MAKING OUR COMMUNITIES SAFER

F

eeling safe in our homes and communities without fear of crime is important. However, in this day and age, the reality is that many of us may feel isolated or vulnerable in our day-to-day lives; Neighbourhood Watch (NHW) can help alleviate such isolation and vulnerability. With the ever increasing strain on the resources and priorities placed on Police Forces across the country, the National Neighbourhood Watch Network (NWN) now plays a vital partnership role with Sussex Police, and other Agencies, to ensure the ongoing safety and well-being of our communities and residents. On pages 50 and 51 you can find out about two Neighbourhood Watch schemes -

Neighbourhood Watch (NHW) can help alleviate such isolation and vulnerability and Junior Neighbourhood Watch (JNHW) is a very successful and popular project package designed for 10-11-year-old children to gain an understanding and practical skills to deal with current neighbourhood issues. Volunteers are now being sought for JNHW and you can find out more about joining existing NHW schemes or creating a new scheme by getting in touch at horshamnhw@gmail.com or visit horshamnhw.btck.co.uk and help make our communities safer. normally sleepy Sunday on the 19th May in Carfax, Horsham was up and ‘Cool Runnin’ right from the off, as hundreds of people took in the chilled vibes of the town’s first Caribbean festival and holiday show organised by Horsham District Council in partnership with The Sussex Travel Company of Queen Street, Horsham. A ‘Holiday Pavilion’ featuring representatives from many Caribbean islands, leading hotels, tour operators and Virgin Atlantic airlines were kept busy, as visitors found out more about exciting island holiday options, answering questions for the event’s big holiday competition as they went. There were also plenty of Caribbean themed samples to enjoy along the

way, including rum and chocolate from Grenada. An interactive programme of performers and attractions built steadily towards a highly anticipated finale featuring top tribute band The Marley Experience who delivered an hour long set packed full of crowd pleasers including: Stir It Up, Could You Be Loved and Exodus. It was great to see so such a great mix of people dancing and enjoying the rhythms and beats of the Caribbean. There were gentle Steel Pan calypsos from Rachel Hayward, local Latin dance maestro’s, Dance Cubano who soon had people salsa-ing and Triniboi Joocie and his Carnival dancers played two brilliant sets that ended in an ‘all join in’ Soca conga that filled the area in front of the bandstand. CARRIBEAN FESTIVAL ‘STIRS IT UP’ IN CARFAX

group Rhythm and Sole presented a dynamic set of performances from across their age ranges and lots of youngsters got the chance to sample some pro-limbo fun from Itara. As visitors followed the blue sprayed footprints from Swan Walk they encountered a whole vista of Caribbean theming. A lovely chalk pavement drawing of a pool of tropical fish created by the talented Annalees Lim (who had also designed the colourful programme treasure map) fronted a forward performance area featuring potted palms from The Big Plant Nursery of Ashington. Next to this, Zac from Horsham General Market presented a fascinating array of Caribbean fruit and veg. The Giant Deckchair attracted plenty of selfies, placed in front of the wonderfully exotic ‘Tobago bus’, and Southwater Water Sports were kept busy through the day as people asked about getting in some surfing practice locally, (before that Caribbean holiday?). Youngsters really enjoyed the Pirate Ship that roamed the Carfax, Pirate Pete dispensing balloon cutlasses and very old pirate jokes amongst the Carfax trees that had, somehow, become filled with (inflatable) parrots. Billy the Pineapple and Nicola the Parrot brought many a smile and posed for pictures. school catering for pupils with severe learning difficulties is developing agarden area for students, thanks to the support of a local business. Old Barn Nurseries, at Dial Post, has supplied plants to the Queen Elizabeth II Jubilee School in Horsham. The project has been funded by The Budding Foundation, a local charity supporting young people in need. The charity has employed Eiluned Jones from Thousand Leaf Garden Design to design a sensory garden for the one hundred-plus students to enjoy.

CAPTURED BY LIGHT A unique event is taking place at Horsham Museum with photographers from both ends of Horsham District working together to create a gallery of over 80 photographs celebrating the culture of the District.

nspired by the Horsham Districts Year of Culture members of the Horsham Photographic Society and Steyning Camera Club have spent over 365 days in all weathers, capturing by light, remarkable images that portray the districts amazing cultural life. Horsham Museum and Art Gallery are delighted to be able to showcase their work. Captured by Light opened in April and runs through until July. Photography came to Horsham District around 1855 and ever since then it has been part of the district’s cultural life, as it has both recorded culture and been part of it. As part of the new temporary exhibition at Horsham District Council’s Horsham Museum and Art Gallery shows photography in the district has been led by amateurs, with the professional photographer on their heels. On display will be some early examples of their work, including that of a Horsham photographic inventor. However, the focus of the exhibition are the non-professional photographers, the Club/Society members whose love of the

medium shines out in the stunning prints of the district. It would be invidious to select some highlights, as every image on display deserves to be there, either through technical merit or through capturing that special image; be it reflection from a dashboard; to shop windows; to sportsmen, musicians, dancers, artists, natural world-decaying and restoring, to nature controlled to dressing for the occasion, through to images of reportage even images of loss and of sheer determination and applause. The exhibition is an amazing celebration that deserved to have a permanent record of the unique occasion. As part of the Year of Culture Horsham Museum have published a fully illustrated book that not only includes every photograph displayed in the exhibition but also gives a background to the history of the culture of photography in the District focusing on its early days. orsham’s very own Poets’ Corner was officially unveiled to the public at a special ceremony in Horsham Park and winners of a locals’ poetry competition announced. Grant funding from Horsham District Council’s Year of Culture team was awarded to local community group Friends of Horsham Park to create the Poets’ Corner area, just next to Park House Garden in the park, in order to celebrate Horsham District’s poetry heritage and culture. Friends of Horsham Park organised a poetry competition inviting locals to get involved by either nominating a poem or writing a poem to be displayed on 12 tree trunk seats arranged in a circle in the park. The group was inundated with over 100 entries and gathered with members of Horsham District Council and the Council’s Chairman Cllr Kate Rowbottom to announce the winners. Commenting on the event, Horsham District

SAHARA TREK CHALLENGE

hen St Catherine's Hospice launched their latest supporter challenge of a 50km trek in the Sahara, Jackie Reader was quick to sign up. Jackie and Beverley Russell, having met years before as sopranos in Cantatrice Voices, the Horsham ladies' choir, went along to the information evening and were hooked. The challenge will be tough, walking in heat and on unstable sand dunes. 'We'll be camping with the camels and their Berber leaders. But when I imagine the beauty of the clear night sky and the daytime dunes, I am so excited' says Beverley. Both women have strong reasons to make the trek while supporting St Catherine's. Jackie will be following in the footsteps of her grandparents and mother who themselves trekked from the UK across North Africa, eventually setting up home in Nairobi. Both

AUDITION FOR CAPITOL’S PANTOMIME

his year’s spectacular family pantomime Peter Pan starring Anthony Sahota opens in Horsham on Friday 13th December 2019 and runs until Sunday 5 January 2020 and the Production Team are looking for up to 28 young people (aged 8+) to join the Peter Pan Company and work alongside the professional cast and ensemble. As ever, they are looking for strong dancers, but particularly for this year, young people who can act and sing really well too to play Lost Boys (and Girls), Pirates, Mermaids and Indians. RESTORED LEONARDSLEE ON GARDENERS WORLD

L

eonardslee Lakes & Gardens near Horsham, Sussex, was featured on BBC TV Gardeners’ World on Friday May 31st, following the spring 2019 opening of the 240 acre estate - after one of the biggest garden restoration projects in the UK in nearly 30 years. Owner Penny Streeter OBE described on the programme how she first came upon the historic woodland gardens, which were closed to the public and neglected for 9 years, and then set about transforming Leonardslee back to its former glory in a 20-month project. Head gardener Ray Abraham gave Gardeners’ World presenter Joe Swift a tour of Leonardslee gardens and described the detailed restoration work. This included careful pruning and extensive clearance of neglected and overgrown areas and the rebuilding of nearly 10 miles of pathways through the woodlands.

The Grade I Listed gardens feature outstanding displays of rhododendrons, azaleas, camellias and magnolias. Plants were added to the collection from all over the world in the 1800s by the owners at the time, the Loder family, including several plants that are now threatened in their natural habitat. The estate is identifying them and sharing the seedbank with Kew Gardens, says Ray Abraham: There are some 450 species of rhododendron in the gardens, around half the number of those to be found anywhere in the world. Plants highlighted in the programme included Rhododendron ‘White Glory’ and the rare Rhododendron hodgsonii - the valleys where they grow in China are now dammed and flooded. The gardens are landscaped in a valley around a series of lakes that were dug out for iron ore to produce cannonballs for Oliver Cromwell’s army.

etired Gatwick Air Traffic Control Officer, Tom Singfield, has just published his fifth book about aviation. Previously he has written books on commercial airliners both current and classic and in 2014 he co-authored a major work on the history of aviation in Bermuda. “Classic Gatwick Propliners” is the result of over 30 years of research and collecting top quality colour images. The book is a celebration of all the wonderful propeller-driven airliner types, civil and military, that operated from Gatwick for the first 20 years after its re-opening as London’s second major airport in 1958. By the late 1970s, the majority of movements at Gatwick were flown by jetliners and the older propeller-powered types such as the Viking, Hermes, Ambassador, Argonaut, Britannia, Bristol 170, Heron, Dove, Commando, Constellation, Convairliner, Canadair CL-44, Stratocruiser, DC-3, DC-4, DC-6 and DC-7 were mostly just memories with only the occasional sighting of a rare survivor. All the above types are illustrated in a

The book has a foreword by Peter Villa, who was the Managing Director of Gatwick-based British Island Airways in the 1970s. “Classic Gatwick Propliners” will remind readers of days when air travel was very different to today’s airport sausage machine. Visitors to our local airport were actually welcomed and were able to watch the airport activities from spectator decks. s part of national Volunteers Week in early June, St Catherine’s Hospice celebrated the achievements of their incredible volunteers (award winners above). Each year, more than 1,000 local people volunteer with St Catherine’s. Without them, the local charity wouldn’t be able to provide their expert end of life care and support. Coming from across Sussex and Surrey, volunteers take on 49 varied roles from; gardeners and charity shop assistants, to complementary therapists, caterers, and even a caricature artist! Between them, they volunteer more than 50,000 hours a year. And in 2018-2019 alone they provided comfort and care by: • Driving 32,500 miles bringing patients to and from St Catherine's • Serving 22,812 hot and alcoholic drinks from the hospice drinks trolley • Providing 2,291 counselling, support and spiritual care sessions • Selling 378,869 individual items in the hospice's 16 charity shops. This helps raise vital funds so St Catherine's can be there for people when life comes full circle.

Rita Reissland is one of the hospice's many volunteers. She volunteers in her local St Catherine’s shop in Caterham two mornings a week. Rita said: "I volunteer to give something back as St Catherine’s cared for my husband Ken. After I lost Ken, I knew volunteering in the actual hospice would be too painful. But volunteering in my local shop is perfect. I love ironing so I usually steam the clothes that we’ve had donated, and I serve customers on the till too. We have regular customers come in and I really enjoy chatting to them. Volunteering makes me feel useful and the team have been really welcoming.” To thank volunteers for their incredible contributions, St Catherine's hosted a volunteers award evening at Tilgate Golf Club on Wednesday 5 June. This recognised volunteers who have reached five, 10, 15, 20, 25 or 30 years voluntary service with the local charity. uying a three-bedroom property seemed a near impossible purchase for first-time buyers Kayleigh Stevens (29) and Josh Morris (28). Believing it wouldn’t be within budget or that they wouldn’t be able to afford it, their initial plan was to aim for a twobedroom home and upsize later, when necessary. However, thanks to the Help to Buy scheme, Kayleigh and Josh were able to purchase the three-bedroom semi-detached house of their dreams at Berkeley Homes’ Broadacres development in Horsham, West Sussex. Having previously been living with Josh’s parents, the couple who both work in sales, moved into their new home in June 2018 and are now expecting their first child in July. yiasis, or fly strike as it is more commonly known, is a distressing condition that can affect rabbits in warmer weather. Flies lay their eggs directly on the rabbit and within hours they hatch into maggots which feed on the rabbit’s flesh causing severe pain, shock and potentially death. Flies are attracted to areas soiled with faeces or urine and therefore rabbits that are overweight, have arthritis or dental disease, which can prevent effective grooming, are particularly susceptible. In order to prevent fly strike, ensure you are taking the following simple precautions: • Check your rabbit’s bottom twice a day in warmer weather and if any urine or faecal contamination is present, bathe and dry the area • Ensure they are receiving a balanced diet comprising of 85% grass or hay, 10% leafy greens and 5% pellets to prevent diarrhoea, which can result in faecal soiling • Keep the environment clean by regularly removing dirty litter and bedding • Use fly screens or grow fly repellent plants, for example rosemary, peppermint, basil and green oregano • Apply a topical insect growth regulator product (cyromazine) to prevent the fly eggs hatching • Monitor any wounds closely • Speak to your vet for advice if you suspect your rabbit has a urinary problem, arthritis or dental disease If you are concerned that your rabbit has fly strike, it is an emergency and important to seek veterinary advice immediately. run an interior design company from home. I am considering putting a new home-office in my garden. Can you please advise on the VAT recoverability of such a project?

ANSWER:

A

lthough each case must be judged on its own merits, there are a number of common principles, which might be helpful here. For input VAT to be allowable, the cost in question must be made to the business, and for the purpose of that business. In this case it is recommended that the company both contract for and directly pay for the expenditure, rather than the director claiming it as an expense or via an adjustment to the director’s loan account. The question of business purpose can be problematic for expenditure incurred on works to or within a private residence. It is not usual for HMRC to enquire into the usage of such a, venture. If any private use is expected on the new home office, an appropriate adjustment should be made to the recovery of VAT. As always for VAT recovery, the specific items being purchased and specific business details must be examined carefully to identify how much VAT can be reclaimed. For example, whether the business is on the flat rate or standard scheme and whether the

item is a complete lodge/structure or goods/materials could affect the amount of VAT recoverable. If the business ceased using the home office and that part of the property reverted to private use, an adjustment to VAT might be required if the costs exceeded ÂŁ250,000 (excluding VAT) or were incurred prior to 2011. So from a VAT perspective, provided the company contracts for and pays for the work and the relevant VAT scheme permits it, the VAT is recoverable to the extent that the home office is used for business purposes. Creating a dedicated business space within a private residence will have Capital Gains Tax implications and if both business and private elements exist in the new home office a taxable benefit is likely to arise for the company. NEIGHBOURHOOD WATCH NEEDS HELP

J

unior Neighbourhood Watch (JNHW) is a very successful and popular project package, acclaimed by Sussex Police, designed for 10-11-year-old children (primary school Years 5-6). The delivered package helps the children to gain an understanding and practical skills to deal with current neighbourhood issues, to make them aware of their personal safety and how to improve it. We build upon the children’s already well developed observation skills, which in our experience have been demonstrated to be far superior to those of adults! JNHW has been created to: • Show young people that they can make a difference; • Encourage the development of practical skills, to address young peoples’ understanding of community issues and how to make their community a safe place; • Help children grow into responsible citizens, ideally with families, grandparents and friends fully supportive of the aims and objectives of Neighbourhood Watch. JNHW is designed to be run as a voluntary after school activity for one hour per week, usually for six weeks but some flexibility is available. Sessions are run by Neighbourhood Watch volunteers with help, where possible, from Sussex Police, local authority staff, county Emergency Planning staff and volunteer Magistrates. The children clearly love the course and the volunteers find it a rewarding experience. Tony George who has organised the JNHW so successfully for a number of years is in his late 80s and understandably, would like to step back from the organisation of this important scheme. He is hoping that some of you can volunteer in order that JNHW can

continue to do the good work that it has done so effectively for years. Free training, (teaching experience is not required) and the support of experienced leaders is available. Helpers will be required to undergo an Enhanced DBS check, which we will pay for. RASPBERRY RIPPLE ICE CREAM Preparation time: 20 minutes Cooking time: 10 minutes Servings: 12 INGREDIENTS 250g raspberries, 225g caster sugar, 2 large eggs, 4 egg yolks, 600ml double cream Raspberries or other fruit for serving METHOD

P

lace the raspberries in a pan with 2 tbsp of the sugar. Cook on a medium heat until sugar dissolves into the pulp. Simmer for 5 mins until thickened, then push the pulp through a sieve into a bowl and discard the seeds. Place the eggs, egg yolks and remaining sugar into a bowl. Whisk with an electric whisk hand whisk to combine everything, then place over a pan of gently simmering water – the bowl should not touch the water. Beat with the electric whisk for 3-4 mins until thick and pale. Remove from heat and continue beating with the whisk until cool. In another bowl, whisk the cream until it forms soft peaks, then gently fold into the cool egg mix until just combined. Pour the mix into a shallow container or dish that can be frozen. Just before you freeze the mixture gently swirl the raspberry puree through, cover with cling film and freeze for at least 6 hrs. Remove from the freezer about 20 minutes before serving. Place scoops of the ice cream into bowls with extra raspberries or other fruit. It's also gorgeous in cones.

REDUCE, REUSE, RECYCLE AND REFILL By Jeanette Mercer

o you Refill? If you’re trying to make your home more sustainable and reduce the amount of single use plastic you use, refilling is definitely the way to go. One of the easiest swaps to make is to stop buying water in plastic bottles and use refillable water bottles instead. It just makes sense from so many angles. First is that you won’t be contributing to the 7.7 billion plastic water bottles used in the UK each year. Huge numbers like that are hard to even visualise, so that’s equal to an average of 150 bottles per person. Secondly there’s the cost - the average cost of a 500ml bottle of water in our area is anything from 70p to about £1.20. If you’re on a water meter, tap water costs you £1.37 per cubic metre. That’s 1000 litres, so basically you could fill up 2000 water bottles for £1.37! The UK has some of the highest quality tap water in the world, so it’s a shame not to make full use of it. Kinder Living are proud to be the organisers of Refill Horsham District, which is part of a national scheme offering free tap water refills. If you have a smartphone download the free Refill app which will show you the nearest place you can have your reusable bottle filled for free. Or look out for the window stickers like the one above. Local shops like Crates Local offer seasonal, local fresh produce without the plastic. And since March 2019 Horsham Markets have been single use plastic free. Detergents and toiletries are another area where it’s becoming easier to refill or buy without the packaging. On the first weekend of every month Horsham Repair Cafe offer refills of eco friendly cleaning products, saving money and plastic waste. The numbers of disposable cups that are thrown away are simply staggering but coffee shops are taking notice. AGNE seeks a fair and equitable distribution of arrivals and departures for all communities surrounding Gatwick Airport. CAGNE seeks to ensure the complete picture of the ramifications of airspace is addressed at all times in a fair and equitable manner. We set Gatwick the challenge of our benchmark that is to be fair to all in totality, severity and lack of respite with all considerations when looking to change airspace, however marginal or extensive. CAGNE will never agree to move noise from one community over another, and stresses that full consultations with all parties must be obligatory. The Gatwick managements continuing antics to strive for growth at any price to the local communities are unacceptable. Their plans for greater profits by using the emergency runway as an interim for growth, whilst adding new routes through PRNAV procedures, gives total disregard for the ever increasing noise complaints and lack of surface access to service tens of millions of people that try to access this airport – a second runway by stealth is unacceptable! CAGNE was formed on the 17th February 2014 due to the ADNID trial departure route being instigated by Gatwick Airport for a PRNAV route (concentrated flight path) over rural areas not previously flown over. CAGNE has grown and diversified since then to embrace the many issues that Gatwick presents through their desire for growth including new flight paths, changes to flight paths, increases in noise, and a major campaign force opposing the second runway. CAGNE was at the forefront in opposing the expansion of Gatwick Airport with a second runway for sound reasons and will object strongly to the emergency runway being used as an interim measure. CAGNE has an extensive network of members

covering areas to the east, west, north and south of the airport concerned with totality of aircraft noise produced by arrivals and departures, environmental issues, airspace and surface access for Sussex and Surrey and beyond. The CAGNE committee consists of residents to the east and west of the airport coming from many professional backgrounds including aviation. An Annual General Meeting open to the public takes place each year in February where the chair and committee are elected. CAGNE sends out informative newsletters to members, consult our members to formalise responses, and is active on social media – Facebook, twitter and instagram. We work closely with CPRE Sussex and Surrey and other CPRE offices as well as other bodies such as Airport Watch, Aviation Environment Federation, Members of Parliament, and other aviation community groups in the UK and overseas. CAGNE has a seat on Gatwick groups – GATCOM and Noise Management Board.
