DISASTER PREPPING
BE PREPARED...BUT DON’T PANIC
Z
ombie apocalypse movies are perennially popular. Human beings love to imagine how we might survive after a global disaster. Recent flooding and the coronavirus have prompted an interest in ‘prepping’, as in ‘prepping for disaster’. Preppers have historically been cast alongside conspiracy theorists, and American survivalists, who build bunkers, live ‘off-grid’ and are scarier than any imaginary zombie. As flooding and extreme weather become ‘normal’ events in the UK, and every year seems to bring a new pandemic threat it’s easy to see why people feel helpless, and why ‘prepping’ becomes seductive. Should we prepare for imminent disaster? The answer isn’t a straightforward yes or no. In this country we are fortunate that food is plentiful. However, food is supplied on a ‘just-in-time’ basis, using predictions based on the public’s past shopping habits. If everyone shops normally, supply and demand remain balanced, but if large numbers of people suddenly panic-buy more than usual to stockpile food, shelves are stripped bare pretty quickly. It makes sense to be aware of this and to think about how we might manage if there was a temporary hiccup in our own food supply chain, perhaps because poor weather or flooding prevents us from accessing shops, or because we’re confined to our home through illness or quarantine. It does no harm to plan how we might be more self-reliant for a week or so, and to make sure that we have a basic emergency store cupboard. I would advise against specialist emergency food packs you see advertised. They are expensive, and freezedried food tastes like garden mulch. A few

extra tins in your weekly shop is easy for most people to achieve. Remember, in most instances you will already have food in, which can be used up first. Useful items for an emergency store cupboard: tinned meats, tinned vegetables, tinned beans, pulses and chickpeas, tinned soups and packet soups, tinned fruit, a large bag of rice, a large bag of porridge oats, cooking oil, salt, honey, long-life milk, longlife orange juice, packs of cereal, cereal and protein bars, dried fruit. If you live in an area where flooding and therefore water contamination is likely allow 2 litres of bottled water per person per day for drinking and cooking. A simple emergency store cupboard can be built up over a couple of months quite easily by adding a few extras into your weekly shop. A can opener is essential. Torches, batteries, and a camping stove insure against loss of electricity, and loo roll, bleach, hand sanitiser, paracetamol, ibuprofen, plasters and disinfectant are useful health and medical items. If you live in a flood zone, make sure your supplies are stored high up. Use a verminproof storage box in the coolest place possible, and every so often move items out into your regular cupboards, and replace them, to make sure that nothing goes beyond its sell-by date. One last thing. We all have important documents filed away such as birth certificates, passports, insurance documents and house deeds. Ideally these should be stored in a fire and waterproof deed box to protect them. A little thought and preparation goes a long way. No bunker required! PATIENCE IS A VIRTUE
N
ewRiver (NRR) is working closely with Mid Sussex District Council to regenerate The Martlets shopping centre to provide a modern and vibrant retail and leisure offer, as well as much-needed new homes. On page 9 you can read the update Burgess Hill Town Council has received from NewRiver regarding their plans for the town centre. The summary is that it will be approximately 6 months from a planning consent before any works could start on site. The important caveat is that the time scale assumes that everything goes according to plan, recognising that there are still a number of risk factors which need to be resolved. Meanwhile on page 12 there are details of the second phase of essential preparation
work that have started along the A2300 in Burgess Hill, clearing the way for a major highway improvement scheme. Now that further vegetation clearance and site enabling works has started in mid-February, it clears the way for commencement of the construction later this year. The works are expected to take approximately 18-21 months to complete. No doubt these two projects will cause a lot of frustration and inconvenience in the short term but the long term benefits of a good retail and transport infrastructure will create a much needed boost to Burgess Hill and hopefully the wait will be worth it. MARATHON PARTNERS WITH THE NSPCC
N
ow in its ninth year, The Mid Sussex Marathon Weekend is delighted to partner with the NSPCC for this years event. Taking place 23rd-25th May 2020 Mid Sussex Marathon Weekend will see participants tackle a marathon distance over three days. The event will begin in East Grinstead on the 23rd of May with a 10 mile run, Haywards Heath on the 24th with another 10 mile run and finish in Burgess Hill on the 25th with a 10k. Alternatively participants can take part in any one of these as a stand-alone event. Additionally, this year’s participants can also complete a Half Marathon over the weekend by running two 5 milers and a 5k in the same locations, or again take part in any of the three individual events. There is also a ‘fun run’ and a ‘mile’ event at each location for families and juniors.

The NSPCC are encouraging participants to run in aid of the children’s charity to help raise money to go towards the vital services it provides to children. Kate Hershkowitz, NSPCC Community Fundraising Manager for Sussex, said: “We are so happy to be the chosen charity for the Mid Sussex Marathon Weekend in 2020. We would love those taking part to raise funds to support the NSPCC’s work, including our Speak out Stay safe programme which visits primary schools across Sussex, helping children aged 5-11 to recognise abuse, understand it’s never their fault, and know how to speak out if they need help. It costs just £3 to speak to one child, so any funds runners are able to raise by taking part in this unique event really will make a difference.” Race Director, Simon Adby said: “We are delighted to have NSPCC as the first official charity partner of the Mid Sussex Marathon Weekend. We hope that any participants not already affiliated to a charity will consider raising some money for NSPCC, an organisation who carry out outstanding work to protect children and prevent their abuse. Both NSPCC and Mid Sussex Marathon Weekend rely heavily on volunteers so we are hoping that our partnership will highlight just how grateful both organisations are for the support we receive and the opportunities there are for new individuals to get involved.” To be involved in the Mid Sussex Marathon Weekend 2020 as either a participant, volunteer or sponsor partner should refer to the event website: www.midsussexmarathonweekend.co.uk.

TOWN CENTRE DEVELOPMENT LATEST
Proposed Cineworld cinema.
Proposed Travelodge and retail development.
ewRiver (NRR), a real estate developer, is working closely with Mid Sussex District Council to regenerate The Martlets shopping centre to provide a modern and vibrant retail and leisure offer, as well as much-needed new homes. The 465,000 sq ft scheme will have a reduced retail footprint compared to the current site, 142 residential units, a 63-bed Travelodge hotel, a 10screen Cineworld cinema and bowling alley, as well as a new purpose-built public library in the heart of the scheme. The latest update from NewRiver on their plans for the town centre is as follows: • If planning consent is granted NRR will go through an evaluation process to check all the cost and value assumptions – Timescale 1 month. • After that, and if this exercise shows that the evaluation is satisfactory, NRR will prepare three tender packages for the enabling works (demolitions and diversions), the shopping centre, and the residential building. – Timescale up to 3 months. • Once the tender packages are completed they will be sent to contractors for pricing – Timescale 2 months • The appointed contractor then needs to mobilise and take possession of the site. Therefore, it is approximately 6 months from a planning consent before any works could start on site (if all goes according to plan, recognising that there are still a number of risk factors which need
to be resolved). As regards the residential development of the site. A deal was struck in 2016 by Delph Property Group Limited for the delivery of the apartments and the intention is that this will now be fulfilled by another company connected to that former business. A new centre manager has just been appointed and will take up post shortly.

GUIDED BY NATURE
E
stablished in 1972, by Janet and Rodney Pratt, Bolney Wine Estate in West Sussex was one of the first, and remains one of the most beautiful, English wine estates. Janet and Rodney were pioneers. Guided by nature – the mild climate and the sandstone soil – they discovered the best varieties of grapes to grow in their eco-system. Today, their daughter, Sam Linter, heads up the family business having inherited her parents’ love and passion for making wine. Sam, along with her expert team, produces award-winning still and sparkling wines from our famous Pinot Noir and Estate Bacchus to our classic sparkling Bolney Bubbly and Blanc de Blancs. Bolney has become synonymous with quality wine in a contemporary style. At Bolney, they are more than just a vineyard and provide a great day out for all the family too. They offer a range of tours which include the Taster Tour, the Grand Gourmet Tour, and their brand new Dinner at Dusk Tour (which includes a 5 course tasting menu paired with wines). Whichever tour
you choose you will get to sample their awardwinning wines. And don’t forget their Vineyard Trail, which is designed for all the family to enjoy. After your tour, you can enjoy a wide range of seasonal dishes made using locally sourced produce and relax as you sip on a glass of your favourite wine on their stunning viewing balcony overlooking the ripening vines. Finish with a visit to their shop where you can take away a bottle or two to continue the experience at home. 2020 is a very exciting time for Bolney Wine Estate with lots of new developments underway. Launching this summer, Bolney are set to create a truly unique vineyard experience. Bolney Wine Estate are passionate about what they do; both at their vineyard and in the community, making award winning wines, and creating a haven of peace and tranquillity in the Sussex countryside where visitors can learn about the wine industry and enjoy some time away from their busy daily lives. A2300 PREPARATION WORK COMMENCES The second phase of essential preparation work starts soon along the A2300 in Burgess Hill, clearing the way for a major highway improvement scheme
T
he clearance of trees and vegetation, and site-enabling works, started on 10 February. None of the trees are subject to Tree Preservation Orders and an ecologist was at the site, which is between the A23 at Hickstead and the proposed Northern Arc site access roundabout (west of the junction with the A273 Jane Murray Way). There should be little impact on traffic. The construction phase of the A2300 improvements scheme is expected to start later this year and will widen around 2.5km of single-lane road to a dual carriageway. Pookbourne Lane/Stairbridge Lane junction will be amended to become a left-in/left-out only junction and Bishopstone Lane junction will turn into a left-out only junction. Minor alterations will also be made to the A23 roundabout at Hickstead and Cuckfield Road roundabout to accommodate the new dual carriageway. A new off-road shared footpath and cycle path will be provided to the north of the dual carriageway. The project is forecast to cost around £23

million with the majority of the funding provided by central government through the Coast to Capital Local Enterprise Partnership, with the rest coming from developer contributions (S106 money) and the county council. The first phase of preparation works was in September/October 2019. Background The A2300 links Burgess Hill to the A23/M23 strategic road corridor and is an important route for people commuting to and from Burgess Hill. In 2011, Mid Sussex District Council’s Transport Study identified that the A2300 would require improvements to increase its capacity to support the planned development in Burgess Hill. West Sussex County Council (WSCC) subsequently commissioned a feasibility study to explore possible improvement options. Coast to Capital Local Enterprise Partnership (C2C LEP) identified Burgess Hill as a priority in its 2014 Strategic Economic Plan with the objective of generating economic growth through housing and employment.

£17m was allocated by central government through the C2CLEP Local Growth Deal as a contribution to the A2300 corridor improvements scheme, conditional on delivering the business case and value for money. WSCC is the scheme promoter and responsible for delivering the scheme. Proposed scheme The proposed scheme, based on the outcomes of the options assessment process, traffic forecasting and economic assessment, is the upgrade of the existing single carriageway to a dual carriageway between the A23 and the proposed Northern Arc roundabout. It will involve the construction of a two lane new carriageway immediately north of the existing road and: • to the existing carriageway to form the new westbound carriageway • modifications to the existing roundabouts with the A23 at Hickstead and Cuckfield Road to allow for the dualling • closure of the central reserve at the Pookbourne Lane/Stairbridge Lane junction and • conversion to a ‘left-in/left-out’ arrangement • left-out only arrangement at Bishopstone Lane junction • a 2.5m wide central reservation with vehicle restraint barrier • improvement to access arrangements on the south side of the A2300 • associated surface water drainage and planting measures. The proposed scheme also provides opportunities for more journeys to be made by cycling and walking through the provision of: Please mention BURGESS HILL Pages when responding to adverts
• a 3m wide shared use footpath and cycle path on the north-side between the A23 and the proposed Northern Arc site access roundabout • a 2.5m wide shared use footpath and cycle path on the south-side of the A2300 between the A23 and Pookbourne Lane/Stairbridge Lane junction and also between Bishopstone Lane and Cuckfield Road roundabout. Scheme aim The primary aim of the proposed scheme is to support delivery of the C2C’s Strategic Economic Plan and the Mid Sussex District Plan by enabling the delivery of new homes and jobs in Burgess Hill. Scheme cost The estimated cost for the proposed scheme is £23m and it is jointly funded by the Department for Transport, WSCC and developer’s contributions. Public engagement A public engagement was completed in autumn 2018. Programme update West Sussex County Council are currently waiting for the Department for Transport to approve the full business case for the scheme. Now that further vegetation clearance and site enabling works has started mid-February 2020, it clears the way for commencement of the construction later this year. The works are expected to take approximately 18-21 months to complete. APRIL/MAY 2020

TAX TO PAY ON PENSION SCHEME nrbpqflkW=
I
am concerned that I might have tax to pay because I have contributed too much into my pension scheme. I have not received any details from my pension provider. What should I do? ^kptboW
I
f you have contributed more than a particular threshold you would be subject to an annual allowance tax charge.
• Your contributions means both your input, your employers and any final salary (defined benefit) top up. • The relevant threshold varies from person to person between £4,000 and £40,000 depending on your specific details • If the annual allowance charge applies this would trigger additional tax which can either be paid directly to HMRC or in some cases via a “scheme pay election” in which the tax is taken directly from your pension scheme. In order to assess and calculate whether you have exceeded the threshold, full details of your contributions would be required. A pension statement is a summary of such details.
annual allowance is tapered down to £10,000 if your income is sufficiently high. In some cases the Money Purchase Annual Allowance of £4,000 applies, which typically happens when you’ve flexibly accessed your pension. The pension scheme provider may not be fully aware of all of your income streams so it would not be possible for them to know whether the tapered allowance applies to you or not. For any of these reasons, it is perfectly possible that your total pension contributions have exceeded the available annual allowance without triggering an automatic issue of a pension input statement from any of the schemes that you are a member of. Despite no pension statement being provided to you automatically, it is entirely reasonable for you to request one from each of your pension scheme administrators. When making your request, you may wish to cite Regulation 14B SI 2006/567 and or the Revenue manual PTM167300. Annual allowance and tapering computations can be complicated, if you’d like help in assessing and declaring the tax charge once you gathered the pension statements, please contact us for a quote. The circumstances under which a pension scheme administrator must issue a statement to a scheme member are quite limited: broadly, where the member’s pension input amount for the tax year exceeds the annual allowance. However, each scheme administrator will only be looking at one particular pension arrangement in isolation. This could be problematic if you contribute to multiple pension schemes. HEALTH & WELLBEING
CONSTANTLY TIRED?
T
iredness and fatigue are fairly common nowadays. As we adopt a faster pace of life, we forget, or simply have no time to pause, rest and reflect. Constantly stretching ourselves to the limits can leave us fatigued, both mentally and physically. Here are some of the factors that can cause fatigue. Medical causes There is a vast number of medical conditions that can deplete energy, including anaemia, chronic fatigue syndrome/ME, diabetes, underactive thyroid (hypothyroidism) and coeliac disease. Fatigue can also be present when you experience extreme thirst, a change in bowel habits or weight-loss. Lifestyle causes The way we live our lives is constantly changing as we adapt to the demands of the contemporary world. As a result, we can exacerbate or contribute to fatigue by: • Drinking too much caffeine (coffee, energy drinks etc) and alcohol • Working long hours/night shifts, or long commutes • Not exercising enough • Not sleeping well or long enough • Eating an unhealthy diet which can lead to nutritional deficiencies • Having little time to relax and recover • Experiencing chronic stress Psychological causes Depression and anxiety are often linked to tiredness. People who suffer with mental health problems may have trouble falling asleep and sleeping through the night, which may lead to exhaustion. Not eating enough can also add to the problem as can doing no physical activity.

Nutrition and tiredness Not eating the right type of food or getting the right nutrients can also cause you to feel tired. A nutritious diet can address underlying nutrient deficiencies and allow the body to restore health, but it’s important to remember that there isn’t a magic bullet nor one nutrient that will make us healthy. It’s all about balancing your meals so that you’re providing your body with everything it needs to function at its best. A nutritionist can provide expert advice and support to help you make safe and effective changes to your diet and lifestyle in order to combat tiredness. But here are a few things you can start applying today: • Avoid refined carbohydrates such as sweets, cakes, chocolates, sodas. Apart from calories, they provide you with little or no nutritional value. Refined carbohydrates disrupt your blood glucose levels, leaving you hungry, tired and irritable. Instead, opt for complex carbohydrates with high fibre content such as beans, lentils, whole grains, vegetables and fruit. • Caffeine is a stimulant so it can “give” you energy, but too much caffeine, especially on an empty stomach, can leave you tired, and it can also affect your sleep. • Dehydration is one of the main causes of tiredness, so have at least 6-8 glasses of water a day. Any medical conditions should be managed by your doctor, but it’s important to look at fatigue from a holistic perspective and address anything that can be lacking in terms of movement, sleep, relaxation, and of course, food. www.annapinnock.co.uk

A
popular Hassocks food destination has a new 'dream team' in its award-winning kitchen with the appointment of head chef Jon O’Dowd and recently-promoted sous chef Lee Copleston. The pair will be responsible for thousands of meals and snacks a week at family-run South Downs Nurseries' catering outlets. Jon, aged, 44, lives in Albourne and is a chef with over 20 years’ experience in hospitality. He trained at The Apprentice, Tower Bridge when it was a Terence Conran-run initiative. Jon then continued his training under Annie O’Carroll at Luca in Surbiton (she trained under Peter Gordon, proprietor of the Sugar Club, London) when the venue gained a prestigious Red Star in Time Out magazine for best local restaurant. After working at The Marlborough Tavern Gastropub in Bath, Jon mentored students at LVS special needs school in Sayers Common where his pioneering work featured in the Mail on Sunday. Now in his new position as Head Chef at South Downs Nurseries he relishes his new role, getting to know and mentoring his new team. "I am very excited about extending the restaurant menu at South Downs Nurseries and creating more specials." four years and has recently gained promotion. "This is a very exciting time for our restaurant", says Rebecca Houghton-Knapp from the Brighton Road business. "Our customers are also thrilled by what Jon will be able to do in extending the menu and creating fantastic special dishes making the most of locally-sourced ingredients." Throughout his career, Jon has acquired a vast and impressive portfolio covering everything from kitchen set-up to health and safety, staff training and menu creation. Even now, he recalls his first ‘big job’ setting up a commercial kitchen at the Finborough Arms in Kensington. This well-known Victorian pub boasts the renowned Finborough Theatre above it, with boards well-trodden by countless famous actors over the years, many frequenting the pub below.

BEEF RENDANG Preparation time: 40 mins Cooking time: 2 and a half hours. Serves: 6+ fkdobafbkqp=
3 tbsp vegetable oil 2kg beef shin or skirt, cut into bite-sized chunks 2 lemongrass stalks, bruised 2 x 400ml cans coconut milk 4 tbsp unsweetened desiccated coconut 2 kaffir lime leaves, torn 1 Beef stock cube 2 tbsp tamarind paste 1 tsp sugar Âź tsp salt For the paste 1/2 - 3 chillies chopped (depending on taste)
6-8 baby shallots 2 inch / 5cm piece ginger, chopped three cloves garlic jbqela For the paste, place all paste ingredients into a small food processor and blitz until smooth. Heat the oil in a heavy-based flameproof casserole dish or large saucepan. Fry the paste for 5-10 minutes until golden. Add the beef chunks and the lemongrass and mix well. Once the beef has coloured, add the coconut milk plus 250ml water. Bring to the boil, then lower to a very low simmer, uncovered for 2 hours. Stir occasionally to prevent the rendang sticking, and more often towards the end. Towards the end of the cooking time toast the coconut in a frying pan on a low heat for 5-7 mins until golden brown. Set aside to cool. Using a blender, coarsely blend it to finer pieces – but not too fine. Put to one side. After 2 hrs, add the coconut, kaffir lime leaves, stock cube, tamarind paste, sugar and salt to the pan. Stir well and simmer for 30 minutes. The meat should be tender and falling apart when touched. Serve with rice and green salad.

GARDEN VIEW
CONTAINER-GROWN FRUIT
A
pril is the perfect month for planting container-grown fruit trees and bushes. Even if your garden space is limited you can still grow fruit trees and bushes. You can even grow them in containers on a balcony. The trick is to read the label. Look for dwarf varieties that won’t grow too large for your pot or garden. It’s a good idea to buy self-fertile plants too, especially if you don’t live in an area where lots of people grow their own fruit. Even on a small plot buy the biggest pot you can fit into the available space. Bigger pots hold more compost, so they contain more food, more water and more space for strong root growth. Make sure the pot has drainage holes and cover the base with drainage material. Handy hint – if wind is a problem on your site use heavy material like broken crockery or stones to add weight, whereas if you will need to be able to move the pot easily use polystyrene chunks, which are very lightweight. Fill the container with a loam-based potting compost. Remove the tree or shrub from its original pot, spread the roots a little and plant it in the new container to the same depth. Water the compost well initially and then whenever the surface is dry. If you want to plant your fruit tree in the garden dig a hole as deep as the root system, and about three times the width. Place the plant into the hole and refill it. Then firming the soil with your foot. If the tree is in an exposed area you might need to stake it. Fruit is very easy to grow, and there are a huge variety of fruit trees or bushes to suit every garden size and aspect, so you’re bound to find the perfect plant for your space. Try:

Dwarf apple trees, which provide interest all year round as well as fruit in the autumn. Any of the currants. Blackcurrants are particularly nice. They are low maintenance and great in jams and pies. They like a sunny spot and plenty of water Raspberries are lovely. They fruit in summer and like a sheltered sunny spot. You buy raspberry canes rather than bushes. Look for a thorn-free variety. Blueberries grow really well and are great for growing in a container because they like acid soil and in a container, this is easy to provide. Look for ericaceous compost which you should keep moist because like most soft fruits they are quite thirsty plants. Collect rainwater for the purpose as blueberries are not keen on tap water. I like to grow strawberries in large hanging baskets to make the most of the space. They are easy to grow this way but make sure you keep them well fed with a high potash fertiliser as nutrients leach away from hanging baskets very easily. I protect all my container-grown soft fruit with netting my garden birds tend to view my patio display as a rolling all-season buffet laid on especially for their benefit. Happy gardening. loaters Swimming Schools celebrates 28 years of top quality swimming teaching and stays ‘lengths ahead.’ Our excellent team of teachers are trained to a far higher level than any others and are still led by Floaters founder Charlotte Loxton, who remains at the top of her game. Floaters is the original swimming school in the area, having taught over 9000 pupils to swim, many of whom have gone onto top level swimming clubs with county, regional and national success. The school is now teaching the children of former pupils making Floaters the only swim school locally teaching second generation pupils. This speaks volumes for the quality of its lessons. Its pupils’ success lies in getting the foundations right and this is where Floaters teaching programme
stands alone and leads the way. How and what children are taught in the early, pre-school years is critical. The group, which is for any retired person not just Civil Servants, has activities organised up to and including May next year. Among these are talks on “Scams” which affect too many retirees: a concert by the Sheddingdean Strummers: and hopefully a talk by the ex-West Ham footballer Steve Gill. There are also a couple of musical meetings and Scrabble for all. As the group’s chairman, Keith Sullens explained, “Originally we only had ex Civil servants as members but we found that too restrictive, which is why we have widened the membership to include all retirees. We aim to have an interesting and varied group of speakers which over the course of a year will have something for everyone”.
