ricketer Vinod Kambli had a very close shave early on Friday morning when he suffered a sudden heart attack near the Highway Apartments on the Eastern Express Highway, near Mulund. Kambli was coming from Chembur after attending a meeting and was headed towards his Bandra residence.

Lady traffic cop, Senior Police Inspector Sujata Patil, who was in limelight for writing a poem on the Azad Maidan riots in the Mumbai police in-house journal, Samvad, gets another new distinction, that of saving Kambli’s life.

When asked how she felt about the whole episode, “At that moment, I was just thinking that Kambli should be saved. I left the hospital at around 11 am after his wife thanked and assured me that she would handle the situation.”

ational Book Trust, India (NBT), an apex body established by the Government of India to develop a reading habit among the masses and for the creation of a book culture in the country, has organised ‘NBT Mumbai Book Fair’ at Bandra Kurla Complex from November 29 –December 3.

The book fair provides ample opportunities for both publishers and booksellers to display and sell their publications and reach out to students, communities and the public at large under one roof.

They are also attempting to invite various schools, colleges, universities, libraries and NGOs to visit the fair and purchase books in large quantities. “The participants shall allow a uniform discount of 10 per cent on the printed price to all customers on sale of books. It is mandatory for the participants to arrange their own insurance of the exhibits to cover loss by fire, flood, water, storms, strikes, riots, natural calamity, etc. No books or material forbidden by the law in India shall be exhibited or sold”, an official said at the Book Fair.

“Several criminals don’t get convicted for the lack of evidence. With the use of this application, the perpetrator can’t get away as there will be evidence good enough to get him convicted for his crime,” said Ashok Hingorani, CEO, Alchemy Solutions.

“We are thinking about all of these but this is not going to be an easy task. A meeting will have to be held and issues need to be discussed,” added D. Nagda.

And speaking about the student nurse’s condition Dr. Nagda said, “She is better now and will be discharged in a day or so. We want her to take good rest for a week and after that we will begin counselling sessions for her as she is disturbed.”

ricketer Vinod Kambli was rushed to Lilavati hospital in Bandra after he complained of chest pain on Friday (November 29) morning. Kambli who is in the Intensive Care Unit (ICU) of the hospital, is said to be stable now.

A statement issued by Kambli’s

wife Andrea stated, “He experienced chest pain in the morning after which he was taken to the hospital. He is stable and recovering well”.

Kambli’s case is being handled by cardiologist Dr. J.P. Jadhwani. He had undergone an angioplasty on two of his blocked arteries in July last year.

No record of ‘out of norms’ files in CM’s office

he office of the chief minister does not maintain record of files classified as ‘out of norms’ or ‘being of individual interest’. It maintains the record only of highly important decisions.

This was revealed in response to a query filed by RTI activist Anil Galgali. In response to his query filed on September 12, 2013, the Under Secretary Sanjay Bankar on October 5 replied that the files are sent back to the respective departments after decision is taken and the CMO does not maintain the record of CM’s notings on such files.

Bankar also furnished information stating that between the period November 20, 2010 and October 4, 2013, 28,395 files from 47 departments were received.

Of these 27,135 files were sent back to the respective department with remarks and 1,257 files are pending with the CM, As such, Galgali preferred an appeal against Bankar’s reply. In response to the appeal, Joint Secretary and first appellate authority of CMO Sunil Patil, in the hearing held on November 12, 2013

(2). Even the chief information commissioner has clarified this issue, he added.

Patil said that no classified information could be provided and only the information which is recorded and description could be given under RTI, Patil added. Right now the work of computerisation is going on and maybe in near future such information will be available at the click of a button, he added.

Galgali claimed that Chief Minister Prithviraj Chavan has said that he does not give priority to files which are ‘out of norms’ or of ‘individual interest’. BABA BLACK SHEEP Fake godman held for molesting minor girl in Nalasopara

leuths of the Nalasopara police have arrested a 40-year-old fake godman on charges of molesting an eight year old girl in the Ostwal Nagri area on Friday afternoon.

According to the police, the accused, who has been identified as Matavaran Pandey alias Vijay Baba (40), is a self-styled godman operating from Sai Darshan building on the 90 Feet Road area in Ostwal Nagri.

Pandey allegedly lured the 8year-old daughter of his neighbour to his house, but was caught redhanded while sexually molesting her. After a sound thrashing, the fake baba was handed over to the local police who arrested him and

‘Rash driving, harassment of passengers, etc. are the order of the day; police don’t give a damn’

S

hare autorickshaw drivers rule the roost at Govandi-Shivaji Nagar junction, Baiganwadi junction, Gautam Nagar junction, Govandi (west) railway station, Chembur (west) railway station and Mankhurd (east) railway station, often creating law and order problems.

Many of these drivers who ply share autos on these routes do not even licenses or badges and proper documents for the vehicles they drive. These share autos carry six passengers at breakneck speed and jump signals often causing accidents.

The share-an-auto menace exists in the jurisdictions of Deonar, Shivaji Nagar, Mankhurd, Trombay and Tilak Nagar police stations.

Few months ago, Deonar police arrested one person for allegedly plying four stolen autos between Govandi railway station and Bainganwadi. Several such stolen, old and scrapped autos continue to run unhindered at these spots, and are responsible for most of the accidents there.

It is actually a brisk business for share autos. They charge Rs.8 per seat from Govandi railway station to Bainganwadi or Shivaji Nagar junction and from Rs.10 from Bainganwadi to Cheeta Camp. To earn a fast buck by running many trips, these

auto drivers drive at breakneck speed. If a passenger does not sit in a particular auto, the drivers abuse him.

Policemen turn a deaf ear to passenger complaints.

Sources say that even traffic constables present at junctions allegedly turn a blind eye on these auto drivers ferrying six passengers at

a time. ‘Police constables at Deonar, Tilak Nagar, Trombay police stations take regular bribe money from these unscrupulous share auto drivers. Even if traffic police catch them they will find more than 50 per cent of autos with incomplete documents. Instead of briskly checking and harassing two-wheeler riders even if they are travelling with their family, traffic cops should concentrate on these rash share auto drivers,” said a source.

Dr. Sharmila Hande, Maharashtra women’s wing president of Bharatiya Shetkari Kamgar Paksha laments, “If traffic cops can book drunken drivers, then why not these rash and unscrupulous share auto drivers? Many of these guys are ‘tadipars’ who ply stolen autos. Only strict action and regular checks on these drivers can deter them from being so nasty.”

When ADC contacted Pratap Dighaokar, DCP (Traffic), he said, “I’m out of town on official assignment for few days. I will definitely look into the problem and instruct traffic cops to rein on unscrupulous auto drivers.”

he Central Railways of the Mumbai Suburban Railway Network has announced two extra ladies special trains from Chhatrapati Shivaji Terminus (CST) to Karjat, to be commence by March 8, 2014 - International Women’s Day. On Friday, the Maharashtra Navnirman Sena, in the presence of Vice President Shalini Thakare, held a meeting with the General Manager of Central Railways for putting forth the demand for ladies special trains.

At present, there is only one ladies special local train from Chhatrapati Shivaji Terminus (CST) to Kalyan at 6 pm.

Shalini Thakare said, “We have issued a memorandum for the existing ladies special train to be extended up to Karjat. Since most of the women commuters find it difficult to travel to places like Badlapur, Vithalwadi etc, they have to switch trains”.

“We have also demanded

two special ladies trains during peak hours, one in the morning and one in the evening up to Karjat since the footfall of women passengers on Central Railway is increasing”, Thakare said.

Western Railway (WR) yesterday said its passenger reservation system will not be available for eight hours from 7 p.m. on Sunday due to the maintenance work.

“The passenger reservation system will not be available between 7 p.m. on Sunday (December 1) and 3 a.m. of Monday (December 2) for maintenance work,” a Western Railway

statement said.

Consequently, IVRS (interactive voice recording system), current reservation and refund counters as well as coaching refund terminal will not function, it said.

Current booking and refund will be done manually, it said adding that internet booking will also not be available during this period.

n the murder case of a woman at the Sanjay Gandhi National Park, the Kasturba Marg police station has got CCTV footage of the camera at the main entrance of SGNP which showed the deceased woman entering the park as a pillion rider with a biker early morning on Thursday. Another bike followed them and the deceased was seen chatting with the person on the other bike.

The cops have formed several teams to crack the case.

According to sources form Kasturba Marg Police station, the deceased girl Sarla Ahire was seen clearly in the CCTV footage.

“We suspect that both the bikers are involved in killing the girl but haven’t ascertained their identity yet”, sources said.

The Brihanmumbai Municipal Corporation (BMC) has planned to establish a new medical college – the first in the Western Suburbs – within the existing building of Cooper Hospital in Juhu. Additional Municipal Commissioner Manisha Mhaiskar said, “We have started the application process and are waiting for a confirmation.”

She added, “The medical college will be in the existing building of Cooper Hospital. A new building has been constructed in the same premises to house the hospital.”

he Kalyan court on Friday convicted former MLA from Ulhasnagar, Pappu Kalani, and three of his associates in a 23-year-old murder case.

Two other associates were acquitted in the case. The court will declare the charges and punishment on Saturday.

On February 27, 1990, Kalani's associates, allegedly on his direction, shot dead a burner factory owner, Ghanshyam Bhatija, in his factory office right in front of his brother Inder Bhatija. As Inder was a witness in the case, he was provided police security. Later on April 28, 1990, two henchmen Baba Gabril and Bachchu Pandey shot dead Inder in front of Hotel Pinto Park in Ulhasnagar when he was accompanied by two policemen.

However, the SC had given a stay in the case of Ghanshyam Bhatija, and Kalani was out on bail. Deepak Mishra, Kalani’s advocate said, “We are waiting for the court’s decision on Saturday and after that we will take further action of moving to higher courts”. Kamal Bhatija, Inder Bhatija’s relative said, “Despite the delay, we are satisfied with the court. We will accept whatever the court declares on Saturday”.

Maharashtra gets its fifth tiger reserve

aharashtra will soon have its fifth tiger reserve in Nagzira following approval from the National Tiger Conservation Authority, a senior official said. The Nagzira tiger reserve -- between Bhandara and Gondia districts -- would be home to surplus tigers from Tadoba, Principal Secretary (Forests) Praveen Pardeshi told PTI. He said there are already four tiger reserves in Melghat, Tadoba, Pench and Sahyadri located in western Maharashtra.

"The tigers which wander

outside their territory from Tadoba would go in Nagzira-Navegaon tiger reserve," Pardeshi said.

Earlier, the area of Nagzira sanctuary was 150 sq kilometer while that of Navegaon national park was of 130 square kilometer. "We increased it to 700 sq kilometer to form a new tiger reserve," he added.

"In Nagzira alone there are around twenty tigers whereas in Tadoba there are more than 100 tigers," the official said.

The state government has already issued a notification on the new tiger reserve.

wabhimani Shetkari Sanghatna (SSS) leader and Lok Sabha MP Raju Shetti yesterday called off his 48-hour agitation seeking the first installment of Rs.3,000 of the minimum support price (MSP) for sugarcane. Calling off a rather violent agitation that had virtually paralysed the sugarcane growing belt of Western Maharashtra, Shetti announced that the Sanghatna had settled for a MSP of Rs.2,650. However, sources disclosed that there were some farmers’ unions and sugar mills that were in favour of a MSP of Rs.3,000 thus exposing a rift

in the agitation.

Sources added that majority of the sugar mills were willing to give Rs.500 more over and above the Rs.2,100 MSP fixed by the Centre for sugarcane this season. The Sanghatna wanted the government to allow export of sugar considering the fall in the commodity’s domestic price in the open market.

Sources disclosed that the truce was brokered by MP Sadashiv Mandlik and NCP state minister Hassan Mushrif. The announcement of SSS withdrawing its agitation was welcomed by Minister for Cooperation Harshavardhan Patil.

Prime Minister Dr. Manmohan Singh had set up a ministerial committee comprising union Finance minister P. Chidambaram, Sharad Pawar and union Civil Aviation minister Ajit Singh.

HAVE wondered often whether the great Nehru dynasty exists today. Mahatma Gandhi and Jawaharlal Nehru were popular leaders. For a rally, the party did not have to make any plan for attracting crowds. Give Bharat Ratna due respect IT is reported that an IPS officer and a social activist have filed a PIL in the Allahabad High Court challenging the grant of the Bharat Ratna award to cricketer Sachin Tendulkar. A decision on this petition has been reserved. The plea is said to have urged utmost scrutiny for the award, as it is the highest civilian honour and emphasized that cricket is a mere tamasha taking the nation backwards. It also adds that the award to Sachin Tendulkar is bound to give a message of ‘inaction and laxity’.

The Bharat Ratna is, of late, being seen as just another award to be given to any person as fancied by the political party in power with a political motive when its scope in actuality should be severely restricted and made exclusive to the fields of Science, Humanity, Agriculture and Defence and awarded to a person for his/her contribution. The PIL should be thought about as it has gone to a person who was never a leader and was clueless when the country’s cricket was in the doldrums. It is high time Bharat Ratna is given due respect and confined to people that show proven leadership qualities and are free from political compulsions.

Inefficient CBI THE special CBI court’s judgement awarding a life sentence to dentist couple Rajesh and Nupur Talwar for killing their daughter Aarushi and domestic servant Hemraj, without any document proof or evidence is the mockery of the judicial system and the inefficient working of the CBI and its investigation for the last five years. I strongly feel that basing the case only on suspicion has lowered the credibility of the CBI, forcing the couple to appeal in the High Court for natural justice. This might be favoured due to the shabby working of the investigation agency and the case will be dismissed immediately exposing the investigation process and its working.

After the Bihar school food poisoning case, authorities should have taken proper steps. If these things happen abroad, the concern persons could have gone behind bars for life. We should also amend laws for these offences and add a severe punishment so that no one plays with innocent lives in the future.

CCTVs in WR locals IT is good news for commuters especially women who travel daily in local trains. The introduction of CCTVs in trains will record if a crime is taking place inside a train. It will also help the main culprits to be traced immediately.

It would be nicer, if Central, Harbour and Western Railways introduce such CCTV cameras in all compartments so that many thefts and incidents of teasing women can be checked.

The railways have done a good job by introducing these CCTV cameras in trains and should also think of installing good quality cameras at all the platforms of main junctions like Dadar, Kalyan, Thane, Andheri, Borivali and Vashi.

Fast track cases TO counter the growing threat of terrorism, the govt has put all related cases on the fast track route.

However, the following three cases appear to be an exception to the rule. They are: The Malegav bomb blasts, the Samjhauta Express attack, and the Ajmer explosion. All of them are hanging fire for nearly a decade now, with no sign of the final verdict in sight. When the secular UPA II govt, that showed extreme promptness in disposing the cases of Afzal Guru and Ajmal Kasab, going to show thesame alacrity in these cases of suspected extremism? The people of the country, may perhaps, will have to wait till the results of the Lok Sabha polls due in April/May 2014 are out.

Shoma Chaudhury has let down colleague AWARD winning journalist Shoma Chaudhury is trying to save her Tehelka boss Tarun Tejpal by giving a controversial and untrue account to both the cops and the media on the sexual assault of a fellow journalist colleague, only to cover the shameful acts of her master. Tarun Tejpal has admitted his guilt and the least he can do is surrender to the police and let the law take its own course.

We have the highest respect for Shoma Choudhury who fought for the rights of women and the unfortunate in the past and her double standards this time, are unlike her usual character. Perhaps she is being forced to do so by her bosses in office and others who are politically motivated and connected.

The matter should be investigated and it should be seen that the culprit is punished appropriately.

Instead of taking the matter seriously and reporting it to the police, she toed Tejpal's line that it was a momentary lapse of judgment and accepted his apology as atonement for the same. This was indeed a suppression of the whole thing.

Even while resigning, she had only stated that she was doing so for saving her integrity and the name of Tehelka and not a word about the young lady who had looked up to her for justice.

TANAGAR: On one of the rare Presidential visits to this part of the country, incumbent Pranab Mukherjee on Friday asserted that Arunachal Pradesh is an integral and important part of the Northeast region of India and a core stake holder in country’s ‘Look East’ foreign policy.

In comments that will be read with interest in Beijing, which lays claim over parts of the state, he said no longer should this region be considered remote, reports PTI. “The Centre and the state government should together rapidly build the infrastructure linkages and connectivity with the rest of India that is required and this legislature and the people of Arunachal should extend every assistance possible to this venture,” he said in his address to Arunachal Pradesh assembly.

China, which has raised disputes regarding India’s sovereignty over Arunachal Pradesh, has off late upped the ante by issuing stapled visas to residents of the state in a bid to buttress its claim.

President Pranab Mukherjee and the President now are seen as an attempt by India to send a clear message to China that India has an unassailable sovereignty over the state. “We believe that India’s future and our own best economic interests are served by closer integration with Asia...There is little time to be lost. Considering the huge pool of natural resources and the quality of its human resources, the North East of India has the potential of being an important investment destination and a centre for trade and business,” he said.

He said there was a need to harness opportunities that were emerging from the rise of Asia and India’s growing economic integration of India with the region.

Mukherjee said it was a challenge for the state and the central governments to complete and commission all the hydel projects in the state so that the economy gets a quantum jump to become one of the richest states of the country.

“Since Arunachal Pradesh has common borders with three countries, the development of border areas is also vital and must receive our utmost attention,” he said.

EW DELHI: Rejecting ‘insinuations’ that her complaint is part of a pre-election political conspiracy, the victim of Tehelka Editor Tarun Tejpal’s alleged sexual assault yesterday said what he did to her “falls within the legal definition of rape”.

In a statement ahead of Tejpal’s journey to Goa to face police questioning, she said she was heartened by the broad support she has received over the past fortnight.

“However, I am deeply concerned and very disturbed by insinuations that my complaint is part of a pre-election political conspiracy,” she said in a two-page statement.

Categorically refuting such insinuations, she put forward arguments to say what Tejpal did was rape.

While he was fighting to protect his wealth, influence and privilege, for her it was a fight to preserve nothing except “my integrity and my right to assert that my body is my own and not the plaything of my employer.”

“Perhaps the hardest part of this unrelentingly painful experience has been my struggle with taxonomy. I don’t know if I am ready to see myself as a ‘rape victim’, for my colleagues, friends, supporters and

He is employed with a Bollywood film distribution firm owned by Rajan Mehra. When Shikha decides to visit her family in Indore, he is relieved and decides to live it up.

Things look up for him when Rajan hires his gorgeous sister, Sanjana, to work with him. Both soon become close, and she accepts his proposal for marriage despite of being aware that he is in a relationship. Watch what impact this news has on Shikha.

t’s been a while since an animation film impressed this much— not in terms of technique, because most are beautifully rendered, but in the storytelling. Chris Buck- Jennifer Lee’s Frozen is a

fairytale in the best sense of the term. It tells a sweet and heartwarming story and is perfect for the Christmas season.

Frozen is inspired by the Hans Christian Andersen children’s classic, The Snow Queen, but suitably jazzed up with music to go with the romance and adventure. Instead of a boy and girl in the original, here the siblings are two girls— Anna (voiced by Kristen Bell) and her older sister Elsa (Idina Menzel) living in a mythical Nordic kingdom of Arendelle. Elsa (replacing the wicked queen in the old story) has the power to create ice and snow by just swiping her hand, and she cannot control it. To prevent her from hurting anyone, Elsa is kept in isolation, even as her sister pines for her playmate. The parents are killed in a shipwreck and on the day of her coronation, Elsa inadvertently lets her powers show. She is not evil and when she sets off a calamity in the kingdom she ends up running away.

Anna sets out to find her and bring her back.

On the way Anna meets (naturally!) a brave and handsome mountain man Kristoff (Jonathan Groff), with his reindeer buddy, and a cheerful, scene-stealing snowman Olaf (Josh Gad), who gets some nice lines and a lovely song—In Summer.

Prince Hans (Santino Fontana), who was wooing Anna turns out to be the sneaky one.

Even though a fairytale has many predictable elements, Frozen tries to tweak the formula to appeal to today’s kids—girls in particular, who would like to identify with the bright and brave Anna.

Frozen has eight lovely songs and spectacular visuals—it’s amazing how beautiful snow can be made to look with an artistic imagination— though this abandons them when they create the princesses in the typical wide-eyed, cutesy Disney mould. Still, this film is in the best tradition of Disney musicals and definitely worth a watch.

Gun To The Head

F

ull disclosure: This critic walked out of the film in the intermission. It was noisy, pointless and particularly annoying because one has some hopes from Tigmanshu Dhulia.

From the way it was going, there was very little likelihood of the film improving dramatically after the interval.

So, here’s the review of the first half of Bullett (sic) Raja for whatever it’s worth.

Like so many of Dhulia’s films, this one too is set in Uttar Pradesh, a state with crumbling feudalism, unfettered crime and a rotting system. It also means characters are louts who can’t pronounce ‘sh’ and ‘z’. Raja Miss-ra (Saif Ali Khan) enters running, gatecrashes a wedding and befriends Rudra (Jimmy Sheirgill). Then the inevitable item number, a hideous one with Mahie Gill and some white women writhing around.

By the time Raja has flirted with the dancer and told her she is number 155, there is a shootout, and he

HE Thomas Harris novel, Hannibal has been graciously adapted for the screen in Scott’s psychological suspense thriller, a sequel to the 1991 Academy Award winning film ‘The Silence of the Lambs’ that returns Anthony Hopkins in the lead with the iconic title role of serial killer Hannibal Lector.

Dr. Lector (Anthony Hopkins) is an escapee now settled in Florence, Italy, assuming the identity of Dr. Fell, a Dante scholar vying for a curator position at the local museum. After learning that his “beloved” FBI agent Clarice Starling (Julianne Moore) has been disgraced in a botched drug bust shootout, wherein she shot dead a female who had a baby clasped to her chest, Lector comes out of hiding and tries to draw her into his web once more. But Clarice is too smart to be cowed down by Lector’s advances. She is also wary of a cunning agent, Paul Krendler (Ray Liotta) who is out to humiliate her, and a mysterious billionaire, Mason Verger (Gary Oldman) who was Lector’s only living victim and today lives a life quite disfigured; is now out for revenge. Lector is also under the investigative eye of Italian

Detective Rinaldo Pazzi (Giancarlo Giannini) who has discovered his identity as well as the huge three million dollar reward. He decides to try his luck.

Krendler, Verger and Pazzi are all out to get. Lector. Messing around with him only earns the receiver scorn and death. Clarice must use her tact to get to the bottom of the investigation and be prudent enough to know that from the three, who is using her as bait to flush out Lector and who is not.

The story is a roller coaster ride of thrills and chills, with lot of suspense and a few nail biting scenes, all packed with a unforgettable ending scene.

Fans of this film will enjoy Italy at its finest, from its beautiful bylanes, to its famous historical landmarks… all very breathtaking.

is drawn into it because of the newfound friendship with Rudra. And after this, the bullets just don’t stop flying – the film is called Bullett Raja, after all, and needs ear plugs to endure. The goons who ordered the killing, ostensibly to grab Rudra’s uncle’s land to grow poppy, now attack Raja and Rudra. Be-

tween one thing and another, they end up as henchman of a crooked politician (Raj Babbar), who gives them carte blanche to go about killing whoever they please, as long as they do his bidding too.

There have been criminals as heroes in many films, but who could muster up interest in henchmen

types, who go about killing with glee, treating it all as a joke. They are not even outlaws trying to pay back a violent system in its own coin.

There isn’t any background to all this, and one is expected to know enough about UP caste politics to understand why Rudra, a man from an aristocratic family, would work as a courier, or why men like Raja are easily lured into crime after vehemently declaring “Gundagardi nahin karenge.” Dhulia doesn’t offer any clues—just sets up the many shootouts with song and dance in between, and random sequences like a trip to Mumbai, just to groove in a disco.

Raja’s love interest is the Bengali girl Mitali (Sonakshi Sinha), who wants to be an actress and lands up in the hotel room of a slimy businessman (Gulshan Grover), offering

him a chaste kiss on the cheek, but runs off with strangers Raja and Rudra without a thought. When in Mumbai her Bollywood ambitions never surface, and back in UP, she is content making Bengali food for the men. And Raja is told, with a wink, to “do it with eyes open.” All of this not in the least entertaining. The second half has Vidyut Jammwal, from all accounts the best thing about this dud. Saif Ali Khan looks like he Agent Vinod in disguise— what’s with the waxed chest and floppy hair? At least Jimmy Sheirgill – a Dhulia regular—knows how to channel his inner UPwala.

Worse films have done well, so that is hardly the point, but give Tigmanshu Dhulia a star and a budget, and is this is the best he can do? The man who made Paan Singh Tomar reduced to rowdy-ness?

A nominee cannot be said to have become the owner of a property instead of the other legal heirs just because he has been nominated.

by one witness, it cannot be treated as a ‘Will’ since it has not been executed with the intention of creating succession after death.

The person nominated can be a minor and does not have to be an heir or relative of such a member. As per model bye-law number 32, a member of a society may in writing fill the prescribed form to nominate a person to whom the whole or part of the shares and /or interest of the member in the capital/property of the society can be transferred on his death.

Recording a nomination for the first time does not attract a charge but revoking an earlier nomination for a new nomination attracts a charge for Rs 50 each time.

There are two types of nomination in housing societies. The first type of nomination involves a single nominee. In this case only one nominee is mentioned by the member. The single nominee form is given in appendix 14 (1) of the model bye-laws. The form can be typed on plain paper and given to the society.

The forms are also available at the Housing Federation Office and is known as form number 15-B. The second type of nomination includes more than one nominee. Here a member can nominate any number of nominees and specify the percentage of shares due to each nominee.

The form for more than one nominee is given in appendix 14 (2) of the model bye-laws and it can be typed on plain paper and given to the society. These forms are also available at the Federation office and are known as Form number 15-B. After the death of a member, the nominee or nominees should submit the application for membership within six months from the death of a member.

If there is more than one nominee, the nominees should make a joint application to the society and indicate the name of the nominee who should be enrolled as a member. The other nominees can be enrolled as Joint or Associate members.

How does one value the shares of a cooperative housing society? What is the procedure for valuing the shares of a member and what are the steps to be undertaken by a member to transfer shares and interest in capital?

There’re several occasions when a cooperative housing society (CHS) is called to value the shares of its member. For instance, after the death of a CHS member, his/her nominee, heir or legal representative may want the society to pay him/her the value of the shares instead of transferring the shares of the deceased person in his/her name. In that case, the society has to value the shares and acquire them.

In the same way, a member may resign from the CHS and call upon the society to pay the value of his/her shares in the capital of the society. Or then, after the expulsion of a member, the society may have to value the shares of the member and pay the money to the expelled member.

Once the CHS has decided to value the shares of a member, there’s a procedure to be followed. The society not only has to publish a notice in two newspapers inviting bidders, it also has to put up the said notice on the notice board of the society.

And, once the offers are received, the society accepts the highest bidder, if he’s qualified to become a member of that society under the Bye-Laws. The highest bidder is then called to pay the price offered by him, along with the entrance fee and an application for the society’s membership.

As per legal provisions, within a month, the society should arrange to pay the money to the claimant or the member who has resigned. If the value of the shares is to be given to a past member who is expelled, the value has to be given to him within three months from the date of handing over the possession of the flat to the society or his eviction from the flat.

That apart, if the claim is made by a nominee or a legal representative of the deceased member, the money has to be given to that person, if he’s the only claimant. In the case of more than one claimant, the money has to be disbursed in equal proportion or, in the case of nominees, in the proportion mentioned in the nomination form.

And then, before disbursing the money to such a claimant, the society must obtain an indemnity bond from the receiver of the money agreeing to indemnify the society against all adverse claims in the future.

Where transferring shares and interest in capital is concerned, here go the steps to be undertaken by a member. (a) A member, desiring to transfer his shares and interest in the capital / property of the society shall give 15 days’ notice of his intention to do so to the secretary of the society in the prescribed form, along with the consent of the proposed transferee in the prescribed form. (b) On receipt of such notice, the secretary of the society shall place the same

That apart, if the claim is made by a nominee or a legal representative of the deceased member, the money has to be given to that person, if he’s the only claimant. before the meeting of the committee, held next after the receipt of the notice pointing out whether the member is prima-facie eligible to transfer his shares and interest in the capital / property of the society in view of the provisions of section 29(2) (a) of the Act. (c) In the event of ineligibility (in view of the provisions of section 29(2) (a) and (b) of the Act) of the member to transfer his shares and interest in the capital / property of the society, the committee shall direct the secretary of the society to inform the member accordingly within eight days of the decision of the committee. (d) ‘No Objection Certificate’ of the society is not required to transfer the shares and interest of the transferor to transferee. However, in case such a certificate is required by the transferor or transferee, he shall apply to the society and the committee may consider such application on merit, within one month. (e) The transferor / transferee shall submit the following documents and make the compliance as under: (i) Application for transfer of his shares and interest in the capital / property of the society, in the prescribed form along with the share certificate; (ii) Application for membership of the proposed transferee in the prescribed form; (iii) Resignation in the prescribed form;

(iv) Stamp duty paid agreement; (v) Valid reasons for the proposed transfer; (vi) Undertaking to discharge all the liabilities to the society by transferor; (vii) Payment of the transfer fee Rs 500; (viii) Remittance of entrance fee of Rs 100 payable by the proposed transferee; (ix) Payment of amount of premium at the rate to be fixed by the general body meeting but within the limits as prescribed under the circular, issued by the Department of Cooperation / Government of Maharashtra from time to time. No additional amount towards donation or contribution to any other funds or under any other pretext shall be recovered from transferor or transferee. (x) Submission of ‘No objection certificate’, required under any law for the time being in force or order or sanction issued by the Government, any financing agency or any other authority. (xi) The undertaking / declaration in compliance with the provisions of any law for the time being in force, in such form as is prescribed under these byelaws.

Note: The condition at Serial number (ix) above shall not apply to transfer of shares and interest in the capital / property of the society to the member of his family or to his nominee or his heir / legal representative after his death and in case of mutual exchange of flats amongst the members.

IN BRIEF PCB optimistic about Pak players participation in 2014 IPL

KARACHI: The Cricket Board (PCB) is optimistic that Pakistani players might get a chance to play in the Indian Premier League next year or else they will be without any international commitments for a period of six months. A senior official of the PCB told PTI that the national team had no international commitments lined up after the T20 World Cup in Bangladesh in March up to October 2014. "We have no series scheduled right now for this period so we are hoping that the Indian Board (BCCI) will next year invite our players for the IPL in April and May," he said.He said the reason for the optimism stemmed from the decision to invite the Pakistani domestic T20 champions for the Champions League Twenty20 this year as well as last year. "Hopefully things will change for the better next year and our players will be invited for the IPL although so far we have had no discussions on this issue with the BCCI," he admitted.

India finish fifth in Asia U-16 basketball Championship

COLOMBO: The Indian under-16 basketball contingent finished fifth place in the third FIBA Asia Championship for Women by defeating Kazakhstan 84-71. Vimmy Varkey made all her four free throws count in the last 30 seconds of the game to keep it out of reach for Kazakhstan. After securing a victory over Malaysia earlier in the tournament, India had to win against Kazakhstan to retain level I position for the fourth FIBA Asia U16 Championship scheduled for 2015. India has finished fifth for the second time in the event.

After leading by six points in the first quarter, Kazakhstan put up a fight as they went to tie the score at half time at 36. The third quarter belonged to India as they scored 26 points to Kazakhstan's 15. Four Indian players scored double digits in today's game, with Riya Verma being the highest netting 24 points.

JAKARTA: They do not boast of having any major international exposure but Indian riders are determined to make their mark at the 10th Yamaha ASEAN Cup Race, starting with the qualifying round here today. Led by Shyam Shankar of Chennai, the five-member Indian team is hoping to pose a stiff challenge to seasoned campaigners from host Indonesia and Thailand besides Philippines and Malaysia. Except for Shankar, who has participated in international competitions, for the others Indians -- Vivek Pillai, Ananth Raj, Akash Dingare and Lal Rindika -- the region's premier one-make championship is their maiden international event. UMBAI: Wicket-keeper Aditya Tare slammed a blazing, unbeaten hundred to put champions Mumbai in total command against minnows Vidarbha in their Group ‘A’ Ranji Trophy encounter at the

Wankhede Stadium.

The hosts, after being restricted for a modest first innings total of 261, hit back strongly to bundle out their Maharashtra state rivals for a paltry 113 in just 41.3 overs and then rattled up 179 for one in

the second essay to hold a commanding lead of 327 overall with two days left in the game.

In the morning, Vidarbha wrapped up the Mumbai first innings quickly after the hosts resumed at overnight 254 for 8.

Jaffer was last out for 139, after adding six runs. Vidarbha replied in a sorry fashion and were tottering at 72 for 8 against the hosts' three-pronged pace attack of Zaheer Khan, Shardul Thakur and Akbar Khan, who shared seven wickets before recovering to get past the 100 mark.

Barring opener Faiz Fazal (22) and Rashmi Ranjan Parida (34 not out), the rest were packed off in a jiffy with Zaheer, included for the two-Test series in South Africa, bagging the wickets of Shalabh Srivastava and Hemang Badani in the same over to finish with two for 30. UMBAI: Recently-retired Indian batting legend Sachin Tendulkar today said he was not too comfortable with the idea of having a computer in the dressing room but came to accept the device after realising how important an aid it was to plan and strategise better.

"I had already played for India for 12-13 years. This was in 200203, when computer was brought to our dressing room. We were told that computer is going to store all the data and you will have access to whatever you want to see. I asked what is the computer doing in the dressing room?" he recollected at the Aviva Life Insurance's 'what's your big plan' event.

3-tier national league is Balbir Sr’s roadmap for success N

EW DELHI: Pained by the steady decline of Indian hockey over the years, the legendary Balbir Singh Sr has drawn up a roadmap, which includes an innovative three-tier league, to help the country regain lost glory.

The iconic centre forward, who won gold medals at the 1948 (London), 1952 (Helsinki) and 1956 (Melbourne) Olympics, said it was imperative for India to quickly put a revival plan in place to raise the standard of hockey which is "very bad and

disappointing" at the moment.

Balbir reckons that factional tension, lack of trained coaches at the grassroot level and absence of systematic national league were three primary concerns for Indian hockey at the moment. "I have prepared a scheme of a national hockey league. We should hold it once a year and finish it within a month," Balbir Sr said during an interaction with PTI journalists today.

Elaborating on his well-structured plan, he said it was a three-

tier league like most of the top soccer leagues across various countries. "Instead of conducting national championship, we can have a national league with atleast 30 teams dividing them into three divisions as per their merit. It will be like rankings 110 in the top division followed by 11-20 and then 21-30. There should be promotion and relegation. It's not like Punjab playing Mizoram but well-matched teams pitted against each other."

Balbir Sr also recommended that good cash incentive should

be given according to the performance of the teams.

"Cash awards should be there at every stage because players want money and their parents also need financial assistance.

UMBAI: The top seeds set the trend for the day with tough victories in the category en route to the semi –finals.

India’s number three Ravi Dixit exhibited extraordinary skills to beat tireless fifth seed, Madhav Dhingra in the 3rd Edition of NSCI Open Squash Championship held here on Friday.

Despite his defeat Dhingra elated over his steady rise at the NSCI Open Squash Championship, promising squash player Madhav has set his sights by giving strong performances and enthralled local squash enthusiasts by his repertoire of shots. However, Dixit (3-11, 11-3, 11-6, 19-17), remained unperturbed by the brilliant skills - and kept his basic game tight, choosing his shots aptly to win the fourth game of the match.

UMBAI: Delhi’s Rashid Khan returned a fourunder-66 to move into a three-stroke lead in round three of the CG Open 2013 being played at the Bombay Presidency Golf Club in Mumbai. Rashid’s three-day total now reads 16-under-194.

Chikkarangappa S of Bangalore, who fired a two-under-68 on Friday, has the next best total score of 13under-197.

Rashid Khan (64-64-66), the overnight leader by one shot, maintained his lead through the day thanks to some good iron-play and putting. Khan made four birdies against two bogeys on the frontnine. He sank a 20-footer for birdie on the fifth and picked up strokes on the par-3s – sixth and eighth.

The 22-year-old Rashid struggled with his driving through the day but the birdies still kept coming for him.

He produced four more birdies on the back-nine against a doublebogey. He sank a 25-feet birdie putt on the 14th but was in trouble on the very next hole where a couple of poor shots led to a double-bogey. “I found only three fairways today with my driver. However, I recovered really well on most holes with

time before hitting my second shot from the rough on the 15th. I hurried it and that resulted in my second shot finding the trees once

Chikkarangappa S (64-65-68) continued to be in second position on day three after a sedate 68 that featured two birdies on the fifth and 12th. Chikka holed a 20-feet putt on the fifth and also saved par from a tough position on the 15th. The rookie hit a couple of ordinary shots on the 15th before landing his chip from 15 yards within inches of the hole.

Chikka said, “I have some good memories of this course as I won my first national tournament as a junior here. I also set the course record for a single round and four rounds at BPGC during my amateur days. I would therefore head into the final round with a lot of confidence.”

The Bangladeshi duo of Md Shakhawat Hossain Sohel and Md Zamal Hossain Mollah are in tied third place at nine-under-201.

UMBAI: A strong Indian Oil team with internationals players easily defeated Mumbai Customs 4-2 to sail through to the next round in the men’s category of the Willingdon Catholic Gymkhana – 34th Victor D’Mello Annual Floodlit Rink Hockey Tournament. At the half time itself, Indian Oil had taken a strong 3-1 lead and they maintained it throughout to win the clash. Yuvraj Walmiki, Roshan Minz, Deepak Thakur and Vikas Sharma scored a goal each for Indian Oil whereas Jayesh and Alden netted a goal each for Mumbai Customs.

IN BRIEF BFI-IMG Reliance School League from Nov 30

MUMBAI: Mumbai is among the eight cities in which the BFI, in collaboration with IMG Reliance and State Basketball Associations will be organizing the 2013-2014 BFI-IMG Reliance School League to help develop and promote an organized structure of basketball in schools. The school winners from each of the states will participate in the National Champions Cup to be held in April/May, 2014 in New Delhi. The Mumbai edition of the IMGReliance School league will begin on November 30th, 2013 and will be organized by Elevate India Sports in association with the Maharashtra State Basketball Association. The leagues will comprise of 20 of the top basketball playing schools per city (10 boys & 10 girls). Each team will play a total of 8 games over a period of 1 month and a total of 64 games will be played during the group stage, which will be followed with a knockout tournament to crown the Mumbai City Champion.

Anil Sahoo leaps to gold

MUMBAI: Anil Sahoo, won long jump gold as he leapt to 6.82 metres on the opening day of the Poisur Gymkhana Open Athletic championships, hosted by Poinsur Gymkhana at Kandivali. Hardik Shah, who too had done exceptionally well last year, was second and Nikhil Kadam from VPM Sports Club from Dahisar was third. Nikhil also silver in the triple jump, won by Jay Shah with a jump of 13.73 mts. However, junior boys and girls in the age groups of 16 and 12 from Children’s Academy, Malad, dominated the day.

HENNAI: Cricketer Dinesh Kathik has found his match in star squash player Dipika Pallikal as they got engaged in a private ceremony at a city hotel here.

The 28-year-old wicketkeeperbatsman found his lady love, Pallikal, 22, after both ended up training under the same fitness coach here. After a one-year courtship, both decided to get engaged at the ITC Chola last week.

Though Karthik could not find a berth for himself in the South Africa bound squad, yet, the Tamil Nadu batsman celebrated the occasion with a crafty 133 against Saurashtra in a Ranji Trophy match here. The couple also posted a photograph on Twitter soon after their engagement.

Karthik and Pallikal have decided to tie the nuptial knot sometime in 2015 as both want to concentrate on their respective careers at the moment. After his divorce from his first wife Nikita, whom he married in 2007, Karthik had decided to focus only on cricket. Both of them enjoyed each other's company in the course of their fitness sessions and somehow managed to succeed in keeping their affair away from the media glare.

Karthik featured in the ICC Champions Trophy as well as India's tour of Zimbabwe this year.

Pallikal is the first Indian squash woman to break into the top 10 in the world rankings and is one of the most beautiful sportspersons in the country.
