for everyone to work together, hand in hand, is essential. She adds, “Mumbai has 24 wards and instead of dumping the entire city’s garbage in one site for treatment, commonly called a Centralised System, each ward could have its own Waste Management Area – a decentralised system which would reduce transportation costs and create resources within the ward like generating employment for individuals at the bottom of the pyramid”.

From inaction to action:

Virtual Elections S

O finally the Election Commission of India (ECI) has bitten the bullet as it were and has come out with ‘reasonable restrictions’ on the use of Social Media platforms like Twitter, Facebook, Apps and other Internet media

now used extensively by political parties and candidates. The restrictions, better known as Model Code of Conduct (MCOC) had been there already in place for campaigning during elections in respect of print and electronic media. What the EC has done is to simply extend the same provisions to broadly cover all aspects of social media. Social media buffs and critics are already up in arms over what they feel are attempts to gag their freedom of expression. But Article 19 of the Constitution, which guarantees that very same freedom, also stipulates that it be ensured with ‘reasonable restrictions’. However, the EC is treading into uncharted territory. Political parties and some politicians have taken to Twitter, Facebook and other social media platforms because of their instant and wide reach within no time. Just the other day the NCP launched its chief Sharad Pawar’s blog ‘PawarSpeaks’. Then there are groups like Friends of Modi, while a politician like Shashi Tharoor’s penchant for tweets is well known. The EC by its own order admits that it will have to seek government help in regulating social media during elections especially if the

eacting to Sharad Pawar's advice for Rahul Gandhi that he should gain administrative experience first before trying to become Prime Minister, Congress has said it was ‘fully confident’ that the NCP leader would change his opinion after the elections. "We are not only confident, but also sure that Pawar will definitely change his opinion about Rahulji after the elections," Maharashtra Congress spokesperson Sachin Sawant told PTI, last week.

posts and tweets are made by private individuals. It is here that the EC and the government have a problem on hand. In a bid to weed out fake accounts, the EC now seeks information about genuine accounts and identities. But how and when can it regulate those which are made by individuals and groups from outside the borders of the country? Will the restrictions also apply to innocuous comments by private individuals on politicians and political parties and will those also constitute political campaigning?

Political Untouchability

NCP chief Sharad Pawar TIME and again NCP chief Sharad Pawar has displayed how uneasy his relationship with the Gandhi family has been throughout his political career. Back in 1999, when it became abundantly clear that Sonia Gandhi was likely to take command of a faltering Congress, he walked out of the party citing her foreign origins, only to later on join hands with the very same Congress to forge the UPA government in 2004. Prior to 1999 he had an excellent chance of taking aim at the Prime Ministerial post with the help of the ramshackle third front which called the shots in national politics. Now again as the Con-

SIMHASAN

gress has slowly begun to project its vice president Rahul Gandhi, the unease is quite evident as he wants the Gandhi scion to prove his mettle before accepting any major responsibility and that he has declared he would not be part of any future Congress led government, signals his unease in working under some one too junior to him. But he had not let go of his secret craving for the coveted post. By sharing space with BJP's Nitin Gadkari and commenting there was nothing such as ‘political untouchability’, he made it clear that should there be a hung verdict in the 2014 Lok Sabha elections, he would not mind heading a third front led dispensation. Not to speak of the deft way he has further widened the divide within the BJP between Gadkari and his arch rival and his MCA election rival, Gopinath Munde.

Political Fireworks THE political mood in the state has already swung and turned festive with Diwali fast approaching. And with the countdown for the 2014 Lok Sabha elections already having got mixed up with the assembly elections for the five states, the festive season will surely see more political fireworks. The BJP rode a bullockcart to the office of Dr Madhav Chitale to submit suitcases filled with what they claimed were proofs of the Rs.70,000 irrigation scam. Will the BJP really ex-

ing their roles with no real fire and brimstone. If that was not enough, as the week wound up last week, the BJP and NCP voiced their staunch opposition to any clemency being shown to Bollywood actor Sanjay Dutt and brother of Congress MP Priya Dutt. BJPNCP seem to be strange bedfellows indeed when it comes to Sanjay Dutt. Yet a couple of days ago the BJP was dishing out proof of the

hasangh (BBM) leader Prakash Ambedkar rejecting its unilateral declaration of BBM being part of Congress alliance outright.

Electoral Misfortune

LITTLE did two time Congress MLA from Bhusawal Prashant Hamine | ADC assembly constituency Santosh Chaudhari realize that his dream of making a hattrick of sorts in the assembly elections would be cut-short with the Delimitation Commission reserving his seat as a Schedule Caste seat in 2009 elections. Poor Chaudhuri, in a desperate bid to keep things in his control, decided to nominate one of his own close confidants Sanjay Savkare to contest the polls. Little did he realize that Savkare would not only win the polls, but today also happens to be the Minister of State for Agriculture in Chief Minister Prithviraj Chavan’s cabinet. A somewhat similar fate befell Maratha Mahasangh leader Shashikant Pawar who once was tipped to become an MLC from the NCP quota BJP’s Vinod Tawde rode a bullock cart to the office of Dr. Madhav Chitale. back in 1999. f everything goes as planned and unopposed by the locals, the residents of Diva, Dombivli and Kopar can soon expect a bridge on Ulhas River which will directly connect them with National Highway 3 i.e. Mumbai Agra Highway. At present residents of these areas have to detour of over 20 km via Shilphata Kalyan Road to reach Thane and NH3 which costs them time as well as fuel. The MMRDA has planned to construct a 1.2 km bridge on Ulhas River from Thakurli end to Mankoli on NH3 which will connect both the ends. In January this year, a team of MMRDA officials had visited the spot for the planning. At present there are 7.5 metres road till the coast of the river from both the sides which will also be broadened to 15 metres for which land survey needs to be done and

accordingly it will be acquired. The work on land survey will be started next week. The bridge will be constructed on suspension technology in which the pillars will be constructed on both the ends of the river only there will be no construction in the river. According to the local politicians, there are apprehensions about the possibility of opposition from the locals of Saravali and Mankoli villages whose lands may be used for the widening of the roads. A fund of Rs 45 crore has been allotted for the land acquisition only under the project out of the total 200 crore. Anand Paranjape, the Member of Parliament from Kalyan said, “From the next week the land acquisition survey will be started and if there is no issues then the global tender for the project will be issued by the MMRDA.

he Mira Bhayandar Municipal Corporation (MBMC) has ordered the closure of a night shelter located in the Talao Road area of Bhayandar (east). The decision came after residents and the local BJP unit led by municipal corporator Rohidas Patil registered strong opposition saying the night shelter in their area had become a source of nuisance for students and people, especially the womenfolk residing in the vicinity. Run by a local NGO, the night shelter was operating from the ward office building of the MBMC which also houses a primary school, library, study centre and tax payment counters. “Though it was a good initiative, thanks to the callous attitude of the management, this particular shelter was nothing but a nuisance,” Patil had stated in his complaint to the municipal commissioner, raising a strong possibility of presence of anti-social elements who, under the guise of homeless people carry out their illegal activities. It should be noted that following the direction of the Supreme Court in 2011, the MBMC had started five night shelters for the homeless. However, it has now been alleged that some people seeking accommodation in night shelters continue to loiter in the area even during daytime and frequently involve themselves in noisy quarrels, disturbing the peace and tranquillity of the area. It may be recalled that a small time producer from Gujarat was found dead under mysterious circumstances at a night shelter in Kashimira some tame back.

ongress has once again sought to remind its ruling ally the NCP and its chief union Agriculture minister Sharad Pawar of adhering to coalition dharma. Addressing party conclave at Panvel in Raigad district on last Saturday, MPCC president Manikrao Thakare remarked that the Congress has always believed in having alliance with like-minded political parties. He however added that the coalition partners should adhere to the coalition dharma and extend their cooperation to the Congress. In an another statement, MPCC spokesperson Sachin Sawant has further cornered NCP chief Sharad Pawar over his terse remark wanting Congress vice president Rahul Gandhi to prove his political and administrative acumen before vying for top post. Pawar had also remarked that he would not like to be part of any future Congress led UPA government. Sawant in a statement issued yesterday remarked that the Congress not only believes but is also confident

that Pawar would definitely change his views after the elections are over. In an apparent dig at Pawar quitting the Congress in 1999 citing foreign origin issue of Congress president Sonia Gandhi, Sawant sarcastically remarked that Pawar had similarly later changed his views. Meanwhile, senior NCP leader and deputy chief minister Ajit Pawar has declared that the NCP would contest 22 Lok Sabha seats in the 2014 general elections. Both the ruling coalition partners have been at loggerheads with each other over who should contest how many seats out of the 48 Lok Sabha seats.

t a press conference on Sunday, Chief Minister Prithviraj Chauhan announced that the State Government is coming up with a central policy where the State Government will pay 50 per cent of the amount for the railway projects. In case of problems related to encroachment of slums for railway corridor projects, MMRDA projects and land development for airports, Chauhan said that the state government will give 50 per cent of the land plus budget. Chauhan mentioned that work on the third and fourth line between Virar-Dahanu road, fifth and sixth line between Borivali and Virar, third and fourth line between Kalyan –Kasara and KalyanKarjat have been proposed. According to Mallikarjun Kharge, Union Minister for Railways, commuters complain that the railways should introduce more trains for the comfort of passengers at a lesser cost. “We will introduce more trains. The Mumbai Rail Vikas Corporation Ltd (MRVC) along with the introduction of first stainless steel EMU rake under MUTP-2 launched the Trespass Control Works on Mumbai Suburban Railway System at Dadar, Kurla, Kanjur Marg, Thane, Thakurli, Kalyan on Central Railway and at Dadar, Kandivali, Borivali,

According to Kharge, “The current problem of encroachment on slums for various rail corridor projects will be resolved through negotiation.” Some of the salient features of the new EMU rake are: wider windows with polycarbonate louvers for panoramic view. Stainless steel luggage rakes with user-friendly improved profile. The new rake will save an estimated 35 per cent energy due to re-generating braking. The new rake is first of its kind stainless steel coach designed with stainless steel straight sidewall and stainless steel panel of roof. It has an

hile students from various under-graduate courses are currently appearing for their fifth semester board exams and are also doing some planning for their vacations, the Bachelor of Mass Media (BMM) students are a tensed lot. Though their board examinations will be ending next week and Diwali vacations will begin, they have no clue about the dates of their practical and viva examinations. As none of the professors has finalized the date, Diwali holidays will be more stress than enjoyment for them. As per the syllabus and examination pattern of the Third Year Bachelor of Mass Media (TYBMM), in the fifth semester, students have two practical subjects, Newspaper and Magazine Making (Journalism specialization) and Ad-Design (Advertising specialization). These two subjects are practical subjects, for

which an external examiner is sent by the varsity to conduct the exams, which involve presentations of practical projects and viva examinations. Every year, the dates for these are declared well before the BMM semester board examinations, but this year, the varsity has been unable to announce them and they may well be scheduled immediately after vacations, leaving students in no mood to enjoy their holidays. Talking to the ADC, a student who did not wished to be named, said, “Even though our exams will be over and Diwali vacations will start, we BMM students cannot go out of the city for vacations as dates for practicals have not yet been declared by MU. If the dates are announced all of a sudden, we may not be in a position to return in time and could end up losing a year. It seems that our vacations will just see us biting our nails, waiting for the dates of the exams.” In the first week of October, the Board of Studies of BMM had conducted meeting for the practical subjects where Dr. Ancy Jose, Head of BMM, MU, stated that the practical examinations would be conducted after the Diwali vacations. The ADC contacted Dr Naresh Chandra, Pro Vice Chancellor, MU, who said “We will be declaring the dates as soon as possible and students need not be tensed as the varsity will see to it that their vacations are not affected by this.”

igher Floor Space Index (FSI) and speedier government clearances for infrastructure projects will eventually lead to their delivery on time and reduce the cost of housing stock, opined Mumbai Metropolitan Region Development Authority (MMRDA) metropolitan commissioner UPS Madan and MCHICredai president Vimal Shah.

They said this while participating in a panel discussion on, “Transforming Mumbai to be a world city” organized by the Press Club, Mumbai held here yesterday. Taking part in the discussion, Madan announced that Mumbaikars will not have to wait till next year for the commissioning of the first phase of the Metro rail and Mono rail. He stated that the Mumbai Metro One Versova-Andheri-Ghatkopar corridor and the Chembur-Wadala segment of the Mono rail should be operational by December this year itself. He admitted that the city has been steadily losing its glamour and because until a decade ago no thought was given to augment its infrastructure. MCHI-Credai president

Shah added that business districts like Nariman Point and Bandra-Kurla Complex (BKC) have been created without adequate transport infrastructure in place. He also stressed upon the need for speedier issuing of government clearances to 60 days from usual two years which will reduce capital costs thereby reducing real estate prices. Noted transport expert Ashok Datar opposed the idea of developing the hinterlands of Panvel and Uran across the Mumbai coast without ensuring proper development guidelines. He

said that at present, investment in real estate in this region has become idle investment that fetches no returns. He also slammed the concept of granting free parking space in real estate which according to him was taking up much needed space that could be used to build affordable housing. Datar mooted the concept of making some roads inaccessible to cars. Madan admitted that the concept of water transport has not been explored to ease traffic congestion on roads. Replying to queries he said that the delay in the execution of infrastructure projects in Mumbai has been because of heavy congestion in the area where infrastructure projects are being carried out. prashant.hamine@afternoondc.in

History lessons as poll strategy is bound to fail

AAP has good chance in assembly poll O

NLY a few month ago, the assembly poll prospects for the Congress in Delhi were far from good. The corruption charges against the Congress would have been exploited by the BJP and this would have helped it win. Even those who prepared prepoll opinion exercises concluded that the Congress chances were dim and in all probability the BJP would win. Delhi Chief Minister Sheila Dikshit has now one more opponent in the poll fray. The emergence of the Aam Aadmi Party (AAP) is posing a big challenge to her. The AAP chief Arvind Kejriwal is adopting new and novel methods of conducting the election campaign: He has started the poll campaign with a fast. Kejriwal and his men are going from door to door and enquiring about the problems of residents who are at last getting some hope that some of their problems might be solved. And Kejriwal is not selecting the candidates: He is asking the people to choose the candidate they want. Arvind Kejriwal has made a good impression on voters of Delhi. Delhi voters cannot forget the savage way the police dealt with peaceful, innocent demonstrators during the ‘Nirbhaya’ rally. Thus, most of the people may not vote for Sheila Dikshit’s party. And Arvind Kejriwal, who has already won over the Delhi voters, is most likely to defeat both the Congress and the BJP in the ensuing election and come to power!

NLESS he lives in a cocoon, blissfully oblivious to the popular reaction to his speeches on the stump, he will immediately dump whoever is advising him to harp on ‘me, my family, mummy, father, grandmother’ et al. It grates on the nation’s ears. Ordinary people are concerned with more mundane, existentialist matters such as the price of onions and more humble veggies. Maybe even a mention of those humongous scams which have eaten hugely into the public purse would help him connect with the voters in the Assembly polls. But working on the tear ducts of the people as an electoral strategy is doomed to fail. For, not only were the murders of Indira and Rajiv Gandhi duly exploited on the polling booth in the past, the majority of voters would have but only a vague memory of those tragic killings. To make the point clear for the Gandhi scion, let us take an example from Bollywood. Whether it is the Bimal RoyDilip Kumar classic, Devdas, or the modern Ramesh Sippy-Dharmendra-Amitabh opus, Sholay, exhibitors would be foolish to expect full houses were they to screen these superduper hits of an earlier era in circa 2013. Past is for the old dodos. Younger generations prefer to live in the present. With nearly two-thirds of the electorate below the age of forty, its concerns are necessarily about education, employment, inflation, even law and order, but certainly not about the circumstances attendant upon the assassinations of Rahul’s father and grandmother. As for the older generation of voters, those murders were the tragic culminations of wrong-headed policies the Congress governments had pursued for its narrow political ends. The creation of twin Frankenstein, it should be remembered, of Jarnail Singh Bhindranwale and Velupilai Prabharkaran of Tamil Tigers was the handiwork of the selfsame governments. Besides, the vice-president of the Congress Party seems to have mixed up militancy with communalism. Both Bhindranwale and Prabhakaran led terrorist outfits. Both were initially encouraged by highly-placed elements in the Congress Party for partisan ends. Both were killed by the armed forces of their respective countries. But when their erstwhile protectors in New Delhi turned hostile, they showed no compunction in targeting them. Period. Thus, a fresher course in modern history would do no harm to the backroom advisers of the heir apparent. But it would be immensely better if they left the highly divisive role of the Gandhi governments well alone and addressed the everyday concerns of the aam aadmi. In the absence of a coherent strategy to convince the voters how the party of numerous scams and misgovernance intends to turn a new leaf, resorting to emotional appeals would not pay any electoral dividend.

Farewell to the man with the golden voice MANNA Dey – possibly the last legendary singer in Bollywood – has finally bid the world adieu. The singer, with outstanding talent, had contributed immensely to Bollywood in the past with several memorable numbers, the most romantic of which was ‘Pyaar Hua Ekrar Hua’. Others like ‘Laga Chunri me daag’, ‘Sur na saje’, ‘Ek chatur naar’, ‘Aye mere pyaare watan’, ‘Tu pyaar ka saagar hai’ and others were perfect examples of his golden voice which aptly fit songs with a social message. This singer was also awarded the highest award in Bollywood i.e. The Dadasaheb Phalke Award in 2007. With his demise, the battalion of yesteryear male singers has

MANNA Dey, Indian cinema’s Golden Voice has gone just as the industry is celebrating 100 years of existence. And with his demise, a melancholic vacuum has been created. This is a big loss and no one can bring back the melodious moments he created. At 94 Dey was the seniormost among the musicians of India and this legendary figure lent his voice to several heroes of his time creating songs that still linger in our minds. FUTILE TALKS: The ceasefire violations at the LoC have increased after talks between the PMs of the two countries, thus proving that talking to Pakistan is a futile endeavour. AS reported, Pakistan is conducting a lot of ceasefire violations fearlessly and with impunity. In fact, after the talk between the Prime Ministers, the ceasefire violations have increased. Although we are a large country, we seem to be a spineless, toothless and sluggish giant that Pakistan does not fear at all thus allowing them to wage a proxy guerilla type of war against us by which it can bleed us without damaging itself. Our leaders do not even care about bringing Pakistan to its knees. We can put political, economic and social sanctions against Pakistn and cut off diplomatic relations, but we immaturely rush to the USA with complaints and proof of Pakistan’s nefarious activities and want the USA to declare Pakistan as a terrorist state. Why don’t we do it? The attitude of our government makes us believe that the statement made by Dr.Subramanian Swamy in a TV interview that our politicians fear the Pak ISI as it has the account numbers and balance of our corrupt ministers. Our leaders will have to pay heavily for their inaction and inefficiency.

They have cheated Indians at large and they will definitely be booted out in the forthcoming elections. — S.P. Sharma, Mumbai

PAKISTAN’S crooked tail will never be straightened. It will continue all its anti-India activities like violating the cease fire agreement and helping in the infiltration of terrorists. The meeting of the DGMOs of both countries will serve no purpose. All the Indian rail and road links with untrustworthy Pakistan, PoK and Bangladesh ought to be closed so that the legal and official import of the Pakistan sponsored terrorists such as arms, ammunition, drugs and fake currency will be stopped. This is the best time to destroy all the terror training camps, hideouts, warehouses of arms and ammunition as well as the ISI headquarters and its branches in Pakistan and PoK immediately, without any prior warning. MUMBAI | MONDAY, OCTOBER 28, 2013 B) To draw tangent to the circle from a point outside the circle. Ex 4.2 5 Draw tangents to the circle with centre M and radius 2.5 cm, from a point P at a distance 5 cm from the centre of circle.

Geometric Construction Introduction:

Steps of construction:

To develop the skill of drawing accurate figures or designs as per measurements, the knowledge of some basic geometric constructions is needed. eg. Drawing a map of a building, roadmaps, to design tools and various parts of a machine, design of a floor, beautiful designs on cloth, carpet etc.

1. Draw a circle with centre M and radius 2.5 cm. 2. Take a point P at a distance of 5 cm from the centre M. 3. Draw the perpendicular bisectors of seg MP. Let N be the point of intersection. 4. Draw a circle with centre N and MN or NP. Name the point of intersection of both the circles as A and B. 5. Draw lines PA and PB Lines PA and PB are the required tangents.

Construction of circumcircle of a triangle: Ex 4.1 10 Draw any right angled triangle and construct its circumcircle.

Steps of Construction: 1. Draw a right angled triangle PQR 2. Draw the perpendicular bisector of seg PR and seg QR intersecting each other in the point O. 3. With O as centre and radius OP (or OQ or OR) draw a circle. This is the required circumcircle of ∆PQR.

Susan John Holy Name High School, Fort GENERAL MATHS II - (5) Geometric Construction related to designs: 1. Construction of an isosceles triangle in a square, four congruent isosceles triangles in a square. (Refer to pgs 9798 in text book for method I, II and III) 2. To construct regular hexagon (pg 98 in text book) 3. To construct the given number of triangles in a regular hexagon. ie four triangles, six isosceles congruent triangles and twelve congruent right angled triangles. (Refer to pgs 99-100 in text book) Problem Set 4 20 Draw a regular hexagon with side 5 cm and draw three concentric circles in it with centre O as centre point of hexagon and of different radii.

Note: Circle passing through all the three vertices of a triangle is called ‘circulcircle’ of a triangle. Point O is called the circumcentre.

Construction of in circle of a triangle:

Ex 4.1 13 Construct the in circle of ∆XYZ in which XY=4.5 cm, YZ=5.3 cm and ∠XYZ= 110O

Steps of Construction: 1. Draw a circle with centre O and radius 5 cm. Draw diameter FC. 2. Taking C as centre and radius 5 cm fix the points B and D on the circle. 3. Taking F as centre and radius 5 cm fix the points. A and E on the circle. Join the points A, B, C, D E and F in order. ABCDEF is the regular hexagon. 4. Taking O as centre draw 3 concentric circles ie circles having different radii.

Steps of Construction:

1. Draw ∆XYZ of the given measurements. 2. Draw the angle bisectors of ∠ZXY and ∠ZYZ. Name their point of intersection I. 3. From point I draw perpendicular IP on side XY. 4. With I as centre and radius IP draw the circle. This is the required in circle of ∆XYZ

ADC copies are available at Saphale, Palghar, Boisar, Dahanu, Vapi, Silvassa, Daman, Also at Alibaug & Uran 3. Draw a line perpendicular to ray OM at the point M. Line l is the required tangent.

Note: A circle drawn inside the triangle which touches all the sides of the triangle is called in circle of a triangle. The point of concurrence of the angle bisectors is called ‘incentre’ of the in circle.

Construction of tangent to the circle: A)To construct tangent to the circle at a point on the circle. Ex 4.2 1) Draw a tangent at any point M to the circle with centre O and radius 205 cm

Steps of Construction: 1. Draw a circle with centre O and radius 2.5 cm. 2. Take any point M on the circle and draw a ray OM

Weakness in the currency is also something that one cannot ignore easily. In the next one year / next Diwali I see the Nifty at 7000 and the Sensex at 24000

The Markets are at a three year high, and as we approach ‘Samvat 2070’, the feeling is that this may be an auspicious beginning that every Indian investor is looking forward to. ver the last five years or so the stock markets have been very volatile and huge swings have been witnessed based on news flows either negative or positive. Looking back, the Indian stock markets achieved a life time high on 8th January 2008 with the Sensex placed at 21,207 and the Nifty at 6357. The Sensex currently stands at 20,725 and the Nifty at 6164. It now appears that stability is appearing in the markets. With the GD P touching a low of 4.4% in the first quarter it appears that the Indian economy is bottoming out and going ahead the outlook appears more promising , albeit uncertainties on the US tapering, the outcome

My Diwali Picks are‌ HDFC HDFC Bank L&T ICICI Bank Reliance Industries These stocks should see a 20% gain over a 12 month time frame of the state and general elections. It is very difficult to predict the markets on the whole over the next one year as there are a few uncertainties that can determine the direction of the market the outcome of which is not known now. But by and large it appears that the markets (indices) could record a gain of around 10% over the next one year. However there are several stocks in the small cap and mid cap segment that have been beaten out of shape and once the economy turns around these stocks could generate a return of over 100% in a year’s time.

John Koo, President and COO of Giant International, President – Giant Europe, Global Sales Leader of Giant Global Group and also responsible for South Asia now said “India is a very important market for us, we believe that India will witness growth similar to Giant’s growth in China in the next 5 years and we believe we have a perfect partner in growth with Sprint Sports Pvt Ltd and its dynamic team. We remain committed to India as one of our most important emerging markets and will bring to India the most advanced products which Giant has produced and evolved over the years through its extensive R&D” Led by a combination of increasing awareness towards health and an appetite for high quality goods, international trends, and international brands premium bicycle is a rapidly growing durable category of the future. With the need of urbanites looking for adventure, outdoor fitness, sporting activity, group indulgence activity growing manifolds, quality cycling is bound to catch the attention of these enthusiasts. We enable the Indian cyclists and give them the best of the international cycling experience”, explains Pravin V Patil, MD & CEO, Sprint Sports, which is the exclusive distributor and authorized marketer of the GIANT brand. “The market of premium bicycles, although accounts for less than 1% of the total bicycles sold in India annually, is growing over 4 times the industry average. We plan to appoint over 100 key trade partners primarily in A, B & C category towns to fulfill the long awaited demand for an international quality bicycling experience. We already have 41 trade partners helping us reach across 22 cities in India currently”, Patil added.

he present buoyancy in the market is driven by liquidity. FII inflows are driving all Emerging Markets up. ETFs are attracting lot of money. The principal reason for this 'risk on' is the conviction that QE tapering will not happen soon. Capital inflows can take the market to an all time high very soon. The big risk in the present rally is that it is not supported by fundamentals. Reversal of inflows can wreck havoc.

My Diwali Picks are… Tata Motors Bajaj Auto HCL Tech Lupin HDFC Bank. We expect around 20 % appreciation in these stocks from their present levels. As regards the markets in the next one year / next Diwali; that depends on the outcome of the elections. he optimism in the market that we have seen from the onset of September 2013 has taken significant momentum in October. The market is enthusiastic on a number of grounds such as significant improvement of the INR against the USD as the steps taken to curb huge gold import and attract foreign inflows bear fruit and also on the signs that US fed would defer its QE tapering decision to 2014. The strong run was further supported by metal counters that have posted a good revival as China the huge consumer and producer of base metals has shown signs of revival. Also the government has kept on fast track the clearances of a number of stuck infra projects. The better results has further acted as a support for the market. However, we believe that the currency is still not out of the woods and GDP growth to be in the range of 4.8 to 5.0% for FY14. Also a number of structural issues in the My Diwali Picks are… Mining & Power sector Company Target are yet to be sorted Aurobindo Pharma 240 out. Hence we remain cautious on the current upsurge in the markets and advice investors to keep their portfolio diversified across sectors in fundamentally strong companies. In the next one year, we expect in the near term market to move in a sustainable range of 6250 to 5550, but If the political scenario remains stable post election, we expect Nifty may see levels of 6600 to 6800 by next Diwali.

Policies to be maintained by leading Central Banks in North America and Europe and Peaking of Interest Rate Cycle in India. We have seen in past so many years that global liquidity or lack of it overshadows the Fundamentals and Technicals of Indian markets and there is no reason to expect otherwise this time as well. We expect the Market (Sensex) to be around 24,000 by next Diwali as we expect the Macros to improve significantly in the next few quarters and liquidity situation to improve.

n my view the optimism in the markets is fuelled not just by positive global tidings, but also domestic macros now looking much better. The postponement of Fed’s tapering by of QE3 by 3-6 months has provided our economy with a window for positive policy action to strengthen our resilience on the current account front and also comfort on its financing position. In addition, double-digit export growth has turned out to be a much-needed silver lining for the economy and I believe that given the 16% weightage of value added exports, at this run-rate we can potentially add about 150-200bps to GDP growth. Good monsoons and better prospects of rabi crop are also expected to drive higher rural consumption and push up agricultural growth. Eventually, as agri production increases I expect food inflation to ease considerably in turn proMy Diwali Picks are… viding headroom for Company Target interest rates to Wipro 567 trend down again. Aided by positive global developments and domestic catalysts we attribute a 15 times multiple to our Sensex EPS (in line with the 5-year average) and arrive at a Sensex target of 22,600 in the coming months. Beyond this, markets are likely to at least give returns in line with earnings growth which is expected to be about 13-15%.

` Expected To Depreciate Against $ Afternoon Despatch & Courier

MUMBAI | MONDAY, OCTOBER 28, 2013

he Rupee depreciated for the second consecutive week. It traded weak as the domestic share markets traded negatively and ended on the lower side of the last week after gaining for three consecutive weeks. The dollar index, which tracks the performance of the greenback versus a basket of six other major currencies, extended its downward slide last week, on the back of a dovish policy outlook for the Federal Reserve, pushing the euro up further to its highest level since November 2011. Taking cues from this the Rupee depreciated by almost one per cent against the dollar last week. Resistance for USD/INR (Spot) pair is at 62.00 62.10 levels; if these levels are breached convincingly then we can expect the Rupee to depreciate further. The trading range for the USD/INR pair is expected to be within 61.00 to 62.50. It is recommended to be cautious and Buy USD/INR Futures on dips with the appropriate

« FOREX stop loss as the Rupee is expected to depreciate against dollar. Pivot Point for the Pair is at 61.54. The subdued movement in dollar partly reflects the expectation that Fed will maintain

its asset-purchase program intact in its next week’s policy meeting. U.S. data due out later Friday included September durable-goods orders, expected to swing to a 3% gain after August 0.1% rise, and the University of Michigan consumer sentiment index, which is seen falling to 74.8 from last month’s 75.2. Inflation data out of Japan highlighted how nervous consumers are. Consumer prices rose 1.1% y/y to September, modestly higher than an expected 0.9% increase, but underlying inflation remains subdued. Core inflation, which excludes food prices, rose in line with expectations at 0.7% y/y and core-core inflation, which excludes food and energy prices, was flat. In Tokyo, consumer prices excluding food and energy continue to fall, this time around by 0.3% y/y. Overall, the only prices which appear to be on the way up are those related to the import sector and, therefore,

effected by the weaker yen. Nonetheless, things are heading in the right direction, just a bit slower than the BoJ would like. The BoJ has said it will do whatever it takes to reach its 2% inflation target, but the bank seems content to watch from the sideline as its program of easing attempts to spur demand. Gold futures rose more than 1% last Thursday for their highest close in five weeks as a gauge of manufacturing in China, one of the world’s biggest gold buyers, climbed to a seven-month high in October. Chinese manufacturing data showed that the economic recovery is getting better in the country. This is definitely a positive sentiment for gold demand; given that China is one the biggest consumers of gold. Dollar weakness tends to boost dollar-denominated commodities such as gold, because it makes them cheaper for holders of other currencies.

Mutual Funds Lose 8% Retail Folios In H1FY14 By Dominic Rebello Mutual funds lost a record 8% or nearly 35 lakh retail folios over the past six months ended September 2013 (see table 1) as per the data released by the Association of Mutual Funds in India (AMFI). This was the sixth consecutive half yearly decline in retail folios as per AMFI’s disclosure. At the overall level (including institutional and high net worth individuals’ folios), a gain in folios of high net worth individuals (HNIs) capped the fall at 15 lakh folios. The industry currently has 4.13 cr folios. said CRISIL in a report. “The sharp decline in retail folios was mainly in the equity category (see table 2) which has been impacted by the ongoing volatility in the segment. The CNX Nifty has risen a meager 1% in the past six months and declined nearly 3% in the calendar year until September 2013. Macroeconomic weakness in the domestic market coupled with some mixed cues from the global market led to the decline in the local market. Balanced funds (an equity oriented hybrid category) too saw a decline of over 2 lakh retail folios over the past six months. Gold exchange traded funds (ETFs) saw a decline in their folio count for the first time. Retail folio count in the category fell by 5% to 5.24 lakh in the period under review compared with a 16% rise in the preceding six months. Investors exited the category due to volatility in the underlying asset class as domestic gold prices (represented by the CRISIL Gold index) fell by over 2% in the calendar year till September 2013,” the report said. It further stated that debt funds continued to

HNIs were the second biggest contributor with 30% share (higher than 28% in March 2013) followed by retail investors with 19% (lower than 23% in March 2013), “concluded the report.

is a Senior Journalist, Author and Industry Analyst

Maharashtra is the most industrialised State and has maintained leading position in the industrial sector in India. The State is pioneer in Small Scale industries. The State continues to attract industrial investments from both, domestic as well as foreign institutions. It has become a leading automobile production hub and a major IT growth centre. It boasts of the largest number of special export promotion zones. However, it lacks infrastructural development which is the urgent need of the hour

Packaging The Human Form

ear your heart on your sleeve; Tear the clutter with designer clothes. Care for your grooming because you are making a personal statement. Today, the Indian consumer is forever looking for an outstanding attire combination which comes out of his desire. It may be a kid, housewife, corporate manager or a senior citizen; everyone has a special ‘Attire Desire’. If you walk into Shoppers Stop at Delhi, you get a wide choice of garments with different brand names and styles. The store is flooded with people who would like to splurge money on good, good looking and smart clothing. The Marks & Spencer at Mumbai is full of international designs of clothing which the sales girl patiently explains as being the same collection as sold at Oxford Street at London or Orchard Road at Singapore. At Lifestyles or Globus or Pantaloon or Westside or Wills Lifestyle, the entire range of attire for the young and old is keeping in line with the latest trends with all national and international brands vying for the consumer’s attention. What has suddenly happened to the Indian consumer? He or she was always wanting to be well dressed, but the quantum and frequency, range and spread that is bought, worn, discarded and new things bought has increased in intensity to a very large extent. The main reason according to me is that everyone, every individual wants to be a human brand. To be that, not only is content important, but the packaging component is equally important, to succeed. What do you wear? Is it appropriate? How do you carry the clothes you wear? Is ethnic better than foreign, for a particular occasion? Which brand of shirt should I be wearing to the office presentation? Arrow, Allen Solly or some other? Which ladies suit should I be wearing to the evening party- a Ritu’s or something else? All this is important for today’s Indian consumer because he or she is no longer just an Indian consumer but is a proud Indian consumer and also a world class consumer. Just like a product or a service a human being also needs to be packaged in a manner which reflects his or her personality. Right from head to toe the appropriate packaging of the human firm in terms of his/her attire is becoming more and more significant in the Indian market. Whether it is a cap or a hat or a turban, the appropriate and relevant material as well as the choice of colours makes a big difference to the person wearing it. As you move forward the right pair of sunglasses whether they are brands like Ray Ban or a pair of spectacles, which are branded, reflect the outlook and vision of the consumers.

« GUEST COLUMN

aharashtra occupies the western and central part of the country and has a long coastline stretching nearly 720 kilometers along the Arabian Sea. The Sahyadri mountain ranges provide a physical backbone to the State on the west, while the Satpuda hills along the north and Bhamragad- ChiroliGaikhuri ranges on the east serve as it’s natural borders. The State is surrounded by Gujarat to the north west, Madhya Pradesh to the north, Chattisgarh to the east, Andhra Pradesh to the south east, Karnataka to the south and Goa to the south west. Maharashtra is the second largest state in India both in terms of population and geographical area (3.08 lakh sq. km.). The State has a population of 11.24 crore (Census 2011) which is 9.3% of the total population of India. The State is highly urbanised with 45.2% people residing in urban areas. The gross state domestic product (GSDP) at current prices for 2011-12 is estimated at ` 11,99,548 crore and contributes about 14.4% of the GDP. The GSDP has been growing at a rapid pace over the last few years. Presently industrial and services sector both together contribute about 87.1% of the State’s income. The agriculture & allied activities sector contributes 12.9% to the State’s income. Maharashtra has been the Leader on industrial front of India. It has always been the endeavour to develop sustaining industrial growth, facilitate speedier flow of investment by creating conductive industrial climate in the State. Maharashtra has developed a solid base of industrial infrastructure, strong Human Resources, and sustaining and diverse industrial base. This was possible because Maharashtra pioneered several policy initiatives, since inception, in diverse fields. Infrastructure plays a pivotal role in overall productivity resulting in the development of the economy as well as improving the quality of life. The physical infrastructure viz. energy, transport, irrigation, finance, communication and social infrastructure (viz. education & health) contributes significantly in fostering the pace of economic development. The process of creation of infrastructural facilities generates employment and simultaneously accelerates the economic growth, while the shortages in its avail-

ability act as limiting factor in enhancement of economy. However, the availability of infrastructural facilities remains inadequate. Almost all sections lack basic infrastructure, all over the State. The conditions are disastrous in regions like Konkan, Vidarbha and Marathwada. Residents are troubled by problems related to roads, electricity and water supply. Issues related to housing, transportation and cleanliness are worsening day by day. Because of lack of basic infrastructure, the industries are not getting a boost as expected. There should be more work done with regard to factors like urban facilities, roads, water supply, construction of houses in Satara and in the district which has potential for religious and nature tourism, the basic infrastructure should be increased to promote tourism.

roads are presently available in the city. The old city does not have space to widen the roads. Akola Municipal Corporation has failed to provide drinking water to citizens. The city gets water after a gap of five days.

KONKAN

WESTERN MAHARASHTRA

Lack of Basic Infra in Western Maharashtra There is a need for systematic development in districts like Satara, Sangali and Kolhapur. The people have to live and travel with problems like bad roads in cities to pathetic condition of national highways. Sangli is struggling to get better infrastructure. There is a long standing demand, still pending, to connect Sangli to the highway. Nothing has happened about the proposed Ratnagiri-Nagpur highway. If a road is constructed joining Konkan to Marathwada, Vidarbha and Western Maharashtra then there will be great opportunity for growth. Considering the agricultural output and the production of sugar from the 20 sugar factories in the district, it is essential to have good transport services. Miraj has a railway junction but it has not been developed. The development of industrial estates is not taking place as expected. Big industrialists ignore Satara, Wai and Karad. No one has taken efforts to see that Information Technology industry flourishes and industrial development at the taluka level has limitations. Each taluka in Sangli district has industrial estates but not a single big industrial house is in Sangli. The people from the drought affected districts of Satara and Sangli still struggle to get drinking water and water for agriculture. The question of availability of drinking water and water for agriculture and the question of sewage water in Sangli still remains. There are 13 water projects on Kolhapur and they are totally filled, but since there are no bunds the water does not reach fields for irrigation. Main Issues in Western Maharashtra Need to remove hurdles in making KolhapurPune double track and increasing number of trains Lack of adequate facilities in the public transport system Improve facilities for industrial development Need to improve tourism development facilities Bring about permanent solutions for drinking

Recommendations for fast tracking Infrastructural development of the state

• Periodic review of the progress of infrastructural projects to be made. • Bureaucratic delays to be penalized.

• PPP model addresses the issue of financing and enables productive efficiency. Greater emphasis on the model should be stressed.

• Long term debt-financing provision in infrastructural projects.

• Long term Foreign Direct Investment should be encouraged in the infrastructural sector. • Domestic Investments in infrastructural sector to be aided with tax incentives etc.

• Energy efficient economy to be build by harnessing wind, water and solar energy to reduce dependency on foreign countries. • The National Highways Authority of India decision allowing staggered payment of premium to all struggling highway projects is a welcome move.

• Need for coordinated efforts from the Government: The Central Government, State Government and local authorities need to comply with each other towards building better transportation networks. It has been found that many State roads suffer from low investment, inadequate width of carriageway to meet traffic demand, weak pavement and bridges, congested stretches passing through cities/towns, poor safety features and road geometrics, and inadequate formation width in hilly and mountainous regions, missing links and bridges and several railway level crossings requiring urgent replacement with ROB/road under bridge (RUB) to improve safety and faster traffic movement.

water and water for agriculture to drought-hit districts Problem of solid waste could increase rapidly if no planning is done for solid waste management There should be efforts made to support and encourage housing constructions

VIDARBHA

Urban Bodies Fail to Provide Basic Amenities Local self governments are bound to create basic amenities in urban areas but all the four municipal corporations in Vidharbha have failed in providing basic infrastructure. Nagpur, Amaravati, Akola and Chandrapur all the four cities which have municipal corporations are facing drinking water, traffic, roads and solid waste management problems.

Nagpur, which is the winter capital of the State, faces basic traffic problems. Three hundred buses are running under the public transport system in Nagpur. Considering the 24 lakh population of the city, Nagpur needs at least 1,200 buses. Due to lack of public transport, Nagpur is facing traffic jams, accidents and pollution problems. The condition of the roads is also bad. Chandrapur is another developing city. This city also needs an efficient public transport system. The city has only five buses which are running in the city. Half of the city does not have drinking water facilities in Chandrapur. Due to coal mines, borewells do not have enough water. Everyday 200 metric tonne of garbage is generated in the city but the corporation does not have a facility to process it. Ultimately, it is affecting the health of citizens. The city needs a road network of 140 Kms but only 90 Kms

Tourism in Konkan needs a Facelift The development of Konkan region depends on horticulture and tourism, according to experts. Yet the infrastructure for the progress of tourism and other sectors in the region is lacking. The picture in rural areas, which is at the centre of tourism development, is even more grim. The lack of infrastructure in these areas is resulting in migration of people to the cities in search of jobs. The development of transport, roads, drainage, waste management, housing etc. is still on paper. In Ratnagiri and Sindhudurg districts, there are 17 talukas and 18 cities. There is a municipal council in seven cities and Nagar Panchayat in five, other places have Gram Panchayats. Out of the total population of 25 lakh, six lakh (25%) people live in urban areas. The local selfgovernment bodies at these places have been unable to provide sufficient amenities. Out of 18 cities only Ratnagiri has public transport facilities. In Ratnagiri insufficient buses and no direct routes have helped private operators flourish. Except for Ratnagiri, autorickshaws charge as per their whim. Konkan is a favoured tourist destination but the condition of the roads in this region is pitiable. The condition of the Pune-Mumbai highway and of the roads under the jurisdiction of the Zilla Parishads, municpal councils and the PWD is not good. In the past the civic bodies used to manage solid waste out of the funds raised through property tax. However in the absence of land for solid waste management, barring Chiplun, no other civic bodies have established such projects. Ratnagiri and Chiplun daily produce 15-20 tons of garbage. In other cities 3-4 tons garbage is generated daily. A committee headed by the district collector has powers to acquire land for this. However, the committee hardly meets once in a year.

MARATHWADA

Plan Implementation of Basic Infrastructure For upliftment of underdeveloped regions, the basic amenities like roads, water, electricity, waste disposal, etc must be provided. Marathwada has not been serious about developing any basic infrastructure. In the 1970s, Marathwada was moving towards industrialisation, but no industries were established in this region and only industrial settlements were formed. The development of basic infrastructure was expected to reach Marathwada after Mumbai, Pune, Nashik and Aurangabad. Apart from the Aurangabad-Jalna road no other road in Marathwada is four lane. Roads like LaturOsmanabad-Aurangabad, Osmanabad-Nanded, Beed-Parbhani, Hingoli, Nanaded-Jalna must immediately be made four lane to encourage industries in this region. These roads were planned by the public roads administration but in reality no funds were alloted. Development without water is difficult.

Marathwada is not even planning the distribution of water present in this region. If industries and citizens get enough water only then can this region prosper. Compared to dams in other region, the water in the dams in Marathwada is decreasing day by day. Industries that are set up in this region through DMIC and citizens of Marathwada will have to face water shortage issues in the future. There is a need for more water reservoirs to come up in this region. Some plan for water usage must also be made. The industries which are currently in Marathwada are facing power cut problems. As electricity is not available for 24 hours many industries have closed down. Due to this, international industries and big national industries are not interested in coming to Marathwada. There is need to solve this problem. If we want to progress then the problem of garbage disposal must be tackled immediately. Currently in Aurangabad and other cities there is no proper garbage disposal system. This can affect the health of citizens. Even though not considered in basic infrastructure, for head honchos of big industries five star hotels, international airports, two way railway, etc are necessary. There are five star hotels in Aurangabad but no other city in Marathwada. Air connectivity has not been improved. The pending railway projects of this region are also not getting funds. Industrialists of this region are unitedly trying to solve these problems themselves. The need of the hour is to make a development plan for this region and to execute the same.

DELHI - MUMBAI INDUSTRIAL CORRIDOR

Delhi - Mumbai Industrial Corridor (DMIC) is India’s most ambitious Infrastructure programme aiming to develop new industrial cities as “Smart Cities” and converging next generation technologies across infrastructure sectors. The objective is to expand India’s manufacturing and services base and develop DMIC as a “Global Manufacturing and Trading Hub”. The programme will provide a major impetus to planned urbanization in India with manufacturing as the key driver. In addition to new Industrial Cities, the programme envisages development of infrastructure linkages like pioneer plants, assured water supply, high capacity transportation and logistics facilities as well as softer interventions like skill development programme for employment of the local populace. In the first phase seven new industrial cities are being developed. The programme has been conceptualized in partnership and collaboration with Government of Japan. The implementation of the ambitious DelhiMumbai Industrial Corridor (DMIC) is facing delays due to stay in land acquisition for the project as a large parcel of 75,000 acres land has been acquired for other projects. The state-run Maharashtra Industrial Development Corporation, which is the nodal agency for the Delhi-Mumbai Industrial Corridor project passing through the state, has already communicated to the government that acquisition of 75,000 acres of land looks impractical. Even though the project can be scaled down, it needs contiguous land.

(Memorandum on Maharashtra: Need for Impetus to the Infrastructural sector submitted to the Chief Minister of Maharashtra, Prithviraj Chavan by the All India Association of Industries.)

Encourage Exports

T

hat is the simplest way to reduce CAD in the longterm and it appears to be a no-brainer. But Government of India is doing exactly the opposite. When I say reduce imports, it means energy imports like crude oil and coal, which together constitute 84% of the import bill of our country. There are known gas reserves in the KG Basin and several potential hydrocarbon reserves along the eastern coast still unexplored. Despite the fact that the Government of India knows it should encourage exploration and also wants FDI and technical knowhow, we have a situation where BHP Billiton, one of the world’s longest oil explorers who won bids for 10 exploration blocks in India, is so frustrated by red tape and a lack of a clear pricing policy that it has decided to give up 9 out of 10 oil blocks it won several years ago without even attempting exploration. Precious years and forex have gone down the drain, thanks to lack of vision by the Government of India. And now British Petroleum which wants to invest 9 to 10 billion dollars in the Reliance D6 KG oil well to extract gas has given an ultimatum to the oil ministry regarding the gas pricing. The ministry had first decided to almost double the price of KGD6 gas from the current 4.3 dollars per mmbtu to 8 dollars per mmbtu, from 1st April 2014, but then went back on its decision even though international gas prices are currently around 14 dollars and India is importing gas from Qatar at 11 dollars currently. It is very important and a great opportunity for this Government to stop dithering and at least decide on gas pricing so that gas production can be quickly ramped up. Not only that, but also more importantly it will send out right signals to these MNC’s looking for exploring for oil in India. They will then show interest and this would also make India more self reliant on the energy front. This Government which talked a lot about importance of FDI in retail has delayed pending FDI proposal of IKEA for example for nearly 2 years because of flimsy objections that it cannot sell coffee or snacks at its stores. It has yet to open its first store which is expected soon in Gurgaon, NCR region. Similarly the Jet Etihad deal got bogged down in several rounds of meeting of the Cabinet and still has to get the nod from SEBI. Had these deals, especially Jet Etihad, got speedy approvals without of course diluting norms, there would have followed a string of FDI deals in the Aviation sector, with Spicejet, Go Air, and Indigo all ready to get FDI investors. Even KFA has a suitor in waiting. But potential investors have stayed on the sidelines because they wanted to be sure about the Jet Etihad deal. It would have also speeded up the Tata- STA JV and Airasia operations, which are approaching India very cautiously. On the flipside the Mahindra Group has entered aerospace and will manufacture the first private aircraft in India at its new facility in Bangalore. This turbo prop – 8 seater with a range of 1100km will be exported to Australia and will be marketed and serviced there by Mahindra’s aero space arm. However 8 to 17 seaters will also be available to Indian buyers and will help connect small towns, and will also boost tourism in a big way. Mahindra Aerospace will also manufacture components for Boeing, Airbus and Bombardier thus making it a hitech foreign exchange earner. Such export oriented ventures need to be encouraged by Government of India by providing export subsidies or atleast helping them procure major orders from tourist nations and from Boeing, Airbus, etc. through Government to Government Channels.

30-40 lakh tonnes of sugar needs to be exported in the next 8-10 months. I understand that the global sugar prices are depressed and sugar exports from India is unviable. Therefore, similar to 2006-07 and 2007-08 season, the government should announce incentives to target for 30 lakh tonnes of exports.

MACD Indicator: The MACD is above zero but is now declining (negative if it continues). It is above its 9-day Average (positive).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias.

Support Levels: For short-term traders the immediate main support is at the 5820 points level. The next support is at the 5692 points level.

Resistance Levels: The immediate main resistance is at the 6223 points level. The next resistance is at the 6357 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6149 (This is the level where the trend is likely to change during intra-day). Support (1) = 6122. Support (2) = 6100. Resistance (1) = 6171. Resistance (2) = 6197.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a fifth consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is below the 5 days moving average, which is declining. Further, the velocity parameters which were positively trended have now turned neutral. Both theses indicate a negative bias. But, the index continues to remain above the 15, 25 and 200 days moving averages and all the averages are rising and also positively trended. This is positive. Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 6079 point’s level.

Work with strict stop losses on all positions

ADX Indicator & DI Lines: The +DI line is above the –DI line but both lines are converging (negative if it continues). The ADX is flat while the Market Index is falling. No signal here. CMP: Rs. 100 Target Rs. 135 PWGR’s Q2 PAT and commissioning surprised positively, coming in at Rs 12.4bn (+11% YoY) and Rs 35.6bn (+34% YoY) respectively. We expect commissioning to remain buoyant over the next few quarters given the company’s strong capex plans. However, an impending equity dilution of 13% (already approved by the board; cabinet approval to initiate FPO process awaited) would be a near-term stock overhang. Maintain BUY with a revised Dec’14 TP of Rs 135 (rolled over from a Mar’14 TP of Rs 125). Capex to remain robust: PWGR has maintained its capex guidance of Rs 1,100bn for FY13-FY17 on account of additional projects, including tariffbased bidding projects and transnational works. Capex expectations for FY14E are at Rs 200-220bn (vs. Rs 200bn for FY13). Commissioning ahead of estimates: For Q2FY14, project commissioning stood at Rs 35.6bn (+34% YoY), even as the FY13 number was impressive at Rs 172.1bn (+22% YoY). PWGR’s commissioning schedule is expected to remain strong as the North-East Agra HVDC project is expected to be commissioned by FY15. Further, Southern region grid connectivity project is expected to be commissioned by Jan’14. Maintain BUY: The stock trades at a P/B of 1.5x/1.4x for FY14E/FY15E. We roll over to Dec’14 TP of Rs 135, implying an exit P/B multiple of 1.7x. Maintain BUY.

CENTRUM CALLS A ‘BUY’ ON NMDC

CMP: Rs. 135 Target Rs. 165 We maintain Buy on NMDC notwithstanding marginally lower than expected Q2 results as we i) see volume traction continuing and revise our volume estimates higher to 29.5/31MT for FY14E/5E, ii) believe pricing has bottomed out and expect further uptick in fines prices in Q4 and iii) increase our EBITDA estimates by 1.6%/4.4% for FY14E/15E even after factoring in higher expenses on exports. Improvement in outlook for domestic iron ore pricing on the back of strong Chinese demand and weak rupee cements our positive stance. Undemanding valuations and strong dividend yield is an added plus. Reiterate Buy with an upward revised target price of Rs165. Valuation and risks – maintain Buy: We remain structurally positive on the company on account of low cost operations, strong free cash flow generation and healthy balance sheet. Despite a sharp up move in recent past, the stock trades at undemanding valuations of 4.5x FY15E EV/EBITDA. Strong dividend yield is an added plus with interim dividend of Rs3/share announced. We increase our target valuation multiple to 5.5x (from 5x, in line with increase in global peer average) and value the stock at Sep15E EV/EBITDA to arrive at a fair value of Rs165. Maintain Buy. Risks to our call include lower volumes in H2FY14, lower prices and unfavourable use of the cash pile.

HDFC SECURITIES CALLS A ‘BUY’ ON HERO MOTOCORP

CMP: Rs. 2035 Target Rs. 2132 Conclusion & Recommendation: HMCL beat analyst expectations with a 9% rise in net profit in Q2FY14, the first gain in five quarters driven mainly by strong sales in rural markets. The rise in profits was largely driven by the strong 10% growth in revenues to Rs.5,726 cr, aided by high realisation from its sales that grew 6% to 14.16 lakh units as against 13.32 lakh units in Q2FY14. We are maintaining our FY14 estimates (though the topline could be underachieved a bit) and introducing FY15 estimates. In FY15 royalty payments to Honda would cease to be amortised after Q1. At the CMP of Rs.2,079.4, the stock is trading at 18x FY14E EPS of Rs.110.5 and 16.1x FY15E EPS of Rs.129.2. In our Q1FY14 result update dated July 24, 2013, we had stated that the stock could be bought on dips in the Rs.1,716-1,768 band for a target of Rs.1,937. Post the issue of the report, the stock made a low of Rs.1,767 on July 25, 2013 and entered our band. The stock achieved its target on August 21, 2013 and went on to make a high of Rs. 2,127.7 on September 11, 2013. We feel that the stock could be bought on dips between Rs.1,809-1,873 band (14.0-14.5x FY15E EPS) over the next quarter for a target of Rs.2,132 (16.5x FY15E EPS). « INSURANCE I have noticed that the premium of term insurance for 50 lakhs for 25 years start from Rs 7697/- to as high as Rs 60000/Now my query is what is the difference between low premium policy and high premium policy? —Anand Sharma, Bhandup Online Term Plan much cheaper than their offline counterparts. There are some various reasons why the Online Term Plan is much cheaper than the offline ones although they work the same way. Some basic differences between Online Term Plans and their Offline Counterparts: 1. No agent Intervention 2. No commission to be paid out 3. Lesser Administrative Costs 4. For technically savvy clients who have Internet Banking or Credit Cards, thus better quality of clients and caters to much lesser number So, there is no need to worry. Online term plans are completely trustworthy. If you are online internet and financially savvy person and your spouse is also a financially aware person then you can opt for Online Term Plan

By Manoj Aswani

Summary ICICI Lombard Personal Protect Plan is a Personal Accident Insurance Policy which offers compensation in case of Accidental Death, Permanent Total Disability and Permanent Partial Disability along with Dismemberment. In this plan, premium needs to be paid in a lump sum and can be availed for a period of 12 months. This policy can be availed for the entire family as well which includes self, spouse and dependent children till 25 years of age. This plan covers Accidental Death, Total and Permanent Disability as well as Permanent Partial Disability. Thus, if the Life Insured dies accidentally within the policy enforcement, the total Sum Assured would be paid to the nominee and the policy would be terminated. However, if the Life Insured suffers Disability or Dismemberment due to an accident, a certain percentage or the total Sum Assured would be paid to the Life Insured towards his recovery depending upon the severity of the effect. There are some Additional Benefits in this plan with additional premium: Accidental Hospitalization Expenses**: This plan reimburses Medical Expenses reimbursed during hospitalization arising out of an accident Accidental Hospital Daily Allowance: There is a facility where a specified daily allowance is paid for each day of hospitalization due to an Accident up to a maximum of 30 days in a year

because your spouse would have to follow up with the claim if such a situation arises since your plan is an online one and there is no agent associated to service you. However, if you need agent intervention, then you need to offline term plan.

I am looking for a best Mediclaim policy for my family with the lowest premium. Please help me to take right decision. —Sakesh Kundra, Malad Who doesn't want the same? Everyone needs the best coverage at the most cost effective manner. However, you need to understand that Best Health Plan depends on your needs and you need to opt for that plan which suits your needs when you can afford the premium. Because if you need amazing features, it may become way too expensive and if you stick to your budget, you might not be able to suffice your family's needs. Hence analyzing their needs and then choosing the optimal plan is what you have to do. Health Plan Features: You need to decide whether you need the following features or not and if yes, how much: 1. Ambulance expenses 2. Pre-Hospitalization and Post Hospitalization expenses 3. Day Care Treatment costs 4. Pre-Existing Coverage 5. Additional Riders, etc.

Also decide on the basics like 1. How much Sum Assured do you need? 2. Whether you need Single Occupancy room or double while hospitalized? 3. How much OPD expenses you may require? Once you have the answer to the above mentioned questions, then you can opt for the plan which meets with the needs. Max Bupa

Heartbeat Plan is a good plan but that might just be a little expensive. Even Apollo Munich Optima Restore is a great plan where your coverage increases by 100% for 2 consecutive claim free years. However, you need to decide only after deciding your needs.

I will need approx. Rs. 10,000 per month as pension. What should be my monthly investment under pension plan and name the LIC pension plan? —Paresh Salvi, Dombivali It totally depends when you need the money. If you need Rs 10,000 now, even at a rate of annuity of 8%, then your investment corpus in LIC JeevanAkshay Plan would be Rs 15 lakhs. You need to decide when you need your pension and plan accordingly. However, if you wish to invest for a few 5 or 10 years and then opt for annuity, then you

can choose pure investment options like Bank Fixed Deposits or Mutual Funds, according to your risk appetite or a deferred annuity plan like LIC New JeevanNidhi Plan. It is a Traditional Deferred Annuity Plan. There are 2 phases in this plan- the Accumulation Phase and the Vesting Phase. In this plan, premium needs to be paid till the end of the Accumulation Phase under Regular Premium Payment Option or in a lump-sum under Single Premium Payment Option. This plan offers Guaranteed Additions of Rs. 50 per thousand Sum Assured for each completed year, for the first five years. Bonus starts to accrue only after completion of 5 policy years. Headley’s emails show he had inside info on 26/11 N

EW DELHI: PakistaniAmerican terrorist David Headley, who played a key role in plotting the 2008 Mumbai attacks, boasted to his former schoolmates that the assault was “retaliation” for events in Kashmir and Afghanistan, according to a new book by a Danish journalist. Just a week after the attacks by Lashkar-e-Taiba cadres in India's financial hub killed 166 people, Headley's posts on an email group frequented by former students of the Cadet College Hasan Abdal indicated that he had inside information about the incident, said journalist Kaare Sorensen. “In the emails he sent after the Mumbai attacks, he never ever said that he was

David Headley directly involved. But he hinted that he had information that others did not have,” Sorensen told PTI on phone. In one email sent to the 'abdalians7479' group exactly a week after the attacks were launched, Headley makes it clear that the inci-

dent in Mumbai was "retaliation" for alleged excesses by foreign forces in Afghanistan and Indian troops in Jammu and Kashmir. “Our opinion here is that the casualties in Mumbai…should really be taken as Collateral Damage from the Daisy cutters that have been falling in Afghanistan as well as the over 70,000 dead in Kashmir over the last 20 years...,” Headley, the son of a Pakistani broadcaster and an American socialite, wrote boastfully in the email. “He was always bragging, building up his ego in the emails,” said Sorensen, who accessed all 9,000 emails on the 'abdalians7479' group, including more than 300 written by Headley.

I was mentally tortured in BJP: Karuna Shukla

HOPAL: A day after resigning from the BJP, former Prime Minister Atal Bihari Vajpayee's niece Karuna Shukla today alleged that she had been "mentally tortured" by the party in Chhattisgarh. “I feel that the BJP in Chhattisgarh was mentally torturing me because of which I felt that my usefulness to the party had come to an end,” Shukla, an ex-MP from Janjgir and former member of the undivided Madhya Pradesh Assembly, told PTI today. She had resigned yesterday from the BJP, alleging that she was being "continuously neglected" by senior leaders. She said her resignation from the party had nothing to do with seeking a ticket from Beltara (in Chhattisgarh) seat for next month's Assembly elections.

“Every party worker has a right to ask for an election ticket but not much importance can be attached to whether he gets it or not,” said Shukla, also a former national president of BJP Mahila Morcha. She alleged that she was removed from all posts that she had in the party and was not consulted for anything. Shukla said that she was very sad at quitting the BJP but because the manner in which the party “treated” her, she was forced to leave it. The ticket could never be an issue for her as she had become an MLA in 1993 and a MP in 2004, Karuna said. The former MP said she had been getting offers from various political parties, but after quitting the BJP she does not want to join any other party.

EW DELHI: A man accused of making hoax calls to demand favours and money by impersonating Prime Minister Manmohan Singh and RJD supremo Lalu Prasad has been granted bail by a Delhi court. Chief Metropolitan Magistrate Lokesh Kumar Sharma allowed accused 33-year-old Krishan Kumar, an ex-employee of T-Series Super Cassettes Industries, to walk out of jail but restrained him from leaving the national capital. “The main allegation against Krishan as it stands as on date is related to making extortion calls to the complainant's manager namely Vir Singh in conspiracy with co-accused Vikas Dutt Sharma who has already been admitted to bail," the court said.

The railway station is barely two kilometers from Gandhi Maidan, venue of the 'Hoonkar rally' to be addressed by BJP's Prime Ministerial candidate Modi. He currently plays the male lead in Life Ok Serial Kaisa Ye Ishq Hai..Ajab Sa Risk Hai opposite Sukirti Kandpal. Gaurav speaks about his life and his role By Sandeep Hattangadi What are the shows that you have done? I’ve done Sapno se Bhare Naina On Star Plus, Uttran on COLORS and now Kaisa Yeh Ishq Hai on LIFE OK. How did you get the role of Rajveer in Kaisa Yeh Ishq Hai? I got a call from the office for the screen test and was not in India at the time. I came back to Mumbai and found out that this is a Haryanvi character. I found it more interesting when I heard the role and concept, as I always wanted to do something which I am not. I spoke to my mother before giving the screen test. She believed in me and her blessings got me going and I became Rajveer from there on. How much do you relate to the character? I relate to Rajveer behavior wise but not personality wise at all. I‘m a complete family person. I respect each and every member in my family. However, the upbringing is also same since I have a joint family too.

You are playing a romantic married guy, and are also getting married in real life. How do you feel? That’s a reel Rajveer playing the character but this is Gaurav in real life playing his part from his soul. I’m glad and waiting to discover more about myself post marriage as an individual. How is it working with Sukriti Khandpal? She is a good co-star. We share a mutual understanding both on and off screen. Are you not trying for films? Yes. I’m open to films in all languages. How is it working with Manish Goswami as a producer? It’s like driving a vintage car or having a dinner in a palace which is 200 years old. I’m glad and happy to be working with a producer like him. I feel secure since he is one of the oldest producers in the industry. He’ll always be a father figure to me. What kind of films you would like to do? I am open to small and lead role in

films but Punjabi films really attract me. Where do you see yourself five years from now? I’m going with the flow. All the blessings I receive will place me right. Any interesting experience from the sets? Many things happen every day. However, I remember the scene where I was tired working and fell asleep while giving a sleeping shot. I thank my director who cut for lunch. I woke up after 20 minutes and was extremely surprised at what had happened. Any interesting fan experience? A beggar gave me a rose at the signal saying she loves me, asked me to give her a flying kiss. I did that and I could feel a real blessing from the kid. Do you feel the TV industry is dominated by women? Possibly, but how does that matter? A hero makes the heroine and vice versa. It’s compulsory to have a hero in any story.

NGOs answerable under RTI Act: SC P

olitical parties were hit first when the Central Information Commission passed an order stating the six major political parties of India come under the ambit of RTI Act since they receive a ‘substantial’ amount of funding from government. This was a few months back. Just earlier this month, the Supreme Court passed a judgment stating that NGOs substantially funded by government or its authorities, come under the RTI Act and it makes them liable to reveal information under the transparency law. A bench of Justice K S Radhakrishnan and Justice A K Sikri reportedly said that even though government may not have any statutory control over such organisations they fall within the definition of public authority if they are substantially financed by it. “Government may not have any statutory control over the NGOs, as such, still it can be established that a particular NGO has been substantially financed directly or indirectly by the funds provided by the appropriate government, in such an event, that organisation will fall within the scope of Section 2(h)(d)(ii) of the RTI Act (definition of public authority). Consequently, even private organisations which are, though not owned or controlled but substantially financed by the appropriate government will also fall within the definition of public authority,” the bench stated. The court also maintained that though the term ‘NGO’ has not been defined in the RTI Act, these organisations carry on various social and welfare activities which are otherwise governmental in nature, making them liable under RTI Act. “The term Non-Government Organisations (NGO), as such, is not defined under the Act. But, over a period of time, the expression has got its own meaning and, it has to be seen in that context, when used in the Act.” “…Government used to finance substantially, several non-government organisations, which carry on various social and welfare activities, since those organisations sometimes carry on functions which are otherwise governmental,” the judges said. The bench, however, said that whether an NGO has been substantially financed by the government (or its authorities) or not, is a question of fact, to be examined by the authorities concerned under the RTI Act. The apex court also stated that substantially financed means that “the degree of financing must be actual, existing, positive and real to a substantial extent, not moderate, ordinary, tolerable etc.” “Merely providing subsidiaries, grants, exemptions, privileges etc., as such, cannot be said to be providing funding to a substantial extent, unless the record shows that the funding was so substantial to

Picture for representational purpose only

It was about time Non-Governmental Organisations were made answerable. The Supreme Court has ruled those substantially funded by the government are ‘public authority’, writes Gajanan Khergamker

NGOs, particularly those dealing with animal welfare, are known to be callous. Devdasi, a much-loved Colaba stray lost her life due to medical intervention by a self-styled unqualified ‘volunteer’ working for an NGO who went on to dump her lifeless carcass in a garbage bin nearby. With no identification, paperwork or accountability in place, it’s a free-for-all with NGOs. It was time they come under RTI. the body which practically runs by such funding and but for such funding, it would struggle to exist,” the bench said. “The State may also float many schemes generally for the betterment and welfare of the cooperative sector like deposit guarantee scheme, scheme of assistance from National Bank for Agricultural and Rural Development (NABARD) etc., but those facilities or assistance cannot be termed as substantially financed by the government to bring the body within the fold of public authority,” the apex court said. This judgement is a step forward towards bringing the many elusive NGOs within the reach of law. A lot of NGOs have been charged with harbouring a disdain for the law and yet prefer to capitalise on their ‘government’ tag. An NGO, for many, is a source of making money, getting tax exemptions and other sops from the government while earning a profit under the disguise of fighting/standing up for a ‘cause’. In the beginning of the year, the Delhi High Court had said, “Most private run so-called philanthropic organisations do not understand their social responsibilities. 99 per cent of the existing NGOs are fraud

and simply moneymaking devices. Only one out of every hundred NGOs serve the purpose they are set up for.” And, the High Court’s judgement was not too off the mark if we look at the cases of fraud involving NGOs. Just earlier this month, a mother of an inmate in the Living Free Foundation, a de-addiction centre near Alibaug, accused the NGO authorities / workers of torturing her son while he was getting treatment at the centre. Reportedly, the founder and the CEO of the NGO, the Living Free Foundation, did not have even “an official clearance” in place or even “make an effort to hire certified psychiatrists and counsellors to run the NGO”. The NGO, reportedly charged money to the tune of Rs 25,000 per month for ‘treating’ the drug addicts and alcoholics. In the beginning of this year, Asian Centre for Human Rights (ACHR) had brought out a report titled ‘India’s Funds to NGOs Squandered.’ The report suggested how the government is just flittering away pubic funds on NGOs that don’t deserve the funds in the least, not for the work they do. The report had stated that ‘the selection of grantees

(NGOs to whom government funds are allocated) is often determined not on ability or technical expertise but rather on the applicant’s ability to pay a bribe.’ The report further suggested ‘NGOs allegedly had to pay bribes amounting to 15 per cent to 30 per cent of the grant to have their projects approved. If a conservative estimate of 15 per cent is used as a bribe to process the applications, during the fiscal years 2002-2003 to 2008-2009 at least Rs 1,000 crore have been spent on bribes to different layers of officials approving the projects.’ RTI applications filed by the ACHR to extract information from the State and the Central government revealed that over Rs 6,654.36 crore as grants to NGOs/voluntary organisations during 2002-2003 to 2008-2009 or an average of over Rs 950 crore every year. This includes over Rs 4,756 crore given by the central Government and Rs 1,897 crore by the state governments. “The figure of Rs 6,654.36 crore of funds given to NGOs is only indicative and not accurate.” ACHR Director Suhas Chakma had said at the time the report was released. While making the report many of the states and Union territories like Madhya Pradesh, Uttar Pradesh,

Orissa and Jammu and Kashmir etc., didn’t provide information about the grants their states provided to NGOs. And then, replies from many departments of the State were not adequate. ACHR said many departments of the state governments and UTs did not provide full information. ACHR also maintained that central government ministries provided even fewer figures through RTI applications in comparison to information placed before the Parliament (both Lok Sabha and Rajya Sabha). And, there were other reasons reportedly mentioned by the officials of ACHR to indicate that the true figures could be even higher than mentioned in the report. Talking about the authenticity of the estimate of Rs 1,000 crore in bribes mentioned in the report, ACHR maintained that - it must be seen in the context of the Comptroller and Auditor General’s Report No.17 of 2010-2011 pertaining to audit of transactions and performance in the Ministry of Environment and Forest in which the CAG concluded that 7,916 Utilisation certificates (UCs) from the grantees for grants worth Rs 596.79 crore from 1981-2009 were not obtained under the scheme of Grants-in-Aid to Voluntary Agencies. The ACHR report also noted the lack of accountability in the system. It noted the Council for Advancement of People’s Action and Rural Technology (CAPART) sanctioned 24,760 projects during September 1, 1986 to February 28, 2007 involving a total sanctioned grant of over Rs 252 crore. Out of these, 511 NGOs were placed under the blacklist category due to irregularities committed. And, even though a total of 511 NGOs were blacklisted, only 10 cases were referred to the Central Bureau of Investigation (CBI) for investigation while FIRs were lodged against only 101 NGOs. Over two years later, by August 2009, the number of NGOs blacklisted by CAPART increased to 830 and FIRs were lodged against 129 blacklisted NGOs. By May 2012, 81 more NGOs were placed in the Black List category and 195 NGOs were placed in the Further Assistance Stopped category by CAPART. The rate at which exchange of money has been taking place when it comes to setting up an NGO directly insinuates that the work done by most of the NGOs is not as ‘noble’ as they would like people to believe. Putting them under the ambit of RTI law and making them answerable to the general public will surely open a can of worms in the days to come. It will be better if NGOs buck up and mend their acts before they find themselves in the dock. (With inputs from Prerna Pandey)

What happened was that when Rahul took back charge of the Uttar Pradesh Congress from Digvijay Singh and handed the responsibility to Madhusudan Mistry, then Mistry got an intensive survey done in Uttar Pradesh. This report was presented by Mistry to Rahul about two months back and he advised that if the Congress were to fight the elections allied with the BSP, it would benefit. So Mayawati was sent this message. Mayawati too was in need of such a tie-up, so she arrived to meet Sonia in this connection. Deliberations on this matter took place between Sonia, Ahmed Patel and Mayawati and it was decided that the two parties should come together. It seems to the Congress that with the BSP as an ally, it will be able to get the votes of the Dalits in Madhya Pradesh, Chattisgarh and Rajasthan. The possibility of adjustment over several seats in the Delhi Legislative Assembly elections is also emerging. During the time of the last Assembly elections

EC must act quickly! Santosh Bhartiya

T

HOUGH the Supreme Court has to pass on the verdict, the task of implementing it is that of the government. However, it is a matter of regret that this is not happening in most of the cases. Social activist Anna Hazare campaigned in the entire the country for electoral reforms, in which he said that the people should have the right to reject those candidates who were ‘not fit’ for the Lok Sabha or the Legislative Assemblies. ‘Not fit’ means those who are criminals, corrupt, deserving of punishment or tainted — they should not enter the Lok Sabha or the Legislative Assemblies. The entire country wholeheartedly welcomed Anna’s suggestion that the Election Commission (EC) should have a red button in the voting machine, through which the public could decide that if it did not prefer a

certain candidate, it should press the red button. Anna also suggested that in this situation, elections should take place again, and those candidates who have been rejected by the people should not get permission to stand for elections the next time. These suggestions of Anna are supported be people all over the country. It is a matter of happiness that the Supreme Court has agreed in principle that the ‘Right to Reject’ should be implemented in elections. In other words the public should have the right that if it does not prefer any candidate, it can reject him or her by pressing the red button and thereby stamp their rejection or unacceptability of a candidate. This principled decision of the Supreme Court can put a weapon in the hands of the public. Now the work ahead of this is that of the Election Commission, that it makes rules and norms in an effective manner for the proper implementation of this decision of the Supreme Court But till now the EC is silent on this issue. If the EC does not create a structure for this entire process according to Anna’s suggestions

in Uttar Pradesh too, adjustments could not be made between the Congress and the BSP even though they were almost made. It was due to the distribution of seats and the exercise of getting the credit for the Dalit-Muslim vote bank into their own accounts that an alliance could not be forged, but the current political conditions have made it clear to Rahul Gandhi and Mayawati that if they do not join hands even now, then they might be marginalised in the Indian political field – the direct benefit of which will go only to the Bharatiya Janta Party and Narendra Modi, and if they (the Congress and the BSP) come together, then they will make the path to Delhi difficult for the political parties opposing them, because a situation where they are together will polarise the Dalit-Muslim and Brahmin votes in their favour. The result of this will also be that the path will become a little more difficult for those regional parties which are trying their best to give shape to a Third Front in the country. Because of this not only could there be a very close fight in the five State Legislative Assembly elections, but also in the upcoming Lok Sabha elections.

AS reported by your columnist earlier, the reinstatement of IAS officer Durga Shakti Nagpal by the Uttar Pradesh Government was expected sooner than later. Whatever the official stand of the State Government, the fact is that intense public and media pressure and the unprecedented support she received from her IAS colleagues across the country left Chief Minister Akhilesh Yadav no other course of action. Sources claim that Nagpal’s husband IAS officer Abhishek Singh too met the Chief Minister and apprised him of the “facts” of the matter. But the real reason remains that the unstinted support for Ms Nagpal took the Samajwadi Party leaders by surprise and turned the tables in her favour. Already receiving flak for not doing enough to control communal clashes in the State, the party obviously does not want to complicate matters by proceeding against the IAS officer. The inquiries against her have been dropped and she will soon receive a fresh posting.

Then He Will Want Money?

SENSING hope, the ‘caged parrot’ is now demanding it be released into freedom from Government control. The Central Bureau of Investigation (CBI) has reportedly informed the Supreme Court in the coal scam case that the Government is discriminating against the agency by not giving ex-officio powers of Secretary to the CBI director. The CBI obviously believes that the only way to insulate itself from having charges of political interference hurled at it every now and then is to empower the CBI chief to place proposals directly before the Minister for Department of Personnel and Training (DoPT), without having to deal with the babus in DoPT. The present CBI chief Ranjit Sinha, many believe, sees in the Supreme Court- directed coal scam investigation an opportunity for his agency to step out of the sarkari shadow and become more autonomous, and is now pressing the issue, given that the court has taken considerable interest in the CBI’s functioning. The ball is now in the Government’s court, and it remains to be seen how it reacts to this ‘call for freedom’.

From Me To Me

IT’S all a matter of hats! Inspector General Internal Security Bhaskar Rao writes to Inspector General Training Bhaskar Rao! Yes, that’s correct. Owing to the shortage of officers in Karnataka, IPS officer Bhaskar Rao is managing two positions, or wearing two hats. So wearing the hat of IG (internal security) he regularly corresponds with IG (training) – only the addressee is himself, wearing the other hat! If any further proof of the Kafkaesque world of bureaucracy is needed, Rao would be an ideal example. But the officer himself sees no irony in the situation. He says he is doing this only to ensure that the paperwork is complete and that whoever succeeds him in either of the two positions would have all the information that is required. Sources say that the Director General of Police Lalrokhuma Pachau admits that there is a shortage of police officers in the rank of Inspector General, but is unable to explain when the situation will change. In the meantime, Bhaskar Rao seems comfortable juggling two posts. — By Dilip Cherian

World Champion Sebastian Vettel reigns supreme in India, grabs historic fourth world title

By Amanpreet Singh

REATER NOIDA: Taking a giant step towards becoming a modern-time great, Sebastian Vettel cruised into the history books by winning his fourth consecutive Formula One world title as he conquered the Indian Grand Prix for the third time in a row. Changing his tyres strategy after only two laps on softs from pole position, Vettel switched to mediums and drove sensationally to grab the lead after joining the race in the 17 place, yet again showing that he was uncatchable in his RB09. Red Bull looked set for a one and two but Mark Webber's race ended due to gearbox problem in lap 40. His team ordered him to stop the car. However, Red Bull still won the constructors’ title. So it was double delight for Red Bull. Vettel bowed on the Buddh International circuit after completing the victory and then jumped on his car, celebrating his historic win, which he took ahead of Mercedes Nico Rosberg, who was 29.8 seconds behind. Joining them on the podium was Lotus' Romain Grosjean, who had sensational race as he worked his way to third position after starting 17 on the grid. Vettel needed to finish only fifth to become youngest quadruple champion. With this win, he took his points tally to 322. Only Ferrai's Fernando Alonso could have kept the championship alive but he could not get a single point by finishing a distant 11th. Ever since the Formula One world arrived in India, Vettel has dominated everything from dominating practice sessions to winning all three Poles and races. It was a great result for home team as they enjoyed their first double points finish since the British Grand prix to consolidate their sixth position. The team earned six points to take the tally to 68, which is 23 ahead of Sauber, who failed to earn a point. In lap 29, Vettel got ahead of the pack when Webber pitted and just after one lap he was comfortably ahead by 11 seconds. Vettel was uncatchable after that as he build a 25second lead over Kimi Raikkonen. Earlier, Massa made a great start by getting past both the Mercedes cars to get behind Vettel. Fernando Alonso, who needed a strong race to keep the championship alive, clipped Jenson Button, breaking his Ferrari's nose. Vettel too pitted early for changing tyres from soft to mediums and now Massa was leading the race, followed by Rosberg and his Mercedes teammate Lewis Hamilton. Webber soon was to his original fourth after making a move on Kimi Raikkonen in lap six. Vettel who joined 17th, worked his way up to fourthth by lap 12 as he passed Force India's Adrian Sutil and Lotus' Romain Grosjean but the gap with the race leader Webber was more than 12 seconds. FIA reprimands Vettel, fines Red Bull for doughnut celebration

GREATER NOIDA: Sebastian Vettel was today reprimanded for his unusual doughnut celebration after winning his third consecutive Indian Grand Prix while his team Red Bull was fined 25,000 euros for the driver’s act at the Buddh International Circuit here. After securing his fourth straight world title, Vettel celebrated the feat by doing a doughnut with his winning RB09 and followed that by bowing down before his car at the tarmac of the circuit and then jumped to top of the car to wave towards the crowd. But his celebrations did not go down well with the FIA stewards of the race, who reprimanded the driver for the breach of FIA Formula One Sporting Regulations and inflicted a fine on the Red Bull team. “The driver failed to proceed directly to the post race parc ferme as detailed under Article 43.3 of the FIA Formula One Sporting Regulations. Due to special circumstances the stewards accepted the explanation of the driver,” an FIA statement said.

IN BRIEF Smith demands respect for S. Africa's kings of the road

DUBAI: South Africa captain Graeme Smith, whose team have not lost an away series for seven years, believes the Proteas deserve more respect for their achievements on the road. Their emphatic innings and 92-run win in the second Test over Pakistan in Dubai, which levelled the series at 1-1, also allowed them to enhance their Test number one status. Since their 2-0 loss to Sri Lanka in 2006, South Africa have travelled to India (twice), United Arab Emirates to play Pakistan (twice), England (twice), Australia (twice) and once to New Zealand, Pakistan, Bangladesh and the West Indies, not losing a series. "I think we have got a lot to do to be compared with great teams, but for us to have that record away from home is an extremely proud one to have," said Smith, now in his 10th year as captain.

David Beckham, son involved in car crash

LONDON: David Beckham and his son Brooklyn met with an accident after the former soccer star crashed into another car as he pulled out of his Beverly Hills home in Los Angeles. The 38-year-old football star, who on Friday was driving his black Range Rover Sport, allegedly dashed into another vehicle as he pulled out of the driveway. It is believed that his 14-year-old son was in the passenger seat, reported Daily Star. According to the witnesses, Beckham drove out of his drive way and straight into a white Acura 4X4, driven by an unnamed woman. The duo have not got any injuries as they were wearing seat belts. Although David's Range Rover, which costs more than USD 60,000, suffered major damage in the accident. David reversed back onto the driveway of his home after the crash and waited for the arrival of local police to question him about the accident.

Mahindra’s man takes fight-back fourth in Japan

MOTEGI, JAPAN: Mahindra MGP3O rider Miguel Oliveira produced a hero’s ride in Japanese Grand Prix – overcoming a sixth-row start to fight his way through to fourth place in the race in a fine demonstration of speed, skill and aggression. The 18-year-old from Portugal had been caught out by conditions: on the only Indian machine in international bike racing to visit the challenging Twin Ring Motegi circuit. Foul weather courtesy of Typhoon Francisco meant all free practice was cancelled, with just one wet session to determine grid positions. Working to refine set-up, Oliveira qualified 18th in the lottery; team-mate Efrén Vázquez 21st.

Vijay Patil walks out in a huff from MCA meeting

M

UMBAI: The divisions within the Mumbai Cricket Association, gearing itself up to felicitate retiring senior batsman Sachin Tendulkar, today came to the fore when newly elected vicepresident Vijay Patil walked out of its managing committee meeting here. “Vijay Patil walked out of the meeting as he wanted to chair it in the absence of Sharad Pawar (president) who is abroad. Ravi Savant, being the senior vicepresident and a committee

member for 20 years, chaired the meeting,” said Dr P V Shetty, the joint secretary of the association. Shetty said the meeting could not be put off as many important issues like felicitation of Tendulkar at the Kandivli complex of MCA on November 11 and the naming of the press box in the Wankhede Stadium after the late Shiv Sena supremo Bal Thackeray, had to be finalised. “We have very little time and had to finalise these things,” Shetty said.

IOC edge out Air India to lift Bombay Gold Cup M

UMBAI: Star-studded Indian Oil Corporation showed great resilience and fighting spirit to bounce back thrice and put it across formidable Air India 5-3 to lift the 48th Bombay Gold Cup hockey tournament, here today. In a well-matched final in which both teams fought tooth and nail, it was current international S V Sunil who struck two field goals in four minutes when the teams were level at 3-all late in the second half to swing the match in IOC’s favour.Arman Qureshi put AI 1-0 up in the 23rd minute which was neutralised by India full back V Raghunath, who converted a penalty corner in the 26th. Prabodh Tirkey sounded the board off a penalty corner to put AI 2-1 ahead in the 33rd minute only to see IOC bounce back again when the ebullient and opportunistic former international Deepak Thakur found the mark in the last minute of the first half with the teams level at 2-2. AI again raised visions of victory when India discard Shivendra Singh got into the goal scoring act in the 41st but another exinternational Prabjot Singh came to his side’s rescue two minutes later to make it 3-all. Then came the twin strike within a short period of time by the highly impressive Sunil to swing the game IOC’s way. Sunil was duly named the man of the tournament by the Sports Journalists Association of India and received a cheque for Rs 5000 from newly appointed chief national coach Terry Walsh.

would allow him to wriggle out of the opening bid of 2 no trumps. Suddenly his brow cleared. He triumphantly opened 1 club. Now his partner will have to bid a no trump or a major suit & he would push the conduction to him. But his partner was another Badhir. He bid 2 clubs. This was the hand.

IN BRIEF Saurashtra 226/2 on first day against Rajasthan

RAJKOT: An unbeaten century from Sagar Jogiyani enabled Saurashtra reach 226 for two at the end of the first day's play of their Ranji Trophy Group B match against Rajasthan here. At stumps, Jogiyani was not out on 114 (288b, 15X4) and giving him company at the other end was Jaydev Shah on 16 at the Saurashtra Cricket Association stadium at Khandheri. Electing to bat, Saurashtra openers -- Jogiyani and veteran Sitanshu Kotak -- gave the hosts an ideal start by putting on a solid 136-run stand for the opening wicket. Kotak, who was dismissed for 65 off 185 balls with the help of six fours, today completed 8,000 first class runs and became the first player from Saurashtra to reach the milestone.

Mohnish Mishra cracked 97 in his 146-ball innings, which was studded with 14 fours and three sixes. For Railways, Hardik Rathod, Karn Sharma, Krishnakant Upadhyay took one wicket each. Earlier, Choudhary and Jalaj Saxena (33) added 52 runs for the opening wicket after Railways won the toss and elected to field.

Aparajith shines for TN on opening day against Services

NEW DELHI: An unbeaten hundred by Baba Aparajith and a half century from veteran S Badrinath guided Tamil Nadu to a strong position as they made 220 for three against Services on the opening day of their Ranji Trophy Group B match. Aparajith was at the crease on 109 along with Dinesh Karthik (11) when the stumps were drawn at the Palam ground here after Tamil Nadu opted to bat first. Badrinath scored 81 and shared a 168-run stand for the third wicket with 19year-old Aparajith after hosts Services, last year's semi-finalists, made early in roads into Tamil Nadu's batting.

Gujarat in command against Vidarbha

NAGPUR: Riding on brilliant bowling by Rush Kalaria (5/32) and Jasprit Bumrah (4/30), Gujarat bundled out Vidarbha for a paltry 85 and then themselves reached a comfortable 153 for three at stumps on day one of a Ranji Trophy Group A match here. Electing to field, Gujarat medium pacers wreaked havoc to wrap up the hosts for less than 100 runs in their first innings. As they fell like a pack of cards, only three Vidarbha batsmen -opener Faiz Fazal (31), Ranjit Paradkar (17 not out) and Umesh Yadav (16) -- could touch the double digit mark. Besides Kalaria and Bumrah chipping in with nine scalps between them, Rakesh Dhruv (1/02) claimed a wicket.

DHARAMSALA: The Ranji Trophy match between Himachal Pradesh and Goa was today cancelled after the Congress-led state government took charge of the Cricket Association, which was controlled by opposition BJP MP Anurag Thakur, in a midnight coup here.

AHLI, HARYANA: The hype was around Sachin Tendulkar before young Mohit Sharma cashed in on the moment with an all-round effort, which, however, could not prevent Mumbai from having their nose slightly ahead at the end of the first day of their much-anticipated Ranji Trophy opener against Haryana. At stumps, Mumbai were 100 four four, having bowled out Haryana for a paltry 134 after skipper Zaheer Khan opted to field. Mumbai trailed by 34 runs

with three full days to go. The retiring Tendulkar gave the inhabitant of this village a sudden sense of anti-climax as he failed to let his bat do the talking after being bowled for a mere five runs by the 25-year-old Mohit, in what is being seen as the biggest of all matches in Ranji's opening fixtures. Having top-scored with aN invaluable 49 in Haryana's pathetic first-innings display, Mohit emerged as the day's one of the two most impressive performers, the other being Mumbai's Abhishek Nayar, who picked up four

wickets. Ajinkya Rahane and nightwatchman Dhawal Kulkarni were batting on 44 and 1, respectively, when the stumps were drawn. 40-time defending champions Mumbai had earlier kicked off their campaign in earnest as they bundled out Haryana at the Chaudhary Bansi Lal Cricket Stadium. With the red cherry, Nayar was the star of the day for Mumbai as he bowled his accurate medium pacers to good effect, returning impressive figures of four for 38. Nayar contributed with 24 with the bat on a wicket that

TENDULKAR WON'T CAMPAIGN FOR CONGRESS: SHUKLA

KANPUR: BCCI Vice President and Congress MP Rajiv Shukla rejected speculation of star cricketer Sachin Tendulkar campaigning for his party in the upcoming assembly elections and termed such reports as "baseless". "Sachin Tendulkar is busy playing cricket at the moment. He is playing in the Ranji Trophy and will later play for India against the West Indies. So the reports of him campaigning for Congress candidates are completely baseless," Shukla told 'PTI Bhasha' over the phone. There were reports that Tendulkar, who was nominated as a Rajya Sabha member by the ruling UPA government last year, might campaign for Congress candidates in Madhya Pradesh, which goes to polls next month along with four other states. seemed to have helped the seamers quite a bit. The cynosure of all eyes, Tendulkar, who is playing in his last Ranji match having already announced retired from international cricket, stunned the packed crowd when he was bowled by Mohit. It was a good length delivery that pitched on off and nipped back, but the bounce was what did Tendulkar in as he leaned forward to defend before the ball went through touching his elbow on the way.

Tendulkar given guard of honour, standing ovation LAHLI, HARYANA: Never had a Ranji Trophy season started on a note like it did on Sunday, with this sleepy hamlet here being woken up from its slumber by the one and only Sachin Tendulkar, a good few hours before the retiring legend was accorded a guard of honour in the area's sole landmark destination. Tendulkar, who had announced his retirement from international cricket after the Test series against the West Indies next month, is here to play in what could be his last Ranji Trophy match for his state side, the opponents being hosts Haryana. To mark the occasion, players from both the teams lined up on two sides at the start of the match as the champion batsman walked out to a thunderous ovation at the Chaudhary Bansi Lal Stadium, which nearly touched its maximum capacity of 8000 spectators. Tendulkar, who will walk into international sunset after playing in his landmark 200th Test from November 14-18 in Mumbai, has been the only talking point in the run-up to this game, which is being seen by many as his last in the premier domestic tournament. At lunch, after Mumbai bowled out Haryana for a paltry 134, Tendulkar received a memento from Sachin Tendulkar being clean bowled by Haryana bowler MM Sharma (unseen) state Chief Minister Bhupinder during the Ranji match at the Bansi Lal stadium in Rohtak on Sunday.

Singh Hooda with former BCCI president Ranbir Singh Mahendra also in attendance. The excitement among the locals reached a crescendo when Tendulkar walked out with his most favourite and destructive weapon after Mumbai lost their second wicket in reply to Haryana's first innings total. The occasion also saw a few players of the Haryana side, which triumphed in the 1991 final over Mumbai under the legendary Kapil Dev's captaincy, reunite. With Dev attending the event, it seemed the strained relationship he has had with the Haryana Cricket Association, has been buried. Also present was former India pacer Chetan Sharma, while another surviving member of that 1991 final squad and presently a cricket expert, Ajay Jadeja, led the current Haryana side after having made a comeback to competitive cricket following a hiatus of more than seven years. The small town had been waiting with bated breath for the match and the excitement was palpable as one made his way through to the stadium via the old town. The Canal Guest House, where Tendulkar was being put up, was the centre of all the attention as fans tip-toed across the state irrigation department's facility since the crack of dawn.
