DISASTER MU’s inexperienced moderators, not familiar with subjects or how correction of answer sheets is done, could destroy students’ careers

W

hile the scaling down of marks by the Mumbai University has already reduced the passing percentage of students, the moderation of answer sheets now seems to have taken a hit. Moderators who have been looking at the final semester exam answer sheets have divulged that inexperienced moderators, who have hardly a year's teaching experience, have been brought in by the MU, and could endanger the very careers of students. On Tuesday, some moderators approached the ADC and stated that the varsity has been appointing inexperienced moderators even for the final board exams. These moderators, who belonged to the management category, said that the new appointees hardly have the required experience, have no knowledge about correction of answer sheets, and are unaware of the syllabus. As per the Maharashtra Universities Act, 1994, section 234, an examiner should have

teaching experience of two years, whereas a moderator should have a teaching experience of five years. Both the examiners as well as moderators should be approved by the varsity. A moderator from the management category, requesting anonymity, said: “Inexperienced moderators have been coming to the Central Assessment Process (CAP) centres for moderation. As they are not fully aware of the subjects, there can be goof-ups in correction which is unfair to the students.” Since the last two years, there have been a lot of goof-ups in the question papers and the examination department of the MU. Recently, the exam controller of MU, Dr Padma Deshmukh resigned from the post within a year of her appointment. The ADC spoke to Dr Naresh Chandra, Pro Vice Chancellor, MU, who said: “We have been appointing moderators and examiners with the required experience and as per the rules. But we will investigate this issue at the earliest."

he state cabinet yesterday deferred the decision on reduction in power tariff in Mumbai fearing a vertical split between the ruling coalition partners, the Congress and the NCP over the contentious issue of providing subsidy to the private power distributors. Significantly, while speaking to reporters, Chief Minister Prithviraj Chavan made it clear that the government was currently exploring various options, and was also examining issue of ordering audit of the power companies. Going very cheaply

GREAT news for those who have to rush, fly rather, to different cities across the state or country. Domestic air fares have already crashed, pardon the pun, for some

reason or the other since the past week. Now the announcement that two new domestic airlines are to soon commence operations, one being launched by Air Asia of Malaysia’s Tony Fernandes, and the other by a Tata-Singapore Airlines venture, may see fares plummet further. But another news item about there still being no automatic weather forecasts for pilots in the city and the observation there, by ‘industry watchdogs’ that ‘the lack of real time weather data has led to many fatal air-crashes’ has us hoping that it be only fares crashing and plummeting. Must not be doom messengers but bravely go out on a wing and a prayer.

I

n a bizarre road mishap, eight passengers were charred to death, after a luxury bus ferrying 22 passengers from Pune to Ahmedabad, rammed into a petroleum tanker at Kude village near Manor on the Mumbai- Ahmedabad National Highway No. 8 at about 1:45 am on Wednesday. While the bodies of the victims are charred beyond recognition, 14 persons who were injured in the accident, have been admitted to the Manor Rural Hospital. According to the police, the air-conditioned doubledecker bus (MH-14 CW 1050) belonging to a private travel agency, was headed towards Ahmedabad from Pune, after halting at a highway hotel. aharashtra State Commission for Women (MSCW) member Jyotsna Vispute, in a letter addressed to Chief Minister Prithviraj Chavan yesterday, has urged the latter to provide financial compensation to the kin of deceased medical officer Dr. Vijaya Arvind Chaudhary. Vispute has stated that the medical officer who was on government duty, was mur-

dered on March 12, 2012. The court on December 18 last year, sentenced her killers to death. Six convicted for possession and circulation of fake currency

I

n what can be termed as the first verdict delivered in the country after the smuggling and circulation of Fake Indian Currency Notes (FICN) was brought under the ambit of the Unlawful Activities (Prevention) Act by the government in 2012, the special National Investigation Agency (NIA) court on Wednesday, convicted six persons for possessing and circulating FICN in May 2009. Special NIA judge Prithiviraj Chavan, convicted the six arrested accused – Abdul Shaikh, Mohammed Aizul, Ravi Dhiren Gosh, Nooruddin Bari, Mohammed Samad and Aizul Shaikh – under relevant sections of the Indian Penal Code and the Unlawful Activates (Prevention) Act (UAPA). The convictions come after the NIA took over the probe

in 2009 from the Maharashtra Anti-Terrorism Squad (ATS) and had charge-sheeted the six accused for possessing and circulating FICN. According to the prosecution, the Maharashtra ATS had arrested the accused on May 14, 2009 near Star Cinema at Mazagaon in South Mumbai, after they received a tip-off that the accused were planning to exchange money. The ATS had seized around 75 fake Indian currency notes of Rs. 1000 denomination. In the 1000-page charge sheet filed on November 6, 2009, the prosecution named one Shaukat as the kingpin of the racket, and had accused Pakistan for supporting the crime. The charge sheet had also claimed that the six accused were a part of a larger racket and were attempting to destabilise the country’s economy with an intention to abet terrorist activities.

Even as the quantum of sentence is likely to be pronounced on Thursday, Special Public Prosecutor, Rohini Salian, said, “Three accused are still wanted in the case. We had examined 39 witnesses, wherein the court has taken circumstantial evidence into account to convict all the accused.”

NSEL scam: Role of brokers bared By Neel Shah

ore than three weeks after probing the brokers’ role in the National Spot Exchange Ltd (NSEL) scam worth Rs.5,600 crore, the Economic Offenses Wing (EOW) of Mumbai’s crime branch has now reached to the root cause of the scam from brokers’ side. In fact, with the current revelation, it has become crystal clear about the manipulation of the market by the brokers, said the investigators. According to the EOW sleuths, due to the bulk purchases by the ‘few’ brokers, who are now under the scanner of EOW, that too without order, the sellers always sold off their major goods in the early morning. While the other small brokers’ never got the chance to get the goods. This was possible as once the major stock was purchased by these brokers, the interest arbitrage was governed by them, explained the EOW officer, who is monitoring the probe. Subsequently, as these major stocks were sold, the seller never increased the return rate from 13.5 per cent to 14.5 per cent p.a., added the source. Had these ‘few’ brokers’ not made the bulk purchases in the morning, the sellers would have been forced to increase the arbitrage from 18 per cent to 21 per cent, believe the investigators. This step of brokers to make bulk purchases makes it clear that

With such facts coming to the fore, there are now strong reasons to believe that the brokers have played a vital role in the scam, said police. Till the time of going to press, Addl. CP (EOW) Rajvardhan Sinha, neither answered his phone to the call did he reply to the SMS asking the brokers’ role in manipulating the market. Hitherto, the EOW had come across four facts, in which first was the difference in time between the purchase and sale transactions. Second, the non-collection of

delivery order and warehouse receipts. Third, the disparity of number of players on both sides of NSEL’s pair trades. Fourth, the purchase took place without the client’s order. In this month, the EOW started probing the role of brokers in the scam after the probe into the NSEL scam was initiated more than two months ago. The EOW was earlier probing the role of the directors and management officials of NSEL. 65-year old senior citizen was duped of her gold chain by two bikeborne men at Kalina, Santacruz east, on Wednesday morning. The victim, Muktabai Wetal sells vegetables on the footpath near the Air India colony. According to the police, the two accused approached Wetal and told her that they belong to an NGO which was offering Rs.500 to senior citizens for their welfare. They then told Wetal to touch the Rs.500 note with her gold chain for good

luck. She did as she was told and was asked to put the money and the chain into a black plastic bag. After that, the men told Wetal that they would like like to give another Rs.40 to her and they put the money into the bag while deftly removing the gold chain and the Rs.500 note. They also asked for 2 kg of potatoes which Wetal gave them free of cost. The accused then left on their bike and when Wetal opened the bag she found that there was just Rs. 40 in the bag and that she had been cheated of the Rs.500 and her

gold chain worth Rs.50,000. Shocked and inconsolable, Wetal registered an FIR at the Vakola police station. The police have registered the case and will make a sketch of both the accused. Senior Police Inspector of Vakola police station Vinayak Mulay said: “Once in a week we are conducting public awareness meetings at various places and schools; our officers are cautioning people with demos to be aware of fraudsters. But after this kind of incident we feel that the common man is not taking our advice seriously.’’

s the political scenario in the country is rapidly changing and with opinion polls suggesting that Narendra Modi is the frontrunner for the post of Prime Minister, parties have started changing sides. Sharad Pawar’s Nationalist Congress Party (NCP), a long-time partner of the ruling UPA in the state, yesterday, showed glimpses of this by disagreeing with Rahul Gandhi’s charge that Narendra Modi abetted the 2002 Gujarat riots. The Congress vice president had, in an interview to a news channel on Monday, sought to draw a distinction between the Modi govern-

ment’s handling of the Gujarat communal riots and the 1984 anti-Sikh riots that erupted after his grandmother, and then Prime Minister, Indira Gandhi’s assassination by her Sikh bodyguards. Rahul had alleged that the difference between the 1984 riots and the riots in Gujarat was that in 1984, the government was trying to stop the riots, whereas in Gujarat, it was the opposite with the Gujarat government actually abetting the riots. NCP leader and Union Minister Praful Patel targeted Rahul’s remark on Modi. Patel referred to a court ruling in December that upheld a Supreme Court panel’s investigation clearing the Gujarat

Has Congress become a sinking ship? I

T looks like the political allies of the Congress have started moving away from the party. The Congress has become like a sinking ship: The national perception is that in the Lok Sabha elections it will sink. With national elections just a few weeks away, the allies appear to have decided to leave the party. The perception of the allies seems to be that their own chances in the election will be affected if they continue to associate with a party which has acquired a thick corruption taint. The Congress is still attributing price rise and other economic situations to 'global gloom.' The Congress keeps giving excuses and unconvincing explanations. The national mood is clearly against the Congress. BJP's Narendra Modi has triggered a national wave in support of his party. It has become clear that Rahul Gandhi is no match for him. Modi not only won state elections in which the Congress was decimated, he is attracting the support of allies of the Congress. They are openly praising Narendra Modi and they are declaring that they are not against joining the BJP. The NCP, a strong ally of the Congress, has openly stated that they are leaving the Congress and giving the BJP full support. Jammu & Kashmir Chief Minister Omar Abdullah is facing a crisis in the state: A split between his National Conference and the Congress is likely to take place anytime now. His father, Union Minister Farooq Abdullah, has stated that he has no objection to joining Narendra Modi. And DMK chief Karunanidhi who had quit the UPA sometime ago has said the question of fighting elections to the Lok Sabha along with the Congress does not arise at all. The Congress has no friend left now and it has to go it alone. It is pathetic that it is turning to the AAP for support and is hoping that the AAP – if it is successful – would help it form the government. What it does not seem to realise is that in the national scenario, AAP is a non-entity. The Congress has become a sinking ship and none except the party members are likely to remain in it.

EPUBLIC DAY underlined Delhi chief minister Arvind Kejriwal’s rock star status. The reception he received both at the parade venue on Rajpath and later in Rashtrapati Bhavan at the President’s traditional At Home tea should serve as a warning to his critics that his popularity is on the way up, not down, despite his controversial street protest against the Delhi Police. Newspapers have recorded the way he was mobbed by diplomats, senior bureaucrats and Delhi’s elite at the President’s reception. The Capital’s crème de la crème sought his autograph, whipped out mobile phones to take pictures and gave him celebrity treatment. But what took away the breath of his political rivals was the reaction of the crowd when he drove up to the VIP enclosure on Rajpath just before the parade. Occupants of the V 1 and V 2 enclosures, where the country’s movers and shakers sit, greeted him with a welcome roar and thunderous applause. And then to everyone’s shock, several invitees defied security norms and jumped over the heads of nonplussed cabinet ministers and opposition leaders to shake hands with Kejriwal. A senior BJP leader confessed privately that he had never seen anything like this at a Republic Day parade. The attention showered on the Aam Aadmi Party (AAP) leader was all the more glaring because Sonia Gandhi, Rahul Gandhi, L.K. Advani and Sushma Swaraj grabbed no eyeballs at all. They looked like yesteryear heroes, faded and forgotten as a new star rises. The scene was pretty much the same at Rashtrapati Bhavan. Few guests showed interest in meeting leaders of the current dispensation. Instead, they surrounded AAP ministers with just one question on their lips: when is your chief minister coming?

HILE Kejriwal was the cynosure of all eyes at Rashtrapati Bhavan, his ministers got their share of attention too. The minister in the eye of the current storm, Somnath Bharti, attracted both negative and positive reactions. Interestingly, journos made a beeline for him, not for sound bytes or quotes, but to plead with him not to fritter away the public goodwill for AAP by getting embroiled in controversies that give him and his party a bad name. Most non-greasy sunblock creams are either very expensive, or hard to find at a regular chemist. That’s one of the reasons I love this one, but it’s far from the only one. It doesn’t have a stinky sunblock smell, it’s gel based and blends well into your skin without leaving it shiny or greasy. It’s got SPF 50 and also controls excess oil — which is perfect for our weather.

A tub of Vaseline’s Petroleum Jelly lasts for ages and can come in handy in several situations. For me, cracked heels are a big problem and any DIY scrub — be it with sea salt, sugar or even coffee — with petroleum jelly as its base, works wonders. It gets all the dead skin off and doesn’t strip your skin of moisture at the same time. It also works brilliantly to lengthen lashes and give them a fuller appearance.

I don’t use too much makeup, but I do apply waterproof kohl pencil, liner and a 14-hour super-stay lip stain on a regular basis, so I needed something apart from face wash and water to scrub it off at night. The first thing that drew me to these wipes was the price — they’re quite cheap for 25 wipes that effectively remove makeup, not to mention they’re alcohol free; perfect for my sensitive skin. They’re also really easy to carry and leave your skin feeling fresh and soft instead of raw, like most makeup removers do. The biodegradable wipes won’t help with heavy mascara, but for light daily makeup, they’re perfect. They come in several flavours, the lavender and seaweed is a personal favourite.

biotique bio myristica sPot correcting anti acne face Pack: `190 After suffering from bad bouts of acne that left behind nasty scars, I did some reading online and found that Biotique’s Myristica Spot Correcting Anti Acne Face Pack came highly recommended. Although the miniature tub looks a little blah, it has been the answer to all my acne problems. Dab some on the pimples and spots, wait for it to dry and wash it away. It dries out existing pimples almost instantly and reduces scarring too. Use it twice a day for best results and don’t be fooled by the size of the tub. It is a really thick product and you’ll need a really tiny amount, which means it lasts you forever — literally. I’ve used it diligently for 3 months and have not even finished a quarter of the tub!

I think Lacto Calamine is a must-have in any beauty closet. It’s a great multi-purpose lotion and I’ve been using it for as long as I can remember. It’s my go-to cream for prickly heat, a sudden outbreak and even though it’s oil-control, it helps keep moisture locked in when your skin feels really dry. It’s also a really great lotion to get rid of small scars and marks and it fights acne well without stripping your skin of nutrients.

Apart from its divine fragrance, the best part about the Garnier Body Cocoon moisturiser is that it has intense moisturising properties but doesn’t make your skin feel heavy. Many moisturisers get absorbed into your skin quickly, but still leave a mildly sticky texture behind. This Body Cocoon moisturiser is one of the best body lotions that I have come across and it works equally well in summer and winter.

You get these tiny pots of Pond’s cold cream at almost every chemist and they are perfect to carry while you are on the go. While it has a greasy texture if used as a moisturiser, I often use it as a face cleanser and makeup remover too when I don’t have one. Apply it all over your face like you would in the case of your makeup remover and wipe it off with cotton balls. It is also great to remove heavy eye makeup

We can’t leave out the guys, right? PonDs PimPleclear White: `75 This face wash is one of the best face washes that I’ve used. It has really good anti-acne properties — it managed to clear up, without leaving any sign whatsoever, an oncoming zit in just two days. I’ve used it both during the summer as well as winter and my skin felt moisturised, soft and smooth regardless of the weather. An added bonus is that using the face wash leaves a slight white glow to your face which lasts for a good few hours.

However, Head & Shoulders’ anti-dandruff shampoo is both easy on the pocket and very effective. On good days I could go without shampooing for as long as a week (not something that I recommend, though) without any itchiness or dandruff. The Cool Menthol shampoo leaves a nice icy feeling in your scalp making it perfect for our city’s hot summer days.

Park avenue beer shamPoo: `160 (200ml) Using stale beer to wash your hair has long been an effective home-remedy for soft, silky hair. Well, Park Avenue’s beer shampoo ensures that you don’t have to waste a bottle of beer behind your hair. While I am not big on their dry and oily hair variants, I really like their normal shampoo. It doesn’t leave any tell-tale signs or smells and results in soft hair that feels really well.

Manjari Mankijany has dabbled in all sorts of things, but directing is where her passion lies. Rhea Dhanbhoora talks to her about her new short film, The Corner Table

>> Manjari finds short films more challenging because you have to make as big an impact as a feature in less than half the time

W

hen you ask actor Tom Alter about his experience filming The Corner Table, he tells us that he loved the professionalism and emotional connect that Manjari and her sister (who acts in the film) have towards their work. But, Manjari is not new to praise as her last short film, The Last Marble, won Best Film at the Indian Film Festival of Melbourne, 2012 and Rochester International Film Festival, 2013. The daughter of Bollywood biggie Mac Mohan tells us more about her work and her inspirations. Tell us about how you made the foray into short films? I was an intern at Prahlad Kakkar’s office while in college and assisted on features such as Wake Up Sid, Saat Khoon Maaf, Gandhi of the Month, MI4 and The Dark Knight Rises. I realised that if I want to be a director, I have to stop assisting and start directing. So, my first short film was literally a test for myself. It was a silent, 7-minute short film. Why pick shorts? As an assistant director, if you don’t assist for a certain number of years with a big director, or if you don’t have some big daddy to produce your first film, you have to create your own body of work to prove yourself. Short films were the best way for me to do this. But, they are not any less in my eyes. The script has to work and the film has to make an impact. This is more challenging, because in a limited amount of time you have to say what you need to say. The Corner Table was shot at The Pantry in Kala Ghoda. Tell us what the film is about? The film is about how two strangers become friends. It encompasses the complexities and the simplicities of human relationships. It is set in a café called The Pantry and the lead characters are a waitress and an old foreigner visiting India after 24 years.

You’ve got a pretty stellar cast! My younger sister Vinati plays the café waitress and Tom Alter plays the foreigner. Tom was the first person to say yes to the film. Vinati is my best friend and my sister and to direct her is easy. We know each other’s strengths and weaknesses. She was not only acting, but also handling the art department. Tom Alter is a gem of a person and a fine actor. He is so effortless that it made my job easy. His experience and standard of acting took the film to another level. I was honoured to work with him, especially since he has worked with my father too. Tell us what’s in the pipeline at Mac Productions. Mac Productions was started by my father, (Mac Mohan) to produce films. We started by producing our own short films; we also do commercials and corporate videos and are going to be getting some young directors too. It is very close to my heart and we have great plans. Do you think short films could be as popular as features? Short films are becoming popular. See what they did with Bombay Talkies. Also, several great filmmakers started with shorts. It’s a great medium of self expression but unfortunately there is no revenue model that is as appealing in shorts as it is in feature and that is why it hasn’t got the kind of attention it deserves. This is why short film festivals are the best platform. The experience there is amazing. We need a film festival in Mumbai dedicated to shorts and in Mumbai everyone is on the run, so it might work very well considering the ‘short’ duration! Where do you draw inspiration from? I draw inspiration from everyday life, my experiences and experiences that others tell me about. I often try and put my self in another person’s shoes and try and see the world from their perspective.

What short films do you think everyone should watch? The list I have is dated; wait for this year’s collection. In fact Pantry and Mac Productions are collaborating with Shamiana Shorts (by Cyrus Dastur) to bring some amazing shorts from around the world to India. Since Shamiana has a presence in a few cities in India and entry is free, I will be curating world short films for an event called The Pantry Nights along with films that are set and made in India. This is something that I’m excited about. Being Mac Mohan’s daughter must help in a field like this. Do you think you would have picked the same path even if you weren’t? Apart from having an amazing father, we had no extra perks or advantages having a filmy figure as a father. It did not mean that we could be lazy; it did not mean we could take things for granted. On the contrary, we had to work extra hard and make sure that we worked for what we deserved. We had a humble, strict upbringing and were never spoilt. Have you always wanted to direct? My father had told me I could be anything I wanted to be and I would be good at it. When he told me that, I was upset because he didn’t tell me what he wanted me to do. In hindsight, I realise what an amazing thing he had said. If every parent said that to their child, every kid would be able to realise their true potential. I knew I wanted to make films from a young age. I also like photography, perfume making, stage lighting and writing. Where can people watch this film? id last year’s festivities leave your favourite coffee table with ugly white rings from careless cups and coaster-less glasses? If your wooden furniture is looking a little worn for wear and you don't know how to get rid of the white rings and stains, read on:

Jelly good fix: Petroleum jelly is not a lifesaver just for chapped lips. It's also great for discoloured furniture. Get rid of white rings by applying a little jelly on the stain and letting it sit overnight. Wipe it off completely and the mark will disappear with the jelly.

sour grapes: Vinegar is another great fix for pesky white ring stains. You can get rid of the stain without damaging your furniture by applying a mixture of vinegar and olive oil to the furniture. Buff it with another cloth and you'll have shiny wood, even without polish!

not just for bakers: The easiest and most household friendly fix is to use baking soda. All you need to do is mix 1tbsp baking soda with 1tsp water. Rub the paste over the spot in a circular motion. Be gentle and keep going till it disappears. Don't use too much water or it will soak in the wood.

brush it out: Got some toothpaste you can just about squeeze out of the tube? Smear it on your wooden table (just make sure it's not a gel toothpaste and use a soft cloth to spread it) and wipe it off with a damp cloth. Once the area is dry, you can apply furniture polish and you've got a ring free table that looks as good as new.

take it with a pinch of salt: This common kitchen ingredient has other uses. Make a paste with a few drops of water and rub it, only over the white ring. Salt removes the lustre of wood though, so use this only if all other methods don't work. And restore it to its shiny glory with a little wood polish.

But, that’s not what she needs to hear. Your friend is at her most vulnerable and she doesn’t need you to say something that’s a) Not true and b) Won’t actually make her feel better. Here’s a list of other random statements that you should steer clear of.

All men cheAt She’s not interested if all men cheat. The man she was with cheated and it doesn’t make it any better if all his friends do too. She is hurt and saying this will make it seem that her feelings are trivial and that she should get over it or worse, tolerate it. And just to get facts in place, according to a study conducted in 2012, less than a quarter of men in steady relationships cheat.

You should get even If you think giving the cheater a taste of his own medicine will help your friend, you need to think again. This is an immature response and you should

never tell your friend to do this. Two wrongs do not make a right, and for her to do something like this will only make her feel more miserable in the end.

Forgive or Forget It’s likely that your friend will go on and on about the situation, which can get tiring for you to listen to. But, if you truly want what’s best for her, don’t tell her she has to either forgive him or forget him. Neither comment will help her work through her feelings. What you should say is “You need to take your time to figure out what’s right for you.”

What is basically the show about? It is the story of a simple, young and cheerful girlnext-door called Nandini hailing from a middle class family in Chandni Chowk, Delhi. Her father Ashok Pandey, is a retired government officer and mother Aanchal Pandey, a loving homemaker. She has an elder brother, Siddharth who is struggling to find a stable job and a younger college going sister, Ritu, who loves the world of fashion. While Ashok, who is retired, is still waiting to receive his pension money and Siddhath is looking for a stable job, Nandini is the sole breadwinner of the family, working as a wedding planner. What brings Nandini into politics? She is not only a responsible family member but also a responsible citizen, who believes in addressing daily life's social problems instead of just complaining about them. Empathy, kindness, hard work and a zest to help others are the virtues she has been gifted with since childhood. She gets married to a boy, Prince Rajveer Raghuvanshi from the royal family which is also an influential political family. Gayatri Devi will appoint Nandini as the president of her political party. How did you like working on the show? It’s a great picnic-like atmosphere. The bonding among the star cast is totally different from on screen to off screen. Recently, Suhasini Mulye (Andika) who is playing role of Rajveer’s grandmother had invited the star cast of the show to her home for lunch. Entire Raghuvanshi clan gathered at her house where everyone had brought some special dishes. Aparna (Uttara) bought tasty Malia Paneer, Vishal (Rajveer’s uncle Vikhayat) got appetising chicken, Swaroopa made tempting jeera rice and Tanvi (Rajveer’s sister Divya) treated everyone with the mouthwatering brownies. Sujatha Sehgal decorated the dining table with salads and last but not the least, Raafi Malik (Rajveer) bought yummy icecream. The whole dining table was filled with delightful food. The market opened up with a gap at the 6161 points level. It then rose further and registered the day’s high at the 6170 points level at 9.29 a.m. The index then declined and turned into a range bound movement until 2.55 p.m. It then declined sharply into the red and registered the day’s low at the 6109 points level at 3.06 p.m. The index then rose and turned into a range bound movement until closing at the day flat. The Nifty moved in a range of 61 points. Sentiment was mixed and amongst the 50 Nifty stocks 27 were gainers, 22 were losers while 1 remained unchanged. Buying was witnessed in capital goods, healthcare, IT, technology, PSU and auto stocks, while substantial selling was seen in metal and consumer durables stocks.

They represented leading corporations covering a range of sectors, with the Banking and Finance (22%), and Technology and Telecommunications (20%) subsets forming the largest groups, and a further 14% constituting the manufacturing sector. The survey, now in its fourth year, is conducted by corporate real estate decision makers at global corporations, collectively occupying approximately 2.7 billion sq. ft. (250 million sq. m.) worldwide. It shows corporates’ increased confidence in the economic recovery, with less than half (46%) identifying weak economies as a concern. As the economic outlook improves, multi-national companies are demonstrating an appetite for international expansion into new markets. The survey demonstrates this with more than half of the corporate respondents (56%) naming access to new markets and customers as the principal driver for location decisions. This broad appetite for expansion sees India emerge as a destination of choice. When asked to identify where they intended to expand their operations, about 48% named India (double the figure from 2012–13 at 24%), and 42% named China (down from 60% in 2012–13). There is also a significant increase in the number of corporates intending to expand into Africa. This target market is now identified by a third of respondents (34% today), versus a fifth (21%) in 2012–13. In the case of India, rapid population and economic growth, coupled

with increasing transparency and improving infrastructure, is removing many of the traditional barriers to entry. The opportunities presented by rapid growth in India may now be sufficient to overcome some of the longstanding barriers—governance, infrastructure, bureaucracy, and lack of transparency—that have inhibited inward investment. India has already attracted a large number of occupiers from a range of sectors, including financial and business services, media, technology and telecommunications, and pharmaceuticals. This has been supported by a general process of de-regulation and a range of specific government initiatives designed to attract foreign investment, such as relaxation of rules on foreign ownership, streamlining of the development process, and promotion of a range of high-tech growth industries. Improved international and domestic infrastructure connections have supported growth in a number of cities, including Mumbai’s financial cluster and the economic hub of the Delhi National Capital Region (NCR). Growth in the technology sector has particularly contributed to this phenomenon. As a signal, perhaps, India’s commercial office market across leading cities has been headed towards a mature growth curve. An emerging trend has seen various off-shore funds and key institutional players turning to investments in core commercial assets. Private equity firms, pension funds and real estate investment trusts (REITS) own close to 80% or more of the office space market in most mature markets around the world. With the possibility of Indian REITs taking off, and India’s core commercial assets yielding comparatively high rentals among emerging markets, it would seem that India is presently poised to make the best of the opportunity headed its way. On the supply side too, the commercial office segment of India’s top cities is expected to see fresh supply addition of more than 150 million sq. ft. by end-2017. Urea makers stare at delayed subsidies payments, gas re-pricing trouble, says CRISIL

ertiliser makers are looking at another year of delayed subsidy payments from the government, which will step up pressure on their credit profiles. While the introduction of nutrient-based subsidy in complex fertilisers and a decline in the import parity price (IPP) of urea have helped the government contain the overall subsidy bill, fiscal constraints have meant repeated underbudgeting of subsidy leading to delayed payments. This has particularly impacted urea manufacturers and compelled them to seek more working capital loans, which has increased their interest cost burden. Says Sudip Sural, Senior Director, CRISIL Ratings: “Even though payments by the government are a certainty and it supports manufacturers through special banking arrangements (SBA), where it bears most of the interest cost, the stress due to delay is expected to continue into the next fiscal.� Urea makers will continue to face

working capital pain in the next fiscal amid uncertainty over the next subsidy budget as a new government takes oath at the Centre following the general elections in May. This fiscal, the IPP of urea has declined as have prices of raw materials to make complex fertilisers. This could translate into a reduction in subsidy in the next fiscal. “However, what will complicate matters is the re-pricing of domestic gas to international benchmarks effective April 1, 2014. This will raise the subsidy burden from urea manufactured using domestic gas as feedstock,� Sural said. For every $1 per mmBtu (million metric British thermal unit) increase in the price of gas, the government’s additional subsidy outgo is estimated at Rs 30 billion. On the other hand, for urea manufactured using re-gasified liquefied natural gas (RLNG), the subsidy bill will remain vulnerable to high prices of the feedstock. The government had under-budgeted for fertiliser subsidy in the last

and current fiscals, which led to a piling up of subsidy receivables –— from an equivalent of 94 days as on March 31, 2012, to 115 days as on March 31, 2013, and about 206 days as on September 30, 2013, for CRISIL-rated urea manufacturers. In the first half of this fiscal, their working capital borrowings have increased more than 25 per cent. The trend has meant a decline in the interest coverage ratio of CRISIL-rated urea manufacturers over the last three years. The number is estimated to fall to 2.6 times this fiscal from 3.0 times in 2012-13 and 3.8 times in 2011-12. While the SBA does provide temporary respite to fertiliser manufacturers in the form of cash-flow relief and lower interest burden, CRISIL believes the problem of under-budgeting, especially when the urea subsidy bill is likely to bloat in the next fiscal, will need to be addressed. Under-budgeting and delayed payments could lead to rating pressure on CRISIL-rated fertiliser manufacturers.

ICAI Proposes Changes In Indian Accounting Standard Norms By A Business Reporter

o provide a clearer picture on companies’ financial position, the apex body of chartered accountants ICAI has suggested changes with respect to presentation of financial statements and comparative numbers. The Institute of Chartered Accountants of India (ICAI), which is in process of bringing Indian Accounting Standards (Ind AS) norms in line with Interna-

tional Financial Reporting Standards (IFRS), has highlighted the amendments in a exposure draft and sought public comments on the same by February 17. As per the proposed norms for financial statements, an entity has to provide a third balance sheet or opening balance sheet only when it changes its accounting policies, makes retrospective restatements or makes re-classifications as well in cases where the changes have had a material effect on the balance sheet.

Going by the suggestions, an entity should provide additional comparative information on the notes related to financial statements. “The additional comparative period does not need to contain a complete set of financial statements,� it added. A complete set of financial statements comprise a balance sheet as at the end of the period, a statement of profit and loss for the period, a statement of cash flows for the period, comparative information in respect of the preceding period, among others. In relation to presentation of financial instruments, ICAI has suggested that income tax related to distributions to equity holders are accounted for in accordance with Ind AS for Income Tax. Moreover, ICAI has suggested changes with respect to disclosure of total assets and liabilities for a particular reportable segment under the norms for interim financial reporting. Interim financial reports in addition to disclosures of significant events and transactions also comprise information on certain segments, among others. Further, ICAI has proposed that major spare parts and servicing equipment meet the definition of property, plant and equipment. They are not to be classified as inventory. “These amendments are basically of clarificatory in nature and do not introduce any new principles,� ICAI

EW DELHI: Batting for minority rights, Congress president Sonia Gandhi on Wednesday cautioned people against forces weakening the country's secular ethos and said communal harmony should not be disturbed over small, local incidents. In her address at the inauguration of National Waqf Development Corporation, Gandhi also sought to underline the secular credentials of the Congress party, reports PTI. She expressed the hope that the communal violence bill would soon be tabled in Parliament, saying it is aimed at protecting social amity and the nation's secular legacy. Gandhi said it is the government's responsibility to protect and encourage secular values and ensure that

minorities get equal opportunities. "It is necessary that minorities feel secure and have trust in law and order mechanism. We should be cautious of powers which weaken India's secularism," she said. In an apparent reference to Muzaffarnagar riots, Gandhi said, "It is necessary that small, local incidents should not be allowed to disturb our social harmony and law and order mechanism should deal with them sternly without any bias." Gandhi said the amount of money spent on schemes aimed at the welfare of minorities had risen ten-fold in the last 10 years under UPA. The corporation aims to develop waqf properties for the welfare of Muslims and it fulfils yet another

promise of the UPA, she said. Reiterating UPA government's 'unwavering' commitment to the welfare of minorities, Prime Minister Manmohan Singh said it had implemented most of the recommendations of the Sachar Committee. As soon as the prime minister concluded his speech, a member of the audience tried to disrupt the event protesting loudly against the poor implementation of the minority schemes. He was bundled out of the auditorium by the security after he refused to be silent. "I wrote 150 letters to the PM and did not receive even an acknowledgment," Faheem Baig told reporters. Minority Affairs Minister K Rahman Khan met him later and heard out his grievances.

UMBAI: It was another dent in the make-up of the Mumbai Magicians as they failed to live up to their name as the Uttar Pradesh Wizards skipper Raghunath Vokkaliga brought his team out from a 2-0 deficit to later take control of the encounter with the visitors hitting the high note in a 5-3 win at the Mahindra Mumbai Hockey Association Stadium on Wednesday. AMILTON: Revealing New Zealand’s strategy that has outwitted Indian bowlers in the ongoing ODI series, batsman Ross Taylor said the Kiwis have focussed on denying wickets to the visiting side’s spinners to wear out the rest of their attack. The Kiwis have taken an unassailable 3-0 lead in the five-match series after comfortably winning the fourth ODI here on Tuesday. The highlight of their effort in the series has been the way Taylor and Kane Williamson have combined to counter the Indian bowling in the middle

case of everything going wrong at the same time. “I was a little disappointed. Obviously, everyone gets disappointed when you play at such high level and suddenly you see yourself not doing so well. YDERABAD: A gutsy unbeaten 89 by middle-order batsman Ankit Bawne and a half century by opener Chirag Khurana helped Maharashtra reach a respectable 272 for five at stumps on the first day of their Ranji Trophy final against Karnataka here. Opting to bat, Maharashtra lost in-form opener Harshad Khadiwale (15) early but Khurana (64) played the role of sheet anchor to perfection for one and half sessions as they were able to conjure three 50 plus partnerships, which helped them put up a decent total on a slow Uppal track. UMBAI: Former world professional No. 7 Nalin Patel fired the second billiards century break in succession, in the second week of the Bombay Gymkhana Premier League billiards and snooker tournament. NEW DELHI: Discarded veterans Virender Sehwag and Yuvraj Singh have kept their base price in the highest bracket of Rs 2 crore for the upcoming auctions of the seventh edition of Indian Premier League. There are 46 capped Indian players in the list of 208 international players who have enrolled for the auction. The base price for capped players (in INR) are 50 lakh, 1 crore, 1.5 crore and 2 crore respectively. New Zealand's Corey Anderson has kept his base price at a moderate Rs 1 crore. It is widely expected that Anderson's price will hit the roof-top after his fastest century in ODIs and his stupendous all-round performance against India in the ongoing ODI series. While Australian captain Michael Clarke has pulled out from the auction, Ashes Hero Mitchell Johnson's base price is Rs 2 crore.

DUBAI: The ICC Board has approved the introduction of an International Women's Championship, wherein bi-lateral competition involving the top eight ranked teams will determine qualification for the next Women's World Cup. Competing countries will include Australia, West Indies, England, New Zealand, Sri Lanka, South Africa, India and Pakistan with promotion and relegation at the end of the first cycle. Each team will play the others in a series of matches between mid-2014 and the end of 2016, with the top teams qualifying automatically for the ICC Women's World Cup in 2017. ICC Chief Executive David Richardson said: "This is a very positive step for the profile and competitiveness of women's cricket.

Jayawardene’s double ton floors Bangladesh

DHAKA: Mahela Jayawardene became Test cricket's sixth-highest run-getter with a glorious unbeaten double-century as Sri Lanka compounded Bangladesh's misery in the first Test in Dhaka. West Indies Cricket Board expect a 100% rise in revenue

DUBAI: The West Indies Cricket Board (WICB) is expecting at least 100 per cent increase in its revenue over the next eight years if the proposed system of ICC revenue sharing is voted in. On the first day of its two-day meeting in Dubai, the ICC executive board had yesterday proposed some "key principles" regarding a change in its structure and governance, which were unanimously supported by the ICC members. The WICB felt many of the key principles could be beneficial to them and accordingly issued a release in support of the new draft principles. "After extensive discussions and careful consideration the West Indies Cricket Board joined with all other Full Members of the ICC in providing support for key principles relating to the future structure, governance and financial models of the ICC," the release said.
