It was scary when we were asked to sign the consent form,” said Vastimal. Segregation of waste is a common practice in urban local bodies all over the world. While BMC has warned of strict action if citizens do not follow the ‘segregation order’, the civic body itself has not placed the required infrastructure for the purpose

hile one may be astonished at the amount of garbage that Mumbai city deals with per day –8,000 plus metric tonnes – even more surprising is the way that the garbage is dealt with. With time this figure is expected to go up to 10,000 metric tonnes per day. And yet, the answer to dealing with it seems to pile it up at the at the dumping grounds in Mumbai’s eastern suburbs of Deonar, Mulund and Kanjur Marg as the Brihanmumbai Municipal Corporation (BMC) lacks the necessary infrastructure to deal with this waste in a more permanent and environment-friendly manner. However, the BMC alone is not to be blamed. It is time for the citizens of this otherwise beautiful city to step up and take notice of the potential environmental hazard their everyday waste habits are causing. There are simple things that we can all do to help address the problem of garbage control, yet it seems to be impossible to motivate citizens to get started. Motivation seems to be the key in explaining why Mumbai has continually failed at disciplining itself in the enforcement of a system where garbage can be tackled in the most effective way. While citizens may be directed to separate their garbage, the fact that it seems to be merely a fig leaf covering the BMC’s own failures, ensures that this directive is almost universally flouted. After all, even when garbage is segregated at the domestic point of collection, the conservancy department trucks dump everything back together in full public view at the point of pick up, ostensibly to encourage rag pickers! Recently, the Solid Waste Management (SWM) department, responsible for the overall cleanliness and disposal of garbage in the city, sent notices to housing societies across wards, asking them to segregate dry and wet waste at society level. Those who did not comply with the order would be served a notice regarding fines. No society, however, has been so fined yet. However, notices regarding segregation of waste have been sent to societies across wards. “If the civic body levies any fine or sends notices to housing societies regarding the segregation of dry and wet garbage, I will be the first to sue the BMC”, said former leader of opposition in BMC and legislator Rajhans Singh. Segregation of waste is a common practice in urban local bodies all over the world. “What makes the difference is that the BMC had warned of strict action if citizens do not follow the order but the civic body itself had not placed required infrastructure for such segregation ”, said Rajhans. Deputy Municipal Commissioner (SWM) Prakash Patil admitted that two different processing units, each for wet garbage and dry garbage, are yet to be installed. Besides, the civic body needs to buy additional infrastructure like more compactors, vehicles and man power.

Prize was awarded to the BMC and received by former Municipal Commissioner Swadhin Kshatriya from former President of India Smt. Pratibha Patil. The Awards function was held at MMRDA Grounds, Bandra Kurla Complex (BKC) on October 27 along with the inauguration of the 12th World Innovation Summit and Expo comprising Constru India & Power India 2010. Patil said, “We have sent notices to hosing societies to create awareness among them. So far, no action has been taken or no fine has been levied against any society”. Sending such notices itself is a part of awareness, claims the BMC. Besides, the civic body also puts up advertisements in newspapers and posts banners across civic buildings pertaining to waste management. Patil added, “So far, we have been successful in segregating green waste (garden waste), silt and waste generated in hotels which account to 29 per cent of the total garbage in the city. By March 2015, we need to achieve the remaining 71 per cent target which includes segregation of waste at house-to-house level.” Councillors and experts think that segregation of solid waste at house to house level is quite difficult in the city. Francin Pinto, Chairperson, Garbage Concern Welfare Society, who has been working along with her NGO to turn waste into wealth, says, “Mumbai needs at least 45 sq km or 1/10th of the city’s surface area to scientifically treat its waste!” Pinto feels that the root cause of the problem remains the Mumbaikar attitude. “People are indifferent towards the issue of garbage. They feel it is not their problem. This indifference has led to a lack of action. The issue of garbage and segregation needs to be hammered into people’s psyche. We need to stop blaming everyone. We need to make every citizen accountable for the waste he/she generates. We need to move from inaction to action.” Mumbai’s bureaucrats have opted for the centralised system, she points out, dumping garbage in one location, covering it up and then building real estate over it. Pinto feels that the problem of segregation and tackling Mumbai’s waste is manageable but will require tremendous work and a huge overhaul of the current waste management system. Apart from this, more awareness campaigns and the impetus for everyone to work together, hand in hand, is essential. She adds, “Mumbai has 24 wards and instead of dumping the entire city’s garbage in one site for treatment, commonly called a Centralised System, each ward could have its own Waste Management Area – a decentralised system which would reduce transportation costs and create resources within the ward like generating employment for individuals at the bottom of the pyramid”.

O finally the Election Commission of India (ECI) has bitten the bullet as it were and has come out with ‘reasonable restrictions’ on the use of Social Media platforms like Twitter, Facebook, Apps and other Internet media

The restrictions, better known as Model Code of Conduct (MCOC) had been there already in place for campaigning during elections in respect of print and electronic media. What the EC has done is to simply extend the same provisions to broadly cover all aspects of social media. Social media buffs and critics are already up in arms over what they feel are attempts to gag their freedom of expression. But Article 19 of the Constitution, which guarantees that very same freedom, also stipulates that it be ensured with ‘reasonable restrictions’. However, the EC is treading into uncharted territory. Political parties and some politicians have taken to Twitter, Facebook and other social media platforms because of their instant and wide reach within no time. Just the other day the NCP launched its chief Sharad Pawar’s blog ‘PawarSpeaks’. Then there are groups like Friends of Modi, while a politician like Shashi Tharoor’s penchant for tweets is well known. f everything goes as planned and unopposed by the locals, the residents of Diva, Dombivli and Kopar can soon expect a bridge on Ulhas River which will directly connect them with National Highway 3 i.e. Mumbai Agra Highway. At present residents of these areas have to detour of over 20 km via Shilphata Kalyan Road to reach Thane and NH3 which costs them time as well as fuel. The MMRDA has planned to construct a 1.2 km bridge on Ulhas River from Thakurli end to Mankoli on NH3 which will connect both the ends. In January this year, a team of MMRDA officials had visited the spot for the planning. At present there are 7.5 metres road till the coast of the river from both the sides which will also be broadened to 15 metres for which land survey needs to be done and

The bridge will be constructed on suspension technology in which the pillars will be constructed on both the ends of the river only there will be no construction in the river. he Mira Bhayandar Municipal Corporation (MBMC) has ordered the closure of a night shelter located in the Talao Road area of Bhayandar (east). The decision came after residents and the local BJP unit led by municipal corporator Rohidas Patil registered strong opposition saying the night shelter in their area had become a source of nuisance for students and people, especially the womenfolk residing in the vicinity. Run by a local NGO, the night shelter was operating from the ward office building of the MBMC which also houses a primary school, library, study centre and tax payment counters. “Though it was a good initiative, thanks to the callous attitude of the management, this particular shelter was nothing but a nuisance,” Patil had stated in his complaint to the municipal commissioner, raising a strong possibility of presence of anti-social elements who, under the guise of homeless people carry out their illegal activities. It should be noted that following the direction of the Supreme Court in 2011, the MBMC had started five night shelters for the homeless. However, it has now been alleged that some people seeking accommodation in night shelters continue to loiter in the area even during daytime and frequently involve themselves in noisy quarrels, disturbing the peace and tranquillity of the area. hile students from various under-graduate courses are currently appearing for their fifth semester board exams and are also doing some planning for their vacations, the Bachelor of Mass Media (BMM) students are a tensed lot. Though their board examinations will be ending next week and Diwali vacations will begin, they have no clue about the dates of their practical and viva examinations. As none of the professors has finalized the date, Diwali holidays will be more stress than enjoyment for them. As per the syllabus and examination pattern of the Third Year Bachelor of Mass Media (TYBMM), in the fifth semester, students have two practical subjects, Newspaper and Magazine Making (Journalism specialization) and Ad-Design (Advertising specialization). These two subjects are practical subjects, for

which an external examiner is sent by the varsity to conduct the exams, which involve presentations of practical projects and viva examinations. Every year, the dates for these are declared well before the BMM semester board examinations, but this year, the varsity has been unable to announce them and they may well be scheduled immediately after vacations, leaving students in no mood to enjoy their holidays. Talking to the ADC, a student who did not wished to be named, said, “Even though our exams will be over and Diwali vacations will start, we BMM students cannot go out of the city for vacations as dates for practicals have not yet been declared by MU. If the dates are announced all of a sudden, we may not be in a position to return in time and could end up losing a year. It seems that our vacations will just see us biting our nails, waiting for the dates of the exams.” In the first week of October, the Board of Studies of BMM had conducted meeting for the practical subjects where Dr. Ancy Jose, Head of BMM, MU, stated that the practical examinations would be conducted after the Diwali vacations. The ADC contacted Dr Naresh Chandra, Pro Vice Chancellor, MU, who said “We will be declaring the dates as soon as possible and students need not be tensed as the varsity will see to it that their vacations are not affected by this.”

The corruption charges against the Congress would have been exploited by the BJP and this would have helped it win. Even those who prepared prepoll opinion exercises concluded that the Congress chances were dim and in all probability the BJP would win. Delhi Chief Minister Sheila Dikshit has now one more opponent in the poll fray. The emergence of the Aam Aadmi Party (AAP) is posing a big challenge to her. The AAP chief Arvind Kejriwal is adopting new and novel methods of conducting the election campaign: He has started the poll campaign with a fast. Kejriwal and his men are going from door to door and enquiring about the problems of residents who are at last getting some hope that some of their problems might be solved. And Kejriwal is not selecting the candidates: He is asking the people to choose the candidate they want. Arvind Kejriwal has made a good impression on voters of Delhi. NLESS he lives in a cocoon, blissfully oblivious to the popular reaction to his speeches on the stump, he will immediately dump whoever is advising him to harp on ‘me, my family, mummy, father, grandmother’ et al. It grates on the nation’s ears. Ordinary people are concerned with more mundane, existentialist matters such as the price of onions and more humble veggies. Maybe even a mention of those humongous scams which have eaten hugely into the public purse would help him connect with the voters in the Assembly polls. But working on the tear ducts of the people as an electoral strategy is doomed to fail. For, not only were the murders of Indira and Rajiv Gandhi duly exploited on the polling booth in the past, the majority of voters would have but only a vague memory of those tragic killings. To make the point clear for the Gandhi scion, let us take an example from Bollywood. Whether it is the Bimal RoyDilip Kumar classic, Devdas, or the modern Ramesh Sippy-Dharmendra-Amitabh opus, Sholay, exhibitors would be foolish to expect full houses were they to screen these superduper hits of an earlier era in circa 2013. Past is for the old dodos. Younger generations prefer to live in the present. With nearly two-thirds of the electorate below the age of forty, its concerns are necessarily about education, employment, inflation, even law and order, but certainly not about the circumstances attendant upon the assassinations of Rahul’s father and grandmother. As for the older generation of voters, those murders were the tragic culminations of wrong-headed policies the Congress governments had pursued for its narrow political ends. The creation of twin Frankenstein, it should be remembered, of Jarnail Singh Bhindranwale and Velupilai Prabharkaran of Tamil Tigers was the handiwork of the selfsame governments. Besides, the vice-president of the Congress Party seems to have mixed up militancy with communalism. Both Bhindranwale and Prabhakaran led terrorist outfits. Both were initially encouraged by highly-placed elements in the Congress Party for partisan ends. Both were killed by the armed forces of their respective countries. But when their erstwhile protectors in New Delhi turned hostile, they showed no compunction in targeting them. Period. Thus, a fresher course in modern history would do no harm to the backroom advisers of the heir apparent. But it would be immensely better if they left the highly divisive role of the Gandhi governments well alone and addressed the everyday concerns of the aam aadmi. In the absence of a coherent strategy to convince the voters how the party of numerous scams and misgovernance intends to turn a new leaf, resorting to emotional appeals would not pay any electoral dividend.

Core inflation, which excludes food prices, rose in line with expectations at 0.7% y/y and core-core inflation, which excludes food and energy prices, was flat. In Tokyo, consumer prices excluding food and energy continue to fall, this time around by 0.3% y/y. Overall, the only prices which appear to be on the way up are those related to the import sector and, therefore,

effected by the weaker yen. Nonetheless, things are heading in the right direction, just a bit slower than the BoJ would like. The BoJ has said it will do whatever it takes to reach its 2% inflation target, but the bank seems content to watch from the sideline as its program of easing attempts to spur demand. Gold futures rose more than 1% last Thursday for their highest close in five weeks as a gauge of manufacturing in China, one of the world’s biggest gold buyers, climbed to a seven-month high in October. Chinese manufacturing data showed that the economic recovery is getting better in the country. This is definitely a positive sentiment for gold demand; given that China is one the biggest consumers of gold. Dollar weakness tends to boost dollar-denominated commodities such as gold, because it makes them cheaper for holders of other currencies.

Mutual Funds Lose 8% Retail Folios In H1FY14 By Dominic Rebello Mutual funds lost a record 8% or nearly 35 lakh retail folios over the past six months ended September 2013 (see table 1) as per the data released by the Association of Mutual Funds in India (AMFI). This was the sixth consecutive half yearly decline in retail folios as per AMFI’s disclosure. At the overall level (including institutional and high net worth individuals’ folios), a gain in folios of high net worth individuals (HNIs) capped the fall at 15 lakh folios. The industry currently has 4.13 cr folios. said CRISIL in a report. “The sharp decline in retail folios was mainly in the equity category (see table 2) which has been impacted by the ongoing volatility in the segment. The CNX Nifty has risen a meager 1% in the past six months and declined nearly 3% in the calendar year until September 2013. Macroeconomic weakness in the domestic market coupled with some mixed cues from the global market led to the decline in the local market. Balanced funds (an equity oriented hybrid category) too saw a decline of over 2 lakh retail folios over the past six months. Gold exchange traded funds (ETFs) saw a decline in their folio count for the first time. Retail folio count in the category fell by 5% to 5.24 lakh in the period under review compared with a 16% rise in the preceding six months. Investors exited the category due to volatility in the underlying asset class as domestic gold prices (represented by the CRISIL Gold index) fell by over 2% in the calendar year till September 2013,” the report said. Debt funds added 1.79 lakh folios over the past six months compared to 1.69 lakh folios added in the previous six months ended March 2013. Folios held by HNIs, defined as individuals investing Rs 5 lakh or more, rose three times in the first half of the current financial year led by a sharp rise in equity folios. Out of the 30 lakh HNI folios, 21 lakh were added in the latest half year period (see table 3). In the category, the equity segment added over 14 lakh folios followed by balanced funds and debt oriented funds, which added 3.45 lakh and 2.72 lakh folios in the past six months. In AUM terms, HNI portfolio in equity oriented funds increased by 30%, balanced by around 14% and by 8% in debt oriented funds. The biggest gain in HNI portfolio in AUM terms was in liquid funds, which increased by 106% to nearly Rs

12,000 cr. Tenure-wise analysis of assets under management (AUM) across investor types and categories for the half year ended September 2013 showed that 68% of the retail AUM stayed in equity mutual funds for more than two years, higher than 63% seen in the preceding six months. Out of the Rs 1.06 lakh cr of retail investment in equity-oriented mutual funds, Rs 71,661 cr of investment was held for over 24 months. About 59% of HNIs by AUM stayed invested in equity mutual funds for more than two years. Corporates continued to dominate mutual fund AUM; they enjoyed a 49% share in September 2013 (see table 4), up from 46% in March 2013. HNIs were the second biggest contributor with 30% share (higher than 28% in March 2013) followed by retail investors with 19% (lower than 23% in March 2013), “concluded the report.

aharashtra occupies the western and central part of the country and has a long coastline stretching nearly 720 kilometers along the Arabian Sea. The Sahyadri mountain ranges provide a physical backbone to the State on the west, while the Satpuda hills along the north and Bhamragad- ChiroliGaikhuri ranges on the east serve as it’s natural borders. The State is surrounded by Gujarat to the north west, Madhya Pradesh to the north, Chattisgarh to the east, Andhra Pradesh to the south east, Karnataka to the south and Goa to the south west. Maharashtra is the second largest state in India both in terms of population and geographical area (3.08 lakh sq. km.). The State has a population of 11.24 crore (Census 2011) which is 9.3% of the total population of India. The State is highly urbanised with 45.2% people residing in urban areas. The gross state domestic product (GSDP) at current prices for 2011-12 is estimated at ` 11,99,548 crore and contributes about 14.4% of the GDP. The GSDP has been growing at a rapid pace over the last few years. Presently industrial and services sector both together contribute about 87.1% of the State’s income. The agriculture & allied activities sector contributes 12.9% to the State’s income. Maharashtra is the most industrialised State and has maintained leading position in the industrial sector in India. It has always been the endeavour to develop sustaining industrial growth, facilitate speedier flow of investment by creating conductive industrial climate in the State. Maharashtra has developed a solid base of industrial infrastructure, strong Human Resources, and sustaining and diverse industrial base. This was possible because Maharashtra pioneered several policy initiatives, since inception, in diverse fields. Infrastructure plays a pivotal role in overall productivity resulting in the development of the economy as well as improving the quality of life. The physical infrastructure viz. energy, transport, irrigation, finance, communication and social infrastructure (viz. education & health) contributes significantly in fostering the pace of economic development. The process of creation of infrastructural facilities generates employment and simultaneously accelerates the economic growth, while the shortages in its avail-

ability act as limiting factor in enhancement of economy. However, the availability of infrastructural facilities remains inadequate. Almost all sections lack basic infrastructure, all over the State. The conditions are disastrous in regions like Konkan, Vidarbha and Marathwada. Residents are troubled by problems related to roads, electricity and water supply. Issues related to housing, transportation and cleanliness are worsening day by day. Because of lack of basic infrastructure, the industries are not getting a boost as expected. There should be more work done with regard to factors like urban facilities, roads, water supply, construction of houses in Satara and in the district which has potential for religious and nature tourism, the basic infrastructure should be increased to promote tourism.

KONKAN

WESTERN MAHARASHTRA

Lack of Basic Infra in Western Maharashtra There is a need for systematic development in districts like Satara, Sangali and Kolhapur. The people have to live and travel with problems like bad roads in cities to pathetic condition of national highways. Because of lack of basic infrastructure, the industries are not getting a boost as expected. There should be more work done with regard to factors like urban facilities, roads, water supply, construction of houses in Satara and in the district which has potential for religious and nature tourism, the basic infrastructure should be increased to promote tourism. Sangli is struggling to get better infrastructure. There is a long standing demand, still pending, to connect Sangli to the highway. Nothing has happened about the proposed Ratnagiri-Nagpur highway. If a road is constructed joining Konkan to Marathwada, Vidarbha and Western Maharashtra then there will be great opportunity for growth. Considering the agricultural output and the production of sugar from the 20 sugar factories in the district, it is essential to have good transport services. Miraj has a railway junction but it has not been developed. The development of industrial estates is not taking place as expected. Big industrialists ignore Satara, Wai and Karad. No one has taken efforts to see that Information Technology industry flourishes and industrial development at the taluka level has limitations. Each taluka in Sangli district has industrial estates but not a single big industrial house is in Sangli. The people from the drought affected districts of Satara and Sangli still struggle to get drinking water and water for agriculture. The question of availability of drinking water and water for agriculture and the question of sewage water in Sangli still remains. There are 13 water projects on Kolhapur and they are totally filled, but since there are no bunds the water does not reach fields for irrigation. Main Issues in Western Maharashtra Need to remove hurdles in making KolhapurPune double track and increasing number of trains Lack of adequate facilities in the public transport system Improve facilities for industrial development Need to improve tourism development facilities Bring about permanent solutions for drinking

Recommendations for fast tracking Infrastructural development of the state

• Periodic review of the progress of infrastructural projects to be made. • Bureaucratic delays to be penalized.

• PPP model addresses the issue of financing and enables productive efficiency. Greater emphasis on the model should be stressed.

• Long term debt-financing provision in infrastructural projects.

• Long term Foreign Direct Investment should be encouraged in the infrastructural sector. • Domestic Investments in infrastructural sector to be aided with tax incentives etc.

• Energy efficient economy to be build by harnessing wind, water and solar energy to reduce dependency on foreign countries. • The National Highways Authority of India decision allowing staggered payment of premium to all struggling highway projects is a welcome move.

• Need for coordinated efforts from the Government: The Central Government, State Government and local authorities need to comply with each other towards building better transportation networks. It has been found that many State roads suffer from low investment, inadequate width of carriageway to meet traffic demand, weak pavement and bridges, congested stretches passing through cities/towns, poor safety features and road geometrics, and inadequate formation width in hilly and mountainous regions, missing links and bridges and several railway level crossings requiring urgent replacement with ROB/road under bridge (RUB) to improve safety and faster traffic movement.

VIDARBHA

Urban Bodies Fail to Provide Basic Amenities Local self governments are bound to create basic amenities in urban areas but all the four municipal corporations in Vidharbha have failed in providing basic infrastructure. Nagpur, Amaravati, Akola and Chandrapur all the four cities which have municipal corporations are facing drinking water, traffic, roads and solid waste management problems.

Nagpur, which is the winter capital of the State, faces basic traffic problems. Three hundred buses are running under the public transport system in Nagpur. Considering the 24 lakh population of the city, Nagpur needs at least 1,200 buses. Due to lack of public transport, Nagpur is facing traffic jams, accidents and pollution problems. The condition of the roads is also bad. Chandrapur is another developing city. This city also needs an efficient public transport system. The city has only five buses which are running in the city. Half of the city does not have drinking water facilities in Chandrapur. Due to coal mines, borewells do not have enough water. Everyday 200 metric tonne of garbage is generated in the city but the corporation does not have a facility to process it. Ultimately, it is affecting the health of citizens. The city needs a road network of 140 Kms but only 90 Kms

Tourism in Konkan needs a Facelift The development of Konkan region depends on horticulture and tourism, according to experts. Yet the infrastructure for the progress of tourism and other sectors in the region is lacking. The picture in rural areas, which is at the centre of tourism development, is even more grim. The lack of infrastructure in these areas is resulting in migration of people to the cities in search of jobs. The development of transport, roads, drainage, waste management, housing etc. is still on paper. In Ratnagiri and Sindhudurg districts, there are 17 talukas and 18 cities. There is a municipal council in seven cities and Nagar Panchayat in five, other places have Gram Panchayats. Out of the total population of 25 lakh, six lakh (25%) people live in urban areas. The local selfgovernment bodies at these places have been unable to provide sufficient amenities. Out of 18 cities only Ratnagiri has public transport facilities. In Ratnagiri insufficient buses and no direct routes have helped private operators flourish. Except for Ratnagiri, autorickshaws charge as per their whim. Konkan is a favoured tourist destination but the condition of the roads in this region is pitiable. The condition of the Pune-Mumbai highway and of the roads under the jurisdiction of the Zilla Parishads, municpal councils and the PWD is not good. In the past the civic bodies used to manage solid waste out of the funds raised through property tax. However in the absence of land for solid waste management, barring Chiplun, no other civic bodies have established such projects. Ratnagiri and Chiplun daily produce 15-20 tons of garbage. In other cities 3-4 tons garbage is generated daily. A committee headed by the district collector has powers to acquire land for this. However, the committee hardly meets once in a year.

MARATHWADA

Plan Implementation of Basic Infrastructure For upliftment of underdeveloped regions, the basic amenities like roads, water, electricity, waste disposal, etc must be provided. Marathwada has not been serious about developing any basic infrastructure. In the 1970s, Marathwada was moving towards industrialisation, but no industries were established in this region and only industrial settlements were formed. The development of basic infrastructure was expected to reach Marathwada after Mumbai, Pune, Nashik and Aurangabad. Apart from the Aurangabad-Jalna road no other road in Marathwada is four lane. Roads like LaturOsmanabad-Aurangabad, Osmanabad-Nanded, Beed-Parbhani, Hingoli, Nanaded-Jalna must immediately be made four lane to encourage industries in this region. These roads were planned by the public roads administration but in reality no funds were alloted. Development without water is difficult.

Marathwada is not even planning the distribution of water present in this region. If industries and citizens get enough water only then can this region prosper. Compared to dams in other region, the water in the dams in Marathwada is decreasing day by day. Industries that are set up in this region through DMIC and citizens of Marathwada will have to face water shortage issues in the future. There is a need for more water reservoirs to come up in this region. Some plan for water usage must also be made. The industries which are currently in Marathwada are facing power cut problems. As electricity is not available for 24 hours many industries have closed down. Due to this, international industries and big national industries are not interested in coming to Marathwada. There is need to solve this problem. If we want to progress then the problem of garbage disposal must be tackled immediately. Currently in Aurangabad and other cities there is no proper garbage disposal system. This can affect the health of citizens. Even though not considered in basic infrastructure, for head honchos of big industries five star hotels, international airports, two way railway, etc are necessary. There are five star hotels in Aurangabad but no other city in Marathwada. Air connectivity has not been improved. The pending railway projects of this region are also not getting funds. Industrialists of this region are unitedly trying to solve these problems themselves. The need of the hour is to make a development plan for this region and to execute the same.

DELHI - MUMBAI INDUSTRIAL CORRIDOR

Delhi - Mumbai Industrial Corridor (DMIC) is India’s most ambitious Infrastructure programme aiming to develop new industrial cities as “Smart Cities” and converging next generation technologies across infrastructure sectors. The objective is to expand India’s manufacturing and services base and develop DMIC as a “Global Manufacturing and Trading Hub”. The programme will provide a major impetus to planned urbanization in India with manufacturing as the key driver. In addition to new Industrial Cities, the programme envisages development of infrastructure linkages like pioneer plants, assured water supply, high capacity transportation and logistics facilities as well as softer interventions like skill development programme for employment of the local populace. In the first phase seven new industrial cities are being developed. The programme has been conceptualized in partnership and collaboration with Government of Japan. The implementation of the ambitious DelhiMumbai Industrial Corridor (DMIC) is facing delays due to stay in land acquisition for the project as a large parcel of 75,000 acres land has been acquired for other projects. The state-run Maharashtra Industrial Development Corporation, which is the nodal agency for the Delhi-Mumbai Industrial Corridor project passing through the state, has already communicated to the government that acquisition of 75,000 acres of land looks impractical. Even though the project can be scaled down, it needs contiguous land.

Encourage Exports

hat is the simplest way to reduce CAD in the longterm and it appears to be a no-brainer. But Government of India is doing exactly the opposite. When I say reduce imports, it means energy imports like crude oil and coal, which together constitute 84% of the import bill of our country. There are known gas reserves in the KG Basin and several potential hydrocarbon reserves along the eastern coast still unexplored. Despite the fact that the Government of India knows it should encourage exploration and also wants FDI and technical knowhow, we have a situation where BHP Billiton, one of the world’s longest oil explorers who won bids for 10 exploration blocks in India, is so frustrated by red tape and a lack of a clear pricing policy that it has decided to give up 9 out of 10 oil blocks it won several years ago without even attempting exploration. Precious years and forex have gone down the drain, thanks to lack of vision by the Government of India. And now British Petroleum which wants to invest 9 to 10 billion dollars in the Reliance D6 KG oil well to extract gas has given an ultimatum to the oil ministry regarding the gas pricing. The ministry had first decided to almost double the price of KGD6 gas from the current 4.3 dollars per mmbtu to 8 dollars per mmbtu, from 1st April 2014, but then went back on its decision even though international gas prices are currently around 14 dollars and India is importing gas from Qatar at 11 dollars currently. It is very important and a great opportunity for this Government to stop dithering and at least decide on gas pricing so that gas production can be quickly ramped up. Not only that, but also more importantly it will send out right signals to these MNC’s looking for exploring for oil in India. They will then show interest and this would also make India more self reliant on the energy front. This Government which talked a lot about importance of FDI in retail has delayed pending FDI proposal of IKEA for example for nearly 2 years because of flimsy objections that it cannot sell coffee or snacks at its stores. It has yet to open its first store which is expected soon in Gurgaon, NCR region. Similarly the Jet Etihad deal got bogged down in several rounds of meeting of the Cabinet and still has to get the nod from SEBI. Had these deals, especially Jet Etihad, got speedy approvals without of course diluting norms, there would have followed a string of FDI deals in the Aviation sector, with Spicejet, Go Air, and Indigo all ready to get FDI investors. Even KFA has a suitor in waiting. But potential investors have stayed on the sidelines because they wanted to be sure about the Jet Etihad deal. It would have also speeded up the Tata- STA JV and Airasia operations, which are approaching India very cautiously. On the flipside the Mahindra Group has entered aerospace and will manufacture the first private aircraft in India at its new facility in Bangalore. This turbo prop – 8 seater with a range of 1100km will be exported to Australia and will be marketed and serviced there by Mahindra’s aero space arm. However 8 to 17 seaters will also be available to Indian buyers and will help connect small towns, and will also boost tourism in a big way. Mahindra Aerospace will also manufacture components for Boeing, Airbus and Bombardier thus making it a hitech foreign exchange earner. Such export oriented ventures need to be encouraged by Government of India by providing export subsidies or atleast helping them procure major orders from tourist nations and from Boeing, Airbus, etc. through Government to Government Channels.

Markets Cautious Ahead Of RBI Meet NSE India : CNX Nifty — Daily Market Report for: Monday (October 28, 2013) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty fell marginally on Friday (October 25, 2013) a net 19.45 points (0.32%) and closed at the 6144 point level. The market opened down with a gap at the 6154 points level. It then turned into a range bound movement until 12.37 p.m. The index then declined sharply and registered the day’s low at the 6125 points level at 12.49 p.m. It then recovered and rose sharply into the green to register the day’s high at the 6174 points level at 1.43 p.m. The index then slipped back into the red and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 49 points. The market sentiment seemed cautious ahead of the RBI’s meet on 29 October. Sentiment was bearish and amongst the 50 Nifty stocks 36 were losers, while 14 were gainers. Buying was witnessed in IT, technology and consumer durables stocks, while substantial selling was seen in realty, capital goods, metal and auto stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 26.22%. This change is substantial and indicates a less than full participation by investors.

Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 504 were gainers, 873 were losers and 70 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the over-bought zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues).

RSI Indicator: The RSI is above the 60 level but is now declining (negative if it continues).

MACD Indicator: The MACD is above zero but is now declining (negative if it continues). It is above its 9-day Average (positive).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias.

Support Levels: For short-term traders the immediate main support is at the 5820 points level. The next support is at the 5692 points level.

Resistance Levels: The immediate main resistance is at the 6223 points level. The next resistance is at the 6357 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 6149 (This is the level where the trend is likely to change during intra-day). Support (1) = 6122. Support (2) = 6100. Resistance (1) = 6171. Resistance (2) = 6197.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a fifth consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is below the 5 days moving average, which is declining. Further, the velocity parameters which were positively trended have now turned neutral. Both theses indicate a negative bias. But, the index continues to remain above the 15, 25 and 200 days moving averages and all the averages are rising and also positively trended. This is positive. Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 6079 point’s level.

ADX Indicator & DI Lines: The +DI line is above the –DI line but both lines are converging (negative if it continues). The ADX is flat while the Market Index is falling. No signal here. MOVING AVERAGES (TREND INDICATORS) The index: Is below its 5-day average (at 6179) Negative. Is above its 15-day average (at 6079) Positive. Is above its 25-day average (at 6004) Positive. Is above its 200-day average (at 5851) Positive. All the four averages are positively trended. Positive.

We expect commissioning to remain buoyant over the next few quarters given the company’s strong capex plans. However, an impending equity dilution of 13% (already approved by the board; cabinet approval to initiate FPO process awaited) would be a near-term stock overhang. Maintain BUY with a revised Dec’14 TP of Rs 135 (rolled over from a Mar’14 TP of Rs 125). Capex to remain robust: PWGR has maintained its capex guidance of Rs 1,100bn for FY13-FY17 on account of additional projects, including tariffbased bidding projects and transnational works. Capex expectations for FY14E are at Rs 200-220bn (vs. Rs 200bn for FY13). Commissioning ahead of estimates: For Q2FY14, project commissioning stood at Rs 35.6bn (+34% YoY), even as the FY13 number was impressive at Rs 172.1bn (+22% YoY). PWGR’s commissioning schedule is expected to remain strong as the North-East Agra HVDC project is expected to be commissioned by FY15. Further, Southern region grid connectivity project is expected to be commissioned by Jan’14. Maintain BUY: The stock trades at a P/B of 1.5x/1.4x for FY14E/FY15E. We roll over to Dec’14 TP of Rs 135, implying an exit P/B multiple of 1.7x. Maintain BUY.

CENTRUM CALLS A ‘BUY’ ON NMDC

CMP: Rs. 135 Target Rs. 165 We maintain Buy on NMDC notwithstanding marginally lower than expected Q2 results as we i) see volume traction continuing and revise our volume estimates higher to 29.5/31MT for FY14E/5E, ii) believe pricing has bottomed out and expect further uptick in fines prices in Q4 and iii) increase our EBITDA estimates by 1.6%/4.4% for FY14E/15E even after factoring in higher expenses on exports. Improvement in outlook for domestic iron ore pricing on the back of strong Chinese demand and weak rupee cements our positive stance. Undemanding valuations and strong dividend yield is an added plus. Reiterate Buy with an upward revised target price of Rs165. Valuation and risks – maintain Buy: We remain structurally positive on the company on account of low cost operations, strong free cash flow generation and healthy balance sheet. Despite a sharp up move in recent past, the stock trades at undemanding valuations of 4.5x FY15E EV/EBITDA. Strong dividend yield is an added plus with interim dividend of Rs3/share announced. We increase our target valuation multiple to 5.5x (from 5x, in line with increase in global peer average) and value the stock at Sep15E EV/EBITDA to arrive at a fair value of Rs165. Maintain Buy. Risks to our call include lower volumes in H2FY14, lower prices and unfavourable use of the cash pile.

HDFC SECURITIES CALLS A ‘BUY’ ON HERO MOTOCORP

CMP: Rs. 2035 Target Rs. 2132 Conclusion & Recommendation: HMCL beat analyst expectations with a 9% rise in net profit in Q2FY14, the first gain in five quarters driven mainly by strong sales in rural markets. The rise in profits was largely driven by the strong 10% growth in revenues to Rs.5,726 cr, aided by high realisation from its sales that grew 6% to 14.16 lakh units as against 13.32 lakh units in Q2FY14. We are maintaining our FY14 estimates (though the topline could be underachieved a bit) and introducing FY15 estimates. In FY15 royalty payments to Honda would cease to be amortised after Q1. At the CMP of Rs.2,079.4, the stock is trading at 18x FY14E EPS of Rs.110.5 and 16.1x FY15E EPS of Rs.129.2. In our Q1FY14 result update dated July 24, 2013, we had stated that the stock could be bought on dips in the Rs.1,716-1,768 band for a target of Rs.1,937. Post the issue of the report, the stock made a low of Rs.1,767 on July 25, 2013 and entered our band. The stock achieved its target on August 21, 2013 and went on to make a high of Rs. 2,127.7 on September 11, 2013. We feel that the stock could be bought on dips between Rs.1,809-1,873 band (14.0-14.5x FY15E EPS) over the next quarter for a target of Rs.2,132 (16.5x FY15E EPS). HOPAL: A day after resigning from the BJP, former Prime Minister Atal Bihari Vajpayee's niece Karuna Shukla today alleged that she had been "mentally tortured" by the party in Chhattisgarh. “I feel that the BJP in Chhattisgarh was mentally torturing me because of which I felt that my usefulness to the party had come to an end,” Shukla, an ex-MP from Janjgir and former member of the undivided Madhya Pradesh Assembly, told PTI today. She had resigned yesterday from the BJP, alleging that she was being "continuously neglected" by senior leaders. She said her resignation from the party had nothing to do with seeking a ticket from Beltara (in Chhattisgarh) seat for next month's Assembly elections.

“Every party worker has a right to ask for an election ticket but not much importance can be attached to whether he gets it or not,” said Shukla, also a former national president of BJP Mahila Morcha. She alleged that she was removed from all posts that she had in the party and was not consulted for anything. Shukla said that she was very sad at quitting the BJP but because the manner in which the party “treated” her, she was forced to leave it. The ticket could never be an issue for her as she had become an MLA in 1993 and a MP in 2004, Karuna said. The former MP said she had been getting offers from various political parties, but after quitting the BJP she does not want to join any other party.

EW DELHI: A man accused of making hoax calls to demand favours and money by impersonating Prime Minister Manmohan Singh and RJD supremo Lalu Prasad has been granted bail by a Delhi court. Chief Metropolitan Magistrate Lokesh Kumar Sharma allowed accused 33-year-old Krishan Kumar, an ex-employee of T-Series Super Cassettes Industries, to walk out of jail but restrained him from leaving the national capital. “The main allegation against Krishan as it stands as on date is related to making extortion calls to the complainant's manager namely Vir Singh in conspiracy with co-accused Vikas Dutt Sharma who has already been admitted to bail," the court said.

He currently plays the male lead in Life Ok Serial Kaisa Ye Ishq Hai..Ajab Sa Risk Hai opposite Sukirti Kandpal. Gaurav speaks about his life and his role By Sandeep Hattangadi What are the shows that you have done? I’ve done Sapno se Bhare Naina On Star Plus, Uttran on COLORS and now Kaisa Yeh Ishq Hai on LIFE OK. How did you get the role of Rajveer in Kaisa Yeh Ishq Hai? I got a call from the office for the screen test and was not in India at the time. I came back to Mumbai and found out that this is a Haryanvi character. I found it more interesting when I heard the role and concept, as I always wanted to do something which I am not. I spoke to my mother before giving the screen test. She believed in me and her blessings got me going and I became Rajveer from there on. How much do you relate to the character? I relate to Rajveer behavior wise but not personality wise at all. I‘m a complete family person. I respect each and every member in my family. However, the upbringing is also same since I have a joint family too.

Talking about her experience, she says, “I have never ridden a two wheeler ever in my life so I was looking forward to it. In fact, my co-star Raafi Malik helped me a lot by giving me some tips on how to create the right balance. It was tough intially but once you get the technique, it’s fun. NGOs answerable under RTI Act: SC P

olitical parties were hit first when the Central Information Commission passed an order stating the six major political parties of India come under the ambit of RTI Act since they receive a ‘substantial’ amount of funding from government. This was a few months back. Just earlier this month, the Supreme Court passed a judgment stating that NGOs substantially funded by government or its authorities, come under the RTI Act and it makes them liable to reveal information under the transparency law. A bench of Justice K S Radhakrishnan and Justice A K Sikri reportedly said that even though government may not have any statutory control over such organisations they fall within the definition of public authority if they are substantially financed by it. “Government may not have any statutory control over the NGOs, as such, still it can be established that a particular NGO has been substantially financed directly or indirectly by the funds provided by the appropriate government, in such an event, that organisation will fall within the scope of Section 2(h)(d)(ii) of the RTI Act (definition of public authority). Consequently, even private organisations which are, though not owned or controlled but substantially financed by the appropriate government will also fall within the definition of public authority,” the bench stated. The court also maintained that though the term ‘NGO’ has not been defined in the RTI Act, these organisations carry on various social and welfare activities which are otherwise governmental in nature, making them liable under RTI Act. “The term Non-Government Organisations (NGO), as such, is not defined under the Act. But, over a period of time, the expression has got its own meaning and, it has to be seen in that context, when used in the Act.” “…Government used to finance substantially, several non-government organisations, which carry on various social and welfare activities, since those organisations sometimes carry on functions which are otherwise governmental,” the judges said. The bench, however, said that whether an NGO has been substantially financed by the government (or its authorities) or not, is a question of fact, to be examined by the authorities concerned under the RTI Act. The apex court also stated that substantially financed means that “the degree of financing must be actual, existing, positive and real to a substantial extent, not moderate, ordinary, tolerable etc.” “Merely providing subsidiaries, grants, exemptions, privileges etc., as such, cannot be said to be providing funding to a substantial extent, unless the record shows that the funding was so substantial to

NGOs, particularly those dealing with animal welfare, are known to be callous. Devdasi, a much-loved Colaba stray lost her life due to medical intervention by a self-styled unqualified ‘volunteer’ working for an NGO who went on to dump her lifeless carcass in a garbage bin nearby. With no identification, paperwork or accountability in place, it’s a free-for-all with NGOs. It was time they come under RTI. the body which practically runs by such funding and but for such funding, it would struggle to exist,” the bench said. “The State may also float many schemes generally for the betterment and welfare of the cooperative sector like deposit guarantee scheme, scheme of assistance from National Bank for Agricultural and Rural Development (NABARD) etc., but those facilities or assistance cannot be termed as substantially financed by the government to bring the body within the fold of public authority,” the apex court said. This judgement is a step forward towards bringing the many elusive NGOs within the reach of law. A lot of NGOs have been charged with harbouring a disdain for the law and yet prefer to capitalise on their ‘government’ tag. An NGO, for many, is a source of making money, getting tax exemptions and other sops from the government while earning a profit under the disguise of fighting/standing up for a ‘cause’. In the beginning of the year, the Delhi High Court had said, “Most private run so-called philanthropic organisations do not understand their social responsibilities. 99 per cent of the existing NGOs are fraud

and simply moneymaking devices. Only one out of every hundred NGOs serve the purpose they are set up for.” And, the High Court’s judgement was not too off the mark if we look at the cases of fraud involving NGOs. Just earlier this month, a mother of an inmate in the Living Free Foundation, a de-addiction centre near Alibaug, accused the NGO authorities / workers of torturing her son while he was getting treatment at the centre. Reportedly, the founder and the CEO of the NGO, the Living Free Foundation, did not have even “an official clearance” in place or even “make an effort to hire certified psychiatrists and counsellors to run the NGO”. The NGO, reportedly charged money to the tune of Rs 25,000 per month for ‘treating’ the drug addicts and alcoholics. In the beginning of this year, Asian Centre for Human Rights (ACHR) had brought out a report titled ‘India’s Funds to NGOs Squandered.’ The report suggested how the government is just flittering away pubic funds on NGOs that don’t deserve the funds in the least, not for the work they do. The report had stated that ‘the selection of grantees

(NGOs to whom government funds are allocated) is often determined not on ability or technical expertise but rather on the applicant’s ability to pay a bribe.’ The report further suggested ‘NGOs allegedly had to pay bribes amounting to 15 per cent to 30 per cent of the grant to have their projects approved. If a conservative estimate of 15 per cent is used as a bribe to process the applications, during the fiscal years 2002-2003 to 2008-2009 at least Rs 1,000 crore have been spent on bribes to different layers of officials approving the projects.’ RTI applications filed by the ACHR to extract information from the State and the Central government revealed that over Rs 6,654.36 crore as grants to NGOs/voluntary organisations during 2002-2003 to 2008-2009 or an average of over Rs 950 crore every year. This includes over Rs 4,756 crore given by the central Government and Rs 1,897 crore by the state governments. “The figure of Rs 6,654.36 crore of funds given to NGOs is only indicative and not accurate.” ACHR Director Suhas Chakma had said at the time the report was released. While making the report many of the states and Union territories like Madhya Pradesh, Uttar Pradesh,

Orissa and Jammu and Kashmir etc., didn’t provide information about the grants their states provided to NGOs. And then,replies from many departments of the State were not adequate. ACHR said many departments of the state governments and UTs did not provide full information. ACHR also maintained that central government ministries provided even fewer figures through RTI applications in comparison to information placed before the Parliament (both Lok Sabha and Rajya Sabha). And, there were other reasons reportedly mentioned by the officials of ACHR to indicate that the true figures could be even higher than mentioned in the report. Talking about the authenticity of the estimate of Rs 1,000 crore in bribes mentioned in the report, ACHR maintained that - it must be seen in the context of the Comptroller and Auditor General’s Report No.17 of 2010-2011 pertaining to audit of transactions and performance in the Ministry of Environment and Forest in which the CAG concluded that 7,916 Utilisation certificates (UCs) from the grantees for grants worth Rs 596.79 crore from 1981-2009 were not obtained under the scheme of Grants-in-Aid to Voluntary Agencies. The ACHR report also noted the lack of accountability in the system. It noted the Council for Advancement of People’s Action and Rural Technology (CAPART) sanctioned 24,760 projects during September 1, 1986 to February 28, 2007 involving a total sanctioned grant of over Rs 252 crore. Out of these, 511 NGOs were placed under the blacklist category due to irregularities committed. And, even though a total of 511 NGOs were blacklisted, only 10 cases were referred to the Central Bureau of Investigation (CBI) for investigation while FIRs were lodged against only 101 NGOs. Over two years later, by August 2009, the number of NGOs blacklisted by CAPART increased to 830 and FIRs were lodged against 129 blacklisted NGOs. By May 2012, 81 more NGOs were placed in the Black List category and 195 NGOs were placed in the Further Assistance Stopped category by CAPART. The rate at which exchange of money has been taking place when it comes to setting up an NGO directly insinuates that the work done by most of the NGOs is not as ‘noble’ as they would like people to believe. Putting them under the ambit of RTI law and making them answerable to the general public will surely open a can of worms in the days to come. HOUGH the Supreme Court has to pass on the verdict, the task of implementing it is that of the government. However, it is a matter of regret that this is not happening in most of the cases. Social activist Anna Hazare campaigned in the entire the country for electoral reforms, in which he said that the people should have the right to reject those candidates who were ‘not fit’ for the Lok Sabha or the Legislative Assemblies. ‘Not fit’ means those who are criminals, corrupt, deserving of punishment or tainted — they should not enter the Lok Sabha or the Legislative Assemblies. The entire country wholeheartedly welcomed Anna’s suggestion that the Election Commission (EC) should have a red button in the voting machine, through which the public could decide that if it did not prefer a

certain candidate, it should press the red button. Anna also suggested that in this situation, elections should take place again, and those candidates who have been rejected by the people should not get permission to stand for elections the next time. These suggestions of Anna are supported be people all over the country. It is a matter of happiness that the Supreme Court has agreed in principle that the ‘Right to Reject’ should be implemented in elections. In other words the public should have the right that if it does not prefer any candidate, it can reject him or her by pressing the red button and thereby stamp their rejection or unacceptability of a candidate. This principled decision of the Supreme Court can put a weapon in the hands of the public. Now the work ahead of this is that of the Election Commission, that it makes rules and norms in an effective manner for the proper implementation of this decision of the Supreme Court But till now the EC is silent on this issue. If the EC does not create a structure for this entire process according to Anna’s suggestions

AS reported by your columnist earlier, the reinstatement of IAS officer Durga Shakti Nagpal by the Uttar Pradesh Government was expected sooner than later. Whatever the official stand of the State Government, the fact is that intense public and media pressure and the unprecedented support she received from her IAS colleagues across the country left Chief Minister Akhilesh Yadav no other course of action. Sources claim that Nagpal’s husband IAS officer Abhishek Singh too met the Chief Minister and apprised him of the “facts” of the matter. But the real reason remains that the unstinted support for Ms Nagpal took the Samajwadi Party leaders by surprise and turned the tables in her favour. Already receiving flak for not doing enough to control communal clashes in the State, the party obviously does not want to complicate matters by proceeding against the IAS officer. The inquiries against her have been dropped and she will soon receive a fresh posting.

SENSING hope, the ‘caged parrot’ is now demanding it be released into freedom from Government control. The Central Bureau of Investigation (CBI) has reportedly informed the Supreme Court in the coal scam case that the Government is discriminating against the agency by not giving ex-officio powers of Secretary to the CBI director. The CBI obviously believes that the only way to insulate itself from having charges of political interference hurled at it every now and then is to empower the CBI chief to place proposals directly before the Minister for Department of Personnel and Training (DoPT), without having to deal with the babus in DoPT. The present CBI chief Ranjit Sinha, many believe, sees in the Supreme Court- directed coal scam investigation an opportunity for his agency to step out of the sarkari shadow and become more autonomous, and is now pressing the issue, given that the court has taken considerable interest in the CBI’s functioning. The ball is now in the Government’s court, and it remains to be seen how it reacts to this ‘call for freedom’.

World Champion Sebastian Vettel reigns supreme in India, grabs historic fourth world title

REATER NOIDA: Taking a giant step towards becoming a modern-time great, Sebastian Vettel cruised into the history books by winning his fourth consecutive Formula One world title as he conquered the Indian Grand Prix for the third time in a row. Changing his tyres strategy after only two laps on softs from pole position, Vettel switched to mediums and drove sensationally to grab the lead after joining the race in the 17 place, yet again showing that he was uncatchable in his RB09. Red Bull looked set for a one and two but Mark Webber's race ended due to gearbox problem in lap 40. His team ordered him to stop the car. However, Red Bull still won the constructors’ title. So it was double delight for Red Bull. Vettel bowed on the Buddh International circuit after completing the victory and then jumped on his car, celebrating his historic win, which he took ahead of Mercedes Nico Rosberg, who was 29.8 seconds behind. Joining them on the podium was Lotus' Romain Grosjean, who had sensational race as he worked his way to third position after starting 17 on the grid. Vettel needed to finish only fifth to become youngest quadruple champion. With this win, he took his points tally to 322. Only Ferrai's Fernando Alonso could have kept the championship alive but he could not get a single point by finishing a distant 11th. FIA reprimands Vettel, fines Red Bull for doughnut celebration

GREATER NOIDA: Sebastian Vettel was today reprimanded for his unusual doughnut celebration after winning his third consecutive Indian Grand Prix while his team Red Bull was fined 25,000 euros for the driver’s act at the Buddh International Circuit here. After securing his fourth straight world title, Vettel celebrated the feat by doing a doughnut with his winning RB09 and followed that by bowing down before his car at the tarmac of the circuit and then jumped to top of the car to wave towards the crowd. But his celebrations did not go down well with the FIA stewards of the race, who reprimanded the driver for the breach of FIA Formula One Sporting Regulations and inflicted a fine on the Red Bull team. “The driver failed to proceed directly to the post race parc ferme as detailed under Article 43.3 of the FIA Formula One Sporting Regulations. Due to special circumstances the stewards accepted the explanation of the driver,” an FIA statement said.

LONDON: David Beckham and his son Brooklyn met with an accident after the former soccer star crashed into another car as he pulled out of his Beverly Hills home in Los Angeles. It is believed that his 14-year-old son was in the passenger seat, reported Daily Star. India to meet Pakistan in first tie D

UBAI: The Indian cricket team will open its campaign in next year’s World Twenty20 Championships against archfoes Pakistan when the event is staged in Bangladesh from March 16 to April 6. RAJKOT: An unbeaten century from Sagar Jogiyani enabled Saurashtra reach 226 for two at the end of the first day's play of their Ranji Trophy Group B match against Rajasthan here. At stumps, Jogiyani was not out on 114 (288b, 15X4) and giving him company at the other end was Jaydev Shah on 16 at the Saurashtra Cricket Association stadium at Khandheri. Electing to bat, Saurashtra openers -- Jogiyani and veteran Sitanshu Kotak -- gave the hosts an ideal start by putting on a solid 136-run stand for the opening wicket. Kotak, who was dismissed for 65 off 185 balls with the help of six fours, today completed 8,000 first class runs and became the first player from Saurashtra to reach the milestone.

Choudhary's 127 help MP reach 282-3 against Railways

INDORE: Opener Satyam Choudhary scored an unbeaten century to help Madhya Pradesh reach 282 for three in their first innings against Railways on the opening day of a Group B Ranji Trophy match here. Choudhary scored 19 boundaries in his 281ball unfinished innings at the Holkar Cricket Stadium here. Mohnish Mishra cracked 97 in his 146-ball innings, which was studded with 14 fours and three sixes. For Railways, Hardik Rathod, Karn Sharma, Krishnakant Upadhyay took one wicket each. Earlier, Choudhary and Jalaj Saxena (33) added 52 runs for the opening wicket after Railways won the toss and elected to field.

Aparajith shines for TN on opening day against Services

NEW DELHI: An unbeaten hundred by Baba Aparajith and a half century from veteran S Badrinath guided Tamil Nadu to a strong position as they made 220 for three against Services on the opening day of their Ranji Trophy Group B match. Aparajith was at the crease on 109 along with Dinesh Karthik (11) when the stumps were drawn at the Palam ground here after Tamil Nadu opted to bat first. Badrinath scored 81 and shared a 168-run stand for the third wicket with 19year-old Aparajith after hosts Services, last year's semi-finalists, made early in roads into Tamil Nadu's batting.

Gujarat in command against Vidarbha

NAGPUR: Riding on brilliant bowling by Rush Kalaria (5/32) and Jasprit Bumrah (4/30), Gujarat bundled out Vidarbha for a paltry 85 and then themselves reached a comfortable 153 for three at stumps on day one of a Ranji Trophy Group A match here. Electing to field, Gujarat medium pacers wreaked havoc to wrap up the hosts for less than 100 runs in their first innings. As they fell like a pack of cards, only three Vidarbha batsmen -opener Faiz Fazal (31), Ranjit Paradkar (17 not out) and Umesh Yadav (16) -- could touch the double digit mark. KANPUR: BCCI Vice President and Congress MP Rajiv Shukla rejected speculation of star cricketer Sachin Tendulkar campaigning for his party in the upcoming assembly elections and termed such reports as "baseless". "Sachin Tendulkar is busy playing cricket at the moment. He is playing in the Ranji Trophy and will later play for India against the West Indies. So the reports of him campaigning for Congress candidates are completely baseless," Shukla told 'PTI Bhasha' over the phone.
