STREET ARTISTS ARE NOT LEAVING IN THE POOL

The reflection pool across the Ataturk Cultural Center caused disagreement amongst different artist groups. Kemalettin Erkmen stated that the Pool was in high demand as it attracted a lot of attention from the passing crowd. “IBB defines our duty days and hours, however, some musicians do not comply just to benefit from the advantages of busy days,” he added. (Faik the Trumpet is a familiar face of the Pool) “The Sound of Music should mix with the sound of water.” Union of Street Musician Co-Chair Arya Karabugdayci, when consulted, supported her colleagues. Karabugdayci suggested the elevated contour around the Pool contributed to acoustics: “Painters can work anywhere, but here, the sound of Music should mix with the sound of water.” The statement caused negative reactions amongst the painters. 4

PRO-CYCLING WITH OLD COBBLESTONES

In Taksim Square, the 10-year-old cobblestones did not go to waste and are used in the new design. The fragments of broken cobblestones will be used in water collection units. 6

INTERACTIVE SCREENS WERE HACKED

The passersby at 11:00 pm on the night of May 12th saw an interesting notice on the interactive info boards. Local hacker group, calling themselves “PublicSpaceJam,” hacked the screens to protest the advertisements issued on the screens.

Engineer Esra Aslan, who takes a role in the infrastructure project, discusses red rainwater harvesting canopies, planting trees, and other precautions against floods. 8

LONG LIVE THE DISABILITY RIGHTS LAW

In Taksim, the campaign taking place during the week of People With Disabilities, May 10th to May 16th, continues to increase awareness regarding the rights of people with disabilities. Disability rights activists Samime Oz Hazar pointed out that the United Nations Disability Rights Agreement signed by Turkey should be implemented as soon as possible.

DEMONSTRATIONS AGAINST ISKI PRICE RAISE

The local agenda item is next week’s voting on the 10% price rise in water services effective of December. Demonstrations took place in Taksim as this information was shared with the public. About 100 protestors walked from Galatasaray Square to Taksim Square, carrying colorful banners. After reading the declaration, the group adjourned peacefully.

SKATEBOARD CHANGED HIS LIFE

Fatih(22), a resident of Tarlabasi, states he regularly comes to Taksim for skateboarding. He discussed how he survived his drug addiction with the help of skateboarding.

LOST WALLET RETURNED TO OWNER IN 10 MINUTES

On Wednesday, May 10th, Sudanese tourist Khalid Moussa dropped his wallet at the bridge between Gezi Park and Green Garden. The simit vendor, Aziz B. brought the wallet to the Info Desk at the Cumhuriyet Boulevard. The wallet was returned to Moussa, who came to the Info Desk after the announcements. As a show of gratitude, Moussa thanked the public authorities and bought all Aziz’s simits.

Workshop: “Seeds from past to the future” This week, Botany Studio will focus on seed workshops for children ages 6 to 10. Comic book: “What we went through” Comic book on a Uighur woman’s experiences was translated to Turkish and is accessible in Ataturk Library. Theater: “Being Queer In 90s” You can see the game by Mekan Arti at the theater in the Gezi Park. Concert: “May 19th Recital” International award winner young pianist Talya Tekay, will perform a special show on May 19th at the Gezi Park Event Area. Exhibition: “History of a Square” Taksim From 1920 to 1923 Exhibition in Ataturk Cultural Center was extended through the end of the year due to profound participation.

Dissolving Taksim Taksim is where Istanbul comes together; Taksim is where Istanbul dissolves

Taksim is where Istanbul comes together; Taksim is where Istanbul dissolves.

Our networked approach advocates for a composition with multiple spatial and programmatic nodes linked to one another, either physically or digitally. These nodes and links offer unique urban experiences while complimenting each other. They can be changed, substituted, or even removed to serve the time and context, emphasizing the overall resilience and longevity of the system. The changes in the network is informed by a constant engagement process with inhabitants and stakeholders that shape Taksim. Citizens are micro nodes of our framework. They might come from different political ideologies, religions, ethnicities, and cultures individually, but public spaces have the unique ability to connect people to each other in ways through social interaction, celebrations, protests and so forth. Our proposal takes this notion into its focus and explores how spatial infrastructure can help build these connections. These connections can also be ecological, promoting the square and its context as one network of flow, integrating green infrastructure for stormwater management on one hand, and enhancing urban biodiversity and urban microclimates on another. The injection of nature at the scale of the square, park, and broader context achieves a cohesive language for Taksim and a collective performance as an intricate social and ecological network.

Since the late Ottoman period and the foundation of the Republic, Taksim has always been central to the historical, socio-political, and cultural narrative of Istanbul. On one hand, this centrality created a space of multiplicity and heterogeneity through trade and cultural activities. On the other hand, it brought a huge amount of pressure which eventually turned the square into a battleground of ideologies, political statements, protests, and demonstrations. It is a place that is and will continue to be in flux. In line with this reality, our approach suggests moving away from traditional, closed, and static structures, into open and dynamic arrangements. Taksim Square is a critical juncture for Istanbul - a hub for financial, cultural and political urban networks. Our proposal aims to shift towards a ‘distributed configuration’ that allows for Taksim’s resilience, to be able to respond and adapt to an increasingly complex and indeterminate future, within and beyond the square. Reimagining Taksim requires considering a multi-scalar and interdisciplinary approach. At the city scale, Taksim Square is a critical node for Istanbul’s urban network. We envision Taksim expanding towards the waterfront, establishing a regional green network, and connecting with different mobility and cultural nodes across Istanbul. While we strengthen existing connections, we find an opportunity to establish new nodes and distribute the load of Taksim to these new spaces. Taksim and Gezi Park have shown in the past how this decentralization process could work, e.g., Neighborhood Forums that emerged after Gezi in different parts of the city. We believe that transformations at our site can have a holistic impact physically, socially, and ecologically, thus serving as a model for future projects.

What follows is a set of ambitions that we set as core principles guiding the design process. Taksim’s continuity lies in its persistent use as a public space. Our goal is to renew this character by tackling mobility issues, ecological infrastructure, and programmatic questions. In this process, we embrace the complexity of its past and reveal opportunities for engagement. The new Taksim Square reflects on contemporary values of resilience, inclusiveness and sustainability in a simple yet strategic series of spaces, ready to welcome everyone.

DESIGN AMBITIONS

Our vision for Taksim is one that is inspired from the predominant character of the space and extended to be seamlessly integrated into a holistic, novel one. Taksim Square should be flexible, responsive, and adaptive, all the while respecting the historical narrative.

Ambitions -

Revitalize urban character Can Taksim reclaim its role in Istanbul’s civic life? Taksim Square is geographically and historically at the heart of the city, but it has been seen and perceived as a construction site in recent years. As a result of political decisions, the square has lost its diverse and multicultural identity within the fabric of Istanbul. Our goal is to redefine the relationship between the square, the park and the surrounding city and make it a destination again for Istanbul residents. Action Areas

• Rethink the role of Gezi Park as a site for simultaneous cycles of activities and events • Provide the void that can be utilized for large scale events and demonstrations • Strategically locate and create a decentralized system of activity nodes that offer different urban experiences • Welcome and encourage night time activities

Welcome All Can Taksim act as a place for intercultural dialogue and exchange? Taksim is the pulse of Istanbul. It should make all people who use the public space feel welcome, respected, safe, and accommodated—regardless of who they are, where they come from, their abilities, how old they are, or how they use a public space.

Action Areas

• Ensure that there is adequate space for activities promoting inclusiveness • Support the diverse organizations, individuals and businesses that exists around the square • Provide space for vendors that can incubate new ventures, or expand the reach of their products and services

Reintroduce Nature Can Taksim Square strengthen and enhance the ecosystem of the city? Taksim has become a symbol for aggressive redevelopment of the city. We want to explore the relationship between the park and the square and the landscape at large , creating a celebration of sustainability within a new aesthetic that not only changes the current perception of Taksim but also functions as an urban oasis. In order to create an environment that people want to spend time in and escape into, we need to establish and balance a dialogue between urban needs and much needed natural processes and ecosystem services.. Action Areas: • Catalyze an urban ecosystem that goes beyond the boundaries of the square • Increase tree cover in the area and create different micro-climatic conditions and help mitigate urban heat island effect. • Optimize the direct experience of man with nature by introducing masses of grasses, lawn surfaces, and seasonally flowering shrubs, six different typologies within the overall site. • Demonstrate how the renaturalization model that invests in ecological assets can address urban infrastructural challenges, mainly water systems * The images used in this page are for illustrative purposes only. Reveal invisible layers Can Taksim create opportunities for individuals to reconnect with the past and get a new understanding of the space and the society they live in? Taksim has always been a highly charged space where governments and administrations scrambled to claim their power or to erase the traces of predecessors. While the monuments and buildings are constructed to be the focus of our attention, they inevitably become invisible in the public’s eye.

Action Areas

• Create a space that artists can reflect on the history and significance of the space • Define viewpoints that reveal new perspectives to the site and the city and encourage people to engage with the different landmarks in the square • Augment the public space with interactive installations that responds to people’s input

Maximize accessibility Can Taksim Square become a node in a well-connected network on various levels? Despite the fact that private vehicles dominated the past century, the future lies in alternative modes of public transport: bicycle, shared bicycles, subway, buses and tram. An important function of Taksim Square is its ability to link these various modes of transport. We imagine Taksim could become a place where cyclists and pedestrians feel both prioritized and welcome.

Action Areas

• Increase walkability in the area • Provide facilities for sustainable modes of transit • Upgrade and improve public transit access • Introduce measures that will disincentivize private vehicle trips

Increase resilience Can we future-proof Taksim against the risks of natural catastrophes? We have recently experienced how the world as we know can change within a few weeks. A global pandemic is not the only force that can affect how our cities can operate. We must prepare Taksim for climate change, expected Istanbul earthquake, and stormwater flooding with tools responding to the need for resilient design in urban and public space. With its strategic location and open space capacity, Taksim will have to be resilient and adaptable to different uses in case of an emergency.

Action Areas

• Improve water efficiency and increase the stormwater-retention capacity of the square • Provide safe assembly spaces and basic amenities following a disaster • Collect and distribute solar power to support electricity needs of the square and be self sustainable for critical services

ISTANBUL

At the city scale, Taksim Square is a critical node for Istanbul’s urban network. We envision Taksim redefining its relationship with the waterfront, establishing a regional green network, and enhancing its connection with mobility and cultural nodes across Istanbul.

Yenikapı - Mecidiyeköy Urban Corridor Taksim should be better connected to different urban nodes of the city especially the critical transportation ones. We envision that the corridor that connects Taksim to Mecidiyeköy and Yenikapı will play a critical role in increasing the accessibility of Taksim by providing more transit options for residents. For Taksim to be a inclusive for someone who lives in the peripheries of the city, the comfort and duration of their journeys should be enhanced. The corridor will also be an alternative to the metro network of the city by connecting both historical peninsula and the central business district.

U2 - Transformation of Tarlabaşı Boulevard Tarlabaşı Boulevard is a critical street at the urban scale but not locally integrated. Dangerously fast, yet prone to congestion, the street serve through-traffic at the expense of other uses and form barriers to pedestrians and cross-street traffic. In its existing structure, access for cyclists, and pedestrians are difficult and extremely dangerous. In the absence of dedicated facilities for loading and parking, cyclists and motorcyclists are particularly vulnerable when sharing mixed travel lanes and competing for space with cars, trucks, and buses. The illustration shows a potential street transformation. We propose to narrow and reduce the number of travel lanes but increase street capacity by implementing a center-running dedicated bus lane, and reallocate space by including protected cycle facilities. Two travel lanes in each direction is dedicated to private vehicles, with select areas for loading and parking. The medians also provide space for cycle share stations, pedestrian refuge islands, and trees that help create a sense of enclosure to reduce speeding.

Taksim Waterfront Connection Transformation of Taksim should reestablish its relationship with the waterfront of the city. This relationship is not only important for accessbility but also in terms of synergy between different public amenities and experiences that support each other. In spite of its controversial redevelopment scheme, Galataport project will dramatically change the character of the stretch that is in close proximity to Taksim. Future interventions at the urban scale should examine opportunities to extend the experience of the square to the waterfront by improving streetscape, defining view points and creating micro-scale public spaces. Fostering people’s interaction with the water-land interface lends it a distinct character. Hence, equitable access to urban waterfront if ensured at all times, will be key in Taksim’s future.

Creating a Blue-Green Network for Resiliency Gezi Park and Taksim Square can contribute significantly to the distribution of nature within the city. We propose to reestablish the Maçka - Taksim Urban Forest which will include strategies to connect fragmented green patches of Prost’s Park Number 2. Additionally, the major streets that connect the square with other urban nodes and site specific interventions can work together to complete the urban ecosystem. These hybrid interventions are designed to operate at (local) street/ neighborhood scale and (larger) city scale to increase urban flood resilience as well.

Street Scale The solutions at the street scale can be undertaken as part of a green streets program. Possible infrastructure interventions can include street trees, permeable pavements, bioswales,retentions planters and rain gardens at local street scale to help build resilience. Transformation of Mete Cad. can be a protoype to illustrate how a green street can be integrated into the existing urban fabric.

Neighborhood Scale Many cities facing similar challenges like Istanbul, have transformed existing open/ vacant spaces such as city parks, playgrounds and post-industrial zones into permeable landscapes using green interventions. Most neighborhood scale examples use medium to large open spaces (parks/rooftops) to absorb and/or store excess stormwater. A newly created green stream can effectively channel rainwater to the Bosphorus during a cloudburst to avoid damage in the neighborhood. Integrating these spaces with networks of smaller blue-green interventions like gardens, urban farms and green streets across neighborhoods can help create decentralized off-grid systems for effective urban flood management.

City Scale Istanbul desperately needs open green spaces. According to Urban Analysis Report by IPA, the amount of green space per a person is 2,67 m2. This is much less than the legal requirement of minimum 15 m2. Green-space interventions at the city scale can deliver health, social and environmental benefits for all population groups – particularly among lower socioeconomic status groups. In this regard, reconnecting Gezi Park with Macka Park would be a step towards reclaiming what was once imagined as a city scale park. In addition to parks, urban forests play a critical role in Istanbul’s green network. The big challenge in the years ahead is managing and sustaining the existing canopy in the face of future pressures from urban development, climate change, and emerging pests.

Transformation of Dolapdere & Piyalepaşa Dolapdere has been a melting pot of different demographics for a long time. With the opening of Bilgi University campus and repositioning of Arter, the neighborhood is in the midst of a gentrification process. New museums and galleries enliven the art scene and attract new visitors but at the same time displace social groups who cannot afford rising property prices. There is an opportunity in this corridor to create a more equitable transormation process through engagement with local communities and ensure their livelihood in the area. Integrating the neighborhood with its distinct character will have a big impact on Taksim’s popular culture and identity.

In its current conditions, Taksim is composed of segregated spatial areas and undefined voids which hinder a holistic urban experience. Our proposal seeks opportunities to remove the various walls and barriers and to create a traversable place central to the city.

In order to define the character of different sections, surrounding urban edges are identified. In certain areas, the relationship is redefined through interventions to vehicular traffic and adjacent entities are included to build a strong and vibrant social and economic space.

Taksim has a very crucial role in the pedestrian network of the city. The main circulation routes are simplified to frame and guide locating different spatial nodes.

We recognize that rituals of political discontent are traditionally celebrated on Taksim Square. The proposal embraces the right to protest by respecting the void while making it amenable to other uses at the same time.

The nature is brought in from the park and it is used to blur the border between Mete Caddesi, the promenade and the square. Lawns, water elements, meadows, grasses, flowers and a tree canopy allow nature back into the core of the city and to develop a rich urban ecosystem.

Our spatial strategy aims to interweave different activities and spaces that are defined at critical intersections and gaps. Each one of these spaces are carefully identified in relation to its proximity to the existing context and its role in the square as a whole.

Promenade Cumhuriyet Caddesi is reimagined as a promenade where people can rest, meet, eat, or even work in the comfort of a well equipped public space. The promenade-plaza is perceived as an extension to the existing park in its orthogonal language that then meets and merges with a new dynamic language across the square.The promenade consists of programmed, porous, landscaped “green rooms” along the movement corridor. These flexible spaces allow for a myriad of activities to take place while providing a place to sit back near nature and enjoy the views of people passing by.The vegetation and planting scheme structures the layout, all the while highlighting the cohesiveness of the design, as well as the project’s goals of sustainability and resilience. Around the central area sits a new landmark, a social space that at once serves day-to-day activity as well as large events, all the while providing shade and vision towards the active promenade. The landmark hosts an amphitheater, a stage, a lawn patch, shade trees, as well as a ‘canopy’, it is water collection towers that provide shade while being connected to an underground tank. Underneath this structure are bathrooms, public amenities, storage facilities, and access to tank maintenance. With reinforced connections to the surrounding streets, the promenade will continue serving as a link while creating a new sense of place.

Economic Sustenance The commercial units, kiosks, and FNB facilities across the promenade are rented out to local and nonlocal businesses on an annual basis. This provides an opportunity for generating money to be used for the general maintenance of the park at large. In addition, Water tank under the main amphitheater for rainwater collection cuts down on water losses for irrigation. Bioswales, porous surfaces, and green infrastructure deployed across the site cut down on post-storm maintenance expenses. All plant material selected is native/adapted, low-maintenance and drought tolerant (see Landscape Guidelines). All paving is heavy duty and easily recovered. These strategies reduce cost and ensure a long term sustenance.

Canopy

As a landmark structure in Taksim Square, the canopy is more than just an iconic shade structure, it is also a rainwater collection tower. Its light and minimal structure will announce the presence of Gezi Park to anyone that passes by the square. Falling climbers decorate the edges and add further character, greenery, and a cooling effect to the space.

Movement Corridor

The movement corridor provides a direct and continuous link from the square to the Harbiye axis. This generous corridor is transformed into a more pedestrian and cyclist-friendly environment while reinforcing the relationship with the businesses at the ground level.

Kiosk Design We are proposing a moduler system for the kiosk arrangments. There will be three main sets of modules . Type A is closed units, where sanitary and storage functions are supported. Green Commons Green Commons provides a large oasis of green open lawn space for the common use of Taksim’s visitors. With its informal amphitheater, the plaza is designed to be a multifunctional activity space that offers people to gather and start conversations under the trees, surrounded by soft landscaping. Simultaneously,it serves a commercial and cultural program underneath it. Varying flowering cycles of the tree species provide different atmospheres throughout the year, with an iconic yellow foliage in the fall. Additionally, the plaza aims to reduce stormwater run-off as well as reduces the heat island effect.

The Square The east corner of the square is home to the Water Plaza which features an interactive fountain. The fountain creates attractivity and coziness at times when no major events are taking place. As night falls, the plaza’s appearance undergoes a theatrical transformation through a series of lighting strategies.

Gezi Park A monumental landscape of its own, the core identity of the Gezi Park and its formal garden layout is fully preserved and all its trees remain in place. The intervention strategically addresses the surface treatment, upgrading hardscape to complement the promenade and square, and delineating ground cover between shrubs and lawn to serve programs without jeopardizing the existing orthogonal compositions. A dog park, a kids’ play area, and small plazas are integrated under the existing canopies in the upper west part of the park. East and West alleys are accentuated with greenery under existing trees. A gateway lawn spreads under the canopy along the eastern edge of the park. Central axis, stairs, and existing circulation is maintained. Connections to the north part, to the promenade, to the square, and the neighborhood are amplified. Gezi Park’s elevated position provides an opportunity for new viewpoints and experiences of Taksim Square and the city.

Strengthen connections and edge conditions The limitations of existing side edges, level differences,walls, and abrupt disconnections are transformed into design opportunities. Amphitheater spaces, vegetated ramps, animated stairways, mounds and landforms are strategically integrated to strengthen physical, visual, and ecological connections.Example:the iconic Gezi Stairs is preserved but gently integrated in a landscaped corner on one end, blending in the holistic renaturalization vision for Gezi Park.

Green infrastructure takes several forms in the project and in response to the critical water conditions in Istanbul at large. The food forest further activates the north east section of Gezi Park and is in proximity to kids’ play space and ecolab, intentionally to engage the younger groups.

Disabled-compliant ramps, stairs, tactile pavement, and elevators are provided as per Istanbul standards to maintain an easy and safe access to and circulation within the Gezi Park, essential for a successful and inclusive activation.

Activation

Different parts of the park is revived through soft-programming, seating elements, games (ping-pong, backgammon etc.) and mobile elements (library on wheels). Pop-up social and art events set up around critical locations like the fountain will animate the space.

Gezi Amphitheater

Imagined as an important node, the Gezi Forum creates a physical extension to the library and cultural nodes. We propose a plaza that follows the same language as the square while integrating Gezi Park and the context in an amphitheater-like setup. This corner initiates a conversation, is a platform for dialogue, contains the level differences, serves as a continuous open social space, while also connecting the the urban forest trail.

Beyond Taksim: A Botanical Urban Forest As part of the Urban Green Network, the Urban Forest Trail weaves together existing and proposed focal nodes within and beyond Taksim Square. The trail connects the series of parks (ex. Gezi Park, Maรงka Park, & Ismet Inonu Park), public spaces, landmarks (Dolmabahce Palace Garden) and potentially semi-public spaces (ex. Hilton Hotel garden), in a rich pedestrian and cycling experience. The trail is guided by iconic and modular visual elements & supported via a virtual platform that also allows a botanical educational experience. Along the trail are viewpoints and stops, and temporary pop-up events in collaboration with cultural institutions in the neighborhood (ex. ITU Faculty of Architecture).

Integrating Park and Square Our vision for Taksim square and entourage will change the understanding and emotional response to the square through the creation of a new type of space, that of an ‘experience with nature’. The latter is manifested through the injection of a palette of landscape elements including earthy material, permeable surfaces, living material, color, texture, and diversity. Hills, slopes, masses of greenery, trees canopies, benches, walkways, stages, and lawn areas to name a few experiences.

Park- Square Inter-phase The layout is born out of the orthogonal geometry of the Gezi Park and smoothly intercepts with the programmed organic gestures and forms anchor that anchor the overall space. Altogether, the design is grounded through the orthogonal paving pattern, consistent across the site. The composition with landscape elements such as trees, planted berms, masses of grasses and shrubs create a system of alleys and plazas, of various scales, hierarchies, and flexible functions.

Vegetation as Design Agent Trees and vegetation is a key design agent. Trees are deployed to define spaces and places of different quality and micro-climate. Trees in a linear configuration define walkways and alleys. Trees in a grid layout define plazas underneath them. Each configuration is visually remarkably different. The alleys and walkways, of various hierarchies, are accentuated via the trees. They intersect to form plazas and places of varying hierarchies, sizes, and programs.

Landscape Guidelines for Species Selections Tree and plant selection respects the projects ambition for a sustainable and resilient Taksim and follows the criteria below: Adapted/Native species: require minimal irrigation & maintenance; have historic & cultural value Wide canopy: provide shade, micro-climate, retain rain water, & enhance underground stormwater infiltration Visual interest: mixing deciduous and evergreen trees for seasonal variety, color bearing species for visual identity, & way-finding Improve biodiversity: inject pollinator- attracting species, maximize porous surfaces, & enhance urban ecology (ex. bird habitat)

Paving as Design Guideline An integral component in the design and articulation of spaces, those of movement and those of program, the paving approach ensures creating a holistic language across the site, all the while defining a visual identity, as well as a specificity to each space. Hardscape color and finish palette is consistent across the square, plazas, park and shared streets maintaining a robust visual scenography. Yet, the distribution of color (shades of grey) is determined by a set of parameters, namely spread, density, and porosity. Darker patches define gateways or areas of heavy pedestrian traffic and gradually fade into lighter tones. Permeable pavers in the form of lawn pavers animate the spaces and increase porosity of the ground. These pavers are existing Taksim granite pavers, re-used. The Gezi Park follows the same palette, but with less parameters, remaining respectful to the formality and orthogonal organization of the park. 51


Landscape Typologies & Guidelines Six landscape typologies structure the design. Each relates to a broader scale of landscape systems with a specific plant community and intended function, aesthetic value, and spatial quality. While distinct, the six typologies together complement each other, support the re-naturalization ambition, and further enhance the overall performance of the site, ecologically, socially, hydrologically, and economically.

The project uses landscape as a means to weave forms and functions while seamlessly absorbing the 4m level difference between the Gezi Park and Taksim Square. There is a strategic renaturalization opportunity in that edge condition that technically blurs the edge and provides a novel experience: a hill. It is a curated wilderness, of perennials, grasses and flowering shrubs, along with forest trees, intended to create a haven of its own, with punctual trees and intimate bench seating amidst the grasses.

Along the promenade, green berms animate the walkway and allow for Phalacrocorax aristotelis / planting despite the infrastructural conditions underneath. Berms are European shag used as a modular intervention across the site whenever there is a need to plant on-structure. Berms re-use site material (rubble from demolition Phalacrocorax carbo / works) and allow for homogeneous dense planting as well as ample soil great cormorant depth for tree planting. Fixed benches are integrated in the berm and the achieved canopy accommodates for shaded plazas and flexible outdoor Ardea alba / seating. This typology optimizes re-naturalization in spaces that could be great egret technically challenging.

Landscape as System : Typologies Form One Holistic System The tree canopy is an extension of the existing trees in Gezi Park. The park therefore spills onto the square and promenade, blurring the edge and connecting both physically and ecologically. In fact, the diversity in the introduced landscape typologies is key to increase forest cover, attract biodiversity and transform the park into a habitat for different species, particularly birds. Why is this important for Istanbul? Istanbul is an important bird area and along important bird migration routes. The new landscape will enhance the movement of winter migratory birds such as the great cormorant and european shag, will function as stop for summer birds such as the purple heron and great egret, as well as a habitat for locallybreeding ones such as the threatened Yelkouan shearwater. It is also urgent for Istanbul to retrieve the ecosystem services that its forest cover provides, essential for long-term uran resilience. Hydrologically, the new landscape optimizes porosity and enhances water movement. Why is this important for Istanbul? Istanbul drinks from the Ă–merli Watershed, whose provisioned capacity has been degrading due to urbanization in its catchment area. Replenishing water table by capturing most water in ground, managing surface run-off,and collecting rainwater for reuse are essential to help preserve the water system of Istanbul at large without compromising on the need for a lush green park.

Our goal is to maximize the efficiency of the urban transport system by discouraging unnecessary private vehicle use and promoting more effective, healthy and environmentfriendly modes of transport, in general being public transport and non-motorized transport.

Mobility plan for Taksim Taksim Square under a safe access approach should prioritize pedestrians and cyclists and provide seamless integration in a multimodal network. Mobility interventions should enhance the public realm, and increase economic vibrancy for all within a safe and secure environment. With in scope of this approach, we prepared an accessibility plan based on a people centred and sustainable development in order to reduce to/from Taksim trip with private vehicles.

Only wat to reduce vehicular traffic is to simultaneously disincentivize driving by taking away space from cars (travel lanes, parking) or congestion pricing, while incentivizing other modes enough that these other modes become the more convenient choice.

Walkability is a crucial first step in creating sustainable transportation in an urban environment. Our interventions aim to ensure a physical space and design that promotes walking.

Despite the fact that Istanbul doesn’t have a robust bike network, the new design of the square can catalyze a modal shift to cycling.

In order to establish public transit as a preferred transportation choice, the system must work to attract riders who make a conscious choice to use public transportation instead of their car.

Congestion Pricing Congestion pricing has been proven to reduce congestion, increase transit ridership, provide more reliable travel times, decrease pollution, and reduce the number of auto accidents—all while raising critical new revenues for the transportation system. Within this proposal, we will explore feasibility the of an “Area-wide Charge” for Taksim which will charge private vehicles a toll when they enter the zone. Public transit, dolmus vehicles, and certain taxis (electric vehicles) will be exempt from paying the toll.

Prioritizing Pedestrians

Traffic Calming + Shared Street

The proposal seeks to reallocate the maximum amount of space for pedestrians. This is done through redesigning intersections and lowering traffic volumes and speeds. Roads surrounding the square will be repaved with a material that connects the street visually with the square which will force drivers to drive slowly and be mindful of those coming and going to and through the square on foot and bicycle. Since a large number of pedestrians are anticipated in Taksim Square, it is recommended that the surrounding road network be designated as a slow zone and bus priority zone with 30km/hr speed limit. We would like to create a well-connected network of sidewalks that are maintained, properly lit, and lined with a varied and interesting streetscape.

Designing Safe Intersections for Vulnerable Users There are intersections that are within the boundaries of the competition site that are dangerous for pedestrians and cyclists. If we want to make Taksim safer and more predictable for all street users, intersection design is key. In its current situation, large turn radii and wide lanes in these intersections encourage drivers to make sweeping, fast turns. Additionally, long signal cycles for pedestrians and misaligned crossings also increase exposure and risk. Without the necessary data, it is hard to redesign these places but we integrated intersection redesigns that prioritized pedestrian and cyclist safety instead of vehicle throughput. Some strategies include reclaming space to make more compact intersections, reducing turn radii and aligning pedestrian desire paths with crossings. Signal strategies should also be analyzed and integrated to achieve a safer intersection for all users.

Retrofitting Arterial Streets for Walking Some streets that connect Taksim to the city create barriers for pedestrians and create risk for crashes. Redesigning arterial roads as complete streets: with high-quality sidewalks, proteced cycle lanes, safe pedestrian crossings, and regulated on-street parking should be key to achieve a safer and more comfortable environment for pedestrians.

Despite the fact that Istanbul doesn’t have a robust bike network, the new design of the square can catalyze a modal shift to cycling. We propose to connect Taksim with other urban nodes and integrate it with other transportation systems like Metrobus and ferries. Protected bike lanes are proposed both on Cumhuriyet Cad. and Tarlabaşı Bulvarı. Shared bike lanes are proposed in narrower streets which will be slowed down by traffic calming. In high pedestrian density areas like squares and plazas, it is advised to mix cyclist and pedestrian movements to avoid conflicts between them. We propose to integrate wayfinding elements for cyclists to guide their movement in the site.

Resdesign of Cumhuriyet Caddesi Cumhuriyet Caddesi should be reimagined as a multi-modal corridor that would connect Taksim to Mecidiyekรถy. To keep the high movement function, vehicle lanes can be maintained and narrowed. The remaining space can be reallocated for cycle lanes in each direction. If parking is necessary, it can be placed between the moving vehicle lane and the cycle lane to increase cyclist protection. Mid-block pedestrian crossings should be provided and vehicles need to be slowed down as they approach the crossing with a vertical deflection and signage.

Shared Bike System One key component of this strategy is shared bike system. For a public bike sharing system to efficient and well used, it must have a minimum system coverage area of 10 km2. Therefore we are recommending that the current bike sharing system provided by ISPARK should be extended. Spacing of stations should be within a reasonable walking distance within the coverage area. An ideal station density is identified as 10 to 16 stations per square kilometer. This means that in our competition site, we need to include minimum of 3 stations. These stations are strategically located at critical places like subway entrances and the library. In addition to the infrastructure, the transfer between bike share and other transit modes (metro, feeder buses etc.) should be free or on a discounted rate. We know that IETT has initiated program to include bike racks to selected buses. We propose that all the buses that use Taksim should provide bike racks in front to carry bikes to encourage users.

Prioritizing Public Transit It is necessary to improve conditions of public transit so people can reach Taksim without the need of a car. We would like to keep parking for public transit to a minimum around the square and create a system where stops around the square are only used for short-term drop-off and pick-up. With the walking and cycling improvements, we will ensure that people have safe and comfortable access to transit hubs. A key component of our improvments is providing real time data on metro and bus arrivals. Integrating technology solutions to allow commuters accesss to real time location/arrival time of bus/train etc, on personal devices, public display boards and annoucement systems. This info will be displayed on our info screens around the space.Bus stops should also be improved. Solar charged bus stops which consist of a flashing beacon, overhead security lighting and an illuminated timetable, should be implemented. We provided pick-ups and drop-offs for dolmuş and taxis (when necessary) without restricting access at the station area to buses, pedestrians and cycles.Idle dolmuş vehicles should not be waiting at the site. We also foresee demand for dolmus will decrease with the expansion of the subway system so the number of dolmuş should be reduced incrementally.

Transformation of Mete Caddesi Mete Caddesi can be a vital asset for Gezi Park. Situated at Gezi’s eastern edge, currently it mainly functions as an access road. We propose to restrict vehicle traffic on Mete Caddesi and turn it into public transit only street. This means that the entrance to the street will be controlled by bollards and only buses will be allowed to use it in certain times of the day. Non-local through traffic which was using this street as a shortcut will be redirected onto the main road network. Similar projects have been implemented in New York City (14th Street) and London (Orford Road). By making this move, we will reduce the amount and speed of through-traffic, improve the look, feel and safety of the street and reallocate space for green infrastructure. We foresee that as a result of this change, more service businesses (cafes, restaurants etc.) will open along the street which will also help activate spaces in the park along this street. Access for deliveries and emergency servicess will be provided for businesses in this stretch.

Taksim is a microcosmic reflection of this, facing the same threats posed by climatic pattern changes and intensified and more frequent extreme weather events induced by climate change, and the expected Istanbul earthquake. 78

Taksim is a microcosmic reflection of this, facing the same threats posed by climatic pattern changes and intensified and more frequent extreme weather events induced by climate change, and the expected Istanbul earthquake.

According to the future climate scenarios developed for Istanbul Climate Change Action Plan, by 2100: · Average temperatures in Istanbul will be 1-4.5°C warmer, and coupled with the city’s ever intensifying urban heat island effect the increase in averages could reach up to 6.5°C. Currently the surfaces in Taksim are prone to absorb and hold heat, with rising temperatures this effect will increase, thus posing health risks for the users vulnerable to heat, especially children, elderly and those with chronic heart diseases. · Days with heavy precipitation will increase by 20% and the amount of precipitation in such days by 59%. Taksim already experiences flash floods that damage shops and underground infrastructures. Climate change trends signals increased risk of flash floods, which is further aggravated by lack of permeable surfaces. · The overall precipitation will decrease by 9% and drought days will increase by 23 days. Overall, the city will be experiencing water scarcity throughout the year, because the rainfall will occur in shorter periods with heavy intensity disabling the water resources to replenish. Addressing current and future impacts of climate change is inherent to the overall approach of the proposed project. The urban forest proposed will create a microclimate with a cooling effect, thus enabling resilience in face of rising temperatures and urban heat island effect. It will also increase permeability of surfaces that mitigate flash floods. The project also proposes to further mitigate flash floods by collecting rain and stormwater underground. The rainwater collected can be reused to irrigate Taksim’s proposed green spaces which alleviates water demand of the maintenance of the landscapes in a water scarce future.

A changing climate

The Mediterranean climate that prevails at Taksim Square is characterized by pronounced four seasons with warm and dry summers and cool and humid winters. This generally benign climate promotes a vibrant outdoor life throughout the year, rendering outdoor spaces such as Taksim Square an invaluable part of the urban social fabric and the public life. Even so, temperature extremes can range between -5°C to 35°C in a typical year, with significantly greater extremes recorded over longer periods, and with increasing frequency due to climate change. Despite low seasonal precipitation, steep sun angles and high humidity often exacerbate summer heat. Whilst exposure to prevailing wind at one of the higher hills in central Istanbul offers some relief against this frequently oppressive summer heat, in winters cold northerly winds increase the wind chill effect. As the global climate continues to change, the extremes in outdoor conditions in Istanbul are expected to become increasingly more pronounced. For Taksim Square, this means longer and more extreme heat waves, longer periods of draught interspersed by more intense downpours and stronger winds. Combination of these factors necessitate design responses that futureproof the use of the Square an d extend its active use potential through greater comfort in larger parts of a typical year.

Outdoor thermal comfort

User comfort lies at the intersection of inclusivity, accessibility and sustainability in built environment. Taking advantage of the generally benign climate of Istanbul, the proposal strives to satisfy the diverse needs of all Taksim Square users simultaneously by offering them a variety of environmental conditions to choose from at all times. This is achieved through an interconnected network of micro-climates created by combining passive design measures such as access to solar heat and local shades, local wind/air speed control features, use of plants and water features to soften temperature extremes and careful material selection. Preliminary studies confirm that high level of local outdoor thermal comfort can be maintained for up to 90% of annual hours through such passive design measures and the resulting co-existence of different micro-climates that satisfy

As one of the largest urban open spaces on a hilltop in densely built central Istanbul, Taksim Square enjoys high exposure to the sun. During the colder parts of the year, the design proposal utilizes this welcome source of heat by absorbing and gradually releasing it in limited local areas with darker coloured surfaces and high thermal mass. In such areas expected to be popular in the winter months, seasonal access to solar heat is further promoted with deciduous trees that increase shading during the warmer periods. With the onset of the warmer seasons, excess solar heat becomes detrimental and the need for shading and lighter colour surfaces prevails. This is offered through a variety of shading features ranging from plants in urban forest, on kiosk trellises and along primary walking routes, to local canopies and infrastructure elements such as the new bridge. Whilst the bridge offers a unique elevated experience and views when the outdoor conditions are favourable, it also provides a new sheltered walkway along a primary walking artery across the Square. Well-designed outdoor spaces benefit from high levels of daylight. The proposal aims to extend this benefit into the underground transport infrastructure by introducing skylights from the square, which also become sources of light and intrigue at night.

In spite of its relatively high-altitude location, parts of Taksim experience flash floods that damage shops and the underground infrastructure. This is attributed primarily to the limited availability of water permeable areas within largely sealed surfaces. Unless addressed through careful design, frequency and severity of such flash floods will increase due to climate change. The Istanbul Climate Change Action Plan anticipates Istanbul of 2100 to experience up to 20% increase in the number of days with heavy precipitation and up to 59% increase in the amount of precipitation on such days. Addressing the current and the future impacts of climate change is inherent to the overall approach of the proposed design. While its milder microclimate reduces urban heat island effect and improves local thermal comfort, the proposed urban forest also slows the speed at which heavy precipitation reaches the

ground. Once at the ground level, the precipitation is absorbed through the soil as it becomes irrigation water for the carefully selected locally adjusted and drought tolerant plant species. Natural and permeable surface finish materials such as open pavers will also be incorporated wherever practicable to reduce the risk of uncontrolled water runoff. In response to the increase in both the length of the dry spells and the intensity of heavy precipitation due to climate change, the project proposes to collect rainwater through bespoke shading canopies. The water collected by these canopies will be stored underground to offset the water demand for irrigation as well as the new and existing water features. It will also reduce the flood risk and surface accumulation of water in impermeable areas and enable access to water as a resilience measure during large scale emergencies. 82

Materials and technology

With minimal operational energy use and significant ecological enrichment through extensive vegetation, the largest environmental impact of the proposed redevelopment will be due to its use and disposal of construction materials. To minimise this impact, circular economy principles will be adopted wherever feasible. Proposed interventions will retain successfully functioning elements of the existing square and limit new construction to strategic improvements. Both the landmarks and the unofficial heritage of the Square will be preserved to protect its unique status within Istanbul’s urban fabric and memory. Materials removed to develop the new features will be prioritized for reuse directly onsite or recycled into new construction materials such as terrazzo surface finishes and concrete aggregates. Products with sound environmental credentials will be incorporated into robust design elements with standard details and dimensions to facilitate ease of maintenance and replacement. This will future-proof the Square against frequent, costly and environmentally harmful rebuilding cycles. Surface finishes will draw from a rich yet

pre-set palette of materials and colors to passively support the desired micro-climatic conditions, taking advantage of solar heat while minimising urban heat island effect. Preference for durable, natural and locally sourced materials such as stone, timber and marble will further reduce the embodied environmental impact of the proposed development. Large unshaded exposures of the Square will be exploited through innovative solar renewable technologies. Photovoltaic panels on kiosks and shading canopies will be used for self-powered solutions that improve local micro-climate, and provide amenities for visitors such as artificial lighting, digital interactive displays, wi-fi connectivity and free phone and electric bike charging. These amenities will also improve the Square’s resilience and continued public use during emergencies.

Earthquake Istanbul is expecting a Mw7.5 earthquake in the near future, namely “Istanbul Earthquake.” Especially as a touristic area and a critical economic center, Taksim cannot afford to be unprepared for a disaster on this scale. Disaster risk management is defined through 3 phases before (prevention, mitigation and preparedness) and 3 phases following a disaster (response, recovery and reconstruction). The proposed design cannot mitigate all earthquake risks in Taksim area but can contribute to preparedness.

We acknowledge that the promenade, Istiklal Street and all roads will most likely be open to access for ambulances, search and rescue vehicles and fire trucks. Taksim Play Strategies Kindergartens around Taksim Square, Tarlabaşı Blvd to become a children friendly access to Gezi Park from the neighboring schools as well as adding play opportunities to İstiklal. While Taksim is a commercial / cultural city, the neighborhoods of Bülbül, Çukur and Bostan have relatively large numbers of disadvantaged children. Our play concept also explores the creation of new spatial links for neighboring residents.

Our strategy relies on diverse activities, the variety, and the opportunity to use several age groups and social entities during the day. This vision encourages the intergenerational practice of the right to play. The aim is also to make it more convenient for young people to exercise their physical and gaming practices and interact in public spaces so that both adults and the elderly have a sense of intergeneration and time-sharing. They abandon a fixed programmatic classification by age and clamps isolated users to guarantee that various activities are intentionally programmed to communicate with different users during the day.

PLAY STATION OF BEYOĞLU Gezi Park will be the play station of Beyoglu employing play rangers who reach out to Bülbül, Çukur, and Tarlabaşı neighborhoods to support children’s play in their own streets and schoolyards. Play rangers facilitate outdoor play by providing resources and ideas to encourage exciting, active, and socially bonding play opportunities.

PLAYPROGRAMMING IN GEZI PARK Software of play is as important as the hardware. We propose launching an exciting play program for Gezi Park supported by playworkers/play rangers who organize structured and non-structured play opportunities in Gezi Park regularly. Play programming also provides an excellent opportunity for participation as local residents and institutions can take roles in its organization. Accesibility Strategies In our vision to create an accessible and inclusive Taksim, we consider the needs of individuals from various age, gender, and disability groups. Design for everyone aims to create inclusive spaces where everyone can easily and safely use and participate in social life. Inclusiveness in public spaces means that every individual with different profiles can find a place for themselves, regardless of age and gender, and has equal access and use to places and services that support diversity and pluralism. By considering national standards such as TS9111, TS 12576- TS 12460, the appropriateness of park entrances, ramps, stairs, urban furniture, children’s playgrounds, and pedestrian paths for disabled individuals was considered in the design. Sustainable use of public spaces is possible with the quality and safety of the spaces and accessibility and equal use opportunities in line with the needs of all individuals. Independent participation, equal opportunities, and equal access to all spheres of life are essential inclusion conditions. We are aiming to implement a public experience where everyone can participate equally. Efforts have been made to ensure that every point in the work area is accessible and equally usable by everyone. In response to the resting need of people with limited mobility, we consider that the longest distance between the sitting benches is 30m, according to TS 9111.

Spaces for disabled children have been designed in the park and the children’s playground. In addition to the info screens placed at certain points in the work area, we plan to make the urban information interface accessible for everyone with tactile maps. Access to the metro and underground bus stops is provided by stairs and escalators and an elevator for the disabled. To avoid dark/blind spots in Taksim and its surroundings, using lighting elements of sufficient amount and lighting design, Taksim’s safe use has been provided for 24 hours. This is essential to ensure day and night access to the park, at all times, regardless of age and gender. To create equal/fair/livable public/urban spaces and provide services to individuals with different characteristics in spatial planning; “Healthy city”, “pedestrian-bicycle priority city”, “disabled-friendly city”, “age-friendly city,” and so on. In addition to many features such as “women-friendly city.” It is important to establish and implement mechanisms for women-friendly cities that will play a role in achieving gender equality in spatial organizations. It is both a basic right of citizenship and a social life requirement that everyone can easily and safely access the city space and use it independently. On the other hand, equal space is only possible when individuals take an active role and participate in spatial decision-making processes that affect them

The multi-sensorial approach allows us to create an urban space that is rich in experiences aimed at the direct and indirect engagement of the senses of the users. The diversity in plant selection, the seasonality of the vegetation, and variation in colors of the species, across time and space paints aesthetically pleasing and psychologically therapeutic scenes. The variation in the textures of the vegetation, between soft grasses and thick perennials, as well as the variation in the finishes of the ground surface, between lawn, granite, wood, and loose gravel, engages the tactile experience. The flowering plants and aromatic perennials in the woodland, hill, and food forest engage all of the sense: touch, smell, taste, and sight. The water plaza engages more than the senses to engage the body, playfully interacting with its shooting water jets.

The concept of inclusive design is crucial to our project. Inter-generational interaction, particularly in a place like Taksim, is further enhanced through design details and also through program. The ease of accessibility and safety of circulation, day and night, invites elderly, mothers with strollers, children, and people with disability in an equal and just manner. Once there, the spectrum of spatial qualities available on site invites the elderly as well as the youth. From intimate seating, to shaded lounges, to cafe configurations, loungy seating, or upright seating, a portfolio of programs is delivered equally to all age groups. The experience is designed around civic participation and connection, drawing together younger and older generations. The approach is aimed at promoting mutual interest and understanding.

Welcoming Infrastructure

Besides the permanent gathering areas that are part of the new urban landscape design, an events infrastructure is offered both for these areas and for large event layouts. The events infrastructure is developed to integrate temporary events better into physical space by maximising ease of use and administration to provide all actors safer, healthier and more enjoyable gatherings. The infrastructure is also an integral part of disaster risk management program and includes AKM as one of main service points. Mobile network connection is easily scalable with service providers when needed through the common amplifier. Taksim Art Programme The proposal of the artistic program for Taksim Square and Gezi Park is organized in three different layers and modalities. The aim and content of the artistic program are to create an opportunity for the citizens to select the art projects through a public call (by the Greater Municipality and managed by its cultural agency). Temporary Pavilion Temporary Pavilion designed by selected guest architects/ artists (Duration 6 to 8 months). Nowadays, in major public spaces and parks such as the High Line, New York, or the Hydepark London, a public art program interacts with its citizens. For example, every year, the Serpentine Gallery commissions a leading architect to design and build a temporary public summer pavilion. Every Pavilion is completed within six months and sits on the lawn of the Gallery for three months for the public to enjoy. In our vision, we are planning a similar initiative in Gezi Park in the southeast corner of the Public Art Platform. The Pavilion will act as socially active workshops, talks, and discussions led by curators and artists, architects, and designers. The invited artist would be a prominent international artist who has demonstrated activities. This Pavilion will be a place of intergenerational exchange for socially active art.

Performative Memory Walks

Memorialization of space in Taksim Square to Gezi Park is an important citizen engagement technique that also has a pedagogical duty of revitalizing the political and social history of urban culture of Istanbul. The performative sound walking will be in collaboration with civil and human rights NGOs or foundations and will be led by artists and architects that will be open participation for the citizens. The sound walking can be followed with a designed application on phones and guided by an artist, social researcher or architect. The theme could be vary from architectural history of the place to the history of 1 May or memories of non-muslim communities in Istanbul or the trees and plant histories.

Public Art Video Screening The screens, we propose in the project not only provide daily information or regular news, but they are also planned to be a venue for new types of artworks in the digital world. With the online voting system of the citizens, the artworks selected from the curator selection will find their place on the screens. Artworks could be screened every month in different spots.

Participatory Process Community participation is essential to creating a meaningful, long-term design for Taksim that has strong public support and provides an accurate representation of what kind of a city square that Istanbulites want. The following objectives guides our engagement approach: • • • • •

Collect deep local knowledge and identify collective ambitions to guide the design process Gather feedback about the design and programming of the square Creating a sense of ownership and excitement through an inclusive program Create a framework for ongoing collaboration and engagement to constantly update the project, even after it is implemented. Targeting underrepresented community members including immigrant and racial and ethnic minority communities.

We see this approach as an instrument to raise awareness about democracy and create a common ground for bringing people together who wouldn’t have come together under different circumstances. To meet these objectives, we developed a toolkit that consists of a variety of in-person and online approaches to engage residents. In addition to this toolkit, we propose to form a working group determined by Istanbul Metropolitan Municipality which will coordinate the execution of the participation program. The Taksim Working Group will include representatives from NGOs actively engaged with different groups and issues in the urban area (social, environmental,etc), neighboring universities and institutions & initiatives around Taksim. Although Taksim is a square of urban and even national and international importance, establishing a local context is substantial to build and maintain a solid structure and effective partnership. The Working Group will also be responsible for monitoring the curation and realization of the programs envisaged within the participation program, and will also develop strategies that will ensure the participation of the citizens. The participation program is rotational and will be announced via Taksim Working Group for each 6 months through an event schedule.Taksim Assembly is in charge of the curation aided by the the above toolkit and the phases defined below:

Phase 1 - Collective Vision After the announcement of the winning proposal, the working group engages citizens to collect ideas, suggestions, complaints and memories to frame the collective vision for the square.The engagement doesn’t necessarily focus solely on the project but more on collecting memories and stories related to the square. These individual connections will then be used to determine the common ground to discuss the project itself. Starters of Participation is an open-ended process under the responsibility of Taksim Assembly. The necessary toolkits must be used to reach the diversified participants. The collected data will be classified every 3 months and the next phases will be planned in the meantime.

Phase 2 - Expert Opinion To widen the suggestions, to provide the data free from just complaint grip, moderated discussion and lectures will be organised every month. This is an opportunity to become aware of controversial issues and current approaches through academics, professionals and activists. Topics will include gender studies, racial discrimination or social justice, on the other hand, sustainability, ecological approaches or technological inclusions diversify the discussions. A curated program will be announced every 6 months, and moreover if a study group will need support, some other lectures can be arranged. The program will be scheduled as closed and open sessions. The closed group participants will be invited as workshop contributors and selected by the assembly from the owners and managers of the local businesses, inhabitants of the area, education representatives including the students, and NGOs working with the different identities, etc. The lectures and events of the artistic program, artist talk, video screenings & memory walks will be included in the open schedule. Taksim Bureau and Taksim Online will be the main hubs of the organisations.

Phase 3 - Design Revisions The data provided from the previous two steps will be used to guide the conversation. Participants will work together to find design solutions that will address the issues that the working group have identified as priorities and result in a clear, detailed, realistic vision for the implementation project. Design team will work with participants to achieve reasonable and feasible decisions, by identifying reasonable constraints, teaching relevant design principles, and offering professionals insights to the ramifications of different design approaches.

Phase 4 - Urban Actions Temporary interventions will act as public consultation, at actual scale and in real-time – thus making a project process more inclusive, effective, engaging and efficient. In this stage, It is aimed to design and produce temporary, low-footprint interventions for urban action in the lead of the provided data. As a result of these, physical productions are carried out for the citizens to experience the different possibilities / uses of the square. Purpose of these interventions are depending on the current discussion, either changing the perceptions of the users about the square, capturing their interest and involving the citizens in the process to increase the visibility of the process, or can be the prototype of a permanent change. Other programs such as communal gardens can take place even before the implementation. Such programs enhance sense of community, sense of belonging to the space, as well as community resilience.The establishment and maintenance of the Urban Food Forest (top north of Gezi Park), the Eco-Lab (top north of Gezi) as well as the Urban Botanical Forest (Woodlands of Gezi Park), develops hands-on skills to the younger generation, enhances connection with nature, land, and the �other� and ensures long-term sustenance. It also teaches urban agriculture, agroforestry, botany, and ecology.

Phase 5 - Activating the Square The engagement process will continue after the implementation. Communal cooking, gardening, open-air sport activities, meditation sessions or reading groups will be organized to attract people into the new space and experience it in a new way. In addition to this, cultural events such as concerts, plays or screenings will help to embrace the space by locals and will give a chance to meet with the passers-by. Another instrument to keep the space active is public forums. In these meetings, discussion will be kept alive among all community members and the decisions will be made. Forums will provide the opportunity to continuously evaluate the participatory process and receive feedback.

The diversity in Taksim requires comprehensive and participatory communication strategies based on three intertwined categories working on the same database for listening, gathering together and disseminating.

Comprehensive and Participatory Communication Strategies Taksim Square and its neighborhood are composed of a diversity of local inhabitants, visitors, and passersby regarding their ethnic, religious, and sexual identities, as well as their social classes. Hence, the languages spoken in the neighborhood are diversified, not only concerning official languages but also socially constructed terminologies. Moreover, different backgrounds pose different interests related to the neighborhood from historical, cultural, and artistic to financial and daily-life information. In this manner, instead of an inclusive communication strategy, it requires comprehensive and participatory communication strategies (in plural). Communication Strategies would be developed and managed by an independent PR department, including the volunteers of the project. The voluntaries would be trained for taking over the management of digital platforms and monitored concerning the requirements of comprehensive and participatory communication strategies. 1. Reciprocal Communication

Today, social media enables two-way communication instead of information coming from top to bottom. The reciprocal communication aims to provide information on different levels, languages, and terminologies based on hearing the needs of the users posed in questions, comments, and complaints. It is essential to create a daily voice, in addition to the formal information language. Twitter and other social media accounts would be managed by different personas created based on personal typologies livingworking in, visiting, and passing by Taksim. Each Tweet would be signed by the name of the persona who has their voices. The daily voice would be non-binary, liberal, and speaking different minority languages when necessary. The goal is to remove borders between the local government and the inhabitants.

2. Collection of Local Memoriess

Similarly, social media allows the inhabitants to capture history as it is happening in audio-visual format. In the present day, the history is not written by “winners” but by citizens based on their testimonies. Therefore, the project foresees a platform where locals can upload their photos, videos, and voice recordings. Data would be publicly shared or stored for further researchers depending on the consent of the data creator. In addition to a digital platform on Internet, there would be a touch screen in Taksim Square, where people can browse the information cataloged through tags, such as social movements, historical moments, current and past exhibitions, events, etc. The goal is to multiply the ways of communication and enable information exchange between the inhabitants. .

3. Connecting the Nodes

Even though the Taksim Square is the biggest city hub, there exist more different spaces for public gatherings in Istanbul, such as Bakırköy, Kadıköy, Kazlıçeşme, etc. Moreover, the happenings present also diversified localities in the city depending on the space of historical incidents, such as annual gathering in memoriam of Hrant Dink in Pangaltı, Berkin Elvan in Okmeydanı, or May 1st and March 8th in different urban spaces. Hence, it is essential to connect the historical and spatial nodes to understand the history and daily life of the city. In addition to the aforementioned digital platform, there would be information screens at public transport stops, where passengers would be informed during their daily travels. Through particular Twitter hashtags, passengers would be able to join the discussions held on the screens. The goal is to provide a vivid platform for communication.

Bridging digital with the physical Smart Kiosks In our approach, we would like to connect the historical and hidden layers of Istanbul with the present through digital interfaces via screens around the square and also via a mobile application. These interfaces are designed for citizens who wish to discover the multilayered historical and cultural heritage of Taksim and its surroundings. Also, citizens can participate in the decision-making process through these screens. The interface is user-friendly and could be an opportunity to exercise transparency in administrative procedures.
