HOPING TO STAVE OFF POLL DEBACLE, STATE CABINET IS TO TAKE UP ISSUE OF TARIFF REDUCTION FOR MUMBAI TODAY By Suyash Padate

T

he Aam Admi Party (AAP) has forced the state government to take a stand over the issue of power tariffs in Mumbai. The cabinet is expected to take up the proposal on the sensitive matter of reduction of costs today. However, looking at the number of hurdles in the implementation of this decision, whether Mumbaikars will see a decrease in power rates right from today, or whether they will have to wait for a while, is still unclear. Chief Minister Prithviraj Chavan has agreed, in principle, to cut tariffs in the city by 20 per cent. Yet, after a discussion with top ranking of-

ficials in the government, he has realised that the implementation of this decision will be somewhat difficult. Mumbai's power suppliers are either private companies or government undertakings, and any tariff reduction will involve a huge subsidy. Tata Power has a consumer base of 4,50,000, while Reliance Infrastructure supplies power to 2.8 million consumers and the Brihanmumbai Electric Supply and Transport (BEST) has over one million consumers. A reduction in power charges will force the government to shell out a huge amount. Thus, the Finance Department has vociferously opposed this move, leaving the CM and most cabinet members in a

quandary. The state government is contemplating at least three options to reduce power rates in the city. These include giving directions to the Maharashtra Electricity Regulatory Commission (MERC) under Sections 48 and 108 to issue a revised rate order; giving a subsidy to private distributors, mainly Tata Power, Reliance Infrastructure, and ordering an audit of these firms. The CM has made it clear that the government is committed to the reduction of power tariffs. Keeping an eye on the ensuing Lok Sabha elections, all the parties – including the Congress – have swung into action and are insisting on a reduction in power tariffs.

150 nursing students on strike By A Staff Reporter

A

round 150 students from among the 640 nursing students from 64 nursing colleges across the state – whose results have been withheld by the Maharashtra University of Health Sciences (MUHS), Nashik, for not having appeared for the Common Entrance Test (CET) and have yet secured seats in nursing colleges – were on a strike on Tuesday, as their problems were not solved by the concerned authorities. These students say that they were unaware of the rule that the CET was compulsory for students like them who had secured seats similar to those in the management quota, and now their results have been withheld, thus affecting them aca-

demically. Three students and one member from the Indian Nurses Association are on a hunger strike. “We met the minister for medical education on Monday and he said that the Pravesh Niyantran Samiti is an independent body and the government has no powers over it. He told us that they have already requested the samiti to help us but nothing has been done as yet. We have been asked to go to the Supreme Court now,” said Sujo Jose, a student from V.S.P.M College of Nursing and Research Center, Nagpur. “As of now, the hunger strike is for 24 hours. We will decide the next course of action,” said Jose.

ccording to a survey of 230 government schools in Mumbai conducted by NGO Salaam Bombay Foundation (SBF), the recommendations made in the WHO-Framework Convention for Tobacco Control (WHO-FCTC) for schools is not being implemented and that most of the schools are still falling short in terms of implementing the guidelines recommended by WHO to ensure tobacco-free schools. In only eight per cent (18 schools) the rule of no smoking or chewing of tobacco within premises of institution is being followed by teachers/students/any staff members, 34 per cent (78 schools) display the

sign board ‘No Smoking Area Smoking here is an offense’, inside the premises of institution, as mandated by law while 66 per cent don’t have any such signage. Only 19 per cent (44 schools) have displayed signage ‘No sale of Tobacco within premises of school or within the radius of 100 yards' while 81 per cent don’t display any such signage. However, a majority, 92 per cent (211 schools) have a copy of Cigarette and Other Tobacco Products Act (COTPA) 2003 available with the principal of the school and 71 per cent (164 schools) have posters depicting harmful effects of tobacco within the premises of the school. Only 12 per cent (27 schools) have a Tobacco Control Committee that meets quarterly and reports to the

district administration with regard to monitoring tobacco control initiatives of the school or the institute. The results were revealed and discussed at Bal Parishad, an event that is organised every year to let young children voice their views and opinions on specific issues related to tobacco control to decision makers. This event was attended by Prakash Charte, Deputy Educational officer, BMC, Sharad Bande, Superintendent License Department, BMC, Dr. Pranita Tipure- Assistant Executive, Health office, BMC, Mahesh Zagade, Commissioner, FDA, Maharashtra and Pravin. Yet another MU goof-up comes to light 150 students of TYBMS risk losing 15 marks due to an incomplete question By Yatin Ingle

E

ven as the Mumbai University (MU) has been trying its best to avoid goof-ups in the printing of question papers, passing on additional information to incomplete questions had created a miscommunication between the varsity and an exam centre in November last year. In the second week of November 2013, after the Third Year Bachelors of Management Studies (TYBMS) students appearing for the sixth semester (ATKT) exams for the subject of 'Operational Research' at Vashi's Modern College attempted to solve a 15 marks question, they were foxed as the question was incomplete. Being informed by the exam centre that there were no changes or add-ons to the question, the students attempted the incomplete question as it was given in the question paper. But when the students exited the

examination centre, they were shocked when their friends from other examination centres informed them that the said question had additional information which was given orally. The students then asked the college authorities about the additional information but were told that no information had reached the college. With no reply from the varsity or the exam centre, around 150 students now fear losing 15 marks as the results have yet to be declared. A student, who did not wished to be named, said: "When I solved the sum, it seemed to be incorrect and I asked the exam supervisor about the same. We were told that there are no corrections. After the exam our friends from other exam centre told us that an additional information was given to the exam centres for the particular question. We were shocked that we were not informed about the same. Now, due to the miscommunication, we students might lose 15 marks!" A similar incident had taken place during the MBA exams wherein the exam centre had issued wrong question papers to the students. The varsity later conducted a re-exam to make up for the gross mistake by the exam centre. Dr Naresh Chandra, Pro ViceChancellor, MU, told the ADC, "I will personally look into this issue as soon as possible and do the needful so that the students do not suffer."

Thousands protest police inaction in Esther Anuhya murder case By Philip Varghese

E

ven as the Mumbai Police seems to be grappling with not making any headway in the murder of Andhra techie Esther Anuhya Singavarapu, whose body was found in Bhandup, thousands of people – from civil society activists, NGOs and various church members – gathered at the Lokmanya Tilak Terminus (LTT) protesting against the police failure and demanding justice to the victim's family. The protest was lead by Tushar Gandhi, great-grandson of Mahatma Gandhi and Abraham Mathai, founder of Harmony Foundation, who questioned that if Nirbhaya’s culprits were arrested in 72 hours, the Shakti Mills culprits were arrested in 24 hours, then why not in Esther Anuhya case till date. “We have all heard and been con-

cerned about the unfortunate and shocking incident of the rape and murder of Esther. She had been missing from January 5, 2014 and found burnt on the Eastern Express Highway, Bhandup by her relatives, almost two weeks later. It was the duty of the police as per the established conventions, to make a thorough search of the Bhandup area where her mobile was last tracked, but it has been more than three weeks now and the culprits have still not been traced. The police should fasten its investigation and the family should get justice,” Gandhi said. Abraham Mathai said, “We seek justice for Esther and to ensure that such incidents don't happen in the future, Tushar Gandhi led the march today to highlight the police failure and ensure that key places like LTT and other entry points in the

city would be safer places for women and new passengers to Mumbai.” “We have also demanded that information about Government Railway Police on duty with telephone numbers to be prominently put up at railway stations. CCTV cameras should be strategically placed and functional at all times. Special auto and taxi counter for women at LTT, Dadar, Mumbai Central, Bandra railway stations. Names of auto/taxi drivers and their vehicle numbers to be recorded by police when they are ferrying women passengers from railway stations. Name of driver, vehicle registration number should be displayed prominently at the passenger seat of autos and taxis. Complaints of missing women should be handled sensitively and on top priority, irrespective of jurisdiction,” Mathai said.

The crumbling facade and chimney of the infamous Shakti Mill Compound at Mahalaxmi.

Preserving Mumbai’s History

Central Mumbai stands out from the rest of the metropolis, with its large dilapidated mill compounds, and flaking chimneys that serve as landmarks. A while ago, the Bombay High Court declared several mills in the city to be Grade-II heritage structures, after which none of the existing structures within the mill compounds - including the chimneys - can be broken down or tampered with, even if the land on which the mill stands is sold. Our photographer Sushil Kadam walked through the bylanes of Central Mumbai, clicking pictures of the towering chimneys that have contributed to Mumbai’s history.

Four months after Mazgaon building collapse

BMC has no reports By Khushboo Panjabi

I

n the BMC's general body meeting held on Tuesday, corporators blamed the civic body for negligence with regard to the collapse of a dilapidated structure near Babu Genu market, which housed 21 families of civic conservancy staff, on September 27 last year. The mishap killed 61 people and injured 32 others. Corporators claimed that even after structural audit reports had issued a warning of disaster, there was neglect on the part of the civic body. The BMC had then appointed two committees to study the cause in detail for which Additional Municipal Commissioner S.V.R. Srinivas had said, “The two committees will have one Technical Committees which will study the technical aspect and the other will be the Official Inquiry Committee to see if any complaints were made against the illegal alterations”. The Sewree police had arrested Ashok Kumar Mehta, who ran a business, for making unauthorised changes to the structure. The reports were to be issued in a month by the BMC but even four months after the incident, the reports are nowhere to be seen. When asked the Technical Committee head Laxman Vhatkar about the outcome he said, “The technical reports are ready as we had sent the samples of the pipes, cement and other necessary things to the two master-mind companies – both government and private (VJTI and Struckwil) – of which the reports were combined but the civic body wants to study the documents of the building and technical details together and then take a call. This is why the process has been delayed”. Vhatkar added, “The final technical report will be submitted to the commissioner of BMC in a week's time”. Rajiv Jalota, Additional Municipal Commissioner said, “ We have completed the official inquiry but the technical reports are awaited. The officer will be further questioned on the basis of the technical report. The official inquiry will take another month for completion”. The civic body last year had announced a compensation of Rs.2 lakh each to the families of the deceased. khushboo.panjabi@afternoondc.in

ven after the Malwani Police Station writing several letters to the suburban Collector's office regarding the on-going illegal encroachment on the collector land at Ambujwadi MHADA number 8, Ambedkar Chowk near Akashwani boundary, no action has been taken against the land encroachment. Meanwhile, locals from Malwani also alleged that due to a few officials in BMC and the police department, these land mafias continue to conduct their illegal business. ielding sticks and hurling stones, hordes of MNS workers on Tuesday vandalised a toll plaza at the iconic Bandra-Worli Sea Link, even as the state's police chief said their leader Raj Thackeray's 'provocative' speech that triggered the violence was being examined. Undeterred by warnings of action, over 50 MNS workers arrived at toll booth on the sea link in cabs, threatened the staff, ransacked it and damaged glass windows, a day after damaging over a score toll plazas across the state, reports PTI. 16 MNS workers were later arrested for unlawful assembly, rioting and deterring public servant from discharging duty, Assistant Commissioner of Police S Kolekar told PTI. Droves of MNS workers have attacked over 20 toll collection centres in Mumbai, Thane, Pune, Nashik,

Jalna and Aurangabad since the Sunday night speech of Thackeray in Navi Mumbai where he asked them not to pay the levy and 'thrash' those who demand. "Aadve aale tar tudvun kadha" (if anyone raises a voice, thrash them). Unless you are told why toll is being levied, no one will pay," Thackeray had said. In no time, MNS workers, known for their strong arm tactics, were on the streets, brandishing wooden poles and iron rods, pulling down barriers, smashing toll plazas and setting them on fire. Party MLA Pravin Darekar and 31 of his supporters were on Monday arrested and later released on bail for attacking a booth at Dahisar. Meanwhile, state's Director General of Police Sanjeev Dayal has said the alleged speech made by Thackeray that set off a series of violent incidents is under examination.

Ponder awhile… “Security is mostly a superstition. It does not exist in nature, nor do the children of men as a whole experience it. Avoiding danger is no safer in the long run than outright exposure. Life is either a daring adventure, or nothing.” — Helen Keller

Preventive steps for citizens’ security W

HAT sort of protection citizens of Mumbai get from the BMC, the government and the police? They do take some preventive measures for dealing with terror, but all of them are only farcical. It is only when terror strikes the police jump into action: Police are posted at railway stations, 'nakabandis' are held in different parts of the city. At railway stations, innocent people are harassed: Their bags are searched, their names and addresses are taken. Mercifully, there is no body search or a cavity search. And then, the hectic activities are abandoned in no time at all. It is back to total normalcy. All the security activity is in place, but nobody is bothered about it. At railway stations, there are no longer any searches. The cops spend their time talking to one another: they no longer look for the terrorists. Some boring announcements are made that nobody should touch any suspicious object on the platform or train, but should inform the railway police. It would be interesting to know how many suspicious objects have been found during the last five years. Apparently not a single passenger has found a suspicious object which could be an explosive. Even as the tamasha goes on, hundreds of CCTVs are installed at railway and police stations, traffic junctions and ALMS. Most of them, however, are not in a working condition: This is a matter for grave concern. Some of them are even beyond repair. Evidently, they are not even checked. How can this neglect be explained? There are as many as 3,000 cameras installed across the city. Properly functioning CCTVs can capture tragic incidents, identify criminals. In fact, the number of CCTVs need to be doubled. What is, however, necessary is that continuous efforts should be made to keep them in working condition.

HAVE no doubt that the Great Britain assisted the government of India to plan and execute Operation Blue Star, the army’s nomenclature for the onslaught in and outside the Golden Temple at Amritsar to flush out Jarnail Singh Bhindranwale and his militant followers. The British have tried to prove the point that the Indians scurry to their colonial masters whenever they are pitted against a ticklish situation. To rub salt into the wounds, the British archives have made public the documents and letters relating to that period to synchronise with the 30th anniversary of Operation Blue Star. The reason why Prime Minister Indira Gandhi sanctioned the operation was the fear she entertained from the militants who used the Golden Temple as their shelter. The then British Prime Minister, Mrs Margaret Thatcher, offered military help to Mrs Gandhi to enable her to go ahead with her plan.

seeking opinion from different people on whether to undertake the operation. R.K. Dhawan, her aide, came to my residence to know my reaction if the troops entered the temple. He indicated specifically that Mrs Gandhi had sent him. I told him that he would not have come without her permission knowing well how annoyed she was with me because of my writings. “Don’t’ you ever think of sending the army because the Golden Temple is the Sikhs’ Vatican,” I warned him. “If you ever did that, the Sikhs would never forget or forgive this sacrilegious act.” My warnings did not deter her from the military operation. Giani Zail Singh was the President those days. I would often meet him and he would

Sikh militants I have reached this conclusion because of the daily telephone talks they held. Mrs Thatcher herself told me when I was India’s High Commissioner at London that they would converse on the affairs relating to India and the UK. They could not be discussing the weather. Sikh militants would have figured in their talks. (Once I asked Mrs Thatcher whether she was in touch with Prime Minister Rajiv Gandhi, she peevishly replied “he was a different person.”) However, I rule out the assistance by Special Air Services (SAS) in the operation. Had this been true, the media in the UK and India would have uncovered it in the last 30 years. The operation, as former Lt. Gen. K.S. Brar has claimed that it was entirely carried out by the Indian forces. “We never saw anyone from the UK coming in here and telling us how to plan the operation.” In any case, the truth will be known when the inquiry ordered by British Prime Minister David Cameron is complete. He wants to go into the role of Mrs Thatcher’s government in the 1984 operation and “establish the facts.” The Sikhs in India and abroad are understandably upset because London has been giving the impression that as if it was not happy with the operation. Indeed, Mrs Gandhi before sending the army into the Golden Temple was frantically

BETWEEN THE LINES Kuldip Nayar pour his heart out to me. He and Mrs Gandhi had become poles apart. So much so that she did not send him any paper, much less the cabinet’s minutes on the meeting. This was unconstitutional but she did not hesitate to violate it. She also cancelled his goodwill trip to South Africa. However, she assured him that she would not send the army into the Golden Temple. Constitutionally, the President was the chief of the military. The Giani said many a time that he did not like the manner in which she was handling the Sikhs’ problem. But he felt relieved that the Golden Temple would not be “dishonoured.” I was a member of the Punjab Group which Inder Gujral, before he became the Prime Minister, had constituted to bridge differences between the Centre and the Akali leadership. The government of India cheated on

HEN I touch the sheet of paper, I touch the tree, the forest, because I know that deep inside there is the existence of the trees, the forest. If you return the element tree back to the forest, the sheet of paper cannot be here. Right? I also touch the sunshine. Even at midnight touching the sheet of paper, I touch sunshine. Because sunshine is called non-paper elements that has made up the paper. Because without sunshine, no tree can grow. So touching the tree, I touch the sunshine. I touch the cloud. There is a cloud floating in this sheet of paper. You don't have to be a poet to see the cloud in a sheet of paper. Because without a cloud, there would be no rain and no forest can grow. So the cloud is in there. The trees are in there. The sunshine, the minerals from the earth, the earth, time, space, people, insects — everything in the cosmos seem to be existing in this sheet of paper. If you look deeply, you find that everything in the cosmos is present in this moment in the sheet of paper. If you send one of these elements back to its source, the paper would not be there. That is why it is very important to see that a sheet of paper is made of, only of, non-paper elements. Our body is like that also. So is it possible to say that from nothing, something has come into existence? From nothing, can you have something? No. Because

us. The then home minister, Narasimha Rao, invited us to discuss how to reach a settlement with the Akalis. Little did we realize then that it was a sham exercise because the government had already ordered a military operation. This was one week before the army entered the Golden Temple. Lt. Gen. Brar who led the operation told me that he was instructed to undertake the operation two weeks before it actually took place. The operation did not last long although the army had to use the tanks to meet resistance from the militants. Mrs Gandhi had to be consulted since she had specifically instructed not to use the tanks. There was such a furore, particularly from the Sikhs.

before we perceive it as a sheet of paper, it had been sunshine. It had been trees. It had been clouds. The paper hasn't come from nothing: 'Rien ne se crée'. Nothing has been created. The day you believe to be the birthday of the sheet of paper is something we call a continuation day. Before that day, it had been something else, many things even, and on that day it was perceived as a sheet of paper. So the next time, when you celebrate your birthday, instead of singing happy birthday, you sing happy continuation day. We have done that to a number of friends. Happy continuation day.

MATTER & SPIRIT The true nature of this sheet of paper, is the nature of no-birth: 'Rien ne se crée, rien ne se perd'. Our true nature is also the nature of nobirth. Our birth certificate is misleading. It was certified that we were born on that day from such and such hospital or city. We accepted to begin to be on that day, but we know very well that we had been there in the womb of our mother long before that. From nothing, how can you become something? From no one, how can you become someone? Even before the day of your conception in your mother, you had been there. In your father, in your mother, and everywhere else, also. So if you try to go back,

Dhawan came to my house again to ask what they should do to lessen the Sikhs’ anger. I told him that their operation had laid the foundation for Khalistan. Dhawan remarked that Mrs Gandhi said that ‘Kuldip’ would tell him that. However, my advice was that the troops should vacate the temple complex quickly and not try to repair the Akal Thakt. “If I knew the community, it would rebuild the demolished building itself and not accept what the government did,” I told him. The government withdrew the forces but had the Akal Thakt repaired. The Sikh community demolished what the government had built and rebuilt the Akal Thakt through kar seva (voluntary work). President Zail Singh was the unhappiest person. No doubt, he made a broadcast for restraint and amity but made it clear that the Mrs Gandhi’s government had done an irreparable loss to the Sikh community and its sentiments. He flew to Amritsar by the Indian Airlines plane because Mrs Gandhi was using the VIP aircraft. I do not know whether he left any note to condemn his government and told the story of his helplessness and humiliation. Whatever the government’s compulsions the onslaught on the Golden Temple were not justified. In fact, they should have found out some other way to tackle the Bhindranwale challenge. The apology by Prime Minister Manmohan Singh and Congress president Sonia Gandhi has allayed the disturbed Sikh community only to a small extent. you cannot find a beginning of you. You have been there for a long time and everywhere. People think they can eliminate what they don't want: they can burn, they can kill. But it's not by destroying that they can reduce something to nothing. They killed Mahatma Gandhi. They shot Martin Luther King. But these people continue to be among us in many forms and their being continues. Their spirit continues. Let us now try to eliminate this sheet of paper. Let us try to burn it to see whether we are capable of making it into nothing. Anyone has a match? I have the element water, but I don't have the element fire, so I am calling for the element fire. Please follow your breathing. Observe to see if it is possible to reduce something to nothing. Ash is what you can see. If you have observed, you see that some smoke has come up and that is a continuation of the sheet of paper. Now the sheet of paper has become part of a cloud in the sky. You may meet it again tomorrow in the form of a raindrop on your forehead. But maybe you will not be mindful and you will not know that this is a meeting. You may think that the raindrop is foreign to you, but it may just be the sheet of paper into which you have practiced looking deeply. The way it is now, is it nothing? No, I don't think the sheet of paper has become nothing. Part of it has become the cloud. You can say, “Goodbye, see you again one day in one form or another.” — Thich Nhat Hanh

Build a healthy portfolio TURMOIL in global markets sent fresh tremors on our stock exchanges as sensex lost over 700 points in two trading sessions after stocks on our bourses had a dream run touching all time high levels. Retail participation have been bare minimal and small time investors felt left out in this rally and only the foreign guys along with domestic institutions had made money. The correction in our markets is healthy and markets should consolidate sideways before beginning its upward journey. Small time investors should use this opportunity to buy fundamentally strong companies like top scrips in technology, pharma and some of the private banks to make decent profits in the days to come. People should not be greedy and avoid small stocks based on ‘tips’ and rumours apart from having a long term view on the markets.

Reaching out to the poor APROPOS ‘Wheat at Rs.2, rice at Rs.3’ (ADC, Jan 25), it is heartening to learn that finally Maharashtra is going to be the first state to implement the low cost food distribution to the country’s poor population considering their annual income, which has been specified on the basis of rural/urban population. The program seems to be well planned apparently, however stringent vigilance needs to be exercised to ensure that those who hold the ration cards and are already eligible to receive subsidised food grains, should not get mixed up in this scheme and thereby getting dual benefits erroneously. Another most important thing is, which needs to be closely watched is that the food distribution authority should provide the necessary documents to the beneficiaries by which they would be able to receive the food grains as has already been declared by the government, otherwise there would be chances of misappropriation. — Bikram Banerjea, Mumbai

Frequency Polygon and Frequency Curve To draw a frequency curve or a frequency polygon, there are two methods: 1) Using histogram 2) Without using histogram Procedure of drawing frequency curved (or polygon) is as follows: i) Prepare frequency distribution table with class marks. ii) Draw X-axis, Y-axis, choose proper scale. iii) Take class marks on X-axis iv) Take frequencies (fi) on Y-axis. v) Plot the points (xi, fi). vi) Plot two additional points with two additional classes one preceding the first class with frequency zero and the other succeeding the last class with frequency zero. vii) Join all the successive points including the two additional extreme points by straight lines. Eventually, the closed figure so obtained is a frequency polygon. viii) On the other hand, if the points are joined by smooth freehand curve, to give a freehand curve. ix) Draw a histogram and a frequency polygon for the following frequency distribution: Class

book which is read from a distance is a real pleasure whereas the same book which is read from too close is a source of irritation. The same goes with social networking. When used up to a limit, it is a boon but when excessively used, it is nothing less than a disastrous medium. Let me explain how. On one hand, it makes the whole world a close-knit group, giving people the opportunity to stay in touch with long-lost friends, relatives, classmates in a way you never would, thanks to Facebook. While on the other hand, people, youngsters, to be precise expose too much of their personal information on sites like these which in turn comes back to haunt them as someone could take the liberty of misusing the personal information, pictures, etc. The world of social networking which includes sites like Facebook, Twitter, Myspace, etc. also has the popular BBM – which is the most widely used medium of social networking. Believe it or not, it is an addiction. Ask someone who uses it and you know why I say so! Apart from all the grave consequences that I have mentioned, I had never imagined in my wildest dream that BBM could lead to spondylitis! In terms of business too, entrepreneurs from various countries are using social networking sites for promoting their business ventures, making people aware of the different causes they’re working for and also seeking advice, sugges-

People who take to social dating and go on blind dates with people they meet on such sites may fall in a trap and could be in peril! English, which was known for its articulate nature, has been blatantly murdered by the so-called BBM and Facebook lingo where the more spelling mistakes, the more ‘kewl’ you are! Every second day we read in newspapers about public figures, be it actors or politicians, being harassed by their fake account holders on social networking sites which maligns their name and status and you never know if the one who’s reading this too may be a future celebrity. Come on guys, let’s be responsible! We are cool people and the real definition of cool is to be responsible, excited, triggering ideas to new heights. So, I leave it up to you to decide what is good and what is bad for you.

chose my career because it gives me a chance to do what I love: Photography. It is my way of seeing the world and commenting on my experiences. I like the fact that it involves being creative and thinking out of the box. It is not a desk job and there is something different to look forward to each day. It is also a way of expressing myself. I did my diploma in Social Communications Media (SCM) from Sophia Polytechnic, after graduation, and that is where I first learnt about photography. I believe it was a great exposure for a beginner and it gave me a wellrounded and much needed start to my career as a photographer. I got to see work done by early masters of photography and used their styles and techniques to understand the art and learnt from it. Critically analysing their work made me think about my own work differently and pushed me to develop new ways to approach my own work. I interned with a paper after completing my education. That was my first training ground as a photojournalist. It was a great opportunity to learn on the job by being out in the field, dealing with real life situations and challenges that professional photographers face every day. I grew as a photographer through the feedback that I got from my editors and seniors. My job profile right now is to assign shoots to my colleagues who work with me as well as to freelancers and to edit the images that come in before they go for publishing. The investment that I made for my present career was doing the SCM course at Sophia Polytechnic. There was a lot of self learning post that, where I pushed myself to look at more work and read up on photographers. The pay for a fresher varies from job to job. As an intern you might earn anything between nothing, where you are only reimbursed for your travel expenses for the first few months, to about Rs.5000 upwards. I do not think this is a matter of time. It really depends on the quality of your work. t. Pauls Institute of Communication Education’s (SPICE) Grand Election Circus concluded with the grand finale – Party Animals Awards, on January 20 at St. Andrew’s Auditorium, Bandra. This SPICE initiative gave the four participating colleges: St. Xavier’s, St. Andrew’s, Nirmala Niketan and Don Bosco’s, a chance to portray their party’s motto, through a live performance, and win the first-ever Party Animals Award. The judges for the evening comprised Film Director Dilip Ghosh, Journalist Mahrukh Inayet and MD Fountainhead Neale Murray; with Chief Guest Anil Dharker, Columnist and Political commentator. Each participating college had ten minutes to present their party’s objective on stage, through a performance of their choice. The judges’ scores for these performances would then be added to the points received for the online voting and also to the amount of votes received at the auditorium. The event kicked off with a dance performance by Dance Planet followed by the first college: St. Xavier’s presentation of their party’s motto. Using the white tiger as their party symbol, St. Xavier’s portrayed problems like police brutality, corruption, crime against women, illegal constructions and law against homosexuality, through a musical satire. The main theme of this party was Justice and Equality. Nirmala Niketan were next. This party of young women addressed domestic violence through their dance/act, proving to the audience that it is not impossible to run a campaign without a single male member. They also stressed on gender equality and woman empowerment by comparing women to the symbol of their party: the wolf. Percussion guitarist Manoj Gupta followed this performance with an amazing display of young guitaring talent. Next on stage was St. Andrew’s, who with their party symbol and mascot, the elephant,

The function was a grand success.

My daughter is very bright academically. For a nine-year-old, she is smart and can speak well and is also friendly with everyone at school. The only complaint that I get from her teachers is that when she has to read from the blackboard or a book, she avoids it or runs to the bathroom. I don’t know why she is doing that. Speaking is an innate task, a gift of evolution to man. Reading is difficult because words consist of phonemes, so she actually has to read each alphabet, connect them to the sound and then form the word. This is known as decoding. Check out with the teachers about the kind of mistakes she makes while reading. At home, make her read some grade-level stories and note down the errors. Maybe, because of these errors she avoids reading activities in her class, to avoid embarrassment. Please assess her for learning disabilities at a nearby centre. Do you conduct special camps only for or the youth, especially for school children and college students at Ananda? Ananda has developed its own schools called Living Wisdom Schools. We have five schools – four in the US, one in Assisi, Italy. They vary in the age groups covered, most go from four years to 14 years of age – pre-kindergarten through eighth grade in the US. We also have one high school, and are developing a college. During the vacation seasons we have some camps for young people, usually operated through the schools. We also have programs for college age or young adults, summer programs where they can come and learn the same teachings offered through all our centres but in a group and in a way that especially

Yogananda described it, "Home, job, and church in one place." So our lives are interwoven on every level. With many friends we have shared weddings, birth of children, struggles to find creative and satisfying employment, disease, death, disappointment, and more. In writing about communities, Swamiji has said that many relationships these days are superficial. We have friends with whom we can laugh and have good times, but few with whom we can weep in times of need. Reflecting on my life I realize there are dozens of people that I could call in an hour of need who would without hesitation offer me whatever aid I asked for, be it emotional comfort, wise advice, money, shelter, companionship. And there are an equal number or more who would call me with the same confidence in my response. You can easily imagine what a feeling of security this gives to my life.

What influenced you to make the 'Finding Happiness' film? It seems to us that much of what ails the planet at this time and causes stress and grief for so many people could be alleviated if more people embraced the principles upon which Ananda is built. Ananda itself is but an example of these principles. It proves by its very existence and by the sincerity and self-evident contentment and happiness of those who live at Ananda that these principles work. A movie is one of the best ways these days to communicate not only ideas, but feelings, and states of consciousness, because it engages the attention so completely and communicates through so many mediums all at the same time. It was the obvious way to do it. We have been developing our way of life for 40 years now and it has moved beyond a mere good idea to a proven reality. Pune’s very own young caricaturist and founder of Prashant Arts, Prashant Sinha, tells Naressa Coutinho about an art that makes people smile. Celebrities like Tanushree Dutta, Jackie Shroff, Shobhaa De, Dilip Vengsarkar, Zaheer Khan, to name a few, have all made it to Prashant’s caricature mansion. Do you own a distorted lens too?

What is caricaturing? Caricaturing is the art of enhancing the prominent features of a person or personality. Used to simplify or exaggerate a person’s physical attributes, it becomes a medium of humor and satire. Caricaturists often sketch prominent figures in the field of politics and entertainment, however with the constantly evolving art scene, caricaturists sketch for gifting, tourism, weddings, carnivals and even for online portals. We're all used to traditional modes of education with class teachers and blackboards and the rest of the works. With time and the advent of technology, traditional methods of teaching seem to be taking a backseat with the introduction of technology in classrooms. We ask youngsters what they think of learning through skype and whether they think its better? Really good idea especially for those who want to study as you can view the lecture with less disturbance. Yet, there are disadvantages as internet connection speeds are bad and slow. With lectures on skype you even tend to become lazy as you know you can view the lectures anytime you want. Personally I think this is a really good idea if the technicalities and logistics are worked out. Nonetheless, I don’t feel that a skype lesson can and should replace a traditional lecture. At the end of the day, having a teacher teach you in the traditional manner is much better. Using technology is a good step towards ensuring issues that crop up with the traditional form of teaching are wiped out. —Niyati Joshi, UPG College Well it only would help if the students are actually benefiting some professor who is out of the country/city. But even then, this may only work for university students who are more serious about their education, etc. because even with teachers in the classroom, kids barely pay attention so I don’t really know if anybody would care about being taught by some person on a screen. Also, the way our education system works (in schools mainly), you only study what your syllabus asks of you. There isn’t really any out of the box learning or worldly knowledge that these kids get. And to teach them what’s in their syllabus, you don’t need any inputs from outside professors. So only if there is some real education being imparted by some brilliant professor at Harvard or something, teaching over Skype won’t benefit students as much. —Stuti Jhaveri, Assistant Producer

Lectures online cater to the convenience of teachers and students but fails at fostering an atmosphere conducive to learning. Along with the lecture there are millions of possible distractions available. Also the clarification of unclear topics becomes difficult. However if there is complete dedication from both teacher and student it might prove successful. —Keenan Pinto, Engineering Graduate

when ignored and feel sheer joy with just a little appreciation. Having read about a hundred articles on the loyalty of dogs, you can trust that they are undoubtedly the most faithful companions in this journey of life. Some dogs will lay down their lives and save their owners. Many security dogs often save more than a thousand lives by detecting bombs. Pet dogs like German Shepherds and Labradors ensure that there is no theft and intrusion in their homes. However, having a pet isn’t as easy as it seems. It takes a lot of work and most of your time as well. Most parents only allow their children to keep pets as it teaches them responsibility. Taking care of them requires them to be fed from time to time, and be taken for regular walks. Our work doesn’t only end there. We are required to play with them, and look after their health as well. Most people find cleaning after pets the most difficult part of having one, and I certainly do not disagree. After getting my kittens, cleaning after them has made my work a little more difficult too.

What disturbs me a lot, however, is how some pet owners neglect their pets. Some mistreat them to unexplainable extents. Denying them food is not the right punishment. Whipping them is no way of correcting them. They need love and care, and not sticks and stones. We pet owners are all they have in this world and they do nothing but love us unconditionally every moment. I don’t think anything we do could ever be enough to repay them. We have a million things to do and a hundred wants to satisfy, but all a pet wants is a belly rub and a pat which makes its day. That is nothing compared to what they give us back. The death of a pet is an unbearable pain and leaves a permanent scar. Pets form an irrevocable bond with their owner which isn’t easy to come out of. It is almost as if a family member passes away. Pets come as a blessing and they leave us with a thousand memories to look back upon and cherish. Having a pet is a wonderful delight, and I believe that every person needs to experience the joy of a furry little friend.

veryone has a different opinion about animals. Some like them, some don’t, while some would just like to admire them from a distance. People like me fall in love with every animal they see. Pets have always been a want for every child. Dogs and cats are generally the most common pets one can have. Most pet owners know that they can never be alone. There is always someone at home waiting for them to come and play with them or just talk to them. Having had pets for as long as I can remember, I know clearly the joy of having someone there for you when you’re down. Pets bring about the happiness in a person’s surrounding by just existing in their life. From licking away tears to snuggling, they know the exact way to comfort their friend in need. Many pet owners will tell you how their pets follow them around the house as well. In my belief, pets are not just animals; they are part of our families. You have to take care of them like babies. They need attention like teenagers, and they ease your pain like a sibling or parent would. Like us, our pets need a fixed schedule of when they have to eat, play and sleep. The regular practice of this makes our pet used to the timings, and with personal experience I can say that they prompt you to feed them if you forget. Some dogs even learn how to wash their paws on their own. They can be extremely sensitive and have emotions as well. They feel depressed

amal Morarka is a photo artist. The pictures he takes are so many creations with lion, tiger or a bird as an art form. If a sculptor or painter selects his photos, he can produce a piece of high-calibre art. There is more to Morarka's photos than meets the eye. In each of the photos showing wild animals or birds, there is a background of forest, river or lake. For instance against a muted yellow setting of grass, a black bird is seen. It would be perhaps correct to describe photos as com-

fantastic. The best picture is 'Large Cormorant' pictured on a branch with its widespread wings. When you see the black-necked stork, it is nothing but a wonder of nature. n a surprising policy move yesterday, the RBI announced an increase in key policy interest (repo) rate in its Third Quarter Monetary Policy Review thereby continuing with the pursuance of the objective of targeting inflation and anchoring inflationary expectations to further build an environment conducive to growth in the long run. The market had been expecting status quo on the policy front. By increasing rates this time, Dr Raghuram Rajan has increased rates by 50 bps after taking over as Governor. Justifying the increase in the policy repo rate under the liquidity adjustment facility (LAF) by 25 basis points to 8.0 per cent, RBI Governor, Dr. Raghuram Rajan said “Let me first address the balance of risks that confronts us in the evolving macroeconomic outlook. The slowdown in the economy is getting increasingly worrisome. Our current assessment is that growth is likely to lose momentum in Q3 of 2013-14, with industrial activity in contractionary mode, mainly on account of manufacturing. Lead indicators of services also suggest a subdued out-

Experts Speak... Higher interest rates - an outcome of the third quarter policy review, will affect investment in the realty sector. Demand for housing has already been sluggish for quite some time and the RBI move is likely to make matters more difficult for an industry, which is one of the largest employment generating sectors of the economy. Higher rates will make it difficult to meet the objective of low-cost and affordable housing for the poor sections of society and for the middle class, respectively. Brotin Banerjee MD & CEO Tata Housing Development Co. Ltd. The rate hike is a major surprise, given that industry as well as the markets were looking for a pause. The only positive is that the move will help support the Rupee. The fact that the market has not reacted negatively is because the Governor has hinted that we won’t need any more rate hikes. Gautam Trivedi MD & Head of Equities, Religare Capital Markets Ltd. The Reserve Bank’s decision to increase the repo rate at this time has come as a surprise. The industry was expecting key rates to remain unchanged. However with this marginal increase, the the RBI seems to have returned to its stance of curbing inflation, together with its endeavor to begin linking India’s monetary policy with the CPI. look, barring some pick-up in transport and communication activity. On the other hand, agricultural performance has so far been robust, and the strong pick-up in rabi sowing indicates that this should be sustained.” “Another silver lining is the significant narrowing of the trade deficit on the back of resilient export growth. The current account deficit for 2013-14 is now expected to be below 2.5 per cent of GDP as compared with 4.8 per cent in 2012-13. The recent resumption of capital inflows should help finance the current account deficit comfortably. Reserves have been rebuilt since September, and are expected to increase further as oil marketing companies, that have been buying foreign exchange in the market, repay the Reserve Bank when their swaps come due. Nevertheless, given the uncertain external environment, the government and the RBI cannot pause in their efforts to ensure fiscal and monetary stability,” he said. According to him “The gravest risk to the value of the rupee is from CPI inflation which remains elevated at close to double digits, de-

spite the anticipated disinflation in vegetable and fruit prices. Moreover, inflation excluding food and fuel has also been high, especially in respect of services, indicative of wage pressures and other second round effects. Elevated levels of inflation erode household budgets and constrict the purchasing power of consumers. This, in turn, discourages investment and weakens growth. High inflation weakens the rupee. Inflation is also a tax that is grossly inequitable, falling hardest on the very poor. It is only by bringing down inflation to a low and stable level that monetary policy can contribute to reviving consumption and investment in a sustainable way. The so-called trade-off between inflation and growth is a false trade-off in the long run.” However the Governor was confident that “It is possible to bring inflation under control without a substantial sacrifice of short term growth, provided we do what is necessary, and are patient. inflation has fallen significantly with the substantial fall in vegetable prices, CPI inflation excluding food and fuel has remained flat and WPI inflation excluding food and fuel has risen. Given these data, the increase in the policy rate undertaken today is consistent with the guidance given in the Mid-Quarter Review.” “ Moreover, the Dr. Urjit Patel Committee has indicated a “glide path” for disinflation that sets an objective of below 8 per cent CPI inflation by January 2015 and below 6 per cent CPI inflation by January 2016. The Reserve Bank’s baseline projections set out in the accompanying Review of Macroeconomic and Monetary Developments for Q3 of 2013-14 indicate that over the ensuing 12-month horizon, and with an unchanged policy stance, there are upside risks to the central forecast of 8 per cent. Accordingly, an increase in the policy rate by 25 basis points is needed to set the

economy securely on the recommended disinflationary path. If the disinflationary process evolves according to this baseline projection, further policy tightening in the near term is not anticipated at this juncture. In fact, if inflation eases at a pace that is faster than we currently anticipate, and that reduction is expected to be sustained, the Reserve Bank will have room to become more accommodative.” “Of course, the Reserve Bank is fostering growth through steady reforms. For example, last week, cash settled interest rate futures started trading on various exchanges. The enhanced framework for resolution of distressed assets will be operational by April 1. The recommendations of the Dr. Nachiket Mor Committee on financial inclusion are being examined carefully as are the recommendations of the Dr. Urjit Patel Committee on the monetary policy framework, “ he said.

Taylor’s ton steers NZ to ODI series win against India

By Chetan Narula

H

New Zealand's Ross Taylor celebrates his century against India during the fourth one day International cricket match at Seddon Park in Hamilton.

Dhoni brought in Jadeja and Ashwin to put the brakes on the run flow and the two spinners bowled in tandem for 10 overs, giving away only 30 runs. But the medium pacers had to come back into the attack and that once again opened the flood-gates as the next 10 overs yielded 70 runs with Taylor and Williamson putting the chase back on track. Their 50-run partnership off 86 balls had come in the 23rd over as Rayudu bowled some part-time spin. Taylor then brought up his halfcentury and New Zealand crossed the 150-mark as well. It was Williamson's turn to celebrate in the next over, scoring his fourth consecutive fifty in the series, and his 10th in ODIs overall. The 100-run partnership between the two also came up. It seemed the chase was dead and buried, but India were given some hope by Jadeja, who ran out Williamson, who once again missed out on a hundred, falling for 60 off 82 balls, with two fours and two sixes. The powerplay came on as Brendon McCullum walked in to bat. Having taken his time to settle down, the Kiwi captain started savaging the insipid and lacklustre Indian bowling.

Singh Dhoni and Ravindra Jadeja had produced magnificent late onslaught after opener Rohit Sharma scored a half-century, to guide India to 278 for five in their allotted 50 overs. In reply, New Zealand got off to a rollicking start with Jesse Ryder and Martin Guptill mistreating the Indian bowling attack. The two of them scored a flurry of boundaries, especially off Mohammed Shami's bowling, and together hit 10 fours and a six in their opening stand of 54 runs. But once again Ryder failed to sustain and was bowled in the eight over by first-change Varun Aaron. He scored 19 off 18 balls with four boundaries. Guptill was gone four runs later in the never next over, as Shami extracted his revenge from the opposite end, trapping the Auckland centurion LBW. He scored 35 off 27 balls (6X4, 1X6). Williamson and Taylor thereafter capitalised on the platform laid by the openers. India had lost 0-2 to South Africa in the three-game ODI series in their last tour. As Taylor and Ravindra Jadeja celebrates with India’s MS Dhoni after running out New Zealand's Kane Williamson were scoring heavily, Williamson for 60 in the fourth ODI cricket match at Seddon Park in Hamilton.

I AM BACK TO MY BEST: SAINA NEHWAL HYDERABAD: After ending her prolonged title drought, Saina Nehwal avowed that she was back to her best and that she would play select tournaments this year to be in good shape ahead of major tournaments -- Commonwealth Games and Asian Games. Saina beat talented compatriot PV Sindhu in the final to clinch Indian Open, last week. "It feels great. Last year was not really up to the mark in

terms of many things. But, it is a good start this year. Malaysian Open also, I played really well. I could see the difference in my game. But India Open was really great. I finally pulled off such a big tournament," Saina said. "It (final) was a very good match. She (Sindhu) has been playing good. Playing against her such a good match, was really great. I think I am back to my best, just that I have to

maintain and come back to even better shape for the even bigger tournaments next month. Right now, the important aspect is to stay fit, train as much as possible. I would like to play less tournaments if possible. I want to take care of my body, which was not very supportive last year. I had few injuries last year. I want to take care of my body well. Play well and win most of the tournaments. That is what is

important now," she said. Saina said winning close matches during the Indian Open brought her confidence back. "It is a great confidence booster, because I lost very close matches to lot of top players. Finally, in India Open, I got that one point of break against Chinese player. I was losing to them 21-19 and 21-19. Finally, I won this match 21-19. That gave me a lot of confidence," she said.

111 runs. His 61-ball effort was laced with 11 hits to the ropes and four massive sixes. He received good support from Yogesh Takawale who contributed a well crafted 56 from 29 ball with seven four and two sixes. Unseeded Thool shocks top seed

Khan stuns Chawla for title M

MUMBAI: Underdog Faisal Khan shocked former world No. 3 Kamal Chawla to win the title, in the Matunga GymkhanaDadar Club Open Snooker Tournament. Inter Railways runner-up Khan of Khar Gymkhana capitalized on the chances that came his way to romp to a 6-3 triumph in the best-of-11 championship round between quality cueists. In the process, Khan ended a long drought after winning the Islam Gymkhana title in March 2012 where he beat twice Asian champion Yasin Merchant. Though not at his best, Khan dominated the final, relying on small but significant breaks to stay ahead of his accomplished opponent. Railways No. 1 Chawla of Bhopal, the more sanguine of the two cueists, opened up with a break of 60 in the opening frame and added a 52 and an unfinished 42 in the fifth frame to set the stage for an exciting finish. But Khan, though cautious like Chawla, chose to go for his shots and was rewarded with a 3-2 lead that included a break of 55 in the fourth. He returned after the interval to make it 4-2 with a break of 38 and though Chawla pulled one back to trail 3-4, Khan made the most of the openings to go on to triumph in some style. Final: Faisal Khan (Khar Gym) bt Kamal Chawla (Bhopal) 1-79(60), 68-37, 64-45, 87(55)-15, 27105(54,42unf), 72(38)-1, 38-76, 59-16, 75-37. Highest Break: Kamal Chawla (123)

Meanwhile the under-13 girls national champion Simran Singhi kept herself in line for a double making the title round of the under-13 and under15 age groups. Top seeded in both age groups, Simran scored impressive wins in both the semi-finals, defeating India No. 1 Pooja Devlekar 21-12, 21-12 in the under-15

IN BRIEF SL women clinch series 2-1 against Indian eves

VISAKHAPATNAM: Skipper Shashikala Siriwardene produced an all-round display to help Sri Lanka women notch up a six-wicket win over India in the third T20 international and clinch the three-match series 2-1. Siriwardene led from the front as she scored an unbeaten 46 off 42 balls laced with four boundaries and one six, after giving away just 11 runs in her three overs and picking up a wicket at Dr YS Rajasekhara Reddy ACA-VDCA Cricket Stadium. Put in to bat, Sri Lanka's trio of Udeshika Prabodhani (2/20), Maduri Samuddika (2/18) and Eshani Kaushalya (1/19) produced a disciplined bowling effort to restrict India to 117 for eight in their stipulated 20 overs. The visitors then came back to overhaul the target with seven balls to spare, scoring 121 for four, courtesy Siriwardene's 46. The captain was ably supported by Deepika Rasangika (21), Eshani Kaushalya (24) and Chamari Kumarihami (16).

Australian all-rounder Faulkner ruled out of S. Africa tour

SYDNEY: All-rounder James Faulkner has been ruled out of Australia's Test tour of South Africa with a knee injury and is due to have surgery, cricket chiefs said. Australia, full of confidence after an unchanged XI whitewashed England 5-0 in the Ashes, are also sweating on batsman Shaun Marsh, who has a calf strain, and the fitness of paceman Jackson Bird. Marsh will not travel to South Africa as scheduled but will remain in Perth for further treatment, before a decision is taken on whether he will join the tour. Bird will also stay in Australia and return to bowling to determine if he has recovered sufficiently from back problems. Faulkner, who hurt his right knee in the final one-day international win against England in Adelaide on Sunday, will be replaced in the 15-man Test squad by Moises Henriques.

Zimbabwe turns down one-off Test versus South Africa

HARARE: Crippled by a player strike and facing serious financial difficulties, Zimbabwe's cricket board has turned down a one-off Test against South Africa before the top-ranked South Africans host Australia next month. Zimbabwe Cricket spokesman Lovemore Banda says the Zimbabweans weren't able to accept the offer and will instead play two Tests and a limited-overs series against South Africa sometime around August. Zimbabwe's players have been on strike since last year over unpaid wages and bonuses and ZC has also had to cancel tours by Sri Lanka and Afghanistan.
